Heel regs is Coenie Groenewald, munisipale bestuurder. F

Post Office investigates dumped mail JANHENDRIK COETZER If anyone has wondered why they are not receiving the mail that is supposed to be delivered by the Post Office, information about two recent incidents reported to the Hermanus Times may shed some light. The first incident was reported by a resident last week. The person said that mail was being dumped in a yard in Mount Pleasant, and buried in the garden. When the HT contacted the Hermanus Post Office, the response was that they do not have permission to comment on the incident because it is being investigated by the South African Post Office’s internal investigations department. According to Deon Louw from the South African Post Office’s communications de-

Help keep cliff path projects going “Though not without its share of frustrations and disappointments, the past year has been another very active and rewarding one for the Cliff Path Management Group (CPMG).” With this opening statement, David Beattie presented the CPMG’s 12th Annual Chairman’s Report at the end of February. “We are grateful to the mayor, Wards 3 and 4 councillors, the area manager, environmental management team and officials, as well as the private contributors to our ongoing efforts,” said Beattie. The CPMG works through and with the Fernkloof Advisory Board and maintains close ties with Whale Coast Conservation (WCC), the Hermanus Botanical Society (BotSoc), Hermanus Public Protection (HPP) and the Hermanus Tourism office. Blake Albert, GM of the Windsor Hotel, and his staff were applauded for their efforts in removing litter along the coast from Swallow Park to Gearing’s Point. 2013/14 Accomplishments ) The resurfacing of the path along the sea front from the Windsor Hotel to Gearing’s Point is now complete. ) Alien clearing exercises under Frank Woodvine have taken place regularly at various points along the path. The CPMG plans to encourage greater volunteer participation to develop a sense of ownership of the cliff path. ) Maintenance checks and repairs have been made to most of the boardwalk bridges with more

planned for the coming months. ) Theinformativebrochurethat the CPMG envisaged some years ago, came to fruition. Prior to the festive season over 7 000 copies were distributed. A special word of thanks is due to the Rotary Club of Hermanus for their generous sponsorship of this 2013 flagship project. ) Signage: The CPMG and Noel and Belinda Ashton on behalf of IFAW, have now replaced all missing or vandalized signs. Signs identifying the wheelchair-friendly routes have been erected on Hoy’s Koppie. ) The 19 Eyes and Ears volunteer monitors have been extremely helpful in reporting damage to benches, signs and paths as well as garden transgressions into the reserve. Finances ) Municipal financial backing of cliff path development and maintenance has increased substantially in recent years. Nevertheless it is vital that the community voluntarily and actively supports this priceless seafront amenity. The CPMG does not seek membership subscriptions, but still depends on donations from the community. Contributions can be made by cheque to Investec Bank and sent or handed to the CPMG chairperson or a committee member. (Note: cheques to be made out to Investec Bank and not to the Cliff Path Management Group); or electronic transfers can be made as follows: Bank: Investec Private Bank; Branch number: 580105; Account

name: Hermanus Cliff Path Management Group; Account number: 5000 211 5857. The future ) Due to demand, The Cliff Path Experience DVD is being reproducedandwillbeavailablethrough the CPMG, the Hermanus Tourisismofficeandbookshopsfromearly March 2014. ) The CPMG is developing a proposal for presentation to the municipality and its environmental management division for a mini version of the world class Biodiversity ParkatSeaPoint, utilizingthepresently alien infested coastal area between the Windsor Hotel and Gearing’s Point. Security issues ) During the past year there was one recorded assault on the cliff path which is one too many. The CPMG, and in particular, Kari Brice,Ward3councillorandCPMG member, are in touch with HPP and the relevant law enforcement bodies to ensure optimum safety of users of the cliff path. The Kielder Ob servatory in Northumberland, UK, is a striking example of func tional, contempo rary architecture. The founder and director of the ob servatory is cur rently visiting Her manus.

Renowned British astronomer visits Gary Fildes (FRAS), the founder and director of the Kielder Observatory in Northumberland – officially the “darkest sky” site and leading Astronomy Outreach observatory in the UK, is visiting Hermanus. He will be giving a public lecture in the municipal auditorium on Monday 10 March at 17:30 on The Kielder Observatory Story. Gary’s passion for astronomy led to the establishment of the Kielder Observatory Astronomical Society in 2007 by an intrepid group of enthusiastic amateur astronomers to promote interest in the science of astronomy amongst the wider public. The official opening of the Kielder Observatory was conducted by the Astronomer Royal in 2008 and since then the observatory has attracted

over 50 000 visitors, making it a leading tourist attraction in Northumberland. The observatory is a striking example of functional, contemporary architecture in a unique and breathtaking setting. Gary has recorded numerous talks with and interviews for BBC4 TV on astronomical topics. Hermanus is very privileged to have such a renowned outreach astronomer relating how his dream of bringing astronomy to John Citizen was realised with spectacular success – particularly in view of the Hermanus Astronomy Centre’s own ambitious plans for an Astronomy Education Centre. This will undoubtedly be an uplifting experience not to be missed. An entrance fee of R20 will be charged. Visit www.kielderobservatory.org for background information. - PIERRE DE VILLIERS

