Dragi prijatelji, Za MFS-Emmaus je i 2013. godina, koja je iza nas, bila vrlo teška, dinamična i vrlo radna. Uloţili smo veliki trud da bi ispunili svoju misiju i da rezultati naše humanitarne organizacije budu primjereni značaju koji imamo u Bosni i Hercegovini za njen brţi razvoj i bolji ţivot onima kojima je pomoć najpotrebnija. Puno je nesreće oko nas, a nikad dosta onih što se protiv nesreće bore. Smatram da bi čovjek ispunio svoj zemaljski zadatak, dao ţivotu smisao, potrebno je da u ţivotnoj borbi ustraje, ne poklekne pred teškoćama, odvaţno ide stazom dobročinstva i ne boji se izazova. U prethodnoj godini, MFS-Emmaus je pored redovnih aktivnosti, imao izazov realizovati niz novih projekata o kojima se čitaoci mogu više upoznati čitajući ovaj bilten. Za pripremu i ostvarenje projektnih ciljeva razvoja odgovorna je vrijedna ekipa Udruţenja. Edukacija, timski rad, stvaranje stimulativnog i poticajnog radnog ambijenta za profesionalan i lični razvoj zaposlenih predstavljaju osnovu naše brige o njima. Sistem vrijednosti unutar Udruţenja se zasniva upravo na njihovoj stručnosti, uzajamnom povjerenju i njihovom profesionalnom i iznad svega ljudskom odnosu prema korisnicima. Zahvaljujem svim kolegama na nesebičnom zalaganju i odgovornom odnosu prema povjerenim aktivnostima, a u ime svih nas zahvaljujem ljudima dobrog srca, donatorima i prijateljima MFS-Emmaus-a, koji su uvijek tu sa nama i ţive ovu našu zajedničku priču. Jer da nije tako onda ništa ne bi imalo smisla. ―OdreĎeno je da se nastavi...‖

Izgradnja Prihvatnog centra ―Duje‖ 2004. godine

Početkom ratnih dešavanja i agresije na Bosnu i Hercegovinu na području općine Gračanica formirana je humanitarna organizacija „Crveni polumjesec―, s ciljem pruţanja neophodne pomoći stanovništvu kroz distribuciju humanitarne pomoći, što je kasnije dovelo do otvaranja narodne kuhinje. Kada je stvoren partnerski odnos izmeĎu Crvenog polumjeseca općine Gračanica i „Emmaus Internacionala― došlo se na ideju osnivanja udruţenja koje će se baviti „Emmausovim― aktivnostima. Što je u konačnici rezultiralo formiranjem MeĎunarodnog foruma solidarnosti – Emmaus sa sjedištem u Gračanici. Humanost ne znači misliti lijepe misli. Humanost znači djelovati. I to ne bilo kako. Humano djelovati znači pomagati drugima bez obzira na to koje su rase, nacionalnosti, pola, starosti, vjere i bez obzira na to jesu li ljudi, ţivotinje ili priroda koja nas okruţuje. Humana osoba je milosrdna, osjećajna, poţrtvovana, njeţna, briţna, odgovorna. Humana osoba stvara bolji svijet za sve koji u njemu ţive. Humani čovjek je dobročinitelj, a ta riječ mnogo bolje objašnjava značenje humanosti: činiti dobro!

MFS-Emmaus početak svog rada datira od 1999. godine, djeluje i dalje na prostorima cijele Bosne i Hercegovine. Proteklih četrnaest godina MFS-Emmaus je realizovao veliki broj projekata humanitarnog karaktera, pomogao je mnogim porodicama koje se nalaze u stanju socijalne potrebe; među kojima su: izbjegla i raseljena lica, žrtve trgovine ljudima, stare i iznemogle osobe, beskućnici, osobe sa posebnim potrebama, osobe sa bolestima ovisnosti itd.

Ove kategorije društva i dalje se pomaţu koliko god je to u mogućnosti MFS-Emmaus, koji se 2004. godine preselio u Klokotnicu, Doboj Istok, zbog kapaciteta koji je bio prijeko neophodan, ali i zbog prelijepog prirodnog prizora koji se moţe vidjeti na trenutnom glavnom sjedištu MFS-Emmausa, poznatom kao „vazdušna banja―. Zahvaljujući činjenici da je MFS-Emmaus bio i ostao jedna od rijetkih nevladinih organizacija koja je radila konkretne stvari direktno sa korisnicima na terenu, nekoliko donatora i institucija vlasti prepoznalo je i potpomoglo rad organizacije. Pisajući historijat MFS-Emmausa i osvrćući se na sve dosadašnje aktivnosti, veoma je teško sve informacije sastaviti na jedno mjesto, jer to je organizacija koja djeluje već dugi niz godina, odnosno, koja prije svega uspješno djeluje u pomaganju drugima, kroz projekte realizovane na području organizacionih struktura i sa neophodnom infrastrukturom u Doboj Istoku, Sarajevu i Srebrenici. Ovaj bilten će svoje tekstove fokusirati na osnovne i glavne informacije o najznačajnijim projektima MFS-Emmausa, prije svega iz 2013. godine, odnosno o aktuelnim projektima.

Prihvatni centar ―Duje‖ 2013. godine


PCD je najveći projekat MFS - Emmaus-a, a osmišljen je i realizira se kao ustanova za zbrinjavanje i rehabilitaciju svih ugroţenih kategorija stanovništva u BiH. Centar je oformljen 1999. godine, a od 2004. godine egzistira kao Centar sa dosadašnjim načinom rada i ciljanom grupom štićenika. Ima kapacitet za 500 osoba, gdje je trenutno smješteno 400 štićenika, što ga čini najvećom ustanovom takve vrste u BiH i široj regiji Jugoistočne Europe.

PCD je smješten u prirodnom okruţenju na nadmorskoj visini 400m, te ga kao takvog mnogi zdravstveni radnici i ljubitelji zdravog načina ţivota nazivaju vazdušnom banjom, zbog visoke koncentracije kiseonika. Sastoji se od 11 paviljona poluzatvorenog tipa, od kojih se 7 koristi za smještaj štićenika. Štićenicima u PCD je pruţena kompletna briga i njega. Ono što PCD čini posebnim i ne ostavlja ravnodušnim ni jednog njegovog posjetitelja je posvećenost zdravstvenih radnika prema štićenicima. Osim zdravstvenih usluga, koje im se pruţaju, osoblje PCD se trudi da štićenici imaju adekvatnu ishranu, higijenu na visokom nivou, psihosocijalnu podršku, rehabilitaciju s ciljem resocijalizacije. Kategorije ljudi koje PCD najčešće zbrinjava su: maloljetnici, invalidne osobe, osobe sa bolestima ovisnosti, ţrtve nasilja, osobe sa duševnim smetnjama, osobe sa hroničnim oboljenjima. O štićenicima se svakodnevno brine stručni tim sačinjen od ljekara, defektologa, fizioterapeuta, radnookupacionih terapeuta, psihologa, socijalnih radnika, medicinskih tehničara i njegovatelja. PCD je opremljen savremenom medicinskom opremom, kao i priručnom ambulantom, sanitetskim vozilima i stomatološkom ordinacijom. Kroz razne oblike terapija stručni tim ljudi u PCD pruţa štićenicima još jednu priliku, da odsanjanju neodsanjane snove, te čari zajedničkog ţivota, da im se mogućnost dijeljenja zajedničke boli, suosjećanjem, probudi osjećaj pripadnosti zajednici. PCD usluge štićenicima pruţa kroz slijedeće sluţbe: sluţba za zdravstvenu zaštitu, socijalna sluţba, defektološko– pedagoška sluţba, fizikalna terapija, radnookupaciona terapija, sluţba za higijenu i sluţba za ishranu. Ostali specijalistički pregledi našim korisnicima su na raspolaganju u saradnji sa lokalnim zdravstvenim ustanovama. MFS – Emmaus pruţa mogućnost onima, što su jučer bili bez hrane, odjeće, doma, da sada rukom siju, njeguju i beru plodove, osjećaju se korisnima, kako u svrhu doprinosa kolektivu, tako i za podizanje samopouzdanja, te buĎenja osjećaja biti koristan. Ovaj projekat se realizira u saradnji sa mnogim različitim drţavnim, entitetskim i općinskim institucijama, Centrima za socijalni rad, bolnicama, Domovima zdravlja i mnogim drugim nacionalnim i meĎunarodnim institucijama, organizacijama, pojedincima i grupama prijatelja MFS – Emmausa.

Socijalna služba

Socio–terapijske zajednice PCD-a podrazumjevaju: zajednicu liječenih alkoholičara, ţrtava nasilja u porodici, slijepih i slabovidnih osoba, maloljetnih lica i socio–terapijsku zajednicu roditelja. Sastanci socio – terapijskih zajednica odrţavaju se dva puta u sedmici, a teme sastanaka se prilagoĎavaju sposobnostima i interesima članova grupe. Ovisno o temama koje se obraĎuju, socijalni radnici angaţuju i druge profile stručnjaka uposlenih u Centru: ljekara, defektologa, pedagogapsihologa i radnookupacionih terapeuta.

Fizikalna terapija Za obavljanje fizikalnih terapija se koristi kinezo sala, sala za parafinoterapiju i sala za dječiju rehabilitaciju. Fizikalni tretman koriste osobe koje prvenstveno odrţavaju svoju pokretljivost i oni uglavnom samostalno izvode vjeţbe kao i osobe koje su preţivjele apopleksiju, osobe sa cerebralnom paralizom, odnosno sve osobe koje imaju oteţane motoričke sposobnosti. U okviru ove sluţbe provode se i sljedeće terapije: vjeţbanje na biciklu, pasivne i aktivne vjeţbe, elektroterapija, krioterapija, te razne vrste masaţa.

Resocijalizacija kroz obuke šivanja

U sklopu radnookupacione terapije organizira se edukacija iz šivanja za naše korisnike. Samim procesom profesionalne orijentacije mladih djevojaka i ţena identifikovan je njihov kapacitet i interes da učestvuju u kursu šivanja. Za iste korisnike su obezbijeĎeni uslovi za rad, odgovarajuća oprema, profesionalne šivaće mašine te im se pruţa teoretska i praktična edukacija za šivanje jednom sedmično u radu po grupama gdje je angaţovan instruktor šivanja. Na kraju edukacije učesnicima kursa se dodjeljuje certifikat. MFS – EMMAUS na ovaj način doprinosi procesu reintegracije u društvo, korisnici će to znanje iskoristiti za svoje potrebe, a samim tim im se obezbjeĎuje mogućnost za ravnopravno učestvovanje na trţištu rada.


Defektološka služba U PCD posebno mjesto u rehabilitaciji maloljetnih štićenika zauzima defektološki tretman, sa svakodnevnim radom defektologa, pedagoga/psihologa, koji po prijemu vrše analize sposobnosti i mogućnosti štićenika. Primarno mjesto u defektološkom tretmanu jeste edukacija, koja podrazumjeva multidisciplinaran pristup kroz različite predmete oblasti i time priprema štićenike za polaganje ispitnih predmeta u osnovnoj i srednjoj školi. Pored navedenog, defektolozi i pedagozi-psiholozi sa štićenicima organizuju kreativne radionice koje podrazumjevaju izradu ukrasnih predmeta od drveta i stakla, rad sa glinom i gipsom, rad sa raznim vrstama papira, te prakticiraju izrade raznih maketa. Osim edukacije i kreativnih radionica praktikuju se i sportske aktivnosti: stoni tenis, fudbal, košarku, odbojku, s ciljem podsticanja njihovog fizičkog razvoja.

