At the same time, to expand and deepen CJCU’s positive influences to the society, adhere to the core value of “Devotion, Love, Care, Action”, CJCU works hand in hand with the community in caring, cultivating talents both local and international, the environmental protection, practicing University Social Responsibility, the formation of social justice model sustainable cycle and advanced improvement.

In 2017, CJCU established International College of Practice and Education for the Environment, International Jane Goodall’s Roots & Shoots Eco-center, and Bachelor degree program in International Program for Sustainable Development.

In 2017, CJCU established the "Yunus Social Business Center", which was first in southern Taiwan, and established the first social enterprise corporation, the Ark Company.

CJCU actively participated in the Ministry of Education USR (University Social Responsibility) Programs.

In 2020, CJCU established Sustainable Living Lab, which connected to Sustainable Development Goals (SDGs).

CJCU has been working on environmental protection for a long time and has achieved fruitful results, which has won recognitions. In 2015, CJCU received the Tainan City Award of Excellence in Environmental Education Promotion; in 2016, it was honored with the Award of Excellence in the National Environmental Education Award (School Category); in 2018, CJCU received the Honorable Award of the National Sustainable Development Award (Education Category). In 2020, CJCU won Silver Award and Green Action Award at 2nd National Enterprise Environmental Protection Award and won the First prize of Global Views Monthly USR Award for “Ecological Co-prosperity Category”. Green Purchasing Awards for three Consecutive Years (2018-2020). In 2020, CJCU was affirmed as one of USR-core characters by Ministry of Education, the River Patrol received Excellent and Outstanding Awards, 2 moreover, CJCU ranked 44 places forward significantly in "2020 UI GreenMetric World University", making it ranked 133rd in the world. CJCU also actively participated in various international activities, such as the UN World Environment Day in 2019, in responds to the activity of "Defeating Air Pollution." and won the "World Environment Day Hero Certificate." In addition, CJCU has compiled Campus Sustainability Report year by year, and has been recognized by Taiwan Corporate Sustainability Award from 2016 to 2020, which proves that CJCU has been deeply recognized for its investment in management and social responsibility

Established in the name of Jesus Christ, CJCU is a Christian university affiliated with a 150-year-old educational institution, the “Presbyterian Church in Taiwan”. CJCU is committed to becoming one of the best Christian universities in the

world, as based on “Holistic Education and Sustainable Chang Jung” and five major educational designs (major, general knowledge, life, character, and livelihood), and through the practices of the university affairs development strategy. Since Christian education emphasizes equal rights in education, it is regarded as an important responsibility to provide children who want to study with the "right to study”.

It has been 29 years since the founding of CJCU. Under the guidance of God's grace and the efforts of its predecessors, while CJCU has gone through various difficult times, the number of students has grown from 130 to more than 9000.

At present, it has established sister school relationships (including ACUCA) with 164 internationally renowned higher education institutions, which are distributed in the U.S., Canada, France, Austria, Germany, Japan, South Korea, Thailand, Malaysia, Indonesia, India, the Philippines, Australia, China, and Hong Kong.

In terms of university governance, it adheres to the core values of “Worshipping God, loving human beings, cherishing things, and giving full devotion,” takes “Holistic Education and Sustainable Chang Jung” as its development mission, and “Locally Engaged; Globally Connected, A Leading University with Social Responsibility” as its goal.

In recent years, due to the sharp decline of the birth rate in Taiwan, the enrollment rate has become more and more serious, forcing the higher education market to face the dual pressure crisis of enrollment difficulties and increasing competition among universities. Various problems, such as the severe shortage of students, financial and operational difficulties, unemployment of faculty and staff, and the decline of university operation quality, have emerged one by one, which has huge impact on the higher education market, like the butterfly effect. In addition, the current University Law and the Private School Act in Taiwan have rigid and fixed regulations regarding the operation of universities, which is detrimental to the display of self orientation and the development characteristics of universities and colleges. Therefore, if universities want to break through the issues of low birth rate, fierce competition, and rigid management regulations, they must draw up forward-looking operational strategies and plans, in order to stand firm and achieve sustainable development in the difficult higher education market.

In order that the university’s affairs promotions have specific goals to follow, CJCU reviewed its self characteristics under the medium to long term university affairs development plan, examined the internal and external difficulties and challenges faced by CJCU at the present stage, formulated appropriate improvement strategies, implemented university affairs development action plans, focused on promoting university affairs, and drew up eight strategies of holistic education, aptitude-based talent cultivation, solid R&D capability, international participation, campus sustainability, social responsibility, refined organization, and smart campus plan, in order to fulfill the mission of the university at all stages, continuously provide the necessary hardware and software for professional fields, create a diverse and ubiquitous learning environment, and stimulate students' learning motivation and potential.

Regarding the school’s governance, our University upholds the core values of “Worshipping God, loving human beings, cherishing things, and giving full devotion.” and is committed to the mission of “Holistic Education and Sustainable Chang Jung.” Our objectives are to “Locally Engaged; Globally Connected, A Leading University with Social Responsibility.” The school development goals emphasize “Sustainable Chang Jung” as an educational mission and efforts are put in seven major aspects: (1) teaching, (2) localization, (3) environment, (4) internationalization, (5) society, (6) organization, and (7) economy. We envision the following highlights in the school’s development: locally Engagement, smart green energy, advanced innovation, planning for internationalization, and sustainable development. With the collective wisdom and concerted efforts of our administrative and academic units as well as all our school members, we aim to build a foundation for diverse development in the volatile environment of higher education.

As it is close to the Erren River, CJCU since its establishment has been committed to river conservation, caring for the surrounding settlements, and frequent interactions with community residents. Its cultivation has been deeply rooted in the Dawulun Community. Since the Executive Yuan approved the Forward-looking Infrastructure Development Program in 2017, it has worked to enhance independent energy development and implement the policy objective of non-nuclear homes by 2025, in which the construction of the Shalun Smart Green Energy Science City is a major economic development in the region where CJCU is located. CJCU has engaged in repeated discussions with representatives in industry, government, university and research, and residents to build the Dawulun Community as a sustainable environmental protection demonstration field, thus, linking CJCU with the community. Students and residents’ study and live in this green university and green community, cultivate environmental awareness, and implement various environmentally friendly measures to jointly create social responsibility in a new local economy and meet the goal of a green demonstration community.

In order to uphold the Christian spirit of "Holistic Education," CJCU devotes all its funds to university construction and students’ education, and regards providing children who want to study with the "right to study" as an important responsibility, as well as spreading the concept and behavior of social justice to the community, the ecological environment, and to every corner of the world. Therefore, through strategic planning and seeking original solutions, CJCU encourages teachers to devote themselves to teaching and research, emphasizes the holistic education, enhances students' international mobility, enriches the relationship between Taiwan and foreign students, while at the same time, continuously invest in the campus infrastructure, in order to realize the goal of a sustainable campus. Therefore, CJCU takes "sustainable campus" and "social responsibility" as its sustainable development goals, and takes creating a "socially safe, healthy, and sustainable Christian university" as its overall goal to realize the mission of "Sustainable Chang Jung" in economy and environment.

In recent years, the sharp decline of the birth rate has gradually attacked the development of the higher education environment. In terms of governance, eight goals of medium to long-term university affairs development were formulated, and relevant strategies and action sub-plans were planned according to the development goals, which hope to practice the sustainable management and development vision of "following the spirit of Jesus to help others and become a world-class Christian university." In terms of environment, the sub goal is to "strive for sustainable campus planning and green university accreditation." As CJCU is close to the Erren River, the River Rehabilitation Center was established in 2002 to assist the Environmental Protection Administration, Executive Yuan in promoting public participation in river regulation, and to integrate community partners that care for rivers, in order to protect the water environment through river patrols. The UN Peace Ambassador, Dr. Jane Goodall, visited the Erren River for the second time in 2012. As CJCU had protected the Erren River for more than ten years, she and CJCU jointly planned to build the International Jane Goodall Roots & Shoots Eco-Center, which is based on the Erren River. Furthermore, the ecological education and action learning activities were rooted in neighboring primary and secondary schools to launch the school education mode of the Erren River basin, organize animal carnivals, and other activities, and create green buildings by building paper brick houses in combination with a service learning course as the demonstration base of the ecological education center, in order to continuously plan campus greening, protect ecology, integrate local elements, and create an environmental friendly green campus with natural and low-carbon building materials, thus, facilitating the sustainable development of a low-pollution learning environment. In 2021, the Sustainable Living Laboratory will be launched to generate new energy by linking SDGs, cross-departmental cooperation, and connecting industry, government, and academia, to cultivate more seeds of social responsibility with the power of social care and solving social problems and jointly promote the society toward a new future.

近幾年少子女化海嘯已逐漸明顯襲擊高教環境的發展，在治理面中擬定校務中長程發展之八大目標，並依發展目 標規劃相關策略、戰略、以及行動子計畫，希冀實踐「效法耶穌濟世救人精神，成為世界一流的基督教大學」之 永續經營發展願景；在環境面以「致力永續校園規劃，爭取綠色大學認證」為子目標。本校鄰近二仁溪， 2002 年成立河川保育中心，協助行政院環境保護署推動民眾參與河川整治工作。2012年聯合國和平大使珍古德博士 第二次訪二仁溪，鑒於本校於深耕二仁溪十數年的守護行動，與本校共同規劃建置「國際珍古德根與芽生態教育 中心」，將生態教育、行動學習的觸角往下紮根至鄰近國中與國小，發起二仁溪流域學校教育模式，舉辦動物嘉 年華等活動，同時也結合服務學習課程協力打造紙磚屋，作為生態教育中心示範基地，藉以持續規劃校園綠化營 造，以自然、低碳建材來打造環保綠色校園，俾利環境學習在低污染的場域下永續前行。2021年啟用永續生活 實驗室，透過鏈結SDGs，藉由跨系合作以及連結產官學界的方式產生新量能，藉此能培育更多兼具社會關懷與 解決社會問題能量的社會責任推動種子，共同推動社會迎向嶄新的未來。 在社會面以「創建社會企業群聚，加值社會責任特色」為子目標。身為一個教會學校，如何培育學生對於社會議 題有感，且對所屬環境與相關利害關係人，具備共生、共感的責任，一直是本校傳授專業之餘，培育學生的重點。 我們始終堅信大學社會責任，必須要融入學生、教職與行政同仁之核心精神，才能成為凝聚整體、激勵創新的文 化根基。同時致力環境保育及推動生態教育，執行永續環境政策，以儲備落實社會公義的核心能耐，進而達成綠 色大學之成果；最後期望將此做為及成果形成一系列社會公義典範，並移轉甚至內化至本校學生及教職同仁心中， 藉以形成社會公義典範的永續循環與進階提升。

In terms of society, the sub goal is to "create social enterprise clusters and add value to social responsibility characteristics". As a Christian university, in addition to teaching majors, how to cultivate students' sense of social issues, as well as the responsibility of symbiosis and empathy for their environment and relevant stakeholders, has always been the focus of CJCU. We firmly believe that USR must be integrated into the core spirit of students, teaching staff, and administrative colleagues as a cultural foundation for cohesion and innovation. At the same time, we are committed to environmental conservation and promoting ecological education, implementing sustainable environmental policies to reserve the core ability to implement social justice, and then, achieve the goals of a green university. At last, CJCU is expected to form a series of social justice models according to the above achievements, transfer and even internalize them in the minds of CJCU students and faculty members to achieve the sustainable cycles and improvements of social justice models

As CJCU is close to the Erren River, and river issues have long been the focus of CJCU, it promotes environmental sustainability and practices social responsibility. Social responsibility and sustainable development are the important development goals of CJCU, which takes "ecological justice," "care for the disadvantaged," "common good with the community," and “communication with stakeholders” as its four development strategies.

At the social level, CJCU aims to implement sustainable environmental policies and the core objectives of social justice, thus, achieving the aim of a "Green University." At the same time, relevant information will be made transparent to provide stakeholders with a better understanding of CJCU's educational achievements, in order to fulfill their social responsibility and achieve the aim of "sustainable governance." The sharing and feedback of stakeholders is expected to form a set of models of social justice, and transfer the issues into the hearts of CJCU students and faculty members, thus, forming a sustainable cycle and further improving of the models of social justice.

At the industrial level, CJCU not only strives for sustainable development of university management and governance, it also considers the elements of social responsibility, thus, making progress toward the vision of social justice of the Chang Jung green university town. CJCU's social responsibility strategy aims to continuously care for the disadvantaged with the help of on-campus talents, professionals, equipment, and other resources, in order that the disadvantaged groups can share the educational rights and interests of "equal rights", and promote this concept to the community and society, which intends to cooperate with the community to activate the social industry and jointly create "regional value."

At the environmental level, CJCU actively develops the concept of a "Waterfront University," and promotes the on-campus activities of cooking waste and water recycling, campus nature reserve planning, green space expansion, and environmental conservation. CJCU also participated in the educational program of the "International Jane Goodall Roots & Shoots Eco-Center," which is actively promoted by the "Jane Goodall Institute." In combination with the Erren River Conservation Union, the Cieding Sampan and Raft Association, the Taiwan Wetland Conservation Union, and other riverbank adoption construction associations, CJCU constructed the Erren River Water Environment Conservation and Learning Park to promote improvements to the basin environment. In addition, it continues to hold civil discussion sessions for river remediation, and promotes the concept of environmental conservation.

With the International College of Practice and Education for the Environment affiliated Green Dawulun Community Promotion Office, as base, we collaborated with other units on campus, such as the River Restoration Center, the Bachelor Degree Program in International Program for Sustainable Development, and the International Jane Goodall’s Roots & Shoots Eco-center and jointly cooperated with numerous external units through resource sharing or addressing local issues. Our resource connections are divided into links with government departments, community groups and educational units, enterprises (including local cultural and creative studios), private organizations and international units. We have more than 40 substantive cooperation with organizations or groups, and work closely with the various units to jointly promote local and international development.

Transformation and Rebirth of Erren River-Images of Changes in the Environment and Humanities

For a long time, Horng, Ching-Yi, the Dean of the International College of Practice and Education for the Environment of CJCU has been assisting the government with promoting public participation in river improvement work, and has worked on the restoration of the Erren River for more than ten years. On December 14, 2018, he published the book, Transformation and Rebirth of Erren River-Images of Changes in the Environment and Humanities. The many photos in the book illustrate the close relationship between Erren River and the people, and the process of remediating its pollution. It is a witness to the environmental changes of Erren River and its journey through history

In order to achieve ecological and environmental protection, CJCU actively connects with external units to jointly participate in environmental protection. In addition to the restoration of Erren River, CJCU jointly signed a letter of intent to adopt the Barclay Memorial Park in September 2019 together with the Tainan East Gate Ceremony Barker Memorial Presbyterian Church, the Tainan Barclay Memorial Park Sustainability Association, the Tainan Enterprise Culture and Arts Foundation, and The Society of Wilderness Tainan. The purpose is to jointly establish the Barclay Action Classroom and revitalize the Barclay Memorial Park Environmental Education Center. In the future, with the collaborative efforts of Chang Jung Christian University and all walks of life, Barclay Memorial Park will move toward internationalization and become an ecological park.

