RENEWABLE ENERGY PROGRAMS MEETING CENTRAL ISLIP
On January 3rd, 2024, Councilman Guadrón met with Michael Fiorentino of Cornell Cooperative Extension and Melissa Parrott of Renewable Energy Long Island. He was accompanied by them in his office, to discuss the various resources available for our communities on renewable energy programs at no cost to the residents in many cases. Out of this collaboration, a Clean Energy Hub has been created to help every home owner access such programs.
One of the free programs is an evaluation of property owner homes on the efficacy or lack thereof proper insulations, windows, doors, heating systems, etc.
The main objective of this meeting is to create partnerships with different entities to bring this information to everyone in general, and to “disadvantaged communities” in particular.
We are excited to see what we can bring to the people of the Town of Islip.

On January 4th, 2024, Councilman Guadron participated in the Swearing-in ceremony held at the Touro College Auditorium in Central Islip. He witnessed the induction of Supervisor Carpenter, Councilman John Lorenzo, Councilman Mike McElwee, Clerk Linda Vavricka, and Receiver of Taxes Andy Whitman into their respective roles. Councilman Guadron looks forward to collaborating with them to enhance the Town of Islip.

On January 7th, 2024, Councilman Guadón participated in the festivities commemorating the 18th annual Three Kings Day celebration. He was present at the event organized by the Puerto Rican Coalition, held at the Knights of Columbus in Brentwood. This gathering united the community in joyous celebration & camaraderie.

SALVADORAN CULTURE EXPOSURE BAY SHORE
Councilman Guadrón met with Danfosal's William Colmenares and Alvaro Lopez on the 30th of January. The organization named Danfosal utilizes music and dance to promote Salvadoran culture. Being of Salvadoran descent, Councilman Guadrón is pleased and delighted to meet with them in order to promote Salvadoran culture. Danfosal intends to open its school in Bay Shore soon!
INTERNATIONAL HOLOCAUST REMEMBRANCE CENTRAL ISLIP
Councilman Guadrón attended the lecture on the Nuremberg Laws and Nuremberg trials at Touro College on Tuesday, January 30, 2024. They discussed the misuses, applications, and aspirations of the rule of law. The Jewish Law Institute, the Jewish Programs Committee, and the Suffolk County Jewish Lawyers Association were the sponsors of this event.

Councilman Guadrón was grateful to be a part of the Greater Bay Shore Chamber of Commerce's first inaugural meeting of 2024, which was held on January 30, 2024. The topic of discussion at this gathering was the events and problems that Bayshore is now facing. Even though it was outside of his district, Councilman Guadrón was present. He is honored to participate in these occasions in an effort to explore what support he can provide for the neighborhood.

In the evening of Saturday, February 10th, Councilman Guadrón joined in, alongside Suffolk County Legislator Samuel Gonzalez, in his organized, Anti Hate Walk. This walk was in response to a hate message that was written in graffiti within Central Islip in the weeks prior. On Friday, March 1st, the Developments in Oyster Restoration Committee met, and Councilman Guadrón was invited to attend. This conference was held to share updates on Long Island oyster restoration initiatives. Councilman Guadrón is very appreciative of his role in the matter to help restore the Great South Bay. The goal is to help improve the south shore area.

ELLA LIBRE’S FIRST EVENT CENTRAL ISLIP
In the evening of Saturday, March 9th, Councilman Guadrón attended the first meeting for Ella Libre. Ella Libre is a nonprofit organization which was made in awareness of domestic violence. During the event Councilman Guadrón honored 27 names for their outstanding work in the Hispanic community of Long Island and helping women free themselves from violence in all its expression. It was an honor to attend this event.

WOMEN’S HISTORY MONTH ISLIP
On March 19th, The Town of Islip hosted it monthly Town Board meeting in recognition of Women’s History. During this meeting the council members each appointed certificate of appreciation to woman in the community who have done exceptional work for our towns. Councilman Guadrón honored Barbra Raymond-Obas for her outstanding work in the community. Barbra is the Civic Engagement for the NAACP. We thank her for her public service and community advocation.

