Aims & Scope:

The journal publishes papers of international significance relating to the science, economics, and policy of agricultural water management. In all cases, manuscripts must address implications and provide insight regarding agricultural water management. The primary topics that we consider are the following: Farm-level and regional water management; Crop water relations, crop yields and water productivity; Irrigation, drainage, and salinity in cultivated areas; Salinity management and strategies for improving the use of saline water in agriculture; Rainwater harvesting and crop water management in rainfed areas; Use of wastewater and other low quality waters in agriculture; Groundwater management in agriculture and conjunctive use of groundwater and surface water; Implications of groundwater and surface water management on nutrient cycling; Exploitation and protection of agricultural water resources.

Additional topics of interest include interactions between agricultural water management and the environment (flooding, soil erosion, nutrient loss and depletion, non-point source pollution, water quality, desertification, and the potential implications of global climate change for agricultural water management), and the institutional and regulatory aspects of agricultural water management (water pricing, allocation and competition). Papers in these categories must draw direct and practical linkages to agricultural water management. Manuscripts drawing generalised conclusions, such as that competition for water will increase in future, or that less water will be available for agriculture, are unlikely to be considered. Also, manuscripts describing basic soil-water-plant relationships, basic engineering and hydrology, or methods of estimating evapotranspiration will be considered only if the discussion is relevant to the active management of water in agriculture and the information enhances international literature.

Ci sono ragazzi che in rete rivendono a metà prezzo il bonus cultura: “Tanto non leggo”

Profughi volontari nella biblioteca di Pistoia: il primo esempio in Italia

cultura" da 500 euro introdotto dal precedente governo per dare la possibilità ai 18enni di comprare - anche online - libri, musica, biglietti per musei ed eventi culturali. Ed è polemica...

Come racconta Repubblica, il “bonus cultura” da 500 euro per i 18enni, voluto dal precedente governo (qui il sito ufficiale con tutte le informazioni, ndr), non sempre viene utilizzato in modo “corretto”, per l'acquisto di libri, di biglietti per il cinema, o per concerti, eventi culturali, musei…

Sull'edizione pugliese del quotidiano si parla infatti di chat private – su gruppi Facebook dedicati al commercio e allo scambio di testi usati – in cui, ad esempio, un ragazzo scrive: “A chi è interessato, vendo buoni rimanenti del Bonus Renzi a metà prezzo, per l'acquisto di libri”.

Il riferimento è ad acquisti online, attraverso i principali portali di ecommerce.E ancora, c'è chi scrive: “Scegli i titoli, mi fai la ricarica Postepay e quando arriva l'accredito ti faccio l'ordine”. Ma, come scrive sempre Repubblica, c'è chi non ci sta e, sempre sui social lancia l'allarme: “Da qualche tempo compaiono annunci di ragazzini che si propongono per acquistare libri col Bonus cultura da rivedendere a metà prezzo”, racconta ad esempio Antonella. I casi sarebbero dunque non limitati.

Il quotidiano ha contattato anonimamente uno dei ragazzi protagonisti della truffa che, senza sapere di parlare con un giornale, ha spiegato: “Il meccanismo è semplicissimo, tu scegli i titoli su Amazon, dividi per due il prezzo, mi fai la ricarica Postepay e, arrivato l'accredito, ti faccio l'ordine: tempo due o tre giorni, e il libro è a casa… A te conviene, perché compri a metà prezzo, e io ci guadagno, visto che non leggo”.

Per Pistoia, “cultura” significa anche “accoglienza” ed “inclusione”. L'anno di Pistoia Capitale Italiana della Cultura inizia con un messaggio di integrazione e di apertura: la biblioteca, luogo simbolo delle politiche culturali cittadine diventa esempio di dialogo e di partecipazione.

