The Local 103 JATC is among the most advanced electrical apprenticeship programs in the country. Working for better wages, better benefits and fair working conditions is just one part of our Union’s focus. Local 103 members take pride in giving back their time and expertise to causes and charities serving those less fortunate.

We have many legislative priorities as well, including opposing anti-PLA legislation in New Hampshire, and Gov. Charlie Baker’s proposal to deny the prevailing wage on state solar projects. We’re also supporting a Massachusetts bill that will close the prevailing wage loophole for “offsite” prefabrication on public construction. Passing this bill would level the playing field for responsible Local 103 & NECA contractors.

With COVID restrictions being lifted, we were thrilled to welcome members and families to the first Family Sports Day since the pandemic. It was held, in part, at Warrior Ice Arena, the Bruins practice facility in Brighton. The event featured a family skate hour, as well as ice hockey and basketball games between the Apprentice and the Journeymen teams. The apprentices won both games and it was great to see everyone once again enjoying a day full of friendly competition at this wonderful Local 103 annual event.

Brothers and Sisters, Spring is here and the nice weather is arriving, along with more good news in the labor movement, both nationally and right here in Massachusetts. The approval of a new union for Amazon workers in New York was a huge victory for organized labor, as were the recent wins to unionize at several Starbucks shops here in Brookline and Cambridge. This movement is growing, and more victories are on the way as more people learn about and appreciate the many benefits of union careers. I was proud and honored to represent Local 103 at the 40th IBEW International Convention in Chicago along with dozens of our Local 103 brothers and sisters. It was a productive and inspiring convention and I appreciate our Executive Board and our membership for investing in our union's long-term success by sending a large, diverse delegation to Chicago. It’s a time of growth here at Local 103 and we’re excited to welcome many new members as well as several new signatory electrical contractors. Over the past five years we have signed 60 new contractors. On average, we have signed one new contractor per month for 60 straight months. Signing new contractors strengthens Local 103’s position as one of the strongest and fastest-growing locals in the Localcountry.103 continues to advocate for the health, safety and security of our members, that includes vetting and supporting pro-labor candidates. We recently endorsed Attorney General Maura Healey, who is the strongest pro-Labor candidate for governor. Maura is a longtime ally and friend of Local 103 and we’re proud to be backing her historic campaign.

We’re proud to endorse Maura in her historic bid to be Massachusetts’ first elected female governor. She has long been a strong ally to labor and her record supporting organized labor speaks for itself. Among her accomplishments: In 2021, Healey’s office assessed more than $8.1 million in restitution and penalties against employers on behalf of working people in Massachusetts. Her Fair Labor Division has fought wage theft, recovering nearly $2 million from 115 employers. She has advocated for lowering health care costs and overhauling the state’s child care system. She has taken on Big Pharma, winning more than $500 million in restitution for Massachusetts from opioid distributors and drug makers. She has sued Uber, Lyft and other app-based companies for labor law violations. In 2015, she launched the Community Engagement, which assisted in passing key labor policies such as the Earned Sick Time law and the Domestic Workers’ Bill of Rights. She also helped craft legislation to require pay equity for women and job protections for pregnant women.

Local 103 was proud to once again host at our union hall the Massachusetts Girls in the Trades (MAGIT) annual conference! Hundreds of middle and high school girls from across Massachusetts took advantage of the opportunity to meet with representatives from local building trades unions and learn about the amazing career opportunities available in the industry. Students networked, heard from a range of industry speakers, and left with lots of free information and gifts in addition to a potentially life changing experience.

I'm ready to hit the ground running and to get our message out there. Bernie Sharpe will be brought into the Business Manager's Office as a full-time organizer, while Josué "Josh" Pierre will serve as the union's first full-time DEI coordinator, a dedicated and instrumental part of the new Empower DEI program. In their new roles, Sharpe and Pierre will work to increase Local 103's membership and the NECA Greater Boston union electrical contractor base, with an emphasis on Minority-owned (MBE) and Women-owned (WBE) businesses.

"I'm honored to be selected as the union's first ever DEI coordinator and to help organize and lead the DEI efforts of one of Boston's largest unions," said Pierre. "IBEW Local 103 does so much good for our communities and has a lot to offer new and aspiring MBE and WBE contracting businesses. LEGISLATIVE ALERTS

OPPOSE – Gov. Charlie Baker’s Solar Project Bidding Process Proposal (Section 83, 2023 Fiscal Year Budget), which would circumvent prevailing wages, jeopardize workers’ rights, waste taxpayer dollars, and complicate and extend public projects. Section 83 of the governor’s 2023 budget proposes a separate bidding process for public solar work that completely circumvents prevailing wage laws. Prevailing wage laws exist to uphold workers’ rights, to guarantee family-sustaining wages and benefits, and to ensure safe and efficient projects for our community. To remove these standards from public construction would be a disgrace.

PLAs require that contractors bidding for public work meet standards of wages, benefits, training, and safety. They also help protect workers from irresponsible contractors who underbid on projects and cut corners at the expense of employee compensation and safety. Earlier this year, President Biden signed a historic executive order requiring PLAs on federal construction projects. New Hampshire is going in the wrong direction.

