LEGISLATIVE ALERTS 1ST QUARTER OF 2023

My office has been attentive on the development of may motions for resolutions voted on that benefit the residents of District 1.
Among some of the resolutions that benefit residents and small business owners is the one unanimously approved to increase the number of truck foods in the hamlets of Brentwood, North Bay Shore, and Central Islip. See Page 8.

HEYWARD & CLARKE STREETS BRENTWOOD
After a year of complaints from locals in Brentwood near Heyward and Clarke Streets, and after repeated requests from my office to county and local agencies, the inconvenience brought on by improperly disposed furniture, trash, and other items at the parking lot on the commercial plaza situated between these streets was eliminated on February 12, 2023.



I would like to express my gratitude to the Town of Islip Department of Public Works, Department of Code Enforcement, Town of Islip Fire Marshalls, Suffolk County Police Department's 3rd Precinct, Suffolk County Department of Social Services, and the Office of Mental Health and Hygiene for their coordinated efforts to remove the furniture, trash, strollers, and clothing that had been improperly disposed of. It is also important to note that the county agencies were present to aid numerous people who appeared to be in need. I also want to express my gratitude to all the constituents who spoke out against such unhealthy conditions.

ROBERTO CLEMENTE PARK BRENTWOOD
Roberto Clemente Park's skate park or plaza is complete. Renovations and advancements are ongoing despite the park's closure for years owing to illicit toxic waste dumping. Providing Roberto Clemente Park with the amenities that our residents deserve is a top priority.




The park has an Olympic size pool with a state-of-the-art spray park. The skate plaza's construction gives the park a wonderful benefit. I want to express my gratitude to the Department of Parks and Recreation for making this skate plaza a reality. I also want to express my gratitude to the offices of Assemblyman Ramos and the NYS attorney general, Letitia James, for securing the muchneeded funding.

MASSACHUSETTS AVE & ILLINOIS AVE PARK
NORTH BAY SHORE
Inquiries about the park on Massachusetts and Illinois Avenues have recently been received by my office. The worry is that a developer could want to buy this park as it seems to be empty and has no obvious function, so they could use the money to create a housing development or a shopping center.

There will be discussions between my office and the Town of Islip Department of Parks and Recreation on how to make it better and make it more active for local residents.

ROSS MEMORIAL PARK BRENTWOOD
Ross Memorial Park's renovations and advancements are ongoing despite the park's closure for years. The closure was the answer to the open-at-day-light illegal drug use and sale by unscrupulous individuals. A determined effort to improve the park is under way this year. To begin with, a parking lot with some eighteen (18) car stalls was constructed at the south east corner. The installation of a perimeter fence is next. The park will have a bandshell and other amenities when the construction is complete. Ross Memorial Park is a fundamental piece for the determining of a Brentwood Business District.




STATE OF DISTRICT 1
BRENTWOOD, NORTH BAY SHORE, CENTRAL ISLIP
It is customary for an elected person to reflect on his/her first year in office, I am grateful and honored to serve and represent the residents of the Town of Islip District 1, which includes North Bay Shore, Brentwood, and portions of Central Islip.
Residents of District 1 have felt overlooked, underserved, and utterly unrepresented for a very long time.
I have primarily focused my efforts on those areas.
I invited the majority of community organizations and leaders to convene the Roberto Clemente Park Advisory Board. The objective of this RCPAB is to discuss, select, and prioritize a list of projects that the New York State Attorney General’s Office and the Town of Islip have deem viable for Roberto Clemente Park.
The invited entities so far are:
American Legion, Asociación de Pastores de Long Island (APLI), Boy Scouts of America Troop 371, Brentwood Fire Department Engine 1, Brentwood Chamber of Commerce, Brentwood Public Library, Comité de Damas Latinoamericanas, Hope Missionary Baptist Church, Iglesia del Dios Vivo, National Association for the Advancement of Colored People (NAACP), Office of Legislator Sam Gonzalez, Rotary Club of Brentwood, Police Athletic League (PAL), Puerto Rican Coalition, Salvadoran American Chamber of Commerce, Suffolk County Police Department (3rd Precinct), St. Ann’s Roman Catholic Church, Teatro Yerbabruja, The Knowledge Project, Uplift Our Towns, Youth Advisory Board, and Youth Enrichment Services (YES).

