Welcome to November and our Outdoor Living Issue

Fall is in the air! We’ve definitely transitioned away from our hot, humid, often rainy, yet still amazing summer days. To the north, fall begins an extended period of living indoors. After raking leaves and preparing gardens for frost and freeze, outdoor furniture and grills are covered, cushions stored away, and cold weather clothing and footwear assembled, ordered, cleaned, and closeted.

Here it’s exactly the opposite. Fall and winter weather draws us outside to luxuriate in a mild tropical climate. Towels for dabbing sweaty foreheads are replaced by cloth napkins for al fresco dining. Sunprotective clothing is replaced by fleeces to ward off chilly evenings.

The change in seasons marks a time when air conditioning is turned off and doors and windows opened wide to the elements— screens be damned. Our homes now extend

beyond four walls to encompass all of nature, increasing living space square footage to . . . well, infinity.

This issue overflows with great content and gorgeous photographs to assist your mental and physical transition. Exceptional hardscapes, pools and spas, kitchens, artificial turf, furniture. This month’s coverage exemplifies the wonders of outdoor living well done, and ideally will spur creative thinking and practical ideas for those planning installations and purchases.

Elsewhere, we’re launching our coverage of home electronics. Similar to the cars we drive—effectively computers on wheels— our homes are able to be managed digitally, and even remotely, with a single system integrating an array of functions—sound, video, lighting, HVAC, security, and more. It’s fair to say that advanced electronics are now an integral element of modern home décor.

We conclude our four-part series on working with a contractor for new

construction or renovation, featuring insights and guidance on successfully managing a cost-plus contract. This contract type is complicated to execute in a way to fully protect a homeowner’s financial interests. Best practices should prove illuminating.

Apropos to Hurricanes Helene and Milton, our Real Estate Insights section continues the discussion of managing risks from a homeowner’s perspective, this time from storm flooding. The single takeaway message from this story is that the Florida flood insurance market is teed up to undergo profound changes, which all of us should know about.

In the realm of modern architecture and design, the fusion of indoor and outdoor living has become a defining trend. Among the leading innovations facilitating this seamless transition are folding or collapsible walls—an elegant solution that blurs the lines between nature and home. These stunning bi-fold doors not only enhance the aesthetic appeal of a space but also transform how we interact with our environment.

A SYMPHONY OF GLASS AND NATURE

Imagine a serene morning where the sun gently streams through expansive panes of glass, creating a bright, airy atmosphere. With the simple pull of a handle, the wall of glass folds away, opening up the interior to the lush greenery of the garden beyond. This is not just a dream scenario; it’s a growing reality for homeowners and designers who embrace folding glass walls.

Folding glass walls, often referred to as bi-fold or accordion doors, have gained immense popularity in recent years. These versatile installations allow entire walls to be opened up to the outside, creating an uninterrupted flow between indoor and outdoor spaces. LOCALLY — LET’S LOOK AT A VACATION HOME IN WINDSOR.

Architect Tom Hoos, who previously collaborated with the owners on three homes, teamed up again with Manhattan designer Kevin Dumais, with whom the couple had worked on multiple projects, including their main residence in Nashville. So, when they embarked on their latest venture—a vacation home in Windsor—they turned to this talented duo once more to bring their modern vision to life.

The design had to adhere to strict codes, but the new home and guesthouse were designed around a private courtyard, allowing for a contemporary aesthetic. The great room features expansive floor-to-ceiling sliding glass walls that open to a spacious indoor-outdoor area next to the pool. Additionally, there’s a grand covered veranda off the second-floor master suite. “We aimed for a seamless transition to the outdoors,” Hoos explains.

“The exterior paving closely mirrors the poured-concrete flooring inside, and the ceiling extends outward, with only a drapery pocket providing a subtle interruption.”

The concrete patio even extends into the water with “floating” pavers, providing a spot to sit and dip one’s feet while also forming a reflecting pool at the shallow end. Almost every ground-floor room opens directly to the

pool, including the impressive two-story entry foyer, which boasts floor-to-ceiling doors that link the front of the home to the L-shaped courtyard. The foyer acts as a connector between the single-story library on one side and the two-story main living areas on the other. “We designed the foyer as an open pavilion to foster an indooroutdoor feel that unites both the singleand two-story sections,” Hoos adds.

During warmer months, opening the wall can create a refreshing cross-breeze, reducing reliance on air conditioning. In colder months, many bi-fold doors come with advanced insulation features, ensuring that homes remain energy-efficient year-round.

My client for this John’s Island project was inspired by her recent travel to Paris. When we started the full renovation, she expressed that she wanted one guest bedroom to have a European flair.

1. To kick off our European-chic aesthetic, we started with a lush and velvety Kravet fabric with black contrasting cord around the headboard and foot rails for the custom bed. We wanted to keep the bedding quiet so as not to take away from the impact of the headboard, so we created a custom pillow with a special fabric and beaded contrasting trim to add interest without overwhelming the space.

