One of the things I’m most proud of in Kingston is the way we work together. Partnerships – whether with community groups, local clubs, businesses, or other levels of government – enable us to achieve more, reach more people, and create lasting benefits for everyone.
Our libraries are a perfect example of this in action. Kingston Libraries has joined forces with the Better Health Network (BHN) to create an inspiring volunteering program for people with disabilities. Participants from BHN’s Day Program help deliver library materials to elderly and isolated residents through the Home Library Service. It’s a win–win: vital services are enhanced and volunteers gain purpose, skills, and joy.
We’ve also partnered with aged care providers to tackle social isolation. Regular library meetups bring residents from multiple aged care homes together for conversation, tea, and friendship. In another first, library staff bring virtual
reality into aged care facilities – letting residents “travel” the world, explore art galleries, and even fly planes, all from the comfort of their chairs.
This spirit of collaboration also drives improvements to community facilities. Recent projects such as lighting upgrades at Beazley and Dane Road Reserves and new outdoor gym at Bicentennial Park were made possible through strong partnerships with local sports clubs and the State Government, delivering high-quality spaces for athletes, families and community members wanting to keep fit.
When we partner together, we create new opportunities. Thank you to every individual, group and organisation that works with us. Together we’re helping make Kingston a stronger, more connected, and more vibrant place to live.

Monitor appointed to Kingston
The Victorian Government has appointed Municipal Monitor, John Tanner AM until 31 December 2025.
Mr Tanner has extensive experience in the local government sector, currently serving as Municipal Monitor at Hobsons Bay Council. He also chaired the panel of administrators appointed to Moira Shire Council. A second Municipal Monitor had yet to be appointed at the time we went to press.
Kingston Mayor Cr Georgina Oxley and CEO Peter Bean said our councillors, executive team and staff have been keen to assist to support them in the role.
We’re working closely with the monitors to share our strong processes, governance oversight and transparent decision making.

I had planned to write about developments in the community however a community focus is really where the heart is.
For some, this is a hard time and support from Council on hardship policy is really needed ( kingston. vic.gov.au/community-support). I have been advocating for an improved Men’s Health program which can reach residents south of Mordialloc while also exploring the opportunities for women who unexpectedly find themselves homeless and to utilise potential under-utilised Council facilities to ensure they are safe in the time of crisis.
And to others they wait all year to the special calendar event being the Carrum Winter Swim. This is a wonderful community led and managed event which started with a few crazy souls 27 years ago who came together for a laugh, a giggle and in they went!
Thank you to the excellent support from the Carrum Lifesaving Club to look after us in the water, a hot soup, tea, coffee afterwards to watch the sun set on the celebration of the shortest day of the year
Bonbeach also had a Winter Solstice Swim dedicated to the late Kathy Burke a member of the Mermaids, who swam at Carrum. Congratulations on bringing together a growing community event!
Another great community support is the Patterson River Dragons Abreast Club.

It’s been a busy time across Yammerbook, with several key projects and community conversations underway.
Early planning has begun for the Glen Street Pavilion, and I know many young footballers, their families and supporters are excited to see this long-awaited project take shape. This is a fantastic early-stage step forward for local sport and community recreation.
The future of Rossdale Golf Course has become a significant concern for of you. I want to reassure everyone no decisions have been made.
The Planning Minister has referred the matter to the Priority Projects Planning Advisory Committee, and this process will take some time. While many of you may feel unheard at the moment, please know I’m here to listen. Your concerns matter, and I will continue to advocate on your behalf and keep you informed.
We also heard you loud and clear regarding the proposed local laws. Thank you to every resident who took the time to reach out. It’s been a pleasure getting to know so many of you and hearing your views. Your feedback is invaluable and will continue to shape how we move forward together.
Meanwhile, level crossing removals are well underway in Aspendale and Mordialloc. The effects — including road closures and disruptions — are being felt widely. I sincerely thank the community for your patience, understanding, and your continued efforts to keep everyone safe. I’m also grateful to those who have contacted me with their concerns — please keep them coming.

Community feedback has helped drive changes to our new Community Local Law.
A Local Law helps protect public health, safety and amenity throughout Kingston.
It is created in consultation with the community, to deal with local issues and to meet local needs.
Before updating our Community Local Law, we sought your feedback on the draft. More than 800 people took time to share their views with the most feedback on two key issues:
• Storage of boats, trailers and caravans on public roads
• Direct access to the beach and parks from private property.
Community input has played a key role in shaping the new local law including:
• Deleting a proposal to restrict new gates to access public parks/ foreshore
• Deleting an existing restriction on access points to the foreshore
We’re committed to seeking feedback on community issues as part of our decision-making process and regularly adjust our projects, plans and policies to reflect community views.