Radnookupaciona terapija Najvaţniji dio u rehabilitaciji štićenika zauzima radnookupaciona terapija. U okviru ove terapije se praktikuje rad u grupama, koje su formirane u odnosu na dijagnoze štićenika i prilagoĎene njihovim psiho-fizičkim sposobnostima. Na radnookupacionim terapijama se koriste razne tehnike pri izradi rukotvorina: heklanje, pletenje, vez, tkanje, izrada tapiserija, goblena, nakita. TakoĎer štićenici rade na izradi slika na drvetu, učestvuju u pripremi i obradi drveta, koriste glinu, gips, izraĎuju čestitke, ukrasne knjige i razne ukrasne predmete. Osim toga u sklopu ove terapije štićenici imaju priliku biti dio sekcija: literalne, sportske, dramske i muzičke. U okviru radnookupacione terapije prakticira se obiljeţavanje značajnih datuma i često se upriliče edukativne radionice na različite teme koje prezentuju taj praznični dan. Pored kreativnih, umjetničkih i sportskih radionica pod radnookupacionu terapiju spada i učešće u radu plasteničke proizvodnje voća i povrća, preradi poljoprivrednih proizvoda, pomoći pri uzgoju peradi u mini farmama te odrţavanju i ukrašavanju dvorišta PCD-a. Radnookupaciona terapija pruţa priliku svim štićenicima koji su prije bili na marginama društva da sada djeluju u okviru kolektiva i individualno doprinose stvaranju drugačije, ljepše stvarnosti, te da se osjećaju korisnim i na taj način steknu osjećaj pripadnosti jednoj zajednici.

Važan akcenat u radu PCD-a je stavljen na reorganizaciju u četiri nove strukture: 1.Centar za stare i nemoćne osobe (gerijatrija); 2.Centar za lica sa psihijatriskim poteškoćama; 3.Centar za djecu bez roditeljskog staranja; 4.Centar za lica sa invaliditetom; koji imaju za cilj unapređenje uslova života korisnika i procesa rehabilitacije, unaprijeđenja uslova rada i edukacije radnika.


MFS-Emmaus je u augustu 2011. godine postao partner HWC-a i zvanični organizator drţavnog tima u uličnom fudbalu Bosne i Hercegovine, kao i za sve prateće izborne aktivnosti vezane za Svjetska fudbalska prvenstva za beskućnike - Homeless World Cup. MFS-Emmaus, realizirajući ovaj projekat, kreira mogućnosti beskućnicima da sa margina društva preĎu u centar društvenih dešavanja, da se ponosno predstave na globalnom nivou, budu istinski ambasadori naše zemlje i da uz to mijenjaju svoje ţivote.

Aktivnim angaţmanom beskućnika i medijskom promocijom dogaĎaja, nastoji se postići da društvo, ne samo prepozna problem i potrebe beskućnika, već i da preuzme odgovornost za kontinuiranu podršku u rješavanju problema socijalne isključenosti ove kategorije. Bosanskohercegovačka reprezentacija beskućnika je 2012. godine, po prvi put, uzela učešće na Svjetskom prvenstvu koje se odrţalo u Meksiku. Osvojili su ponosno šesto mjesto. Naredne godine su u Minhenu na Europskom prvenstvu osvojili drugo mjesto, da bi mjesec dana poslije, na Svjetskom prvenstvu 2013. u Poljskom gradu Poznan osvojili još jedno šesto mjesto.

Od 2000. godine MFS – Emmaus započinje uzgoj voća i povrća kao i poljoprivrednu proizvodnju hrane sa ciljem ishrane velikog broja korisnika smještenih u PCD-u. Danas MFS – Emmaus posjeduje vlastitu mljekaru (Doo ―MFS Trade‖) kompleks objekata za proizvodnju sira, pekaru, voćnjak, veliki broj plastenika i staklenik za proizvodnju povrća te mini farmu za uzgoj peradi i sitne stoke. U cilju proširenja postojeće proizvodnje MFS – Emmaus je započeo sa aktivnostima izgradnje farme pilića. Pokretanjem proizvodnje na farmi pilića stvorili bi se uslovi za dodatno upošljavanje povratnika, izbjeglih i raseljenih osoba sa područja općina Doboj Istok, Gračanica i regije Doboj. Stavljanje farme pilića u funkciju znatno bi doprinijelo poboljšanju pružanja usluga korisnicima PCD-a.

Projekat podrške održivom povratku kroz nabavku stoke U martu 2013. godine je u prostorijama Udruţenja MFS-Emmausa izvršena primopredaja vrijedne donacije – petnaest krava muzara za potrebe povratnika bošnjaka u RS-u. Povratnici kojima je uručena donacija su ujedno i kooperanti mljekare MFS-Trade-a. Isti će zahvaljujući ovoj vrijednoj donaciji povećati proizvodnju mlijeka čije će otkupljivanje u pomenutoj mljekari poboljšati ekonomsko stanje povratnika kooperanata i učiniti njihov povratnički ţivot lakšim. Sredstva za kupovinu krava obezbijedila je Vakufska direkcija Islamske zajednice (IZ) BiH putem Generalnog sekretarijata za vakufe drţave Kuvajt. Primopredaja donacije krajnjim korisnicima realizovana je uz prisustvo predstavnika diplomatskog atašea kuvajtske ambasade u BiH, gospodina Ahmada M. Buskandara. Osim predstavnika kuvajtske ambasade svečanosti su prisustvovali direktor Vakufske direkcije IZ BiH, mr. Senaid Zajimović i glavni imam Medţlisa IZ Doboj Bajro ef. Dţafić. Uspješnom realizacijom ovog humanog projekta nastavljena je odlična saradnja na polju brige o socijalno najugroţenijim kategorijama našeg društva, što moţe posluţiti kao model kako se treba konkretno djelovati u ovim teškim vremenima.

Projekat vanredno školovanje djece smještene u PCD Ovaj projekat je finansiran od organizacije IHH (Insani Yardim Vakfi) i Ministarstva za rad, socijalnu politiku i povratak TK, posredstvom kojeg je omogućeno djeci smještenoj u PCD da pristupe polaganju ispita radi sticanja diploma.

Kurs stranih jezika i informatike MFS-Emmaus u saradnji sa općinom Doboj Istok i kulturnim centrom „Kralj Fahd― u 2013-toj godini je implementirao još jedan projekat edukativnog karaktera ―Kurs stranih jezika i informatike‖. Svrha realizacije navedenog projekta jeste edukacija stanovništva, koja ima za cilj pruţanje novih znanja i vještina iz domena stranih jezika i informacionih tehnologija. Polaznici ovog kursa mogli su da obogate svoje znanje i komunikacijske sposobnosti iz engleskog i arapskog jezika, ali i da se usavrše na polju informacionih vještina.

Projekat pružanja finansijske pomoći djeci koja su bez roditelja Projekat se implementira uz pomoć većeg broja humanitarnih organizacija kao što su WAMY-NEDWA (World Assembly of Muslim Youth), WEFA (Weltweiter Einsatz für Arme) i Al-Najat - Kuwait, te ima za cilj pruţanje finansijske podrške djeci koja nemaju roditelja/ e. Finansijska podrška ogleda se u pruţanju odreĎenih novčanih sredstava na mjesečnom nivou, ali i pratećih aktivnosti kao što su: edukativne radionice, likovna stvaralaštva, komunikacijske vještine, igraonice itd.

Kamp druţenja

"Svjetska asocijacija islamske omladine – WAMY-NEDWA" (World Assembly of Muslim Youth) finansijski je podrţala realizaciju kampa koji se odrţao od 19. do 22. augusta 2013. godine u Europskom centru za civilni servis – Franco Bettoli, Potočari, Srebrenica. Osim kampa protekle godine (2013) imali su i organizovanu proslavu dana djeca bez jednog ili oba roditelja. Ovaj dogaĎaj realizovan je uz pomoć Udruţenja Istanbul edukacionokulturnog centra, u saradnji sa turskom humanitarnom organizacijom IHH i Udruţenjem "Majke enklava Srebrenica i Ţepa" u saradnji sa MFS-Emmausom.

Od samog osnivanja, MFS—Emmaus realizuje niz aktivnosti, koje su objedinjene u zajednički naziv „Sezonski projekti―. U okviru tog projekta realizuju se sljedeće aktivnosti:    

organizovanje ramazanskih iftara; kontinuirane podjele humanitarne pomoći; podjela ramazanskih paketa; podjela bajramskih kurbana.

Uzimajući u obzir činjenicu da se sve veći broj stanovništva nalazi u stanju socijalne ugroţenosti, ovakav vid pomoći i humanitarnog djelovanja zauzima vodeće mjesto na ljestvici prioriteta kada ja u pitanju rad i poslovanje MFS – Emmausa. Donatorsku ulogu i finansijsku podršku u realizaciji prethodno navedenih aktivnosti, zauzele i svoj znatan doprinos su dale sljedeće organizacije: Deniz Feneri, IHH, WEFA (Weltweiter Einsatz Für Arme), IGMGHasene, RAF, WAMY (World Assembly of Muslim Youth), IZBA (Islamska zajednica Bošnjaka Austrija), IZ BiH sa svojim medţlisima, muftijstvima, medresama itd.; Islamic Relief i Mesna industrija „Ovako―. Već dugi niz godina pomenute organizacije u saradnji sa MFS–Emmausom pruţaju pomoć i podršku socijalno ugroţenim porodicama.

MFS-Emmaus je, u saradnji sa Federalnim ministarstvom zdravstva, u julu 2013. godine, započeo realizaciju projekta ―Znanjem protiv droge‖ na području Tuzlanskog kantona i Posavske ţupanije. Tokom projekta realizovano je:  više od 70 edukativnih radionica kojim je obuhvaćeno blizu 1500 mladih;  12 terenskih (outreach) aktivnosti;  više od 10 informativno-edukativnih radionica za oko 400 roditelja;  distribuirano više od 2500 edukativnih brošura;  izraĎena je internet stranica www.znanjemprotivovisnosti.ba.

Udruţenje MFS-Emmaus od 15. aprila 2013. godine implementira projekat ''Jačanje vještina mladih pri suočavanju sa bolestima ovisnosti'' u partnerstvu sa Udruţenjem roditelja djece ovisnika o drogama ''NADA'' i u saradnji sa Javnom ustanovom Centar za rehabilitaciju ovisnika o psihoaktivnim supstancama Smoluća. Cilj projekta jeste doprinijeti smanjenju obima problema narkomanije i bolesti ovisnosti kod mladih sa područja općine Lukavac, a projekat se realizuje u sklopu UNDPovog projekta „Jačanje lokalne demokratije/demokracije III – LOD III― kojeg finansira Evropska unija.

