Dear Brothers and Sisters, I hope you had a great summer and are enjoying the wonderful weather this time of year brings. This past summer was filled with exciting Local 103 events, including our 2023 Apprentice Graduation, golf tournament, Workforce and Child Care Roundtable, Union Night at Fenway, our annual Bullpen Buddies events at Fenway, and more! We were honored to host a Workforce and Child Care Roundtable with US Commerce Secretary Gina Raimondo, other elected officials, and Local 103 members to discuss the critical need for accessible and affordable child care in the workforce and other important issues facing working parents and families. It was wonderful to be joined by our communities' powerful voices, including Governor Maura Healey, Boston Mayor Michelle Wu, U.S. Congresswoman Ayanna Pressley, U.S. House Minority Whip Katherine Clark, and Congressman Steven Lynch. Together, we shared great insight and experiences, listened to workers, and worked to build solutions to the challenge of strengthening our state’s child care network. Local 103 is committed to identifying and enacting solutions so that working parents can go to their jobs without worrying about finding quality child care. Local 103 remains committed to giving back to the community through our community partnerships and events like the 2023 Bullpen Buddies program. Bullpen Buddies gives Boston-area children the chance to experience a Red Sox game they will cherish forever. The children, who come from different local youth organizations and care centers, get a chance to visit the historic Fenway Park, participate in on-field activities like watching Red Sox players go through batting practice, meet some of the players, as well as collect
autographed baseballs and T-shirts. This year, we invited kids from some outstanding organizations: The Pappas Rehabilitation Center, Franciscan Children's Hospital, Big Sister Boston, and the Jimmy Fund. I’m proud to update you about Local 103's ongoing commitment to the transition to clean energy, and how our strong workforce is helping to lead the way. Local 103 IBEW JATC and NECA Boston are training members, and together, we’re making progress as electrical contractors begin to install new technologies in our communities. As part of Boston's Electric Vehicle Readiness program, we are successfully installing turnkey electric vehicle charging systems in all our own jurisdictions. Finally, I'm happy to share that IBEW 103 has reached and ratified a new 5-year electric and telecommunications contract with our NECA partner. We're making sure that our members are at the forefront of this field, and winning more work in these emerging sectors of our economy. Yours in Solidarity,

CHECK OUT OUR BRAND-NEW EV CAMPAIGN We're excited to announce that Local 103 and NECA Greater Boston recently launched a robust electric vehicle (EV) campaign, and are committed to doing our part to and end the climate crisis in our communities and beyond.
IBEW 103 UNION NIGHT AT FENWAY Each year, Local 103 hosts Union Night at Fenway for members to gather in a spirit of community, eat some great food, and watch the Red Sox at Fenway Park. This year, the Local 103 community came together for the Red Sox vs. Blue Jays game on August 5, which ended in a tough loss of 5-4 for the Sox. Check out memories captured from the evening! Local 103 and NECA have long provided comprehensive electrical services to the Red Sox and worked with the Sox to support a number of charitable initiatives throughout the community.
Government incentives and an expected increase in charging station availability are all making EVs increasingly popular among consumers. We’re proud that our highly-trained membership is leading the way in the rapidly growing field of designing, maintaining, and installing EV infrastructure to power our communities for generations to come. This important work will uplift workers. Local 103 and NECA contractors are leading the way in the transition to clean energy and resilient infrastructure. As the EV market grows, it is vital to uplift the work of trained union electricians and partner contractors to design, install, and maintain these electrical vehicle charging systems quickly and efficiently.

BIDEN ADMINISTRATION BRINGS THOUSANDS OF WORK HOURS FOR 103 MEMBERS

WORKFORCE AND CHILD CARE ROUNDTABLE WITH SECRETARY RAIMONDO We were honored to host an engaging and informative Workforce and Child Care Roundtable with U.S. Commerce Secretary Gina Raimondo, as well as a group of elected leaders and workers in our industry, to discuss the critical need for child care in the workforce and other important issues facing working parents and families. It was wonderful to be joined by other powerful voices, including Massachusetts Governor Maura Healey, Boston Mayor Michelle Wu, U.S. Congresswoman Ayanna Pressley, U.S. Congressman Stephen Lynch, U.S. House Minority Whip Katherine Clark, and MA Secretary of Labor and Workforce Development Lauren Jones. Together, we shared insights, and experiences, listened as 103 members shared their challenges of finding quality child care, and considered solutions to this problem. “So, for the next 5 to 10 years, this country will see massive job creation in high-paying jobs for Americans. We have to make sure people can get those jobs... And that includes women — and I know also as a working mother...it is so hard to do a job if you don't have reliable child care. You could be the best-trained electrician in the world. But if you can't drop your child off, and know with confidence and peace of mind that your child will be cared for, then you can’t hold your job down,” said Secretary Raimondo.

