Abstract: This publication aims at deriving governance lessons from the irrigation priority programs that have been implemented in selected focus countries (FCs) of the Mediterranean Region (MR) in the last two decades. The Mediterranean countries face similar problems in terms of water scarcity, but it is precisely the degree of scarcity that shapes the national priorities. To better understand these shades and variations, the publication focusses in eight countries, namely, Spain, Italy, Albania, Turkey, Jordan, Egypt, Tunisia, and Morocco, which have been very active in the implementation of irrigation programs and which provide a good mix of economic development stages. The adopted approach is mainly driven by the strong belief that much can be learnt from the analysis of the actual experiences regarding the governance processes connected with the main irrigation development programs. Each experience has its own values and when analyzed together, common problems and solutions emerge, and constitute an important

guidance for those directly engaged or in any way interested in these programs. Essentially, the book analyzes the following major programs: (i) Intensification of irrigated agriculture through the modernization/rehabilitation of existing irrigation systems with a specific window on groundwater governance; (ii) Institutional reforming with main focus on the transfer of irrigation management responsibilities-partially or totallyto Water Users’ Organizations (WUOs), known as Participatory Irrigation Management/Irrigation Management Transfer (PIM/IMT) programs; (iii) Improving of WUOs’ performance; (iv) PrivatePublic Partnerships (PPPs) in the water sector and irrigated agriculture; and (v)Application of Monitoring & Evaluation (M&E) systems to PIM/IMT processes and WUOs. The selection of these programs is based on one hand on the number of countries that have given priority to their implementation, and this applies essentially to the three first programs; and on the other hand, to the need for promoting new approaches as the PPP, or for improving the performance of local organizations, through a better diagnosis of their problems, identification of appropriate solutions, and application of M&E methodologies. Introduction: Recurrently researchers analyze experiences and try to draw practical lessons that may be used by other persons engaged in development work, since reality offers positive and negative aspects that planners and decision makers should consider. The present publication tries to learn from the experience of a number of selected countries in the Mediterranean Region in the implementation of some major irrigation programs in the last twenty years. For each country, a detailed profile was prepared. In a second phase, the profiles were critically analyzed from the perspective of the implemented irrigation programs, following a set of questions that were previously defined, and the chapters are largely built around the responses that could be drafted.
