Off-shore casinos get a breather CoP issues NOCs for 3 months HERALD REPORTER PANJIM, OCT 21

Off-shore casinos which had been operating without NOC from the Captain of Ports (CoP) for long, can heave a sigh of relief – for some time atleast. Pursuant to change in government decision, the CoP has issued conditional NOCs to offshore casinos with validity of three months. Speaking to Herald on condition of anonymity, an official in the CoP said that off-shore casinos have been granted NOCs to ply in Mandovi River. However, the validity of the NOC is only for three months, the official said. During which period, he added, the casino operators will require to submit all relevant documents mandatory for their operations. It must be recalled that the CoP declined to renew NOCs granted to off-shore casinos pursuant to policy decision of the State government last year wherein all off-shore casinos operating within city limits of Mandovi River were directed to shift at outer anchorage of Aguada Bay on grounds of navigational problems. The BJP has opposed the op-

erations of off-shore casinos within city limits of the river. However, the off-shore casinos operators continued their operations and moved High Court challenging the government’s decision and also got temporary stay. During this period, it also came to light that most off-shore casinos were operating without obtaining NOC from the Director General of Shipping (DGP) as also they had faltered on many other counts. But the government continued its dilly-dallying in taking stern action against erring offshore casinos even as Leader of the Opposition Manohar Parrikar questioned the government’s commitment on the issue in the monsoon session of the Assembly in August. Parrikar had also highlighted that validity of the stay obtained by the casino stakeholders from High Court had expired and there was nothing to hold back the government from taking action against off-shore casinos. Intervening on this occasion, Chief Minister Digambar Kamat had assured the House “to study the issue in totality.” Moreover, it reversed its own (Continued on page 10)

NIO, FSI to jointly study Arabian Sea water samples HERALD REPORTER PANJIM, OCT 21

Two of India’s foremost research organizations – National Institute of Oceanography (NIO) and Fisheries Survey of India (FSI) – have joined hands to study the water samples from Arabian Sea. Officials stated that Memorandum of Understanding (MoU) between both the organizations was signed this month wherein FSI will collect water samples using their fleet of ships while NIO will study it. “FSI has three field stations at the west coast with six vessels in their command. Continuous surface water sample collection using all these vessels over a period of time will provide evenly distributed samples in space and time, to cover all the seasons for the study,” NIO officials said. He said that Isotope fractionation data derived from these samples are extremely useful to understand the fate of escaped moisture from this part of the ocean and its role on the ensuing hydrological cycle. NIO, which is engaged in research activities to understand the hydrological budge of the

Indian peninsular, feels that the information gathered from Isotope Fingerprinting of Waters of India (IWIN) will be useful to support their activities. Also, FSI is looking forward to use this collaboration for a better interaction with the scientists of NIO to understand the ocean-atmosphere processes. The MOU was signed by the two parties in a formal function organised at NIO recently. In past, NIO had participated in a national IWIN. The specific objectives of this programme included identifying dominant sources of water vapour supplied at different locations within the country during different seasons. It also includes quantifying the partitioning of vapours into rain and re-partitioning of rain into various components as evapo-transpiration, soil moisture, stream flow and groundwater. It also aimed to quantify the extent and rates of interactions between these components, and the controls that geographical and climatic factors exercise over the entire hydrological cycle both temporally and spatially.

Migrants have suddenly gained importance in the areas of Khareband, Cine Lata, Gandhi market, parts of Sirvodem and the various chawls dotting the city, including old station area, Tolleaband etc. Both Cine Lata and Gandh market come under Ward No 13 – represented by Rajendra Azgaonkar – brother of Panchayat Minister, Babu Azgaonkar. With Azgaonkar supporting an independent candidate, it remains to be seen which way the voters from Gandhi market and Cine Lata cast their votes. “These slums and basties were once the strongholds of certain leaders. But, the situation has changed in recent times, with the voters now divided in their support to the contesting candidates”, remarked an observer in the know.

Bicholim Municipal Council (BMC) may boast of development and stability in Bicholim, but residents in the town seem to think otherwise. It is learnt that the main poll propaganda of some of the councilors, including BMC Chairman Satish Gaonkar, is the development work in the town. Some of the important projects of BMC include garbage treatment plant, construction of gutters, sanctioning of Centre’s fund for construction of the new market, construction of new BMC building, roads and beautification of the city. BMC could be well considered as one of the most stable councils in the State, as it had one chairman for almost a decade. Satish Gaonkar got elected from the same Ward 8 and was supported by everyone for the chairman’s post. During the last tenure, efforts were made by then transport minister Pandurang Raut to destabilise the council, but it failed miserably and Gaonkar was still able to retain the chairman’s post. During the last tenure, he introduced his wife and with the help of some BJP councilors, including Bicholim MLA Rajesh Patnekar, was able to retain the power in the council. However, despite all these facts, people from Bicholim seem not too happy with the working of the council. “Stability does not always

They have entered Lamgao and it is right upto Gaonkarwada, but the council failed to keep check on them,” he added. He also charged the council for the faulty Regional Plan and claimed that it is just an eye wash. “The plan demands 15 mtrs road and if this is materialized, many houses will have to be razed and politicians will never go against their voters,” he stated. Another resident, Vikas Parab, from the city expressed similar views. “There is no parking place in the city and on what basis do they claim that they have done progress,” he asked.

Briefing press persons at Mapusa on Thursday, MNS Convenor Subhash Narvekar informed that the candidates who will contest MMC elections under MNS are Roohi Patre (Ward 1), Subhash Narvekar (Ward 2), Michael Carrasco (Ward 3), Subhash Kalangutkar (Ward 5), Sanjeev Rane (Ward 6), Deepak Mahadeshri (Ward 7), Maria Caralho (Ward 8), Conceicao Dias (Ward 11), Meghal Pednekar (Ward 12), Ashok Govekar (Ward 13) and Asha Mashelker (Ward 14). Narvekar said there will no MNS can-

didates in Wards 4, 9, 10and 15. However, the MNS has decided to extend its support to Ashish Shirodkar from Ward 9. Narvekar also released the election manifesto of MNS. The MNS in its manifesto assured the electorate that if elected to power, it would provide efficient and transparent administration to the people. Some of the works which would be given priority by MNS includes sewerage system and underground cabling, upgradation of the market, creation of parking area, speedy completion of Ravindra Bhavan, day care centres, implementation of social welfare schemes, creation of parks and gardens, improvement of road network, setting up a garbage treatment plant, re-numbering of houses and in-

volvement of NGOs in social mobilization for effective implementation of development schemes. The South Goa Sessions Court on Thursday acquitted a security guard Gumursingh Dasumatary (22) who was charged for the murder Chandan Kumar Yadav at a factory at Cacoda-Curchorem three years ago. The court acquitted the accused for want of evidence as the prosecution failed to prove the murder charges against him. The incident had occurred on October 2, 2008 when Chandan Kumar he was found dead at the place of work after being hit by a pipe on his head. Police investigations conducted by PI Nilesh Rane later revealed that the death occurred after being hit by a pipe.

Last year, when the saline water entered the paddy fields in Vaddy-Merces, it not only destroyed the crops of the farmers, but also destroyed their hopes as many of them did not return to sow the fields this year. However, for senior farmer Luiza Maria Fernandes of Carmita, Vaddy-Merces, farming has been a passion and she has been undertaking the activity since the last 50 years. And to abandon her field due to the high salinity was not on her mind and she was determined to beat all odds. However, her three attempts to sow paddy turned futile as the crop died. Ultimately, realisation dawned on Luiza and she sowed a different variety of rice which is suited for saline conditions and her perseverance bore fruit as the paddy took roots.