2. The wallpaper came next and we landed on Phillip Jeffries Arrowhead inlay textured grasscloth to envelope the room with an organic warmth. A signature of mine is to bring in organic elements to any project I work on. This adds a sense of natural, calm energy and texture. It is the same reason for the drapery fabric selected which is from a German textile company that is made with a raw linen with stripes to also bring that organic element to this space.

3. The idea to hang pendants bedside instead of using table lamps was to allow guests to fully utilize the nightstands - books, eyeglasses, water, wine . . . whatever your vice. That placement

also created height from the ceiling which was important, visually.

4. My clients and I were so pleased that all the elements came together so beautifully. The guest bathroom ties into the Old World European vibe. You really feel like you are staying in an ornate European hotel room! Who wouldn’t want to get in that amazing tub?

The end result of this guest suite is a tranquil environment that also provides a hint of glamor. It will welcome guests for years to come.

Build COST-PLUS CONTRACTS

HOW TO NAVIGATE OPEN-ENDED BUILDING PROJECTS

In this series we’ve discussed the importance of drafting and executing a first-rate residential construction contract. Its purpose is to protect the interests of both client and builder, providing a project roadmap and specifying roles and responsibilities.

There are two basic contract types: fixed-price and costplus. These options create dramatically different scenarios for incentives, finances, and risk, each with pros and cons, proponents and detractors.

Typically, the type of contract applied to a project is less a function of choice than practicality. While fixed-price contracts are far simpler to administer, the project in question may not meet the requisite conditions. Conversely, a more complicated cost-plus contract might be the only mechanism to allow a project to get started.

This article focuses on how cost-plus contracts work, highlighting key provisions to help clients protect their financial position.

FIXED-PRICE OVERVIEW

With a fixed-price contract, project plans and specifications are provided to one or more builders, who are asked to submit a proposal and fixed-price bid. Should the project’s cost exceed the bid, the contractor alone bears the consequences. Conversely, should final costs come in less than the bid, the contractor alone benefits.

For builders to prepare accurate estimates and commit to a fixedprice quote, the project must be defined in sufficient detail and consequential decisions made, necessitating extensive upfront work, undertaken by an architect or contractor(s) being considered. Short of this, a contractor may pad his figures to safeguard against losses, or chose not to participate.

With multiple bids in hand, the client will select a preferred builder based upon perceived overall value—which may or may not correspond with lowest bid. Having accepted the contract’s terms— which do no disclose profit built into the bid—the client isn’t privy to costs incurred by the builder nor profit earned.

Two incentives inherent to fixed-price contracts are noteworthy. To maximize profit, the builder is motivated to minimize costs by working efficiently and expeditiously. However, costs can also be minimized by using cheaper inputs and taking shortcuts at the expense of quality.

COST-PLUS CONTRACTS

Cost-plus contracts are required when a project is not fully scoped and costs determined with accuracy. Possible causes include: prematurely launching a project, an indecisive client, a contractor who (on his dime) is unwilling to do upfront estimations in detail.

Absent such knowledge, cost-plus contracts are “guesstimations” to greater or lesser degrees. In place of hard cost figures, “allowances” are assigned to work elements to approximate expected cost levels. Profit for the builder, in turn, is derived as a percentage of costs.

The principal risk assumed by the client is that provisional cost estimates will turn out to be low, leaving them to cover cost escalations and a ballooning profit amount. Stated differently, the danger with cost-plus arrangements is that the builder has no real incentive to complete the job quickly or cheaply, since the longer he takes and more he spends, the larger his profit.

To proceed with confidence when employing a cost-plus contract, consider the following pointers and integrate key learning into your contract.

Open book. Cost-plus contracts are “open book,” meaning the builder’s costs are exposed to the client, affording full access to financial figures. Indeed, transparency in billing and effective communications are bedrock principles of cost-plus contracting. Given the levels of trust and openness required, the builder being considered for a cost-plus contract should have a sterling reputation.

Demonstrated capabilities. Not all builders have the ability to generate detailed and accurate records of project accounting. Find this out early on: Absent this capability, you can never be confident that you will be fairly billed; conversely, the builder won’t know if he is being paid for all his work. Ask to see statements produced for prior/current clients.

Accounting/billing procedures. Few contracts spell these out in detail—you must make them perfectly clear. Stipulate when you will be invoiced, what will be itemized, with what accompanying documentation (e.g., evidence of work completion).

Acceptable costs. You will need to define “acceptable” costs for reimbursement. Standard practice is to include materials/ supplies, subcontractor expenditures, direct labor. Incidental costs—e.g., dumpster fees, equipment rentals—are typically included. Miscellaneous expenses should be negotiated. Get copies of all invoices. More on labor costs. These can be trickly, as there are two levels of billing. The first applies number of hours worked and hourly wages to produce a base labor cost. A second component is “labor burden”—i.e., the cost of employee taxes, benefits, insurance. Together, base labor cost plus labor burden = total direct labor cost. Fees for job supervision are generally reimbursed if this individual is onsite overseeing work or performing work directly.