In order to prevent further contamination from toxic waste dumped illegally, Roberto Clemente Park was forced to close for more than 6 years. Joint lawsuits were filed by the New York State Attorney General's Office and the Town of Islip to chastise and penalize offenders at fault. These legal cases have already resulted in settlements totaling more than $771,000 so far. Since District 1 residents directly suffered effects and harm from the closing of Roberto Clemente Park and its facilities, the New York State Attorney General's Office believes that the inhabitants of Town of Islip Council District 1 should determine which improvements will be implemented.
The following projects, in no particular sequence, have been determined to be viable by the Town of Islip and the Office of the Attorney General of New York State (A total estimated cost of $4,344,450 includes):
The canopy area ($100,000), picnic tables ($1,750), chess, checkers, and domino tables ($1,500), a new restroom station ($500,000), an updated restroom ($200,000), two water fountains/refill stations ($1,200), updating basketball courts ($300,000), a multipurpose turf soccer/lacrosse/baseball field ($2,500,000), infield turf softball ($180,000), and outfield turf baseball ($560,000).
Ross Memorial Park on Brentwood Road is an additional park in our District 1 that requires renovation and operation. To ensure prompt and thorough building of Ross Memorial Park and its amenities for our inhabitants, I will focus on this project. 18 parking spaces have been built into the new parking lot thus far. There will be a new peripheral fence installed. If the supply chain doesn't interfere, a gazebo and other amenities will be installed.
In addition to forming the Roberto Clemente Park Advisory Board, I've also invited the youth in the neighborhood to do the same by establishing a District 1 Youth Advisory Board. This group
will meet with me on a regular basis to discuss about research and recommend actions that will enhance the quality of life for everyone in the neighborhood overall but will focus particularly on issues that the young people believe are crucial for this long-ignored demographic.
I've started the process of extending and modernizing the desperately needed Brentwood Legion Ambulance Service through discussion, development, planning, and execution. In 2018, the Brentwood Legion Ambulance Service responded to more than 8,000 calls; in 2021, the number of calls soared to over 9,500. The second busiest volunteer ambulance service in the state of New York is Brentwood Legion Ambulance Services. Its vehicles and equipment are substantially out of date. Newer equipment and cars require taller and larger stall spaces in its building, it is imperative to remodel and develop a new infrastructure that will allow the storage of said equipment, restricted pharmaceuticals, and state-of-the-art vehicles. Moreover, a maintenance facility is needed to maintain the fleet of automobiles that are owned privately by the shopkeepers.
At previous council meetings, resolutions in favor of the extension of the Brentwood Legion Ambulance Services were approved.
The poor condition of many of our roadways is another crucial concern. Due to the cold weather, numerous of them are crumbling and also have potholes. My request to our Department of Public Works is for a list of the District 1 roads that need to be repaved. I can find the roads that require urgent attention with the help of this list. I should note that certain roads are outside the jurisdiction of the Town of Islip.
Roads that are owned and maintained by Suffolk County include the following: Carleton Avenue, Crooked Hill Road, Fifth Avenue in Bay Shore, Johnson Avenue to MacArthur Airport, Lakeland Avenue (near Sunrise Highway), Middle Road, Bayport, Montauk Highway (east of Oakdale Bridge to Bayport), Motor Parkway, Ocean Avenue (from Lakeland Avenue to Rosevale Avenue, Ronkonkoma), Patchogue-Holbrook Road, Suffolk Avenue, Union Boulevard, Wheeler Road, and Wicks Road.
Roads owned and maintained by New York State include the following: Islip Avenue/Rt. 111, Long Island Expressway (LIE)/Rt. 495, Montauk Highway (Main Street)/Rt. 27A (west of Oakdale bridge to West Islip), Sunrise Highway/Rt. 27, and Veterans Memorial Highway (Vets Hwy.)/Rt. 454.
Privately owned and maintained roads are all roads in the Village of Brightwaters. All roads in the Village of Islandia. All roads in the Moorings in East Islip, Oakneck Road in West Islip, and any roads within a private community such as a Town House, Apartment or Condo Complex.

