Our 23rd issue emphasises the need for ecological preservation in the face of accelerated development, largely owing to the growth of the Maldivian hospitality industry. We explore the measures being taken by the Environmental Protection Agency (EPA) to mitigate the effects of rapid development in a conversation we had with Director General Ibrahim Naeem. UNDP’s Wignaraja and Gaveglia share that Maldives can balance economic progress and environmental preservation with access to foreign direct investment and affordable financing.
Our main story is an urgent call for action to preserve the delicate marine ecosystems in our archipelago, given that our survival hangs in the balance. Similarly, Shaha Hashim, the Executive Director of Maldives Resilient Reefs, emphasises the importance of community efforts in protecting our ecosystems as she maps out her journey in marine conservation. We took a peek at Reefscapers, the hub of marine conservation and
education at Four Seasons Resort Maldives at Kuda Huraa, allowing our readers a glimpse into their preservation efforts.
We also sat down with Chef Asaf Tasdan, the Executive Assistant Manager of F&B and Culinary at Le Méridien Maldives Resort, and enquired about his culinary journey. Hassan Nashid (Jimo), who hails from a family of boat builders and fishermen, shares the tale of how he became a master sports fisherman. Shameem Ibrahim discusses the challenges of starting a logistics company from the ground up and what it takes to maintain such an operation in the Maldives. Last, but not the least, we spoke to the visionary Anthony Gill, the General Manager of Patina Maldives, who offers personalised transformative experiences through luxury hospitality.

As the Maldives continues to evolve with ambitious development projects and growing tourism, the delicate balance between environmental protection and economic advancement becomes more crucial than ever. At the forefront of this effort is Ibrahim Naeem, the Director General of the Environmental Protection Agency (EPA). In this conversation, Hotel Insider sits down with Naeem to explore the agency’s pivotal role in creating a more sustainable future for the Maldives and the key initiatives currently driving environmental policy.
Hotel Insider: As the director general of the Environmental Protection Agency, how does the EPA's role contribute to safeguarding the Maldives’ environment, and what key initiatives are currently being prioritised?
Naeem: The Environmental Protection Agency (EPA) is the government authority responsible for protecting the environment. All environmental laws and regulations are enforced by the EPA. The agency is also responsible for taking action against individuals or entities that fail to comply with the environmental guidelines and laws it enforces.
We also take measures against projects that do not align with EPA standards and provide guidance on how such initiatives can be improved and implemented more sustainably. Protecting the natural habitats of flora and fauna is a core responsibility of the EPA. While we may face limitations in terms of resources, we remain committed to making the most of the facilities and tools available to us.
Coral reefs are degrading globally, and the Maldives is no exception, with bleaching events increasingly affecting our marine ecosystems. In response, we have initiated reef restoration efforts, including a project currently underway in the Rasfari area.
Hotel Insider: The Maldives is known for its unique ecosystem. What are the
most pressing environmental challenges currently being addressed at the EPA, and what strategies are being implemented to overcome them?
Naeem: One of the most pressing concerns is the scale of ambitious development projects. While development is essential, these large-scale initiatives can sometimes take a significant toll on the environment. For instance, two airports may be constructed in close proximity to one another, or some islands may end up with three to four harbours, far exceeding what is realistically needed. These types of projects often have a negative environmental impact.
In some cases, reclaimed land remains unused for extended periods, which is rarely accounted for in long-term planning. Decisionmaking plays a crucial role in addressing and mitigating these issues. As a coral reef island nation, we must recognize that development cannot follow the same model as places like Dubai. Our unique environment demands more thoughtful, sustainable planning.
Hotel Insider: With climate change being a major concern for island nations like the Maldives, what proactive measures is the EPA taking to mitigate its impacts on marine and coastal ecosystems?
Naeem: Climate change is a critical issue, with coral bleaching and ocean acidification already underway. In response, reclamation

activities were temporarily halted due to elevated sea surface temperatures as a mitigation measure. Adaptation efforts are also being developed through updated guidelines. For example, drainage systems must be designed to accommodate changing climate conditions, and newly reclaimed areas should be constructed at higher elevations.
Efforts are being made to strengthen reef resilience by replanting corals in reclaimed zones. Pollution prevention is another important strategy to avoid exacerbating the effects of climate change. Together, these measures aim to support both immediate and long-term environmental sustainability.
Hotel Insider: How does the EPA navigate the balance between environmental conservation and the economic growth driven by tourism and infrastructure development in the Maldives?
Naeem: Development, environmental protection, and social harmony are the three pillars of sustainable development; and they must work in unison. We cannot sacrifice one in pursuit of another; such an approach is neither balanced nor sustainable.
The EPA is committed to preventing any irreversible harm that development projects may cause. Where necessary, we intervene to revise the scope and methodologies of projects, or in extreme cases, halt them altogether if they pose significant environmental risks.
One growing concern is the uprooting of palm trees. We now enforce strict policies to address this issue. For every tree removed, at least two must be planted in return, and the origin and destination of each tree must be traceable. These measures are designed to ensure that development progresses within environmentally responsible and acceptable
limits.
Hotel Insider: Environmental policies and regulations play a crucial role in conservation. How does the EPA ensure compliance and effective implementation of these measures?
Naeem: Effective implementation remains a significant challenge. While our laws and regulations are well-formulated, enforcing them consistently across the Maldives is difficult, especially when based in Malé and overseeing a geographically dispersed nation. We rely heavily on support from local councils and also leverage social media as a tool to raise awareness and reinforce our efforts. In areas near the capital, such as reclamation activities, we are able to monitor and advise more easily. However, the unique geography of the Maldives presents real obstacles.
