President Barack Obama on Saturday began his 3-day visit to India with a surprise announcement of business deals worth USD 10 billion in aviation, power and other sectors that will create 50,000 jobs in the US, but he made a strong pitch for New Delhi reducing trade barriers. Seeking to double US exports to India and create employment in the two nations, he asked why India could not be the US’ top trading partner from the 12th position now. Making the trip against the backdrop of strong electoral reverses on top of slow economic recovery, evidenced by the high unemployment rate, Obama appeared to strongly bat for American access to Indian market, saying US companies wanted to invest more in India. In the surprise announcement, Obama said that moments before he arrived several landmark deals were sealed between the US and India, which included Boeing’s cargo and commercial aircraft with low-cost airline Spicejet, besides advanced jet engines by General Electric. He said Boeing was going to sell dozens of planes, while GE would give more than 100 electric engines among more than 20 deals worth USD 10 billion (nearly Rs 44,000 crore) and sealed before his arrival. In a major fire that broke out in the wee hours of Saturday, a factory manufacturing crayons and colours at Corlim, was completely reduced to ashes. Around 60 fire personnel and water tankers from the Fire Brigade Services of Old Goa, Panjim, Kundaim and from the Syngenta Company were pressed into action to douse of the fire at Faber Castell on Saturday. Giving up claims to any position of power in the Civic body, GPCC General Secretary Vijay Sardessai and his group of councilorselect have authorised Chief Minister Digambar Kamat to decide on the candidate for the post of Margao Municipal Chairperson. Briefing newsmen, Sardessai said that his councilors will give total freedom and wholeheartedly support the Chief Minister to decide who has to head the Margao Civic body. “I and my group have only asked the Chief Minister to sanction a development package of Rs 25 crore for Fatorda’s development in the coming year. The Chief Minister has agreed to our demand for development grant for Fatorda”, Sardessai added. Kashimiris, Himachalis, Nepalis and Nigerians are amongst the most watched out people by Goa Police’s Anti-Narcotic Cell during the tourist season. ANC sources stated that visitors hailing from these places and having history of narcotic trade are kept under strict surveillance by the department. With the onset of tourist season in this state, Nepalis descend here in large numbers who are usually employed in kitchens at beach shacks. Also Kashmiris, venture into Goa to enjoy a pie of tourism. Highly placed police sources stated that people coming from these regions are on rise in the state and they are more vulnerable to being involved in drug trade. “There are some Nepalis who either consume drugs or are into the trade. Kashmiries have also settled along the vast coastal stretch during tourist season selling Kashmiri items here. Some are involved in drugs,” an officer said. When c ontac ted p olic e spokesperson Atmaram Deshpande, only said, that ANC is carrying out regular checks on any possible narcotics inflow to Goa. “Efforts are on to curb narcotics scene in Goa,” he said. The recent trend of the drug traffickers are that they seal the narcotics packets in such a way that it neither raises suspicion nor it can be located even by machine-scan as they are covered with carbon paper.

Panjim police have registered an FIR under Section 381 (theft by a servant) and arrested an employee of Vistar Honda twowheeler showroom, here, for stealing and using five scooters worth Rs 2.30 lakh from the stock. PI Sandesh Chodankar said the employee, Pranay Naik, had stolen five new unregistered Dio scooters from the showroom’s workshop and was using the same using fake number plates. Chodankar said three of the scooters worth Rs 1.40 lakh have been recovered. When the proprietor, Vishu Tarcar, realised the scooters were missing he lodged a complaint with the police. The PI said more of Pranay’s friends are involved in the crime and his interrogation will reveal more.

By Friday afternoon, rumour mills were so agog with revelations, that puffed-rice reportedly contaminated with a viper has been unknowingly sold to unsuspecting Diwali shoppers in Canacona taluka and the said cooked puffed-rice is in consumption. At first, there were reports that some vernacular daily carried a report that a viper got

crushed along-with paddy in a rice-mill while preparing ‘Puffedrice’ and the same stock has been sold in Canacona markets where Diwali shoppers in large numbers purchased it as the main ingredient of ‘The Festival of lights’. The veracity of the news report however could not be confirmed. The rumour was so strong, that in some parts of the taluka when families offered puffedrice to visiting guests and neighbours they were reportedly reluctant to eat the same. As more words spread, the rumours gained prominence on Saturday, as various sections of people began to make inquiries about the veracity of the reports making waves amongst the local populace. The residents of Xelpem–Duler have been facing acute shortage of water for the last three days and the repeated complaints by the residents appears to have fallen on deaf ears, as the situation hasn’t improved yet. What has angered most the residents is that, they had to go without water during the festive season and they had to hire water tankers. A resident of Xelpem, Bir lamented that water shortage has become a regular feature and complaints to PWD were ineffective. Whenever complained, the standard answer received was ‘Assnora plant is not functional due to power failure’ and ‘pipeline broke down,’ he said. That water was not supplied during the most important festival is an indication of how irresponsible PWD has been, Bir said angrily. Though additional water of 20 MLD has been released recently for Bardez taluka from Assnora water treatment plant, some areas in Mapusa are still struggling for potable water due poor management, he said. “There is absolutely no control of senior officials over the staff that releases water to different areas. They release water as per their whim and fancies. Further, there are leakages of water though pipelines at several places due to which thousands of liters of water get wasted, but the staff concerned is not bothered to plug leak,” d’Souza said. “I have discussed this issue with the executive engineer of water supply division of PWD and advised him to ensure sufficient supply of water to the aforesaid areas,” D’Souza said. Thieves made entry into two houses one located at Ambdoi within the vicinity of Sanguem police station and the other at Costi within the jurisdiction of Curchorem Police Station allegedly on Friday night. Incidentally despite effecting entry into the two houses, the thieves could not find much in the two houses as the houses they chose belonged to poor families. At Costi, the thieves made entry into the house belonging to Mariani Fernandes by breaking open the front door. The thieves however managed to