On November 15, 2021, President Joe Biden signed the Bipartisan Infrastructure Law, a landmark legislation deemed "once-in-a-generation." Since its enactment, this law has had a significant impact on Massachusetts, with over $3.7 billion in funding allocated to more than 100 specific projects. These projects aim to enhance various aspects of the state's infrastructure, including roads, bridges, public transit, ports, and airports. A positive outcome of this investment is the creation of job opportunities for members of Local 103, who are now actively engaged in working on these crucial projects. The Infrastructure Law invests $7.5 billion to build the first-ever national network of electric vehicle chargers nationwide and is a critical element of President Biden’s plan to address the climate crisis and support domestic manufacturing jobs. Massachusetts will receive about $63 million in funding over five years to support the expansion of electric vehicle charging in the state. The EV charging funding is the largest investment in the domestic manufacturing of batteries and the critical minerals that power them. In Massachusetts, Local 103 members will be playing a key role in implementing the transition to clean energy – Massachusetts has set a goal of reducing the state’s greenhouse gas emissions by 50% by the year 2030 and reaching zero emissions by 2050. Local 103 and NECA are actively training members for this important work together. As part of Boston's Electric Vehicle Readiness program, we have already installed a turnkey electric vehicle charging system at the Alcott Apartments, a 44-story residential tower with 470 units. The 5-story parking facility can now accommodate up to 160 electric vehicles.
Massachusetts received about $59 million in 2022 and 2023 for upgrades to the state’s ports and waterways. The law also invests $25 billion to upgrade the nation’s airports, and Massachusetts has already received approximately $133 million in 2022 and 2023 for airport infrastructure – the centerpiece being Logan International Airport's $62 million Terminal E renovation and expansion grant by the FAA as a part of the Airport Terminal Program. The Biden administration has also committed to many more projects that will be added this year, as funding opportunities become grant awards and as formula funds translate into specific projects. We are confident that skilled union workers will continue to play a critical role in these existing and new infrastructure projects, part of the nation's largest infrastructure investment since the 1950s, and IBEW members will be at the heart of the construction, utility, telecommunication, railroad and other projects that lay ahead. This boom in federally funded work will result in more work for our members and make Local 103 an even stronger union.
To date, approximately $106.8 million has already been directed to Massachusetts for projects targeting clean energy, energy efficiency, and power. This includes $80.1 million for weatherization, $7.7 million through the State Energy Program, $8.4 million through the Energy Efficiency and Conservation Block Grant Program, and $9.8 million to prevent outages and upgrade the state’s power grid. 103

IBEW 103 GOLF TOURNAMENT In June, we were pleased to host our annual IBEW 103 Brotherhood golf tournament! It was wonderful seeing so many Local 103 members present and on the green. The event was held at George Wright Golf Course, located in Hyde Park.
JATC CONSTRUCTION UPDATE We are excited to welcome you all into the newly renovated JATC training center. Local 103 and the JATC continue to invest in our current and future workforce education experience by expanding and updating the JATC, and we can't wait to share our latest upgrades with you. Renovations include:
All of the new spaces will be equipped with cuttingedge state-of-the-art audio/visual technology which will enhance the learning experience for members. Exterior improvements include upgrades to the front and rear entrances to comply with ADA requirements. We look forward to embarking on this exciting new chapter at the JATC.

LOCAL 103 AND NECA GREATER HEADER BOSTON CONTRACT RATIFICATION Local 103 IBEW and our partner, NECA Greater Boston, have recently ratified a new five-year labor management contract involving 9,000 electrical workers and 85 contracts. This agreement solidifies our commitment to the prosperity of working families and our dedication to building a skilled and diverse union electrical workforce. The contract features several key provisions, including a $18.75/hr wage increase for electricians and a $5/hr increase for telecom workers, a commitment to achieving strong diversity in the Construction Wiremen Program, a four-day, ten-hour workweek flexibility in work schedules, and the creation of a new Network Technician classification to tap into the expanding network and integration market. "This contract reaffirms the values we believe in at IBEW. We aim to see opportunities grow for everyone,
creating job opportunities that resonate within each community we serve," said Lou Antonellis, Business Manager, Local 103 IBEW. "We’re building opportunity as we are building our communities," said Kristen Gowin, Executive Director, NECA Greater Boston. "We believe this contract will keep us moving forward for many years to come as we invest in creating a diverse union electrical workforce. It speaks to the progressive and forwardthinking partnership NECA Boston and our Local 103 IBEW partners have always had, with an eye on the competitiveness of our NECA Contractors." Over the next five years, we plan to meet the state's clean energy and emissions reduction goals, continuing our investment in outreach, recruitment, and training to reflect the diversity of Greater Boston communities.

Encore employees work hard day and night to provide the casino’s guests with the best possible gaming experience. They deserve increased wages, transparent tip distribution, fair and consistent work schedules, and a voice at the table.

By playing a leading role in community engagement programs and events like Bullpen Buddies at Fenway Park, Local 103 is helping to make a positive impact in the lives of local children and build a stronger community. This summer, Bullpen Buddies gave children from four different organizations in the Boston area the chance to experience the Red Sox up close and in person, these included: This year we invited kids from:
