Home Minister P Chidambaram on Friday said Pakistan has not fulfilled its promise to bring the masterminds of Mumbai terror attacks to justice and hoped it will realise its responsibility as a nation and take action against them. “In Pakistan, we have a neighbour who has not fulfilled its promise to bring 26/11 masterminds to justice. We have learnt a lesson that while we will always trust our neighbour, we must always be on guard,” Chidambaram said on the sidelines of a function here. “I sincerely hope that on the second anniversary of this horrific tragedy, Pakistan will realise its responsibility as a nation, as a government and fulfill its promises to bring to justice those who perpetrated the attacks,” he said. Recalling the unfulfilled assurances given by Islamabad, he said it had promised to bring to justice the masterminds, the controllers and the handlers of the terror strike by arresting all the seven persons whose names were handed over by India to it. Chavan walks away as anthem was on PTI MUMBAI, NOV 26

Maharashtra Chief Minister Prithviraj Chavan on Friday created a flutter when he walked away even when the national anthem was being played at a function here to commemorate the 26/11 terror attack but later denied having done so. As the anthem was being played on the public address system at the function at Gateway of India, Chavan walked out and responded to the greetings of some of those who turned up at the function. Chavan denied having insulted the national anthem. “I did not hear the national anthem. When I heard it, I stopped at the place and left only after it was over,” he said. Home Minister R R Patil said he was not aware of Chavan insulting the national anthem. “The programme was slated to begin at 6.30 pm. Accordingly, all were there,” he said. “I am not aware of any such incident. No minister, least of all the CM, would even imagine insulting the national anthem,” Patil said. BJP state unit president Sudhir Mungantiwar demanded that Chavan tender an apology for allegedly insulting the national anthem. Shiv Sena MP Sanjay Raut said a criminal case should be lodged against Chavan over the incident.

In a strong indictment of the Allahabad High Court, the Supreme Court on Friday observed that “there is something rotten” there and raised serious questions over integrity of several of its judges. “Something is rotten in the State of Denmark, said Shakespeare in Hamlet, and it can similarly be said that something is rotten in the Allahabad High Court,” said a bench of justices Markandey Katju and Gyan Sudha Mishra, adding the High Court “really needs some house cleaning”. The bench also asked the chief justice of the High Court to take some strong measures, including recommending “transfers of the incorrigibles”. It made the observation in a 12-page order, while making the insinuation that several judges

The bench flew into a rage while scrapping a single-judge bench order of the Allahabad High Court which had asked a Bahraich-based Waqf Board to temporarily allot a portion of its land in May-June this year to the proprietors of a circus for its show during an annual fair. “The faith of the common man in the country is shaken to the core by such shocking and outrageous orders,” said justices Katju and Mishra.

“We are sorry to say but a lot of complaints are coming against certain judges of the Allahabad High Court relating to their integrity,” said the bench, without disclosing the contents of complaints. Referring to the rampant ‘uncle judge’ syndrome allegedly plaguing the High Court, the apex court bench said, “Some judges have their kith and kin practising in the same court.” “And within a few years of starting practice, the sons or relations of the judge become multi-millionaires, have huge bank balances, luxurious cars, huge houses and are enjoying a luxurious life.

“This is a far cry from the days when the sons and other relatives of judges could derive no benefit from their relationship and had to struggle at the bar like any other lawyer,” the bench added. The judge, however, sought to add a note of caution, saying, “We do not mean to say that all lawyers who have close relations as judges of the High Court are misusing that relationship. “Some are scrupulously taking care that no one should lift a finger on this account. However, others are shamelessly taking advantage of this relationship,” the judges observed. “There are other serious complaints also against some judges of the High Court,” they said in a joint order, adding, “The Allahabad High Court really needs some house cleaning (both Allahabad and Lucknow Bench).

Speaking further, Churchill said that the House Committee also appointed a six-member committee which will look into the other demands of the NHDAC. “The six-member committee chaired by Chief Minister Digambar Kamat will look into the aspects of toll, division of villages and sound pollution,” Churchill said. Opposition leader Manohar Parrikar, Power Minister Aleixo Sequeira, Santa Cruz MLA Victoria Fernandes and Churchill would be the other members of the committee which would submit the report to the

House Committee. Further, PWD minister stated that the government will now impose Section 3(D) and send to the National Highways Authority of India for the finalisation of alignment and issue work order on that stretch. The Centre has threatened to withdraw the project if the State delays in acquiring land. The Central Minister for Road Transport and Highways Kamal Nath, during his visit to Goa recently, had given a deadline till November 30 for imposing Section 3(D).

Tata Group Chairman Ratan Tata on Friday said action should be taken against anyone found guilty of wrong-doing in 2G spectrum scam for which the government should bring in an auditor and have an investigation. I wish the government would take a stand, bring in an auditor and have an investigation. Book people who are guilty of something,” he told private television channel. No leader from the opposition parties, which were decimated in the polls, was present at the swearing-in ceremony. Bangalore-based parents are on look out for a boy, who is suspected to be trapped in drug racket in Goa, during his visit to the State. A second-year PU student has been missing from his home town in Bangalore and his college mates suspect that he is badly caught up in Goa. The colleagues have been quoted by national media stating that four students were planning for a ‘pleasure trip’ to Goa since long and they allegedly took away gold ornaments before pushing off to Goa. They travelled by Matsyagandha Express to Goa in their lust to ‘taste narcotics.’ The spillage of Goa’s drug menace to the neighbouring territories is increasingly visible in the statements given by drug peddlers across the State boundary. Bangalore police recently found that that a 25-year-old Zana Abdul Karim Coulibaly of Ivory Coast who was caught with 250 grams of cocaine was on a regular trip to Goa to procure cocaine from a South African national. He was caught on November 9 for allegedly selling cocaine along with cash of

Rs 49,000. Zana is a Third-Year BBM student of Miranda Management College at Jeevan Bima Nagar was in Bangalore on students’ visa. The police had said Zana frequented Anjuna Beach to get the banned substance. In yet another case, one-and half month ago Mumbai ANC made one of its biggest seizures of high quantity of cocaine and nabbed three Nigerians, one of whom was supposed to deliver to one Ogacco in Goa. A kilogram of cocaine worth around Rs 40 lakh was seized from the three – Agondi Ifinasis (58), Johny Ogacco (45) and Julius Afroom (36). They confessed to police that the consignment was going to be delivered to Ogacco ‘who is said to be big supplier of cocaine to drug peddler as tourism season is currently underway in Goa and the drug is in huge demand.’ Several attempts to contact senior police officers failed. Deputy Inspector General of Police Ravindra Yadav and Goa Anti-Narcotics Cell Superintendent of Police Veenu Bansal declined to answer phone calls. Whereas, police spokesperson SP (Special Branch) Atmaram Deshpande said he won’t like to comment on the issue. Meanwhile, ANC sources stated that those visitors hailing from Kashmir, Himachal Pradesh, Nepal and Nigeria and having history of narcotic trade are kept under strict

surveillance by the department. Highly-placed police sources stated that people coming from these regions are on rise in the State and they are more vulnerable to be involved in drug trade. “There are some Nepalese who either consume drugs or are into the trade. Kashmiris have also settled along the vast coastal stretch during tourist season selling Kashmiri items here. Some are involved in drugs,” an officer said on the condition of anonymity. Reliable sources asserted that ANC team has intensified patrolling at major railways stations including Vasco, Margao, Tivim and Malpem-Ponda inter-state bus points and other places. As the State is experiencing its annual tourist season, the possibilities of drug dealings has mounted in bulk as well as small quantity. “As tourists’ inflow begins, the narcotics trade becomes active. Foreigners in large numbers like to smoke charas and certain other groups of domestic tourists transport these in the form of packets from other States,” said the source. The recent trend of the drug traffickers is that they seal the narcotics packets in such a way that it neither raises suspicion nor it can be located even by machinescan as they are covered with carbon paper.

Commercial vehicle owners oppose hike in permit fees HERALD REPORTER PANJIM, NOV 26

The recent hike in the permit fees has forced the commercial vehicle operators in the State to join hands and fight for roll back in taxes. The commercial vehicle operators across the State, who met today at T B Cunha hall in Panjim formed a committee under the leadership of Sudesh Kalangutkar, a private bus operator. The newly formed All Goa Commercial Vehicle Owners Federation (AGCVOF) raised strong objection to the government decision of hike in permit fees. “We have join hands to fight against the government decision of intense taxation levied on our business,” AGCVOF vice president Eddie Tavares told Herald. Being non-registered, the federation through All Goa Private

Bus Owners Association will be serving notice to the government asking to revert back the decision of hike in permit fees on immediate basis. “If government fails to respond to our notice, they will have to get ready to face the consequences,” he said. Earlier this week, State Government had hiked permit fees of all the tourist taxis and buses registered under various categories. As per the draft notification issued under Goa Motor Vehicle Act 1991 on May 2010, the permit fees of all Goa tourist taxis and all India tourist taxis have been hiked from Rs 150 to Rs 1000 and Rs 5000 each. The permit fees for all Goa and India tourist buses have also been increased to Rs 4,000 and Rs 5000 respectively as against Rs 300. Withdrawing, the earlier fees of Rs 150 and 70 each, the

department has now asked the yellow/black taxis, auto rickshaws and motorcycles to pay Rs 500, Rs 300 and Rs 150 each. The all Goa maxi cabs will have to pay now Rs 2000 while all India maxi cabs have to shell out Rs 3000 as permit fees. When contacted, Transport Director Arun Desai said that the hike has been done as per the draft notification. “The notification was based on the objections and suggestions from the public. However, the operators failed to raise necessary objections,” he said. Desai rubbished the claims of the tourist vehicle operators from Calangute, who had alleged harassment by the transport department. “We are going as per the law….if there is any sort of harassment then come and discuss with us,” director said.

Baina youth abducted, assaulted HERALD REPORTER VASCO, NOV 26

A youth from Baina was allegedly abducted and assaulted by two youth from Khariwado on Thursday morning. According to reports, the victim was abducted from El-Mount Service Station by two youths on a motorcycle over some petty matter of parking, which broke out about three months ago. The argument broke out among the youth from Baina and Khariwado, which was later resolved by the police. However, some youth from Khariwado allegedly abducted a youth from Baina and assaulted him. Vasco Police has registered a Non-Cognizable Offence against the accused from Khariwado. In the recent past, such incidents have become a regular phenomenon at Mangor and Khariwado. However, when such cases reach Vasco police station, police does act against the accused, but they have to be lenient towards the accused often due to political interference. The police staff, who were annoyed with constant interference by politicians, had expressed their anger before the media on Thursday and said whenever police acts against such notorious youth, they have been pressurized by the politicians.