Stamattina il sindaco di Pistoia Samuele Bertinelli ha presentato il progetto di volontariato – primo in Italia di questo genere – che vedrà coinvolti i profughi e richiedenti asilo accolti in città, in attività di supporto agli utenti della biblioteca San Giorgio. La collaborazione, che partirà dalla metà di gennaio 2017, vuole ribadire ancora una volta come, per Pistoia – Capitale Italiana della Cultura per il 2017 – “cultura” significhi anche – e soprattutto – “accoglienza” e “dialogo”. Alla conferenza stampa di presentazione del progetto, che si è svolta stamattina nella Sala del Gonfalone del Palazzo Comunale, erano presenti, oltre al sindaco, il personale della biblioteca comunale San Giorgio, i rappresentanti delle tre realtà coinvolte, che si occupano dell'accoglienza dei profughi e richiedenti asilo sul territorio (cooperativa Arkè, cooperativa Gruppo Incontro e Associazione Arci Madiba) e alcuni di coloro che presteranno servizio volontario nella struttura. E' la prima volta che in una biblioteca pubblica in Italia un gruppo di migranti viene organizzato per un servizio volontario di questo genere; non è un caso che questo primato sia esercitato proprio da Pistoia in un anno particolare, quello nel quale sarà Capitale Italiana della Cultura, che la città ha fin da subito interpretato come occasione per promuovere anche i valori dei diritti, della convivenza, dell'accoglienza e dell'inclusione. Il progetto è possibile grazie alla collaborazione con la cooperativa Arkè, la cooperativa Gruppo Incontro e l'associazione Arci Madiba, le quali si occuperanno di organizzare i volontari e la loro turnazione. Il servizio coprirà tutti i turni di apertura al pubblico della biblioteca, dal lunedì pomeriggio fino al sabato pomeriggio, e vedrà impegnata ogni coppia di volontari per due ore alla settimana. I volontari, insieme agli operatori delle cooperative, hanno già svolto un'attività di formazione sulle regole da rispettare (e su come farle rispettare ) all'interno della biblioteca e inizieranno il loro servizio volontario affiancati non solo dal personale del

Comune, ma anche dai volontari dell'associazione Amici della San Giorgio, che faranno da facilitatori nel percorso di relazione con i frequentatori della biblioteca. Con le tre cooperative sarà sottoscritta nei prossimi giorni una apposita convenzione non onerosa che permetterà di regolarne i rapporti con il Comune. Il progetto è nato a seguito di alcune visite da parte di un gruppo di profughi e richiedenti asilo alla Biblioteca San Giorgio, che, nel tempo, si sono poi trasformate in una frequentazione abituale. Da qui è sorta l'idea di rendere sistematico questo rapporto, con il duplice scopo di favorire da un lato, l'integrazione ed un positivo dialogo tra i richiedenti asilo e la comunità cittadina, e dall'altro, di offrire un servizio in più agli utenti della biblioteca. I volontari, infatti, svolgeranno un ruolo di supporto ai frequentatori della San Giorgio e di controllo di un corretto utilizzo della struttura e del rispetto delle regole di civile convivenza. Questa esperienza costituisce una fase avanzata del lavoro avviato già da tempo da parte del Comune, in collaborazione con le cooperative che si occupano dell'accoglienza, volto a favorire il coinvolgimento dei richiedenti asilo nella vita della comunità. Molti altri, infatti, sono i progetti di volontariato già sperimentati con successo in città: dalla collaborazione, sempre volontaria, per i lavoretti di sistemazione e qualificazione dei sentieri e dei borghi montani, a quella per la pulizia della città dopo la tempesta di vento del 5 marzo 2015, dal lavoro di cura dei giardini comunali, alla ripulitura, in collaborazione con il Consorzio di Bonifica, degli argini della Brana e dell'Ombrone.

IFLA signs agreements with 50 countries to work towards getting Libraries included in National Development Plans IFLA's capacitybuilding International A d v o c a c y Programme (IAP) is now fully underway.

“50 countries have joined IFLA in this j o u r n e y, a n d a r e already making progress towards promoting and supporting the role libraries can play in the planning and implementation of the UN 2030 Agenda and the Sustainable Development Goals (SDGs)”, IFLA President Donna Scheeder.

The IAP programme was launched with 4 Regional Workshops which involved more than 100 participants

from library associations and public library representatives from 50 countries.

Before the workshop, participants signed an agreement with IFLA to carry out awareness-raising activities, and to meet with policy makers to ensure libraries are recognised as key partners in supporting the United Nations 2030 Agenda. With these agreements, IFLA has established an engaged community of advocates who will work in increase the

profile and impact of library and information professionals in the achievement of sustainable development goals.

IFLA's Secretary General stressed: “This has never been done before in the library community, and it is even more relevant because of its long-term sustainability. These participants have committed to be strong advocates in their countries to bring libraries into the UN 2030 Agenda conversation, and IFLA will be there to support them along the way.”

