STREET TREE PRUNING The City of Kingston undertakes a two-year cyclic pruning program to maintain Kingston’s street trees to manage tree health and reduce risks associated with street trees.

When pruning occurs we will arrange for all prunings to be collected.

Please check the What’s On calendar for pruning dates. We will undertake street tree pruning in your area at least 14 days, but no more than 60 days, prior to the planned day that pruning or removal is to occur.

peak period at Kingston’s beaches Warm weather is here at last and Kingston Council is working hard to ensure our beaches are in tip-top shape for the crowds of people who will flock to our 13km of stunning foreshore this summer.

Mechanical beach raking

From November to April the entire foreshore is raked weekly, while in the peak period (8 December-31 January) an extra service is provided around lifesaving clubs.

Under Victorian laws, smoking is banned at all of Kingston’s patrolled beaches within a 50-metre radius of the red and yellow flags. Council encourages all smokers, whether they are at the beach or elsewhere, to dispose of cigarette butts properly to ensure our beaches remain litter free.

Rubbish collection From November to April all foreshore bins are emptied daily, with extra services scheduled as needed in peak times at popular locations.

Local community groups, including the Beach Patrol Australia groups, also do a fantastic job holding regular rubbish collection sessions on several local Kingston beaches.

Please help keep our beaches clean and tidy by collecting all your rubbish and making sure it is placed securely inside bins or taken home with you.

Dog off-leash beaches Kingston has dedicated locations and times where dogs can enjoy cooling off at the beach.

Owners are reminded that dogs must be under effective control at all times and are not allowed off leash until they reach the sand (in off-leash areas). Council’s Local Laws team has a dedicated Foreshore Enforcement Officer and a beach buggy to ensure dog owners and all beachgoers are doing the right thing.

Over summer months extra patrols are also scheduled on weekends.

Smokers can face fines of $311 for littering cigarette butts or up to $622 if the discarded cigarette butt is still lit.

Parking Kingston residents are entitled to a beach foreshore parking permit that exempts them from paying foreshore parking fees. The permits are valid for three years and have been sent out with your rates notice.

Contact Council’s Customer Care team on 1300 653 356 if you have not received a foreshore parking permit.

When visiting your local beach this summer please take care to park safely and legally in our local streets and make sure not to park over driveways as this can impact on residents’ ability to safely enter and exit their properties.

The northern end of the Mentone beach is a 24-hour dog off-leash area throughout the year.

In summer months at Carrum’s dog beach, dogs are allowed off-leash from 7.30pm-10am, but prohibited on the beach between 10am-7.30pm.

In other areas of Kingston’s beaches, from November 1 to March 31: • dogs are not permitted on the beach at all from 10am-7.30pm • dogs can be on-lead on the foreshore from 7.30pm-sunrise and may be off-lead on the foreshore between sunrise to 10am.

Kingston’s patrolled beaches Kingston is home to seven Life Saving Clubs who provide patrolled beaches thanks to their teams of trained volunteers.

Kingston’s Customer Care team will be closed on Christmas Day, Boxing Day and New Years Day. The Cheltenham Customer Care Centre will be open on all other days.

Kingston Libraries During the 2019/20 holiday season, Kingston Libraries will operate on reduced hours. The summer timetable will commence from Monday 16 December 2019. Normal library hours will recommence on Monday 13 January 2020. For further details visit kingston.vic.gov.au/library. Even though there are some reduced hours we still have a jampacked, amazing holiday program being run!

Cr Georgina Oxley re-elected A long affair with Family Day Care as Kingston Mayor Councillor Georgina Oxley has been re-elected to lead the Kingston community for another 12 months as Mayor.

Cr Oxley, who was elected at a Special (Statutory) Council Meeting on Wednesday 13 November, said she was humbled to once again be leading Council in her second term as Mayor.

Cr Steve Staikos was re-elected Deputy Mayor.

Reflecting on the past 12 months, Cr Oxley said Council had made significant achievements that had put the community in good standing for the future.