Implementing Environmental Education - Positioning Barclay Memorial Park Orienteering Activities

CJCU Roots and Shoots actions for green community(USR) and the Tainan Barclay Memorial Park Sustainability Association jointly promoted orienteering activities in Barclay Memorial Park. Training courses and practice exercises began in 2020, where participants were introduced to the experience of Barclay orienteering activities. To date, a total of 6 sessions have been conducted, totaling 122 participants. In the future, CJCU will continue to organize Barclay orienteering activities so that the public can easily experience nature through fun, and make Barclay Memorial Park the best nature classroom in the city

Implementing Environmental Education - An Ecological Tour and Cleanup Activity at Barclay Memorial Park

International Jane Goodall’s Roots & Shoots Eco-center co-organized the ecological tour and cleanup activity at the Barclay Memorial Park with the Office of the Chaplain. To practice CJCU’s spirits of devotion and action, the Office of the Chaplain gave the introduction about Dr. Barclay’s life achievements and his devotion to Taiwan’s education.

Integrating action learning and ecological sustainability education in “Roots and Shoots Animal Carnival” Activity Series

Plans for the 2020 “New Hope for Erren River” theme were oriented towards music, environment, local culture and history, feature industries and internationalization. At the same time, collaborating with the district offices of the six districts in Tainan through which the Erren River flows (Longqi District, Guanmiao District, Guiren District, Rende District, East District and South District), the series of activities were successively launched beginning in September. The activities included an introduction to the ecology of Erren River, Erren River biological protection art creations, local agricultural product fairs, environmental education promotion booths, good animal neighbors checkpoint activities and stage performances.

In 2020, CJCU actively promote the connection of the upper, middle and lower reaches of Erren River, and connect the six districts of Erren River, through the "Inter-District Alliance for Local Connectivity Development Conference." Teaming up with six district offices in Tainan including Longci, Guanmiao, Guiren, Rende, East, and South, the Da Wu Lun Community Promotion Office of CJCU USR published the “2021 Xi Shou Tainan-the Erren River Green Life Calendar” at the end of the year. With the experiences of green map making over the past years. Green map, to present the diverse map making styles. Universal icons were used to indicate the ecological environment and unique cultural landscapes incorporating with a compass as the local image. Users were introduced to features of each district. This foldable calendar was also a map for the river navigation.

Achievements in Ecological Rehabilitation and Efforts on Environmental Protection

CJCU's achievements in the rehabilitation of the Erren River, as well as its efforts in the continuous cultivation of campus environmental awareness, have been recognized by the outside world. CJCU won the Environmental Education Merit Award in 2015, the Award of Excellence in the 4th National Environmental Education Award in 2016, and the National Sustainable Development Award in 2018. In the 2020 Green Metric World University Ranking, CJCU ranked 133th in the world, which was 44 places higher than the previous year. From 2017 to 2020, CJCU won the Excellent Award of the River Patrol Volunteer Team of the Tainan Municipal Government and the Outstanding Award in the World Water Monitoring Contest of the Environmental Protection Bureau for four consecutive years. It also won the First Prize of the University USR "Ecological Harmony Group" of Global Views Monthly in 2020. CJCU's comprehensive implementation of environmental education highlights CJCU's continuous and deep cultivation and emphasis on ecological justice.

Erren River Green Life Calendar

Erren River Activities Development

The CJCU River Patrol is committed to the protection of the Erren river, and since 2017, it has been been awarded with excellent and outstanding awards for three consecutive years. The River Patrol is jointly operated by the CJCU International Jane Goodall Roots & Shoots Eco-Center in combination with students' service learning, and is responsible for range of the campus water environment and the river reaches around the Erren River. It regularly collects water samples at the monitoring station every week, and uploads the relevant inspection data regarding water quality, such as transparency, water temperature, dissolved oxygen, pH value, to the testing website, in order to carefully determine the ecological environment quality of the Erren River. In addition, CJCU's achievements in restoring the water quality of the Erren River have been repeatedly recognized. CJCU won the Gold Level Award in the World Water Monitoring Contest in 2017, and won the Outstanding Award in the World Water Monitoring Contest in 2018 and 2020, indicating that CJCU has brought positive effects to the improvement of the ecological environment, and has engaged in practical actions to implement ecological justice.

“Resource Conservation and Planet Care Rating - Recycling Site Construction Category”-Excellence Award

In cooperation with the Datan Community Development Association, the Community Office of the "Roots and Shoots actions for green community" (USR) applied to the Environmental Protection Bureau of Tainan City Government for the "2019 Tainan Municipal Subsidy Plan for the construction of a Local Resource Recycling System," and won the first prize. During the construction of the Datan Resource Recovery Station, the international students helped a lot. After the reconstruction, they continued to build environmental facilities such as key-hole Garden, fish-vegetable co-growth, environmental landscape, rain-piggy bank, recycling bottle building, and black water fly breeding through courses and activities. In 2020, he international students won the Excellent Award of“Resource Conservation and Planet Care Rating - Recycling Site Construction Category.” Hsi-chia Huang, the former Director-general of the Datan Community Development Association, thanked CJCU for working together to create a better community environment.

In order to promote green agriculture, CJCU are committed to balancing agricultural ecology, assisting local green farming organizations, setting up co-learning groups to promote the agricultural creation, and implementing the “Friendly Agricultural Basket” to create marketing channels for local green agriculture. CJCU connected with the local Datan Elementary School to provide food farmer education, and serve as a bridge between local elementary schools and farmers. The purpose is to enable food farming education to take root and allow the students to experience the rice culture and the process of rice planting and harvesting. In 2020, CJCU organized a total of 23 sessions of food farming experience activities, and a total of about 1,010 people participated in the activities. International students also actively participated in the development of agricultural planting through their internship courses, and turned wasteland into fertile farmland. Together with local young farmers, CJCU co-organized a surprisingly palatable feast on the farmland. The activity attracted about 250 people to come experience tasting local agricultural products in the fields and the feeling of being close to the land. Roots and Shoots actions for green community: from local to the international

The CJCU Social Responsibility Program-the Green Community Roots and Shoots Action Plan: From the Local to the International has entered the second phase this year. The curriculum is designed according to problem-based learning to promote community classrooms and create a green energy demonstration community. Relevant courses in CJCU are brought into the community for students to co-learn with community residents. Students also share the results of their implementation with the community. Since 2018, international students from the IPSD have been reading English green picture books with elementary school children in Datan Elementary School and conducting green living English camps. The international students and students from the Department of Green Energy and Environmental Resources crossed domains and worked together to build a mobile green dining cart to promote green energy and create sustainable development power in the community. In response to the severe challenges of the COVID-19, the action plan invested in community pandemic prevention measures and various activities. In 2020, with precautions taken for pandemic prevention, a total of 2,623 teachers and students were involved with organizing about 240 activities, averaging about 20 sessions of activities conducted in the field per month and benefiting 10,800 participants. A series of lectures on Green Energy Technology and Humanities in Datan. To date, 107 lectures have been conducted to help the local people better understand the development direction of the Shalun Smart Green Energy Science City and Taiwan’s green energy technology. In addition to field activities, content on projects, local developments, farmer stories and the humanity history of the Erren River Basin have been compiled from 39 monthly magazines and documented to collect local knowledge.

CJCU’s USR “Green Community Roots & Shoots Action – From Local to Global” won the specific thematic film award of the 2020 USR Online Expo. According to the Project Convener, Professor Horng Ching-Yi, said that thanks to University’s long-term support, the project has the opportunity to win this honor. Since 1995, CJCU has launched the USR plan initiative. Since 2003, CJCU has taken social responsibility as an important development goal. CJCU won “The First prize” in the 2020 Global Views Monthly USR Ecological Co-prosperity Category.The Green Community Roots and Shoots Action Plan, which focuses on the neighborhood of the campus and Erren River, won the Best Dynamic Practices Award of USR EXPO and the Permanent Exhibition Online.

2020 USR Online Expo under five categories including sustainable communities, health & welfare, industrial innovation, exceptional education, and international link. Utilizing multiple presentation methods, we can gather the public's attention and show USR's momentum and fruitful results. Selected a specific plan, will be driven by the university social responsibility center with bid plant manufacturers to assist shot 5 ~ 8 minutes of narrative depth, and in specific online expo theme zone playing video, through the form of the online expo to promote cross-border, cross-domain opinion exchanges and match-filtering creative collaboration, to expand the benefits of USR plan practice.

Joining hands with the community to respond to Earth Day- Clothing Art

In response to the 50th anniversary of Earth Day, CJCU International Jane Goodall’s Roots & Shoots Eco-center collaborated with the Green Dawulun Community Office, CJCU Office of the Chaplain, and the environmental volunteer team of the Datan Community Development Association to jointly organized a series of landscape art team creation workshop on April 1, 2020. The theme of the workshop was Total Action. Meinong artist Luo Yuan-Hung was invited to teach community residents and CJCU teachers and students the art of cutting and weaving old clothing onto a frame made with steel rebar. Based on the patterns and material characteristics of the fabric, the creative ideas of the participants and the multiple weaving methods, the creations were rich and colorful, and transformed the community resource recycling station into a space for relaxation and socializing. By using recyclables from communities and homes, an eco friendly landscape art work was created in the Resource Recycling Station in Datan Community, and inspired reflection on the excessive extraction and waste of environmental resources by human beings.

Protecting the hometown water for 14 years-Advocating together for the Chiayi-Tainan Mountains to Sea National Greenway, Taiwan.

The 14th “Taijiang Water Day- Protect Hometown Water” event in 2020 coincided with the 100th anniversary of Chianan Irrigation. In response to Tainan's annual water conservation festival, a total of more than 30 people, including CJCU President Lee, Yung-Lung, SecretaryGeneral Guan, Mei-Yen, Dean Horng, Ching-Yi of the International College of Practice and Education for the Environment, other teacher and student representatives, Taijiang NGOs and community representatives visited the Wusanto Reservoir and laid flowers on the Yoichi Hatta Monument to pay their respects. CJCU advocates for the Mountains to Sea National Greenway, Taiwan, so that the irrigation and cultural paths of agricultural and fishing villages along Yunlin, Chiayi and Tainan can be conserved and become the best fields for university education. Through the field monitoring and professional practice courses and collaboration with river communities, environmental and ecological actions for conserving agricultural and fishing villages can be promoted to create an ecological and cultural green corridor in the Chiayi–Tainan for the next 100 years.

The second phase of the University Social Responsibility project in 2020 is an extension and deepening of the first phase. The field is still mainly based on the reconstruction of areas destroyed by Typhoon Morakot. The focus was on Liugui District, and the main collaboration partners were the Paulai Association of Culture and Humanity and the Liugui Care Association. Making good use of the expertise of the teachers and students in CJCU, we hope to participate in community care and economic development by beginning with helping small farmers, businesses, children and youths in Liugui. The overall development issues of Liugui District are obviously not limited to the care of small farmers, small business, children and youths; however, limited resources must be taken into account. Based on our long-term cooperation with local organizations, CJCU has identified dynamic local groups and the issues that they are committed to, and consulted with the district chief and the local social welfare service centers of the Social Affairs Bureau. Accordingly, we have verified that the abovementioned services we offered will not conflict with other existing public services in Liugui, but will in fact complement these services.

The second phase of the plan combines the sixteen courses of the four colleges, nine departments, and various professional centers of the university, and cooperates with LiuGui Baolai Humanities Association and LiuGui Caring Association. The key points of the cooperation between each department and local authorities are as follows:

The Department of Applied Philosophy, Sustainable Development and Mass Communication collects local humanistic and custom stories and transforms them into creative local education materials and bring transnational cultural exchanges to local communities. Hsinhua, the hub of the material distribution of Tainan in the past, presents diverse business activities and models. Numbers of old shops and old-fashion streetscape still exists in the present time; nevertheless, due to the years of harsh weather, old buildings have gradually forgotten prosperity. Moreover, the demographic changes in terms of low birth rate, high aging populations, and excessive concentration of the emigrated population in metropolitan regions result in the slow disappearance of prosperity. As a result, a group of faculty members and students of Chang Jung Christian University (CJCU) conducts a university social responsibility (USR) project funded by the Ministry of Education of Taiwan. They cooperate with residents and young entrepreneurs to establish the “Social Entrepreneurship Silicon Valley” in Hsinhua Tainan. Embracing the principles of social innovation and economic sustainability, these young entrepreneurs have started their social enterprises to create, share, and prosper Hsinhua together.

Inspired by the spirits of the Yunus Social Business Alliance, the USR project of CJCU contributes to the germination of Social Entrepreneurship Silicon Vally and provides a platform to link local young entrepreneurs who want to come back to their hometown, Hsinhua. These young entrepreneurs cooperate to generate energetic social innovation thoughts and business models provided for the entrepreneurship. Meanwhile, the shared power is connected with professional courses in schools for the co-creation with students, allowing students integrating into the social innovation climate to stimulate the germination of social entrepreneurship. The basis of Social Entrepreneurship Silicon Valley is to reshape the stories of local characteristic old buildings and change old stories into Hsinhua. Chang Jung Christian University, with the USR program, adopts “Tavocan Story Museum”, one of the Japanesestyle dormitories, from Tainan City Government, as the social entrepreneurship base, combines with “KK print”, the returning social entrepreneurship youth, and engages in the creation of story house with students to design five mascots of Hsinhua and cultural and creative products to present the “past, present, and future” of Hsinhua.

For the operation and sustainability of Social Entrepreneurship Silicon Valley, the establishment of “Social Enterprise Ecosphere” is an important core structure. The combination of the social entrepreneurship base of “Tavocan Story Museum”, Yunus Social Business Alliance, school curricula, placemaking, and social entrepreneurship product development is the key element. The creation of the social entrepreneurship field is also an important part. USR program, through the interdisciplinary cooperation of the College of Management and School of Fine Arts, combines local and industrial power to complete the large painted wall of four townhouses and present the elements of humane history, architectural monuments, traditional culture, and agricultural characteristics in Hsinhua to reshape local characteristics of Hsinhua and create the Hsinhua Social Entrepreneurship Silicon Valley field.

Among Social Business Alliance members, Mogather Social Enterprise, with local business for a decade, is an indicator representative. From the new-born of traditional shops in local Hsinhua to attracting the exchange and cooperation of many domestic teams, they become important partners of the USR program of Chang Jung Christian University. Moreover, more social entrepreneurship youth return home in Hsinhua, such as the ceramist Zhan Lu Studio, the designer KK print, Tabibito coffee shop, the third-generation Happy Chinese medicine pharmacy, and Rona horticultural therapy. Insisting on the belief in sustainable heritage and local rooting, products, and service-related to young entrepreneurs, agricultural innovation, and social entrepreneurship are integrated, through the management of characteristic fields, to highlight the value of local industries, fill in the gap of contemporary industrial development, and construct the base for youngsters’ sustainable stay. The positioning of Yunus Social Business Alliance is to link local young entrepreneurs and as well as combine professional courses in schools with the involvement of students to collaboratively hold social enterprise promotion activities, e.g. social enterprise product implementation of natural bath bag, experience in centurial rice polisher, and food and agriculture education of rice DIY. By sharing resources and opportunities and claiming the value of social enterprises, more young social entrepreneurs could involve in the historic districts in Hsinhua to achieve the goals of social innovation and economic sustainability.