IFLA President-elect Glòria Pérez-Salmerón added: “The workshops were exceptionally successful. In only two months, during November and December 2016, IFLA convened participants in Singapore (Asia Oceania), Montevideo, Uruguay (Latin America and the Caribbean), Pretoria, South Africa (Africa), and The Hague, Netherlands (Europe).”

As next steps for the International Advocacy Programme, IFLA will launch in January 2017 a call for funding proposals to carry out awareness-raising activities. All countries will be eligible to apply, and priority will be given to regional initiatives including countries not involved in the first round of workshops.

Moreover, two more Regional Workshops will be offered by IFLA in the Caribbean and the Middle East and North Africa (MENA) regions during the first quarter of 2017, and a Global Assembly will take place in the last quarter of 2017 to share experiences, success stories, and plans for the future.

“There is no doubt that libraries contribute to the UN 2030 Agenda and the SDGs. Everyone in the library community can help by spreading the word and making sure libraries are recognised as key development partners. IFLA will help you to get there.”, IFLA Secretary General Gerald Leitner.

Trade eBooks in Libraries: The Changing Landscape

eBooks - a Step Forward With eBooks becoming an ever more normal way of reading, it is high time that the law caught up with reality. Yet libraries frequently struggle to obtain the eBooks their users want. And even when they do, contract terms prevent them using them in the same way as physical books.

IFLA, alongside EBLIDA and Public Libraries 2020, therefore welcomes the opinion of the Advocate General of the Court of Justice of the European Union which clearly states that the rules for lending out physical books should also apply to eBooks.

If the judges subsequently endorse this view, it will not only establish a right to eLend, but also put an end to a situation where authors see little benefit from readers' appetite for eBooks.

EBLIDA highlights “The Right to eR e a d ” o n Wo r l d B o o k a n d Copyright Day

Series: IFLA Publications Series 172 Publisher: Berlin/Munich: De Gruyter Saur, 2016 With the advent of downloadable retail eBooks marketed to individual consumers, for the first time in their history libraries encountered an otherwise commercially available text format they were prevented from adding to their collections. Trade eBooks in Libraries examines the legal frameworks which gave rise to this phenomenon and advocacy efforts undertaken in different jurisdictions to remove barriers to library access.

The principal authors provide a general historical overview and an analysis of library/eBook principles developed by a variety of library associations and government reviews. In addition, experts from twelve countries present summaries of eBook developments in their respective countries and regions.

Coinciding with today's United Nations' World Book Day and World Copyright Day, the European Bureau of Library Information and Documentation Associations (EBLIDA) is rallying the European community to its “Right to e-Read” campaign.

EBLIDA's campaign aims to raise awareness among policy makers and the general public of the difficulties facing libraries trying to provide access to eBooks and other digital content. During the day, EBLIDA will hold two press conferences to draw attention to these issues: one in Brussels in the EU Parliament Library from 11am – 12 noon, and one in the Hague from 17.30 – 18.30.

The eLending challenges facing libraries has been a major focus of concern for IFLA and its members for the past few years. In 2011, the IFLA Governing Board appointed a working group to draft a comprehensive Background Paper on eLending, which examined the eLending issues for libraries in different geographical regions, difficult negotiations with publishers and shortcomings in the legal context for eLending. Mediterranean Agronomic Institue of Bari led in turn to the development of the IFLA Principles for eLending, launched at the World Library & Information Congress (WLIC) in August 2013, to assist library professionals negotiating eBook licences with publishers and resellers. A newly reconstituted eLending Working Group is currently pursuing an update of the 2011 Background Paper.

IFLA believes that it's necessary for libraries and publishers/authors to agree to reasonable terms and conditions for the library acquisition of eBooks, so that libraries are able to continue to provide access to knowledge and information for their communities.

Currently, libraries are grappling with restrictive terms and conditions to provide access to eBooks, and in some instances the withholding of eBook titles from libraries altogether. IFLA believes that if these issues cannot be resolved by negotiations with publishers, legislative reform is needed to ensure eBooks are made available to libraries and archives in all countries under reasonable terms and conditions.

non puoi andare a caso, devi seguire un percorso lineare. E per farlo hai assolutamente bisogno del libro di Silvia Pillin Roba da self-publishing. Tutto quello che devi sapere per autopubblicare con successo, edito da Zandegù.

