Are sensitive places in and around the port town sitting ducks for terrorists? Believe it or not, “terrorists” planted explosives at the Dabolim airport and the shipyard, besides hijacking an iron ore cargo vessel in the sea off Mormugao on Friday morning. The breach of security at these vital installations has left security agencies red-faced and their only consolation was that the “terrorists” were part of the Sagar Kavach exercise, a mock drill to test the preparedness of the security agencies in the State. Security agencies were taken by surprise, when a “terrorist” as part of the Sagar Kavach exercise team managed to plant explosives at Dabolim airport at about 7 am. Another “terrorist” managed to plant an explosive at the Goa Shipyard Limited (GSL).

Special officers to check money flow at polls HERALD REPORTER PANJIM, OCT 29

In a bid to keep a check on the overspending by candidates in the forthcoming municipal elections, the State Election Commission (SEC) has appointed special officers in addition to the normal election observers to keep a tab on violators. The officers of the rank of accounts officer/assistant officers have been appointed as expenditure officers for each of the eleven municipalities scheduled to go to polls on October 31. Municipal Councils of Pernem, Mapusa, Bicholim, Valpoi, Margao, Cuncolim, Mormugao, Sanguem, Quepem, CurchoremCacora and Canacona will go to polls on Sunday. State Election Commissioner (SEC) Dr M Modassir addressing a press conference said that henceforth the same practice would also be followed during the panchayat polls. He said each candidate is entitled to spend upto Rs 30000 as poll expenses. Disqualification of rebels upheld PTI BANGALORE, OCT 29

In a big shot-in-the-arm for the BJP Government in the State, a third judge of the Karnataka High Court today upheld the disqualification of the rebel party MLAs from the Assembly. Justice V G Sabhahit, to whom the matter was referred after a split verdict by a Division Bench, today gave his verdict in which he concurred with Chief Justice J S Khehar, who had upheld Speaker K G Bopaiah’s October 10 disqualification order. Justice N Kumar, part of the Division Bench, had differed with Chief Justice and set aside the disqualification order. Today’s order may obviate the need for any fresh vote of confidence in the Assembly as the court had earlier ruled before the second confidence vote this month that its outcome would depend on the verdict on the petitions of the 16 disqualified MLAs, including 5 Independents. The question of another floor test may arise only if the Supreme

Court reverses the verdict of the High Court on any petition the dissident MLAs may file. In his 126-page order, Justice Sabhahit said the Oct 6 letter of 11 MLAs to Governor H R Bhardwaj withdrawing support to the BJP Government would lead to the inevitable inference that their intention was to voluntarily give up party membership.

Sarpanchas of the four village panchayats in Benaulim constituency has condemned the assault on MLA Mickky Pacheco by NCP Chief Jose Philip D’Souza and have urged Chief Minister Digambar Kamat to initiate stern action against the Revenue Minister. In a memorandum signed by the Sarpanch of Benaulim, Colva, Betalbatim and Majorda, they told the Chief Minister that Jose Philip D’Souza is not fit to be a Minister in his cabinet. “Some time back, our MLA Mickky Pacheco was forced to resign for something he did not do or knew anything about and is still being targeted. How can Revenue Minister Jose Philip D’Souza be left free for this uncivilized act, where not only did he cause irreparable damage, but has also tarnished the image of our MLA”, they said, adding “if a Minister acts in such a brutal manner with another who was a former Minister and a MLA, what will be the fate of people like us”.

Saying that elected people need to set good examples to other people and not behave like the way the Revenue Minister Jose Philip D’Souza behaved, these Sarpanchas urged the Chief Minister to take strong cognizance of the criminal act and save Goa from such hooliganism. “We are living in a democratic country and no India needs anybody’s permission to visit any place in India. Our MLA Mickky Pacheco had full right to visit Vasco city as and when he pleases. This mob mentality need to be curtailed. We do not want such representatives of the people o Goa”, they said, and appealed to the Chief Minister to ensure that his Cabinet Ministers behave sanely and as responsible representatives of the people. Meanwhile, the Goan Obstinate Associates for Needy Society (GOANS) has demanded that Revenue Minister Jose Philip and his henchmen involved in the attack be arrested forthwith and allow the law to take its own course.

In a letter to the Superintendent of Police, South, GOANS secretary Freda D’Sa said the people of Vasco and its surrounding areas are living in fear of the Revenue Minister and his henchmen. She demanded to know who has given Jose Philip the authority to take law into his own hands if he had come with money. “The Vasco police station was barely 20 meters away from the incident spot. Why did not he call the police and get Pacheco caught red handed. The answer is Jose Philip is trying to cover up his acts by coming up with fake theories”, She added.

RTO Inspector arrested

An RTO Inspector was arrested on charges of assaulting a personal security officer of a VIP and a traffic police at KhorlimMapusa on Friday morning. In his complaint, Personal Security Officer Sreevallabh Pednekar told Mapusa Police that RTO Inspector Bhalchandra Pundalik Vaiganker allegedly assaulted and prevented him from discharging his duties while he was accompanying the VIP, who was proceeding to Mapusa in his car. “Vaiganker also assaulted traffic police D T Sawant on duty near Laxmi Video Centre at Khorlim on Friday at about 10 am,” said the complainant. Vaiganker, who was produced before the JMFC Mapusa was later released on bail.

North District magistrate’s order for polls HERALD REPORTER PANJIM, OCT 29

Commercial establishments like hotels, restaurants, STD booths, etc., within a radius of 100 metres from the polling booths will have to remain shut on the day of the municipal elections on October 31, reason being these could turn out to be hubs for carrying out electoral malpractices by political parties. An order issued by the North Goa District Magistrate Mihir Vardhan yesterday through the Home Department states the North Goa SP has got certain inputs if these establishments are kept open there could be unnecessary poll trouble. Valpoi, Pernem, Sanquelim and Bicholim are the municipalities that are going to polls on Sunday. The district magistrate has issued this order in a bid to conduct free and fair elections. Vardhan states the order is binding on the said establishments that have to strictly adhere to it or face legal action.

The usually busy fish markets and fishing jetties wore a deserted look on Friday as the fishing community observed a day-long strike protesting against the Coastal Regulation Zone (CRZ) draft notification. The All-India strike call was given by the National Fishworkers Forum (NFF) President Matanhy Saldanha, who said the strike evoked tremendous response. Nearly 10,000 members including traditional fishermen, trawler owners, fish merchants – vendors, All India Trade Union of Congress across the state participated in the strike. “All stakeholders of the fishing industry cooperated in the strike. At least now the Central government should realize that we don’t favour the recent CRZ notification which aims at threatening livelihood of several lakh fishermen across the country,” he said. The protestors, who gathered at Head Post office in Panjim posted telegrams to the Prime Minister Manmohan Singh, UPA chairperson Sonia Gandhi, Union Minister for Environment & Forest Jairam Ramesh and other senior leaders expressing their resentment on the CRZ draft. Campaigning for Mapusa Municipal Council (MMC) elections, slated for Sunday, ended on Friday. Speaking to Herald, Bardez Mamlatdar Gaurish Shankhwaker said elaborate security arrangement has been made in Mapusa to ensure smooth polling. “Two constables will be deployed at each polling station and where there are more than two polling satiations in the ward, additional assistant police sub inspector or police sub inspector will be posted,” said Shankhwaker. “Counting of votes will begin at 8 am on November 1 at communidade building under tight security,” informed Shankhwalker. Almost all the candidates stressed on door-do-door canvassing and banners of few candidates were seen displayed in Mapusa. In all, 52 candidates are contesting the MMC election, of

which 26 are women. There are 29,313 voters (14,647 - males and 14,666 - females) and provision of 35 polling stations has been made by the government to enable the voters to exercise their franchise. There will be a straight fight between two candidates in Wards 4, 7, 9, 11 and 13. BJP has supported 14 candidates. The Mapusa Nagrikancho Ekvott has fielded five candidates, Jacinto D’Souza (Ward 3), Jeanette Gomes (Ward 4), Freeda Coutinho (Ward 6), Samira Swar (Ward 8) and Angela Sequeira (Ward 15). Most of the sitting councilors are re-contesting the election. The sitting councilors, who are unable to contest the election due to reservation of wards, have fielded their spouses or relatives. Mapusa MLA Francis D’Souza has stated BJP has supported the candidates having good image in the society and hence he is confident that his panel will come to power. D’Souza has himself canvassed vigorously for his candidates to ensure that his panel gets elected. Mapusa Nagrikanch Ekvott Convenor Antonio Lobo said the candidates fielded by them are those who are concerned about the betterment of Mapusa town. “They are all social workers and if elected, they will definitely work in the interest of the ‘Mapsekars’. MNE has done its best to convince the voters and now it is up to the electorate to choose their candidates,” said Lobo.