Ponda Police on Thursday arrested a 40-year-old woman from Tisk-Ponda in connection with various cheating cases since the last one year. According to Ponda Police, ASI Mallik and Ponda police personnel arrested accused Surekha Prabhugaonkar at Mapusa market. Police said the accused, under the pretext of providing jobs, had cheated a number of people from Panjim, Bicholim, Vasco and Quepem to the tune of over Rs 25 lakh.

Is it the end of road for BJP in Sattari? Re-election of Vishwajeet Rane with huge margin from Valpoi constituency today has completely put the BJP on backburner in Sattari taluka. Poreim constituency in Sattari taluka has always been the stronghold of the Congress Party with Pratapsing Rane still maintaining his hold. But it was a different story in Valpoi -- BJP made its presence felt in Valpoi when it defeated the Congress candidate in 1994. Though it was not able to repeat its performance in 1999 election, BJP’s losing candidate Narhari Haldankar polled 3323 votes as against Congress candidate Venkatesh (Banddu) Dessai who polled 4177 votes. The BJP made a comeback in 2002 when Narhari Haldankar defeated Congress candidate Venkatesh Dessai by 352 votes. The activity has been going on since the time of first CM Bhausaheb Bandodkar and even before. Even during BJP’s time there was mining.” The winning candidate asserted there was no problem and vouched for mining as a major revenue earner for the State. The Opposition leader should stop fooling the people and stop false propaganda, he stated. The Margao Municipal Council has threatened to slap 12 per cent penal interest on households who fails to clear their outstanding dues by way of rent and house tax by December 12, 2010. Chief Officer Prasanna Acharya said the penal interest will be imposed on the defaulters without further notice if they fails to clear the dues within the prescribed time frame. He said members of the public can pay the amount due to the Council within no time at the Citizens Facilitation Centre in the Civic body. Incidentally, Acharya said the Civic body has decided to avoid serving demand notice on each and every defaulter and appealed to the defaulters to visit the Municipality on any working day and clear their outstanding dues.

Several reminders to the Government have till date not helped. “We have sent several reminders to the Government to sanction the proposal to

Bicholim Police on Thursday registered a case against a man from Kudchirem-Bicholim on charges of abetting his 30-yearold wife to commit suicide. It may be recalled that one Nikita Naresh Gaonkar from Kudchirem had committed suicide by setting herself ablaze at her residence on July 5. According to Bicholim Police, Nikita’s husband used to frequently abuse her. On the fateful day, Nikita’s husband started abusing her physically and she

allegedly poured kerosene and set herself ablaze, as she could no longer bear her husband’s abuse. Nikita was married some four years ago and has a oneand-half-year old son. Deputy Collector Narayan Gaad was conducting the investigation and on Thursday, after receiving report from the Deputy Collector, Bicholim Police registered a case against Nikita’s husband under Section 306 IPC. Goa police today held police commemoration day parade at the police ground, observed annually in the country in memory of the police personnel and paramilitary personnel killed in action. “A total of 796 police personnel laid down their lives while on duty during the past one-year between September 1, 2009 and August 30, 2010,” Director General of Police Bhim Sain Bassi said during his speech. CRPF tops the list with 191 police personnel laid down their lives on the call of duty followed by 94 police personnel from Uttar Pradesh police. The DGP read out names of all these police personnel. ‘Police Porjek’, the much talked about Konkani album consisting of compositions by deputy Superintendent of Police Sammy Tavares was released recently at Cuncolim in the precincts of Our Lady of Good Health Church. The album was released at the hands of Urban Development Minister Joaquim Alemao in the presence of Cuncolim Parish Priest Fr Arlindo D’Melo and CCP commissioner Elvis Gomes. The album was released during the staging of Comedian Agostinho’s latest Konkani drama ‘God father’ at Cuncolim amidst a great applause from the Cuncolkars. Acknowledging that there are some black sheep in the department, Tavares said that he feels hurt when someone brandishes the entire force as corrupt or lethargic just because of a few bad characters. According to Tavares, his other composition ‘Cuncolimcho Ganv’ sung by him is a tribute to his fellow villagers who have brought glory to the village through their great cultural bond and communal harmony. PANJIM (HND): Global Hand Washing day was commemorated recently at Boca de Vaca ward, Panjim. Hand washing with soap is the most effective and inexpensive way to prevent diarrhoeal and acute respiratory infections, which takes the lives of millions of children of developing countries. Extension health educator, Arpita Korgaonkar explained and demonstrated steps involved in hand washing. The prevention of vector borne diseases like malaria, Chikunganya, dengue, filarial was also discussed during the meeting. Prelate named cardinal during visit to State HERALD NEWS BUREAU PANJIM, OCT 21

President of the Pontifical Council 'Cor Unum' Archbishop R o b e r t Sarah, who recently visited the State, and 23 other prelates have been created cardinals by Pope Benedict XVI on Wednesday. During his personal visit to the State between October 18 and October 20, Cardinal-designate Sarah had visited Pilar, the diocesan seminaries at Rachol and Saligao-Pilerne, some of the churches at Old Goa and had also celebrated mass at the Bom Jesus Basilica. He also visited the Asro Care home for children with HIV/AIDS at Tivim, Ancestral Goa at Loutolim and St Xavier's college at Mapusa. Incidentally, the elevation of Archbishop Sarah as cardinal was officially announced in the Vatican while he was leaving the State to proceed to Mumbai. Cardinal-designate Sarah took a three-day break to the State, during his official visit to Mumbai, where he is attending the golden jubilee celebrations of the St Pius X Seminary and 25 years of Parel Seminary in the Archdiocese of Mumbai.

The celebrations began on October 14 with a solemn mass concelebrated by Cardinal-designate Sarah, Cardinal Oswald Gracias of Mumbai and the new Apostolic Nuncio in India Salvatore Pennacchio, and will last till October 28. The cardinal-designate was recently appointed president of the Pontifical Council 'Cor Unum' on October 7. Before that, he had served as secretary of the Congregation for the Evangelization of Peoples, currently headed by Cardinal Ivan Dias, a prelate who traces his roots to Goa. Cardinal-designate Sarah along with 23 other prelates will be created cardinals in a consistory on November 20, eve of the Solemnity of Christ the King. The other prelates hail from Italy (10), USA (2), Germany (2) and one each from Brazil, Congo, Ecuador, Egypt, Guinea, Poland, Spain, Sri Lanka, Switzerland and Zambia. Archbishop Albert Malcolm Ranjith Patabendige Don of Colombo, Sri Lanka, the only Asian prelate to be named cardinal on Wednesday, had also visited the State in 2002. As president of the Pontifical Mission Societies, he had presided over the national animal programme of the Pontifical Mission Organisation, for 30 bishops from all over India, at the Caritas Holiday Home in Panjim.

Close on the heels of Deputy Speaker Mauvin Godinho holding a meet of officials including from railways to oppose the proposal of the railways to expand its network, Cansaulim gram sabha also recently rejected and opposed the proposal of Indian Railways to expand the existing rail track and loop it to the Konkan railway track. While citing several reasons, the gram sabha observed that the existing rail track passes through the area, which has the highest population density in the villages and so also is the railway station which is in the heart of the village and there is absolutely no space for expansion of the same. The gram sabha also pointed out that the existing track is in close vicinity of age-old her-

itage houses and other heritage habitat. Constant movement of rail traffic would cause vibrations, which could damage the heritage houses and most of them are or very close to 100 years of age or more. Dr Marconi Correia also appealed to the gram sabha of other villages like Velsao, Utorda-Majorda, Sancoale and Chicalim who too are adversely affected by the railway proposal to join hands and collectively reject the doubling of the railway line from Vasco to Margao, says an email. Earlier, Sarpanch Jose Manuel Fernandes admitted that resolution for land acquisition for constructing a road in the vicinity of the controversial housing project at Cottarvaddo was wrongly recorded in the minutes by Secretary Pradeep Tamhankar when in fact such a proposal was never put to vote.

