ChangingoftheGuard: WhyState ElectionsHaveaCriticalImpactonRetirement. AsI workduringmyninthyearasExecutiveDirectorforthe LouisianaRetiredTeachersAssociation,wehaveexperiencedseveralpoliticalvictorieswhichincludessuccessfully lobbyingtoblockmorethantwodozendetrimentalbills thatcouldhavehadanegativeimpactonourretirement plan.Additionally,wereceivedapprovalfromthestate legislaturefortwoCOLAsunder currentLouisianastatue.

Perhapsmostimportantly,weworkedwiththeTeacher’s RetirementSystemofLouisianafortwoyearstodesignand advocateforCOLAreformthatwillprovidemoreregular costoflivingbenefitincreasesonamoreregularbasis, startingapproximately2029.

Weareaskingretireesto support ConstitutionalAmendment No.3 ontheOctoberballot.This amendmentraisestheretirement debtpaymentfromnon-recurring staterevenuefrom10%to25%

Thisfallisaveryimportanttimein stategovernmentasmany legislatorsaretermlimitedandnew candidateswillbeaskingvotersfor theirsupport.Perhapsmore importantly,therewillbea changingoftheguardwithinthe Governor’sofficeandseveral candidatesarevyingforthestate’s mostinfluentialpoliticalpost.

Whenweseeadramaticchangein thestate’sgoverningbody,itis importanttogarnersupportfrom candidatesonimportant retirementissues.

LRTAhasattemptedtocontact eachcandidatewithafive-question surveythatrevolvesaroundthese issuesandhasaskedthemtoreturn thesurveystoourofficesothatour membershipcanmakeaninformed decisioninthevotingbooth.

AlthoughLRTAandourgoverning Districtsdonotendorsepolitical candidates,wedoencourageour memberstovoteforcandidates

Typically,theresponseratetothese surveysislow.Pleasereachoutto candidatesinyourareaandask themtocompleteandreturnthe surveytotheLRTAofficeinBaton Rouge.Acopyofthesurveyanda listwithallcandidatecontact informationisalsoavailablefor downloadinthesamesectionon theLRTAwebsite(lrta.net/2023survey/).

Regardlessoftheelectionoutcomes wemustremainvigilantduring electionyearswithaheavy turnoverofterm-limited legislators.Thereasonforthisis twofold.First,manycampaigns receivecontributionsfromantipublicpensiongroupsthatexpect winningcandidatestosupport legislationthatcouldchangeour definedbenefittoadefined contributionplanwhichcould produceorlowerretirement benefitstorecipients.Although we’veseenareductioninthese attacksduringthelastcoupleof yearsduetoouradvocacy,itis duringtransitionyearsthatthey tendtore-emerge.Second,evenif

Ifyoupresentlydonotparticipate, itishighlysuggestedyoustartby regularlyattendingtheDistrict meetings.Themeetingstakeplace bi-annuallyperdistrictinthe monthsofSeptemberandMarch. Also,considersubscribingtoour emailclubwhichyoucanjoinon theLRTAwebsite,andbesureto respondtocallstoactionatthe appropriatetimes.

Finally,encourageallretireesto joinLRTA.AsI’vestatedinthepast, ifallyoudoispayyourdues,youare fundingthelobbyingandadvocacy activitiesthatkeepourretirement planwhole.

Asillustratedinouradvocacy thispastlegislativeterm,Iam sureyouallareawareofthe impactofvotingandbeing politicallyinvolved.Evenif you didn’tvote, you stillmadea differenceifyoucontactedyour legislatorstoencouragethemto supportSB18(nowAct184)for ourCOLAreform–aswellasall theotherissuesthatpotentially canorcurrentlyareaffecting retirees.Whetheritwasthrough letters,emails,phonecalls,or tripstotheCapitol,adifference wasmadethrough your voice. Theseactionsareevidenceof howmuchwecaninfluence change.

Watchingourelectedofficials actinthefaceofourretired educatorswaseyeopeningto howmuchofadifferenceour retireescanmake.AsLRTA President,Ialsowanttomention thatthroughoutmyexperience whatIhavetreasuredmost throughfollowingthelegislative termswasseeinghow perspectivesandopinions evolvedonbothsidesofthebill thatSB18faced.

Actingthroughadvocacynever ends.Therefore,thereisaneed forustobediligentinourquest

toelectpeoplewhogenerally complimenttheiropinionswith thoseofLRTA.Payattentionto candidateswhoareinvolvedin theircommunities.Theiractions areopportunities,which demonstratefirsthandthetypeof leadershiptheymaypossess. Seektheseindividualsout throughtheforumsandbecome awareofcandidates’agendas withthehelpofLRTA.

