Welcome to my Ninety Second Edition of L25Woolton Times Magazine Established over 17 Years!

Hope you are all well, safe & complying with all current lockdown legislation, we are not far off now on our road map out of lockdown with the first eventful day of April 12th 2021.

These editions of my Margarets Publishing are certainly testing as no face to face marketing - everything online and yes I am missing meeting all my customers having a chat over a coffee and talking about their busineness.

All we can say is the vaccine program is rolling out very well.

Since my last L25 in January I’ve set up a brand new page -“Margaret’s Market Place” where you can advertise from just £15, I launched this in my L15& L16 February edition which went down really well.

Take a look, it’s on page 50 and let me know if you are interested.

We will have to get all our businesses back on track after this lockdown so we will be relying on our local councillors to come up with a plan of how to do this. South Liverpool is always great with lots of ideas to support businesses reopening and promotions in the areas.

WOOLTON IN BLOOM SPRING IS ON THE WAY! The gardens are waking up but the changes in the weather might want them to have ‘a duvet day’.

Now for my moan… Takeaway food and drinks and masks and gloves!!!!!!

We have gone from extreme, dry cold to windy, wet weather interspersed with sunshine. Today we seem to have had all four seasons in one day. We don’t know which clothes are appropriate to each day but we expect nature to perform perfectly.

We are seeing so much more litter on the streets. On High street I think people have collected food from McDonalds and then throw out the waste from their cars. On just one day I picked up three takeaway bags, two happy meal containers and three drinks cups. This littering is a regular occurrence. Face masks and rubber gloves are also just strewn around. They really are a health hazard and unsightly. Why can’t people either take their rubbish home or find a litter bin?

I have this comical vision in my head of cartoon seeds, bulbs and perennial plants putting up feelers to see if they want to emerge that day!

I had the pleasure of speaking to the WOW WI via Zoom last week and have been pleased to meet some of the members whilst I was out working with volunteers. The feedback about the work we do has been great. People really do appreciate seeing the village bloom, a fact I have always believed in and the reason why it is important that we brighten the village up with our planting.

If you see our volunteers working in the village please say hello, a friendly face or comment goes a long way.

Covid restrictions have limited our activities over the past few months but hopefully we will be able to resume soon. We have an on-going application for funding to enable a significant improvement in the wild flower meadow and should have a decision soon. Pictured is a hellebore now in bloom in its first year. We planted it last year together with two flowering cherry trees on the Woolton Hill path.

We will announce a date for our first post covid meeting as soon as possible.

Dear Resident,

We are thankfully now beginning to move out of lockdown restrictions, and with the continued roll out of vaccines we hope that we will all soon be returning to some resemblance of normality.

The unwelcome problems currently faced by the council and lockdown restrictions have both contributed to delays with some of the highways works that we have asked for, which includes alterations at the top of Out Lane to solve the obstructive parking that takes place there. The designs have been done for this and it has now been funded from our Neighbourhood Fund, so hopefully this work will soon be carried out.

We have also mentioned in previous editions about the councils ‘School Streets’ scheme and proposals to introduce this to Out Lane in conjunction with Woolton Primary School. This is a scheme that aims to restrict vehicles from entering a zoned area outside schools in the mornings and at the end of the school day. The scheme is run by the schools in conjunction with the Highways Department and is reliant upon volunteers from the school initially and then if necessary from the local community to help run the scheme with full training being given by the council. The council was set to consult on this throughout the immediate area and look for volunteers; however this was delayed due to the lockdown restrictions. We are told that this work will soon start again with training for volunteers commencing from the end of March, and we hope that this will have a positive effect for the area.

Road safety is such an important issue for local communities, and as councillors we do as much as possible to support residents in raising concerns about their local roads with the council. We recently took part in a virtual meeting with the Merseyside Road Safety Partnership (MRSP) regarding their proposals to roll out a volunteer scheme to train local residents to work alongside Merseyside Police to help target speeding motorists on their own roads. This would involve residents being provided with handheld

devices to record the speed of traffic along their road. Any motorists recorded exceeding the speed limit will then be contacted by the police and if found to be persistently speeding could result in court action. This scheme does not require any interaction between the resident and motorists, and no resident will be required to attend court to give evidence.