The IPA Provedoria is a charitable institution under the control of the State government, and provides various services to the poor and weaker section of Goan society. One of the services provided is shelter to poor and needy senior citizens of the State. It runs 9 Old Age Homes at different places in Goa and admits the following categories of the people. Both male and female inmates of 60 years and above, who are residents of Goa for 15 years or more, are provided shelter in these homes. Helpless aged persons in indigent condition, living alone, unable

to manage on their own are granted admission free of cost. Those applicants whose family members are away from Goa owing to which they have nobody to care for them are granted admission against payment of maintenance charges fixed on the basis of their financial status of the family members. Interested eligible senior citizens desirous of admission may submit their applications. Things may not be all that happy for Nitish this time, but indications are that since there is no grand opposition alliance of the RJD, LJP and Congress, he may still retain a majority. To be fair, apart from building roads, bringing electricity for a few hours a day to the villages and cracking down on criminals and kidnappers, Nitish has worked no great miracles. No major industry has come to Bihar, and jobs are still very hard to get. But in a state that has seen no development in almost a lifetime, even his small achievements hold out great promise of what is to come. That is the crux of Nitish’s appeal. Which brings one home to Goa. If the overwhelmingly uneducated and backward Bihari peasantry can learn to value development more than caste, what holds back the ‘educated’ and ‘cultured’ Goans from voting for governance rather than for caste or, worse, for proven scoundrels?

havioural distance, between a bureaucrat and a Minister, I felt emotionally close to him. I told him I had no official work and that it was just a courtesy call. Eduardbab was a Minister of State in various Departments of the Government of India, for a period of ten years. He always tried to do something for Goans, in all departments he handled. The success of Government of India in getting back Goans’ gold stuck in the vaults of Banco Nacional Ultramarino in Portugal was in no small measure due to Eduardbab’s efforts. He tried to bring the Indian banking sector to Goan villages and exhorted Goans to start more

trade and industry with the help of nationalized banks. There was another Minister at the Centre before Eduardbab who held ‘Loan Melas’ in south India and publicly encouraged beneficiaries not to repay bank loans because it was a case of people’s money going back to people. Goans expected Eduardbab to follow in the footsteps of his predecessor, but Eduardbab saddened their hearts by reminding them that loans have to be repaid as per schedule. He was the one solely responsible to bring home to Konkani language the Central Government project for preparation of corpora of Konkani words as a first step towards automatic electronic translation from one Indian language to another. This was done by him when he was Minister of State for Electronics. He chose the Asmitai Pratishthan, Margao to implement the project. He got the Labour and Employment Department of Government of India to organize frequent exhibitions in Goa on career options and selfemployment schemes for youngsters. I am sure many Goans seek his help in various matters even today. Despite the fact that he doesn’t need a vote-bank today, he always extends a helping hand to the needy. Recently, I had an occasion to meet a Schedule Tribe woman who told me how Eduardbab had helped her physically challenged daughter to receive the best possible medical treatment in Goa and outside for a serious illness. In today’s world, politics is synonymous with corruption. Eduardbab was a Central Minister off and on for about ten years, between 1986 and 1996. There had never been any allegation publicly made against him about corruption, nepotism or favouritism. At no point of time, have there been any sly insinuations that he had ‘fixed’ his near and dear ones in important positions in banks and other public sector undertakings. Eduardbab now lives in his native village Raia. Like all seniors, he also seems to have become irrelevant in today’s age of selfish politics. Let us hope, he reactivates himself to improve the quality of politics and governance in Goa. We wish him a long and healthy life in the service of society.

A

friend of mine who migrated to Australia some years ago sent me a family video. Having great reverence for the Blessed Mother, she had promised to build a grotto in the grounds of the house they desired to buy. So when they did indeed strike a good deal, she made good her promise. Now, we all know that in a country like Australia, hired help comes at an astronomical price. So they were left with the option of doing it themselves. Having no expertise in the matter, they turned to a neighbour for help. He volunteered to do it himself since he had built his own grotto many years ago. And so my friend and her family learnt how build their grotto from scratch, something they may never have learned back here in India. We Indians are a pampered lot, especially those who are privileged to have, at our beck and call, maids, masons, repairmen, in short, the semi-skilled jack-of-all-trades, for a reasonably small price. It just doesn’t suit our personality to get down to doing the job ourselves. I recall admiring the sparkling clean car of my neighbour and congratulating him on a good job to which he replied with disdain, “Oh, I never clean my car. My driver does that. I don’t

have the time.” I learned to my dismay, some days ago, that my body gets arthritis when it comes to sweeping and swabbing, a chore my maid accomplishes with amazing ease. I get the sniffles after washing a sink of dirty dishes. Oh, how dependent we are on those who are dependent on us! Later I found out that my husband does not know how to drill holes in the wall and I had to rely on Francis, our electric repairs expert to handle that seemingly simple chore for me. For a stay-at-home mom of four, you would think I should know how to cook, sew, cut hair, but alas, we don’t do these things any longer in India, do we? We have cooks, barbers and designer shops at malls to pander to our every whim and fancy. When are we ever going to wake up and do it ourselves? I would surely like to see my man tote a machine drill for once or wield a sturdy saw. I should be whiling away my precious time learning how to make that perfect cake for my son’s birthday instead of ordering one from a reputed cake shop around the corner. And I ought to be pedalling away at a Fashion-maker instead of running down to

I, for one take great pride in driving around in the family van after my man has given it the shine of a lifetime. My daughter’s haircut may not be in vogue but it’s not so bad either; I promise to improve with time! The cake I baked today is a lot better than the one I baked last week; that one was rightly termed by my husband as a F-L-O-P. And so my fellow Indians, wake up, shake off your lethargic lifestyles and get cracking. Just imagine what you would do if you migrated to America or Australia, and then ‘just do it’.

Breaks in the screening and then re-runs. The power supply kept breaking down. There were rats running around the floor, under the seats and across the aisles. Are the rats taking up housekeeping tasks? Finally the lift was not available for going down. The Osia multiplex needs to seriously look into these complaints.

Margao’s chatting cops Willie Severes, Majorda The main responsibility of a traffic cop is to regulate and control the flow of traffic. Yet, most often Goa traffic cops are seen talking on their mobile phones or in a group during peak traffic hours. Margao Old Market R/A junction is an example. There are around 4-5 cops on duty, but only one of them seems to be working. They are posted to control all four points of the roundabout, but only one side is being controlled at all times. Personal calls on mobile phones should be banned, and group fraternizing should not be allowed during duty hours. Let traffic cops do their duty properly.

Huge subsidies are cornered by rich political bosses to show non-taxable agricultural income. The subsidies rarely reach the marginal farmers and they are not even aware of it, besides the process is also inhibiting. The agricultural officers have become armchair specialists in the offices. They should be in the field holding constant camps demonstrating new scientific methods and giving information and help on available subsidies and schemes. There is ample scope for pisiculture, floriculture, piggery and poultry to augment income. The recent availability of harvesters is welcome relief, economical and labour saving too, but growers must get remunerative prices.