Chang Jung Christian University, through the USR project, also proactively expands local cooperation and resource network, e.g. connecting local partner school, Hsin Hua Senior High School, to search the important history of “sewing machine shop” in Hsinhua and exhibit the fieldwork outcomes in story house as well as connecting other universities to co-create local characteristic products and services. What is more, to reinforce the promotion of Social Entrepreneurship Silicon Valley, multiple workshops are established through co-creation with industries, teachers could lead students to co-develop and create “Story Cake Cart” with historic stories and epitome of old streets as well as develop “Tavocan Adventure APP” with historic characteristics and local interpretation with businesses. Through the USR program, teachers could lead students, through curricula, to collaboratively promote the development of Social Entrepreneurship Silicon Valley.

For the past 300 days, the USR project has organized more than 40 activities in conjunction with more than 10 courses. There are more than 15 faculty members and hundreds of students attending the Social Entrepreneurship Silicon Valley USR project. In addition, more than 20 students in social entrepreneurship teams continuingly engaged in the Hsinhua field for more than 100 days. “Changing old stories into Hsinhua” is not a slogan, but an interpretation. The Social Entrepreneurship Silicon Valley USR project induces the collaborative participation of teachers and students, interprets and innovate local links, and, with education learning and local industrial development as the common vision, shape Hsinhua industry community to enhance economy, strengthen the story marketing, and reinforce the local impressions. The complete link of field, social entrepreneurship, and resources to collaboratively build “Hsinhua-Social Enterprise Ecosphere” would promote placemaking and historical heritage to the world for sustaining “real Hsinhua”.

Longqi District is right next to CJCU. Although it has the smallest population in Tainan City, yet it has the fourth highest aging index in the country, making it our target service area. Longqi District has a low degree of urbanization and is aging rapidly. The local elderly is strongly attached to the land, and clearly expect to die in place. Yet the district is in a disadvantageous position in terms of the allocation of health and welfare resources. The implementation axis of this project is closed tied to the teaching, locality and social dimensions of CJCU's institutional development. CJCU hope to expand the team's professionalism into inter-school collaboration, promote interdisciplinary teaching, integrate university and community resources, and develop diversified, comprehensive, multilevel and graded care services to enable the elderly to continue living independently. Based on the multi-professional team model, CJCU hope to create a rural community care model that includes home, group and community levels, and develop the following priorities accordingly.

Set up cross-department, cross-university, cross-professional teams, and plan cross-professional common learning courses.

Take stock of the needs of the elderly, as well as the assessments of dementia and weakness, and construct a potential map of care needs.

In order to continue to pay attention to issues that our stakeholders value, CJCU regularly communicates and interacts with our stakeholders through the Institutional Affairs and Financial Information Disclosure Platform and the Stakeholders Platform. We hope that by focusing on the issues of concern and feedback of our stakeholders, we can strengthen the brand value of sustainable development and the operational effectiveness of our institutional affairs, and enable our stakeholders to better understand the development of our institutional affairs. CJCU regularly maintains the Institutional Affairs and Financial Information Disclosure Platform. The content of the platform includes institutional affairs information; financial analysis information; tuition, miscellaneous fees and financial aid information; other important information of the school; and internal control system and implementation information. The disclosure mechanism of the institutional affairs information is implemented through the Internet. CJCU expect to share the achievements of our institutional affairs development with our stakeholders and undertake the social responsibility of higher education to enhance our stakeholders' impression of the school. At the same time, we hope to promote our stakeholders’ trust and sense of belonging to CJCU.

In order to achieve a more detailed understanding of the diverse issues that concern our stakeholders and receive comprehensive feedback, CJCU has planned relevant mechanisms for improving the quality of our communication with stakeholders and mechanisms for ensuring accuracy in information collection. We hope that with relevant constructive feedback on the operation of the school, we can effectively improve the effectiveness of institutional development in order to pursue co-creation with our stakeholders and share with them our achievements in the sustainable development of institutional affairs. Through comprehensive collection of key stakeholder concerns and issues, CJCU will incorporate the relevant key issues into the school’s development direction and strategies. CJCU will also continue to disclose information on the results of school operations via Internet, broadcast or print media.

With institutional affairs development vision and mission as the main focus, we collect opinion and feedback from our stakeholders every year, assess the development and sustainable development trends, and continue to implement revisions. We analyze the global corporate sustainability report norms and initiatives, reference domestic &foreign social responsibility index of benchmark universities, and review relevant industry reports of credible international institutions. Through discussions in executive meetings and the Social Responsibility Practice Promotion Committee meetings, we identify potential issues in the three dimensions-namely economy, society and the environment. Moreover, we evaluate the impact and influence of potential issues on institutional affairs development in accordance with the Degree of Operational Impact and Influence and the Degree of Stakeholder Concern.

This project is based on the long-term social responsibility development of Chang Jung Christian University and the USR plan of the Ministry of Education on the basis of the trial period and the first phase to continue to practice the development of "sustainable environment" and "international links". This project is committed to promote the concept of a green university and Roots & Shoots Action. In response to the construction of Shalun Smart Green Energy Science City, we work with community residents to build Da (Tan), Wu (Dong) and (Sha) Lun communities into green communities to solve environmental quality, landscape and industrial development, and aging rural areas. , the gap between urban and rural education resources, and the lack of community visibility

"Green Dawulun Community Office" was established in the nearby Datan community. As a bridge between the university and the community, we encourage teachers to use the PBL (Problem-based learning) teaching method to lead students to explore community problems and propose solutions, in coherence to assist in the sustainable development of neighboring communities. Through integrating CJCU and the community into one, students and residents can promote a sustainable and green university and communities, share knowledge, work together to solve issues, create harmony, and practice the university town concept (UTC).

本計畫奠基在長榮大學長期的社會責任發展及教育部USR計畫於試辦期及第一期基礎上持續實踐「永續環境」及 「國際連結」發展，致力推動綠色大學的理念及根與芽(Roots and Shoots)行動。為因應沙崙智慧綠能科學城的 建設，與社區居民協力打造大(潭)、武(東)及(沙)崙社區為綠色社區，以解決環境品質、地景與產業發展、高 齡化農村、城鄉教育資源落差及社區能見度不足等五項議題。 於鄰近的大潭社區成立「綠色大武崙社區推動辦公室」，作為學校與社區之橋樑，教師以 PBL（Problem-based learning）問題導向學習式的教學法，帶領學生發掘社區問題及提出解方以協助鄰近社區永續發展。將長榮大學 與社區連結成一體，學生及居民在綠色大學及綠色社區中學習及生活，互享知識，共同合作解決議題，創造大學 與社區共交融共好的局面，實踐大學城的理念。 實踐場域以校園鄰近社區、二仁溪流域及擴展至台南市巴克禮紀念公園為主，從在地出發再至國際。與國際珍古 德協會、日本宮古島及相關單位開展合作關係。為達在地關懷、人才培育、環境教育及國際連結目標，以四個主 軸為執行策略與方法: (1)建立綠色×智慧×循環城鄉，發展綠色能源、推動根與芽行動計畫、建構永續生態環境 等。(2)推動食農永續、在地創生，組織農民共學團、食農教育、循環經濟及推動「農好菜籃族」。(3)發展樂活 韌性學堂，導入課程，打造健康韌性社區。(4)促進國際連結，舉辦亞太青年高峰會議、台日交流會以及國際畢業 生返鄉創業等行動促進國際雙向活動及跨國行動。除以上內容，尚舉辦綠能科技人文講座、發行月刊、營隊活動、 景觀改造及區域結盟等方法善盡大學社會責任。參與學術研討會及評量學生學習成效以檢測重點工作之成效，於 國際學術研討會發表。

The practice field is mainly based on the neighborhood of the campus, the Erren River Basin and the extension to the Barclay Memorial Park in Tainan City, starting from the local and then international. Cooperate with the International Jane Goodall Association, Miyakojima, Japan and related units. In order to achieve the goals of local care, talent cultivation, environmental education and international links, the implementation strategies and methods are based on four main axes: (1) Establish green × smart × circular urban and rural areas, develop green energy, promote Roots and Shoots action plans, build sustainable ecological environment, etc. (2) Promote the sustainability of food agriculture and local creation, organize farmers' study groups, food and agriculture education, circular economy, and promote the "Agricultural Basket". (3) Develop the LOHAS (Lifestyles of Health and Sustainability) School, introduce courses, and build a healthy and sustainable community. (4) Promote international links, organize the Asia-Pacific Youth Summit, Taiwan-Japan Exchange Conference, and the return of international graduates to start a business back home to promote international two-way activities and transnational actions. Furthermore, the university also fulfills its social responsibilities by holding lectures on green energy technology and humanities, issuing monthly magazines, camping activities, landscape renovation and regional alliances. CJCU also participate in academic seminars and evaluate students' learning effectiveness by testing key indicators, which can be published in international academic seminars.

Through the school support system and the cooperation among CJCU, Dr. Jane Goodall, Dr. Muhammad Yunus - two global environmental and socio-economic leaders- and IPSD students, we will continue to cultivate international talents and promote international exchanges. By doing so, we can strengthen the sustainable development implementation, promote global partnerships in sustainability, and share Taiwan's experience and values to the world.

This project is based on the long-term social responsibility development of Chang Jung Christian University (CJCU) and the USR plan of the Ministry of Education. The first phase of the project focuses on "Ecological Justice" and "Local Caring". The development of "Environmental Sustainability" is the goal. Expanding the pollution remediation work in Er-ren River, which has been concerned by our school for a long time and we strive to promote the concept of a Green University. With the construction of Sha-lun Smart City of Green Energy Science, the surrounding environment will change rapidly, which provides the motivation for this project to practice social care. Introducing the concept of renewable energy, circular economy, agriculture friendly and connect them with our classes and courses. Through the PBL (Problem-Based Learning) method, students understand the issues faced by the community and the reasons for the issue, and deeply explore which public and private sectors, welfare regulations or local culture are related to the issue. Then further integrate public administration and community perspectives, and think about the solutions from various perspectives such as affection, knowledge, skills, etc. To build Da (Tan) Wu (Dong) (Sha) Lun Community with community residents as a demonstration site of sustainable environmental protection area. Linking CJCU with the community, students and residents can study and live in green universities and green communities and train the environment awareness and implementation of various environmentally friendly measures, and ultimately become a green demonstration community The school integrates the resources of administrative and teaching units within the school, combines with relevant units and fields outside the school, and jointly solves the issues of environmental quality, climate change, urban-rural education resources, and aging countryside as four major directions. Practicing the goals of local care, talent cultivation, environmental education and international connection to fulfill the 11th vision about establishing sustainable urban and rural areas and the 17th vision about developing a global partnership of the SDGs (United Nations Sustainable Development Goals). The implementation structure of the plan is shown as follows:

The university promotes the practice of social responsibility, and the positive effects on students include: enhancing students' professional responsibility, civic awareness, social responsibility, project-oriented problem solving, multiple thinking and innovation. The most important and fundamental task of the practice of university social responsibility is to cultivate university graduates with professional ability, civic consciousness and social responsibility. By applying professional knowledge in the teaching process to solve the problem of sustainable community development, we can intensify students' learning motivation, enhance the ability to integrate learning and practicing, and cultivate responsible modern citizens. Promoting local students, foreign students and community residents to study together, enhance international exchanges, local integration and multicultural learning. It’s not only training the students but also training the local.

Environmental Education

大學推動社會責任實踐，對於學生的正面影響有：增進學生的專業責任、公民意識、社會責任、專案導向問題解決、 多元思考與創新。大學社會責任的實踐，最重要且根本的任務是培養具有專業能力、公民意識、對社會負責的大 學畢業生。本計畫透過專業知識力於教學過程中運用在解決社區永續發展問題，藉此強化學生學習動機，提升學 用合一能力，並培養負責任的現代公民。促進本籍生、外籍生以及社區居民共學，增進國際交流、在地融合及多 元文化學習，不僅培力學生亦培(陪)力在地。 1972 年聯合國人類環境會議（United Nations Conference on the Human Environment）發表「人類宣言」， 促使人類注意環境的問題，是為環境教育起源。在永續的概念中，人是自然環境的一份子，自然生態提供人類最 佳生活環境，人是永續發展的核心，因此推動環境教育實為重要，透過本計畫培養大眾環境覺知與環境敏感度、 環境概念知識內涵、環境倫理價值觀、環境行動技能進而創造環境行動經驗，為環境永續付諸行動力。

The Declaration issued on United Nations Conference on the Human Environment in 1972 is the origin of environmental education to urge human beings to pay attention to environmental issues. In the concept of sustainability, human beings are part of the natural environment. The natural ecosystem provides the best living environment for human beings. Human beings are the core of sustainable development. Therefore, it is very essential to promote environmental education. Through the plan, we can help training the public toward environmental sensitivity, environmental concept and knowledge, environmental ethics, and environmental action skills to create environmental action experience and put action into environmental sustainability

國際連結 International Connection

環 境教育種子。藉由進到巴克禮紀念公園進行生態調查，以培育公民科學家為方向，有系統地讓青年參與科學 研究， 擴展專業知能及國際視野。在本校與日本宮古島合作交流的基礎上，本計畫可發揮環境教育影響力，培 育環境教 育的種子，青年跨國行動促進永續發展。尤其，IPSD 學程已有畢業生回到母國進行社會企業，希冀透 過培育國際 生，作為擴展國際連結力，將台灣經驗與國際共享，達到本校「深耕在地，連結國際」之目標。

By using the benefits of long-term co-operation with Jane Goodall Institute in environmental education, connecting Asia-Pacific youth and international students of sustainable development programs to cooperate and exchange to become the seeds for promoting environmental education. Through entering the Barclay Memorial Park to conduct ecological surveys, with the direction of cultivating citizen scientists, systematically engage young people in scientific research, expanding professional knowledge and international perspectives. Based on the cooperation and exchanges between our school and Miyako Islands, Japan, this project can exert the influence of environmental education, cultivate the seeds of environmental education, and promote the sustainable development with youth transnational actions. Especially, the IPSD program allows graduates to return to their home countries to start social enterprises as a way to expand international connections. Sharing Taiwan's experience with the world and achieve the school's goal of "Dedicate to Local and Connect to the World".

1、國內社會實踐

(1)持續發展與推廣綠色能源(太陽能)，培育綠能科系學生與國際生，以教育理念出發推廣綠能觀念。

(2)推動根與芽(Roots＆Shoots)行動教育，深耕在地環境教育，倡議綠色生活活動，落實環境保護精神。

(3)建構永續生態環境，擴大環境教育實踐場域。

(4)發展氣候變遷調適等環境教育教材教案，提升社區環境適應力。

(5)推動在地食農教育、落實循環經濟，協助在地青農組織與國際發展接軌，以及建立組織的自主性與動能。

(6)培育健康大使，提供社區健康照顧，發展樂活韌性社區。

2、國際連結規劃

(1)連結根與芽國際珍古德教育與保育協會，合作辦理亞太根與芽青年高峰會，促進在地與國際的經驗交流。

(2)整合永續發展國際學士學位學程，藉由國際移動人才的培育，種下國際環境教育種子，並藉由實踐場域踏 查及實作以提高臺灣國際能見度。

(3)持續邀請國外學者專家講座及國外經驗觀摩等國際性活動，促進國際雙向交流互動，分享國際經驗，串聯 合作關係。

To achieve the overall goal, we set goals by domestic social practice and international connection planning:

1.Domestic Social Practice

(1) Continue to develop and promote Green Energy (solar energy), cultivate students of the Green Energy Department and international students, and promote green energy concepts based on education.

