Kingston’s Mayoral election

Kingston held its Mayoral election in mid-November with your 11 councillors voting on who will serve as Mayor and Deputy Mayor.

This edition of KYC had already gone to print before the election, so we can’t report on the outcome. However, you can read all the details via our website at kingston.vic.gov.au/news

The role of a Mayor is many and varied including:

• chairing Council meetings

• providing leadership and guidance to Councillors as they make key decisions for the community

• meeting with government MPs and officials to advocate for better community outcomes

• presiding at citizenship ceremonies, official openings, launches etc

• meeting with a wide range of community groups

• and much more.

Municipal Monitor update

The Victorian Government has appointed the second Municipal Monitor to Kingston.

In August, the Victorian Government announced two monitors would be appointed to Kingston –Mr John Tanner AM with a second monitor to be confirmed.

In mid-October, Mr John Watson was appointed and will work with Council until 31 December 2025.

Mr Watson has considerable experience and expertise in both

local and state government, including as a former Executive Director of Local Government Victoria, and is highly regarded.

Kingston Mayor Cr Georgina Oxley and CEO Peter Bean expressed their ongoing commitment to working closely with both the monitors to assist them in their role as we go about delivering excellent service to the people of Kingston.

STILL SUPPORTING DINGLEY VILLAGE

We are continuing to advocate for our community regarding the future development of the former Kingswood Golf Course.

We share the disappointment of the Dingley Village community at the Victorian Government’s decision to approve 941 new homes on the site and are calling for assistance to support the community with issues such as flood mitigation and infrastructure support.

Victorian Government approval of the development without any substantial changes was given despite overwhelming community opposition.

More than 1,400 community members lodged submissions with the Victorian Government on the draft development plan for the site, with most highlighting worries about the scale and potential impacts on the local area.

The impacts raised include increased traffic congestion, pressure on schools, sporting facilities and health services, the destruction of mature trees and open space, and a loss of local character.

The Government’s own expert Advisory Committee which considered a proposal for far fewer houses, had highlighted significant issues around community consultation, vegetation on the edges of the course and connections into the shopping centre.

We are seeking a binding infrastructure contributions package that reflects the actual cost of supporting thousands of new residents and mitigating flood impacts.

Through Talking Kingston you’ve been letting us know your priorities for our community. Clean, well-lit public spaces, traffic and roads, recycling, business support, active recreation and improved sports facilities are among your key themes. We’re listening and are proud to have delivered more than 230 projects across Kingston this year. Here are just a few highlights!

Creating lively, welcoming shopping spaces

Edithvale Shopping Village is undergoing a revitalisation. We’re creating a welcoming accessible place with new footpath, new underground stormwater drainage, street furniture, wayfinding signage and more. Completion due 2026.

In Chelsea Heights new footpaths, landscaping and street furniture will rejuvenate Thames Promenade Shopping Strip and new traffic lights at Thames Promenade / Fourth

Avenue will improve safety. Nearby Heights Park is also earmarked for an upgrade within the near future.

Planning is underway on new greenery, refreshed footpaths, street furniture, outdoor dining opportunities and safer, more welcoming spaces at Parkdale Shopping Village

Cavanagh Street, Cheltenham is getting a cheerful spruce-up with new seating, planters, picnic tables and a paved gathering spot outside the café – the perfect place to meet friends and soak up the local buzz.

It’s all part of our commitment to celebrate local life and keep our neighbourhoods thriving.

Painted as part of Moorabbin Junction After Dark Series, in conjunction with local young people, a stunning wall mural , Interlocking, enhances the centre giving a boost to local businesses. Public art is a part of our strategy to enhance public spaces and enliven activity centres.

We’re also proud to help create a fun, cheerful atmosphere for everyone to enjoy this special time of year.

Our beautiful Christmas decorations are adding a festive vibe to shopping spaces (see page 12).

New lights along the popular pathway at Farm Road Reserve, Heatherton make it safer for cyclists and walkers to use.

We’ve begun creating a nature park at Swallow Reserve in Dingley Village The design includes native trees, shrubs, grass and boulder seating under the wonderful Swamp Gum.

A new boardwalk has created a seamless connection between the Carrum Foreshore and Patterson River and we are excited to be planning the next stage of the Patterson River Sculpture Trail –a public art project to celebrate and enhance the river corridor.