TOYOTA COROLLA In 1975 Toyota South Africa introduced the first Corolla to the South African public. In 1982 it became South Africa’s bestselling vehicle. On 20 November 2013 the one-millionth proudly South African manufactured Corolla rolled off the production line at the company’s Prospecton Plant in Durban. The 11th generation Corolla is a logical evolution of the world’s favourite car and a perennial bestseller that, in its 47 years, has always been synonymous with functional design, creature comforts, space, reliability and excellent value. Now add this to a revolutionary fresh design and plenty of tech smart features. The six major selling points comprise a cuttingedge design and package that projects a sense of new value; ergonomics and user friendly features; an interior that clearly projects fine quality; top level fuel efficiency versus the competition; tech smart equipment which matches market needs and attracts younger buyers; and an enjoyable driving experience. In order to attract a new type of customer in addition to loyal Corolla customers, the New Generation Corolla aims to maintain its dependable image; but also offers the customer an exciting vehicle which instills pride. The New Generation Corolla has been designed to achieve minimum levels of drag, contributing not only to enhanced cabin quietness, but also reductions in both fuel consumption and CO² emissions. The lowest possible bonnet line, a steeply raked windscreen and seamless roofline combine to smooth the flow of air over the vehicle. The design is imposing without being overly aggressive with an even more spacious interior. In addition to the supersized cabin and luggage compartment, the all-

new Corolla has received a completely refurbished interior featuring a stylishly re-designed cockpit, superior trim materials and enhanced ergonomics. A peak under the bonnet reveals a full range of powerplants including: • A 1.3-liter option with 73kW of power and 128Nm of torque. This will be Corolla’s entry level of engine, ideally suited to fleets and those customers for whom fuel consumption is paramount. • An all-new 1.4-liter Turbo diesel (66kW and 205Nm) is a real eye-opener, offering levels of refinement coupled with surprising urge for a small capacity engine. It will be the most affordable diesel model available within the C segment. • The 1.6-liter engine (90kW and 154Nm) is carried over from the current Corolla, however improvements have been made to the fuel consumption and CO² emission figures. • Lastly, a 1.8-liter engine with 103kW of power and 173Nm of torque has been adopted as the flagship engine. The new Corolla will be available in a choice of seven exterior colours: seaside pearl (light blue), avant-garde bronze, grey metallic, glacier white, satin silver, eclipse black, pacific blue. “Pricing of the Corolla 1.3 Esteem starts at R214 900, 1.4 Diesel Esteem R237 900, 1.4 Diesel Prestige R249 900 up to the 1.8 Exclusive CVT R283 900. A 5-year or 90 000 km service plan is offered standard”, says Dealer Principal Johan van Zyl. For any additional information, contact Hermanus Toyota at 028-312 1177/8.

HEDDA MITTNER Local residents along the R320 between Hermanus and Caledon (the Hemel-en-Aarde Valley Road) had a chance to air their grievances and frustrations at a meeting on Tuesday afternoon about the delay in resuming construction after the project to upgrade the road came to a complete standstill four months ago. The meeting was convened at the Wine Village conference venue by representatives of the provincial Department of Transport and Public Works, the newly appointed contractor Brink and Heath Civils, and the consulting engineers Worley Parsons. Although MEC Robin Carlisle was scheduled to lead the meeting, he cancelled at the last minute and the department’s senior operations manager, Anton Nell, took over the proceedings. “It’s already the beginning of March and not much is happening,” said Nell. “This is not what we had hoped for.” Among the complaints from business owners, farmers and residents along the route were rocks in the road and the extreme dust which impacts on visibility and have both been the cause of numerous accidents and breakdowns that necessitated costly vehicle repairs. Ironically, one of the attendees, Carolyn Martin from Creation’s car malfunctioned after she hit a rock in the road on her way to the meeting. She said the rock had been lying in the road for months and was obscured by all the dust. The dust also has an impact on produce, and one farmer said his apples had been rejected by the buyer because they were too dirty. While everyone had looked forward to the upgrade of the road, the project had turned into a nightmare for them, said another resident. The upgrade, which involves the tarring of 16 km of the R320, started off well enough, Nell said, but soon fell behind when the previous contractor, Vusela Construction, ran into financial difficulties. The department terminated its contract with Vusela on 1 November 2013 as a result of non-performance and the

company was liquidated on 6 December last year. Although the tender process was fasttracked and the new contractor, Brink and Heath Civils, was appointed at the end of January, they have been unable to resume construction work because of the storm water damage to the road, following two heavy downpours in mid-November 2013 and early January this year. This damage forms part of a separate insurance claim and a detailed survey first had to be done to assess the damage. Andries van Wageningen, the consulting engineer on site, said this process has now been completed and the repair work will be handled separately in such a way that it has a minimum impact on the project. “The heavy machinery arrived on site today and there will be no further delays,” he said. “The people in the valley will be kept up to date regarding the progress of the project through regular correspondence from the department.” The project manager from Brink and Heath Civils, Kenwyn Street, said the safety and convenience of motorists will be their top priority. “All temporary deviations will be maintained by the contractor in a safe and trafficable condition and the construction work will be phased in such a way that it causes the least disruption.” He added that a second stop-andgo system will be put in place in the next few weeks to regulate traffic. Nell apologised for the delay and gave his assurance that the department would make up for it. He emphasised that Shaw’s Pass, which is already tarred, would not be closed again and that the storm water repairs can be done while maintaining two-way traffic. “The repair work will, however, have to be worked into the programme, which means that the project could take one or two months longer than the estimated 15 months to complete.” The project was originally scheduled for completion in September 2014. The delays have now pushed this date back to May or June 2015.

Roelof du Toit, pastoor by Rain Christian

New vet clinic in town When they arrived in Hermanus last year from Devon in England, veterinarian Maarten van Dalsen, his wife Sherry and their son Jack (2) fell in love with Hermanus and decided to start their own practice. The Bergview Veterinary Clinic, situated on the corner of Royal and College Street in Hermanus, opened its doors in December and the doctor couple – Sherry is also a veterinarian – is very excited about their new venture. Their motto is: Doing our best for your best friend. The Van Dalsens have combined experience in veterinary medicine of over 36 years. Maarten was trained at Onderstepoort, a veterinary school in Pretoria, graduating in 1997, and Sherry trained in the USA at the University of Georgia, College of Veterinary Medicine, graduating in 1995. Since arriving in Hermanus, Sherry has played an active role in helping the Hermanus Animal Welfare Society at their clinic, by working there part-time. Sr Melani Muller is part of the Bergview Veterinary Clinic and a real asset to the practice. Sherry says Melani is a dedicated, caring and compassionate nurse who takes an active role in decision making as well as caring for all their patients. “Before we opened the practice, we selected the most up to date equipment brought over from the UK,” says Maarten. “The clinic has stainless steel kennels that provide a hygienic and comfortable environment for our patients. We offer digital x-ray and have invested in brand new quality surgical equipment.” Bergview Veterinary Clinic is fully equipped to handle difficult surgical procedures, including orthopaedics for fractures or soft tissue injuries. They have a special dental machine and pulse oximetry monitor, and only use the most up to date anaesthetics. Bergview also offers 24/7 emergency services and have an on-line shop at www.bergviewvet.com. Contact them on 028 312 1390.

