DRAFT MINUTES OF IDEFORD PARISH COUNCIL MEETING 6th March 2013 PRESENT: Cllrs: Angie Carter-Woodwark (Chairman), Anthony French (Vice – Chair), Geraldine Gaskell, Derrick White, Dominic Morby IN ATTENDANCE: Karen Gardin (Clerk), Cllr Mike Walters, 7 members of the public 19/13 APOLOGIES: Apologies Cllr’ Tom Hill, Barry Smith, District Cllr Beryl Austen 20/13 MINUTES OF THE LAST MEETING The minutes of the 6th February 2013 where signed as a true record. 21/13 DECLARATIONS OF INTERESTS: Cllr French – Planning interest regarding Larcombe Barn/Farm Cllr Carter-Woodwark – Larcombe Barn/Farm application not taking part in discussion. 22/13 REPORTS REPORT TO IDEFORD PARISH COUNCIL. County Councillor’s Report – March 2013 – Cllr Mike Walters DCC Highways has responded to the state of the road leading into Ideford from the direction of Chudleigh and the A380. The clerk has the details. The latest beneficiaries from my Locality Fund are the KCIPSG; Kingscare; Kingsteignton Tennis Club; Cop Cards for Devon and Cornwall Police, the Ram Fair for a new store hut and the Swimming Pool/Rugby Club changing facilities. I have a small amount left in the fund, which I will be happy to distribute in the next week or so. The pedestrian crossing at the Newton Road roundabout has now been agreed and is the subject of a Road Traffic regulation and the matter is to be raised on the 15th March meeting of HATOC for clearance to get the go ahead. It will be a Puffin Crossing, details of which are available in the Kingsteignton Library or at County Hall, Main Reception until 5th April. Understandably the actual date of implementation is yet to be given. I attended the official opening of the Brunel centre on the 12th February. The project has been funded by DCC and TDC and is run by the three secondary schools serving the Newton Abbot/Kingsteignton areas. I attended the Waste Prevention Conference held in County Hall on 1st March. The idea of the Conference was to inspire everyone into thinking of new ideas to prevent waste and to hear how others are achieving this and to initiate the development of a Waste Prevention Strategy for Devon. Speakers came from Wales and Oxfordshire to accompany speakers from DCC. The Budget for DCC was presented and passed at the Full Council on 21st February. The Leader highlighted that he had emphasized at the start of the new administration that things would be done differently and would do different things. The main concepts were to reduce debt, introduce vacancy management planning in reducing and redeploying staff and restructuring management. Help would be given to children, highways, parishes and assist in welfare reforms. The administration was working together as a team for the good of the people of Devon. Cllrs budgets will not be increased, CT kept at zero increase and libraries, child centres and farms estates would be protected. It was pointed out that Devon is the sixth worse off in the country as far as education grants were concerned. 1


District Councillor’s Report. The future structure of the senior management and staffing in TDC will reported to the Executive on the 12th March. All councillors will be given the opportunity to be briefed prior to this date. Group Leaders have been given the chance to have separate briefings if requested. The S106 Agreements for the Newcross site have been delivered to TDC Planners for finalizing. The negotiations for the UTC development have considered three possible sites. These include Jetty Marsh, Bradley Lane and even the Wolborough Street car park area. I have no further news on dates for the French Market on its return to Kingsteignton. I will be confirming the date in the next few weeks. TDC Budget headlines received a unanimous vote in favour by members, even after some 12plus minutes of comment by the Leader of the opposition. Main points of interest are: CT frozen – the third freeze in a row Permanent Free parking scheme in many council-run car parks and a 5% increase in certain car parks. £2.5 million for the Teignmouth regeneration, including the Carlton Theatre. Backing economic development, housing and tourism by putting £400K into the Infrastructure Investment Fund. Finding savings over the next three years and maintaining reserves at £1.1 million. District Councillor – Cllr Beryl Austen – read by Clerk Teignbridge Council are awaiting the Chancellor's Budget with some unease as it is expected that as a result of enforced savings District Council's Funding will be cut severely. With this is mind a revue of the Management structure of the Council is being undertaken in anticipation of the need to cut costs to protect the interests of our community. Apart from this initiative, it is looking to increase car parking charges though retaining the free Sunday parking to assist traders who have felt the benefit of this in our towns particularly. On local matters, I have had discussions with Estelle Smith and Steve Hobbs having been informed of the concerns of Parish Councillors and residents with regard to the erection of stores and stables in local fields, and with regard to conversion of barns designated as holiday homes and temporary siting of caravans. Where a new building is to be erected in the countryside, it is necessary to prove the agricultural need of the business in order to gain consent. Temporary accommodation may be granted until such time as that need is proven, but it is understandable that this often causes concern and creates a feeling of inequality when an approved barn conversion ostensibly for holiday accommodation is in hand and there is a temporary residence on site. I have today spoken to Steve Hobbs, the enforcement officer and, provided applications are in hand, no action can be taken until the result of that application is known. If the application is refused then action can be taken. I expressed the view that often members of the public feel that there is a way to play the system and it is not entirely fair. I have asked that if minded to approve these matters go to the Planning Committee so that full representation can be made. Police Report – read out by Clerk IDEFORD POLICE LOGS for the PERIOD 06/02/13 to 04/03/13 Concern for welfare check on a resident. IDEFORD CRIMES for the PERIOD 06/02/13 to 04/03/13 Distraction burglary-Elderly resident has reported her wallet missing possibly following a visit from a bogus meter reader. No money taken and the credit card was stopped. 2