That said, I believe the EPA is making steady progress. Our efforts are increasingly recognised and respected by other law enforcement and regulatory bodies as well.
Hotel Insider: Plastic pollution continues to be a significant issue globally, especially for island nations. What steps is the EPA taking to reduce plastic waste, and how can businesses and communities contribute to these efforts?
Naeem: A phased approach is being implemented to reduce plastic use in the country. Currently, the production of 200ml plastic bottles is prohibited, and single-use plastics have become increasingly rare. Significant progress has been made through regulation, and additional measures are outlined in the national plastic reduction plan. While some aspects of the plan have already been introduced, others have been temporarily paused due to trade relations and economic impacts. Nevertheless, it is essential to take stronger, more decisive actions to further reinforce our commitment to reducing plastic use.
Hotel Insider: Collaboration is key in environmental protection. How does the EPA work with local and international organisations to strengthen conservation efforts in the Maldives?
Naeem: Both local and international participation in environmental initiatives is ongoing. We are actively signing Memorandums of Understanding (MOUs)
with international organisations as well as local partners to strengthen collaboration. While efforts such as ecosystem restoration and NGO involvement are currently ongoing, there is still room for improvement in terms of engagement and coordination.
That said, we are always open to working with individuals and organisations, local or international, who are genuinely committed to contributing to environmental conservation. Our goal is to nurture meaningful partnerships that lead to impactful, long-term outcomes for the environment.
Hotel Insider: Looking ahead, what do you see as the most critical environmental challenge the Maldives will face in the next decade, and how is the EPA preparing to address it?
Naeem: The impacts of reclamation and dredging on coral reefs are a major concern. We are currently in a phase of rapid reclamation, with projects seemingly competing to outdo one another, this poses a significant environmental challenge. In response, we are working on a national-level strategic plan to guide future development. This plan aims to identify which areas are suitable for reclamation and which must be protected, ensuring decisions are based on thorough research and ecological understanding.
There is a common misconception that every lagoon must be optimised for use, but this approach is misguided. Tourists are drawn to the Maldives for its natural beauty. The preservation of our lagoons, coral reefs and marine biodiversity must be a top priority. Waste management also remains a pressing issue, particularly as development accelerates. Development must proceed sustainably, with careful consideration of environmental impacts. We cannot replicate largescale development projects from other countries without recognising that our environmental context and national capacity are entirely different. It is essential to strike a balance between the three pillars of sustainable development: economic growth, environmental protection, and social harmony.

The threat of "disappearing" was furthest from people's everyday worries or development discourse when UNDP, the United Nation's development arm, opened its premises in the Maldives in the 1970s. The country faced other perils, including a cholera epidemic and lack of access to necessities. One of the agency's first moves was deploying the motorboat "Sulha" to reach remote communities, supporting the government in delivering vital supplies and services across the Maldives' 22 atolls.
Over 45 years since the Sulha first set sail, UNDP has remained a steadfast partner for the Maldives in a journey of trust, innovation, and partnership. As the nation evolved in governance, embraced nature-positive development, and hence pursued growth, one word threads it together, defining the country's journey: resilience.
In many ways, the Maldives is making considerable advances toward a stronger democracy. Across the world this is never a singular nor direct path, but often a bumpy one, with lessons learned or discarded. Transitions bring upheaval. Establishing stable political institutions requires time, effort, and constant adjustments.
Decision-making, once limited to a select few, now involves elected representatives, and local governments are creating unique identities, allowing people to contest ideas, exert pressure on local leaders to deliver on promises, and insist on greater accountability. Media, civil society, and advocacy groups have grown in capacity, enhancing their watchdog roles. Maldivians deeply believe in the power of the vote, the constitution and doing right by nature.
UNDP's role in strengthening democratic institutions in the Maldives, from advocating constitutional and policy reforms to supporting new governance institutions in the
2000s, has been widely recognized. Over time, UNDP has helped strengthen state oversight through support to the People's Majlis, Human Rights Commission, and Local Government Authority, to name a few. Today, we continue our governance work with the support of partners, focusing on legislation, judicial integrity, civic empowerment, gender equality and effective public services.
In the past, the Maldives' development journey has seen various economic drives that have come at the expense of nature. As in many countries and too frequently, economic growth has led to the irreversible loss of precious ecosystems like coral reefs and mangroves.
In the past, such resource-intensive models have proven unsustainable, pushing countries and communities to seek more viable alternatives, while trying to reverse past damage. Carbon emissions affect everyone, yet developing countries bear the greatest burden. As the world scrambles to redress past actions through carbon markets, offset programs and renewable energy projects, temperatures keep rising.
Countries like the Maldives, on the cusp of growth and industrialization, don't have to choose between progress and preservation. They can adopt a development model that avoids past mistakes, embracing pathways aligned with nature that capitalize on the value of their natural assets. The Maldives' openness to pursue a "Blue Economy" is promising, and will demand a whole-of-government, whole-of-society approach. Success will require systemic transformation-optimizing legislation, incentivizing financing, and nurturing a new generation of entrepreneurs. Without the international and domestic private sector stepping up and being on the same page, this will not be feasible.
By income-based measures, the Maldives is a development success story, largely fueled by the rise of tourism in the 1970s. Over 40 years, the country averaged 7.4% annual economic growth, transforming itself from one of the world's poorest nations in the 1980s to an upper-middle-income country by 2011. By
2023, per capita income more than doubled to $22,362 from the 1990s, life expectancy reached 81 years, and poverty rates dropped to near zero.
