The Bombay High Court at Goa has disposed off a Public Interest Litigation (PIL) petition filed challenging the permission granted by Ministry of Environment & Forest (MoEF) for felling 2500 trees for construction of international cricket stadium in Tivim with a direction to Goa Cricket Association (GCA) that no trees shall be cut until it obtains all construction clearances. The Goa Foundation, an environmental NGO, along with three farmers Uday Mavlankar, Gorak Mavlankar and Ashok Parab in April this year had challenged the forest clearances granted to the Director of Sports on grounds that the forest conservation guidelines did not permit such diversions. While disposing off a PIL, the Division Bench comprising Justices A S Oka and F M Reis has also directed MoEF which has already initiated inquiry into the forest clearance, to consider the representation of the petitioners on all the issues raised in the petition. Meanwhile, the High Court has directed that no trees from the forest be felled. The Court has taken on

records the undertaking given by the GCA that no part of the forest land shall be used for constructing any type of commercial project including malls, hotels, etc. The petitioners stated that while they were not against an international cricket stadium, they were firmly against the felling of 4.4 hectares of forest for putting up commercial establishments, including hotels and malls. The petitioners have also pointed out that the Town Planning Department in 2007 had refused an NOC for change of land use under the Regional Plan 2001 for the proposed stadium as this was against the policy in force. The petitioners alleged that in order to bypass this order, the Sports Department had filed an application under Section 16/16A of the Town Planning Act for exemption of the project from the Regional Plan. This action was also challenged by the petitioner. As no order passed on this application was placed before the court by the government, the Court in its judgement has permitted the issue to be kept open for adjudication in future.

Five kidnap accused acquitted HERALD REPORTER MARGAO, AUG 26

The South Goa Sessions Court on Thursday acquitted five persons who were charged by Colva police for kidnapping a building contractor from Cavelossim in April last. Additional Sessions Judge Desmond D’Costa ordered the acquitall of Biranchii Kumar, Bulliver Rodrigues, Mahadev Talwar, Cedric Martins and Charles Rod r igues fro m a l l c rimina l charges. It was the case of the prosecution that the accused on April 14, 2010 at around 11 am came to a construction site at Cavelossim and allegedly kidnapped Shahnavaz and took him to Zalor beach. The police had alleged that the accused later beat up the contractor and demanded Rs five lakhs for his release. The accused were later arrested under section 324, 323, 364 (A), 342 and 384 of the IPC.

It was a novel protest by few well known faces in the city demanding justice to lesser known people -- car washers. Goa People’s Forum with the support of local artists and NGOLife Line Foundation today held a protest before the city Municipal garden against the civic body, which in the name of garden beautification has snatched the living of ten car washers. “We have been doing this work for almost 25 years, now. We used to use water from the garden tap or well for washing these cars…we earn Rs 30 to Rs 40 for washing a car,” Shivappa, a car washer told reporters. “But for the last few weeks, the Corporation has stopped us from using water from the gar-

den and has also asked us not to wash the cars here,” he added. They said car washing is the only means of livelihood for them. “We are illiterate and have no other work,” they said. The car washers have already made their presentation to the Corporation of the City of Panaji (CCP) Mayor Carolina Po and to the commissioner Elvis Gomes. However, they have refused to entertain their request. The protestors said that the renovation of municipal garden has snatched livelihood of the car washers. “We welcome the garden beautification, but not at the cost of these poor people,” Dr Subodh Kerkar, a member of the forum and renowned artist, said. In a major breakthrough, Verna Police on Thursday arrested three persons and attached three vehicles in connection with the recent fuel pilferage racket at Alto-Dabolim. It may be recalled that on Monday, Verna Police along with Zuari Indian Oil Tanking Ltd (ZIOTL) busted a major petroleum pilferage racket near a hotel at Alto-Dabolim in Vasco. The kingpin of the entire racket, Uday Naik (47) along with two Mangloreans Prashant Shailesh Francis Viegas alias Santosh Kumar (31) and Armugam Muttiah (29) have been arrested by Verna Police. Naik from Chicalim and Kumar were also allegedly involved in the infamous IOC pilferage racket in 2002, when a major fire broke out outside the IOC compound wall, after the tapping connection on the supply pipeline caught fire and the entire racket was busted. The infamous case of IOC was discharged due to lack of evidence and the accused in the case were acquitted. Even last year, Naik had figured in a similar case when the oil company official had detained two tankers plying suspiciously at Alto-Dabolim. Speaking to media, Verna PI Jivba Dalvi informed that all the three accused have been detained at Palolem check post in Canacona while they were traveling in a Maruti Alto car (KA21-M-4113), which has also been attached by the police.

Two veteran Konkani writers Mangala Karapurkar and Maya Kharangate have won Konkani literature awards constituted by Goa Konkani Academy. Announcing this at a press conference, GKA’s Vice President Vincy Quadros said that Karapurkar’s collection of poems titled `Utsav’ and Maya Kharangate’s collection of stories `Mrugajal’ have been given the awards. The selection was made by a panel of eminent writers and veterans in Konkani literature. The awards would be presented to the winners at a special function next month. In the drama category, Hanumant Chopdekar bagged the award for his fiction `Kuwadi.’ John M Alfonso bagged the award in the essay category for his `Jinechi Vaat’. With several people joining the agitation against NH4A road widening from Panjim to Mollem, Cumbarjua MLA Pandurang Madkaikar on Thursday said the State government is sympathetic to the grievances of the concerned MLAs. “This issue of the people having various problems as far as NH4A is concerned has been discussed in the Assembly session, after which a committee was constituted, of which I am one of the members,” Madkaikar told Herald. “Till date, only one meeting of the committee has been held, in which as a Cumbarjua MLA, I gave my suggestions as what exactly I would prefer in my constituency as far as NH4A widening is concerned,” stated Madkaikar. “I am of the view that the State government is thinking sympathetically with all the MLAs grievances, as nothing

Harvalem turbidity raises concern

HERALD REPORTER PANJIM, AUG 26 If you are planning an outing to the Harvalem waterfalls, close to Sanquelim, this weekend, chances are you may be greeted by turbid waters, a phenomenon considered normal in the rainy season. However, the Goa State Pollution Control Board that sampled the water for testing after the issue was tabled in the Monsoon Session of the State Assembly by Mayem MLA Anant Shet feels the turbidity is a bit too high. The Board measured 10 parameters – including pH, conductivity,

turbidity, metal iron, manganese, chemical oxygen demand (COD), bio-chemical oxygen demand (BOD) and nitrite – of water samples collected upstream and downstream of the picturesque waterfall, which comes alive in the monsoon season. Chairman of the Board Simon D’Souza said there is a strong possibility that the mining runoffs upstream may be responsible for this phenomenon due to heavy rains. “We consider the turbidity is high but there are no specific standards set against which it could be measured to come to a

final conclusion.” Reading out from an analysis report, D’Souza said the turbidity was found to be 205 NTU (nephelometric turbidity units) upstream and 182 NTU downstream. The chairman said the iron content was also on the upper side at 5.9 mg/l (milligrams per litre) downstream, while upstream it recorded 5.4 mg/l. As help pours in for Pakistan's flood-affected areas, a small group of Pakistanis of Goan origin is networking to bring hope to some 20 million people affected by the calamity. Deborah Santamaria's Goinkars Own Academy (GOA) operating from Karachi has been sending appeals to the Goan Diaspora across the world, seeking assistance desperately. Around 1,600 people have been killed in the floods in Pakistan. GOA has also set up a relief

camp at St. Anthony's Church in Karachi, Pakistan, to pitch in physically with the relief work. “Our group has set up a relief camp at our parish St Anthony's Church - Karachi and at this moment we are focusing on putting together family packs (containing essential items) which will be transported to the (flood) affected areas,” Deborah, who traces her roots to Goa, said. She is part of a 25,000-strong community of Goans who had settled in Pakistan, several of them near Karachi, in the prepartition days.

A chicken trader from Belgaum was robbed to the tune of Rs 46,000 at knife point near Queeney Nagar, Upasnagar-Sancoale, on Thursday afternoon. According to Verna Police, one chicken trader Saibaz Mulla from Sahapur-Belgaum along with his tempo driver Khadil Sab handed over the chicken consignment at Vasco and were proceeding towards Belgaum. “When they tempo reached Queeney Nagar, one unknown person on a motorcycle, wearing helmet and raincoat, overtook the tempo and stopped the duo alongside the road at knife point and stanched Rs 46,000 from the duo,” informed police. The victim was able to note down the number of the TVS Apachi motorcycle (GA-05-L8596), which was used by the accused. However, the number turned out to be a fake number, after police interrogation. Verna Police has registered the case under Section 392 of IPC and is investigating the case.

