Abstract: Today, migratory phenomena are an essential part of political agendas. Little known, their effects on territories of origin and destination have an impact on the socio-economic balance

in an already preoccupying climate context. As a major component of population movements, migration from countryside to cities is a strategy to improve household living conditions thanks to migrants’ tangible and intangible transfers and is a lever for local development. However, it also undermines the attractiveness of rural territories, especially for younger people. Besides, it deprives them of the human resources required for the agricultural and agro-food sectors. At a time when food crises are resurging and natural resource tensions in the Afro-Mediterranean region are worsening, migration may also weaken food and water security of the poorest regions.

What have been, and what are, the migratory trends in the Mediterranean? How can internal and international mobility be integrated as a territorial development factor? How can youth and female migration be addressed? What are the links between migration and the environment?

What roles do innovation and the private sector play? What answers can be provided by actors of cooperation and development? Co-directed by the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) and the Agence française de développement (AFD), the new edition of the Mediterra report gives the floor to experts and partner institutions to better understand this complex theme, and identify sustainable solutions.

Abstract: The State of the World’s Biodiversity for Food and Agriculture presents the first global assessment of biodiversity for food and agriculture worldwide.

Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations.

Prepared through a participatory, country-driven process, the report draws on information from 91 country reports to provide a description of the roles and importance of biodiversity for food and agriculture, the drivers of change affecting it and its current status and trends. It describes the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture, including through the development of supporting policies, legal frameworks, institutions and capacities. It concludes with a discussion of needs and challenges in the future management of biodiversity for food and agriculture. The report complements other global assessments prepared under the auspices of the Commission on Genetic Resources for Food and Agriculture, which have focused on the state of genetic resources within particular sectors of food and agriculture.

Today, the Plenary of the European Parliament adopted the Copyright Directive by a significantly reduced margin compared to previous votes. It will now be for libraries at the national level to make the most of new possibilities, while continuing the fight for freedom of expression.

The digital age has brought a rapid evolution in the way libraries can support their users. IFLA has argued, around the world, for copyright laws that reflect these changes, both in recognising new uses, and in ensuring that library activities cannot be prevented by contract terms or digital locks. While the draft Directive on copyright delivers on many of these priorities, it comes with a number of dangerous and poorly considered measures which pose a threat to freedom of expression, in Europe and globally.

There is comfort to be taken both from the much smaller majority in favour of the Directive this time (74, compared to 212). A previous motion in favour of taking separate votes on the most contentious articles was defeated by just 5 votes, and would have been successful but for mistakes by MEPs. With final agreement of the Directive now likely, the focus will pass to national governments.

They will have to take crucial decisions about how to implement the new rules. Libraries will need to make themselves heard in order to maximise the good, and fight the bad.

Gerald Leitner, IFLA Secretary General said: Today’s vote in the European Parliament is disappointing, but we will not be giving up on freedom of speech. I look forward to working with our members to ensure that libraries across Europe benefit fully from the positives in the Directive, and to limiting the harm caused by Article 13.

Putting Fear before Free Speech The most high profile parts of the Directive aimed to deal with the perceived dominance of major internet platforms. Article 11 (15 after renumbering) underlines that copyright can exist even in short ‘snippets’ of text from newspapers or other news sources. This affects, in particular, those used on news aggregators to offer readers enough information to know whether to click down or not.

While scientific journals are fortunately excluded from this provision, the article threatens many of the sites with which libraries work, and which help in promoting media literacy. Article 13 (17 after renumbering) forces all by the youngest platforms to implement proactive filtering of content uploaded by users in order to prevent infringing material from appearing online. While proclaiming to protect freedom of speech, the well-documented flaws of automatic filters inevitably means that legitimate free expression is at risk. While scientific and educational repositories are excluded, the same does not go for other platforms used by libraries.

IFLA, alongside a broad coalition of NGOs and academics, had called for its deletion.

Both articles, in fact, will likely benefit the major platforms, who are the only ones in a position to comply with the new rules. As such, they may even make competition issues worse.

