My office has been attentive on the development of many motions for resolutions voted on that benefit the residents of District 1, which is conformed by North Bay Shore, Brentwood, and parts of Central Islip.

It is my commitment to propose and promote resolutions that provide a better quality of life and services to all residents and small business owners. See Pages 19 thru 21.

It was an honor to be a part of the expanding Science, Technology, Engineering, and Mathematics (STEM) Project at the Brentwood High School, and to learn about all the opportunities students have provided. The commitment to improving our environment displayed by Dr. Rebecca Grella and her students is admirable.

The sun was hot, but the water was cool. The community came to splash and play and the party in the pool!

What a great way to begin the summer. We got to see our local families visit the yearly Roberto Clemente pool and enjoy themselves.

In an effort to create a sense of partnership between the community and the Suffolk County Police Department, it was the National Night Out at Roberto Clemente Park. Officers and community members had a convivial BBQ with games and giveaways by participating community organizations.

The Suffolk County Police Department’s 3rd Precinct at the request of my office and the office of Suffolk County Legislator Sam Gonzalez, 9 LD, conducted a “Clean-up Operation” at the Brentwood Parking Lot No. 6 located across the LIRR Brentwood Station. Homeless individuals were offer health and shelter benefits before asked to leave said parking lot which had been converted in a tent location.

The Salvadoran American Chamber of Commerce, SALVACOM, and the General Consulate of El Salvador in Long Island celebrated the Salvadoran American Day & Pupusa Festival in recognition of for the contributions made by all Salvadoran Americans to the U.S., in general, and to the Town of Islip, in particular. It was an event full of music, dance, games, and pupusas for children of all ages.

The Unity Council’s objective is to promote different beliefs and religions as well as ethnic and cultural diversity to avoid any form of intolerance that may yield in discrimination or violence to any ethnic group in the Town of Islip.

It was great to see how well received our first annual Unity in the Community Festival turned out. Witnessing the merging of various cultures and honoring the diversity of our backgrounds. From the food to the music and performances, it was a blast!

Elected officials from New York State Assembly, County of Suffolk, Town of Islip, members of organized labor organizations, and community leaders had the groundbreaking ceremony this past August at the Central Islip Parking Lot No. 5 on Carleton Avenue. This sewer line installation will benefit the business district in Central Islip. The funds, $10 Million, were obtained through a grant earned by the Town of Islip through the New York State Downtown Revitalization Initiative program.

The Sea-Fest at the Bay Shore Marina is an annual event that is always enjoyable to take in, which features fantastic vendors, live music by the water, and family-friendly activities like arts & crafts and a petting zoo.

What a wonderful way to wrap up the summer!

The Salvadoran American Chamber of Commerce, SALVACOM, produces this yearly event to preserve the Central American cultural heritage. I attended in support for the 2023 Central American Independence Day Parade and Festival. Thank you to SALVACOM for naming me its “Godfather of Good Faith.” Thank you to each and every sponsor, vendor, and participant who serves the community we live in. Without the support of the community, this would not be possible!

The Honduran American Chamber of Commerce of Long Island celebrated its first annual Catracho Fest. This is to celebrate the Honduran cultural heritage and to promote businesses in Long Island.

The Department of Public Safety of the Town of Islip graduated its Class of 2023. There were cadets from the Town of Babylon, the Town of Smithtown, and Suffolk County who completed their training as Park Rangers and Fire Marshalls. Congratulations to all!

The Town of Islip commemorated its residents who perished on the attacks of 9/11/2021. The ceremony was solemn and moving. We will never forget!

The Town of Islip celebrated the Hispanic Heritage Month by recognizing four (4) residents from each councilmanic district for their contributions made to our Town. The honorees were Miguel Turrel, President of Uplift Our Towns; Police Officer Alfredo Alvarado, 3rd Precinct; Diego Isaza, Proprietor Sabor Latino Bakery; and Carlos Cabrera, owner of historic Sayville Inn. Well deserved!

The National Association for the Advancement of Colored People (NAACP) Islip Branch celebrated the Hispanic Heritage Month by recognizing residents that have made invaluable contributions to our community. The honorees were Marcos Maldonado, Elvia Salinas, José Ávila, Ivan Young Esq., Elmer Flores, and Giovanni Mata.

The Brentwood Chamber of Commerce celebrated its annual gala at Windows of the Lake in Ronkonkoma. It was an honor and privilege to attend as a member and elected official for the Town of Islip. There were recognitions to individuals excelling in business, community service, youth advocacy in business and lifetime achievement.

