Arrest Summaries One Last Bump Before Jail VANDENBERG, JARED JOHN YOB: 1998 CHARGES: POSS OF MARIJUANA, POSS OF COCAINE, POSSESSION DRUG PARAPHERNALIA, TAMPER PHYS EVID/ALT/DEST/ CONC, WEAPON OFFENSE USE / DISP FIREARM DURING FELONY, RESIST/OBSTR OFFICER W/O VIOL Arrested at: 09/20/2019 CLEARWATER DR & COBBLESTONE DR. SPRING HILL, FL Arrest Summary: On 9-21-19 at approximately 2210 houns K9 Deputy J.Jernigan requested routine back up on a traffic stop in which he conducted. I then responded to the Intersection of Cobblestone Drive and Clearwater Drive, Spring Hill, Florida, at which point I observed a 2002 white Chevrolet pickup truck at the above mentioned Intersection. K9 Deputy J.Jernigan advised me that he conducted a traffic stop on the above mentioned vehicle for failing to come to a complete stop at the Intersection of Cobblestone Drive and Pinehurst Drive In which there Is a visible stop sign. Upon making contact with the defendant Identified by his Florida driver's license as Jared Vandenberg date of birth 07-11-1998, the defendant's hands were shaking Indicating that he was nervous. K9 Deputy J.Jernigan then asked the defendant If we had consent to

search the above mentioned vehicle at which point the defendant exited the vehicle with a black backpack fastened around his back. The defendant was asked If he had any type of weapon within the backpack at which point the defendant said "no" but then proceeded to open the black backpack. The defendant proceeded to pull out numerous Items In attempts to dispel our alarm. In the process of pulling Items out the defendant extracted a clear cellophane baggie containing a white powdery substance consistent with cocaine. K9 Deputy J.Jernigan proceeded to grab the white cellophane baggie containing the white powdery substance and place it onto the bumper of the vehicle. While the defendant was pulling said baggie out and K9 Deputy J.Jernigan observed the odor of fresh marijuana emitting from the black backpack. K9 Deputy J.Jernigan and myself then attempted to place the defendant Into custody at which point the defendant resisted arrest by pulling both arms away from us. The defendant was then placed onto the ground In order to obtain control and allow us to place him Into handcuffs. Once the defendant was placed Into handcuffs and brought up from the ground I observed the clear cellophane Baggie that contained the white powdery substance to be on the ground, opened In the same place the defendants head was at the time of taking him Into custody. Further observation revealed the defendant opened the cellophane baggie while

Marsy’s Law prohibits law enforcement from releasing any information that could identify the victim of any crime (name, address, sex, age, or any other information). 9/23 Deputies responded to: o Possession of Marijuana Over 20 Grams/Possession of Cocaine/Possession of Alprazolam/Possession of Firearm w/in Commission of Felony/Resist LEO w/o Violence/ Destruction of Evidence – Cobblestone Drive/Clearwater Drive/Spring Hill – Deputies conducted a Traffic Stop on a 2002 Chevy Truck for failing to stop at a stop sign – Driver consented to search of vehicle – When driver exited vehicle he had a backpack – He began taking things out of the backpack, including a clear bag of a white powdery substance, which he tried to conceal – When deputies attempted to obtain the baggie, the driver tried to eat the substance, which later tested positive for cocaine – Driver told deputies if he was going to jail, he wanted “one last bump” before going – Arrest/Male – 2019-30800. o Sex Offense – District 1/Zone 8 – Active Investigation – 201930789. o Grand Theft - District 1/Zone 9 – Unknown suspect(s) opened the gas pumps and removed the entire credit card reader/ hardware – Valued at $5,000 – Active Investigation – 201930862. o Wanted Person – 8402 Weeping Willow Street/ Brooksville – Pacso deputies provided a possible location for a wanted person – Individual was wanted for Home Invasion Robbery/Kidnapping – Deputies responded, located the individual, identified as Dominic Shores, and placed him under arrest – 2019-30891. o Irrational Person/Robbery to a Person - District 2/Zone 1 – Person outside “protesting” and acting irrational – Another person arrived and stole a flag the victim was waving – Irrational person was Baker Acted – 2019-30927 – The person who stole the flag fled the area – 2019-30928 ) active investigation). o Suicide Attempt - District 2/Zone 6 – Female/13 YOA – Active Investigation - 201930932. o Structure Burglary - District 1/ Zone 2 – Unknown suspect(s) entered an RV and a garage and stole multiple items – Active investigation – 2019-30900. o Possession of Crack Cocaine w/Intent to Sell/ Possession of Marijuana