100 years of memories
Each September, we host a lunch to celebrate the lives of community members who’ve reached, or are about to reach, the milestone of 100 years of age.
The centenarians and guests, enjoy a two-course lunch, musical performance and gifts and certificates presented by the Mayor. Gwen, pictured, will turn 100 in December and is proud of a busy working life, including at Manton’s
store, the Australian Army recruitment office, the ATO and at Melbourne University, and her children, grandchildren and greatgrandchildren.
Gwen is looking forward to her 100th birthday.
She attributes her longevity to eating well, plenty of walks and exercise and no smoking.

Following last year’s survey, we introduced a raft of changes including at Westall where we now offer more introduction sessions to the digitisation station, 3D printing and podcasting.
As a small business owner, I am an enthusiastic advocate for local shopping strips. Our hard-working teams have been out on cleaning blitzes at strips recently and Centre Road/ Melaleuca Drive shops in Clarinda are scheduled for this month. Small as it may seem, this kind of action is a boost for traders.

Former roller skater, Aubrey, is 103 years old and didn’t hang up his skates until his 85th birthday. He says his zest for life comes from lots of social connection and activity. Just what our Seniors Fest is all about!

We have a bumper program of free and low-cost events and activities throughout October in our festival that celebrates ageing positively. It is a great opportunity for people aged 55+ to learn about community activities and to connect with others through local clubs and groups.

I am disappointed by the Victorian Government’s decision to fast-track the initial considerations regarding whether Rossdale Golf Course should be redeveloped. This action has the significant potential to remove control from Council regarding the land zoning. It’s also deeply concerning to many that community voices are not being heard. This unique green space is a precious asset, and while I support more housing, it must not be done by destroying our urban forest and critical recreational resources.
Even more importantly, Rossdale sits right next to internationally recognised RAMSAR Edithvale / Seaford Wetlands, which is home to an amazing array of bird and wildlife. We know we all face the challenges of a changing climate, and planning decisions need to be made with the future in mind. Once green space is gone, there’s no magic wand to bring it back.
This October, Kingston Seniors Festival is back. It’s not just about the tea and scones (though, let’s be honest, they are worth showing up for!). It is a month-long celebration of the wisdom, spark, and generosity of older community members.

One of the most exciting things we’re doing to support the health and wellbeing of our community is constructing the Mordi Aquatic Centre.
With its walls now standing tall on Governor Road, Mordialloc, it’s easy to imagine the fantastic new facilities we can all soon enjoy.
Even better, just over a third of the tradespeople working on site are from businesses based in south-east Melbourne, meaning we’re not only building a great community space but also giving local businesses and our local economy a real boost.
Recently the concrete pool for the pool was poured and inground services installed.

We assist our city’s prosperity in a range of ways, from shopping centre activations, to street renewals, and more. Work on the muchneeded Edithvale Shopping Centre upgrade has begun and Parkdale shopping centre improvement is planned. Look out for community consultation. More than 100km of footpaths have been maintained and street furniture renewals are ongoing.
The fit out of Mentone Heritage Station building for a joint venture between Applehead Deli and Mates Bar and Bottleshop is progressing. Public art and murals in activity centres, Christmas decorations, networking breakfasts and awards also help support businesses.

We haven’t been hibernating over winter! There’s lots happening in Wattle!
This includes:
• Council working with SRL to identify replacement open space for the new Cheltenham Station
• advocating for $2 million from State Government for upgrade to Highett Shopping Strip
• spending $450,000 at Waves for the renewal program, and seeking funding support from the Australian Government.
• Reeve Court Footpath Renewal ($100,000 worth of expenditure)
• A $1.5m Highett Reserve facilities upgrade, supported by a $325,00 Victorian Government grant.
It’s a turnaround for this great ward. The condition of Centre Dandenong Road in Wattle Ward requires urgent repair and will be more expensive to fix if left unrepaired.
I’m excited about the development of Follet Road playground which I have advocated for. I’ve seen draft plans and it’s looking beautiful!
Three of my notices of motions (relating to all of Kingston) passed unanimously in the last Council Meeting!; advocating for outdoor table tennis in parks, supporting the Southern Road development and reporting health and SRL complaints of Heatherton residents so council can advocate for them.