Silvia, come racconta nel suo libro, qualche anno fa aveva aperto un blog dedicato al mondo del selfpublishing, leggendo centinaia di sinossi, estratti e anteprime di scrittori emergenti e facendone un'analisi attenta, che scardinava errate credenze dovute all'ingenuità, e correggendo errori grossolani e banali.

Da quell'esperienza è nato questo e-book che io ho trovato utilissimo e che vi consiglio caldamente.

Autopubblicarsi: diventa l'editore di te stesso Nel suo piccolo manuale viene prima di tutto spiegato cosa significa “autopubblicare”: è un lavoro faticoso e impegnativo, non basta semplicemente caricare un PDF su una piattaforma e incrociare le dita. E soprattutto non è una pratica “a costo zero”.

Dove pubblicare il proprio libro (gratis)?

Silvia Pillin fa una breve panoramica delle piattaforme su cui è possibile caricare il proprio libro: dal Kindle Direct Publishing di Amazon al Kobo Writing Life, da ilmiolibro del gruppo L'Espresso a Youcanprint e via dicendo. Come fare a scegliere? Ecco, qui sta una parte del costo dell'autopubblicazione. Si, caricare un file è gratuito, ma sapere come farlo al meglio e soprattuto dove, in base al genere a cui appartiene il tuo scritto, al tipo di pubblico a cui ti rivolgi ecc ti porta via del tempo. È il tempo è denaro.

Dovete poi tener conto della concorrenza spietata. La Rowling, quella delle Sfumature di grigio e l'autrice di Twilight hanno avuto un enorme successo, e sono partite proprio dal self-publishing, ma sono 3, distribuite nell'arco di 10 anni. Se pensate che solo nel 2014 sono usciti 53.739 titoli in digitale (esclusi i gratuiti)… Be' c'è altro che da incrociare le dita.

Gli elementi del libro

Hai scritto un libro? Credi che meriti qualche lettore in più rispetto alla cerchia di amici e parenti, ma non sai da dove partire per pubblicarlo? Le strade sono due: puoi inviarlo a una casa editrice (anche se sappiamo tutti che raramente lo leggeranno se il tuo nome, omonimie a parte, non l'hanno mai sentito) o puoi autopubblicarlo. Se scegli questa seconda strada, però,

Ma tornando al famoso “file” contenente un potenziale bestseller, sei proprio sicuro di aver pensato a tutto? Un libro non è solo il suo contenuto in termini di trama. È composto da tanti elementi, tutti essenziali e importantissimi, a cui devi prestare attenzione se intendi autopubblicarti: il titolo; la copertina; la revisione del testo; la sinossi; la promozione.

L'autrice di Roba da self-publishing li analizza uno a uno e ti fa anche degli esempi di errori comuni, per farti capire come percorrere la strada giusta. Silvia parla da tua pari, anche lei ha autopubblicato e sa quello che stai passando e quello che ti si prospetta nel futuro più immediato. Quindi il suo essere diretta e andare al punto senza indorare troppo la pillola va preso proprio per quello che è: un grande consiglio da amica.

Una parte molto interessante dell'ebook è quella legata al marketing. Saper scegliere i canali giusti ti eviterà di farti dei nemici, di finire nello spam di blogger e giornalisti e ti aiuterà a promuoverti online su Facebook e i gruppi dedicati ai libri.

Per non farsi mancare proprio nulla e cercare di darti qualche spunto in più, Silvia Pillin ha inserito in chiusura del suo lavoro una serie di botta e risposta con alcuni affermati autori self italiani, che raccontano la loro esperienza diretta e i motivi per cui vale o meno la pena pubblicare da soli.

Deadline for Abstract submission: April 20th, 2017 Jahorina, 5-8 October 2017, Bosnia and Herzegovina The University of East Sarajevo, F a c u l t y o f Agriculture (Bosnia and Herzegovina), University of Belgrade, Faculty of Agriculture (Serbia) and CIHEAMMediterranean Agronomic Institute of Bari (CIHEAM-IAMB, Italy), in collaboration with 24 Research and Academia Institutions (LINK) organize the 8th International Agriculture Symposium “AGROSYM 2017”, that will be held in Jahorina mountain (near Sarajevo) on 5-8 October 2017.