Useful Steps for Libraries Fortunately, libraries will see gains from other parts of the Directive. A new exception will allow libraries, alongside research and other cultural heritage institutions to carry out text and data mining on works to which they have access. Others with legal access will be allowed to do the same, unless the rightholder has explicitly opted out. Another new exception will clarify that libraries can preserve works in any format, offering welcome certainty for digitisation projects, including those involving crossborder collaboration. An innovative measure ensures that where there are no collective management organisations in a given country and sector, libraries can use an exception to digitise and make available out-of-commerce works. There is also new support for educational activities in libraries run under the authority of an educational institution, with the use of digital tools also allowed under an exception where adequate licences do not exist. Finally, and in an important precedent, the above exceptions are, for the most part, protected from being blocked by contract terms or technological protection measures.

We will follow up with a more detailed analysis of the provisions and the changes they bring to cultural heritage institutions.

What Next?

The Directive needs to be implemented into national law within two years. This means that each Member State will need to open up a legislative process to make the necessary changes to their national law. This will be importance, given the lack of detail in the Directive, and the need to take crucial decisions about how things will apply in reality. Advocacy efforts to ensure the best results possible will be key at the national level. IFLA will engage with its members to assist and ensure this is the case.

Abstract: Capacity building of institutions and of individuals is a key mechanism to improve public governance. In the water sector, which encompasses water management and water services such as water supply, sanitation and irrigated agriculture, capacity building is seen as the solution to the main weaknesses in the sector: weak institutional frameworks, poorly targeted organizations with inappropriate skills mixes, and, in general, no orientation to sustainable ‘demand driven’ management.

This volume contains the papers and the outcome of workshops of the second UNDP Water Sector Capacity Building Symposium (Delft, The Netherlands, 1996). Whereas the First Symposium focused on the nature and broad strategic outlines of the capacity building concept, this book reviews the first field experiences and discusses the tools and approaches. The contributions make a specific attempt to discuss capacity building as a means to support and guide sector and policy reform.

Abstract: Agriculture is unarguably the backbone of Afghanistan. It directly or indirectly employs the bulk of the population, it drives GDP growth in years with favorable weather, and it provides the only source of livelihood for the majority of the estimated 19.3 million people living below the poverty line. For these reasons, FAO Afghanistan is one of the biggest FAO country offices in the world, and it has been based in and operating in Afghanistan continually since postwar reconstruction began in 2002. It has been doing work in the country since at least 1952, often operating through brave national staff during years of unrest that barred international staff from the country. In the past 15 years, FAO has operated over 400 large and small projects in country, ranging from monthslong projects on backyard beekeeping, to decade-long projects on restoring irrigation infrastructure. The projects have always taken care to follow priorities defined by the Afghan Government itself, beginning with those priorities outlined in the 2006 Master Plan, the 2009 National Agriculture Development Framework, and now the National Comprehensive Agriculture Development Priority Program (NCADPP) today. This report has been organized to show how FAO’s work aligns closely with the current NCADPP, however, it always has been and always will be responsive to Afghanistan’s changing needs. One of the longest-running FAO projects in Afghanistan has been the combined irrigation systems restoration and development project. Beginning in 2004 and continuing today, these projects have supported both large and small traditional irrigation schemes through MEW. Primary and secondary canals, culverts, canal gates, holding ponds and small hydroelectric works that provide power for local communities have all been built, and feasibility studies for small and medium-sized dams have been completed. At the center of all of these projects were the communities they impacted. Before irrigation works are designed, local communities are consulted in order to understand their needs, local workers are paid for time spent constructing irrigation structures, and both water users and mirabs are trained in the operation and maintenance of these structures, as well as efficient water use. These projects were also instrumental in setting up the beginnings of a modern hydromet network in country. Such a network is essential for collecting accurate ground-based climate and water flow information so that stakeholders can make data-based decisions, as well as understand when slow-onset climactic disasters might be occurring. This hydromet network is now in need of repair due to theft and degradation in parts of the country where security prevents maintenance. But, many stations still exist and with a bit of work and improved security, Afghanistan could again collect the data on precipitation, run-off and water flow it needs to make its’ future more water secure. Groundwater monitoring efforts in major cities are also underway, complementing the hydromet network.