Calangute Police on Thursday interrogated a number of suspects in connection with the robbery case that took place at Naikka Vaddo-Calangute in the wee hours of Wednesday. It may be recalled that two foreign nationals and a Goan were robbed at gunpoint by two unknown persons on a motorcycle. According to Calangute Police, the incident occurred when Karen Roach of Calangute along with her friends Imyigo Andanaz (Spanish national) and Petra Andits (Hungarian national) were returning home on their motorcycle after dinner at the night pubs at Baga and Calangute in the wee hours of Wednesday. Police further informed that while on their way, the trio noticed a motorcycle following them. However, the trio took an interior road leading to Calangute market, but the unknown persons overtook and stopped them at the speed breaker and started demanding money. According to sources, the culprits demanded money from the trio by showing an object resembling a weapon. The foreign nationals immediately handed over whatever cash they had with them. “The Spanish national parted with Rs 5,000, while the Hungarian handed over Rs 4,700 and when the unknown duo asked money from the Goan, she said ‘Ami Goenkar mure’, but the duo had only one word to say ‘Money, money, money’,” said sources.

A portion of the 150-year-old Costa Building situated in Curchorem market near the railway station collapsed on Thursday morning. No one was injured in the incident and the property loss has been estimated at Rs 1 lakh. Asserting that Goans should have insisted on Special Category Status for the state at the time of Liberation, Congress Working Committee (CWC) member Luizinho Faleiro has said that it is still not too late for the state to avail of the Central schemes, especially the 10 Flagship schemes floated by the Congress-led UPA government. “Today, most of the NorthEastern states enjoy special categor y status and various financial benefits. But, I think Goa missed the bus. We should have asked for special status at the time of Liberation. Since Goa joined the national mainstream much later, we should have taken much more benefit”, Faleiro said, while speaking to journalists on the occasion of his birthday on Thursday. The former chief minister, however, said it is not too late for the state government to avail of the various central schemes, especially the National Rural Employment Guarantee Scheme (NREG). “I think the Goa government should look at the national level and take benefits of schemes like many states. Goa is not tak-

Addressing a press conference at Vasco BJP office on Thursday, Arlekar said the State government and the home minister are confused about Atala’s disappearance and are making baseless statements before the media. “To hide his lie, Naik is claiming that Atala is missing since August 7, while the fact is that Atala was not traceable since July 13,” alleged Arlekar. “Since the home minter has made statement in the Assembly that Atala was in the State during the recently concluded assembly, Naik in order to hide his lie, said Atala has gone missing since August 7 after the Assembly session concluded,” stated Arlekar. “If Naik feels that Atala’s presence in the State is of not much importance, then why the police department has issued a lookout notice,” questioned Arlekar. “We still reiterate our demand for CBI probe, as it appears that Naik is protecting the drug dealer,” said Arlekar. Under this scheme, we were supposed to get Rs 27 crore for the development of Ponda, but nothing has happened," said Kamat. Unhappy over the worsening traffic situation and garbage collection in the Commercial Capital, Chief Minister Digambar Kamat will hit the city roads early Friday morning to take stock of the deteriorating situation and suggest remedial measures. A visibly agitated chief minister on Thursday directed Margao Municipal Chief Officer Y B Tawde to report for duty at 6.30 in the morning to monitor the garbage collection on a daily basis. The emergency meeting with MMC officials and police officials was convened by the chief minister after freedom fighter and MARG convenor Gurunath Kelekar expressed his displeasure over the situation in the city.

The Poinguinim MLA said he has a vision for Canacona taluka, promising to take up educational and tourism projects with central assistance. “I have started a residential school in my constituency. There seems no dearth of controversies surrounding the Kabrastan for Margao Muslim community. In its haste to acquire land at Sonsodo for the Kabrastan despite protests from the Muslims, the government is acquiring a huge private property admeasuring 16091 square meters for the proposed burial grounds without nod from the Margao Municipal Council. It may be recalled that the process to acquire the land at Sonsodo was set in motion by the government after the Margao Municipal Council adopted a resolution to acquire the land for the burial grounds. A perusal of the Margao Municipal resolution, however, reveals that the resolution does not mention anything about the acquisition of private land for the proposed Kabrastan. In fact, the Margao Municipal City Fathers had approved acquisition of land admeasuring 30,000 belonging to the Margao Communidade falling in Survey No 50. Herald inquiries has revealed that the government has decided to acquire only 14100 square meters of Margao Communidade land surveyed under No 50 and acquire another 16091 square meters of land belonging to one

Incidentally, the government’s decision to acquire the private land for the burial grounds at Sonsodo comes against the backdrop of the sustained rejection to acquire Communidade land at Aquem. A Civic official wondered how the government could go ahead in acquiring private land for the burial grounds when the powers that be has refused to part with the barren Communidade land at Aquem for the Kabrastan. “The Muslim community had been insisting on the acquisition of barren Commundade land at Aquem as per the Goa Assembly Resolution, but in vain. Instead of acquiring the Communidade land, the government has now eyed upon private land for reasons best known to the authorities”, remarked a Civic official.

Politics and political strategies figured at a meeting with Chief Minister, Digambar Kamat as PWD Minister, Churchill Alemao and GPCC President Subhash Shirodkar trooped into Kamat’s Malbhat residence early Wednesday morning. The sudden meeting raised many an eyebrow amongst the visitors waiting to meet the Chief Minister as the AlemaoShirodkar duo were closeted with Kamat for quite some time. Incidentally, both Alemao and Shirodkar told newsmen after their huddle with the Chief Minister that they did discuss the prevailing political scene in the state. The PWD Minister said he often call on the Chief Minister at his Malbhat residence to discuss politics and today’s meeting

Chief Minister Digambar Kamat has admitted that inadequate remuneration is preventing youth from taking up agricultural activities. Kamat was speaking during the one-day workshop on linking agricultural producers to the export market at FarmagudiPonda. In order to make agriculture more viable, Kamat said the agricultural market structure needs to be expanded and such workshops would benefit farmers to get good price for their agricultural produce. “I think it is the poor remuneration factor which has resulted in decrease in people taking to agriculture. It is a common knowledge that if any one does not get a good profit from the agricultural produce, then it is sure to be abandoned,” said Kamat. “Even their children will prefer to stay from taking up agriculture,” added the chief minister. He further said major agriculture producing states are also facing such problem and if not looked into seriously, then in coming days India will face acute shortage of agricultural produce. “There many states in the country which also has similar kind of situation, where even when there are numerous schemes from the government, youth are not interested in taking up agricultural activity. The government has directed that all licensed premises for the sale of liquor in KarapurSar van, Verla-Canca, Oxel, Revora, Veling-Priol, TivreOrgao, St Estavem, Keri, Nuvem, Curtorim and Chinchinim located in the Bicholim, Bardez, Ponda, Tiswadi, Sattari and Salcete Talukas will be closed from August 28 to August 30 in view of bye-elections to vacant wards of village panchayats. The Government has also prescribed the maximum quantity of liquor which can be transported from one place to another within the jurisdiction of ward as specified in the panchayat areas where elections are scheduled, which can be possessed by any person within the said area, without permit issued in accordance with the provisions of the said Act and the rules made there under from August 28 to 30. The Notification shall remain in force only from August 28 to August 29 and on the day of counting of votes on August 30.