(2) Promote Roots & Shoots action education, deeply cultivate local environmental education, advocate green living activities, and implement the spirit of environmental protection.

(3) Construct a sustainable ecological environment and expand the field of environmental education practice.

(4) Develop environmental education teaching material and methods, such as climate change adaptation, to improve the environmental adaptability of the community.

(5) Promote Farm to Table education, carry out a circular economy, assist local youth farmers association in aligning with international development and build the autonomy and momentum of the association.

(6) Cultivate health ambassadors, provide community health care, and develop LOHAS resilient communities.

2.International Connection Planning

(1) Organize the Asia-Pacific Roots and Shoots Youth Summit with Roots and Shoots International Jane Goodall Education and Conservation Association, promote the exchange of local and international experience.

(2) Integrate international degree programs of sustainable development, plant the seeds of international environmental education through the cultivation of international talents, and increase Taiwan's international visibility through field investigation and implementation.

(3) Continue to invite scholars and experts from oversea to give lectures and hold observation and learning activities of foreign experience or other international activities to boost international mutual exchanges and interactions, share international experience, and build the partnership.

In this project we establish community on-site offices, meetings, interviews, video recordings, etc. to communicate with the community, explore needs and build consensus. By holding project’s co-investigator meetings, office meetings, and activities implementation meetings, discuss the direction of the plan, the content of the implementation, and the integration of the goals. Continuously discuss about community concerns and match the profession outside the school in courses to help and hold various activities to solve community issues by roll planning method. Build partnership and communicate with external cooperative units through farmers' common good meetings, local cooperation development meetings, etc. We keep in touch and cooperate with every unit during the epidemic. Taking the four main axes as the direction 1. Establish Green × Smart × Cycling urban and rural areas; 2. Promote sustainable Farm to Table agriculture and local creation; 3. Develop LOHAS Resilience School; 4. Enhance the international connections to fulfill the concept of CJCU for becoming a navigator university of social responsibility and reach the goal of dedicating to local and connecting to the world. We execute the plan through team organization, course operation, and the operation mode of the practice field.

計畫第二期以推動食農 永續、在地創生為目標 。辦理1場線上會議， 透過會議討論農好菜籃 族2.0新方向，朝向籌 組合作社和前進綠能科 學城為目標。各項合作 發展會議，與其他組織 共同為生態環境永續及 文化發展而努力，國際 on-line會議亦進行行前 測試。

實踐聯合國永續發展目 標(SDGs)，鼓勵大眾 食用在地食材，大幅減 少運送食材所需消耗的 資源。農好菜籃族每兩 週販售1次，110年2月 至9月為止，已辦理21 場次，增加農民農產品 約40萬元之銷售。其 他共好行動透過會議討 論，疫情趨緩進行實體 活動。

擔任環境教育國際實驗學院榮譽院長，讓學校的教學及學生的發展融入國際環保行動。計畫於李泳龍校長及孫惠 民副校長全力支持下順利運行，以「深耕在地、連結國際，成為社會責任的領航大學」為辦校理念，我們積極朝 目標邁進。計畫主持人暨環境教育國際實驗學院署理院長洪慶宜以其長年投入二仁溪保育、倡議河川整治，民眾 參與及社區環境教學所累積的經驗，帶領計畫團隊實踐永續環境的大學社會責任。計畫協同主持人發揮領域專長， 於國際灰面鵟鷹連結、農業創生、景觀再造及韌性社區照顧等議題善盡職責運作。計畫主持人群定期召開會議， 討論計畫主軸、進度內容等相關議題。同時鼓勵長榮大學校內各系所專業教師加入，透過專業課程著力於在地議

Establishing the "Green Da Wu Lun Community Promotion Office" in the community, can not only be a bridge between schools and communities, but also link up internationality, schools, communities, farmers, and government units to create more infinite possibilities. Promote the office's final plan to work with residents, teachers, and students towards the vision of a sustainable community and to build a green community. The office plays the role of combining domestic and oversea cross-school, cross-border, and cross-field members to promote the plan together. The core executive team is shown in Table 3. Inviting Dr. Jane Goodall to be the Honorary Principal of the International Experimental School of Environmental Education to integrate the school's teaching and students’ development into international environmental protection actions. The project will run smoothly with the full support of President Lee Yung-Lung and Vice President Sun Huey-Min. With the mission of the school "Dedicate to Local and Connect to the World & Become a navigator university of social responsibility", we are actively moving towards the goal. The project’s principal investigator as well as the Dean of the International Experimental School of Environmental Education, Hong Ching-Yi, leads the project team to practice the university's social responsibility for a sustainable environment with his years of experience in the conservation of Er-ren River, advocation of river remediation, and the public participation and community environmental teaching. The project’s co-investigator makes good use of the expertise to fully perform the responsibilities on issues such as the connection of international Grey-Faced Buzzard, agricultural creation, landscape regeneration, and resilient community care. The investigator group holds regular meetings to discuss related issues such as the main purpose of the project and the content of the progress. At the same time, we encourage professional teachers from various departments of CJCU to join. Through professional courses focus on local issues which respond to the specific needs of community residents, we can train students problem-solving skills, and enhance the opportunities for interacting with community stakeholders and residents. The team promotes various contents in domestic and international fields in a complete and stable environment, and promotes sustainable environmental work through resource sharing and cooperation.

1. From the Tapurun Community to the Erren River Focusing on the Tapurun community (a Mandarin abbreviation for the three communities of Datan, Wudong, and Shalun) and

corresponding to the national program of The Shalun Smart Green Energy Science City, this project aims to promote the idea of Green Community and works towards improving ecological community as well as establishing agriculture. Setting off from the Tapurun community, this project helps aggregate the consensus of the communities around the Erren River, establish the community culture, explore ecological tourism, etc. With the combination of the concepts of sustainable campus and ecological community, the meaning and effect of sustainable, ecological, environmental education are demonstrated. Having devoted in the protection of the Erren River for nearly two decades, the River Restoration Center of Chung Jung Christian University allied with various river conservation organizations and formed the Erren River Conservation League. We negotiate with the government on a regular basis about multiple issues and has made an impact on the improvement of the Erren River. The Erren River, which has shed its bad reputation of contamination, has turned into a site for ecological tourism. Its history of contamination reduction and abundance of water resources are great models for ecological education. The school’s River Restoration Center has assisted the Kaohsiung Jiading Samfar Association, located at the estuary of the Erren River, to set up a modelling classroom for the Erren ecology. To set up for the classroom, the center and the association introduced the Taiwan Wetland Conservation Association to sponsor for the Tajia artificial wetland as well as the Gangwei retarding basin; additionally, they constructed the Erren historical building for ecological education. Regarding the result of the restoration of the Erren River, the entire river of 65.2 km was under serious contamination in 2001, but in 2018 only 19.8% of the river is seriously contaminated and this number lowered to 17.1% in 2020. According to the Environmental Protection Bureau of Tainan City Government, not only has the tension of the Erren River contamination lessened with the help of NGOs, but the number of fish species has increased from 13 in 2007 to 41 in 2019. Moreover, a Taiwanese endemic species Caridina pseudodenticulata was discovered in the Erren River. It is fair to conclude that there has been a conspicuous improvement in the water quality of the Erren River and that the ecological diversity is gradually increasing.

驗與價值的最佳推手。這是跨國協同運作最實質的效益，帶來無遠弗界的影響力。 與國際的夥伴關係，除了與NGO非政府組織的合作外，國際實踐場域亦包含日本宮古島，宮古島位於琉球列 島宮古群島，為宮古群島內最大島嶼，距離沖繩島約300公里，擁有豐富的海洋資源。2018年年底長榮大學 於日本宮古島舉辦「台灣長榮大學日本教育中心」揭牌儀式，開啟長榮大學與宮古島間的合作，不僅是國際產 學的鏈結，更促進台灣與日本的文化交流。宮古島將作為未來長榮大學國際移動教學之基地、學生國際移動場 域、應用研究的實踐場域，並作為國際人才訓練教育基地，透過行動綠能及生態調查促進環境教育的交流。

2. From Domestic to International

Dr. Jane Goodall encourages juveniles from all over the world to get enrolled in the school's Bachelor Degree Program in International Program for Sustainable Development(IPSD) and to learn from Taiwan’s experience. She hopes that Taiwan’s experience can get connected to the world and emerge on the international stage. We have continued to cooperate with the Jane Goodall Institute(JGI) and opened up programs for young talents to exchange experiences with the globe. We have also held Asia-Pacific Roots & Shoots Youth Summit experience sharings to call for collaboration between citizens and the society. Via multilateral collaborations and increasingly cooperating on sustainable developments, our program has financially supported and has shared knowledge, profession, technology with all countries, especially the developing ones, to achieve the objective of sustainable development. With the help of JGI, our program has been joined by students with great passion for nature and change. These talents are the seeds for environmental education; they will become prominent speakers for Taiwan’s experience and value. The most effective result of this cross-national collaboration is the gigantic influence it will further bring.

Speaking of our international partners, aside from the collaborations with NGOs, our international area of implementation also includes the Miyako Island in Japan. Belonging to the Ryukyu Islands, the Miyako Island, which is approximately 300km away from Okinawa, is the largest among all and owns abundant marine resources. At the end of 2018, Chang-Jung Christian University (CJCU) held a ceremony in celebration of the start of the collaboration between CJCU and the Miyako Island. This represents not only an international industry-academy collaboration but also a cultural exchange between Taiwan and Japan. The Miyako Island will become an international base for CJCU mobile education as well as an area for research. The island will turn into a treasury land for talent training and for the promotion of environmental education with the help of ecological investigation.

The structure and the timetable of the PBL approach

The core of the USR project lies in local connection and talent-training. This project motivates instructors and students to actively discover community problems, propose solutions, understand that community is both a living space and learning field, and finally to inspires more attention to the local area. With an orientation on problem-solving, students can be better motivated and their local identity can be enhanced. In addition to equipping students with a better understanding of the community, the approach enables activity design, hands-on practice, surveys, etc., training students to become talents who are both advanced in theory and practice.

The course begins with an introductory guideline as well as some discussion with the instructor, and throughout the course, there will be cross-disciplinary collaborations with other colleges. Take the spring 2020 semester as an example, while the obstacle of the COVID-19 pandemic had been underway, we still managed to renovate the community landscape by cooperating with the courses of Sustainable Landscape and Collaborative Construction and Public Art, contributing to a collaboration between the College of Fine Arts and the International Experimental College of Environmental Education. With an additional concern about the extension learning after the 18-week course, we applied a deep bowl curriculum to strengthen the students’ motivation and practical capability. The deep bowl curriculum is in collaboration with the Higher Education Sprout Project to continue to work on the plan of green community and take advantage of the community to demonstrate academic and practical results. This deep bowl curriculum enables students’ autonomy in learning as well as academic publication. Social responsibility is fulfilled during the process of dealing with issues of the community. There were three students who have completed the deep bowl curriculum: After taking the course of Watershed Environmental Management, Nathan Thadeo Yoashi applied the USR project to community issues. The student combined their theoretical and practical knowledge to sort the facilities at community recycle stations and published the results at the 2020 International Conference on Environmental Education as well as the 2021 Earth Day Community Day Reading Activities. After taking the course of Environmental Sampling and Analysis, Barnaba Buhombe continued to experiment on chemical fertilizer and published the results in the 2020 Water and Water Meeting—River Protection Alliance USR Program SIG (Special Interest Group) Cross-school Exchange Meeting. The student’s reflection of their work was also published in the Green Dawulun Monthly. After taking the course of Coconstruction, Mtweve James Travor gave a proposal about building a plastic bottle house. Combined

with the Environmentally Sustainable Development course, the plan was brought into reality, and this entire project solved the problem of the Datan recycling station. The satisfying outcomes of the three students’ extension learning further motivated the other students in the program.

In order to trigger more devotion to social responsibility among instructors and students, this project modularized PBL (Problembased Learning), referring to the problem-based teaching and learning approach in Maryland, U.S.A. Apart from conventional teaching methods, the main goal of this approach is to guide students to understand communities in person and pursue sustainable development in the communities. Initiating from a real-life issue, this teaching approach allows students to actively take part in solving problems and contribute to the communities. The local government and communities could also launch collaborative projects. Meanwhile, the Green Dawulun Community Promotion Office plays the role of the communication platform to embed reallife community issues into the curriculum. The help from the office allows our instructors and students to develop with the community. The 18-week curriculum opened up a path for the instructors and students to participate in the work of a community and motived the students in their practical learning.

Since the curriculum is designed for hands-on learning, both local and international students are encouraged to walk outside the classroom and learn about administrating the Erren River, building the community, as well as equipping themselves with professional knowledge and skills. Through the USR project, global value and multiculturism were brought into the community. The seminars and workshops also brought change to the community. For instance, the USR project provided a platform for the Datan recycling station to build a site of art with all kinds of waste. Besides, facilities such as the aquaponics system, rain dumpling, and the fallen leaf composting station were set up. The students also use their creativity to construct an African-style key-hole garden and a plastic bottle house. They turned the Datan Community into an area for environmental education, which is not only educational but also entertaining. This recycling station was awarded the title of the best recycling station by the Environmental Protection Bureau of the Tainan City Government. It also won several other prizes in the years of 2020 and 2021. The community’s success has made it a must-visit place for other communities.

際才能更認識台灣。國際連結因為2020年COVID-19新冠肺炎疫情全球大爆發的影響，受限於國際移動，透過 線上方式參與灰面鵟鷹國際研討會、online舉辦認識宮古島講座及互動交流及邀請印度、馬來西亞、韓國、吉爾 吉斯等國家青年線上分享環境議題經驗。而在台灣學習的IPSD學生來自坦尚尼亞、蒲隆地、史瓦帝尼、孟加拉、 貝里斯等國家，他們積極將所學於在地社區實踐，如同社區一分子。本計畫透過在地的實踐及人才培育將台灣經 驗與國際共享，執行策略及作法如下:

The Chilean poet Neruda once said, “The more local you are, the more international you get.” This project aims to draw connection to the world by building a foundation in domestic areas, because this is the way for the international to better understand Taiwan. In the year of 2020, all international mobilities were paralyzed, so meetings could only be held remotely. But we still managed to participate online in the Black-faced Spoonbill Seminar and to host the seminar about the Miyako Island. Young people from India, Malaysia, South Korea, Kyrgyzstan, and other countries were invited to the seminar we hosted. Other than that, international students studying in the program come from all over the world, which includes Tanzania, Burundi, Swatini, Bangladesh, Belize, etc. These students put forward a positive attitude in their learning and devote greatly to communities. This project shares the experiences in Taiwan with the world through talent-training and hands-on practice. The strategies are as follows:

1.建立綠色×智慧×循環型城鄉 計畫與社區居民共同打造綠色示範社區，推動125場綠能科技與人文講座、走讀二仁溪、節能智慧志工培訓、 河川守護行動、土壤檢測、農產品農藥殘留檢測、設置落葉堆肥站、改善資源回收站、魚菜共生系統、太陽能 示範區以及相關課程進入社區帶動居民共學，以創造社區永續發展力。計畫持續朝永續環境的方向，與社區居 民共同推動綠色×智慧×循環型城鄉，利用循環、回收、再生、環境教育等方式，積極促進永續發展。

1. Constructing Green, Wise, and Cyclic Urbans and Cities

The project itself along with the residents of the community aims to create sustainable development and turn it into a model. We held 125 seminars about technology and humanity, protecting rivers, inspecting the soil and pesticide, setting fallen-leaves composting stations, improving recycling station and aquaponics system, solar system demonstration, etc. This project continues to move towards promoting the idea of sustainable environment. (1) The Development of Green Energy

The facilities of Shalun Green Energy City has been completed one after another, and it could be expected that they will bring a change to the Dawulun community. Therefore, on June 24 2019, leaders in the Dawulun community were invited to Japan to share their work and discuss the future plan. Director Huang Shun-Chi of the Dawulun Community encouraged the USR project to expand its scale on pushing forward the idea of sustainable energy. In response to the need of the community and the change of the environment, this project started working with the Environmental Resources Department to promote green energy of wind and solar energy. To advertise mobile green energy installations, students as well as the residents of the community built a solar food truck. This unique work was built from scratch and underwent several times of discussion. This solar food truck can actually be used to brew coffee and can be seen at all kinds of events. After the completion of the solar food truck, we started to work with Wuer Design Co. to leverage the solar energy system, hoping that it would lessen the obstacles for the promotion.

