Duringmytenyearsasthe ExecutiveDirectorforLRTAwe havewonalmosteverylegislative battle.Thiswasnotbyaccident, butratherbydesign.Wehave accomplishedthesegoalsthrough leadership,coalitions,and advocacy. Moreimportantly, thesebenchmarkswere accomplishedthroughthe power ofrelevance.
WhenIattendedmyfirst retirementmeetingatthestate capitalin2015thereweremore peopleontheretirement committeethanattendinginthe audience.Thiswaswhenthefirst attackstoourretirementplan occurred,anditwascleartome thatthelegislaturehada definitivepathtoamendour stateretirementplanswithlittle opposition.
Iknewimmediatelyweneededto changetheLRTAoperating modeltoengageLRTAmembers onhowtoadvocateourposition onbillsifweweregoingto
successfullyopposeorsupport billsastheyrelatedtoretirement.
AsyourExecutiveDirectorit’s myresponsibilitytorecommend positionsonbills,butdidyou knowthatwehaveamodeland methodologyfordetermininga positiononanyspecific legislation?
Through leadership Iusethe15 LRTAlegislativeprioritiesto determineourpositiononany pieceofpotentiallegislation. Thoselegislativepositionsareon page5ofthisnewsletter.
Whenanewbillisadvertisedby thelegislature,Icallforameeting ofthelegislativecommittee composedofonerepresentative fromeachofLRTA’s11districts statewide.Thecommitteewill takemyrecommendationand discussitincontexttothe legislativeprioritiesandthen votetosendthatpositiontothe LRTAExecutiveBoard.The ExecutiveBoardwillratifythat positionbasedonthevetted-out discussionsfromourExecutive Board,theTeachersRetirement SystemofLouisiana(TRSL) legislativepositions,andthe LRTALegislativeCommittee.
TheTRSLBoarddoesn’tjustact astrusteeoveryourinvestment funds.Theytootakepositionson proposedlegislation.TheTRSL Boardiscomposedof17 members,twoofwhichrepresent retireesstatewide,JamesTaylor
andClydeHamner.Bothare membersofLRTA,representing retireesontheTRSLboard.
Inmostcases,theTRSLand LRTABoardstakethesame positiononretirementbills,but thatisnotawaysthecase.For instance,TRSLmightopposea return-to-workbillbecauseithas adetrimentalfiscalimpactonour retirementplanwhileLRTAmay supportorremainneutralona billbecauseitbenefitsaretireeby providingafiscalbenefittothe individual.Thisiswhythe recommendationsmadebythe ExecutiveDirectorand LegislativeCommitteeexamine eachbillonitsownmeritbefore takingapositionontheproposed statute.
Thepowerof coalitions has playedahugeroleingainingbipartisansupportonbothstate andfederallegislation.LRTAhas participatedintheLouisiana PublicSchoolCoalitionfor severalyearsandhassolicited supportonanumberofbillsfrom theSchoolBoardsAssociation, theSuperintendentsAssociation, TeacherUnions,andthe PrincipalsAssociationinorderto broadenourscopeofinfluence whensuccessfullyopposingor supportingabill.Twoyearsago, whenthelegislature overwhelminglysupported overhaulingourstateCOLAlaws onaregularbasiswasachievedin partbytheworkofthestate coalition.
MostrecentlyLouisiana participatedinseveralnational coalitionstopasstheSocial SecurityFairnessActauthoredby CongressmanGarretGraves throughH.R.82(featuredonthe coverphotoofthispublication). Duringmytenyears,LRTAhas supportedalllegislationthat wouldhavepartiallyorfully repealedthisdetrimentalcaveat infederallaw.Finally,through coalitionteambuildingamong manyorganizationsacrossthe country,wewereabletochange thelawforthoseaffectedbythe WEPandGPO.Oursincere thankstoGarretGravesforhis herculeaneffortstopassthis beneficiallegislation.
Thefinalpieceofourlegislative successesisbywayofour membersandstakeholders.We havecelebratedoursuccesses through advocacy.Since2015, I’vedevelopedandtrainedour membersonhowto communicatetolegislators regardingretirementbillsbothat thestateandfederallevel.We provideourmemberswitha digestandpositionofevery retirementbillwithtalking points,contactinformation,and arationaleofwhywesupportor opposeabill.Duringthelast decadeIhaveattendedevery districtmeeting(over200 meetings)bothintheSpringand Fall,trainingourretireesonhow torespondtoourcallstoaction. OurEmailclubhasthousandsof
stakeholderswhoreceivethis informationwhentheycan’t attendadistrictorstatemeeting. Theretirementcommittee meetingroomsarenowfilledto thebrimwithmemberswho comeinandfilloutcardsof supportoroppositionwhenIgive testimonyasyourlobbyiston specificretirementbills.