Believe it or not, about 30 sewing machines to be distributed among poor women of rural Canacona are gathering dust and rust at the taluka’s headquarters for over five months. According to sources, the sewing machines were transported to the taluka’s headquarters by an international affiliated NGO Club for distribution among the flood victims, who

lost their valuables, including such machines in the October 2 Canacona floods. "After depositing these machines, no one from the club turned up for distribution nor positively responded to the calls," informed the source. As the sewing machines were occupying important space for too long in the taluka’s government building, which also houses various government offices, they were moved out re-

As per a sticker pasted on the sewing machines, the machines are provided under the Matching Grants Programme of the Rotary Foundation of Rotary International. When contacted, Deputy Collector Deepak Dessai admitting that the machines are getting rust and gathering dust. “These machines were simply lying dumped, blocking our important space. Several intimations were given to the concerned club, but every time they wanted a week’s time and had failed to turn-up so far. Now we have moved these machines out,” said Dessai. Dessai replied in affirmative when asked if these machines are supposed to be delivered to few flood victims. "I think the concerned authorities have failed to finalize the beneficiaries list as yet," he said.

nion Home Minister P Chidambaram, in a speech made on Wednesday at a three-day conference of state police chiefs and Inspectors-General of Police (IGPs) in New Delhi, cautioned police forces, security and intelligence officials against – among several other things – the phenomenon of ‘saffron terrorism’. After meandering through subjects as widely dispersed as infiltration of terrorists from across the border, the Kashmir problem, the insurgent movements in the North-East and the Maoist threat in central India, the Home Minister said: “There is no let up in the attempts to radicalise young men and women in India. Besides, there is the recently uncovered phenomenon of ‘saffron terrorism’ that has been implicated in many bomb blasts of the past. My advice to you is that we must remain ever vigilant and continue to build, at the Central and State levels, our capacity in counter-terrorism.” It was mentioned just once, but it created a huge storm, in Parliament and the media. The entire Sangh Parivar stood up as one to protest. BJP President Nitin Gadkari said: “I do not believe that there is any such thing as ‘saffron terrorism’. In fact, a press release sent to this newspaper by the Hindu Janajagruti Samiti (HJS) recently says “Muslims” have threatened the Sikh community in Kashmir… If the terror phenomenon can be so freely linked to Islam when Muslims commit terrorist acts, why can’t it be linked to Hinduism when Hindus do similar things? Condemnation of Chidambaram’s statement came even from the highest echelons of the RSS, whose National Executive member and virtual second-in-command Ram Madhav countered Chidambaram saying that there is “no such thing as Hindu terrorism”. At the most, he said, some Hindus may have indulged in such acts, which must be condemned by everyone. “At the most, you can call these people’s actions as ‘counter-Islamic terrorism’. It is not at all Hindu terrorism,” he said in an interview on ‘Rediff.com’. Writing in the RSS-oriented Marathi newspaper from Nagpur ‘Tarun Bharat’ (which, incidentally, has no connection with the Goa-Belgaum paper of the same name), RSS ideologue M G Vaidya said the term ‘Hindu terror’ was being used to “woo Muslim votes in the country, thereby defaming Hindus”. Vaidya accused Congress General Secretary Digvijay Singh of coining the concept. Why is the RSS and the BJP so paranoid about a plain statement of fact by the Union Home Minister? The hand of the extremist Hindu outfit Abhinav Bharat has been found in lethal bomb blasts over several years. Blasts in the Mecca Masjid in Hyderabad (2007), Ajmer in Rajasthan (2007), Malegaon, Parbhani and Nanded in Maharashtra (2006 to 2008), and Modasa in Gujarat are suspected to be the handiwork of Abhinav Bharat. Investigations are on into whether the blast on the Indo-Pak Samjhauta Express was also its work. In addition, bomb blasts in Thane (2008) and in Margao (2009) are believed to have been set off by activists of the fundamentalist Hindu organisation Sanatan Sanstha. Hindus setting off bombs is no one-time act of hotheaded revenge, but an ongoing affair. Members of two organisations are suspected to be involved. Then why feign horror at the term ‘saffron terrorism’? If the RSS and the BJP feel so slighted by these terms, maybe it is time they took a look at what their own rhetoric is doing to impulsive Hindu youth. They must introspect, find out the causes of this phenomenon (no matter what we call it), and take steps to stop it. But first, they must end the use of expressions like ‘Islamic terrorism’.

I was aghast to read a disturbing letter ‘No freedom to insult’ by Niranjan Chodankar of the Hindu Janajagruthi Samiti (Herald, 24 August). In this world, there are diverse views and opinions. Each must be given space. Chodankar, who considers ‘Art’ as insulting, should be shown his place by society. HJS and its ilk – from all religions – use force and violence to destroy creativity among scientific thinkers, artists and social activists. Bitter MediCine quite correctly. Last but not least, the origin of the bug has been stated to be, at least in part, in India. The first questions that arise in my mind are: (1) What are we doing to do, to protect our people against this super bug? (2) How did we ever get to this stage? The answer to the first question is: very little. Our government hospitals are too busy trying to save patients from more mundane maladies like Swine Flu, Malaria, Dengue, Diarrhoea, maternal deaths, infant malnutrition, etc. The private hospitals operate in a blissful atmosphere of a total lack of regulation. The ‘Clinical Establishments Regulation Bill’ has just been passed in the current monsoon session of parliament, after 63 years of independence. The rules are yet to come. As a result, infection control officers (usually a function of a senior nurse) are unheard of in the majority of private hospitals. Indeed, most will claim a zero percent infection rate. The use of antibiotics is totally unregulated and without any semblance of audit, both in the hospital scenario as well as at the out-patient

Even though we have not contributed to carbopenem (antibiotic) development, we have contributed a resistance gene with a glamorous name. The overuse of antibiotics is embedded in our Indian gene. It is an Indian tradition. Why should we Indians worry? We can always depend on honey, yoghurt and cow’s urine. At any rate within a few years, these products may be more useful than antibiotics!” The literature on irrational use of drugs is voluminous, particularly antibiotics. The ‘Indian Journal of Medical Ethics’ has been campaigning for years against it. The Voluntary Health Association of India (VHAI) has publications on the subject, and its local branch – the Voluntary Health Association of Goa (VHAG) – has been concerned

for an errand, I couldn’t remember where I had parked my car. I was also forgetting to pay the electricity, water and telephone bills. The car was not being serviced on time. There were occasions when I opened the fridge and didn’t remember why. There was also an instance when I paid the shopkeeper, but forgot to take the things I had bought. And, for the first time ever, the Income Tax Department slapped a penalty on me for filing my return 15 days after the due date. The only redeeming feature of this affliction was that I was not the only one affected. My wife Sudha, two years younger than me, spent half a day searching the entire house for her almirah keys one day, only to find them tucked into the waist fold of her saree. She regularly asked my help to find where she had left her reading glasses. My forgetfulness reached a tipping point (or was it flashpoint?) when I forgot our wedding anniversary; I remembered the month, but not the day. In his letter ‘No freedom to insult’ (Herald, 24 August), Niranjan Chodankar criticises misuse of the Constitutional right of freedom of expression, which does not mean freedom to hurt the sentiments of a group of fellow citizens. Mr Chodankar is right in criticising the depiction of Hindu Gods by Dr Jose Pereira in his paintings. But I do not agree that Dr Pereira’s paintings can sour the harmony between Hindus and Christians in Goa. I pray to God – please forgive Dr Pereira, because he may have not realised it would hurt Hindu sentiments.

On Tuesday, after I saw the Idhar-Uddhar cartoon on beggars, I saw a gang of beggars – five couples with small children – at Fatorda, telling people they needed money for food as their kids didn’t have anything to eat. This has been going on for more than three years now. What irritated me was that they were allowing the toddlers with them to get wet in the rain, to garner sympathy from people. These people think Goans are suckers. They come to Goa in Volvo bus loads during X’mas and New Year. I dialed 100. By this time these beggars reached Fatorda stadium junction, and went into a restaurant to eat. The PCR van came and the cops apprehended one couple, while the others escaped. At the Margao Police Station, the beggars told the PSI that they were ‘Marathi Manoos’ and that the police, being their own, should let them go. I told them that we were ‘Konkani Manees’, not ‘Marathi manoos’. I’m waiting to see what action the police take. I would like to ask people not to part with even a single rupee to these well-off beggars. Instead, simply dial 100.

Jonas Correia, Aldona What is it that the Hindu Janajagruti Samiti (HJS) is objecting to in ‘No freedom to insult’ (Herald, 24 August); the nude paintings or Dr Jose Pereira? If it is nudity, than they should protest all nude depictions of Gods, no matter whether they are on ancient monuments, temples, palaces or traditional miniature paintings. By suggesting that Dr Pereira should paint nude scenes of his own faith, the HJS is sitting on the proverbial branch which it wants to cut.