Yet despite these achievements, the Maldives now faces an economic crisis fueled by rising debt, prompting reflection on whether the country's growth model has truly delivered the right kind of growth. The recent surges of global inflation and the resulting interest rate rises have raised the cost of borrowing for developing countries such as the Maldives. The U.N. estimates borrowing costs for developing countries are two to four times higher than in the United States.
Tourism is a key economic pillar. However, it employs only 12% of the local labour force and generates significant income only for a few. The Maldives produces just 10% of its food needs and imports nearly all essential commodities. The fisheries sector, once vital, has seen its share of gross domestic product decline from 6% to 3.5% over the past two decades. The country's heavy reliance on fossil fuels has led to an average fuel bill of 10% of gross domestic product since 2018, around $537 million annually. The country's leaders want to see a way back to food and energy security while addressing the significant inequalities that persist between the capital region and the outer islands, with 92% of the nation's poor living in the atolls.
As Maldives President Dr. Mohamed Muizzu said during his statement at the U.N. General Assembly's plenary of the Summit of the Future, "It is time to turn the page to a chapter where multilateralism is more than a concept, but a lived reality."
A million years before the dinosaurs vanished, the Indian tectonic plate shifted northward, creating a fissure in the Earth's crust. This rupture led to the emergence of a volcanic ridge, which gradually eroded over time. As the ocean floor subsided with the volcano, corals began to populate and grow around it, forming the fringed reef of the Maldives atolls. For a country whose birth lay in regeneration and resilience, commitment to more sustainable growth will shape its future.

Hotel Insider: What inspired you to pursue a career in the logistics and supply chain industry, and what motivated you to start your own company?
Shameem: I began my career in the logistics and supply chain industry shortly after finishing school when I joined Lily Shipping Company. I worked there for about two to three years, gaining hands-on experience in various aspects of shipping and logistics. During this time, I became particularly interested in customs clearing, which was my first real exposure to the complexities of the industry.
What truly fascinated me was the groundlevel work, understanding the intricacies of freight movement, the challenges of customs regulations, and the operational aspects that keep the supply chain running smoothly. I realised that logistics is not just about
transportation; it’s about problem-solving, efficiency, and ensuring that goods move seamlessly across borders.
With this newfound passion and the experience I had gained, I decided to take a leap of faith and start my own company, Seven Ocean Transport. I wanted to build something from the ground up, offering reliable and efficient logistics solutions while applying everything I had learned firsthand.
The challenge of navigating an ever-evolving industry and the opportunity to create a business that truly adds value to clients is what continues to drive me today.
Hotel Insider: What are some of the key challenges you face when operating a business in an island nation, and how do you navigate them?
Shameem: Operating a business in an island nation like the Maldives comes with unique logistical challenges, particularly when it comes to the infrastructure of the airport and seaport. One of the biggest issues is the limited space available for cargo handling, which leads to congestion and inefficiencies. The current cargo terminal is
not always sufficient to handle the growing volume of imports and exports, causing delays and bottlenecks in the supply chain.
One of the most pressing challenges is the long waiting times for cargo clearance, which can disrupt supply schedules and create inefficiencies for businesses relying on timely shipments. With the Maldives being heavily dependent on imports for almost all goods, any delays in customs clearance, warehousing, or transportation can have a significant ripple effect on businesses across different industries, including tourism and hospitality.
However, there are plans in place to expand and upgrade the cargo facilities, which will hopefully ease some of these bottlenecks in the future. In the meantime, navigating these challenges require strategic planning, strong relationships with key stakeholders, and proactive problem-solving. We work closely with port and customs authorities to streamline processes wherever possible, stay updated on regulatory changes, and use technology to track shipments efficiently. Building a strong network of suppliers and
logistics partners helps us mitigate delays and ensure smoother operations despite these constraints.
Hotel Insider: How have your skills in negotiation and sales management contributed to the growth and success of Seven Ocean Transport?
Shameem: Our journey at Seven Ocean Transport began with customs brokerage, helping clients navigate complex import and export regulations. As we gained experience and built industry relationships, we saw opportunities to expand. Strong negotiation skills were key in securing better rates and service agreements with shipping lines, airlines, and logistics partners, allowing us to offer competitive pricing and reliable services. Sales management helped us identify market gaps and introduce new services to meet the evolving needs of businesses in the Maldives.
Step by step, we expanded into freight forwarding, handling both Less than Container Load (LCL) and Full Container Load (FCL) shipments. We structured operations to accommodate various cargo types, including loose container shipments, full cargo containers, and air freight for small packages, general cargo, and perishable goods. By leveraging negotiation and sales strategies, we scaled operations to become a comprehensive logistics provider. Today, Seven Ocean Transport continues to grow by adapting to industry demands and maintaining strong partnerships.
Hotel Insider: How does your expertise in handling perishable cargo and your strong network of partners ensure reliable and efficient services for the tourism sector?
Shameem: Perishable goods are the backbone of the tourism industry in the Maldives, ensuring resorts and hotels receive fresh produce, seafood, and other essentials on time. Our expertise lies in managing complex supply chains that span multiple countries, including Europe, South Africa, China, and Singapore. Most perishable cargo arrives via passenger flights, making it crucial to coordinate shipments efficiently. The greatest challenges arise when transporting goods from locations like Australia or Germany, where strict

temperature controls must be maintained from the supplier’s warehouse to the airport, through the flight, and upon arrival. Any delay in this process, whether at departure or transit, can lead to the entire shipment being offloaded, as temperature-sensitive cargo cannot withstand prolonged storage outside its controlled environment.
