Abstract: Global agriculture has evolved into a highly diverse sector, with operations that range from small subsistence farms to large multinational holdings. Farmers’ products are sold fresh in local markets, but also across the world through sophisticated and modern value chains. Beyond their traditional role of providing humankind with food, farmers are important custodians of the natural environment and have become producers of renewable energy. In order to meet the high expectations society places on agriculture, public and private decision makers require reliable information on the likely trends of global demand, supply, trade and prices and the factors driving them. To this end, the OECDFAO Agricultural Outlook is an annual reference that provides a comprehensive medium-term baseline scenario for agricultural commodity markets at national, regional and global levels.

In addition to providing a plausible baseline scenario for agriculture markets in the coming decade, the Outlook identifies a widening set of risks to agricultural markets that can help policy makers better anticipate and manage them.

These include the spread of plant and animal diseases and the growing risk of extreme climatic events, as well as possible supply disruptions from growing trade tensions. This OECD-FAO Agricultural Outlook 2019-2028 foresees that the demand for agricultural products will grow by 15% over the coming decade. The way in which this demand is met will determine the sector’s impact on the natural resource base, notably land, water, and biodiversity. Rising food production also comes with higher greenhouse gas emissions, with nearly one quarter of all emissions coming from agriculture, forestry and land use change. Unsurprisingly, there are now mounting pressures on agriculture to reduce its carbon footprint, and to help mitigate climate change. At the same time, roughly two billion people derive their livelihoods from agriculture.

agriculture for an important share of their incomes. Some 820 million people worldwide remain undernourished, while millions suffer from other forms of malnutrition, such as micronutrient deficiencies and obesity. This report supports the work of our Members in their efforts to end hunger, achieve food security, improve nutrition, and promote sustainable agriculture by 2030, as committed under the Sustainable Development Goals (SDGs) and in the 2015 UN Framework Convention on Climate Change Paris Agreement. This year’s Outlook includes a special chapter that focuses on the prospects and challenges for agriculture in Latin America and the Caribbean.

While highly diverse, the region has become the largest exporter of agricultural commodities in the world and is expected to further reinforce this position in the coming decade. The region is also home to 57% of the world’s primary forests and the source of 40-50% of the world’s biodiversity. Tailored and concerted policy responses are needed across Latin America and the Caribbean to create an enabling environment that supports rural livelihoods, while protecting the natural resource base and promoting mutually beneficial trade relationships with food importing regions. This report complements wider collaborative efforts between our two organisations, including through the G20 and G7 processes. In particular, the Agricultural Market Information System (AMIS) complements this medium-term Outlook by providing shortterm information that contributes to enhanced market transparency and better co-ordination of policy responses for food security.

Proceedings of the 16th IFLA ILDS conference: Beyond the paywall - Resource sharing in a disruptive eco system, held at National Library of Technology in Prague, Czech Republic, 9-11 October 2019 The impulse came from the 2018 Kuala Lumpur DDRS Committee Business Meeting. The initial idea was to encourage more so-called “quality authors” to submit their research papers and to prevent their disappearance into the thin air of the elusive IFLA ILDS conference web sites - as well as their lockout from the vast majority of the IFLA DDRS audience “beyond the paywall” in commercially-published journals.

We believe that we all in DDRS have created and published a focused, accurate, and freely-accessible testimonial reflecting the state-of-the-art in the areas of

European Copyright Directive Implementation Advances: How Can You Get Involved?

In June 2019, the European Union’s new Copyright Directive entered into force. Member States must implement this Directive into their national laws by 7 June 2021.

Some countries such as the Netherlands and Germany have already held public consultations to collect the recommendations of the various stakeholders, including libraries. Library professionals from Finland, Hungary and Ireland are entering into consultations with their governments.

IFLA is committed to supporting libraries and library associations achieve the best possible implementation and thus support the achievement of their mission, working with our partners EBLIDA, LIBER and SPARC Europe.

Below we answer some key questions: what is in the

Directive, why it is important to get involved, and what steps to follow to get do so.

What’s in the Directive?

As set out in our news story when the Directive was adopted, there are new possibilities for libraries to support text and data mining, education, preservation, and access to out-of-commerce works.

