Town of Uxbridge receives Climate Resilience Grant

The Town of Uxbridge is thrilled to announce it has received a $185,450 municipal climate resilience grant to begin removal of the Home Brew Dam and to study removal of the Whitin Pond Dam. Awarded by the BakerPolito Administration’s Municipal Vulnerability Preparedness (MVP) program, which is administered by the Executive Office of Energy and Environmental Affairs (EEA), these competitive grants support cities and towns in identifying climate hazards, developing strategies to improve resilience, and implementing priority actions to adapt to climate change. The Home Brew and Whitin Pond Dam is one of 73 projects to have received action grant funding in the latest round of applications.

“This project will allow Uxbridge to prepare for unprecedented flooding events which threaten the health of a town well and the capacity of a section of the Mumford River to handle such events,” says David Tapscott, Chair of the Board of Health and Project Director.

Building on Uxbridge’s climate resilience planning process completed in September of 2020, these funds will allow the Town to begin the removal of the Home Brew Dam on Blackstone Street and to study the feasibility of the removal of the Whitin Pond Dam on East Hartford Avenue. The latter will be proceeded by a three-day workshop aimed at gathering public input and

Created in 2017 as part of Governor Baker’s Executive Order 569, the MVP program pairs local leadership and knowledge with a significant investment of resources and funding from the Commonwealth to address ongoing climate change impacts like sea level rise, inland flooding, storms, and extreme temperatures.

Letter to the Editor_____________________ Lavallees retire after 32 Years

Lav's Auto Body and Sales, Inc is now under new ownership. It was a bittersweet moment for owners, Dennis and Joanne Lavallee, when they decided to retire after thirty-two years of business in Uxbridge.

Many of their customers had become like family to them and they have seen generations of the same families become new customers. Many will remember Winston, their beloved golden retriever who would greet customers at the door. Dennis and Joanne will definitely miss their customers and their employees. Their employees are staying on with the new owner, Mike Erdman, and working with Mike's employees as well. Mike has been in the automotive business for twenty-two years and recently had his business in

Bellingham.

The name of the business, the hours of operation, phone numbers, and the friendly atmosphere are all staying the same. Collision work, mechanical, towing and state inspections will continue to be done. The only thing changing is the ownership. Dennis and Joanne want to thank all their customers for a wonderful thirty-two years, and hope they will continue being Lav's customers. Mike wants to keep servicing Lav's customers as well as welcoming new customers.

Please stop in and meet the new owner. Mike would love to see you and know why we loved this community so much.

Once again....

Thanks for a great thirty-two years!

- Dennis & Joanne Lavallee

It’s time to save Castle Hill Farm

Castle Hill Farm holds a special place in the hearts of those well-versed in the history of Northbridge. Look closely at the fields that lie fallow between Castle Hill Road and Fletcher Street and adjacent to the 100-acre field in Uxbridge and you can trace the outline of a dairy farm. Castle Hill Farm once supported some of the finest milking cows in the region and provided milk and dairy products to those who lived and worked in Whitinsville.

While the barn burned in 1957, the farm area is still included in Whitinsville’s National Historic Register District designated by the National Park Service. The Commonwealth’s Department of Recreation and Conservation also recognized it as a special place when it conducted its Heritage Landscape Inventory of Northbridge. In 2007, Preservation Massachusetts listed it as one of the ten most endangered historic resources in the state.

Somehow Castle Hill Farm escaped development.

But as residential and commercial development continues to grow in Northbridge, the Castle Hill Farm landscape becomes increasingly important to preserve, not just as a place to contemplate the past but also as a place to bring family and friends to enjoy the beauty of the natural environment.

According to Barbara McNamee, Chair of the Open Space and Recreation Update Plan Committee, “The parcel includes fields, forests, a winding brook, abundant bird life, and terrific wildlife habitat. It presents a unique opportunity for the town to take ownership of nearly 100 acres of open space an opportunity that is quickly dwindling as the Blackstone Valley is built out.”