Extensive community consultation has helped us shape the vision for Le Page Park, Cheltenham and we recently shared an updated concept

to hear what you think. We will report back once your feedback has been reviewed.

Another round of community consultation has concluded on an exciting upgrade of Namatjira Park, Clayton South, including active recreation and a skate park. We will keep you updated.

Active recreation and sports amenities

Construction on the Mordi Aquatic Centre is well under way, with the building on Governor Road, Mordialloc rapidly growing. Construction is due for completion late next year.

Waves Leisure Centre, Highett has a brand-new outdoor basketball half-court and built into the court are four square activations – perfect for a quick game or some active fun! These new facilities are available for members and will also be used

I just love this time of year. You’ll never catch me needing an excuse for a beach walk, but when the sun’s out and the sea breeze rolls in – honestly, where else would you rather be?

Did you know Kingston has 13 km of coastline? (Yes, I double-checked — that’s a lot of sand between our toes!) From a quick dip to a lazy paddleboard or a picnic under the gums, summer here is pure magic. And while you’re out enjoying it all, don’t forget to show a little love to our local cafés and shops. A few extra coffees, brunches, or a bit of retail therapy close to home keeps our neighbourhoods buzzing. We’ve also been chatting with locals about plans to upgrade the Kingston Heath soccer pitch – with a new turf pitch, better lighting, player boxes and easy-access paths. The goal (pun fully intended) is to get more women and girls into the game while keeping the space open and welcoming for everyone when matches aren’t on. A big thank-you to everyone who’s shared ideas so far – I’ll keep you posted as it all kicks along.

SAFER ROADS

A new zebra crossing in Cheltenham making shopping safer and easier.

A new zebra crossing on Bernard Street, Cheltenham is better connecting the community with local shops.

Brisbane Terrace near Walter Galt Reserve, Parkdale has a new zebra crossing and a new crossing at Parkdale Primary School means students can now cross Keith Street more safely.

A refuge island on Florence Street, Mentone and upgrades of the Fifth Street/Nepean Highway intersection in Parkdale have boosted driver and pedestrian safety and a speed hump and school crossing have been added to McCloud Road and Gladesville Boulevard roundabout in Patterson Lakes

Our Local Area Traffic Management Policy has been adopted and sets out how Council will respond to concerns about traffic and road safety in local streets, ensuring benefits for the entire community and all road users.

With input from you, we’re developing a Waste Strategy to help guide our services and education programs into the future with an aim of increasing recycling, reducing the

amount of waste produced and the volume sent to landfill.

We’re also developing a Public Toilet Strategy to provide a framework for the provision and management of our public toilets in Major Activity Centres, busy foreshore areas, large parks and open spaces.

Building a healthy community

Council has joined forces with a range of community groups to help build a stronger, healthier Kingston.

Over the past year we’ve rolled out a host of programs and events to promote a:

% informed and empowered community.

Here’s just a taste of the 70+ achievements over the past year:

• Partnered with Disability Sports Australia, Bayside City Council and Variety to deliver a Disability Sports Day connecting children and young people with disability to local sport and active recreation opportunities.

• Delivered the Fair Play Project in partnership with Team Sports for All, enabling 123 children and young people from low-income families to connect with a local sport club and participate in a sport of choice.

• Coordinated Men’s Health Week activities focusing on men’s mental health and healthy masculinities including the Men’s Health Matters event which attracted over 100 men.

• Victoria Police, Kingston Business and AccessCare partnered to host a series of ‘Coffee with a Cop’ to provide safety information and scams awareness.

• Ran the second Kingston Kickstarters Community Leadership Program to develop emerging leaders.

• Ran 14 transport information sessions to boost seniors’ confidence using different transport options to help them remain independent and participate in community life.

• Delivered youth Work Ready Workshops on looking for work, resume writing and workers’ rights and held budgeting workshops.

• Improved foreshore accessibility via new Parkdale Beach pedestrian ramp, Carrum Boardwalk extension, new dedicated accessible parking bays and wayfinding signage.

During Mental Health Awareness Month, Council has proudly supported a range of events aimed at building connection and promoting wellbeing in our community. Our Council and Wellbeing Plan outlines strategies to support residents through events and initiatives that prioritise mental health.