There are also of course concerns about the impact of new rules for platforms and news aggregators on free expression and access to information.

There are many other materials about the different parts of the Directive on our resources page.

Why it important to get involved in implementation?

The potential of the Directive can only be fully realised if the voices of library professionals are heard – they are the most relevant people to discuss the problems of the profession and the legal needs related to their mission.

There is enough flexibility in the Directive to mean that many of its provisions will be useless if poorly applied.

However, good library engagement can make a real difference What are the first steps to get involved in the follow-up of this implementation?

1. Identify who will be responsible for the legislation or regulation to implement the Directive in your government.

2.

Let this person (or these people) know that libraries are key stakeholders for the implementation of the Directive. You could potentially look to set up a meeting.

3. Identify where information about the legislation or regulation is available.

4. Identify which committee in your Parliament will be responsible for reviewing the legislation or regulation to implement the Directive.

5. Identify members of parliament who could be favourable to the interests of libraries. Set up meetings with them.

6. Identify other stakeholders with whom you could work to influence the implementation (Archives, Museums, research and education organisations, users’ rights organisations for example).

7. Understand the government’s timeline for the process (deadline for consultations, dates of the workshops) 8. Understand where your current law may need to change, and what else you want to obtain [Fonte IFLA]

The Global Voice of Libraries

The International Federation of Library Associations and Institutions is unique. Thanks to the reach of its membership, the breadth of its mission, and its ability to inspire, engage, enable and connect, it has a special role in the global library field. IFLA works both to represent libraries on the world stage, and to strengthen the ability of our member associations, institutions, and individuals to advocate for and deliver library and information services that improve lives. We do this by bringing together the biggest brains trust in the library field – the 1200 volunteers drawn from our members who participate in IFLA’s Professional Units – as well as a dedicated team at IFLA Headqurters, and a network of regional offices and language centres which allow us to operate in seven languages.

Our Strategy: A Roadmap for the Future This document represents a milestone in IFLA’s journey from Vision to Strategy to Action. It is the result of a uniquely inclusive process – the IFLA Global Vision – launched in March 2017. By engaging tens of thousands of library and information workers from over 190 countries in a conversation about the strengths and opportunities of the library field, the Vision has provided the energy, and represented the guiding star for this Strategy. On this basis, IFLA’s Professional Units and Governing Board, working with the Headquarters Team, have developed this document, drawing also on an assessment of IFLA’s existing strengths, and its commitment to the United Nations Sustainable Development Goals. It was approved by the IFLA Governing Board on 12 April 2019.

Structure: A Framework for Actions The IFLA Strategy 2019-24 is a document for the library field, by the library field. It is designed to be a reference point, not only for IFLA’s own Professional Units, headquarters and regional and languages offices, but also for our membership and the library field as a whole. It should be the catalyst for a new energy and a new alignment in our efforts.

Our Strategic Directions highlight four areas of focus in delivering our mission: Strengthen the Global Voice of Libraries; Inspire and Enhance Professional Practice; Connect and Empower

the Field; Optimise our Organisation; In each Strategic Direction, four Key Initiatives provide a framework around which we can all develop actions to strengthen our field and achieve our vision.

DA2I Report 2019

The 2019 edition was launched at the Forum of Ministers and Secretaries of Culture of Latin America and the Caribbean on 22 May, and presented during the IFLA President’s Meeting in Buenos Aires, Argentina on 23 May 2019.

The report features thematic chapters by guest authors on how access to information promotes the achievement of each of the following SDGs: Quality Education (SDG 4), Decent Work and Economic Growth (SDG 8), Reduced Inequalities (SDG 10), Climate Action (SDG 13), and Peace, Justice and Strong Institutions (SDG 16).

UN Report on Public Spaces and Human Rights Highlights Place of Libraries As public spaces, open to all members of the community, libraries enable people to exercise and enjoy their human rights. A new report from the UN Special Rapporteur on Cultural Rights highlights this role, and the conditions for

it to be realised. It provides a useful advocacy tool for libraries.