BVT benefit Yard Sale

The Blackstone Valley Tech Athletic Department will host a large Yard Sale on Saturday, October 1st, in the school's parking lot at 65 Pleasant Street in Upton. The rain or shine event is open to the public from 8 a.m. to 12 p.m.

Support the BVT Athletic Department by selling your merchandise as a vendor or stopping by to search for a treasure.

Are you interested in participating as a vendor? Don't delay — reserve your space today. Vendor space is $30.00 for a 9-foot designated area, and a 6-foot table with two chairs is available for a $10.00 rental fee. Your registration and rental cost will support the BVT Athletic Department.

The vendor registration form must be completed and returned along with payment to BVT Athletic Department, 65 Pleasant Street, Upton, MA 01568, before the yard sale. FMI and to register online as a vendor, visit:   www.valleytech.k12.ma.us/ yardsale.

A private buyer has purchased the property but will only retain 8 acres for his family’s home. The balance will be offered to the town to acquire as open space, saving 93 acres of the Castle Hill Farm to be enjoyed by young and old for generations to come. Previous development proposals of the property proposed 75 house lots.

Community Preservation Act (CPA) funds will be put towards the purchase price requiring that an independent appraisal of the acreage be done by the town. Glenn King, Chair of the Community Preservation Committee (CPC), explained, “The CPC will then negotiate a purchase price for the property and will be presenting an article to the townspeople at the upcoming October 25th Fall Town Meeting. The article will include the price negotiated with the seller and a recommendation that the CPC funds be designated so that no new taxes will be levied for this

purchase.”

King added that, “The use of CPA funds also requires that a permanent conservation restriction be added to the deed so that the land is protected in perpetuity. The CPC has been working closely with the Metacomet Land Trust, which will hold the restriction to further protect the property in its natural state.”

Plan to attend the Fall Town Meeting on October 25th and to vote in favor of this open space land purchase. For more information on the history of the area search “Castle Hill Farm.” Further details related to the Fall Town Meeting article will be posted at  www.northbridgemass.org.

After hopes of saving the property from development were dashed over and over, today the people of Northbridge have a real chance to make dreams reality. Now is the time to Save Castle Hill Farm.

Vendors wanted for the Jack-A-Doo Holiday Fair

The Uxbridge PSG is looking for vendors and crafters interested in participating in this year's Jack-a-doo Holiday Vendor Fair on December 3rd, from 10:00 a.m. to 3:00 p.m. at the Uxbridge High School. The fair is being held as a fundraiser to support Uxbridge Parents for Safe Graduation.

This year's Holiday vendor fair has a special name and is dedicated to a very special person that was taken from us too early this past year. Tricia Trask had an incredible spirit and personality. She passed away in February of this year. Her youngest son Jack is graduating and there is no doubt she would be running the fair and be playing a very active role in PSG. “Jack-a-doo” could be heard from the sidelines by Tricia any time Jack took the field. She is missed and remembered.

Thank you for your support. Please contact Uxbridge PSG for more information, psguxbridge@gmail.com  or look on their Facebook page, Uxbridge PSG 2023 - Parents for Safe Graduation.

PSG raised funds go towards the Uxbridge High school Class of 2023 graduation event that each year helps celebrate the kids graduation in a safe, alcohol and drug free environment.

Open Sky’s 8th Annual Valley Bag Toss Fundraiser

Open Sky Community Services is excited to announce the 8th Annual Valley Bag Toss, an inclusive cornhole tournament being held at the Alternatives’ Whitin Mill in Whitinsville.

The Valley Bag Toss presents the perfect opportunity to show off the cornhole skills you developed over a summer at barbecues and picnics with friends and family. Beyond simply being fun, the funds raised at the tournament support Open Sky’s health and wellness programs for the more than 5,000 individuals served by the agency throughout Central Mass.