The Girls Inc hosted their annual champion for Girl’s breakfast in the morning of March 21st. Councilman Guadrón made sure to be in attendance to support the Woman’s community. STATE OF DISTRICT 1
BRENTWOOD, NORTH BAY SHORE, AREAS OF CENTRAL ISLIP
As it is customary for an elected official to make an annual self-evaluation on his or her office, Councilman Jorge Guadrón is deeply grateful and honor to serve and represent the Town of Islip District 1 residents, which includes North Bay Shore, Brentwood, and areas of Central Islip. For many years, residents in District 1 have had the impression that they are underserved, ignored, and not represented at all. It is on those areas that Councilman Guadrón has focused his initial efforts. The following is a summary of the most significant achievements for the past two (2) years, namely 2022 and 2023.
1) New Hour for Women and Children of Long Island
Councilman Guadrón advocated and fully supported New Hour LI's acquisition of the real estate at 248 Crooked Hill Rd., Brentwood. The goal is to offer parenting skills, resumé support, life skills, conflict resolution training, and much more to women who have been impacted by the criminal justice system so that their reintegration into society will be successful.
2) Roberto Clemente Advisory Committee
Councilman Guadrón effectively established the Roberto Clemente Advisory Committee in order to assist in identifying and cataloging rehabilitation projects that will receive funding from the Letitia James lawsuit filed by the New York State Attorney's Office regarding the illegal dumping of toxic waste in Roberto Clemente Park between August 2013 and April 2014.

c) A sidewalk along the park's outer perimeter
d) A new restroom facility
e) An All-Inclusive playground
3) District 1 Youth Advisory Board
He supported Ahmad Perez's proposal to create the District-1 Youth Advisory Board. This youth board’s goal is to recommend ways to improve and empower our youth in Brentwood, North Bay Shore, and Central Islip communities.
4) Skate Plaza at Roberto Clemente Park
He supported the construction of the Skate Plaza at Roberto Clemente Park with the help of Assemblyman Ramos' $700,000 grant to build it. The opening ceremony of the skate plaza was held in May of 2022.
5) Property Tax Rates
Councilman Guadrón helped assist in maintaining property tax rates at the state maximum of 2%.
6) Brentwood Business District
Work is now being done to designate Downtown Brentwood or the Brentwood Business District. Collaboration on this project is continuing between the Town of Islip Department of Planning and Development, the Brentwood Chamber of Commerce, and local community leaders.
7) Supported Resolutions
Councilman Guadrón has backed resolutions for initiatives that have the potential to produce or have created over 500 jobs, benefiting 500 families directly and thousands indirectly. These jobs generate revenue for the community.
8) Relocation of the Bus Stop Shelters
Bus stop shelters across from and in front of Ross Memorial Park and on Brentwood Road have been relocated. The Long Island Rail Road Station in Brentwood is host to the new center for public transit. This measure was taken after many years of complaints by mass transit users of loitering, homelessness, drug use, and all sorts of illicit activities at these bus stop shelters.
9) Long Island Rail Road Station in Brentwood, Parking Lot #5
At the Long Island Rail Road Station in Brentwood, Parking Lot #5, located across Ross Memorial Park on Brentwood Road, the MTA fence has been replaced and the unlawful tents have been and will continue to be removed if and when needed.
10) Ross Memorial Park
Public reopening of Ross Memorial Park following its closure in 2020. Almost three (3) years later, it was renovated with various upgrades.
11) Homeless Assistance
There are ongoing initiatives to support the homeless and stop illegal activity near Heyward Street in Brentwood.
12) La Placita
There are ongoing initiatives to assist day laborers at La Placita on MacArthur Avenue in Brentwood.