Cr Oxley spoke about some of the highlights of her Mayoral term, including: • Kingston taking a strong leadership role in addressing the issue of family violence in our community • The building and upgrading of Kingston’s sporting facilities • Investment in high-quality early learning facilities to give Kingston’s youngest residents the best start to life

• Handing out hundreds of free trees to residents to increase the city’s tree canopy.

“We’re also seeing unprecedented investment in Kingston through Council’s collaboration with the Level Crossing Removal Project, something that is truly transforming our city,” said Cr Oxley.

Cr Oxley said Council also had some great opportunities that lie ahead to deliver some incredible outcomes for the community.

“We have a number of exciting projects underway that I’m looking forward to seeing finished over the next 12 months including the new Edithvale Life Saving Club, development of the Chelsea Structure Plan, construction of the Dales Park netball pavilion and the delivery of our foreshore shared path.”

She said the year hadn’t been without its challenges but thanked the support of the incredible group of people around her, her fellow Councillors and the hard work done behind the scenes.

“I’m passionate about my community, and I am excited for what the future holds for the City of Kingston.”

Barbara Hurd, Kingston Family Day Care Educator, reads a book to some local children.

Barbara Hurd says family day carers offer their young charges some of the vital early confidence and socialisation skills that set them up for life.

Barbara, a carer who celebrated 40 years in Kingston’s Family Day Care team this year, says her four decades of experience prove her theory.

The Bonbeach resident learned about the program from a friend when her own children were very young.

The key attractions to becoming a family day carer were the flexibility of being able to set her working days around her own children, while earning an income and caring for other children in the community.

“It’s so rewarding knowing you have helped make a difference in offering a child some of the confidence, socialisation and life skills to prepare them for kinder and school,” Barbara says. “I have so many wonderful memories of the children l have cared for and their families from my 40 years of service. I still catch up with some of them.”

Barbara says these lasting friendships and the care and support she has received from the “fantastic” Family Day Care co-ordination team have enriched her life and that of her own family.

“Over the last few years, l have been caring for the children of the children who went to school with my own children,” she says. “That is a great experience, for all of us.”

Kingston’s Housing Strategy and Neighbourhood Character Study Thank you to everyone who provided feedback during the draft Housing Strategy and Neighbourhood Character Study consultation period.

The consultation ran from Monday 6 May to Friday 2 August. We had a huge response from the community with approximately 2000 residents taking part to have their say.

Some of the most commonly identified issues raised in the submissions during consultation include: • Building heights in a number of locations in the municipality • Dwelling density and double-storey built form at the rear of sites • Population growth and infrastructure provision.

A final report summarising your feedback is being prepared and will be made available via our website kingston.vic.gov.au/HSNCS

What are the next steps?

Council is currently considering all submissions received on the draft Housing Strategy and Neighbourhood Character Study. We are preparing the final strategy for Council to formally adopt at an upcoming Council Meeting and are working closely with the state government to ensure the strategy meets their requirements.

The community will be notified when the meeting date has been set.

Once Council adopts the strategy, a formal Planning Scheme Amendment process and the next stage of consultation will begin. We expect to open consultation on the proposed planning controls and the proposed application of new zones in early to mid 2020.

Chain of Parks trail plans - have your say!

The Chain of Parks is a project to turn some of Kingston’s historic landfill areas into a series of linked parks that offer a wide range of recreational facilities and open space. The land earmarked for the Chain of Parks is located within Kingston’s Green Wedge.

The reality of bringing the Chain of Parks idea to life is complex, with many different public and private agencies involved, as well as significant funding needed from all levels of government. It will take time.

Kingston Council supports the Chain of Parks concept. As part of a wider vision for the area, Council developed a Green Wedge Plan in 2012 and appointed a project officer in 2013 to

co-ordinate the interests of Council and work with other agencies to ensure a focus is placed on the Green Wedge Plan.

Council continues to work on initiatives in the area such as planning for new walking and cycling paths (trails) and a study to look into the need for equestrian facilities.

Kingston celebrates its 30 centenarians

A record number of Kingston residents over 100 years old were celebrated at a special luncheon in November.