People of all abilities, age 14+, are invited to participate in this friendly competition scheduled to be held at 50 Douglas Rd. Whitinsville, on Saturday, October 15th (Oct. 16 rain date) from 12:00 p.m.-5:00 p.m.

The Bag Toss features live music by Dynamite Rhythm, food available for purchase from the Fork ‘N Delicious food truck, a cash bar, a raffle with over $500 worth of prizes, and of course, cornhole competition. However, the cornhole boards used at this competition are not your typical boards.

Handmade by local artist, designer and woodworker Nick Hollibaugh, each set of boards is unique and beautifully crafted. In fact, the top team will win a set of Hollibaugh’s boards. Spectators are welcomed and encouraged, but you don’t need to be a cornhole master to play! Prizes are also awarded for best team name, best team uniform, and team spirit.

Prescott Pharmacy and Zentangle Inc. are the event’s Featured Sponsors. Other sponsors include Arbor Associates, Pyne Sand & Gravel, Integrated

Psychiatric Consulting, PC., Philadelphia Insurance Companies, Koopman’s Lumber, Osterman Propane, Dresser & McGourthy, Strategic Environmental Services, A.I.M. Mutual Insurance Company, Worcester State Foundation, Nydam’s Landscaping, Lane & Hammer, Protective Services, Inc., and Millbury Credit Union.

Pre-registration is required, so before going out to take those extra practice tosses, sign up online at http:// www.openskycs.org/valleybagtoss

Musicians

Wanted

DJ’s and musicians wanted for gigs for small but attentive audiences at the Douglas Adult Social Center. The majority are daytime performances but a few are evening. If you are interested, please call Dick at 508-498-2433 to have your name and specialty added to the list.

Lions Shred Fest Returns

Autumn means it is time for fall cleanup before the holidays and the Uxbridge Lions will help you accomplish that. Saturday, November 5th, from 8:30 a.m. to 11:00 a.m., bring your documents, files, old checks and mail to be securely shredded to be recycled, right before your eyes. Get rid of those electronic devices you never quite know where or how to get rid of by bringing them to the VFW Parking Lot at Route 16 and Cross Road in Uxbridge.

Drivers need only follow the signs and guidance of Lions members at the VFW Parking Lot. No need to even get out of the car.

For a donation of $5.00 for a copy paper sized box or for each electronic device, Pelligrino Trucking will shred and send for recycling the paper products, while OnSite Computers will handle the secure destruction of electronic devices including computers, phones, electrical cords, DVDs, cameras, USVB cables, flat screen monitors, keyboards, radios and stereos.

The Uxbridge Lions have stopped counting how many tons of paper have been recycled at their semiannual shred events, but they figure Pelligrino shreds in excess of 2000 pounds each time.

Fundraisers like this enable the Uxbridge Lions Club to support many community activities like the Uxbridge Senior Center, UHS scholarships, local youth sports, and individuals needing assistance with sight or hearing issues.

While the Lions focuses on local needs, it also contributes to additional Lions charities like sight and hearing research, diabetes support and disaster relief.

The Uxbridge Lions meet the third Wednesday of each month at the Uxbridge Senior Center at 7:00 p.m. Contact Diane Seely at  dmseely@hotmail.com  for information. New members are always welcome to join the largest service organization in the world whose motto is “We Serve.”

Sutton Voters to consider quorum for Town Meetings

Citizen’s Petition Filed

On Monday, October 17th, at 7:00 p.m. at the Town Meeting Fall session, the voters of Sutton will be presented with and decide on a Citizen’s Petition “To see if the Town will vote to amend the General Bylaws, Bylaw 3 Town Meeting/Town Election to include the requirement for a quorum of 1.5% of the registered voters, with a minimum of 100 registered voters, for all annual spring and fall town meetings adjusted annually on January 1st of each year.”