decamp with cash of Rs 5,000, an ATM Card and other like items. Mariani Fernandes was reportedly out of the house when the theft took place and noticed it only in the afternoon when she returned home from a neighbour’s place. Ms Fernandes immediately reported the matter to the Curchorem police station who conducted the panchanama. At Ambdoi in Sanguem, the thieves entered into the house belonging to Succour Fernandes and his brother Filipe Fernandes. After effecting entry into the house, they ransacked the cupboards and other belongings in-

The inmates had reportedly gone to their relative’s house at Uguem and were staying there since the past few days. Cuncolim Municipal Chairperson Devendra Desai and his deputy Landry Mascarenhas are to be the next Chairperson and vice chairperson of the Cuncolim civic body. The names of Devendra and Landry was proposed by Cuncolim MLA and Urban Development Minister Joaquim Alemao which found support amongst the Councillors-elect at a meeting held at a resort at Varca on Saturday. While Devendra would occupy the coveted post for one year and half, Landry would take over the Civic reigns for the next one year and half. The balance term of two years would be shared by four-time Councillor Prof Laxman Naik and Anthony Vaz. As far as the post of vice-chairperson is concerned, Landy would occupy the post for the first one year and would then pave the way for Premdeep

Desai to take over the reigns for the next one year, while Bhanudas Gaonkar would follow Premdeep the third year. The Urban Development Minister has kept everyone guessing as to who would occupy the post of vice-Chairperson for the remaining two years, saying that the post would be filled up solely based on the performance of the new faces in the Civic body. Though Alemao said that he has worked out the arrangement taking into account the seniority of the Councillors-elect, sources say the Urban Development Minister has also taken into consideration that this being the election year. “I did not field a panel in Cuncolim, but had allowed the people to elect the candidates of their choice. The second victim of LPG fire succumbed to his burn injuries on Saturday morning at GMC Hospital. According to Vasco police, Styamma Assangi, 65, suffered severe burn injuries, after leaked LPG gas caught fire due to electric spark switch and engulfed their room at Shantinagar, Vasco, on November 1. Assangi and her brother Ramanna Gulappa Huggi both had sustained burn injuries in incident. They were admitted to GMC immediately after the incident where Huggi had succumbed to his burn injuries on November 2.

Goa sees drastic drop in industrial accidents HERALD REPORTER PANJIM, NOV 6

The rate of accidents in hazardous industries in Goa has dropped drastically in last one year, official said. As per the statistics, in last three years there has been 20 accidents in the factories leading to death of 30 workers, which includes just three accidents in 2009-10. Talking to Herald, Inspectorate of Factories and Boiler (IFB) chief S M Paranjape said that in last one year the incident rates in the factories has gone down from 2.6 per thousand workers to 1.2 in 2009-10, which is much lower then the national rate of 11. “The incident rate in 2000 was 5 per thousand workers, which remained more or less constant till 2005,” Paranjape said. Goa has around 710 registered factories with 200 hazardous units of which 16 are identified as major hazardous unit under Factories Act 1948. The chief said that the sudden decline in the number of accidents was only after the massive explosion that took place in Global Ispat Ltd at Cuncolim in 2009 killing four workers and injuring 51. “Since then, strict measures are been taken to improve the safety of workers in the factories. The workers as well as the high officials are been trained in various safety measures,” he stated. The department since 2007 has trained 3600 workers, including the contract staff. While more

than 5,000 industrial managers and supervisors are trained over a decade in the safety practices by Green Triangle Society (GTS), a joint venture of industries and state government. The training programmes of IFB includes basic safety programmes, electrical safety, environmental and safety legislations in India, hazardous waste management, fire safety, boiler safety, accident causes-prevention-control, industrial hygiene and many other. The IFB has also issued a warning note to all the factories and industrial units in the state, especially, the steel manufacturing units that it will take a stern action against them if they were found to be neglecting the safety measures at the work place. “Not just IFB but industries also need to pay attention to the safety of its workers. To keep a look at the safety measures, inspections are been carried out on monthly bases across the state,” he stated. Paranjape said that most of the workers get injured when they come in contact with explosives, electrical things or due to fall of object or person. As per the statistics, the numbers of injuries are more among males (95 percent) then females (five percent). Similarly, injuries are high in the age group from 18-30 (60 percent) followed by 35-40 (20 percent). The data reveals that nearly 85 percent of workers engaged in these 700-odd industries are non Goans. The reasons however were not specified.