Aged between 100 and 110, 16 of the City’s 30 centenarians gathered at the Southern Golf Club in Keysborough to share their wisdom and celebrate their incredible milestones.

The Charman Road level crossing will be closed to vehicles from 2pm, Friday 15 November - Friday 6 December.

Mentone Pedestrian crossings at Mitchell Street and Rogers Street on Como Parade East and Como Parade West, between Mentone Station and Warrigal Road will be closed at various times in December.

Improving our Scouts and Girl Guides facilities The City of Kingston is investing $1.6 million to improve our local Scouts and Girl Guides facilities.

Council has been working closely with Scouts Victoria and Guides Victoria to review Kingston’s Scout and Guide Halls and prioritise the works required to make them accessible for all.

Prioritisation of works has been determined by those with the greatest levels of use and will consider the complexity of works required. Halls that will be undergoing works in the next 18 months include:

Delivered meals make a difference The friendly faces of the volunteers who bring Kingston’s Delivered Meals service to around 100 homes each day provide more than just nutrition.

Our delivered meals service is highly valued for its monitoring, particularly for vulnerable people. It offers families and friends peace of mind as they know someone is regularly checking on their loved one.

The daily contact with the volunteer delivering the meal is vital and ensures social contact and connection every day of the week.

Studies show regular meal delivery services can help seniors feel safer and relieve feelings of loneliness.

They can also reduce the rates of hospital admission following falls and sound an alarm when a door remains unanswered.

New tasty menu

Beach access maintained while pathway works in progress

Kingston Council has signed up new supplier Ranahans Fine Food for its Delivered Meals service.

The family business, which has a reputation for quality, has increased the menu choices and offers appealing texture-modified foods for people with difficulty swallowing.

The texture-modified meals look and taste great. The foods are individually pureed and reassembled to look like their original form, making eating a more pleasant experience. These appealing, nutritious, tasty meals reduce anxiety that can develop around meal times and encourage people to maintain adequate nutrition.

A cheerful, newly decorated refrigerated van will support the supply team.

Works have begun on the long-awaited missing link in Kingston’s Bay Trail.

Construction works have begun on the new Bay Trail shared pedestrian/ cycling path that will provide a safe off-road alternative for recreational cyclists and children riding to school.

To make room for the new shared path, sections of vegetation have been cleared from the foreshore in recent weeks and civil works have now commenced.

The current Stage 2 of the project runs from Mentone to Rennison St in Parkdale and will take approximately nine months to complete.

As part of the project, Council and VicRoads are also partnering to

resurface Beach Road.

To minimise impact on the community, construction will shut down completely during the peak Christmas/New Year period from Friday 20 December with works resuming Monday 13 January.

Beach access will be maintained at all key access points such as pedestrian lights and main pathways to the beach. These access points will be well-signed to provide safe access points to the beach.

Foreshore car parks will remain open during the works, with the exception of the Rennison Street car park which has been closed for use as a site office and storage.

The annual Gambling Harm Awareness Week aims to highlight the addictive and harmful effects of gambling in our community.

Kingston Council hosted a free community event featuring real-life stories to shine a light on gambling harm in our community.

Presented by Three Sides of the Coin, ‘What’s Your Gamble?’ was an

emotional and confronting collage of personal stories told with courage and humour by people with real experience of gambling harm.

Research has found that more than 70% of people who use poker machines experience some level of harm, and that poker machines are the cause of most gambling-related problems. People who are harmed by poker machines are more likely to be from lower income areas who can least afford the losses.

The City of Kingston is calling on the Victorian Government to introduce several urgent reforms to address pokie addiction and the associated public health risk.

KINGSTON’S WAR ON WASTE Every year, Australians generate millions of tonnes of waste in food, fashion, packaging and more.

The amount of waste we produce is growing. In the past 20 years Australia’s population has grown 28 per cent – yet the amount of waste we produce has increased by a staggering 170 per cent.

The average Australian produces many hundreds of kilograms of waste each year, with most of this sent to landfill which is costly, takes up valuable land space and has significant negative impacts on our environment.