All eyes on MMC-Fomento concession agreement HERALD REPORTER MARGAO, NOV 26

With the Chief Minister-led high power committee appointing a consultant to monitor work on the waste treatment plant at Sonsodo, all eyes are now focused on the concession agreement to be signed between the Margao Municipal Council and Fomento. Sources in the know said the Chief Minister Digambar Kamat has issued clear cut directions to the Margao civic body to get the draft concession agreement vetted by the municipal lawyer. Sources said the civic body has been told to consult a Panjimbased senior lawyer on the draft agreement and the suggestions mooted by Fomento. Herald understands that the municipal lawyer has so far not taken any returned the draft concession agreement to the civic body as he has sought clarifications on a host of issues. It is learnt that there is still not clarity whether the Margao Municipal Council can sign the concession agreement with Fomento Green when Sociedade Fomento had bid for the tenders and other documents. Besides, the mode of payment of money to Fomento has also not been clear to the civic body till date. Civic officials said that Fomento has asked for payment of Rs 1.32 crore at the time of signing the concession agreement, while queries has been raised in the civic body whether the initial payment can made without performance on the ground level. The question of payment of consultancy fees to the Ahmebadad-based P U Asnani has also come to the fore. While the high powered committee has cleared Asnani for the coveted job of monitoring the setting up of the waste treatment plant at Sonsodo, it’s still unclear whether the civic body or Fomento will pay the consultancy fees or will share the fees amongst themselves. These and other legal questions will be addressed at a joint meeting between Fomento officials and the municipal lawyers and civic officials at a meeting at Panjim next week. It’s only after the draft concession agreement is vetted by the municipal lawyers then the document will be placed before the council for ratification, followed by signing of the agreement with Fomento.

‘Directive on Arlem police quarters created panic’ HERALD REPORTER MARGAO, NOV 26

Goa Pradesh Congress Committee general secretary Vijay Sardessai has written to PWD Minister Churchill Alemao and Principal Chief Engg PWD Mr J J S Rego that a directive from Executive Engineer W.D VIII (Bldgs– South) to the Police Dept that the police quarters comprising of 6 buildings at Arlem is in “very bad condition” and hence needed to be “vacated” had created a panic situation amongst the residents. Sardesai has pointed out that the Govt. had not arranged for any alternate premises for these 48 families to move in and were actually throwing them on the streets. In his letter, the GPCC general secretary mentioned that the E.E W.D VIII had based his assessment on the basis of a NonDestructive Test (NDT) carried out by JVP Consultants, Panjim. It is also learnt that the expert who had assessed the situation had recently expired in a car mishap. In the background of these circumstances, Sardesai has said that the government may technically reassess the situation and reminded the PWD minister that the 48 families of police personnel comprise of school going students who are in the middle of their academic year and whose careers would be doomed if urgently displaced. He, however, has said that he was not in any way challenging the assessment of the expert but was merely pointing out to the panic its interpretation had created.

Dog shot dead HERALD REPORTER MARGAO, NOV 26

Killing dogs by shooting stands banned in the state as per the orders of the high court, one may say. But, in a shocking incident, a domestic dog was found shot dead at Comba area of the city on Friday, while another was left injured on Friday. The owner of the deceased dog said that another dog was killed in the neighbourhood some days ago. Milan said that her dog was killed when it was inside her premises. A complaint has been lodged with the Margao police seeking action against the miscreants. “The residents are afraid that similar fate may fall on the domestic dogs in the locality”, he added. The police are investigating.

Water sports boat gutted HERALD REPORTER MARGAO, NOV 26

A water sports boat caught fire at the Colva beach on Friday morning. The 10-seater boat was reduced to ashes while it was undergoing repairs in the waters this morning. The exact cause of the fire is not known since the boat was undergoing some repairs. The loss caused by the fire is put at Rs 12-13 lakh, even as the fire services said the loss is being ascertained. Fortunately, not many persons were onboard the vessel, when the incident occurred this morning. When the boat was engulfed in fire, alert persons turned the vessel upside down. Fire services said the boat belonged to one Menino Fernandes from Colva. He put the total loss to around Rs 12-13 lakh. Colva police informed that the owner has suffered a loss of Rs four lakh on account of the fire. Investigations are on.

Councillors of Mormugao Municipal Council (MMC) urged Revenue Minister Jose Philip D’Souza to move an ordinance to save 362odd houses alongside Khariwado seashore from demolition due to Mormugao port expansion plan. The issue dominated the special council meeting on Friday during ‘Any Other Business’ (AOB) points. Councillors Lavina D’Souza and Pascaole D’Souza expressed dissatisfaction over chief officer’s action in issuing final notices to the houses, which are located beyond port alignment expansion plan. Mormugao Port Trust (MPT) has filed a petition in the High Court stating nearly 362-odd structures fall within the port area at Khariwado shore. MPT has made MMC party in the petition for not acting against the illegal structures.

With Indians becoming largest expatriate community in Kuwait, the Indian embassy has opened a ‘Legal Clinic’ for redressed in this sovereign Arab nation. The clinic is a step taken by India to fight against injustice,” the commissioner stated. Similarly, a ‘Consular Open House’ facility is also made available by Indian Embassy in its office premises. As per statistics available from Indian Embassy in Kuwait, the population of the country is 3,440,000 of which 2,340,000 are expatriates.

As per the Kuwait government statistics, the size of Indian community in the country as on December 2009 was 5,88,930,” Faleiro stated.The statistics reveal that people from States like Kerala, Andhra Pradesh, Tamil Nadu, Goa and Karnataka form the largest portion of the Indian community in Kuwait. Goa alone contributes nearly 50,000 migrants in Kuwait.“The Embassy has also made it clear that the global economic recession of 2008 and 2009 did not had any major impact on the employment prospects of Indian emigrants in Kuwait,” Faleiro said. The Kuwait government in their reply to the Indian Embassy has said that the employment prospects of Indian emigrants continue to be reasonably promising. “This has helped Kuwait to move ahead with implementing projects worth KD 30 billion during 2010-14 development plan period,” the reply adds. The commissioner confirmed that a Memorandum of Understanding (MoU) on labour, employment and manpower development was signed between India and Kuwait way back in 2007. “The main objective was to facilitate the mobilisation and recruitment of manpower from India and to take appropriate steps for the protection and welfare of the workers, who are not covered under the labour laws of the state of Kuwait,” he cleared.

The third edition of ‘Know Goa’, an orientation programme for Goan Diaspora youth organised by Commission for NRI affairs will flag off on November 28. “We want to introduce India and Goa to those Goan origin youth, who are not Indian nationals and have distinguished their chosen field of activities,” State NRI Commissioner Eduardo Faleiro told media persons today morning.He said that the programme is planned with a view to familiarise these youth with the development and achievements of our country and to bring them closer to the land of their ancestors. “It is a forum for students and young professionals of Goan origin to visit their actual country, share their views, expectations and experiences and to bond closely with the contemporary India,” the commissioner stated. A two-week long programme will have 14 participants from UK, USA, Canada, Tanzania, Malaysia and Australia. “Every year we have

new faces in the programme. We don’t repeat the students nor will allow those students to participate who had already been the part of ‘Know India’ programme of the Central Government,” Faleiro said. The programme, conducted in partnership with the Ministry of Overseas Indian Affairs, Government of India, will conclude on December 12. However, the participants are going to stay in Goa from November 28 to December 6 after which they will be assigned to Delhi as a part of the programme. “During their Goa visit, the participants will be taken to educational, cultural, historical and industrial places. They will also visit the villages and meet the local youth,” Faleiro explained adding that the participants will also be meeting the elected representatives of panchayats, zilla parishad and municipalities. The participants aged between 18-28 years will also have an interactive session with Goa Governor Dr S S Sidhu, Chief Minister Digambar Kamat and Speaker Pratapsingh Rane.

While they continue to grieve over the loss of their loved one in the 26/11 terror attacks in Mumbai, a family from Divar now expresses pain for another reason — apathy of the State government. Chef Urban do Rego, father of Boris, a young and promising chef who was shot dead by terrorists at the Taj Hotel in Mumbai on November 26, 2008, is upset with the State government for failing to do anything for his family. “Well, I don’t know what to say. Unless and until a person experiences a similar tragedy, only then will he be aware of the hardships I have been going through,” Urban Rego told Herald over the phone. “Two years have passed since the incident, but the State government has not been able to provide any help to my family.” “My family and I know what pain we have gone thorough since we lost Boris in the Mumbai terror attacks. I had appealed for a government job to

my daughter, who is an accounts graduate, but that too has not materialised so far,” said Urban. “The State government had initially agreed to give a job for my daughter, but later denied doing so,” he added. Incidentally, the Rego family has received support from other governments. “We received about Rs 3 lakh from the Central Government about two months ago,” said Urban. “Even the Maharashtra Government has sent us an appreciation letter of courage for my son. I have also received a call from Taj Hotel in Mumbai informing me about a prayer meet in the hotel in memory of the Taj attack victims, but I have not heard anything from my State government,” lamented Urban. He said the family still struggles to cope with the loss of Borris. “Till date, my wife is still in a shock. It is very difficult for us to explain our feelings and what pain we have been going through. Since the time I have lost my son, all of us miss him each and every moment,” said Urban.

The Margao Taxi drivers and Operators Association operating from the Margao railway station on Friday demanded action against motorcycle pilots acting as tourist guides near the railway station. A delegation of the taxi driver led by President Rajesh Shirodkar called on the Margao Police inspector Santosh Desai and called for action against the motorcycle pilots. Shirodkar pointed out that the motorcycle pilots park their motorcycles outside the railway station at the parking place, but act as tourist guides. The taxi drivers claimed that though the Goa

Three months after the notification from the District Magistrate, South, traffic signboards have finally made their presence felt at the pickup-stand road on Friday, but the move has turned controversial with the market traders strongly opposing notifying the pick-up stand road for two-wheelers. Erection of signboards displaying parking only for twowheelers had no effect on the ground as four-wheelers were found parked along the stretch right under the nose of the traffic personnel. To make matters worse for the traffic department, the

New Market Traders Association led by President Vinod Shirodkar has resolved to oppose the no-parking for fourwheelers at the pick-up stand road tooth and nail. “This is the only small stretch of road which is being used by the traders to unload goods brought in the city. The stretch was earmarked for fourwheeler parking taking into account the request from the traders”, he added. Shirodkar has requested the traffic department to remove the traffic signboards within a day or two or threatened to take the law in their hands. “The district magistrate should carry out a sur-

vey of the city and suggest parking areas”, he said, and demanded that the district magistrate should raze down buildings which have come up in violation of building and parking rules. He said the traders and other citizens will not take things lying down if the stretch of road between Borkar super stores and Royal Foods is not earmarked for four-wheeler parking. Sources in the Traffic Department said this stretch of road was notified for two-wheeler parking since the parking of four-wheelers was causing acute traffic congestion along the road.