Define margin. In a final step, a margin dollar amount, comprised of profit and overhead, is applied to total acceptable costs, typically as a percentage (e.g., 10% for overhead plus 7% for profit = 17% markup). Overhead includes such items as office expenses and general administrative costs. Thus a margin amount is paid each time acceptable costs are reimbursed.

Schedule of values. A centerpiece of costplus accounting is a comprehensive list of all work elements with assigned allowances for costs not yet established (e.g., flooring, roofing, appliances). Importantly, allowances are estimates only; should include materials, subcontractor costs, direct labor, and margin; and while not legally binding, should still represent a good faith effort to accurately predict the cost in question. Caution: bidding contractors may underprice allowances to keep contract price artificially low. For work elements where costs are known, real values should be used. (Special note: a schedule of values I recently reviewed for a major renovation encompassed 52 separate work elements.)

When to apply margin. A margin amount may not be appropriate for every work element—e.g., permitting, materials/ services purchased by the client. This should be negotiated, and the schedule of values annotated accordingly.

Cost escalation. Cost overruns (i.e., above allowances) can occur for a multitude of reasons: e.g., changing plans, mistakes in estimating, difficulties with products/materials, delayed decisions. Determining which party is responsible to cover the overrun is a classic cause of contract disputes. To the extent possible, accountability for likely cost escalations should be spelled out in the contract. A particularly sticky circumstance is inflation-driven cost increases for materials/supplies and labor.

Maximum price and incentives. To protect clients against spiraling costs, cost-plus contracts may include a guaranteed maximum price. Overruns might be borne in full by the contractor, or split with the client. Incentives can also help dampen cost escalation. In one arrangement, the builder and client agree to split the “savings” should the project come in below the ceiling. Another approach is to offer a bonus if the project is completed on time and on budget. In closing, the ideal project is one where the scope of work and expected costs are fully developed before soliciting bids. In reality, clients will often rely on one or more contractors to develop both plans and cost projections and submit bids based on their own work.

To the extent unknowns exist, there is a risk of cost escalation; the greater the unknowns, the greater the risk. Importantly, fixed-price contracts aren’t necessarily ideal: the builder may present a grossly-inflated bid to offset uncertainty. Alternatively, a cost-plus contract—when well written and executed correctly—may end up producing a less costly project.

From Storm to Fair Weather, FLORIDA SHUTTERS

When a storm is approaching, Vero Beach-based Florida Shutters, founded by Tom Pease in 1979, stays open until the last possible second for anyone needing help with their shutters, from muscle power to locating something as small as a screw or a wingnut.

Family owned and operated, Florida Shutters takes immense pride in serving its community and doing right for their customers. Given its small town, people-first approach, the company represents Vero Beach charm and hospitality.

On a normal day, Pease also experiences a great sense of accomplishment when driving through the local community and witnessing how widespread Florida Shutters is. “I get a kick out of riding around town and seeing our products on so many condos, subdivisions up and down the beach, and more. Pease’s son Thomas Lane Pease, Jr., commonly referred to as “Tommy” or “Jr.,” currently owns and operates Florida Shutters, but his father is still an instrumental fixture for the company, offering his wisdom, consulting and expertise. Tommy learned the ins and outs of the business and finds great inspiration in his dad’s past successes, from inventing products for shutters to learning from example about the way he takes care of his employees and their families.

“I would come home and work every summer during college,” Tommy said. “My dad would create a project for me. He told me to get my management degree in case I wanted to come back and help run the business.” Tommy followed his dad’s advice and after a brief stint going out to see the world after graduating college, he returned home to Vero Beach. “I realized the safety and security of working with my family business, and my dad welcomed me with open arms,” he said.

REFRESHING YOUR LANDSCAPING

Don’t settle for conventional replacements

Whether you lost a tree to Lethal Bronzing Disease (see October 2024 issue), Hurricane Milton, or simply want to tear out that awful looking thing in your landscape, there are important factors to consider. Don’t make a rash decision—plants are with you for years.

Stepping back, it’s a perfect opportunity to evaluate and update your landscape plan. Was the specimen you’re replacing a single, or one of many of the same variety? Was it situated off by itself; in a planting bed; was it prominently displayed; are surrounding specimens complementary or different? Each question takes you in a specific direction.

VISUALIZING POSSIBILITIES

If a tree, for example, was one of a row, then you’ll most likely want to replace it with the same variety, ideally the same size as remaining trees. If it was near the middle of a row, there’s an opportunity to break

the line using hardscape, such as a bench, statuary, or small collection of plants of contrasting textures.

In a mixed bed you have far more choices. Assess the existing bed in front of you, what’s planted already. What colors, shapes, sizes, textures are represented? You could choose a replacement tree with different features to add interest to the bed. Going further, you might use the tree as a focal point for the space.

For instance, if the area is primarily ground cover and plants of the same size, look for a tree with height and a distinctive shape. Alternatively, if space is limited, a tight

columnar shape would compliment the setting and not overwhelm the garden’s dimensions. Further still, if the space is wide and has varying 3-4 foot plantings, a stately palm would be a stunning focal point.