Environment
We’re always investing in improvement to open spaces in Kingston and this year has been busy.
Beauty Spot Memorial Park by the Carrum foreshore has recently been upgraded and planting is underway on a new a Nature Park at Swallow Reserve in Dingley Village.
We are currently considering your feedback (thank you!) on the next stage of the Patterson River Art Trail which will feature sculptures or functional artworks (like seating or shade). The project aims to deepen local connections, highlight community stories, and strengthen the cultural identity of the Patterson River.
You may notice informative new signs across Kingston to help pedestrians, cyclists and visitors find their way. Look out for the roll out of more.
Carrum Beach elevated accessible boardwalk extension is now complete and complements the surrounding natural environment. We’ve widened the shared user path connecting Jack Holt Way to Boundary Road in Mordialloc and consulted on improvements to Doug Denyer and Kevin Hayes Reserves.
Lighting improvements at reserves have continued with work completed at Silverbanks Grove and Levanto Street in Mentone and Glyn Court Reserve in Cheltenham and installation of new lighting along the path at Farm Road Reserve, Heatherton is underway.

Meribah Court playground in Parkdale has had a fabulous upgrade, with new equipment and furniture transforming the space. Wooden aeroplane sculptures are dotted throughout. Try to spot them all next time you visit.
Glyn Court Reserve (Cheltenham) has also enjoyed a makeover with trampolines, a combination unit, nature play and more. Dowling Road Reserve (Oakleigh South) is now open following a revamp and rejuvenated playgrounds at Sheldon Place Reserve (Clayton South), Bourke & Patty Reserve (Mentone), Gartside Reserve (Dingley Village) and Judd Parade Reserve (Cheltenham) are next on the list.
A fabulous new outdoor gym at Chelsea’s beloved Bicentennial Park is already proving popular.
Sportsground lighting upgrades have continued this year with new lights installed at Dane Road Reserve, Moorabbin and Beazley Reserve, Chelsea Heights. Later this year we’ll install six new light towers on Baseball Field 1 at Rowan Road Reserve with planning underway for LED lighting at Regents Park, Aspendale.
AFL ‘behind the goals’ netting is installed at Beazley Reserve in Chelsea Heights and Heatherton Reserve. And Highett Reserve Pavilion changerooms and umpire facilities are being upgraded to provide inclusive, modern amenities. Renewal and preservation works at key community buildings, including Chelsea Yacht Club, and Mordialloc Sailing Club have been completed.

Council has made a submission to the Victorian Government on its plans for the VicTrack land at the Mentone and Cheltenham level crossing sites. The Government is proposing to rezone the sites to allow higherdensity development – up to six storeys in Mentone and eight storeys in Cheltenham. We’re committed to advocating for our community and arguing for acceptable outcomes. In our submission, we’ve said the draft amendment doesn’t give enough direction on how the sites should be developed. For Mentone in particular, the master plan needs to better reflect the area’s important heritage character.
It’s been a long wait, but there’s some very exciting news for the old Mentone train station! Two muchloved local businesses are joining forces to bring the heritage building back to life, following agreement on leasing terms. The owner of Mates Bar & Bottleshop in Mordialloc and the owner of Applehead Deli in Mentone are teaming up to create a new destination for the precinct. This is great news for locals and visitors who’ve been eager to see this landmark building back in use. Continuing the focus on community spirit, nominations are now open for our 2025 awards – Women of the Year, Citizen of the Year and Community Group of the Year. If you know someone making a real difference in our community, now’s the time to recognise them. Help us shine a light on the people and groups improving lives, neighbourhoods and opportunities for others. Nominations can be made through our website.

When I stood for election, I promised to deliver real cost-of-living support. I’m pleased to share that in this year’s budget, we’ve done exactly that.
Council has rolled out a $2.3 million Cost of Living Rates Package –including a 75% discount on dog registrations for eligible pensioners, expanded rates hardship assistance, and more initiatives designed to give local families a helping hand.
I’m also proud to have worked hard to secure over $5 million in federal funding for our community.
This investment means the longawaited Le Page Park Masterplan is now underway, with works kicking off this year and continuing into next. The masterplan will deliver exciting upgrades, including a brand-new youth activity zone –a place for young people to connect, play, and thrive.
And if you haven’t been by Glyn Court Reserve yet, I encourage you to check it out! The playground upgrades are now complete, designed with creativity, fun, and accessibility at the heart. It’s already proving to be a hit with families.

Rossdale Golf Course
We are deeply disappointed by the Victorian Government’s decision, without prior notice, to fast-track a proposal to redevelop Rossdale Golf Course – a vital piece of green open space in our city.
The Minister for Planning has referred the proposal to the State’s Priority Projects Standing Advisory Committee, effectively removing planning control from Council and significantly limiting local input. Rossdale is a successful club, with no public plans to merge or sell. Critically, it is also adjacent to internationally significant wetlands and contributes important biodiversity, tree canopy, and habitat for native and migratory species.
We remain committed to protecting golf courses, open space and our natural environment. We will also advocate for proper planning processes that respect community voices and will keep residents informed.