I also supported the Annual Women’s Health Forum held on 17th October at Patterson River Secondary College. Recognising the need to reach all areas of our community, I was proud to collaborate with local Bonbeach and Carrum residents to organise a Men’s Mental Health Workshop, held on Thursday, 30 October. This event was made possible thanks to the support of Rohan Parrant, Phil from the Carrum Football Club, Mick from the Bonbeach YCW Football Club, Ben and Nicole from the Carrum Surf Life Saving Club, Peter from Rotary Chelsea, and Cameron from One Agency Real Estate.

Connection is a cornerstone of mental health, and I’ve been privileged to attend and support various community events that strengthen this – ranging from the Vic Pol Neighbourhood Policing Forum exploring crime trends, family violence, road policing and Drugs and drug related crime to the wonderful Seniors Day celebrations held at the Patterson Lakes Community Centre where a great time was had by all!

Another highlight was the Joint Government Community Meeting at Carrum Promenade on 9 August, where local, state, and federal representatives addressed community issues together. Keep an eye out for the next session scheduled for November–December.

Let’s celebrate 30 years of Waves!

Our much-loved Waves Leisure Centre turns 30 years old and to mark this milestone, there’ll be a day of fun on Saturday 6 December.

Join us for exciting water activities and outdoor games such as basketball and down ball, on the brand-new sports court. There will be something for everyone to enjoy and we’d love to see you.

The centre, a cornerstone of the Kingston community for its three decades, has evolved over the years with major facility upgrades and ever-growing staff teams and community of members.

My two boys, now in their 60s, came with me when they were kids to the original outdoor pool and we continued at Waves when it opened. I now do DWR classes and water dumbbell exercises.

Highett shops and library are getting a festive makeover with six colourful Christmas trees and two dazzling star displays lighting up the area.

Local businesses and the community alike will feel the extra holiday sparkle – the perfect excuse to shop, sip, and socialise close to home. With so many great shops, cafés, bars and restaurants in Wattle Ward, it’s the season to explore and enjoy local vibes.

We also supported Highett Village’s Tunes & Tastes festival – a great day of music, tasting Highett’s delicious food offerings, a market and more. I am proud we helped showcase this wonderful neighbourhood. We’ve been collecting your views on the Follet Road playground development, and I want to say thank you to everyone who has taken part in the consultation. I have been advocating this for a while and the journey has been taken with the local community and local schools alongside. Another Kingston Your City is another opportunity to reach out to my favourite Kingston residents!

We’ve been working hard delivering practical improvements in Karkarook Ward to make shopping local easier and more enjoyable: Interlocking (a vibrant new mural opposite the intersection of Taylor Street and Central Avenue, Moorabbin) was a highlight of our recent Moorabbin Junction After Dark series. Thousands turned out for After Dark fun, a great boost for local traders! Lucy Desbordes and Katerine Gailer created the work in collaboration with local youth. With warmer weather here, why not check out the art and enjoy a cuppa at the Tuck Street picnic tables.

In Cheltenham, a new zebra crossing on Bernard Street is improving safety for Cheltenham Secondary College students and shoppers on the bustling strip.

Cavanagh Street is also getting a makeover, with new seating, planters, picnic tables and a paved gathering space outside the café – creating a welcoming meet-up spot.

At Argus Street we’ve been working with residents on how we can make Friendship Square safer for everybody, with speed limits already in effect.

As the festive season approaches, we’re spreading cheer. We’re expanding our Christmas decorations to 10 key retail precincts – supporting local traders and boosting community spirit. It’s all part of our Love Local campaign – celebrating our neighbourhoods, encouraging pride in our centres, and supporting the small businesses that make our community thrive.

A season to Love Local and shop local

When you’re planning social gatherings, a family dinner out or some food or gift shopping this Christmas, consider the fabulous variety of offerings from Kingston’s many local businesses.

A dash of Christmas cheer

Gold stars and bright trees are popping up around our shopping centres, adding festive sparkle and a warm sense community spirit.

We’re proud to help create a fun, cheerful atmosphere for everyone to enjoy this special time of year, whether you are buying gifts, grabbing a coffee or eating out.

At The Strand, Chelsea, Edithvale shops and Beeson Reserve, Aspendale and Cheltenham shops and Highett shops and library, large stars and colourful trees are providing a Christmas buzz.

