Ravindrabab cremated HERALD CORRESPONDENT MARCEL, AUG 28

A huge number of people from different walks of life bade a tearful farewell to veteran Konkani writer Ravindra Kelekar (85), as his mortal remains were cremated with full honours near his residence at Priol on Saturday. Rifles ‘misfire’ during guard of honour MARCEL: It was an embarrassing situation for the Goa Police, as one rifle malfunctioned while other rifles misfired during the guard of honour ceremony for departed veteran writer Ravindra Kelekar. There were, in all, four rifles being handled by the policemen. One rifle began to malfunction and the policeman handling the rifle quickly withdrew from the guard of honour

ceremony. To make matters worse, the three other rifles were misfiring on at least four occasions. The policemen handling the rifles were seen changing the cartridges in a desperate attempt to complete firing rounds outside the Kelekar residence. According to sources, the rifles are from the Portuguese era and are often in need of repairs.

Panjim police on Saturday arrested a former manager of a guest house at Dona Paula for killing a male receptionist and critically injuring his wife in a fit of rage. Shamsunder Anchan, 27, who tried to flee after killing Siddharam Alure, 30 and Alure’s wife, Rajashree, was apprehended at Kadamba bus stand Saturday morning, few hours after the crime. Police said that Anchan wanted to avenge Alure, for sacking him from the job at the guest house. “He doubted that Siddharam and his wife were behind his suspension,” police said. According to police, Anchan came to the guest house this morning and killed Alure by slitting his throat, on the second floor of the guest house. He also called Rajashree upstairs and stabbed her in the stomach and ran away. (Continued on page 10)

The Corporation is the winner of ‘Kilometer Per Litre Fuel Consumption Efficiency’ award which is constituted by Maharashtra, Karnataka and Goa governments. “If they are having such high fuel efficiency than there is no reason for them to have revenue loses,” he claimed. The private bus operators who had appealed the State to take over their business as it runs in losses, today said that they are ready to take over the KTCL. “Give us KTCL for two months without any liability like Chairman or Managing Director. We will bring it in the profit,” Tamankar said.

In a quiet move, Pakistan is handing over de-facto control of the strategic Gilgit-Baltistan region in the Occupied Kashmir to China in an area witnessing a simmering rebellion against Islamabad. The New York Times said that there were two important new developments in Gilgit-Baltistan; a simmering rebellion against the Pakistani rule and the influx of an estimated 7,000 to 11,000 soldiers of the Chinese People’s Liberation Army in the area, which is closed to the world. “China wants a grip on the strategic area to assure unfettered road and rail access to the Gulf through Pakistan”, the paper said, and for this purpose is building high-speed rail and road link. The link up would enable Beijing to transport cargo and oil

tankers from eastern China to the new Chinese built Pakistani Naval base at Gawadar, Pasni and Ormara in Balochistan, just east of the Gulf in 48 hours. “Many of the PLA soldiers entering Gilgit-Baltistan are expected to work on the railroad. Some are extending the Karakoram Highway, built to link China’s Xinjiang province with Pakistan. Others are working on dams, expressways and other project,” the paper said. It said that mystery surrounds the construction of 22 tunnels in secret locations, where even Pakistanis are barred. Tunnels would be necessary for a projected gas pipeline from Iran to China that would cross the Karakorams through Gilgit. “But they could be also used for missiles storage sites,” the Times said. So far, the paper quoting foreign intelligence sources, Pak-

istani media and Pakistani Human Rights groups, said the PLA construction crews had been living in temporary encampments and went home after completing their assignments. But now they are building a big residential complex, clearly designed for a long term presence, and the New York Times said what is happening in the

region is a matter of concern for Washington. Coupled with support for Taliban, Islamabad’s collusion in facilitating China’s access to the Gulf makes it clear that Pakistan is not a US “ally”, the New York Times said. The paper said that there was widespread brutally-suppressed local movements for democratic rights and regional autonomy

2 pilots, 8 crew of Jet flight suspended for serious lapses PTI MUMBAI, AUG 28

The crew, including two pilots, of a Chennai-bound Jet Airways plane Friday night were suspended on Saturday after a probe indicated “serious procedural lapses” in an emergency evacuation carried out by them suspecting fire that was not there. 14 passengers sustained injuries in the evacuation when 141 passengers, including an infant, were deplaned using emergency chutes and services after the pilot reported fire in one of the aircraft’s engines when it was on the taxiway for take-off. The handling of the situation by the crew came under attack from passengers some of whom said they were virtually thrown out of the aircraft. Proper evacuation procedures were not followed and in the sudden surge of passengers, many of them received injuries. Those suspended are both the pilots, including the commander, four cabin crew members and four additional cabin crew members. “The preliminary fact-finding by the DGCA has indicated serious procedural lapses in dealing with the emergency and evacuation situation as per existing procedures laid down in aircraft rules and regulations, by the operating aircraft crew members of the Jet Airways flight 9W2302,” an official statement said here.

The DGCA has removed the Cockpit Voice Recorder and the Digital Flight Data Recorder to analyse recordings of voices and other parameters of the Boeing 737 aircraft. Jet Airways, however, maintained that the crew of the Mumbai-Chennai flight “initiated a precautionary evacuation on the taxiway due to a suspected fire around the left engine. “The precautionary evacuation was carried out in the interest of safety of the guests and the crew. The crew carried out the evacuation in accordance with standard operating procedures. Subsequent inspection of the engine has indicated that there was no fire,” the airline said. The DGCA said it was treating the incident as “serious” and added that a formal investigation would be carried out by a team comprising Director Air safety Mumbai, Flight Operation Inspector and Cabin Safety Incharge of DGCA.

Carmona’s battle against mega housing at decisive stage HERALD REPORTER MARGAO, AUG 28

Carmona villagers’ battle against mega housing projects in the village has reached a decisive stage with Mumbai-based Ms K Raheja International seeking permission for construction of bungalows without the mandatory 10-meter approach road in place. The 10-meter wide road norm has assumed significance given that the Town and Country Planning Department had made it categorically clear to the Raheja’s at the time of issuing pro-

visional NOC for sub-division of plots that secondary development of the property would be permitted only after acquiring and developing a 10-meter wide road. In fact, while issuing provisional NOC to the Real Estate Developer for sub-division of the property, Town Planner Rajesh J Naik had imposed amongst other conditions that “any secondary development will be permitted only after acquiring and development of a 10-mts road R/W and shall be governed as per rules in force.”

Based on the TCP’s provisional NOC, Raheja has completed work on the sub-division of the property and has approached the Carmona panchayat for construction licence for the bungalows. Sarpanch Estaquio D’Costa said the panchayat has carried out inspection of the property on Friday, adding that the panchayat would now forward Raheja’s plan to the Town and Country Planning Department for further action. “We have carried out the inspection. The State government may have declared Saturday a public holiday due to the death of veteran Konkani writer Ravindra Kelekar, but an aided school in Canacona made it compulsory for its students to attend a school programme on Saturday. Some angry parents said that the decision to hold a programme on a public holiday amounted to disrespect to the renowned Konkani writer. Parents at Loliem were surprised to learn that children were called to the Shri Damodar Vidyalaya at Loliem on Saturday, although the State government had declared Saturday a public holiday and a mourning day as a mark of respect to veteran Konkani writer Kelekar. "When parents confronted the headmaster, he said it was fully his responsibility that he had called the students for a

When contacted, Shri Damodar Vidyalaya Headmaster Shambu Prabhudessai tried to justify his decision, claiming that the programme had been fixed in advance. "The chief guest was coming from a distance. This was not a cultural programme but an observation of 'Sanskrit Day' by the school, which is part of celebrations of 'Narali Poornima' held earlier," said Prabhudessai. "We did nothing wrong. Instead, we paid homage to the great personality, Ravindra Kelekar, during the pro gramme," he added. The headmaster claimed that he and the school had great respect to the departed soul. "We are part of the govern-

ment's observation of state mourning for the veteran Konkani writer and philanthropist Kelekar," added Prabhudessai. "No classes were taken nor were other activities held. The students were sent back home immediately after the programme." "During the programme, we all paid homage to the great writer, Ravindra Kelekar. We had no intention either to hurt anyone's feelings or to disobey the government's directives," he said. "We could not cancel the programme nor inform the chief guest who travelled from a distant place at the last moment. So we decided to go ahead and complete the programme as soon as possible." However, the headmaster evaded commenting on the fact that Chief Minister Digambar Kamat had on Friday declared Saturday as state mourning day.

HTL demarcated on Cadastral Plan HERALD REPORTER PANJIM, AUG 28

The State has completed the demarcation of High Tide Line (HTL), 200 mts line and 500mts line along the coast onto the Cadastral Survey Plan. A press release issued by the Press Information Bureau states that the HTL has been demarcated by the State Directorate of Settlement and Land Records with the technical assistance from National Institute of Oceanography (NIO), Dona Paula and Goa Coastal Zone Management Authority (GCZMA). The methodology adopted is in conformity with the guidelines framed under the Coastal Regulation Zone Notification, 1991, the release says. Further, it says, the Coastal Regulation Zone maps are avail-

able to the public which are with the Directorate of Settlement and Land Records. “The village-wise Cadastral Survey Plans are also provided to the coastal panchayats, which are available on request and payment of requisite fees,” it says. The State has already initiated steps to put up the maps on the website of the Department of Science, Technology & Environment, and Government of Goa. When contacted, Director of Science, Technology & Environment told Herald that it would take some more time to update the website. “We will need at least two more months,” he said adding “…however, the maps are readily available on payment of requisite fees,” he said.