Currently, Sutton does not require a quorum. Why is a quorum important? According to the Secretary of State’s Citizen’s Guide to Town Meetings (https://www.sec.state.ma.us/cis/cispdf/Guide_to_Town_Meetings.pdf), “ The quorum in some towns is zero; if

only a single citizen appears, the Town Meeting may start and conduct business.” Sutton’s own Select Board in August of 2020 communicated to Sutton’s Planning Department (https:// www.suttonma.org/sites/g/files/vyhlif3901/f/minutes/20-08-31.pdf) their decision to eliminate articles that might be controversial from the Fall town meeting for three reasons with the third reason stated “with a limited attendance town meeting a vote for or against an article can be easily stacked.”   How is a limited attendance town meeting defined?   One voter, 10, 50, 67?

Sutton has a somewhat unique Annual meeting. Bylaw 3 of the General Bylaws details that the meeting is broken into two dates with the spring session being held the second Monday in May and the Fall session held on the third Monday in October. Sutton’s Home

Rule Charter section 2-4, discusses how the first meeting is primarily concerned with matters involving expenditure of town funds and the second meeting shall be considered an annual meeting.

Voters must attend both meetings to fully understand all issues being presented to the residents and have their voices heard. A review of town meeting minutes from October 2009 to May 2022 has noted voter attendance. The Spring session was above or very close to the requested quorum on the Citizen’s Petition; however, work would need to be done to achieve the requested attendance in the Fall.

How do other towns meet or exceed their quorums? Some mail the warrant to each home, some utilize a reverse 911 call the day prior to a meeting, most post the meeting on a public

THERE’S A SMARTER WAY TO HEAT ANY ROOM THIS WINTER.

notice board or on their town’s website.   Sutton’s General Bylaws contain a disclaimer to electronic posting in Bylaw 3, Section 3.3 whereby “in the event technological or practical impediments to such posting occur, failure to so post shall not affect the validity of the Town Meeting.”   With one notice board on the Common and most residents no longer subscribing to paper media, how are elected and appointed officials sure that the community is aware of the upcoming meeting?

Clicking on the calendar on Sutton’s homepage for the Fall 2022 town meeting date, does not currently list a meeting location.

What happens if a town cannot raise a quorum?   This happened most recently in Spencer, Massachusetts. After failure to raise a quorum in May, an emergency order was sought from

the Attorney General for a temporary reduction of quorum from 100 to 50 for that particular meeting which was postponed and rescheduled to June.   This was a one-time adjustment with the Spencer quorum remaining at 100 going forward.

Voter apathy is not an excuse for not requiring a quorum.   Voters need to understand that if we do not make the decisions, the decisions will be made for us. The result of Covid is that many town government meetings are hybrid with in-person and zoom components as well as meetings recorded for future viewing.   This is a move in the right direction for keeping the populace informed.   Now the populace needs to do its part and show up.

Letter to Editor_____ Flag finds honorable home

Dear Editor,

Blackstone Valley Gardeners Go Native

In the July issue of The New Uxbridge Times I wrote that my dad's memorial flag needed an honorable home.

My father, Henry Ruwe Barton, Sr. was buried with miltary honors and the flag was folded then given to me. The soldier said “On behalf of the President, The United States Army and the grateful nation, please accept this as a symbol of our appreciation for your loved one's honorable and faithful service.”

Starting with aircraft engines during WWII and then for years with his private company, Auto Research, Ruwe developed test procedures for the auto industry which helped produce the lubricants used in low maintenance automobiles today.

John Guyette from the Village Congreational Church got the OK to fly the flag at the Northbridge High School. Thank you, John.

Sincerely, Paulette hottelet Northbridge, MA

Book Clubs

On October 6th, 6:30 p.m., the Greatest Book Club Ever is discussing Bel Canto by Ann Patchett, a spellbinding novel about love and opera, and the unifying ways people learn to communicate across cultural barriers in a time of crisis. The book was published in 2001 and a movie starring Julianne Moore was released in 2018.