The Congress party today said that the Regional Plan (RP) for the rest of nine talukas will be ready by mid-2011. Goa Pradesh Congress Committee (GPCC) President Subhash Shirodkar said that the RP in the rest of talukas would be notified by mid-2011. “The decision to declare Regional Plan for two talukas – Canacona and Pernem was a great step by the government. The rest talukas will be also considered on priority basis. By mid2011 all the talukas will be covered,” Shirodkar told media persons today evening. plan. The RP 2021 protects all the eco-sensitive areas while suggesting the developmental pattern for the State. A 55-year-old cobbler from Maharashtra was found dead under the Konkan Railway bridge at Nagarcem on Wednesday night. Goa Pradesh Congress Committee President Subhash Shirodkar told reporters today that if road is being widened then there is no need to have any study on the existing road. “The study was initiated in public interest and no one knew that highway expansion would come so soon,” Shirodkar said defending state government’s decision to pay lakhs of rupees to the

Corporation of City of Panjim (CCP) corporator Surendra Furtado today claimed scam of Rs eight crore by the CCP between 2006 and 2009. Information procured by Furtado under Right To Information (RTI), shows that the State had released several lakh of rupees to the corporation in each of these four years, which is calculated to a total of Rs eight crore. “Government had given a total budget of Rs eight crore to the CCP to purchase property for garbage treatment plant at Bainguinim, near Heera Petrol Pump at Patto, Taleigao and Dona Paula. Besides, budget was also granted for the said plant at EDC,” Furtado told reporters. The information from the Directorate of Municipal Administration reveals that in February 2006, the Government released grant-in-aid of Rs 16.92 lakh for the ‘construction of composting stations in Phase’, to the CCP. In May 2006, grant-in-aid of around Rs 17.08 lakh was released towards ‘purchase of excavator’, and in June 2006, the Government released around Rs 54.96 lakh for other purchases to the CCP.

Furthermore, in November 2008 CCP was yet again granted an amount of Rs 43 lakh towards ‘acquisition of land for integrated sanitary landfill and solid waste management site for CCP at Bainguinim.’ A year later, in June 2009 two separate amounts of around Rs 46.99 lakh and Rs 21.60 lakh were released for land acquisition for setting up of dry recyclable material sorting centre and compost station, and towards collection transportation and disposal of the waste from the hotels and restaurant, respectively. The corporator stated that the amount was given to the CCP to eliminate problem of garbage but instead, the CCP complained that the Government is not cooperating. “Where is all the money? The CCP is inefficient and is passing the buck on the Government of being not cooperative,” he said. Furtado has threatened that he will file a Public Interest Litigation against the CCP for misusing funds. “They are only interesting in spending money on consultants…I will approach the court to find out what CCP has done with the money,” he said.

Pale BJP Block committee on Thursday blocked mining trucks at Surla for about five hours in protest against pollution in the area. About 100 people led by Pale BJP Block committee President Pramod Sawant assembled at Surla at about 8.30 am and blocked mining trucks plying in the area. It may be recalled that Surla is a major mining area in Bicholim and people from the area suffer through pollution and mining traffic. The problem is serious and rash driving of mining trucks has also led to accidents on several occasions. Speaking to media persons, Pramod Sawant lamented over the condition of the people living in the area. “They are always living under constant fear and pollution has now become a part of their life,” said Sawant. Sawant stated that mining is a major industry in the State and mine owners are earning in crores, but they are not concerned about the people, who suffer because of their business. “Mining is a major industry in Goa, but the mine owners do not spend even 10% of their income in improving the standard of the people, who suffer because of pollution,” said Sawant. The talks included a discussion on 'Hypnosis in India' by Pulitzernominated novelist and academic Prof Lee Siegel, an introduction to Harold Pinter by playwright and Professor of English, Isabel Santa Rita Vas and a reading of Margaret Mascarenhas' second novel 'The Disappearance of Irene dos Santos'. The fourth edition of Mascarenhas' first novel Skin (published by Goa 1556) was also launched during the festival. The spotlight on poetry included a reading by noted poet Manohar Shetty from his latest book 'Personal Effects', and a discussion of the poetry of Gerard Manley Hopkins by Mumbai-based Barrister-at-law and Oxford alumnus David da Silva. The Mormugao Municipal Council in its maiden meeting on Thursday deliberated on the issue of financial crisis of the council. In its special meeting on Friday, the councillors discussed the financial position of the council. The meeting was attended by all the 20 councillors, while some new councillors gave a patient hearing to the discussion to understand the issues thoroughly. Councillor Shekhar Khadapar said most of the commercial establishments, including petrol pumps, have been either operating without obtaining trade license or most of them have failed to renew it, which is a serious leakage of revenue. Councillor Tara Kerkar accused the chief officer of sitting idle with the files and failing to take corrective measures to improve the recovery of council, due to which the council is facing a financial crisis. The audit report of the council states that Revenue Pending Collection (House Tax, Trade License Fee, Rent, Advertisement Tax, Sopo) is nearly Rs 6.6 crore, funds of nearly Rs 5.84 crore are blocked due to failure to observe lease condition for shops and flats and no recovery lease rent from Hindustan Petroleum amount to nearly Rs 4.07 crore. However, when Councillor Carlos Almeida read out various dues and asked what initiative does executive staff, especially chief officer, has initiated to improve the financial position of the council, Chief Officer Parsekar remained tight lipped for a moment and said that he needs full-time recovery officer. “Earlier, when I had taken some stringent measures to re-

cover outstanding rents, some people had raised objections along with councillors,” said Parsekar. Vice Chairperson Manesh Arolkar said the chief officer should give monthly report on revenue collection of the council to assess the financial position. “To resolve the rent issue, the council has taken an appointment with Chief Minister Digambar Kamat, as this has to be resolved at the government level too,” said Arolkar. Parsekar said the council has decided to impose house tax as per the reassessment by March 2011. “Calculation of five wards is not yet completed, as I require five staff for data entry to finish the work. After publication in January and February, the houses will be taxed as per the reassessment from March 2011,” informed the chief officer. Meanwhile, the council has appointed six different committees, public work committee, education committee, market committee, sanitation, medical and public health committee, planning and development committee and garbage committee and appointed the chairman of most of the committees except for garbage committee. Councillors Carlos Almeida, Sharad Chopdekar, Shekhar Khadapkar, Saifullah Khan and Lavina D’Souza were elected in the Standing Committee of the council.

Shiv Saniks cleared the garbage which was accumulated at the feet of the statue of Mother Theresa opposite Kadamba bus stand at Mapusa on Friday morning. A team of Shiv Sainiks comprising Ramesh Naik, Philip D’Souza, Siddarth Mandrekar, Sunesh Sawant, Shrikant Simepuruskar, Siddesh Falari, Narendra Moraskar, Vijay Amonkar, Ramkrishna Raut, Sunil Porob, Shantaram Verlekar and Dhiraj Kulkarni cleared the garbage. The Shiv Saniks collected the garbage in baskets and heaped up at one corner. The concerned authorities of Mapusa Municipal Council (MMC) was later contacted and requested to send its staff to lift

the garbage at the disposal site. Speaking to Herald, Shiv Sena Ad Hoc Committee member Philip D’Souza said they had petitioned the MMC on November 24 to remove the garbage immediately that was lying at the feet of the statue of Mother Theresa opposite Kadamba bus stand at Mapusa. “However, MMC did not think that it was an important issue and left the garbage to rot further. Though there is considerable time for Assembly polls to be held in Goa, a political bigwig from South Goa seems to be reportedly doing his ground work to contest Assembly polls from Sanguem constituency much to the chagrin of the educated class of people from the constituency. If the present scenario within some councillors of Sanguem Municipal Council (SMC) is any indication, then Minister of Urban Development Joaquim Alemao is reportedly eyeing the Sanguem seat on a Congress ticket. While what has transpired among some of the newly elected councillors and Minister for Municipalities and Urban Development Joaquim Alemao is not known, but it is much surprising that even a top contender for Congress ticket from Sanguem and present SMC Chairperson Sanjay Raikar claims to have no objections whatsoever from his part if the Congress ticket from Sanguem is given to Joaquim Alemao or for that matter any

other person from outside Sanguem constituency. “What we want is the development of Sanguem constituency,” claimed Raikar. Sources informed that even after several years of liberation, Sanguem constituency continues to remain the same as it was some decades ago. The hospital, Sanguem bus stand, police station and the Sanguem Municipality, all continues to occupy the same old buildings which were constructed decades ago with no changes whatsoever, informed sources. However, what makes Raikar suddenly support the candidature from outside the Sanguem constituency has puzzled the voters in the constituency who were seeing Raikar as a probable Congress candidate in the next assembly polls. According to sources, a couple a days ago, a mini gathering was held in Uguem where a panchayat member attached to Uguem Panchayat spoke on the allocation of Congress ticket to South Goa politician Jaoquim Alemao. The people in the village

were literally unaware as to what was happening but a certain group of people led by the panchayat member descended in the village late evening hours with a local TV channel cameraman to record the footings of the mini gathering, where the panchayat member and few others vowed to support the candidature of Joaquim Alemao from Sanguem constituency. However, the views expressed by these people are not chewed by all in Sanguem. The educated class of people from Sanguem and those having concern for the development of Sanguem, claimed that the present movement by certain group of local politicians to be only a gimmick to take the party leaders for a ride. Pritidas G Naik rubbished the claim made by people from outside the constituency for the party ticket in Sanguem. “There are many locals who are vying for the party ticket in Sanguem. The party should think over and take the locals into confidence before the allocation of the ticket is finalized,” said Naik.

For the clearance of extra rush during ensuing Christmas and Winter season, the South Western Railway (SWR) has decided to continue to run the weekly express special trains between Vasco and Nagapattinam. The period of extension however was not known. This weekly train leaves Vasco station every Monday at 7.10 pm reaching Nagapattinam 7.15 pm on Tuesday. In return journey, this train leaves Nagapattinam 10.30 pm on Tuesday and reaches Vasco station at 10 pm on Wednesday. The Weekly Express Special has total 18 coaches, consisting of one AC 2-tier coach, one AC 3-tier coach, nine second class sleepers and one general second class-cum-disabled coach.

Shortage of LPG cylinders has been badly affecting the tourism activity and consumers in the coastal Calangute with no supplies for the last three weeks. Consumers in Calangute, Candolim and Arpora have to literally go without the gas

cylinders. Calangute Distributor M/s Manguesh Datta Teli & Sons is unable to supply or distribute the gas cylinders to its consumers for over three weeks now. Huge queues are witnessed outside the booking office of the distributor with consumers at times braving the sun to get a hand on a cylinder. Long

queues wind up as late as 7.30 pm. Residents of Calangute, Candolim and Nagoa-Arpora are irked with non-availability of gas cylinders and have been blaming the distributor for the shortages. The general feeling of the consumers is that the distributor supplies gas cylinders for commercial purposes bypassing them. Speaking to Herald, distributor Manguesh D Teli said: “The shortages of LPG gas cylinders are overall in Goa and not particularly in Calangute.” “We have not been supplied

nine loads of trucks, which works out to 2,700 cylinders for November itself,” said Teli. “The shortages have hit our distribution network for the villages of Calangute, Candolim and Arpora for the last three weeks and it will take us at least 15 days to overcome the shortages, provided the supplies are regular,” he said. When asked about the allegation of the consumers that LPG gas cylinders have been given away for commercial establishments, he said: “As far as we are concerned, we supply domestic cylinders for our gen-

uine consumers or book holders and ultimately who benefits or the same being used for commercial purposes is beyond our control.” “There are number of persons coming for LPG gas cylinders on other book holder, but we cannot deny them or else the book holder will pounce on us. The Civil Supplies Department can ascertain the exact use of the domestic cylinders,” he explained. “However, there is a shortage of gas cylinders and we are trying to make up for it the best we can,” he added.