Look out for Mentone’s hanging decorations and large star display.

A 4.26m Christmas tree will bring a little magic to the amphitheatre space between Como Parade East and Como Parade West, Parkdale and small stars will add sparkle to planter boxes throughout Parkdale, too.

Twelve festive trees – six along Dingley Village Shopping Centre

and six at Clarinda shops – will offer a merrier Christmas shopping experience.

The big Christmas tree will be back on the grass on the corner of South Rd and Nepean Highway, Moorabbin and in Carrum and trees, presented by Council and Mordialloc Traders Association will add a festive vibe to Mordialloc’s busy strip.

The decorations help promote community pride and add a joyful shine as we celebrate the season together.

Look out, too, for our Christmas messages across 24 shopping strips.

KARKAROOK WARD

Enjoy an appy holiday

Your recycling and food and garden waste bins are collected on alternate weeks on the same day as your landfill bin.

Collections will take place on public holidays, including Christmas Day. There will be no change to the frequency or collection days in 2026.

And to make it easy, your waste calendar and more are available on our waste app Binston!

Binston reminds you when your bin day is, which bin to put out and what to put in each bin.

Be waste wise

Here are a few tips to help you to recycle or dispose of your waste correctly during the festive season!

Food and garden waste bin

Meat, bones, dairy, mince pies, seafood, cookies, gravy, pavlova, coffee grounds, flowers, pudding, garden waste.

Recycling bin

Wrapping paper, bonbons (no ribbon), cardboard boxes, paper gift bags, greeting cards, aluminium foil and trays, wine and beer bottles.

Landfill bin

Broken baubles and glass, candles, foam meat trays, ribbon, sticky tape and tinsel.

e-waste

Take your broken lights and batteries to an e-waste collection point.

Did you know?

We offer a free Christmas tree collection service in January! Simply book your collection online and put your tree on the nature strip. We will pick it up by the end of January and turn it into mulch to keep our parks and open spaces healthy and green.

Getting ready for Summer! It’s an exciting time in Yammerbook, with both Aspendale Life Saving Club and Mordialloc Motor Yacht Club turning 100 – an incredible milestone for two fantastic local clubs. Those who know me will know I’m a strong advocate for water safety. Summer is a time for fun with family and friends at the beach. However, it’s so important to understand your environment and your limitations in and around the water – things can turn dangerous quickly if you’re not prepared.

Please take a moment to learn about beach safety and what to do in an emergency. Swim between the red and yellow flags, never swim alone, know your limits, If in doubt, ask a lifeguard, check beach safety websites and apps before heading out.

A huge thank you to our incredible volunteer lifesavers and dedicated life saving clubs who keep us safe each summer. Consider enrolling your kids in Nippers at your local club – they’ll gain valuable life skills, make friends, and have a fantastic time.

I’m also looking forward to the Annual Waterways Christmas Festival – last year’s event was wonderful, and I’m crossing my fingers for clear skies this time!

As we enter the festive season, you’ll notice decorations in our shopping strips, adding a joyful sparkle and spreading Christmas cheer to help bring our community to life. Whatever you’re up to this festive season, I hope it’s a happy, cheerful, and safe time for you and your loved ones. Well-supported shopping strips boost local businesses by encouraging shoppers to shop and eat in the precinct, keeping our centres alive and vibrant.

The festive season is almost here –and we’re turning up the sparkle with large glowing stars and Christmas trees lighting up our shopping centres.

The Centre Road strips in Clarinda and Clayton South are among those enjoying some Christmas colour.

If you can this season, grab a local coffee, enjoy a local eatery or buy a few of your gifts from a local trader.

In my previous column I asked you to share your thoughts on the draft plans for Namatjira Park and you have. A big thank you to everyone who made their views known to us.

Council’s successful advocacy helped secure significant federal funding to move the plans for Namatjira forward and It is essential that the park continues to meet your needs into the future.

As I’ve said, this is your park and your vision for it is at the centre of this important project. All the feedback is now being reviewed and will, of course, keep you posted as the project proceeds.

Thanks to everyone who turned out to make Spring Fair an incredible success. The weather turned it on for us and it was, as always, a fabulous day out. I love to see Keeley Park come to life with families having fun. If you are in the mood for more, why not try Carols by Kingston on 7 December at Bicentennial Park in Chelsea.

