Greetings Brothers and Sisters,
As we enter 2023, I hope members and their families are safe and healthy. Throughout the year, Local 103 has seen countless victories, and I’d like to reflect on these moments and share some of the highlights of the year.
IBEW Local 103 and our community have much to look forward to in 2023!
In 2022, we closed out $1B in new business for our members and NECA contractors. From the Assembly Innovation Park Lab project to Gillette Stadium North Endzone Hospitality Space, we made a mark in every sector — life sciences, education, hospitality, and many more!
Thanks to the hard work of countless 103 members who knocked on doors, organized, and, most importantly, voted in November’s elections, Massachusetts voters ushered in some historic changes — from the governor’s office to ballot initiatives. Governor Maura Healey became the first woman elected as the state’s chief executive. She was one of several union-friendly candidates elected statewide. Roxbury-native Andrea Campbell was elected as the new attorney general, while Kim Driscoll won the race for lieutenant governor, and former state senator Diana DiZoglio is our new state auditor. All are great friends to Local 103.

To provide Greater Boston’s developers with the best-trained, most efficient, safest electricians and telecommunications specialists, while fostering our Union’s values of economic fairness, equal opportunity, and charitable giving in the communities where we work, live and raise our families. Our unwavering commitment to professional excellence is personified by our Joint Apprenticeship Training facility. The Local 103 JATC is among the most advanced electrical apprenticeship programs in the country. Working for better wages, better benefits and fair working conditions is just one part of our Union’s focus. Local 103 members take pride in giving back their time and expertise to causes and charities serving those less fortunate.
IBEW Local 103 is proud to be at the forefront of the green energy movement, building the future of clean energy for the Commonwealth by partnering with Nexamp to construct a landmark solar and energy storage project at our Dorchester headquarters. The project will provide IBEW 103 with annual savings on energy costs and supplemental power in the event of a local power outage, and is a great example of how the Massachusetts solar development community and organized labor can lead the way in transitioning to a clean and resilient electric grid.
From Lou Antonellis Business Manager / Financial Secretary IBEW Local 103It was great to see so many Local 103 women members come out in force for the first-ever Women Build Boston conference held in October at Encore Casino. More than 700 women attended the conference, and 125 were Local 103 members, whose goal was to celebrate and expand the role of women in building trades unions. The conference’s focus on diversity and inclusion was a perfect partner to the inaugural Diversity, Equity, and Inclusion Summit held in November. Organized by Local 103 and NECA, the summit offered several workshops featuring leading public and private-sector professionals discussing key issues and trends impacting DEI and business projects, and best practices for new business owners.
In addition to these important developments, Local 103 is excited to share that we've officially partnered with the New England Patriots for the team’s biggest renovation project in decades. The $225 million stadium improvement project at Gillette Stadium will feature a broad range of new facility amenities, work done by our members.
Attaining these important milestones for IBEW Local 103 is a direct result of the hard work, commitment, and shared goals that our union community fosters. I am honored to serve as your Business Manager, and I can't wait to see what we accomplish this year.

We were proud to host President Joe Biden on December 2 at our phone banking event that powered Senator Warnock to victory in the Georgia Senate race. We were also joined by Senators Elizabeth Warren and Ed Markey, as well as our brothers and sisters from the building trades.





Joe Biden came into office vowing to be a pro-worker president, and over the past two years, he’s more than kept that promise. Since entering office, President Biden has delivered for working America. Strong job growth, record low unemployment (3.7%), and landmark legislation like the American Rescue Plan Act, which kept millions of families afloat during the pandemic, the Infrastructure Investment and Jobs Act, and a $1 trillion bipartisan infrastructure law expected to create hundreds of thousands of union jobs, have been cornerstones of his presidency. And most recently, the administration has set a goal of bringing 1 million more working women into the trades over the next decade — a goal that we fully support and that aligns with our vision at IBEW of creating an even more inclusive and diverse construction industry.

IBEW Local 103 and NECA Greater Boston are laser-focused on expanding our footprint throughout the region, and there’s no bigger stage than the NFL. We’re proud to kick off our new, strategic advertising partnership with our home team, the legendary, sixtime Super Bowl Champion New England Patriots! Our members have been powering Gillette Stadium since its opening in 2002 and are proud to now play a key role in the construction of its new $225 million north end expansion project.
We were pleased to host more than 1,000 members and loved ones at our first-ever Away Game Viewing Party in Gillette Stadium’s West Putnam Club on October 30.









All had a great time enjoying food and refreshments, as well as a 22-17 win by the Patriots against the New York Jets!

In September, IBEW Local 103 hosted our union colleagues in Boston for our the Second District Progress Meeting. We rolled out the red carpet for our IBEW International President Lonnie Stephenson, who threw out the first pitch at Fenway Park before the Boston Red Sox beat out the Baltimore Orioles!

Lonnie’s appearance at the plate was the latest chapter in the long-running partnership between the Red Sox and IBEW Local 103 and NECA. We were thrilled to show President Stephenson, as well as brothers and sisters from other Locals throughout New England, what Local 103 is all about through one of our most innovative and historic community partnerships.

IBEW Local 103 was proud to attend the first-ever Women Build Boston Conference held at the Encore Casino alongside more than 700 tradeswomen and allies.

