Another bird-hit at Dabolim HERALD REPORTER VASCO, SEPT 25

About 163 passengers besides cabin crew had a narrow escape when a Mumbai-Goa Indian flight encountered a bird strike while landing at Dabolim airport on Friday evening. This is the fourth bird strike at Dabolim within barely 15 days, triggering panic among officials of Airport Authority of India (AAI) and commercial airlines over the safety of passengers and cabin crew. The aircraft which was hit at about 4.30 pm managed to land safely without any damage. It may be recalled that on September 12, two bird strikes were reported at the airport within period of three hours. An Air Arabia airbus 320 from Sharjah carrying over 185 passengers suffered a minor bird strike while landing at about 4.30 am. Three hours later, a Kingfisher flight with over 42 passengers had a lucky escape when the aircraft suffered a severe bird strike that damaged its propellers. Under a major 8-point initiative to address the unrest in the Kashmir valley, a group of interlocutors is being appointed to hold a “sustained dialogue” with various shades of opinion, about 200 youth detained for stonepelting are being released and the presence of security personnel is being de-scaled. Significantly, the notification of areas as “disturbed” will be reviewed which could pave the way for non-application of the controversial Armed Forces Special Powers Act (AFSPA) to certain parts which will cease to be treated as disturbed. Unveiling the initiative after a meeting of the Cabinet Committee on Security (CCS) under the chairmanship of Prime Minister Manmohan Singh, the Centre also announced grant of ex-gratia relief to the families of those killed in civil disturbances since June 11. The total number of dead is over 100. Union Home Minister P Chidambaram, briefing reporters after an hour-long meeting, said the Centre has also advised the State Government to immediately review the case of all Public Safety Act detenues and withdraw the detention orders in appropriate cases. The move was welcomed by ruling National Conference and main Opposition PDP while the separatists maintained a studied silence over these announcements. Chief Minister Omar Abdullah, who met Chidambaram after the CCS announcements, welcomed the move and expressed the hope that these steps would ul-

Goa is all set to welcome its first chartered tourist flight from Netherlands on October 1, when the State embarks on its sixmonth tourist season. Speaking to Herald, Superintendent of (Immigration) Police Tony Fernandes said that the weekly chartered flight ‘Arke Fly’ will carry 100 to 150 passengers to Goa from where it will fly to Colombo and back to Netherlands. One of the best in the hospitality sectors, the internationally acclaimed tourist State of Goa will be buzzing with several lakh tourists from across globe. The immigration officials today held a meeting with the tour operators, airport director and agencies who would handle their clients’ hotel accommodation, transport, etc during the holidaying period. Main chartered flights will arrive from October 15 and heavy rush is expected on Thursdays

‘15 p.c. rise in tourists likely’

The travel and Tourism Association of Goa expects 15 per cent rise in the charter tourists this year. “Last year, the State played host to 683 charter flights. We expect at least 15 per cent rise in charter tourists this year”, T TAG president Gaurish Dhond told Herald. Stating that a good tourism season beckoned the State, Dhond was confident of additional 500 seats every week. On the number of confirmed charters Dhond said, “there are many slots booked but the actual confirmation is yet to come”. – (HR) and Sundays. “Most of the flights will arrive mid-nights from 11 pm to early morning till 7 am. For this, the airport will be open 24 hours”, the officer said. The meeting also discussed various factors for tourists in-

Interestingly, authorities this time will station interpreters for Russian citizens to fill disembarkation forms. Similarly, other foreign tourists will also have to fill disembarkation forms to inform the authorities about their departure. “Russian citizens are not wellversed with English and our policy is that every foreign tourist must fill up disembarkation form at the immigration checkpoint. To avoid any difficulty, we will station interpreters to help the foreign visitors”, he further said. The State is once again expected to welcome large number of tourists from Russia and Britain as each chartered flights from these countries will be carrying more than 300 passengers.

Don’t dump garbage in Dabolim airport vicinity, urges Navy HERALD REPORTER VASCO, SEPT 25

Voicing concern over the recent bird strikes at Dabolim airport, the Navy has appealed to the people to refrain from dumping garbage in the vicinity of Dabolim airport. “There are nearly five places surrounding the airport where garbage is disposed in the open and these sites have attracted a large number of birds,” Navy PRO M C Joshi told Herald. “We have been working hard with local bodies and the administration to ensure that bird strikes are minimised. We also seek the support of people in this regard and we urge them not to dispose garbage in the open area surrounding Dabolim airport,” said Joshi. While Airport Director D Paul Manickam

claims the Navy should be responsible for taking measures to curb such bird strikes as the airport is a defence airfield, Joshi claimed that the responsibility lies with all stakeholders. “Most bird strikes have occurred to civil aircraft outside the airfield boundary during the approach to the airfield, where the surveillance is not that of the Navy,” said Joshi. “A coordinated effort of all stakeholders is necessary to curb such bird hit incidents that could lead to a major air mishap,” he added. Joshi said the INS Hansa takes several precautions to minimise bird hits at Dabolim airport. “All pilots are adequately warned by ATC based on reports by birds watchers from the Bird Hazard Control Team (BHCT) posi-