11 hyper sensitive, eight sensitive booths in Vasco HERALD REPORTER PANJIM, OCT 29

Three days after the former minister Mickky Pacheco was allegedly manhandled in Vasco, the State Election Commission (SEC) has declared 11 polling stations as hyper sensitive and eight booths as sensitive in the Mormugao Municipal Council (MMC) jurisdiction. Of the 55 polling stations – 11 have been declared hyper sensitive and eight sensitive due to the tensions prevailing in the constituency. To avoid any untoward incident in Mormugao the SEC has appointed two observers, said State Election Commissioner

(SEC) Dr M Modassir, while addressing a press conference today. Former tourism minister Mickky Pacheco was assaulted by the Revenue Minister Jose Philip D’Souza supporters on October 26. D’Souza alleged that Pacheco was distributing money in his constituency to poach on his supporters. When asked whether action has been initiated by the SEC in the incident and the allegations the Commissioner replied that the SEC has not received any complaint from the minister or any candidate from Vasco on the distribution of money.

Why should we seek permission from the central government every time the fishermen wants to fish beyond the 12 nautical miles”, he questioned. VASCO REPORTER ADDS: The fish market and Khariwado fishing jetty in the port town wore a deserted look, as the fishing community from Vasco joined the nationwide strike called by National Fisherworkers Forum (NFF) on Friday. The market was closed and the wholesale fish shops had also downed their shutters in Vasco. The Goa Fishing Boat Owners Association (GFBOA), along with other associations, fisher vendors and people from the fishing community, staged a rally in Vasco and later assembled near the post office and resorted to a peaceful protest till afternoon. Speaking to media persons, GFBOA President Simon Pereira said all the stakeholders, right from canoes, ramponkars, boat owners and fisher vendors, participated in large numbers to support the strike. “The strike was a total success. Nearly 250-odd boats, canoes, supported the strike,” claimed Pereira. “The fishing community is totally against the draft Coastal Regulation Zone Notification, which will kill the interests of fishermen in Goa,” said Pereira.

Many Margao wards to witness tough contests HERALD REPORTER MARGAO, OCT 29

Just two days for the Margao Municipal polls, all attention is focused on certain key wards of the civic body which witnessed no holds barred battle in the run up to the polls. In ward No 16, the Coutinho’s are locked in a fierce battle to retain the seat held by Margao Municipal Chairperson Savio Coutinho for the last 15 years. Savio’s wife Pratima is locked in a close fight with Sandra Fernandes and other two candidates in the fray. There is no love lost between the Coutinho’s and Fernandes’ over the years and both have left no stone unturned to woo the electorate. What’s interesting to note is that Chief Minister, Digambar Kamat did not go to the ward to canvass for Pratima’s candidature as Sandra and her husband Mathew are considered his close supporters. While both the camps have held meetings and have left nothing to chance and all eyes are now focused on the migrant inhabited Azad Nagar and Fakir Bandh – whose votes are crucial for the success of any candidate. MMC Vice-Chairperson Raju Naik is locked in a close contest in ward no 5. Raju is seeking reelection from the ward for the third time in the row. Though the contest is triangular, candidate Angelus Pereira has clearly emerged as Raju’s challenger in the run up to the polls. Both the candidates have used all armaments in their armory to reach out to the voters. Ward No 20 of the Margao Municipal Council is also witnessing a keen tussle. Not just because two strong supporters

of Chief Minister, Digambar Kamat -- Damu Shirodkar and Andrew Sequeira – are in the fray, but also because of the presence of BJP leader Rupesh Mahatme, who is contesting from the ward No 20 after his ward was reserved for the OBC. As already reported, ward No 3 and 8 are witnessing a royal battle since day one. The electoral battle has almost turned into Vijay Sardessai versus the rest , with anti-Sardessai forces in Fatorda coming together to unitedly defeat – Joseph Silva (3) and Gonzaco Rebello (8) – candidates fielded by the GPCC general secretary. While Sardessai roped in the Alemao brothers – PWD Minister Churchill Alemao and Urban Development Minister, Joaquim Alemao – in support of Joseph Silva, the rival camp roped in social activist Dr Oscar Rebello and former ML A Antonio Gaonkar and others in support of sitting Councilor Piedade Norohna. Former Minister Luis Alex Cardozo is shunting between ward no 4 and 9 where his daughter Alvina and son Tito are locked in a close battle. Besides Tito, there are nine other candidates in the fray, including BJP Fatorda Block President Durgadas Prabhu, Camilo Barretto, who is the husband of sitting Councilor Livramenta, Councilor from neighbouring ward Ramdas Hazare and others. Ward no 13 has also witnessed an interesting triangular contest between Chief Minister, Digambar Kamat supported Rosy Pereira, Rajendra Azgaonkar backed Shazia Sheikh and Leena Katkar fielded by the BJP and supported by the Margao Loksamiti.

‘Margao cops probing into ticket episode’ HERALD REPORTER MARGAO, OCT 29

The Margao police is verifying the complaint lodged by the Goa Cricket Association on the ticket duplication episode during the India-Australia ODI at the Nehru stadium, Fatorda. Margao Sub-divisional Police Officer, DySP Umesh Gaonkar informed that the Margao Police is in receipt of a complaint from the GCA, adding that the police has asked for certain details from the cricketing body. “We are informed that the GCA officials on Friday held a press briefing clarifying on the duplication of tickets. We are awaiting an official clarification from the GCA on the episode”, he said. The Margao police had received a complaint from GCA Secretary Prasad Phatarpekar on the alleged duplication of tickets for the ODI match. “The police is verifying the complaint and is awaiting for details from the GCA to take further action. Right now, no case has been registered by the police against anyone. Appropriate action, if any, will be initiated only after receiving clarification and other details from the GCA”, DySP

Incidentally, it was DySP Gaunkar, during his tenure as the Police Inspector of Margao Police station had filed a charge sheet against nine persons, including the top brass of the GCA led by President Dayanand Narvekar in connection with the 2001 fake cricket ticket case. IN that incident that occurred during the India-Austrialia ODI match at the Nehru Stadiuim, the Margao police had charged that Narvekar along with Ramashankar Das and Vinod Phadke, being tender committee members of the GCA, intentionally and criminally conspired with ticket contract for sale of tickets by manipulating the tender and awarded the contract for a consideration of Rs 64 lakhs. That in furtherance of the criminal conspiracy, the three GCA officials intentionally placed orders for 29,000 tickets/complimentary, before Hi-Tech print system, Hyderabad beyond the 27,300 capacity of the stadium and in execution of the criminal conspiracy, the excess tickets were unauthorisedly diverted to accused Eknath Naik, brotherin-law of Dayanand Narvekar for sale.

NH diversion panel to hold protest march on Nov 2 HERALD REPORTER PANJIM, OCT 29

Two days after walking out of the meeting with Union Surface and Highways Minister Kamal Nath on happy note, National Highway Diversion Action Committee (NHDAC) has now decided to take on to the streets with their demand on November 2. NHDAC members told the press conference today that although Kamal Nath during felicitation of Eduardo Faleiro asserted that expansion will not be forced on the people, the action of chief minister Digamber Kamat speaks otherwise. Nath, during his recent visit to Goa has assured that widening of NH in Goa will be done without causing problems to the people of the state. “We have no objection for highway expansion. What we are objecting is the present alignment,” NHDAC leader Sunil Desai said. The morcha, which will commence from Azad Maidan at 3 pm, will lead towards secretariat

at Porvorim. Desai said that people from all over Goa will participate in this protest march. “People have realized that the highway expansion in the present form will not only lead to noise pollution but also pinch their pocket in the form of huge toll that they will have to pay,” he added. Children’s Court today ordered fresh and final warrant against the German mother-daughter, as they once again dishonoured earlier warrant directing them to appear in rape trial against State Education Minister Babush Monserratte’s son, Rohit. The court has now given the prosecution final opportunity to record statements of both German witnesses. The matter has been getting adjourned with mother and daughter refusing to depose in the case. “Sufficient opportunities were given to the prosecution. This is the final opportunity to the Investigation Officer,” President P V Sawaikar said in the order fixing the matter for November 12. The complainant has also stated that the broken lock and the empty cash box were thrown away a few metres from the original position. A 20-year-old youth from Bijapur-Karnataka was caught red handed by Valpoi Police while he was driving a stolen motorcycle at Bhuipal-Sattari in the wee hours of Friday. According to Valpoi Police, the police team during patrolling at about 4 am stopped Sandeep Shivaji Rathod, who was proceeding on the stolen motorcycle (GA-04-B2534). The patrolling team stopped the accused on suspicion and asked him to produce documents of the motorcycle, but the accused could not give any satisfactory reply to the police. Undertrial goes berserk HERALD REPORTER MARGAO, OCT 29

Under trial Ramesh Dhalwari damaged a TV set and computer at the Margao Judicial lock-up while being taken inside the cell on Friday afternoon. Sources in the know said the undertrial was being taken inside the lock-up when he picked up a quarrel with the jail guard and refused to enter the cell. It is learnt that he created a ruckus once he entered the lock-up and wanted the jailor to lodge him either at Panjim or some other jail and pleaded that he be taken out of the Margao lock up. During the incident, Ramesh is believed to have charged towards the jail guard and later kicked the TV set and a computer. The Jailor later lodged a complaint with the Margao police.

