A month after Naresh Dourado of Vasco was brutally murdered at Chicalim, Vasco police achieved a major breakthrough by arresting a youth from Khariwado, Vasco in connection with the murder. Snehal Dias (19) of Non-Mon in Khariwado, Vasco was arrested on charges of murdering Dourado (26) on August 2 in the flat of his (Dourado’s) brother at Chicalim. The Hare Krishna Temple in the east Midlands town of Leicester was partly gutted when suspected gas bottles used for cooking in the temple exploded. Temples authorities told Press Trust of India that all those present in the temple were safe, and had been accounted for. Has Salgaoncar Mining Industries Pvt Ltd, (SMIPL), which had been flaunting its interest in wanting to remove the grounded M V River Princess free of cost, developed cold feet after the State government agreed to offer it a first chance to do the job? The SMIPL failed to attend a joint meeting convened by the State Disaster Management Authority today morning to negotiate with the bidders for removal of the vessel. Swapnil Naik, director of tourism when contacted said a representative of SMIPL was not present for the meeting but a letter containing certain terms was submitted by it. The meeting was headed by Revenue Minister Jose Philip D’Souza as Chief Minister Digambar Kamat, who is also a chairman of the State Disaster Management Authority, is in Delhi for Congress elections. Suicide bomber strikes Pak PTI ISLAMABAD, SEPT 3

At least 60 people were killed and nearly 200 others injured today when a Taliban suicide bomber blew himself up in a Shia procession organised to mark Al-Quds day in Pakistan’s southwest city of Quetta. The bomber, appears to be an Uzbek and in the age bracket of 20 to 22 years, was among the crowd and detonated explosives on reaching the Meezan Chowk in the Quetta city, the capital of Balochistan, shortly before 3 pm, police said. Dramatic footage aired on Geo News captured the blast, which occurred as the marchers were shouting anti-Israel and pro-Palestinian slogans to mark the International Quds day to express solidarity with the peo-

ple of Palestine. About 60 people were killed, The Nation newspaper quoted police and civil officials were quoted as saying. TV channels quoted officials at hospitals as saying that they had received about 100 injured people. The driver of a TV channel was killed while seven reporters and cameramen of various channels were among the injured. People screamed in panic and ran helter-skelter after the blast. Several men cowered in fear and tried to hide behind cars and motorcycles. Armed youths who were part of the procession started firing after the blast. Meanwhile, Tehreek-e-Taliban Pakistan commander Qari Hussain claimed responsibility for the suicide attack, saying though his group is fighting the United States and the Pakistani government, “Shiites are also our target.” The attack on the procession came hours after two terrorist strikes left as many persons dead in the country’s restive northwest. Balochistan police chief Malik Iqbal confirmed the attack was carried out by a suicide bomber. Skipping of today’s meeting by SMIPL has strengthened apprehension of the government authorities about its real intentions. “It had never imagined that the government would agree to its demand but situation has changed now and it probably doesn’t know what to do and hence these delaying tactics,” said a government officer commenting on absence of SMIPL in today’s joint meeting. The government authorities also believe that SMIPL doesn’t have necessary capability to actually remove the vessel and are doubtful that it will able to execute the work within one fair season (220 days) as claimed by it. The director of tourism clarified that none of the two bidders have claimed ownership of the vessel as precondition for removing it. Endorsing claims about rampant illegal mining, Leader of Opposition Manohar Parrikar on Friday alleged that mining ore from Sesa Goa is being stolen and sold back to the Company. “I don’t know whether Prasun Mukherjee (MD, Sesa Goa Ltd) will know that nearly two per cent of Sesa mining ore is stolen and sold back to them…” he said at a two-day seminar on ‘Mining and Human Rights Violation’ at Dona Paula. The MD replying to the statement asserted that Sesa Goa had made several efforts to halt illegal mining trade. “There may be stealing going on. Whenever we have caught such (illegal) cargo, we faced issues while perusing the matter…we do not procure stolen mining ores… there are issues to pursue the matter,” he said without getting into details. He said that the due process required to bring the illegal ore dealer to book could not be fulfilled in Goa. Earlier, the former chief minister highlighted that mining has paved its way especially in secluded areas of Goa, inhabited by tribal population who depend on agriculture for living. “Violation starts right from the time the land is snatched… and conversion of agriculture land. It is mostly located in areas where people are poor, unaware of their rights, especially the tribals who depend on agriculture,” he said at the seminar at-

The hearing on the issue of missing pages from Scarlet’s diary was adjourned as the public prosecutor representing Central Bureau of Investigation (CBI) in the death trial could not be present today. CBI was supposed to file a reply before the Goa Children’s Court over the applications filed by two accused- Placido Carvalho and Samson D’Souza stating that the pages from the victim’s diary, an important part of prosecution, are missing. Accordingly, on August 27, Goa Children’s Court President P V Savaikar directed CBI to file a reply to the application by September 3. However, in the absence of PP S R Rivonkar CBI could not file a reply. The matter will be now heard on September 17, 2010. The key witness in the Scarlet Eden Keeling death case, Murli Sagar, would be also cross examined on the same day. The witnessed had deposed before the Court last month. His cross examination was deferred after victim mother Fiona Mackeown confirmed her dates of Goa visit. The diary, which was recovered from room of Scarlet’s boyfriend Julio Lobo during investigation, was identified by Fiona during her cross examination before the Court, last month. The diary had several sketches drawn by her daughter. Scarlet body was found on Anjuna shore on February 18, 2008. After initial investigations by the state police, the case was handed over to CBI. Margao Municipal employees resorted to a flash strike on Friday morning in response to a call given by the Goa Municipal Employees Association to protest against the Council’s decision to withhold salary to an UDC. Garbage vehicle drivers and sweepers struck work for nearly an hour between 6 am to 7 am before MMC Chief Officer Y B Tawde rushed to the civic body and assured the agitating employees that he would issue immediately directions for the release of the UDC’s salary. It was only after Tawde gave the assurance that association general secretary Anil Shirodkar withdrew the strike call and the garbage trucks rolled out of the

municipal garage. The strike by the employees even affected chief officer as there was no driver to drive his official car, forcing Tawde to rush to the municipal building at around 7 am in a private vehicle. During discussions between the chief officer and the Employees Association in the presence of the sweepers and truck drivers, Shirodkar contended that the municipality has no right to withhold the salary of an employee on flimsy grounds. He pointed out that note put up by the municipal chairperson Savio Coutinho to the chief officer to withhold salary of the UDC was malafide and illegal in nature. “How can you simply withhold the salary of employees? Goa Children’s Court today rejected bail plea of Snehal Gaonkar’s parents, accused for kidnapping and killing 16-year old Utkarsha Parab. Santosh Raut and Sumedha Raut are currently in police custody along with their daughter. T h e a c c u s e d a re f a c i n g charges of murder by poisoning the school girl under Sections 302 and 328 of the Indian Penal Code. Utkarsha, who was released by the police from her kidnappers based on missing complaint, lodged by her father, last month later died at the Goa Medical College and Hospital, Bambolim on July 27. According to Valpoi police, the incident took place on July 16, when the accused allegedly picked up her niece (victim) from her school at Poriem-Sattari and took her to an isolated place in Bicholim, where she allegedly confined her to a room with the help of her parents. The girl was admitted to the hospital in a critical condition by the police. The medical examination of the victim had revealed that the girl was poisoned through food during her confinement. Police had said that Sumedha convinced her daughter that by kidnapping Utkarsha they could put pressure on Snehal’s estranged husband.

Goa Children’s Court today convicted 32-year-old Vishal Devidas for raping 13-year-old girl in Rivona village, in December 2006. The President P V Sawaikar convicted Devidas for raping the minor girl while quantum of sentence will be decided on September 13, 2010. According to the police complaint registered by Quepem police, the accused on December 1, 2006 forcibly entered into the house of victim and raped her by dragging her into the bedroom. Victim’s mother in her complaint had stated that the accused had entered into the house of victim and caught her neck while she was cooking at 10.30 am. The accused was arrested on January 05, 2007 after victim and her brother identified him and was charge-sheeted on January 1, 2008. However, he was granted bail on February 6, 2007. The medical examination conducted on the girl confirmed penetration.

Mapusa Police on Friday afternoon arrested two more persons from Cuchelim-Mapusa on charges of selling pirated and pornographic CDs in the Mapusa market. Police seized 42 pornographic and pirated CDs from Mohan T Gangamali and Kissan R Ramappa Hulkeri. Mapusa Police have registered an offence against the duo under Section 292 of Indian Penal Code. ASI Parab and PSI Uday Gaude are investigating the case. Police informed that they will continue their drive against such dealers. Social activist and convenor of Colva Civic and Consumer Forum, Judith Almeida bitterly protested against the attitude of government agencies in attending to the menace. “Despite assurances from the Environment Minister Aleixo Sequeira, we have not seen any worker on the Colva stretch of the beach during the last two days. Heaps of tar balls lay on the beach without being lifted away for its scientific disposal”, Almeida lamented.

What has caused resentment amongst the locals is that the heaps of tar balls are left unattended on the beach. Locals say that the operation clean up may go waste if the tar balls return back to the sea during high tide. Meanwhile, officials of the National Institute of Oceanography (NIO) returned to Colva Beach once again on Friday. Apart from collecting samples of the oily substance, the NIO officials also measured the size of the tar balls and conducted further investigations on the beach.

No takers for 24 commercial shops inside Bambolim subway HERALD REPORTER PANJIM, SEPT 3

A 62-metre long subway across the NH 17 outside Goa Medical College (GMC) & Hospital at Bambolim has definitely helped to curtail accidents during last one year but interestingly 24 commercial shops inside the subway “have no takers.” While there are no clear answers as to why the shops at prime location in Bambolim have failed to attract buyers two departments of the government — Goa State Infrastructure Development Corporation (GSIDC) and PWD are competing with each other to disclaim their responsibility towards these shops. The subway was constructed to stop growing accidents along this stretch of the NH 17. Accidents happened here mostly when people crossed the highway either to go to GMC or otherwise. The GSIDC constructed the subway at the cost of Rs 6.60 crore. When contacted the Managing Director of GSIDC Sanjit Rodrigues confirmed that there are no takers for the shops even as many stalls within 100 metres radius of the subway are make roaring business. A year ago GSIDC conducted a census and found that on an average about 4000 persons use the subway on any given day. But it’s a headache that 24 shops have no takers . Since completion of the project in January 2009 — the GSIDC has advertised twice on the availability of the shops but so far the response has been poor.