The following are the most significant of the numerous resolutions that I have moved the council to adopt in support of District 1:
1) MOTION THE RESOLUTION TO INCREASE THE NUMBER OF STATIONARY PEDDLING LICENSES within the Town of Islip subject to certain restrictions as follows: Bay Shore from 2 to 4; Brentwood from 2 to 5; and Central Islip from 2 to 4.
This motion was seconded by Councilman Lorenzo and approved unanimously.
The intent is to give truck-food owners an opportunity to operate in these hamlets as requested by some constituents in my councilmanic district. Furthermore, it will strengthen the fact that micro and small business owners are the backbone of our economy.
2) MOTION THE RESOLUTION TO AUTHORIZE SUPERVISOR CARPENTER TO SIGN THE SITE PLAN ON BEHALF OF BRENTWOOD VOLUNTEER AMBULANCE DISTRICT and Town of Islip, as owners of 25 and 29 Third Avenue in Brentwood. This motion was seconded by Councilman O’Connor. The intent is to expand and modernize the premises for Brentwood Legion Ambulance Service which responds to the alarms, or calls for assistance, by the residents of Brentwood.
This also attests to the commitment to provide a better quality of life Councilman Guadrón has for Brentwood residents.
3) INTRODUCED THE RESOLUTION OF EXTENDING THE TEMPORARY OUTDOOR DINING PROGRAM UNTIL January 31, 2024, or until the establishment of a permanent outdoor dining program in order to continue assisting establishments and support the economic recovery of neighborhood businesses following the pandemic. Councilman O'Connor seconded the resolution, which received unanimous support. Small businesses are unquestionably the backbone of our economy, and Councilman Guadrón is devoted to supporting and assisting them.
4) Public Hearing #7: At this past February's Town Board meeting, I motioned to authorize Supervisor Carpenter to enter in to contract for calendar year 2023 with Brentwood Legion Ambulance Service, Inc. (BLA) for $8.058 Million of which $3.058 paid by the Town and $5 Million by billing to insurance providers. It was seconded by Councilman Lorenzo and approved 4 Yeas- 0 Nays - 1 recusal.
Brentwood Legion Ambulance Service provides quality emergency medical service to the residents in Brentwood.
5) At the March Town Board meeting, I introduced the Resolution on voting to ACCEPT a 2023 Ford E350 Phoenix 12 passenger bus lease agreement to the Town of Islip at NO cost from now through December 31, 2027; for the purpose of providing transportation services to our senior citizens. The motion was seconded by Councilman Lorenzo and approved unanimously.
This shows Councilman Guadrón's commitment to provide our seniors with the needed services so that they may enjoy their senior years in a dignifying way.
6) Also in March, I motion to vote on the Resolution to accept nutrition outreach series, with the intent to improve the town’s senior population’s health and life-style choices through our Department of Parks, Recreation and Cultural Affairs, Division of Senior Citizen Services, 1,125 individual lunch servings for seniors during the presentations from Catholic Health – Good Samaritan University Hospital.
The motion was seconded by Councilman O’Connor and passed unanimously.
7) A motion to vote on a Resolution that the Town Board of the Town of Islip acting as the Commissioners for the five (5) Ambulance Districts located within the Town of Islip, and; these Ambulance Districts have previously approved by referendum the establishment of a Service Awards Program; it is necessary for the Town Board to approve the list of individuals participating in the program to certify the 2022 Service Credits earned.
The motion was introduced by Supervisor Carpenter and seconded by Councilman Jorge Guadrón, and passed unanimously.
This shows my commitment to our men and women who serve our residents through the Ambulance Volunteer Corps.
8) I motioned the vote on the Resolution that authorizes Supervisor Carpenter to execute an amendment to the Professional Services Agreement with Nelson and Pope to include additional construction oversight and inspection services through the completion of the skate park at Roberto Clemente Park in Brentwood.
The motion was seconded by Councilman O’Connor and unanimously approved.
Councilman Guadrón has motioned for vote over 50 resolutions that will benefit the residents of our town in 2022. Again, Councilman Guadrón shows his commitment to ensure a high quality of life and services to the residents, of District 1, in particular, and, of the Town of Islip, in general.
9) At the Extraordinary Meeting of the Industrial Development Agency on Tuesday, March 28, 2023, a Resolution of the Town of Islip Industrial Development Agency to amend certain agreements pertaining to financial assistance in connection with the sewer main extension to the Central Islip Commercial Corridor in Central Islip and approving the form substance, execution and delivery of related documents in which it requires the construction and installation of a new sewer line that we, the Agency, agree to reimburse the County for certain costs not to exceed one million dollars ($1,000,000).
Councilman O’Connor motioned it and I seconded it. It was passed 4 Yeas- 0 Nays – 1 Absent passed.
I will continue to work on asserting that town-wide resources and assets are well maintained and funded, such as our Great South Bay, Long Island MacArthur Airport, water ways and aquifers, snow removal fleet, DPW, Public Safety, Compost Facility, and Town Hall, to mention a few.

Through funding provided by the American Rescue Plan Act (ARPA), small business owners and not-for-profits within the Town of Islip have the opportunity to obtain grant funding to assist with the financial burdens brought on by the COVID-19 pandemic.
The KIT Grant Program, coordinated through the Department of Economic Development, will assist eligible candidates who demonstrate a negative financial impact due to COVID. Small businesses and non-for-profits that qualify for the KIT Grant can receive upwards of $5,000, with no re-payment required.