To ensure timely delivery, we stay in constant communication with airlines, suppliers, and ground handling teams, providing real-time updates and quick solutions to potential disruptions. For instance, if a Singapore Airlines (SQ) flight is delayed and perishable cargo is offloaded, the consequences can cascade down the supply chain, delaying resort deliveries, causing vessels to wait, and potentially disrupting operations if the delay extends into a weekend. Our strong network of partners and commitment to proactive problem-solving have been instrumental in maintaining service reliability. This dedication has allowed us to build lasting relationships with prestigious clients, including renowned suppliers like Prestige Foods Australia.
Hotel Insider: Can you describe how international business practices influence your approach to operations management at Seven Ocean Transport?
Shameem: At Seven Ocean Transport, we align our operations with international business practices to ensure efficiency,
compliance, and seamless service delivery. While some regulations, such as fumigation certificates, are not required in the Maldives, we adhere to global best practices, particularly in areas like health certifications and logistics documentation. Our approach is highly process-driven, with approximately 70 percent of our operations structured around established systems that streamline workflows. From the moment we receive a shipment confirmation (SIFCON), we initiate pre-alert notifications and promptly inform all relevant parties, ensuring a smooth transition through customs, warehousing, and final delivery. By integrating these international standards into our operations, we enhance reliability, minimise disruptions, and maintain strong partnerships with global suppliers and clients.
Hotel Insider: What key trends do you foresee impacting the logistics and supply chain industry in the next 5 to 10 years, and how do you plan to adapt to them?
Shameem: In the next 5 to 10 years, key trends such as increased digitalisation, automation, and the push towards more sustainable and localised supply chains will significantly impact the logistics and supply chain industry. We foresee a reduction in paper-based processes as more companies adopt digital tools for better tracking, efficiency, and data management. Our expansion into Thailand, a growing market, and the increasing movement of cargo to the Maldives offer great opportunities. One advantage we have is owning a warehouse and office, providing us full control over our operations, enabling us to act as a shipper as well. We already supply a variety of resort needs, including spa and housekeeping products, which positions us to meet the growing demand. Our key partners in this process include Prestige Foods, a leading supplier, and renowned resorts like Cora Cora and Reethi Rah, with whom we have established strong collaborations to fulfill their specific product needs. As these trends continue to evolve, we are adapting by enhancing our digital capabilities, expanding our local infrastructure, and further strengthening our strategic partnerships.

Hotel Insider: As an experienced leader in luxury hospitality, how do you inspire a culture of excellence and drive innovation within your team at Patina Maldives?
Anthony: Leadership, to me, is about empowering people to bring their best selves to work each day. At Patina, we’ve cultivated a culture that champions curiosity, courage, and collaboration. I encourage my team to question convention, think creatively, and embrace a mindset of continuous learning. True innovation is born from trust and shared purpose. When individuals feel seen and supported, they naturally push boundaries and strive for excellence. Hotel Insider: What role does local culture and community play in shaping the experiences offered at Patina Maldives, and how do you ensure that the resort positively impacts the surrounding environment and people?
Anthony: Our relationship with the Maldives goes beyond location, it’s about honouring the soul of the place. We actively collaborate with local communities to create meaningful initiatives that extend our impact beyond hospitality. Through education programmes, sustainable sourcing partnerships, and environmental projects such as coral propagation and marine conservation, we aim to preserve and protect the natural and cultural heritage of the Maldives. Guests are invited to partake in these initiatives through immersive cultural experiences, engaging with local artisans, and participating in sustainability efforts. This creates a symbiotic relationship, one where we enrich guest experiences through authenticity while ensuring that our presence leaves a positive and lasting imprint on the local community and ecosystem.
Hotel Insider: What concerns do you believe the global travel industry is facing today, and what are the key opportunities you see for Patina Maldives, moving forward?
Anthony: The travel industry is navigating a rapidly shifting landscape, from climate change and sustainability imperatives to changing consumer expectations. While these present real challenges, they also open up immense opportunities. At Patina Maldives, we are committed to leading with purpose through regenerative travel initiatives, conscious hospitality, and immersive wellness experiences personalised to a new generation of mindful travellers. Shaha Hashim, or Sha, is a well-established figure in the world of marine conservation. An ocean lover with a passionate commitment to its protection, Sha has dedicated much of her career to preserving the delicate balance of marine ecosystems
Maldivians. But I kept my eyes peeled for chances, and when a position opened up with the UK charity Blue Marine Foundation to work on a grouper fishery conservation project in Laamu Atoll, I jumped at the opportunity.
Hotel Insider: Can you tell us more about the projects you led at Blue Marine Foundation, particularly the initiatives protecting Maldivian seagrass meadows and the #FishForTomorrow campaign?
Her work has been instrumental in advancing the field, with numerous contributions that have proven vital for the health and resilience of coral reefs and other marine environments. As Executive Director of Maldives Resilient Reefs, Sha drives effective marine conservation initiatives. Hotel Insider explores her journey, challenges, and vision for ocean conservation in a rapidly evolving tourism sector.
Hotel Insider: Can you tell us about your journey into marine conservation? How did your early experiences shape the work that you do today?