“It could be a clause in the tender that says occupants of the shops will vacate if this stretch forms part of the expansion plan for NH 17,” pointed out a GSIDC officer who spoke on the condition of anonymity. He further says subway can be protected but all depends on the plans of the National Highway Authority of India (NHAI). This piece of information certainly can’t be enough guarantee for any businessman wanting to invest lakhs of rupees in setting up a shop. The GSIDC found in a lurch when PWD declined to take possession of the shops and left it to GSIDC to find buyers for the shops. The GSIDC claimed that PWD being a client department as highway comes under its jurisdiction it should take the responsibility for shops. When contacted the Principal Chief Engineer of PWD, J J Rego denied that PWD is the client department. The GMC is the client department, he adds. Interestingly, Dr Rajan Kuncolienkar, Medical Superintend of GMC, said GMC might have expressed the need for a subway due to high frequency of accidents but it doesn’t mean it is a client department. The rift seems to growing wider between Revenue Minister Jose Philip D’Souza and his cabinet colleague Deputy Speaker Mauvin Godinho, with both leaders keen to dominate the newly carved Dabolim constituency. If supporters of both leaders and political analysts are to be believed, the growing political rivalry among the two leaders due to the desire to gain political grip over the new Dabolim constituency. Dabolim Constituency comprises three municipal wards from Vasco constituency (home territory of D’Souza) and two village panchayats (Chicalim and Dabolim). A verbal clash between both leaders was evident during the Dahi Handi celebrations on Thursday. Godinho’s supporters gave him a rousing welcome in Vasco, prompting D’Souza’s supporters to organise a similar event barely 50 mts distance from each other. In the recent past, Godinho has re-energized the Vasco Congress Block, which had been dormant after the Vasco assembly seat was allotted to its alliance partner NCP. In his speech on Thursday, Godinho expressed his desire to develop Vasco city and said he considered entire Mormugao taluka as single constituency in terms of his priority for development. “If people of Vasco want me to work for the development of Vasco, I will stand with them. After their repeated requests, I have shown interest in the development of Vasco,” said Godinho. Interestingly, as soon as Godinho finished his speech, D’Souza made his entry at the opposite stage of Dahi Handi organized by ‘City Boyz’ with a rousing welcome of fire crackers. Without naming his political rival, D’Souza said he is capable of developing Vasco and he did not want anyone to interfere in his consistency. “I respect the coalition dharma and I don’t interfere in others consistencies. A special ticket checking drive conducted by Konkan Railway between Mumbai and Kankavali Section unearthed unauthorized travel on the trains. Around 90 cases of unauthorized travel, including five cases of passengers traveling with excess baggage were detected and railway dues amounting to Rs 66,610 were recovered from the violators. The drive was carried on running trains on the KR route between August 23-29. KRC said that passenger trains viz. Senior retired teachers under the banner of Discriminated Teachers’ Forum on Friday said they would be observing this Teachers’ Day as a ‘black day’ to protest against the failure of the Government to resolve genuine demands that arose due to their pre-mature retirement at 58. To draw the attention of the Education Minister and the Chief Minister, the teachers with black bands tied on their hands have decided to march to the Kala Academy on September 6, the day of the official function of the Government to felicitate State awardees. The teachers will meet at the Azad Maidan at 9.15 am on the said day from where they will march to KA to highlight their grievances. Addressing a press conference, President of DTF Neves Anthony Rebello said they had been forced to resort to this measure

because the Government has been only giving them assurances for the last 14 months. We have informed the CM and Education Minister about our morcha 15 days in advance, he stated. Rebello said they will not allow the CM and Education Minister to leave the venue on September 6 till they announced what steps they have taken into their grievances. “They’ve been telling us of studying the matter. How long more do we have to wait? Does it take this long to study the matter?” he asserted. He, however, clarified the ‘morcha’ and the gathering at the venue would be Gandhian in nature. “We don’t want to disturb peace; we only want a genuine solution for our genuine demands. Police presence will not deter us from our agitation,” he mentioned. Rebello observed the financial implications to meet the demands of 1,019 of them was less than Rs 8 crore. “The Government

was willing to spend Rs 100 crore for preparing feasibility reports of unfeasible projects. Compared to this the amount of Rs 8 crore was peanuts,” he lambasted. The DTF President maintained they would continue to agitate till heir demands were met. “Some of our teachers are nearing 70, but that doesn’t mean we will keep quiet. We will continue to come on the streets till the Kamat Government also explains to us what made his Government revert back the retirement of teachers to 60 from 58,” he mentioned. Rebello said another thing the DTF wanted to strongly point out was the harassment of teachers by police, especially Porvorim PI Devendra Gad. He alleged PI Gad had filed false cases against the agitating teachers. He said while senior police officials had given clean chit to their agitation on July 19, Gad had moved to implicate the senior teachers by filing false cases.

A female leopard was rescued after being trapped in a wire supposedly laid to catch a wild boar at Shirshire-Borim on Friday morning. The incident came to light when one of the villagers noticed the animal frantically trying to release itself from the trap. The villagers then alerted the Bondla wildlife sanctuary and a team was rushed to the site. It was a difficult task for officials from the Bondla wildlife sanctuary and North Goa Forest department, as they struggled for nearly two hours in a bid to rescue the leopard. They first fired four tranquilizer shots, but it yielded no results. Two tranquilizer shots missed their target while two others could not sedate the wild cat. Later, the officials decided to manually inject the tranquilizer and it was successfully carried out with the help of a net used as a protective shield. Villagers claim that they have witnessed leopard movements in the area since the last two years.

Trapped leopard rescued at Borim

The incident spread like wildfire as a large number of people flocked to the site to catch a glimpse of the leopard and the rescue operations. Forest officials had a tough time in cordoning off the area, as curious onlookers tried to come as close to the wild animal as possible. According to officials involved in the rescue operation, a large number of people could have provoked the leopard. "We even warned onlookers that they could run the risk of being attacked by the leopard, but this did not deter them," an official told Herald. According to Deputy Conservator of Forest, North Goa, G T Kumar the rescued leopard was safe and had no injuries. "The animal is safe and has no injuries. We are thankful to the people for cooperating with us. It was trapped in the wire and we managed to free the animal without hurting it. Luckily, the wire also did not damaged its skin," said Kumar. "The leopard will be kept under observation for the next 48 hours before it is released into the wild," he said.

RND employees held for gambling

PORVORIM, SEPT 3 (HC) -- Porvorim police on Friday afternoon arrested 11 employees of the River Navigation Department (RND) on charges of gambling in the compound of the RND workshop at Britona. “Police were patrolling at Britona at about 12.30 pm, when they found some persons in the compound of the RND workshop at Britona. Police entered the compound and found 11 people playing with the cards,” informed Police Sub Inspector Gadekar. Police arrested 11 persons under Gambling Act and recovered gambling cards and cash of Rs 12,600. Porvorim police has confirmed that the arrested persons are employees of the RND. The accused were produced before Judicial Magistrate First class and were later released on bail.

Condemning the government’s failure to release payments amounting to a whopping of Rs 80 crore, The All Goa Road Contractors Association has decided to boycott all work from Monday if payment are not released by then. Association President, Subhash Desai condemned the government’s attitude for not releasing the payment of contractors for more than six months. He said the government owes the contractors payments amounting to Rs 80 crore, adding that the payments have not been done till date despite promises by Chief Minister Digambar Kamat to release Rs 55 crore. “Till date, no cash assignment has come. We are waiting for the government to honour its promise”, he said. What has upset the contractors is the fact that PWD engineers continue to float fresh tenders on the directions of MLAs and ministers despite

Patriotic singing contest held

Merces Sarpanch Deepika Shirgaokar along with her deputy, Yateen Palekar, and other panchas of the ruling party, had gone to serve notices on illegal activities at Morombi-O-Pequeno in Butem Bhat, Merces. Instead, they caught redhanded a truck driver illegally dumping construction debris in the low-lying area, which is full of mangroves. On questioning, the driver informed the Sarpanch and others that he was directed to dump the debris by one Rego, who runs a restaurant at Panjim. Later, Deputy Sarpanch Yateen Palekar alerted the Old Goa police to hand over the truck driver to them. the sarpanch and all other panchas waited for over two hours before two constables from Old Goa police made their appearance at the scene. the cops then informed the panchayat members that they had been told to attach the truck. However, panch Sunil Kalangutkar begged to differ and asked the police to first conduct a panchanama before attaching the truck, since he suspected that it could lead to manipulation. Rampant hill-cutting activity at Chicalim since the last 15 days has come to a standstill, after the Chicalim Village Action Committee (CVAC) and local residents lodged a complaint with concerned authorities on Monday. the builder failed to display a board stating the construction licenses granted by the concerned authorities and carried hill-cutting activities for the last few days. However, when media persons visited the construction site on Monday, the owner, who wished not to quote his name, claimed that they have applied for permission from tCP for hill cutting, as they feel that the project is environment-friendly project. “We are not cutting the entire hill, but leveling it in a step manner to build six villas on each step, besides building with 26 flats, ring road and a flyover connecting the villas from NH-17A that passes at the foothill of the property,” stated the owner. The sorry state of the KTC bus stand, Margao came to the fore on Friday, as activists called for the construction of a state-ofthe-art bus terminus in the Commercial capital. Uncollected garbage was strewn all over the bus stand near the toilet block, while the shed erected 23 years ago in 1987 lacked basic facilities for the commuters as well as the drivers and conductors. GOACAN Coordinator Roland Martins said the bus shed was inaugurated way back in 1987 by then Chief Minister, Pratapsing Rane, adding that promises to build an ultra modern bus stand in the city has remained only on paper. “Today, GOACAN volunteers

have distributed slips to the citizens to get united to improve the condition of the bus stand. There are no proper toilets, while the bus stand lacks resting place for the drivers. There’s no proper stand for the motorcycle pilots and the rickshaws”, he added. Martins and other volunteers on Friday participated in an awareness action at Margao today as part of its ongoing Bus Commuters Rights Awareness Fortnight and called upon the Goa Govt to protect the interests of the bus commuters. The awareness action which had the participation of consumer forum volunteers from South Goa highlighted various demands of the bus commuters. Volunteers armed with placards and colourful flags distributed