Tokom realizacije projekta, do danas izraĎeno je 1000 edukativnih brošura ''Saznaj činjenice o drogama'', realizovano 11 terenskih aktivnosti kojim je obuhvaćeno 240 mladih iz Lukavca, organizovano 5 posjeta terapijskim zajednicama za mlade iz Lukavca, realizovan likovni natječaj za mlade u dobi od 12 do 18 godine na koji je pristiglo 84 rada, realizovano više od 30 informativno-edukativnih radionica za učenike osnovnih i srednjih škola i organizovana je edukacija-treninga za 30 nastavnika/profesora iz Lukavca.

MFS-Emmaus je u martu 2009. godine kupio poljoprivredno zemljište čija ukupna površina iznosi 2 640 m2 , u Srebrenici, tačnije Potočarima. Razlog ove velike investicije je izgradnja centra koji će nositi naziv „Europski centar za civilni servis – Franco Bettoli― (ECCS). Ugovorom o partnerstvu i finansijskoj podršci izmeĎu Emmaus Europe i MFS-Emmausa, potpisanog u januaru 2009. godine, o finansiranju projekta ECCS – Franco Bettoli jasno je definisana misija ureda MFS-Emmaus u Srebrenici. Centar je otvoren s ciljem:  zapošljavanja mladih iz Srebrenice, kao najznačajniji vid poticaja i pomoći povratka prognanika u prijeratne domove;  razvoja ekonomskih projekata (solidarna ekonomija), kako bi se osigurala samoodrţivost centra;  pruţanja pomoći socijalno-ugroţenim porodicama, kroz posjete i podjelu pomoći (hrana, rabljeni namještaj, odjeća, Izgled parcele iz 2009. godine kada je tek početa izgradnja obuća, igračke, školski pribor i slično);  uključivanja stanovnika Srebrenice u europske tokove ECCS civilnog društva;  razvoja i realizacije projekata u oblasti civilne zaštite, kako bi se stanovništvo povezalo sa teritorijom na kojoj ţivi;  razmjene iskustava i prevazilaţenje različitosti, kroz organizovanje susreta mladih iz Srebrenice sa ljudima iz cijele Europe, na polju kulture, sporta i umjetnosti.

Poslijeratni ambijent je kreirao specifične uslove školovanja za djecu povratnike iz Srebrenice. Nakon završenog školovanja do 5-tog razreda djeca neuslovnim prijevozom iz rubnih i ruralnih sela u kojima ţive, a koja su udaljena izmeĎu 20-30 km, moraju putovati do Centralne škole u Srebrenici. Na putu do škole provedu oko dva sata, a vrijeme koje izgube putujući od kuće do škole i vraćajući se iz škole kući, utiče na njihov kvalitet obrazovanja. S obzirom na lošu putnu komunikaciju i geografski poloţaj sela izostajanje s nastave je česta pojava a samim time još jedan faktor koji utiče na obrazovanje te djece. Kao odgovor na taj izazov, u ECCS-FB je ponuĎena usluga smještaja u kapacitetima Udruţenja za djecu putnike. U kompleksu koji se nalazi u Potočarima je smješteno trenutno 29. djece uzrasta od 6 razreda do 3 razreda srednje škole. Cilj usluge je da se pruţi cjelosedmični boravak za djecu, a njihove aktivnosti su organizovane po principu organizovanja vremena u bilo kom školskom internatu uz namjere da im se pruţe i omoguće uslovi za sretno odrastanje. Pored vremena koje provode učeći i radeći zadaću uz nadzor stručnog osoblja pedagoga, psihologa, defektologa, djeci se nastoji pruţiti znanje o ţivotu, o prirodi i nauci. Prepoznajemo njihove afinitete i nastojimo ih kroz stručan rad i dalje razvijati i usmjeravati. ObezbijeĎena su im tri obroka, materijalno-tehnički uslovi koji su neophodni za rast i razvoj mladog djeteta u jednu zdravu samostalnu jedinku. Pored raznih aktivnosti koje im nudi centar (kreativnih, edukativnih radionica, sportskih aktivnosti, muziko terapije, kurs engleskog jezika, informatike) stručni tim svakodnevno radi sa njima, akcenat je stavljen na izradu domaćih zadataka i pomoći pri učenju. U našem centru nastojimo podjednako odgojno-obrazovno djelovati, te maksimalno socijalizirati djecu.

Lokalna zajednica u Potočarima je jako siromašna po pitanju sadrţaja koje nudi za omladinu i najmlaĎe, te je MFSEmmaus uz podršku In fondacije za unapreĎenje i inkluziju djece i mladih i „Kinderpostzegela― u septembru 2013. godine, uspio pokrenuti Dnevni centar u Potočarima za djecu i mlade. Dnevni centar nudi organizovan sadrţaj i aktivnosti edukativno-zabavnog karaktera za djecu iz lokalne zajednice. Tople prostorije upotpunosti prilagoĎene i posvećene djeci i njihovim interesima, pruţaju prikladan ambijent gdje djeca mogu popiti čaj, pojesti uţinu, provesti vrijeme igrajući se ili obavljanju neke druge aktivnosti. Ciljane i konkretne aktivnosti u Dnevnom centru su: pomoć pri izradi domaće zadaće, kreativne i ritmičke radionice, sportske aktivnosti, kulturno-zabavne aktivnosti, informatičke radionice, izloţbe i priredbe, kao i individualni rad sa djecom. Trenutno 24-ero djece redovno posjećuje Dnevni centar, a 50-ero ih je registrovano kao vanredni posjetioci. Dnevni centar je obezbijedio dva termina za djecu. Prvi je za mlaĎu grupu djece koja putuju, kako ne bi vrijeme provodili napolju čekajući prijevoz ili ispred škole po lošem vremenu dok je drugi termin za djecu iz lokalne zajednice u poslijepodnevnim satima. Djeca i roditelji su pokazali veliku zainteresovanost za rad Dnevnog centra o čemu govori i uključenost roditelja u naša dešavanja. Drago im je da postoji toplo i prijateljsko mjesto na kojem njihova djeca mogu mnogo naučiti i steći nova prijateljstva.


Kamp se organizuje još od 2006. godine i do sada je mnogo toga učinjeno i postignuto: na hiljade domaćinstava je potpomognuto namještajem, prehranom; svake godine se pomogne porodicama u raznim kućnim poslovima, fizičkim radovima, izgradnjom „krova nad glavom― onima koji su u ratu ostali bez njega, ali i izgradnji farme ovaca, te Europskog centra za civilni servis – Franco Bettoli, čišćenju puteva i terena, uklanjanje arhitektonski barijera u Srebrenici, sanaciji vodovodne mreţe i još mnogo toga. Sve ove akcije su humanitarnog karaktera i zahtijevaju marljiv, teţak i naporan rad od učesnika kampa. Osobe različitog porijekla, starosne dobi, kulture, vjeroispovijesti i nacije iz zemalja širom svijeta, imaju jednom godišnje mogućnost da se okupe na isto mjesto sa jednim ciljem – pomoći u izgradnji Srebrenice i stanovništvu iz tog područja. MeĎunarodni omladinski radni kamp – Franco Bettoli „Srebrenica, put ka novoj Europi― je jedan od rijetkih dogaĎaja na svijetu gdje nema prostora za stereotipe, za diskriminaciju, a naročito za govor mrţnje i nasilja u bilo kom obliku. Na ovom kampu su svi isti, niko ne uţiva privilegije, isto tako niko se ne osuĎuje na osnovu svoje različitosti, svi isto dišu, isto hodaju, isto misle, rade, ali prije svega svi jednako ţele pomoći, ne samo Srebrenici već i čitavom svijetu, dokazivajući da je mir, ljubav, prijateljstvo i tolerancija izmeĎu različitosti itekako moguća.

Mala škola poljoprivrede U sklopu rada ECCS-FB od aprila mjeseca 2013. godine započela je mala škola poljoprivrede, koja okuplja djecu iz lokalne zajednice. Djeca uz stručnog predavača uče kako se odreĎene kulture sade i uzgajaju, prate njihov rast i razvoj, te uče da poštuju i njeguju prirodu. Jednom sedmično odrţavaju se blok časovi male škole poljoprivrede, a nakon nastave i rada na zasadima, djeca se druţe, pjevaju i igraju.

Izgradnja farme ovaca na području općine Srebrenica započela je 2012. godine. Tada je obezbjeĎeno zemljište za izgradnju farme, kao i prateći objekat u ukupnoj površini od 11 hektara. Radovi na izgradnji farme ovaca započeli su 2013. godine za vrijeme trajanja MeĎunarodnog omladinskog radnog kampa – Franco Bettoli ―Srebrenica, put ka novoj Europi‖. Do sada (decembar 2013. godine) izgraĎena je trećina farme. Iskopan je bunar, dubok 6 m, dva plastenika po 100 m2; od pratećih objekata je napravljen silo- trenc kapaciteta 85 kubnih metara, kuća gdje je završena izgradnja suterena i grubi unutarnji radovi. Kuća će sluţiti za boravak radnika i svih ostalih posjetitelja buduće farme ovaca. Kuća će imati kapacitet od 20 leţajeva u četiri prostorije i restoran s dnevnim boravkom. Cilj izgradnje farme je osigurati odrţivi povratak, nova radna mjesta, ponuditi lokalnom stanovništvu nove načine uzgoja ovaca s edukativnim i praktičnim primjerima. Planovi za narednu godinu se ogledaju u useljaju grla u farmu i obezbjeĎivanju hrane za postojeća grla što podrazumjeva angaţman novih radnika.

Od maja 2013. godine MFS -Emmaus u saradnji sa Opštom poljoprivrednom zadrugom ‖Hana‖ u Srebrenici je proizveo 5000 tegli raznih dţemova (šljiva, jabuka, dţenarika, zova…) gdje je otkup sirovina vršen od lokalnog stanovništva. ZasaĎeno je 2 000m2 jagoda kako bi se mogla obezbijediti sirovina iz ličnog angaţmana za preradu. TakoĎer je obezbijeĎen objekat od 200 m2 koji se planira u narednom period adaptirati za prijem, preradu i proizvodnju voća i povrća. Cilj postojanja OPZ ―Hane‖ jeste da ponudi lokalnom stanovništvu nova radna mjesta (stalno zaposlenje i sezonski rad), siguran otkup poljoprivrednih proizvoda i njihov plasman na trţište.

Svečano otvaranje Europskog resursnog centra za prevenciju trgovine ljudima i drugih oblika eksploatacije, uz podršku EMMAUS Europe Sarajevo, 27. Novembar 2013. godine

MFS-Emmaus ured Sarajevo, otvoren je krajem januara 2008. godine i od tada djeluje u borbi protiv trgovine ljudima, te se realizuju aktivnosti na:  sprečavanju trgovine ljudima u BiH;  sprečavanju ilegalnih migracija;  sprečavanju eksploatacije djece posredstvom komunikacijskih i informacijskih tehnologija;  prevenciji i podizanju svijesti javnosti i posebnih ciljnih grupa;  izgradnji kapaciteta institucija, organizacija i profesionalaca koji djeluju u navedenim oblastima; te i  istraţivanjima u navedenim oblastima.