LOCAL 103 CUTS THE RIBBON
NEWSOLARTECHNOLOGY
In October, IBEW Local 103 hosted a ribbon-cutting ceremony to unveil an ambitious solar panel project on the roof of our union headquarters to accompany our nearby wind turbine.

The large wind turbine high above the Southeast Expressway in Dorchester is already an iconic structure and our union is proud to take another giant step in advancing clean, renewable energy for our state.
Just like the wind turbine, this solar and energy storage project will save the union money by providing IBEW with annual savings on energy costs and providing supplemental power in the event of a local power outage.
IBEW’s combined solar and storage system, designed and installed by Nexamp, will provide enough energy to meet nearly 70 percent of the electricity needs of IBEW’s headquarters. Combining solar generation
with energy storage has the added cost-saving benefit of enabling IBEW to store solar power when electricity prices are low and use it when prices are high. It can also provide much-needed backup power during disruptions caused by increasingly frequent and intense storms.
This historic event brought together women in the building trades throughout the region and highlighted Boston’s role in making the construction industry more diverse and inclusive. It featured an array of informative panels and high-profile speakers, including a keynote address by U.S. Secretary of Labor, former Boston Mayor and labor leader Marty Walsh, and motivational words from then Attorney General Maura Healey.
“This is the labor movement at its best and what happens when a group of determined workers fights for their rights,” Secretary Walsh told the gathering.

“You are united and ready to smash down the doors for the next generation of women.”
Organized by the Greater Boston Building Trades Unions, it was only fitting that the conference was held at Encore, which was built with nearly 500 women workers, the largest number of women to participate in a construction project in U.S. history.
“Whenever I look at construction sites, I see women stepping up and paving the way for Boston’s future. I’m honored to be part of the surge in women’s participation and leadership in building trades unions,” said IBEW Local 103 Business Agent Renee Dozier. “We’re creating not just a better Boston, but a better future for women workers.”

DIVERSITY,EQUITY, ANDINCLUSION SUMMIT
In November, Local 103 and NECA held an inaugural Diversity, Equity, and Inclusion (DEI) Summit, “Turning Commitment Into Action,” bringing together contractors, union members and industry leaders to better understand key issues and trends impacting DEI.





The Turning Commitment Into Action summit illustrated IBEW Local 103 and NECA’s diversity, equity, and inclusion priorities, including:
◦ Increasing awareness about public sector policies and regulations requiring increased DEI in projects.

◦ Creating roadmaps for contractors to integrate DEI best practices in their business planning, proposal responses and bids.
◦ Illustrating how essential diversity, equity and inclusion is to the growth of the industry and to the individual career paths of women and people of color. Attendees took part in several workshops in this intensive half-day program and also heard remarks from Senator Lydia Edwards and civil-rights leader Tanisha Sullivan.

The New England Patriots demand excellence on and off the field, that’s why they’ve partnered with IBEW Local 103 for their biggest renovation project in decades.

At $225 million, this is the largest stadium improvement project since Gillette Stadium opened more than 20 years ago. This project will feature a completely new plaza leading into the stadium, as well as a new enhanced lighthouse with a 360–degree observation deck.



Inside the stadium will be a prominent new video board, considered to be the largest outdoor stadium high-definition board in the country. The work will also feature a new and improved concession location and other fan amenities, including 75,000 square feet of glass-enclosed hospitality and function space.

Members of the IBEW Hockey Team and their families attended this year's Frozen Fenway open skate, hosted at Fenway Park.

GOVERNOR HEALEY!

The last election season proved to be a historic one with four powerful women making history in their newlyelected offices! Governor Maura Healey became the first woman elected as the state’s chief executive and the nation’s first-openly lesbian U.S. governor. She was one of several union-friendly candidates elected statewide. Roxbury-native Andrea Campbell was elected as the new attorney general, while Kim Driscoll won the race for lieutenant governor, and former state senator Diana DiZoglio is our new state auditor. Local 103 congratulates our endorsed statewide candidates for winning the vote of Massachusetts families in each of their respective races.

We also congratulate our Local 103 members who mobilized on the campaign trail to get out the vote for these candidates and make a difference in Massachusetts’ future. Local 103 looks forward to working with each of these champions toward a brighter future for the Commonwealth through our legislative priorities:

APPLICATION UPDATE
The JATC received over 2,000 applications in November. Applicants completed the aptitude testing during the month of January and will be notified of their test results by March 1, 2023. Those who qualify will be interviewed in late March into mid-April. New apprentice selections will occur in late May and those accepted will be notified by June 1. New apprentices will be processed into the program during the summer months.
CONTINUING EDUCATION
The new JATC course catalog will debut in early 2023 featuring a variety of new in-person and online course offerings.
◦ Form 1099-R for payments from the Pension and Deferred Income Plans will be issued by January 31, 2023.
◦ Massachusetts Form 1099-HC with respect to Health coverage will be issued during January as well.
◦ Federal Form 1095-B pertaining to Health coverage will be issued by the due date of March 2, 2023. Given the changes to the Affordable Care Act, these forms are now strictly informational and not required to file a personal Federal income tax return (Form 1040).

◦ Annual Deferred Income statements are expected to be issued during the second week in February.
◦ For all of the items above, the Trust Funds are required to use the address on file for each Participant. Please make sure you’re receiving mail from the Trust Funds and, if not, please contact us so we can update the address on file.
◦ The Trust Funds Office continues to have a limited number of at-home COVID tests available. Please stop by to pick one up while supplies last.