Cashew production likely to drop by 25 percent HERALD REPORTER PANJIM, OCT 29

Despite the drop in the cashew production last year in the State the cashew processing units were not hit very badly – thanks to their

dependence on the imported nuts. Agriculture Department has said that there will be almost 25 per cent drop in the cashew production this season. But the cashew processing in-

dustry says that they have not felt the impact as nuts from neighbouring states and also abroad saved their business. Agriculture Director Satish Tendulkar, said that the rains wit-

nessed in October 2009 had hit the cashew cultivation. “Cashew trees began flowering in September 2009 when the month was dry, but, rainfall in the later month damaged the flower before it

could mature,” he explained. For the last financial year, cashew production was pegged at 17,000 tonnes as against projection of 25,000 tonnes. What’s good news that sagging production has not translated into scarcity for the cashew processing units. “There is no raw material deficit because we import these products from Karnataka, Maharashtra and African countries,” Sandeep Desai of Desai Cashew and Allied Products at Honda, Sattari said.

Similar was the reaction of another biggie in the trade Narayana Ganesh Prabhu Zantye & Company (NGPZC) at Bicholim and Om cashew nut industr y at Poinguinim, who also procure their requirements from other Indian states and foreign countries. “We have enough cashew nuts production in Goa. But if there is deficit production, we depend on imports,” Suresh Zantye of NGPZC said. The company claims it imports cashew nuts only in small quantity.

Refuting allegations that it is working at snail’s pace to repair the damaged runway of Dabolim airport, the Indian Navy has stated that round-the-clock work is being carried out to ensure that the runway is repaired by October 30. The Navy has also stated that civilian flights have temporarily been accommodated during the slot reserved exclusively for military flights. “A misleading picture portrayed in the media has accused the Navy of working at snail’s pace to restore the damaged runway. In fact, we have been working since day one of the accident," said Commodore Ravneet Singh, CO of INS Hansa. In a bid to show the damage caused to the runway and the round-the-clock work being carried out by the Navy, Commodore Singh invited a group of reporters to the Dabolim airport on Thursday afternoon. “We have assessed the damage caused to the runway. When the Indian Oil Corporation (IOC) failed to give an assurance to bear the cost of repairs, the Navy invoked Para 35 of Defence Work Procedure (DWP) 2009, to undertake relaying of the runway,” said Commodore Singh. “The spilled kerosene, which has eaten up the strength of tar of the runway, has seeped 50 mm below and hence, we had to dig up the runway and relay the surface,” added Commodore Singh. He further said relaying 100x60 mtrs damaged portion of the runway with 50 mm thick layer is not an easy task, as there is involvement of technical people and one has to ensure that spilled kerosene is dry from the runway and then only relaying

Commander P Mathur added that due to heavy fog and restricted visibility on Thursday morning, a Qatar Airways flight diverted to Shamshabad airport in Hyderabad and an Air India flight returned to Mumbai. “Later, between 9.30 am and 10.30 am, which is exclusive military flying time, both flights returned to Dabolim for normal operations,” stated Mathur. A chartered flight from Amsterdam in Netherlands, scheduled to arrive at 6 am on Wednesday, decided not to land at Dabolim airport and decided to divert the flight to Colombo. W

hoever coined that remarkable phrase: “Lightning does not strike twice,” forgot to add: “Except in Goa!” In this state, we just do not learn. So why do cricket-ticket scamsters need to be careful? After all, they are yet to be tried for the last ticket scam. It is now nearly a decade since the infamous 2001 ticketgate scam hit the state, during the India-Australia One Day International (ODI) match at the Nehru Stadium on 6 April 2001. But there is little sign that the trial will start in the immediate future. For, the appeal filed by Goa Cricket Association (GCA) President Dayanand Narvekar challenging the order of the South Goa Sessions Court – which upheld the order of the Judicial Magistrate First Class, Margao, framing criminal charges against him and eight others accused in the case – is still pending before the High Court of Bombay in Goa. When Mr Narvekar filed the appeal a few years ago, the High Court stayed the Sessions Court order. But the appeal is yet to come up for hearing. The JMFC had ordered the framing of charges against Mr Narvekar, Vinod Phadke, Ramashankar Das, Chinmay Fallari, Devdutt Fallari, Gajanan Bhise, Joaquim Pires, Venkat Raut Dessai and Eknath Naik. Since the matter is pending in the High Court, the trial in the sensational case has not begun, even though nearly 10 years have passed. On 6 April 2001, genuine cricket lovers who had paid thousands of hard-earned rupees to buy tickets, had to suffer the ignominy and pain of being beaten by police batons outside the stadium. This was because the accused had allegedly conspired to get a complete set of duplicate tickets printed and sold them in addition to the genuine tickets, causing a huge rush of people at the stadium that led to a police ‘lathi-charge’. Since the wheels of justice are still to begin their grind even a decade after, it would be natural that those accused of the fraud should feel that since there are no consequences, why not do it again? It’s not just the police and the judiciary that have contributed to the delay; even the local sporting fraternity does not seem to think that forging tickets is morally wrong. Mr Narvekar and his panel have been reelected to head the GCA with thumping majorities! So will it now make a difference that despite the claims of the new tickets having state-of-the-art Radio Frequency Identification (RFID) chips (the last time, it was ‘tamperproof ’ holograms), that a complimentary pass and a highpriced ticket bore the same seat number in the same stand? GCA Secretary Prasad Fatarpekar, unsurprisingly, expressed ‘surprise’ over the discovery of duplicate tickets. He says that duplication is unlikely, as on the day of the match, only around 22,536 people had entered the stadium, which has a capacity of over 25,000. He also says that the GCA has summoned the Pune-based printer, to explain how the two seats had the same numbers. We hope, for the sake of cricket in Goa, that he is right.

S President Barack Obama’s impending visit to India raises many questions about his intentions towards India. Neither his actions nor his public statements give any indication that Obama considers India a true friend of the United States of America. The timing of his India visit, for example, raises serious questions. In a dramatic and almost theatrical meeting very recently, it was announced that the U.S. considers Pakistan a ‘strategic ally’ in the fight against terrorism. A generous military assistance programme was given to Pakistan to help it fight the jihadists inside its own territory. This is very curious indeed, because one would expect that if the U S gives military and financial assistance to Pakistan to fight the terrorists, it would allow Pakistan to do what it promises. Instead of which, we find that the U S armed forces are directly targeting and hitting suspected terrorist hideouts inside Pakistan. If Pakistan is serious about eliminating terrorism from its territory, where is the need for the U S to get directly involved in striking at suspected terrorist targets? The recently reported drone attacks on some terrorist targets also killed Pakistan army personnel. This resulted in Pakistan closing its route into Afghanistan for NATO supplies to Afghanistan. Nay, the Pakistan government actually aided and abetted the destruction of army supplies inside Pakistan in retaliation for the drone attacks. Despite this, the U.S. President is trying to convince the world that Pakistan is a ‘strategic ally’ in the fight against terrorism. For a long time now, it has been obvious to everyone with an ounce of common sense, that U.S. military assistance to Pakistan has been consistently used against India, which Pakistan considers its primary enemy. This was openly admitted in a recent TV interview by the former Pakistani President Pervez Musharraf. He justified the diversion of U S equipment to the terrorists, calling them ‘freedom fighters’ who wish to create a free Kashmir from the areas now considered to be part of Indian territory. India has consistently brought to the attention of the U S Government, and Barack Obama that its military and financial assistance has always been used against India, and not against the so-called terrorists inside Pakistan. America has stubbornly refused to accept India’s allegations despite overwhelming evidence that India’s security concerns were legitimate.