Tuesday, October 11th, 6:30 p.m., the Intrepid Readers are discussing Eliza Griswold's Amity and Prosperity; One Family and the Fracturing of America which won a Pulitzer Prize in 2019. Described as a classic American story, grippingly told of an Appalachian family struggling to retain its middle class status in the shadow of destruction wreaked by corporate fracking.

The Blackstone Valley Gardeners, celebrating their 30th year, will meet at 7:00 p.m. on Thursday, October 13th at the United Methodist Church, 61 Linwood Avenue in Whitinsville. After a brief hospitality gathering, speaker Gretel Anspach, will introduce the group to a host of beautiful native plants for the home landscape.

Gretel is a Lifetime Master Gardener and a Trustee of the Massachusetts Horticultural Society. She brings a spirited love of plants and gardening to her presentations, and is always a club favorite.

The Blackstone Valley Gardeners was formed in 1992 by a group of plant enthusiasts from Uxbridge and Northbridge. A true area club, members now come from Uxbridge, Northbridge, Blackstone, Hopedale, Upton, Sutton and Douglas. The aim of the club is to provide enjoyment and garden knowledge through informative programs and occasional treks to places of gardening interest. The club meets September through May on the second Thursday of each month. Club membership is $25 a year, but first-time guests are welcome to attend a free meeting.

Small Stones Festival of the Arts programs

They will perform Copland's Old American songs, Barber's Knoxville 1915, Puccini arias, and a work by Pauline Viardot-Garcia.

Tickets are $30, children $15. call 401-567-0354 for reservation. Weather permitting, audience members are invited from 1 p.m. to bring a picnic lunch to enjoy outdoors, walk the farm trails and visit the farm animals. October is the perfect time to take stock of your landscape and to begin to think about what you might do next season. Come enjoy the fellowship of other gardeners, both novice and skilled, at the BVG meeting.

Even in its fall seed stage, the native milkweed (asclepias syriaca) is interesting. This lusty native is the only host for the endangered Monarch butterfly caterpillar. It also provides nectar for bees, moths and other butterflies.

Wine & Chocolate Tasting benefit needs your support

The Blackstone Valley Emergency Shelter is getting ready for their 6th season of helping the homeless in our Valley. Since Covid, they have had to change the way they do things. instead of using the church buildings, they now have a relationship with the Red Roof inn in Sutton. They put people in need into a hotel room that gives them a warm bed, a hot shower, and the ability to do laundry. as they work with these people, they have found that they tend to open up about their needs. They can then connect them to the necessary services to get them the help they need.

They also are working closely with the Northbridge, Uxbridge, Douglas, and soon the Sutton, Upton, and grafton Police Departments. all the officers say it is a wonderful alternative to be able to give someone in distress an option other than a jail cell. The police are looking to help those in need the same way. Now that they

Uxbridge Educators' get a financial boost Beginning Bridges; helping children reach their full potential

Voya Financial, Inc. (NYSE: VOYA), a leading provider of retirement plans for educators, announced that assistant principal Donna O’Donnell and Diana Horrigan, educators at Our Lady of the Valley in Uxbridge, have received a $2,000 grant as part of the company's 2022 Unsung Heroes awards competition. O’Donnell and Horrigan are the only winners in the entire state of Massachusetts.

For 26 years, the Voya Unsung Heroes program has awarded grants to K-12 educators in the United States to honor their innovative teaching methods, creative educational projects, and their ability to positively influence the children they teach. Since the program’s inception, Voya has awarded more than $5.9 million in support of educators through this nationwide program.

O'Donnell's and Horrigan's innovative teaching idea, “Collaborate, Innovate, Create,” focuses on helping Our Lady of the Valley develop a STEM (science, technology, engineering and math) lab focused on coding and robotics. The lab will be an area with flexible seating that allows for effective hands-on group and

individual workspaces and presentations. Once familiar with the concepts behind coding and robotics, students will be tasked with solving different problems currently affecting society. At the conclusion, O'Donnell and Horri-

gan plan to have students promote and market their solutions to a community group.