The Pope and condom use

W

e expected the recently-notified Regional Plan 2021 (RP2021) for the talukas of Canacona and Pernem, as well as the land use policy for the entire state, to come under attack from the real estate lobby. The Goa state branch of the Confederation of Real Estate Developers Associations of India (CREDAI-Goa) duly protested against the reduction of Floor Area Ratio (FAR) in villages for plots of 4,000 sq metres or larger, from 80 to 60, saying that it will make housing in these areas more expensive. We expected that the RP2021 will come under sustained attack from large land owners in coastal villages, from the Russian businessmen who have bought huge tracts of land in Morjim, and from Panchayat members in many coastal and ‘urban’ villages, who expected to make (or have already made) huge sums of money by recommending re-zoning of large tracts of land to settlement. This will increase in the days to come. But the very last thing we expected is that the RP2021 will come under attack from the Goa Bachao Abhiyan (GBA), the mass movement that defeated its sinister predecessor RP2011, and initiated the bottom-up process to draft this plan. What is most disappointing is that the criticism is not only incorrect, but is completely uninformed. In fact, convenor Sabina Martins admitted that the GBA is yet to study the plans and policy in detail. Why not do the studying first and the complaining later? Ms Martins has two basic complaints: (a) That the state level committee (SLC) has done away with VP3 status. (b) That the SLC has not honoured its promise to keep the final plans open to the public for 30 days. Neither holds much substance. In doing away with the three-tier FAR proposed in the draft, the SLC has simplified the FAR structure and made it more difficult for dishonest officials to play around with differing rates of FAR. While the VP3 proposal had an FAR of 50, the new VP2 has an FAR of 60. That is a marginal difference; it cannot even yield an extra floor in a house. Plus, for mega-projects on plots larger than 4,000 sq metres, this comes down by 20 per cent, to the old VP3 level of 50! Then why is she complaining? The draft plan was kept open for public comment for over a year. Every village in Goa discussed it, and made proposals. Over 8,000 individual suggestions have also come in. All have been considered. Keeping it open for suggestions after all this will only accomplish what the real estate lobby and land sharks want – that RP2021 never gets finalised. Her other complaint, that the SLC has not made public the guidelines they followed, shows that she has not studied the plan. Chapter 4 of the Plan gives detailed reasoning behind the changes in policy. It is partly correct to say that the SLC has “not considered the people’s demand”. But thank God for this. Gram Sabha resolutions of many villages recommended that huge tracts of land be zoned as settlement. Had the SLC agreed to the ‘people’s demand’, concrete jungles would have sprung up in our most remote villages. Instead, the SLC has increased settlement land based on the scientific projected increase in population. And while it may have been “politicians” who were behind requests for large-scale conversions in villages, as Ms Martins naively puts it, the fact is that these requests were approved by both the Panchayats and Gram sabhas of these villages. The GBA needs to take a ‘Moun Vrat’ (vow of silence) until it has properly studied a remarkable plan which, if strictly implemented, can actually ‘bachao’ Goa and fulfil its mission.

iven the usual propensity of the media, including the Catholic media, to sensationalise certain kinds of news, it comes as no surprise that some Catholic News Services have flashed the news that Pope Benedict XVI now “advocates” the use of condoms by male prostitutes to prevent their partners from contracting AIDS. This is being interpreted as a change in the Pope’s stand on condom use in general, and as a concession to the demand for the Church to abandon her traditional stand on condom use. Some news items have even described the Pope’s views as being an acknowledgement of the fact that spread of AIDS can only be contained by widespread use of condoms by those who have the disease and who insist on having promiscuous sexual relations. It is very unfortunate, indeed, that the Catholic News Services, which are expected to be more circumspect and more objective in the reporting of news, have fallen into the trap of exaggerating the opinion of Pope Benedict XVI reported in one of his interviews with a German journalist Peter Seewald, in his new book “Light of the World”. One Catholic News Service actually announced that Pope Benedict XVI now “advocates” the use of condoms by male prostitutes. This is not only erroneous reporting of the interview, but also a serious disservice to the truth – something not expected of a Catholic News Service. Let us look at the issue more objectively. On the overall ethical question of the use of condoms, the position of the Catholic Church has been unwavering and very clear. During his trip to Africa in 2009, on board his flight, Pope Benedict XVI told reporters that the widespread distribution of condoms to the people of Africa was not a solution to the spread of HIV/AIDS in many parts of Africa. He insisted that the spread of AIDS was a behavioural and ethical problem, and not merely a medical problem. He called for greater awareness of the way in which AIDS is spread and education of the people to “prevent” the spread of AIDS rather than an attempt to halt its spread. Abstinence from pre-marital and extra-marital sexual intercourse was the preferred way to tackle the problem. Fidelity to one’s spouse and limiting sexual activities to one partner was, obviously, an important way to prevent the spread of this dreaded disease. The Pope explicitly pointed out that the mere use of condoms would not contain the epidemic, without the accompaniment of the education of the people on how AIDS is transmitted and programmes to motivate them to ab-

The present National Highway issue is nothing but a redo of the Konkan Railway route which passes through settlement and eco sensitive zones. Our politicians stand to benefit from the current highway issue due to many reasons. Some of the over bridges and footbridges proposed on the Konkan railway route remain mere promises. Even after construction, its conditions are just for name sake. The highway project is just another disaster that the government wants to thrust on the people in addition to the existing Konkan railway.

The Pope is by no means “advocating” the widespread use of condoms as a legitimate tool in the fight against AIDS, as is being interpreted by the media, including, unfortunately, some of the Catholic media. All that the Pope has said is that if a male prostitute decides to use a condom in order to prevent the transmission of his disease to his sexual partner, it “may” be an expression of his “concern” for the good of his partner. This is a purely hypothetical situation in which the use of a condom by a person might be considered to be the beginning of a realisation of his concern for others. The almost frantic response in the media to this opinion expressed by the Pope in his interview is a sign of the depths to which our media have sunk in their frenzy to force the Church to change its stance on the use of condoms. An objective and dispassionate assessment of the moral principles on which the position of the Catholic Church is based will show that the Church, and its leader, the Pope, does not rush to make ethical conclusions based on “public opinion,” which, most of the time, is confused and contradictory, but that the principles which guide the Church are based solidly on perennial laws which are inherent in nature and which are not susceptible to change at the arbitrary whims and fancies of people who have chosen to adopt a lifestyle which is not in conformity with nature or the commandments of nature’s creator.

The other day, I was watching the movie Golmaal-3 at one of the theatres. After leaving the theatre, I was reminded of the reallife Golmaal taking place in the country which were much larger than those in reel-life. This could be Golmaal-4.

Public interest or personal gain? Rajendra L Bhobe, Tax & Financial Consultant, Mustifund Saunstha, Panjim Kashinath Shetye has filed a case against Mustifund Saunstha in the court for accepting Rs one lakh while giving admission for pre-primary. This received wide media coverage. To avoid unwanted legal battle and adverse publicity, Mustifund had announced that it will stop accepting donations while giving admissions to pre-primary school. However, to construct buildings and add to its infrastructure, taking donations is inevitable for any educational institution. Government of Goa gives 100 per cent salary grant to aided schools and the non-salary grant is barely sufficient to meet administrative expenses such as electricity, rent, telephone, stationery etc. Government does not give 100 per cent grant to create infrastructure. As of date, Mustifund Saunstha along with five other institutions, have been allotted a plot of land admeasuring 10,000 square metres each by the government, at Cujira, Bambolim, to construct educational complexes with various facilities for sports etc. Such comprehensive facilities require a minimum of Rs 4 to 5 crores in the next twothree years. It would have been in public interest if K Shetye had taken legal recourse if Mustifund took donations in cash without issuing proper receipts, if the management spent Saunstha’s funds on wasteful items or if parents, without donations, were denied admissions. This is not the case. Is it not the moral responsibility of financially able parents to support an institution, where their child is going to take education for the next 10-12 years, by way of a reasonable donation? Except in Goa. Here, in Goa, it is said that the son rises in the South (Salcete) and sets in the North! (Goa Assembly)

The protests by organisations against something that happened 500 years ago is utterly stupid. The Portuguese undoubtedly had good and bad times in store for us. No matter whether your surname is Halarnkar, Asnodkar, D’Souza, Lobo or what have you, there is a certain culture in you that isn’t just Portuguese or Indian or Konkan, it’s a mixture of all of that and much more. We owe our existence to the Portuguese. Fighting organisations like the Fundacao Oriente, is another listless point on their agenda.

The recent power cuts, which occur on a daily basis, are very irritating indeed. Illegal connections given to hotels, shacks have been cited as reasons for the blackout. There is a need to check the activities of engineers and electricians who are involved in personal gain. Strict action needs to be taken against all and sundry so that such illegalities are nipped in the bud. We pay our bills on time and it is we, the common people, who stand to suffer. Melamine contamination Nelson Lopes, Chinchinim Milk and milk products originating from China have been found to be adulterated with a chemical mostly used for used for crockery and boards. Milk that contains protein and melamine also contains nitrogen. Adulteration reduces the milk content and costs adding to profits. It contains no smell and therefore, cannot be detected. Pet food in the USA, which originated from China killed cats and dogs and sent alarm bells ringing. Melamine was found in food products from Taiwan in New Zealand, who asked for an explanation. Children suffer as a result from usage of milk which contains melamine. It gives rise to kidney stones and needs a dialysis. It is advisable to avoid milk products specially from such origins, as the are manufactured elsewhere.