MorAl ConsiderAtions Not so long ago, U S Secretary of State, Hillary Clinton, repeatedly announced that the Pakistani Government knew exactly where Osama bin Laden was hiding out, and that he was even being protected by very influential members of Pakistan’s military, intelligence and political circles. She made these statements both inside Pakistan, when she visited there, and in the United States. For a Secretary of State to make such explicit accusations, is no small matter, and it must be assumed that her statements reflect hard facts acquired by the U S. If, indeed, Pakistan is sheltering Osama bin Laden, who is considered by the U S to be its Number One enemy, it is amazing, that the U S continues to assert that Pakistan is its most important strategic partner in the fight against terrorism. There is something here that simply does not add up. For a long time, the U S has been asserting that the epicentre of terrorism is in Afghanistan, then in Yemen, then in Sudan, knowing all the time that it is really Pakistan that provides the full support of its military intelligence services to the terrorists, including the arch terrorist Osama bin Laden. Secretary of State Clinton has not hesitated to openly

state that she is convinced that bin Laden is being sheltered inside Pakistan, and that the Pakistan government knows exactly where. Not so long ago, it was revealed that Pakistan’s top nuclear scientist was responsible for clandestinely providing nuclear technology to North Korea and to Iran to enable them to develop their own nuclear programmes. Despite this public knowledge, the U S. continues to tell us that Pakistan is its most important strategic partner. Does this make any sense to anyone? Barack Obama’s visit to India in November comes immediately after the announcement that the U S has decided to give further military assistance to Pakistan. Quite obviously, his visit to India is meant to assuage the outrage in India over America’s double dealing with Pakistan. Obama is hoping to smooth ruffled feathers in India after deliberately adding insult to injury. Under the circumstances, Obama should be booted out of India without any qualms. Apart from his double dealing, Obama has been proven to be a hard core socialist who believes that private initiatives within the U S should be squashed and that the Government should take

When it was time to get up in the morning to go to school I would cry out loudly so that the entire neighbourhood would feel sorry for me. Do adults throw tantrums? Well in the office one may behave so if asked to do a bit of extra work by the boss. If asked to work after office hours then one could go wild with anger. In the past few days Ajmal Kasab, the lone survivor of the group of terrorists responsible for the 26/11 Mumbai terror attack was in the news for altogether different reasons. It is understood that the terror suspect was yawning when the proceedings were going on in the court. Now why would a convict who will be facing the

gallows ever yawn when the court was hearing his case? One reason could be that the judgement is taking a lot of time and he would like to get over with it even if he has to face the gallows. He could be just bored to death. But then why was he also giggling at the same time? Why would a man who would be sentenced to death by hanging ever giggle at such a serious matter? Only Kasab would know what made him giggle. He was probably trying to irritate the cops who were guarding him. I see no other reason for the giggles. The terror suspect later spat on a camera belonging to a media-person. Kasab was probably sick of all the attention he is getting from the press. He could even be camerashy or some pressperson must have irritated him by shining the flash-bulb into his eyes. Be that as it may, it is understood that Kasab does not want to stay in an Indian jail. He has demanded that he be transferred to a jail in the U.S. The reason being that in India he is not allowed to meet with the outside world. Ever heard of a convict making such vague demands? The trends in outsourcing of all kinds of jobs, both manufacturing and servicing are a clear indication of India’s potential for economic growth. But Obama is not happy with these trends. Obama is a socialist ideologue who has absorbed his political philosophy and his economic principles from the early days when he was a member of the Democratic Socialists of America. His active presence in 1983 in the Cooper Union Conference, billed as a tribute to Karl Marx, was precisely when Obama discovered his vocation for community organization. Obama consistently attended Socialist Scholars conferences in 1983 where he honed his socialist priorities and from which he got his political support to push America to the extreme left. Obama’s own book, Dreams from My Father, makes it clear that Obama attended the 1983 and 1984 Socialist conferences, and quite possibly the 1985 conclave as well. In a time of global economic crisis, Obama is more concerned with promoting his socialist ideology rather than helping private initiative to kick-start the economic recovery. The debate inside the USA is furious and with no holds barred. The results of the mid-term elections will show where the American people stand on important social, economic and ethical issues. India should not provide the excuse which Obama seeks to salvage his rapidly declining popularity at home.

The present day councils and councilors have created parking problems in most of our cities and towns by issuing NOCs to houses and buildings without keeping proper parking including underground parking. Illegal houses have come up and continue coming up thanks to blessings of these unscrupulous councilors and politicians, who deserve to be defeated during election. Through this column, I request the electorate of Goa not to vote for kith and kin of politicians or those backed by known corrupt politicians in the ensuing Municipal elections a yogi is to suggest that He has a fallen nature and needed to liberate himself through yoga. He is entitled to only 2 Personal Security officers – he has been given 24 Personal Security officers. He has also been given two police escort jeeps which he is also not entitled to. This Z-Plus security given to him has not been approved by the Goa Government’s security categorization review committee as required. Whoever authorized it should be penalized.

He is not even taken to the court for the hearings out of fear that he could be killed in an attack which could also kill the cops guarding him. So all the hearings take place through video-conferencing. Kasab reportedly does not cooperate and would prefer to go to the court instead of the court hearings through video-conferencing so that he gets some fresh air. Obviously we have not heard the last of Kasab’s tantrums.

Bogus ration cards P L Fernandes, Old-Goa In Goa, we find approximately 80,000 bogus ration cards remaining unclaimed which eventually will be cancelled as null and void. How this continuous process of sustained verification is going to be tackled is up to the Government of Goa. This stark reality will have a major effect on the electoral rolls too, so the department will have to work in tandem with other concerned departments. Like in some other Indian states, the ongoing verification and authentication of all cards can be done by call centres, through BSNL. Hopefully, the Government will take appropriate steps to punish those who connive or facilitate things to get to this level.

Kuwait Convention Arwin Mesquita, UAE The Goan Cultural Centre Kuwait is working very hard to have a successful Global Goan Convention 2010, on 16 and 17 November. In past conventions ’07 and ’09 very few Goans spoke of the most serious issue of deterioration of Goa’s identity with respect to land, environment, culture, language and the Goan demography. Instead some key delegates spoke in hushed voices in the Secretariat Corridors supporting my very vocal concerns on Goan Identity, but they did not have the courage to speak up on the public forum. It is time for NRI Goans to stop living in denial that any serious threat exists. I request all delegates at the Kuwait November 2010 Convention to discuss this No.1 issue facing all Goans and send out a strong message that NRI Goans do recognize this real threat and are serious about doing something substantial to address the same.

Even as tourism season is mounting the worries of increased narco trade in the state, Goa’s specialized Anti Narcotic Cell (ANC) formed to counter the drugs is feeling weak in its knees. After surviving so long without an officer to the rank of Police Inspector, now its boss, Superintendent of Police Veenu Bansal has left on a fortnight long leave. If this was not enough, ANC staff is diverted for municipal poll duties, literally bringing down the strength here to negligible.

Sources stated that a police sub-inspector and seven constables attached to ANC will be posted on municipal election duties. They will remain there till results are out. Home department is not sparing ANC even a bit as sources stated that their staff was also shifted out temporarily during One-Day International match between India and Australia. With the tourist season picking up, its known secret that drugs are pushed into the state during this time and kept hidden at several places only to be paddled later.

ANC which is having two police inspectors’ post sanctioned is functioning without an inspector. The sanction is looked after by four PSIs, a head constable and 44 constables, which are much lesser than the actual sanctioned strength. Meanwhile, it is learnt that the ANC has put up a fresh proposal to start a unit at Margao, which was rejected earlier. “When the chief minister was going on Delhi tour, he asked us and we put forth the proposal intending to start a unit in South,” said the source.

Illegal Goan-made liquor cause of concern in Belgaum HERALD CORRESPONDENT BELGAUM, OCT 29

Rise in consumption of illicitly distilled Goa-made country liquor in the Western parts of Belgaum and Khanapur talukas is posing a serious problem in the region. Besides affecting a large number of families, this is also a problem for authorities, who have failed to take any preventive measures to control trafficking of cheap Goan liquor in this region. Villages like Baknur, Badas, Bailur, Golyali, Bijgarni, Belvatti, including some villages between Jamboti and Chorla, that are having access to Goa via Chorla Road,

have literally become liquor dens. While a handful of bootleggers are getting rich, the rising menace is causing deterioration of health and morale of the villagers. This can be ascertained by the empty liquor plastic packets that are littered all over the lanes and alleys of these villages. Apart from stinking horribly, small kids are seen playing with these bags posing threat to their health. It was also learnt from sources that few anti-social elements have engaged some youngsters in villages for the sale of this illicit liquor, which is being sold in some of the strategically located houses. It was also understood that since it is not economically viable to produce country-made liquor in Belgaum district and whatever is produced is perhaps not sufficient. Hence, the bootleggers heavily rely on supply of illicit liquor from Goa to meet the ever-rising demand in these villages and the plastic packets are made available

DHS plans elimination of filariasis from State BY HERALD REPORTER MARGAO, OCT 29

Come November 11 and officials of the Directorate of Health Services will move from house to move to distribute DEC and Albendazole tablets to the entire population as part of the ambitious plan to eliminate filariasis from the state. Deputy Director, Dr Deepak Kabadi said Goa has around 182 chronic lymphatic filarial cases – 105 cases in North Goa and 77 in South Goa, with maxium number of cases reported from Candolim, around 26 cases to be precise. “The entire population will be covered by house to house visits by the drug distributors comprising of para-medical staff and others, who are trained exclusively for this purpose”, Dr Kabadi said, adding that except pregnant woman, children less than two years and very sick persons, the Mass Drug Administration with DEC and Albendazole tables will be distributed to the entire population. Taking into account the problems faced by the health officials in the urban areas, Dr Kabadi said that other options are being worked out like the possibility of tablet distribution in bigger offices, adding that mass awareness programs will be launched to ensure that the compliance is maximum, wherein people will be motivated to take the tablets that are given to them.