The ball now lies in the TCP department, having permitted sub-division of plots sans a 10meter wide approach road after PWD Minister Churchill Alemao put up a note directing PWD officials to acquire land for widening of the existing road to a 10-meter wide road. Sources in the TCP admitted in private that the provisional NOC for sub-division of land was granted to Rahejas based on Alemao’s note issuing directions to PWD officials. It is not clear

A number of motorcycle riders were penalised following swift action by the Mapusa Traffic cell at Bicholim on Saturday evening. The Mapusa Traffic Cell personnel, who cover Bicholim taluka, were seen at about 4 pm near the Shantadurga High School Bicholim, catching a number of motorcycle riders by surprise. Such was the panic that many two-wheeler riders parked their vehicles away from the high school and preferred to walk rather than being caught and fined. Several of them who did not carry their driving licenses were fined upto Rs 500. There were some who neither had a licence nor any money, prompting the traffic police to confiscate their vehicles. The drive lasted till late evening and even relatives of some prominent persons from Bicholim were fined. Mapusa Traffic Cell PI Uday Parab carried out the drive.

Residents of Calvim on Friday thwarted attempts by the staff of the River Navigation Department (RND) to tow away a ferry to the workshop for repairs by using a ferry plying along the Calvim-Aldona route. According to reports, the Ferry 'Vagaor' plying along the CalvimAldona route suffered a breakdown on Friday at about 4.30 pm, when water began to seep into the ferry due to a hole. The RND later dispatched another ferry 'Bandora' in replacement of the 'Vagator' ferry that evening. However, the staff on 'Bandora' was directed by some RND officials to tow away the ferry 'Vagator' on Saturday morning to the workshop at Brittona to carry out repairs. When commuters learnt on Saturday morning that the staff was planning to use the ferry 'Bandora' to tow away the stranded ferry 'Vagator', they refused to alight from the 'Bandora' ferry in protest. RND staff informed the agi-

tated commuters that they had been instructed by their superiors to tow away the 'Vagator' ferry but the commuters did not budge. The news spread like wildfire as other residents also gathered at the site. Some locals then contacted Aldona MLA Dayanand Narvekar and narrated the events to him, stating that ferry services along the route would be paralysed if the lone ferry 'Bandora' was temporarily withdrawn from the route. Narvekar then spoke to Minister for River Navigation Sudin Dhavliker and requested him not to take away the 'Bandora' ferry. Accordingly, Dhavaliker directed the RND not to disrupt the ferry service at Calvim. "This is the second time that such incident has taken place at Calvim. The Ferry is the only quickest and convenient means of transport for villagers to travel out of village. If the ferry service is disrupted, the office goers suffer the most," said Calvim Panch Freddy Pontes.

An overflowing garbage bin in the commercial capital. Photo by Savio Dias HERALD REPORTER MARGAO, AUG 28

Margao Municipal Council’s garbage collection system has hit a block, with overflowing bins literally the order of the day in the Commercial capital. Chief Minister Digambar Kamat’s Friday morning tour of the city and his directions to Chief Officer Y B Tawde is a pointer that things are not rosy on the garbage collection front. Even as Fomento to gearing up to install the waste treatment plant and machinery at Sonsodo after the monsoons, MMC garbage collection system seems to have gone haywire. Inquiries only revealed that nearly half the fleet of garbage collection trucks are down in the garage with major technical snags. The proposal to buy four new garbage compactors have just been okayed by the Civic body and the Chief Minister, and it would take some time before

the new vehicles take the place of the worn out vehicles. Secondly, reports suggest a divide between the sanitary section and the garbage truck drivers for quite some time. The sanitary section, sources say, has no control over the drivers, and this has had a bearing on garbage collection. That the MMC chief officer finally issued a memo to a garbage truck driver indicates undercurrents in the civic body. Sources in the know said that the civic body also falls short of manpower requirements. It is learnt that the civic body is helpless to attend to any emergency work in the evenings as there are no workers to work in the evening session. A Civic official admitted that the question of men and machinery was overlooked by the City Fathers and the powers that be for a long time, resulting in the present state of affairs.

and on expiry, they are renewed for another five years but only given All Goa Tourist Taxi permit. “But now, the department says that the permits would be issued to only those vehicles which are above 1000cc. They have asked us to change our vehicles from 800cc to 1000cc if we want the permits,” he added. The taxi operators say that they have loan liabilities running

for nine years, which makes it impossible for them to buy another car. “Our livelihood depends on this business. If the government doesn’t issue us permit, then how will we survive?” questioned a taxi operator. The association has also alleged that the department has increased the permit fees by 200 times. Churchill calls for Woman dies in fire merging areas of Karwar into Goa HERALD CORRESPONDENT PERNEM, AUG 28

HERALD REPORTER MARGAO, AUG 28

Claiming that Jnanpith awardee Ravindra Kelekar had supported inclusion of Konkani speaking areas into Goa, PWD Minister, Churchill Alemao has called upon the leading lights of the Konkani movement to fulfil Kelekar’s dream by merging the areas of Karwar, Supa into the State. “I am opposed to Vishal Gomantak. But, I agree with Kelekar’s thought of including Konkani speaking areas of Karwar, Supa etc in Karnataka to help form a bigger Goa,” Alemao told newsmen on Saturday. Incidentally, Alemao’s similar statement made at Karwar over a year ago had kicked off a bitter controversy in the State, prompting the Navelim MLA to issue a clarification, blaming the media for misquoting him on the sensitive issue. Asked in what way a bigger Goa with Karwar and Supa will help Goans when the inhabitants of these areas have different tra-

ditions and culture, Alemao shot back “people of these areas had migrated from Goa centuries ago. The people there speak Konkani. Bringing these areas into Goa will help the future generations.” Reminding that prestigious projects such as Kaiga nuclear power plant and the Seabird Navy centre are located in Karwar, Alemao said Goans can get power from the Kaiga nuclear plant, adding that the naval base at Dabolim can be shifted to the Seabird if Karwar is included into Goa. “Today, Goa’s total area is put at 3750 sq kms, while Karwar’s total area is 3600 sq kms. Karwar and the other Konkani speaking areas in Karnataka have around three lakh population. If these areas are included into Goa, we will get the land as well as the facilities,” he added. “Goans cannot forget Kelekar’s thought on this issue. Konkani lovers and the Konkani Academic should help to realize his dream. It now depends on G o a n s t o f u l f i l Ke l e ka r ’ s dreams,” Alemao added. Incidentally, the PWD minister was silent on the inclusion of Konkan speaking areas bordering Maharashtra and only spoke of the merger of Karwar and other Konkani speaking areas from Karnataka into Goa.

A 70-year-old woman died of burn injuries at her residence in Varchawaddo-Morjim on Saturday morning. According to reports, a kerosene lamp fell on Sita Bablo Khot while she was preparing tea at about 8 am. The flames quickly engulfed the hut, trapping her inside the place. She died on the spot. Pernem fire services rushed to the site and extinguished the fire. The body was later recovered from the destroyed hut. Pernem police has ruled out any foul play in the incident as she was alone at home when

the incident took place. The body was later sent for an autopsy to the GMC mortuary at Bambolim, before being handed over to relatives for final rites.

RTI by the Association reveals that the permit fees have been increased from Rs 150 to Rs 2000 for 800cc vehicles and from Rs 300 to Rs 5000 for 1000cc vehicles. Vengurlekar said that the issue was raised before Chief

Minister Digamber Kamat, Transport Minister Ramkrishna Dhawalikar, Transport Secretary Narendra Kumar and Director of Transport Arun Desai. “It was assured to us that the permits for all the union members would be renewed after

August 15,” Vengurlekar said. The association has also urged South Goa Tourist Taxi Owners association as well as Mapusa Tourist Taxi Owners Association to submit the list of names of their members to the department for the renewal.

HERALD CORRESPONDENT CURCHOREM, AUG 28

Former Sanguem municipal council chairman Sanjay Raikar, who was instrumental in highlighting the condition of the Government High School at Bhati-Sanguem, has lauded the education department for deciding to urgently repair the school building. Raikar has, however, disputed the clarifications issued by the education department in the Herald and has stated that education department officials were unaware of ground realities at the school. Raikar complimented Chief Minister Digambar Kamat and Education Minister Babush Monserratte for taking necessary steps in the matter and directing the officials to repair the school building. "However, mere preparation of the budget and sanction is not enough. The government should act at the earliest to allocate work order for the repair and maintenance work," said Raikar. Raikar also expressed surprise over the clarifications issued by the Education Department, claiming that they were not based on facts. "A close-up of the room, where classes are conducted for high school students, reveals that classes are indeed held in the bathroom and not in the storeroom as cited by the Education Department," said Raikar. ‘Need for more exchange between literature, languages from other states’ BY JAGDEEP POKLE PANAJI, AUG 28

Lawry Travasso’s ‘New Love Album’ (Vol 64) released at the hands of PI Santosh Desai.

Pre-Ganeshotsav programmes at Sanguem, Quepem

There should be more exchanges within the literature and languages from different states for the mutual growth of literatures, stated renowned Malayalam film maker and writer M T Vasudevan Nair. Nair was in Goa to present the awards of Kendriya Sahitya Akademi. Speaking exclusively to HCN’s Jagdeep Pokle, Padma Bhushan recipient Nair said that with lesser exchanges, people from the literary world from across the country were not being able to relate to one another. “Ironically, we know what is happening in UK, American and Latin American literature, but due to fewer exchanges, we have no knowledge about what is happening to literature from other states of the country, or to the languages”, Nair said. Translators are now getting importance and due recognition after the initiatives taken by the Kendriya Sahitya Akademi of instituting translation awards. Agreeing, Nair says that “now with increased awareness, translators are getting respect and proper compensation as compared to olden days when they used to be neglected”. In this regard though, Nair says that Kerala was an exception. “Fortunately, both the readers as well as publishers from Kerala

have from long being receiving works from other languages very warmly. Translators from Kerala have been individually doing the good work”, he said. Nair, who has won the National Film Award ten times, and the Kerala State Film Award twenty five times, for direction as well as screenplay, however says his first love is literature. “While making films, most of the times you have to consider the commercial viability of the project, since the producer has invested crores of rupees in it. I took a long gap of seven years when I stayed away from films, until 2008. I had got fed up of the gambling sense of films”, Nair said. “I get more satisfaction in writing novels. I am also contented with the royalty I get paid from my books”, says Nair. The acclaimed writer says that his novels clicked with the readers from Kerala as they “touched the issues of the present day and were based on human sensibilities”. “With books, I had the liberty to write about the issues I believed in and they gave me an opportunity to address the realities of life”, Nair said. At the same time, writing for readers from Kerala is not simple, asserts Nair. “Readership is exceptional in Kerala, but the readers are very sensitive. Novels and even poetry books are selling, but the issues and the theme should appeal the readers.