Caroline Davis brought her family to join in the treasure hunt.

Fun at treasure hunt Thanks to enthusiastic participants keeping their noses on the ground, a lot of hooves were discovered on the treasure hunt on 22 February and good prizes were won by every happy dog. Naomi Pretorius, from Paws & Listen, held her dog Kompas’s birthday near the country market.

Kompas enjoyed the company of his doggy friends and seemingly unmatchable breeds – a Great Dane and a miniature four-month-old Daschund made friends while searching for treasures amongst the trees. Pretorius thanks all the vet shops who generously donated towards the prizes. The Hermanus Animal Welfare Society (HAWS)

received animal toys and contributions to buy more toys to keep the dogs occupied. Pretorius said a specialhug goes to Kompas’s best friend Lali Polea, who helped with the layout of the track and taking Kompas to lead the pack on the long course. Polea also taught Kompas to surf!, said Pretorius.

– SSMA/ FANIE KRIGE

FIRE MANAGEMENT PLAN FOR KLEIN MOND: Working on Fire (WoF) recently helped the community of Kleinmond to design a fire management plan specifical ly for their area. The plan includes the reduction of fuel loads like rubbish as well as an evacuation plan. This follows after it was noted that Kleinmonders live far from the fire department and close to fynbos and does not have sufficient resources to extinguish fires. A total of 13 people, who were identified as key roleplayers in the community, attended the meeting and will convey the message by means of a doortodoor campaign this month. WoF will also coordinate this campaign.

New man at the helm of the U3A KERRY VAN RENSBURG The U3A Overberg elected a new chairperson at their AGM on 13 February and the new man at the helm of the organisation is Gert Claassen. Gert says: “It’s a privilege to follow in the footsteps of Dr Robin Lee and Allan Powell who founded and led the U3A in the past 10 years.” And Gert, who retired to Hermanus three-and-a-half years ago, is certainly well qualified to lead the U3A into the next decade. Before settling in Hermanus with his wife Carol, Gert was based in Centurion, outside Pretoria. He studied electrical engineering at the University of Pretoria and then practised as a consulting engineer for the design and construction of industrial and commercial complexes. He was one of the original engineers who helped design the first TV complex for the SABC in Auckland Park, Johanesburg, in the early 1970s. Gert continued in private practice and over the years did a great deal of follow-up work for the SABC. “This eventually led to me being recruited by the SABC to top management when the broadcasting corporation was restructuring itself into business units,” says Gert. “I became the chief executive of operations at the SABC which involved all production facilities, technology, management of the physical facilities and the production artists.” During the transition phase of South Africa and the SABC, Gert was appointed as deputy CEO under Zwelakhe Sisulu.

He retired from the SABC in June 1997 and served as a consultant and director of various companies. He says when he became a member of the Credit Committee of the Industrial Development Corporation (IDC), it changed the course of his life. Due to the investment of the IDC in the Pebble Bed Nuclear Reactor Company (PBMR), he was appointed head of international marketing as well as manager of localisation, which means he was responsible for developing the local production capacity for nuclear components. He was also chairperson of the procurement committee. “My first wife was Rita Rubidge from Graaff Reinet and we had two sons who live in Cape Town,” says Gert. “After Rita passed away, I married Carol who worked for the SABC for 30 years. She has a son living in Australia. “Even before actually moving to Hermanus I was invited to address the U3A and we attended some of their meetings while on holiday. So from the moment we moved here, we were involved with the U3A.” Gert says: “One of the things I appreciate about Hermanus and why we enjoy it so much, is that there are so many people who have had wonderful and exciting careers who have retired here. That is why the U3A is such a vibrant organisation.” As the new chairperson of the U3A, Gert has already conducted a member survey to find out what their interests are, so that they can be catered for. Work on the 2015 U3A programme has already begun and Gert says keeping the U3A going is a challenge he looks forward to.

Mol meen hele plaas moet besluit oor mall EDITORIAL COMMENT Tragedy strikes in an instant On Sunday morning two little children burnt to death while watching TV. By the time their five-year-old brother was able to find help, the shack they were in was ablaze. This tragedy, caused by an unattended outdoor cooking fire, occurred in an instant. Shacks caught fire, people in Zwelihle were left homeless and two helpless and vulnerable children died. Help has been extended to the families dealing with their loss. With shack fires being all too common, perhaps it is timely that the affordable housing development along Swartdam Road, next to the new clinic, has been approved by province, as has the formalisation of Asazani, an informal settlement, on the other side of the same road. While this may be a drop in the ocean, in terms of the enormous need for adequate housing and planning in this area, at least a few hundred families will be afforded some level of relief from socio-economic pressures.

‘As die skoen pas’ My thanks to “love my dog” in the SMS column last week. Your SMS says it all. It is, after all, not the dogs but the owners who are responsible for their dog’s discipline. I am a dog-lover myself, but since my old man passed away I have yet to find a dog like him and he never was a nuisance to the neighbours. Maybe soon I will get lucky.

Thanks to the family of good Samaritans I’d like to express my heartfelt thanks to the family in the silver 4x4 (with the bicycles on the back) – unfortunately I did not get your names – for stopping along the road between Hermanus and Stanford to help change my car’s flat tyre (the burgundy Toyota Conquest) on Sunday afternoon. Most people will just drive past, but it is good to know there are still some good people out there who will stop and help a damsel in distress.