The Kadamba bus stand at Mapusa has become a dumping ground for garbage, inconveniencing the commuters using the bus stand. Garbage is being dumped by the shopkeepers everyday, but it is not being lifted either by Kadamba Transport Corporation (KTC) or Mapusa Municipal Council (MMC) for days together, due to which the garbage naturally begins to rot gradually and starts stinking. Garbage that has been accumulated at KTC bus stand is causing discomfort for the public and also poses serious threat to the health of the public. To make matters worse, the site is also being used as urinal by the public. Though there is a Sulabh Shouchalaya in the premises of Kadamba bus stand, people are seen urinating at the dumping site of the garbage, which presents a sorry sight not only to the tourists who visit the bus stand, but also to the locals. The Fisheries Department started pooling in resources to give all seven jetties a facelift to improve working conditions, but deterrent amenities at Malim Jetty have affected work to a certain level. The jetty has over 4000-odd workers on 325 trawlers. The jetty faces numerous problems like maintenance, expansion, etc. The five-year-old proposal of extending the jetty to 100 metres was though approved it was reduced to 50 metres, which is hardly a solution, said chairman of the Mandovi Fishermen Co-operative Society Menino Afonso. The tender for the same was issued some four months ago and awarded to a Goan contractor a month back with a deal of two years. Former chairman Sitakant Parab had informed that the age-old jetty required additional 200 metres space as against the present 110 metres, to ease out congestion. “The society has trawlers measuring from 65 metres to as small as 25 metres, which are docked at the jetty. Due to space constraint, winds and strong currents, they collide resulting in damage. Our proposal is though accepted, 50 metres extension will not help,” Afonso complained. Of the total fishing boats,

250-odd boats are reportedly made of wood and remaining are fibre boats. The Society is in process of getting 25 more trawlers of 65 metres each. The jetty for over a decade and half is barred from getting direct water supply despite connection from the Public Works Department. “In a day we require 14 to 16 water tankers for drinking and separate six-to-10 tankers for ice-plant. The Society currently requires approximately Rs eight lakh annually but facilities are negligible,” he rued. Counting on additional amenities, the jetty lacks ‘fish selling platform’ and ‘auction sheds’ but yet again, these projects are held up with the PWD for three years, Afonso further said. LABOUR PROBLEM: The apparent care-a-damn attitude of the government towards the cyclonic storm victims has also stalled fishermen from venturing into the sea. Cyclone Phyan lashed the western coast claiming lives of several fishermen of which, 38 fishermen from Malim jetty lost their lives. Besides, four trawler boats, 15 purse seine nets and some 20 small dingies were also drained out in the cyclone. The government was quick enough to announce compensation of Rs one-lakh, but as on date, families of the victims have

hat happens when you have a father who is the best in the world? Your brother and husband have a rough time. Why? Because the high benchmarks set don’t allow them to even come close to their respective roles as fathers. But jokes aside, on the eve of my dad's 70th birthday, I feel proud and blessed; not just today, but every day of my life. A time arrives when you tread your own path. But to know that there is a person who stands by you through thick and thin is nothing short of a blessing. That person, to me, is my dad, V B Prabhu Verlekar. He taught me how to ride my first bicycle, to let me experience life beyond my shores, to dream and know that the sky is the limit, to learn how to fight challenges, to be positive and face life with a passion; advice that he follows till this day. A chartered accountant whose hard work and per-

Talk to him about anything – finance to design, Bollywood to food, places to people – and he has the latest on it. Settling scores with Sonia

W

hy is the Bharatiya Janata Party (BJP) so obsessed with who becomes the President of the Congress? More accurately, why does it have such a visceral hatred for Sonia Gandhi? Her re-election as the Congress President for the fourth consecutive time – which makes her the longest serving head of the party – has come in for sharp criticism from the BJP. Party President Nitin Gadkari taunted Sonia Gandhi over her re-election as Congress President, saying that the post seems to be “reserved for the Gandhi family”. Extending backhanded congratulations, he said: “She should set a precedent as she did by refusing the post of prime minister [after the 2004 parliamentary polls].” Referring to himself, he said that only in the BJP could a simple party cadre like himself become party president. That is not true. Gadkari forgets two things. First, he has been planted in his post by the ‘first family’ of the BJP, the Rashtriya Swayamsevak Sangh (RSS). Without the nod of the all-powerful RSS, he could never have become BJP President. Second, those who are not members of the Nehru-Gandhi family have become presidents of the Congress. Till the late Indira Gandhi split the Congress after she was expelled from the party in 1969, its presidentship was never a monopoly. More recently, after the assassination of the late Rajiv Gandhi in 1991, it was P V Narasimha Rao who became Congress President, a post he held till the Congress was defeated in the 1996 Lok Sabha election, when he was unceremoniously replaced by Sitaram Kesri. The latter lasted till the 1998 election, which the Congress lost even more badly. It was then that the Congress Working Committee (CWC) voted to remove Kesri, and appointed Sonia Gandhi in his place. The problem for the Congress was that under the stewardship of Rao and Kesri, the party lost ground. For eight years from 1996, it was in the wilderness. It was Sonia Gandhi who resurrected the Congress and brought it back to power in 2004. Then, despite anti-incumbency, she led the party to an even greater victory in 2009. When the Congress has a sureshot winning formula, should it be changed? And what gives the BJP the right to object? Has the Congress ever public commented about who should or should not be the BJP President? Has it ever openly derided Nitin Gadkari as an RSS puppet? Dynasties in Indian politics are not a Congress monopoly. What about the Abdullahs and the Muftis in Jammu and Kashmir, or Karunanidhi’s extended family in Tamil Nadu? Can we forget BJP ally Balasaheb Thackeray’s Shiv Sena in Maharashtra, Lalu Yadav’s husband-wife duopoly in Bihar, or Mulayam Singh Yadav’s father-son diarchy in Uttar Pradesh, the Lals of Haryana or the Scindias in several states? But the reason why the BJP hates Sonia Gandhi with such intensity is that despite being born an Italian named Sonia Maino, daughter of a small-time building contractor, and raised in a conservative Roman Catholic family near Turin, she has overcome all the handicaps of birth, upbringing and language to find a place in the hearts of India’s poorest people as a daughter-in-law of the country. She has successfully used the power of Indian tradition to outwit those who claim a monopoly over it. Is it any wonder that they hate her with an uncommon passion? But the BJP needs to learn from its mistakes. It has, in the last two elections, tried to personally vilify Sonia Gandhi. Both times it has spectacularly failed. Doesn’t the party brass realise that the more muck they throw, the more it sticks to them as well? The BJP has a brand new leader. Isn’t it time for some brand new thinking too?

We are creating imaginary rights and even endorsing legislation to give them effect, says AVertHAnUs l d’soUZA

W

e live simultaneously in two distinct worlds – more different than chalk is from cheese. It is not an easy feat. We live in the here-and-now and in the hereafter; in the corporeal world and in the spiritual world; in the tangible world of the senses and in the non-tangible world of ideas and ideals; in the confines of our own individual selves and in society together with others. It is a strange world that we inhabit, if only we stop to give it some consideration. Philosophers have tried to explain this mystery for as long as recorded history. Plato, the great Greek philosopher, held that we live in a shadowworld, a world of images and reflections of the ‘real’ world outside. This point of view is shared by ancient Hindu philosophy, which holds that what we consider to be reality is, in fact, only ‘maya’ or unreality. This philosophy holds that ‘reality’ is beyond our comprehension. We can only grasp at its images and reflections. The present age, which Hindu philosophy designates as the ‘age of darkness’ (kalyug), is the most materialistic age ever known to humankind. All our energies are dedicated to living according to the epicurean principle: eat, drink and be merry because tomorrow we die. The Epicureans were steeped in a world of pleasure and sense gratification – not very different from the hedonism of present times. But we seem to have failed to draw the lesson that one can never contain air within one’s closed fists; one can never capture one’s own shadow; one cannot contain infinity in the finite mind. We live as if there is no tomorrow. We have organised our political and economic systems as if there is no need for individual space and personal liberty. We are hell bent on endowing our governments with powers over our private lives while, at the same time, proclaiming that we believe in individual freedoms. We have abdicated our responsibility to build a peaceful society, and entrusted this task to governments that neither understand what freedom is, nor have the necessary tools to bring about freedom. To speak about governments ensuring individual freedoms is a contradiction in terms. We live in a world of strange contradictions. We launch wars to preserve peace. We set up military dictatorships to ensure civic liberties. The listing of such contradictions would fill an entire library. But let us look at just a few striking examples. The education of a child, which is the most in-

MorAl ConsiderAtions dividual and intimate enterprise, has been handed over to the government, which now not only decides what a child must learn at what age, but also determines how the child should learn. The government decides the curriculum and the qualification of the teachers. It decides what kind of food the child should be fed and what kind of books it should read. The absurdity of this situation is highlighted in the fact that the government has now approved the teaching of the reproductive process to kindergarten children; all in the guise of giving them ‘sex education’ even before they are prepared for it. The Government of India is now considering a Bill to control all so-called ‘fertility’ (or is it ‘infertility’?) clinics in the country. Instead of assisting infertile married couples to have babies, the Bill approaches the question of ‘fertility’ as a lucrative commercial enterprise that, according to the Law

Commission, has been described as an ‘industry’. Even the Supreme Court of India was aghast at the callousness of this approach, which considers babies as commodities. According to the draft Bill, assisted reproductive technologies will be made freely available to anyone and everyone who desires them, irrespective of whether they are legally married couples, simply living together or even if they are single, lesbian or homosexual. The basic flaw in the Bill is that it is based on the principle that the latest technology should be made freely available as a commercial enterprise, rather than be used to assist infertile married couples to have babies. The most tragic aspect of the Bill is that it seeks to empower the government to become the sole monopolistic operator of the technology of assisted reproduction. The government will be the sole repository of all information con-

cerning the donors of sperm and oocytes, the medical status of surrogate mothers, and the details of the ‘parents’ who will purchase the children for a handsome amount. Another aberration that is quite obvious to those who want to see is the twisted way in which women want to be treated as equals. Women not only want to do jobs that were hitherto exclusive to men (which is perfectly legitimate), but they also want to discard their femininity and become male (which is not). The latest example of this is a group of women that call themselves Raelians (named after a French racing car driver who saw a vision in which all life on Earth was engineered by extra-terrestrial beings). The Raelians observe an annual ‘Go Topless Day’, to demand their ‘constitutional right’ to go topless in public. Their argument is that if men can go bare-chested in public, women should have the same ‘right’. Is this equality? How will the ‘right’ to go about bare-chested in public enhance the dignity of women and give them equal status with men? In a similar twist of reason, homosexuals are demanding the right to use toilets and rest rooms reserved for women, on the ground that they have equal rights to all public facilities. According to them, restricting toilet facilities along sexual lines amounts to discrimination and violates their rights to equality. A certain insanity has begun to pervade our society, which blurs distinctions between the real and the imagined. We are creating imaginary rights and even endorsing legislation to give effect to these imaginary rights. Our perception is skewed to such an alarming extent that we cannot distinguish right from wrong, or real from imaginary. This is quite pervasive in the multitude of so-called ‘Reality Shows’ on popular television channels. What passes for ‘reality’ is unreal; the product of sick minds. We need to wake up to the fact that we are living in a world in which there is a conflict between good and evil, between the noble and the brutal, between the spiritual and the material. St Paul described this in the best possible way: “I do not understand my own actions. For I do not do what I want, but I do the very thing I hate... For I do not do the good I want, but the evil I do not want is what I do.” (Rom.7:14). In theology, this is called the Consequence of Sin, a reality that all humankind would do well to acknowledge.

he was elegant, beautiful and graceful in her movements as she sailed across the globe. She traversed the seven seas and weathered all the storms that came her way. At times she was battered and bruised, and down, but she was never out. She was strong and sturdy, a combination of brawn and beauty. All went well till the day she reached the sea off a place called Goa. The princess had heard of the tiny state in the India and was eager to reach the shores of this ‘Pearl of the East’. One stormy day, the princess entered the waters off the Goa coast. All of a sudden, she was drifted off from her normal course by a strong wind. She lost control and was slowly dragged near the shores of a famous beach, and got stuck in the sand. She was grounded. That is when all the trouble started for the princess. In the normal course, the authorities in charge would have done everything they could to get her out of the sand. But then she had run aground in Goa, where playing ‘sossegado’ is the name of the game.