The Directorate of Fire and Emergency Services (DFES) has tendered work of procuring the tallest Aerial Ladder to Italian firm- Cela SRL. The 32-metre long ladder costing Rs 3.61 crore will supersede its ancestor, 23.5 metre long ladder which was procured 19 years ago. Talking to Herald, DFES Director Ashok Menon said the ladder will be in Goa in six to eight months. Menon stated that the decision to hand over the tender to an Italian company came after it was noticed that India does not have a technology to construct such a huge ladder. The presence of sky scrappers in Goa’s urban areas has forced the fire services to buy a ladder, which can reach the tallest building in the State. Goa has 28 metres as the tallest structure, which can be serviced by a new ladder, which will be computer operated. Chief Minister Digamber Kamat during the last budget speech assured to buy such a ladder as a part of modernisation of fire department and had also assured to provide space for the functioning of tallest ladder. A 60-year old pedestrian was killed in a road accident at Rumder-Nuvem Friday night. Maina Curtorim police said that the deceased Antonio Rosario D’Silva sustained serious injuries when he was knocked down by a scooter. He was immediately rushed to Goa Medical College and hospital, Bambolim where he succumbed today. Police have registered a case of rash and negligent driving against the scooter rider Shakib Almas.

Along with Panjim, the department is also planning to have two more aerial ladders one each at Vasco and Ponda. “The situation in these two cities is similar to that of Panjim and hence we have to opt for it,” Menon said. Apart from this, DFES will be also buying two Turn Table Ladders, which can be of great help even in minus depth, at Margao and Mapusa. Menon said that the road conditions in these cities are very narrow and there is also rise in number of buildings on both side of the roads. “These ladders can go even in much narrow roads and also can go downwards, if there is rescue operation below the bridge or in a

channel,” he stated. As per the statistics, DFES receives 1000-odd fire emergency

calls every year of which nearly 50 are marked as major fire accidents.

GOAMAP is convinced that the dumping of these projects on the island will render the island people as captives of capital while violent uprooting them from their rightful dwellings and cultivation spaces. GOAMAP has demanded that all these projects be shelved and island people be protected from being displaced for the sake of pleasure trips of the super rich of the world. GOAMAP takes strong objection to the aerial survey of the island conducted from helicopter flying over Vanxim island on November 2 allegedly by the promoters of the project and has demanded investigation into the matter. GOAMAP considers the Vanxim development project as an act of colonial aggression by merchant capital on par with exploitation of the state carried out by mining companies and calls upon people to prepare for the long drawn anti-colonial struggle ahead. A resident of Sonarwada-Parra was allegedly assaulted by a person at Tinto-Parra recently. In her complaint, Seema Hebalker of Sonarwada told Mapusa Police that one person allegedly assaulted her brother-in-law, Mahesh, with soda bottle and sharp object, causing injuries to Mahesh. The complainant further stated that the accused also abused Mahesh with filthy language. Mahesh has been admitted to Asilo Hospital for medical treatment. Mapusa Police have registered the complaint against the accused under Sections 504, 324 of Indian Penal Code. Police Sub Inspector K P Raul is investigating the case.

W

e have seen earlier how the kidneys are very important organs and can be affected by various diseases resulting in suffering, even death. Chronic Kidney Disease, in advanced stages, requires dialysis or a kidney transplant. Kidney Disease: Improving Global Outcomes (KDIGO) is a not-for-profit global organisation that has a consensus classification of Chronic Kidney Disease (CKD) for clear understanding, better collaboration and uniform definition (see table). The basis of classifying into stages is the Glomerular Filtration Rate (GFR), which is like a speedometer of kidney function. Exact measurement of GFR requires sophisticated scanning equipment or tedious urine collection. But it can be predicted with a formula using a simple blood test. Normally kidney function is at above 90 ml/min, even if structural or functional defects put it at future risk. The earliest stage is called Stage I CKD. GFR is down to between 60 and 90 ml/min, without causing any symptoms to the patient. This is called Stage II CKD. Patients in these early stages are asymptomatic and can only be diagnosed by screening tests. Treatment at this stage can result in reversal of the disease. So, it is important to screen patients with high blood pressure, diabetes or a family history of CKD. Further deterioration results in Stage III CKD (60-30 ml/min). Early symptoms include high blood pressure, fatigue, poor appetite, weight loss and frequent urination during nights. Patients need to see their family physician. They will be on a diet prescribed on individual basis along with optimization of BP, sugar control and other risk factors. Nephrology specialists can provide specific advice on protecting the kidneys and preventing further deterioration. Diet needs to be individual. But general recommendations include reduction of salt intake. Salt increases blood pressure, which in turn damages the kidney. Typical Indian diet contains high salt content of 10g per day. Salt-rich foods to avoid include papad, pickle and dry fish. A vegetarian diet is more kidney friendly; intake of meat must be restricted. Egg whites and milk are good sources of protein. Grilled or curried fish may be consumed in moderation, but it’s best to avoid fried fish. Water intake should be sufficient to keep urine light colored. Smoking especially, causes deterioration in kidney function. Beer does not help dissolve kidney stones, and this myth must be strongly discouraged. High blood pressure and diabetes affect multiple organs, including the brain, heart, kidney, eyes and blood vessels. Strict control of BP and blood sugar helps prevent rapid worsening of kidney function in Stage III CKD patients. Among blood pressure medicines, some protect the kidneys more than others. Immunisation for Hepatitis B has only recently become available. Most adults have not received it. Patients suffering from CKD must be immunised for Hepatitis B. Stage IV patients have GFR 30-15 ml/min. Late symptoms include swelling of the face and legs, a pale and sallow complexion, shortness of breath, vomiting, decrease in urine volume and body itch. Patients require stringent drug and diet prescriptions with restriction on salt and water intake. These patients need to consult a specialist. Adhering to prescriptions and regular follow up with a nephrologist will help delay the dialysis stage. But there does come a point of no return, when dialysis or a transplant is required. Early planning for dialysis or a transplant gives better results. Stage V is also called End Stage Renal Disease (ESRD). Patients have little residual kidney function and life-threatening symptoms of severe breathlessness, disorientation, seizures and coma. They require renal