Why hurt feelings? Just because there are nude paintings in the Hindu temples or because it is mentioned in the sacred texts of Hinduism does not give anyone any right to use this to hurt religious sentiments, even if the Supreme Court of India thinks otherwise. There are many nude paintings in the Sistine chapel. But Christians would be pained if a Hindu painted these as representative of the Christian religion. Neither would Muslims tolerate such a thing. He didn’t have an answer to that one. While my wife and I were fuming and fretting at each other, I was amused at the way my friend Arvind handled it – by reminding his friends about the party they owed him on their birthday, but forgetting to talk about his own. He reminded his friends to return books they borrowed, but forgot to return those he borrowed from them. He came over for dinner and ate with gusto, but forgot to invite us over. And, last but not least, doing only those chores that suited him and telling his wife he forgot the others. He says he isn’t doing anything wrong – he has a doctor’s certificate to prove he’s suffering from forgetfulness!

enough to publish a research paper, and conduct workshops on the subject in Goa. Every prescription survey carried out establishes the excessive use of antibiotics. In some cases, 50 per cent of the prescriptions had an antibiotic. In many cases, the dosages and/or the duration were inappropriate. The World Health Organisation (WHO) defines the rational use of drugs as: “The patients receive medications appropriate to their clinical needs, in doses that meet their own requirement, for an adequate period of time, and at the lowest cost for them and their community.” This is just not happening. Worse still, this is only one arm of a triad. In India, we have more than 5,000 drug formulations, most of them irrational; the WHO lists just 350 as essential. The system of drug licensing in India is totally without precedence. It is state regulated, but most states do not have any means for testing or quality control. Added to this is the problem of spurious drugs. Sting operations have been shown on news channels where journalists posing as customers, enquiring about the price of a consignment, are brazenly told that that depends on what concentration of the drug they want. If it is 50 per cent, it will obviously cost more that if the capsule contains 30 per cent! The third arm of the triad is the curse of the over-the-counter trade at pharmacies. Though there is a comprehensive list of drug schedules that defines what may or may not be sold without a doctor’s prescription, this is more of a joke in practice. One can buy virtually any drug without a prescription. This issue is slightly more complex. The patient has an incentive for buying over the counter, as he saves the cost of seeing a doctor. For the pharmacist, it means an additional sale. In the bargain, we contribute to the mess that results in the findings reported by ‘The Lancet’. Quite frankly, I agree wholeheartedly with the editorial in ‘JAPI’. We should hang our heads in collective shame, do some serious introspection, and institute corrective measures immediately. Otherwise we may be making a morbid contribution to the population control program of the Ministry of Health and Family Welfare. They should leave religion to be practiced only in temples, churches, mosques and homes.

Stranger still is his assertion that this controversy “benefits nobody and the Church may become the victim”. He should have thought about this before he started the controversy. The Saptah stink Adelmo Fernandes, Vasco The Saptah festival in Vasco is over. All the stalls on Swatantra path have been removed. But a lot of filth, dirt and garbage is still lying in the private properties of people living along the promenade. The Vasco Municipal workers will undoubtedly clean up the garbage from the roads. But will the residents have to remove the filth thrown in private property by themselves? Since the Municipality collects fees from the stalls, it should clear the garbage and filth thrown in private property too.

Why pillory Parrikar? Elvino Rodrigues, Navelim The recent anti-Parrikar letters in Herald are wrong. Only if you have a strong Opposition can you expect a good government, though we all know that the present Congress government is corrupt and has failed. Leader of the Opposition Manohar Parrikar, however, is doing justice to his position by questioning the ruling Party on each and every failure. We need such a person. If anyone wants to say that as CM, Parrikar was worse, remember that it was the duty of the then Opposition party, the Congress, to expose the CM‘s abuses and failures. Is it Parrikar’s fault that they were there only to warm the chairs and get their fancy remuneration, instead of questioning him? I am not pro-BJP, but I like his work as opposition leader. Therefore, I proudly say that Parrikar did justice to his position.

Or are we just ‘independent’ enough to bury fields, cut hills and create concrete jungles with the blessings of our elected representatives? Are we ‘independent’ to throw garbage anywhere we feel? Paths of Wisdom Say ‘I’m Observing A Fast’ By Samir Khan

Abu Hurairah reported: The Messenger of Allah (peace and blessings of Allah be to him) said, “When any one of you is observing a fast on a day, he should neither indulge in obscene language nor should he raise his voice; and if anyone reviles him or tries to quarrel with him he should say: ‘I am observing fast’.” (Bukhari and Muslim) Some people think that fast entails merely abstention from food, drink, and sex. This is of course the physical form of fasting. But this is not all that Allah expects from those who observe fasts. The real spirit of observing a fast, as the Holy Qur’an stipulates, is attainment of taqwa (piety) – la’allakum tattaqoon (so that you may become God-fearing). So, when a believer observes a fast in honour of, and to please Almighty Allah, he is required to abstain from using obscene or foul language, false conduct, quarrels, disputes and all that is negative and bad. Man should wear a purdah on his eyes by lowering his gaze, meaning, he should abstain from all kinds of vices. And if someone reviles him or tries to pick a quarrel with him, he should politely declare: ‘I am observing fast (to please Allah)’ and leave that person alone. Thereby, he can keep himself on the path of piety and enjoy the blessings of fasting and closeness of the Lord. In another narration the Messenger of Allah (peace and blessings of Allah be to him) declared: “Some people get nothing (no rewards) for their fasts, except hunger and thirst.’ In this hadith (Sayings of Prophet) also the same idea of attaining taqwa as the real intent of fasting, finds expression in a subtle manner. This hadith in fact, tells the believers, warning them against the result of observing a ‘physical fast’; ‘ What is expected is a march from a ‘physical fast’ to a ‘spiritual fast’.

I have been a tourist, coming to Goa year after year, and admit that I love the place. But the love, my friend, is waning. Tourists like me are being taken for granted in every walk of life. Now the one thing that helps us in spending quality time, through listening to good, live music, is also being taken away from us. I am beginning to wonder if Goa is really interested in quality tourists. I have, therefore expressed my view point on the subject I like the most – music. The failure on the part of Goa to provide me with quality entertainment has driven me insane. Why are the hotels and resorts in Goa forcing us to listen to crap? Being a regular visitor to Goa over the past 20 years or so is, I suppose, enough of a qualification for me to pass judgement on the decline of ‘Goa, land of the sands’, on every possible front. While a majority of it is already addressed in the daily newspapers by locals and my tourist friends from the UK, I’d like to pinpoint one particular area in which Goa has drastically fallen on her face. Being a tourist and a qualified musician from the UK, I relished every thought of coming back to an adopted home and spending my time and my money at various starred and nonstarred resorts across the length and the breadth of the land of the golden sands, as Goa is so well known. As much as Goa is known for her beaches, she was also known for the brilliant musicians she had in her ranks, now sadly reduced to just a handful. It takes quite an effort nowadays for me to sit and listen to the bunches of jokers employed at the so-called ‘happening’ five star resorts in Goa. It’s a shady mix of the good, the bad and the ugly, though the good ones rarely come by. They can certainly prove to be more of a laughing stock than musicians, as they strenuously go about struggling to sing a song for us guests, while the playing is done on a ‘floppy disc’, CD or DVD. On discussing this with a few friends, I was told that the hotels in the South of Goa had better performers. And so I decided to move on to the South of Goa, with high expectations. I stayed at various places, beginning from Utorda to Mobor and then on to Canacona. I lived in approximately 15 starred resorts in the South, for the purpose of musical therapy. But to my dismay, considering my knowledge on music (I am a classical guitarist from the Berkeley Institute), the quality of music played at the resorts was garbage, barring a handful, which comprised serenaders, one-man acts, duos and trios. There isn’t a single band worth listening to. On speaking to one of the better musicians – part of a smaller outfit – whom I waited to applaud and speak to after his performance, I was very honestly told that some of the conditions to gain entry into some of the reputed starred resorts was fame, your rapport with the hotel staff who matter, and how low a rate you quote for a performance, rather than the quality of music you play or the musician you are. Well, you guys would most certainly write back and ask me to leave for the UK, which I will eventually do, but not before mentioning that just as Goa’s beauty has been sold off by its politicians, the state’s hoteliers have deprived their guests of quality entertainment. Quality doesn’t come cheap, my friends; you’ve got to pay the price. And you sure can, with the kind of tariff that is charged to tourists. My question to the hotel authorities in charge of entertainment is: Are you guys not guilty of subjecting your guests – like me – to sub-standard performances by so-called dancers who can hardly dance gracefully, bands who can hardly play non-sequenced numbers, and musicians who can neither play nor sing? Are you hoteliers not charging us a bomb for using your facilities, besides the stay? Why should we tourists be compelled to listen to some bloke who can neither sing nor play while we dine at your restaurant, spending a few thousand rupees? This includes settlement of an amount of Rs 99,45,081 to the 2,119 affected agriculturists and Rs 97,42,500 to owners of 591 damaged houses. St Estevam gram sabha on Sunday witnessed noisy scenes over the issue of inclusion of additional ferry boat along the Old Goa-Tolto St Estevam ferry route for sand transportation. The gram sabha, which was presided by Sarpanch Vayjanti Tari along with Deputy Sarpanch Orlando Menezes, Panchayat Secretary Keshav Phadte and panchas, saw the villagers furious over the inclusion of additional ferry along the Old Goa-Tolto ferry route, which was specially included for transporting sand. The villagers have demanded immediate withdrawal of the additional ferry from the route, as it could cause severe danger to human life due to narrow roads and weak bridge in the village. A large contingent of Old Goa Police led by PI Corte was deployed outside the panchayat hall to take control over the villagers at the special gram sabha meeting. The villagers have decided to stage a hunger strike in front of the River Navigation Department, if the additional ferry was not withdrawn from the route and if it was restored. The villagers have also de-