No one in the form of a prince came to the aid of the princess. It seemed that there was not a single prince in the entire state of Goa who would come forward and rescue the princess in distress. The princess had to spend the day in the sweltering sun and the night in biting cold. Nobody seemed to bother about the princess. Her whole body seemed to ache and her skin began to peel off. She was struck by several maladies. Days turned to weeks, weeks to months, months to years and to one whole decade. The poor princess lay there, subject to the vagaries of nature. The local government got into a tangle as to who should save the princess. The locals began to blame the princess for all the trouble that came to the state. She was like a bad omen. As time passed by, the princess died. She met a watery grave. What was left of a once beautiful princess was just skin and bones. The dead body could hold together no longer. It began to disintegrate. The body was breaking into two. But even then the

Others were talking of cutting the dead body right there where it lay, and then carting it away. And those in power could not make up their minds... So the corpse of the princess began to rot and disintegrate. With every passing monsoon, the condition of the corpse became worse. The local courts took pity on the plight of the princess and intervened. They wanted the concerned authorities to act fast and give the princess a decent burial, so that her soul could rest in peace. But then, her body began to rust into pieces. The local authorities, it appeared, did not have the conscience not to allow the poor princess to suffer even in death. The plight of the MV River Princess continues to this very day, as the government cannot make up its mind about who should remove what is left of the corroded ship. This tragic story is ‘To be continued…’

While it is wonderful to see that are interested in your motherland and deplore today’s politicians who are feeding Goa to the dogs, it is absurd that you sit at your computers to write letters from thousands of miles away and take no action. Please quit your lucrative jobs abroad, come here and join the fight. You have absolutely no idea how hard it is to fight these rogues, who have tons of money power. The village groups of Goa are fighting tooth and nail for the people. They have achieved a lot so far, and are the real heroes.

Jerome Goes, London Diogo Furtado (‘Wisdom from afar’, Herald, 2 Sept) does not know that Goans who have worked abroad have contributed to the welfare of their families in Goa, many from poverty to a respectable life. Can any Goan have a decent life with the payment they receive from private firms in Goa that pay paltry amounts? A government job cost lakhs of rupees. How many can pay to get these jobs? Ask any contractor how much money has he to part with to bag a tender, and how much bribes he has to pay to obtain his final payment. If he is a true Goan, let him ask the Alemao brothers how they have amassed so much wealth.

Councillors & consultants Carmen D’Souza, Dona Paula Your letter of the day ‘Fraud in Panjim Market’ (Herald, 2 September) is only the ‘tip of the iceberg’ when it comes to corruption in the Corporation of the City of Panjim (CCP). Earlier, we had the huge car parking scam and others. This is not surprising. By and large, the CCP councillors are scamsters. The rot extends from the Mayor to the co-opted members. These frauds are now after people making an honest living by washing cars. What I find really disgusting however, is their attempts to gain legitimacy by hiring mercenary consultants. These fraud consultants do the councillors’ bidding for a meal and a few drinks, from attacking reputable citizens to producing pseudo-scientific reports to support bogus projects, which are nothing but money-making rack-

Parking problems & Panjim Lisa Dias-Noronha, Chorão I agree with your editorial ‘No alternative to pay parking’ (Herald, 11 August). Builders and owners of buildings often do not allocate adequate parking space. Parking has become a nightmare in Panjim. Drivers have now resorted to triple parking! I request you to invite residents and visitors of Panjim to offer solutions to this problem. To kick-start this forum on parking solutions, here is mine: Panjim is a beautiful city. Parts of it can be made into pedestrian-only zones. Now that the Municipal Garden is getting ready, one such area could be around the garden. I know no one is going to like this suggestion; but the next one is the real problem solver. We should have narrow, low streetcars – hop-in-hop-out vehicles (like the one Cidade de Goa sends to Panjim) – which ply in loops around the city at regular intervals. I would be most happy to leave my car in a safe parking lot outside the city, buy a monthly / weekly pass and hop-in-hop-out of future Panjim city streetcars, which I would like to call ‘Desire’. These streetcars would also boost tourist traffic, as one can take sightseeing rides in them. My next suggestion is ‘cycle taxis’. You could cycle to Café Tato or Café Bhonsle for a snack, burning calories before and after. In Amsterdam, the municipality has ‘cycle taxis’ which you can use for free. At the end of the day, the municipality collects the cycles and redistributes them around the city. Now that is real municipal service! Nathan de Almeida, Alto Porvorim Jose Maria Miranda in his letter ‘Weed out Christianity’ (Herald, 31 August) rightly castigates Khanapur BJP MLA Pralhad Remani’s call to ‘weed out Christianity’. But his conclusion that BJP will not succeed in wooing the minorities is wrong. Leader of the Opposition Manohar Parrikar recently provided facts and figures to prove that the ruling Congress government has denied job opportunities to the minorities. Out of 11,000 government vacancies filled during three years Congress rule, only 700 jobs went to minorities, which comprise over 30 per cent of the population. This is

injustice. The Congress has sent wrong signals to the unemployed youth of the minority communities, and Goans have joined the BJP, irrespective of caste or religion.

Stop wooing minorities Jerry Fernandes, Saligao I fully agree with Sameer Khan’s letter ‘BJP and minorities’ (Herald, 26 August). It is no point having useless meetings with religious heads and wooing minorities with silly apologies and lies of innocence. If the leaders of the BJP really want to win the confidence of the minorities and remove that infamous ‘communal’ tag (as Arti Mehra expects to do), why don’t they re-build the Babri Masjid in Ayodhya? Why are they still glorifying the chief architect of the infamous Gujarat riots in 2002 (Narendra Modi) and not giving justice to all the victims? Rein in panchayats S N D Poojary, Miramar Some village panchayats function in the most bizarre manner, challenging the authority of the state and even going against the Constitution. Elected panchayat members oppose everything proposed by the government, as if they are independent republics. Reasonable opposition is a part of democratic functioning; but pathological opposition at the cost of the general good goes against the basic tenets of democracy. The recent judgment of the High Court of Bombay upholding the authority of the Directorate of Panchayats to control the functioning of village panchayats is most welcome.

Bear One Another’s Burdens

My brothers, if someone is caught in any kind of wrongdoing, those of you who are spiritual should set him right; but you must do it in a gentle way. And keep an eye on yourselves, so that you will not be tempted too. Help to carry one another’s burdens, and in this way, you will obey the law of Christ. If someone thinks he is somebody when really he is nobody, he is only deceiving himself. Everyone should judge his own conduct. If it is good, then he can be proud of what he himself has done, without having to compare it with what someone else has done. For everyone has to carry his own load. The man who is taught the Christian message, should share all the good things he has with his teacher. Do not deceive yourselves; no one makes a food of God. A person will reap exactly what he sows. If he sows in the field of his natural desires, from it he will gather the harvest of death; if he sows in the field of the Spirit, from the Spirit he will gather the harvest of eternal life. So, let us not become tired of doing good; for if we do not give up, the time will come when we will reap the harvest. So then, as often as we have the chance, we should do good to everyone, and especially to those who belong to our family in the faith. (Galatians 6; 1-10)

The Tourism Department (TD) is working round –the-clock to take stock of the tar balls, which have been washed ashore at some beaches during last 48 hours. It has employed about 200 strong labour force to clean the affected beaches. Swapnil Naik, Director of Tourism, said “tar balls washing ashore is an annual phenomenon during this season. We are in touch with the National Institute of Oceanography (NIO) and are consulting with them on the occurrence. Scientist from Nagpur based National Environmental Engineering Research Institute (NEERI) are expected to arrive in State early next week to conduct a closer study on the phenomenon.

Bank duped of Rs 37 lakh PTI NAGPUR, SEPT 3

Two tricksters duped a local Canara Bank branch of over Rs 37 lakh by fraudulently withdrawing money after depositing bogus demand drafts, police said today. Accused duo--Deepak Yadav and Mahesh Tikam prepared fictitious demand drafts of Rs

37,39,00 and deposited it with Canara Bank at the Sadar branch here and later withdraw the entire money, police said. The Bank branch manager Krishna Jamde later realised the folly and lodged a complaint with Sadar Police Station. Offences under relevant section of IPC were registered against the duo, yesterday.

ACP’s son, daughter-in-law commit suicide PTI MUMBAI, SEPT 3

The son and daughter-inlaw of an Assistant Police Commissioner (ACP) allegedly committed suicide at their residence in suburban Malad here, police said today. "The young couple-- Abhijit (27) and wife Ashwini (21)-- were found dead at their residence this morning. Abhijit, son of ACP Madhusudan Kurne, used his father's service revolver to kill self," Additional Police Commissioner, Ramrao Pawar told PTI. Preliminary probe has suggested that Abhijit may have shot his wife ahead of taking the extreme step himself, Pawar said. The reason for the suicide is not yet clear, he said. Their bodies have been taken to nearby hospital for postmortem.

Curfew was today lifted from Anantnag after four days even as life returned to normal in the Kashmir Valley after hardline Hurriyat Conference suspended protests for the day, the last Friday of Ramzan. "Curfew was lifted from Anantnag town this morning as the law and order situation improved and no untoward incident was reported from anywhere in the area over the past three days," a senior police officer said. Curfew was imposed in the town on August 30 after a youth was allegedly killed in firing by security forces. However, curfew was imposed in Kunzar area along the Srinagar-Gulmarg road, 35 kms from here, following protests, official sources said. They said the residents

were protesting against the alleged police inaction in the case relating to the murder of 17-year-old Sameera last month. Elsewhere, in the Valley, life returned to normal after Syed Ali Shah Geelani-led Hurriyat suspended the agitation programme in view of the last Friday of the holy fasting month of Ramzan. Shops and other commercial establishments opened early in the morning as people flocked markets to make preparations for Id. The unusually high rush in the markets was due to the agitation calendar issued by Geelani yesterday which exempted September 5 and nine from strikes before Id. Three persons were killed and 42 others injured, 12 of them seriously, in three separate road accidents in Sundargarh district on Thursday, police said here today. One school going boy, Bikash Dang (7) succumbed to his injuries on way to hospital while his schoolmate, Biswajeet Dash (7) and one Shankar Dash (30) were admitted to Rourkela Government Hospital (RGH) here with serious injuries. Shankar of Vedvyas area of the city was on the way to a nearby coaching centre with

two boys on a cycle when a speeding iron ore laden truck hit him near Vedvyas Chowk, on the outskirt of the city. In a similar mishap, one Kishore Kujur (17) died and two others were critically injured when they hit by a speeding truck near by-pass road in Rajgangpur town, 45 km from here. The public put up a road block and torched the truck before police arrived on the spot. In another accident at Jharbeda near Rajgangpur town, 38 persons were injured, 8 of them seriously when a passenger tempo in which they were travelling got overturned on SH-10.