replacement therapy (RRT) through haemodialysis, peritoneal dialysis or a kidney transplant. A kidney transplant is the best. However, for a large number of patients dialysis is the only option available. We can take a lot of solace from the fact that the Government of Goa is already subsidising dialysis for those afflicted by ESRD and is planning to start kidney transplants in Goa Medical College (GMC). But we still need a strong programme for early detection and prevention of kidney disease. The Andhra Pradesh government today directed Collectors of four coastal districts to evacuate people in lowlying areas to safety ahead of severe cyclone 'Jal' crossing the Bay of Bengal coast close to Nellore. Jal is expected to cross the coast late on Sunday evening and cause extensive damage in districts like Sri Potti Sriramulu Nellore, Prakasam, Guntur and Nellore and also have its impact on Chittoor district in Rayalaseema region of Andhra Pradesh, according to state Revenue Minister Dharmana Prasada Rao. Personnel from the National Disaster Response Force in Arakkonam in Tamil Nadu have been moved in and

positioned in Nellore to help the administration in rescue and relief operations. While the Indian Army and the Indian Air Force have been put on alert, the Navy has been requested to arrange boats and also keep helicopters on the standby for the rescue operations, the Minister said. Briefing newsmen here after a high-level review meeting chaired by Chief Minister K Rosaiah on the severe cyclone that threatened the AP coast, the Revenue Minister said 35 mandals in four coastal districts were likely to face brunt of 'Jal'. "Wind with a speed of 120140 kms and a heavy rainfall of 25 cms are likely under the impact of the severe cyclone. Accordingly, we have directed the district Collectors to

evacuate people in these mandals and lodge them in relief camps to be opened in the local schools," he added. The state government was drawing from the past experiences and taking all steps to face the severe cyclone and minimise loss of human lives and destruction of properties, Dharmana said. Senior IAS officers who previously served as Collectors were being deputed to as special officers to the affected districts to supervise the relief and rescue operations and provide necessary guidance to the administration. Elected representatives have been asked to help the administration in moving out people from vulnerable areas to safety, the Minister said.

Ahead of the assembly elections in West Bengal, a new South East Division (SED) of the Kolkata police, comprising a number of minority dominated and fringe areas, has been created. The newly created division, the sixth in the metropolis after South, North, Central, Port and Eastern Suburban Divisions, would comprise minority dominated and fringe areas comprising Tangra and Topsia in the east and Karaya, Lake, Gariahat and Ballygunj police stations in South. With the bifurcation of

the Karaya and Lake police stations the division would soon comprise eight police stations. "Since some of the areas are on the fringes and minority dominated and multireligion and multi-lingual, vigil is required to maintain communal harmony," West Bengal Chief Minister Buddhadeb Bhattacharjee said after inaugurating the newly created division. He urged the police to pay special attention to the 25 lakh people residing in the 21 square km area. "We have never witnessed communal violence as in some parts of the country,"

Bhattacharjee said. Warning against a policecriminal nexus, the chief minister said, "Police must not have any relation with anti-socials." Describing the police strength of 26,000 personnel in the metropolis as inadequate compared to other cities, Bhattacharjee claimed that the force was better in maintaining law and order and communal harmony, besides acting against terrorist and criminal activities." Finance minister Asim Dasgupta said that a new division was needed for better services in the

metropolis which had 60 lakh permanent dwellers while 40 lakh came from the suburbs daily. From nine lakh vehicles in 1999, there were now 15 lakh vehicles in the metropolis while during special occasions or festivals the number of vehicles and people grew posing a challenge to the police. He said that over 4000 policemen were required to control only traffic during festivals in Kolkata. To fill up the deficit, the state government has created 501 posts for better traffic management, he added.