(2) Promoting the

“Roots & Shoots” Mobile Education

One of the eight major domains of environmental education is School and the Society. To allow environmental education to start from an early age, this project has worked with Datan Elementary School since its experimental stage. The method is to take advantage of the international students in our university to enter elementary classrooms twice a week. Aside from using English picture books about green energy, the international students also design teaching material themselves. Elementary students can not only seize the chance to learn English but also understand the idea of sustainability. By the end of November 2021, the “Roots & Shoots” mobile education had completed 38 hours of class, participated by 56 classes, which is a total of 7600 students. The project has also held five green life English camps during the summer and winter vacation, with a length of three and a half days per time. This camp put together college students from the Translation Department, the Green Energy and Environmental Resource Department, and some international students to play the role of group leaders. They led elementary students from across Tainan city to practice environmental protection. For instance, the 2020 summer camp used water resources as topic. The participants were able to understand the scarcity and preciousness of fresh water and to learn about the importance of water conservation. In 2021, because of the COVID-19 pandemic, the two-day camp was held online. With the topic of wind, the lessons were designed to teach participants about wind energy and make handcrafts of windmills and kites. All these lessons at the camps were to educate children about the meaning of environmental protection, hoping that these children will practice it in life. By the end of August 2021, a total of 180 schoolchildren has participated in the green life English camp.

(3) Designing Activities around the Erren River In 2020, we connected the communities along the Erren River, the Alian community, Shian community, Chunglu community at the upper course, the Datan community at the middle course, and the Kaohsiung Samfar Association at the lower course, and together along with the school’s international students, we witnessed the change of the Erren River. Students enrolled in the course of Watershed Environmental Administration participated in an event related to marine debris and visited the upper and the lower course of the Erren River. They cleaned up the beach and sort the trash. The most common type of waste is cans and bottles(40%), followed by cartons(25%) and then fishery items(15%). Compared to other beach-cleaning activities collecting mostly fishery items, it is discovered that most of the garbage this time originated from daily life products. This result was published in the Frontiers in Environment Science Journal. 於二仁溪河口調查海洋廢棄物公民科學家活動 Investigation at the estuary of the Erren River 2. Promoting Sustainable Food Agriculture and Local Creation

The experimental stage in 2017: Through the PBL curriculum, farmers are invited to serve as teachers, so that students can better understand the current situation and learn about the knowledge of the agricultural industry. These farmers led students to visit farmland and had some discussions.

The "Nongyou Learning Group" was established in June 2019: A meeting was held on a monthly basis to share the farming experiences. The reflections included local agricultural creation, regulations on drone use in agriculture, marketing, etc.

The “Friendly Agricultural Basket” program was under prometion in March 2020: Through the farmers’ meeting, the consensus among farmers was built to collect their products and sell them at CJCU as well as the community. The farmers provided organic and high-quality food. It was hoped that farmers’ income could be increased , and at the same time, build friendly, sustainable, and green agriculture. By the end of November 2021, 35 events had been launched, with a total of 1270 participants and an income of six hundred thousand dollars.

Establishing activities about crop education: In collaboration with Datan Elementary School, we have held several food and agricultural education activities, such as "Multiple Grains", "Visit Fragrant Rice and Rice Fragrance", "Food and Play Erren Stream," etc. We also held farming experiencing activities, the “surprisingly palatable feast on the farmland” and “Rice is Hardworl”, with the local "Return to the Farm" organization. The international students in the IPSD program in our school assisted in holding various events, accompanying young peasants to succeed.

Future Footprint: With the farmer’s learning group, we talked about how farmers’ cooperative organization could develop, how waste can be reused, etc. We hope that helping each other could enable more knowledge and learning; meanwhile, acquainting more fellows in the agricultural industry.

Circular Economy

The Dawulun community is rich in water chestnuts. In order to solve the problem of agricultural waste, chestnut shells for instance, we adapted the method of biochar circulation. The chestnut shell biochar is made by TULD (Top Lit Up Draft). The procedure was to drill a hole at the bottom of the charcoal furnace, and burn the water chestnut shells it. The shells should be fully dried up before burning so that there will not be smoke that causes air pollution. After the biochar has been fully burned, water should be added to lower the temperature, and it can be used after drying. Being aware that the exotic plant mile-a-minute weed has invaded parks and lands, people has listed this plant by the IUCN as the world top 100 dangerous exotic plants and the top ten in Taiwan. To solve this problem, the Wilderness Conservation Association and the Barcly Memorial Park Sustainable Management Association has been working on burning these plants into biochar. In addition, many communities have also burned sesame shells into biochar, and in the future, more agricultural wastes or crops that are harmful to the ecology will be burned into charcoal, creating the value of a circular economy

Over the years, we have formed a "co-learning group" with farmers to exchange knowledge and technology. Through the knowledge provided from the school end, we solve problems together. The farmers have stated that they have acquired much knowledge through the lectures conducted by the project. This platform allows the protection of the agriculture in Taiwan via the promotion of sustainability and creation.

The research The Social Responsibility of the University and Connect the Local—Using the CJCU “Friendly Agricultural Basket” program as an Example was published in the Taiwan and Japan New Practice Seminar in September 2021. The farmers said in the interviews that all kinds of events allowed them to build up dynamic relationship with the school and develop marketing strategies together. And the presence of the R&D personnel of the local foods production chain helps with the introduction of green energy technology and demonstrates the meaning of "local connection".

3.發展樂活韌性學堂

國家委員會推估台灣將於2026年邁入超高齡社會，2065年每10人中，約有4位是65歲以上老年人口，而 此4位中則即有1位是85歲以上之超高齡老人。高齡是亟須面對的議題，高齡化也是大武崙社區顯著的人口 特質。總體來看，大武崙社區65歲以上的高齡人口占總人口數15.19%，大潭社區高齡人口比例達17.35%， 為「高齡社會」，如表所示。

3.Developing the LOHAS School

The National Committee estimates that Taiwan will enter a super-aged society in 2026. In 2065, about 4 out of every 10 people will be over the age of 65, and one of these 4 will be elder than 85. Thus, the aging society is an urgent issue. Aging is also a problem in the Dawulun community. Overall, the elderly population in Dawulun community is accounted for 13.56% of the total population, and the proportion of the elderly population in Datan community reached 17.35%, which is an "senior society".

本計畫為促進環境永續，不僅止於環境保育的推動，亦積極營造人的永續，是為了創造整體的社區永續環境。 聯合國人類住區規劃署指出，全球所有的城市都受到氣候變遷的影響。面臨氣候變遷的嚴峻挑戰，如何創造社 會韌性，提升社會中的每一份子承受、吸收、解決、調適威脅與災害的能力，是刻不容緩的議題!老人、小孩、 婦女通常是受災風險比率較高的族群，在社會持續朝向高齡化、少子化發展的趨勢下，少子高齡化社區面臨居 住環境之天然災害潛勢，其個體之災害脆弱程度是迫切需要被高度重視的族群。如何維持老人、小孩、婦女調 適災害的應變及承受能力，為建立聯合國永續發展目標之永續城市及社區，透過發展樂活及韌性學堂，提升社 會脆弱性族群的身心健康，增強其在災害中的安全韌性。 本計畫培養社區長者的「韌性」，以因應災害一旦發生時能應變反應、從容面對及調適得宜，建立安全樂活、 健康韌性之社區，具體措施如下：

This project not only deals with the sustainability of the environment but also people, aiming at the community as a whole. According to the United Nations, under the threat of climate change, it has become urgent to leverage the capability of the society to withstand, absorb, resolve, and adapt to threats and disasters. The elderly, children, and women are usually at higher risk of disasters, especially under the trend of fewer newborns and more elderly people. How to maintain the resilience and tolerance of the elderly, children, and women to adapt to disasters is one of the United Nations Sustainable Development Goals. Through the development of LOHAS and school, the mental health of the vulnerable groups can be enhanced. This project leverages the resilience of the elderly in the community. So when disaster really does happen, they will be able to adapt, deal with it, and live a healthy happy life. The method are as follows:

We adapted the PBL approach and opened courses from the Department of Health Psychology, the Department of Sports and Athletics, and the Department of Social Work. Teaching plans were specifically designed for issues about physical and mental health, and the communities get to practice on what they learn.

The director of the project invited faculties from cross-colleges (College of Management, College of Health Sciences, College of Humanities and Social Sciences, and International College of Practice and Education for the Environment, etc.) and crossdisciplines (Department of International Business, Department of Psychology, Department of Sports, etc.) teachers to establish professional teachers' group promoting social responsibility in Dawulun community. They planned the course of "Integrate into the Community"in six aspects: health, physical strength, cognition, vitality, social participation, and service, to improve the health of the elderly, so that they can live an independent and healthy life.

Disaster prevention courses for the elderly are planned by teachers from the Department of Social Work. In January 2022, the elderly visited the Tainan City Government Fire Department - Disaster Prevention Education Center to build up the elderly's understanding of disasters. A series of disaster prevention (fire, earthquake, diseases) training courses were conducted. The elderly also designed their kits through activities and acquired much knowledge on disaster prevention.

International cooperation has been our focus. During COVID-19 outbreak, activities are held online to avoid the risk of spreading the virus. In addition to strengthening cooperation with the International Jane Goodall Education and Conservation Association, we invited young people from the Asia-Pacific region to share their experiences. We also cultivated young talents from all over the world through the International Program for Sustainable Development, so these people can share Taiwan’s experience to their home country. Moreover, we invited foreign experts to share other international events that might trigger more cooperation around the world. The international events held in 2021 were as follows: This project was collaborated with the Jane Goodall Institute (JGI) and the CJCU International Jane Goodall's Roots & Shoots EcoCenter to organize the 2nd Asia-Pacific Roots & Shoots Youth Summit Online. 30 participants included four youth leaders from Taiwan, Malaysia, India, the Kyrgyz Republic and CJCU volunteer team consisting of international students from Tanzania, Burundi, Algeria, and Macau. Focusing on SDGs including “education equality,” “resilient cities,” and “earth sustainability,” two keynote speeches and three forums were held. At the same time, participants shared their concepts and came up with the action plans for the Summit to lay the foundation for Roots & Shoots actions for the coming year and to realize the spirit and responsibilities of global citizens.

After the “2020 Taiwan and Japan Knowledge Sharing Meeting about Buzzards,” CJCU linked up the Kenting National Park Headquarters (KNPH) and Miyakojima City, Japan to cooperate on Gray-faced buzzard and on April 23, 2021, CJCU signed a MOU on Gray-faced buzzard and environmental education with the KNPA for conservation activities, application of migratory path monitoring report, and promotion of environmental education to fulfil social responsibilities between national park and university. Due to the pandemic, CJCU was authorized by the KNPA to translate both English and Japanese version of “Gray-faced Buzzard’s Journey” into Chinese as teaching material of environmental education as well as introduce more about Miyakojima City, Japan. With the assistance of CJCU Japan Center, we invited Professor Takeo Shigeki from Meiji Gakuin University to talk about Life and Culture in Miyakojima (see diag. 42) and conducted online exchange among students from IPSD and Karimata Junior High School and Elementary School in Miyakojima. “The 2nd International Buzzards Conference” was held in Miyakojima, Japan online (see Diag. 43). Pingtung County Government and KNPH were invited to offer blessings and present papers to improve Taiwan’s international visibility and demonstrate Taiwan’s environmental conservation achievements. In order to let people in Taiwan get to know Gray-faced Buzzard better, Dr. Katsumori Kugai from Asian Raptor Research & Conservation Network Wild Bird Society of Miyako was invited to have a talk on conservation. IPSD students also used eco-friendly materials to create their artwork in “Grayfaced Buzzard Birding Land Art Exhibition” organized by the KNPH to show their determination to protect our earth.

The “New Blueprint of Future Agriculture-USR Project SIG Interuniversity Exchange and ISE Talks” was organized to focus on social practice of local agriculture and share practical experience of social enterprises in agriculture. Not just inviting domestic scholars to introduce university social practices in local agriculture, but also conducting online sharing on food co-op education by Associate Professor Natsuki Shimizu from Kobe University, Japan to interact with local communities, cultivate local talents, and support regional revitalization. Both sides, Taiwan and Japan, have benefited from the dialogues.

Before graduation, "Innovative Enterpreneurs Program Workshop" was organized by CJCU Yunus Social Business Center to cultivate business talents among international students. After returning to Burundi, one of CJCU graduates, Astere, began the “NEZERWA Poultry Farm” project to raise healthy and happy chickens to provide animal protein to local communities and provide employment opportunities. This project helps to achieve the second SDGs, which is hunger and poverty elimination. Astere also completed the result report of his current achievements and share to others.

the 23rd 7th Sectional Meeting of the Japan Association for Taiwan Studies in May, 2021, Project Convenor and Dean of International College of Practice and Education for the Environment (ICPEE), Professor Hung Ching-Yi, and post-doctoral researcher, Ms. Takako Sasaki, jointly presented the project result. This project operates through excellent cooperation, effective communication, and co-learning. (as Fig. 47), During the development process, the Project established USR office nearby community, conducted meetings, documented via filming, interviewed stakeholders in depth, organized book reading sessions, and opened World Café to promote co-learning discussion, explore needs, and build consensus. The “Discussion Meeting on the Promotion of Dawulun Community” and “Civil Discourse concerning Erren River Pollution Treatment and Protection Alliance Meeting” were organized as the roll planning method to review community issues and facilitate problem-solving based learning on campus. Practical observations and listening to stakeholders’ voices were the basic of the proposal that enable community issues to be discussed by communities, the university, and the public sector from time to time. Furthermore, through co-learning, communities also become university classrooms where community practitioners are teachers. Students and community residents are able to learn together and exchange inter-disciplinary, inter-industrial, and crossgenerational thoughts. In the end, as a community to be one, we help each other to develop knowledge and to solve problems based on cooperation. Both university and community will prosper by integrating students into communities to realize the vision of a university town.