Miserliness led them to bloodshed and to treat the unlawful as lawful.” (Muslim) This Hadith (Sayings of the Holy Prophet) makes the believers aware that injustice and cruelty towards fellow beings and God’s creations are despised and analogised as darkness on the Day of Judgement. It also reminds them that miserliness as opposed to generosity leads to bloodshed, and has ruined earlier nations. A miser also does not hesitate in making a prohibited thing by Almighty Allah permissible for himself. Cruelty and injustice assumes different forms. The Holy Messenger (peace and blessings of Allah be with him) said that Allah has decried the fire of Hell for a person who usurps the property of another fellow being through false oath. He has warned that “your blood, your belongings and your honour are sacred to each other.” He also said a Muslim is a person who does not harm another Muslim either by his tongue (words) or hands (actions). The Holy Messenger has admonished the believers against cruelty not only upon human beings but also animals, birds and even plants. After all they too have life. Miserliness is the manifestation of greed, petty-mindedness and stone-heartedness. This inevitably leads one to envy, hatred, illegal means of amassing wealth and not looking after the needy, the poor and the destitute. The have-nots develop a grudge against the haves and wage a class war. The miser becomes a bane of society and when the disease spreads, hatred and enmity between the rich and the deprived results in infighting and bloodshed.

Accept spirit of HC verdict before negotiation: RSS PTI NEW DELHI, OCT 21

The RSS today made it clear that a negotiated settlement of the Ayodhya issue was possible only when Muslims groups "accept the spirit" of the Allahabad High Court verdict and not challenge the title suit judgement in the Supreme Court. This assertion comes a day after a section of Muslim and Hindu groups including All India Muslim Personal Law Board (AIMPLB) and RSS met in New Delhi in an effort to seek ways for negotiations to settle the vexed issue. "A negotiated settlement to the Ayodhya dispute is possible only when they accept the spirit

of the verdict—that Hindus believe the site to the birth place of Lord Ram--and if they do not go to the Apex Court to challenge the Allahabad court's judgement", RSS spokesperson Ram Madhav said here today. Asked if meetings held by various groups in different cities over the issue was a way to achieve a solution, Madhav told PTI, "We (RSS) are not engaged in any talks or dialogue but at different levels, people are discussing the issues." He said the 'sant uchadhikar samiti' (empowered body of Hindu leaders) is the only body that can take the decision as to whether to take a legal recourse or go for an out of

court settlement. After yesterday's meeting, Jamiat-ulma-e-hind leader Mahmood Madni minced no words in saying that "Muslims would not part with their claim to any part of the mosque". Incidentally, on the same day a body comprising Vishwa Hindu Parishad and religious leaders in Ayodhya decided to challenge the Allahabad High Court judgement relating to the three-way division of the disputed land in the Supreme Court. Madhav said the RSS' stand was that "If the Muslim groups abide by the spirit of the Allahabad court verdict and agree that a mosque can be erected at another site, then we can talk over this."

Terror foremost threat to civilised world: Prez PTI NEW DELHI, OCT 21

Describing terrorism as the "foremost threat" facing the civilised world, President Pratibha Patil today said India believes the menace has to be confronted with all the force and in close co-operation with the international community. "One of the foremost threats that the civilized world is confronted with is from terrorism and India has been its victim. As the horrendous attacks in Mumbai demonstrated two years ago, terrorist groups have become more sophisticated and are able to use advanced technology and equipment in their objective of killing innocents," Patil said. The President said terrorism is a global challenge with a worldwide network that threatens regional and global security. "The world community has woken up to this challenge," she said inaugurating the Golden Jubilee celebrations of National Defence College (NDC). She said India believes that terrorism has to be confronted with all the force at "our command and in close co-operation with the international community." Listing other challenges to global security, the President said many of them were "far removed" from the classical notions of inter-state conflict. “As the world has globalized,

so too have these challenges, no longer respecting national borders. Transnational crimes, piracy, drug trafficking and cyber attacks are all examples of these new threats, many of which are interlinked," she said at the opening ceremony of NDC-organised international seminar on 'The Role of Force in Strategic Affairs' here. Calling for developing capabilities to adequately respond to not only the traditional threats, but also the new threats of the 21st Century, she said, "The tools available to us are no longer limited to military power alone. Other attributes of power, including soft power, economic strength and technological advances have an increasing role to play." Noting that justification of use of force itself had always been a subject of controversy, Patil said the measure of progress humans have made

SC lays down parameters for live-in partner's maintenance PTI NEW DELHI, OCT 21

A woman in a live-in relationship is not entitled to maintenance unless she fulfils certain parameters, the Supreme Court held today while observing that merely spending weekends together or a one night stand would not make it a domestic relationship. A bench comprising Justices Markandey Katju and T S Thakur said that in order to get maintenance, a woman, even if not married, has to fulfil the following four requirements: The couple must hold themselves out to society as being akin to spouses; they must be of legal age to marry; they must be otherwise qualified to enter into a legal marriage including being unmarried; they must have voluntarily cohabited and held themselves out to the world as being akin to spouses for a significant period of time. "In our opinion, not all livein relationships will amount to a relationship in the nature of marriage to get the benefit of the Act of 2005 (Protection of Women from Domestic Violence Act). Interpreting section 125 of CrPC relating to maintenance, the apex court said besides a legally-wedded wife, dependent parents and children alone are entitled to maintenance from a man. But the Domestic Violence Act expanded the scope of maintenance by using the expression 'domestic relationship' which includes not only the relationship of marriage but also a relationship 'in the nature of marriage'. "Unfortunately this expression has not been defined in the Act. Since there is no direct discussion of this court on the interpretation of this expression, we think it necessary to interpret because a large number of cases will be coming up before the court in our country on this point and hence an authoritative decision is required," the bench said. According to the apex court, the legislation was enacted in view of the new social phenomenon in the country in the form of live-in relationship.

Pledging itself as India's "closest friend", Bhutan today pegged its progress on the bright future of the South Asian giant and hailed the "unique steadfast friendship" between the two neighbours. Bhutanese King Jigme Khesar Namgyal Wangchuck also called himself as "part of the Indian family", giving credit to India and its people for the positive influence it had had on himself and his kingdom. I saw up close in my interaction with leaders in government, civil service, private sector, my daily work at NDC and personal experiences throughout the city, the immensely bright future for India. "And as India's closest friend and neighbour, this bright future augured nothing but the best for Bhutan as well," he said to a thunderous applause from the audience gathered at the event. 151 test HIV+ in 5 months in Meghalaya PTI SHILLONG, OCT 21

HIV/AIDS testing centres inMeghalaya have detected 151 positive cases in five months, but experts say the number is not alarming. Between April and August this year, a total 2,616 persons were examined for HIV virus out of which 121 were found to be positive cases, a report from the Meghalaya Aids Control Society (MACs) said. Pre-natal tests on 5,636 pregnant mothers also confirmed presence of the virus in 30 of them, the MACS said. The testing was done in the 11 Integrated Counseling and Testing Centres in the district headquarters and two private hospitals in the capital city. In the corresponding period last year, 41 persons out of 931

people were tested HIV-positive in the ICTCs. There are 344 people living with the virus till date in Meghalaya - 170 males, 162 females and 12 children. The state falls under ‘category c’, below the high prevalent states like Manipur and Nagaland in the Northeast. MACS project director Dr Amalendu Das said that though compared to last year the cases are three times more, percentage wise the prevalence is 'static'. “Due to more focus on awareness campaigns, more and more people are coming forward for testing and so the detection has been more. Eight NGOs were involved in working for preventing the spread of the deadly virus in the State, besides assisting in targetted intervention,” he said.