You can’t fool them” cautions the celebrated writer. Nair, the recipient of the prestigious Jnanpith Award, the highest literary award in India, has penned numerous novels and short stories, and is known to be one of the most prolific and versatile writers in modern Malayalam literature. His books speak of the pain and anguish of the Kerala society in the post-independence India.

eyegiene, a solution to contaminated toilet seats HERALD NEWS DESK PANJIM, AUG 28

Ever since the English commode has replaced the Indian commode, it has only added to peoples woes. It is practically impossible to maintain a 100 per cent sanitized toilet seat all the while. The biggest challenge is mainly faced by hotels, resorts, airports, hospitals, spas, health clubs, nursing homes, offices or any general public toilet blocks where the English commode is in use. Each use of the toilet brings in millions of bacteria that thrive on the moist seat. Depending on the persons using the toilet and the diseases they suffer from, makes it impossible to sanitize the seat after every use. Ever wondered why many of us suffer from urinary tract infection, discomfort near the groins, eczema, venereal diseases? It is because of the humble toilet seat. And we suffer this in silence. People try various methods to safeguard themselves before using the toilet seat by either wiping the seat with a tissue paper or spraying water onto it or simply sitting with their haunches, Indian style on this commode. Through all these methods they have merely wiped the seat of any residue from the previous user, but the bacteria are still very much there. What is worse is every Bacterium divides three times

every hour. One can just imagine the millions of Bacteria invading a Toilet Seat and sadly, nobody bothers. Even after the Janitorial team cleans the toilet seat, the next moment the seat is subjected to attack by bacteria. Thus, a sanitized toilet seat seemed to be the biggest challenge for the Housekeeping and Hospitality Industry. Fortunately with the advancement of technology this challenge has been overcome with the introduction of Eyegiene, the automatic revolving self cleaning and sanitizing toilet seat developed in the Netherlands and brought to India by M/s Only The Best Hygiene Products and Consumables. Now with just a wave of your hand over the sensor you can say goodbye to contamination and rest assured. The good news is that this wonder product is made rugged for everyday use and does not cost the moon. It is easy to install and practically fits every commode which does not have a cistern tank. It takes just 30 minutes to set it up. Once installed regular use costs just Rs 1 per use. The product is used extensively all over the world it has been recently introduced in Mumbai. You can see the product in action at the India Hospitality Expo being held at Panjim from September 3 to 5.

Political will needed to combat human trafficking: advocate HERALD REPORTER MARGAO, AUG 28

Legal Coordinator of the Save the Child India, Adv Nandini Thakker has said that political will together with implementation of the Code by the stakeholders in the Tourism industry will help to combat human trafficking in the country. Delivering a talk on human trafficking organized by the South Goa Journalists Association, Nandini said that human trafficking for commercial sexual exploitation is the second largest illegal trade in the world and added the country should put in more efforts to address the burning issue. “Only recently, the Union government has approved a code for the various stake holders of the tourism indus-

try. Once implemented, the code will help spread awareness amongst the stake holders, including hotel owners, tour and taxi operators, shack owners on illegal human trafficking for sexual exploitation,” Thakker added. Saying that India falls in Tier II in illegal trafficking, Thakker said the country is not doing enough to arrest human trafficking in the country. “We have to put in more efforts to address the burning issue of human trafficking. “, she asserted. She said that the situation in progressive looking Goa is relatively well as compared to other states, where gender bias is still prevalent. Stressing on the need for awareness in the society on human trafficking, she said that people

should be aware that human trafficking is existing in society. Saying that migration per se is not bad, she, however, sounded caution and laid stress on safeguards to avoid innocent women forced into trafficking. Disagreeing for the need for empowering the agencies with more powers to arrest trafficking, Thakker, however, called for meting out exemplary punishment to the accused as against nominal punishment to discuss Terming it as a myth that some of the victims are into prostitution because of money, Thakker said “the syndicates make lot of money and not the victims. The victims are reduced as mere commercial sex workers in the hands of the syndicate”.

Mormugao council chief’s official car misused: councillor HERALD REPORTER VASCO, AUG 28

Discord among ruling councillors in the Mormugao Municipal Council (MMC) over the alleged misuse of the chairperson's official car has opened up a can of worms. MMC Vice Chairperson Kashinath Yadav has alleged number of illegalities in the council and claimed that MMC chairperson Shekhar Khadapkar's car is being misused. Accusing fellow councillor Arnold Rego of using abusive language on Friday, Yadav spoke to reporters on Friday and narrated a number of illegalities in the council. "The present council is involved in many illegalities, but most annoying is the blatant misuse of the chairperson's official vehicle by most councillors," said Yadav. "If the chairperson refuses to accede to their request, they even go to the extent of threatening to dislodge the chairperson and such pressure tactics

have been going on for some time," he added. Yadav alleged that except for five councillors, the other 14 councillors use the chairperson's official vehicle for personal use to travel to Panjim, Margao, Canacona and other places. Yadav informed that on Friday morning, he had sought Khadapkar's permission to use the chairperson's car along with driver since he was unwell to drive his own car. "Besides, I wanted the car to monitor some development work in my ward," said Yadav. "Councillor Rego abused me in front of Khadapkar in his office and in the presence of former Vasco Block Congress president Vaman Chodankar, who was present in office," said Yadav. MMC sources informed Herald that the vehicle register book is not maintained and that the chairperson's car incurs more fuel expenses than other cars in the council. Rego reportedly alleged that

Yadav along with his two groups of supporters were busy collecting money from traders during recently concluded Saptah festival. He claimed that he could prove that Yadav was involved in illegal activities during the recent Saptah. When contacted, Rego refuted Yadav's allegations. "I don't require the council car as I have two cars for my personal use," said Rego. "Yadav must be annoyed with me because I have asked him to vacate the vice-chairman's post since he was elected after a mutual understanding that he would step down in 15 days," he added. Meanwhile, Khadapkar downplayed the rift between some councillors, claiming that both, Yadav and Rego were making baseless allegations. "The chairperson's car is not being misused and no money was extracted from traders during the recent Saptah festival," said Khadapkar.

Kelekar’s death is loss to literary world: NCP HERALD REPORTER PANJIM, AUG 28

The Nationalist Congress Party hailed noted writer Ravindra Kelekar’s contribution to the Konkani language as immense and termed his demise as a major loss to the literary world that has left behind a big vacuum in Goan society. NCP Spokesperson Trajano D’Mello, who attended the final rites of Kelekar on Saturday, called upon the youth to pick up his qualities and imbibe his values. They may not be able to achieve his great virtues, but at least they could try to follow in his footsteps, he said. D’Mello said Ravindrabab’s memories would live in every heart and mind forever. “Words, however great, would fall short of praise for this great man who upheld Konkani till he died,” the NCP Spokesperson extolled.

Clarity needed on NH17 alignment: VoV HERALD REPORTER MARGAO, AUG 28

The Voice of Villagers (VoV) has urged the government to hold a power point presentation indicating the exact and precise alignment of the NH-17 in each affected village detailing the houses, property and structured that will be affected, to bring clarity in the minds of the affected people. The NGO suggested that the presentation could perhaps be held at the Ravindra bhavan to facilitate the affected people of South Goa to get their grievances redressed. Spokesman Edwin Pinto expressed deep distress at the failure of the government, the Ministers and MLAs in protecting the interests of their people against the acquisition of land for this proposed expansion, which undoubtedly goes against the interests of the very people that the government is obligated to protect. He said the people do not

understand the reason behind diverting the alignment to spare institutions by going through a cluster of homes, thus displacing so many of the aam aadmi, who have their longstanding roots in the place and will be put through much trauma and upheaval. Pinto said while the Committee constituted by the Government of Goa to examine the issues thrown up by the alignment of this proposed expansion, publicly declared that the width of the highway would be 45 metres and in congested areas 35 metres, the plan that has been subsequently shown

to various people who were invited for hearings in the South Goa Land Acquisition office in Margao, show 60 metres width and in many places like near Hotel Maharaja, the width is as much as 120 metres. “On July 12, a delegation interacted with the PWD Minister at Nanutel, when he assured us that no homes would be affected by this proposed expansion of NH 17. The next day, he sent his team to Matol, near the Agnel Ashram in Verna, who showed us an altogether different alignment plan from what we are now shown”, Pinto added.