Dedicated police force in MP to fight cyber crime PTI BHOPAL, SEPT 3

In a bid to curb and tackle growing crime in the cyber space, Madhya Pradesh Police has decided to constitute a dedicated Cyber Police Force by enrolling over 100 personnel in the first phase. "We have sent a proposal to recruit over 700 police personnel for the newly-created Cyber Crime Cell of Madhya Pradesh and the police headquarter has initially given its nod to recruit 106 dedicated Cyber police force in the state," Inspector General (IG), Rajendra Mishra told PTI. "We will recruit Plus-II pass out candidates with basic knowledge of computers and then train them in the advanced computer applications by offering them diplomas, BCA and MCA degrees," he said. Those who successfully complete the diploma course will be inducted between the ranks from constable to Assistant Sub-Inspector (ASI), BCA pass outs as Sub-Inspector to Deputy Superintendent of Police (DSP) and MCA as Additional Superintendent of Police (ASP), the IG said.

They will not only be trained in handling hardware and software, but also in Cyber laws to counter the challenge posed by the new generation of criminals using sophisticated electronic gadgets to commit crimes of diverse nature, he said. Mishra said despite discharging their duties with a skeleton-staff of just 20 personnel drawn from different wings of the police, the cell was able to solve major Cyber crimes including fraud of Rs 17 lakh committed by a Nigerian national. "A total of 15 foreign nationals were arrested by the Cell indulged in major cyber crimes in the state. The arrested persons belong to Nigeria, Ethiopia, Lesotho, Swajiland, Kenya, Australia and UK," the IG said. The Cell has also solved 40 per cent of mobile-theft cases in the state. To a question on whether advent of technology has helped in improving the crime detection rate, Mishra said though the detection rate has certainly increased, number of crimes specially in cyber space too have increased with the new technology.

Arms recovered in Kishtwar PTI JAMMU, SEPT 3

Security forces recovered arms and ammunition after a brief encounter with militants in Kishtwar district, police said today. Acting on a tip off, troops of Rashtriya Rifles and police launched a search operation to track down a group of militants in Tandar forest area in the district last night, they said. Militants fired on the troops, who retaliated resulting in an encounter, they said, adding after the gunbattle, troops recovered arms and ammunition, including an AK-rifle, a Self Loading Rifle with ammunition, three AK magazines and 30 rounds from the area. The search operation to track down militants, including Shabir and Zakir among four ultras, is going on, they said. Meanwhile, three militant supporters were arrested by security forces in Rajouri district.

The building built of bricks will now have an additional concrete wall constructed, giving no chance to prisoners to escape. “It is very easy to dig a hole into the wall made of bricks but the same will not be the case for concretised blockades. After this construction, if any body tries to dig a hole, they will fall in the gap between the old wall and new sturdy wall,” said a source. The Sada jail escape had led to suspension of two assistant jailors Uday Shirodkar and Manuel Travasso and jail guards Vasu Pednekar and Dilip Gunelarkar. The history of jail breaks stares at the authorities, who have miserably fail to arrest the fleeing jail birds. In 2007, on Ganesh Chaturthi day, 14 prisoners from Margao judicial lock up fled from their respective jails. Seven were later traced and arrested and rest are roaming scot free . A murder convict, Ramesh Jadhav serving life sentence at Aguada had escaped on March 23, 2006. He was traced and arrested thereafter. Apart from the escape episode, one accused from Aguada jail – Obi Okafor who attempted suicide last Thursday is still undergoing medical treatment at Goa Medical College and Hospital at Bambolim. Two accused from Aguada and Mapusa lock-ups are taking treatment at the Institute of Psychiatric and Human Behaviour at Bambolim even as three accused from Mapusa jail have been shifted to outstation jails – two at Karwar district jail at Karnataka and one at Tihar Jail in Delhi. Corruption among some prison guards is one amongst other factors leading to prohibited actions occurring in jails, which according to a senior officer, is common in other State jails, as well. Porob claimed that strict actions are taken if the illegalities are brought to his notice. Asked if the the number of escapes were taking a toll, the officer only replied “Nobody wants to be confined behind four walls.” Inspector General of Prisons Mihir Vardhan told Herald that they organise regular extra curricular activities for all prisoners to keep them occupied. “We hold festival celebrations, cultural events and workshops. mong the Goans who made a mark in the Catholic Church in Goa, one stands out, due to his intelligence, vast knowledge of the local conditions and extraordinary administrative skills. He rose to become the first Goan Bishop to head the Church in Goa: Dom Francisco da Piedade Rebelo. Though priests born in Goa or hailing from Goa headed various important dioceses and Archdioceses in India and even in some Portuguese colonies, we were not fortunate enough to have one of our own heading our Archdiocese during the Portuguese regime. Hailing from a well-known and deeply religious family from Margao, D Francisco was the son of Joao Fenelon da Piedade Rebelo and Perceliana da Piedade Miranda, and the nephew of Mgr Ganganelli Rebelo, a reputed Rector of the Major Seminary of Rachol for many years. Born in Margao on September 4 1891, Francisco Rebelo studied for the priesthood at the Rachol Seminary, passing out with flying colours. He was ordained priest on September 26 1915 and was immediately posted as Asst Parish Priest at St Francis Xavier Church, Dabul, Mumbai, which was then under the jurisdiction of the Archdiocese of Goa & Daman. Returning to Goa, he occupied various important positions at the headquarters of the Archdiocese throughout his active life, barring a very short spell. He was perhaps the only priest who served under four Patriarchs of Goa: Dom Mateus de Oliveira Xavier, Dom Teotonio Vieira de Castro, Dom Jose da Costa Nunes and Dom Jose de Vieira Alvernaz. When Dom. Jose da Costa Nunes, later a Cardinal, was appointed Patriarch, he elevated Fr Rebelo as Chancellor in 1942 and in 1953 the next Patriarch, Alvernaz, made him the Vicar General of the Archdiocese. His intelligence, his vast experience at the Curia and his outstanding administrative qualities, stood him in good stead, and he was chosen as the local Bishop, despite his advanced age, to head the Archdiocese in the absence of Patriarch Alvernaz, who had migrated to Portugal soon after Liberation. Monsignor Rebelo, (as most of us knew him at that time) was virtually in charge of the Archdiocese, from December 1961. He was appointed Auxiliary Bishop to the Patriarch in November 1963, and later elevated as Apostolic Administrator of the Archdiocese sede plena by Pope Paul VI in 1966. Affable and down to earth, Bishop Rebelo used persuasion rather than authority to deal with his priests, who easily acceded to his suggestions and instructions. His rich experience and administrative acumen helped him in steering the Archdiocese with dignity and aplomb during its most difficult days after Liberation and the Vatican Council II. He was at the helm of affairs when the vernacular tongue substituted Latin in the Church Liturgy. And, he was instrumental in getting the New Testament printed and published in Konkani. He gave an impetus to education by encouraging various Churches to open schools, allowing children of families living in the villages, who could not afford to go to cities, opportunities for personal and academic growth and advancement. In short, Bishop Rebelo was a man who, despite being a septuagenarian and having lived in a conservative environment, was able to discern the signs of times and adapt himself to the pastoral exigencies of the day. Bishop Rebelo resigned voluntarily in 1972 and Bishop Raul Gonsalves was inducted in his place as the Apostolic Administrator. As we celebrate today another anniversary of his birth, we pay our humble homage to Bishop Rebelo a great and spiritual man, the first son of our soil to head the ancient, primal and prestigious See of Goa.

25 cops hurt in Tajikistan suicide blast Reuters DUSHANBE, SEPT 3

A suicide bomber car bomber blew himself up and wounded 25 policemen at a police station in northern Tajikistan on Friday, the interior ministry said. An Uzbek militant group with links to al Qaeda was probably behind the attack, the ministry said. ''Those who carried out the blast are most likely members of the Islamist Movement of Uzbekistan (IMU),'' it said in a statement. Tokhir Normatov, chief of staff at Tajikistan's interior ministry, told Reuters it was not clear whether the bomber killed anyone else, but said the death toll was likely to rise. The attack occurred in Khujand, some 340 km north of the capital Dushanbe and near the border with Uzbekistan. Tajikistan also has a porous 1,340-km border with Afghanistan where the IMU are also active.

India and Pakistan should facilitate talks among representatives from all parts of Jammu and Kashmir in order to find an amicable solution to the dragging issue, according to participants at a recent Track-II dialogue. The participants further agreed that Afghanistan's future should be the exclusive domain of the Afghan people and that all other countries should refrain from interfering in the internal affairs of that nation. Opinion-makers and experts on foreign and defence issues took part in the Chaopraya Track II dialogue held in Bangkok during August 28-30. The Pakistani side was headed by former minister Sherr y Rehman and the Indian side was led by defence expert Gen (retd) Dipankar Banerjee. The talks, organised by Jinnah Institute, a new Pakistani think tank, and India's Institute of Peace and Conflict Studies, deliberated on the situation in Afghanistan as the conditions in the war-ravaged country have a direct impact on India-Pakistan ties. At the end of the interactions, a consensus document was agreed on by the participants, Rehman said in a statement. The participants suggested that New Delhi and Islamabad should consider activating the back-channel on Jammu and

Kashmir to complement the bilateral talks. They called on India and Pakistan to implement, in letter and spirit, the series of existing CBMs, particularly those relating to easing travel and trade across the Line of Control. They also appealed to the two countries to urgently initiate measures to build trust and confidence among the people of Jammu and Kashmir. The participants emphasised the need for continued bilateral engagement, especially at official and functional levels. They welcomed the forthcoming meeting of Foreign Ministers and expressed the hope that this would take the dialogue process forward. To build trust and confidence, the participants recommended exchange of visits by military delegations especially at the level of services chiefs, and similar exchanges between intelligence agencies. There was consensus among participants that both sides must "actively collaborate to facilitate the prosecution of terrorists being tried for acts of terrorism" and they proposed that the two countries must respect each other's territorial integrity and sovereignty, and refrain from interference in each other's internal affairs.