CLIMATE AND LOCATION

We are fortunate to be in USDA Hardiness Zone 10, comprised of areas with hot summers and mild winters, exhibiting average minimum winter temperatures between 30-40° Fahrenheit. Zone 10 allows us to design a lush tropical landscape, although not all tropical plants will thrive in our area. Living along the coast also requires selecting trees and plants that are wind and salt tolerant, depending on how close your property is to the shoreline.  Another consideration is microclimates formed by a wall or grouping of trees that absorb heat or protect plantings from the wind. A marked windbreak, combined with a lower-elevated space, can enable the gardener to plant a more delicate specimen than risk its survival in a less protected spot. Walk your neighborhood and take note of areas similar to your own, noticing plantings that aren’t thriving due to being in the wrong location.

SELECTING A NEW FAVORITE

In many walks of life, there is a tendency to stick with what works, relying on what has stood the test of time. In general, this is a great strategy, but when applied to landscaping, it can translate into cut-andpaste gardens that all look alike.

Personally, I strive to create a distinctive landscape that reflects my tastes and character. When done well, I like boldness and surprises; I like to change things

Landscape up; I like to experiment. I especially consider plant replacement to be a golden opportunity for freshness and renewal. Below are several under-appreciated trees and grasses that I think are worth considering.

Triangle Palm (Dypsis decaryi). Exotic tree with many winning qualities. Topping off at 15-20 feet tall, sports a blue-green crown which grows in a beautiful horizontal fan shape making it a highlight in spaces of limited depth. Base is a tight weave on a triangular trunk giving way to feathery keeled leaves above. Happy in full sun but tolerates shade; thrives when allowed to dry out between waterings, making it perfect for drought-tolerant gardens.

Traveler Palm (Ravenala madagascariensis). Imposing specimen actually not a palm, but related to the banana and bird of paradise. When young has a wide horizontal crown of fan-like leaves, which continue to grow before the base forms a trunk which lifts the crown up. Base features overlapping leaves reaching up to a peacock feather-shaped crown reaching 50 feet high. Not for the faint-hearted, a true

show-off specimen. Given immensity, best suited for large homes or set away from house plantings as prized specimen.

Banana Trees. Classic tropical look. Highly adaptable and fast growing. Large lush leaves are striking contrast to palms and offered in a variety of sizes and colors. Fruit bearing banana trees such as the Puerto Rican plantain maintain tight size of 6-8 feet tall and 3-6 spread, can tolerate light shade and happy in a container. Dwarf varieties such as the Dwarf Cavendish are popular given smaller size of 8-10 feet high and creamy fruit, smaller than what you find in a grocery store, referred to as a sugar banana.

Mango (Mangifera indica). Superb choice for a large open spot. Can reach 30-50 feet high and should be planted with no underplanting because of fruit drop and leaves. Fruits are harvested May-September; favorite varieties include Carrie Atkins, Parvin, and Lancetilla. Ornamental Grasses. Versitile filler, available in varying heights, colors, textures. While frequently planted in rows or masses, an individual grass is an easy and inexpensive way to add dimension to your landscape. Minimal maintenance, drought

tolerant, predominantly pest and disease free. Not all grasses are green—shades of blue, red, purple, orange, as well as variegated varieties are designer favorites. Upright varieties such as horsetail and silvergrass add a striking highlight. Many flower with bright pink or white plumes, bringing new focus to your landscape.

Pindo Palm (Butia capitata). Fantastic choice for a moderate-size palm. Growing to 15 feet high, sports blue-green fronds and is drought tolerant once established. Pointed leaves drape from curved fronds providing a graceful canopy for underplanting.

There is an endless variety of specimens to choose from. Check with your local nursery for their recommendations, be sure to understand the light, water, and maintenance needs of your selection, and don’t be afraid to ask if they can get the plant you are looking for. Nurseries tend to stock “sure sellers’, so don’t be pushed into purchasing whatever is on hand. Let your landscape reflect your personality and flair.

An Attractive and Economical Alternative to Natural Grass

ARTIFICIAL TURF HAS ARRIVED

Some of us remember the 1960s debut of “AstroTurf,” a prime example of synthetics entering the American marketplace, launching new product categories and replacing traditional materials.

AstroTurf was created for the Houston Astrodome (baseball), where lack of

sunlight made a natural grass playing field near impossible. Thus the need to invent “fake” grass.

Fast-forward half a century, and artificial turf has evolved and thrived as a product, although quietly so. We see it watching sporting events, but take little notice (17 NFL stadiums feature artificial turf). School playgrounds use it. And we all covet home putting greens.

“Artificial turf has gone mainstream,” observes Bill Hatfield, Director of Strategic Initiatives at Complete Synthetic Turf. “I’ve been in the business 20-plus years, and the technology has advanced dramatically. Simultaneously, consumer demand has changed. Early on, 65% of residential installations were putting greens. Today, it’s 70% landscaping and 30% putting greens. That’s a sea change.”

Hatfield is quick to note two things about artificial turf: first, there’s more to it than laying down a mat, and second, buyer beware: you only get what you pay for.