Itisthroughthesethousandsof letters,phonecalls,emails,social mediapostingsandpersonal testimonythatwehaveachieved thesesuccesses.Duringmy tenureasyourExecutive Director,wehavedefeated almost30billsthatcouldhave hadadetrimentaleffectonour retirementplan.Wehavesecured twoCOLAs,butmore importantly,changedthelawto provideregularcosts-of-living increasesoncewereachan adequatefinancialthresholdina fewyears.Andonthefederal level,wesuccessfullyadvocated forthepassageofH.R.82to repealtheWEPandGPO(social securityprovisions).
LRTAorganizationallysupports thepassageofstate constitutionalamendment#2 scheduledtogobeforethevoters onMarch29,2025.Wesupport thepassageofthisamendment becauseit providesforpaying down2billiondollarsofteacher retirementdebtthatwillincrease TRSL’sfundingleveltoover80%, whichwilldiscouragenegative retirementlegislationinthe
future.Additionally,thecost savingstoschooldistrictswillbe usedtoprovideforpermanent payraisesinsteadoftheone-time stipendsprovidedtoeducators overtheselasttwoyears.
However,westillencourage retireestoreadthroughthe lengthyrecommendedchanges tothestatetaxcodebefore makingadecisioninthevoting booth.

HowProposedConstitutional AmendmentNo.2CanImpact RetireesandTeachers
OnMarch29,voterswilldecideon aproposedconstitutional amendmenttotheLAState Constitution.Forcurrentand retiredteachers,itwillmaintain andstrengthenourfinancial circumstances,ultimately benefitingtheentireeducational system.Theamendmentwill enhancethefiscalsustainabilityof ourretirementsystem,anditwill makepermanenttheone-timepay supplementsforactiveteachers.
ReviewofAmendmentNo.2
Thissingleamendmentseeksvoter approvalonanumberofproposals relatedtotaxesandgovernment spending.However,several proposalsintheamendmentaffect thestate’seducationalworkforce— bothactiveandretired.
FundingforSalaryStipends, MakingThemPermanent: The amendment,asdesignedby lawmakers,establishesameansto fundapermanentsalaryincrease. ItrequirestheStateTreasurerto
transfertoTRSLthebalance (approximately$2billion)ofthe EducationExcellenceFund, LouisianaEducationQualityTrust Fund,andLouisianaQuality EducationSupportFundtopay downretirementdebtknownasthe UnfundedAccruedLiability(UAL). Asaresultofthisone-time paymentondebt,theannual retirementcontributionsmadeby schoolboardswillbelower.The amendmentrequiresschoolboards tousetheseannualsavingstofund permanentsalaryincreasesfor teachersandsupportpersonnel.In anutshell,theamendmentputsin placeameanstosupportastable andsustainablesalary,reflecting thevalueteachersbringtoour educationsystem.

Sustainability: Payingdowndebt earlyisgood.Thestatehasan obligationtopayitsdebttoTRSL, andtheworkoflegislatorstopay theUALhelpsensurethelongtermsustainabilityofthe retirementsystem.Theproposed one-timepaymenttowardthedebt intheamendmentmeansfinancial securityforcurrentretireesanda stablefutureforactiveteachers, ensuringyoursecurityin retirementyears.
ImpactonSchoolBoards: The state'scommitmenttomaking additionalpaymentstotheUAL hasabeneficialimpactonannual contributionsmadebyschool boardstotheretirementsystem. Reducingdebthasthepotentialto saveschoolboardsmillions,willaid inbetterfinancialplanningand stabilityforschoolboardbudgets,
andfacilitatetherecruitmentand retentionofqualifiedteachers.
ANoteonOtherTaxMatters: Itisimportanttounderscorethat nochangeshavebeenmadetothe tax-exemptstatusofTRSL retirementbenefits.Thisis significantforbothcurrentand futureretirees.Inaddition,the popular$75,000homestead exemptionhasbeenpreserved, allowinghomeownerstomaintain andenjoytheirproperties. Furthermore,changestothestate's taxstructurehaveemergedfrom lastyear'sthirdspecialsession, includinga3%flatpersonalincome taxrateforstatetaxesandahigher exemptiononannualretirement incomefromothersources,suchas 403(b)and401(k)accountsfor individualsaged65andolder, providingfurtherincometax relief.
LRTAsupportsthepassageof Amendment2: Theamendment representsasignificant advancementforretireesand educators.Oursupportisbasedon theamendment’sprovisionto reduceretirementdebtby approximately$2billion,thereby raisingTRSL’sfundingleveland makingastrongsystemeven stronger.Thecontinuedfinancial healthofourretirementsystemis criticalforusall.Reviewthe amendmentyourselfandmakean informeddecisiononMarch29.