Japan imposes more sanctions on Iran Reuters TOKYO, SEPT 3

Japan slapped additional sanctions on Iran over its disputed nuclear programme on Friday, following the United States and European Union in pressuring Tehran despite Tokyo's reliance on oil imports from the country. The sanctions that go beyond requirements in a prior UN Security Council resolution include restrictions on doing business with 15 Iranian banks that could contribute to nuclear activities and a halt to new energy-related investments in Iran. But resource-poor Japan did not impose any restrictions on oil from the country, which accounts for 10 percent of its crude imports, making it the

fourth-biggest supplier after Saudi Arabia, United Arab Emirates and Qatar. ''We took those steps as they are necessary to push for nuclear non-proliferation and prevent its nuclear development,'' Chief Cabinet Secretary Yoshito Sengoku told a news conference. ''We have traditionally close relations with Iran and from that

standpoint, we will patiently encourage the country towards a peaceful and diplomatic solution.'' While the two countries have traditionally enjoyed relatively friendly ties, Tokyo has been urging Tehran to respond to global calls to suspend nuclear enrichment activities and return to the negotiating table. The US and other Western

powers fear Iran's nuclear work is aimed at bomb-making, a charge Tehran denies. An oil market that has traded mostly between $70 to $80 a barrel in 2010 has caught out some of the oil bulls on Wall Street calling for higher prices, and some now see rangebound conditions prevailing into 2011. Goldman Sachs in January expected the benchmark U.S. oil price to average $94 a barrel this year, the highest forecast in a Reuters poll at the time. Its latest prediction is $80, close to the actual 2010 average so far of $77.90. Barclays Capital predicted $85 for this year in January. The bank trimmed its forecast to $78 a barrel last week, citing

"macroeconomic disquiet" for the revision. "The gradual recovery in oil prices is likely to prove slower and bumpier than our earlier estimates," said Costanza Jacazio, an analyst at Barclays. "We continue to see limited downside from current levels, however." The revisions suggest any continuation of oil's bull run is likely to be deferred, something consumers and governments around the world would welcome at a time of concern about the pace of economic growth. Prices had soared from 2002 until mid-2008 as demand led by emerging economies such as China strained supplies,

peaking at a record high near $150 in July 2008. Oil collapsed to below $40 by December as the economic crisis hit demand. Demand has risen this year but so have inventories, which are at a record high in the United States. Supply from outside the Organization of the Petroleum Exporting Countries has also been stronger than expected. Banks such as Barclays and Goldman produced some prescient calls on the oil price during the boom. Goldman energy equities analyst Arjun Murti, in 2005, was one of the first to predict $100-a-barrel crude. Barclays in 2004, when oil was trading at the then-extra-

ordinary level of $40 and many pundits expected the boom to fade in 2005, instead accurately called for the rally to persist. MOST ACCURATE SO FAR So far this year, the Wall Street bank that has most accurately forecast prices is J.P. Morgan, based on data collected in Reuters polls. In January, it expected an average of $78.30 and in August predicted a price of $77.25. "We believed there would be more supply-side flexibility," said Lawrence Eagles, global head of oil research at the bank. "As a result of that, we've seen a much more balanced market." Economists at OPEC, which

"There is still a lot that could change over the course of the next few months, but the odds favour a relatively rangebound market even going forward over the next 12 months," said Eagles.

A majority of Indian professionals are likely to quit their jobs this year due to lack of promotional avenues despite good work results and a lack of communication and involvement by their top managements, according to a survey . For 59 per cent of respondents, finding that the next rung in the career ladder is a no-show was the top "get me out of here" factor, a survey by Regus, revealed. Lack of communication and involvement by top management was the other big reason for most professionals to quit their existing jobs, 50 per cent of respondents said. Another 30 per cent said that they would leave a company which lacked 'vision'. The job market in India is likely to get crowded after the

summer vacation as Indian professionals may quit their existing jobs unless they are promoted, it said. Over 15,000 business respondents from the Regus global contacts database were interviewed during the February-March 2010 period and the survey was managed and administered by Marketing UK, an independent organisation, Regus said in a press release issued here. Big brewers like Anheuser Busch InBev are seen as a better bet than spirit giants Diageo and Pernod Ricard to gain from the uneven world recovery in which only emerging markets are showing strong growth. The brewers are slaking more thirsts in Latin America, Asia and Africa as drinkers turn first to beer rather than more expensive spirits as economic growth picks up, while fears over a big jump in the price of grain to make beer are overdone. Meanwhile, the big spirits groups have less exposure to emerging markets than the beer companies and have struggled with weak European sales, especially in Spain and Greece, and as drinkers have sought out cheaper whisky and vodka in recession.

Pernod has shown stronger profits growth than its bigger rival Diageo but its share performance has been dull compared with the big brewers who have seen a big boost from buoyant beer markets in places as far apart as Brazil and China. India's slum population is projected to rise to 93.06 million by 2011, or 7.75 percent of the total population, say a report of an expert committee set up by the housing and urban poverty alleviation ministry. The report of the committee on slum statistics, headed by Pranob Sen, the principal adviser to the Planning Commission, was released by Housing and Urban Poverty Alleviation Minister Kumari Selja here Friday. Selja said the target of achieving a slum-free India in five years, as outlined by President Pratibha Patil in her speech to parliament in 2009, was 'not unachievable' unless states cooperate fully. She said the committee's first priority was to suggest suitable adjustments and create a reliable statistical model based on the data of 1,743 towns and cities enumerated in the 2001 census. The committee applied this model to estimate slum population in all 5,161 towns and cities in the country. 'By this model, the estimated slum population of the country in 2001 comes to be 75.26 million and the projected slum population for 2011 is 93.06 million,' she said. The 2001 census had put the slum population at 52.4 million. The committee has also suggested that an urban information management system on slums should be created and each state that gets funds from the ministry should indicate time-bound plans for addressing issues concerning slum clusters.

The committee was also tasked with suggesting an uniform definition of slum which can be adopted by the government for its Rajiv Awas Yojana (RAY) that seeks removal of slums and has recommended that contiguous area with 2025 households having slum-like characteristics be taken as slum area. It has recommended checklists for the purpose of identification of slums and said that households having roof material other than concrete, not having facility of drinking water, drainage and latrine should be treated as having slum characteristics. Selja said there was problem of under-reporting by states as areas not notified as slums were not counted by them. Noting her ministry was a bit hamstrung in the absence of complete data concerning the slums, she said that urban population was growing and there were many challenges in the task of making cities free of slums but funds would not be a constraint. 'The UPA (United Progressive Alliance) government has committed itself to Rajiv Awas Yojana. Based on the preparatory work done by states, money should not be a constraint,' she said. The committee has recommended that Registrar General of India, which is conducting the 2011 survey, should share lay out maps with the MHUPA as an aid for slum surveys. The 2001 census had put the urban population at 286 million. Ministry officials said that 40 percent of the country's population will be living in the urban areas in the next two decades.

The country's largest wind turbine manufacturer Suzlon Energy Friday said it has won a 30 MW wind turbine order from Bhubaneswar-based mineral developer Altrade Group. Suzlon said it will operate and maintain the turbines which is will be installed at wind farms in the Jaisalmer and Jodhpur in Rajasthan. 'The project will extend Suzlon's leadership of the Rajasthan wind market taking the total installed base to over 700 MW,' the company said in a statement.

Alok Ind eyes Rs 12,000-cr Rev in 3 yrs PTI MUMBAI, SEPT 3

Textile major, Alok Industries, is eyeing a three-fold growth in its revenues over the next three-years to Rs 12,000-crore as it plans a major expansion in both domestic and overseas markets, a top company official said. The company's current turnover is Rs 4,300-crore. "We are looking at tripling our revenues over the next three-years and most of the growth would be coming from our textile division--our main business," Alok Industries' Managing Director, Dilip Jiwarajka, said on the sidelines of an event organised by Technopak on the textile sector here today. He also said that the company plans to open 80 Store 21 outlets in the UK this fiscal. The company's CFO, Sunil Khandelwal, said that Alok Industries has lined up a capex of Rs 700-crore for FY 11 and the funds would be used in expanding capacity of its current textile units and opening more stores of its retail arm. The rest would be used in expanding its fabric balancing and incremental capex, he said, adding that the company would be expanding the capacity of its cotton spindles from the present 3,00,000 units to 3,50,000 units by October.

Tata Steel is in discussions with banks to raise loans worth 3.5 billion pounds (over Rs 25,000 crore) for its UK unit. Tata Steel is in talks with 11 banks for loans to the tune of 3.5 billion pounds for the company''s UK unit. BNP Paribas SA, Credit Agricole CIB, HSBC Holdings Plc and Royal Bank of Scotland Group Plc are among the banks that may lend 2.5 billion pounds over a period of five years, it said. India looks at S America for farm revolution AGENCY NEW DELHI, SEPT 3

India, looking to launch a second green revolution to boost its food security, has begun looking at distant South America where countries have been able to ramp up food production with new technology and farming methods. And to take lessons first-hand, Agriculture Minister Sharad Pawar will visit Argentina, Brazil and Mexico this month. 'India has much to learn from the best practices of South America, especially Brazil and Argentina,' R. Viswanathan, Indian Ambassador to Argentina, Uruguay and Paraguay, said during a visit here. The South American countries have overtaken the United States in soya production, accounting for 50 percent of global production, and significantly denting the American domination in the agri-business sector. With large swathes of land in a sparsely populated region, which accounts for 26 percent of global freshwater reserves, South American nations have the highest yields per hectare. For Indian companies, which have been looking at farmlands for their agri-business, there is another attraction-- the technologies that have been indigenously developed in these countries and applied in farming.

A revolutionary method is 'no-till farming', which is applied in 80 percent of the land cultivated in the Mercosur countries (a trading bloc comprising Brazil, Argentina, Uruguay and Paraguay,). In this kind of farming, land is not ploughed. Instead, the agricultural residue of the last plant is allowed to enrich the soil. The seed is then injected into the soil through special machines. Another technology which Pawar is likely to see in Argentina is the Silobag-- a polyeutherane bag that can store up to 200 tonnes of foodgrains on the field itself - that saves costs on building concrete storage units. 'We have brought this to the notice of the agriculture ministry,' said Viswanathan. India faces a shortage of 15 million tonnes in storage capacity, one of the main reasons why hundreds of tonnes of food grains are wasted every year in the country. The technology figured at a meeting between Pawar and his Argentine counterpart, Julian Andres Dominguez here earlier last month. Moreover, India can look to replicate the success of Argentina in turning agriculture into a high-technology sector. Viswanathan referred to the Argentine group Los Grobos, which has brought the outsourcing model to agriculture.