Trgovina ljudima u BiH pojavila se kao društveni fenomen 1999. godine, kada su pretežno djevojke i žene iz bivšeg Sovjetskog bloka iskorištavane u svrhu seksualne eksploatacije u BiH, kao zemlji odredišta i zemlji tranzita za zapadnu Europu. Od 2003. godine trendovi su preusmjereni na povećanje trgovine državljanima BiH, do potpune promjene od 2007. godine, pridruživanjem Rumunije i Bugarske u Europsku uniju - otvaranjem puteva EU za zemlje Istočne Europe, olakšan je i ulaz trgovcima ljudima i krijumčarenje žrtava trgovine ljudima, te BiH više nije primarno tranzitna ili odredišna zemlja. Umjesto toga, BiH je postala tranzitna zemlja za krijumčarske rute s Bliskog istoka do zapadne Europe, zemlja porijekla za državljane BiH koji se iskorištavaju kao žrtve trgovine ljudima u zemljama EU, a sve više i zemlja odredišta za djecu iz bivših jugoslovenskih zemalja (uglavnom Srbije i Crne Gore, Kosova, ali i iz Hrvatske) koji se iskorištavaju u BiH za potrebe prisilnog rada, pretežno prosjačenja.

MFS-EMMAUS je potpisnica Protokola sa nadleţnim ministarstvima o pruţanju usluga ţrtvama trgovine ljudima i to: sa BiH Ministarstvom sigurnosti BiH – za smještaj i zbrinjavanje stranaca ţrtava trgovine ljudima; i BiH Ministarstvom za ljudska prava i izbjeglice za smještaj i zbrinjavanje BiH drţavljana ţrtava trgovine ljudima. Kapaciteti MFS-EMMAUS-a za smještaj i zbrinjavanje ţrtava trgovine ljudima iznose 80 mjesta, što ovo sklonište čini jednim od najvećih u regiji i svijetu. Svim ţrtvama je pruţena neophodna, besplatna pravna pomoć, u suradnji sa partnerskim udruţenjem „Vaša prava BiH―. Svim zbrinutim ţrtvama, neovisno o drţavljanstvu ili dobi, pruţen je smještaj i kvalitet usluga koji odgovaraju Europskim standardima kvalitete - od oktobra 2008. godine, MFS-EMMAUS posjeduje certfikat ISO9001/2000, koji osigurava garanciju kvalitete pruţenih usluga svim ugroţenim kategorijama, meĎu kojima su i ţrtve trgovine ljudima. Ovaj certifikat se obnavlja na godišnjoj osnovi, a u ovisnosti od unapreĎenja kvaliteta usluga. Asistencija koju MFS-EMMAUS tokom dugogodišnjeg rada pruţa ţrtvama trgovine ljudima u BiH – stranim i BiH drţavljanima - je višestruka, a sastoji se od smještaja u sklonište, pruţanja zaštite i sigurnosti, hrane, odjeće, obuće, higijenskih i ostalih potrepština, svih vrsta medicinskih usluga (uključujući hospitalizaciju), teorijsku i praktičnu edukaciju, osposobljavanje putem rada, usluge reintegracije, te pravnu pomoć. U skloništu MFS-EMMAUS-a direktna pomoć i sklonište pruţeni su za 265 ţrtava trgovine ljudima, od čega više od četvrtine ţrtava čine maloljetnici (28%). Tokom 2013. godine u skloništu je pruţena pomoć za 16 ţrtava trgovine ljudima.

U okviru regionalnog projekta ―Balkans ACT (Against Crime of Trafficking) Now!‖ MFS-EMMAUS je u suradnji s partnerskim organizacijama civilnog društva: ASTRA – Akcija protiv trgovine ljudima (Republika Srbija), Partnerstvo za društveni razvoj (Republika Hrvatska) i Otvorena porta – La Strada (BJR Makedonija), a na osnovu sveobuhvatnog istraţivanja i analize situacije u oblasti borbe protiv trgovine ljudima, te identificiranja problema u ovoj oblasti, učestvovao u pripremi dokumenta „Balkanska deklaracija o suzbijanju trgovine ljudima i eksploatacije ljudskih bića―, kojom se, u prvom redu vlasti, ali i organizacije civilnog društva i svi drugi sudionici, pozivaju da dodatno ojačaju svoj uticaj u rješavanju navedenih problema. Dana 19. septembra 2013. u Zagrebu je realizovana svečanost potpisivanja Balkanske deklaracije koju su tom prilikom potpisale četiri organizacije, partneri u implementaciji projekta „Balkans ACT Now!―, a do 31. decembra 2013. godine je potpisana od strane 68 organizacija civilnog društva iz zemalja regije i cijele Europe. MFS-EMMAUS član je radnih tijela formiranih u BiH sa ciljem suprotstavljanja trgovini ljudima, te predstavnici Ureda u Sarajevu učestvuju u radu Udarne grupe u borbi protiv trgovine ljudima u BiH, Regionalnih monitoring timova za borbu protiv trgovine ljudima, Drţavnog tima za borbu protiv trgovine ljudima, te radnim grupama za izmjene i dopune relevantnih zakona, te u izradi strateških i akcionih dokumenata BiH. Član je novouspostavljenog Monitoring tima za praćenje implementacije Strategije suzbijanja trgovine ljudima u BiH 2013 – 2015 i Drţavnog akcionog plana – kao predstavnik OCD-a koje djeluju u oblasti borbe protiv trgovine ljudima u BiH.

Radno-okupaciona terapija za ţrtve trgovine ljudima u Sigurnoj kući/skloništu u okviru rehabilitacije

Od posebnog značaja za drţavu Bosnu i Hercegovinu pri zbrinjavanju odreĎenih kategorija ilegalnih migranata u BiH, za koje drţava ne posjeduje adekvatne uslove i kapacitete za smještaj i zbrinjavanje, je suradnja s MFS-EMMAUS-om koja se realizuje na osnovu Ugovora o suradnji i osiguranju smještaja i zbrinjavanja ilegalnih migranata u BiH sa Sluţbom za poslove sa strancima BiH od decembra 2009. godine. U skladu s navedenim, u skloništu MFS-EMMAUS-a vrši se smještaj ilegalnih migranata i to: porodica u ilegalnom boravku, djece u pratnji jednog roditelja i maloljetnih osoba bez pratnje, kao i osoba sa blaţim mentalnim invaliditetom. Usluge koje se pruţaju ilegalnim migrantima u MFS-EMMAUS-u su smještaj, pruţanje zaštite i sigurnosti, hrane, odjeće, obuće, higijenskih i ostalih potrepština, svih vrsta medicinskih usluga, kao i radno-okupaciona terapija i aktivnosti opismenjavanja za djecu. Do kraja 2013. godine, MFS-EMMAUS je zbrinuo dvadeset i jednog (21) ilegalnog migranta, od čega šesnaest (16) maloljetnih i pet (5) punoljetnih lica.

MFS-EMMAUS je u suradnji sa Ministarstvom sigurnosti BiH/Odsjekom za borbu protiv trgovine ljudima, realizirao značajan broj aktivnosti u svrhu sprečavanju objavljivanja ilegalnog, štetnog ili neprimjerenog sadrţaja i potencijalnih opasnosti na internetu kojoj su djeca i mladi izloţeni. Uspostavljen je web portal www.sigurnodijete.ba sa korisnim sadrţajima o mogućim oblicima iskorištavanja djece i njihovoj prevenciji, a najvaţniji segment interaktivnog web portala je uspostava SOS linije za prijavljivanje svih oblika zloupotrebe djece i mladih putem Dan sigurnijeg interneta, u suradnji sa Insafe-Europskom mreţom Centara za sigurniji internet i SID Komitetom BiH, Srednja informacijskih i komunikacijskih tehnologija. Kao inicijator i jedan od osnivača SID (Safer Internet zubotehnička škola – Sarajevo, februar 2013. godina Day) Komiteta BiH, svake godine u februaru obiljeţava Dan sigurnijeg interneta, s ciljem jačanja preventivnih i promotivnih aktivnosti na zaštiti djece i mladih pri korištenju informacijskih i komunikacijskih tehnologija. Centralni dogaĎaj obiljeţavanja Dana sigurnijeg interneta 2013. godine odrţan je 5. februara u Srednjoj zubotehničkoj školi u Sarajevu pod sloganom "Connect with Respect― (Poveţi se s poštovanjem), gdje su sa učenicima o sigurnom korištenju interneta razgovarali Drţavni koordinator za borbu protiv trgovine ljudima, šefica MFS-EMMAUS Ureda Sarajevo i direktorica organizacije OneWorldSEE. Nesebičnim zalaganjem uposlenika Ureda u Sarajevu, te inovativnim i kreativnim aktivnostima, od 2010. godine MFS-EMMAUS je član INHOPE – svjetske asocijacije SOS linija za prijavu neprimjerenih sadrţaja i komunikacije i zlostavljanja djece, a od aprila 2013. godine i član Upravnog odbora INHOPE-a. Potpisivanjem Memoranduma o razumijevanju sa mreţom European Schoolnet (mreţa 30 europskih ministarstava obrazovanja) za uključivanje BiH u projekat ―Oznaka eSigurnosti‖ (eSafety Label), MFS-EMMAUS omogućio je obrazovnim institucijama iz BiH povezivanje i razmjenu iskustava u regiji i Europi, te pristup smjernicama za poboljšanje sigurnosti učenika pri korištenju informacijskih i komunikacijskih tehnologija.

Tokom dugogodišnje intenzivne uključenosti u aktivnosti sprečavanja trgovine ljudima u Bosni i Hercegovini, MFS-Emmaus uočio je potrebu za podizanjem svijesti šire javnosti BiH o trgovini ljudima i srodnim pitanjima, te promjenama u trendovima trgovine ljudima, a posebno najnovijim zakonskim promjenama u odnosu na trgovinu ljudima. MFS-Emmaus je stoga, tokom 2013. godine sproveo na nivou drţave kampanju pod nazivom „Podizanje svijesti i prevencija trgovine ljudima u BiH― usmjerenu na podizanje svijesti javnosti u BiH o novim pojavnim oblicima trgovine ljudima u BiH i široj regiji: trgovine ljudima u svrhu radne eksploatacije, posebno prisilnog rada na ulici, organizovanog prosjačenja i sluţenja u kućama. Posebna paţnja usmjerena je na povećanu trgovinu djecom, drţavljanima BiH, kao i na skretanje paţnje postojećih i mogućih klijenata ţrtava trgovine ljudima u BiH na izmjene Krivičnog zakona BiH, kojim su zapriječene zatvorske kazne za korisnike seksualnih usluga ţrtava trgovine ljudima, s ciljem smanjenja lokalne potraţnje za komercijalnim seksualnim uslugama, i poticaja odgovornim institucijama vlasti za intenziviranje istraga slučajeva trgovine ljudima, ali i stvaranja preduvjeta za nastavak sličnih inicijativa u budućnosti.

