SEALING OF MOUNTAIN VIEW RD HIKURANGI

WDC has allocated approximately $3 million per annum in its current 2021-31 LTP to fund its seal extension programme. When setting the priorities for the seal extensions, Council’s preferred option is to promote Ratepayer Contribution Seal Extension projects where the benefitting property owners (ratepayers) are required to contribute financially towards the project. The approved funding allows approximately 800m of Mountain View Rd to be sealed from the end of the seal to the western boundary of No 113 (i.e. near the Council Maintenance Ends Here’ sign).

Of importance to note is that the Ratepayers Contribution Seal Extension programme requires a significant level of support and Council requires a minimum of 80% support from the property ratepayers within a project’s defined area of benefit for the project to proceed. The Ratepayer contribution would be $5,750 + GST per property (rating unit) within the defined are of benefit. This could be paid in full $5,750 inclusive of GST, or as a targeted rate over 5 years ($1,150 per year.

A property within the defined area is deemed to be any property that has frontage on or gains access directly off the section of road to be sealed. If at least 80% of the owners agree, then all the ratepayers of the properties within the defined area of benefit would be required to pay the ratepayer contribution.

A Public Meeting will be held in the Hikurangi War Memorial Hall on Tuesday August 9th at 6.00pm. This is to seek feedback on the proposed seal extension project, general information sharing and to answer any queries Contact www.wdc.govt.nz

Hikurangi Mountain Lions Magical Matariki

Hikurangi Mountain Lions were proud to host the first Te Iwa O Matariki celebrations on the Friday 24th June 2022. A great opportunity to bring the community together and put smiles on faces, especially with the disruption and stresses of Covid in recent times. What an amazing day! A classic car and motorbike parade, stage performances, tamariki games, a Vertical Bungee flying experience, kai and craft stalls with a flavour of tikanga values. While the weather wasn’t the best, this did not deter the steady flow of members of our community enjoying the festivities throughout the day. And what better way than to round things off with a fantastic fireworks display, just as dark fell, which created the stars in the sky that we couldn’t see due to it being overcast.

The tomo at no 11 is growing and is now fenced off. Please keep out of this area – its only a golf ball!!!

Please be aware of the wooden ramp going up to the front door, when it is wet it is a little slippery and the committee is looking into solutions. Also take care on the course as it will slippery as well!!!

Hikurangi Police

I am writing this Bulletin on a Thursday night in my warm office with the heat pump working overtime. Outside the office is the reason why I am making the most of the warmth, it is yet another wet and windy horrible day that makes the paperwork more enjoyable. The paperwork that comes with policing is time consuming and is something that is not a strong point despite my nearly 20 years of policing. The reports, files and general correspondence is constant, and I would far rather be out and about and visible.

As previously outlined, I generally choose a topic and write about something that is currently related to policing, crime etc in our area, Northland, or the country if it warrants a mention and my take on it.

It really is a coincidence that the front 2 pages of the local Advocate next to me has the rather large heading under the word Exclusive “Stressed police at breaking point”. On page 2 the narrative carries on with the headline “Police under pressure”.

The piece is said to be from a Northland Constable in the mid north area so I cannot comment on the issues outlined in another area and what he alludes to. Of course, everyone can have discussions about his points, it really is in the public’s interest everyone has the right to feel safe and be safe and we are at the fore front when it turns to custard. This is what drives me and all police officers it’s a core responsibility for police and of course it is challenging.

There is no doubt the job is tough, the things we deal with daily and those that make it tough contribute to a highly challenging occupation at times.

For example, rural police officers in New Zealand total 186 officers who police 53% of the total area of the country. When I say rural that means 1-, 2- and 3-man stations, Hikurangi is a 2-man station or not to upset anyone a 2-person station. The vast majority of our shift we are 1 up so decision making is vital and being equipped for the role and knowing rural is a must. There is no secret to why we take the time to engage with the locals whether you like us or not. You all play a huge role in the make up of each community and at the end of the day your assistance and knowledge is vital.

Although the big headlines are to capture the audience, be reassured the focus is to be the safest country and work hard to get that trust and confidence in the communities we serve.

There is a proverb –‘Learning is a treasure that will follow its owner everywhere.’

Learning is a lifelong journey, and for the tamariki (children) in our community, it is a journey that involves the Hikurangi School. Our local school's history begins in 1883, when the first school was built on View Rd, initially open just 3 days a week. Before this education had been an informal affair in Hikurangi, with local children encouraged to work and learn alongside the children of the Buchanan family - taught by Mrs. Buchanan. In 1877 the Education Act decreed that all primary school-aged children must be educated, and it was clear as our community grew that a more formal arrangement was required. The Native Schools Act of 1867 had established a national system of village primary schools. One of which was opened in Whakapara in 1899. Initially, there were also small schools nearby in Marua, Waipaipai, Opuawhanga, and Otonga. Many of the students who attended these early schools had hard work to do before going to school - helping their families attend to animals and milk cows before their lessons. Today, the Hikurangi School is located on Valley Rd, catering to students Year 1 to 8. Recently, students from the Hikurangi School have been visiting our museum and learning about Hikurangi’s history. We are working together to research and display some historical items at their school. We are enjoying this collaboration and the opportunity to learn from one another – Nā tō rourou, nā taku rourou ka ora ai te iwi (With your basket and my basket the people will thrive). HIKURANGI VOLUNTEER FIRE BRIGADE

This month we received some new equipment, we have a thermal imaging camera (TIC). This is a vital piece of equipment, the tic shows areas still hot and smouldering after a fire is extinguished, previously we have had to rely on Kamo or Whangarei for a TIC

For a training night we had a visit from Whangarei Kaipara Operational Support Unit, they are a volunteer unit based out of Whangarei, they assist with big or serious incidents. We looked over their vehicles to get a better understanding of what they can do for us on scene and while they where here had a look through our trucks seeing what we carry.

OSU assist firefighters with a large range of tasks from scene safety to traffic control, lighting and salvage, while Hikurangi have its own OSU, the guys and girls from Whangarei are a regional unit that provide extra assistance when required and cover from Kaiwaka to Kawakawa area and everywhere in between and even further north when requested.

Have you got smoke alarms installed? This is a vital tool in your home safety kit. When you’re asleep, you lose your sense of smell, so make sure its in working order. Test it once a month, also give it a vacuum now and again, dust build up can trigger the smoke alarm to sound vacuuming the smoke alarm with prevent false alarms.

With winter now upon us its important to be winter safe. Be careful on the roads drive to the conditions.

Remember to always put the ashes in a metal bucket and to pour water on the bucket. Ashes can take up to a week to cool down.

Remember the heater metre rule - always keep clothes, furniture, curtains at least one metre from heaters and fireplaces.