tioned within the airfield at suitable locations.” “The air station also takes various measures and constantly keeps experimenting with different methods to chase away the bird from the airfield with methods.” “This includes the utilisation of LPG operated devices around the airfield to scare the birds on the way and employment of Bird Hazard Combat Team (BHCT) personnel, in two watches comprising five personnel along with 12 bore pump action gun.” “The air station also uses traditional bird scaring means like scarecrows, reflectors and stripes. A bird survey was carried out by Ornithological Cell from DFS Air Force. Implementation of recommendations in a phased manner is in progress to further curb bird menace,” said Joshi.

Furious with the State government for failing to take remedial measures to curb bird strikes at Dabolim airport, Deputy Speaker and local MLA Mauvin Godinho has said the government seems to be awaiting a major air disaster to take place. He has accused the government of unwarranted delay in handing over land at Verna Industrial Estate to treat garbage. In the absence of a garbage treatment plant in the area, garbage is being dumped in the area of the Dabolim airport and this has attracted birds to the site. The Navy had claimed that open disposal of garbage in the vicinity of Dabolim had attracted birds to the airport field and this was a major factor leading to bird strikes. “I think that State government is waiting for major air disaster to occur, before it de-

porters along the sidelines of the launch of GO-1 News and Entertainment channel at La-Paz Gardens Hotel on Saturday. “Growing bird strikes are mainly due to the open disposal of garbage surrounding Dabolim airport. Such incidents not only tarnish the image of Goa, being a tourist destination, but it would also take away the lives of innocent passengers,” said Godinho. Godinho is upset with the government for delaying his one-and-half year-old proposal for a garbage treatment plant at Verna Industrial Estate. He had planned that the garbage treatment plant at Verna Industrial Estate would cater to all six village panchayats in Cortalim constituency and the newly delimited Dabolim Constituency. “This site is ideal as the AAI does not want any garbage treatment plant to be set up within a 10-km radius of the airport. This 10-km radius covers almost the whole of my Cortalim constituency,” said Godinho. The Verna Industrial Estate, which is spread across two

talukas (Mormugao and Salcete), has vast tracts of land acquired from Cortalim and Quelossim, which forms part of Cortalim constituency in Mormugao taluka. “I have been forced to go against my own government and threaten an agitation to ensure that land is allotted at Verna for the treatment plant,” said Godinho. He pointed out that a few years ago, the Cortalim Communidade had handed over nearly 18 lakh square metres of land to the State government to set up industries at the Verna Industrial Estate. ‘We have demanded only 50,000 square metres of land for the treatment plant, but despite our repeated requests, things have not materialised,” complained the deputy speaker. He claimed that he would lead a delegation of members from all six panchayats to meet Chief Minister Digambar Kamat on Monday to put forth their demand. “If the land is not given in the shortest possible time, we will be forced to agitate against our own government,” he warned.

Committee members were of the opinion that it would set a bad precedent if the Expression of Interests is scrapped midway through the process. Hence, it was decided to ask the Civic body to continue with the process of holding pre-bid meet with the consultants and open the RFP before submitting

the documents to the High-Powered Committee for a final decision. The Civic body had called the pre-bid meet with the four consultants on August 3, but was abruptly cancelled at the eleventh hour allegedly at the behest of the High-Powered Committee. A total of four outstation professional consultants had responded to the Request for Proposal (RFP) invited by the Margao Municipality to monitor the construction of the landfill carried out at the garbage dump site in accordance with the MSW (Management & Handling) Rules 2000 and to certify successfully the work at the site. Besides, Ahmedabad-based P U Asnani, Hyderabad-based

Ramky Enviro Engineering Ltd, Senes and Aecom had responded to the RFP, sources in informed. Of the two consultants, Ramky Enviro Engineering Ltd had lost the bid to Fomento to set up the waste treatment facility at Sonsodo, while the Ahmedabadbased consultant P U Asnani had decided in favour of Fomento at the time of evaluation of financial and technical bids. Incidentally, a prominent member of the high-powered committee spoke openly in favour of P U Asnani for appointment as the consultant to monitor the plant installation work, without realisation that the same Asnani had ruled in favour of Fomento while evaluating the bids.