Elected representatives of various communidades in South Goa have expressed their dismay to Chief Minister Digambar Kamat over non-inclusion of the communidades' representative in the "High-Level Committee" constituted by the government. The "High-Level Committee" comprising Finance Secretary, Revenue Secretary and Administrator of Communidades South Zone has been constituted by the government to study the issue of payment of salaries of the administration office and their absorption as government employees. In an e-mail to the chief minister, they observed that the 90-odd communidades of South Zone have a major stake in the affairs and business of the said Administration and as a matter of fact that comnunidades have fully and entirely funded the said Administration Office of Comunidades for the last many decades. "In fact, the root cause of the current crises and mess in the Administration Office of communidades of South Zone

has been the failure and neglect of the government to take the communidades into confidence on important issues. Non-representation to the communidades in the "High-Level Committee" constituted by your goodself will only perpetuate the problem and would invariably end in further litigation and problems," they said in the email. They gave instances of "mal-administration, financial irregularities and illegalities" committed by the Administration Office as follows: Nonaudit of accounts of the Administration Office from 1982 to 2002; consequently no accountability for the Rs 2.35 crore paid by communidades as "derrama" during the period. Sham audits being conducted from 2003 onwards. The UDC looking after cash and financial matters of the Administration Office for the last several years has been charged with offences involving moral turpitude in course of discharging official duties by Vasco court. 26 persons were appointed illegally as LDCs & peons on regular basis during 2000-2006 in total contravention of

statutory procedures. Services of persons employed on `daily-wages' were surreptitiously regularised without ascertaining their competence and requirement. No compliance of "Employment Exchange (Compulsory Notification of Vacancies) Rules 1960". No examinations conducted as required under the rules. No reservations for SC/ST/OBCs mandatory under the government's reservation policy. Appointments of said 26 persons made without ascertaining the workload of the office. The affairs of the Administration Office can be managed with 17 UDCs/LDCs/ Peons; thus rendering about half of the current employees surplus and redundant. The Demands Related Ad-Hoc Committee on Finance has suggested in its first report submitted to the State Legislature on 03.08.2010 that the Government must examine the issue of downsizing the number of employees of the Administration Office of communidades of South Zone. This high mast yet to glow! HERALD CORRESPONDENT CALANGUTE, AUG 28

Though the tourism season is yet to take-off in the coastal belt of Calangute, the Calangute beach has been frequented by thousands of Indian tourists. There are loads of tourists frequenting the beach, while the Drishti lifeguards are having a tough time controlling them. The tourists, mostly students of colleges, etc, are eager to venture into the rough seas despite repeated requests from the Drishti team not to do so to avoid any untoward incident, but their requests frequently fall on deaf ears. With the new tourism season hardly days away, the high light mast is yet to become functional. If concerned authorities are to be believed, the high light mast will

South Zone have been raised and paid as per Pay Commission recommendations without prior consultation with the communidades as expressly mandated under Art 643/644 of the Code of Comunidades in force. Consequently, the Comunidades are unable to bear the burgeoning salary bill (currently Rs 50 lakh a year) leading to the current fiscal crises and non-payment of salaries. They also brought to the notice of the chief minister that the issue of functioning and re-organization of Administration Offices of Comunidades and their staffing pattern considering the present workload as well as implementation of provisions of Art 643/644 regarding payment of salaries to employees is `sub-judice' being under consideration of the High Court of Bombay at Goa in WP No 406/2009 (Celestino Noronha & ors VS State of Goa & ors). On this backdrop, they hoped that the government would have to consider the views of the Comunidades of South by giving due representation in the said 'High-Level committee'.

Speaking to Herald, Calangute Electricity Department Assistant Engineer Aras Chari informed that the contract for repair of the high light mast has been awarded to a contractor. “Hopefully, the high mast will see the lights before the Ganesh Chaturthi festival,” he said. The tourists and locals who have been frequenting Calangute beach have been facing hardship due to non-functional of the high light mast for more than a year despite the matter being highlighted time and again. Few untoward incidents were also reported on the beach, forcing the tourists to abandon their plans of staying late on The non-functional high mast at Calangute Beach. First a fighter, then a writer By SAmiR KELEKAR

Ravindra Kelekar, who happens to be my uncle, used to say: “I am first a fighter; that is why I became a writer.” He passed away at the age of 85 on Friday at 11.30am in Goa. Ravindrakaka was more of a Lohia-ite than a Nehruvian. At age 21, he decided to dedicate his life to Konkani, Goa and the nation. And he did so till his last moment. He was decorated with a Padma Bhushan, and was a fellow of the Sahitya Academy, besides winning the Gnanpeeth Award, the highest literary honour in the country. Always frank and straightforward, and someone who never minced any words, political correctness was simply not in his vocabulary. But he didn’t hate anyone. He told me in one conversation: “Don’t blame the Portuguese, even though they ruled Goa for over 450 years. Even they had a dictator ruling over them, so the position of

Do MPs deserve a pay hike? muRAD KAROL, NAvELim

I fully agree with the letter 'What do MPs really get?' by John Eric Gomes (Herald, 25 August). MPs lead a luxurious life, while the common man struggles to survive, as prices of essential commodities are going up day by day. MPs and other politicians behave despicably, and do nothing for the benefit of the common man. Most are corrupt and have hidden assets. They should be exposed and made accountable. The money that the government spends on their luxuries should be used for the development of the country.

MP-inspired! RODNEy D’SOuzA, ASSAgAO

Inspired by the demand of MPs for a huge increase in salary and perks, Panchayat members in Goa have demanded an increase in their stipend from Rs1,500 to Rs 10,000 per month. There was a time when villagers worked as Panchayat members sincerely, without expecting any remuneration or compensation. But times have changed and, in view of inflation, their demand is justified, since their present stipend is ‘peanuts’. But Panchayat members should improve their performance. In villages, illegal construction, garbage disposal, maintenance of roadside drains, nonpayment of house tax dues, etc, are issues that Panchayat members should take the initiative to address. They should also attend the Gram Sabha meetings regularly.

One rupee more AiRES RODRiguES, RiBANDAR

Politics was meant to be a mission, but it has sadly become worse than the ‘oldest profession’. The manner in which our MPs have wrangled their own astronomical pay hike, says it all. If only the MPs had known that the Goa government pays its Advocate General Subodh Kantak Rs5 lakh a month plus perks, they would have demanded Rs500,001!

Selfish MPs TuLSiDAS mALKARNEKAR, mARgAO

Great parliamentarians like Pandit Jawaharlal Nehru, Kamalnayan Bajaj, Chintamanrao Deshmukh, and even Goa’s first CM Dayanand Bandodkar, did not take any pay except for a token amount of Re1. Even today, Navin Jindal is in that category. Unfortunately, Lalu Prasad and Mulayam Singh Yadav – allegedly followers of Jayprakash Narayan – are in forefront to seek a pay hike. More than two thirds of MPs are crorepatis. Yet, they were not content with the rise given. Worker gets increases of just 30 per cent after five to

ten years. But our great MPs get a threefold hike in one go. Have they got elected to serve themselves?

based incentives and promotions to the police force, so that they remain robust, incentive-conscious and transparent?

Grossly overpaid

Why pay MPs?

WiLLiE SEvERES, mAjORDA

The Union Cabinet has agreed to raise monthly allowances of MPs by Rs10,000, just after a three-fold hike in their salaries last week. This is an absolute waste, as they really do nothing for the country, except looting the nation’s meagre resources. I cannot think of any profession in India other than politics, where people like Lalu Prasad and Mulayam Singh Yadav would be able to earn Rs50,000 a month!

SUNDAY MAIL

Govt employees orphaned? STEPHEN DiAS, DONA PAuLA

Just because MPs have powers to make and change laws, it is not appropriate for them to raise their own salaries three times. This is loot of the public exchequer. Strangely, the government has no sympathy for government employees: (1) There is a ban on filling up the posts of those who retire, resign or take voluntary retirement. There is also a ban on creation of new posts. The government saves a lot of money by putting increased burden on the available staff. These jobs are not only difficult to complete in time, but mistakes are noticeable, especially in accounts and administration. (2) Old rules, especially medical rules, are still in force with no revision. Medical reimbursement rules do not favour employees. After spending their own money, there are always deductions. Before hiking MPs’ salaries, the government should revise the service rules and lift the ban on creation of posts, so that young Goans get jobs.

Now for performance! DOmiNgOS S DE SOuzA, CALANguTE

The massive rise in their salaries should finally instil honesty and discipline in MPs, as well as responsibility towards their constituents. Also, the huge hike in allotments to Village Panchayats and Zilla Panchayats is the right boost for developmental projects at village level. However, it is necessary to monitor, and make these incentives strictly performance based, so that performers are rewarded and vice versa. How about performance-

CAPT EDDiE viEgAS, CANACONA

In the old days, we had Regidors and Administradors in Goa, who did wonderful service to their communities; very efficiently and with no corruption. Even today we have social workers, religious workers, priests and nuns, and even professionals such as teachers and doctors, who render selfless service without any demands or pressure tactics. Instead of tackling the numerous problems in their constituencies, MPs are haggling over their own salaries. Do we really need such netas, who cannot look after themselves without milking the public? Workers who genuinely deserve increments have to wait years for decisions of pay commissions, so how can netas decide their own pay rise? Elected members should not get any salaries at all. Only actual expenses should be reimbursed.

Pampering MPs mARCOS ALEmAO, vARCA

The three fold increase in MPs’ salaries is not justified by squeezing the common man. During Congress rule, the cost of petrol and diesel has peaked, and the common man is struggling to survive. But MPs, MLAs and ministers enjoy life at the cost of the common man. Union Finance Minister Pranab Mukherjee refused to roll back petrol and diesel prices, in spite of protests all over the country, because he said the oil companies are losing money. And now the Finance Minister wants to empty government coffers for the lavish life of MPs? Is the Congress government more concerned about MPs than about the common man?

Cheers 4 ’em, tears 4 us ROHiT ANAND, CuRCHOREm

How far it is justified that MPs themselves decide how much salary they should draw, and then pass a resolution approving a huge 300 per cent rise? As if that was not enough, they increased another Rs10,000 in allowances. This is daylight robbery of taxpayers’ money. God save this country, where one lot works hard day and night, but is hardly able to get a complete meal, while the rulers of the country, whose pockets are full, lockers are full, and properties abundant, do not feel ashamed of saying that they are under-paid. It is enough to make a normal taxpayer’s blood boil.

their citizens was no different than ours.” As his nephew (Ravindrabab was my father's second cousin), I was completely in awe of this man. In his last speech, made while accepting the Gnanpeeth Award – for which he was taken in an ambulance and brought onto the stage in a wheel chair – he made a fervent appeal to people to write in Indian languages, saying that English has only given us ‘bonsai intellectuals’. ‘Bonsai’ plants are short, and can’t reproduce. Most loved by Goans, Ravindrabab’s influence made many of my uncles, and even my father plunge into the freedom movement. Indeed, the Kelekar family today is associated with social work in Goa, and Ravindrabab was the tallest of them all. He fought for Konkani when it wasn’t even recognised as a language, and people were ashamed to speak it. From one and two people espousing its cause, today, Konkani is the official language of Goa, and is in the Eighth Schedule of the Indian constitution. Every currency note of Rs10 and up bears its denomination in Konkani, among the country’s 18 recognised languages. It puts the country’s smallest state firmly on the Indian map. And I am proud to say that Ravindrabab played a significant role in this achievement.