Unity is powerful. Various units can pool and share their resources and cooperate based on each of their own strengths to solve local issues. Resource links can be divided into those coming from the public sectors, the community, the educational units, the enterprises (including local cultural and creative studios), the non-governmental organizations, the global connection units, and so on. Each partner has its own unit attributes and social functions. Nevertheless, they can be closely integrated, cooperate in division of labor, seek common ground to jointly promote sustainable development and achieve high consensus on education and environmental protection.

The function of college and/or university is not only to do research academics and cultivate talents, but also to enhance culture, serve the society, promote national development, shoulder the concept of "connection to the locale" and fulfill the University Social Responsibility (USR). Chang Jung Christian University (CJCU) is a university established in the spirit of Christ’s salvation and love. In 1995, CJCU launched the "Assumption of Social Responsibility" campaign. In 2002, CJCU joined the Environmental Protection Administration to establish the River Conservation Center. In 2003, CJCU set up the fulfillment of social responsibility as an important development goal. Since 2007, CJCU’s River Restoration Center has regularly held "Erren River Pollution Remediation Public Symposium and Erren River Guardian Alliance Conference", so as to integrate all the relevant river guardian organizations into the Erren River Guardian Alliance to participate in Public Sector's Watershed Environmental Management Conference. For nearly two decades, this group of people with lofty ideals has assisted the central and local governments in river conservation, allowing the Erren River to get rid of the most polluted rive reputation in Taiwan and gradually restore its former condition.

In 2012, Dr. Jane Goodall, UN Peace Ambassador acknowledge CJCU's efforts to protect the environment. In 2014, Dr. Jane Goodall came to CJCU to jointly host the Biodiversity Animal Carnival and built the Erren River Action School, in the hope to build the International Jane Goodall's Roots & Shoots Eco-Center, which was established in August 2016. In 2016, CJCU established the "International Program for Sustainable Development" and started in 2017, CJCU officially recruited international students from all over the world, especially from the developing countries. Currently, students come from Burundi, Uganda, Tanzania, Eswatini, Italy, South Korea and other countries. Breaking through the normal state of college and/or university education where traditional teachers give lectures, CJCU takes “action learning” as the main educational model, not only allowing international students to know more about Taiwan but also giving Taiwanese students the opportunity to participate in multiculturalism and learn of the environmental protection issues in various parts of the world, inspiring an environmental protection worldview for solidarity

Based on this foundation, we started to implement the "University Social Responsibility Practice Program (USR Program)" requested by the Ministry of Education in 2017, hoping to enhance our contribution to the region and local area. During the trial period, we established, through an embryonic (Type B) stage program, the "Liaison Office for Community Sustainability, CJCU" nearby Datan Community. During the second phase, we not only continued to work on issues evolved in the trial period and in the first phase, but also activated the global sustainable development partnership, from local to international, hoping to promote Taiwan's experience and value to the world. To achieve the goal, we continued to carry out cross-field and cross-unit cooperation. “CJCU Liaison Office for Community Sustainability" affiliated to the International College of Practice and Education for the Environment, the River Restoration Center, the International Program for Sustainable Development, the International Jane Goodall's Roots & Shoots EcoCenter and other internal and external unit promote local and international development.

On April 23, 2021, we continued our "Buzzard" relationship with the Kenting National Park Headquarters by signing the "Raptor Migration Information System and Gray-faced Buzzard Environmental Education Promotion Cooperation Agreement". In other words, both parties decided to cooperate in gray-faced buzzard conservation activities. Meanwhile, Kenting National Park Headquarters has also authorized CJCU to translate the "Gray-faced buzzard's Journey" picture book into English and Japanese as a teaching material for environmental education. On October 16 and 17, 2021, the 2nd International Summit on the Gray-faced Buzzard 2021 Miyakojima was held online, to which the Pingtung County Government and Kenting National Park Headquarters were invited to make presentation and express their blessings, aside from assisting in the filming of Taiwan's gray-faced buzzard as a promotional education video, an act that has greatly raised Taiwan's visibility in the world by showing Taiwan's environmental protection achievements. 與墾丁國家公園管理處簽訂環境教育推廣合作協議書

CJCU signed the Letter of Cooperation with the Tainan East Gate Barclay Memorial Church, the Tainan Enterprise Culture and Art Foundation, the Society of Wilderness Tainan Branch and the Barclay Memorial Park Sustainable Management Association to promote the development of Barclay Memorial Park. After nearly 20 years of hard work by local residents, Tainan City Government, local enterprises, and civil organizations, the Barclay Memorial Park has transformed from a park full of garbage and dirt into an urban wilderness park with the theme of aesthetics, observation and exploration that is so close to the people and nature. In fact, the transformation process of this urban park is similar to that of the Erren River basin, which has turned from a heavily polluted river to a green river through joint efforts of public and private sectors. Both cases now serve as the model fields for environmental education, prove that our program tries to fulfill the concept of taking the natural ecology as the foundation and preserving the urban wilderness and make it into a practice field for the urban ecological environment education. In 2021, CJCU leased the Barclay Memorial Park’s Natural Environment Education Center with the assistance of the Public Works Bureau of Tainan City Government. Held on March 30, the opening and unveiling ceremony was witnessed by Deputy Mayor Tai Chein of Tainan City, CEO CL Yeh of Tainan Enterprise Culture and Art Foundation, President Zheng Dong-bo of TSC's Evergreen Plaza Hotel (Tainan), President Lee Yung-lung of CJCU, host of USR Project Convenor, Dean Horng Ching-yi, and international students of International Program for Sustainable Development (IPSD). This event showcased the concerted government-industry-university efforts in advocating the environmental education and the official launch of "Roots & Shoots Action School". Due to USR and other partnerships' efforts, the Barclay Memorial Park has accelerated the promotion of environmental education by holding the ecological film festival, the green life English camp, water quality monitoring plan, and and other activities such as removing the mile-a-minute vines (Mikania micrantha). It has thus become an environmental education base, allowing citizens to involve more in environmental activities. The Barclay Memorial Park Sustainable Management Association was consequently received "the High Distinction Award for Tainan City Environmental Education for Community Category", representing Tainan City to take part in the competition of the National Environmental Education Award. The story of Barclay Memorial Park's rebirth and transformation is praiseworthy. These achievements in the promotion of environmental education are all thanks to the efforts of the Barclay Memorial Park Sustainable Management Association, the Society of Wilderness and all the other environmental conservation groups.

Due to the partnership with the local governments, we work with the Guiren District Office to beautify the environment below the Shalun Branch Line and adopt MRT Shalun K2+892 Line. The international students of CJCU's International Program for Sustainable Development (IPSD), together with the students of Department of Fine Arts and community residents have started to design and paint some parts along the Shalun Branch Line in hope to create a unique community landscape. CJCU will keep continue to bring university, community and public sectors closer in order to create a safe and beautiful community.

With regard to the local communities and educational units, we have carried out this program in the Datan-Wutong-Shalun communities for a long time. Through courses and workshops, we have built Datan Community recycling station, which won the firstplace prize in the “Constructing Local Resource Circulation System: Subsidy Program” and successively won the honorable award of Tainan City Government "Use Resources to Save the Earth Competition". We have set up environmental education facilities such as Key-hole Garden, aquaponics, environmental landscape, rainwater harvesting, and so on. In 2021, our students constructed the chicken coops to start a friendly poultry farm, where 8 chickens are raised and they laid 516 eggs from May to September, with an average of 103 eggs produced per month, which can serve as a family animal husbandry experience under the COVID-19 pandemic. In addition to the cooperation with the existing communities along the Erren River (Tainan Datan Community, Zhong Zhou Community, Kaohsiung’s Alian Community and Shihan Community, and so on), we included the Zhong Zhou Community Reading Hut in Rende District this year, as mothers in this community have already painstakingly created a space for their kids to read and our international students are willing to lead and guide the kids in various activities, aims to activate the community space for children's growth. As environmental education is the focus of this program, we continue to not only draw and read green picture book stories at Datan Elementary School, but also carry out green life English camp and promote orienteering activities at Barclay Memorial Park and lead the students of Guanghua Senior High School to learn about the ecology of Barclay Memorial Park and to conduct scientifical surveys, such as making records for the park's Cryptotympana atrata and dragonflies, while our international students also participated in the survey of plants, dragonflies, butterflies, amphibians and benthos in Barclay Memorial Park. Those international students participating in the Tainan City Barclay Memorial Park Cryptotympana atrata Guardian Action Plan even used this survey to explore the research motivation and learning process of the volunteers participating in the scientifical survey. By so doing, those young adults and international students from Africa linked and integrated what they have learnt from environmental education courses into various fields at the Barclay Memorial Park, thus enriched the academic capacity of teaching and research.

We have increased interaction with Shalun Green Energy and Environment Research Institute of Industrial Technology Research Institute (ITRI). In addition to co-organizing the green energy photography exhibition and inviting ITRI experts to give lectures, we also actively strive for the setup of green-energy park cafes as entrepreneurship bases for young farmers to promote the development and co-prosperity of Shalun Smart Green Energy Science City and the surrounding rural areas.

With regard to the enterprises, we have assisted the Ark: A Better Life Co., Ltd. to promote its creative local agricultural products by using locally-grown tomatoes, asparagus and pineapples. Also, we have helped the Awesome Tart, a partner since the trial period, to pass through the unstable period during the COVID-19 pandemic, by doing research and development in the processing of local agricultural products. We have close cooperation and exchanges with local farmers. Therefore, farms may serve as our practical fields for the program and farmers as course instructors. In doing so, students can have agricultural knowledge such as the current situation of agriculture in Taiwan, agricultural technology, and soil science. Meanwhile, through this program, international students can work as interns at "Goodfarmer Co., Ltd." and “Tai Kang Organic Farm”, not only helping our international students to gain some actual learning experience in the farm but also solving the farm labor shortages. In December 2020, USR co-hosted with farmers organized "Farmland Feast", which shared the African foods, farming experience and music performances, allowing residents to be close with the farmland and let international students to interact with local residents and integrate into the community, by acknowledging local foods and agricultural education. In addition, the "Friendly Agricultural Basket" scheme is also established at CJCU sales channels to promote local agricultural products and to achieve the goal of sustainable food and agriculture which maybenefit the farmers.

Because of Erren River, the global connection is enhanced. Through this program, we continue to carry out cross-border, crossschool exchanges, cooperation for the international cooperation and promotion on environmental issues. In cooperation with the Goodall Institute Taiwan, the International Jane Goodall's Roots & Shoots Eco-Center and the International Program for Sustainable Development (IPSD), this program promotes activities such as Asia Pacific Summit, Earth Day and Animal Carnival. International students read green picture books in English for school kids at the Datan Elementary School, lead Taiwanese students in the green life camps during winter and summer vacations, and interact with community residents to build friendly relationships. Due to the COVID-19 pandemic, Dr. Jane Goodall was unable to visit Taiwan, but through the online Asia Pacific Youth Summit, she encouraged young students to use the spirit of Roots & Shoots to take care of the environment, care for the community, care for animals, and create environmental actions. Our teachers and students at CJCU shared the joy of Dr. Jane Goodall winning the Tang Prize in Sustainable Development Award and listened to her speech online, "You cannot get through a single day without having an impact on the world around you. What you do makes a difference and you have to decide what kind of difference you want to make.” Actions from pioneers like Dr. Jane Goodall will always cultivate more environmentally conscious citizens to cooperatively protect the natural environment.

Apart from partnering with the International Jane Goodall Association, CJCU also cooperates with Miyakojima, Japan. Because of our special geographical location, Taiwan and Miyakojima are among the important migratory stations for the gray-faced buzzard, a rare bird of prey. Every year, many buzzard watchers always gather to observe the gray-faced buzzard during its migration season, not only admiring the raptor's heroic flight but also counting the number of gray-faced buzzards and observing their migration routes. In 2020, the online video conference between CJCU and Miyakojima City Office on such topics was held as the promotion of exchanges between multiple cities, the exchanges of cultural and artistic activities, and the information sharing on the migration of birds of prey, making the gray-faced buzzard a tourism ambassador and enabling Kenting National Park Headquarters, Miyakojima in Japan and CJCU to open the door for Taiwan-Japan cooperation. It resulted in our participation together with Kenting National Park Headquarters on "2021 International Symposium on Gray-faced Buzzard" as well as the "2021 Jonkea Raptors Festival". In the symposium, representatives from Japan, Taiwan and the Philippines, representing the breeding grounds, transit and wintering grounds of the buzzard flocks, presented their research results and conservation policies. Lai Hsin-Chih, Director of Department of Green Energy and Environmental Resources at CJCU, published a long-term research report on the use of radar systems to track the migration path of gray-faced buzzards and introduced the environmental education activities conducted by CJCU for the gray-faced buzzard. Four international students from the CJCU International Program for Sustainable Development also used bamboos to create an art installation - "The Great Gray-Faced Buzzard ", which took them a week to create during the summer vacation in August. In the future, through the annual International Symposium on Gray-faced Buzzard and the newly published picture books in Chinese and English, CJCU will continue to resemble Taiwan’s international role of University Social Responsibility.

On September 5, 2021, the "New Blueprint for Future Agriculture - USR Program SIG Cross-School Exchange and ISE Talks on International Social Enterprise Forum" was held. The forum focused on five aspects: "Agricultural Waste Reuse", "Level 6 Agricultural Development", "Green Business Opportunities", "Agricultural Talent Cultivation", and "Young Farmers Co-Learning". Participating universities that represented Taiwan were Far East University, National Cheng Kung University, National Formosa University, National Chi Nan University, and CJCU. Online video conference was also held with representatives from the Kobe University, Japan to share the experience of the university’s USR teams in agriculture. Natsuki Shimizu, Associate Professor of Graduate School of Agriculture, Kobe University was invited to share Japanese experience on the topic of "Cultivating and Creating Talents for the Future of Rural Areas - Agricultural Practice of Kobe University". It was hoped that we could work together to build a better future for the agricultural environment.

For example, we held a seminar at the National Cheng Kung University's forward-looking and social forum to share our views on "Shalun Smart Green Energy Science City's Future Imagination"; cooperation and exchange with the Kun Shan University and co-hosting the "Farmland Feast" event with farmers in Guiren District. We were invited to the cross-school experience-sharing seminar held by Kun Shan University on September 22, 2021 to share on how we have been implementing our USR Program. Later, on October 12, we were also invited by the National Kaohsiung University of Science and Technology to share our view at the online forum on "Digital Transformation of Production and Marketing under the COVID-19 Pandemic".