We are aware of some roads throughout the ward that we have been contacted about speeding traffic and we will be writing to all residents in those roads to see if anyone wishes to take up this voluntary role, which will require a personal check by the police and training will be given. If you think that your road is a concern with speeding traffic please get in touch and we will contact other residents and provide the information to the MRSP for them to assess whether the road is suitable for such a scheme to be carried out.

Following incidents on Camp Hill / Woolton Woods last year, we wrote in our last article that we were looking to have CCTV installed to monitor Woolton Woods. We can report that this is now progressing and we have located a suitable place for a camera to be installed.

We have agreed funding for this and hopefully it will be installed very soon.

This will be monitored remotely with a link directly into the City Watch control room who will be able to contact the police if any criminal activity is seen to take place. We are so pleased that we have been able to progress this as a key part to community safety for Woolton and hope that it will assist with detecting issues in this particular area. We will update residents when this is installed.

Finally we have raised concern about what will become of their building, with many residents already saying we do not need another wine bar or fast food establishment in the Village.

Vote Mark Norris on Thursday 6th May Dear Residents As this may be the last article you’ll read before we head to the polls for the Local Elections on Thursday 6th May, we thought we’d take the opportunity to tell you a bit more about your Labour candidate and local resident, Mark Norris.

Mark has lived in our neighbourhood his whole life. He grew up on Mackets Lane, attending Woolton Primary School, then Gateacre Comp and he currently lives in Priors Close - just off Hunts Cross Avenue. He works for the NHS and has been a school Governor at a local secondary school and is a serving Governor of his old primary school.

He’s passionate about supporting our community and serving the public. Experienced and dedicated, Mark is a regular volunteer. First volunteering with the Citizens Advice Bureau, he then went on to take part in a Home Office scheme as an Independent Custody Visitor on Merseyside.

In addition to this Mark has spent a number of years as a Board Member of one of the largest Housing Associations in Liverpool and is familiar with local and national government.

All of this experience has provided him with a wealth of knowledge. This means he is well placed to help us address residents concerns, support those that need assistance and fight for our local community here in Allerton, Hunts Cross and Woolton..

Mark has campaigned alongside the two of us for many, many years now. He’s been with us every step of the way in our efforts to resurface roads, provide community skips to residents, organise our Arts & Craft Fairs and help deliver the hugely successful Hunts Cross Christmas Tree lights switch on. Before the pandemic he held roaming advice surgeries in the area, speaking with local residents face to face and listening to their concerns. He’s attended more community clean-up days and litter picks than we can count – and has been relied upon to support any and all of the community events we organise for the area.

On 6th May we’ll be voting for Mark Norris. He’s a fully committed local resident, a great campaigner and we’re encouraging every one of you to do the same.

Councillor Mirna Juarez Woolton Hunts Cross Ward Liberal Democrats

Dear resident I hope you are keeping safe and looking forward to a return to normality as we begin the gradual easing of lockdown.

EVERTON’S NEW STADIUM I am very pleased and proud to have been part of the city council planning committee that approved Everton’s New Stadium at Bramley-Moore Dock. At long last Evertonians can look forward to a much-needed modern stadium with greatly improved facilities.

My support for the proposal has nothing to do with football loyalties - I’m a Liverpool fan - but more to do with the tremendous benefits that the project will bring to the city.

This new stadium will have conference and exhibition facilities, a fans’ plaza and open public areas that will also be accessible to the public on non-match days. It will spring up in a part of the dock estate which is currently very run down and in need of regeneration.

Everton’s new Stadium will be a catalyst in this endeavour. The plans that have been passed take into account our waterfront and football heritage and, most importantly, will create as many as 15,000 jobs to help our economy recover from the impact of COVID-19 SUPPORTING MARIE CURIE The pandemic has had a serious financial impact not just on businesses but also on charities like the Marie Curie Hospice here in Woolton. Most charities have seen a drop in donations from the public and volunteers have been unable to carry out vital fundraising activities and events. I normally support these volunteers whenever I can, so this 18

year I decided to award some of my allocation of Neighbourhood Funding to Marie Curie. I am sure you will agree with this decision as the work they undertake in looking after people suffering from terminal illnesses and their families is needed now more than ever.