David Coleman Headley Confessions ‘How I became a jehadi’

T

his is a first-hand representation of what David Coleman Headley, a Pakistani-American terrorist in a US prison, confessed to the sleuths of India’s National Investigation Agency (NIA) in June this year. It was obtained by Dinesh Sharma of Zee News from highly placed sources in the agency, and first appeared on Zeenews.com. "I am the son of a Pakistani man Syed Gilani and an American woman Serril Headley. I was born in 1960 in the US but we relocated to Pakistan after my birth. There I went to a military school, the Cadet College Hassan Abdal in the Attock district of Punjab. Soon my father divorced my mother and married a Pakistani woman. Two of my half-brothers from this marriage are civil servants in Pakistan, with Danyal being the Information Officer in the Prime Minister’s Office there. In 1977 I returned to the US to stay with my mother who ran a pub called Khyber Pass in Philadelphia. Here I dabbled in the video business and ran the pub, apart from studying accounting at a college. I got married to Shazia Gilani, a Pakistani, in 1999 and have four children with her. They have nothing to do with my activities and live in Chicago. On one of my trips to Pakistan I met Lashkar-e-Tayyeba (LeT) chief Hafiz Saeed in a public meeting in Model Town, Lahore where he was preaching jihad. I was quite impressed and touched and wanted to see this man more. It was in 2001 that I decided to join the LeT and fight for the cause of jihad. Since my video business was not doing well, I rented it out and moved to Pakistan. Hafiz Saeed is the Ameer (chief) of LeT. He is very close to ISI and is well protected. My training began in February 2002 when I went for the Daura-eSufa training of three weeks in Muridke. This was training in philosophy. In August I went in for LeT’s Daura-e-Aam in Muzaffarabad. There I was surprised to see a lad from New Zealand who was a

recent convert and was having a tough time following the course. Once, Hafiz Saeed visited us at the training camp. In April 2003 I underwent the three month long Daura-e-Khas at Muzaffarabad where I saw suicide squads being trained for attacks in India. I was also trained on how to keep in touch with my handlers in what was called Daura-e-Ribat. In yet another week of training on leadership which was addressed by LeT commander-in-chief Zaki-ur-Rehman Lakhvi, there were serious discussions on how to tackle the ban on LeT by Pakistani government. Sajid, my LeT handler, was apprehensive about taking the legal recourse as he was worried about the evidence India could present against the organization. During my training with the LeT, I travelled to a host of countries like Britain, Germany, France, Maldives, Sri Lanka. I never came to India as Dawood. About the LeT, it is an organization based on the Salahi faith of Islam and it’s objective is to establish ‘Nizam-eMustafa’ (Rule of God). It is more inclined towards jihad in Kashmir though now there is a debate in the organization about expanding base in Afghanistan. This has led to several splits in terror organizations including the LeT. Lakhvi has held the LeT together on arguments like Kashmir was nearest to their camps and that LeT had better knowledge of the area. This is also ISI’s official line – keep Kashmiri and Afghanistan movements separate. Hafiz Saeed’ maternal cousin, Abdur Rehman Maki, is the foreign affairs incharge of the LeT. My LeT controller, Sajid Majid, was his personal assistant. He is the son of an Indian from Punjab who shifted base to Pakistan in 1947. I started reporting to him from January 2005. As my training ended, I started getting frustrated because the LeT was not ready to send me to fight in Kashmir due to my age. Finally the LeT asked

me to go to India. The change of name, establishing an immigration office on behalf of my friend Tahawwur Hussain Rana (my Cadet College mate and a Pak Army deserter), using American passport to conceal identity, etc, were all my ideas. I visited the US in 2006 and obtained a visa from the Indian consulate on my US passport, which had many stamps of my visits to Pakistan. I videographed the Taj Hotel and other sites that were attacked in 2008. I have even got footage of the residence of the Vice President of India, India Gate, Paharganj of Delhi, office of the CBI in Mumbai, etc. After the 26/11 attacks, I got closer to Ilyas Kashmiri of the 313 brigade of al Qaeda as well as Abdur Rehman Hashim alias Pasha, who later separated from the LeT set-up. He is a retired Major of 6th Baloch of the Pakistan Army whom I first met at the Qadisiya Mosque in Lahore where he reads the Khutba every Friday. I once introduced him to some of my old contacts from my drug-dealing days in the Khyber Agency. These were used to smuggle weapons in India. I told Rahul Bhatt about these contacts but not in the context of my operations, of course. Pasha has a big set-up in Karachi which is being used for anti-India activities. He has met with Osama bin Laden many times and the latter has named his set-up ‘Jund-ul-Fida (Army of fidayeens). I think some local Indians may be involved, as it mainly aims at launching attacks in India using terrorists of Indian origin. It was Pasha who suggested that I work for al Qaeda, and I readily agreed. The Karachi project has the complete backing of ISI and Colonel Shah of the agency handles Pasha. It was also involved in 2006 bombings in Mumbai local trains as was confirmed by Pasha. The latter has been arrested in Pakistan in October 2009. Even the LeT has a similar project in

Karachi which aims to trap fishermen from Gujarat and Maharashtra to launch attacks via sea. These set-ups generally comprise a tight unit of men who have lost their relatives in Kashmir or have suffered there in fighting. One of these men was called Azmal who trained with me in 2003. He hailed from Maharashtra, I believe, and has been arrested by Indian authorities now. In April last year, I got strong hints from Pasha that he was planning an attack on the National Defence College and the Raksha Bhawan in Delhi and that a man from Rawalpindi was ready to do it. Pasha maintained close links with al Qaeda through Ilyas Kashmiri, who has become Qaeda No: 3 in Pakistan. The LeT has also conducted surveillance of Rajkot oil refinery, which is a potential target. My ISI handlers in Pakistan were Major Sameer Ali and Major Iqbal. With Sameer, I was generally in-touch over phone and email. Iqbal was in his midthirties and introduced me to the higher-ups in ISI. One of them was his boss Lt Colonel Hamza. I was the one who apprised them of our complete plan to attack India. The Lt Col assured me of all help and said I must follow instructions from Major Iqbal. The latter provided me with $25,000 for my India trip. They also gave me counterfeit Indian rupees for use in Pune. Major Iqbal is a very professional man. He assigned a non-commissioned officer to train me in the basics of intelligence, like how to create sources, how to take cover and so on. I was asked to apply these techniques on the streets of Lahore and I really enjoyed it. This was a much more scientific and effective training as compared to the LeT modules. Prime Minister Manmohan Singh today pledged to redouble efforts to bring the perpetrators of Mumbai terror attacks to justice as India paid homage to the martyrs on the second anniversary of the carnage. Union Home Minister P Chidambaram paid tributes to those killed in the attacks by laying a wreath at the martyrs' memorial at Police Gymkhana in south Mumbai. "On this day of remembrance, we salute the courage, unity and the resolve of ordinary Mumbaikars and the brave and selfless action of our men in uniform during the attack," the Prime Minister said in a statement in New Delhi. Singh said, "It is this spirit and strength of character of the Indian people that will defeat such forces that seek to threaten our social fabric and way of life". "We will never succumb to the designs of our enemies. We pledge to redouble our efforts to bring the perpetrators of this crime against humanity to justice," he said. Noting that Mumbai was subjected to a brutal terrorist attack

that claimed the lives of hundreds of innocent people, he said the nation joins the bereaved families in remembering and mourning those who perished in this barbaric attack. Besides Chidambaram, Maharashtra Chief Minister Prithviraj Chavan, Deputy Chief Minister Ajit Pawar and Maharashtra Home Minister R R Patil were among those who paid homage to the 166 martyrs. Family members of many of those killed also attended the programme in Mumbai. Chidambaram and those present observed a minute's silence. The Union Home Minister also interacted with the family members of the martyrs and enquired about their well-being before he went to review the advanced security weapons and vehicles procured by the city police. Maharashtra Police took out a parade in south Mumbai beginning from Oberoi Trident Hotel, one of the sites of the deadly strikes. The parade, which was attended by the Maharashtra Chief Minister and several of his cabinet colleagues, saw the participation of the teams of Force

One, Quick Response Teams (QRT) and Mumbai police. The parade displayed advanced anti-terror combat vehicles and weapons procured by the state police following the terror attack. A 1.3-km long banner, which read 'The Great Wall of Mumbai', was held by hundreds of students from Mumbai. The banner starts from hotel Trident. After paying homage to those killed in the attacks, Kavita Karkare, wife of slain Maharashtra Anti-Terrorism Squad (ATS) chief Hemant Karkare, said, "I'm not feeling secure maybe because I lost my husband. I will never feel secure in this country". Smita Salaskar, wife of Police Inspector Vijay Salaskar who was also killed in the attacks, questioned how the 10 terrorists managed to infiltrate into the country despite heavy security. "I'm still not satisfied with the existing security of the country," she said. Karkare, Salaskar and Additional Commissioner of Police Ashok Kamte died fighting terrorists outside Cama hospital in south Mumbai on the fateful night of November 26, 2008.

SC to rule on making public criterion for selecting judges PTI NEW DELHI, NOV 26

A Constitution bench of the Supreme Court would examine whether a citizen is entitled to know the criteria adopted for appointment and transfer of judges of high courts and the apex court. A bench of justices B Sudershan Reddy and S S Nijjar in a judgement today decided to refer the issue to a Constitution bench in view of the complexity involved as the Supreme Court itself had opposed any such disclosure on the ground that it would impinge on the independence of the judiciary. Earlier, challenging various orders of the Delhi High Court and

the Central Information Commission (CIC) asking the apex court to reveal information held by the Chief Justice of India, Attorney General G E Vahanvati, appearing for the Supreme Court, had contended that all information held by the CJI cannot be made public.

Two years have passed since the incident and it is our wish that those people who were involved in this incident should be brought to justice,” Foreign Minister Shah Mahmood Qureshi said on the second anniversary of the terror strikes. Qureshi told reporters in his hometown of Multan in Punjab province that Interior Minister Rehman Malik had sent “some proposals” to India to facilitate progress in the process of bringing suspects linked to the Mumbai attacks to justice. North Korea warned today that US-South Korean plans for military manoeuvres put the peninsula on the brink of war, and appeared to launch its own artillery drills within earshot of an island it showered with a deadly barrage this week. The fresh artillery blasts came just after the top US commander in South Korea, Gen Walter Sharp, toured the country's Yeonpyeong Island in a show of solidarity with Seoul and to survey damage from Tuesday's hail of North Korean artillery fire that killed four people. An official at the South Korean Joint Chiefs of Staff said about 20 blasts were heard on Yeongpyeong coming from North Korea's mainland some 7 miles (11 kilometres) to the north, and that nothing landed on South Korean territory. The military official spoke on condition of anonymity, citing military policy.

Armed men kidnap Hindu girl in Sindh PTI ISLAMABAD, NOV 26

Unidentified armed men kidnapped a three-year-old Hindu girl in Pakistan's Sindh province, triggering a protest by members of the minority community who asked authorities to trace the child immediately. Residents of Kashmore in Sindh organised a sit-in protest outside a police station yesterday to protest the kidnapping of the girl named Anchal from Hindu Mohalla on Wednesday night. Anchal had reportedly gone to a temple with her eight-yearold sister Kashish and her mother on Wednesday.