No other state in India would have witnessed so much of turmoil, protests and opposition to plans and projects either promoted by the Government or taken up by builders and developers, actively supported by the politicians, as it has happens in Goa. From the agitations that rock Goa regularly, it is amply evident that the Government has lost the confidence of the people and that the Goans are now opposing almost everything because whatever is proposed by the Government is suspect. People have turned skeptical because Government intentions are generally malafide. We have seen how the Government is delaying the finalization of the Regional Plan to allow unscrupulous builders and developers to have their way – how mining, both legal and illegal, with covert and overt support and even involvement of Ministers, is destroying the environment and making miserable the lives of those living nearby – how the National Highway is being brought to usurp more land and deprive some of our people of their dwellings. And the CM, who has done nothing to improve the appalling traffic scenario in Goa but only sheds crocodile tears about the road accidents, tells us that the NH is required to minimize accidents. Will the blokes, particularly of the Congress who have ruled us for several years tell us why the NH 17 could not be widened, all these years, wherever possible, with no damage to the houses, and dividers placed in the already widened stretches? This would have certainly ensured more discipline on the roads and consequently fewer accidents. But the Ministers or for that matter any other MLAs, even from the Opposition are least concerned about the pain and suffering that hundreds of families undergo every year due to avoidable deaths of their near and dear ones. I often wonder whether our Governments consist of humans or just two-legged inhuman beings. We Goans have suffered enough because of the treachery and misrule of the Congress coalitions and the despotic and communal governance of the BJP. The maladministration of the present coalition, the prevailing corruption in the highest circles, the systematic attempts at destroying the beauty, the environment, the ecology of our State and marginalizing Goans by encouraging the influx of migrants, certainly makes the present lot of Congress – NCP-MG MLAs not only unworthy of being reelected but guilty of the greatest crimes against our State and our people. The Opposition MLAs of the BJP too don’t deserve a second look, as they are also guilty of several blunders not only in the past but also of not being militant enough to oppose the decisions and actions of the present Government. Our contention is that the BJP was and is in a position to take to the streets and paralyze the Government if it wants to, but their near silence makes us suspect that they too will toe a line not very much different from the present one, if they come to power. The BJP, for reasons well known to them and certainly not unknown to us, has not been vociferous and aggressive enough to confront the Government on various issues, including the Regional Plan, mining, corruption and even the Atala case. Fellow Goans, we have been fooled enough. Let us for once be wise and reject the entire bunch of forty. If among these there are a few who may be good, they too are guilty of complicity by their silence. It has unfortunately been the culture of the Congress party to make a mockery of its supporters and embrace and impose on them the most unscrupulous and detestable characters, some of whom had not only betrayed and deserted the party, but also fought and acted against the party’s interests on several occasions. A classic example is Churchill Alemao. And it is also equally unfortunate that some of us vote for the Congress, no matter what scoundrel they put up, only because a vote for anyone else, however good he or she may be, could get the BJP candidate elected. Let us, however, be also cautious of those who would welcome our slogan “Reject them all” and are waiting in the wings for their chance to loot and plunder. Some of them could be far worse than the present lot. In our eagerness to reject the bad, let us not choose the worst. In a small place like Goa, we know them all.

80 suffer burn injuries in Jaipur on Diwali day PTI JAIPUR, NOV 6

Around 80 people, including several children, suffered burn injuries in separate incidents here on the day of Diwali, police said today. "There were around 80 cases of burn injuries across the district last night and they were rushed to hospitals. Most of them were discharged after first-aid but six out of them are under treatment in SMS Hospital where the condition of two is stated to be critical," B L Soni, IG-Jaipur Range-I, told PTI. "There were many calls for fire brigade but fire tenders

At least 100 shops were gutted when a fire broke out in Adarsh mandi in Gomti Nagar area. The fire broke out at around 2 AM in the vegetable market adjacent to Kendriya Vidyalaya at Patrakarpuram crossing. It is

Row over survey in Muslim area; central probe sought PTI THIRUVANANTHAPURAM, NOV 6

The probe by Intelligence wing of Kerala police about the survey conducted in a Muslim locality in the state by a private firm has found that it was done for an American research agency apparently to prod the political leanings of the community. Police have also got information that the survey was conducted in 20 other states with specific questionnaires to Muslims. The survey was done by Delhi-based TNS for Princeton Survey Research Associates International, US, sources said. According to Kerala Home Minister Kodiyeri Balakrishnan, the state had already referred the matter to the centre seek-

ing a probe by central agencies. A detailed investigation was required into the matter as the issue had national and international dimensions, the sources said. The survey in the state was done in Karimadom colony, an area having predominant Muslim population, on October 2 last. Questions such as `Do you like Osama Bin Laden' and `Do you wear burqa' were included in the survey which had sought answers to 98 queries. As some local people raised doubts about the survey by a five-member team, the police was informed and the team members were taken into custody. On interrogation, they told the police that the Kochi