AGROSYM 2017 will deal with seven thematic areas: (1) Plant Production (2) Plant Protection and Food Safety (3) Organic Agriculture (4) Environmental Protection and Natural Resources Management (5) Animal Husbandry (6) Rural Development and AgroEconomy (7) Forestry and Agro-Forestry.

The 8thedition of the Symposium will take place in the magnificent Termag Hotel, situated in Jahorina mountain, near Sarajevo. In 2016, during the 4-days of 7th Agrosym edition (6-9 October 2016), we welcomed people from 78 countries to the event, and over 1100 papers were presented to more than 1000 participants.

You are kindly invited to participate and take advantage of the opportunity to present your unpublished scientific papers. The official Symposium language is English. The deadline for Registration and Abstract submission is 20 April 2017.

The Scientific Committee of AGROSYM 2017 will provide the Award of Excellent Paper for oral presentations and Award of Excellent Poster for poster presentations. Certificate and gift will be given away.

Agriculture is a major contributor to GHG emissions, especially in developing countries, where this sector accounts for an average of 35% of all GHGs emissions. Yet many agricultural interventions can also help to reduce GHG impacts. This paper presents the methodology to estimate impacts of agricultural interventions on GHG emissions and carbon sequestration, used in an analysis of several development projects supported by the United States Agency for International Development (USAID) and presented as a series of case studies. The methodology allows users to estimate (i) GHG impacts at project scale, (ii) GHG emissions by agricultural practice and (iii) GHG emissions per unit of output (emission intensity). The presented approach is a rapid assessment technique that is well suited to provide an indication of the magnitude of GHG impacts and compare GHG impact strength of different field activities or cropping systems.

Promoting decent rural employment, by creating new jobs in rural areas and upgrading the existing ones, could be one of the most efficient pathways to reduce rural poverty.

This paper systematically investigates the impact of decent rural employment on agricultural production efficiency in sub-Saharan African countries, taking Ethiopia and Tanzania as case countries. The analysis applies an output-oriented distance function approach with an estimation procedure that accounts for different technological, demographic, socio-economic, institutional and decent rural employment indicators.

Data of the most recent round of Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for the two countries are used, and a set of indicators are derived to proxy core dimensions of decent rural employment. The findings of our analysis show that decent rural employment contributes to agricultural production efficiency.

This report was developed under the FAO EBRD project on bioenergy with the aim is to support decision-making related to bioenergy investment in countries of operations of the EBRD. Turkey, a country of operation, has a large agriculture sector, the requirement to produce 20 percent of its electricity from renewable energy and diversify its energy mix, which currently heavily relies on imported fossil fuels. This report presents the results from the country level assessment to identify the potential to produce bioenergy from crop and livestock residues. The analysis shows there is significant potential in Turkey, identifies the type of suitable feedstock, the most promising locations and profitable bioenergy pathways. The report also provides recommendations for the required next steps to move the development of the specific bioenergy sector forward. The work was implemented in close collaboration with the Ministry of Agriculture and Ministry of Turkey, and other key stakeholders.

It is now accepted that increased antimicrobial resistance (AMR) in bacteria affecting humans and animals in recent decades is primarily influenced by an increase in usage of antimicrobials for a variety of purposes, including therapeutic and non-therapeutic uses in animal production. Antimicrobial resistance is an ancient and naturally occurring phenomenon in bacteria. It also includes guidance for quantification of baseline GHG emissions from dairy production in a defined geographical area within a country, for quantification of with-project GHG emissions, leakage, and net emission reductions due to project implementation. The general approach outlined in the methodology is based on the following key elements. A standardized baseline for the project region is set on the basis of a baseline survey, which establishes a statistically robust relationship between milk yields and the GHG intensity of milk production measured as kg CO2 eq. per kg fat and protein corrected milk (FPCM).

Foot-and-mouth disease (FMD) control and/or eradication efforts have been in existence for many years in different regions, supported by an official OIE system for recognition of national control programmes and of country status to manage the trade risks for FMD reintroduction. A global FMD control strategy was announced by FAO and OIE in 2012, incorporating a progressive control pathway for FMD (PCP-FMD) that elaborates principles for the application of control measures in a step-wise manner.

The OIE Performance of Veterinary Services tool helps countries to monitor the structures essential for programme implementation.Vaccination is an important component of programmes that seek to reduce the impacts of FMD and to block circulation of the causative virus in order to establish and maintain disease freedom.

