WhyjoinLRTA?

LRTAistheonlystate organizationwhosemainpurpose istoenhanceandprotectyourstate retirementplanthroughthe Teachers’RetirementSystemof Louisiana(TRSL).TRSLcan advocateprotectionoftheplan, buttheycannotlobbyactively becauseofstatelaw.LRTA,asa nonprofit,hastheauthorityto lobbyonyourbehalftoprotectand enhanceyourretirementbenefits.

Whatdoyoumeanwhenyou saykeepingpoliticsoutof pensions?

Althoughyourretirementis currentlyprotectedinthe LouisianaStateConstitution,the legislaturestillhasameasureof controloverourbenefitsand periodicallyanalysesthefiscal soundnessofthesystem.They

oftenintroducelegislationthat couldreducetheTRSLemployer risk,politicizinghowTRSLinvests yourcontributions,andvote whetherretireesreceiveCost-ofLiving-Adjustments(COLAs). Oftenthenatureofthesebills reflectstheworkofnationalthink tanksthatarenotfansofpublic pensions.LRTAkeepsawatchful eyeonthesepotentialbills,andyou willseethekindoflegislation LRTAhasdefeatedonyourbehalf, laterinthiseditionofthe newsletter.

Whatdoes10yearsofpension winsmean?

WhenIstartedasExecutive DirectorofLRTA10yearsago,we begantoseeramped-upattackson ourretirementplan.Additionally, eventhoughweoccasionally earnedenoughfundingforCOLAs, westillhavetoseeklegislative approvalbeforeadministeringit throughourretirementplan.Page 6ofthiseditionliststhetypesof billswehaveopposedand supportedsuccessfullyonyour behalf.

LRTAhassuccessfullyopposed morethan30billsthatcouldhave hadadetrimentaleffectonyour retirementplan.Also,we successfullysecuredtwocostof livingincreasesandchangedthe COLAlawtowhereyouwillbe receivingregularcost-of-living increasesinthenextfewyears. Finally,LRTAwasinstrumentalin repealingtheWEP/GPO provisionsofSocialSecurity, allowingnearly97,000citizensin ourstatetofinallyreceivetheirfull SocialSecuritybenefits.

Ifwehavewonallthebattles thenwhyshouldcurrentand futureretireesjoinLRTA?

Wehavewonthebattles,butwe havenotwonthewar!Therewill alwaysbespecialinterestgroups focusedonreducingpensioncosts throughlegislationthat potentiallyreducesorendangers yourbenefits.Itisessentialthat LRTAremainsyourwatchdogand monitorsbothstateandfederal legislationtomaintainthecurrent benefitplans.Wecanonlydothat iffundsareavailabletopayfor thoselobbyingefforts.

Istheremerittochanging retirementplanstolimit employerliability?

Perhapsfromafiscalperspective thereissomemerittolimiting employerliability.However,public pensionsareoftenakeyto recruitmentandretentionof publicemployees,particularly whenapersonwiththesame degreeandexperiencecanmake moremoneyintheprivatesector.

What’sonthehorizonin termsoffuturebattles regardingretirement?

Therearestilltrendswherespecial interestgroupswanttopoliticize thewayTRSLinvestsretirement funds,oftenresultinginreduced revenue.

Wemayseetargetingretireesthat earnabenefitbutpotentiallyloseit iftheyreturntotheirnative countries.Thatwouldaffectthe waywerecruitforeignlanguage teachersintheCODOFILprogram. Thesenationalspecialinterest groupsdonotunderstand Louisianaculture,andthe templateusedforspecific retirementlawscouldhave negativeramificationsforour stateretirees.

Also,thereistalkaboutrequiring allstatestoparticipateinSocial

Security,whichcouldputthe currentbenefitplanthroughTRSL atrisk.

IappreciateLRTAadvocacy, butIdon’treallyhavethetime ordesiretoparticipatein advocacyefforts.Whatdoyou meanifallIdoispay$30a yearitprotectsmyretirement plan?

TheCriticalRoleofLRTA

TheLouisianaRetiredTeachers Association(LRTA)playsanessential roleinadvocatingfortherightsand benefitsofretirededucatorsand futureretirees.MembershipinLRTA helpsstrengthentheAssociation's voiceandinfluence,makingita powerfuladvocateforretirees.Inmy capacityasaTrusteefortheTeachers' RetirementSystemofLouisiana (TRSL),IrecognizehowcrucialLRTA isinprotectingandenhancingthe retirementbenefitsforeducators.

TRSLandLRTA:AVital RelationshipinLegislative Advocacy

TRSLisresponsibleforoverseeing andadministeringtheretirement benefitplanforLouisiana's educators.Asastateagency,TRSL providesfactualtestimonyto Louisiana’sHouseandSenate committeesonretirement-related legislation.However,TRSLislegally prohibitedfromlobbyingon positionsinsupportoforopposition tolegislation.ThisiswhereLRTA stepsin,grabbingthebatonwhere TRSL'slegallimitationsend.LRTA bridgesagapbylobbyingonbehalfof currentandfutureretirees, advocatingforlegislationthat impactsretireespositivelyand opposingbillsthatmayweakenthe TRSLsystem.Byinteractingwith

lawmakersandpolicymakers,LRTA ensuresthatthevoicesofretired educatorsareconsidered.The cooperativerelationshipbetween TRSLandLRTAunderscoresthe importanceofhavingadedicated organizationlikeLRTAchampioning therightsofretirees.

StateandNationalLegislative Victories:TheImpactof CollaborationandBuilding Coalitions

Twoyearsago,TRSLcollaborated withSenatorEdPricetorevampstate lawstomakePBIsmorepredictable andconsistent.LRTAsupportedthe billandhelpedsecureitspassagewith backingfromacoalitionoftheSchool BoardsAssociation,Superintendents’ Association,Principals’Association, LAE,andLFT,leadingtoan overwhelmingvictory.

LRTAalsoplayedavitalroleinthe nationalcoalitiontopasstheSocial SecurityFairnessAct,sponsoredby formerCongressmanGarrettGraves. Thisbillrevolutionizedbenefitsfor publicservantsbyrepealingthe unfairWEPandGPOprovisionsof SocialSecurity,enablingretireesto receivetheirfullSocialSecurity benefits.

Historically,LRTAhassupported billsthatenhanceretirement,suchas TRSL’sDROPbillandthe constitutionalprotectionsforour retirementthatwecurrentlyenjoy. LRTAalsofightsagainstharmful billsthatwouldnegativelyimpact TRSL.Forinstance,thisyearLRTA opposedabillthatwouldhave affectedthemanagementofTRSL assets,imposingnewrequirements andrestrictionsoncompanies investingTRSLassets.LRTA preventedthisbillfrombeingheard

incommittee,asignificant achievementinouractivismefforts.

TheSignificanceofLRTA Membership

TheeffectivenessofLRTA'sadvocacy hingesonitsmembers.Byjoining LRTA,wecontributetoeffortsthat maintainastrongretirementsystem. MembershipinLRTAsupportsan organizationthatvigorouslyworks forthewell-beingofallretired educators.Asmembers,wearepartof apowerfulnetworkofadvocateswho arecommittedtoprotectingand enhancingretirementbenefits.