Special meet at Canacona on disaster management HERALD CORRESPONDENT POINGUINIM, AUG 28

OPinionatED A Message to All on National Sports Day By GUsTAvo sTEPHEn GoDInHo,

Every year, India celebrates August 29 as National Sports Day. On this day, the President of the country presents awards like the Arjuna Award (sportspersons), Dronacharya Award (sports coaches) and the Rajiv Gandhi Khel Ratna Award (for outstanding achievement) to those sportspersons of the country who have achieved success at the highest levels in their chosen sport. This particular day is the birth anniversary of legendary Indian hockey player Major Dhyan Chand. A passionate, skilful player and one of hockey’s greatest, he won three Olympic gold medals for the country in this sport in 1928, 1932 and 1936. He scored more than 1,000 international goals for the country. He remains the only Indian hockey player to receive the Padma Bhushan. This day is dedicated to him and his achievements for the country in Hockey. On this day, we also pay tribute to all those who work hard to keep the National Flag flying up high in the sky in the field of sports; when we salute those Indians who prove to the world that our country still has the power to rule the world through sports. They truly deserve to be felicitated on this day, which is dedicated to them only once a year. Today I salute all sportspersons who have given an identity to this country with their hard work and dedication. I want to salute all sports legends of our country, past and present, who have brought great laurels to India with their talent and hard work. Sports stars like Vijender Kumar, Leander Paes, Mahesh Bhupathi, Saina Nehwal and Sachin Tendulkar need to be honoured for their untiring efforts to show the world that the nation has talent. There are hundreds of others who work hard to bring success to the nation in the field of sports, and I want to salute them all on this day. You need not be a ‘someone’ to pay tribute to legends. All you need is a mind and a heart that appreciates their efforts, right? On this day, I also want to warn those sportspersons who are out there not to bring laurels to the country but to make Indians die out of shame with their dirty politics, greed and unprofessionalism in the field of sports: please stop playing with country’s pride and respect. All that you are doing is destroying the country’s image. You are not fit to be in the field of sports because you have a dirty mind, and in sports a dirty mind is never accepted. Sports is all about good people with good minds. Sports is all about respect. Sports is all about friendship, patriotism and everything that makes our country great. It is never about corruption. Let us not tolerate dirty business in the name of sports. Today, the country has gone to the dogs because of a few dirty people who have made the field of sports a den of dirty politics and corrupt business. Let it please be handled by those people who love sports and the country. People who love only money and have selfish interests do not belong here. Other countries have reached the heights of the sky in the field of the sports because it is controlled by able and clean hands. They do not think about the share or percentage they can get from it. But back here in India, sports is all about personal profits and never about sports. If at all something is done, it is all because of those dedicated and patriotic sports lovers who really work for sports and not for profits. I hope one day Indian sports will be the greatest in the world, and will be controlled by good people. If this happens, then India can prepare hundreds of Dhyan Chand, not just in hockey but in all games.

NGOs pick holes in Whistleblower Bill

DELHI BUREAU NEW DELHI, AUG 28

The government much-acclaimed legislation introduced in the Lok Sabha on Thursday to protect the whistleblowers has been faulted by the voluntary organisations for little help to those who dare to fight the system from within to expose corruption and frauds. They complain that there is no clarity on the kind of protection that a whistleblower is entitled to get nor does it spell out policy for rewarding the whistleblowers. The Bill rather puts them to risks as it provides for the Central Vigilance Commission (CVC) disclosing their identity to the head of the concerned department. Since the Bill has been brought before Parliament without the mandated requirement of prior consultations with all stakeholders, the NGOs are pressing that it should be better referred to a Parliamentary Standing Committee to enable them to represent and seek improvement and rectification of

Mother of late Captain Sumit Kohli today took her four-year battle for "justice" to Defence Minister A K Antony, demanding an independent probe, possibly by CBI, into her son's death claiming that it was a murder by fellow officers. Veena Kohli later told reporters that the Defence Minister had assured the family, based in Chandigarh, that the young officer's death would be re-investigated and he would get back to them on it soon. However, Col Rahul Pandey, who was the then commanding officer of Capt Kohli's unit 16 Rashtriya Rifles, refuted the mother's contention and maintained that it was a case of suicide. The family alleges that Sumit was murdered because he knew who were behind the killing of four porters in a fake encounter in Lolab in Kashmir in April 2004. Veena Kohli submitted a representation to Antony urging him to order a probe, independent of Army control, to get to

Peeved over continued onslaught by top Shiv Sena leaders, Nationalist Congress Party (NCP) chief Sharad Pawar today said Sena leaders should attempt to contest elections and face the electorate, rather than give hollow orders. "Let them (Thackerays) contest any elections and face the people, rather than just giving orders," he said addressing an extended working committee meeting of the party here. Certain political parties are engaged in biased criticism of the NCP with the sole aim of creating disillusionment among masses who are backing the party, he added. Pawar's statement comes in the backdrop of the Sena targeting him on plans to shift the statue of Dadoji Konddeo -- who mentored Shivaji Maharaj during childhood -- from the historic

Expressing displeasure over the government's 'inordinate' delay in curbing illegal mining and export of illegally mined ore, the Karnataka High Court today gave a week's time to it to announce procedures to address the issue. Regretting that no orders have been issued despite the state banning iron-ore exports a month ago, a Division Bench, headed by Chief Justice J S Khehar in a special sitting directed the government `to get its act together and put its procedures in place in a week’. When writ petitions by nine mining companies, seeking to quash the ban, came up for hearing, state Advocate General Ashok Harnahally said procedures were being put in place to curb illegal mining and theft of iron-ore and the Lokayukta probing the matter would submit its report in six months. On hearing this, Justice Khehar wanted to know how the government would vest everything

Veena's daughter Namrata, who accompanied her mother and the family advocate Major (retired) Guneet Chaudhary to meet Antony, said they had appealed to Antony to provide justice to the family as they believed Sumit was murdered by his fellow officers and the Army had tarnished his image by claiming that he had committed suicide. Namrata, who spoke to PTI here, said the family had also urged Antony to restore the honour of Sumit, who had won a medal for gallantry in counterinsurgency operations in Jammu and Kashmir. "We met the Defence Minister for about 15-20 minutes and sought an independent inquiry into my brother's death and he has assured us of an independent probe," Namrata said.

Ban RSS, VHP, Bajrang Dal says Paswan PTI PATNA, AUG 28

LJP supremo Ramvilas Paswan today demanded that the Centre should ban RSS, Vishwa Hindu Parishad and Bajrang Dal and asked Union Home Minister P Chidambaram to make public the evidences his ministry had with regard to `activism of saffron terrorism’. Endorsing Union Home Minister P Chidambaram's recent `saffron terror’ remarks that drew flak from BJP, Paswan said: "The Centre should ban RSS, VHP and Bajrang Dal if it is interested to rein in "Bhagwa Atankvad" (saffron terrorism). He asked Prime Minister Manmohan Singh to immediately intervene and order screening of the functions of these organisations. Alleging that "saffron terrorists" had perpetrated a series of incidents in the country, Paswan said RSS activists Sandip Dange and Rami Ji were arrested for their alleged complicity in Samjhauta Express blast on February 18, 2007. "Saffron terrorism was also responsible for the Hyderabad blast on May 18, 2007," he said, adding

several major lacunae left in it. The NGOs fear that the Bill will rather scare away the whistleblowers as it provides for vexatious complainants and delimits coverage of the reported actions while making it difficult for them to be effective as only one authority is prescribed for receiving the public interest disclosures. Also, the whistleblower bill, as the Public Interest Disclosure and Protection of Persons Making Disclosure Bill is described, does not apply to the private sector and the Armed Forces have been given immunity from exposure of any wrongdoings. The Delhi-based Commonwealth Human Rights Initiative (CHRI) has asserted that the Bill is supposed to give teeth to the Right to Information (RTI) Act of 2005 by providing protection to those using it to blow the whistle on the wrongs, but the government has chosen to kick out Section 4(1)(c) of the Act that mandates it to publicise contents of the Bill at the for-

Lal Mahal in Pune. "If you want to remove Dadoji's statue, then replace it with statues of Sharad Pawar and Suresh Kalmadi," Sena executive president Uddhav Thackeray had said. Pawar lauded the UPA government for doing "credible things to improve the conditions of the farmers who constitute a large number of the country's population." Under the UPA regime, India has achieved large scale agriculture production which was never there during the NDA government, Pawar said. The UPA government increased central food subsidy from Rs 72,000 crores to Rs 3.55 lakh crores, he said. The increase in the minimum support price of wheat and rice has enabled the Indian farmer to undertake large scale cultivation of food grains, Pawar said. "This year the monsoon has been good and another good yield is expected," Pawar said.