Los Grobos cultivates 270,000 hectares in Uruguay, Brazil and Argentina, without owning a single plot of land. It uses 'precision farming', which employs software to determine the input distribution and monitors by satellite the location of the seeds and sprayer machines. At the same time, soil monitors give realtime information, helping the group head office to decide on the nutritional and other parameters. All this could be brought to India for trial. Also, Indian companies can move to the continent to take advantage of the available technology and expertise for business in the agricultural sector. Viswanathan said Indian entrepreneurs should vigorously explore the region 'since South America has an agri-business ecosystem like the IT ecosystem in India - export-oriented with competent human resources and service providers that allow investors to focus on output and returns.' South America is a major source of oilseeds. It exports soya and sunflower oil worth $1 billion to India annually. It is learnt that the Indian delegation led by Pawar would explore increasing the supply of edible oil and pulses to the subcontinent as domestic output has not been able to meet galloping demand.

Marsh launches insurance cover for water utilities MUMBAI (PTI) -- Insurance brokerage firm Marsh India, a subsidiary of US-based Marsh Inc, today launched a specialist contamination insurance product for water utilities for strengthening their resilience to risks in the wake of tightening regulatory frameworks. Marsh is the first company in India to offer such a product for drinking water contamination, including losses associated with a terrorist attack, extortion costs and goodwill payments to customers. Launching the product, Marsh India Country Head and CEO Sanjay Kedia said, "traditional property and liability policies often provide limited protection against serious water contamination incidents even though such incidents can have serious regulatory, financial and reputational implications for a utility." The data from sky, planets, solar system and the earth are categorised to access information easily. The latest web-based version enables exploration of the universe with a browser on a PC or Intel Mac OS X using Microsoft Silverlight 3.0. 'The virtual telescope also showcases the largest seamless spherical map ever made of the night sky,' Yan claimed. In collaboration with NASA, the company released a highresolution image of Mars for a three-dimensional experience of the red planet in the solar system. 'Though virtual observatory is not new, the unique feature of this telescope is that even a common man can go on a tour of the universe on a computer,' Yan added.

Harley owners group soon PTI MUMBAI, SEPT 3

The Indian arm of premium bikemaker, Harley-Davidson, plans to set up a Harley Owners Group, popularly known as HOG, in India shortly. The HOG is a sponsored community marketing club, operated by Harley-Davidson for its enthusiasts. "We are planning to start the Harley Owners Group sometime in October. Any person who buys a Harley bike automatically becomes the member of HOG," Harley-Davidson's Director (Marketing), Sanjay Tripathi, said. He, however, did not divulge the number of bikes the company has sold in the last one year through its four dealerships pan-India. "We will soon be releasing the numbers," he added. Before the company formally entered the Indian market last year with a dealership in Hyderabad, there were 200 Harley bikes in the country, Tripathi said. The bikes are priced at between Rs 7 lakh and Rs 35 lakh. Harley forayed in India after the Government allowed the import of high-capacity powered two-wheelers in 2007 from the US.

After wooing the urban poor here with its `One Rupee Bank' account, State Bank of India (SBI) is now aggressively targeting the crorepatis. The government lender has inaugurated first of its kind branch for High Networth Individuals (HNI) where it takes minimum Rs 1 crore to open an account, and that too on invitation only. `Kohinoor Banjara Premium Banking Centre' (named after the famed Kohinoor diamond that was discovered here), spread over 4,000 sq ft, offers specialised banking facilities like relationship managers, 24/7 lockers, extended banking hours, doorstep pick-up and drop facilities, in addition to pampering customers five-star amenities at the branch. "We have opened as many as 50 accounts so far. We are confident of opening another 150 by the end of the current fiscal," Shiva Kumar, CGM, SBI, said. According to bank officials, an attractive feature of the branch is lockers. "They are open 24 hours. People can come anytime and take or keep their jewellery and other valuable items. We have special dressing rooms for customers. These will be useful for late night function goers as they would not have to take the valuables home," they said.

Poetry is written with inspirational words and expressing it in a painting is no easy task. Shridhar Kamat Bambolkar took painting to the next level by using colours to express his feelings about Bakibab Borkar’s poems and will be presenting his works during the great poet’s birth centenary celebrations

BY JANICE RODRIGUES HERALD FEATURES he Indian Film Industry is famed for its music and though not many may know, the yesteryears had a lot of musicians from Goa who were drawn to the tinsel town of Mumbai, in search of greener pastures. One such musician is Balthazar Fernandes, who worked with some of the best music directors of the time. In this one to one, he revisits the past and speaks of his association with Goan music and culture.

How did Bollywood happen? I used to play the violin and teach music in a school in Bombay, and that was when Frank Fernandes, who gave music for movies like ‘Amche Noxib’, gave me a break in Bollywood. He asked me how much I was paid, and that time in 1960, we used to be paid only Rs150, and then he gave me the offer Rs300 and I took it. That’s how I made it into the film industry. I was always associated with him. He had a problem with writing, so I used to help him out with writing scripts and other clerical work; simultaneously I got into the music industry also. How was the experience of working with so many renowned music directors? I was with Kalyanji Anandji for a long time, I also worked with Sardar Malik, father of Anu Malik and many other music directors. It was a different experience altogether; they would dictate the tunes and I would write it down, arrange music for them. I was a violinist and besides that, I was an arranger and conductor for the orchestra. How long were you associated with the film industry? I worked with Kalyanji Anandji for about 11 years and then left it all to go back to my teaching career in Bombay and concentrated on playing, because as an arranger I was not appreciated, due to the clash of culture and upbringing. Mine was a more western kind of music, choral music which didn’t fit in the Indian film industry. You were instrumental in composing tunes like ‘Mere desh ki dharti’, tell us something about that… Well, I was involved with these songs because Kalyanji Anandji were composing the music and I used to arrange and orchestrate it, and while doing so we used to discuss every detail together, the mood of the song, what would the orchestra do, so all the tunes were a combined effort. How has the industry evolved from the time you worked in it till now? A lot of things have completely changed now with the changes in technology. First we used to have the whole orchestra playing together in a big hall, with about a hundred musicians, while the singer used to be in a cabin. And the whole thing used to be recorded as one track. But today you can record one section at a time, like the rhythm sections, the violin section, and then the soloists and singer can come in later. What’s more is that it is now being done by one man, on the keyboards. The industry that time was more about team work and now it is done by one person. How was it working with Sharon and Wilmix on this project? I have used an orchestra of about 40 musicians in this film. It was really beautiful; I enjoyed working because it was my culture and my music, my language. Working with them made me realise that I have to do something for my culture. It took me about three months to compose the music for this film. I was given the script and tried to adapt the songs according the script. Given the chance would you do other projects like this? Of course, I would do anything to promote the language and culture. I remember one story which said that the Konkani language is going to be dead in about ten years and I got a shock; they had even given reasons for it, from the decline of ‘Mando’, to youngsters not talking the language anymore. I am happy that this film has subtitles in English; this will ensure that it will also go out of Goa and be enjoyed by both, people who understand Konkani as well as those who don’t. Your advice to youngsters who have aspirations in music… The younger generation has to take up to studying music as the methods of teaching music have changed a lot. It’s not like our times, when we had to go the church schools and learn the solfagio, by heart. The younger generation is much more lucky now as the mode of teaching have become easier, but nevertheless, I would advise the parents to teach the children to learn singing. The first step to learning music is to learn to sing.

BY DOLCY D’CRUZ HERALD FEATURES hridhar Kamat Bambolkar has painted 34 paintings for the exhibition ‘Ghan Barse Re’, each inspired by Padmashree Bakibab Borkar’s poems. With beautiful scenic splendour of the state and the skylines during the rainy season, each painting is unique in its own way. With dominating shades of blues and greens, Shridhar has used mediums like acrylic, watercolours and oil paints. “I concentrated on Goa’s beauty during the monsoons. I am a lover of poetry and I love Bakibab Borkar’s poetries. I painted the paintings inspired by different poems and Goa’s look in the rainy season. For the exhibition, I will even mention the lines taken from the Konkani and Marathi poems that inspired that painting,” says Shridhar. Organised by Kala Academy Goa in association with the Directorate of Art and Culture, the exhibition ‘Ghan Barse Re’ is a tribute to Poet Bakikbab Borkar through visual language. The exhibition will be inaugurated by Chief Minister Digamber Kamat on September 4 at 3:55pm at Kala Academy. Pratapsingh Rane, Speaker of Goa Legislative Assembly will be the Chief Guest while Prafulla Dahanukar, an eminent painter, will be the Guest of Honour at the event. Vijayadevi Rane, Chairperson of Bal Bhavan Goa will be the special invitee. The exhibition’s inaugural will be followed by ‘Malharache Swarase Re’, a musical programme based on poems of Bakibab and arranged by Prof Purnanand Chari. The exhibition is inspired by the verse, ‘Ghan varse re, Ghan varse re! I am not going anywhere, says Juhi Chawla

ans of the bubbly actress Juhi Chawla, known for her unique and charming laughter, have missed her lively charisma, but they have no reason to sulk because the actress says that she hasn’t left the industry and has no intention to do so. Juhi, who has given voiceover for Sita’s character in 3D animation film ‘Ramayana – The Epic’, said she hasn’t quit the film industry and her admirers will soon get to see her make an appearance in director Onir’s ‘I Am’. She is very keen to continue doing films. “There may be gaps in between, but I am not going anywhere. I have a film called ‘I Am’. It has four short stories and in one of the short stories called ‘Medha’, Manisha and I are playing the lead,” Juhi revealed. This will be her third film with Onir after ‘My Brother... Nikhil’ (2005) and ‘Bas Ek Pal’(2006). The actress, speaking about her experience at the unveiling of the first look of ‘Ramayana – The Epic’, said it was her first animation film and she didn’t find it difficult to emote Sita’s character. “I wouldn’t say it was difficult; since I didn’t have any visual to help me, I had to imagine the scene. Some scenes which I found really difficult were when Sita was in captivity of Ravan and had broken down while waiting for Ram,” said the former Miss India and multiple award winner. She also said that since not many animation films are being made in India, actors lending voice to them is not in vogue yet, as much as in Hollywood where most of the big stars give voiceover in animation movies. “We haven’t done it so far and also animation movies have come recently in our country. I will not be surprised to know that lot of people are willing to lend their voice. All the A-list stars abroad do it and it is considered ‘the thing’ to do,” said Juhi.