The dreamers and the realists A lot has been written and said about the positive and negative attitudes with regards to the proposed new mall in Sandbaai. I would rather refer to them as the Dreamers and the Realists. I lived in a small town in the middle of the coal mining and electricity producing area of the Highveld for many years. There were only small businesses to supply the needs of the town, with the nearest four large towns being 50 km away. The community felt that there were enough people to warrant the building of a supermarket, even though the small businesses were totally against it. We were told that a supermarket would only be built if there were 10 000 breadwinners above a certain income. Eventually a supermarket was built and slowly but surely the small businesses closed down one by one; the owners moving away to other towns. This resulted in empty shops which in turn affected the income of the land owners. The downward spiral was slow to start off with but eventually, due to the people moving away, the high school and the primary school had to amalgamate as there were not enough children to fill both premises – another building standing empty. Even churches closed their doors or moved into smaller buildings. The irony of the whole story is that eventually the supermarket also closed down as the people were still going to the larger towns to do their monthly shopping and there were no longer enough people left in the town to cover the running costs of the larger shop. Now this town has a lot of empty shops and houses and very few people in what was once a thriving community. What has this to do with Sandbaai and the mall? When last did you walk through the CBD area of Hermanus? How many shops and offices are standing vacant? How many shops have sales where goods are marked down to 50%? There are already too many shops for the buying power of the area. Build another shopping mall to create jobs? All that is going to happen is that you are going to take from Peter to pay Paul! You are not bringing “new” money into the loop. Why have the CBD areas of the cities, such as Johannesburg and Pretoria, died a slow death? Because malls like Sandton City, Centurion, Eastgate, Southgate etc were built. Hermanus lives due to the tourist and holiday makers. That is the main source of outside income that supports the majority of the businesses in the area. It is definitely not the local population that keeps

them going. Why do so many guest houses and restaurants find it necessary to close for a portion of the winter months? As a service provider in Hermanus, I dread the winter months as I know that my income during those three months does not even start to cover my running costs. For two months in the year I work very hard and make a decent income. The other seven months I manage to cover my overheads, but please don’t let one of my machines break down! There is an abalone farm, but where are the oyster, mussel, kelp and shrimp farms? All of which would help to clean the pollution that is pumped into the sea as well as create jobs and develop an export trade, bringing in a much needed outside income in to the community. If China can develop these farms, what is wrong with the South Africans? Comments have also been made that there isn’t enough for the children to do in Hermanus. How often have they gone sea kayaking, tree-top sliding, quad biking, abseiling or shark-cage diving to name but a few? They are there not only for the tourists. Support the local businesses and not only once! With regards to a cinema, any idea what the running costs are? Many years ago a friend, who was the manager of a Ster Kinekor theatre in Johannesburg, told me that they needed to sell 25 tickets per showing just to cover the costs. That was calculated on 4 shows, 365 days a year. Sorry, but there aren’t enough people in this area to generate those kinds of sales. Why have the ice skating rinks closed down in the large cities? Overheads are so high, and once again there were not enough people using the facilities to cover the costs, let alone to make a profit. Ten Pin Bowling Alley – if Northcliff Corner, Johannesburg, which was built as an entertainment centre for the youth couldn’t make it, why do you think that Hermanus can? You cannot rely on the tourists to keep these businesses up and running. People just don’t seem to realise what costs are involved to operate this kind of business and how many people are needed to support it. Want to develop an entertainment centre for the youth? Then make sure that the least amount of electricity and maintenance is required. What about a BMX track, skateboarding park, roller-skating rink, trampolines, carpet slide and abseiling wall, to name but a few activities. Get the children away from the electronics and back to “muscle power”!

A REALIST PR, HERMANUS

‘Grateful to live in Hermanus, as it is’ Gratitude unlocks the fullness of life. It turns what we have into enough, and more. It turns denial into acceptance, chaos to order, confusion to clarity. It can turn a meal into a feast, a house into a home, a stranger into a friend. Melody Beattie Hermanus attracts people that want a different lifestyle for their families. They know what a gift it is, just being able to settle here in Hermanus. Has this changed, as it seems that we all want to live here for the beauty and “simple” life as long as we are not inconvenienced. Never mind that our convenience encroaches on what others want, and that it brings more traffic and possible crime. Should we not STOP AND LISTEN to ourselves? Have we become so spoilt that we have forgotten to be grateful and count our blessings for what we do have? Stores are criticised for not stocking exactly what each of us want. We have to drive several km to shop. Build a shopping centre closer to me! The town closes too early. We want more of what we have at our other home. We have the money to spend! The baboons stole my fruit that I left on the patio. Control those smelly pests!

The cliff path looks tatty, fix it! The beach is littered with seaweed, how can you allow this? This house is old and out of fashion, break it down and rebuild it. Build the new mall for job creation, even though we suspect that most of the staff (plus their families) are brought in from out of town, which still leaves high unemployment. (Perhaps Wicus can comment? Hope we are wrong in our assumption.) We relocate and enjoy the simple beauty, but soon that fades and woe betide us as reality sets in and we realise that we can’t get our favourite food and drink, or those cute Italian floor tiles that are only available over the mountain. These things make life so much easier for us, so why can’t we have them all at our fingertips? We worked hard and deserve it. If we are wanting more variety than is already offered in Hermanus, why didn’t we consider Somerset West, where we could live on the boundary of the mall, or the CBD of Cape Town where there are many late-night venues? Perhaps it was the high crime rate that we wanted to avoid. Let’s be careful of what we ask for. Grateful to live in beautiful Hermanus, as it is.

as 93%.