As your TOI Councilman representing North Bay Shore, Brentwood, and parts of Central Islip, I am ceaseless working with the office of New York State Senator Monica Martinez, 4td SD, and Suffolk County Legislator Sam Gonzalez, 9th LD, to improve the quality of life throughout the Town, in general, but in the heart of Brentwood, in particular.

On September 29, SCPD 3rd Pct conducted a sweep on 1st Avenue and Brentwood Road to remove individuals who engage in illicit activities to ensure pedestrians and patrons their free flow in this area.

This is a long effort to designate this area as the Brentwood Commercial/Business District or Downtown Brentwood. In addition, the bus stop shelters have been relocated inside the Brentwood LIRR Station. Soon, they'll start servicing commuters. Thank you to SCPD Commissioner Harrison, 3rd Pct Inspector Maronski, and to all officers participating in this operation.

LEGISLATIVE ALERTS

BRENTWOOD, NORTH BAY SHORE, CENTRAL ISLIP

The following are the most significant of the numerous resolutions that I have moved the council to adopt in support of District 1:

1) At the July 7th Town Board Meeting:

a) The Resolution is to enter into an Inter Municipal Agreement (IMA) with Suffolk County to facilitate the transfer of excess funds from the sewer portion of the Central Islip Downtown Revitalization Initiative (CI-DRI) project to the Town of Islip Sewer District #1 at the Lexington Village project in the amount of $700,000.00 of previously allocated Suffolk County American Rescue Plan Act (ARPA) funds. By the way of this Resolution, we are requesting to give the Supervisor authorization to execute this agreement. It was unanimously approved

b) We introduced the Resolution to authorize the Supervisor to execute Contract DPD 1- 23, “Town of Islip Sewer District #1, Connection of Sewage Collection Facilities at Lexington Village Condominiums to the Southwest Sewer District,” with ADJO Contracting Corporation, 207 Knickerbocker Ave., Bohemia, NY 11716. It was unanimously approved.I motioned the resolution to authorize the Supervisor to accept a donation of about 200 influenza vaccines from Catholic Health – Good Samaritan University Hospital for the benefit of our seniors at the annual Senior Health Fair. It was seconded by Councilman O’Connor and unanimously approved.

c) I introduced the Resolution to authorize the Supervisor to execute an Agreement of Sale, License Agreement for the commencement of Phase II Assessment, permit applications, a deed and transfer tax documents and any other documents deemed necessary by the Town Attorney in such form and substance approved by the Town Attorney with respect to 1 Carleton Ave., Central Islip (SCTM# 500-09.00-01.00-069.000) and 29-31 Carleton Ave., Central Islip (SCTM# 500-12.0003.00-062.000). This is to furtherance the Central Islip Downtown Revitalization Initiative. It was unanimously approved.

2) At August 15th Town Board Meeting:

a) I motioned the adoption of the Authorizing Resolution approving the acquisition, renovation and equipping of 80 Wilshire Blvd, Edgewood by Ferraro Foods of New York East LLC. These improvements will create 80 new jobs immediately and 20 additional jobs after 2 years. It was seconded by Councilman Lorenzo and unanimously approved.

b) I motioned the adoption of the Resolution authorizing the Supervisor to accept the New York State Aid “pass through” from Suffolk County on the amount of $171,571 for the purpose of positive youth development and delinquency prevention programs for individuals under 21 years of age. It was seconded by Councilman Cochran and unanimously approved.

c) I motioned the adoption of the Resolution authorizing the Town Board approval to amend the Town’s Administrative Procedures Manual section 302, to reflect the Town’s current policy pertaining to employee behavior and disciplinary matters. These amendments avoid excessive bureaucratic processes that are unnecessary and costly. It was seconded by Councilman Lorenzo and unanimously approved.

d) I motioned the adoption of the Resolution authorizing the Town Board approval for a referendum of the eligible voters within the Brentwood Legion Ambulance District which proposes to amend and adopt the Defined Contribution Service Award Program and the Defined Benefit Contribution Service Award Program. It was seconded by Councilman O’Connor and approved 4-0, 1 recusal from Councilman Cochran.