U cilju prevencije i podizanja svijesti javnosti, te osiguranja većeg uticaja kampanje, šire pokrivenosti i dostupnosti svim ciljnim skupinama MFS-EMMAUS realizrao je tokom 2013. godine različite informativne i pomotivne aktivnosti: istaţivanje nivoa svijesti javnosti u BiH o pomenutim pitanjima prije i nakon realizacije kampanje; uspostavljen je drţavni web portal www.bihat.ba u cilju poboljšanja koordinacije svih aktera uključenih u oblast sprečavanja trgovine ljudima u BiH i regiji; kreiran je i emitovan preventivni video spot na temu radne eksploatacije djece; štampani su i distribuirani poster i letak za različite ciljne skupine (potencijalne ţrtve trgovine ljudima u svrhu seksualne i radne eksploatacije, te potencijalne i postojeće klijente ţrtava trgovine ljudima); realizovana su gostovanja u bosanskohercegovačkim medijima, te se aktivnosti izgradnje kapaciteta bosanskohercegovačkih medija o adekvatnom izvještavanju i praćenju slučajeva trgovine ljudima. Projekt „Emmaus u borbi protiv trgovine ljudima – suzbijanje i prevencija posredstvom unapreĎenja politika, edukacije i izgradnje kapaciteta― se implementira na temelju povećanja trgovine ljudima u Europi i regiji jugoistočne Europe, posebno trgovine djecom u svrhu seksualnog iskorištavanja i rada, te potrebe za sprečavanjem i borbom protiv ove kriminalne aktivnosti, koja prelazi nacionalne granice i mora se rješavati na regionalnoj i globalnoj razini. U sklopu ovog projekta, 27. novembra 2013. godine u MFS-EMMAUS Uredu Sarajevo otvoren je prvi u BiH Europski resursni centar za prevenciju trgovine ljudima i drugih oblika eksploatacije, namijenjen za pruţanje informacija o trgovini ljudima, mijenjanju trendova, zakonskih odredbi i statističkih podataka, kao i ostalih oblika eksplotacije sa posebnim naglaskom na ovaj fenomen u Europi. Centar će na raspolaganju imati i savjete o načinima prevencije od trgovine ljudima, te će omogućiti zainteresiranim akterima razmjenu iskustava i znanja za djelovanje na regionalnoj i globalnoj razini. U okviru aktivnosti Resursnog centra, specijalizirani elektronski bilten pripremljen je i distribuiran na preko 400 adresa u cilju obezbjeĎivanja aţurnih informacija za EMMAUS zajednice i sve zainteresirane aktere o fenomenu trgovine ljudima i drugim oblicima eksploatacije.

Izgradnja kapaciteta Udarne grupe za borbu protiv trgovine ljudima i ilegalnih migracija u BiH, uz podršku Ministarstva sigurnosti BiH/Sektora za imigraciju – Jahorina, mart 2013. godine

MFS-Emmaus kontinuirano realizira aktivnosti na izgradnji kapaciteta i obuci profesionalaca uključenih u aktivnosti sprečavanja trgovine ljudima u BiH za predstavnike drţavnih institucija, agencija za sprovedbu zakona, tuţilaštava, obrazovnih i zdravstvenih institucija, nevladinog sektora, te ostale profesionalce u ovom polju djelovanja. U suradnji sa Ministarstvom sigurnosti BiH/Sektorom za imigraciju i udruţenjem Medica Zenica, MFS-Emmaus realizovao je projekat ―UnapreĎenje drţavnog referalnog mehanizma za asistenciju ţrtvama trgovine ljudima – strancima kroz izgradnju kapaciteta nadleţnih sluţbenika Sluţbe za poslove sa strancima BiH‖, u cilju jačanja kapaciteta nadleţnih ministarstava, institucija i nevladinih organizacija u pruţanju pomoći, podrške i zbrinjavanja stranaca ţrtava trgovine ljudima. Edukativne aktivnosti obuhvatile su nadleţne sluţbenike Sluţbe za poslove sa strancima i Granične policije BiH, kao i nadleţne sluţbenike Ministarstva sigurnosti BiH angaţirane na sprečavanju trgovine ljudima u BiH. Aktivnosti su realizirane sa ciljem unapreĎenja kapaciteta ciljnih skupina za efikasniju i kvalitetniju asistenciju ţrtvama trgovine ljudima – strancima u BiH, uključujući procedure identifikacije, smještaja, podrške i repatrijacije, čime se ujedno doprinosi sprečavanju fenomena trgovine ljudima uopće na području Bosne i Hercegovine i regije. Aktivnosti izgradnje kapaciteta MFS-EMMAUS je proširo i intenzivirao kroz realizaciju regionalnih projekata:  jedan od ciljeva regionalnog projekta ―Balkans ACT (Against Crime of Trafficking) Now!‖ je jačanje kapaciteta organizacija civilnog društva kroz osposobljavanje za nezavisne i objektivne analize i praćenja, te uticaj na politiku u zemljama u regiji (BiH, Hrvatska, Makedonija, Srbija), u nastojanjima da pridonese borbi protiv trgovine ljudima i usklaĎivanju politike sektora pravde sa standardima, normama i vrijednostima EU u vezi problema organizovanog kriminala, posebno trgovine ljudima;  jačanje kapaciteta sudstva i tuţilaštva u Albaniji i BiH osnovni je cilj projekta ―Povećanje ekspertize pravosudnih institucija o trgovini ljudima‖ u oblastima istraga, gonjenja i suĎenja slučajeva trgovine ljudima u skladu sa vaţećim standardima EU, s posebnim osvrtom na poboljšanje poloţaja i tretmana ţrtava i ţrtava svjedoka u sudskom postupku, MFS-Emmaus realizira u suradnji sa Helsinškim komitetom Nizozemske i drugim partnerskim organizacijama iz Nizozemske i Albanije.

Jedna od značajnih aktivnosti MFS-EMMAUS je i realizacija istraţivanja u vezi oblasti trgovine ljudima u Bosni i Hercegovini, a u suradnji sa profesionalnim agencijama i drugim stručnjacima. U okviru javne kampanje „Podizanje svijesti i prevencija trgovine ljudima u BiH― usmjerene na podizanje svijesti javnosti u BiH o novim pojavnim oblicima trgovine ljudima u BiH i široj regiji realizovano je istraţivanje nivoa svijesti javnosti o pomenutom problemu. Prije početka realizacije javne kampanje, od strane profesionalne istraţivačke agencije Mareco Index Bosnia sprovedeno je istraţivanje nivoa svijesti javnosti o problemu trgovine ljudima u BiH, na uzorku od 500 ispitanika. Prema očekivanjima, većina ispitanika pod trgovinom ljudima podrazumijeva seksualno iskorištavanje, dok su s drugim oblicima trgovine ljudima upoznati u manjoj mjeri. TakoĎer, većina ispitanika smatra da problem trgovine ljudima nije dovoljno zastupljen u javnim medijima i da šira javnosti treba biti intenzivnije informisana o ovom fenomenu. U skladu s navedenim, kampanja je paţljivo planirana i dizajnirana uz korištenje različitih alata masovnih medija u njenoj realizaciji, uključujući elektronske i alternativne medije, kao što je Internet. Istraţivanje je ponovljeno i nakon realizacije kampanje na istom principu u cilju mjerenja djelotvornosti i uspjeha kampanje. Iako su istraţivanja imala slične rezultate, uočeno je povećanje procenta ispitanika koji su upoznati s pojmom trgovine ljudima, kao i smanjenje procenta ispitanika koji pod trgovinom ljudima podrazumijevaju isključivo seksualnu eksploataciju. Tokom početne faze regionalnog projekta ―Balkans ACT (Against Crime of Trafficking) Now!‖, kao osnova za dalje djelovanje i plan aktivnosti u četiri zemlje regije koje učestvuju u realizaciji projekta (BiH, Hrvatska, Makedonija, Srbija) sprovedena je sveobuhvatna Situaciona analiza oblasti trgovine ljudima. MFS-EMMAUS je u suradnji sa stručnjacima iz oblasti suzbijanja i sprečavanja trgovine ljudima iz Bosne i Hercegovine, tokom marta – maja 2013. godine, realizirao kvantitativno i kvalitativno istraţivanje u cilju izrade pomenute Analize za Bosnu i Hercegovinu. Analiza situacije u oblasti borbe protiv trgovine ljudima u BiH uključuje analizu svih ključnih oblasti: političke i socio-ekonomske situacije u zemlji; pravnog okvira; mehanizama za borbu protiv trgovine ljudima; uloge civilnog društva; prevencije; procesuiranja slučajeva trgovine ljudima; te asistencije i zaštite ţrtava trgovine ljudima. Dokument nudi i preporuke za dalje djelovanje u ovoj oblasti u Bosni i Hercegovini.

U sklopu projekta partnerstva Emmaus-ovih grupa, predstavnici MFS-Emmaus-a su zajedno sa predstavnicima grupa iz Francuske (Limoges, Angouleme, Niort), u novembru mjesecu 2013. posjetili grupu Emmaus Solidarite Ouaga (ESO) u Burkini Faso. To je bila uzvratna posjeta, nokon realizovanih posjeta u Francuskoj (Limoges i Niort) i MFS-Emmaus (BiH), s ciljem socijalno-kulturne razmjene za meĎusobno zbliţavanje i upoznavanje partnera zbog motiviranja različitih sudionika u solidarnosti izmeĎu drţava, drugačijih kultura i iskustva u oblasti Emmaus aktivnosti. U toku posjete, domaćini su prezentovali svoje aktivnosti, ali i goste upoznali sa asocijacijama, organizacijama kojima ESO pomaţe, na način doniranja, edukovanja iz različitih oblasti, pruţanja usluga mikrokreditiranja, stipendiranja, savjetodavnih usluga, administrativnih...itd. ESO se u okviru svojih mogućnosti bori, u ovoj socijalno-ekonomski nerazvijenoj zemlji, olakšati ţivot stanovništvu i pruţiti im nadu i perspektivu za bolje sutra. Kako Emmaus u cijelom svijetu pomaţe najugroţenijim, tako je i ova posjeta, proizvela mnogo ideja za pokretanje solidarnih akcija.

For the purposes of partnership projects, IFS - Emmaus together with French Emmaus groups (Limoges, Angouleme, Niort) in November 2013 visited Emmaus Solidarite Ouaga (ESO) in Burkina Faso. After several reciprocal visits in France (Limoges and Niort) and IFS Emmaus (B&H) with the aim of socio - cultural exchange and familiarizing due to motivation of different participants for solidarity between countries, different cultures and experience in the field of Emmaus activities this grouop visited them. During the visit, the hosts presented their activities and introduced the guests with associations and organizations that ESO helps in manner of donations, sponsorship, educations, microcredits, advice giving etc. ESO, based on its possibilities, in this undeveloped country tries to ease the life and improve the conditions for their citizens- tries to give hope and a perspective for better future. As Emmaus helps all the categories in the state of need, this visit gave a lot of creative ideas for the future actions of solidarity.