Affordable houses planned for Zwelihle HEDDA MITTNER About 282 houses will be built in Zwelihle and 28 erven in the informal settlement of Asazani will be formalised in the near future as part of the proposed Swartdam Affordable Housing Development. Environmental authorisation for this development was issued in February by the Department of Environmental Affairs and Development Planning, and the 30-day appeals period started on 4 March. The development consists of two sites, the larger being the remainder of Erf 243, which takes up 5,16 ha stretching from the new Zwelihle Clinic to Stil Street and bordering the Mariner’s Village security housing estate. Here the development will entail about 282 affordable residential erven and public open space taking up 24 erven. The other site is in Asazani on Erf 8946 on the opposite side of Swartdam Road, where about 28 existing residential erven will be formalised and the Overstrand Municipality will provide electricity, potable water, waste water disposal and solid waste disposal services. The applicant, Suppliers to all (Pty) Ltd, has to start with construction within the authorisation’s validity period of five years. The whole development will take up about 5,57 ha. The authorisation document states that the development would mean that about 310 of the households in the area will no long-

er have to live in informal settlements and will instead be given housing in a formal residential area. This will help to alleviate the housing shortage in Hermanus and bring about a significant improvement in the living conditions of the recipients’ households. As motivation for the desirability of the project the document also states: “In addition the construction phase will yield socio-economic benefits in the form of about 200 employment opportunities, thus contributing to poverty alleviation.” Briand Louw from the Overstrand Municipality: town planning and housing project management says the municipality will use two implementing agents, Motlekar Overstrand and the Cape Town Community Housing Project. Once the appeals process, the rezoning and subdivision of the erven have been completed, construction will commence as soon as the proposal is approved by the provincial Department of Human Settlements and the necessary funds have been made available to the municipality. The erven will vary in size between 140 m² and 200 m² and the footprint of the low-cost houses will be approximately 40 m²–45 m². Lianda Beyers Cronjé, councillor for Ward 4, which includes Erf 243, says the development will make a huge difference in the lives of people who are in need of affordable housing. “This will have a far-reaching impact and go a long way towards alleviating the socio-economic distress in the area.”

This map indicates the site between the new Zwelihle Clinic and Stil Street where approximately 282 lowcost houses will be built as part of the proposed Swartdam Affordable Housing Development.

KNOW THE FACTS ABOUT EDUCATION AT HOME The Western Cape Education Department calls for the attention of all parents and members of the public to the following: • A parent wishing to teach his or her child of compulsory school-going age (7 – 15 years) at home must first obtain approval from the Head of the Western Cape Education Department. • Applications must be made by 30 September of the year prior to the start of the new school year. • Approval must be obtained per learning phase: Foundation Phase (Grade 1 – 3), Intermediate Phase (Grade 4 – 6) or Senior Phase (Grade 7 – 9). • The home education programme that will be followed must include a curriculum that suits the learner’s age and ability and covers content and skills at least comparable to the current national curriculum. • A parent of a learner, who is no longer of compulsory school-going age or grade (grades 1 – 9), need not apply for registration for home education. • The requirements set out in the Policy for the Registration of Learners for Home Education will apply.

Consent given for bottle store at Selfboustoor The go-ahead was given for the opening of a bottle store at the Mount Pleasant Business Centre (the Selfboustoor) at the council meeting on 25 February. The MPBCC has a lease agreement with the Overstrand Municipality for the purpose of managing, leasing, supervising and maintaining the centre for a period of 9 years and 11 months from 1 November 2010 until 30 September 2019. The lease amount is currently R102,79 and escalates annually in July. Paragraph 10.4 of the lease agreement prohibits the sale of alcohol on the premises. Mid last year the MPBCC applied to council to have this clause relinquished. Motivation for the application includes job creation, promoting responsible use of alcohol and assisting in regulating the informal selling of alcohol in the community. The application was processed and advertised as part of a wider town planning application of a portion of Erf 243 in Mount Pleasant. No objections were received against the application. The relevant ward committee supported the application for rezoning and on 26 June

2013, council approved the rezoning to that of Business Zone 1, with special consent to allow for a bottle store. The matter was again discussed at a public meeting of the ward committee held at the Moffat Hall on 11 November 2013. The ward committee then resolved not to support the application, raising concerns that the building is used by many community-based organisations that render alcohol and drug counselling services, and having a liquor store in the same building will not help the cause of these organisations. At the council meeting on 25 February, it was however resolved that the necessary consent to sell ‘intoxicating liquor’ from the premises, be granted. The purpose of the Selfboustoor is to create business opportunities for the community, and to ultimately be run as a profit-based centre, said Cllr Ben Solomon, who serves on the committee. An application process to open and run a liquor store still has to be put in place, and applications will be considered by the MPBCC, who still needs to address the finer points of such an agreement.

AfriForum sal opleiding vir landgoedeienaars aanbied so-

OVERSTRAND MUNISIPALITEIT/MUNICIPALITY PUBLIC MEETINGS OF THE WARD COMMITTEES Notice is hereby given that the meetings for the wards mentioned below will take place on the dates and time as indicated:

A painting by Derrick Dick ens who will be the guest speaker at the U3A’s open meeting.

Find out more about South Africa’s role in the Korean War Professor Derrick Dickens will give a presentation on South Africa’s Participation in the Korean War (1950 – 1953) at the U3A’s open meeting in the Overstrand Auditorium on Thursday 13 March at 17:30. Memories tend to fade and most South Africans’ knowledge of the role that the No. 2 Squadron played in the Korean War, which started 74 years ago, are at best sketchy. The bottom line, however, is that these magnificent unsung heroes carved a distinguished record in the history of the South African Air Force, says Dickens. The war was considered a “police action” and was not taken very seriously in the beginning. The truth was it became a theatre

of combat between the Western and Communist Worlds and signalled the beginning of the Cold War. It was a vicious encounter with 1 250 million killed or missing in action in one year. South Africa got involved when the government, as a member of United Nations and the Commonwealth, sent No. 2 Squadron – the Flying Cheetahs – to Korea serving under the USAF 19th Fighter-Bomber Wing. Their bravery, fighting spirit and professionalism earned them many decorations. Artist Dickens’s talk will remind people why the war should never be forgotten as a major feat of arms and of the sacrifice that the Flying Cheetah Squadron made.