BecauseLRTAhasformeda coalitionwithothergroups,our voiceisstronger.Whenwe attendlegislativesessionsin numbers,ourpresenceisfelt. AndwhatLRTAneedsnowis morenumbers.Thisisamajor reasonIampleadingwithactive memberstoencourageothersto join.Duetoallmembersbeingat differentstagesinlife,some cannotattendmeetings.To alleviatethisconflictone solutionistoincludethem throughZoomfromthemeeting site.Ifthisisnotfeasible, considercallingthemwitha littleconversationaboutretired teachers.Thismayhelpkeep theminvolvedthroughother means.Itdoesn’tmatterhow youdoit,onlythatyoudomake theeffort.

TheobjectiveoftheLRTAisto keeptheorganizationaliveand growing–toserveitsmembers throughongoingadvocacy.The pushistorecruitandretain memberswhohaverecently retiredwithinthelastsixyears andtotargetteachers approachingretirement.Educate activeemployeesaboutour organization,emphasizingthat theLRTAistheONLY organizationintheStateof Louisianathatfights solely for

retiredteachers.Encourage presenteducatorstojoinas associatemembers.Maintain opencommunicationchannels withassociatemembers,which willnaturallyguidethem towardsactivemembershipupon retirement.AsLRTAmembersin thecommunityandschools, inquireaboutgettingLRTA’s nameontheSchoolBoard websiteandgettingour brochuresintoteacherlounges. YoucanreachouttotheLRTA staffforfreebrochures.

ThedistrictsarehardatworkwithvolunteerismattheDistrictandlocalUnitlevels.Thank youtoourleadersandmembersfortheirsignificantworkwithintheircommunitiesand withLRTA.TheconnectionsmadethroughLRTAandtheDistrictsareonlythestartto howtomakeameaningfulimpactnotonlyinthecommunitybutbetweenmembersand prospectivemembers.Inthisissue,ourDistrictPresidentssharewhattheircollectiveunits havebeenfocusingonduringtheyear.

District1

Dr.LevonLeBan,President

District1isworkingonbuildingsomethingspecial.TheDistrictmeetseverythird Wednesdayofthemonth.Throughthissystematicstructure,ourmembersarealwaysonthe samepage.Theroutinemakesiteasierforinvitingprospectivemembersaswell.Wehostleaders, intheOrleans,PlaqueminesandSt.Bernardcommunities,aswellaspoliticalleaderswithUTNO retireesinattendance.

District2

BillyPicard,President

WhileDistrict2’sserviceactivitiesincludeavarietyofprojectsacrossthedifferent units,theDistrictcomestogethertogivebacktotheirlocalareasbyorganizing supplydrives.RecentlySt.JamesUnitorganizedafooddrive–giventothelocalfood banks,andaschoolsupplydrive–giventoSt.VincentDePaul.Theyprovidedover200uniforms andanabundanceofschoolsupplies.Additionally,severalmemberswithinDistrict2serveon differentboardswhichalsohelpthecommunity.Forexample,someworkatthelocalchurches whileothersteachexerciseclasses.Alloftheaboveendeavorshaveproventobesuccessfulin growingtheDistrict2brandacrossthelocalarea.

Lastly,strategiestofurtherrecruitnewmembersincludetargetingretireesviasocialmedia, personalemails,andletters.Recruitmenteffortsfromthepastyearincludedincreasingour membershipnumbersthroughthesetactics.Aswecelebrateoursuccesses,ourmainobjectiveisto continuemembershipgrowthandencouragememberstojoinLRTA.

ManymembersofDistrict3arestillactivelyworkingorinvolvedineducation, placingthemselvesintheschoolsysteminordertokeepupwithcurrentevents.We partnerallyearwithNorthsideAlternativeSchool.TheBogalusaUnitvolunteerswithone school,spendstimepreparingandservingbreakfastforhonorstudentsandtreatsforemployees, aswellasorganizingthecollectionofdonationsandfoodforthelocalfoodbank.District3isalso partneredwithNorthshoreYouthBuildSchoolwherewementorstudents.Ultimately,ourgroup ofmembershasneverstoppedworkingtomakeeducationandpeople’slivesbetter.

District4ishostingtheannualStateFallMeeting,whichwilltakeplaceonOctober 16-17,2023attheEmbassySuitesinBatonRouge,LA.Asalargedistrictwith activemembers,wearealllookingforwardtoreconnectingandfurtherdevelopingrelationships andgainingnewinsightsandstrategiesnotjustwithinourowncircleofmembersbutwiththose acrosstheLRTAnetwork!Wearesoproudtohavegrownmembershipsby500+inthelastyear.

District5embracestheAcadianacultureandhasastrongsenseoffellowship amongeachother,sharingstoriesfromtheirdaysasdedicatedteachers,inadditiontotheir continueddedicationtowardthosestillteachinginthefield.

VermilionRTA’smostrecentserviceprojectisthe BacktoSchoolHygieneDrive for2023-2024.

Inthisfirst-of-its-kindevent,District5ispresentlyintheprocessofaskingAcadiana communitymemberstocollectitemsfordistributiontolocalmiddleschoolstobesharedwith studentsinneed.Thegoalistoreduceanxiety,improveselfesteem,leadstudentstowardsamore productiveschoolday,andamoreeffectiveeducationprocess.