Libraries around the world are increasingly realising the potential of their spaces as a means of delivering on their missions. In addition to being quiet places to study, they are proving their value as spaces for meetings, workshops and for community interaction.

Especially in a digital age, these physical spaces have an important role both for individuals and communities. They provide opportunities to realise a variety of human rights, including participation in civic life, freedom of access to information, and cultural rights. They allow for a social, shared dimension to rights, going beyond the individual.

The Need for, and Challenges to, the Right to Public Space The right to public spaces notably features in the United Nations 2030 Agenda as target 11.7, and in concepts such as the Right to the City.

This right is also the subject of a new report by the United Nations Special Rapporteur on Cultural Rights, Karima Bennoune. In this, she looks the different ways in which public spaces make a contribution, and the efforts that all actors need to make to ensure that they remain open to all.

She notes in particular the risks posed when companies or particular narratives come to dominate such spaces, or when examples of spaces, such as rural or mobile libraries are closed.

There is a strong emphasis on the need to be open and accessible, in order to ensure that people with disabilities, or belonging to other marginalised groups, do not feel excluded.

She recommends that authorities should: (a) make public spaces and the right of all to access them more widely known; (b) take steps to make these spaces more welcoming; and (c) provide further opportunities for social interaction in them.

The Possibilities – and Responsibilities – of Libraries The report includes a number of references to libraries as an important example of a public space which enables the delivery cultural rights. The combination of a physical place, and their collections, make them ideal for this.

It also notes the harm that comes from cuts or closures, which inevitably reduce possibilities for people to interact, and in particular to participate in cultural life.

Rather, the report implies, governments should recognise and support the work of libraries in their community, and promote active cultural programming.

However, it also underlines that libraries themselves need to think hard about how they fulfil these missions.

The work of IFLA sections in helping libraries be as welcoming and accessible as possible to all provides a vital support in this respect.

Overall, by underlining the importance of public, non-commercial spaces, the report should provide an important reference point for libraries looking to build

Innovations that address these challenges, as well as emerging needs, and promote productive, equitable and sustainable water management are needed. These Guidelines on Irrigation Investment Projects, produced by an inter-agency team, highlight experiences and lessons learned from global irrigation investment operations. They introduce innovative approaches, tools and references, and provide practical guidance on how to incorporate or apply them at each stage of the investment project cycle. These Guidelines will be a useful resource for national and international professionals involved in irrigation investment operations.

Ensure sustainable consumption and production patterns; Abstract: This report describes a campaign to limit the use of antimicrobials – specifically antibiotics – in the Danish swine-producing sector. It is a testimony of the collaboration between the regulatory sector within the Ministry of Environment and Food (and its agriculture-focused precursors), private veterinary practitioners and swine producers (large and small), to tackle the unsustainable overuse of antibiotics in the industry, and is a retrospective tribute to all those who had the foresight to make significant changes to ensure consumer protection – improving hygiene at primary sites of swine production, developing options for intervention through a system of surveillance and collation of data from feed mills to veterinary practitioner prescriptions, identifying sites for intervention, setting targets, restructuring the relationship between the veterinary services and farmers, and implementing changes in behaviour for greatest impact. Denmark in many ways laid out a plan before there was any known roadmap to follow; every step was based on continuous analysis and feedback to the operators – private and public – for ongoing monitoring and accountability as a driver for change. Meeting the challenge of AMR involves learning from one another. It is hoped that this historical guide may serve other countries, food producers, regulators, veterinarians and those responsible for veterinary structures, as well as academia, to identify ways forward to limit the emergence and spread of AMR that threatens public health, animal health and safe food production worldwide.

Abstract: This publication is intended to provide an overview of the successes reached by the implementation of Project GCP/GLO/534/ITA “International Alliance on Climate-Smart Agriculture�, funded by IMELS and implemented by FAO. The IMELS has fostered, within this project, knowledge sharing on CSA, the creation and the implementation of GACSA, and the development of initiatives to support developing countries in their international commitments for climate change and sustainable development in the field of agriculture and food security. The various activities and products described in this publication, show the successes of the project in supporting efforts of filling knowledge and implementation gaps, while developing assessments and tools for promotion and implementation of CSA actions. The Project successfully supported the development of several knowledge products such as technical briefs, compendia and e-learning courses, providing a solid base for strengthening capacity on CSA. Over the course of the Project, diverse consultative events (such as workshops, seminars and webinars), were organized, facilitating the knowledge exchange amongst experts, researchers and practitioners. These served as a venue for debate and discussions on defining priority work areas and outputs, as well as to share experiences and lessons learned, providing space for partnerships between the various groups of stakeholders, aimed at building a strong knowledge community that may have a significant role in implementing CSA across countries and regions.