Extremism ‘existential threat’ to Pak, not India: US PTI WASHINGTON, OCT 21

Ahead of the US-Pak strategic dialogue here, the Obama Administration has said it has clearly told Pakistan that the "existential threat" to it is not India but extremism within its own borders. "We've made no secret of the fact that we've told Pakistan clearly that we believe that the existential threat to Pakistan is not India; the existential threat to Pakistan involves extremism within its own borders," State Department spokesman P J Crowley told reporters. His comments came ahead of the third round of strategic dialogue between the US and Paki s t a n h e re d u r i n g w h i c h Islamabad is expected to raise concerns about India's role in Afghanistan. "We have seen some shifting of emphasis where Pakistan is, in fact, directing more of its effort against these extremist elements, that potentially affect us, but fundamentally affect Pakistan and the government itself," Crowley said. That will continue to be an area of discussion between the United States and Pakistan, and also between the US and other countries in the region, Crowley said in response to a question at his daily news conference yesterday. US President Barack Obama will skip Pakistan when he makes his first visit to India and East Asia next month as American officials sought Islamabad's support for peace talks with the Taliban and pressed the country to take firm military action against militant groups in restive North Waziristan. The White House said the President had committed to travel to Pakistan next year and was looking forward to welcoming Pakistan President Asif Ali Zardari to Washington soon. Obama conveyed this to a visiting highlevel delegation from Pakistan, who are here to participate in the US-Pak Strategic Dialogue, the White House said in a statement, scotching speculations that the President might make an unannounced visit to Islamabad and Kabul before touching down in New Delhi. The stepped up pace of CIA attacks in Pakistan "is taking a serious toll" on Al Qaeda's operational capabilities, CIA Director Leon E Panetta has said. "The basis for that increased pace is intelligence, whether and also just the threat streams we're getting on potential attacks in Europe", the CIA chief was quoted as saying by the 'Los Angeles Times'. The agency has also moved up "more hardware" to the region because of which it has been able to ramp up the pace of these operations, Panetta said apparently hinting that the US may have moved advanced killer drones to bases in Pakistan. But, the CIA chief said it was unclear whether operations in Pakistan had thwarted potential threat against Europe. Panetta did not specifically mentioned missile strikes by un-

manned drones in Pakistan because the US government does not officially own up the programme. But it is well known that the drones are main tool that the agency uses to target militants in that country. For the first time, Panetta said that CIA was going after the Haqqani network, a Al Qaeda linked faction of the Taliban, which US media has said has closed ties to the Pakistani military intelligence. As many as 89 drone strikes have been undertaken in Pakistan this year, sharply up from merely 53 in all of last year killing more than 95 militants. Most of these strikes have targeted North Waziristan, supposed to be the haven for the Haqqani network as well as Al Qaeda and other foreign militants. Los Angeles Times said the CIA chief came close to acknowledging the drone strikes calling the US efforts as "very effective".

Energy Plc, insisting that the UK-based firm needs its nod before stake sale to Vedanta Resources. ONGC, which partners Cairn Energy's India unit in all its three producing properties and most of its seven exploration acreage, also wants to vet mining giant Vedanta's technical competence before allowing it to take over operations, the state-owned firm said in a letter to Cairn Energy which was released to stock exchanges. Cairn Energy, which had on August 16 announced sale of its 40-51 per cent stake in the Indian unit to London-listed Vedanta Resources, has so far held that the $ 8.48 billion deal does not trigger ONGC's preemption rights. When contacted, a Cairn Energy spokesperson said: "Cairn has always said that we will take the necessary consent and approvals, and work in a consensual way to progress this transaction." ONGC took the opinion of the nation's second highest law officer, Solicitor General of India, who referred to the recent Supreme Court ruling in the gas dispute case between Ambani brothers to state that

It made application for seven exploration acreage it won in New Exploration Licensing Policy (NELP) rounds while leaving out the three preNELP producing assets including the 6.5 billion barrels Rajasthan block, which is at the centre of the deal with Vedanta. “We have viewed that, in accordance with the terms of the relevant agreements, the consent of ONGC would need to be sought for the proposed transaction, and ONGC would also have the option of exercising its pre-emptive rights in relation to the participating interests held by Cairn India," ONGC said.

Public sector lender, Corporation Bank, has clocked a 21 per cent increase in its net profit at Rs 351.73 crore for the September quarter on the back of a healthy rise in interest income. The Mangalore-based bank's net profit stood at Rs 291.6 crore for the July-September period last fiscal.

"The prime reason for the growth in our profits has been the net interest income which moved up by 42.1 per cent to Rs 715.25 crore," the bank's Chairman and Managing Director, Ramnath Pradeep, told newsmen after announcing the results here today. The bank's net interest margin also moved up by over 0.3 per cent to 2.64 per cent for Q2 as it was able to bring down the cost of de-

posits to 5.40 per cent from last year's 6.44 per cent. Deposits grew 19.82 per cent in the reporting quarter while there was a 32.74 per cent rise in advances to Rs 52,568 crore. The bank is targeting a 20-22 per cent rise in deposits and a 35 per cent increase in credit by end-FY 11. The cheaper CASA (current and savings account) deposits were 25 per cent of the total deposits and the bank plans to increase the same, Pradeep said, adding it is targeting to take it up to 30 per cent by end-FY 11 and to 35 per cent by FY 12. Retail advances constitute only 25 per cent of the pie currently and the bank is looking to raise it by concentrating more on the vehicle and housing loan segments. The bank also plans to add an additional 190 branches to its existing network of 1,177 branches by January 2011, Pradeep said. Corporation Bank's capital adequacy ratio stood at 14.48 per cent as on September 30 and it has no plans to raise fresh capital, Pradeep said, adding it may go in for some

The bank's net non-performing assets went up by 0.10 per cent over last year to 0.39 per cent and Pradeep attributed the rise to a single Rs 54-crore loan given to an engineering firm which has turned bad. The bank hopes to bring it down to the 0.31-0.35 per cent range by end-FY 11, he said. Currently, the bank has sanctioned loans of Rs 20,000-crore and plans to go slow on disbursements to the infrastructure sector with the bank's focus to be more on working capital than on project finance, he said. The bank, which has a total exposure of Rs 600crore to micro finance institutions, is also going slow on lending to MFI institutions and insisting on a lower rate of interest to be charged by the institution and an end-use certificate to certify that the lending has been done as fresh loans from its clients, Pradeep said. Though the bank's overall non-interest income was up, profit from treasury operations came down drastically to Rs 4 crore from last year's Rs 74.72 crore due to a volatile bond market, the bank's Executive Director, Asit Pal, said.

Food inflation falls to 15.53% PTI NEW DELHI, OCT 21

Food inflation declined to 15.53 per cent for the week ended 9 October, on improved supplies and declining prices of certain vegetables, especially, potato.

Food inflation fell by 0.84 percentage points to 15.53 per cent during the week, from 16.37 per cent in the previous week, government data showed. On an annual basis, potato prices eased by 50 per cent and onions became cheaper by 8.62 per cent. However, other essential items like cereals, milk and fruits continued to remain dearer. Experts said the impact of

Among other food items, milk prices soared by 21.65 per cent during the week compared to the same period last year, while fruit rates rose by 15.65 per cent. ACC Q3 net dips 79% to Rs 86.31 cr PTI MUMBAI, OCT 21

Cement major ACC Ltd today announced a 79.2 percent decline in net profit during Q3 FY 11 due to lower clinker and cement production.