Saying that the party is disturbed over the Z-security provided to the sons of the Home Minister, the United Goans Democratic Party (UGDP) has called upon the government to withdraw the security provided for private persons or to demand payment for the same. Party Secretary General Anacleto Viegas said that the rumours that some politicians are out to get the sons of the Home Minister is an attempt to camouflage their nefarious activities and carry on with their designs under the cover of Z-security. “The party is much disturbed about the Z-security provided to the sons of the Home Minister of the State when ordinary citizens are unprotected and live in total insecurity. For today it may be the sons, tomorrow the daughters and wife and then perhaps their lackeys’, he said, while demanding withdrawal of the security by the State at the public expense or in the alternative, the minister or his sons should be made to bear the cost of such security. Rajya Sabha MP Shantaram Naik has said that Indian Navy’s attitude of grabbing land in Goa needs to be opposed tooth and nail and promised to take up the matter with the Union Defense Minister, A K Antony very soon. He said the Indian Navy is taking a cover of security needs for the purpose of acquiring land in Goa, which examined from all angles is nothing less than grabbing of land, for which there is no provision in the Land Acquisition Act. “The issue of Navy demanding two St George Islands and Bimbvel beach needs to be rejected by the Goa Government, and that he has already spoken to the Chief Secretary, Government of Goa Sanjay K Srivastava to take a tough line in the matter”, he said. The MP said that the Chief Secretary has assured him that he would protect the interest of the State and said that he (Srivastava) has already questioned the Naval authorities for

their past attitude. “The islands are a part and the parcel of the State and that, tourism activity, fishing activities and religious ceremonies will be trampled upon by the Indian Navy in the name of security, if these islands are allowed to be acquired or grabbed”, Naik asserted, adding that he will be strongly with the villagers in and around the island opposing the move of the Indian Navy. “I feel deeply pained to remark that if Indian Navy gives any assurances of protecting rights and fishermen community or of not disturbing any tourism or religious activity, it is difficult to trust them”, he said, “when Anjediv Island was handed over to Navy by the Goa Government, Goans, specially Christian Community was assured that they will be allowed to visit the island during the annual feast of the chapel standing there. The Navy have, although, put forth security reasons to part away with the Dabolim land for the expansion of Dabolim Airport, it has made, clandestinely, commercial use of the land to establish Naval personnel working outside Goa in the buildings constructed specially for them”, he said.

Opposition gaining momentum against Navy’s land acquisition HERALD REPORTER VASCO, SEPT 25

Local leaders have jumped on the bandwagon of mounting criticism of the Navy’s plans to take over the main islands off the Baina coast. “We will not allow it,” was the terse warning of Deputy Speaker and Cortalim MLA Mauvin Godinho, who has assured his support to the fishermen and people from the locality. “There has been already a lot of land in possession of Central government organisations and it not possible to further allow acquisition of both islands,” said Godinho. “While we have the highest regards for the Indian Navy, being a defence organisation, the State government should not hand over these islands to the Navy,” he added.

“If the Navy claims that the acquisition of islands is for security purposes, then they can beef up patrolling around the islands or post security personnel on the islands without the need to acquire them,” he said. Mormugao MLA Milind Naik said he was not aware of any such plans of the Navy, but was quick to oppose any such move. “If the acquisition plans are going on, we will definitely not allow any such acquisition and we will be with the people in their opposition,” said Naik. Mormugao Municipal Councillor (MMC) Chairperson Shekhar Khadapkar has also urged the people of the State to “vehemently oppose the acquisition of islands.” “These islands are a heritage of Goa and we should preserve them,” said Khadapkar.

Chodan girl aborts 3-month-old foetus HERALD CORRESPONDENT BICHOLIM, SEPT 25

In a shocking incident, a girl from Chodan on Friday aborted a three-month-old dead foetus after seeking the services of a private doctor from Old Goa to abort the foetus. According to highly placed sources at the Bicholim police station, an unmarried girl from Chodan had an affair with a boy from the same village. The girl then discovered that she was pregnant and was afraid to disclose this to her parents. The girl, who was already three months pregnant, then decided to get an abortion done through a private doctor from Old Goa to ensure secrecy in her pregnancy. "The girl did not even disclose her plan for the abortion to her boyfriend and went all alone to the doctor," sources told Herald. "The doctor simply gave her some tablets and sent her

home." After taking the tablets, the girl began getting severe labour pain on Friday night. Family members then decided to shift her to the Bicholim Primary Health Centre. However, the girl delivered the three-month-old dead foetus in the car they were travelling, before they reached the hospital. "The girl delivered the dead foetus at Kavleraan-Mayem and later, she was taken to Bicholim PHC for further treatment," sources told Herald. "After admitting the patient, the PHC alerted the police of the incident." Sources added that the Old Goa police is believed to have registered an offence against the doctor who prescribed tablets to the girl which led to the death of the foetus. When Herald tried to contact the Old Goa police, they denied having registered any such case in the police station.