In the promotion of civic participation, each of our partners has been playing its respective role in a cooperative way. Thus, we have been able to solve any complex environmental problems while building up mutual trust and achieving resource sharing across the fields and the units. CJCU is an educational unit. Its main social responsibility lies in cultivating young students to make use of and apply their expertise to the advancement of society. The university is the field of knowledge creation, and CJCU hopes that the knowledge created can be applied to society. Under its active efforts, CJCU takes the locale as the foundation, grasps the development opportunities, and moves towards internationalization. With regard to the innovation in education, CJCU has established the "International Jane Goodall's Roots & Shoots Eco-Center" through its long-term cooperative relationship with the International Jane Goodall Association. In 2016, CJCU applied to the Ministry of Education for the establishment of "International College of Practice and Education for the Environment". In 2017, the "International Program for Sustainable Development" was opened. CJCU has accumulated nearly 20 years of practical experience in the implementation of environmental conservation and education, therefore, CJCU is able to integrate its teaching design and cooperation fields into the "International Program for Sustainable Development",

thus introducing Taiwan's environmental protection experience to other countries around the world through the "International Jane Goodall Association" and doing its best for global sustainable development. CJCU so far has recruited international students for five academic years. Many students come from the developing countries, such as Tanzania, Burundi, Eswatini, Uganda, Bangladesh and Belize. They love nature and are eager to change the world. Currently, there are 65 students in the 4-year courses of CJCU and 17 new students are expected to join us next spring. Table below shows the nationality and the number of students accumulated over the years. Dr. Jane Goodall, who is an international conservationist, the UN Messenger for Peace and the honorary dean of International College of Practice and Education for the Environment (ICPEE), Chang Jung Christian University (CJCU), said, “Roots creep underground everywhere and make a firm foundation. Shoots seem very weak, but to reach the light, they can break through brick walls. Imagine that the brick walls are all the problems we have inflicted on our planet; the thousands of roots & shoots, thousands of young people around the world can break through these walls. You CAN change the world.” Before they came to Taiwan, many of our international students have engaged themselves in the Roots & Shoots Action program, which aims to cultivate respect and empathy for life, promote understanding of each other's cultures and beliefs, and encourage everyone to take action to help each other, care for animals, and improve the environment. In short, Roots & Shoots is an action to protect animals, community and environment. Our international students actively participate in the USR Program through courses and workshops and take practical actions "learn by doing and do while learning". Our students' inputs won the 2019 USR EXPO Best Dynamic Practice Award organized by the Ministry of Education, and Barnaba, a student from Tanzania, won the leading role in the 2020 Online Exhibition as well as the 2020 USR EXPO for Specific Theme Videos, thus encouraging more students to join the IPSD program. Its establishment not only witnesses the development and infinites possibilities of educational innovation but also promotes mutual visits and exchanges among schools, students and the Ministry of Foreign Affairs. The January-February 2021 issue of the Taiwan Review Bimonthly published by the Ministry of Foreign Affairs introduced the CJCU International Program for Sustainable Development (IPSD) under the title of "Sowing the Seeds of Change" with a side note stating that IPSD program is "a unique program that empowers young people from all over the world to achieve sustainable development for all mankind". International students become the seeds of civil diplomacy and ambassadors for promoting social responsibility, opening up another window of opportunities for Taiwan's diplomacy. Recently, three Tanzanian graduates were awarded Ministry of Education Taiwan Scholarship this year. Astere, a graduate from the class of 2017 (the first year of IPSD program) returned to Burundi, he applied what he had learned from our USR courses to complete the establishment of a friendly chicken farm together with his community residents. Nathan, a graduate also from Tanzania, who was successfully admitted by the graduate school of National Taiwan University, said that he can apply what he has learned to the community and the community becomes the field to practice his expertise and knowledge. Indeed, international students can transform the community environment and space, promote environmental education, improve agriculture and share cultures. When communicating with the local community through actions, they affect themselves, the community residents and even Taiwan. USR enables local caring to cultivate talents and talent cultivation to show local caring, link students with the communities and promote exchanges between local and international communities. The results are described as follows:

Through the USR courses, our teachers and students have transformed the traditional historical house into the "Liaison Office for Community Sustainability, CJCU" to preserve the history and culture, local rural customs and the good memories created at the base. In addition, they have also renovated Datan community’s messy recycling station with their own hands, built a unique recycling space with bamboo and discarded window frames, constructed the Key-hole Garden (African-style food waste composting station), aquaponics, rainwater harvesting sites, plastic bottle houses, friendly chicken farms and so on, to serve as environmental education bases. The recycling station they built was awarded the first-place prize by the Environmental Protection Bureau of Tainan City Government. Our students have conducted research on the retrofitting process for the recycling station and presented the results in an international workshop. Partnering with students from the Department of Fine Arts and community residents, our students have transformed the environment below MRT Shalun into a safe and unique landscape for the community.

Our international students walked into the elementary schools to read the green picture books for the school kids and conduct a green life English experience camp; they also assisted the community to conduct a guided tour, bringing their African cultures to the Taiwanese people. Not only did they promote the "Menstrual Hygiene Day" and invite students from Tanzanian Jangwani Girls' High School to attend the international online lectures on campus to focus on and promote women's rights, but they also built a solar-powered coffee food truck with students from the Department of Green Energy and Environmental Resource and community residents to experience and promote green energy. Our international students did research on the farmland soil and investigated the plastic particles through the course and conducted sampling in the way of scientific research. The sampling results were reported through community lectures, so that everyone could better understand the harm of plastic particles in the environment and the importance of plastic reduction in farmland, in the hope to establish a sustainable and safe planting environment and green agriculture. They also assisted in organizing African dining tables, sharing agriculture experience, food and agriculture education and music performances on farmland.

exchanges promote mutual understanding and tolerance. Our international students performed cultural performances in various forms, participated in community festivals to experience Taiwan. They showed unrestrained enthusiasm through singing and dancing; exchanged food culture through African dining tables; conveyed exotic customs through traditional costumes; and took action to immerse themselves into the community life. We helped connect those international students returning home after graduation with the Yunus Social Business Center of CJCU so that they can join the "New Entrepreneur Project" workshop to create their own social enterprise plans. After graduation, Astere returned to Burundi, where he set up the "NEZERWA Poultry Farm" with his community residents by building chicken coops with palm trees. After a series of efforts, they obtained the permission from the local government and began to raise chickens. NEZERWA means happiness, allowing the chicken to grow safely and happily while solving the source of nutrition and providing employment opportunities for the local elderly. He said that he recently shared this entrepreneurial plan and won the award of one of the top five best programs issued by the SUMACO organization. He also said, “I am who I am today thanks to Taiwan and its people, so I owe much credit, respect and love to Taiwan and Taiwanese. Indeed, Taiwan cultivates talents for transnational actions and the talents help promote the value of Taiwan in return.

Rozalia is another graduate from CJCU. After returning to Tanzania, she launches the "Pride of Being a Girl" Roots & Shoots program with Benica, a third-year student in our IPSD program, to train and empower young girls. Rozalia and Benica listen to their voices, collect their problems, and try to solve problems through the CARE program. Rozalia and Benica have been practicing the concepts of Earth Care (Natural Material), Women's Power, Girls Care (Period Positive) and Health Care (Womb Healing).

Dr. Jane Goodall said: "Only if we understand, can we care. Only if we care, we will help. Only if we help, we shall be saved." Our USR program creates a platform for students and communities to act together and see hope together! In the future, we will continue to encourage students to become promoters of environmental education after returning to their home countries through entrepreneurial practice and to spread Taiwan's experience and values on the international stage. Because of the unique innovation of education, even more than 10.000 kilometers apart, Taiwan has developed cooperation with African countries and the community has established friendship with international students. We can see that the change is taking place now! Education is the way to change the individual, society and the world, witnessing the transformation and regeneration of the environment and the growth of people due to the expansion of international action. It is our sincere hope that together we can change the world--Yes! Together We Can!

站髒亂之問題，學生與社區居民共同整治、協力營造，設置Keyhole garden(鎖匙孔花園) 來自非洲的理念是一 個身兼廢物循環及作物種植於一身的種植槽，結合廚餘回收及透過國際學生協助維護，建構低碳永續家園。另外， 爭取臺南市政府都市發展局20萬元經費營造社區空間，藉以保存農村聚落生活及古厝建築之再生，與社區居民打 造更好的生活品質，帶動居民社會參與。2020年受疫情之影響為促進長者之健康飲食，打造健康韌性社區，與歸 仁區公所大潭里辦公室共同申請臺南市政府衛生局「109年度委託維護社區營養教育示範點」計畫，獲四萬元補 助，引動長榮大學保健營養學系老師至大潭及中洲社區關懷據點帶動長者三好一巧、均衡飲食、自我健康管理等 觀念，以建構長者之健康。

In addition to the financial grants from the Ministry of Education’s USR Program, we have also tried to get other fundings. For example, we cooperated with the Datan Community Development Association to strive for the "2019 Subsidy Program for Constructing Local Resource Circulation System" and received a subsidy of NT$100,000 for leading the community to develop environmental protection and recycling. For this program, our students and community residents worked together to solve the messy problems of the recycling station by building the “keyhole garden”, a concept from Africa for setting up a planting trough that combines waste recycling and crop planting. With the help of our international students, we were able to build and maintain a lowcarbon sustainable home for recycling the food waste. Moreover, a grant of NT$200,000 was awarded by the Urban Development Bureau of Tainan City Government for our efforts in creating a community space to preserve the rural settlement life and regenerate the ancient houses, thus creating a better quality of life for community residents and encouraging them to participate in society. To promote healthy eating for the elderly and build a healthy and resilient community under the influence of COVID-19 pandemic in 2020, we partnered with Datan Village Office in Guiren District to apply for the "2020 Entrusted Maintenance Community Nutrition Education Demonstration Site" program organized by Public Health Bureau of Tainan City and received a subsidy of NT$40,000. To carry out the program, our teachers from the Department of Nutrition and Health Sciences were stationed at the care centers inside the Datan and Zhong Zhou communities to promote such concepts as “3+1 Healthy and Balanced” eating habits, balanced diet, and self-health management for the elderly, so that they can stay healthy all the way.

We also applied for the "2020 CJCU Higher Education Deep Cultivation Application Program" and received a subsidy of NT$60,000. Through the deep-integrating courses, teachers can guide students who are interested in further development of certain topic to carry out extended knowledge and practice work. Taking the course of environmental sampling and analysis as an example, students could extend the subject of 107-1 and 108-1 "Environmental Sampling and Analysis" to plant the okra on the farmland and to record the growth of crops with different planting methods, so as to verify whether green agriculture is feasible or not. In the "Cocreation" course, students extended their learning and took the initiative to build the plastic bottle houses to solve the temporary storage of recyclables in the Datan Recycling Station, thus allowing a large number of recycled plastic bottle resources to be reused. While solving community issues through the deep-integrating courses, we also enhanced students' motivation for self-learning, deepened and strengthened their knowledge, and asked them to publish what they have learned on paper. Besides, we also applied together with IPSD international students for the "Sustainable Living Laboratory" program sponsored by the in-campus industryuniversity cooperation center. Our proposal was to build a "Friendly Poultry Farm” called KUKU (which means chicken in Swahili) in the Datan Recycling Station. In other words, we were to build a circulatory system through chicken breeding or the “Sustainable Poultry Farming Program”, for which we received a subsidy of NT$100,000. In response to the construction of the Smart Green Energy Science City in Shalun to promote green energy in the community, we held workshops in 2020, through which IPSD international students, students from the Department of Green Energy and Environmental Resource and community residents were asked to jointly build solar food trucks. As a result, Wooart Design Integration Co., Ltd. offered us with a funding of NT$80,000, to create some related solar-powered mobile installations in 2021, which would be used in the Green Ideas Art Exhibition at the Green Energy Science City for green energy promotion activities.

To cultivate talents, we encourage teachers and students to join the USR Program through courses. To improve students' learning motivation, we offer, in average, 21 courses in each semester, with 697 students participating. For each course, we propose suggestions or practical practices on community issues and offer collaboration across fields and departments. In the 109-2 semester, due to the pandemic, 12 USR courses were offered in 8 departments, with 387 students participating; in the 110-1 semester, 15 USR courses were offered in 8 departments, with 538 students participating. Although the number of planned courses has been affected by the COVID-19 pandemic, the spirit we have accumulated since the trial period and the relationship we have established with the local community are not limited by the COVID-19 pandemic, with the goals and efforts being made towards local caring,

2021年2月1日至2021年9月30日區間共舉辦100場活動，受疫情影響平均一個月辦理14場活動，校內師 生及計畫成員參與人數為1,694人，其餘跨校師生及地方人士參與人數為1,891，共3,585人，如表。

This USR program combines university education with practice in the implementation of social responsibility, care for the disadvantaged, and community service. We have tried to fulfill all the multiple roles that a university can play. In addition to the courses, through a number of activities, workshops, food and agriculture experience, community walks, forums and seminars, we carry out domestic and foreign field practice activities, so as to learn and share with the community. The COVID-19 pandemic became severe in May 2021 but subsided in mid-August. As a result, we cancelled about 50 events in the three months, affecting 1,200 people. A total of 100 events were held from February 1, 2021, to September 30, 2021, with an average of 14 events held in one month under the influence of COVID-19 pandemic. The number of teachers, students and program members on campus was 1,694, while the number of participating teachers, students and local people from outside was 1,891, amounting to a total of 3,585 participants.

The operation scope of this program covered those communities adjacent to our campus and the Erren River basin and was expanded to cover Tainan City Barclay Memorial Park. During its implementation, it has won several awards, namely the leading role in the USR Online Exhibition, the USR EXPO Best Dynamic Practice Award, the first-place prize for community recycling station. In addition, we have assisted the Barclay Memorial Park Sustainable Management Association to win the "High Distinction Award of for Tainan City Environmental Education for Community Category", which will be sent to the Environmental Protection Administration on behalf of Table Tainan City to compete for the National Environmental Education Award. During the implementation of this program, in addition to the recognition by the Ministry of Education, we have also assisted CJCU to win the Silver Award for 2nd National Enterprise Environmental Protection Award, the Green Action Award and AREA Asia Enterprise Social Responsibility Award/Green Leadership Award. Thus, the results can be classified as follows:

Promote the Creation of Community People and Promote Local Relations

Through the "Liaison Office for Community Sustainability, CJCU", we acted as a bridge between teachers and students and the communities, held "Datan Temple- Green Energy and Technology Humanities Lecture Series", participated in community reading groups, compiled monthly magazines, and encouraged to collect community issues into the USR Program and try to solve them. Besides, we have built up relationships with the communities and local governments through meetings and events so as to promote local caring.

International students participated in USR and adapted themselves to the communities Create a green community and promote environmental education

Through the curriculum, teachers and students adopted the PBL problem-based learning, learned together with the communities, and cultivated talents. Students of the International Program for Sustainable Development were even more involved in the program. They transformed the community environment and spaces, promoted environmental education, improved agriculture, shared and learned Taiwanese culture, and communicated with the local communities through actions, thus affecting themselves, the community people and even Taiwan. USR enables local caring to cultivate talents and talent cultivation to show local caring, link students with the communities and promote exchanges between local and international communities.

Through cross-disciplinary cooperation in courses, students and community residents have jointly revitalized and beautified the unused community spaces; developed solar-powered devices to promote green energy; worked with the communities to build up the recycling station that won the first-place prize and continued to build various environmental education facilities. Our international students went to elementary kids to read green picture books for school children and promoted environmental education to sow seeds from early age. They also promoted the creative agriculture and worked with farmers to practice the "Friendly Agricultural

In response to COVID-19 pandemic, we have taken the opportunity to promote online global connections and to contact with those international students returning to their home countries

進行第二屆亞太青年高峰會議，鼓勵青年投入環境行動；促成日本宮古島與墾丁國家管理處於灰面鵟鷹保育行動 連結；舉辦跨校SIG分享，邀請日本神戶大學學者與談，分享大學實踐農學。國際生返國及與母國志工合作，推 展跨國行動。

We conducted the 2nd Asia-Pacific Youth Summit to encourage youth to engage in environmental action; facilitated the connection between Miyakojima, Japan and Kenting National Park Headquarters in the conservation action plan for the gray-faced buzzard; held cross-school SIG sharing, invited scholars from Kobe University of Japan to talk and share how to practice agriculture in college. Our international students returning to their home countries have been cooperating with volunteers to carry out transnational actions in their home countries.