Tackling our waste problem will take a major combined effort from federal, state and local governments; from businesses and from every single community member.

This is the last part of our series looking at Kingston’s waste challenges including rubbish, recycling, garden waste, e-waste, dumped rubbish and more.

Greener outlook

Movie screenings, gardening demonstrations, bus tours and waste reduction workshops are just some of the activities Kingston has instigated to help reduce the community’s impact on the environment.

Sustainable schools Kingston is home to some of the state’s leading schools in proactive sustainability.

Carrum Primary School won the School of the Year category

in Sustainability Victoria’s ResourceSmart School Awards and four Kingston Schools were nominated for six awards between them. Council co-hosted the annual Big Green Schools conference, attended by 15 local schools over two days this year and clocked up its 11th year of partnership with “I Sea I Care” program run by the Dolphin Research Institute in Hastings.

Plastic bag ban Retailers across Victoria, from supermarkets and fashion boutiques to fast-food outlets and petrol stations, are now banned from distributing lightweight plastic shopping bags.

The State Government ban, which includes compostable, degradable and biodegradable plastics, was proposed in 2017 and came into effect on 1 November 2019.

Before the ban, Victorians were using more than one billion plastic shopping bags every year. Most ended up in landfill, but around 10 million became litter, polluting the environment and endangering wildlife.

Local businesses were urged to prepare for the change by adopting durable and resuable alternatives during 2018 and 2019.

Penalties will apply for non-compliance and consumers are being encouraged to change their habits and carry reusable bags when they shop.

Since July 2019, e-waste has been banned from being sent to landfill across Victoria.

Reducing gambling harm Kingston is dedicated to shining the light on gambling harm in our community and is currently running “Enough is Enough”, a community campaign designed to reduce the impact of gambling in Kingston.

It may come as a shock, but Kingston has some of the highest losses to poker machines in the state – with annual losses of more than $85 million.

We currently have 902 poker machines at 16 local venues, yet under Victorian Government laws our area could have up to 1,213 electronic gaming machines. And this number could grow further as our population increases.

People most vulnerable to problem gambling are those facing social isolation, from disadvantaged communities and

We are also calling on the Victorian Government to make urgent changes to gaming laws to reduce the devastating impact of poker machines in Kingston.

At the excellent launch of Seniors Week, guests got to experience a fantastic performance by Scott Harrison on our magnificent Wurlitzer organ in its wonderful home, Kingston City Hall.

A great way to launch a great week of festivities and events.

What a busy few weeks. Firstly, congratulations to our recently re-elected Mayor Georgina Oxley and Deputy Mayor Steve Staikos. I know that you will both continue to carry out your tasks in the same manner you have in the past.

Late in October I attended a function and celebration to mark 150 years of policing in Cheltenham. Congratulations and thank you to all the past and present Victoria Police officers who have been committed to the safety and wellbeing of our community.

In the company of Meng Heang Tak, the Member for Clarinda, I attended a final inspection of the recently refurbished and expanded Farm Road Pre-School. It was great to see how the ‘kinder’ has grown and developed since my early involvement as a Councillor when the local area was very young and growing. Well done to all in completing this fantastic project.

I also had the pleasure of launching a fantastic new Adult/Seniors Exercise Facility and Community Space at Linton Street Reserve with Deputy Mayor Steve Staikos. The facility, which was jointly funded by Council, The Rotary Club of Bentleigh Moorabbin Central, and St Kilda Football Club is aimed at improving the health and mobility of older people.

Finally, thank you to the La Barracca Club in Heatherton on hosting a fantastic and enjoyable Sicilian Gala Celebration Dinner.

Shade sails coming to Chelsea’s Victory Park Thanks to Kelly Osmand for raising the need for shade sails at Victory Park and Bicentennial Park with me and also for running an online petition that showed a lot of local support for the idea. This year’s shade sail funds budget will be allocated to install shade sails at Victory Park. If you have any ideas for improvements to our beautiful city please raise them with me. I’d love to hear from you!