VPs directed to manage own waste via composting units BY HERALD REPORTER MARGAO, OCT 29

In an attempt to stop indiscriminate dumping of hotel waste in the Commercial Capital, the district Magistrate, South G P Naik on Friday issued directions to village panchayats neighbouring Margao to manage waste generated in their jurisdiction via composting units. A 15-day deadline was served by the district magistrate on the village panchayats bordering the city to put concrete measures in place to treat the waste. Officials of the Goa State Pollution Control Board will visit the respective villages to verify the action taken by the panchayat bodies. The Magistrate chaired a meeting with the village sarpanchas and panchayat secretaries wherein he highlighted the dumping of waste from the villages along roads and highways in the city.

He pointed out that the villages can take up disposal of their waste through compositing units so that the waste does not find its way in Margao. Naik told the Sarpanchas that the Margao Municipal Council would soon launch a concerted drive against plastic waste in the city, adding that the drive would end in futility if waste from the neighbouring villages is dumped in the Municipal area. The Sarpanchas told the district Magistrate that they had initiated certain measures in the past to deal with the garbage menace, but the efforts could not succeed for want of cooperation from the authorities. Naik later told newsmen that the district authorities would invite the remaining panchayat bodies for discussions to explore various options to deal with the garbage menace in Salcete’s countryside.

One convicted for attempted rape of six-year-old girl HERALD REPORTER PANJIM, OCT 29

Children’s Court today sentenced a youth to 18 months imprisonment after he was convicted of attempting rape on a six-year-old girl in 2008. Santosh Talwar has been sentenced on three counts of wrongful confinement under section 342 of the Indian Penal Code (IPC), attempt to commit rape punishable under section 376 read with 511 IPC and section 8 (2) of Goa Children’s Act 2003. While awarding sentence, President P V Sawaikar lamented that the incident has affected mental health of the victim. “At the time of sexual assault on her, she was just six years old. If it was physical injury, it would have healed,” the Court observed. “She was however ravished which will leave a permanent mental scar and deep sense of shame in her. This is mental injur y which she will carr y throughout her life,” Sawaikar added. The incident occurred on July 28, 2008 when the accused stripped off the victim’s clothes in his house and sexually assaulted her. On hearing the victim crying, her sister peeped in his house and pushed open the door. The incident was disclosed to her parents eight days later when the minor complained of stomach pain. The victim’s mother filed a complaint with the Mapusa police station accusing the 18-yearold Talwar of sexually assaulting her daughter.

The Court observed that the offense is serious, but at the same time, it did not award thorough punishment as ‘long term imprisonment may adversely effect the accused who was not yet matured.’ The defense had requested the Court that considering the

age of the accused and that he did not have criminal antecedents, to award minimum punishment. The accused is fined Rs onelakh and Rs 8000 of the total fine, the Court said, will be paid as compensation to the victim.

Iran proposes to resume nuke talks with Europe AGENCIES BRUSSELS, OCT 29

Iran said on Friday that it was ready to resume talks with the European Union about its nuclear program next month. In a two-paragraph letter to the bloc’s foreign affairs chief, Catherine Ashton, the Iranians said their senior negotiator, Saeed Jalili, was willing to hold discussions from November 10. Ms Ashton, who had written to Jalili earlier this month, described Iran’s offer to resume discussions as “a very important” development. If a date and place can be agreed, they will be the first talks between Jalili and Ms Ashton, who took over in December as the European Union’s foreign policy chief. The talks will also include senior officials from the United States, Russia, China, France, Germany and Britain. The Europeans have proposed a three-day meeting in

Vienna starting November 15, but Iran favors Geneva as a venue which is likely to be acceptable to the Ms. Ashton, said one European official, speaking on condition of anonymity due to the sensitivity of the issue. The prospect of the first highlevel negotiations in more than a year come after agreement on a new range of United Nations and European Union sanctions targeting Iran’s nuclear program. The European sanctions which target the energy and financial sectors have just come into force but officials say that they were designed to bring Iran to the negotiating table and would be lifted if the talks succeed. The bloc says it is pursuing a twin-track strategy of economic pressure and dialogue to try to reach a deal. Western nations fear that Iran’s uranium enrichment prog r a m i s h e a d e d t o w a rd a weapons program while Iran in-

At the same time, the two leaders agreed that there was enough space in the world for both the countries to grow and they should cooperate and collaborate. In this regard, Wen will visit India by the end of this year, possibly in December, a step that was immediately welcomed by Singh at the meeting. It was also decided at the 45minute meeting that the Special Representatives of the two countries will meet by the end of next month to discuss “difficult” issues, including the boundary question. “The Prime Minister raised the issue of all difficult questions and showing sensitivity to each other...The Prime Min-

A model allegedly committed suicide at her residence in suburban Goregaon, police said on Friday. Rinki Chowdhary was found hanging by her “boyfriend” in her kitchen at her residence in Vallabh Apartment Thursday evening, Additional Commissioner of Police Ramrao Pawar said. No suicide note was found and her boyfriend was being questioned, he said. According to police, Chowdhary had gone to the kitchen while her companion was sitting in the hall. “Since she did not return from the kitchen and was not responding from inside, her boyfriend broke open the door and found her hanging,” Pawar said adding further investigations are on.

FDI in services sector dip about 50% to $1.2 b PTI NEW DELHI, OCT 29

Foreign direct investment in the country''s services sector almost halved to USD 1.26 billion (Rs 5,793 crore) in the first five months of the current fiscal, the latest industry ministry data revealed. The sector that included financial and non-financial services, had attracted USD 2.48 billion (Rs 12,068 crore) FDI during April-August 2009-10. Crisil's Principal Economist D K Joshi said: "Given the global situation, there is short term

pullback in FDI inflows." However, Joshi added that there will be a reversal of the trend in the next calendar year. "India still remains a preferred destination for foreign investment and that is evident from the strong foreign institutional investors (FII) inflows we are seeing. There will be a bounce back," he added. Overseas funds infused a whopping USD 6.11 billion in October, the highest amount brought in any single month by the FIIs since they were allowed for investment in local

Bank of Maharashtra Q2 operating profit up 29% PaNJIM (HBd) – Bank of Maharashtra declared results for the month ended September 30, 2010. The operating profit for the second quarter of current financial year (Q2 FY2010-11) stands at Rs 220.27 crore as against Rs 170.41 crore in Q2 FY2009-10, recording a Y-o-Y growth of 29.26%. The core operating profit (excluding trading profit) rose by 91.97% to Rs 211.46 crore in Q2 FY2010-11 from Rs 110.15 crore in Q2 FY2009-10. Total Business of the Bank rose to Rs 102689 crore as compared to Rs 91094 crore as on September 30, 2009, showing a Y-o-Y growth of 12.73%. Total deposits of the bank as on September 30, 2010 went up to to Rs 61661 crore from Rs 54452 crore as on September 30, 2009, exhibiting a growth of 13.24% on Y-o-Y basis. The total income increased by 9.44% to Rs 1426 crore, led by Y-o-Y growth of 13.42% in Interest Income. The total expenses in the first half of the current FY2010-11 is Rs 1205 crore.

PaNJIM (HBd) -- Dena Bank posted a 29 per cent rise in net profit to Rs 160.6 crore for the second quarter ended September 30. It had a net profit of Rs 124.6 crore in the same quarter of the last fiscal, Dena Bank said in a filing on the Bombay Stock Exchange. The total income of the bank increased 23 per cent in Q2 FY'11 to Rs 1,340.3 crore, as against Rs 1,088.1 crore in the yearago period. The bank earned an interest of Rs 1,221.4 crore during the quarter, compared to Rs 962.7 crore during the same period last fiscal. During the first half of the current fiscal, ending September 30, the bank clocked a 25 per cent jump in net profit to Rs 299.4 crore, compared to Rs 239.6 crore in the same period last fiscal. Total income during the first six months of 2010-11 was Rs 2,562.1 crore, compared to Rs 2,211.8 in the same period a year ago.

Bucking weak global cues, the wide-based 50-share Nifty Index of the National Stock Exchange too gained 0.50 per cent to finish at 6,017.70. Sensex was trading in a tight range in early session and had plunged 172 points to hit an intra-day low of 19,768. But the index recovered smartly after the nation’s largest private sector lender declared robust September quarter profits.

RBI mulls ways to up money supply PTI MUMBAI, OCT 29

Following Rs 15,000 crore IPO of state-owned Coal India ltd (CIL) and a spurt in festival season demand, the Reserve Bank today announced special measures to increase money supply in the financial system. According to the RBI''s special measures, banks would be able to avail of more funds under the liquidity adjustment facility (LAF) for up to one per cent more on their deposits. Besides, special LAF auctions will be conducted at 2:30 pm on October 29 and at 4:15 pm on November 1, RBI said. A special two-day repo auction facility will also be available for banks on October 30. The RBI said that the measures were temporary and "arising out of frictional liquidity pressure". CIL has garnered an astounding Rs 15,000 crore from the stock market, becoming the largest IPO in the history of corporate India. The mega IPO, according to analysts, caused stress on the money market as investors borrowed heavily to subscribe to the issue. The CIL IPO will have some temporary stress in the money market as liquidity is likely to shift from general banking system to financing the issue, they said. According to estimates, the total liquidity impact of the IPO could be about Rs 1.5 lakh crore.