When the sisters stepped out of the temple to buy some snacks, three armed men grabbed Anchal and fled. The kidnapped girl's father, Ganesh Chand, who runs a cable TV network, told The Express Tribune newspaper that his daughters were eating snacks outside the temple when the armed men arrived on a motorcycle. The men first tried to grab hold of a boy but he managed to escape, following which they grabbed Anchal and sped off. Chand said one of the kidnappers, who was holding Anchal, fell off the motorcycle after travelling a distance of about

UK spy agency finds fake commander PTI LONDON, NOV 26

The impostor Taliban commander, who sat at key Afghan peace talks, was brought into the play unwittingly by the British intelligence and the UK media has dubbed it as "embarrassing setback" for the super spy agency. Far from being a former Taliban government minister, the fake commander who posed as Mulla Akhtar Mohammad Mansour, Times said, is now thought to be simply a “well connected chancer” from the Pakistani border city of Quetta who could have been used as a mole by Pakistan's spy agency ISI. Times said British intelligence Mi6 was responsible for promoting an impostor, who they believe was a senior Taliban commander who could be a key to the peace process. So much were the Mi6 taken in by the impostor that they flew him from Quetta to Kabul on a British C-130 transport aircraft on a number of occasion and even escorted him to the presidential palace for a meeting with Hamid Karzai. The paper said Mi6 even paid thousands or even as much as half a million pounds to the impostor to encourage further talks. A senior Afghan official has described the intelligence gaffe as “a goof up” and said, “British intelligence was naive.” Western officials, who raised

doubts about the “Mansour programme”, were swept aside and in London briefings were going on upto ministerial level of what was described as intelligence coup. Now labelled as a massive "F*** up", the incident has generated a sort of war of words between US, NATO, Afghan and British intelligence as they pass on the blame game. America's CIA was repeatedly sceptical of British claims. In June, spy agency director Leon Panetta said that no serious approaches had been made. in such a case only after following the principles of natural justice. * The fact that several steps have been taken by the developers on the basis of approval will certainly be a relevant consideration which will have to be taken into account by the board. 2) Whether the Centre can de-notify a notified SEZ without the consent of the developer is a question which need not be decided in the present petitions in as much as the action of the Centre of declining to de-notify the SEZ in three cases has not been specifically challenged before the HC in any of the petitions. 3) It is not possible to hold that the said policy decision of withdrawing the earlier SEZ policy is either arbitrary or illegal. The decision is legal which is based on consideration of public interest. 4) There was no direction issued by the State in exercise of powers under Section 16 of the GIDC Act to allot any land for the purposes of setting up SEZs. 5) The power under Clause (a) of Section 14 of the transfer of lands vesting in GIDC can be exercised only with a view to ensure establishment, growth and development of industries. * Therefore, the exercise of power under Section 14 for grant of land for setting up SEZs will depend on the factual situation such as the purpose for which it is going to be used by the SEZ. If the land is to be allotted or transferred to SEZ predominantly for promoting or establishing or developing industries, then the power to allot can be lawfully exercised. 6) The allotment of lands to the companies has been made in undue haste without proper scrutiny of their applications. The allotment of lands has been made arbitrarily. Procedure adopted in the allotment is not fair and transparent. The allotments made by the GIDC do not stand the test of reasonableness. 7) Considering the decision of the government of withdrawal of SEZ policy it will be inequitable to hold the State or the GIDC to be bound by its alleged promise and representation. 8) The writ petitions filed in public interest are not liable to be dismissed on the ground of delay and latches.

PTI ISLAMABAD, NOV 26 Pakistani authorities today claimed to have foiled a major terrorist plot to attack the parliament and other important buildings in the capital by arresting two would-be suicide bombers. “We foiled a plot to attack parliament, surrounding buildings and a mosque and arrested two militants," Interior Minister Rehman Malik told staterun PTV. Malik said one of the arrested men, who hailed from the northwestern town of Bannu, intended to carry out a suicide attack on a mosque in Sector F-8/1 neighbourhood, where foreigners and diplomats live. Geo News channel quoted its sources as saying that the two men arrested in Islamabad were handlers of suicide attackers and that suicide vests and weapons were seized from them. The channel identified the arrested men as Qasim Munir and Naimullah. Police were looking for the accomplices of the arrested men, the channel reported. Interior Minister Malik chaired a meeting of security officials and directed authorities to further beef up security in Islamabad.

The index, based on Chinese spot prices, has gained 2.2 percent so far this week. "It feels like this market is getting stronger," said an iron ore trader in Shanghai who said offers for Indian ore with 63.5 percent content remained

firm at $169-$171 a tonne, C&F, on Friday. "It's still the same story of tightness in Indian supplies and people are still buying. Maybe not as much as before but there are still trades going on," she said, adding firmer steel prices were also encouraging Chinese mills to buy raw materials. India's Sesa Goa sold 63.5/63 grade iron ore fines at $169.50 a tonne, C&F, at a tender earlier this week, she said, well above the TSI level.

Yes, people flock in and the whole lot gets sold out within minutes. Be it a month end or the pay day, Café Central is always busy. Chaturthi, Diwali, Eid or Christmas – Café Central delicacies sell like hot cakes. This is an everyday story. But when and how did it all begin? Delving into the past of his grand uncle late A S Gayatonde, the founder of Café Central, Ravindra Gayatonde, a partner of the enterprise, turns the pages of history for us – It all began roughly 8 decades ago, with a plush restaurant in 1932 started by my grand uncle, who had come down from Mumbai. Café Central was then, at the ground floor of the then Residencia Fatima – now Jesuit House in Panjim, occupying the entire corner of the building. It used to be the talk of the town with regular visitors who had fallen in love with the magical taste of bhaji-puri, batatawadas and bhajias. Café Central gained popularity over the time and soon became a converging place for the cream of the society including a large number of pakles – the Portuguese – as they were commonly referred to by the locals. At that time it sold the then favourite bhaji puri and tea. During those days a plate of bhaji puri would cost just 60 paise. People just loved the taste. Professionalism and hygiene were the two things Café Central was prominently known for. Queuing to get entry in this eatery was a com-

mon scene. The location was strategic and the café had two entries. Every person was received with a warm welcoming smile and thanked politely while leaving. Those were the days when people had less worries and more time. Evenings were

cool and pleasant, and meeting places, full of friends and families. Each person had time for the others around. Café Central was the favourite spot in this little city. But nothing remains same. Times changed. The city’s face transformed. The location of the café too got shifted. But the great taste makers did not move an inch out of the hearts of Panjimites. Café Central remained centrally located, as it was in the initial years. When the old building of Residencia Fatima was demolished in 1971, Café Central shifted to the place where it is presently located – Ishan Building on Dr Pisurlekar Road. After shifting to the new premises Café Central underwent a natural facelift. It was a smooth and welcoming change. Blending with times the restaurant transformed into a bakery and confectionary retaining its high standard of quality and hygiene as well maintaining its Indianness. “Perhaps ours is the only outlet in Goa that sells Indian sweets as well as baked items. We sell both and people like both equally,” rightly claims Ravindra. Café Central has grown four folds since then. From 9.30 to 12.30 and 3 to 8 – Café Central is open for all. It’s unique – with Indian sweets and western confectionery – both available at the same counter. “We have introduced coconut buns just last week,” tells Ravindra adding, “We

keep experimenting with the taste buds of our customers and often click into something with a unique flavour. As you know, ‘mushroom samosas’ are our speciality but there are other snacks too, that have retained their flavour over the years. With changing times people want something new to tickle their taste buds and we are happy to experiment and explore in the food zone,” pronounces Ravindra. Café Central could be named as the great taste makers for the great taste lovers. With their closely guarded secret recipes of eggless chocolate cake along with other types like sponge cake, carrot cake, fruit cake and mango cake, Café Central is the right choice for celebrations. Sensex started the day on a firm note but soon lost ground in a highly choppy trade, and finally settled at 19,136.61, shedding 181.55 points or 0.94 per cent from previous close. Continuing its fall for the fourth consecutive session, the barometer had tumbled by 363.34 points to 18,954.82 during the trade – the level last seen on September 13.

Dempo rally to hold Salgaocar HERALD REPORTER VASCO, NOV 26

Dempo Sports Club came from behind to hold Salgaocar Sports Club 1-1 in Kingfisher Professional League, at Tilak Maidan, Vasco, on Friday. Dempo continue their lead on the league table with 21 points while Churchill Brothers are trailing with one point on second position. Salgaocar Sports Club are at third place

with 19 points in their kitty. The games witnessed a goal each in each halves. Striker Ryuji Sueoka scored for Salgaocar in the first half, while Cliffton Gonsalves equalised in the second half for Dempo. Assessing Salgaocar’s intensity, they were in no mood to settle for a draw. Salgaocar attained success in the 28th minute when striker Ryuji Sueoka perfectly headed the ball

home off a free kick from midfielder Rocus Lamare. In the second half, a defence error cost Salgaocar dearly when defender Irungbam failed to clear an easy ball which was stanched by substitute Joe Rodrigues and served to Cliffton Gonsalves, who perfectly struck the net in the 71st minute for Dempo. Earlier, Kalu Ogba served a perfect cross from the edge of line but timely tapping from Godwin Franco, missed the pole narrowly. However, Salgaocar too had their chance to double the lead but Thoe Singh and Ryuji Sueoka’s shots were saved by the keeper.

Taleigao began on an aggressive mode while Nuvem lacked creativity upfront in the first half. India created history by recording their best-ever performance in Asian Games with 64 medals, including a record 14 gold, with star boxer Vijender Singh providing the icing on the cake by bringing the last yellow metal on the penultimate day here today. The men's and women's kabaddi teams expectedly maintained their supremacy by clinching the gold before the women's 4x400m quartet and Vijender (75kg) bagged a yellow metal each on the most productive day for India in the mega-

event. With the addition of 11 more medals today, India's tally climbed to a record 14 gold, 17 silver and 33 bronze (total 64), the biggest ever haul in the Asian Games so far, to jump to the sixth place. India's best medal haul till date was recorded in the 1982 Games in Delhi when they had won 13 gold, 19 silver and 25 bronze for an overall tally of 57. India had finished 10 in the last edition of the Games in Doha with a tally of 10-17-26. India have now completed their engagements in the Games and their final standing will de-

pend after the completion of the six events -- men's and women's marathon, men's and women's doubles sepaktakraw finals and women's volleyball final -- tomorrow. China leads the medal table with 197 gold, 117 silver and 98 bronze (total 412), followed by South Korea (74-63-91) and Japan (47-73-94) at second and third respectively. While the kabaddi teams did not sweat much to keep their reputation intact in rather lopsided finals, Vijender made amends for his bronze-finish in Commonwealth Games with a gold here while compatriots Santosh Kumar (64)

and Manpreet Singh (91kg) settled for a silver each. The women's 4x400m relay team also lived up to the expectations as they defended the gold they won in the 2006 Doha Asian Games. Long distance runners Preeja Sreedharan, who had earlier won a gold in women's 10,000m race, and Kavita Raut had their moment of glory by winning the silver and bronze medals respectively in the women's 5000m event. Rollersports fetched India a couple of unexpected bronze medals with Anup Kumar Yama bagging one in men's single free skating before combining with Avani Panchal to finish third in the pairs skating event. The Indian men's chess team also contributed a bronze. Much was expected from the kabaddi teams to provide the boost to the gold haul and they did not disappoint. The men's kabaddi team maintained their impeccable track record by winning the gold medal for the sixth time on the trot, demolishing Iran with a facile 37-20 margin what turned out to be a lop-sided contest. The script unfolded on expected lines for the women's kabaddi team also as they completed a memorable Asian Games debut by clinching the gold medal with a comprehensive win over Thailand in the final. India emerged from the track and field events with five gold, two silver and four bronze medals, one of their best efforts in Asian Games history, though below their performance in 2002 Busan Asian Games where they had a 7-6-5 medal haul. Having started their campaign with a golden double in the women's 10,000m and 3,000m steeplechase through Preeja Sreedharan and Sudha Singh on the first day, the 4x400m relay team of Manjeet Kaur, Sini Jose, AC Ashwini and Mandeep Kaur ended the campaign by clinching gold in 3 minutes 29.02secs. Kazakhstan took the silver in 3:30.03 while China claimed the bronze in 3:30.89. It was the fifth gold from the athletics arena for India following gold medals by Ashwini in the 400m hurdles and by Joseph Abraham in the corresponding men's event and the opening day's heroics by Preeja and Sudha. Preeja and Kavita clocked their personal bests of 15:15.89 and 15:16.54 while Belete had a timing of 15:15.59. India's second entrant, Amarjit Singh, ended up a poor 7th with a best try of 16.15m from 16 starters. The Indian men's 4x100m relay squad narrowly missed the bronze medal after a great anchor leg by Mohamed Abdul Najeeb who started in fifth position when the baton was passed to him by third runner Shameer Naseem Mon and nearly edged out the last runner of Thailand, Sittichai Sowonprateep. The other Indian runners were M Rahamatulla and Suresh Sathya. Two bronze medals came from rollersports with Anup Kumar Yama bagging one in men's single free skating before combining with Avani Panchal to finish third in the pairs skating event. Anup totalled 244.2 in his singles routine for which he fetched 123.6 on technical merit and 120.6 for artistic impression. In the pairs event, Anup and Avani combined for a score of 222 which included 112.5 points on technical merit and 109.5 for artistic impression. City police today said they were awaiting some ‘crucial’ documents from the BCCI for taking their investigation to the next level in the Rs 470 crore misappropriation case against suspended Indian Premier League chief Lalit Modi. "We have asked for two-three more crucial documents. They (BCCI) have promised to give it in three or four days. Once we receive these documents, we will go through it and take the investigation to the next level," Police Commissioner T Rajendran told reporters here. Asked whether Modi would be summoned, Rajendran said, "He (Modi) is out of the country. Let's go through the documents first. Because the entire complaint is in three parts and various people are involved in it. We will prioritise and see who can be summoned first." BCCI Secretary N Srinivasan had last month lodged a police complaint against Modi alleging criminal misappropriation of funds to the tune of Rs 470 crore mainly in alloting media rights and free commercial rights. Michael Cacoyannis’ Films reflect Greek Culture