Capacity building of Task Force for prevention against human trafficking and illegal migrations in BH with suport of the Ministry of Security BH/Office for Imigration– Jahorina, March 2013

IFS-EMMAUS continuously implements activities that aim to train and build the capacities of professionals involved in activities concerned with the prevention of human trafficking in BiH, including the representatives of state institutions, law enforcement agencies, prosecutors' offices, educational and health institutions, the nongovernmental sector, and other professionals involved in the subject. In cooperation with the Ministry of Security BiH/ Sector for Immigration and Association Medica Zenica, IFS – Emmaus implemented the project ―Improvement of state federal mechanisms for assistance to foreign victims of human trafficking,s through the capacity building of officials in charge of the Service for Foreigners' Affairs‖ in order to strengthen capacities of Ministries, institutions and NGOs in providing support, assistance and shelter to foreign victims of human trafficking. Educational activities included the relevant offices of the Service for Foreigners and Border Police, as well as authorized officials of the Ministry of Security BiH involved in the prevention of trafficking. Activities were implemented with the aim of improving the capacity of target groups for more efficient and better assistance for foreign victims of human trafficking in BiH, including identification procedures, accommodation, support and repatriation, contributing also to the prevention of the phenomenon of trafficking in human beings in the territory of Bosnia and Herzegovina and region. Activities for building capacities are built upon through the implementation of regional projects:  one of the goals of ―Balkans ACT (Against Crime of Trafficking) Now!‖is to strengthen capacities of civil society organizations through training for independent and objective analysis and monitoring, and a subsequent impact on policy in the countries of the region (Bosnia and Herzegovina, Croatia, Macedonia, Serbia), in their efforts to contribute to the fight against human trafficking and policy coordination- justice sector standards, norms and values of the EU in relation to organized crime, especially trafficking;  strengthening the capacity of the judiciary and prosecution institutions of Albania and Bosnia and Herzegovina is the main goal of the project "Increasing the expertise of judicial institutions in human trafficking crime", focusing on the areas of investigation, prosecution and trials of cases of trafficking in accordance with the applicable EU standards, putting special emphasis on the improvement of the status and treatment of both victims and victims as witnesses in court proceedings. IFS-EMMAUS implemented this project in collaboration with the Dutch Helsinki Committee and other partner organizations in the Netherlands and Albania.

One of the most significant activities carried out by IFS – Emmaus, in cooperation with professional agencies and other experts, is a survey related to human trafficking in Bosnia and Herzegovina. A survey was conducted as part of the public campaign "Raising awareness and prevention of trafficking in BiH" aimed at raising public awareness on new forms of trafficking in BIHand the region. Before starting the implementation of public campaigns by professional research agency Mareco Index Bosnia, a test survey was carried out on 500 respondents. As presumed, the majority of respondents thought that human trafficking comprised only sexual exploitation, while they knew very little about other forms of human trafficking. Moreover, a vast majority of respondents believed that this issue is not represented in the media as it should be, including electronic and alternative media such as the internet. The survey was repeated as part of the campaign. Although the results were very similar, there was a mild increase in the percentage of respondents who were acquainted with the definition of human trafficking, as fewer respondents believed that only sexual exploitation could be considered human trafficking. In the initial stage of the implementation of the regional project „Balkan ACT (Against Crime of Trafficking) Now!― a thorough Data analysis of the current situation regarding trafficking in human beings was conducted in cooperation with regional partners in Serbia, Croatia and Macedonia. From March to May 2013, IFS- Emmaus, as partners on the project from Bosnia and Herzegovina andwith a collaboration of experts on combating and preventing human trafficking, conducted quantitative and qualitative research in order to create the aforementioned Data analysis for Bosnia and Herzegovina. The situation analysis o f human trafficking issue in BiH includes analysis of all crucial fields: political and socioeconomic situation in the country; legislative frame, mechanisms for combating trafficking in human beings, role of society, prevention, legal processes of cases of human trafficking, assistance and protection of VOTs. The document also provides suggestions for further actions in this field in BiH.


Through its intensive involvement in activities related to prevention and assistance of human trafficking in Bosnia and Herzegovina, IFS – Emmaus noticed the need to raise the wider public’s awareness of trafficking and related issues, changes in the manner of human trafficking and especially changes in law regulations. Therefore, in 2013, IFS – Emmaus conducted a campaign on the state level under the name “Raising awareness and prevention of human trafficking in BiH” directed at raising awareness of the public on new forms of human trafficking in BiH and the wider region: human trafficking for labor exploitation, forced labor on the streets, organized begging and domestic servitude. Special attention was focused on the trend of increased trafficking of children and BiH citizens; drawing the attention of existing and possible clients of victims in BiH to the modifications of Criminal Law of BiH, which now enforces prison sentences on clients of sexual services of victims of trafficking, in order to reduce local demand for commercial sex; encouraging accountable governmental institutions to intensify the investigation of trafficking cases; and to create conditions for the continuation of similar initiatives in the future.

For the purposes of prevention, public awareness, and to ensure greater impact campaigns, wider coverage and accessibility for all target groups, IFS - EMMAUS implemented various workshops and activities throughout 2013: survey on knowledge of the public of BiH about these issues both before and after the implementation of the campaign; established a national web portal www.bihat.ba to improve the coordination of all actors involved in the field of prevention of trafficking in BiH and the region; created preventive video on the topic of labor exploitation of children and broadcast this; printed and distributed posters and fliers for different target groups (potential victims of sexual and labor exploitation, and potential and existing customers of trafficking victims); media appearances; and capacity building activities for the adequate reporting and monitoring of human trafficking cases by BiH media. Implementation of the project “EMMAUS Network Against Trafficking in Human Beings – Combating and Prevention Through Policy Initiatives, Training and Capacity Building“ is based upon the increase of trafficking in human beings in Europe and SEE region, particularly in the trafficking of children for purposes of sexual and labor exploitation, and the need for combating and preventing this criminal activity that goes beyond national borders and thus needs to be tackled on the regional and global level. On November 27, 2013, IFS-EMMAUS officially opened the European Resource Center for the Prevention of Trafficking in Human Beings and Other Forms of Exploitation located in Sarajevo, Bosnia and Herzegovina. The Resource Center was established to serve as an information point on trafficking in human beings, changing trends, legislative provisions and statistical data, as well as related information on other forms of exploitation, with particular emphasis on this phenomenon in Europe. It is expected to serve as a resource mechanism for primarily Emmaus communities, but also local and international stakeholders on best practices and knowledge for action in combating human trafficking at the regional and global level. A special electronic newsletter was prepared and distributed to 400 addresses with the aim of enabling the update of information for all EMMAUS communities and all interested in the phenomenon on human trafficking and other forms of exploitation.

The International Forum of Solidarity - EMMAUS, in cooperation with the Ministry of Security-Department for Anti-trafficking, implemented numerous significant activities with the aim of preventing the publication of illegal, inappropriate and harmful content, and preventing potential internet risks that children and youths are exposed to. A new web portal, www.sigurnodijete.ba was established, containing interesting content detailing how to keep children safe and how to protect them from exploitation online and, most importantly, including an SOS line for reporting any kind of child abuse occurring through information and communication technologies. As one of its initiators and founders, IFSDay of Safer Internet in collaboration with INSsafe European Network Centersfor safer internet and SID Committee BH, Emmaus uses the SID Committee (Safer InStomatological High Schoolm Sarajevo, February 2013 ternet Day Committee) to promote the Safer Internet Day in February of each year, to promote safer and more responsible use of online technology and mobile phones, especially amongst children and young people across the world. On 5th February 2013, the high school in Sarajevo celebrated Safer Internet Day under the slogan „Connect With Respect“, where pupils had the opportunity to hear about the subject from the State Coordinator for prevention of human trafficking, the Head of IFS – Emmaus's Office in Sarajevo and the Director of OneWorldSEE organization. Through its extensive beneficial work, dedication, and creative and innovative ideas, IFS-EMMAUS became a member of INHOPE Association - International Association of Internet Hotlines in 2010, and an official member of the INHOPE Steering Committee in April 2013. Cooperation with IFS – Emmaus is of crucial importance to the BiH authorities due to the country's lack of capacities for accommodation and assistance of specific categories of illegal migrants - mothers with children, minors and intellectually disabled individuals. The cooperation on assistance to these groups of illegal migrants was implemented through an Agreement signed in December 2009 with the BiH Service for Foreigners' Affairs. Assistance provided to illegal migrants includes accommodation, protection and safety, food, clothing, shoes, toiletries and other necessities, medical services, as well as working-occupational therapy and literacy activities for children. By the end of 2013, IFS – Emmaus had taken care of twenty-one (21) illegal migrants, of which sixteen (16) were underage and five were (5) adults.

As part of the regional project ―Balkans ACT (Against Crime of Trafficking) Now!‖, IFS – Emmaus in cooperation with partner organizations ASTRA – Action against human trafficking (the Republic of Serbia), Partnership for Social Development (the Republic of Croatia) and Open Gate – La Strada (FYR Macedonia), participated in the preparation of the Balkans Declaration on Trafficking and Exploitation of Human Beings, which was based on the research and analysis conducted in the field of human trafficking and identification of specific problems in the aforementioned countries. The aim of the Declaration is to encourage further development of national, regional and international cooperation; and the promotion of concrete measures and standards, best practices and mechanisms to combat human trafficking. The document also refers to the prevention of human trafficking; protection and assistance to victims; and cooperation with state institutions. Special emphasis is placed on highlighting the international obligations of the State in preventing and combating the crime. The Declaration was signed on 19 September 2013 in Zagreb, Croatia, by the four organizations participating in the implementation of the regional project „Balkan Acts Now!― but by December 2013 it had been signed by more than 30 other organizations from Bosnia and Herzegovina, Montenegro, Croatia, Macedonia, Serbia and Spain. IFS- Emmaus is an active member of administrative bodies formed in BiH for the preparation of documents regarding the issues of combating human trafficking and child online abuse, including Strategy for combating human trafficking in BiH and Action Plan for 2013 to 2015, and the new Action plan for child protection and prevention of violence against children throughout information and communication technologies in BiH 2013 – 2015. IFS-EMMAUS is also engaged in the work of the Strike Force and Regional Monitoring Teams for victim assistance.

Ceremonial opening of the European Resource Centre for Prevention of Human Trafficking and Other Forms of Exploitation with support of Emmaus Europe Sarajevo, 27 November, 2013

IFS-EMMAUS has been involved in anti-trafficking initiatives since the emergence of this problem in BiH, and has been one of the core partners to the BiH government in its activities on assistance to VoTs, combating and prevention of trafficking, as well as capacity building, education and awareness raising. The IFS-EMMAUS Office in Sarajevo was established in January 2008, focusing on following areas: prevention of human trafficking in BiH; prevention of illegal migration; prevention of child exploitation through communication and information technologies; prevention and awareness raising of the public and target groups; building the capacities of institutions, organizations and professionals that act in such fields; research in the listed matters.

     

In Bosnia and Herzegovina human trafficking appeared in 1999 as a social phenomenon when women and girls from former Soviet bloc countries were trafficked to BiH for purposes of sexual exploitation. Although initially a transit and destination country, since 2003 BiH has become an origin country as well, for BiH national victims, predominantly minors below 18 years of age, who are lured by false promises, recruited and transported either within BiH, across entity lines, or across international borders to Western Europe, mainly for sexual exploitation and forced labor. As of 2007, the trends of trafficking in BiH changed completely, with Romania and Bulgaria entering the European Union, whereby BiH was no longer or rarely used by trafficking networks as a transit or destination country for girls and women trafficked from the former Soviet bloc. Instead, BiH became a country of transit for trafficking routes from the Middle East to Western Europe, country of origin for BiH nationals trafficked to EU countries and the UK, and increasingly a destination country for trafficked children from former Yugoslav countries (mainly Serbia and Montenegro, but Croatia as well), trafficked to BiH for purposes of forced labor, predominantly begging. IFS-EMMAUS statistical records on assistance to victims of trafficking and available government and international data show that particularly border regions with Serbia and Croatia are affected with trafficking of children for purposes of begging and forced labor, and that such trends are on the increase in Bosnia and Herzegovina.