Shaha: During my early years, I didn’t have a strong connection to the ocean because I didn’t have many chances to experience it. But everything changed when the Education Ministry launched a swimming programme at my primary school, that was a game changer for me. I loved the freedom that came with being in the water. One of my most memorable moments was snorkelling on a beautiful reef in 1997. The colors of the corals were breathtaking, but I didn’t realise it would be my only chance to see them like that. Just a year later, a mass coral bleaching event hit, and those vibrant reefs were devastated. I started SCUBA diving only in my twenties, and it was amazing! My curiosity about the marine life I saw led me to volunteer with conservation NGOs and join field courses offered for Maldivians. With few higher education options in marine sciences back then, I turned to free online learning platforms to fill the gaps in my knowledge. I faced a lot of challenges, especially with job opportunities in marine conservation being limited for
Shaha: My first few years at Blue Marine Foundation was a learning adventure, especially regarding the challenges faced in the Maldivian fisheries and tourism sectors. There was so much to tackle, but I believed that even small, practical steps could lead to meaningful progress. One project close to my heart is the #ProtectMaldivesSeagrass campaign. Seagrass was often seen as unsightly or even dangerous, but while living in Hulhumalé, I discovered its incredible biodiversity. Later, at Six Senses Laamu, I found vibrant seagrass meadows with ghostpipe fish and seahorses, and knew we had to protect them. With support from Marteyne, the General Manager and the resort and with scientific data in hand, we launched a conservation effort that turned people’s perception around—seagrass became an asset, not a nuisance. Working with the MUI team, we launched #ProtectMaldivesSeagrass, and within months, 25% of resorts pledged to protect their meadows.
On the other hand, our #FishForTomorrow campaign came about as a response to some shocking images of illegal captures of protected species and unsustainable fishing practices that surfaced during the Covid-19 pandemic. We aimed to raise awareness among the Maldivian community about vulnerable reef species, the dangers of overfishing, and the need for careful fisheries management. We shared fun facts about local fish species, like "Did you know red snappers can live up to 55 years, longer than a bear?" to help shift perceptions in a positive way. The interactive website for the campaign drew visits from nearly 40,000 people over its four-week run! It even sparked a viral trend where local fishermen posted Instagram stories of themselves releasing juvenile groupers and snappers. Just two months after the campaign wrapped up, parrotfish, a key fish group we highlighted, were declared protected in the Maldives.
Hotel Insider: How important is community involvement in the success of marine conservation efforts, and how have the people of Laamu contributed to your projects?
Shaha: Community involvement is
absolutely crucial for the success of any marine conservation effort. The people living in conservation areas are truly the guardians of those natural resources. In the Maldives, with our islands scattered over such a vast area, it’s especially vital. Unfortunately, conservation measures introduced at the national level often miss the mark when it comes to engaging local communities. This isn’t done on purpose; it usually stems from a lack of resources and a consultant-driven approach in larger projects, which can leave people feeling disconnected from the process.
Conservation is a long-term investment, which is why having field staff from those communities or ensuring a continuous presence is essential. We were fortunate to have the support of Six Senses Laamu, which provided us with a base at their resort before we opened our office in Laamu Gan. The local knowledge we gathered to identify ecologically significant areas and understand how resources were used came primarily from the Laamu community, especially the fishers. They were eager for positive changes, having witnessed ecological decline over their lifetimes.
Before starting our projects, we met with the Laamu Atoll Council, and it was clear that marine conservation was one of their top priorities. They recognised that conservation not only supports livelihoods but can also attract tourism. We saw fantastic participation from all the island councils, schools, and a large segment of the community in various events and festivals, all aimed at raising awareness about their beautiful but fragile marine environment.
I've been truly inspired by the Laamu Hithadhoo community’s commitment to conservation. Although councils gained jurisdiction over marine areas in 2010, official boundaries weren’t set until 2020. Recognising the value of their dive and surf sites, the Council has been working with us since 2023 to establish a Community Conserved Area (CCA) that protects key habitats like grouper spawning sites, manta ray cleaning stations, and green turtle gathering sites. Together, we created a management plan, set user fees with tourism operators, and are ready to launch the CCA once government regulations are published. I hope this bottom-up model is embraced - it could transform marine conservation in the Maldives.
Hotel Insider: Do you think conservation work, particularly in marine ecosystems, can be an inspiring career path for young people and women in the Maldives?
Shaha: Our lives and livelihoods are deeply
connected to the ocean,whether it's through tourism, fisheries, or simply living on our islands. As a nation surrounded by a vast ocean, we depend heavily on marine ecosystems for survival, and the challenges we face in the 21st century, like the climate crisis and biodiversity loss, are enormous. As our greenhouse gas emissions are minimal compared to the global scale, we can't tackle these challenges on our own. However, there’s so much we can do as a nation to reduce the threats to our marine ecosystems and give them a fighting chance. This includes stopping habitat destruction, managing overfishing, promoting sustainable tourism, and tackling pollution.
To address these issues, we need a large, skilled, and dedicated workforce. There are plenty of opportunities in government ministries, local councils, the private sector, and NGOs for conservation-related jobs. Interestingly, in the tourism industry, we often see a heavy reliance on expatriates for sustainability roles. Yet, there are wonderful examples of Maldivians, especially young women, who are breaking through these barriers and paving the way for others. Working in conservation not only helps protect our ocean but also supports the lives and livelihoods of our people. Plus, it can be incredibly fulfilling and fun!
Hotel Insider: What are some key milestones your organisation has achieved since its founding, and what are your future goals for the NGO?
Shaha: Maldives Resilient Reefs was registered in 2020 and became operational in 2021, building on the successes of Blue Marine’s Maldives Resilient Reefs project. I can’t express enough gratitude to Blue Marine for believing in my vision and supporting locally led conservation efforts that aim to leave a meaningful legacy.