cided to submit a memorandum to All Goa Truck Owners Association urging them not to send trucks inside St Estevam village for sand transportation. A signature campaign was also launched by the villagers and was sent to the concerned departments. Meanwhile, a memorandum, proposed by Eva Ferrao and seconded by Jackson Dias and read at the meeting, was decided to be sent to the concerned departments. The memorandum to the RND minister, the copy of which was submitted to Sarpanch Jayanti Tari, stated that additional ferry being used to transport sand from Akhada violates Collector’s order that prohibits movement of sand-laden trucks along the route. It may be recalled that the road from Karpin to Tolto Dauji ramp and Dauji Tolto ramp to Sanjiv Ice Plant is narrow and continuous movement of sand-laden trucks along the narrow route has been posing danger to the people. He also described how he had been drinking in the Varsity Pub in London Road, Southampton last December when he saw a stranger continually staring at him. When he returned from the toilet, the man confronted him and asked if he was Jody Miles. “I didn’t want to say yes because I didn’t know what was going on. I said ‘Yes, I might be’,” Miles told the court. Miles is reported as having told the court that he didn’t want trouble and tried to walk past, but he was grabbed and punched two-three times. He also deflected a head-butt and feared he was going to be knifed. Miles said he suffered bruising to his cheekbone and around the eyes and had his coat torn before a barman intervened. RND to use own staff for ticketing on trial basis HERALD REPORTER PANJIM, AUG 26

The River Navigation Department (RND) plans to use its own staff for ticketing for the first few months if its proposal for ticketing, which has been pending for over six months now, is approved by the government. Currently, the department has just 23 ticket collectors and if wants to start ticketing it will have to employ more personnel. The department however wants to outsource ticketing job as it doesn’t have adequate number of TCs. Speaking to Herald Captain James Braganza who also holds charge of RND, said it has been decided to use sailors for the purpose of ticketing in the absence of adequate number of TCs. Residents of islands will be exempt from paying tickets, individual commuter will be charged Rupee one whereas two-wheelers will have to pay Rs 5, for commuting by ferry. The proposal for ticketing was criticised by the BJP saying the department will have to spend more on payment of salaries than revenue earned through ticketing. If ticketing job is outsourced the department don’t need to employ more TCs. “During first three months we will examine traffic load on various routes and revenue earning and outsourcing will be done later then, “ said the officer from RND.

Karnataka has lifted the embargo imposed on transportation of iron ore to Goa after a delegation of Goa Chamber of Commerce and Industry met the Karwar District Commissioner and impressed upon him the urgent need to sort out the problem faced by them, with respect to transportation of iron ore which is used as raw material in the pig iron industry. The delegation was led by GCCI Vice President Manguirish N Pai Raiker and it comprised of industrialists manufacturing pig iron products in Goa The matter was taken up with the District Commissioner, Karwar, who forwarded their grievances to the State government at Bengalaru. The Chamber took up the matter with government of Karnataka and made several presentations to the authorities including the Chief Secretary. They also represented their case to Lok Ayukta. The government was convinced by the arguments put forward by Goa Chamber of Commerce and Industry with respect to iron ore sourced from Karnataka, being used as raw material by the pig iron industry in Goa. They issued a directive to the District Commissioner, Karwar, to take appropriate measures in resolving the crisis faced by the pig iron industry in Goa. The District Commissioner,

The Goa University has sent a proposal to the University Grants Commission for creation of a chair on diaspora studies and is now awaiting the requisite finance from the Commission to commence the same. According to GU Registrar, M M Sangodkar the proposal has been sent to the UGC eight to ten days back. “We are awaiting sanction of the required amount that will take care of the salary component of the professor to be appointed for the chair,” he mentioned. Sangodkar said the people to be appointed or invited will be very senior learned persons with credibility and public standing. “Besides, the senior professor there will be require-

ment for some technical staff. We are following up with the UGC on the matter and are expecting the sanction to come fast,” he stated. The varsity had been asked to draft a proposal for creating the chair and send it to the UGC. State NRI Commissioner Eduardo Faleiro, who made a case for the chair, said foreign varsities had this facility and with the Goan diaspora spread far and wide it was all the more essential to have the same. The UGC which agreed to create the chair had asked GU to send a proposal. The chair will focus on in-depth studies of the Indian diaspora along with migration studies. Patients suffering from dengue are finding it difficult to get admission in city hospitalsbecause of a sudden spurt in the number of cases and limited beds at these medical facilities. Three hospitals in the city -All India Institute of Medical Sciences, Safdarjung Hospital and Ram Manohar Lohia Hospital -are taking maximum burden of dengue patients,despite having limited beds at their disposal thus choking the resources. Premier medical institute AIIMS has reported the highest number of admissions related to dengue fever till now. The city has reported 550 dengue cases and one death this season. “All wards are full. Nearly 50 patients including children are admitted for dengue fever. Every day we get 10 to 15 new admissions. Some are confirmed cases while others are suspected cases. Those suspected are admitted for monitoring for sudden fall in platelet count or some

additional symptoms along with high fever,” a doctor with the Department of Medicine said. Unlike in the year 2006, when a separate dengue ward was set up to tackle influx of patients, there are no separate facilities this time. All dengue patients are being admittedto the medicine ward which has a total of 60 beds which are all occupied. As a result, patients are being adjusted in corridors of the hospitals as well. The authorities have managed to bring an additional bed in the space between two beds. When the rush increases, one bed is shared by two patients as well. “It took us two days to finally get a bed in the ward. After admission, my brother, who is a confirmed patient of dengue, was made to lie in a bed in the corridor,” Nitin, relative of a dengue patient who was brought at AIIMS, said. “AIIMS has all facilities and that is why even after being given a bed in the corridor we continued treatment here.

The law secretary who was consulted on this point, has said to have told the Government that the objection raised by M/s Madgaonkar Salvage cannot form ground for challenging the tendering process. The Calangute MLA said in view of the report of Institute of Earth Sciences it is necessary that the grounded vessel is removed at the earliest. In its report two months ago the IES had informed that if the vessel is not removed within six months, it will crumble and cause further damage, he said.

It says action be taken against the non-compliant units based on severity of their default. Partial non-compliance such as slippage of target beyond a certain time frame is also sought to be put in the category of serious non-compliance attracting necessary actions that could be persuasive and punitive. The panel has identified some two dozen agencies that can oversee various aspects of the compliance. National Institute Of Oceanography, Goa, National Institute of Ocean Technology, Chennai, National Centre for Sustainable Coastal Management, Chennai, Space Applications Centre, Ahmedabad and State Coastal Zone Management Authorities are recommended to oversee CRZ and marine issues. The Indian Bureau of Mines, Mining Research Institute, Indian School of Mines and Director General of Mines Safety have been recommended to oversee the mine safety and mine closures after sufficient exploitation of the particular mines. The nuclear waste management and radioactive pollutants responsibility is sought to be given to the Health Physics Division of the ministry as also to Environmental Surveillance Laboratories, BARC (Bhabha Atomic Research Centre) and AERB (Atomic Energy Regulation Board). On transparency in self monitoring by the project proponents through the in-house experts, the panel has suggested that the status of compliance should be put on the company’s website and displayed on board at a prominent place near the main gate.