Abstract: Globally, nearly 3 billion people rely on traditional biomass, such as fuelwood, charcoal or animal waste, as sources of fuel for cooking and heating. The multi-sectoral challenges related to energy access make it crucial to view the issue in a broader frame. FAO’s work on Safe Access to Fuel and Energy (SAFE) adopts a holistic, multi-faceted approach which takes into account the mutually reinforcing linkages between energy and nutrition, disaster risks and climate change, conflict, health, gender, protection and livelihoods. This publication aims at providing a comprehensive framework for FAO to mainstream energy access for crisis-affected population in the resilience programming.

Abstract: In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

Abstract: This atlas stems from an experience on fish maturity staging carried out at the Mediterranean level. It aims to present sound approaches to maturity sampling for a wide range of Mediterranean species, based on an accurate and precise determination of the different maturity stages. It includes macroscopic photos of gonads belonging to the main species, and for some of them, a validationbased histological analysis is also presented. The main categories investigated in the atlas are bony fish, cartilaginous fish, both oviparous and viviparous, crustaceans and cephalopods. Maturity is one of the most relevant biological parameters used in stock assessment programmes. Indeed, the macroscopic stage of gonadal development is an essential feature in estimating the maturity ogive and spawning stock biomass. It is also useful for determining the spawning season of a species and for monitoring long-term changes in the spawning cycle, as well as for many other research needs related to the biology of fish. In current data collection programmes carried out in the Mediterranean which cover extensive samplings of maturity stages, some specific tecnica aspects have not always been taken into consideration, and collected data cannot reach the required precision levels. Also, the coding schemes in use and the uncertainty in the interpretation of particular stages can give rise to misinterpretations of the actual maturity stage leading to inaccurate spawning stock biomass estimations. Several stock assessments are therefore based on time-invariant maturity ogives and only partially cover the spatial distribution of the stocks. Hence, on several occasions, the need has been expressed to improve the identification of the macroscopic maturity stages through a standardization of operational procedures and terminology. Hence, one of the solutions for overcoming these problems was to develop an atlas of the macroscopic and histological maturity stages of the main species of commercial interest in the Mediterranean.

Abstract: This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries (DSF), and the implementation modalities that have to be envisaged, to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that CDS are indeed capable of directly addressing a number of IUU fishing practices known to occur in DSF, and that their adoption would improve compliance with fisheries management requirements. Key infringements that may be directly detected and addressed through a CDS include – but are not limited to – violations of closed areas harbouring protected vulnerable marine ecosystems (VMEs) in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of individual RFMOs is incongruous from a trade monitoring and control perspective, and that CDS should be considered as either/or propositions with regard to species coverage. With most DSF species having broad distributions straddling many RFMOs, the implementation modality that avails itself as the most suitable option, enabling the operation of an effective CDS, is that of a centrally operated electronic CDS platform – called a superCDS – shared by a plurality of institutional and state players.