SUPPORT - The Offsite Prefabrication Bill (H.B. 2046/S.B. 1189), which would close the prevailing wage loophole for “offsite” workers and level the playing field for responsible contractors. Right now, workers are being unfairly excluded from existing prevailing wage laws simply because they are performing work “offsite.” The Offsite Prefabrication Bill must pass this session in order to close this unfair loophole in our laws. Workers should not be paid less for doing the same work in a different location; we all deserve fair wages and benefits for our families. The Offsite Prefabrication Bill will also level the playing field for responsible contractors who prioritize workers’ rights, training and safety, and quality and efficiency on the job.

NEW HAMPSHIRE OPPOSE – New Hampshire Senate Bill 274 (Anti-Project Labor Agreements), which would eliminate project labor agreements (PLAs) on public construction projects.

President Joe Biden became the only president in IBEW’s history to make an appearance at our international convention. He talked about all the great work IBEW members will get rebuilding our nation's crumbling infrastructure through his bipartisan infrastructure bill – as well as other worker-friendly actions taken in his first 16 months in office (more than any other president in our lifetime) – none more important than shoring up pension plans for American workers through the Butch Lewis Act in the American Rescue Plan. Just like we do here at home, our delegates started the trip by volunteering for an IBEW day of service in the local community, teaming up with other IBEW delegates to clean up Chicago’s public parks.

Local 103 Business Manager/Financial Secretary Lou Antonellis was honored by IBEW President Stephenson with an appointment to serve as secretary on IBEW’s Law Committee, which meets prior to the convention to vet all proposed amendments to the IBEW Constitution. Antonellis then had the honor of presenting the Committee’s findings in a report to the full Ourconvention.delegates attended various caucus meetings to exchange ideas with locals from around the country on organizing, DEI initiatives, and more. During the daily sessions, we charted the course for the next 5 years and beyond for our union, including investments in the future and plans to strengthen and grow our union. We even supported and funded a long overdue increase to the IBEW Pension Benefit Fund!

We had a strong showing, sending our agents and officers, our Renew youth delegates, our Women’s Committee, and our Electrical Workers Minority Caucus in addition to our elected delegates. It’s important to expose our younger members, the future leaders of our union, to the workings of the IBEW, and we’re proud to invest in opportunities like this that will better prepare us for that future.

Kerri Thibeau, Electrical Supervisor for the Boston Public Schools and a 17-year IBEW Local 103 member and former Lynnwell Associates employee, helped oversee the project along with current Local 103 staff. “We consider it our duty to give back to our community and we are always proud to do so, especially in our public schools that are chronically under-resourced,” said IBEW Local 103 Business Manager/Financial Secretary Lou Antonellis. “Many of our members are products of Boston Public Schools or have children in the schools, which are the building blocks of our communities. As we build a better Boston, we must invest in our public schools so students can grow and thrive.

K-8LIGHTINGTHEHERNÁNDEZSCHOOL

Students at the Rafael Hernández Dual Language K-8 School returned to brighter classrooms after April school vacation thanks to IBEW Local 103 volunteers who installed dozens of new LED lights at the Roxbury public school. In conjunction with Lynnwell Associates and Eversource, Local 103 made a plan for upgrades that would come at no cost to the school. 14 of our members volunteered over four days during April vacation upgrading 19 classrooms with an average of 12 new light fixtures per room. Over summer vacation, Local 103 and Lynnwell will return to the school to upgrade lighting in offices, the cafeteria and other rooms.

On March 27, we had a fantastic turnout for our annual Tradeswomen’s Brunch at the IBEW Local 103 Hall. Thanks to Business Agent Renee Dozier for organizing this celebration of the women of IBEW and our allies! A group of our tradeswomen also joined our NECA contractor partners for the annual Women in Construction dinner at Venezia restaurant in Dorchester. We are thrilled to see women in the industry coming together to network, share experiences and work together to build a better, stronger industry for all.

Applicant Update Applicants from the 2021-2022 application cycle who took the aptitude test in January and qualified for an interview were notified on March 31, 2022, that interviews will be conducted beginning late April and into early May of 2021. Candidates were notified if they were accepted to the program by June 3, 2022. New, first-year apprentices will attend orientation in the summer months and will be assigned to work shortly after in June, July and August.

JATC Training Activities

The JATC Trustees expect to open the applications for the 2022-2023 cycle in November of 2022.

The deadline to complete the required 15-hours of continuing education and 6-hours of related education for MASSACHUSETTS licenses is July 31, 2022. Local 103 and the JATC are offering members free, in-person and online Code Update (15-hour and 6-hour) classes through our website. The JATC is open for walk-in member services, and all apprentice classes have resumed to pre-pandemic levels. To expedite your business, please call ahead at 617-436-0980. Our summer hours are from 7 a.m. to 4 p.m.

The Commonwealth of Massachusetts Division of Professional Licensure/Board of State Electrical Examiners is now accepting payments for license renewals. All licensees must be renewed online by no later than July 31, 2022. You can begin to renew your license through the e-licensing portal. Graduates of both the Installer/ Technician and Inside Wireman Apprenticeship Training Programs will earn 34 credits in transfer. The balance of 36 credits of general education and technical courses will be delivered to members over 2 years. Graduates may continue their education at BFIT at the completion of this Associate Degree. Possible program of study includes a Bachelor’s in Engineering Technology in areas such as Renewable Energy and Environmental Engineering.