Mentone and Cheltenham land
We’ve made a submission to the Victorian Government on its plans for VicTrack land at the Mentone and Cheltenham level crossing sites.
The Government wants to rezone the sites to allow higher-density development – up to six storeys
in Mentone and eight storeys in Cheltenham.
Our submission argues the proposed draft amendment doesn’t provide enough guidance for how the sites should be and in Mentone the master plan doesn’t take enough account of the heritage context.
We will continue to advocate for more acceptable outcomes for our community.
Mordialloc underpass closure
We have called on the Victorian Government to urgently deliver a genuine alternative direct and safe pedestrian and cyclist access link, following the closure of the Mordialloc Stabling Yard underpass by the Level Crossing Removal Project (LXRP).
The underpass is a vital link between key Mordialloc precincts and the closure forces a significant detour.
While we support the long-term benefits of the Level Crossing Removal Project, major infrastructure must not come at the cost of essential community connections. We remain open to collaboration with LXRP and the Victorian Government but need urgent action.
Our detailed pedestrian survey confirmed the underpass was a critical corridor used by more than 1,000 people on weekdays and 1,500 people on weekends.
While the LXRP has stated the underpass sits outside its scope, Council is urging the Victorian Government to take responsibility and deliver a suitable long-term solution.

Our wonderful waterways
From creeks to lakes, to thriving wetlands and rivers, Kingston’s waterways are part of a connected system that links with neighbouring councils and eventually flows into Port Phillip Bay.
They are special places for walking, fishing, swimming, or relaxing by the water, and provide vital habitat for a rich diversity of wildlife – some travelling thousands of kilometres to get here. Keeping waterways clean helps protect them and us.
We work with Melbourne Water, Parks Victoria, and neighbouring councils to keep our waterways healthy. Raingardens, wetlands, and gross pollutant traps help filter stormwater, while community groups play an important role through clean-up days, planting projects and education.

Spring is here, and as we look ahead to summer, there’s a lot to celebrate in Mordialloc and Parkdale. Alongside the sunshine and community events, there are some exciting local upgrades taking shape.
Parkdale’s Como Parade West shopping precinct will benefit from a $2 million boost — much needed after the Level Crossing Removal Project. The Parkers Road foreshore kiosk is being renewed, Warren Road shops are getting a refresh, and the Parkdale Library redevelopment is underway. Sports and recreation are also getting a lift, with the Walter Galt Pavilion development, improvements at Jack Grut, Doug Denyer and Kevin Hayes Reserves, netball upgrades at Gerry Green Reserve, and resurfacing at Mordialloc and Parkdale bowls clubs.
These projects sit alongside smaller but equally important improvements — safer school crossings in Parkdale, better kindergarten parking in Mordialloc, and accessible shared user paths connecting to the new Mordi Aquatic Centre opening in 2026. Thanks to the shopping precinct owner for the new mural on Centre Dandenong Road in Dingley Village. Council is surveying the area for the introduction of parklets and a footpath upgrade.

New lights are happening at the Dingley Baseball Ground, and new dugouts in stage 2, as well as works needed for our neighbours at the Heatherton Football Netball and Cricket Club.
The small amount of funding to keep Make a Difference Dingley Village’s financial counsellor Kate has been secured. She saves the most vulnerable in our community millions of dollars. Excited for the Hawthorn Football Club facility to open! Tootal Road Dingley Village was scheduled for 2029 in the capital works when I was elected. Thanks to the councillors who supported my notice of motion for the complex drainage and resurfacing project to be brought forward for completion summer 26/27. I voted against raising council rates, unfortunately they went up the maximum 3%. The state government emergency levy has increased significantly on your rates notice too. Please don’t hesitate to get in touch at the address above.

Earlier this year you gave us feedback on the Kingston Heath MultiPurpose Court. Good news – it worked. The basketball court upgrade kicks off later this year, and both courts will be set up for basketball, pickleball (yes, with retractable nets), netball and rebound wall action. No excuses left for not getting outside.
We’re also adding a colourful surface with hopscotch lines, fresh trees, more seating, a bin and a drinking fountain. Small touches, but they make the space fun and actually usable.
Elsewhere, Judd Parade Reserve playground in Cheltenham is next for a makeover. And walkers and runners – the new lights along Farm Road Reserve in Heatherton are up. No more stumbling around in the dark. Back in summer I said 2025 would be huge – and I wasn’t exaggerating. Projects are rolling in thick and fast, but they only land if you’re part of the conversation. So don’t sit it out –jump on Your Kingston Your Say and tell us what you think.