3) At the September 12th Town Board Meeting:

a) I motioned the transfer of the property located at 393 Evergreen Avenue, Central Islip under the Town of Islip CDA’s Housing Program to Ana Elena Poppe. It was seconded by Councilman Lorenzo and unanimously approved.

b) I seconded the motion to transfer the property located at 379 Hancock Street, Brentwood under the Town of Islip CDA’s Housing Program to Susen J. Calzada Sanchez and Laura Valencia-Jimenez. It was motioned by Councilman Cochran and unanimously approved.

c) I motioned the adoption of the Resolution that amends Chapter 27 of the Town of Islip Town Code and establishes the Town of Islip Department of Civil Service. This will yield and promote greater organizational efficiency. It was seconded by Councilman Lorenzo and unanimously approved.

d) I seconded the motion to adopt the Resolution (#5) approving the purchasing of supplies to renovate the auditorium; including but not limited to, curtains for the stage. It was motioned by Councilman Lorenzo and unanimously approved.

e) I seconded the motion to adopt the Resolution (#6) accepting the easement from Lexington Village Condominium for the benefit of the Town of Islip Sewer District No. 1 will begin construction shortly involving, but not limited to, the installation, replacing, repairing, operating and/or maintaining sanitary sewerage facilities, including, but not limited to sewer lines, manholes, pretreatment systems, lateral sewers, a pump station and/or force mains as well as any and all equipment, appurtenances and/or facilities used in connection therein on property owned by Lexington Village Condominium located at 15 Hemlock Dr, Bay Shore, NY 11706. It was motioned by Councilman Cochran and unanimously approved.

f) I motioned the adoption of the Resolution (#8) authorizing the Supervisor to enter into various agreements for a yoga program and a carnival at Ronkonkoma to be held throughout the Town and that will benefit the residents. It was seconded by Councilman O’Connor and unanimously approved

g) I seconded the adoption of the Resolution (#13) authorizing the Supervisor to enter into a five (5) year License Agreement with M&D Marine Services, Inc. d/b/a Martin’s Marine for the use of sixtytwo (62) feet of bulkhead located at the southern terminus of Athasca Road in Islip in connection with a marine repair business, in exchange of a yearly rate of $4,535.00, said rate shall be subject to a 3% increase throughout the term, and upon other terms and conditions as approved by the Town Attorney. This will provide essential services to the boating industry benefiting the constituents at large. It was Motioned by Councilman Lorenzo and unanimously approved.

h) I motioned the adoption of the Resolution (#14) authorizing the Supervisor on behalf of the Brentwood Water District, consents to sublease by and between SCWA and New Cingular Wireless PCS LLC. This will result in better wireless communication for the residents for the property at 51 Third Ave, Brentwood. It was seconded by Councilman Cochran and unanimously approved.

i) I seconded the adoption of the Resolution (#15) authorizing the Supervisor, in exchange for Five Thousand and 00/100 Dollars ($5,000.00) to execute an Easement for the property known as 0 Main St, Bay Shore, Suffolk County Map # 500-393-03.00-140.002 in favor of 161 East LLC to land known as 11 First Ave, Bay Shore, for the purpose of placement, installation, maintenance, repair, inspection, and replacement of electric cables that are to serve the four (4) story residential building to be located at 11 First Ave, Bay Shore, said Easement subject to review and approval by the Town Attorney. Again, this shows the Town Board’s commitment to building residential units. It was Motioned by Councilman O’Connor and unanimously approved.

j) I motioned the adoption of the Resolution (#16) authorizing the Supervisor to enter into a License Agreement with Thomas Novelli Contracting Corp. for the non-exclusive use of the property 29-31 Carlton Ave, Central Islip, NY 11722 for the storage of solid supplies and equipment associated with the sewer line installation on Carleton Avenue. It was seconded by Councilman Lorenzo and unanimously approved.

k) I seconded the adoption of the Resolution (#19) authorizing the Town Board of the Town of Islip to exercise the Town’s option to renew the Professional Services Agreement with ASI Flex for one (1) year, covering the Benefits Option Year of January 1, 2024 through December 31, 2024 with no change to the original rates under the Agreement. This will benefit the Town of Islip Employees for the administration of Health Flexible Spending Agreements. It was Motioned by Councilman O’Connor and unanimously approved.

Finally, I will continue to work on asserting that town-wide resources and assets are well maintained and funded, such as our Great South Bay, Long Island MacArthur Airport, water ways and aquifers, snow removal fleet, DPW, Public Safety, Compost Facility, and Town Hall, to mention a few.

Town of Islip Residential Repair Program for town residents ages 60 and older. The Residential Repair Program exists for Town of Islip senior residents who are no longer able to perform small repairs in their home. Any materials needed must be supplied by the senior. Labor is supplied by Town of Islip residential repair workers.