Absenteeism, not caste, behind Wagh’s ouster HERALD REPORTER PANJIM, SEPT 25

Vishnu Wagh, who was unceremoniously ousted from the organising committee (OC) of the forthcoming International Film Festival of India, seems to have been overloaded with work. He failed to attend a single OC meeting in 2009, which appears to be the real reason for his ouster from the committee. Wagh, a noted writer and poet, and Vishal Pai Kakode were not named in the new organising committee appointed by the Chief Minister Digambar Kamat, who is the chairman of the Entertainment Society of Goa (ESG), for the forthcoming IFFI, inviting criticism from various quarters, especially the Bhandari Samaj, which has alleged that the CM’s move has caste overtones. However, inquiries have revealed that Wagh seems to be overloaded with responsibilities. He is the media advisor to the Department of Information and Publicity, besides being the chairman of the OBC Commission. He is also the

Vice-Chairman of the Rajiv Gandhi Kala Mandir, Ponda. “With all these responsibilities, Wagh seems to not have time for IFFI. He did not attend any of the 13 or 14 meetings the OC had in 2009 for IFFI,” sources told Herald. About Vishal Pai Kakode there are allegations that he created a lot of confusion in the IFFI organisation last year, interfering in every matter, including the free-for-all he had with filmmaker Rajendra Talak on the Red Carpet. It is learnt that former chief minister Pratapsing Rane was also miffed with Kakode’s interference in every single issue. This year’s organising committee is headed by Ranjana Salgaocar, with Anju Timblo, Raju Nayak, Prasad Lolyekar, Pandurang Phaldesai, Sridhar Kamat, Francisco Martins and Manguirish Pai Raikar being the other members. When contacted, OC member Raju Nayak, who is also editor of ‘Lokmat’, said: “Appointing a member or removal is the prerogative of the chief minister.

In the end, he is responsible for the entire event as the chairman of ESG and CM of the state.” “The CM may have had some bad experience and taken this decision. No one can question his authority,” Nayak added. Another former member of the OC Rajendra Talak, who withdrew from all committees this year as he is an ESG beneficiary, echoed Nayak’s comments: “There should not be any issue made out of the Wagh and Kakode, ouster as they were political appointments, which are bound to change,” he said, adding, “Wagh is a good writer and poet and he has representation on many committees. Chairperson of Hotel Cidade de Goa Anju Timblo on Saturday clarified that it was the State government which approached the hotel for allotting rooms to the International Film Festival of India (IFFI), and she did not have any intention of benefiting from the event. The Indian Meteorological Department’s (IMD) Automatic Rain Gauge project across the State has been delayed since the Forest Department is yet to grant the No Objection Certificates (NOCs) for the same. The project which is completely environment friendly and requires hardly any space in the forest has been delayed extensively after files in the State Forest Department are moving at a snails pace. When questioned whether he has the power to preside over the party affairs when the Delhi High Court has stayed the Election Commission decision recognising him as the SGF president, Gauncar said that he has been receiving correspondence on election and other matters from the Election Commission. “I don’t know the outcome of the proceedings in the High Court. A junior advocate has complained to the Bar Council of Maharashtra and Goa against a High Court lawyer for abusing her in the corridors of the High Court of Bombay at Goa. In her letter to the Bar Council, the victim has complained that on September 20, one Adv Nigel Costa Frias hurled abuses and filthy words at her while she was waiting for her senior. In her complaint, the victim says she was sitting in the corridor of the High Court where her senior was dictating some matter pertaining to court proceedings. Seeing that the senior had moved away into the Court room, Adv Nigel came to the place where she was sitting and taking advantage of the fact that nobody was around, hurled abuses and filthy words at her. The trainee has just passed her LLB (Hons) course from Pune University. The letter also alleges that this was an attempt to harass, abuse, insult and malign her dignity as a woman, as Adv Nigel is not on good terms with her brother-in-law and sister, who are his neighbours at Dona Paula. The victim has also asked the sitting Justices of the High Court, Advocate General Subodh Kantak, Assistant Solicitor General of India Carlos Ferreira, the President of the High Court Bar Association, Goa, and the Registrar of High Court of Bombay at Goa to take action in the matter.

Heart disease, a cause for concern today

ess than a century ago, heart disease was an extremely rare disease. Today, it is the cause of death of more people in the world than several other deadly diseases combined together. In many developed countries, fatality rate from heart conditions have decreased a bit basically due to breakthroughs in medical education and new medicines, bypass surgeries and angioplasties. Now, the beneficiaries of these advancements are living, but with

consequences. The less healthy hearts still beat, but are not strong enough for living and enjoying a good quality of life. The heart is not merely a pump, but the headspring of every feeling and emotion, whether it is delight and excitement or gloominess and frustration. Mental and emotional tenseness disrupts the emotional heart, whereas, a junk diet, insalubrious lifestyle and absence of physical excises weakens the physical heart. Several illnesses such as high blood pres-

sure, diabetes, high blood cholesterol and obesity are also known to be contributing factors for heart ailments. Smoking is also a major contributor to coronary diseases, wherein it may actuate coronary spasms where the blood vessels of the heart are pinched or narrowed, causing chest pain or heart attack. Now-a-days, we observe that we have completely westernised our lifestyle. Fast food has become the staple diet for majority of youngsters. We see them