Artificial turf is composed of multiple components assembled in layers to exacting specifications.

Starting at the surface, individual “grass” blades are bound (by various methods) into a backing containing drainage holes. Beneath this backing there is an energy pad (optional), leveling layer of material, drainage stone, drainage piping, finally reaching the natural subgrade. Grass blades are infilled with a granular filler (typically silica sand) that provides stability, root protection, uniformity.

Bill Hatfield describes their process. “On site with a potential client, we ask about trees, location of planter beds, choice of plants, water drainage, pets, patio locations, pool usage—all these factors must be addressed by the solution.

“To drain water properly, we go down four inches, then build up three inches using pea gravel. We put our turf down, cut it, shape it, seam it—scallop is hard to detect. Next we put edging around the outside, fix the turf to the edging. Finally, we infill it, minimum of two pounds per square foot. The big mistake is cutting corners with a highly compacted base, which doesn’t dissipate water.

“Typically we recommend leaving sprinkler heads in the turf, running three minutes each morning for cooling, rinsing pet urine. Water is retained in the infill, slowly released, creating an evaporative cooling

Sandy grew up on Long Island, New York, making her way to Florida in her early 30’s. After years of working as a commercial artist, and then opening her own business doing faux finishing, she went back to school to get a teaching degree in art.

Most of those years as a public school educator were in Broward County. After moving to Vero Beach in 2018, she was employed as the art teacher at Fellsmere Elementary for four years and then decided it was time to retire. After moving to Vero, she was thrilled to discover its art district in the downtown area, decided to take her first pottery wheel class and fell in love. “It was love at first throw!” she said, and quickly started improving her skill, which she says is an ongoing discipline. “The learning should never end.”

She bought a pottery wheel, a kiln to fire the clay, and eventually built her own studio, aptly called the “She Shed”. She will often find her quiet time in her studio to get away from life’s stresses for a while, and just focus on the creativity, the “making” of something internal, emotional, classy or just fun.

CREATIVE ESCAPE

Toes in Clay offers a refreshing break from the hustle and bustle of daily life. Sandy instructs workshops and classes at the Vero Beach Museum Of Art. Participants can create whimsical sculptures, functional pieces or personalized keepsakes, immersed in a calming environment that encourages creativity and self-expression. With a variety of glaze colors and tools at your disposal, the experience is as much about the process as it is about the final product. How did the name, Toes In Clay come about? It goes back to when she and her now husband first met in a bar on Long

Island. They chatted for a while and that was the end of that. A few weeks later they were both again at the same bar. When Sandy said hello, he had forgotten her name. She said, “It’s easy. What do you think of when you think about the beach?” He said, “The sand squishing between my toes.” She said,”Well, that’s it!” He responded, “Toes?” Her reply, “No! Sand! Sandy!” But he started calling her Toes and that has been her nickname for the past 38 years. It was just a natural progression to name her business “Toes In Clay.”

A GENUINELY DIFFERENT SEASON TO CELEBRATE

Don’t guffaw when I say that Vero Beach has a pronounced winter. It does. Not New England caliber, but cold nonetheless.

Full disclosure: When we first moved to Vero Beach, we chuckled at locals bundling up starting around Thanksgiving. Jeans appeared, along with Uggs, fleeces, wool

caps. Dog walkers were especially prepared. Our thoughts would turn to possibly using the fireplace that came with our new home. Now veteran residents, while we appreciate the spectacular weather attracting snowbirds, we grin and bear discomforts. One’s blood does get thinner the longer one lives contiguously in warm weather.

We have a firepit and blankets. Swimming

laps, I wear a 2 millimeter neoprene top, and, too cheap to heat the pool, cease swimming December-February. Instead, our propane bill spikes with evening spa sessions. And we do dress (reluctantly) to stay warm.

Notably, our prevailing winter weather isn’t just modestly different from the rest of the year, but dramatically so. Here are data and observations to demonstrate this fact.

BACKGROUND—WINTER DEFINED

A refresher on winter’s causation in the northern hemisphere. Earth’s tilt is away from the sun, lowering the angle and amount of solar radiation that reaches its surface. The winter solstice, occurring December 21 or 22, marks (1) when the northern hemisphere is tilted farthest from the sun, (2) the shortest day of the year, and (3) the first day of winter season.

BACKGROUND—CLIMATE DEFINED

Vero Beach features a tropical climate, with one statistical caveat. A tropical climate is defined by monthly average temperatures of 64° Fahrenheit (F) or higher across all 12 months, a threshold met in Vero Beach in 11 months, January the sole exception, with temperatures averaging 61°F. (I ignore this trivial variance: we’re tropical in my book.)

To the north, Sebastian Inlet is considered the demarcation line between tropical and subtropical climates. As such, think of Vero Beach as occupying the northernmost reaches of tropical southeast Florida,

susceptible, accordingly, to slightly colder temperatures (relative to everything south of us) for a handful of January evenings.

CHANGES TO KEY METRICS

Here’s a list of what makes winter in the tropics distinctive. (Note: figures are monthly averages, degrees in Fahrenheit.) Daylight hours. June high—13.9 hours. December low—10.4 hours. Difference -3.5 hours.