The food ministry has been successful in bringing down the losses in food grain over the years," he added. He ridiculed the BJP members of Parliament for stalling the House proceedings, demanding increase in MPs salaries. The BJP is making an issue out of a nonissue only to distract the people of this country, he said. "Elected representatives should utilise the time of the house in constructive debates which are aimed at the all round development of the disadvantaged and poor," Pawar said. Pawar expressed satisfaction that the NCP is the "only party which thinks seriously about environment protection". He welcomed the initiatives undertaken by NCP state president Madhukar Pichad to strengthen the party cadre by implementing various policies for empowerment of youth and women.

freedom fighters, social activists and writers. There was a stream of people who visited the otherwise quiet village of Priol to catch a final glimpse of the legendary writer, Padmabhushan and Jnanpith awardee Ravindra Kelekar, who passed away on Friday. The State government had already declared a public holiday and State mourning for half day on Friday and for the whole day of Saturday, as a mark of respect to the departed writer. Family members conducted a brief pray ceremony to invoke blessings on the departed soul, before the Goa Police accorded a guard of honour to late Kelekar outside his residence. Several rounds were fired in the air in honour of the departed doyen of the Konkani language. At around 12.30 pm, the body was taken in a procession to be cremated in his property located about a kilometre’s distance from his residence at Priol. A large number of people, including Power Minister Aleixo Sequeira and Goa Pradesh Congress Committee President Subhash Shirodkar, placed wooden sticks on the pyre. Ravindra’s son, Girish, performed the rituals at the site and later lit the pyre. The otherwise quiet village of Priol was bustling with visitors since morning, as almost everyone was headed to the Kelekar residence. Traffic police were placed at strategic locations to avoid traffic congestion, while special parking arrangements were also made near the Kelekar house. A temporary road leading to the crematorium was also built for the purpose. Speaking during his condolence visit, Chief Minister Digambar Kamat said Kelekar had devoted his life for literature and Goa’s freedom struggle. “We know him as the Bhismacharya of literature. After Goa was liberated, Ravindrabab through his literature worked tirelessly to spread awareness on how Goa can be made an ideal state. His contribution to Goa is invaluable,” said Kamat. Added St Cruz MLA Victoria Fernandes: “I don’t have words to express how great Ravindrabab was. He was not only a Konkani litterateur, but a crusader of justice. He was my political guru and was our family friend. His fond memories will remain forever.”

The accused is a historysheeter and was charge-sheeted in a murder case at Old Goa recently.

Suspects planned to hit Court reserves decision on Canada’s Parliament Hill Lakhvi’s plea PTI TORONTO, AUG 28

Canada's Parliament Hill and Montreal's metro were among the targets to be hit by the al-Qaeda linked plotters arrested by the police here, as searches were mounted countrywide to nab more suspects. The three arrested, including ring leader 30year-old Iranian descent Hiva Alizadeh and Indiaborn Misbahuddin Ahmed, wanted to hit "powerful places" that would strike terror in the hearts of the Canadians, said former top Royal Canadian Mounted Police officer Michel JuneauKatsuya. The Toronto Sun quoted him as saying that the trio had planned the systematic attack using Ottawa's public library computers, which ultimately prove to be their undoing. Canada's specialised monitoring security officials intercepted and decoded their messages to get the contours of the bombing plot. The trio have been arrested and remanded to police custody, as security personnel took into custody five more people. But they said that most of those detained were being held for questioning and had not been charged. Juneau-Katsuya said that the target list seized by the police indicated that the bombers wanted to strike at Canadian Parliament and the Montreal subway.

"Police have reason to believe that the suspects were raising money to fund terrorist groups in Afghanistan to purchase Improvised Electronic Devices used to trigger IEDs for use to kill Canadian and coalition troops in the country," the Toronto Sun reported. There are now eight suspects in a massive police probe into the alleged terror plot to bomb the Parliament buildings, the Ottawa Citizen has reported. In the raids, police seized 50 electronic circuit boards that could be used to remotely detonate so called Improvised Explosive Devices (IEDs). The suspect also had schematics, videos, drawings, instruction books and electric components to build IEDs. Toronto Sun reported that Alizadeh had travelled to Afghanistan and Pakistan to receive training from al-Qaeda linked terrorist groups. "It was a real and serious threat to residents of Ottawa and Canada," said RCMP Chief Superintendent Serge Therriault. Meanwhile, the fourth suspect arrested yesterday on suspicion of terror activities was released on lack of evidence. Police said the suspect was arrested in Ottawa as part of "standard operating procedures" after carrying out a search warrant. The person has not been charged or named by police.

Taliban militants killed in failed attack on US-run bases AFP KABUL, AUG 28

About two dozen Taliban militants -- including suicide bombers -- were killed today in a failed attempt to storm two US-run bases, including a nearby camp in eastern Afghanistan, where seven CIA employees were killed last year in a suicide bombing, NATO said. The alliance said that its troops had "repelled two failed attacks at bases in Khost", killing a total of 24 insurgents with the help of Afghan security forces. The attackers targeted USrun Forward Operating Bases (FOB) Salerno and Chapman, the International Security Assistance Force (ISAF), NATO's mission in Afghanistan, said in a statement. "While the majority of the attacking fighters were killed outside of the FOBs, two insurgents managed to breach the perimeter and made it onto FOB Salerno," the statement said. About 15 rebels were killed near Salerno, six near Chapman and three others including a rebel commander in an air strike while retreating from battle in a vehicle, the statement added. Seven suicide bomb vests were also seized along with bomb-laden vehicles that the Islamic rebels often use in suicide attacks, the statement added. Local police chief Adbul Hakim Is'haqzai said the assault was foiled after militants attacked (FOB) Salerno before retreating to occupy a secondary school near Camp Chapman, both in the Khost city. In December Camp Chapman became the scene of the worst attack on US intelligence officials since 1983, when seven

n The alliance said that its troops had "repelled two failed attacks at bases in Khost", killing a total of 24 insurgents with the help of Afghan security forces. CIA agents were killed. Saturday's assault began in the early hours of the morning when insurgents launched rockets and fired guns at FOB Salerno, Is'haqzai said. He said the attackers then turned on Chapman, closer to the city. "The attack has been foiled," Is'haqzai said. "We have recovered 14 bodies, those of Taliban who were killed fighting. Five Taliban have been captured alive." The fighting lasted for several hours with the remaining Taliban attackers shooting at security forces from positions in a corn field near the school that had been attacked earlier, he said. A senior police official who spoke under condition his name not be mentioned said that about 25 rebels took part in the attack "most of whom have been killed." Residents of Khost reported hearing gunfire. "There are gunshots being heard all around my home. I'm scared of the attackers entering my home and of being bombarded by coalition forces," said resident Amir Shah as the gunfight broke out near Chapman in the first hours of the day.

PTI ISLAMABAD, AUG 28

A Pakistani anti-terrorism court conducting the trial of seven suspects charged with involvement in the Mumbai attacks today reserved till Monday its decision on a bail petition filed by LeT operations commander Zakiur Rehman Lakhvi. Defence and prosecution lawyers had presented their arguments on the bail application during two previous hearings and Judge Malik Muhammad Akram Awan, who was conducting the trial within Rawalpindi's Adiala Jail for security reasons, heard the final arguments today. Judge Awan then reserved his decision on the bail application till Monday, defence lawyers said. In his petition, Lakhvi has said that he should be freed on bail as prosecutors had been unable to present any "solid evidence" linking him to the 2008 Mumbai attacks during the nearly 20 months that he has been in jail. Judge Awan scheduled the next hearing of the case for September 18 after hearing arguments by the prosecution and defence on two other issues -- the prosecution's application seeking voice samples of the seven accused and another application for an Indian magistrate and police official to testify via video conferencing. The defence lawyers opposed both applications, saying they were not allowed by existing Pakistani laws. "Under the laws, the application seeking voice samples is technically wrong as it is the right of the accused, and not the prosecution, to seek voice samples," Shahbaz Rajput, one of the defence lawyers, told PTI. The defence objected to the prosecution's application for Indian officials to testify via video conferencing as this too is not allowed by Pakistani laws. "The laws on this issue are not developed in Pakistan. Existing laws cover video conferencing between Pakistani courts and jails and not institutions or persons in foreign countries," said Rajput. The defence also questioned the authenticity of voice samples of persons involved in the attacks provided by India, saying such material could be taken up by the anti-terrorism court only after a "recovery memo" was submitted by authorities. Foreign Office spokesman Abdul Basit recently said Pakistan is yet to decide on India's proposal to have Indian officials testify by video-conferencing in the trial. India has turned down Pakistan's request to send a magistrate and a police official who recorded the confessional statement of Ajmal Kasab, the lone surviving Mumbai attacker, to testify in the Pakistani court. Instead, India said the magistrate and the police official could depose via video-conferencing. Basit said the Indian proposal was being considered. The trial of the seven Pakistani suspects, charged with planning and facilitating the attacks that killed 166 people, has been marred by procedural delays and controversy. Only two out of over 150 prosecution witnesses have testified so far.

Quarter of UK lap dancers have degrees, finds study REUTERS LONDON, AUG 28

One in four women who works as a lap dancer in Britain has a university degree and the majority of those involved in the industry enjoy their work, earning up to 48,000 pounds ($74,500) a year, academic research has found. Rather than being pressured or forced into the job, researchers from the University of Leeds discovered that many women had chosen to get into lap dancing for the money or because it fitted in with their main careers. ''These young women do not buy the line that they are being exploited, because they are the ones making the money out of a three-minute dance and a bit of a chat,'' said Dr Teela Sanders, one of the researchers, told the Independent newspaper. ''You have got to have a certain way about you to do it. They say 80 per cent of the job

is talking. These women do work hard for their money -you don't just turn up and wiggle your bum.'' Preliminary findings from a year-long study found that on average a lap dancer took home 232 pounds for a shift after paying the club commission and fees, giving most an annual income of between 24,000 and 48,000 pounds. Those working in the industry included actresses and models who found it fitted in with their other careers or training, while unemployed graduates realised dancing paid better than other forms of employment such as bar work. The research, which involved interviews with 300 dancers, found there was a high level of job satisfaction and all had some qualifications. A quarter had degrees, while one in three women were in some form of education, with about 14 percent working to

fund an undergraduate course and about 6 percent to fund a postgraduate degree. However, the study found dancers faced a lack of security and were open to financial exploitation from clubs. ''There is an issue about whether these women become trapped in the job because of the money. I think people often stay longer than they want,'' Sanders said. The study comes as lap dancing clubs in Britain face tighter restrictions following a change in the law by the previous Labour government which gave councils the right to demand that all strip clubs apply for a sex establishment licence. That meant local residents could oppose a club on the basis that its presence was inappropriate whereas previously objections were only possible on licensing grounds, such as causing disorder or noise.