13) Brentwood Legion Ambulance Service
Councilman Guadrón has supported and assisted the Brentwood Legion Ambulance Service (BLAS) in consolidating three (3) town-owned property parcels for the much-needed renovation and expansion of its facilities. BLAS has responded over 9,000 calls in 2022 and 2023. BLAS is the second busiest volunteer ambulance service in the State of New York. Much of its equipment and vehicles are outdated. Updating its equipment and vehicles require higher and wider stall spaces in its building, thus making it of an utmost importance to remodel and build a new infrastructure that will allow the storage of said equipment, controlled medications, and state-of-the -art vehicles. In addition, a maintenance shop is also needed to service its vehicles which are serviced by privately owned shops.
14) Ongoing efforts
Another imperative issue is the poor condition of many of our roads. Many of them are crumbling and infested with potholes due to the cold weather. I have requested a list of the roads that are to be repaved in District 1 by our Department of Public Works. This list will help me identify those roads that need an immediate attention. I must mention that there are roads which are not jurisdiction of the Town of Islip, as follows:
Carleton Avenue, Crooked Hill Road, Fifth Avenue in Bay Shore, Johnson Avenue to MacArthur Airport, Lakeland Avenue (n/o Sunrise Highway), Middle Road, Bayport, Montauk Highway (east of Oakdale Bridge to Bayport), Motor Parkway, Ocean Avenue (from Lakeland Avenue to Rosevale Avenue, Ronkonkoma), Patchogue-Holbrook Road, Suffolk Avenue, Union Blvd, Wheeler Road, and Wicks Road are Suffolk County owned and maintained roads.
Islip Avenue / Rt. 111, Long Island Expressway (LIE) / Rt. 495, Montauk Highway (Main Street) / Rt. 27A (west of Oakdale bridge to West Islip), Sunrise Highway/ Rt. 27, and Veterans Memorial Highway (Vets Hwy.) / Rt. 454, are New York State owned and maintained roads.
Privately owned and maintained roads are all roads in the Village of Brightwaters, all roads in the Village of Islandia, all roads in the Moorings in East Islip, Oakneck Road in West Islip, and any roads within a private community such as a Town House, Apartment or Condo Complex.
Finally, Councilman Guadrón states that “I will continue to work on asserting that town-wide resources and assets are well maintained and funded, such as our Great South Bay, Long Island MacArthur Airport, water ways and aquifers, snow removal fleet, DPW, Public Safety, Compost Facility, and Town Hall, to mention a few.

LEGISLATIVE ALERTS
BRENTWOOD, NORTH BAY SHORE, CENTRAL ISLIP
The following are the most significant of the numerous resolutions that I have moved through the council to adopt in support of District 1 for the first quarter of 2024:
1) At this past January Town of Islip Industrial Development Agency (TOIIDA), Councilman Jorge Guadrón for the 1st District, which includes North Bay Shore, Brentwood, and areas of CI, motioned to Adoption of the Inducement Resolution between TOIIDA and 80 Wilshire Blvd. L.P., located at 80 Wilshire Blvd, Edgewood that will allow the construction and equipping of a 156,000 SF building for an unknown future tenant. This may generate around 50 jobs.

2) At this past January Town of Islip Resource Recovery Agency, Councilman Jorge Guadrón motioned the resolution authorizing the President, Martin Bellew, to enter into contract #OBTS-2023-01 between the agency and Rosemar Contracting Inc. for the replacement of the outbound truck scale at the multi-purpose recycling facility. This improvement project will cost $312,500, with a five (5) year warranty. The estimate cost of repairs of the existing scale is $40,000 and without warranty.
3) At this past January Town of Islip Resource Recovery Agency, Councilman Jorge Guadrón motioned the resolution authorizing the President, Martin Bellew, to enter into a contract extension between the agency and Winters Brothers Recycling of Long Island, LLC for the transport and disposal of Bulky Solid Waste from the multi-purpose facility for years 2024 and 2025, at $94 per ton.
4) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#5) designating Viably, LLC as sole source provider of Kompetch equipment parts and technical service for Komptech machinery utilized for operations at the town’s compost facility.
This compost facility receives and processes 55,000 tons of yard waste per year.

5) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#8) authorizing the Comptroller to make any and all budget adjustments and journal entries in order to properly reflect the 2023 operations for the Town of Islip.
6) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#9) approving the adoption of the Capital Budget for the period of 2024-2027 as required by Town Code.
7) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#11) authorizing the Supervisor to sign a Declaration of Covenants and Restrictions for a subtenant, 101 Roebling LLC, of the Town of Islip Foreign Trade Zone Authority.
8) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#14) authorizing the Supervisor to execute an intermunicipal agreement with Nassau County for use and access to the Town of Islip Riffle, Pistol, and Archery Range by the Nassau County Sherriff’s Department.
9) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#20) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to rehabilitate 1,900 linear feet of Taxiway C pavement between Taxiway B and Taxiway S, including drainage and remarking. The matching amount of the local funding is $1,833,541. The total funding is $2,037,268.
10) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#21) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to reconstruct the existing Taxiway C Edge Lighting System. The State will match the $27,778 local funding. The total FAA funding is $500,002.
11) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#22) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to upgrade the Terminal Mechanical, Electrical and Plumbing, its design and construction. The State will match the $340,268 local funding. The total FAA funding is $13,610,704.
12) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#23) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to replace one baggage claim unit (#1), replace 24 vestibule doors, and replace 2 Americans with Disabilities Act compliant doors. The State will match the $150,651 local funding. The total FAA funding is $3,013,019.
13) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#24) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to rehabilitate 1,925 by 75 Linear Feet of Taxiway B between Taxiway B3 and Taxiway W Edge, excluding Runway 6/24 RSA. The State will match the $92,722 local funding. The total FAA funding is $1,854,425.
14) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#25) authorizing the acceptance of a grant offer from the New York State Department of Transportation for work at the Long Island MacArthur Airport to reconstruct 7,000 Linear Feet of the runway 6/24 Light emitting Diode (LED), reconstruct 29 holding position/Location signs, 16 direction signs, and 2 boundaries signs for runway 6/24. The State will match the $62,235 local funding. The total FAA funding is $1,244,710.
15) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#27) authorizing the Supervisor to enter into an agreement with the Community Development Agency (CDA) for calendar year 2024 whereby the Town will provide services related to code enforcement in Brentwood, Bay Shore, and Central Islip. The CDA will provide $100,000 for these services.
16) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#29) authorizing the acceptance of a donation of 400 individual lunche servings from Catholic Health-Good Samaritan University Hospital to be offered during the medication education series at various senior centers throughout the Town.

17) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#30) authorizing the acceptance of a grant funds from Suffolk County Office for the Aging for an Essential Transportation Program. The amount of the funds is approximately $10,020.
18) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#31) authorizing the Supervisor to apply for a grant from Suffolk County Office for the Aging for funding a Residential Repair Program. Approximately $26,530 provided by Suffolk County and $1,000 by participating donations. Approximate cost of the program is $14,030.
19) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#32) authorizing the Supervisor to apply for and accept a grant from Suffolk County Office for the Aging for funding a Nutrition Program for Islip Town senior citizen residents. Approximately $1,131,000 provided by Suffolk County and $50,000 by participating donations. Approximate cost of the program is $752,108.
20) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#36) adopting the revisions to the purchasing section in the Administrative Procedures Manual.
21) At the Town of Islip Council January meeting, Councilman Jorge Guadrón seconded the Resolution (#37) approving the list of employees and titles which must file Financial Disclosure Statements with the Town of Islip Board of Ethics for the year 2024.
22) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#38) authorizing the Supervisor to exercise a second one (1) year option with GovOs, Inc. for professional services related to the electronic submission system used through the Town’s website.
23) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#41) authorizing the Supervisor to enter into an agreement with Arthur Gallagher Risk Management Services, LLC for the reviewal of insurance certificates. The approximate cost is $18,000.
24) At the Town of Islip Council January meeting, Councilman Jorge Guadrón motioned the Resolution (#42) authorizing the Supervisor to execute the Notice of Intent associated with the Town’s Municipal Separate Stormwater Sewer System.
25) At the Town of Islip Council January meeting, Councilman Jorge Guadrón supported the Resolution (#45) authorizing the Islip Town Clerk to advertise for a Public Hearing to amend the Islip Town Code that provides up to a twelve (12) month moratorium on Battery Energy Storage Systems.
26) At the Town of Islip Resource Recovery Agency February meeting, Councilman Jorge Guadrón motioned the Resolution authorizing the the President to enter into a contract extension between the Agency and Dvirka & Bartilucci Engineers & Architects, PC for the Calendar Year 2024; to provide semi-annual and Annual Post Closure Groundwater Monitoring, Sampling and Reporting for the Lincoln Avenue Landfill.
27) At the Town of Islip Industrial Development Agency February meeting, Councilman Jorge Guadrón motioned the Adoption of an Inducement Resolution on behalf of the Agency and VJ Technologies, located at 89 Carlough Rd, Bohemia. It proposes improvements for the X-Ray Manufacturing Equipment of Industrial Grade that has paying jobs about $150,000 to each of the 45 employees. It will add another 5 jobs on a capital investment of $2 Million.
28) At the Town of Islip Industrial Development Agency February meeting, Councilman Jorge Guadrón motioned the Authorizing Resolution on behalf of the Agency and 80 Wilshire Blvd. L.P. 2024 Facility for the construction and equipping of an approximately 156,000 square foot building.
29) At the Town of Islip Council February meeting, Councilman Jorge Guadrón supported the Resolution (#1) authorizing the Town Board approval of the revised list of eligible participants for the 2023 Active Volunteer Workers Service Award Program (LOSAP) for the Brentwood Legion Ambulance Service, Inc., Central Islip-Hauppauge Volunteer Ambulance Corp., and the Community Ambulance Company, Incorporated.
30) At the Town of Islip Council February meeting, Councilman Jorge Guadrón motioned the Resolution (#7) authorizing the Supervisor to sign an Indemnification/Hold Harmless Agreement for the Youth Enrichment Services 2024 Summer Program when using West Islip Union Free School District property.