Abstract: This publication is intended to provide a range of stakeholders and interested parties with an understanding of orange roughy fisheries around the world. The report covers historical aspects of the regional development of orange roughy fisheries, biology, stock assessment, ecosystem interactions, and key management issues. Recent developments in science and approaches to management are specifically highlighted with respect to future management of sustainable deepwater orange roughy fisheries. The sustainability of orange roughy fisheries, or other fisheries for long-lived deepwater species, has been widely discussed. These reviews invariably draw on the common global experience of previous poor understanding about orange roughy productivity, rapid development of targeted industrial fisheries, the associated likelihood of overfishing and extended timescales for stock recovery, and an ensuing series of “boom and bust” orange roughy fisheries that frequently resulted in depleted stocks. The more recent experience, with greater knowledge, improved technology, better approaches to modelling population dynamics in orange roughy, and a more considered and robust approach to setting up the management framework (harvest strategy, management strategy evaluation, appropriately estimated limit and target reference points or ranges, and effective harvest control rules), provides a different paradigm. Essentially, many of the assumptions about the unmanageability of these fisheries are not supported by the more recent evidence. Provided appropriate steps are taken to set and deliver a low and appropriate level of fishing mortality, orange roughy fisheries can be both well managed and sustainable. The improved understanding of the productivity and population response of orange roughy now provides a basis for better estimating yields and fishery value that are both more realistic and compatible with sustainable fisheries. It is also of note that the regional fisheries management organizations that have the largest stocks and fisheries for orange roughy – the Southern Indian Ocean Fisheries Agreement and the South Pacific Regional Fisheries Management Organisation – have been ramping up their efforts to manage the fishing for the target species and at the same time address the benthic and vulnerable marine ecosystem impacts of bottom fishing through developing science-based, spatial management. While there is still considerable discussion and opposed viewpoints on the sustainability of deepwater fisheries generally, aspects of the message have clearly changed: sustainable orange roughy fisheries are achievable. This review describes how, by making the right choices and employing the best science available, there are now some demonstrably sustainable orange roughy fisheries. Even with this rather more positive perspective of the sustainability of these deepwater orange roughy fisheries, there remain some considerable challenges to address. These include improving understanding of deepwater benthic communities in general, their genetics and population distributions, their dispersal, and their ability to recover from fisheries (and other) impacts. With regard to the direct management of the fisheries, there are important opportunities and needs to improve ageing and acoustic biomass estimation, and to better understand the genetics and population structure of the stocks of orange roughy that are fished and managed.

Abstract: This Caribbean Billfish Management and Conservation Plan has been prepared to reverse the trend of declining stocks of billfish species within the Western Central Atlantic Ocean and its adjacent seas, and address unsustainable fishing practices. The Members of the Western Central Atlantic Fishery Commission (WECAFC), Caribbean Regional Fisheries Mechanism (CRFM), Central America Organization for Fishery and Aquaculture (OSPESCA) and the Caribbean Fisheries Management Council (CFMC) are concerned about the billfish stocks in the region. Therefore, they developed together, through the Recreational Fisheries Working Group, and in close collaboration with all key stakeholders in the Consortium on Billfish Management and Conservation (CBMC) this plan in the period 2015–2018.

The plan recognizes the mandate of the International Commission for the Conservation of Atlantic Tunas (ICCAT) over the billfish stocks, and supports the implementation of the ICCAT recommendations in the region. The objective of this Plan is to outline and guide the implementation of a suite of billfish management measures over a five-year period at regional and sub-regional scales to help secure the potential future benefits that can accrue from billfish stocks in the Caribbean. The overarching goal is to improve the management and conservation of billfish stocks. Specific objectives of the plan include: 1. Improve billfish catch, effort, biological and socio-economic data collection and reporting programs from all fisheries that target these shared stocks; 2. Reduce bycatch, discards and overall fishing mortality of billfishes in order to achieve sustainable stock levels throughout the region; 3. Increase coordination and collaboration between nations through a regional governance framework better suited to effectively address the Caribbean region billfish management and conservation issues; 4. Institute the monitoring, control and surveillance of the billfish fishing effort across all fisheries through regionally harmonized mechanisms to effectively contribute to combat illegal, unreported and unregulated (IUU) fishing operations in the Caribbean region; 5. Enhance the sustainable socio-economic performance of fisheries capturing billfishes in the WECAFC area.