Abstract: Legumes are important components of sustainable farming systems. They are useful to diversify and intensify cropping systems; fix atmospheric nitrogen and improve soil health; act as rotation crops; increase and diversify smallholder incomes and low carbon footprint, mitigating climate change. Legumes can therefore play a critical role in achieving the Sustainable Development Goals. However, legume production is challenged by several policy, regulatory, institutional and technical factors, including lack of attention from the public sector and limited opportunity to attract private sector investment. Significant investments have been made to address these challenges and a substantial number of improved varieties developed/released. The weak legume seed sector has been identified as one of the key constraints limiting the availability of and access to high-quality seed of improved varieties, thereby hindering adoption. Institutional and technical innovations to disseminate legume crop technologies have shown promise. Areas of action for an effective integrated seed system could include i) increasing total seed production and availability; ii) increasing access to highquality seed of improved varieties; iii) creating demand for quality seed; iv) reaching farmers ‘at last mile’; and v) lowering costs of seed. The basic principles required to mainstream legume seed systems include, but are not limited to, a closer look at the legume seed delivery theory of change; a strong and enabling policy and regulatory environment; a strong institutional framework; innovative approaches for early-generation seed supply and commercial seed producers; multi-stakeholder involvement; and linkage to grain markets and utilization.

Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task since many ecosystems are already severely degraded, and exploited beyond their regenerative capacity.

Furthermore, ecosystems are large and complex and the many stakeholders involved might have conflicting interests.

Hence, implementation of NBS requires a structured and comprehensive approach that starts with the valuation of the services provided by the ecosystem. The whole set of use and non-use values, in monetary terms, provides a factual basis to guide the implementation of NBS, which ideally is done according to transdisciplinary principles, i.e. complemented with scientific and case-specific knowledge of the eco-system in an adaptive decision-making process that involves the relevant stakeholders. This discussion paper evaluated twenty-one NBS case studies using a non-representative sample, to learn from successful and failed experiences and to identify possible causalities among factors that characterize the implementation of NBS. The case studies give a minor role to valuation of ecosystem services, an area for which the literature is still developing guidance. Less successful water management projects tend to suffer from inadequate factual and scientific basis and uncoordinated or insufficient stakeholder involvement and lack of long term planning. Successful case studies point to satisfactory understanding of the functioning of ecosystems and importance of multi-stakeholder platforms, well-identified funding schemes, realistic monitoring and evaluation systems and endurance of its promoters.

Abstract: Migration is a universal and common process and is linked to development in multiple ways. When mainstreamed in broader frameworks, especially in development planning, migration can benefit the communities at both origin and destination. Migrants can and do support their home communities through remittances as well as the knowledge and skills they acquire in the process while they can contribute to the host communities’ development. Yet, the poor and low-skilled face the biggest challenges and form the majority of those subject to migration that happen on involuntary and irregular basis. Access to water meanwhile, provides a basis for human livelihoods. Culture, and progress studies have found that water stress undermines societies’ place-specific livelihood systems and strategies which, in turn, induces new patterns of human migration. Water stress is a circumstance in which the demand for water is not met due to a decline in availability and/or quality and is often discussed in terms of water scarcity, drought, long dry spells, irrigation water shortages, changing seasonality and weather extremes. The aim of this review is to synthesize knowledge on the impact of increasing water stress on human migration.

Abstract: Soil erosion is the most destructive land degradation process causing removal of soil, siltation of water reservoirs and pollution of water sources. Combating erosion needs reliable data on soil erosion rates, its dynamics and spatial distribution. Collecting such data with conventional methods requires great investment and long period of time.

The 137Cs method for erosion assessment can address this problem. The Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture of the IAEA h as been working on this method for more than 20 years. This publication provides a brief guidance on this method. It covers major components of 137Cs method starting from its principles, the sampling strategy, gamma spectroscopic measurements, estimation of erosion rates with conversion models, data interpretation and the use of 137Cs method for erosion models validation. The publication is suitable for a wide audience such as researchers, agricultural and environmental experts, decision makers, farmers and students.