Beach safety

The surf can be unpredictable. That’s why lifeguards use the red and yellow flags to show you the safe area to swim. Staying safe and making the most of the coast requires knowledge and skills. Learn all about the flags, rip currents, waves and more at beachsafe.org.au

An adult must supervise children when in, on or around water. Focus your attention on your child all of the time. You must be within arms’ reach and be ready to enter the water in case of an emergency.

Heavy rains can wash pollution into Port Phillip Bay, making some areas unsuitable for swimming. Visit epa.vic.gov.au to check the water quality before you.

Home pool

Ensure your pool/spa fence is compliant – check regularly – and never leave pool gates propped open. Always empty inflatable pools and paddling pools immediately after use. Ensure your children learn to swim.

Flooding

Never drive through, surf or swim in floodwaters and don’t allow children to play or swim in floodwater. Wherever possible, wear a lifejacket when in, on or around floodwaters. If you need to be rescued in a flood, dial Triple Zero (000)

Beat the heat

Heat can cause heat cramps and heat exhaustion which can lead to heatstroke. Older people, young children and people with a medical condition are most at risk. Drink plenty of water, never leave anyone or pets in a car, stay somewhere cool and plan ahead.

Bushfires

If you are holidaying in a bushfire prone area, work out your level of risk and prepare a survival plan.

Summer is calling! Whether you’re chasing a salty swim, a lazy picnic or a day of family fun, Kingston has it all right on your doorstep.

Hit the coast

With 13 kilometres of stunning shoreline, there’s a beach for every mood – from quiet coves to family favourites. Walk or cycle the Bay Trail, stopping for a coffee, ice cream or classic fish ’n’ chips along the way.

Prefer to be inland?

You’re spoiled for choice. Explore our beautiful parks and reserves (many dog friendly), creeks and wetlands. Spread out a picnic rug under the trees or enjoy lunch or brunch in a local café nearby.

Slow things down

Wander through our peaceful creeks and wetlands for a nature fix or escape the heat with a visit to our libraries and theatres for a dose of creativity and culture.

School holidays sorted

Keep the kids happy at one (or more!) of our 117 playgrounds – many brand new or freshly upgraded. Cool off with a splashing fun time at Waves Leisure Centre or find a community centre near you! Many programs, activities and events are free, or low-cost.

Did you know?

Before most of us are awake, our service teams are already hard at work. Crews collect bins and clear rubbish from streets and parks and the beach is raked and foreshore bins emptied. With all of us doing our part, our outdoor spaces are safe and welcoming.

Four-legged fun

Have Your Say on Mentone’s Future – The Victorian Government is asking for community feedback on the Mentone Activity Centre as part of its Train and Tram Zone Activity Centres Program. This is not a Council-led project, but it will shape Mentone’s future and it’s vital locals have their say. The proposed boundaries for increased housing density are very different from what Council adopted last year through the Housing Strategy, which was developed with extensive community input. We strongly encourage Mentone and Parkdale residents to check the boundary map on the consultation website and share your feedback directly with the State Government before 30 November.

Balancing our fragile foreshore

Kingston recently completed an 11-month trial to explore allowing commercial operators on our fragile foreshore.

Kingston and the Mordialloc Sailing Club had offered an 11-month lease to a single local business as part of the trial, which attracted a mix of community support and complaints. Any future use of the public foreshore by private businesses would require careful consideration, in partnership with the Victorian Government’s Department of Energy, Environment and Climate Action, to determine if and how commercial operations could occur

on the foreshore without impacting the environment, public safety, neighbouring homes and public access to the beach.

This will take some time, and if it proceeds any businesses would need to go through a fair and transparent application process.

Council has reached out to the trial business to identify alternative sites and offered support services free of charge to support their transition.

It’s difficult to believe we are almost at the end of another year.

It has been a truly busy one in Council and I can’t help but reflect with some pride in what we have achieved. We’ve delivered more than 230 projects across Kingston. This work is impactful, making a real and positive difference to our community.

Whether it’s creating great places for children and families, improving our parks and open spaces, or investing in the community facilities that bring people together, it is all contributing to a liveable, sustainable and well-serviced Kingston. Your enthusiastic contribution to the discussions about how we progress our city has been wonderful. We’ve had many public consultations on a broad range of plans and projects and you’ve been

speaking up. Thank you and be assured we are listening. Now to the fun stuff.