Air temperature. August high—81 low—61°. Difference -20 Rainfall. June high—5.5 inches. December low—1.7 inches. Difference -3.8 inches. Wind speed. July low—7.1 mph. February high—11.2 mph. Difference +4.1 mph. Ocean temperature. August high—84.1° February low—72.0°. Difference -12.1° Everything points to less—except for wind (brrr!)—and differences are, indeed, meaningful.

GROWING SEASON

While technically not dormant, they’re not producing much new growth either. Landscapers will shift from cutting grass weekly to bi-weekly, and forego large-scale trimming.

For gardeners, winter months slow the growth of most trees and shrubs.

The veracity of our winter is typified by tourists who visit in winter expecting blazing sun, hot sand, bathtub ocean water. For most, it’s an unpleasant surprise to end up shopping for sweatpants and wraps. Their travel agent should have advised them that if it’s heat they want, fly to the equator.

Touring the Childcare Resources School, the impressions flooding my mind—love, learning, caring, safety, and professionalism—are palpable.

My tour guide, Shannon McGuire Bowman, Executive Director, knows the name of every child, saying hello and smiling, bending to connect with happy infants. I’m introduced to every teacher, volunteer, and therapist we encounter, whose eyes express they’re part of something special.

“Our core focus,” Shannon explains, “is represented by the acronym ALICE: Asset Limited Income Constrained Employed parents, who work and/or attend school full-time with incomes that are constrained by our area’s cost of living.”

Remarkably, 2024 marks Childcare Resources’ 30th year serving families in Indian River County (IRC). Equally impressive, its programs each year touch and elevate the lives of over 4,000 children.

ANIMATING PURPOSE

The organization’s Mission Statement is powerful: To elevate and promote

the highest quality early childhood development and education in IRC, focusing on economically challenged children and families.

The magic comes from capturing young minds and spirits at the earliest point in development, working to impart skills and behaviors essential to success when entering kindergarten and grade school. Matriculation spans six weeks to five years of age.

A testament to Childcare Resources’ environment and outcomes is that children return each new school year. “The many years spent together,” Shannon shares with due pride, “creates a special bond between staff, parents, and children. We’re able to accomplish a lot based on trust and familiarity.” There is a waiting list of over 200 qualified families.

THREE PROGRAMS IN ONE

A 501(c)(3) nonprofit, Childcare Resources provides targeted services to fill gaps in important community needs. Every undertaking ties back to early childhood care.

The goal is to raise the bar for professional excellence across IRC.

OUTSIZED IMPACT

Numbers (for the 2023-2024 grant year) attest to remarkable work being done and goals achieved: > 4,064 children positively impacted > 2,204 on-campus therapy hours > 1,600 classroom volunteer hours by program parents > 321 early educators participated in career-advancing opportunities > $14,583 cost subsidized per child. Of total annual revenue, nearly 80% is raised by grants, contributions, special events.

EXCITING FUTURE DIRECTION

A new capital campaign, “Transforming Tomorrow,” centers on the purchase of two buildings in downtown Vero Beach, the relocation of the school, and expansion of facilities—classrooms, therapy gyms, and state-of-the-art professional training center. Throughout its history, Childcare Resources leadership has dedicated itself to providing an expanding array of high-value services to community residents. Gratefully, a new era awaits!

FOUR PILLARS of Optimal Health

Simple Changes Can Dramatically Improve Your Life

Vero Beach is the ideal environment for achieving optimal health. We enjoy sun and warm temperatures, can be active year round, and an abundance of local services cater to body and soul.

Vero Beach is an ideal oasis.

I use the term “optimal” to mean the best outcome for a given situation. In medicine, the centerpiece of clinical care is the individual. As such, each of us will have our own definition of “optimal” health to pursue. This is good: We don’t have to compare ourselves to others; what matters most is doing the best we can to maximize our innate potential.

Fortunately, the keys to optimal health are accessible to everyone and easily understood—there are no secrets, the science is established. That said, achieving your optimal health does take dedication and discipline, but just knowing the path is half the challenge won.

Getting right to the point, there are four pillars of optimal health. I’ll walk through each in turn.

FIRST—A

NOTE ON INFLAMMATION

It is known that chronic inflammation is the cause of the great majority of chronic diseases—e.g., heart disease, cancer, diabetes, rheumatologic disease (to skim the surface).

Inflammation is a natural part of the body’s immune response. Acute inflammation is the redness and swelling you get after cutting a finger—visible signs that the body is repairing. Once healed, the body turns off this inflammatory response.

However, sometimes low-grade inflammation persists for months or years. This is chronic inflammation. Unchecked, it can damage the body’s tissues, precipitating major illness.

Notably, while there are many causes of chronic inflammation, the four pillars control and influence many inflammatory stimulants—thus their importance.