en films were selected for the special retrospective on Michael Cacoyannis. They include: Stella, a 1955 film starring Melina Mercouri, George Foundas, Alekos Alexandrakis, is the story of Stella, a singer who is forced to marry Miltos. When she does not show up at the church, Miltos seeks her and kills her with a dagger. The film was screened at IFFI on November 23. Zorba the Greek is a 1964 film based on the novel Zorba the Greek by Nikos Kazantzakis. The film was screened on November 25. Iphiginia is a 1977 Greek film based on the Greek myth of Iphigenia, the daughter of Agamemnon and Clytemnestra who was ordered to be sacrificed by the goddess Artemis. Tatiana Papamoschou stars in the film which was screened on November 26. The Day the Fish Came Out was screened on November 26. The film revolves around a plane carrying a weapon more dangerous than a nuclear weapon which goes down near Greece. The chemical reacts with the water and the fish are found floating in the sea. The Trojan Women starring Katharine Hepburn, Vanessa Redgrave and Brian Blessed is a 1971 film about the Trojan women before they are taken off with Odysseus. The1971 film will be screened on November 27 at 2:45pm. Electra starring Irene Papas, Giannis Fertis, Aleka Katselli will be screened on November 27 at 7:45 pm. The film is a 1962 Greek film based on the play of the same name written by Euripides. The film won the award of Best Cinematic Transposition at the 1962 Cannes Film Festival.

HERALD FEATURES ichael Cacoyannis, a director who has attained excellence through his films, has made films like The Trojan Women, Electra, The Day The Fish Came Out and Cherry Orchard. “Cacoyannis was quite surprised when he was told that his films are being screened for the film festival. Some of these films are quite old like Stella was made in 1956. They are still shown in Greece but it was amazing to see that Greece is far away but the audience was still touched by the tragedy in the film. Michael loves to put forward parts of culture which are easily understood,” said Tatiana Papamoschou, a Greek actress who starred in Iphiginia when she was just thirteen. The film was awarded Best Film Award at the 1977 Thessaloniki Film Festival, where Papamoschou also received the Best Leading Actress Award for her role as Iphigenia. Besides films, Michael has also directed theatre productions with translations of Shakespeare’s plays apart from Greek plays. Michael has now formed a foundation, the Michael Cacoyannis Foundation based in Athens which aims at helping young people in all kinds of art whether it is cinema, paintings, sculpture etc which has an exchange of art and culture.

For believe it or not, Beer costs Rs 25 while tea, supposed to be the ‘poor man’s drink’ costs a whopping Rs 58! As customary, every IFFI, the Entertainment Society of Goa (ESG) has leased out temporary food and beverages stalls to Goans at the Inox Courtyard during the 10-day event. There are 16 stalls including food and beverages, liquor, studios, and others. As the sun sets, the IFFI registered crowd pours in the courtyard and so also the demand for food and drinks despite the sky-rocketing prices. The same food is available at lesser cost if one purchases it from the market or

restaurants close by, which are situated right next to the ESG premise. Some of the costs of eatables are: a plate Kabab costs for Rs 40, Biryani Rs 60, water Rs 10, cold coffee Rs 110, hot coffee Rs 72 and others. When contacted, Manoj Shrivastava, CEO of ESG said they are unable to control the prices as the eatables and drinks are sold within radius of film festival venue. “We can’t control pricing but we have asked vendors to maintain reasonable prices. Lots of options for reasonably priced snacks including tea, coffee and soft drinks are available within a 100 metres radius of the film festival venue. Let a boundary wall not be seen as a restricting factor,” he said. It may be recalled that a women’s organisation had raised strong objection against selling beer at the festival venues. The organisers have however not bogged down to the protest and have allowed beer to be sold in the Government-premise. The state this year has collected Rs 1.5 crores through sponsorships as against Rs 1.25 crores last year. The entire festival is budgeted at Rs 7.35 crores. HERALD FEATURES he director, producer and main actors of the Oriyan film Swayamsidha were present at the press conference to discuss their film. Speaking about the story of the film, the director Sudhanshu Mohan Sahu informed that the story revolves around a simple college going girl who joins a Maoist group after her world is destroyed by an unjust system. Playing this girl is newcomer Yukta, who found the role challenging.

Naxalite issues have irked the Oriyan government for a period of eight to 10 years, states Prabhat Ranjan Mallick, the producer of the film. He went on to add that the film touches upon this issue and highlights what the mainstream can do to rehabilitate naxalites. “The social message of the film is basically of reformation,” says Sidhant Mohapatra, an actor in the film. He informs that during the shooting of the film which took place over a period of seventy days in the areas of Koraput and Malkangiri, the entire crew and cast did not face an issue with the people from that region. These and other regions are completely controlled by Naxalites, the government rules do not apply, Mohapatra informed. “They are innocent people, like you and me, and very honest. Situations make them take desperate decisions,” he stated. After the release of this film in Orissa it was confirmed that 200 naxalites surrendered, said the producer. The film has been remade in Bengali and was released in West Bengal on the day of the press conference, November 26, yesterday.

Naxalism is one of Orissa’s biggest problems. In Orissa it is said that if this issue is tackled by the government, Orissa would not have a problem. Being a filmmaker it is only my duty to deal with such subjects, because in my opinion cinema is the strongest medium of expression. Since how long have you been making films? I’ve been in the industry for 10 years. What, according to you, are the key elements that make a good film? There has to be a social message somewhere. Cinema is entertainment mainly, but it also has to inform the

people of the issues of society. The characters in any film should relate to the audience. And what is the present state of Oriyan cinema? Though we have seen some good films, Oriyan cinema is still a child. It is still growing and has a long way to go. Most Oriyan filmmakers go the Hindi film way, they use formulas to make their films. Much needed originality is lacking. Are you working on any film? Yes, I have a project scheduled for January 2011.

HERALD FEATURES he story of how Jyotindranath Tagore, the elder brother of Rabindranath Tagore, encounters the very learned Lalan Faqir and the conversation they shared is what the Bengali film Moner Manush revolves around. The film set in the 1900s in undivided Bengal is the filmmaker Goutam Ghose’s attempt to bridge the gap between the divided Bengals. “The film is releasing in both India and Bangladesh on the same day, December 3, something that hasn’t happened since 1952,” said Ghose. The film which is selected for the competition section is based on a novel by Sunil Gangopadhyay and has a star cast of Indian actors Prosenjit Chatterjee, Priynashu Chatterjee and Bangladeshi actors like Raisul Islam Asad and Chanchal Chowdhury.

The film sends out a message of tolerance. The idea struck the director after the Babri Masjid burning and the riots that followed, but that idea became concrete only after he read the book. “The story of Lalan is very relevant in today’s intolerant times. We may be advanced in technology but we use this technology to further the dividing of the nations,” said Ghose. The fact that Bangladesh is now a separate country didn’t matter much, as the director feels that we are still one, following the same culture, speaking the same language. “The new generation is looking for peace and we have tried to achieve this by getting the cast, singers and the crew from both the Bengals,” he explained. He continued to point out that the two cultures are more similar than different. “The two countries have separated; it is a terrible thing that happened but we still speak the same language, follow the same customs and traditions. The younger generation of Bangladesh may have been brought up in an independent country and therefore don’t have that connection, but there are many young filmmakers who are trying to bridge the gap through cinema,” he stated. The film’s narrative revolves around the conversation and has a huge number of songs in that conversation. “The music was written with the script. Lalan’s songs are very popular even today and so I have used singers from that particular gharana itself to give the songs a soul and depth,” said the director.

BY HERALD FEATURES fter a comprehensive introduction on the eighth most popular state in the country, Orissa, Prafulla Samal, Orissa’s Minister of Information and Public Relations explained the growth of Oriya cinema. The state of Orissa will be celebrating its platinum jubilee in 2011. Orissa was the only state formed before India’s independence as the British were forced to form a separate state due to its language. Interestingly, Orissa Statehood Day and Orissa Cinema Day are celebrated on the same day which is April 1. “The first film to mark Oriya cinema was Sita Bibaha, released in 1936. At that time, there were no studios and it took nearly 15 years for Oriya cinema to grow. The growth was noticed from 1982 onwards. In 1976, the Orissa Government formed the Orissa Film Development Corporation Ltd which gave benefits to the Oriya film industry to produce more films. In 1980, the first film studio was build and Orissa has its own Prasad Film Processing Laboratories to help post production. Currently, Orissa has 81 cinemas and over 600 films have been released. Due to the cyclones in Orissa, two cinemas halls were damaged and have still not been repaired,” informed Samal. Due to the less number of cinema halls, many films do not get an opportunity to exhibit in Orissa, hence Samal stated that 14 mini theatres will be built at every block in the state. He further explained, “Orissa might be lagging behind as compared to other film industries like Bengali cinema, South Indian cinema and Marathi cinema but we are not less in producing films if the Government supports us with schemes.