Over 20 Grams/Possession of Oxycodone/Possession of Drug Paraphernalia/Resist Arrest – Croom Road/Dewitt Drive/ Brooksville – Deputies assisted w/a Hit and Run Crash at Croom/ McIntyre – Suspect vehicle located at Croom/Dewitt – Driver was located in the vehicle – When deputies attempted to take him into custody, he resisted arrest – Once in custody, deputies located 35.33 grams of marijuana in his pocket, a plastic bag with six smaller baggies of crack cocaine, weighing 8.76 grams, and 12 Oxycodone pills – Arrest/Male – 2019-30919. o Felony Warrant/Resist w/o Violence – 11318 Eskimo Curlew Road/Brooksville – Suspect fled but was apprehended after a short foot pursuit – Arrest/Male – 2019-30912. o Death Investigation - District 1/Zone 4 – Deputies and HCFR responded in reference to two people being “down” due to possible reactions to illegal narcotics – Two persons (male and female) transported to a local hospital – The male was pronounced deceased at the hospital – Female will recover – Preliminary investigation reveals accidental overdose – 201930952. o Residential Burglary - District 1/Zone 1 – Entire house ransacked – Blood left on scene (from breaking the glass to gain entry) – Active Investigation – 2019-30987. o Suspicious Incident - District 1/Zone 5 – Two 9-1-1 calls received from an open line – Female heard in the background – Active investigation – 201931011. o Stolen Vehicle - District 2/ Zone 5 – Vehicle owner went into the store, leaving the vehicle running while doing so – Unknown male left the store and stole the vehicle – Active Investigation – 2019-30998. o Retail Theft/Possession of Alprazolam - District 2/Zone 1 – Two males entered the store and stole various items – Both apprehended by Loss Prevention – When deputies made contact and searched their vehicle, two whole and two half Alprazolam tablets were located – Arrest x2 – 2019-30996 and 2019-30997. ·

Search Incident to arrest, (7) individual clear cellophane baggies of a green leafy substance were located In the black back pack the defendant was wearing. A presumptive field test tested positive for marijuana and weighed a total of 83.04 grams utilizing NARCO test kit E. A presumptive field test of the white powdery substance Indicated a positive result for the presence of cocaine and weighed a total of 14.28 grams using NARCO test kit 7804. Also in the black back pack was a 9MM handgun SIN 751942 along with (2) magazines. Further observation revealed (1) Alprazolam pill In the defendants wallet which was later Identified using pillidentifer.com and a total weight of .12 grams. All narcotics were weighed utilizing OHAUS scale S/N: 8033491150. Uniform traffic citation was Issued to the defendant for violation of a traffic control device 316.074(1). A transmittal form was completed and left with Jail staff. The defendant was taken into custody and transported to the Hernando County Jail. Once at the jail, the defendant wu given a bond of $2,000.00 for possession of cocaine, a $2,000.00 bond for possession of marlJuana over 20 grams, $2,000.00 bond for possession of a controlled substance,

$2,000.00 bond for possession of a concealed firearm while committing a felony, a bond of $2,000.00 for destruction of evidence, and a $500.00 bond for resisting without violence. The defendant was given a felony court date of 10-15-19 at 0830 hours In courtroom "D" of the Hernando County Courthouse. “Can we just drop this?” LETHCO, EVAN MICHAEL YOB: 1990 CHARGES: POSS OF MARIJUANA, SALE OF CRACK COCAINE, POSSESSION OF OXYCODONE, POSSESSION DRUG PARAPHERNALIA, RESIST/OBSTR OFFICER W/O VIOL Arrested at: 09/21/2019 DEWITT DR, BROOKSVILLE, FL 34601 Arrest Summary: On 09/21/2019, at approximately 2211 hours, the Sheriff's Office received a call advising a vehicle struck a mailbox at 10003 Mcintyre Road, Brooksville, and continued eastbound on Croom Road. Another call shortly after advised an SUV with front end damage was on the side of Croom Road. Deputy S. Derryberry located the vehicle, a 2006 green Ford Escape registered to the Defendant, on the side of Croom Road near Dewitt Drive. When Deputy Derryberry arrived he observed a white male wearing a black shirt and camouflage

o Winding Waters K-8 – Information – Student made a FALSE report to school administrators regarding a school