office of TNS (Taylor Nelson Sofres-India) had assigned them to carry out the survey. The agency, which reportedly had plans to conduct similar surveys in Kochi and other places, dropped the move after the survey in the capital was disrupted with the intervention of the police, the sources said. Meanwhile, Kerala Muslim Jama-at Council has alleged that the spy agencies of United States and Israel were behind the survey. Police was taking an indifferent attitude towards finding out the source of the survey, Council General Secretary A Pookunhu said in a statement here. Since the turmoil over the demand for bifurcation of the state had done significant damage to its industrialisation efforts in the last 11 months, Andhra Pradesh would like to reposition itself as an investorfriendly destination and attract more investments into the state, particularly in the manufacturing sector that carries immense employment generation potential. Chief Minister K Rosaiah directed his core team of officials to immediately constitute an Industrial Advisory Council by roping in eminent professionals in different sectors and also involving representatives of top industry bodies like Confederation of Indian Industry, Federation of Indian Chambers of Commerce and Industry, Associated Chambers of Commerce and Industry of India and Federation of Andhra Pradesh Chambers of Commerce and Industry. The Chief Minister himself is likely to head the Council, sources in the Chief Minister's Office told PTI. "The Industrial Advisory Council will give a direction to

After visiting the house of Mahatma Gandhi whom he looked to for inspiration, US President Barack Obama on Saturday hailed the Father of the Nation as “a hero not just to India but to the world.” “I am filled with hope and inspiration as I have the privilege to view this testament to Gandhi’s life. He is a hero not just to India but to the world,” Obama, who was struck with awe, wrote in the visitor’s book at the Mani Bhavan here with a cupboard teetering with books of the Mahatma in the background. Obama, who is a self-confessed hero of Gandhi, accompanied by his wife Michelle spent about 45 minutes going around the simple, old-style, two-storied building on Laburnum Road in South Mumbai where the Father of the Nation stayed during his visits to Bombay. The President in his speeches has often cited Gandhi has having a major influence on him. Michelle said she will always “treasure” the visit to honour Gandhi’s memory. “The visit will be on that I will always treasure. The life and teachings of Gandhi must be shared with our children around the world,” she wrote in the visitors book. The Mani Bhavan has now been converted to a Gandhi museum. The Executive Secretary of the Mani Bhavan Gandhi Sangrahalaya Meghshyam Asgaonkar said Obama appeared to be very impressed on seeing Gandhi’s simplicity when he went to his living room. The room on the second floor, which used to be the living room and working place of Gandhi, has been preserved in its nearoriginal setting. It was at Mani Bhavan where Mahatma Gandhi stayed during his visits to Bombay and from where he launched some of his path-breaking initiatives like Swadeshi, Khadi, the non-cooperation and Khilafat movements. The modest building served as Gandhi’s headquarters in Mumbai for about 17 eventful years from 1917-1934. Obama also wrapped a bust of Gandhi with a cotton garland. Visitors from all over the world come to Mani Bhavan to see the room Gandhi occupied, its picture gallery, the Library Hall and the terrace where he was arrested on January 4, 1932. Obama in his speeches has often said that Gandhi has inspired Americans and African Americans, including Dr Martin Luther King. During a school interaction in the US, Obama had said once that if it were possible, he would have loved to have dinner with Mahatma Gandhi. Gandhi launched the satyagraha from Mani Bhavan in 1919 and the civil disobedience movement in 1932. In many ways Mani Bhavan played a crucial role in moulding the course of history. Gandhi’s association with the charkha (spinning wheel) began in 1917 during his stay in Mani Bhavan. The trust that runs Mani Bhavan also gifted Obama literature on the Mahatma. The library consists of around 50,000 books and periodicals, several of them on and by Gandhi. On the first floor is the auditorium where films on Gandhi are shown from time to time and recordings of his speeches are played on request. Mani Bhavan had a special ‘shamiana’ put up for the President’s visit. In fact, the municipal corporation has plucked away all the coconuts from the trees in the area, just to avoid any mishaps.

The weather office said that the cyclone would wreak havoc destroying thatched roofs and huts, and could damage power and communication lines due to uprooting of large avenue trees. The National Disaster Management Authority (NDMA) has already alerted the state governments of Andhra Pradesh, Tamil Nadu and Puducherry about the impending natural calamity. “We have National Disaster Response Force (NDRF) stationed near Chennai and have also moved NDRF from Vijayawada to Nellore,” M Shashidhar Reddy, Member, NDMA told PTI. He said the state administrations were in the process of identifying safe places for people who would have to be evacuated before the cyclone hits the coast. “The situation is under constant watch and inundation maps would be ready by Sunday morning after which the decision to evacuate people would be taken by the local authorities,” Reddy said. The weather office has advised total suspension of fishing operations and asked fishermen not to venture into the sea. Indian Deputy High Commissioner Rahul Kulshreshth was called late yesterday evening to the Foreign Office, where Director General (South Asia) Afrasiab Mehdi Hashmi handed over Pakistan’s 13th dossier on the Mumbai incident and the formal proposal for sending the commission to India. “During the meeting, (Kulshreshth) was handed over Pakistan’s Dossier No 13 pertaining to the Mumbai terror attacks case and the detailed formal information on Pakistan’s proposal to send a Commission to India,” said a brief statement issued by the Foreign Office today. “The government of India was requested to facilitate the visit of the proposed Commission,” the statement said. Further information was sought by the Pakistani side from the Indian government to “facilitate the ongoing Mumbai trial in Pakistan”, it added. Grief-stricken residents of the Darra Adam Khel region in northwest Pakistan today buried 66 victims of a devastating suicide attack on a mosque even as doctors struggled to save the lives of several seriously injured persons. Officials had put the death toll in yesterday’s suicide bombing at the mosque in Attariwal village at 67, but Assistant Political Agenet Sayed Gul Jamal said the figure had been revised as the suicide bomber was mistakenly included among the victims. “We included the bomber in the list of those killed as the 67th victim,” Jamal told PTI. An investigation into the attack was underway though no arrests had been made, officials said. There were touching scenes as victims of the bombing, one of the worst terrorist attacks in Pakistan this year, were buried in the graveyards in Darra Adam Khel, a region located 40-km south of Peshawar that is best known for its gun manufacturing factories.