31) At the Town of Islip Council February meeting, Councilman Jorge Guadrón motioned the Resolution (#9) authorizing the Town Clerk to advertise for a Public Hearing to consider amending the Town of Islip Uniform Traffic Code. The Traffic Code Amendment Summations are for Merion Road at Winthrop Road in Brentwood to install a stop sign to control traffic east/west on Merion Road. Other two locations are in Bay Shore.
32) At the Town of Islip Council February meeting, Councilman Jorge Guadrón seconded the Resolution (#10) authorizing the Supervisor to apply for and accept funding from Suffolk County Office for the Aging for the purpose of providing funding for a Shopping Assistance Program. The total approximate cost of the program is $40,000.
33) At the Town of Islip Council February meeting, Councilman Jorge Guadrón motioned the Resolution (#12) authorizing the Supervisor to enter into various agreements for programs or events to be held throughout the town. The programs include Yoga Sessions at the Ronkonkoma Rec Center, Pickleball Instruction at Casamento Park, Junior Tennis Instruction at Casamento Park, and a Basketball League at East Islip Middle School.
34) At the Town of Islip Council February meeting, Councilman Jorge Guadrón motioned the Resolution (#13) authorizing the Supervisor to enter into an amended agreement with the Town of Islip Community Development Agency in connection with reimbursement funds for renovations at the Central Islip Senior Center.
35) At the Public Hearing of the Town of Islip Board Meeting for March 19, 2024, the reserved decision on the Ordinance No. 68457 declaring a six-month moratorium on the issuance and further process of permits and approvals for the Battery Energy Storage Systems (BESS) pursuant to Section 68-456 of the Town Code to ensure the health, safety and welfare of the public and after further consideration and listening to further input from the participating speakers at this hearing, Ordinance No. 68457 was adopted.
36) At the Town of Islip Industrial Development Agency Meeting on March 19, 2024, I seconded the adoption of the Authorizing Resolution on behalf of the Agency and VJ Technologies, located at 89 Carlough Rd, Bohemia, for the purpose of acquiring, renovating and equipping the facility for future leasing and subleasing. This will generate jobs on all fields.
37) At the Islip Resource Recovery Agency Meeting of March 19, 2024, I motioned the resolution authorizing the President to execute and extension of an existing contract with Clear Flo Technologies Inc for the Disposal of Leachate generated at Agency Landfills as an Alternate Disposal Facility to those provided by the County of Suffolk.
I will continue to work on asserting that town-wide resources and assets are well maintained and funded, such as our Great South Bay, Long Island MacArthur Airport, water ways and aquifers, snow removal fleet, DPW, Public Safety, Compost Facility, and Town Hall, to mention a few.