Rigorous screening at schools: Key to preventing RHD (By Dr Sanjeev K Garg , Cardiovascular and Thoratic Surgeon, NUSI Wockhardt Hospital, Goa)

he prevalence of Rheumatic Heart Disease (RHD) in our country has been a cause for concern. Studies have put the prevalence of RHD in the country at anywhere from 1-5,4 per 1000 population to 0.68 per 1000. We can safely say it is present in at least 1-1.5 person in every 1,000 population. The treatment for RHD, that generally affects the heart

valves, is complicated and often life-long, Therefore, it is important for both, the general public and physicians to recognize its symptoms and look for ways to prevent it, Rheumatic fever, the cause for RHD, often starts with a sore throat in a child between the ages of five and 15. To f i g h t the bacterial infection, Streptococcous-A, which affects the throat, the body produces some anti-bodies. Besides attacking the bacteria, the anti-bodies also cause harm to the child's other

tissues. This cross-reaction affects the joints and the heart. The joint problem goes away but the scar in the heart remains and manifests itself in the form of narrowed or non-functional (leaky) valves. The most commonly affected valve is the Mitral Valve. Over a period of time, the malfunctioning valve or valves start affixing the functioning of the heart. The symptoms for rheumatic fever are arthritis, carditis, abnormal slow movements (chorea) of the limbs and skin lesions (major criteria), and fever and abnormal blood tests (minor criteria). In 30-70 per cent cases, the child contracts RHD with the very first arrack of rheumatic fever. The chances of developing RHD rises considerably (75-95 per cent) with the second rheumatic fever attack. The symptoms to look out for 2-3 weeks after the fever has subsided are pain and swelling in die joints, particularly major joints like the elbows and knees, and skin lesions. The primary treatment for sore throat and fever is with antibiotics. But once the child has

contracted rheumatic fever, a prolonged dose of penicillin may be needed to prevent the recurrence of rheumatic fever. The infection is generally contracted by children who live in places that are over-crowded and unhygienic and have less access to medical facilities. But there is a risk of the infection spreading in other children as well. If it has been established that the child has got RHD, the treatment is then guided by the nature of the lesions of the valve and their severity. If the patient has 3 narrowed Mitral valve (the most common valve to be affected), it may be treated by either interventional procedures or surgery. In the former, it is balloon valvuloplasty. In a procedure similar to that of balloon coronary artery angioplasty, deflated balloons are pushed across the valves with the help of a catheter and inflated at the spot where the valve is narrowed. But sometimes surgery is the only option to repair or replace a valve; examples of surgery are open Mitral valvotomy, Mitral or Aortic valve repair or replacement. Patients have two options in the choice of valves -mechanical valves, that potentially last a lifetime but he or she needs to be on blood thinners for life, and tissue valves, which have a lifespan of 10-15 years but no requirement of blood thinners. Depending on the age, severity of the disease and socio-economic conditions, surgeons have to take a decision on the type of valve that is the most suited for die patient. Another problem that may affect patients with rheumatic heart disease is an abnormal rhythm of the heart called Atrial fibrillation. This abnormal rhythm may result in palpitations, fatigue and strokes. This abnormal rhythm can also be corrected; at the same time as the Mitral valve surgery by a procedure called as the Maze procedure. Tough treatment for valves is becoming safer and more efficient, prevention is the best way to deal with RHD. It means increased general awareness about the disease among the general public, rigorous screening at schools, particularly in government or municipal schools, and early detection of rheumatic fever.

The Urban Health Centre, Mapusa, has directed the Kadamba Transport Corporation (KTC) to clear the garbage dumped in the premises of Kadamba bus stand at Mapusa and maintain cleanliness to avoid spread of diseases. In a letter to the KTC Managing Director, Urban Health Centre Health Officer Dr Pratima Thali has stated that on inspection of the KTC bus stand recently, they found that heaps of garbage was collected on the rear side and on the right side of the Sulabh toilet. “Due to rains, the garbage rots and is littered all over the place. The dirty water from the garbage is spread all over the place and gets stagnated in front of the KTC shuttle bus service shed,” stated Dr Thali. “To make matters worse, males urinate openly at this corner near the drainage. The rainwater mixed with urine does not flow freely through the drains due to improper gradient/garbage present in it. As a result, strong stink of urine irritates the people,” she said. “The water sump is not closed properly and therefore provides a source of breeding place for mosquitoes, responsible for the spread of the vector borne diseases,” added Dr Thali. Beach cleanup operations were taken up along Salcete’s coastline on Saturday to mark the International Coastal Clean-up Day. At the Mobor beach, the Leela Kempinski, Goa commemorated the day by cleaning up the beach this morning. An army comprising of the Leela employees, staff and managers joined hands to clean up the beach stretch. L e e l a H R M a n a g e r, Sharad Joglekar said that the resort carries out beach clean up on a daily basis, adding that the exercise is being taken up on a bigger scale today to commemo rate International Coastal Clean-up Day.