Sound Nutrition. We do not lack information about what and how we should eat. Nonetheless, I would emphasize the benefits of purchasing organics: produce, beef, eggs, chicken, and wild seafood to keep pesticides, antibiotics, and artificial fillers out of our bodies. I would advise eating low glycemic index foods—e.g., green vegetables, bran cereals, avocado—to promote weight loss and reduce blood sugar levels. To reduce calorie intake, practice portion control. Finally, educate yourself about emerging benefits from intermittent fasting. Regular Exercise. We know we should exercise. Exercise increases blood circulation, maintains sufficient muscle mass, strengthens joints and bones, improves cardiovascular and respiratory systems, and on and on. Further, exercise enhances mood, increases energy levels, reduces stress, boosts confidence. You can

exercise productively anywhere, at any time, at little or no cost. Go for a walk. Stretch in the kitchen. Move around in the pool. Forego unrealistic workout schedules. To quote Nike: “Just Do It.”

Sufficient Sleep. Try to get at least seven hours a night, every night. A best practice is to have a regular schedule of going to sleep as well as rising. That said, some extremely prolific people thrive on less hours. Sleep inducers include limiting alcohol, reducing light exposure, developing a routine, avoiding negative emotional activities.  Such behavior modifications should be refined and prioritized: Aging causes many individuals to have a harder time falling asleep. Sound nutrition and regular exercise promote sleep.

Mental Health. I am a huge proponent of avoiding negative or toxic energy—whether it be local or national news, or people, places or things—that bring you down and prevent you from being the person you know you are or want to be. Our beautiful surroundings promote positivity. Pets bring companionship and humor. We get hung up on things that don’t really matter. Close, reliable, friends are hard to find, but when you do, hold on to them. Good mental health doesn’t require complex treatment—you control your thoughts and mindset.

Dramatic and Pricey Changes in the Flood Insurance Market

COMING FLOOD INSURANCE SHOCK

Homeowners have a vested interest in protecting their residence and personal property—for many, their single largest assets—from damages. Conventional home insurance policies cover 10 major perils, including fire and smoke, lightning, windstorms, and vandalism. To protect their investment, mortgage lenders require borrowers to purchase an adequate home insurance policy.

However, standard home insurance does not cover flood damage, which can range from relatively minor water intrusion to completely destroying a dwelling.

Still, for homeowners residing in areas exposed to flooding by natural disaster, managing the largest risks to their homes should include considering the additional purchase of flood insurance. Yet only a very small percentage do—roughly 15 percent in Indian River County.

This article delves into the flood insurance marketplace, explaining how it works, how Vero Beach homeowners are currently impacted, and what major changes in the marketplace await in the future. Indeed, some local residents have already

been impacted—out of the blue. It would not be hyperbole to assert that flood insurance in Vero Beach will be significantly transformed across the next five years.

OVERVIEW OF FLOODING RISK

A nugget of truth: The risk of flooding in Vero Beach is real and elevated relative to the vast majority of locales in the country— we can’t claim an average risk profile.

Across Indian River County, flooding is caused by heavy, rapidly evolving rainfall and from tidal surges and heavy rain accompanying coastal storms, tropical storms, and hurricanes. Flooding sources include the Atlantic Ocean and Indian River Lagoon and its tributaries. Living on the barrier island, you are, by definition, surrounded by water.

Even cursory research on flood damage turns up some startling realities—perhaps less novel in the wake of hurricane Helene:

• Flooding is the most destructive and expensive natural disaster in the U.S.

• Just one inch of flood water can cause $25,000 in damages.

• You are 27 times more likely to experience a flood than a fire during a 30-year mortgage.

A typical Vero Beach homeowner might

reason that their chance of flooding is low enough to forego purchasing primary flood insurance. After all, their home has never been threatened, and hurricanes experienced have only been Category 1-2 storms. Unfortunately, this reasoning defies statistical logic—the fact that specific types of natural disasters will occur according to known probabilities. If a catastrophic event hasn’t occurred recently, this just means that the likelihood that one is going to occur is now higher, escalating each year.

GOVERNMENT CONTROLLED MARKET

The federal government, through the Federal Emergency Management Agency (FEMA), plays a decisive role in defining and operationalizing the U.S. flood insurance marketplace.

More specifically, within FEMA, the National Flood Insurance Program (NFIP) serves as the primary source of flood insurance coverage for U.S. residential properties. Importantly, NFIP sets premium rates for NFIP-backed primary flood insurance policies, which overwhelmingly comprise the total flood insurance market, private insurance carriers being marginal players only.

FEMA employs extensive databases and

analytics to produce Flood Insurance Rate Maps (FIRMs), which graphically delineate assessed flooding risk, providing visibility down to the individual property level. You can access Indian River County’s latest (January 2023) FEMA map by searching online using “Indian River County flood maps” (or some close derivative).

Viewing the map, you will find “Special Flood Hazard Areas” defined by a series of Zone designations, color-coded on the map. Simply described, Zones X, B, and C are least probable for flooding by FEMA’s analyses. Zones A and V are at elevated risk. Take note that all oceanfront properties are assigned Zone VE: Coastal Floodplain. Because of Vero Beach’s geographic orientation, you can see that large swaths of residential properties have Zone A designations.