Three weeks ahead of the Cancun Climate Change Conference, a high-level UN advisory group has presented a report with suggestions to come up with USD 100 billion a year by 2020, including tax on international flights, for poor countries to combat global warming. The 21-member advisory group is co-chaired by Prime Ministers Meles Zenawi of Ethiopia and Jens Stoltenberg of Norway. The group was set up in February and includes Deputy Chairman of the Planning Commission Montek Singh Ahluwalia, philanthropist George Soros and British academic Nicholas Stern. “The Advisory Group has given us a path. It is now up to Governments to consider the options and to act,” UN SecretaryGeneral Ban Ki-moon told journalists. “This is not about charity. It is about doing the right thing for those who are suffering most from a crisis that they did least to cause,” he said. Financing could come from different private and public sources, according to the report, which also recommended a hike in taxes for carbon emissions. Some of the possible revenue sources, according to the group, are - a tax or trading system for fuel emissions of international airliners and merchant ships, or a fee on air tickets, with a potential for USD 10 billion a year and a levy on foreign-exchange transactions which could raise USD 10 billion. “Careful and wise use of public funds in combination with private funds can generate truly transformational investments,” it said. The panel suggested that carbon pricing in the range of USD 20-25 per tonne of CO2 equivalent in 2020, carbon emission allowances and domestic carbon taxes in developed countries could potentially mobilise around USD 30 billion annually. The report also said USD 10 billion annually could be raised from carbon pricing international transportation and up to USD 10 billion could be mobilised from other instruments, such as the redeployment of fossil fuel subsidies in developed countries or some form of financial transaction tax. “Without an agreement on finance we won’t reach an agreement on climate,” said Stoltenberg. Key elements of the Copenhagen Accord, agreed to at the climate meeting in 2009, included a limit 2 degree rise of global temperature, USD 100 billion in long term finance to developing countries and USD 30 billion to short-term finance to the poorest and most vulnerable countries.

A review being conducted for the director of national intelligence has found that since 2001 a number of leads emerged about the PakistanAmerican LeT operative, that if taken cohesively could have busted his plot. The US intelligence failed to respond to all these instances of warnings since 2001 about Headley who went on to play a major role in the 2008 terror attack on Mumbai. It was not only his two wives, but several other multiple sources as well, who had all warned or provided tip off to American intelligence authorities about Headley's negative side, ProPublica said in a report, a version of which was also published in The Washington Post. In the seven years in which leads accumulated, the double agent was not questioned or placed on a terror watch list, it said. In fact, just seven months before the Mumbai attacks, one of Headley's ex-wives had told US officials overseas that she suspected he was linked to a 2007 bombing in India that was blamed on Lashkar-e-Taiba. And the review is also likely to probe whether his work as a US agent affected investigations. The final tip against Headley surfaced on December 1, 2008, in Philadelphia when a friend of his dead mother told the FBI that Headley "had been fighting alongside individuals in Pakistan to liberate Kashmir for the past five to six years," it said. The FBI agents who also looked into the previous leads, however closed the case as they believed Headley was overseas. He was finally picked up after he traveled from Chicago to Denmark to do reconnaissance for a new attack.

"The tipsters in the newly disclosed cases all warned that Headley was an extremist, and three tied him to training or other terrorist activity in Pakistan," the report said. The tipsters included, besides his wives and his mother's friend, one of his former girlfriends in New York City and the owner of a business frequented by his mother near Philadelphia. "The review also turned up a second, more specific tip from Headley's Moroccan wife when she contacted US officials in Pakistan again, just seven months before the Mumbai attacks, officials say," ProPublica said. A spokeswoman for DNI said that reviews of this nature are not uncommon and pointed out that since these events occurred, advancements in information sharing systems have been made by applying the lessons learned. "We take our counterterrorism cooperation with our Indian partners very seriously. Our respective intelligence and law enforcement professionals work very closely together on terrorism issues of mutual concern," Jamie Smith, the spokeswoman, was quoted as saying. It was a connection of the heart rather...," she said. 54-year-old Dilisek, who lost her daughter Naomi (13) and husband Alan (58) at the Oberoi's Tiffin restaurant, told reporters that, "It was a very emotional moment when Obama shook hands with each one of us." Obama paid homage to the 26/11 victims and met some of the survivors at the Taj hotel. After a lull, several militant outfits have now again raised their heads and increased their activities in and around Muzaffarabad, the capital of Pakistanoccupied Kashmir (PoK), to wage ‘jihad’ against India, BBC Urdu Service has reported. A 25-year-old engineering student from Lahore, fresh from a training stint in one of the camps told BBC from POK that “a large number of youths from Pakistani universities and abroad are un-