Abstract: This study examines the feasibility of designing and implementing Agricultural Transformation Centres (ATCs) in the African context, with specific reference to Zambia, Côte D’Ivoire and the United Republic of Tanzania. The ATC is a concept of the African Development Bank (hereinafter reffered to as “the Bank”), included in the framework of the Staple Crops Processing Zones (SCPZs), launched as part of the Feed Africa strategy. SCPZs are agro-based, spatial development initiatives designed to concentrate agro-processing activities within areas of high agricultural potential, to boost productivity and integrate the production, processing and marketing of selected commodities. The SCPZ concept includes purpose-built shared facilities to enable agricultural producers, processors, aggregators and distributors to operate in the same vicinity to reduce transaction costs and share business development services for increased productivity and competitiveness. As essential components, SCPZs include an agro-processing hub, a number of ATCs, and agricultural production areas. The ATCs are strategically located in high production areas, with the scope of serving as aggregation points to accumulate products from the community to supply an agro-processing hub for further value addition, or send to centres of great demand for distribution and retailing to consumers. Where the SCPZ is operational, ATCs are purposefully designed to link smallholder farmers to the agroprocessing hub both for the supply of farm produce to the hub, and for facilitating access of smallholder farmers to agricultural technology, financial and other relevant services. Under the technical supervision of the Food and Agriculture Organization of the United Nations (FAO), in partnership with the African Development Bank, consultants were recruited to conduct field work in five regions within three countries for the purpose of this study: Côte D’Ivoire (Belier and Poro regions), the United Republic of Tanzania (Morogoro and Manyara regions) and Zambia (Northern Province). Four priority commodity chains were targeted for maize (United Republic of Tanzania and Zambia), rice (Côte D’Ivoire and United Republic of Tanzania), horticulture (Côte D’Ivoire), and cassava (Zambia).

Abstract: The general labour and employment laws of many countries do not necessarily take into account the special circumstances of those who work in the agriculture, forestry and fisheries sectors, whereas legislation governing these sectors tend not to integrate appropriate labour standards.

This becomes more of a concern where there is a general weakness in inter-sectoral and inter-institutional coordination mechanisms. The Legislative Study seeks to respond to these challenges by providing guidance on the integration of internationally accepted labour standards into national legislation in the agriculture, forestry and fisheries sectors. It identifies the standards that apply to these sectors and shows how they have been or could be integrated into regulatory frameworks governing organic production and other agricultural commodities, contract farming, pesticides management, forestry, fisheries and other related sectors. The overall aim of the Study is to improve relevant regulatory frameworks with regard to the protection of the rights of people who derive their livelihoods in these sectors. The study is divided into two main parts. Part one presents a synthesis of international labour standards that apply to the three sectors. Here, we analyse the pertinent international instruments and their scope of application, and identify specific labour and safety standards that should be taken into account in developing national legislation that governs the sectors. Part two discusses the integration of such standards into various types of sectorial legislation at the national level. Its different sections identify the main labour issues in selected sectors and sub-sectors, analyse relevant international instruments that apply to the sectors, and demonstrate how the standards are, and could be, integrated into national legislation governing the sectors. They mainly identify entry points for the integration of labour standards into sectorial legislation based on the analysis of laws from several jurisdictions and provide examples of how this integration may be achieved.

Abstract: This third update of FAO’s global discard estimate adopted the ‘fishery-by-fishery’ approach employed in the second discards assessment published in 2005. The update included publicly available discard data in the last 20 years to establish a baseline of a time series of global marine fisheries discards. This is essential for monitoring the status and trends of discard management, which is the first step of the ecosystem approach to fisheries management cycle. In addition, the study developed a new fisheries data table incorporating landings data from the FAO Global Capture Production dataset (FishStat J) from 2010 to 2014, which allocated the landings to over 2 000 fisheries worldwide. The current study estimated that the annual discards from global marine capture fisheries between 2010 and 2014 was 9.1 million tonnes (95% CI: 6.7 – 16.1 million tonnes). About 46 percent (4.2 million tonnes) of total annual discards were from bottom trawls that included otter trawls, shrimp trawls, pair bottom trawls, twin otter trawls and beam trawls. The study included a synthesis of estimates of bycatch and discards of endangered, threatened and protected (ETP) species. Substantial advances have been made in quantifying fisheries interactions with such species so as to make informed decisions on their protection. However, many challenges remain, especially for small-scale fisheries. The development of standardized data collection techniques, risk-based sampling and sharing of data across agencies and regions will help to identify management priorities and allow implementation and enforcement of mitigation measures. A review of previous research showed that discard practices were often related to a wide range of factors, so it is difficult to assess the effectiveness of fishery management actions on the amount and practice of discards. Many regulations are inconsistently enforced, and their implementation is often less strict than intended. Piecemeal approaches in many bycatch and discards management measures can result in unintended cross-taxa conflicts, where regulations designed to reduce bycatch and/or discards of one species or species group may increase bycatch and/or discards of another. Examination of approaches to accounting for and mitigating against pre-catch, post-capture and ghost fishing mortalities demonstrates that an understanding of the relative importance of factors affecting indirect fishing mortality is necessary for estimating total fishing-induced mortality and for designing and implementing mitigation measures.