IN NEED OF A HOME: This fat little fella called Toffee was dropped off at HAWS be cause his owners are moving to a smaller place. He is an 8yearold boy and is hop ing to find another loving home. But first HAWS, together with Bergview Veterinary Clinic in Hermanus, are going to help Tof fee lose some weight. At the moment he weighs 12,2 kg (already during his first week at HAWS he’s lost a tiny bit), but his target weight is about 8,8 kg. Bergview clinic will be sponsoring a new weight loss diet programme and checking his progress. Let’s cheer this boy on and help him get to his target. Please contact the HAWS office on 028 312 1281 or 076 963 2092 if you would lilke to adopt this beautiful doggy.

GARDENING COMPETITION: Whale Coast Conservation (WCC) received a substantial donation from the Hermanus Garden Club on Wednesday 26 February in support of WCC’s 2014 Gorgeous Gardening Competi tion in Zwelihle and Mt Pleasant. The first competition held in 2013 was well received and many enthusiastic gardeners show cased their gardens for the judging. Follow ing a short presentation to the Garden Club members at their AGM, Anina Lee (left), WCC communications manager, gratefully accepted the donation from Garden Club chairperson, Sue Taylor (right).

) Claudie Lemoine is the new chairperson of the Hermanus Art Circle. ) The State President has proclaimed Wednesday, 7 May 2014, the date on which the National Election will take place, as a public holiday. (It is expected that the premiers of the nine provinces will, in terms of the Constitution of the Republic of South Africa, 1996, read with the Electoral Act, No 73 of 1998, likewise call Provincial Elections on said date.) ) I think the fact that there exists a church in Hermanus that seems to not be judgemental of race, sexuality or tattoos is great. Well done St Peters Parish.

SUPPORT FOR TEENAGERS: The Over strand Association For Persons with Disability (OAPD) recently held a special event where teenagers could socialise together. GWM H6 : LARGER ENGINE BUT NO FUEL CONSUMPTION PENALTY

Competitively priced Chinese SUV QUICKPIC GWM SA has added a powerful, yet frugal, 1.5-litre turbopetrol version of the H6 SUV to its local line-up. At the same time, the company has also announced longer warranties for both H6 models as well as a standard 5 years/60 000 km service plan. Perfectly aligned with the current trend of engine downsizing, the company’s new GW4G15B powerplant delivers the performance of a larger, naturally aspirated engine, but without the accompanying fuel consumption penalty. The engine delivers 105 kW at 5 600 rpm and 210 Nm of torque from 2 200 to 4 500 rpm. Power goes to the front wheels via a slick six-speed manual transmission. With a combined cycle fuel consumption figure of only 8,5 F/100 km, the H6 1.5T rates as one of the most economical vehicles in its segment. Priced at a very competitive R309 999, the H6 1.5T features a very comprehensive standard specification sheet, and GWM SA has also used the opportunity to further improve the value offered by the H6 line-up by increasing the warranty period on both models from 3 years/100 000 km to 5 years/100 000 km and by adding a standard service plan of 5 years/60 000 km. “Given the local popularity of compact SUVs at around the R300 000 mark, the arrival of the H6 1,5T is of big importance to GWM SA,” says Warren Olsen, COO of GWM SA. “It competes in a fiercely competitive segment, but boasts a number of features that are not generally offered by its same-price rivals,” Olsen concludes. With its smooth contours, chiselled flanks and exquisite detailing, the H6 provides a distinctive and upmarket new alternative in the fiercely contested compact SUV/crossover segment. The H6 1.5T shares the flagship 2.0 TCI’s premium trim, which includes 17inch alloy wheels, full colour-coding with chrome detailing, roof rails, dailight running lamps and privacy glass. The 1.5T uniquely boasts keyless access and start, too. Under its elegant bodywork the H6 features an all-new unibody platform that ensures superb rigidity and low levels of NVH (noise, vibration and harshness). Suspension is via MacPherson struts at the front and a multi-link arrangement at the rear. The H6’s underpinnings have been tuned to deliver maximum occupant comfort. With a ground clearance of 180 mm when fully laden, the H6 can also confidently traverse rougher roads and those middelmannetjies so typical of South African adventures. The H6 measures 4 640 mm in length and rides on a 2 680 mm wheelbase. These generous dimensions endow the H6 with a very spacious cabin, as well as luggage area. “Closer inspection of the H6’s measurements reveals that it actually fits into a segment between so-called compact crossovers, as typified by the Hyundai ix35, Kia Sportage and others, and larger offerings such as the Hyundai Santa Fe and Kia Sorento,” says Brand Manager, Hannes Oosthuizen. The driver’s seat features manual height adjustment, while the rear bench boasts a reclining backrest. The rear seats are split 60:40 and can tumble forward to transform the already spacious boot into a truly cav-

ABS with EBD (electronic brake force distribution) and BAS (brake assist). Isofix child seat mounts provide the safest possible anchorage points for child seats. Tyre pressure monitors are also standard and the rear park sensors (with camera view) limit the chances of parking scrapes. Security is provided by a standard alarm and immobiliser, with the further convenience of remote central locking (in addition to keyless access).