pettem shorts walking away from the vehicle and to the residence located at 23009 Dewitt Drive, the Defendant’s residence. Deputy Derryberry then returned to the scene of the crash with the mailbox. I arrived In the area of the SUV and observed the Defendant in the driver's seat taking items from the vehicle. The Defendant, who was wearing a black shirt and camouflage walking away and to walk back to me 3 times because I had reasonable suspicion to believe he was Involved In a hit and run accident. The Defendant walked Into his residence and shut the front door. The Defendant then opened the front door and advised he was not driving and the vehicle was not his. The Defendant closed the door again. The Defendant then opened the door, said .. don't tow my car," and closed the door again. The Defendant then opened the door and stated, "can we just drop this? It was just a mailbox." I attempted to detain the Defendant and grab his left wrist. outside of his residence on his front porch, at which time he pulled away from me. I took the Defendant to the ground. Deputy Derryberry and I told the Defendant to stop resisting multiple times and to give us his hands which he refused. The Defendant was eventually placed Into handcuffs after Deputy Derryberry and I forced his hands behind his back. Search Incident to arrest, I located a plastic baggie containing 35.33 grams of a green leafy substance that

tested positive for marijuana using Narco Test kit 7608. I also located a plastic baggie containing I separate baggies containing a white rock-like substance that tested positive for cocaine using Narco Tnt Kit 7809. The Defendant had approximately $584.00, predominantly made up of $20.00 bills in the same pocket as the individually packaged drugs, which through my training and experience indicated the Intent to sell. 12 oxycodone pills went also located In a plastic wrap Inside a prescription bottle expiring 12/16/2018 In the Defendant's name. All of the aforementioned items were located in the pockets of the Defendant's shorts. The Florida Highway Patrol worked the vehicle crash and arrested the Defendant for multiple charges under case number FHP.CF-OFF·104668. The Defendant was medically cleared at Bayfront Health Brooksville, due to a pre existing knee Injury, and then transported to the Hernando County Jail without Incident. The Defendant was given a bond of $1,000.00 for raslat officers without violence, $2,000.00 bond for possession of marijuana (more than 20 grams), $5,000.00 for possession of cocaine with the Intent to sell, $2,000.00 for possession of oxycodone, and $1,000.00 for possession of drug paraphernalia. Total bond: $11,000.00. The Defendant was given a court date of 10/1512019.

Conversion project that was developed by the Hernando County Utility Department (HCUD) in 2016. The portion of the project approved will affect roughly half or approximately 450 properties in an irregularly shaped area north of Elgin Blvd. and south of Cortez Blvd., The westernmost border of the area is between 1000-2000 feet just east of Commercial Way, and continues eastward until undeveloped land is reached. The removal of septic tanks will require the design and construction of gravity sewers, pumping stations, and force mains. The impetus for the conversions is the Weeki Wachee Basin Management Action Plan (BMAP), set forth by the state, which identifies septic tanks as a major contributor of excess nitrogen to groundwater. Removal of septic tanks and drain fields is expected to reduce the excess nitrogen. According to the BMAP, the county is required to reduce the discharged nitrogen by 195,200 pounds per year within 20 years of June 2018. Costs for the 450 Property Conversion: Hernando County Cost (2021) : $4,125,000 FDEP Springs Funding (2021) : $8,250,000 SWFWMD CFI (Cooperative Funding Initiative) Cost (2021): $4,125,000 Total Cost (2021): $16,500,000 The county is currently working on a mandatory connection ordinance for sanitary sewer, which is under legal review. At the Tuesday, Sept. 24, 2019 final budget hearing, the Hernando County Board of County Commissioners (BOCC) approved the Fiscal Year (FY) 2020 final budget totaling $528,115,249. Commissioners also voted to raise the existing 6.8912 millage rate to 7.8912. This tax rate, $7.8912 for every $1,000 of assessed property value, is intended to eliminate the General Fund deficit and help to restore reserves by contributing a total of $123,212,691 to the General Fund budget. The approved FY 2020 final budget was balanced with expenses equal to revenues without using reserves. BOCC Chairman Jeff Holcomb opened citizens comments by correcting statements heard in previous meetings about impact fees and sales

taxes. “Impact fees do not have anything to do with our general fund. Impact fees only affect capacity , “capacity” is increasing an intersection, building a new school, expanding or building a new park. Our impact fees are at 100% except for roads (which are) at 22%, and schools are at 50%. Sales tax can only go towards capital. So, if you’re talking about a new radio system, cars, buildings, those type of things sales tax (can be

used for).” Holcomb added that capital expenses make up about 4-5% of the total budget. “It would be great to have a sales tax increase … but that can only be used for a limited scope,” said Holcomb. Before the vote on the millage rate, Commissioner Steve Champion asked, “I believe this vote is illegal… it’s over 14% millage increase. I disagree with the forms, I don’t agree with the Administrator or the staff … I want to be on record

to say that a 3-2 vote is not legal to pass this large of an increase.” County Attorney Garth Coller said, “My advice to this board is to go with the interpretation by the professionals who are charged with overseeing the county budgets. Believe me, they will look at the numbers … and send it back if you’ve made a mistake.”