The company's consolidated net profit declined 79 percent to Rs 86.31 crore for the third quarter ended September 30, 2010 as compared to Rs 415.51 crore in the same period

last year, a company statement said here. The company's sales turnover decreased by 15.3 per cent to Rs 1,759.18 crore in Q3 FY 11 as compared to Rs 2,077.38 crore in the same period last year. The company said its sales volume dropped by 3.7 per cent to 4.83 million tonnes in September quarter as against 5.01 million tonnes in the same period last year.

Crude prices down in Asian trade AFP SINGAPORE, OCT 21

Oil prices were down in Asian trade today, hovering above $82 as traders took profit from a rally the day before, analysts said. New York's main contract, light sweet crude for delivery in December, shed 21 cents to S$82.33 dollars. Brent North Sea crude for December delivery dipped 29 cents to $ 83.31.

Prices were retreating following a crude rally yesterday, said Serene Lim, oil and gas analyst from ANZ bank in Singapore. "I think it could likely be profit-taking today," she said of

the price fall. Crude markets had jumped on yesterday on a weaker dollar and lower-thanexpected rise in US crude inventories. Prices were also constrained by the $83 price level, which Lim described as a "very strong resistance level." Traders were eyeing the release of Asian economic titan China's third-quarter gross domestic product (GDP) and industrial production figures for market leads, Lim added.

The sales turnover dropped by 4.1 per cent at Rs 6,166.40 crore and net profit slipped by 35.6 per cent at Rs 828.66 crore in the 9months period ended September 2010. The company said that its performance during the quarter suffered a setback in terms of volume and profitability.

Gold futures surge on domestic demand AGENCIES MUMBAI, OCT 21

Gold futures prices rose Rs 31 to Rs 20,026 per ten gram on Thursday, as speculators enlarged their positions, following a rise in demand in spot markets.

Firming trend in New York also influenced the trading sentiment. At the Multi Commodity Exchange platform, gold for delivery in June rose by Rs 21, or 0.16 per cent, to Rs 20,026 per ten gram. This resulted in a business turnover of just one lot. Similarly, the metal for delivery in December traded marginally higher by Rs 14, or 0.07 per cent, to Rs 19,543 per ten gram, with a trading volume of two lots. Traders said fresh positions were created by speculators in anticipation of pick up in demand during the festive and marriage season in spot markets amid firming global trend. Meanwhile, gold rose by $10.80 to $1346.10 an ounce in New York on Wednesday evening.

In narrow movements at the Inter bank Foreign Exchange market, the domestic unit opened a tad higher at 44.33/34 a dollar from yesterday's close of 44.34/35. It was later trapped in a limited range of 44.28 and 44.44 before concluding the day at 44.30/31. The Indian benchmark Sensex today bounced

back by a massive rise of over 388 points or 1.95 per cent after two days of sell-off, which mainly supported the rupee.Foreign Institutional Investors (FIIs) sustained heavy buying too helped the rupee rise. FIIs, the main market driver of stocks as well as rupee, pumped in a record $ 23.95

billion in 2010 till October 20. The dollar index of six major rivals was down by about 0.2 per cent in European trade today on speculation that the US Federal Reserve might announce monetary easing next month which would affect the dollar negatively.

However, some dollar demand from importers as well as expectations of outflows from the over-subscribed initial public offer (IPO) of Coal India weighed on the rupee and limited the rupee's rise, a dealer said.

The All India Football Federation (AIFF) seems to have got it all wrong this time with their Disciplinary Committee being actually called for no apparent reason which comes under their purview. The major issue up for discussion was Mohun Bagan refusing to let Manish Maithani join the Asian Games camp on time which didn’t do too well with the AIFF. Eventually, the player was released a couple of

days before the friendly match against Vietnam U-23 which Sukhwinder Singh’s boys eventually lost. The AIFF referred the matter to Disciplinary Committee as they did for the Dempo case previously who were slapped a fine for not releasing Samir Naik and Mahesh Gawli for the National team camp in 2009. However, Mohun Bagan smartly questioned the right of the Disciplinary Committee to discuss the matter relating to Manish Maithani given that it comes

under the Players Status Committee. With regards to the Greenand-Maroons not turning up for the awards ceremony after the Federation Cup finals against East Bengal as they weren’t pleased with the refereeing, the Kolkata club questioned as to which rule they have breached for which they are being asked to justify their actions in front of the Disciplinary Committee. They added that since East Bengal and their supporters were on the dais, it was impos-

sible for them to be present due to security concerns. Amidst this major goof-up by AIFF, one must wonder whether they themselves are aware of their own rules which were so well presented by Mohun Bagan. Australian captain Ricky Ponting says he can no longer be at his "absolute best" with the bat but that should hardly be a surprise or concern as even an icon like Sachin Tendulkar is not at his peak anymore. "I think there is a period in every batsman's life where they are playing at their absolute best. Even Sachin Tendulkar now, even though he's scored nine hundreds last year, was probably not at his absolute best, either," he added. Responding to former Australian captain Mark Taylor's comments that Ponting's "best is behind him", the Australian skipper said the assessment is correct but that does not mean he would become ineffective. Snakes are feared, regardless of being venomous or not. But after a close encounter with a beautiful snake, Herald learns of another side to the story. Snakes also have their own personality and to harm these creatures, simply means, to take an innocent life

One quick photograph and the snake swiftly climbed over the short wall of the passage and disappeared between the plants. By the time my mother came out of the house, listening to the noise, the snake was nowhere to be found. One person who had witnessed these goings-on said, “Beshto jivane to, taka vikh na (It is a simple non venomous snake),” while another commented, “It looks venomous. I hope the cat did not get bitten.” Now I was confused; after all, it was my cat playing with it. So I told my mother to keep the cat in the house till I find out more about the snake. As soon as I reached office, I emailed the photograph to a few snake experts in Goa, requesting them to identify the snake. It is safe to see a snake from a distance but what do you do when you find your favourite pet only inches from one? Yes, that is what happened when I was running from the house to the road to catch the morning bus and found my red mackerel tabby, Softy, mysteriously sitting in the passage. As usual, I ran to pick him up and send him inside the house but was shocked to find a snake next to him. As my cat watched on, the snake was also calmly coiled up, probably tired from Softy’s pushing him all round the place. One loud scream and the people waiting for the bus also peeped inside the gate. I picked Softy and quickly checked his furry paws and face for any bites marks. Relieved, I took another look at the snake which still hung around and I quickly removed my camera and snapped a photo of the snake. It was a pale blue chequered snake with stripes at the end of the tail, something I had not seen before.