The South Goa Sessions court on Friday sentenced to two years imprisonment the three accused persons who were convicted for causing grievous injuries to one Joao Pereira, a resident of Maina. Judge Sherin Paul further directed each of the accused to pay a fine of Rs 15,000, with directions to pay an amount of Rs 10,000 to the victim. The judge, however, suspended the sentence for a period of 30 days. The three accused persons Agnelo Rebello, Antonio Rebello and Lazario Fernandes were charged by the Maina Curtorim police for assaulting Joao Pereira with rods and bottles. The prosecution had examined 12 witnesses in support of its case, informed Investigating Officer, PSI Navlesh Desai.

Pak plane diverted following bomb threat ­Reuters­ STOCKHOLM,­SEPT­25 A Pakistan International Airlines Boeing 777 with about 250 passengers flying from Canada to Pakistan was evacuated after being diverted to Sweden today due to a bomb threat, and police detained one man.

A woman called Canadian police after the plane had taken off from Canada, saying a man on board had explosives with him, Stockholm district police spokesman Janne Hedlund said. No explosives were found on the man, who was detained while passengers were being

evacuated from the plane, Hedlund said. His baggage and the plane were being searched, he said. The plane was diverted to Arlanda, the Swedish capital's main airport, after Canadian Police informed the pilot of the threat while the plane was in Swedish

airspace. Passengers walked slowly in line to waiting buses. Armed policemen were seen taking up position near the plane, although fog made it difficult to see clearly what was happening. Police were still investigating whether the man had explosives. Pakistan International Airlines spokesman Syed Sultan Hassan told Reuters that 243 passengers were on board the flight. He did not give numbers of crew members. “The pilot only informed us that he's landing there due to security reasons. All passengers and crew members are well,” he said. “Our central control is in touch with the plane and Stockholm but as far as security checks are concerned, they're saying they are not going to tell us until they complete the process.” At the airport, the plane was standing with its engines idling at the end of a runway, about 2 km from the airport terminal building. Several police cars were parked near the plane and a larger group of police vehicles and fire engines were parked further away.

Claiming that the September 4 Loliem kidnapping episode was a ploy by the victim’s father to extort money from the villagers, Citizens of Loliem-Polem have demanded that the police immediately register a case of extortion against the victim’s father and return the money of Rs 1 lakh to the villagers. The Citizens warned of a hunger strike on October 2 if the police fail to act on their demands and threatened to hold public meetings in Loliem village in the future. Addressing a press conference here on Saturday in the presence of former Sarpanchas Ajay Lolienkar, Mohandas Lolienkar and V ishwesh Acharya, former student leader Prashant Naik said the kidnapping episode enacted by Vithu Yamkar that his son was kidnapped by Ajay, Vishwesh and

A relief of Rs 5 lakh each will be paid to the families of those killed in the civil disturbances since June 11, 2010. The Government also announced that two Special Task Forces, one each for Jammu region and Ladakh region, will be appointed to examine the developmental needs of the two regions, with particular reference to deficiencies in infrastructure and make suitable recommendations. The Central Government will provide to the State Government a sum of Rs 100 crore as Additional Central Assistance in order to make grants to schools and colleges for improvements and additions to the existing infrastructure such as class rooms, auditorium, laboratory, library, play ground, toilets.

Another bird-hit

Later on September 17, another Air Arabia flight encountered a bird strike while landing at about 3 am. The aircraft had to be grounded for nearly three hours. Speaking to Herald, Airport Director D Paul Manickam acknowledged that bird strikes had increased in the last fortnight. “Most of these incidents have occurred while landing and that too early in the morning, except for Friday’s incident which occurred in the afternoon”, Manickam said. “While most aircraft have operated normally after a bit strike, the Kingfisher airline had to be grounded for nearly a day”, he said. “However, the ultimate responsibility lies with the Navy since it is a defence airfield and the Navy should take measures to curb such incidents”, Manickam added. He informed that the Aerodrome Committee, comprising different State Government agencies, Navy and AAI will meet on September 28 to discuss the safety issue. Has the Corporation of the City of Panjim missed the funding under the Jawaharlal Nehru National Urban Renewal Mission to complete a slew of projects for the capital city, including the cleansing of the St Inez nullah and heritage conservation? City residents, who have been keeping abreast of the issue through the media, feel the bureaucrats, ministers concerned and the different Governmental agencies have failed to get even a single project approved in the last four-and-half years. For now JNNURM seems to be a distant dream even as the precarious condition of the St Inez nullah that may have got a new lease of life remains to be so. Information sought under the Right to Information Act by corporator Surendra Furtado reveals in the last three years Rs 67.07 lakh have been spent on consultants to prepare project reports, but till date not a