In setting rates, NFIP’s legacy methodology was to assign similar premiums to homes in similar Zones, regardless of a home’s value, and therefore the cost to rebuild the structure. In effect, those with lower valued homes were subsidizing those with higher

value assets, overpaying for their level of risk.

Much criticized, NFIP introduced a new pricing approach in April 2023, termed “Risk Rating 2.0,” incorporating more flood risk variables. These include flood frequency, multiple flood types—river overflow, storm surge, coastal erosion, heavy rainfall—distance to a water source, and property-specific characteristics such as elevation and cost to rebuild.

Tying this together for a homeowner, go to FEMA’s map and locate your property. Next, identify what Zone it is in. For our purposes, let’s say you’re in Zone A, denoting elevated risk. In purchasing primary flood insurance backed by NFIP, your premium rate will reflect this Zone and the variables outlined in Risk Rating 2.0.

NFIP’S FLOOD INSURANCE COVERAGE

The summary takeaway is this: coverage values aren’t generous if your home is worth a lot, and coverage doesn’t extend beyond the principal structure itself—no outbuildings, pools, hardscaping, etc.

included. Here is what it looks like—just two lines of coverage—residential structures for a family of one-to-four: $250,000 in building coverage, and $100,000 in contents coverage. Note: The premium does not change much depending upon deductible, so experts recommend taking the lowest deductible.

Of course, it is possible to purchase “excess” flood insurance in the private market, but, Florida being Florida from a natural disaster perspective, it’s wildly expensive and offered by few carriers.

APPLYING THIS TO YOU

As a Vero Beach homeowner, if you decide to purchase primary flood insurance backed by NFIP, all you have to do is call an insurance agent and request a policy. The agent will locate a carrier, your FEMA Zone will be confirmed, and variables fed into Risk Rating 2.0, producing a premium amount specific to your property. Anywhere between $1,000-$3,000 is a current rough estimate for a million dollar home in Zone X. Be aware that coverage isn’t guaranteed— you have to qualify. Also, regardless of

For properties without a mortgage, homeowners can elect to purchase primary flood insurance or forego it, similar to whether or not they choose to purchase a standard home insurance policy.

However, things are different if a mortgage is involved. Historically, banks have not required primary flood insurance for homes located in lowest-risk Zones X, B, and C. Conversely, banks have required flood insurance for properties located in all higher risk zones. For the bank, it’s just additional protection on their investment in the presence of higher disaster risk.

MAJOR CHANGES TAKING PLACE

It doesn’t take a stretch of the imagination to recognize that recent Florida hurricane events, with data updated to FEMA’s models, are creating havoc in both the standard home insurance and primary flood insurance markets. “Havoc” equates to higher costs for more homeowners.

Recent examples include the following. Zone adjustments made by FEMA are placing select properties into higherrisk zones. Banks associated with these properties are notifying homeowners of the FEMA uptick, and the bank’s newly imposed requirement that they purchase primary flood insurance. From a lay person’s perspective, there seems to be no discernable pattern to the remapping/ rezoning; it appears to apply to clusters of homes in and outside gated communities; a lot of it appears to be happening (no surprise) on the barrier island.

Furthermore, some home insurance carriers are requiring select homeowners in Zone X--even if the bank doesn’t—to purchase flood insurance because their properties are contiguous with, or in proximity to, Zones A and V. Some banks are imposing new flood insurance requirements for select Zone X properties—no explanation forthcoming.

There is a larger narrative taking place that Billy Simpson, Vice President, Risk Strategies Company and Vero Beach resident, pieces together nicely. “Over the years, FEMA has grown a heavy debt load and is experiencing funding issues. The new Risk Rating 2.0 is impartial but ends up requiring those with greater assets to pay more. Remapping based upon updated flooding probabilities places more properties into higher risk Zones, increasing numbers of homeowners paying into the premium pool, many at high rates. Add it all up and it produces a

PLAY IT OUT FIVE YEARS

Where is all this headed? Well, there are two things shaping future direction. One, weather probabilities. And two, a bakedin inevitability that costs to homeowners (and taxpayers) are going to continue to increase.

Simpson recommends the following: “I’m telling clients, you’re in Zone X today, you might be in Zone A tomorrow or the future, and if you were to try to secure a flood policy after you are mapped higher, you’re going to be paying a lot more. So you might as well purchase a policy now—they can only increase your premium by a certain percentage per year—and lock it in at a

As for inevitability, Simpson continues: “Strong storms aren’t going away. We have massive overpopulation in coastal areas. FEMA is struggling financially and going to keep remapping. They just went to Risk Rating 2.0 but could change it again, tomorrow. Rebuilding costs continue skyward. All of this pointing—bottom line—to premiums increasing steadily—the trend is only going one way. Lock in a policy, get it done. Milton is a sobering wakeup: hurricanes, tornados, flooding, it’s all linked and all possible. Homeowners need to protect all too vulnerable assets. It’s anyone’s guess where this goes long-term, given nature’s unpredictability, federal government at the helm—so many things in play. It’s a grand puzzle.”