Voicing serious concern over the ongoing spate of violent protests in Jammu and Kashmir, Prime Minister Manmohan Singh today highlighted the need to “revisit” standard operating procedures and crowd control measures by security forces to deal with public agitations. “Despite the curtailment of militant activities in Jammu and Kashmir, the public order dimension in the State has become a cause of serious concern,” he said addressing the three-day Conference of Directors General and Inspectors General of Police here. “We need to revisit standard operating procedures and crowd control measures to deal with public agitations with nonlethal, yet effective and focused measures. We also cannot have an approach of one size fits all” the prime minister stressed. His comments come against the backdrop security forces in J and K facing flak for the killing of over 60 civilians in police action to quell violent protesters

The prime minister said after a relative lull in 2009, the challenges to country's internal security seem to have re-emerged in more virulent forms. “While we have made good progress in terms of recruitment and setting up of better institutional arrangements for intelligence, investigation, coastal security and counter-terrorism, the problems we face remain daunting,” he said. Singh said there was need to do much more to meet the challenge of Naxalism. “We recognise that the Naxalites are our own people and are ready to talk to them provided they abjure the path of violence. We also stand committed to making special efforts to develop the areas affected by Naxal violence, many of which are inhibited predominantly by our tribal brothers and sisters,” he said. Referring to the Northeast, the prime minister said the situation in the region was better now than what it was in the re-

cent past, though some areas of concern still remain. “In Manipur, for example the Naga-Metei divide has accentuated. The unfortunate growth of identity based assertiveness in the northeast, particularly in Manipur and the North Cachar Hills (Assam) needs well thought-out and sensitive handling. The situation in Darjeeling hill area also needs a careful watch,” he said. Singh said the writ of the State should be firmly established in all these areas and the state police and the central paramilitary forces should take firm action against those who take the law into their own hands. The prime minister said within the police forces, the current system of promotion is based essentially on seniority and it needs to be suitably recalibrated to catalyse better performance and motivation. “For example, a successful stint in an extremism- affected district, should result in greater career benefits to the officers," he said. The prime minister said over the past decade, the Central government has sought to assist states in addressing their manpower requirements through financial support for India Reserve battalions, Special Police Officers, and the setting up of village defence committees. “But, it appears that recruitment to the regular State police forces has not yet picked up as effectively as it should. Although effort has been made in the last two years to address this issue, the backlog remains pretty large. “The quality of recruitment also remains an area of concern. The Ministry of Home Affairs has already circulated a template for a transparent and objective recruitment process but most states are yet to adopt this,” he said.

Praising the Madhya Pradesh government for constituting a judicial commission to probe the circumstances in which those responsible for the tragedy were allowed to leave the country without any liability, Gadkari demanded that the truth behind the entire episode should be made public.

“The Congress governments and its present leadership have to make public the deal, that was struck for the safe passage of then Union Carbide Corporation CEO Warren Anderson,” Gadkari demanded. He alleged that senior Congress leader and then State chief minister Arjun Singh had played with people's trust. “It was expected from him that during the debate in the Rajya Sabha, he will answer many unanswerable questions, but he again played with their sentiments because of his political compulsions,” Gadkari said. Making a visit here against the backdrop of the Centre rejecting environment clearance for the bauxite mining project of Vedanta, Rahul Gandhi today hailed the decision as a victory for tribals of the area and vowed to fight for their cause. “True development takes place by respecting interests of the poor and tribals and not by muffling their voice,” he said refuting charges that Centre's action in negating bauxite mining in Niyamgiri was against development and progress. Addressing a tribal rally marking “Adivasi Adhikar Diwas” (Rights Day) in Jagannathpur village at the foothills of Niyamgiri hills close to Vedanta's alumina refinery, he said he would he would be their "soldier" in Delhi and continue their fight.

“In my religion, all are equal -- whether it is rich or poor, Dalits or Adivasis. Wherever an individual's voice is being stifled, that is against my religion,” he said addressing the tribals but made no direct reference to the Vedanta project. There has been criticism of the project to mine bauxite in the tribal dominated hills which the locals and the activists say would deprive them of their livelihood. “This is your victory. It is a victory of your voice, it is a victory of the Adivasis,” Gandhi said to the loud cheers of the assembled gathering which shouted slogans hailing him. SBI life leads at MDRT 2010 PANJIM (HBD) -- SBI Life Insurance has retained the distinction of being a life insurer from India, topping the prestigious Million Dollar Round Table (MDRT) 2010. For the second consecutive year, SBI Life has reached the pinnacle of the international coveted league by increasing its MDRT members from 2,677 in 2009 to 2,904 in 2010. Sensex gains 47 pts PTI

Cutting short two days of successive losses, the BSE benchmark Sensex today recovered partially and ended 47 points higher on strong global cues and a further dip in food inflation. Helped by smart buying in FMCG, power, financial and auto stocks, the Bombay Stock Exchange’s 30-share benchmark closed at 18,226.35, up 46.71 points, or 0.26 per cent. In the last two sessions, the Sensex had lost nearly 230 points. As expected by the marketmen, trading on Dalal Street was choppy, with today being the settlement day for derivative contracts. The wide-based 50-share Nifty Index of the National Stock Exchange finished at 5,477.90, up 0.28 per cent.

After bagging the contracts to develop five non-metro airports in Maharashtra, Reliance Infrastructure is gearing up to bid for new international airports in Navi Mumbai, Pune, Noida and Goa, says a senior official. The company, part of Reliance-Anil Dhirubhai Ambani Group (R-Adag), may tieup with international airport developers for bidding for these projects, said Vidya Basarkod, business head of Reliance Airport Developers Private, the wholly-owned company of Reliance Infrastructure. The total cost of these projects is pegged at Rs 24,000 crore. According to Basarkod, the

company may bid for these projects jointly with its partner ASA of Mexico which designs, builds and operates airport terminals. It may also consider joining hands with a new foreign partner. Aviation analysts said Reliance Airport Developers, along with its Mexican partner, is not well-equipped to bid for metro projects. “The selection criteria for bidders for greenfield international projects are stiff. Reliance Infrastructure will have to go for global tie-ups; may be it needs to look for a US or an European partner to pass the muster for these bids,” said an aviation analyst with a consulting major, who did not want to be identified.

Reliance Infrastructure, which is developing brownfield airport projects, made abortive attempts to bag modernisation contracts for Delhi and Mumbai. It is developing airports at Nanded, Yavatmal, Baramati, Latur and Osmanabad in Maharashtra for an investment of Rs500 crore in next three years. The company may rope in private equity investors for raising funds for these projects. In addition, Reliance Infrastructure will bid for other non-metro airports which will come up in Gujarat and Andhra Pradesh, said Ms Basarkod. New York-based consultant Louis Berger Group and Knight Frank are guiding Reliance to chalk out the road map for bids

for non-metro airports. The company is likely to finalise its plan by September. The company plans to recover the operational cost of these five regional airports in the next year. Reliance Infrastructure is planning to develop Baramati as a general aviation hub for corporate jets and ATRs for an investment of Rs100 crore in the next three years. It also plans to set up a maintenance, repair and overhaul facility at Baramati for which it started talks with Air Works. Other plans for Baramati include setting up a four-star hotel. Reliance Infrastructure is keen to set up a facility for recycling aero parts at Yavatmal airport.

Qaeda bombing plot unearthed in Canada; 2 held PTI TORONTO, AUG 26

Canadian Police today claimed to have foiled a major al-Qaeda bombing plot by arresting two Ottawa residents, including one Misbahuddin Ahmed, alleged to have close ties to top leaders of the terror outfit. The arrests were enforced by the Royal Canadian Mounted Police (RCMP) after carrying out searches of two residences on the Ottawa's west side and officers said they were executing more searches and would carry out more arrests. The arrest of Misbahuddin and Ehsan Ahmed came after police had kept them under surveillance for over two years in a project codenamed "Operation Samosa". Though the RCMP released no names or identities of the suspects, but sources confirmed their names as Misbahuddin and Ehsan. They said Misbahudd in Ahmed, who was categorised as ringleader, is believed to have been trained in Pakistan and Afghanistan and investigations involved a "bomb plot". "These guys were doing more than just talking about terrorism. They were planning it," a

police source was quoted as saying by the Vancouver Sun newspaper. The Canadian police had to break the surveillance operation as one of the suspects was preparing to travel abroad, the paper said. Misbahuddin, the sources said, had worked for two years as a general radiography technologist at Ottawa's Hospital Civic Campus. This is the second major terror plot to be unearthed in Canada since 9/11. In June 2006, a group of young Muslim men dubbed as 'Toronto 18' were rounded up and prosecuted for planning to attack downtown targets and a military base. "A vehicle, several computers, hard drives and scanners were seized from one of the residences," police said. The police have scheduled a press conference later in the day to give more details about the plot as security experts warned that the plotters could have been planning to blow up hydroelectric plants and transmission lines to hit the US. "There are ways of attacking US through Canada. The whole energy for New York comes from Quebec," they said.