Through action learning and PBL courses, this program has promoted the teaching innovation ecosystem and cultivated students with social care and innovative thinking through the four stages of active nursery, breeding and sowing, ecological farming and rooted reproduction, and promote innovative teaching and research in the university (Fig. 54). We have solicited the school-affair support for the creation of an innovative teaching environment and support system, just like what we will do in the process of seed germination and growth; through the PBL course, we have been cultivating our teachers, students and staff and investing in the field practice during their capability-deepening stage; in the stage of cross-border exchange, we have been promoting the input of teachers from different fields in the university and connecting external resources and working together; for spreading this model, we have been creating innovative teaching models and encouraging students to innovate and start businesses so that they can eventually spread this model to fields at home and abroad. At present, international students returning to their home countries to start their own business have been going through this four-stage process, which is like the process of sowing seeds, waiting for the seeds to blossom and bear fruit and hope.

This program has brought in its influence on community, education and diplomacy, as we have invested our efforts in the communities by working with community residents to create a better quality of life and to empower the communities. As the participation of our international students has been integrated into the community life, the trend of community internationalization has been promoted, and mutual assistance and common good have become a part of community life. In terms of education, the involvement of our international students in schools and/or exchanges of various activities has been promoting the language and culture learning among the community residents and students at all levels in universities, high schools, and primary schools, opening up a multicultural perspective and promoting inclusiveness and understanding of the whole society. Not only does the establishment of our IPSD program witness the development and infinite possibilities of educational innovation, but it also promotes mutual visits and exchanges between schools and students and the Ministry of Foreign Affairs, opening another window for Taiwan's diplomacy.

The course operation cultivates international talents. Students have been actively participating in international conferences such as community building. International Roots & Shoots activities, and global NGO development forum. Through establishing friendly and cooperative relations with relevant international organizations, IPSD students have been able to share Taiwan's experience in environmental protection through various media. For example, the results of Taiwan's COVID-19 pandemic prevention have been shared through video back to the home countries of our international students. In response to the theme of "Defeat Air Pollution" on the World Environment Day, we called on all teachers and students to fight against air pollution with the world. This video program was awarded the "World Environment Day Hero Certificate", making us the first Taiwanese unit listed on the United Nations World Environment Day Action webpage. The first batch of international students returning to their home countries after graduation has been practicing environmental action and spreading Taiwan’s experience in their home countries, making themselves the seeds of environmental education and ambassadors of social responsibility from local to international communities. All the above actions have been creating international influences through education, opening up a new page for "Educational Diplomacy".

Tanzanian IPSD student, Nathan, presented “University-Initiated Efforts to Move Community Toward Sustainability: A Case Study on Roots and Shoots Action Plan Coordinated by the USR Project” and Takako Sasaki, a postdoctoral researcher of the USR program, published "On the Functions of Community Offices in University Social Responsibility Programs". These two practical studies were published in English.

Nathan以大潭資源回收為研究場域，對IPSD學生進行問卷施測，研究結論為:A.學生參與帶來資收站更多創意 及多樣性；B.大潭資收站可以做為環境教育場域；C.參與的學生對大潭資收站的功能及參與意願高於未參與學生。 佐佐木博士後研究員以訪談加入USR 計畫的課程教師及自身觀察，研究發現為社區辦公室的功能為A.讓學校走 出象牙塔；B.培養具有實踐技能的人力資源；C.使居民感到容易進入學校。最終計畫與居民、老師及學生共同工作， 朝向永續社區之願景。

Nathan took Datan Resource Recycling as the research field and conducted a questionnaire test on IPSD students. The research conclusions are: A. Students’ involvement brings more creativity and diversity to the recycling station; B. Datan Recycling Station can be used as an environmental education field; C. Students who participated have higher ability of naming the functions of Datan Recycling Station compared to those who did not participate, and they are more willing to do the recycling projects in the future. Postdoctoral researcher, Sasaki, interviewed the course teachers who joined USR programs and added his own observations. The research found that the functions of the community office are to A. Let the school connected with real life; B. Cultivate human resources with practical skills; C. Encourage community to participate the school’s activity. The final plan is to work with community, teachers and students towards the vision of a sustainable community

威嶔協助翻譯。這次研討會是日本台灣學會第一次接受台灣的USR報告分享，也是第一次機會認識台灣的USR

On May 30, USR project convenor, Hong Qingyi, and postdoctoral researcher, Takako Sasaki, published the project results, and convenproject co-host Li Weizhen assisted in the translation. It was the first time that the Taiwan Society of Japan accepted Taiwan's USR report to share, and it was also the first opportunity to get to know Taiwan's USR program. Hung Ching-yi published the theme of "Green Community Roots and Shoots Action - A Case Study on Social Responsibility of a Christian University". He proposed that environmental education and sustainable development should be the focus of the university's social responsibility, which is in line with the development trend of international higher education. In view of the globalization and the external environmental variables such as by climate change, the social functions, internationalization, problem-solving educational models, and university social responsibilities can become the operating characteristics of private universities. "The role of universities in the "University Social Responsibility (USR) Program" from the perspective of community building” was presented by Prof. Sasaki, reported about various community events and interviews with local residents and primary school teachers.

研討會評論人日本帝京大學教授山崎直也提出了台灣的USR在世界上的定位、PBL課程的細節、以及兩岸四地是 否有可能進行合作等等問題。再則，山崎教授也提出由他所推動的「到台灣修業旅行」的活動是否能與USR計畫

合作，透過介紹USR計畫的「2021溪守臺南─二仁溪綠色生活地圖月曆」的環保示範遊程，歡迎日本高中生來 台灣進行修業旅行。

The seminar commentator, Professor Naoya Yamazaki of Teikyo University, Japan, raised issues such as the positioning of Taiwan's USR in the world, the details of PBL courses, and the possibility of cooperation among the four places on the Taiwan Strait. Furthermore, Professor Yamazaki also asked whether the activity of "Taiwan Study Tour" promoted by him could cooperate with the USR project, and introduced the environmental demonstration of the USR project's "2021 River Conservation in Tainan – Erren River Green Life Map Calendar". Itinerary, Japanese high school students are welcome to come to Taiwan for a study trip.

(3)新實踐曁台日大學地方連結與社會實踐國際研討會

Published on September 2, with the theme of "University Social Responsibility Practice Plan": Local Linking and Its Significance - Taking the "Friendly Agricultural Basket" of CJCU as an example on one of the policy concepts of "Local Connection". This paper analyzes those farmers are selling agricultural products in the same way at the present stage, and proposes to set up cooperatives through the meeting. The goal is that after the end of the USR program, farmers will operate the "Friendly Agricultural Basket" program by themselves. Farmers find ways to solve problems through cooperation with the USR program, promote local connections, and also show the role of talent cultivation.

尋找問題解決的途徑，促成在地連結也顯現人才培育的作用。 「環境毒物學」課程調查農田裡的塑膠微粒，採集地點以青農之農地為主，經過採樣、密度分離、過濾、萃取及 辨別分析等，實驗結果發現:(1)所有樣本，不論樣本來源深或淺，都有採集到塑膠微粒；(2)越靠近馬路的樣本， 塑膠微粒是遠離馬路樣本的3倍；(3)來源大部分為聚乙烯(塑膠袋之原料)，判斷來源由農用塑膠布和水果外包 裝塑膠套；(4)塑膠微粒主要分成六種形狀：碎片(fragments) 、纖維(fibers) 、海綿(foams) 、薄膜(films)、 顆粒(pellets)、微粒(microbeads)。師生將調查結果於社區發表外，課程教師傅立達助理教授亦將結果以 「Quantification and Analysis of Microplastics in Farmland Soils: Characterization, Sources, and Pathways」 為題發表於MDPI期刊。另一課程「流域環境管理」帶領學生至二仁溪河口陸源海洋廢棄物公民科學家活動，學

（25%），漁業相關（15%）再次之。跟平常淨灘的海岸垃圾（以漁業垃圾較多）相比較，可以發現這次河口垃 圾多是來自日常生活（如瓶罐和餐具）。協助帶領之業師將此成果發表於Frontiers in Environment Science期刊。

The "Environmental Toxicology" course investigates the plastic particles in farmland. The collection site is mainly at the farmland of Qingnong. After sampling, density separation, filtration, extraction and identification analysis, the experimental results show that as follows: (1) The studied farmlands in Tainan City, Taiwan were extensively contaminated by microplastics.; (2) The concentration of microplasticss in roadside farms was higher than in enclosed farms away from suburban roads.; (3) Micro-fragment and -fibers were the most common types, with LDPE (low density polyethylene) being the dominated polymer type. (4) Plastic particles are mainly divided into six shapes: fragments, fibers, sponges, films, pellets, and microbeads. Teachers and students published the survey results in the community, and the course teacher, Assistant Professor Rieter, also published the results in the MDPI journal under the title "Quantification and Analysis of Microplastics in Farmland Soils: Characterization, Sources, and Pathways". Another course, "Watershed Environmental Management" led students to hold scientific activities on marine debris from land sources in Erren River Basin. The students investigated marine debris by cleaning the beach. After sorting out, there were 300 available data. Bottles and cans are the most common types of waste (40%), tableware and cartons (25%), and followed with fishery-related (15%). Compared with the coastal garbage in the usual beach cleaning (more fishery garbage), it suggested that most of the garbage in the basin comes from daily life (such as bottles, cans and tableware). The results of this investigation were published in Frontiers in Environment Science.

To grasp the opportunity of international students' going back home after graduation, “New Entrepreneur” workshop was held by Yunus Social Enterprise Research Center to select social enterprise innovation plans.

1.IPSD畢業生 Astere 回到蒲隆 地後展開「NEZERWA Poultry Farm」計畫，與社 區居民以棕梠樹搭建雞舍。

IPSD graduate, Astere, started the "NEZERWA Poultry Farm" after returning to Burundi. He, with community, build chicken coops made of palm trees.

2.IPSD畢業生 Rozalia 畢業後 回到坦尚尼亞，透過 CARE 計畫，傾聽年輕女孩的聲音 及問題，並向他們介紹台灣 經驗及 CARE 計畫。

IPSD graduate, Rozalia, returned to Tanzania after graduation. Through the CARE program, she listens to the voices and problems of young girls, and introduces them to Taiwan's experience and CARE program.

透過層層努力取得當地政府 許可，開始飼養雞隻，

NEZERWA意旨快樂，讓雞 隻平安、快樂成長而解決當 地社區動物性蛋白質來源及 就業機會。

After several efforts to obtain permission from the local government to start raising chickens, NEZERWA (which means happy in Swahili), hopes chickens can grow up safely and happily and solve the source of animal protein protein problems and open employment opportunities in the local community.

畢業生Rozalia與在校國際生 Benica執行2020「世界經期 日」。目前組織坦尚尼亞志 工隊並結合 Vijana Solution (意指年輕)組織共同解決在 地女孩經期貧窮的議題。

Graduate, Rozalia, and current international student , Benica, organized “2020 World Menstrual Day". Currently, a volunteer team in Tanzania is organized and combined with the Vijana Solution (means young) organization to solve the menstrual problem due to poverty among local girls.

「新創業家育成計畫」工作坊 國際生參與人數 17 人，學生共 提出了多達 17項返國創業計 畫，實際創業人數 3 人，並獲 得創業基金。

17 international students participated in the "New Entrepreneur Program" workshop. The students proposed 17 plans to start a business back home. The actual number of entrepreneurs was 3, and each received start-up funds.

IPSD 國際生參與亞太根與芽國 際青年高峰會人數，2020 年 8 位、2021 年15 位，並由本校 來自坦尚尼亞、蒲隆地、孟加 拉、阿爾及利亞和澳門國際生 組成志工團隊。

宮古島以灰面鵟鷹為市鳥，灰 面鵟鷹夏天在日本等地繁殖， 秋天遷徙到菲律賓等地度冬， 春季北返。十月經過墾丁，成 為每年報到的國慶鳥，因此透 過 USR 計畫串起宮古島與墾管 處的「鷹」緣，今年 4 月與墾 丁國家公園管理處亦簽署「猛 禽遷徙資訊系統與灰面鵟鷹環 境教育推廣合作協議書」， 雙 方合作進行灰面鵟鷹保育活 動，善盡國家公園與大學社會 責任的實踐。

Miyakojima uses the Gray-faced Buzzard as symbol for its city bird. It breeds in Japan and other places in summer, migrates in autumn to the Philippines and other places for winter and returns to the north in spring. Passing through Kenting in October, it became an annual National Bird Day. Therefore, through the USR program, the "buzzard" relationship between Miyako Island and the Reclamation Management Office was linked. "Buzzard Environmental Education Promotion Cooperation Agreement", signed by both parties aims cooperate in the conservation of gray-faced buzzards, and fulfill the practice of social responsibility of national parks and universities.

開展國際實踐場域以日本宮 古島為主，距離沖繩島約 300 公里，擁有豐富的海洋 資源；每年南遷北返的灰面 鵟鷹，不僅帶來環境保育的 成果與希望， 也搭起日本與 台灣的友誼之橋。

The main field of international practice is Miyako Island, Japan, which is about 300 kilometers away from Okinawa Island, and has rich marine resources; the gray-faced buzzard, which migrates from the south to the north every year, not only brings the achievements and hope of environmental protection, but is also as a bridge for Japan-Taiwan friendship.

CJCU's USR project "Green Community Roots and Shoots Action Plan - From Local to International" won the specific theme video award at this year (as shown in the Fig 62 and 63), as one of the 12 finalists. The 2020 USR Online Expo video competition was classified into five specific themes: sustainable urban and rural areas, health and well-being, industrial innovation, high-quality education, and global connection. Through the presentation, it gathered public's attention and show USR's momentum and fruitful results. The selected specific planners will be assisted by the University Social Responsibility Promotion Center to shoot a 5-8-minute in-depth story video, which will be broadcast in the special theme video section of the online expo. In 2019, the USR EXPO organized by the Ministry of Education participated in the dynamic practical activities of "Dream Stage", "Outdoor Field Shed" and others . National and high school students brought wonderful and enthusiastic performances. International students used drums to shine and bring spirit to Taiwan. After the performance on the Dream Stage, the Samba team performed the next performance in the outdoor field shed. Build the No. 1 Recycling Station with the Datan Community

The USR Community Office and the Datan Community Development Association cooperated in the "2019 Tainan City Subsidy Program for the Construction of Local Resource Circulation System", to transform the original recycling resource station, improve the recycling and reuse of waste resources, and create a friendly environment by renewing the recycling station. In 2019, it won the first-place resource recycling station selected by the Environmental Protection Bureau of Tainan City Government. In 2020 and 2021, it won the honorary award and special award of Tainan City's "Recycling Station Group". CJCU international students assisted a lot in the construction and maintenance of the Datan Recycling Station, which enabled the successful completion of the recycling station and was recognized by all walks of life.