Standing orders suspended so questions could be asked to the county councillor. Idea forwarded to Cllr Walters of a cattle grid to be installed on the road leading to the A380, Torbay/Newton Abbot carriageway. Details to be forwarded to Cllr Walter from Clerk for consideration and investigation. 23/13 MATTERS ARISING Call for evidence – email sent to councillors for consideration of responding back to the survey Anne-Marie Morris letter - informing of next meeting on 14th June 2013. 24/13 MATTERS RAISED BY CHAIRMAN The Chairman had received some call regarding Bonfire problems within the village. The Chairman had called the responsible persons regarding the matter, but would keep in touch to all concerned regarding the matter and if necessary TDC. Suggested we put a short report re: Bonfires in the newsletter. 25/13 PARISH MATTERS Affordable Housing – date of the meeting is confirmed a 17th April 2013 at 6.30pm. This will be an update meeting with Sue Hitchcock – Devon Community Council Parish Plan – the date for this meeting has been changed also. To be held on 20th March 2013 and will be an information meeting regarding Neighbourhood/Parish Plans. Bus Shelter – clerk to ring and check when work will commence as no one has been informed. Cattle Grid – already mentioned to Cllr Walters for investigation through Highways. 26/13 PUBLIC PARTICIPATION Standing Orders suspended so questions could be asked Website is out of date and if Agenda could go on. Is the website open for everyone? Chairman advised that any event can be posted, information needs to be forwarded to Lesley. The Chairman would discuss the website with Lesley Brown and the clerk would try and get the agenda to Lesley for posting on the web, however, this item is never compiled until the very last minute after a meeting between the Clerk and the Chairman Ideford 100 Club was mentioned, should any one be interested in joining. Bridle path 25 concerns over the state of the path. Clerk to contact David Alymore. Standing Orders reinstated 27/13 CORRESPONDENCE RECEIVED None 28/13 PLANNING Cllr French left the meeting. Cllr Carter-Woodwark would not be entitled to discuss anything with the application but would be able to vote. Larcombe Barn, Ideford – Ref 13/00238/FUL residential use of caravan. Planning application received regarding Temporary caravan on site with other documents stating the need for the smallholding and completion of the existing holiday home. The supporting letter 3


implies living with family but the occupant is stated on the electoral roll as being there. (The electoral roll registers the person’s main or only home). There seems to be anomalies between all documentation and therefore Councillor’s felt that the professional way forward would be to request a Cat B planning application to be forwarded to the TDC full planning committee. All councillors’s voted to request a Cat B application and proposed the Chairman to represent Ideford Parish Council at the meeting. Cllr French asked to return to the meeting, to be able to take part in the next planning application. Ref: 13/00589/VAR - Garth, Combe Cross - Variation of condition 2 on planning permission 12/01674/FUL to change layout and increase in size of proposed living accommodation. Plans where compared between original application and revised one. Discussion followed. No objections raised. The Clerk had today received from TDC Planning the grant notice for Ref 13/00033/FUL – 2 Broadlands single storey rear extension. 29/13 CLERKS REPORT AND FINANCE The clerk reported that the year’s accounts where being prepared for Audit and that changes by HMRC for ‘real-time’ PAYE was being done. Training for Cllr White had been booked AGM and Annual meeting date to be set - Clerk to investigate if the hall for Wednesday 7th May.