There are many snakes that look alike but are differentiated on stripes, like the Chequered Keelback which is called ‘levane’ in Konkani and the Bronzeback snake which is called ‘naneti’. Some common snakes don’t even have Konkani names. The Buff Striped Keelback is a non venomous snake and is very common but the pale blue coloured ones are a bit rare.” He later added, “There is a myth floating around this snake that says that if one Buff Striped Keelback is killed, seven snakes of the same kind will appear in its place, but this is not true. Other snakes are linked to the myth that if you kill one snake, their mate will come for revenge which is also not true.” The Buff Striped Keelback, also known as Bengali Hele, is a graceful little snake with a short body and long tail which is approximately a quarter of the total length. Its ground colour is olive green-brown. There are different shades on this snake, reddish-brown, blue-grey and of course, pale blue. Its belly is white with some small-scattered black spots. “This snake is called ‘Nanado’ in Konkani and shares some similarities with the Checkered Keelback. Both these snakes are non-venomous and water-loving snakes. The Buff Stripped Keelback is a shy and inoffensive snake which grows to a maximum length of two feet with the male being shorter than the female. They are usually sighted in this season because they follow toads and small insects and hence come in contact with humans. In Goa, snakes that harm cats are usually pythons and cobras,” said Amrut Singh of the Animal Rescue Squad. As for Softy, he is safe and sound but a watchful eye is kept on him; his tendency to bring home “gifts” could introduce us to something just as interesting!

he Satyajit Ray classic ‘Aranyer Din Ratri’ will be this year’s highlight at ‘river to river’, Italy’s only festival of Indian cinema that is celebrating its 10th anniversary. Four films by India’s master filmmaker – ‘Shatranj Ke Khiladi’, ‘Jalsaghar’, ‘Charulala’ being the other three - will be screened in the retrospective section at the weeklong festival that opens in Florence on December 3. As further tribute to Ray, the Marino Marini Museum in the heart of the historical centre of Florence and housed in a 1,000-year-old church will host an exhibition of rare photographs by Nemai Ghosh, 76, the James Boswell of Bengal’s Bergman. “We are very happy that Nemai Ghosh has agreed to travel to Florence with his work,” said an excited Selvaggia Velo, founder director of ‘river to river’, Velo, 37, is a Florentine scholar who has been a fan of Indian cinema ever since she can remember. She was inspired to launch ‘river to river’ in her hometown after curiosity about contemporary Indian cinema increased in Italy when Mira Nair's ‘Monsoon Wedding’ bagged the coveted Golden Lion Award at the 2001 Venice Film Festival. Ghosh first met Ray in 1967. He was Ray's constant companion and observer and spent 25 years capturing the life and times of the filmmaker with a camera. Scholars calculate that Ghosh may have clicked over 90,000 photographs of Ray. The Ghosh collection along with 80,000 negatives was bought early last year by the Delhi Art Gallery for an undisclosed sum of money. The exhibition of photographs of Ray by Ghosh hosted in Florence is being organised together with New Delhi's Indian Council for Cultural Relations. ‘Aranyar Din Ratri’, with a stellar cast, including Sharmila Tagore, Aparna Sen, Simi Garewal and Soumitra Chatterjee, is a glowing example of Ray’s affinity with Mozart, the 18th

century music composer from central Europe. The retrospective of the Ray quartet is being held in collaboration with the Directorate of Film Festivals of New Delhi, the National Film Archive of India in Pune and the National Film Development Corporation of Mumbai. California’s Academy of Motion Picture Arts and Sciences (AMPAS) is responsible for restoring many second-generation negatives and positive prints of films left by Ray who died in 1992. Today the vault at the AMPAS is perhaps the only place in the world to house a complete collection of Ray’s films. The 10th anniversary festivities of ‘river to river’ will also replay all the films that have won the DigiChannel awards in the past nine years in Florence like Chitra Palekar's ‘Maati Maay’, Manish Jha’s ‘Nation Without Women’ and Arjun Rihan’s ‘Topi’. After gaining popularity as a comedian when he acted in tiatrs written by noted directors of the Konkani stage, he formed his own dramatic troupe. Today, he is a noted writer-director-singer and comedian in the tiatr world. Born to Late Caetano and Flora Coelho of Bandora, Ponda, Domingos made his debut on stage while still a student at school. He played the main comic role in a one-act play titled, ‘Pope Babli Mumbai’. Encouraged by the appreciation he received from the audience, he went on to act in tiatrs at the village level. His outstanding performances as a comedian caught the eye of Jackferns, a Vasco based business man and tiatr promoter who was instrumental in giving Dominic his first professional break in Manuel Pereira’s tiatr ‘Ghorabo’ in 1986. Later, he went on to act in tiatrs of topmost directors of the Konkani stage such as Patrick Dourado, Jose Rod, Prince Jacob, Rose Ferns, Menino de Bandar, Late Chris Perry, Mariano Fernandes, John D’Silva to name a few. The comedy character of ‘Hoddo Bakru’ - a miserly ‘bhatcar’ sitting on his armchair in his ‘balcao’ and fighting with his neighbours at the slightest provocation, which he played with élan in Jose Rod’s tiatr ‘Mauli’, became so popular, that the nickname ‘Hoddo Bakru’ has till date stuck with him as a second name. and feature films besides directing and producing VCDs of his own. In 1999, he formed his own dramatic troupe and has till date, written, directed and staged tiatrs which focus on family issues and always convey a very strong message to the audience – and of course the tiatrs have a heavy dose of comedy which emanates from the engrossing, engaging stage camaraderie of Comedian Dominic and Comedian Luis Bachan another reputed comedian of the Konkani stage. Comedian Dominic’s new tiatr ‘Novo Suria Udetana’ is set for release by the end of this month. As a tiatrist, Dominic has performed the world over, in countries like Portugal, Germany, France, Canada, United Kingdom and all the Gulf countries many times. But he has also regaled audiences in several states of our country. All those who know Comedian Dominic personally say that as a person, he is a man of few words who resists being carried away by the success he has achieved in abundance with his talents, sincerity and hard work; a gifted writer, director, singer and comedian par excellence. Yet he remains just Comedian Dominic with no crowns to adorn his head, no frills and fancies attached to his name, he marches on with the thunderous applause that he gets from the audience as his only stimulant. And all this could not have been possible without the staunch, unswerving support of his brother Comedian Luis Bachan, his wife Catherine and daughters, Edna and Faye.

Cancer Walk to spread Awareness on Living with Cancer HERALD FEATURES his Pink October, International Breast Cancer Awareness month, the Muskaan team will come together to raise awareness about people living with cancer. Winning the fight against cancer will depend on getting it out in the open, creating awareness, eliminating the stigma and uniting to take it on together. Muskaan seeks to do just that. Through such events it strengthens our global movement to make sure everyone affected by cancer can get the support they need. You can play a crucial role. Collectively we can make sure that the people are aware that this disease can be beaten. All of the proceeds will go towards Muskaan’s programmes and services for cancer awareness and survivors. The Sunset Charity Walk T-shirts are a great way to kick off a meaningful conversation about people living with cancer. Share your experiences and challenges with your friends, colleagues and neighbours or just let the world know you are ready for this fight. The Walk will be held on October 23 from 3pm. Sitar Students tug at Strings of Listener’s Hearts at ‘Sanzh Sitar’ S BY JANICE RODRIGUES HERALD FEATURES tring instruments have a charm of their own, be it in Western or Indian classical music. The sitar is one such instrument that continues to tug at the strings of listeners’ hearts. At a recent performance at the Kala Academy the students of sitar under the Faculty of Indian Music and Dance of the Kala Academy proved that. ‘Sanzh Sitar’ a presentation of the Kala Academy’s students showcased their talent. The six students set the mood, with calming music that filled the Black Box of the Kala Academy, giving the audience a relaxing wind-up for the day. The six students, Nayantara Joshi, Pawana Gawas, Sunaina Kunkolikar, Vinita Nagvekar and two foreign nationals Jose Manuel from Portugal and Angelina Jones from England enhanced the music with their performances. They gave duet performances, finally ending with a group

performance. It was pleasant to see people of foreign nationality take up an Indian classical instrument and play it so well. The compeer, Sunaina did a good job too, in trying to propagate the learning of the instrument.