Choosing and successfully implementing the appropriate vaccine and vaccination regimens are affected by many dynamic factors, including (1) the diversity of the viruses to be controlled; (2) the performance characteristics and instability of vaccines; (2) the range of susceptible animal species and husbandry systems; (3) the purposes of vaccination; (4) the short-lived nature of vaccine induced immunity; and (5) the design and application of vaccination programmes. Furthermore, vaccination is unlikely to succeed unless supported by other complementary control measures. Therefore, the entire process of vaccine selection and vaccination must be continuously monitored and evaluated to ensure that it fulfils its objectives and contributes to a sustainable control of FMD. This document is intended to help guide this process. Since the variable and changing circumstances of FMD control require different approaches, the guidance is not prescriptive. Instead, it reviews the options available for vaccine selection and vaccination strategies and presents methodology to check that a potential vaccine is able to provide a protective immune response and that the implemented vaccination programme has translated this into a protective level of population immunity.

This report triangulates qualitative and quantitative primary and secondary data to analyze Lebanon's main NWFPs value chains: pine nuts – Pinus pinea -, honey, Syrian oregano and sage – Origanum syriacum and Salvia fruticosa -, and laurel - Laurus nobilis. For each value chain, the report proposes recommendations for the development of innovative and adaptive interventions that allow for the improvement of forest-based sustainable livelihoods.

The rationale of the study of NWFPs is to improve the livelihoods of local rural communities living within forests. The aim of the study concerns the promotion of small and medium enterprises exploiting the state's forest products in order to contribute towards creating employment in disadvantaged forest governorates. The selection of NWFPs examined in this study was based on micro level (population perceptions and preferences) and macro level (contribution to income and exports) considerations; based on these indicators, the four products assessed are: myrtle, mastic, stone pine and Aleppo pine. These products have been examined in previous studies to explore their potential to develop value chains and improve the livelihoods of the concerned populations.

A United Nations voluntary alliance, the Mountain Partnership (MP) is dedicated to improving the lives of mountain peoples and protecting mountain environments around the world. Founded in 2002, the Mountain Partnership promotes the sharing of resources, knowledge, information and expertise to carry out its mission. At the end of 2015, the Partnership had 266 members: 56 governments, 14 intergovernmental organizations, 191 major groups (e.g. civil society, NGOs and the private sector) and 5 subnational authorities. The MP is supported by a Secretariat, which is hosted by the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy, and is guided by a 16-member Steering Committee.

This research project seeks to: provide baseline information on the present status of the aquaculture sector from a human development perspective; identify the types and numbers of people employed by the sector; and explore the role of aquaculture in providing social and economic services at a global level, with a particular emphasis on small-scale stakeholders. The research findings presented here are based on a global synthesis of information from various sources and 9 country case studies in Asia, Africa and Latin America. The findings suggest that previous employment estimates of the global aquaculture sector based on official statistics are likely to be underestimates.

Employment generated at farm level is found to be much higher than employment at other links in the value chain. The majority of fish farms are small-scale, integrated, household operations and value chains oriented around small-scale producers are estimated to generate more employment than those from medium- and large-scale producers.

Within the framework of the FAO EastMed project, a Working Group on the socioeconomic analysis of the fisheries sector in the Eastern Mediterranean was conducted in Athens, Greece from the 2-6 of November 2015. the Eastern Mediterranean, including Cyprus, Egypt, Palestine (Gaza Strip), Greece, Italy (Ionian Sea), Lebanon and Turkey. For the EU countries the data derived from the EU Data Collection Framework (2010/93/EU) was used, while for the non-EU areas the data was derived from the socio-economic surveys which are currently being conducted within the framework of the FAO EastMed project. Data from Turkey was derived from the Turkish Statistical Institute. The data collected by both the EU and non-EU areas follow a comparable standard methodology, and using these data sets, socio-economic indicators were estimated and compared among countries and fleet segments in the region. The economic performance of 25 fleet segments from the seven areas mentioned above were analyzed and compared for the year 2012. The fisheries sector in the region including the Black Sea Turkish production, produced a total of 581 thousand tons of seafood with an estimated value of $1.6 billion. The fishing fleet directly employed 80,017 people on a full-time basis working onboard 40,436 vessels. According to the data presented in this report, the value added generated by fisheries made up 0.05% of the total GDP generated in the region, employing less than 1% of the labour force. However, in the coastal communities of the region it represented an important source of employment, income and a highly valuable source of animal protein. In terms of profitability, the best performances were showed in Egypt, Lebanon and Italy, while the worst performance was found in Gaza Strip, where the activity was not profitable.