The Goa Cricket Association (GCA) officials swung into quick defensive action and were able to come out of the piquant situation concerning the alleged duplication of tickets and complimentaries for the ODI between India and Australia on October 24 at Nehru Stadium, Fatorda, as it became evident

that there was a mistake on the part of the printer concerning the seat numbers in one block only. The GCA did well in summoning Shashank Tilak from Pune’s Xquisite Print Solutions Pvt Ltd, who are responsible for printing of tickets and complimentaries, to throw light on the serious matter which even forced the association to lodge a complaint

with the Margao Police. “We request you to investigate into the matter and if any offence punishable under IPC has been committed by any individual, then appropriate action in accordance to law be initiated,” Prasad Phatarpekar, GCA secretary, stated in the complaint lodged yesterday at 11.30 p.m. The problem highlighted in today’s Herald was concerning

two tickets of Rs 2500 each and two complimentaries (in all, four) which had the same seating numbers F-004 and F-0028, but different serials numbers 09149, 09173 (priced tickets) and 32663 and 32639 (complimentaries). What came out from the printer Shashank was that there ought to have been 35 such cases after examining the entire gamut of operations following the issue. The mistake was clearly owned by the printer who explained as follows. “In the South upper wing, Block F had 35 tickets (paid) of Rs 2500 each with seat number from 1 to 35 and serial numbers from 9164, 9180. In the same block K, complimentary tickets were also printed having seat numbers 1 to 170 and serial numbers from 32636 to 32805.” “Each ticket had an electronic tag which was unique and cannot be repeated,” the printer claimed.

“I am willing to resign immediately if it could be proved there was duplication of tickets for ODI match between India and Australia on October 24 at Nehru Stadium, Fatorda,” challenged GCA treasurer and chairman of ticketing committee, Vinod (Balu) Phadke. Visibly upset with the comments doing the rounds about ticketgate, scam, etc, Balu who was in-charge of the printing department, remarked that he was stunned when it was brought to the notice of GCA about the problem, since he was absolutely sure that not a single ticket was printed extra. “The tickets were brought from Pune under police escort, checked by SAG and all sorts of extra precautions taken. The printer was brought from Pune and he explained how there was a mistake in seat-

ing arrangements in one particular block,” Balu pointed out. “We want to be transparent. The printer knows about the damage done to the GCA reputation and how the error has put us in an awkward position. We did not waste time in lodging the police complaint and you will know about the investigations. We do not have the original tickets and complimentaries with us. Let the police get their hands on to these and do a thorough inquiry and you will know the results. There is nothing to hide at all,” commented Balu. The post of full-time, paid general secretary of Goa Football Association (GFA) will be re-advertised and the vacancy filled up within three months, stated president Shrinivas V Dempo after the first executive committee meeting here on Friday. The candidate will be selected by a panel headed by Shrinivas and comprising Shivanand Salgaocar, Peter Vaz, one GFA vicepresident, Churchill or Joaquim Alemao and some other club personalities. The administration will continue to be run till then with Alvarinho Pinho, who has been designated as acting secretary. Shrinivas disclosed that the GFA will sign the MoU with FIFA and AIFF on the artificial turf at Duler Stadium in Mapusa after fulfilling all the conditions.

An Emergency Committee consisting of Shrinivas and two vice-presidents, Elvis Gomes and Lavinio Rebello has been set up to decide on emergency issues. The sub-committees will be appointed subsequently with the members being requested to submit nominations for the same. When queried, the printer stated, “There were 205 seats for all, but seats from 1 to 35 had become common for both categories and hence the mistake in seating arrangement. They are the ones who make the beginning of a new day perfect for us and yet we forget to thank them. Paying tribute to the hardworking early risers, the baker, milk maid and newspaper delivery boy, Herald peeks into their lives and hours of hard work BY DOLCY D’CRUZ HERALD FEATURES etting up early on just one morning was enough to realise how certain jobs have an effect on our lives, and meeting a milk maid, a baker and a newspaper delivery boy busy at work, made the experience even more enlightening. It showed how we get milk in our morning tea, fresh bread to sink our teeth into and the fresh news to read. It was quite exciting to catch all three of them in action and learn about their trades. They work to make a living but we depend on them for more than that. Peter Fernandes and his wife Maria are up and about right from two in the morning till the breads are out for sale late morning. They have been running their bakery for the past 25 years without a hiccup and have even maintained the same routine. “We get the dough ready by 8pm by moulding flour, salt, sugar, yeast, ghee and water together, and then we set the dough to rise which requires at least three hours. Till then, we start the fire in the oven so that it gets heated. The entire firewood should burn completely. By 2am we start shaping the dough by hand to set it in the baking trays. By 5am the oven is cleaned for baking the bread and we start the baking process. The piping hot breads are immediately set out for sale,” says Peter of Shanta Durga Bakery in Pirna. “In the beginning we would sit and mould the dough by hand. It was a very tiresome job as it was very difficult and time consuming. We recently ordered the dough moulding machine which makes our work easier. Now we even get offers of providing the schools with bread twice a week. Our breads are even sold in the neighbouring villages of Sirsaim and Tivim and some hotels in the north. We have got accustomed to this routine of working early in the morning and appreciate people still showing their loyalty to the ‘pav’,” says Maria Fernandes. On the other hand, Vimalata Gadekar wakes up early in the morning to milk her cows so that she can deliver the milk to the village milk centre. “I start milking the cows by 6am so that I can leave them for grazing. I again milk the cows at 3:30pm. I feel it is a very simple job with my 22 years of experience. Previously I had many cows but now I have five. When a calf is born I don’t milk the cow as the milk is more important for the calf than for us,” says Vimalata who was busy milking the cows in her cowshed while a helper fed the cow. The work she does is really

hey may be young, but do not get caught littering in front of them. Over 10, 000 schoolchildren are virtually on the prowl in the hills of Himachal Pradesh, ready to teach a lesson or two on non-biodegradable waste. These children, designated as ‘eco-monitors’, keep an eye on areas around their school to catch people who dump polythene bags, sachets, empty liquor bottles and clothes in the open. “We have initially selected 76 schools - both private and government - where teams of students from Class five to twelve have been constituted. The teams visit the localities twice a week after school to check littering, especially of non-biodegradable items,” Madhu Soni, senior project consultant with the state pollution control board said. Each team fans out to spread awareness on proper disposal of non-biodegradable waste. “In case somebody is repeatedly found strewing waste in the open, the students even embarrass the violator. They have been trained to virtually force the violator to retrieve the waste and dump it at a proper place,” she said. “If the violation continues, then the students inform their school principal. The principal further informs the deputy commissioner for penal action against defaulters,” Soni added. All the identified schools are located in areas under 12 urban local agencies, including Shimla, Solan, Dharamsala, Una, Mandi and Nahan, where the problem of littering of non-biodegradable waste is acute. These places are frequented by a large number of tourists, who are among the major polluters. Ravi Sharma of the state council for science, technology and environment said the schools were roped in under phase three of the ‘Polythene Hatao, Paryavaran Bachao’ (remove polythene, save environment) campaign of the government, launched last month. He said the basic purpose of the campaign was to educate local people, vendors and tourists about the scientific disposal of waste.

“Since the launch of the campaign, people have developed a proper waste disposal sense,” he added.Even in other government schools, students are being sensitised through eco-clubs on the need for environment protection and proper disposal of plastic waste. Recently, Himachal Pradesh banned the production, storage, use, sale and distribution of all types of polythene bags made of nonbiodegradable material. Neha Aggarwal, an ‘ecomonitor’ in Shimla, said, “Our state is rich in nature, but sadly the people, especially the tourists, are destroying it by spreading trash. We will not allow it to happen.” To make the campaign a success, the government has decided to award a Green Trophy to every eco-monitor. “The best performing school would be given a cash prize of Rs 25, 000. The second and the third best performers would get a prize of Rs 15, 000 and Rs10, 000 respectively. These would be given annually,” Soni said. In the first two stages of the campaign, 138, 100 kilograms of plastic waste was collected from 1,757 ‘hotspots’ in the state. Waste plastic, including carry bags, disposable cups, laminated plastics like pouches of chips, ‘pan masala’, aluminium foil and packaging material used for biscuits, chocolates, milk and grocery items is being used in road construction. Prem Kumar Dhumal, Chief Minister, Himachal Pradesh who also holds the environment portfolio said, initially people were persuaded to check the disposal of plastic waste in the open. Now the government has authorised its enforcing agencies to impose fines on offenders. “Our aim is to make the state plastic-free and carbon neutral - removing as much carbon dioxide from the atmosphere as is put in,” he informed.