Since our founding, key milestones include designating new protected areas in Laamu Atoll, piloting the “Laamaseelu Masveriyaa” sustainable reef fishery programme at Six Senses Laamu, and contributing to national fisheries management, like improving grouper regulations, protecting parrotfish, and upholding the shark fishing ban.
As an ocean lover and marine conservationist, I often wish I could spend more time enjoying our natural beauty instead of constantly fighting for its protection. Unfortunately, given the current state of the world and the challenges we face in the Maldives, that doesn’t seem likely in the near future.

Taxi Campaign and Outdoor Campaign in Germany Ahead of ITB Berlin 2025
In Germany, in anticipation of ITB Berlin 2025, MMPRC launched a major outdoor advertising campaign. This included wrapping 200 taxis in Berlin with Maldives branding for five weeks, strategically coinciding with major events like the 75th Berlin International Film Festival (Berlinale) and ITB Berlin. Prominent billboards at the Berlinale were part of this initiative, aiming to maximise visibility among international visitors and
further promote the Maldives' brand presence in the European market. The digital billboards displayed video advertisements featuring the Maldives' captivating landscapes to over 1.6 million attendees, strengthening the Maldives’ position as a premier luxury destination in the minds of affluent travellers.

Hotel Insider: Could you share your journey from executive chef to executive assistant manager overseeing F&B and Culinary at Le Méridien Maldives Resort & Spa?
Asaf: I joined this beautiful resort over two years ago as the executive chef, and in our very first year, we were honoured to receive the award for Best Culinary Resort in the Maldives by Travel Trade Maldives. We have a strong and dedicated Culinary and Food & Beverage team, and I believe that success in hospitality is built on collaboration and passion.
My love for food goes beyond the kitchen. I have a deep appreciation for wines and spirits and enjoy pairing flavours to create memorable dining experiences. With a talented team and supportive leadership, growth comes naturally. I am grateful for the
opportunity to now oversee both Culinary and Food & Beverage as the executive assistant manager.
Hotel Insider: What are some of the biggest challenges you face in your role, and how does a day as EAM looks like for you?
Asaf: If there is one challenge, it is that there are only 24 hours in a day. I sometimes wish there were 48! There is always something new to focus on, as we are constantly improving and evolving, whether it is culinary innovation, service excellence, or overall resort operations. In hospitality, time is our most valuable resource.
My day begins at 6 AM in the gym with our general manager, followed by breakfast and our morning leadership meeting. Then, I review and approve food & beverage requisitions, go through emails, and spend time at the breakfast service, personally engaging with guests.
In the afternoon, I ensure everything runs smoothly across our kitchens and dining venues. By evening, I visit each restaurant, check in with the teams, and gather direct guest feedback. This hands-on approach helps us maintain high standards and continually

Hotel Insider: How do you balance maintaining high culinary standards while also creating innovative and exciting dining experiences for guests?
Asaf: Quality is non-negotiable. If a product does not meet our standards, it will not make it to the plate. We refine our menus seasonally, considering guest feedback and evolving preferences.
Le Méridien as a brand is deeply connected to art, culture, and cuisine, and it is through this connection that we craft a truly distinctive culinary experience. We aim to stand out by offering a diverse and immersive culinary journey. From our signature dining venues to our exclusive Destination Dining experiences, we continuously innovate while ensuring we cater to all tastes and preferences.
Hotel Insider: Sustainability is key to many hospitality operations today. How do you incorporate sustainable practices into your culinary and F&B operations at Le Méridien Maldives?
Asaf: Sustainability is a core value of our operations, and we are fortunate to have the Greenhouse, one of the largest hydroponic gardens in the Maldives, covering 430 square metres. We grow leafy greens, small vegetables and herbs on-site, harvesting up to 30kg of pesticide-free vegetables daily to ensure the highest quality ingredients for our dishes and some of our signature drinks. This approach also helps reduce our carbon footprint by minimising the need for imported goods and cutting down on food miles. The Greenhouse also operates with a fraction of the water typically required in traditional farming, thanks to rainwater recycling.
One of our standout experiences is the Harvest Table, a farm-to-table dining concept where guests can enjoy a meal made from freshly picked produce. Additionally, we are committed to using only cage-free eggs and sustainably sourced seafood.
Our sustainability efforts go beyond the kitchen. As an example, the resort operates its own water bottling plant eliminating the need for 225,000 plastic bottles each year. We also have solar panels that reduce our annual diesel consumption by 20%, along
with a comprehensive waste management and food composting system. We are also proud to have recently received our Green Globe Certification, recognising our commitment to environmental responsibility.
Hotel Insider: Turkish cuisine is rooted in centuries of cultural exchange. How do you bring a unique perspective to the F&B scene at the resort, particularly drawing inspiration from your Turkish roots?
Asaf: Bringing a touch of Turkish culinary tradition to our menus has been a passion of mine. At Riviera, our Mediterranean restaurant, we feature Manti, Turkish dumplings made from my mother’s own recipe.
At our steakhouse, we offer a Signature Mezze Platter, adding authentic Turkish flavours that guests can share as a starter before enjoying their perfectly grilled meat. In our all-day dining restaurant, Turquoise, guests can indulge in Adana Kebab, a must-try for kebab lovers. Each dish blends tradition with modern presentation, offering guests a taste of something unique and deeply personal.
Hotel Insider: What’s one dish you often find yourself recreating, and what makes it special to you?