Selected from a group of applicants from schools across the United States, O’Donnell and Horrigan are among only 50 winners in the nation to receive the $2,000 award to help fund and bring their program to life. In addition, they will now compete with other finalists for one of the top three prizes — an additional $5,000, $10,000 or $25,000 from Voya Financial.

To learn more about this year’s winning projects, as well as those from previous years, visit the Unsung Heroes website.

Unsung Heroes is part of Voya Foundation’s signature program, Voya Teacher Voices, that focuses on empowering teachers to become leaders by promoting the teaching career, recognizing high-achieving educators, providing training opportunities, and offering financial support to achieve their goals.

The Centers for Medicare and Medicaid Services (CMS) released its 2022 overall hospital quality star ratings, and once again, Milford Regional Medical Center has received a five-star rating; the highest rating  given by the national agency.

Milford Regional was one of only 11 hospitals in Massachusetts and 429 hospitals nationally to receive the fivestar rating, which is based on data compiled from 2021. MRMC received the same five-star rating last year.

“Receiving this highest possible rating from CMS is significant and only comes with a full team effort,” said Milford Regional Medical Center’s President & CEO Edward Kelly. “The rating speaks volumes to the caliber and collaboration of our clinical, support and administrative teams in ensuring such excellence.”

CMS’ ratings are calculated by taking the weighted average of the hospital’s score from each of the five measured categories which include mortality, safety of care, readmission, patient experience and timely and effective care.

Milford Regional Medical Center is a full-service, community and regional teaching hospital located in Milford, Mass. and serves patients from more than 20 towns in Central Massachusetts. The 149-bed medical center is a nonprofit, acute-care facility, where more than 300 primary care and specialty physicians  are committed to providing exceptional healthcare services to our community with dignity, compassion and respect.

COVID Bivalent Booster Vax Clinic available

The Uxbridge Senior Center is proud to announce that we will be collaborating with the Uxbridge Board of Health and the Salmon VNA to sponsor a COVID Pfizer Bivalent Booster Vaccination Clinic at the Center, located at 36 South Main Street, Uxbridge. This event will take place on Thursday, October 13th from 10 am-12 pm..

Participants must pre-register on-line at: https://home.color.com/ Or contact the center at 508-278-8622 for assistance to register. No walk-ins will be accepted, this clinic is for anyone 12 years of age or older. Transportation to and from the clinic is available, if requested. Please have the dates of your vaccinations and your health insurance information available when registering.

New Bivalent COVID-19 Booster Vaccines FAQ's: 1. What are the updated boosters? The new COVID-19 booster vaccines from Moderna and Pfizer are updated versions of the original vaccines. The updated boosters were recently authorized by the FDA and recommended by the CDC. 2. Who should get the new booster? Anyone age 12 or older who completed a primary COVID-19 vaccination series or received a booster dose at least two months ago should get the updated booster as soon as possible. 3. Why do I need a booster? Staying up to date on vaccines, including boosters, is the

most effective way to prevent serious illness, hospitalization, and death from COVID-19. While vaccine protection decreases over time, boosters restimulate the immune system and increase vaccine efficacy again. Boosters are an important defense, even if you’ve already had COVID. 4. When and where can I get a booster? Updated boosters will be available in Massachusetts starting the week of September 5, 2022. You can get a booster at many locations across the Commonwealth, including where you received previous vaccines. Locations include doctor’s

offices, hospitals, pharmacies, and community health clinics. 5. Where can I get more information? You can visit www.mass.gov/covidbooster for the latest information.

Your booster does not need to be the same vaccine brand as your original COVID-19 vaccination. The communities of Uxbridge, Northbridge, Mendon, Douglas, Upton, Milford, Bellingham, Blackstone, Hopedale, Millville, Sutton and Oxford are welcome. We express our appreciation to the Uxbridge BOH and the Salmon VNA for helping us keep our communities safe!