The next stop was tracing the newspaper delivery boy and finding out about how early he can wake up to deliver the newspapers to every doorstep in a city. It turns out that he is up even before the cock crows. “We receive papers at around 3:45am in the morning and immediately organise the papers and start delivering them by 4am,” says Gorakhnath Vishnu Naik who also runs a small newspaper stall at the corner of Syndicate Bank in Mapusa. “We deliver around 14 different newspapers and are done by 9am. The stall is open till 2pm only,” adds Gorakhnath. Every time we wake up grumbling about an early morning, it will do us good to remember these unsung heroes and heroines who strive to make our lives perfect. And don’t forget our selfless mothers who do things quite similar.

n an unprecedented event in ultraconservative Saudi Arabia, Saudi women claimed the world record for forming the largest-ever human pink ribbon at a rally to raise awareness about breast cancer. More than 4,000 pink-clad women, Saudis and foreigners gathered on a stadium pitch in Jeddah yesterday to form the giant ribbon - the global symbol of the fight against breast cancer - to break the previous record of 3, 640 set in Germany in 2007. “We have conquered the world record of Germany with a human chain exceeding 4,000 women,” announced Princess Reema bint Bandar, a leader of the effort. “We are pleased with this achievement and thank all those who supported us in the campaign for their efforts,” she told the all-female crowd. Trance music has been used as a background score in not only small screen and advertisements, but also in Hollywood blockbusters like ‘Avatar’ and even Konkani tiatrs. Goan photographer Alex Fernandes - who has incidentally also photographed internationally famous trance DJ, DJ Goa Gil on his web portal - has excerpts about the origin of Goa Trance, which is now a world famous genre. The world over, the eighties had increasing fascination with electronic music. There were international groups like ‘Front 242’ and ‘Kraftwerk’ that were from the genre of experimental psychedelic rock. As for Goa, the blends of this psychedelic sound began including a mystical flavour that was noticed by the many that flocked the state. Then, still far from sound laws and regulations of any type, the parties were free-forall and very colourful. These Goa parties then had a definitive visual aspect. Fluorescent paint was used on decorations with graphics usually associated with topics such as aliens, Hinduism, other religious (especially Eastern) images, mushrooms, shamanistic technology and psychedelic art fused with Indian concepts. ‘Shrines in front of the DJ stands featuring religious items are also common decorations. Dreadlocked Goa freaks adorned with tattoos, body piercing and freaky party costumes kicked up huge clouds of red dust whilst dancing to psychedelic Goa trance music. Their fashion sense expressed the counterculture that they belonged to,’ writes

So whether we like it or not, like mentioned at the recently held Tourism Mart, it was indeed these ‘hippietypes’ that were actually responsible for putting Goa on the world map as a tourist destination, right at the conception of this then, non-existent industry that we live on. In addition, with the star hotels contributing to the main economy via taxes, the little ‘rooms-to-let’ and small restaurants of the ‘aam admi’ only benefited with the influx of such backpacker tourism. Why? This trend was in vogue. The reason being, it was not only the epitome of an existence of simplicity, but it also was genuine and down-to-earth. Thus this became a fashion. If looked at closely, the new age parties, have this distinct feature of keeping everyone involved not only with great music, but also with visuals – with a projector screen showcasing visuals et al. From bell-bottoms to mini-skirts, tights to baggys and audio to audio visual, times are-a-changing. Just how ready are you for change?

ICG Talk to Spread Awareness on Breast Cancer

HERALD FEATURES reast cancer is one disease that is currently prevalent among women. This type of cancer can prove fatal if it is not diagnosed properly. Awareness about breast cancer has proved to be a life-saver, and to aim for a higher level of an aware citizenry, the International Centre Goa is hosting a talk. This will enlighten the general public about one of the most feared illness among women today, breast cancer. The Centre is organising the talk with experts in the field and is doing so in association with the Manipal Hospital. The talk, which is a part of the health series to be conducted at the centre, will be held today at the ICG. General Secretary, National Organisation for Tobacco Eradication (NOTE) and State President of the Indian medical association, Dr Shekar Salkar will be spreading awareness about this dreaded disease. “I am going to talk about every aspect of breast cancer, from the cause to the treatment,” he says. The talk will touch topics like the causes and the progression of the cancer, its diagnosis and the treatment including surgery and other techniques.

Speaking to the media before the screening, which took place at Maquinez Palace, Sharon said, “The film is about women and womankind. If anything goes wrong a woman is blamed. If someone is in the same position as the lead actress in the film, ‘What would you do?’ No one has

been given the right to judge.” The film had its international premiere in Kuwait a few days back and received a great response. “Before starting work on the film, I was a bit apprehensive on how it will be completed. But thanks to my family and friends who supported me, my efforts have been praised,” said Sharon who is also the producer and director of the film. Franky Gonsalves and Pradip Naik, both playing huge roles in the film were present along with Effie Fernandes, supporting actress. Wilson (Wilmix) Mazarello and Clinton Mazarello were also present at the function. The film is the first Konkani film on 35 mm celluloid that premiered internationally. Present at the screening was Remo Fernandes, Rajendra Talak, Manoj Srivastav, Elvis Gomes, Joe Rose, Joy Fernandes and Martha Saldanha to name a few.

Tum Kitem Kortolo Aslo?

Cast: Sharon Mazarello, Franky Gonsalves, Pradip Naik Director: Sharon Mazarello Rating: he film, Tum Kitem Kortolo Aslo? shows the story of a Goan wife whose husband is working in a foreign land and the loneliness the wife goes through during their separation. Though Shaina (Sharon) wishes to start a family after seven years of marriage, her husband Johnny (Pradip Naik) is adamant to earn enough to settle in Goa and hence leaves for Kuwait. While leaving for the airport, he int ro d u c e s S h a i n a t o motorcycle pilot and his good friend, Sammy (Franky Gonsalves) and tells her to take him everywhere she needs to go instead of using the jam packed local buses. Af ter reaching Kuwait, Johnny gets busy with work and starts ignoring Shaina’s calls and resorts to saying ‘why are you calling me? Call Sammy and tell him everything’. Sammy and Shaina’s frequent meetings and comforting casual talks bring them close and they end up falling in love with each other. Will their relationship be accepted by society? Will Shaina end her seven-year marriage? What happens to Johnny? A talented personality, Sharon did justice to her role but the audience felt that a younger actress would have been appreciated. Franky Gonsalves was convincing and comic performances by Wilson Mazarello and Eddie Fernandes definitely need a special mention while Comedian Humbert was very entertaining as a traffic police on a fining rampage.

Music by Balthazar Fernandes was catchy and Domnic Dias did a great job as a cinematographer. Finally, it was good to watch a Konkani film on 35 mm celluloid that made a mark on screen. All Konkani aficionados should watch this film. ( By Herald Features)

Cast: Will Ferrell, Mark Wahlberg, Eva Mendes Director: Adam McKay Rating: he mock-buddy-cop comedy The Other Guys sure hit theaters with a bang and a lot of laughs. Ferrell and Wahlberg have brilliant on screen chemistry and lead a strong supporting cast in one of the funniest films of this year. New York City Detective Allen Gamble (Ferrell) is a forensic accountant who is more interested in paperwork than fieldwork. Detective Terry Hoitz (Wahlberg) has been stuck working with Gamble since an embarrassing shooting. Gamble and Hoitz both admire top cops Highsmith (Samuel L Jackson) and Danson (Dwayne Johnson), but when Gamble and Hoitz’s chance to prove themselves arises, things don’t go as planned. For a film packed with action, when the characters sit down to start talking, it still works. The comedy keeps the pace going and you never feel any lag. From unexpected character traits to full blown plot points being thrown left and right to the end credits, this film continues to surprise you from every angle. Ferrel could easily play the same character over and over, but he breaks out of his shell a bit with this film. And though the film doesn’t really have a plot, the story, though it’s all over the place, always keeps its eye on the prize. But the best part of the film is the comedy and timing. From dialogue to action shots, everything is perfectly timed. Final word? If you’re not easily offended and you want to laugh out loud,

this is the film for you. It pushes boundaries, it’s unpredictable, it has got hysterical performances and lots of surprises!