Asaf: One of my favourite dishes to create is Küşleme, a rare and delicate cut of lamb loin. Each lamb yields only two pieces, with each cut weighing between 80 and 120 grams. The meat is incredibly tender, and we enhance it with a pistachio crust to create a refined and flavourful experience.
Hotel Insider: How do you maintain a work-life balance, especially given your demanding role at Le Méridien Maldives, and what do you enjoy doing in your personal time when you’re not in the kitchen?
Asaf: Someone once said, "Find a job you love, and you will never have to work a day in your life". I truly enjoy spending time with our guests and my team, and I rarely check the time when I am on duty. Outside of work, I enjoy reading and fishing, both are great ways to relax and reconnect with nature.

The Maldives, a cluster of islands in the Indian Ocean, is celebrated for its beaches, clear waters, and thriving marine life. With 26 atolls and over 1,000 islands, it’s a place of natural splendour and ecological importance. But the Maldives is under threat. Rising sea levels, ocean acidification, overfishing, and pollution are jeopardising the ecosystems that sustain our economy and culture. For us, protecting marine life isn’t just about the environment – it’s about survival.
The Maldives' economy relies heavily on the ocean, with tourism and fishing as its key industries. Tourism, which accounts for nearly a third of the country’s GDP, thrives on the health of its coral reefs and marine ecosystems. Visitors come to experience the Maldives’ underwater world – colourful reefs teeming with life. However, these reefs are struggling. Rising sea temperatures cause coral bleaching, where corals lose the algae they rely on and become white and fragile. Without intervention, these bleaching events could become more frequent and severe, leading to a dramatic loss in marine biodiversity.
Events like the 2016 global bleaching crisis have left scars on up to 60% of the country’s reefs. The aftermath of such events is not only ecological but also economic. Coral reefs serve as a magnet for divers and snorkelers, whose activities generate significant revenue for local tourist businesses. If these ecosystems collapse, the tourism sector faces an uncertain future, impacting employment, revenue, and the national economy. Protecting marine biodiversity is not just an environmental duty; it is a necessity for maintaining economic stability.
Fishing, another economic mainstay, employs 11% of the workforce and contributes about 5% to GDP. The Maldives is praised internationally for its sustainable pole-and-
line fishing methods, which minimise waste and environmental impact. This traditional approach is in stark contrast to industrial fishing methods that deplete fish stocks and damage marine habitats. Tuna exports are especially vital, with Europe being a key market. However, challenges such as overfishing, illegal operations, and warming oceans are threatening fish populations, endangering livelihoods and food security. Unregulated and unsustainable fishing practices, if left unchecked, could decimate fish stocks, leading to economic decline and food shortages.
By prioritising marine conservation through measures like protected areas, sustainable fishing methods, and reef restoration, the Maldives can secure its economic stability while safeguarding its natural resources. Enforcing marine protected areas (MPAs) and investing in sustainable fishing technology can ensure that future generations continue to benefit from these vital industries.
With an average elevation of just 1.5 meters above sea level, the Maldives is extremely vulnerable to rising seas caused by climate change. Projections from the Intergovernmental Panel on Climate Change suggest sea levels could rise by over a meter by 2100, putting much of the Maldives’ land at risk of submersion. Unlike larger nations, the Maldives has little room for inland migration, making the threat of displacement very real for its population.
Healthy marine ecosystems can help mitigate these risks. Coral reefs and mangroves, for instance, act as natural buffers, absorbing wave energy and stabilising coastlines. Mangroves serve as barriers against storm surges and coastal erosion, reducing the impact of extreme weather events. Moreover, seagrass meadows store carbon at remarkable rates, reducing the impact of greenhouse gases. These underwater plants act as carbon sinks, trapping carbon dioxide and mitigating its effects on global warming. Without these ecosystems, the Maldives would be even more exposed to climate threats. Restoration projects, like the Maldives Coral Reef Restoration Project, are already
being conducted to rebuild damaged reefs and bolster their ability to withstand climate impacts. These projects involve coral farming, where coral fragments are grown in nurseries and later transplanted onto damaged reefs. Such efforts, combined with local and international policy measures aimed at reducing carbon emissions, are essential for the Maldives' long-term survival.
Furthermore, adaptation strategies, including floating islands and seawalls, are being explored as ways to combat rising seas. However, these artificial solutions are costly and may not fully replicate the natural benefits provided by intact marine ecosystems. It is imperative that conservation remains the primary focus to ensure the Maldives remains habitable for future generations.
The sea has always been central to Maldivian life, shaping its traditions, cuisine, and craftsmanship. Fishing, boat-building, and other practices have been passed down for generations, forming a deep connection to the ocean. This connection is not just practical but also cultural. Songs, folklore, and festivals celebrate the sea and its bounty, reinforcing the importance of marine life in Maldivian identity.
The depletion of fish stocks and degradation of coral reefs would not only hurt the economy but also erode these cultural traditions. Growing up in a family of boat builders and fishermen, he found his calling early and pursued it relentlessly, mastering the art of sports fishing. From beginning as an apprentice to becoming a master fisher and lure promoter, Jimo’s expertise has earned him recognition not only in the Maldives but also among seasoned anglers worldwide. His story is one of dedication, adventure, and a meaningful connection to the sea.
Hotel Insider: How did your journey into fishing begin and lead to you becoming a master fisher?