Please be aware that Marie Curie volunteers do not go door to door to fundraise so be aware of hoax calls to your door. If you wish to donate, you can do so online at https:// www.mariecurie.org.uk/daffodil MATHER / BOOKER AVENUE JUNCTION IMPROVEMENTS After campaigning with my Lib Dem Colleagues for this dangerous junction to be made safer, I can report back that major junction improvement works at the corner of Mather Avenue and Booker Avenue are now set to take place.

The works will consist of installation of new traffic signals, drainage improvements, carriageway resurfacing, footway construction, new road markings and replacement street lights. This work is scheduled to commence on Monday 22nd March 2021, and will take approximately 20 weeks.

Due to the nature of the works, footway access will have to be restricted at times for health and safety reasons.

GOLF COURSE CONCERNS Residents reported to me concerns over the public right of way on Woolton Golf Course after a set of steps disappeared from the stile over the wall on Speke Road. I investigated and it turned out that the stile had been deliberately vandalised.

I have reported this to the council

and the steps will be replaced.

Residents also reported their concerns about the effect on trees of work being done at Allerton Golf Course. I spoke to the golf course operator who tells me that the trees are safe and will be preserved.

A landscaped embankment has been created to prevent visitors from inadvertently straying onto the fairway.

GRIT BINS After being informed by local residents that grit bins on Speke Road and Watergate Lane had been removed. I requested they be replaced as they are very well used during the winter. Brand new bins are now in situ at these locations.

Since our last meeting on Tuesday 3rd March 2020 we have not met as a group but have kept in touch on whatsapp & with monthly cards & letters from our president Angela Birkenhead and delivered by the committee members have felt in touch with all our WI friends complying with the government rules.

Our Committee have met on monthly zoom meetings which have proved excellent and made it now possible to offer these to our 100+ members on a monthly basis with a guest speaker and different activities on the agenda for all members to be part of. With us getting to know more about how zoom works we continue to have our committee and members meetings and can now go into breakout room and chat with other members – how marvellous this zoom is and I am sure all our members appreciate it. We have now introduced various craft workshops for all our members to attend. Hopefully we may be able towards the end of the year to have face to face meetings – we’ll see. Our speakers programme is now complete for the year which includes a wide range of excellent speakers.

Everyone deserves to work in a safe environment. Most injuries in the workplace can be prevented if your employer undertakes risk assessments, provides appropriate training, safe and well-maintained equipment and a safe system of work.

Timescale to bring a claim for employees In most claims the timescale to start court proceedings is either 3 years from the date of the accident, or 3 years from the date of knowledge that another person/organisation caused your injuries.

This time limit can be extended when a personal representative is appointed on behalf of the deceased’s estate and then becomes aware that the employer’s negligence caused the death.

A person may not have capacity to conduct the litigation and therefore the time limit to bring a claim would not begin until they regain capacity. Such persons would normally be represented by a litigation friend or professional deputy in proceedings.

How long will it take to settle my personal injury claim?

In the most straightforward of cases, we would expect your case to be settled within six to nine months from the date we receive your initial instructions.

In more complex cases the timescales taken to resolve the case will often be dictated by the liability status of the case and your personal needs. In cases where you require substantial rehabilitation over periods of many years, naturally this means that your case may take longer to settle.

THE WOOLTON SOCIETY As Covid restrictions have closed halls to meetings the Woolton Society has embraced new technology & gone online. The talks in February & March were held by Zoom, & were very successful both in terms of audience numbers & presentation.

February saw Ken Pye speaking eloquently on the lost village of Woolton, giving new insights into the history of the village, even to those who know Woolton well. In March blue badge guide Marie Passey spoke on the historic Duke Street area of the city. Mrs Passey has conducted several guided walks for the society, & her talk was as fascinating as the tours. It is to be hoped that the guided walks will be resumed as soon as restrictions are eased.

In April Elaine Allen will speak on the history of the telephone box, designed by Giles Gilbert Scott who was the architect of Liverpool’s Anglican cathedral. In May Rob Kirby will be speaking on the dam busters raid of 1943.