Summer on our bay There is plenty to do this summer on Kingston’s beaches. Kingston has some wonderful family friendly yacht clubs offering programs and opportunities for young and old wishing to learn to sail.

If you or your children are interested in learning to sail please contact Mordialloc, Chelsea or Parkdale yacht clubs. For those of you wishing to stay close to the shore we have the best beaches in Melbourne and dedicated lifesavers to help you stay safe. Always swim between the flags.

Beach Patrol is another activity you can be involved in this summer. Beach Patrol meet once a month in various locations along our bay and spend an hour or two cleaning up sections of our beaches.

As we approach the Christmas holiday period, for most of us it’s a time of celebration and to relax with family and friends however we should always be mindful that for some it’s a time of loneliness and reflection. There are many organisations across Kingston who offer great support to those in need and believe me, they need all the help they can get so if you have the opportunity, lend them a hand, whatever you can do will be appreciated.

On a local note for residents who might normally choose to visit the foreshore between Mentone and Mordialloc, the decision of Councillors West, Staikos, Barth, Eden and Mayor Oxley to commence work on the Bay Trail which involves the narrowing of Beach Road and removing the indented parking, over the peak summer months means they may have to contend with increased congestion and significant parking restrictions.

I would like to take this opportunity to wish all residents and their families a happy and safe Christmas/New Year and in particular to thank all of Kingston’s wonderful volunteers for an outstanding effort throughout 2019.

Of course summer means more time around the water, be it the beach, pool, lake or river. Wherever it may be please ensure everyone is safe, especially the kids, and remember, even the most placid looking body of water can be a very dangerous place for a non or weak swimmer.

Council to revise Housing Strategy After a strong ‘no’ vote, Council is rethinking its draft housing strategy.

Officers are now planning to recommend ‘incremental change’ areas to retain their 9m height limit in the new Neighbourhood Residential Zone. The 9m height limit has generally restricted development to two storeys in the current General Residential 3 Zone for ten years.

When the draft housing strategy was released in May, residents were not specifically informed that up to 25% of our residential areas would have their height limits increased from 9m to 11m (three storeys), while a further 3% would go from 11m to 13.5m (four storeys). After they read about this in my Council Update circular, many letterboxed their neighbours and posted on Facebook, resulting in 1592 submissions, of which only six fully supported the draft strategy. Most of the

600 on-line surveys also wanted changes, though the form had no specific response to indicate support or not, but rather asked for a level of agreement with the proposed changes.

Over 900 submissions also asked Council to keep two important Council policies that have protected residents’ amenity in the GRZ3: to discourage developments with two storeys in the backyards and to allow only two units on an average sized lot, proportionally more on larger lots.

These policies, now in Clause 22.11 of the planning scheme, were dropped from the draft strategy and it is not clear whether they will now be retained or not. The proposed substantial change” (four storey) areas will also be reviewed.

Our city is home to seven Life Saving Clubs who provide patrolled beaches during the summer months thanks to their teams of trained volunteers.

Celebrating our Centenarians Earlier this month I had the pleasure of celebrating our 30 centenarians with

Junior Mayor, Jack O’Connor. A record number of Kingston residents over 100 years old attended a special luncheon to celebrate their incredible milestones.

Friday 28 February: Good Vibrations: Sing out the last day of summer in Pub Choir led by Andrew Price and Katrina Waters (Kingston Sea Shanties). Make your own summer drinks, chill out on mats and create your own Lego sculpture. Follow the hallowed Space Goddesses as they farewell the hot season.

Kingston Arts’ favourite community visual arts and creative writing competition returns this March – now with more than $5000 worth of prizes to be won. Artists and writers of all ages and abilities are encouraged to get involved. The competition begins when the secret theme is announced on Friday 13 March. Artists and writers will have 24 hours to create an artwork or piece of creative writing and deliver it to Kingston Arts Centre for exhibition.

The City of Kingston invites individual artists, not-for-profit art groups and organisations to apply for an Arts Grant for works or projects to be completed in 2020-2021. Please come along and join us for a free information session on Wednesday 5 February at 6pm to learn more about the three funding categories and have your questions answered.