Assistance provided to victims of trafficking (VoTs) is comprehensive and multi-fold, comprising shelter and accommodation, protection and support, food, clothing, hygienic supplies, sundries, medical assistance (incl. hospitalization and emergency care), vocational training, on-the-job training, reintegration support, as well as legal advice, procurement of identification documents and repatriation that are being provided in cooperation with partner organizations Your Rights and International Organization for Migration (IOM). IFS-EMMAUS is the only NGO in Bosnia and Herzegovina that has been entrusted for the assistance and protection of both foreign and BiH national victims by the BiH government: it holds Protocols with both State ministries responsible for assistance to VoT – Ministry of Security and Ministry of Human Rights and Refugees. At the same time, IFS-EMMAUS has the largest capacities for the sheltering of trafficked victims (80 beds, of which 20 in the shelter in Sarajevo and 60 in the shelter in Tuzla Canton) and is the only NGO that manages two shelters for VoTs in BiH, including one for high-risk cases and possible witnesses. The shelter for high-risk cases represents one of such kind in Bosnia and Herzegovina. IFS has been one of the main actors in appropriate provision of support and protection of human rights of victims, as well as ensurance of linkages between various institutions and different forms of assistance to VoTs, including medical and legal assistance, as well as reintegration support leading to empowerment and resocialization. With various government, entity, local, NGO and international partners who possess specific anti-trafficking knowledge and expertise, IFS has developed a network of VoT assistance relying on crucial interventions - prevention, protection and prosecution that have the victim - exploited women and children - in their focus of assistance and care.

Since May 2013, IFS – Emmaus in collaboration with HANA – Agrucultural Cooperative has produced 5000 jars of various jams (plum, apple, wild plum, elderberry) where the purchase of fruit was done from local population. Round 2000 m2 was planted with strawberries in order to include this in the offer. HANA was grounded in the spring of 2011 with the aim of creating possibilities for employment and incomes especially for unemployed women in Srebrenica. It pays for the agricultural feedstock according to a fair price and in this way contributes to the engagement and profit of local population; it employs women under fair conditions and organizes sales in BH, Switzerland, Germany and Austria. Looking at long-term period, HANA should become independent and sustainable, or in other words to be a growing cooperative. Cooperative that created a brand on the local market exports also very successfully to the foreign countries. Moreover, object of 200 m2 was secured and it is planned to adapt it for reception, process and production of fruits and vegetables. The aim of its existence is to offer to the local population new workplaces (permanent and seasonal employment), secure purchase of agricultural products and their placement on the market.

The construction of the farm started in 2012 that is when the land was granted, covering the surface of 11 hectares. The work on the farm initiated in 2013 during the period of International Youth Working Camp – Franco Bettoli “Srebrenica, Road to a New Europe“. So far (December 2013), a third of the farm was prepared for use. A well was dug - 6 m deep, two greenhouses of 100 m2 of ancillary facilities have been made- capacity of 85 cubic meters, the house where the construction of a basement and a rough inner works have been finalized. The house will serve for the workers and all other future visitors of sheep farms The house will have a capacity of 20 beds in four rooms and a restaurant with a lounge area. The aim of building the farm is to ensure sustainable return, jobs, and offer local people new ways of raising sheep with educational and practical examples. Plans for next year are reflected in moving of animals and providing food for the existing flocks which includes the engagement of new employees.

Little Agricultural School Little Agricultural School was included in the Program of Centre - Franco Bettoli in April 2013 which gathers children form local community. Following the instructions of a professional, children learn about different seeds, different ways of cultivation following the growth and learn how to respect nature. Once a week, children have two classes based on theory after which follows the practice. During the activities outside they learn, sing and share knowledge and experiences.


Camp has been organized since 2006 and so far a lot has been done bringing positive results: thousands households were assisted by furniture, food. Every year, families are helped in their daily activities, hard physical labors, construction of houses for all those who lost their homes during the war but also construction of sheep farm and the European Centre for Civil Services – Franco Bettoli, cleaning of the roads, removal of architectonic barriers in Srebrenica, sanitation of water network etc. All these activities are humanitarian and require hard and tough work of all camp participants. Persons of different origin, age, culture, religion, nation from all over the world have once a year the possibility to gather at one place with one aim – help in reconstruction of Srebrenica and reconciliation process. It is one of the rare events in the world where there is no space for stereotypes, discrimination and especially hate speeches and violence in any possible form. At this Camp, all are equal, no one enjoys the privileges, no one judges based on differences, all breathe the same air, walk the same, work but above all they want to help. They want to prove to all the world that peace, love, friendship and tolerance among differences is possible to have.

Local community in Potočari is extremely poor with content for the youth and children. So, IFS – Emmaus with support of IN Foundation - a foundation for social inclusion of children and youth in Bosnia and Herzegovina and ―Kinderpostzegels― managed to establish a Daily Centre in Potočari in September 2013 for all the youth and children. Daily Centre provides multiple content involving educational and entertaining activities. Warm rooms are completely adapted to children and their needs, interests and provide a suitable atmosphere where children can drink tea, eat brunch, spend quality time with each other. Concrete activities are assistance in their homework, creative, rhythmic, sport, cultural, entertaining, IT activities, expositions, and individual work with children. At the moment, 24 children are visiting the Centre on regular basis while 50 are registered. Daily Centre offers two time schedules. The first is for younger children who travel long distances- in order not to wait outside or in front of the school while it is bad weather. The second is destined for children from local community in the afternoon hours. Children and parents show great interest for the work of Daily Centre which testifies their involvement in the activities. They are more than happy that their children have a warm and secure place where they can learn a lot and make new friends.


Postwar period created specific conditions of schooling for children of returnee families of Srebrenica. After they finish 5th grade they start going to another school. The transport to the Central school is inadequate and the distance is from 20 to 30 km. They spend two hours only in transport and that influences extremely the level and quality of their education. Considering bad road infrastructure and geographic position of the villages, often the children miss classes which is another factor that influences their education. As answer to the challenge, in ECCS – Franco Bettoli has been offered accommodation for those children- travellers. At the moment, in the facilities of the Centre are living 29 children from 6th grade to the third grade of high school. The aim of the service is to provide weekly accommodation for children and offer variety of activities that will influence positively the content of their education program. Apart from the time spent in learning and doing homework under supervision of professionals- pedagogue, psychologist, educator- children are also provided knowledge about life, nature and science. We recognize their capabilities and try through work to develop and guide in the right direction. They are provided with meals, material and technical conditions necessary for the growth and development of each young child in a healthy surrounding. In addition to the various activities offered by the Center (creative, educational workshops, sport activities, music therapy, English language course, IT) expert team works with them every day. The focus is on the assistance with their homework and learning process. In the Centre we strive to act on educational and social level of children.

In March 2009, IFS – Emmaus purchased a piece of land covering 2640 m2 in Srebrenica, Potočari. The reason for such an action is the construction of the Centre that carries the name of our founder- European Centre for Civil Service- Franco Bettoli (ECCS – Franco Bettoli). By signing a Contract of mutual cooperation between Emmaus Europe and IFS – Emmaus in January 2009 for financing ECCS – Franco Bettoli, it has been clearly defined the mission of the IFS – Emmaus Office in Srebrenica.

The Centre was opened for:  - employment of young people from Srebrenica as the most important stimulus and assistance to returnee to their prewar homes;  - development of economic projects (economy of solidarity) in order to achieve sustainability of Centre;  - offering assistance to socially endangered categories, especially to families through visits and distribution of packages (food, second- hand furniture and clothes, toys, school material etc.);  - inclusion of Srebrenica citizens into the European mainstream of civil society;  - development and implementation of projects related to Civil Protection in order for the population to familiarize with the territory they live on;  - exchange of experiences and overcoming the differences through organization of gatherings among the youth from Srebrenica and people from all over the Europe based on culture, sport and art.

IFS – Emmaus in cooperation with Federal Ministry of Health initiated in July 2013 the implementation of the project ―With Knowledge, We Fight Drugs‖ in the territory of Tuzla Canton as Posavina. During the project implementation, it has been realized: more than 70 educational workshops covering 1500 young people; 12 outreach activities; more than 10 educational workshops for parents; distributed around 2500 educational brochures; designed a web page www.znanjemprotivovisnosti.ba. Association IFS – Emmaus from April 15, 2013 implements the project ''Strengthening of youth skills when dealing with addiction problems― in collaboration with NADA- Association of parents whose children are former addicts and Addiction Rehabilitation Centre - Smoluća. The aim of the project is to lessen the expansion of drugs and other addiction illness basing the capacities on the young population on the territory of Lukavac and the project is being implemented as part of UNDP call ―Strengthening local democracy III – LOD III― financed by European Union. During the realization, 1000 educational brochures have been published ―Find out the Facts on Drugs―, 11 outreach activities were conducted involving 240 young from Lukavac, 5 visits to the therapy community- Smoluća, art contest for the population from 12 to 18 years of age encompassing 84 drawings, more than 30 educational workshops took place for students of primary and high school and 30 educational lectures for teachers from Lukavac.

From its beginning, IFS- Emmaus implements projects under the name of ―Seasonal projects‖. As part of it, the following activities are carried out:

   

organizing Ramadan feast- iftar continuous distribution of humanitarian aid distribution of Ramadan packages and distribution of meat during Kurban Eid.

Taking into consideration the fact that each day a larger number of population is in the state of social need, this kind of assistance is set as priority to the work of IFS – Emmaus. The following organizations contributed immensely to the implementation of aforementioned projects: Deniz Feneri, IHH (Insani Yardim Vakfi), WEFA (Weltweiter Einsatz Für Arme), IGMG-Hasene, RAF, WAMY (World Assembly of Muslim Youth), IZBA ( Bosnian islamic community Austria), IZ BiH with their majlises, muftis and madrassas etc.; Islamic Relief and Meat industry-―Ovako―. For many years now, these organizations in collaboration with IFS- EMMAUS provide assistance and support to the families in state of social need.


Extracurricular schooling of children in RC Duje Throughout the implementation of the project sponsored by IHHHumanitarian Relief Foundation and Ministry for Labour, Social Politics and Return of TK (Tuzla Canton), it has been granted schooling to the children of RC Duje by passing extracurricular exams in order to receive certificates once they finish the course.

Foreign language and IT course In 2013, IFS-Emmaus in collaboration with Doboj Istok municipality and ―King Fahd‖ Cultural Centre implemented another educational project entitled ―Foreign language and IT course‖. The purpose of the project is education of local population so that they can expand their knowledge and skills in different languages and IT programs. Enrollers of the course had the opportunity to learn Arabic and English language as the basics of IT features.

Financial assistance to children with no parent/s The project is implemented with the assistance of large numbers of humanitarian organizations as WAMY-NEDWA (World Assembly of Muslim Youth), WEFA (Weltweiter Einsatz für Arme) and Al-Najat Kuwait, and has for goal the financial support to children who lost one or even both parents. By financial assistance it is meant not just monthly financial donations but also educational workshops, art workshops, communication skills, activity workshops etc. Camp for socializing WAMY-NEDWA (World Assembly of Muslim Youth) sponsored the realization of the Camp held in the facilities of European Centre for Social ServicesFranco Bettoli from 19 to 22 August 2013. In addition, they also organized a celebration for children with no parent/s. This celebration was implemented thanks to the Association Istanbulcultural and educational Centre in collaboration with Turkish humanitarian organization IHH, Association ―Mothers of Srebrenica and Ţepa enclaves‖ and IFS – Emmaus.