single project has been approved. Furtado contends the Corporation was supposed to receive a total of Rs 400 crore for several development projects. The consultancy money was paid from the CCP coffers, but where is the accountability for every penny spent, he questioned. CCP Commissioner Elvis Gomes admits there has been a long delay in getting projects sanctioned under the mission, but maintains nothing is lost as yet. The projects have been placed before the Central Sanctioning and Monitoring Committee. “It is not late. We still have two years left to get funding for all the projects,” he says on an optimistic note. Sources reveal the Central committee was to meet this September 24 to accord sanction to projects worth Rs 18 crore, however, due to the Ayodhya verdict the meeting had to be cancelled. Brushing aside recent stepped up rhetoric from Pakistan, India today said it was ready to discuss all issues with Islamabad, including Kashmir, but ruled out any third party intervention. "Everything that they want to discuss and everything we want to discuss with them will be discussed" during Pakistan Foreign Minister Shah Mahmood Qureshi's possible visit to India for talks, External Affairs Minister S M Krishna told PTI here. He was reacting to questions on recent Pakistan Foreign Office statement that there can be no result-oriented discussions with India on Kashmir unless it stops treating it as its integral part and Qureshi's remarks seeking US intervention on the issue. Krishna, who is here for the UN General Assembly session, said he looked forward to hosting Qureshi in India. "Well I was in Islamabad and we did talk and I have invited Excellency Qureshi to come to India and he has very graciously accepted my invitation," Krishna said. "I am looking forward to hosting him in Delhi... and the

dates have to be worked out." Krishna, however, underlined that despite recent statements by Pakistan on Kashmir, talks would continue. "India wants to keep Pakistan engaged in talks because we do not see any other alternatives...Talks are the only way to take this forward," the Indian minister said. Separately, Krishna told an Indian TV channel that New Delhi has always "consistently rejected the whole idea (of third party intervention)." "I think when we are talking to each other, intervention by any other country may not be that appropriate... Well if you were not in talking terms at all, then perhaps intervention by third countries could have been helpful but here the case is quite different. "We are talking and we will continue to talk and the Prime Minister Dr Manmohan Singh has said that engaging with Pakistan is one of our concerns and we will certainly keep talking to them," he told 'Times Now' in response to a question. In fact the album is named ‘Teenage Dream’ and the hit single has a very peppy disposition. It has been dubbed as “The best second effort in pop music history” by MTV and does live up to the standard. Nostalgia to celebrate World Tourism Day

HERALD FEATURES oa was yet again entertained when a houseful attendance marked ‘Konkani Rocks -Celebrating Lorna & More’. The show was held on September 22 at the Ravindra Bhavan, Margao and was attended by Chief Minister, Digambar Kamat, also a Lorna fan. Lorna regaled the audience by rendering some of her famous numbers penned by Chris Perry and other composers. The ecstatic audience cheered and sang with Lorna as the evening unfolded, expressing their love and admiration for the star who is also acclaimed as Goa’s Nightingale. Performing alongside Lorna were Blasco and Bosco, two of the famous Monsorate Brothers. The evening consisted of songs and dances presented by noted Konkani singers, Sidhnath Buyao, Sonia Sirsat along with Nacch Sobhann- a troupe from Mangalore formed by young artists. A 12-member brass band consisting of students from the Manovikas School and trained by Etrude music academy presented pure jazz themes. Lorna was given a standing ovation by the over 1,000-strong audience in the presence of Goa’s CM, who later said, he supports a national accolade for Lorna such as a ‘Padma’ class award. The show was organised by Konkani Rocks, whose founder Armando Gonsalves has nominated Lorna for this year’s Karmaveer Puraskar.

Parish Youth, Nuvem defeated Sporting Club of Davorlim 2-1 to book a place in the finals of 29th Gold Silver Rolling Trophy inter- village football tournament organised by Navelim Sporting Club at Rosary ground, Navelim on Saturday. They led 1-0 at half time. Nuvem rocked the rival citadel in the 23rd minute through a penalty. Hardworking midfielder Remy Colaco was brought down by a Davorlim defender inside

the penalty box and the referee pointed to the dreaded spot. Remy himself took the resultant spot kick to send the rival goalkeeper on the wrong way. Parish Youth showed greater urgency and their persistent raids paid dividends when Neves Noronha doubled the lead with a rasping drive. Davorlim scored a consolation goal through Rosebud Gomes.

Areal trounce Fr Agnel YC HERALD CORRESPONDENT MARGAO, SEPT 25

Sao Jose de Areal Sports Club trounced Fr Agnel Youth Club, Paroda 5-0 in GFA’s Third Division League at Padribhat ground, on Saturday.There was no score at half time. Areal opened the floodgates when Fredrick Endro bulged the net in the 40th minute after he picked up a cross from Ashlon Oliveira. Ashlon Oliveira doubled the lead with a stiff grounder. Later, Raymond Fernandes, Merwyn Costa and Olfie Andrew scored. Patrick Lima of Fr Agnel Youth Club was adjudged man-of-the match.

Churchill Brothers made it to the semi-finals of 32nd Federation Cup as they held Chirag United goalless in the final league match at Tilak Maidan, here Saturday. Churchill will now lock horns with East Bengal in the first semi-final to be played on September 29. The draw saw both teams finishing on five points each, but Churchill topped the group due to their superior goal difference of plus four to Chirag’s plus one.