From Paris With Love Cast: John Travolta, Jonathan Rhys Meyers Director: Pierre Morel Rating: rom Paris With Love was surprising in many ways. Initially, the thought of John Travolta doing a slightly different version of his character from The Taking of Pelham 123, just didn’t seem appealing, but it wasn’t so bad. Though not an epic action film, it does have its moments. James Reese (Meyers) is a personal aide to the US Ambassador in France with a side job helping the CIA clean up messes by changing license plates on cars, low level stuff. The night he is given the chance to become a bonafide secret agent is where his new partner is introduced; FBI Agent Charlie Wax (Travolta) is a wildman. He doesn’t follow protocol and gets things done in his own way. Though uncomfortable with each other, they embark on a manic rampage of destruction, racking up double-digit bodies within minutes, in a desperate race to prevent terrorists from blowing up ungrateful politicians. Myers was a bit of a stiff, but that is what the character calls for. Still, the chemistry between these two guys is just not there and seems forced. Travolta on the other hand, as the superspy, is a foul-mouthed killer who snorts the coke he steals from pushers, does all sorts of rubbish and doesn’t think twice about any of it. He’s like Denzel Washington in Training Day – except Travolta is supposed to be the hero.Final word? If you want to see a film that’s not top of the line, but partially entertaining, this is it. ollywood actress Preity Zinta, known for her performances in films like Kal Ho Naa Ho and Veer Zaara, was conferred a doctorate by a leading UK university. Zinta, who had the unique distinction of addressing the Oxford Union yesterday, received the doctorate from the University of East London at a function. Later in the evening, the star attended the Loomba Foundation Diwali dinner at the Guild Hall where the deputy Prime Minister Nick Clegg and Lord Navnit Dholakia, deputy leader of the Lib Dem at the House of Lords were also present. A versatile actress, Preity has acted in over 30 films in Bollywood as well as in Telugu, Punjabi and English language films. The 35-year-old star made her acting debut with Mani Ratnam’s Dil Se in 1998 followed by a role in Soldier the same year. These performances earned her a Filmfare Best Female Debut Award, and she was later recognised for her role as a teenage single mother in Kya Kehna. Preity received her first Filmfare Best Actress Award in 2003 for her performance in the drama Kal Ho Naa Ho. She went on to play the lead female role in two consecutive annual top-grossing films in India: the science fiction film Koi... Mil Gaya and cross border romance Veer-Zaara, which earned her critical acclaim. Her first international film role was in the Canadian film Heaven on Earth, for which she was awarded the Silver Hugo Award for Best Actress at the 2008 Chicago International Film Festival.

cademy-award-winning director Ang Lee has roped in a 17-year-old Delhi boy, Suraj Sharma, to play the lead in his ambitious 3D film Life of Pi. The Brokeback Mountain helmer picked the newcomer from among the 3000 young men who auditioned for the coveted part. Suraj, who lives in Delhi and has no previous acting experience, will play the protagonist Pi Patel in the movie, based on Yann Martel’s Booker Prize-winning book of the same name. “Casting the sixteen-year old Pi was particularly challenging. We searched throughout India for a young man who had the innocence to capture our attention, the depth of character to break our hearts, and the physicality needed to embody Pi on his journey,” Lee said in a statement. “Suraj is Pi. During his audition, he filled the room with emotion, much of which he conveyed simply through his eyes. His natural ability to believe and stay in the world of the story is a rare treasure,” the director added. Martel’s story revolves around the victim of a shipwreck, Pi Patel, who spent months on the sea in a lifeboat in the company of a Bengal tiger, an orangutan and a hyena. Lee, best known for his Oscar-winning works Crouching Tiger, Hidden Dragon and adaptation of Sense and Sensibility, will shoot the film in 3D, utilizing groundbreaking techniques to capture the story’s epic scope. “It has been a daunting and exciting process to develop a motion picture that brings Yann Martel’s fascinating, mind-boggling story to the big screen,” Lee said. Vijay Singh, CEO, Fox Star Studios India said, “We are hugely excited that Ang is adapting the international best-seller Life of Pi. The fact that it will project Indian talent on the Global platform makes it doubly special.” The film will begin production in January 2011 in India and Taiwan. Twentieth Century Fox will release the film on December 14, 2012.

Chris Pine: On working with Washington

ctor Chris Pine, who shot to fame with 2009 movie Star Trek, says bagging a role alongside Denzel Washington in Unstoppable was like winning a lottery. “It seems very much to me like I’ve won the lottery,” Pine said. The actor says he looks up to the two-time Academy awardwinner. However, he admitted that he attempted to keep his amazement at bay while working with the icon, gleaning what he could from the actor by watching him work. “My job then as a young actor is to be open, and keep my eyes and ears alive to watching a master. Watching Denzel is like watching a great painter at work... It was such a treat,” Pine said. Washington was equally impressed with his younger co-star, saying, “I liked Chris. Kangana will be sporting a lehenga to showcase the bridal collection. Describing her showstopper ensemble, Anjalee said “It’s a salmon pink coloured trail lehenga with completely silver crystallised ornamentation. This fish scaled-inspired lehenga has our signature jewelled look. The lehenga is paired with a ruffled top and a jewelled glove.” The fashion event will be held in Mumbai October 29 to November 2.

private telecom firm recently took high speed Internet facilities to the top of the world when it launched Nepal's first 3G services at the base camp of Mount Everest. The installation could help the tens of thousands of mountain climbers and trekkers who visit the Mount Everest region in the Solukhumbu district every year. They have to depend on expensive satellite phones to remain in touch with their families as the remote region lacks proper communication facilities. Nepali telecom company Ncell said its new facility is the first 3G setup at the base camp of Mount Everest, the world's tallest mountain at 8, 850 metres (29, 035 feet). “This achievement is as mighty as the altitude as 3G high speed internet will bring faster, more affordable telecommunication services to the people living in the Khumbu Valley, trekkers, and climbers alike,” said Lars Nyberg, chief of Nordic telecoms firm TeliaSonera, which owns 80 percent of the firm. Ncell is a joint venture between local investors and TeliaSonera. “Today we made the world's highest video call from Mount Everest,” Pasi Koistinen, Ncell chief said, referring to the call made from 5, 300 metres (17, 388 feet), the area from where climbers begin the actual climb to Mount Everest. The facility provides fast surfing on the web, sending video clips and e-mails, as well as calls to friends and family back home at far cheaper rates than the average satellite phone, the company said in a statement. Telecommunication services cover only a third of the 28 million people of Nepal, South Asia's poorest country. Ncell said TeliaSonera would spend over $100 million to expand its facilities in Nepal next year and ensure mobile coverage to more than 90 per cent of the Himalayan nation’s population.

reast cancer screening could be made faster, cheaper and more effective using a new scanner that works like a mobile phone, it has been claimed. The device is so easy and safe to operate it could be installed in GP surgeries or even used at home. Instead of producing X-rays, the new scanner emits radio waves similar to those generated by a mobile phone handset. A tumour can be detected within a second from differences in the way diseased and healthy tissue react to the signals. The device, consisting of a cup that fits over the breast, is as small and portable as a lunchbox. It produces clear images that can be displayed on a laptop screen. Tumours or other abnormalities show up in red. Experts believe it will be far better than a conventional mammogram at finding breast cancer in younger women. Because tumours are harder to spot in dense young breasts, the detection rate for women under the age of 50 can be as low as 60 per cent. Professor Zhipeng Wu, from the University of Manchester, who invented the scanner, said, “The system we have is portable and as soon as you lie down you can get a scan - it's real-time. The real-time imaging minimises the chance of missing a breast tumour during scanning. Other systems also need to use a liquid or gel as a matching substance, such as in an ultrasound, to work but

with our system you don't need that - it can be done simply in oil, milk, water or even with a bra on. Although there is still research to be done, the system has great potential to bring a new way for breast cancer diagnosis. This will benefit millions of women in both developed and developing countries bearing in mind that one in nine women may develop breast cancer in their lifetime.” Malignant breast tissue is more sensitive to electric fields generated by radio waves than healthy tissue. The scanner uses this property to generate images at the rate of 30 a second. The invention has been short listed for the IET (Institution of Engineering and Technology) Innovation Awards, to be announced next month.

Bikini Wax, the New Bridal Makeover for Indian Brides

ridal makeovers are no longer limited to the face and hairdo. Getting a bikini wax has become a ritual for Indian women who are getting married, say beauticians. Experts, however, warn it may not be a good idea for teenagers. “Would-be brides used to concentrate on beautifying their face but now a lot of emphasis is laid on getting rid of unwanted hair from the body. Our bridal packages now include a bikini wax option and 90 per cent of customers avail the option,” Suneeta, an attendant at a Delhi parlour said. Different people have different reasons for opting for it. “Many girls get it done for themselves, to feel good and clean. But many opt for it because they are under pressure from their partners. Surprisingly, there are girls who come out of the shell to experiment. Initially, they are hesitant and shy, but get it done to surprise their partners,” she added. Another beautician, Geeta, who works at Meghna parlour, says even teenaged girls are trying it out. “Young girls starting from age 13 are enthusiastic about bikini wax sessions,” Geeta said. “Not many girls have been open to it because it is a very personal affair. Indian tradition and culture has not seen this in the past, but now with Westernisation taking over young minds, the trend of a bikini wax is

growing,” she added. A Delhi-based gynaecologist said, “The onset of puberty makes girls more conscious of their body and that is why they start worrying about unwanted hair. They sometimes get involved without knowing the consequences.” She informed that the use of hair removal creams in private parts could lead to skin problems and should be avoided. “Use of hair removal creams is not advisable. It may seem convenient to carry out the procedure at home, but it could lead to skin problems. Skin darkening, redness and irritation are just some of the most common problems a girl could face,” she stated. The wax costs anywhere between Rs 300 and Rs 500. Yes, waxing is painful, so what measures are taken to minimise the pain? “Many people use hair removal creams and razors. To minimise the pain during the waxing procedure, we try different types of wax. Beehive wax and chocolate wax are popular as they reduce the pain in comparison to the regular wax,” said Suneeta. Speaking of the price Geeta concludes, “This kind of waxing is done in some of the most sensitive areas of the body and special attention must be paid to avoid irritation - that is why the procedure is a little more than waxing on other parts of the body.”