As a field guide it aims to support the understanding and dissemination of applicable technologies for the culture and reproduction of tambaqui, i.e. what should be done – as well as when and how it should be done - in order to achieve success in the artificial propagation as well as the fingerling and table fish production stages. The concise technical descriptions in this guide are accompanied by self-explanatory illustrations and a reader-friendly glossary of technical terms, which is important for tambaqui aquaculture farmers.

and Aquaculture Department, in consultation with the Committee on Fisheries (COFI) Advisory Working Group on Aquatic Genetic Resources and Technologies (Working Group) agreed on the need to develop a “Framework of minimum requirements for sustainable use, management and conservation of aquatic genetic resources of relevance for aquaculture”.

The Framework is a guideline that FAO and FAO members can use to evaluate objectively the capacities, infrastructures and governance tools of a country regarding the sustainable use of AqGR. To this purpose, the Framework has been designed to identify existing gaps, constraints and limitations and to address those, in order to strengthen the capacities of FAO members. The publication contributes to the scope of Strategic Objective 2. Major stakeholders benefiting from this Framework will be national stakeholders involved in the aquaculture and fisheries sectors such as fish farmers, hatchery people, fisher folk, AqGR managers, policy makers, decision makers, donors, consumers and academia.

Bringing together data and indicators submitted by GFCM contracting and cooperating non-contracting parties on stock status, national catches, fleet and socio-economic aspects as well as information obtained from other sources, SoMFi 2018 aims to provide objective, reliable and up-to-date information to a wide audience and support decision-making in fisheries. SoMFi 2018 is divided into eight sections. The first analyses the current composition of the fishing fleet, including information on fleet capacity, vessel types and age classes. Next comes a detailed breakdown of overall capture fishery production with comparisons of the latest figures to data from previous years, highlighting significant changes and trends. The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. SoMFi 2018 also provides the most detailed assessment yet of the state of fishery resources in the region. It shows the current status of the stocks, including those most at risk from overfishing, and looks at related issues like discards and incidental catches of vulnerable species. The report then highlights GFCM’s strategic efforts to build long-term sustainability, as it works with its stakeholders to sustainably manage fisheries and improve coastal livelihoods across the region. Finally, SoMFi 2018 concludes with an overview of the important role fisheries have to play in achieving the United Nations Sustainable Development Goals, maintaining healthy ecosystems and productive fisheries.

Dynamic development, shifting demographics, changing diets

Abstract: Food - it is the foundation that humanity relies upon for survival - and yet its availability is often taken for granted. The general assumption, at least in the most affluent parts of the world, is that food will always be around, precisely because we need it for our survival. However, while the world presently produces enough food for everyone (although too many do not receive their fair share), food security in the coming decades is far less certain. Because of this uncertainty, and because the world still has more than 800 million undernourished people, eradicating food insecurity and malnutrition has been included as one of the Sustainable Development Goals (SDGs), i.e. SDG2 - the Zero Hunger goal. While SDG2 is a universal goal, agreed to by all United Nations (UN) Member States, the context in which countries strive to achieve it differs from place to place.