A Saudi couple tortured their Sri Lankan maid after she complained of a too heavy workload by hammering 24 nails into her hands, legs and forehead, officials said today. Nearly 2 million Sri Lankans sought employment overseas last year and around 1.4 million, mostly maids, were employed in the West Asia. Many have complained of physical abuse or harassment. LT Ariyawathi, a 49-year old mother of three, returned on Friday after five months in Saudi Arabia. Her family only realised what had happened to her when she complained of pain and they took her to see the doctor, Foreign Employment Bureau officials said. ''The landlord and the wife of the landlord hammered 24 nails into her when she complained of the heavy workload,'' Kalyana Priya Ramanayake, media secretary of the Foreign Employment Bureau, told Reuters. Ariyawathi has been taken to hospital for surgery to remove the nails, which according to the maid were hammered in when they were hot. X-rays showed one- to two-inch nails in her hands and legs, with one over her eyes, officials said. The Foreign Employment Bureau is consulting the AttorneyGeneral while the Sri Lankan External Affairs Ministry is to take the matter up with the Saudi government, officials said.

Gunmen kill 6 in Iraq raid REUTERS BAGHDAD, AUG 26

Gunmen killed six people today in a raid on a governmentbacked Sunni militia north of Baghdad, as suspected insurgents continued to challenge Iraqi security forces while US troops pull back, officials said. The attackers first killed two guards protecting the office of the anti-al Qaeda militia near Muqdadiya, 80 km northeast of the capital in Diyala province. They then shot the other four while they slept in the middle of the night, said Sadiq Jaafar, deputy head of the Diyala provincial council. A second simultaneous assault on another Sunni militia group in the same province was thwarted, with one attacker killed and two arrested, Interior Ministry and provincial officials said. The attacks occurred a day after suspected insurgents launched a nationwide assault against police, killing 62 people in suicide bombings, car bomb attacks and shootings. The assault took place ahead of the August 31 end to the 71/2 year US combat mission launched by former President George W Bush in Iraq. President Barack Obama has promised US voters to end the Iraq war and set a deadline of the end of this month for US troop numbers to be cut to 50,000 ahead of a full withdrawal next year.

Pope Benedict will be confronted by posters on London's famous red buses during his trip to the British capital next month which will call for the ordination of women priests. Protests are planned throughout his four-day trip to England and Scotland, the first papal visit since John Paul II's pastoral visit in 1982 and the first-ever official papal visit to Britain. One group of women, Catholic Women's Ordination (CWO), will have its message plastered on the side of the buses as they travel along key routes, including past Westminster Hall, at the Palace of Westminster, where the pope is set to deliver a speech to Britain's civic society on September 17. The group has paid 15,000 pounds (23,130 dollars) for 15 buses to carry the message ''Pope Benedict - Ordain Women Now!'' for a month. ''We do not want to be disruptive, but I think the church has got to change or it will not survive,'' CWO spokeswoman Pat Brown told Reuters. ''I am quite hopeful at the moment because I think the church

is in disarray.'' It also hopes to protest outside Lambeth Palace during a meeting between the pope and Rowan Williams, the Archbishop of Canterbury, spiritual head of the Church of England, the Anglican mother church. The CIA fears that the growing instances of home-grown terrorists like David Headley would make other nations believe that the US is an "exporter of terrorism" and prompt them to reduce cooperations with it, according to fresh secret documents posted by WikiLeaks. In the classified papers posted by the whistleblower website, the CIA concluded that foreign governments would be less likely to cooperate with the US on detention, intelligence-sharing, and other issues in the wake of increasing number of home grown terrorists. "Primarily we have been concerned about Al-Qaeda infiltrating operatives into the United States to conduct terrorist attacks, but al-Qaeda may be increasingly looking for Americans to operate overseas," said the document. Referring to Lashkaer-e-Taiba operative Headley, the documents said, "LeT induced him to change his name from Daood Gilani to David Headley to facilitate his movement between the US, Pakistan and India." Headley had confessed to plotting the Mumbai attacks and LeT's role in it. Ever wondered why there are so many songs revolving around the rains? Herald takes a peek into why the monsoons are so sung about

The rains have inspired some of the most memorable songs, some heartbreaking while others more on a happier note; the monsoons have a charm that inspire lyricists to pen down their thoughts. Music lovers around the state say that there’s nothing better than sitting at home with a hot cup of tea, listening to the pitter patter of the rains while humming tunes of their favourite rain songs. “I like the song ‘Rain Down’ by Delirious. The rains make everything look so beautiful and it revives life around,” says Levin Gomes, a music enthusiast. It is probably the beautiful sights that allow a writer to pen down his thoughts and give shape to the emotions running through his mind. The monsoon, to some, is the most romantic season and hence an ideal time to write a song about emotions. “Monsoons are cosy and romantic, adventurous and satisfying; it’s an ideal for writing happy and sad love songs,” says Abigail Ferrao from Panjim, who says she loves the songs like ‘Sunday Morning’ by Maroon 5 and ‘Rain Drops Keep Falling on my Head’ by Louis Armstrong. While some like romantic songs and love sitting in the comforts of their homes, the rain lights their adventurous spark, like RJ Godfrey, who says there’s nothing like taking a drive or a ride in the rain. “Nature is at its best in the monsoons; you can drive through the rain and it will make any song sound beautiful. Emotions are exemplified and this gives way to being more expressive,” says Godfrey, who likes the sprightly tunes of ‘Lady Rain’

Jazz enthusiast Armando Gonsalves takes a more philosophical look towards monsoons, saying that probably the reason there are so many songs about the season is because, “This season is a time for regeneration of life. It gives hope to life and as music is so closely connected with life, it is the best possible way to express these emotions.” Nature and music go hand in hand and the monsoons are the best time when this is witnessed. With the twittering birds and drones of the insects, it’s no wonder man has so many songs dedicated to this season.

BY DOLCY D’CRUZ HERALD FEATURES ome Saturday and ferries full of spectators will be travelling to the lively island of Divar to witness Bonderam, the harvest festival of Divadkars. The term ‘Bonderam’ is derived from the Portuguese word 'Bandeiras' which means flags. Earlier, the festival was celebrated by the four communidades of Navelim, Goltim, Malar and Narva. The celebrations consisted of parading different flags fixed atop bamboo stems carried in a march past by tiny tots preceded by a brass band. This was done in order to demarcate the boundaries of the four sectors of the island. Unfortunately, now only two sectors have continued with the traditional flag march. While Malar celebrated Bonderam on August 21, this Saturday, Piedade will carry its flag on the boundary line. Piedade Bonderam is being organised by Piedade Youth Association (PYA) annually for the last 27 years. Joseph Aguiar, Administrator of the Association, says, “The festival was facing extinction as no organisation was willing to come forward to organise it in Piedade. In order to preserve this tradition, PYA came forward to organise it and since then, the traditional aspect has remained the same. Crowds have swelled, stages have gotten bigger but the spirit of Bonderam remains the same.” The flag march has followed a certain route from the very beginning. The march begins

at the Piedade Youth Association club house, marching towards Vitogem and concluding at the Asilo ground where the festivities take place. The flag march consists of 12 young schoolboys each one carrying a flag including the PYA flag and the ward flags followed by the brass band. The Piedade communidade consists of six wards. This year, six floats will be paraded at the main centre in Divar. The judges will mark the floats based on costumes, theme, dance performances and so on. “Wards are allotted with themes; ideas are discussed and tasks are assigned which involves as many members of the ward as possible. Friendly espionage is all a part of the fun but mischief does not ever get destructive. Some design the float, some help in fabricating it while others round up the nimble-footed and choreograph the dancing. Overall, it is an engaging and enthralling experience which unites everyone,” says Joseph. The non-commercial floats have specially assigned themes that give a socially relevant message and this year will be no different. Themes chosen for Bonderam 2010 are based on social traditions, so don’t be surprised to spot a render climbing up a coconut tree or a poder selling hot buns for the mini carnival. Fotash are permitted only for the fotash march and is used only near the flags and not on humans as it is really painful if shot on close range. The band, A-26, will provide the music for the evening. Tourism Minister Nilkanth Halankar will be the Chief Guest while the Guests of Honour will be Pandurang Madkaikar, MLA of Cumburjua Constituency, Agnelo Fernandes, MLA of Calangute Constituency and Nirmala Sawant MLA and social worker. The following day, the harvest festival will be celebrated in the church. A procession with the statue of Mother Mary followed by the brass band will make its way to the field to bless and cut the crop. The procession will then head back to the church for the High Mass. In the evening, islanders will take part in katoddio, coconut breaking competition which will bring the festivities to an end.