The H6 1.5T is available through GWM’s extensive dealership network, currently boasting more than 70 outlets and service centres. ernous utility area. The boot itself features a handy secondary shelf (removable) to help organise luggage. A full-size spare wheel is located underneath the boot floor. From the driver’s seat, the emphasis on maximum ergonomic efficiency is obvious. The leather-trimmed steering wheel is adjustable for both rake and reach, the faciamounted gearlever falls easily to hand and there are fold-out armrests for both front seats. The H6’s interior is finished in upmarket black, with satin silver accents further contributing to the sophisticated ambience. Leather and soft-touch surfaces also appear on the doors. The crowning jewel of the H6’s standard features list is its comprehensive infotainment system. A full-colour touch-screen system is mounted in the centre of the facia within easy reach, and features radio/CD/ DVD/MP3 playback. It is further supported by a mini-SD slot (below the screen), and USB and auxiliary ports mounted in the storage box between the seats. The system features Bluetooth integration, and can be remotely controlled via buttons mounted on the steering wheel. When reverse gear is selected, the screen displays a feed from the rear-mounted camera, aiding in parking manoeuvres. An audible warning system is also activated when reversing. Other standard features include climate control, power steering, cruise control, electric windows all-round, electric mirror adjustment, rain-sensing wipers and automatic headlights with manual levelling. The H6’s high-strength body has been designed to meet global safety requirements. The H6 achieved a maximum five-star rating in China’s stringent C-NCAP crash testing regime. South African vehicles feature dual front SRS airbags, disc brakes all-round,

Suzuki Swift 1.2 & DZire: the upmarket two HANJO STIER It may come as no surprise to you that the entry-level segments of our car market are the most popular and developing. Almost half of all new cars sold hover in the lower R100 000s and the fiercely competitive segment has just received two newcomers from – drum roll please – Suzuki. As a major player in small car markets all over the world, the Japanese manufacturer was understandably keen to get its foot in the lower part of Mzanzi’s door. Their cheeky Alto (which we like) and refined Swift (ditto) left quite a substantial gap between them, well, until now. Instead of regurgitating an outdated model with questionable tech and dull interiors, Suzuki South Africa made a cheaper, less powerful version of their existing 1,4 F Swift hatchback. The 1.2 F 16-valve engine develops 63 kW or 113 Nm while claiming averages of 5,7F/100km and 134g CO2/km. Available in GA or GL trim, standard features include central locking, air conditioning with pollen filter, power steering, four speakers (no radio) and two airbags. The higher GL spec gives you power windows and mirrors, ABS, fog lamps, colour coding, a rev counter, steering-mounted audio controls, USB port and remote access. They didn’t stop there though, oh no, as the 1.2 F Swift hatchback is now joined by a notchback (small sedan) with identical specifications.

Available in GA or GL trim, standard features include central locking, air conditioning with pollen filter, power steering, four speakers (no radio) and two airbags. PHOTO: QUICKPIC All models are driven via a fivespeed manual gearbox but the GL spec can also be ordered with a fourspeed automatic transmission for an additional R15 000. Automatic Swifts use an average of 6,3 F/100 km and CO2 emissions increase to 149 g/km. Cargo capacity for the hatchback remains at 210 F, extendable to 533 F with the rear seats folded. Swift DZire

(notchback) offers 300 F of boot space and decent interior room for up to five adults. Much like its competitors, DZire is built in India and comes with a hardy, two-tone beige and black interior. Its Indian origin also bestows each car with raised ride height and high-profile tyres for extra safety and comfort over less than perfect roads; something most South Afri-

cans will appreciate. Drawing on the Swift’s appealing shape and design features, the interior of both new cars has a decidedly upmarket feel when compared to direct rivals. The beige fabric won’t be to everyone’s taste but the cabin materials, layout and finishes are excellent when considering this price class. I drove both hatchback and notch-

back at the cars’ recent launch and found them to offer eager, sufficient performance at sea level. Overtaking and high-speed driving require patience but the new 1,.2 F Suzukis are great as a little town car; we weren’t going slowly and averaged between 5,8 and 6,1 F/100km. The turning radius is excellent, all pedals are light and easy to modulate, its air-con works flawlessly, the very light steering even has a degree of feel to it, road holding is impressive, all models weigh under 1 000 kg, visibility is excellent and the driving position is good too, even though it lacks height adjustment. GL models feature a few shiny accents (and some faux wood trim) in their cabins and may even be spruced up with 15-inch alloys for just R4 000. The CD/radio with aux and USB sockets can also read mp3 files. A basic trip computer between the main dials informs of range, average consumption and such like. Prices start at R126 900 for the 1.2 GA hatch, the more luxurious GL is R136 900 and the GL automatic R151 900. Add R2 000 to each of those prices for Swift DZire pricing. All 1.2 Swifts are sold with a 3year/100 000km warranty, 2year/30 000km service plan and 2year roadside assistance. Power outputs could benefit from a turbo but it would drive costs up too much in a segment where value for money is king. I believe the new 1.2 F models from Suzuki provide great value and their quality cabins should find many happy new owners. Galimoto Media

Leaps and bounds: Jaguar XKRS GT QUICKPIC Gauteng recently became home to one of the rarest cats of all time: The Jaguar XKR-S GT. Just 50 of these very special felines have been built and only 20 of them are right-handdrive – one of which now resides at the headquarters of Jaguar Centurion. The only one in SA. The car is a celebration of Jaguar’s 25-year heritage of making extraordinary, driver-centric performance machines – the R cars – and the GT represents the pinnacle of this. The XKR-S GT was developed by Jaguar’s Engineered To Order division and is the ultimate road-going but track-ready version of the XK coupe. The XKR-S GT is the most extreme iteration of the Jaguar R brand’s performance focus and evolved from the successful XKR-S coupe. For starters, the XKR-S GT boasts a very special cabin: The Warm Charcoal interior – with red accents - features 16-way electrically adjustable ‘Performance’ seats finished in soft-grain leather and Suedecloth with the Jaguar and R-S GT scripts integrated into the backrests. Jet Suedecloth headlining and a Jet Suedecloth steering wheel, with aluminium paddle shifters, are fitted as standard. More importantly, the XKR-S GT features bespoke aerodynamic components and suspension developments to increase downforce and optimise high-speed cornering ability. These aids include a carbon-fibre front splitter, extended