District6

IvyMouton,President

VolunteerisminDistrict6isalwaysinaction.Activitiesincludeawardingbook stipendstohighschoolstudents,thecelebrationandinvolvementduringBlackHistoryMonth andTeacherAppreciationDay.Weknowtheimportanceofkeepingactiveandweliterallydoso throughexerciseclassesforseniorcitizens,aswellasmeetingwiththematcarefacilities.

District7

SueSandifer,President

Promotingmeetingsiskeytogarneringnewmembersandpotentiallygrowing generalattendance,throughguestsofmembers.Forbestturnouttoeventswetryto sendoutatotalofthreeemails/invites.First,sendaSave-the-Datememoonemonthpriortothe event.Second,sendouttheofficialinvitationtwoweekspriortothedate,andthenlastlysend outareminderemailonetotwodayspriortotheeventdate.

Storiesthathighlightactivemembersserveasaneffectivetooltokeepmembers engagedandrecruitnewmembers.Wesharestoriesaboutsomeofourmostactivememberswith theLRTAStateofficewhocanthensharethemwithpotentialnewmembersateventssuchasthe retirementplanningworkshopshostedbyTRSLforactiveteachersnearingretirement.

Inadditiontoourcommunityserviceactivities,District9isveryactivethroughout theschoolsystem’sathleticprograms,specificallyAAUBasketball.Also,throughour membershipdrives,weareabletosteermoreprospectsintoourcommunitycircle,andultimately ourmembershipgroup.Asateamweworkthroughoutthecommunitytoalsoaidwithministry outreach.

District10

TheunitsthatcomposeDistrict10varyfromeachother.However,unitsimilarities includeacommongoalbycountingthe“returntoaction”andmeetingsassuccesses. UnitsinDistrict10arealwaystryingvariouswaysto“putaface”tothelocalorganization,and theyaredoingsospecificallythroughtheschoolsystemviaactivitiesandevents.

Otherwaysunitsareactiveisbyvisitinglocalretirementfacilities,whereresidents’birthdaysare celebrated.UnitscollectsparechangeforLifeChoices—anorganizationthatprovidessupportto thechallengesofanunplannedpregnancy.Unitsalsoparticipateintheirlocalareafestivalsand usetheirpresencewhilevolunteeringtoraiseawarenesstowardsrecruitment.Effortstorecruit takeonotherformsaswell,suchasplacingmeetingannouncementsinlocalnewspapersand sendingletterstonewretirees(andnon-memberswhoareretired)withinformationregarding upcomingmeetings.

ConnectionsthatMatterMost

Adecades–longstudyfromHarvardUniversitywas recentlypublishedonhappinessanditidentifiedthe numberonechallengefacingretirees.Whilepensions areprecious,thereissomethingelseevenmore valuable.Itisnotthatwemissour9-5workdays,but thatwemissthepeopleweusedtoassociatewithon adailybasisandtherelationshipsthatwegarnered throughit.Everypersonweencounteristherefora reason.Wecanlearnfromeverypersonwemeetifwe aretrulylistening.Itistooeasytomovethroughthe motionsofthedayandoverlookthetinyopportunitiesthatmayprovesopreciousinthe future.Relationshipsarewhatmosthumanbeingsareprogrammedfor.Itcanbeachallenge notbeingabletoreplacethesocialconnectionsthathaveoncesustainedoncesustaineda personforsolongatwork.

Whenitcomestoretirement,westressaboutthingssuchasfinancialconcerns,healthissues, andcare-giving,butitisthepeoplewhothriveintheirretirementyearswhofindwaysto cultivateconnections.Surprisingly,thisfactissilentlyreceivedandyetalmostnooneever discussestheimportanceofdevelopingnewwaysofmeaningandpurpose.Forexample, manypeopletakeonhobbies,butwithoutbeingabletosharethosewithanother,thathobby candiminishinhowitfulfillsaperson.Toretirehappy,investwhereyoupresentlyareinyour relationships.Spendingsomanyyearsworryingaboutworkitself,shroudedinfinancial concernsandthepressureofexpectations,wemayfailtonoticehowsignificantourwork relationshipsareuntiltheyarenomore.

TheLouisianaRetiredTeachersAssociationisthevoiceoftheretirededucationcommunity, representingitsinterestsbymonitoring,protectingandimprovingthebenefitsneededto securedignity,independenceandoverallqualityoflifeforretirees.Wearealsoacommunity. WedothisthroughourDistrictsandtheconnectionstheyformtogetherthroughadvocacy, volunteerism,communityoutreachprojects,andtheirmeetingsandevents.

LRTAwouldnotbewherewearetodaywithoutaretiredteacherleadingthewayand harvestingconnectionscontinuously.Ourmembershavecreatedanichecommunityof retiredteacherswhohaveaneverlastingbondwithoneanother,andourlocalretired teachersassociations,orunits,arethebackboneofLRTA.