One size does not fit all. Nowhere is this more evident than in Asia and the Pacific, a region that is different from the rest of the world in many ways. The pace of economic growth and urbanization has been extremely rapid in the region, and is expected to remain that way for the near future. This context of rapid change has a range of implications for food systems and provides the motivation for writing a publication that focuses on the Asia-Pacific region. Economic growth has led to increased income for the poor and large reductions in poverty rates, with the region having achieved the first Millennium Development Goal (MDG) target of reducing poverty incidence by half between 1990 and 2015. Unfortunately, most of the growth in incomes has accrued to those in the top echelon of the income distribution, widening the gap between the affluent and the poor, which will make it more difficult to achieve many of the SDGs. Economic growth has also led to a decline in fertility rates, leading to ageing of the population. This change is playing out at a much faster pace than historically has been the case in most developed countries, implying that the region has far less time to build the financial infrastructure and social security systems needed to address the consequences of an ageing population effectively. The end result is this publication that examines what these trends facing the Asia-Pacific region will mean for food systems and a wide variety of stakeholders - governments, the private sector, consumers and smallholder farmers, fishers, herders and foresters. Its main purpose is to synthesize and integrate trends and developments across a wide range of topics, many of which are outside the traditional boundaries of food policy discussions.

Download file Abstract: The best traditions of the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) have encouraged food-related scientific and technological research as well as discussion. In doing so, they have lifted the world community’s awareness of food safety and related issues to unprecedented heights. The Codex Alimentarius Commission, established by the two Organizations in the 1960s, has become the single most important international reference point for developments associated with food standards. Throughout much of the world, an increasing number of consumers and governments are becoming aware of food quality and safety issues and are realizing the need to be selective about the foods being consumed. It is now common for consumers to demand that their governments take legislative action to ensure that only safe food of acceptable quality is sold and that the risk of food-borne health hazards is minimized.

Abstract: The Action Against Desertification (AAD) project supports eight ACP countries, Burkina Faso, Ethiopia, Gambia, Niger, Nigeria, Senegal, Fiji and Haiti in the sustainable management and restoration of degraded land. AAD promotes community-based restoration approaches along value chains – from the seed to the market - for several economically significant NTFPs. Some of these products are particularly important because they can be produced across most of the core area of the Great Green Wall for the Sahara and the Sahel initiative. This publication presents an overview of these key products - gum arabic, honey, fodder, Balanites oil, and restoration seeds and seedlings - and how AAD is promoting them along entire value chains, from land restoration using targeted species, to harvesting, processing and marketing.

many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and crosssectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Abstract: The annual Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues was held in Berlin, Germany, from 18 to 27 September 2018. The FAO Panel of Experts had met in preparatory sessions from 13 to 17 September 2018. The Meeting was held in pursuance of recommendations made by previous Meetings and accepted by the governing bodies of FAO and WHO that studies should be undertaken jointly by experts to evaluate possible hazards to humans arising from the occurrence of pesticide residues in foods. During the meeting the FAO Panel of Experts was responsible for reviewing pesticide use patterns (use of good agricultural practices), data on the chemistry and composition of the pesticides and methods of analysis for pesticide residues and for estimating the maximum residue levels that might occur as a result of the use of the pesticides according to good agricultural use practices. The WHO Core Assessment Group was responsible for reviewing toxicological and related data and for estimating, where possible and appropriate, acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. This report contains information on ADIs, ARfDs, maximum residue levels, and general principles for the evaluation of pesticides. The recommendations of the Joint Meeting, including further research and information, are proposed for use by Member governments of the respective agencies and other interested parties.

Abstract: The implementation of the 2030 Agenda for Sustainable Development is just at the outset. Pursuing the broad and ambitious Sustainable Development Goals (SDGs) poses major challenges at all levels, from subnational to regional and international, and calls for timely decisions on effective policy actions in a rapidly evolving world of scarce resources. In this context, the ability to design sound policies and monitor their outcomes is a key requirement. Measuring progress towards international goals and their national and subnational specifications is of paramount importance.