In the vast majority of the fleet segments analysed, crew members are paid with a share system where the running costs are subtracted from the revenues before allocating the shares to the crew members and to the owner. The salary per fisher compared to the minimum wage of the manufacturing sector, was lower in Gaza and Lebanon, and higher in Egypt. The ratio of energy costs to operating costs showed the highest value in the fleets operating in Gaza, where energy costs are at an unsustainable level, which is detrimental with respect to the salaries of the workers and the remuneration of the investments. The fuel efficiency showed the highest values in Turkey, and the lowest in Italy where all the fleet segments scored an extremely low value. The comparison of the breakdown of the cost factors showed that labour and energy were in general the primary costs associated with fishing, although their proportion varies among countries, depending on many factors, such as the fleet structure, the harvesting methods and the fuel subsidies/taxes.

In general, vessels using active fishing gears (i.e. trawlers) are more dependent on fuel and have the energy costs accounting for a larger proportion of the operational costs while, for the artisanal vessels using passive gears, labour represents the larger proportion of the operational costs. Salaries can absorb as much as half of the total operating costs in small-scale fisheries, with the exceptions of Gaza and Turkey where the labour costs were below 20%.

The 21st Conference of Parties (COP 21) of the United Nations Framework Convention on Climate Change(UNFCCC) was held in Paris, France, 30 November to 11 December 2015. COP 21 and the resulting Paris Agreement have been seen by many as a turning point in international climate negotiations. Their implications have been particularly significant in the context of forests. In view of this, forest sector stakeholders in Asia and the Pacific require succinct and accurate information on the outcomes of COP21 and the Paris Agreement. Since 2010, the Food and Agriculture Organization of the United Nations (FAO) and RECOFTC – The Center for People and Forests have collaborated in organizing an annual expert consultation on forests and climate change, to assess the outcomes of the UNFCCC COPs and their potential implications for Asia and the Pacific. This publication is the outcome of the seventh of these consultations, organized in Clark Free Zone, Philippines, 23-24 February 2016. Twelve experts presenting views from multiple countries as well as key institutions in the Asia and the Pacific region participated in the meeting. This booklet summarizes the discussions held during the consultation, which were in response to a set of 12 questions, designed to inform stakeholders on the implications of the Paris COP 21.

Reviews Garden Library BES 2016 : il benessere equo e sostenibile in Italia. - Roma : Istituto Nazionale di Statistica, 2016. - 180 p. : ill. - [ISBN] 978-88-458-1917-9 Giunto ormai alla sua quarta edizione, il Rapporto Bes offre un quadro integrato dei principali fenomeni economici, sociali e ambientali che hanno caratterizzato l'evoluzione recente del nostro Paese attraverso l'analisi di un ampio set di indicatori, suddivisi in 12 domini. Quest'anno il Rapporto Bes si lega a due importanti novità. La prima è l'inclusione degli indicatori di benessere equo e sostenibile tra gli strumenti di programmazione e valutazione della politica economica nazionale, come previsto dalla riforma della Legge di Bilancio, entrata in vigore nel settembre scorso. L'articolo 14 della riforma prevede che un Comitato, appositamente nominato, selezioni gli indicatori utili alla valutazione del benessere sulla base dell'esperienza maturata a livello nazionale e internazionale. La normativa prevede poi la redazione da parte del Ministero dell'economia e delle finanze di due documenti, redatti sulla base dei dati forniti dall'Istat: il primo, allegato al Documento di Economia e Finanza, in cui si descrive l'andamento nell'ultimo triennio degli indicatori di benessere nonché le previsioni sulla loro evoluzione; il secondo, da presentare al Parlamento entro il 15 febbraio di ogni anno, in cui viene esaminata l'evoluzione dell'andamento degli indicatori di benessere sulla base degli effetti determinati dalla legge di bilancio per il triennio in corso. La sfida è quella di supportare il governo nell'individuare le priorità e i problemi principali del Paese e, in prospettiva, nel valutare ex-ante gli effetti degli interventi di politica economica sul benessere.