As this year was marked for Bakibab’s birth centenary celebrations, Shridhar had to start well in advance so that the exhibition would be ready on time. “The creative process started almost two years back as I had to read the poems and choose the ones I wanted to paint. I thoroughly worked on the 34 paintings during the last three months giving final touches. It is not that easy creating paintings from poetry, it is a difficult process as one has to enjoy the poetry and get in touch with it on a personal level,” informs Shridhar who is also the Vice President of the State Cultural Development Committee. Born Balkrishna Bhagwant Borkar on November 30, 1910 in Curchorem, Bakibab Borkar was honoured in 1967 by Government of India with the Padma Shri to recognise his service in the field of Literature and Education. A great poet who has a notable standing in Marathi and Konkani literature, he is best known for his literary imagery in poems. He blended the spiritual and the physical elements into his poetic language. As a multifaceted genius and a poet and writer par excellence, he wrote in several languages including Konkani, Marathi, English and Portuguese.

rt reflects life in Drew Barrymore’s latest movie, ‘Going the Distance’, in which she co-stars with her on-again, off-again boyfriend Justin Long – as a couple having problems with their long-distance relationship. That might have proved awkward for more self-conscious actresses, anxious maybe about displaying too many give-away feelings for their erstwhile partner in front of the camera, but for Hollywood trooper Barrymore – a veritable veteran of her art at a mere 35 – working with Long, she insists, just made the job a lot more fun. “It’s very rare to show up to work every day and know you’re going to be working off a natural chemistry,” enthuses Barrymore, a child star from the age of six, after her endearing performance as the wild-eyed moppet in ‘ET’. “Justin’s really someone with the sharpest wit that I’ve ever met. It is thrilling. You go out to dinner with him, and he’s like this nerdy, pasty, funny, weird guy – and then you watch the ladies! He floors them with humour and I always found that very appealing and sexy, and I’m not the jealous type, I’m more like: ‘Isn’t he great?’” From anyone else, this would seem like gushing beyond the call of duty, yet the more Barrymore continues her glowing tribute to Long – “I think he’s beyond talented and charming” – the more heartfelt and genuine her feelings for her co-star seem. The one thing she stops short of confirming, however, is the state of their on-off personal relationship now, although both have shown up, albeit for separate chats, at the London press junket for the film, and it’s clear they could start up their very own mutual appreciation society. But for now it seems that they are currently just very good friends, if only bec a u s e , w h e n a s ke d a b o u t f u t u re relationships, she muses: “I will find somebody, I believe. I’m not cynical, I’m not jaded – but I feel that maybe the next relationship will be something that’s really interesting, because it won’t be puppy love.

This is the first thought that crosses your mind when you think about ‘We Are Family’ before you watch it. Because thanks to all the tacky, nonsensical, thoughtless, the filmmakershould-jump-off-a-cliff-in-shame kind of remakes, we have been scarred for life. ‘We Are Family’, thankfully, is not one such remake. Maya (Kajol) is the perfect mother. Her life revolves around her three children, Aleya (Aanchal Munjal), Ankush (Nominath Ginsberg) and Anjali (Diya Sonecha). Despite being divorced from her husband Aman (Arjun Rampal), Maya has ensured that everything runs smoothly in her house. When Aman introduces his girlfriend, Shreya (Kareena Kapoor), a career-oriented woman, the situation takes an unexpected turn. However, Maya is diagnosed with a terminal illness and circumstances bring the two women under the same roof. Can two mothers make a home? The tense moments between Kajol and Kareena, the confrontation between the two and also the cold stares that they exchange time and again have been captured very well. The gradual transformation in Kajol's looks, from striking and energetic to pale and morose, is also well projected. The finale is the best part of the enterprise and can be best described in one word: Outstanding. Mohanan's cinematography is eye-catching and the locales of Australia only enhance the look of the film. Niranjan Iyengar's dialogue are decent at places, but a few lines are amazingly real. The background score by Raju Singh is first-rate. For negatives, the film tends to stagnate in the middle of the second hour. One expects the story to move forward, but there's not much movement here. Also, the music by Shankar-Ehsaan-Loy is a complete letdown. As for the performances, Kareena is superlative as the younger woman who struggles to bond with her boyfriend’s kids and ex-wife. She looks stunning and lends the role her characteristic effortlessness. Arjun is fabulous as the dad and husband caught in the crossfire. The kids are adorable and well cast. But the film belongs to Kajol who amazes you with her nuanced performance. She is dark and light, hard yet vulnerable and she totally wins you over in the role of a cancer stricken mother who must choose the best for her children. Overall, ‘We Are Family’ is a perfect family film with a good mix of emotions and humour.

BY HERALD FEATURES onkani films have a great fan following in and around the state and of late, quite a bit is being done to promote it. Doing just that is Wilmix-Sharon Productions with their film ‘Tum Kitem Kortolo Aslo’ the music of which was launched in collaboration with Radio Mirchi on September 3, 2010. The event had the cast and crew going on air on the radio channel to promote the music of the film. In the ensuing press interaction, Sharon Mazarello spoke about the film being an attempt to bring to fore the life of women. “The film is about womankind, what are the plights of their life and about the questions life throws at them. It is about putting yourself in their shoes; hence the title, ‘Tum Kitem Kortolo Aslo?’” The music, composed by Balthazar Fernandes who has been an assistant to famous Bollywood duo Kalyanji-Anandaji, has, in his own words, “a Goan touch”, and consists of nine songs. Balthazar has rendered the music of the film with the help of a 40-member orchestra from the Kala Academy Strings Ensemble. “Due to the lack of space, I had to record all the sections of the orchestra separately,” says Balthazar about the procedure of recording. This was the first time that a Konkani film has released its

The Film Emotional Atyachar Cas­­t: Mohit Ahlawat, Kalki Koechlin, Ranvir Shorey Director: Akshay Shere Rating:­ he Film Emotional Atyachar’ is a road movie, plus black comedy rolled into one. The characters in the film are either grey or black and each is out to double-cross the other. ‘The Film Emotional Atyachar’ is unpredictable and keeps you guessing vis-à-vis what turn the story will take next. If unpredictability is its strength, there's a weakness as well: The screenplay isn't watertight. The plot? A bunch of people all chasing a money bag. Vinay Pathak and Ranvir Shorey, a ruthless killer duo, small time dada Ravi Kissen and his tapori gang, gambler Abhimanyu Singh and Kalki, his glamorous moll and Mohit Ahlawat, a businessman in desperate need of moolah, all end up on the Mumbai-Goa highway hoping to lay their hands on the ill-gotten wealth before the eventful night fades out. Debutant director Akshay Shere has handled a number of sequences well. The camerawork is perfect and the background score, effective. But what didn't work is that the film had too little of two of the finest offbeat actors we currently have, Vinay Pathak and Ranvir Shorey, and too much of the side heroes who can hardly hold your attention, especially when the plot keeps spinning out of control. The show belongs to Ranvir Shorey and Vinay Pathak. The duo is top notch and the camaraderie is superb. It's a tailor-made role for Ravi Kishan and he carries the tapori lingo well. Mohit Ahlawat is in sync with his character. Kalki Koechlin is charming and handles her part with amazing ease. Backed by supporters, football fans, well wishers and clubs, Peter Vaz, GFA vice-president and Sporting Clube de Goa president, filled up his nomination form for the post of GFA president, the elections for which will be held on October 24. “The clubs had pleaded that I should contest the election in 2007 for the post of president, but I had preferred to contest as an ordinary member then, so that I could have a direct feel of the administration, meet the clubs, have a deeper insight of the working and get to know the pulse di-

rectly. In the past, I was also involved with the GFA work without having any post or being a member in the Executive Committee. I have duly graduated from grassroots to fulfil the hopes and aspirations of the clubs,” explained Peter, who proudly added, “I am a self made man.” Even in 2007, the elected members proposed me as the v i c e - p re s i d e n t . S h r i n i v a s Dempo, who was also an elected member did not attend the very first meeting of the Executive Committee and so it is not correct to talk about humiliation. “I was entrusted with several responsibilities all these years by the GFA, even when I was not in the Executive Committee. I have executed all work with sincerity and dedication,” remarked Peter. “It is not necessary to occupy a chair to do work,” he pointed out. “Everyone and most impor-

tantly the clubs know what exactly I have contributed all these years, they are the best judges. They know my track record for Goan football. Forget Sporting, for GFA is totally a separate entity for me,” claimed Peter. “I don’t believe in shouting from the roof top,” exclaimed Peter. However, his record, no doubt, speak volumes. He single-handedly, monitored, taken corrective measures and implemented in toto the construction of Duler Stadium at Mapusa. Most importantly, even before the additional land could be released to GFA, he had kept the plans ready for submission having liasoned with the architect. As a visionary, he came up with the concept of constructing rooms for accommodation of trainees, teams for residential camps or even tournaments. It is Peter who also augmented the GFA coffers as he was instrumental in obtaining,

The Goa State Chief Information Commissioner, Motilal Keny today fixed for September 17 at 10.30 a.m. the final arguments on the complaint filed by Advocate Aires Rodrigues against the Goa Cricket Association for its refusal to furnish information sought under the Right to Information Act. As directed by the Information Commission, GCA secretary appeared before the Commission today. The GCA which is being represented by Advocate Mahesh Sonak today sought two weeks time to file their reply. The Chief Information Commissioner directed the GCA to give an advance copy of their reply to Rodrigues by September 15 and fixed the final arguments for September 17.

After Rodrigues sought information from GCA on the fees paid to their lawyer Subodh Kantak, the association took the stand that it does not come under the purview of the RTI Act as it has not received any financial or other assistance from the Goa Government or the Sports Authority of Goa.

The ICC should thoroughly investigate the spot-fixing scandal and take appropriate action against players who are found guilty, according to batting icon Sachin Tendulkar, who was today conferred the honorary rank of Group Captain by the Indian Air Force. The champion batsman also threw his weight behind the youngsters in the Indian team, who failed miserably during the tri-series in Sri Lanka, but asked them to minimise mistakes and learn to respond to situations swiftly. Tendulkar said he was disappointed with the spot-fixing incident and felt if the scam, which has come to light after an "expose" by a British tabloid, turns out to be true it will bring "disrepute to the game". "ICC should make a thorough probe in whatever had happened in England and take ap-

propriate action if the players are found guilty. If the allegations are true, they will certainly bring disrepute to the game," Tendulkar told reporters. "I am no expert and not the one to comment while sitting here in India on something which happened in England. But certainly it has disappointed me," he said when asked to comment on the latest crisis to have rocked the game. "Integrity is extremely required to take the game forward and make it more globalised. It is important to have a clean image so that cricket heads in the right direction and I am sure ICC will take every measure to ensure the game moves in the right direction," he added. There is no harm in having more money but the priority has to be right. "Cricket has to be played in the cleanest way and in right spirit. When we play, we always play to win, whether it's IPL's first match or IPL final or CLT20 match. It has been the same all through my career," he said.