Statistics is the main tool for taking stock and building upon the many small efforts that are carried out to pursue the main objectives, such as reducing hunger and malnutrition, tackling rural poverty, promoting sustainable agricultural development, hence contributing to addressing climate change, promoting inclusive food systems, and improving resilience to extreme conditions. FAO’s strategic framework, being aligned with the SDGs, makes the Organization ready and able to support countries in strengthening their statistical capacities, which are an essential prerequisite for pursuing and monitoring the objectives of the 2030 Agenda. The role of FAO as “custodian” for 21 of the 230 indicators of the SDG Monitoring Framework testifies to the centrality of the Organization in this process. This publication presents, at a glance, selected key indicators on agriculture and food security, and is meant as an easy-access quick reference. The content is in two sections, one thematic and one country-specific; and is organized along four main themes. The setting provides information on resources employed in agriculture, including the use of land, labour, capital and inputs. Data in this section highlight the pressure that demographic and macroeconomic development is exerting on food systems. Hunger dimensions describe the state of food insecurity and malnutrition in the world, starting from the SDG2 indicators for which FAO holds responsibility, which are the prevalence of undernourishment and the access to food measured through the Food Insecurity Experience Scale (FIES). Food supply offers detailed information on the nature and quantity of world agricultural production and trade, while at the same time considering different utilizations, such as food, feedstuffs and others. Environment highlights the crucial issue of sustainability, by considering the interactions of agriculture with the ecosystem in the evolving context of climate variability and change. On all these matters, FAO is committed to supporting national, regional and international partners in improving the availability of high-quality and timely data, in view of promoting sustainable agricultural development and SDG 2, Zero Hunger.

Abstract: This publication of a Volume 2 complements the new census programme by providing practical guidance to census practitioners on the main stages involved in the preparation and implementation of the census of agriculture. These stages go from design and planning of the census (objectives, strategy, methodology, work plan, budget, legislation, publicity, institutional and quality frameworks, preparation of frames, design of questionnaires and processing systems), to fieldwork operations (recruitment and training of enumerators, monitoring system, field enumeration and post-enumeration), to processing, analysis and publication of census results (including archiving and reconciliation of census results with current statistics).

Throughout the publication are boxes and hyperlinks to relevant publications, selected country experiences and Web-based resources that illustrate or provide more details on practical issues. An electronic version of the publication, including relevant resources, is enclosed in the pocket of the front cover of this publication. The publication is organized in three parts, namely planning the census of agriculture (part 1), methodological modalities (part 2) and census preparation and implementation (part 3). Part 1 begins by emphasizing the need to carry out the census of agriculture not in isolation but as a component of an integrated system of agricultural censuses and surveys. This integrated system should be part of the national statistics system consistent with the National Strategy for the Development of Statistics (NSDS). This important precondition ensures that the census can be focused on a coherent and manageable set of items given that other (non-structural) items needed more frequently are available from other sources in the system such as the multi year programme of agricultural surveys. An important new feature of this publication is the discussion of the importance, uses and relevance of the census in the development policy agenda. This is complemented by guidance on how to demonstrate the benefits (both qualitative and quantitative) of the census to make a convincing case for its funding. Recommendations to ensure cost-effectiveness of the census of agriculture (such as efficient data collection, use of administrative data, use of new technologies, contracting out some activities, cost recovery and income-generation activities) are provided. This new feature aims to help census authorities make a good case with national decision-makers and resource partners on why they should fund the census and ensure value for their money.

Dossier Legambiente in occasione della Giornata Mondiale dell’Acqua - 22 marzo 2019 Buone & Cattive Acque. L’acqua è un bene comune che spesso viene dato per scontato. Una risorsa fondamentale per ogni forma di vita che viene, poco saggiamente, sprecata, inquinata e non tutelata.

Legambiente presenta il nuovo rapporto sullo stato di salute dei corpi idrici italiani. Un viaggio nell’Italia delle buone e cattive acque. Dall’inquinamento da Pfas in Veneto e in Piemonte alla contaminazione della Valle del Sacco. Dai reflui sversati nel fiume Sarno e nel lago d’Orta al problema della gestione delle falde nelle aree post sima dove si sono registrate anomalie nel regime idrologico dei corsi d’acqua. Storie di inquinamento e di malagestione dei corpi idrici, non mancano però le buone pratiche che mettono al centro la tutela dell’acqua attraverso ad esempio la stipula di Contratti di Lago o progetti di citizen scienze.

Il dossier “Buone & Cattive Acque” di Legambiente racconta le storie di fiumi, laghi e falde italiani che non godono di buona salute e che sono minacciati dall’inquinamento chimico, da attività agricole non sostenibili e da quelle industriali, dalla maladepurazione che si ripercuote sui corpi idrici; ma anche dal sovrasfruttamento delle acque a scopo idroelettrico.