A 10-hour long hostage crisis in the northwestern Pakistani city of Peshawar ended today when at least three militants surrendered to authorities after setting free two military personnel they had captured, officials said. The militants, who were detained in a military building, overpowered their guards this morning and captured two sentries. They also shot and injured one of the guards, said Peshawar police chief Liaquat Ali Khan. "The militants have surrendered with the weapons and the two sentries taken hostage by them have been freed," Khan told reporters. He said three to four militants were involved in the incident. There were no reports of loss of life during the incident, which created tension in Peshawar. "These are hardened militants and they are difficult to deal with," Khan said. Chief military spokesman Maj Gen Athar Abbas too said the situation had been brought under control following a bloodless operation. Other officials said the militants surrendered when they realised that security forces had blocked all escape routes. The militants were being held at the interrogation cell of an intelligence agency in the building located within the high-security cantonment in Peshawar. The building is located a short distance from the US

consulate and an office of the Intelligence Bureau. Earlier reports had suggested that a group of militants had entered the high-security area and engaged security forces in a gun battle. However, Abbas clarified that no terror attack had occurred and that no militants had entered the area. "No terrorists came to the area from outside," he told reporters. Local residents said they heard gunshots in the area near the US consulate at 6 am. Large contingents of soldiers and policemen quickly moved into the area and sealed it off. Key roads were blocked and traffic was diverted to other routes. Helicopters were used to conduct surveillance of the area. Peshawar's military airbase and the city's international air-

port too are located a few kilometres from the building where the incident occurred. Witnesses said the militants and security personnel exchanged fire several times but there were no casualties. Security forces conducted a search operation in the area to check if any persons were helping the militants, sources said. On April 5, militants armed with automatic weapons and suicide car bombs tried to storm the consulate, killing three persons.

Exploring New Realms of Creativity

Apart from their picturesque locales, villages also have, hidden within, a wealth of talent. Videsh Shinde, from Cuncolim, is one such person with loads of artistic talent. Herald finds out about his passion BY JANICE RODRIGUES HERALD FEATURES rt is hidden in every person, all we have to do is explore the ways to uncover the talent in ourselves. This is exactly what Videsh Shinde has done; explored his mind’s undiscovered creativity. In a tiny store of about five by five feet, called Swastik Art, in the bustling market of the southern village of Cuncolim in Salcete taluka, Videsh has some of his works on display. He welcomes anybody who shows interest in his works, shuffling through the pieces of thermocol which he has kept to build the ‘makkar ’ for the Ganesh idols. Videsh has a passion for art that drives him to create works of art from even something as insignificant as old truck tyres and discarded glass pieces; he has even used ginger powder to mould figurines. “I had made this figurine of Lord Pandurang out of ‘soontha’. It took me around two days to complete, but because it was made of edible material, it wasn’t possible to save it from the ants and moisture,” explains Videsh, who had a hard time making the statue as the ginger powder would cause his hands to burn. Having no technical training other than that of glass cutting, Videsh is a jack of all trades and has used his sheer talent to create the works. “I have never sold any of the pieces, but continue to experiment and come up with

A

innovative ideas, it keeps me fulfilled,” says Videsh, who makes a living by cutting glass for frames and table tops and other odd painting jobs. Videsh has improvised the skill of glass cutting and has used it in some of his works of art, like one picture of lord Ganesh which hangs on the wall of the village temple. Creating art from almost any material, like his Rangoli art of Jesus Christ or his attempt at propagating communal harmony in a three dimensional picture which show the Taj Mahal from the front, the Shivling and Naga of Hinduism from the right and the Last Supper from the left. He even made a 62-foot long flute, fashioned from a row of heavy rubber tyres, held together by a white cloth. He also enjoys engraving into Kaddapa stone slabs. “I try my hand at everything, and the stone engraving has a charm of its own. It is a tedious job as it requires a lot of precision, but the end product is really nice,” says Videsh. But his most prized possession is an autographed picture of Amitabh Bachchan, which he created using dots, and then adding colour. He had got it autographed on one of Amitabh’s visits to Goa.

but Poor Results BY NOMRATHA FERNANDES HERALD FEATURES adminton is the fifth most popular sport in the world and young people enjoy playing it. Middle school children particularly show eagerness to the sport. Post tuitions and you will find them shuttling it out with their friends or neighbours. Plenty take their love for the sport to the training court. A walk around badminton courts in Goa’s major towns and it is proof enough. These courts see young people shuttling away in practice. “There is an influx of fresh trainees to the sport,” says Narahar Thakur, secretary, Goa Badminton Association. Sandeep Heble, a member of the Goa Badminton Association and organiser of tournaments for the Panjim Badminton Club assures that Goa has plenty of participation when it comes to badminton. He catches them practising on the courts associated with the club, the Sports Authority of Goa, Campal and even in open areas around their houses. Heble participated in the sport in his school days. Participation hence is not much of a concern. But participation is not all. In any sport, excellence, achievement and winning are benchmarks to judge its quality and sadly we learnt that the sport of badminton lacks quality in Goa. Comparing the sport Heble states that the quantity of players is constant, but the quality has dropped. “Yesteryear badminton competition was intense, presently it is bland,” he says. No one can point fingers at the quality of infrastructure when it comes to badminton, because Goa is not lacking in a good infrastructure. The town of Ponda has three professional courts, Margao has six and Panjim has four. Vasco has three, Mapusa has three and Curchorem has one. “Infrastructure is one of the best in the country,” says Thakur. Player potential is present too, he confirms.

B

The question to be asked here is why aren’t there positive results? Answering this is Thakur. “The sport of badminton is an individual game. Performance is dependant on the player alone. Extreme practice is a must for this game, but players lack commitment,” he bemoans. There are many reasons behind this. The obvious are continuous parental pressure to excelling at education rather than sports and comparatively less monetary gain through the sport. Heble cites a lack of corporate sponsors as one principal reason why the few talented players quit when ‘its time to do higher studies or get a good job’. It is saddening to hear the tales from the coaching front. Imagine coaching a player to a certain height and watching them leave it all behind in pursuit of something else? Such is the scene. “It is disheartening to the coaches. They feel like their efforts are wasted. Where is the motivation?” asks Thakur. This perhaps can be answered by players themselves and their parents. While parents are proud of their children’s contribution to sports, most, to this day view it as a side activity that completes achievement, rather than an achievement it self. Not a different story for badminton. Undersized payments to players, even after they have won are other factors. Why would they want to continue? “A more career-oriented policy should be thought up,” Heble suggests. More suggestions come from him. “Push schools to organise more badminton tournaments. The Sports Authority of Goa and badminton clubs in the state should collaborate in taking tournaments down to the school level,” he adds. “Parents should patronise the sport for their children,” says Thakur and goes on to add that the patronising should not stop at the standard 10 or 12, like it does presently. Most importantly young people should stick to their attachment and love for the sport, till the very end.

Lindsay Lohan turns Fashion Reporter after Rehab Stint

T

roubled star Lindsay Lohan has got a new job. She is now a fashion reporter for the BlackBook magazine. The 24-year-old actress was released from rehab recently, just 22 days into treatment and after serving only 13 days of her 90-day sentence for violating probation. Her release coincides with the publication of a fashion piece she has written for BlackBook, in which she talks about setting up her 6126 label and her love of shopping. “Fashion to me is an art of expression. It’s all about individual style, embracing who you are and feeling good about what you wear. I’ve been known to take scissors to some of my favourite Balenciaga and Gucci designs to make

them my own - cutting the collar to make a wider neck or shortening a dress,” Lohan said. “I feel so fortunate that my career allows me to travel all over the globe. I love hunting for Chanel handbags when roaming around London or Paris. I get inspiration from everywhere: shoot locations, movies, art, books, old magazines,” she added. “My fashion line, 6126, salutes modern women who understand that sophistication is always in vogue. It has been a dream come true to be so involved and hands-on in creating something I am so passionate about,” stated the troubled starlet. Lohan is apparently planning to undergo a Britney Spears like transformation to get her career back on track.

BY CHRISTINA VIEGAS HERALD FEATURES nce again, it was an evening enveloped with the charming Portuguese feel as Semana da Cultura Portuguesa threw open their doors for a cultural evening of music, dine and dance at Clube Vasco da Gama, Panjim. This was part of the celebrations of the second edition of the Semana da Cultura Portugesa (Goa) for 2010. Consul General of Portugal in Goa, Dr Paulo Nevis Pocinho welcomed the gathering and was all praise for our Goa which is a happy portrayal of delicious food, ‘Feni’, dance, music, languages and sport all in perfect harmony. Dr Pocinho applauded the fact that Goans readily appreciate different cultures and live in harmony. He said, “In a globalised world, Goa is special for Portugal. It is a melting point of culture, tradition and religion.” Enlightening us on his soon-to-end tenure as Consul General in Goa, with a lot of emotion he added, “I made many friends while in Goa. In a way, everyone in Goa is my friend.” Anil Counto, chairman of the committee extended a warm welcome to all the guests and in his characteristic self, cooed, “The beauty of Goa is that it has a special identity because of the Portuguese. Yet, it has its own Indian culture.” Sonia Sirsat’s rendition of ‘fados’ was absolutely soul-stirring evoking tender feelings of one’s beloved while Belinda and Tropicano belted out some peppy numbers that got the crowds grooving. As always with Semana da Cultura Portugesa, the food was exemplary and meticulously planned out. The highlight of the evening though, was when we got Dr Pocihno to do the jig for our cameras. The ladies dumped their husbands, momentarily at least, to shake a leg with the Consul General who weaved his charm over one and all. Gopal Vernekar, member of the committee moved around ensuring everyone was having a lovely time. The party will go on…at Clube Harmonia de Margao tonight.

phrodite’ is a two-CD album that has made it big around Europe. It is the eleventh studio album by Kylie Minogue, the recording artist of Australian origin. Kylie introduced her hit single “All the Lovers” a little before the album and it eventually was the lead single of the album. Aphrodite The album saw a debut at number one on the UK Albums Chart. It is interesting that this is the s her fifth album attain the number one spot. It speaks volumes about the artist to say that Minogue is now the only female recording artist until now who has made it to the UK chart history for four consecutive decades (1980s, 1990s, 2000s and 2010s) The music in the album is all about up-tempo dance rhythms. It could be Kylie’s way of celebrating her roots that happened on the dance-floor. A small snippet of the track "All the Lovers" when uploaded on Minogue's before the release of the album, caused the web-site to crash momentarily due to the traffic caused by the demand. Her somewhat nasal vocals provides for exactly her vocal needs. She moves through the tracks with the right intermingling of moderation and emotion, adding some vociferous moments when required and also quieting down to a melancholy note to suit the mood. ‘Aphrodite’ is most certainly the work of one who is aware of her strengths and skills. In fact ‘Aphrodite’ can be described as pure magic from Kylie Minogue. She also has set herself up with a team that can produce what is best for the litening. Continuous listening, however, would not be a reality since the momentum has a constant upbeat attitude. It would be best for those who happen to hit the dance floor in the wee hours of dawn.