It’s been about two years since she witnessed a meteoric rise to international fame with the multiple Oscar winning film ‘Slumdog Millionaire’, but there’s been a paucity of film offers from Bollywood. “I have done no film in India so it is very hard for people to accept me as an actress. They don't really know who I am or they probably don't take me too seriously,” said Pinto Freida feels she doesn’t suit the requirements of a typical heroine in Bollywood films. “I haven't been directly approached to do a Bollywood film. After ‘Slumdog Millionaire’ I was given scripts to read but was

not directly approached. I don't think I fit the bill,” she added. The 25-year-old actress has however been accepted by Hollywood and world cinema. Though earlier in the news for her relationship with Dev Patel and her previous affair gone sour, Freida now has a handful of big film such as ‘You Will Meet A Tall Dark Stranger’, ‘Miral’, ‘Rise of the Apes’ and ‘Immortals’. Connecting her past broken relationship with a film she is doing with Woody Allen, Freida said, “When I walked into Woody’s office and read the scene in the nursery, where Dia confesses for the first time that she has doubts about what she is getting into, I was like, Has someone been reading the gossip magazines to Woody?” “They (Hollywood) definitely have accepted me much more willingly than in India. K a n t a r a m a re o f v a r i o u s t y p e s s u c h a s Solos/Duets/Duos/Trios/Quartets/Quintets etc. Tiatr Academy of Goa (TAG) has observed that the present day composers and singers very often go for solo singing only and do not promote Duets/Duos/Trios/Quartets/Quintets etc. In order to preserve and promote Duets/Duos/Trios/Quartets and Quintets in its true form as they were presented on the tiatr stage in the past, TAG has organised a competition of singing of original Duets, Duos, Trios, Quartets and Quintets on September 18, 2010 from 10am onwards at the Conference Hall of Goa State Museum at Patto Plaza, Panjim. The rules for participation in this competition are that the songs sung should be newly composed, the lyrics should be of interactive nature and every singer should be a different character in the presentation. Care should also be taken to have original music and the lyrics for the same should be submitted to TAG along with the prescribed Application Form duly filled on or before September 9, 2010 at the office of TAG. The composers and singers of Duets/Trios/Quartets/Quintets are requested to participate in large numbers and help in preserving these songs in their true form. Before the curtains go up, Anil Kumar makes a point that his efforts in the drama have been in presenting the evil that prevails in the society and the urgent need to drive away the demon that has stepped in to destroy the families. He further stresses that all the characters in the drama are purely fictitious by nature. Although one may not get to enjoy a direct flow of sequences, there are many twists and turns, followed by flashback scenes, which had the viewers glued to their seats. Val’lap Caculo aka Vicky (Michael Gracias), a rich businessman, is hungry for love and he seeks it from other women as he fails to receive it from his wife. His mission is further accomplished with help and support from his PA Newton (Anil Kumar). The special guests present on stage were Sarpanch of Socorro Pratima Narvekar and Selena de Souza, Principal of Chubby Cheeks High School, Pilerne. President of Goan Folk Art Group said, “A lot of work still needs to be done for the upliftment of our Culture.” The program began with patriotic song by the Chubby Cheeks High School, followed by a Fugdi performance by the Vital Rastolo Mandal, various group like Mando Mogi and Porvorichim Noketram which filled the evening with lovely Mandos like ‘Chitracarachim Dukam’ led by Celina Cordeiro, ‘Gopit Mog’ led by Avelino Fernandes, Novo Tratu led by Sabita Nazareth, ‘Tukach Rautalim’ led by Avelino Fernandes. The Senior Citizen Group performed ‘Pipla Peddar Duno’ led by Linda Braganca. Efforts on the part of the director on stage sets, background music and light effects would have helped to bring standard in the drama and make it a presentable one. Sanjay Kalangutkar as hawaldar excels with his typical Marathi ascent on several occasions. George Gonsalves as DySP and Cinnet Cort as the DySP of the crime branch have done justice to their respective roles. Comic interludes by Angela Moraes, Gabby and Michael bring in pills of laughter among the audience. Some of the songs rendered by Succoro de Santa Cruz, Sonia, Victor, Michael Gracias, George Gonsalves were worth listening and had powerful messages to the listeners.

St Sebastian SC, Mapusa overcame ten-men Holiday SC Arpora 2-1 in GFA’s Third Division at Anjuna Gymkhana ground on Thursday. The score was 1-1 at the lemon break. Viraj Naik was sent off in the 41st after receiving his second yellow card for a foul in the box. He gave away a penalty in the process which Sebastian captain Joalen Fernandes took, but it was wonderfully saved by Holiday custodian Sime Purushkar. Mapusa attacked well and young Joalen Fernandes stood out for them. Although he

missed the penalty he had scored earlier and gave the rival goalkeeper a lot to think about. Recently with his goal scoring exploits, Joalen helped his college Xavier’s HSS win the interschool football tournament and he looks like a bright prospect for the future. Super news, as the Goa Football Association will be giving away free entry for students and senior citizens at this season’s Kingfisher Goa Pro League, which is set to kick off on Saturday. The announcement was made by GFA secretary Savio Messias today at the launch of GFA’S flagship event. “By giving away free tickets, the GFA would like to see the stands full which will encourage the players to perform better,” reasoned Savio. Senior citizens and students will have to show proof of identification to avail of the benefit. Savio stated that in this season’s Pro League the teams will only be able to field two foreign stars even though the AIFF has allowed four. This move was made to unearth hidden talent and allow Goan boys to shine. GFA vice-president, Peter Vaz highlighted the successful season that the Goan clubs have had, “The Goan clubs have won the ILeague, IFA Shield, Durand Cup and Junior I-League which shows the strength of the game in the state.” Peter also mentioned that the Australian grassroots programme

is set to start soon which will boost Goan football. The prize money for the winners of the league will be Rs 2 lakh and the runners up will be richer by Rs 1 lakh. Aussie swimmer banned from CWG Australia's Ryan Napoleon has been suspended from swimming for three months following a positive test for a banned substance after he was given the wrong asthma inhaler, Swimming Australia said on Thursday. First it was the notorious Randiv no-ball, instigated by Dilshan, that denied Sehwag a deserving ton; then it was Sangakkara's tiff with McCullum; and finally Dhoni's post-match football drill delaying a scheduled press conference, which was then boycotted by the Indian print media. To compound Dhoni's problems, an ODI series on the back of a gruelling Test series also took its toll on the team -- ranging from injuries to mosquito bites. But somehow, Dhoni has managed with an uninspiring bench strength and Team India

has crawled its way to the final against Sri Lanka on Saturday. Dhoni admitted that the absence of four regulars would create enough space for every youngster to get a chance and would be an ideal scenario to test their mettle before the World Cup in 2011. The same hasn't transpired on the field though, with Saurabh Tiwary and R. Ashwin seemingly forgotten after being put on the backburner. Now that the Dhoni brigade is one match away from clinching another victory on foreign soil, the skipper's cached cogs will have to propel the wheels of India's ODI convoy to the champion's podium on August 28 and win their fifth consecutive ODI title on Sri Lankan soil under Dhoni.

As a part of the ongoing preparatory activities, the GFA and FFA had a very productive tele-conference on Tuesday and various aspects of the programme

which resumes at all centres in September were discussed by the GFA team comprising Savio Messias, Elvis Gomes, Vinod Parkkot and Antonio Botelho with Mark Falvo, John Boultbee, Sam Hemphill and Matthew Bulkeley of FFA. The partnership meshes into the GFA's earlier Vision India Under-10 programme activities under Asian Football Confederation (AFC). Australia is now part of the AFC, which was one of the Asian representatives at the last World Cup in South Africa and is a strong bidder to hold the 2022 World Cup finals. GFA will be sending to the FFA the

duties and responsibilities of the coordinator for the programme, and review the programme budget; the FFA in turn would study both proposals and provide appropriate feedback. The FFA's technical departments will suggest and send to GFA samples of coaching materials for the grassroot programme and incorporate milestones and deliverable material within the activity plan sent by the GFA so as to monitor progress of the programme. On August 28, all the Under-10 centre administrators and coaches will meet with the GFA officials to discuss the

progress of the programme. Each Centre mandatorily has a support committee based on the local community, of a maximum of 12 members, at least two of whom must be parents of the participants. Centre membership is absolutely voluntary and can be rotated without any specific term period, and the GFA requests those interested in joining to get in touch with the GFA Secretariat. One of the deliverables for the programme is the addition of at least three additional centres during the year to the programme.

Kohli fined for conduct breach UNI DUBAI, AUG 26

Indian batsman Virat Kohli has been fined 15 per cent of his match fee for breaching the ICC Code of Conduct during his team's ODI against New Zealand in Dambulla. Kohli pleaded guilty to a Level 1 offence and accepted the proposed sanction from Match referee Alan Hurst after play concluded, the ICC said. The Indian was found to have breached 2.1.3 of the code which relates to ''showing dissent at an umpire's decision''.