The talks are available to all Woolton Society members, who are emailed a link to access the meeting a few days before the event. There has been a flurry of membership renewals recently, as the link is sent only to members. Non-members who wish to access the talks can find forms on the website www.wooltonsociety. org.uk The society’s plaques project is ongoing, with plans to place commemorative plaques on several sites in the village. Listed buildings consent is in the process of application for Woolton’s old school on School Lane, & Woolton House medical centre. Here it is hoped to place a plaque to honour Dr Carl Warner GP, holder of the Military Cross & a former chairman of the Woolton Society.

More details of talks & events can be found on the website & in the newsletter sent out regularly to members.

The notice board in the village also shows membership details & a list of future events. Members will be notified as to when the easing of restrictions allows us all to meet up again in person.

To suppress the virus, we must help those who cannot afford to isolate to do so The Government’s roadmap to ease England out of its third lockdown has some glaring omissions. We must suppress the virus as much as possible before opening up and we must prevent new COVID variants, which may be able to evade the vaccine and the human immune response from developing. That means people who should isolate must be helped to do so where necessary.

Public health restrictions will only work if people can stay at home and self-isolate if they need to. In Liverpool, only 23% of those who applied for a test, trace and isolate payment have received it. Many of those who are not eligible for Statutory Sick Pay and do not get paid if they do not work are being placed in an impossible position. Do the right thing and have no income or go to work and hope you are not infectious. It puts the gains we can make from high rates of vaccination at risk. I’ve called on the Prime Minister to extend the £500 isolation payment to all those who have no access to statutory sick pay. Getting this right really matters if we are going to get the virus under control.

Budget 2021 Recently, the Chancellor delivered the 2021 Budget statement and revealed that this Government has the wrong priorities. There was no mention of schools or inequality in the Chancellors speech and no plan to fix social care. In his statement, the Chancellor announced that Universal Credit – a lifeline for many people throughout the pandemic, will be cut by £1000 in September. We’ve already seen unemployment double in the constituency and the forced Council tax rise will also hit my constituents hard.

Core resource spending by NHS England, which includes COVID-related spending, will actually fall from £147.7 million to £139.1 million. The Government should not be cutting our NHS during the middle of a global pandemic. Our healthcare heroes also deserve more than a paltry 1% pay rise after all they have done for us over the past year. After inflation, that's a real terms pay cut.

The budget failed to meet the challenges we face because of COVID and a botched Brexit and will leave families in Garston and Halewood to pay the price for this Government’s incompetence.

Supporting Woolton’s Businesses As a member of the Parliamentary Export Programme, recently I co-chaired a meeting between the Department of International Trade and local businesses who want to export abroad. It was an interesting meeting and allowed local businesses to hear from HMRC and question officials from the Department on what support they could offer to businesses based in the constituency.

While it's unfortunate that UK exporters are facing mounting chaos in selling their goods abroad thanks to the barriers and bureaucracy created by Britain’s exit from the EU, and the shocking failure from the Government to give businesses the time and support they needed to prepare for the new rules, I hope the attendees found the session useful. I plan to hold more meetings like this in the future. Further details about upcoming events will be posted on my website and Facebook page.

As spring approaches and it looks possible that restrictions will ease, we look forward to opening our gates and catching up with all our friends, riders, and supporters. We are in the process of contacting riders and volunteers who have been shielding about returning to Beechley..

The Horses have been increasing their daily exercise plan to increase their fitness in preparation for our riders getting back in the saddles. This includes some dietary restrictions; just like us as we emerge from our winter woollies.

Like every business, we have a plan and must take things slowly, remaining covid aware. This will enable us to build up our riders’ confidence and skills as it’s a year since most have seen a horse or been in the saddle.

As we progress, we hope to arrange several fund-raising events, so everyone can get to meet the horses and the team.

Finally, a huge thank you to everyone who has supported us during the past 12 months.

Your donations have helped us get through this pandemic. To everyone who bought vouchers for Put a Pony to bed or adopted a horse, your vouchers are valid until December, but we will let you know via our Facebook & Twitter pages when we start taking bookings for this.

What does it take to work in social care?

A Caregiver’s role is where no two days are the same and you get to make a genuine difference every day.

It takes a special person with a big heart to care in the community.