Vasco stage splendid recovery, hold Churchill Vasco 2 Churchill 2 HERALD REPORTER VASCO, AUG 28

Vasco Club staged a splendid recovery holding Churchill Bros 2-2 in the inaugural match of Kingfisher Goa Pro League at Tilak Stadium, here on Saturday. Churchill led 1-0 at the break. Churchill went ahead through Israil Gurung and Durga Boro scored in second half. Substitute Aniket Jadav and Christopher Borges scored for Vasco. Vasco have to blame themselves for conceding a goal in the 6th minute as former Sesa striker Israil Gurung scored off a free kick from Iranian Rouhollah Samieinia.

There was a sizeable number of fans, mostly school students and senior citizens thanks to GFA’s policy of free entry, but the fare provided by both teams must have hardly enthused them. Churchill struggled and were lucky to double the lead in the 77th minute when Durga Boro made goo use of a long pass from Mario Crasto. A minute later, Vasco goalkeeper Milagrio Medeira came to side’s rescue as he saved acrobatically a power-packed shot from Rouhollah. Vasco, two goals down, Vasco fought back gallantly and reduced the margin the 81st

Tropa hold FC Siolim goalless l

Sirsaim too good for Eagles

HERALD SPORTS REPORTER MAPUSA, AUG 28

Football Club of Siolim missed the chance to go two points clear in the table when they played out a goalless draw against Tropa Sports Club and Cultural Association at St Anthony’s church ground on Saturday. It was the first goalless match in this season’s GFA’s Third Division. After this result, FC Siolim have seven points alongwith Siolim Sodiem and Xetrapal SC. Cunchelim have collected six points. Holy Cross, Arambol have three and Tropa picked up their first point after four matches. Xetrapal and Holy Cross have a game in hand.FC Siolim were unlucky not to score as they dominated, having greater territorial advantage. Tropa’s stubborn defence helped them to withstand all Siolim’s attacks and successfully earn their first point in the campaign. They also have their goal-

keeper Shivanand Shirodkar to thank for pulling off at least half a dozen great saves and this without wearing gloves. Tropa were also wearing jerseys with faded numbers on the back. For the fourth time running it made it very difficult for match officials and media to distinguish the players. After just ten minutes FC Siolim had the ball in the back of the net, but the referee had already signalled for free kick to FC Siolim. The FC Siolim bench was furious that the referee did not play the advantage rule. Anish Dargulkar was the mastermind in the Siolim midfield and in the 25th his 25-yard shot was tipped onto the crossbar by the Tropa custodian. Just before the breather, Siolim’s Domnic D’Souza headed just wide of the post. Changing over Domnic was at it again, but the Siolim goalkeeper made a fine save after just two minutes.

In the 27th Domnic was oneon-one with the goalkeeper, only to be denied once again. Towards the end of the game Pradap Pomburkar hit a half volley but it went over for a goal kick. FC Siolim will be frustrated that they did not score after having so many chances. In another match at St Christopher’s church ground, Tivim, Sirsaim Sports and Welfare defeated Eagle SC 5-1. Eagle took the lead through Haresh Walewelkar in the 7th. Kenny Dias equalised in the 22nd for Sirsaim. Mahesh Kambli put Sirsaim ahead in the 34th. After the break Drynan Pereira punted home in the 63rd to put Sirsaim in a commanding position. Although Sirsaim were reduced to ten men in the closing stages when Llyod Fernandes was sent off for a reckless tackle, Sirsaim added two more. Kenny got his second in the 80th and Mahesh netted his second in the 84th.

A blunder by Churchill goalkeeper in the 88th minutes cost them the lead, as Christopher

Borges pounced on a cross from Joel Sequeira. “We certainly did not expect such a result. Our players played a relaxed game after two goals ahead and that cost us in end,” said Churchill’s Alfred Fernandes. Vasco’s Gavin Araujo said that the players had played very well and executed the plans. “It was a fantastic recovery during the last 15 minutes when we managed to restore parity,” commented Gavin. “We were not a full strength today and at the beginning the players were a bit nervous. But gradually, they came into their own and the one point we earned is really remarkable,” added Gavin.

Dhoni’s series-winning streak ends PTI DAMBULLA, AUG 28

Sri Lanka rode on Tillakaratne Dilshan's century to clinch the tri-series title with an emphatic 74-run win over India here today, ending Mahendra Singh Dhoni's sequence of four consecutive series triumphs on Sri Lankan soil. The hosts first amassed an imposing total of 299 for eight largely built around Dilshan's (110) eighth ODI century and then shot out the visitors for 225 in 46.5 overs in a rather lop-sided floodlit contest. The Indians paid the price for a sloppy bowling display which allowed the hosts to put up a big total on the board on what appeared to be a good batting track at the Rangiri Dambulla International stadium. It turned out to be Dhoni's first ODI series defeat on Sri Lankan soil, as the hosts had lost to India in four finals in the past two years at home, with the most recent being the Asia Cup in June. The hosts lost a five-match bilateral series 3-2 in 2008 and another 4-1 in early 2009. Later that year India beat Sri Lanka

in a tri-series final also involving New Zealand. While Dilshan, who notched up his maiden century on Sri Lankan soil, played a pivotal role in his team's victory, captain Kumar Sangakkara (71) and Mahela Jayawardene (39) chipped in with useful contributions. Chasing a stiff target of 300 for win, only Dhoni could provide some resistance with a gritty 87 while a few other batsmen like Virender Sehwag (28), Virat Kohli (37) and Suresh Raina (29) got the starts but could not make it count. The Indian innings began on a disastrous note with Dinesh Karthik, who has been having a wretched time with the bat, being dismissed for a duck off Lasith Malinga. Unfazed by the early loss of his opening partner, Virender Sehwag luanched into the offensive with a flurry of boundaries picking up Nuwan Kulasekera and Angelo Mathews for special treatment. But Sehwag's belligerence was shortlived as he was run out trying to steal non-existent leg bye, much to the disappointment of his teammates.

Chelsea’s goal-rush was staunched by Stoke City but the Premier League champions maintained their perfect start to the season with a 2-0 home victory on Saturday despite a missed penalty by Frank Lampard. The England midfielder saw his spot kick saved by Thomas Sorensen but Florent Malouda fired Chelsea ahead just past the half hour mark and Didier Drogba tucked away a secondhalf penalty to seal a win that was much harder work than their 6-0 thrashings of West Bromwich Albion and Wigan

Sehwag survived a confident shout for leg before after he was hit on the pads by a Kulasekara inswinger but the appeal was turned down by the umpire. He then tried to steal a leg bye and turned back but it was too late by then to beat a direct hit. The Indians then suffered another jolt when Yuvraj Singh also returned to the pavilion, falling prey to Thisara Perera with a ball which kicked up from short of length. Virat Kohli, who was shaping up well, was accounted by Per-

vasan are blatant lies," Manohar said. According to Abdi, the BCCI, in defending Srinivasan, was practising double standards as a similar accusation made by English and Wales Cricket Board Chairman Giles Clarke was reason enough for it to issue a showcause notice to Modi. "Its the trail of e-mails which speak for themselves. If BCCI disputed them they should confront it at an appropriate forum instead of denying the existence of any such mails summarily. This shows the double standards followed by BCCI – one for Modi and the other for BCCI secretary N Srinivasan," he said. "Board issued a showcause notice to Lalit Modi only on basis of an e-mail by ECB Chairman Giles Clarke. Now a trail of e-mails indicating some kind of irregularities in player auction (2009) vis-a-vis Board secretary and his franchisee Chennai Super Kings, instead of refuting the existence of any such emails, it was expected of Board President Shashank Manohar to

take cognisance of the matter and issue a showcause notice to Mr N Srinivasan," Abdi said. "I wonder whether the Board is a Cricket Board or an antiModi trust defending the India Cements Board (of which Srinivasan is the Vice-Chairman and Managing Director)," he added. A TV channel had claimed that Srinivasan, in connivance with Modi, tried to fix the bid for Flintoff in Super Kings' favour. The channel had quoted an e-mail purportedly written by Modi to Srinivasan, which read "what a nightmare to convince them not to terminate (Sohail) Tanvir and also not to take Flintoff. (Shane) Warne went off the handle. But have managed it by using stick and carrot strategy. Thus they have USD 1.875 million. Much love Lalit". Meanwhile, after rejecting Modi's demand for recusal of two of its members, the Cricket Board's Disciplinary Committee will meet here tomorrow to decide the procedures and schedules for its probe against suspended IPL Commissioner.