We can’t be one day behind these cinemas and the next day at par with them. We have 22 percent Adivasi and 65 percent literacy rate and yet we have produced over 1000 documentaries. I feel the government, especially the Ministry of Information and Broadcasting, should bring out new schemes. Cinema is not only for entertainment, it is necessary to strengthen our tradition and culture. In Orissa, we have open zatra, operas and palla. I agree that we are behind in infrastructure but not in creativity. I would recommend the government to step in and stand as a grantor for films in banks which will be a great financial help to produce more films. Instead of opting for foreign locations, the government should shoot in the beautiful sceneries in Orissa and save the money so that they can pay the actors well. The Orissa actors once they retire, they have nothing.” Encouraging filmmakers to shoot in Orissa, Munna Khan, member of the Film Development Corporation Ltd, said, “There are certain areas that are protected in every state. Even Orissa has a few such areas; apart from those, one is welcome to shoot with prior permission. Everyone has to learn.” Samal spoke highly of Goans, saying, “I have been a minister for the past 35 years traveling throughout India, but the only place I hadn’t visited was Goa. Goan hospitality is much more than the other states and even law and order is much better, the same facilities should be provided in Orissa.” Samal was open to suggestions and ideas, while some inspired him to take the films to the common man; others recommended open mini cinemas with a minimum of 250 seats at every block. FILM REVIEW Hævnen (In A Better World)

ævnen (English: In A Better World) is another strong entry in the cannon of intense human dramas from director Susanne Bier and screenwriter Anders Thomas Jensen. A gripping meditation on the choices between pacificism and violence that are faced in so-called civilised society as well as extreme Third World situations, the film weaves a tapestry of excruciating quandaries and crises. Bier always presents the most acute, out-of-theordinary human dilemmas and dramatises them with such keen vérité realism that the audience is immediately locked into the (melo)drama with no time for doubt or skepticism. Mikael Persbrandt plays Anton, a doctor who spends many months of the year working at a refugee camp in Africa when he is not living with his wife Marianne (Dyrholm) and two sons in a beautiful house in a small Danish coastal town. In the same town, newly moved from London, Claus (Thomsen) is coming to terms with his wife’s

ermano (English: Brother) begins with the loud cries of a baby abandoned in a trash dump. Daniel is rescued by a young mother and her son, Julio, who had been asking for a pet, and instead gains a formidable friend, a ‘gift’ we later learn, that is irreplaceable. The brothers grow up to become beloved soccer players whose extraordinary skills at a game played in dirt fields in their poor barrio has brought attention to their community from recruiters for Venezuela’s professional football team. Rasquin, a director, with filmmaking talents likely to bring his country new attention for its arts, invites us to come into the daily joys of family and celebration, the aroma of cakes baked by a caring mother, and parties with lively music and chance romances on the roof tops of houses where hopes are universal.

death from cancer and struggling to comfort his son Christian who has become estranged and enraged at the loss of his mother. The two families become connected when Christian defends Anton’s son Elias from bullies and the boys become friends. Anton is a pacifist so when he is struck in the face by a belligerent man in Denmark in front of the two boys, he does not strike back and walks away. The boys however, led by Christian, determine to wreak their own revenge on the man, a mechanic called Lars (Bodnia). Their plot has horrifying consequences. The charismatic Persbrandt is a strong anchor for the drama, moving between the beauty of the rural Danish countryside and the stark horrors of the African refugee camp but facing the same injustice in both. Bier also elicits two natural performances from the boys as well as stalwarts Dyrholm and Thomsen.

HERALD FEATURES nternational filmmaker Fatih Akin, who screened his latest Soul Kitchen at the International Film Festival of India (IFFI) 2010 says cinema for him is a holy place alike religious institutions. “I believe cinema can change the world. It is a holy place for me where I go and confess… just the dark room, screen and me. This is what I like about it,” he said in an interaction with media persons. The Turkish-German filmmaker is one of the prominent voices in world cinema with films like Head On, Edge of Heaven and New You I Love You. Indian filmmaker Anurag Kashyap, who introduced Akin to the audience during the interaction, counts himself as one of his fans. “I am his great fan even though I have not watched a single movie of his,” Akin quipped. The international filmmaker, whose parents migrated to Germany from Turkey during the 60s, says that he had to overcome his insecurities to finally make the film and he is happy that it has been loved by everyone. “I am a child of the world… I come from a planet called ‘Cinema Planet’ and it is my home. I use the place for work. I don’t know what it means to be a German or Turkish,” he said. Akin is currently working on a big budget movie called Devil and says that he is influenced by world cinema including films from India. comes from cinema of different parts. When I hear about a good film I try to watch it. So maybe I might include something from Indian cinema in my next movie,” he said. His films often revolve around the lives of German Turks and coming from a Turkish heritage, the director says he struggles to document their confusion in a cross-cultural environment. Speaking about Bollywood films, he said that the industry is an “emotional cinema” because of the combination of music with picture (scenes). As for his films which often seem to have an open ending, the filmmaker said, “Our life is always open… we don’t know what will happen next in our life… An open ending in a movie is more honest then a happy ending in the movie.”

Gangor – hard-hitting story

Against this backdrop, Julio and Daniel joust with life and one another. Never forgetting that he is adopted, Daniel is the gentle virgin of the film always innocent and faithful to the love of the game and the people who live in his barrio. When random violence strikes at the most important love in Julio and Daniel’s life – the love of their mother, a competition builds and a serious clash in inevitable. Director Rasquin masterfully captures the humanity of the rarely seen Venezuelan underclass supporting a wonderfully strong screenplay. Best of all, Rasquin allows his film to breath, sensing when the audience needs a rest from the film’s intense pace and interjecting counterpoints of laughter and frivolity. With crisp audio punctuated by a musical score that is rich in culture and emotionally tantalising and the themes of love and human bonds so compelling, Hermano is very gripping.

HERALD FEATURES he first Indo-Italian co-production Gangor was screened at the International Film Festival of India 2010. The film directed by Italian director Italo Spinelli, revolves around a journalist clicking a picture of a young tribal woman breastfeeding her child and the violence that the publication of the picture and the article generate and how he gets dragged into this violence. Spinelli pointed out that the movie was a great experience to look into a subject that was looked into before, but not as boldly as it was now. “The tribals have been looked at by the civilised

world as uncivilised but after living with the tribes in the year 1996, I was amazed by the kind of civilization existed there,” said Spinelli. The movie, which was made on a budget of $1.7million, is based on a short story Choli ke peeche written by Mahashweta Devi, and is made by an entire Indian cast and crew apart from the director. The director says it is the subject that has gained a lot of appeal, “There are no big stars, but the way the theme is talked about and the aesthetics and sheer subject is what is gripping,” said Spinelli. “The film, like the book is not one you would read or watch for entertainment, you would not be able to laugh after you see this movie, it is a story based on real life where the viewer can go deeper and find many different layers in the story,” said Vinod Kumar, one of the producers. The basic idea behind the movie is to open up the world of the tribals to the urban world and to show that they are no different than we are, “We have to do away with the idea that the tribals are backward people,” said Spinelli. The movie which was screened at the festival was the one screened in Rome; the Indian version is yet under production. “Apart from basing it on the book, I have also included some of my experiences I shared during my stay in India,” concluded the director.

cer has launched the Iconia, a laptopcum-tablet computer with two touch screens. The new dual-screen laptop has two 14 inch displays, including one in place of a traditional keyboard. The Iconia, which was unveiled at a press conference in New York, features two touchscreens protected by ultra-tough Gorilla Glass. The device can be used like a traditional laptop, with the second screen doubling up as a virtual keyboard, or can serve as a tablet-style computer. A tablet computer is a portable computer equipped with a touchscreen as a primary input device. Users can spread the desktop across both screens, or use one to watch a video or surf the web, and the other to write an email or edit photos. The device features palm sensors to detect the position of the user’s hands, and automatically launch the virtual keyboard when needed. Acer said the Iconia, which runs Microsoft’s Windows 7 operating system, would introduce “a brand new tablet experience”. “This level of commitment to touch technology is something no other PC vendor can compete with,” said Jim Wong, president of Acer. The Iconia, which goes on sale in Britain on January 8, will cost 1,499 pounds. The device uses Intel Core i5 processors, and a minimum of 4GB memory and up to 750GB hard drive. The success of Apple’s iPad has prompted scores of consumer electronics manufacturers to launch their own rival devices. Samsung’s Galaxy Tab, which runs Google’s Android operating system, is considered one of the closest competitors to the iPad.

e n d e r, like beauty, lies in the eyes of the beholder, it seems. A study shows that even if you are male, your face may appear to be that of a female to an onlooker. “It’s the kind of thing you would not predict – that you would look at two identical faces and think they look different,” says study author Arash Afraz, from Massachussets Institute of Technology’s (MIT) McGovern Institute for Brain Research. Afraz and two colleagues from Harvard, Patrick Cavanagh and Maryam Vaziri Pashkam, conducted research into why this happens. When people view computer-generated faces stripped of all other gender-identifying features, there emerges a pattern of biases, based on location of the face, says reports. Researchers showed subjects a random series of faces, ranging from the very male to very female, and asked them to classify the faces by gender, according to an MIT statement. Participants were told to fix their gaze at the centre of the screen, as faces were flashed elsewhere on the screen for 50

milliseconds each. Assuming that the subjects sat about 22 inches from the monitor, the faces appeared to be about threequarters of an inch tall. The patterns of male and female biases were different for different people. That is, some people judged androgynous faces as female every time they appeared in the upper right corner, while others judged faces in the same location as male. Afraz believes the same thing happens in the brain. In the visual cortex, where images are processed, cells are grouped by which part of the visual scene they analyse. The smaller the image, the fewer cells are activated, so cells that respond to female faces may dominate, while in another part, cells that respond to male faces may be more dominating. Orange and Dark Green Vegetables linked to Longer Life

ating lots of orange and dark green veggies such as carrots, sweet potatoes and green beans may be tied to less disease and longer life, suggests a new study. This time it is not the beta-carotene in vegetables that has the spotlight, but rather its cousin: alpha-carotene. Both are members of the carotenoid antioxidant family. Scientists believe carotenoid antioxidants promote health by counteracting oxygen-related damage to DNA. Consumption of fruits and vegetables has long been associated with lower risks of health problems such as cancer and heart disease, said Dr Chaoyang Li of the US Centres for Disease Control and Prevention, in Atlanta. However, it is still not clear which elements contribute to the health effects or how they do so, he added, pointing to recent studies that have found no apparent benefit for beta-carotene supplements. To investigate the merits of oft-ignored alphacarotene, Li and his colleagues analysed information on more than 15,000 people who were participating in the Third National Health and Nutrition Examination Survey Follow-up Study. By the end of the 14-year study, nearly 4,000 participants had died. The researchers found that the more alpha-carotene participants had in their blood at the start of the study, the lower their risks of disease and death. For example, compared to individuals with only trace amounts of alpha-carotene in their blood, those with the highest levels had up to a 39 percent lower risk of dying, the researchers reported. The findings held after accounting for risk factors such as age and smoking, and were also similar when looking specifically at rates of death due to heart disease and cancer. “Alpha-carotene may be at least partially responsible for the risk reduction,” Li said, adding, “However, we are unable to rule out the possible links of other antioxidants or other elements in vegetables and fruits to lower mortality risk.” Li highlighted some potential evidence for a difference between alpha- and beta-carotene. Laboratory studies have hinted that alpha-carotene is about 10 times more effective at inhibiting some forms of brain, liver and skin cancer than beta-carotene. Carrots, carotenoid’s namesake, are a key source of both alphaand beta-carotene.