Il dossier ambientalista evidenzia che «Anche l’agricoltura non sostenibile può creare criticità alle risorse idriche a causa, ad esempio, dell’uso indiscriminato di pesticidi, come accade in Emilia Romagna oppure a causa della concomitanza di insediamenti urbani e industriali come accade per le lagune costiere di Lesina e Varano in Puglia. E che dire dell’inquinamento del fiume Sarno in Campania dovuto ai reflui civici, alle attività agricole e industriali; o delle “acque che nessuno vuole” provenienti dal canale Scolmatore Nord ovest in provincia di Milano, un canale artificiale costruito per mitigare il rischio idrogeologico dell’area, che nel tempo sono diventate fogne a cielo aperto a causa della forte antropizzazione dei territori limitrofi. Non mancano storie di cattiva gestione dei corsi d’acqua per uso idroelettrico, come denunciato da anni dai territori dell’area alpina, dove il deflusso minimo vitale e gli aspetti ecosistemici vengono troppo spesso elusi per garantire piccole produzioni di energia, come nel caso del torrente St. Barthélemy in Valle d’Aosta, il fiume Spoel in Lombardia, e l’Isonzo in Friuli Venezia Giulia».

Il rapporto affronta anche il tema della gestione delle falde acquifere dell’Appennino Centrale nelle aree post sima dove a seguito del terremoto del 2016 si sono registrate anomalie nel regime idrologico dei corsi d’acqua: «L’esempio più impressionante è quello della sorgente del Torbidone, nel comune di Norcia che, scomparsa dopo il terremoto del 1979, ha ricominciato a funzionare dopo il 30 ottobre 2016 con una portata che è andata via via aumentando fino a raggiungere, all’inizio di febbraio, circa 1600 l/s. Anomalie che andranno gestite per evitare lo svuotamento della falda».

Legambiente sottolinea che l’obiettivo del rapporto è quello di «richiamare l’attenzione sul problema dell’inquinamento dei corpi idrici e sull’importanza e l’urgenza di mettere in campo una efficace tutela e corretta gestione della risorsa idrica e dei corsi d’acqua che risentono, sempre più, dei cambiamenti climatici e dei fenomeni estremi di siccità come quella registrata nell’estate del 2017. Recentemente la stessa Commissione Europea ha ribadito all’Italia la necessità di tutelare le acque interne e costiere e di dare piena attuazione alla direttiva quadro sulle Acque 2000/60, che stabilisce parametri e criteri per classificare i corpi idrici, superficiali e profondi, in “classi di qualità” per lo stato ecologico, chimico, e quantitativo e ne chiede il raggiungimento o il mantenimento del buono stato ecologico entro il 2027. Obiettivo che, nonostante la scadenza posticipata rispetto al 2015, termine previsto inizialmente, resta ambizioso e soprattutto non più rimandabile se si vuole evitare di mettere a repentaglio la disponibilità della risorsa idrica di buona qualità per gli ecosistemi e le persone».

by UNESCO. WWAP brings together the work of numerous UN-Water Members and Partners to produce the United Nations World Water Development Report series. The annual World Water Development Reports focus on strategic water issues. UN-Water Members and Partners as well as other experts contribute the latest knowledge on a specific theme.The 2018 edition of the World Water Development Report seeks to inform policy and decision-makers, inside and outside the water community, about the potential of nature-based solutions (NBS) to address contemporary water management challenges across all sectors, and particularly regarding water for agriculture, sustainable cities, disaster risk reduction and water quality. Water management remains heavily dominated by traditional, human-built (i.e. ‘grey’) infrastructure and the enormous potential for NBS remains under-utilized. NBS include green infrastructure that can substitute, augment or work in parallel with grey infrastructure in a cost-effective manner. The goal is to find the most appropriate blend of green and grey investments to maximize benefits and system efficiency while minimizing costs and trade-offs. NBS for water are central to achieving the 2030 Agenda for Sustainable Development because they also generate social, economic and environmental co-benefits, including human health and livelihoods, food and energy security, sustainable economic growth, decent jobs, ecosystem rehabilitation and maintenance, and biodiversity. Although NBS are not a panacea, they will play an essential role towards the circular economy and in building a more equitable future for all.