dergoing training in PoK under supervision of a militant group to wage jihad against India.” “Around 20 per cent youths in the training camps are from Kashmir and 10 per cent are from other countries... Jesse Ryder marked his return to Test cricket with a defiant century as New Zealand staged a spirited fightback to keep themselves afloat in the first cricket Test against India here today. The burly Ryder scored 103 before being dismissed in the last over while debutant Kane Williamson scored an unbeaten 87 as the Kiwis clawed their way into the game to reach a comfortable 331 for five at close on the third day, still trailing the hosts by 156 runs. The visitors were struggling at 137 for four at one stage with the dismissals of the well-set Brendon McCullum (65) and Ross Taylor (56) in quick succession but Ryder and Williamson put on a record 194-run fifth wicket partnership to frustrate

the Indians. The duo eclipsed the previous record of 142 established by Ross Taylor and James Franklin in Wellington in 2009. The 26-year-old Ryder, playing a Test match after a gap of 14 months, completed his third Test ton in the last over of the day with a fluent drive through covers but perished in the same offer with Sreesanth trapping his leg before wicket. The New Zealanders not only managed to avoid the follow on but also put themselves on course for matching India's first innings total on a Sardar Patel track which offered little assistance to the bowlers. It turned out to be a disappointing day for the Indians who could manage to take just take three wickets in the three sessions to allow the Kiwis to bounce back to a great extent.

Rahul Dravid grassed a simple catch at first slip early when Ryder was on 11 to compound India's misery. It was a valiant fightback by Ryder and Williamson who showed great temperament and composure to keep the Indian bowlers at bay and steer their team to a relatively safer position. With two days left in the match, the Indians will now have ensure an early end to New Zealand's first innings if they want to push for a 1-0 lead in the three-match series. Earlier in the morning, both the overnight batsmen McCullum (65) and Taylor (56) started confidently and completed their half-centuries before gifting their wickets to the hosts. McCullum and Taylor negotiated the Indian pacers and spinners well for about 17 overs in the morning session before

India suffered an injury blow on the third day of the opening Test against New Zealand when batting mainstay Rahul Dravid hurt the finger of his right hand when going for a fast-travelling catch off Jesse Ryder today. Dravid, two short of becoming the first non-wicketkeeper in Test history to complete 200 catches, got hurt while trying to hold on to the left-handed Ryder's thick outside edge off S Sreesanth when the batsman was on 11 in a team score of 166 for four. He left the field a few overs after getting hurt and was substituted by reserve Cheteshwar Pujara for the remainder of the second session. He did not come out at the resumption of play in the final session. Ryder and debutant Kane Williamson then defied the Indian attack for the entire session without being separated as New Zealand advanced to 237 for four when tea was called. Dravid had scored a hundred and featured in a double century stand with Virender Sehwag who top-scored with 173 in the Indian first innings tally of 487.

Club Licensing issue: Still hope for Bagan, EB PTI NEW DELHI, NOV 6

The Kolkata giants Mohun Bagan and East Bengal could still play in the 2011-12 I-League, even if they fail to meet the December 31 deadline for fulfilling AFC's club licensing guidelines, informed sources in the AIFF. They two clubs will, however, be out of contention for AFC Champions League berth if they fail to fulfill the said norms. (For eg. East Bengal have qualified for AFC Cup by virtue of winning the Federation Cup. Now if they happen to do well and qualify for Champions League, they can only play if the licensing norms are fulfilled by December 31). "They won't be allowed to take part in the Champions League if they fail to fulfill the criteria. But the AFC could show leniency as far as playing in the I-League is concerned," a source told PTI. According to sources in the AIFF, the AFC committee headed by director of competitions, Tokuaki Suzuki, has asked the two Kolkata

clubs to have separate sponsors and bosses or face elimination from the 2011-12 league. UB Groups have major stakes in both the clubs and have Vijay Mallya as their chairman, which is not in accordance with the AFC rules. Expressing hope that the clubs would sort out their sponsorship issue, I-League CEO Sunando Dhar said, "We are sure they would work out a solution. A report (highlighting the shortcomings of the clubs) has already been sent to them," said Dhar. Among the I-League clubs, Goan heavyweights Dempo and Churchill Brothers, Kolkata's Chirag United, JCT, Pune FC and Mumbai FC received the green light from the AFC committee. As it is mandatory for clubs to become separate entities, PSUs like Air India, HAL and ONGC failed. Salgaocar, Viva Kerala and AIFF XI also failed to qualify as they did not submit their audited profit and loss statements to the AFC. However, Salgaocar have submitted it lately.