As such, it presents key notions of FLW and expands on their impact for the realization of the right to adequate food. Simultaneously, it looks into the different components of the right to adequate food and offers ways through which its legal obligations could help processes and initiatives aimed at reducing FLW. Abstract: The integration of food into urban planning is a crucial and emerging topic. Urban planners, alongside the local and regional authorities that have traditionally been less engaged in food-related issues, are now asked to take a central and active part in understanding the way food is produced, processed, packaged, transported, marketed, consumed, disposed of and recycled in our cities. Despite a growing body of literature on food and cities, the issue of planning cities in such a way they will increase food security and nutrition, not only for the affluent segments of society but primarily for the poor, is much less discussed, and much less informed by practices. This volume intends to fill this gap by putting more than 20 city-based experiences in perspective: Toronto, New York City, Providence and Portland in North America; Cape Town and Ghana in Africa; Milan in Europe; Lima and Belo Horizonte in South America; and, in Asia, Bangkok, Solo and Yogyakarta in Indonesia, and Tokyo. By drawing on cities of different sizes, from regions across the global north and south, in both developed and developing areas, the contributors collectively attest to the importance of global knowledge rooted in local food planning practices, programmes and policies.

Abstract: The review paints a picture of the current status of the water reuse sector in Europe, illustrating its growth over the past decade, its strengths and potential.

Abstract: Questo volume offre un primo quadro sull’utilizzo di risorse idriche in Italia a partire dai dati raccolti ed elaborati dall’Istat. Dove disponibili, sono state analizzate le serie storiche al fine di studiare l’evoluzione dei fenomeni legati all’uso dell’acqua. L’analisi prende in esame i diversi tipi di uso dell’acqua (civile, industriale e agricolo) e si sviluppa, dal punto di vista territoriale, sia a livello nazionale sia, ove possibile, a livello regionale, a livello di distretto idrografico e a livello comunale. Per quanto riguarda l’uso civile, particolare attenzione è posta ad alcuni temi cruciali: prelievi di acqua potabile, perdite idriche nelle reti comunali di distribuzione, efficienza nel processo di trattamento delle acque reflue urbane, e inoltre un’analisi della percezione e dei comportamenti delle famiglie italiane nei confronti dei servizi idrici. Seguono un capitolo dedicato agli altri usi dell’acqua e un quadro degli indicatori statistici validati e condivisi disponibili su tutto il settore delle risorse idriche, essenziali nella valutazione economica della risorsa e nella definizione della governance. A completare il quadro, il tema dell’uso dell’acqua è posto in relazione con la disponibilità della risorsa in un approfondimento quantitativo sui fenomeni meteoclimatici e relativi eventi estremi registrati in anni recenti.

Ma una lettura d’insieme delle aree urbane restituisce emergenze, criticità e troppe performance ambientali scadenti o pessime, a cominciare dall’allarme smog o dal ciclo dei rifiuti.

Quella dell’”economia circolare”, nella quale gli scarti ridiventano materie prime. Se un mondo senza rifiuti è impossibile, un mondo senza discariche è invece del tutto realizzabile, come testimoniano molte esperienze. Servono però iniziative economiche, servizi, impianti, infrastrutture. Un’opportunità anche per l’Italia, che malgrado tutte le sue munnezze, conquista anche primati positivi. A una condizione: che nessuno scambi l’economia circolare per un bucolico mondo dal quale i rifiuti scompaiono per magia.

Abstract: Un dato è incontrovertibile: le risorse della Terra sono limitate. Se le pratiche attuali continueranno, il forte incremento demografico, abbinato al boom della domanda di beni e servizi, le sfrutterà fino al punto di rottura. A peggiorare le cose, l’attuale modello di crescita lineare considera l’impatto dello spreco come una questione che “qualcun altro” dovrà risolvere - e nel frattempo la capacità del pianeta di assorbire e smaltire i rifiuti diminuisce ogni anno. È evidente che bisogna fare qualcosa. Non si tratta soltanto di reinserire nel ciclo produttivo gli sprechi intesi nel senso tradizionale di rifiuti, ma anche di porre rimedio all’enorme sottoutilizzazione di risorse naturali, prodotti e materiali. Si tratta di fare piazza pulita del concetto stesso di “scarti” e di riconoscere che ogni cosa ha un valore. In questa direzione, “Circular economy” propone strategie ‘disruptive’, in grado di dare un contributo sia al pianeta, sia ai profitti. Gli autori individuano cinque nuovi modelli di business che promuovono la crescita circolare, e identificano le tecnologie e le capacità richieste per trasformarli in vantaggio competitivo.