Churchill were saved in the 15th minute by goalkeeper Lalit Thapa who acrobatically saved a volley from Chirag striker Josimar Da Silva Martins. Chirag had a charmed life in the 34th minute as following a coordinated move between Zakeer Mundampara and Odafe, Koko Sakibo’s shot kissed the post on its way out. Soon after, Odafa found the net but the assistant referee had raised the flag for an off-side. Jerry Zirsanga sent shock waves in Churchill’s camp with a solo effort, but once again

goalkeeper Lalit Thapa saved a power packed shot. Later, Chika Wali’s long shot was headed back by Rafique to well positioned Gourang Biswas, whose shot was collected by the goalkeeper. Dempo stormed into the last four of the 32nd Federation Cup playing out a goalless draw with JCT in their last and final league match at Guru Nanak Stadium, Ludhiana on Saturday. ONGC edged past AIFF XI 21 to finish second in Group C.

Dempo finished at the top of the table with seven points, while JCT finished last with just one point. AIFF XI suffered a 21 defeat at the hands of Oilmen today. Dempo (7), ONGC (6), AIFF XI (3), JCT (1) East Bengal continued their undefeated streak edging past Pune FC by a solitary goal to

Vasco rally to draw with Faria HERALD SPORTS REPORTER MAPUSA, SEPT 25

An equalizer from Vasco Sports Club’s Thomas D’Souza early in the second half ensured Vasco salvaged a point as they drew 11 with Faria Sports Management at Duler Stadium here on Saturday. Faria led 1-0 at the breather. Faria goalkeeper’s only mistake was leaving the ball for his defender to clear which led to the equaliser. The Goa Cricket Association (GCA) displayed professionalism as they unfolded the plans concerning security arrangements, sale of tickets and pitch preparation for the Australia – India ODI match on October 24 at Nehru Stadium, Fatorda, Margao.

GCA vice-president Chetan Desai, secretary Prasad Fatarpekar and treasurer Vinod Balu Phadke spoke with authority, total control and expertise as they shared the details at a press briefing here on Saturday. “Experience and learning from the past mistakes has made us wiser, better administrators and organizers,” they remarked. “Transparency in our working,” the threesome pointed out. The pitch will be a batsmen paradise, to international standards, with a score of 320 not being ruled out. The ground will be fully covered for the first time so that the rains on the previous day or earlier do not prove a spoilsport. The pitch is expected to be tested for a week with practice matches from October 5. The match has been insured for Rs 3 crore – Rs 1crore as spectators liability if the match is washed out without a single ball being bowled so that full refund will be released; Rs 1 crore as organizational expenses and Rs 1 crore for stadium usage. All tickets, with different colours for different stands, will have RFI (Radio Frequency Identification) feature with a chip and lamination on one side. Scanners at every entry point, besides checking the ticket will also keep a count of the spectators, with provision to detect wrong gate entries. Every ticket will carry a route map for entry into the stadium. Besides, there will be other security features inclusive of invisible ink. The cost of printing the ticket with

special features has been put at Rs 250 each. Online tickets through Federal Bank of Rs 2500 and Rs 1500 denominations only will go on sale from October 1-15, or earlier than the last date, if the quota is exhausted. The other tickets of Rs 500 each will be available at the counters so that the locals get the maximum benefit. Senior citizens and handicapped persons will be eligible for 180 tickets of Rs 500 each

The Army on Saturday began construction of a bailey bridge outside the Commonwealth Games main venue Jawaharlal Nehru Stadium to replace a foot overbridge that collapsed this week causing major embarrassment to the city government. The Army engineers swung into action after receiving an SOS from the Delhi Government last evening to construct a bailey bridge "at the earliest" so that

"An Army engineering regiment (with about 800 to 1,000 men) has started the work for the bailey bridge today. We will complete the bridge within the timeframe and hand it over to the Games organisers," a Colonel-rank officer said. The bailey bridge will come up on three pillars. The Army has been given five-day deadline to construct the bridge.

Sharing the blame for the shoddy preparations for the Commonwealth Games, CGF boss Mike Fennell today said considerable work has been done but it has to be sustained over the next eight days to make the troubled event a success. Rounding up an emergency stock-taking trip, during which he inspected the much-criticised Games Village, Fennell said it was not the time to indulge in a blame-game but so much of work should not have been left for the last lap. "The massive work that is being done now ought to have been done earlier," said Fennell. With the sun shining for the second successive day, the mood among the top OC officials also brightened up as they took journalists and Heads of Mission on a conducted tour of the Village, dubbed filthy by international delegates some days ago, in an apparent damage-control exercise. Ending days of uncertainty over international participants, Fennell also brought some much-needed good news for the beleaguered organisers by announcing that "there would be full participation in the Games." The spate of individual pullouts also slowed down a bit with just a British diver -- Peter Waterfield – announcing his withdrawal. But the highlight of the day was Fennell's press conference where he spoke of his disappointment at India's failure to complete the preparations in time and of how it would dent the country's image. He will be presented the award in Murcia (Spain) on December 12 during the Freestyle 2010 Advanced School of Coaches workshop.