Project of support to sustainable return through the purchase of livestock In March 2013 in the facilities of IFS – Emmaus, fifteen cows were donated to the needs of Bosnian returnees in the Republic Srpska. IFS – Emmaus acted as a mediator during the handover. The returnees who received these cows are also subcontractors of MFS Trade. Therefore, they will increase the amount of milk handed to the diary and improve their economic situation as the production in the diary. The funds for cow purchase were secured by Vakuf main office of Islamic community through General Secretary of Kuwait. The donation handover to the target users was realized in the presence of diplomatic attaché of Kuwaiti Embassy, Mr Ahmad M. Buskandar. In addition to representatives of the Kuwaiti Embassy, the ceremony was attended by the director of the Vakuf main office from B&H, Mr. Senaid Zajimović and chief imam of the Medzlis from Doboj, Bajro ef. Dţafić. Successful realization of this project contributed to the continuation of excellent cooperation in the field of social care for the most vulnerable in our society which can be used as a model for how to act especially in this difficult time.

IFS – Emmaus initiated in 2000 the cultivation of fruit and vegetables for nutrition of large number of users in the RC Duje. Today, IFS – Emmaus owns a diary (Ltd.―MFS Trade‖) used for production of various types of cheese; bakery, orchard, large number of greenhouses for vegetables and a mini farm for breeding poultry and sheep. With the aim of expanding the existing production, IFS – Emmaus started with activities of chicken farm construction. When the production is set in use, more job opportunities will be created putting emphasis on returnees, refugees and displaced persons on the territory of Doboj Istok municipality, Gračanica and region of Doboj. Putting the chicken farm in function would contribute enormously in improving services provided to users.

With active involvement of homeless people and media promotion, it is tried to get the society not only to recognize the problem and the needs of homeless people but also to resolve the issue of social exclusion that this category faces. In 2012, BH Homeless Football Team participated for the first time at a Homeless World Cup that took place in Mexico. They won the 6th place. The following year, in Munich on European Homeless Cup they took 2nd place. One month later on HWC in Poznan, Poland (2013) they reconfirmed the good, old 6th place.

IFS – Emmaus became in August 2011 partner of HWC and officially the organizer of the first national team of Bosnia and Herzegovina in Street Soccer for homeless people. Through the implementation of this project, IFS - Emmaus creates opportunities for homeless people to step from the margins of society in the centre of social happenings, to proudly represent themselves on a global level and to be true ambassadors of their country and along to change the path of their lives.

In the next period the emphasis is put on reorganization of four facilities: 1. Center for old and helpless (geriatrics); 2. Center for persons with mental retardation; 3. Center for children without adequate parental care; 4. Center for persons with disabilities that will have for aim improvement of life conditions and process of rehabilitation offering safety, comfort, assistance and support and complete medical and psychological recovery, resocialization and return into family and society.


Defectologists An important position in rehabilitation in RC Duje belongs to defectologists and pedagogue- psychologists who after the reception of new users in the RC Duje do the capacity and possibility analysis. The primary aspect of their treatment is education that has a multidisciplinary approach through different subjects preparing the users for their exams in primary and high school. Moreover, defectologists and pedagogue – psychologists together with younger users prepare and organize creative workshops where they with their hands make decorative objects using wood, glass, clay and plaster, paper and shape—models. Sport activities are also practiced: tabletennis, football, basketball, valleyball in order to stimulate physical and healthy lifestyle.

Working—occupational therapy

The most important step in rehabilitation involves working – occupational therapy. In the circle of this therapy, work in groups is practiced and formed according to their diagnosis and adjusted to their psycho – physical capabilities. Occupational practice involves different techniques for production of handicrafts: crochet, knitting, embroidery, weavin, tapestries, jewelry. Furthermore, users make designs on wooden objects, participate in preparation of wood, use clay, plaster, make decorative cards, decorative ornaments for book covers and many other ornaments. Being involved in occupational therapy means also to be able to participate in literary, drama, sport and music sections. Within occupational therapy program, the most important dates are marked and often educational workshops are done on that particular day especially if it’s a holiday. Users are also involved in greenhouse production- fruit and vegetables, mini farms, decoration of yards and all the other agricultural activities. Occupational therapy offers to all users who were living at the margins of society to be part of a community and individually to contribute to the growth and development and create feeling of self – esteem and belonging.


Social Services Socio therapeutic practices in RC Duje mean: community for treatment of ex alcoholics, victims of domestic violence, completely or partialy blind persons, minors and parents. Meetings are held twice a week and the topics are adjusted to the capabilities and interest of group members. Depending of the subjects, social workers involve also people from other expertise employees of the Centre: doctors, nurses, educators, pedagogue – psychologistsand occupational therapists.

Physical therapy For performing physical therapy it is used kinesis room, room for paraffin- therapy and children's rehaspace. bilitation Physical treatment is primarily used by people who want to maintain their mobility and they are mostself-performed ly exercises as well as persons who survive people apoplexy, with cerebral palsy, and all persons who have difficulties in motor skills. Within the means of these services, the llowing therapies are applied: exercise on a bicycle, pasve and active exercises, electrotherapy, cryotherapy, and rious types of massages.

Process of reintegration through tailoring practices

As part of occupational therapy, a tailoring course has been initiated. The process of professional orientation of young girls and women gives the opportunity to identify their capacity and interest in the participation of the course. For the course participants all the conditions for normal work are given: workspace, equipment, theoretical and practical guidance by the instructor once a week. It is important to underline that the participants are divided into two groups. At the end of course, they all receive a certificate. In this manner, IFS – Emmaus contributes to the process of reintegration into society and it is a good preparation for life beyond the walls. They will be able to take advantage of their knowledge and put it into practice and also with this course they have the possibility to compete equally as others on labor market.


Reception Centre “Duje” (RC Duje) is the biggest project of IFS – Emmaus. It is implemented in the form of a facility for care and assistance of all the vulnerable categories living in Bosnia and Herzegovina (BiH). The Centre was grounded in 1999 but from 2004 it exists as a Centre with current manner of work and targeted group of users. It has the capacity of 500 beds where at the moment is accommodated around 400 users which makes it the biggest facility of such kind in the entire BiH and wider region of the Southeast Europe. RC Duje is situated in a natural surrounding on 400m of altitude therefore many healthcare workers and amateurs of healthy lifestyle name it as an air spa due to the high level of oxygen concentration. It is structured in 11 pavilions of which 7 are used for the accommodation of users. Users are provided with complete care and assistance. What makes this Centre particular and doesn’t leave anyone indifferent is the dedication of medical technicians towards their patients. Apart for provided medical assistance, staff of RC Duje tries to provide adequate nutrition, hygiene, psycho – social support, rehabilitation aiming at resocialization. A well-run reception Centre will focus its goal on enriching the users' lives, building upon their skills, knowledge, and unique abilities and strengths. Categories of population that are taken care of are: minors, persons with disabilities, former addicts, victims of violence, and persons with mental illnesses persons with chronic illnesses.On daily basis, users are treated by our professional team composed of doctors, therapists, physiotherapists, occupational therapists, psychologists, social workers, nurses and caregivers. RC Duje is equipped with modern medical equipment, emergency room, ambulances and a dentist studio. Through various forms of therapies, expert Team in RC Duje offer to its users one more opportunity to dream the undreamt dreams , to revive all the spells of joint life, possibility to express their pain and sadness, sympathy, to awake the feeling of belonging to a community. The services existing in the Centre are: physical therapy, social care, medical care, educational, occupational therapy, and hygiene and nutrition services. Other specialist examinations are done in other facilities in cooperation with local health – care institutions. IFS – Emmaus provides services to those who are without food, clothes, home in order to feel useful. We want for them to create a connection with community where they can watch their work grow and develop and in the end to reap the fruits of it. This project is being implemented in cooperation with numerous partner institutions, such as the TK Ministry of Labor and Social Policy, Centers for Social Work, Clinical centers, public hospitals and health centers as governmental and local authorities in Tuzla and Doboj Istok.

IFS – Emmaus marks the beginning of its existence in 1999 leaving its presence in the whole country of Bosnia and Herzegovina. In the last 14 years, IFS – Emmaus implemented numerous humanitarian projects, assisted families in the state of social need among which refugees and displaced persons, victims of human trafficking, old and helpless individuals, homeless, persons with disabilities, addicts etc. These categories are still helped although in 2004 the location of the organization changed Klokotnica, Doboj Istok due to land capacities and due to a beautiful view that now can be seen when you come to the RC Duje named as ―health resort―.Taking into consideration the fact that IFS – Emmaus is one of the rare NGOs that did concrete actions helping the target groups ―on the field― , few donors and governmental institutions recognized and assisted the work of the organization. It is very difficult to accumulate all information on IFS – Emmaus development and activities since this organization exists for years and it has done so many various activities and projects developing a necessary network of offices in Doboj Istok, Sarajevo and Srebrenica in order to cover all projects and actions. In this newsletter you will be able to find the main information about the most significant and influential projects that this organization implemented in 2013, i.e. ongoing projects.


When the war and aggression on Bosnia and Herzegovina initiated, in the territory of Gračanica a humanitarian organization „Crveni polumjesec― ( Red half-moon) was grounded with the aim of providing necessary assistance to the population struck by misfortune and misery. That aid was seen through distribution of humanitarian packages and leading towards an unnecessary action - the opening of a community soup kitchen. When cooperation between „Crveni polumjesec― and ―Emmaus International― was created, the idea emerged to register an association that will implement ―Emmaus― activities. That is when International forum of solidarity Emmaus found grounds on the territory of Gračanica municipality promoting humanity for people to understand. Humanity does not mean only share beautiful thoughts, humanity means acting. Humane means act in order to help others no matter of their color, nationality, sex, age, religion and not caring whether it is a human being, animal or environment. A humane person is compassionate, sensitive, sacrificial, gentle, caring, and responsible. Humane people create a better world for all. He or she is a benefactor, a word that explains the meaning of humanity in its essence: to do good!!!

Dear Friends, The year that is behind - 2013 was very dynamic, tough and full of challenges for IFS – Emmaus. We spared no efforts in order to try to fulfill our mission making the results of our humanitarian organization suitable to the significance we have in Bosnia and Herzegovina in order to encourage its faster growth and development and in the end to secure better living conditions to people in the state of social need. There is a lot of misfortune and misery around us and there are never enough of those who fight to eradicate it. I believe that a man in order to fulfill his earthly mission and give meaning to life needs to persist in life battles, not to succumb in front of difficulties, to walk proudly on the path of goodness and not to be afraid to face challenges. In the previous year, IFS – Emmaus, apart from regular activities had the challenge to implement many new projects presented in this number of Newsletter. For preparation and implementation of project’s goals it is responsible the hard – working Team behind the association. Educations, team work, creation and encouraging work atmosphere for personal and professional development represent the basic model in the Association structure. The system of values within the Association is based precisely on their expertise, mutual trust and their professional and above all human Hamzalija Okanović, relationship towards those to whom the service is provided.