The Gathering Place is a safe place for First Nations people to get together and develop ideas, enhance cultural identity, social inclusion and improve health and wellbeing.

Since opening in 2017, it supports and empowers local First Nations Peoples through regular programs and events. Our fortnightly Elders Gathering fosters connection and sharing, while our Elders Storytime events invite families from the broader community to engage with respected Elders, bridging cultural gaps.

We are currently planning our annual Elders Christmas Luncheon to honour their connections and wisdom.

Creating welcoming spaces

From Changing Places facilities and accessible toilets, to hearing loops at theatres, and Communication Boards in parks, we’re creating accessible spaces for all.

Better beach access for all

This summer we are trialling a permanent accessible path at Aspendale beach, giving easy access to the water for people with accessibility needs.

The experimental pathway is designed to be strong enough to withstand weather extremes and the beach-cleaning vehicles.

Removeable beach matting will also be laid at Carrum and Mordialloc life saving clubs on weekends throughout summer. Volunteers from Marriott Support Services and Better Health Network will assist with the rollout and removals of the matting, providing increased access to the beach this summer.

We are also developing a new framework to guide future upgrades

to beach access points along Kingston’s coastline to ensure everyone can enjoy the beach.

Designed for all to enjoy

The new Mordi Aquatic Centre has been thoughtfully designed for universal access, allowing everyone to enjoy the facilities comfortably and independently.

Key features include:

Lift access: suitable for multiple wheelchairs and group use at once.

Pool access: ramps or hoists into all pools.

Warm water pool: with Changing Places facilities.

Accessible change rooms: multiple fully accessible options.

Parking: 8 bays – double the required accessible spaces.

Entrances & ramps: multiple gradual integrated ramps through the forecourt for unassisted access.

Hearing loop: for improved communication.

All-abilities programs: both dry and aquatic fitness programs.

Quiet & sensory spaces: entire centre designed with sensory needs, acoustics, and quiet room access in mind.

Co-design approach: elements developed in partnership with Kingston’s All Abilities Co-Design Group.

Whether you’re finding a moment to unwind, catching up with friends and family, or simply soaking up some sunshine, I hope you get the chance to enjoy everything that makes Kingston wonderful.

If you’re heading to the beach for a swim, please remember to stay safe and swim between the red and yellow flags. Our lifesavers are absolute legends, giving up their weekends and evenings to keep us safe. A massive thank you to all the patrolies!

One of my favourite summer traditions is Carols by Kingston under the stars, sharing music, food and festive cheer. I hope to see you there, come and say hi!

Edithvale Shopping Village is well on its way, with new footpaths, landscaping, seating, and drainage upgrades. While work is ongoing, our local traders need our support more than ever, so please keep popping in and showing them some love. I can’t wait to see the final result.

Next year, it’s Chelsea Heights’ turn for a revamp – exciting times ahead for our community!

Over the summer, I’ll be spending plenty of time at the beach with my family, building sandcastles engineered to perfection (and yes, all within local planning laws!!).

Like many of you, I was deeply angered to learn the State Government – despite years of community opposition –has approved the redevelopment of the former Kingswood Golf Course. The decision is not just disappointing – it’s dangerous.

The Government has allowed more than 900 new dwellings to be built on land known to be at risk of flooding and which plays a critical role in local stormwater management.

The decision means the destruction of mature trees, vital for urban cooling and habitat for wildlife.

Our community has been clear from day one – we are not opposed to properly-planned growth but this decision has left us with not just flooding fears but concerns about a large population increase in Dingley Village without the essential infrastructure needed to support it. Our neighbourhood character is important to us!

I will continue to advocate for this community on this issue.

On a brighter note, Christmas is coming and we’re bringing festive sparkle to our neighbourhoods and lighting up our shopping centres for the season!

Giant shimmering stars and colourful trees will light up our shopping centres including the two shopping areas on Centre Road in Clarinda and Clayton South. Six decorative trees will add Christmas colour to Dingley Village Shopping Centre.

The decorations don’t just add a lovely Christmassy vibe, they also offer a boost to businesses by making the strips attractive and cheerful places to be.