Jimo: It’s been a long journey. From a young age, I always loved fishing. I remember going out with my grandfather in a sailboat when I was around eight or ten years old. The boats were smeared with shark oil, which made me feel nauseated, but my grandfather taught me not to give up, whether I felt sick or faced days without catching any fish. My father was a boat builder, and my grandfather was a fisherman, so fishing is in our blood. However, I always wanted to pursue sports fishing because I believed that was the future, especially with the evolving tourism industry. I taught myself by watching YouTube videos, reading articles, and speaking to people involved in sports fishing. Officially, I began in 2010, right after finishing school at 17, when I joined Island Hideaway at Dhonakulhi as a boat crew.
From my first salary, I bought a casting setup and practised relentlessly, teaching myself along the way. I even studied fisheries science at school when it was still taught
as a subject, learning about tides and the Nakaiy (Maldivian weather patterns) from my grandfather.
When the resort’s master fisherman left, there was a vacancy, and I was asked if I could step in.
Although I didn’t have much experience, I took a risk, seeing it as a great opportunity. I started taking guests out for casting, trolling, jigging, and fly fishing. Fly fishing was relatively unknown back then, and even today, it’s not that common. I had the chance to learn from a guest who stayed at the resort for a week and was a professional fly fisher. When he left, he gave me a lot of equipment. Over the years, I gained more experience by going on fishing trips across the north and south, learning from seasoned anglers.
I know there are anglers with more experience, but offshore casting became my speciality. After getting married, I moved to Baa Atoll, where I worked at Amilla Fushi before joining Finolhu in 2016 as part of the pre-opening team. Although I spent one year in recreation at Amilla Fushi, my passion always remained with fishing. Eventually,
Finolhu gave me the role of master fisher, and I became one of the senior staff in excursions and my speciality was fishing excursions.
Hotel Insider: How did you become a lure promoter?
Jimo: I spent a lot on my fishing equipment, but Hai Fishing Tackles, a well-known equipment provider in the Maldives, gave me immense support. They sponsored me with new products; lures, reels, and more to promote their gear. I’ve also received sponsorships from Sony, The Hooks Maldives, Serious Anglers, and Kiwiline in Eydhafushi. I’d especially like to highlight Hai Fishing (Waseem/Umar) and Serious Anglers (Akram), who supported me tremendously. I’m proud to be an ambassador for their products.
Hotel Insider: Can you tell us about your work as a sports fishing guide?
Jimo: Over time, I’ve built a network of contacts through guests who request specialised fishing trips, like fly fishing. The resort allows me to freelance with these requests when I’m free, offering private fishing tours. If I can’t take a trip, I recommend other anglers, such as Kandufalhu Sports Fishing.
Hotel Insider: Apart from fishing, we hear you’re also an entertainer. Could you tell us about that?
Jimo: Boduberu (traditional Maldivian drumming and singing) is my passion after fishing, but I’ve never wanted to make it a job or source of income. Making drums came easy to my father, though no one in my family plays Boduberu. I joined Habeys Boduberu group occasionally and played with them for years and I even performed with Harubee.
For a while, I took a break from Finolhu and accepted a role as boduberu master at The Ritz-Carlton, where I taught guests, both adults and children, about the history of boduberu and how to play it. Although it was a prestigious opportunity, I found myself missing fishing terribly. Even on my off days, I’d go fishing. Eventually, I returned to Finolhu as master fisher, where I truly feel at home.

what was your biggest catch?
Jimo: I've had many memorable catches throughout my career, but two experiences stand out. One of my greatest catches was a 200-kilogram marlin, the largest I've ever caught. Another memorable achievement is my record of catching six to seven sailfish by casting, a feat that is typically done through trolling. Experienced anglers have praised this accomplishment, and Hai Fishing acknowledged it as I achieved it using one of their products for all the catches.
One unforgettable guest experience involved taking a large, affluent group from the Saudi royal family on a fishing trip. They hired the most luxurious speed boat and were eager to catch a "big hammour." At the time, I didn’t know what "hammour" meant, as they referred to it by its Arabic name. Without a picture for reference, I decided that as long as we caught something impressive, the group would be satisfied.
We fished for seven hours, trying trolling and casting without success. At one point, we caught a giant trevally, which the guests reeled in, but they wanted me to cast while they handled the reel once the fish bit. Later, we caught a red snapper, but it escaped. Determined, I offered to extend the trip by another 30 minutes at no charge.
As we neared the resort, I cast over a spot I knew to be promising. Something big caught the bait, and the fish swam under a rock. Realizing the fish's behaviour, I jumped into the water with a mask and fins, propelling the
fish forward with a Dhaavani or hook as the boat crew reeled it in. The catch turned out to be a marble grouper, the "hammour" they had been seeking. The group leader hugged me, exclaiming that I was the best. It was only then that I realised we had caught the very fish they had wanted. Even after 15 years, that adventure remains one of my most cherished memories, and the guests still keep in touch, promising to return to whichever resort I'm working at.
Hotel Insider: How do you see the future of fishing evolving, and what advice would you give to aspiring fishers?
Jimo: Sports fishing is the future, especially with tourism growing in the Maldives. My advice is to prioritise safety. Fishing can be dangerous, hooks can cause severe injuries, so being cautious is key. I also believe in respecting the ocean and practising catch and release properly to avoid harming the fish. It’s important to use the right tools, not bare hands, to untangle fish safely.

Hotel Insider: What are your thoughts on environmental conservation when it comes to fishing?
Jimo: I try to minimise practices that harm the reefs, like anchored fishing. Instead, I introduced Baraa fishing to guests, where they can reel in fish without anchoring, reducing damage to the reef. I also believe we must respect the ocean, throwing rubbish and plastics into the sea is unacceptable. The ocean is a vital part of our ecosystem, and protecting it is our responsibility.