Per realizzare questi importanti obiettivi occorrerà un attento lavoro di programmazione su cui il Comitato per gli indicatori di benessere, appena nominato, ha già cominciato a lavorare. In quest'ambito, l'esperienza del Bes costituirà ovviamente un punto di riferimento essenziale. Con l'armonizzazione dei sistemi contabili e degli schemi di bilancio introdotti dalla riforma della contabilità pubblica, sarà inoltre più facile collegare gli obiettivi delle politiche e i programmi di spesa con indicatori di benessere, con cui valutare l'efficacia delle politiche sia a livello nazionale sia a livello locale. Con gli enti locali, l'Istat è peraltro al lavoro da anni per valutare l'applicazione di misure di benessere ai processi di governance, con i progetti Urbes e Bes delle Province. In questo contesto, è importante richiamare il Memorandum di Lisbona (Lisbon Memorandum on “Indicators for decision making and monitoring”), adottato nel 2015 dai direttori generali degli Istituti nazionali di statistica europei. Nel sottolineare il ruolo degli indicatori per il decision making e il monitoraggio delle politiche pubbliche, il Memorandum dà rilievo, fra i vari principi, alla necessità di stabilire robusti criteri di qualità per la selezione degli indicatori; all'importanza di una chiara distinzione fra il ruolo degli statistici e quello dei governanti, seppur all'interno di una necessaria collaborazione; all'esigenza di facilitare e promuovere fra gli utilizzatori una corretta interpretazione dell'informazione statistica prodotta. La seconda novità è l'approvazione da parte delle Nazioni unite dell'Agenda 2030, l'Agenda globale per lo sviluppo sostenibile, e dei 17 obiettivi di sviluppo sostenibile (SDGs nell'acronimo inglese), organizzati in un sistema di 169 target e oltre 200 indicatori, con i quali vengono delineate a livello mondiale le direttrici dello sviluppo sostenibile dei prossimi anni. Le analogie tra i gli indicatori del Bes e gli SDGs sono molteplici. La finalità comune è quella di offrire un quadro integrato di informazioni quantitative e, nel caso degli SDGs, comparabile a livello internazionale, per la misurazione del benessere e dello sviluppo sostenibile.

During the preparation of volume 3, more than 170 experts were involved, in addition to members of WHO's Expert Advisory Panel on Traditional Medicine, a signifi cant expansion in comparison to the numbers involved in the first two volumes. National drug regulatory authorities in 65 countries participated in the process, again a greater number than for the previous volumes. This global network of active players facilitated wider access to the available scientifi creferences and information, in terms of both quality and quantity. This considerable level of support contributed greatly to the efficiency of the preparation process. The Third WHO Consultation on Selected Medicinal Plants was held in Ottawa, Canada, in July 2001 to review and fi nalize the draft monographs. Thirty-two experts and drug regulatory authorities from WHO Member States participated (Annex 1). Following extensive discussion, 31 of the 33 draft monographs were adopted for inclusion. At the subsequent tenth International Conference of Drug Regulatory Authorities held in China, Hong Kong Special Administrative Region in June 2002, the 31 draft monographs adopted for volume 3 of the WHO monographs on selected medicinal plants were presented. In its recommendations, the Conference requested WHO to publish them as soon as possible.

Linee guida OMS sulle buone pratiche di coltivazione e di raccolta (GACP) delle piante medicinali, è stato pubblicato nel 2005. È gratificante il fatto che l'importanza di questa monografia sia stata riconosciuta. Per esempio, la Commissione Europea ha raccomandato il volume agli Stati Membri come un autorevole riferimento per la qualità, la sicurezza e l'efficacia delle piante medicinali. Anche il Governo Canadese ha fatto una raccomandazione simile. Inoltre, come sperato, alcuni Stati Membri dell'OMS, quali il Benin, il Messico, il Sud Africa e il Vietnam, hanno sviluppato le loro monografie nazionali basandosi sul formato delle monografie OMS. Le linee guida OMS non sono esclusivamente un valido riferimento scientifico per le autorità sanitarie, gli scienziati e i farmacisti, ma possono interessare anche il grande pubblico. Esistono pochi dubbi sul fatto che continueranno a svolgere un importante ruolo nel promuovere nel mondo l'impiego appropriato delle piante medicinali.