wheelarch spats, an elevated rear wing, rear diffuser and an aluminium valance. With these, the XKR-S GT achieves maximum downforce of 145kg. Handling and roadholding get additional prowess thanks to redeveloped suspension, which includes a wider front track (by 52 mm), increased camber, revised bushings, a new steering system and faster steering ratio. The front and rear suspension arms, uprights, wheel bearings, bushings and rear subframe are all new and draw on hardware developed for the F-TYPE. The overall set-up works to increase lateral suspension stiffness for greater precision and responsiveness. Bespoke adaptive dampers allow for the ride height to be tailored to the conditions while the race-derived twin spring system increases the spring rate by 68% at the front and 25% at the rear compared to a XKR-S coupe. The carbon ceramic brake system – a first for a production Jaguar – features 398 mm and 380 mm discs front/rear, gripped respectively by six- and four-piston monoblock calipers. The carbon ceramic system also results in a massive 21 kg reduction in unsprung weight. Enhanced braking feel comes courtesy of the electronic Pre-Fill system. Working in conjunction with the car’s DSC system, Pre-Fill pressurises the brakes every time the driver comes off the throttle pedal, resulting in a very short and consistent level of travel on the brake pedal.

More importantly, the XKRS GT features bespoke aerodynamic components and suspension developments to in crease downforce and optimise highspeed cornering ability. PHOTO: QUICKPIC New, wider, 20-inch forged and lightweight alloy wheels are designed to optimise brake cooling and are shod with Pirelli Corsa 255/35 front and 305/30 rear tyres to maximise grip. Power comes from Jaguar’s proven supercharged 5.0-litre V8 engine, the Roots-type twin vortex supercharger fed by two intercoolers,

which feature their own water-cooling circuit to reduce the temperature of the pressurised air thereby optimising power and efficiency. The XKR-S GT features a fully active performance exhaust system with valves that open under load, both enhancing gas-flow and the car’s aural character, while optimising power output.

Drive to the rear wheels is via a six-speed transmission and active electronic differential and thanks to 405 kW and 680 Nm the XKR-S GT reaches 100km/h in about 4 seconds with an electronically limited top speed of 300km/h. The XKR-S GT is clearly a car which is exhilarating on the road, but is as capable on the track...

Hermanus Ladies golf club champion crowned Following hard on the heels of the Men’s Club Championship, the course set up for the ladies remained challenging, particularly with the daunting rough which put a premium on accuracy. A collective sigh of relief from the tournament officials and competitors confirmed that the gale force winds of the previous day had moved on to somewhere else and that mild weather was forecast for the two championship days.

On Tuesday, playing off a three handicap, Lynne Behagg, a seasoned inter-provincial player, with scores of 77 and 72 for a gross total of 149, confirmed her status as the number one Hermanus lady golfer. Lady captain Cheryl Richardson was the runner-up with rounds of 81 and 82 for 163 gross, also securing the coveted senior’s trophy. The bronze division was won by Chris Tyley, a past Hermanus Golf Club lady champion and the copper division by Jackie Macdonald. – EDELWEISS DU PLESSIS

Hermanus bowlers pipped at the post

31

To strengthen body and soul, a very befitting message was delivered by Rev Christo Alheid at the opening of the Gateway Super Spar Women’s Bowls tournament, which took place on 27 and 28 February. On the final day’s play after the first two continuing games, various teams were running neck and neck with an unpredictable outcome. It was only in the last couple of ends that Denny Smithies and team Worcester managed to outplay their opponents with a top score of 44 plus 53. The runners-up were Anneline de Wet and team Hermanus with a score of 44 plus 25, and third position went to Marie Nell and team Hermanus with a score of 42 plus 33. The club president, Blackie de Swardt, thanked the sponsors, players and club members for their continued support and in so keeping the tournament a great success over the past nine years. – CHRISSIE VAN WYK

Hawston A kraai koning teen Tygerberg

The Hermanus Golf Club Men’s Club Championship was held this past weekend with 72 participants. Worthy golf champs This year the Men’s Club Championship followed the day after the final of the Sanlam SAGA Amateur Tournament at Hermanus, where Nelspruit’s Thriston Lawrence successfully defended his title securing back-toback victories. The course, groomed for the amateur, with the rough which had been left to grow, was set to present a real challenge to the field of competitors. The cooler weather on Saturday was welcomed by all and after the first round, some good scores had been recorded. Sunday proved to be a never-to-beforgotten day for the competitors who teed off for the second and final round of the championship. The day started off with players teeing off in strong wind which never abated and very soon reached gale strength. At times it seemed as if play would have to be stopped due to unplayable

conditions. Fortunately the players found the strength and guile to, despite the continual buffeting, somehow or another get the ball into the cup, hole after hole. The players completed what is sure to be one of the most, if not the most, challenging eighteen holes of golf they will ever play in a lifetime. Cream rises to the top, and with rounds of 75 and 80 for a total of 155 gross, Jacques Retief is the new Club Champion. Four shots behind, with rounds of 78 and 81 for a total of 159 gross, is David Johnson, a worthy runner up. The B Division was won by Shaun Smith (90-82-172 gross) with Patrick Morlet (88-86-174 gross) the runnerup. The C Division players competed in a 36 hole Stableford Championship won by Jannie Engelbrecht (3834-72 points) with Dawid Botha (3632-68 points) the runner-up. – EDELWEISS DU PLESSIS

AMATEUR GOLF CHAMP, AGAIN: Thriston Lawrence won the Sanlam South African Amateur Golf Championship trophy for the second consecutive year. The championship was played at the Hermanus Golf Club and saw a field of 144 players competing. Law rence is now the seventh player in the tour nament’s 122year history to achieve a consecutive win. He ousted Bellville Golf Club’s Altin van der Merwe in last Friday’s final. Last year, aged 16 years, two months and 26 days, Lawrence was also the youngest title holder of this championship. PHOTO: ROGER SEDRES/IMAGE SA