36th Tiatr Competition 2010-11 - Day XVI PACHAREM R E V I E W

BY RON FIDELIS ruly, Alfred Fernandes alias Alfi does not need publicity anymore, not after seeing the crowds that throng to watch his tiatr at the competition every year. However, the launch pad this playwright-cum-directorcum-actor can give new comers and many more associated with tiatrs with his popularity is what will surely make the difference when Alfi’s generation moves on. Pacharem is about bygones being bygones and moving on with life via a compromise. Loraine Dias and Prasad Harmalkar inevitably in the main cast seemed to find it even easier this year to slip into their characters and support each other’s acting. As for the stylish singer-songwriter-actor-drummer Elvis Mascarenhas who joined this Divar bandwagon only last year, the guy’s clearly talented as witnessed. With extremely entertaining and innovative cantarams, comedians Francis D’Costa and Seby Varghese named ‘Nobody’ and ‘Somebody’, a laugh riot was easily guaranteed. The background music playing to dialogues specifically, having birds chirping in the garden as background worked out by Lenoy Gomendes did make the scene look even more realistic. To add to this were the sets well designed by Freddy Ferrao with some great support from Ratnakar Salgaonkar on lights. With two trios and some well composed solos sung by Elvis Mascarenhas, Alias Fernandes, Seby Dias and little Oshin Jonah Fernandes, this tiatr had no quartet. Instead it had a Barako, twelve people singing viz-a-viz their last year’s Dhako with ten people. And if Alfi is to be taken seriously, next year might have a Pondravoko with fifteen singers. So do come with wide screen cameras to capture them altogether on stage. The tiatr had many kids in it and all were exceptionally good with their performances. Even though the

was their zero bulb. Done mindlessly by the brass musicians even when they didn’t have anything to play or read notations, keeping their small zero bulb on unfortunately exposed the setting change that is supposed to take place in the dark thus totally spoiling the effect for the audience. Lyricist-cum-singer Seby Dias also deserved kudos, especially for his song on the hypocrisies of the Catholic faith people like the attention to the bottle at certain litanies and rituals. There was a song composed by George Gonsalves with his great baritone voice accompanying the barako, trios and duets as well. An important point here is that this was the only tiatr that didn’t even once mention the state of Goa or how it is degrading in the play, comedy or cantars; thus allowing everyone to let their hair down more comfortably and purely enjoy themselves by simply escaping their reality for about three hours. The argument regarding abortion after already having twins, which sets off through a process in the minds of the audiences in the first scene, simply continues till the last. What does the concerned do when this to-be-aborted but now-grown-up boy finally realises his past and asks why? And to whom does he then belong to – his love giving parents or his birth giving parents? Using words like ‘sameth’ meaning compromise, Alfi here answers all the above and more in his plot with the title. A tool used to tighten the noose of a pickaxe that goes around a thick wooden stick for instance, Pacharem is anything that is used to help hold two different things together. Gripping and intense, as usual, another trademark about this playwright is that his tiatrs are a literary treat.

ctress Sadie Frost was rushed to a hospital after she nearly chopped off her finger while preparing a family meal. Actor Jude Law’s ex-wife was chopping ingredients for a meal when she slashed her finger. The actress-turned-designer was cutting up vegetables when she sliced through her left index finger, leaving it dangling by a piece of skin. Mother-of-four Sadie dashed to an emergency medical centre where doctors managed to sew the digit back on with 10 stitches. She was taken to a London hospital where doctors saved her finger. “Sadie has been told to rest and put all working commitments on hold,” said Frost’s spokesperson. The 45-year-old star is now recuperating at her Primrose Hill home, in north London, after being told not to go back to work. Adding to news about her health, the brunette beauty who has a son, Finlay, 19, with Spandau Ballet star Gary Kemp and Rafferty, 13, Iris, 9, and Rudy, 7, with ex-husband Jude Law, recently revealed that she has been seeing a therapist since she was 16. “Becoming a mum had made me feel more complete but I also needed therapy to get there. Therapy isn’t something you can do overnight,” she added.

amous for her riveting performances in roles revolving psychotic, paranormal or drug addicted plots, actress Kangana Ranaut has finally decided to change tracks and switch to more “normal” trends. The actress made her Bollywood debut with Mahesh Bhatt’s Gangster - A Love Story in 2006, which won her critical acclaim. She was later seen playing a mentally unstable girl in another Mahesh Bhatt movie, Woh Lamhe. Her stupendous performance as a drug addict model in Madhur Bhandarkar’s Fashion won her a national award. Although Kangana admits that her journey has so far been good, she is eager to try something different. Her recent release Knock Out was a step in this direction. With a slew of light-hearted films like No Problem, Rascals, Double Dhamaal and Tanu Weds Manu, the actress is set to change her so-called serious image. “It was great working in a different genre. Although it is said that it is difficult to make people laugh, everything is tough. I want to do a lot of different characters. I wish people come over to me with something challenging, something that is out of the box and not run-of-the-mill characters,” she said. Though her films may state differently, Kangana insists that in real life, she is like any other normal girl. “In real life I am like any other girl, very, very chirpy, talkative for my family and friends but I don’t mingle a lot,” she said.

Speaking officially for the first time about the casting of the Agneepath remake, Karan Johar coolly and cleverly passes on the buck to his novice director Siddharth Malhotra for Abhishek Bachchan’s non-presence in the remake. Says Karan: “When my father (late Yash Johar) produced Agneepath, he left everything to his director Mukul Anand. This time too, the casting for the film’s remake was decided by the director Siddharth Malhotra. He decided on Hrithik Roshan and Priyanka Chopra. Siddharth has his own ideas on how to present the character. I think the protagonist in the new Agneepath would be very different from how he was in the original.” The script for the new Agneepath is also entirely revamped. Priyanka Chopra won’t play a nurse, like Madhavi had done in the original and Mithun Chakraborty’s character from the original has been done away with completely. If there was any tension about the Bachchan scion Abhishek not even being approached for the remake of Agneepath, it was wiped away last week at the Haute Couture Week where it was crystal-clear that the Bachchans still treated Karan as part of their family. Says Karan emotionally: “The Bachchans and my family go back a long way. Our association is not on a film-to-film basis. It doesn’t matter how many films we work in or don’t work in. For the record I will be doing at least 10 more films with Abhishek in my lifetime. He has already done two films with our banner Dharma Productions. He’s doing Dostana 2 next year.”

Questioning the Authenticity of Wine Studies

science article front-paged in a leading American newspaper raises a question of whether ‘study after study’ that links moderate use of alcohol to health is ‘all a big mistake.’ The article says that ‘some scientists’ claim no study has ‘ever proved a causal relationship between moderate drinking and lower risk of death - only that the two often go together. It may be that moderate drinking is just something healthy people tend to do, not something that makes people healthy.’ The paper’s findings almost certainly will trouble the American wine industry, which for years has trumpeted the supposed health benefits of moderately consumed wine, especially red wine. The article quotes one critic, Kaye Middleton Fillmore, a sociologist who has retired from the University of California, San Francisco, as saying “Moderate drinkers tend to do everything right - they exercise, they don’t smoke, they eat right and drink moderately. It’s very hard to disentangle all of that, and that’s a real problem.” It also quotes Dr Tim Naimi, an epidemiologist with the Centers for Disease Control and Prevention, as saying, “The bottom line is there has not been a single study done on moderate alcohol consumption and mortality outcomes that is a ‘gold standard’ kind of study.” Questions have arisen, the newspaper says, about financial ties between the ‘alcoholic beverage industry and many academic centers, which have accepted industry money to pay for research, train students and promote their findings.’

Van Damme suffers Heart Attack?

elgian action star Jean Claude Van Damme reportedly suffered a minor heart attack on the sets of his upcoming movie Weapon, but all that seems to be only a hoax. Van Damme, who turned 50 on Monday, was said to have heart complications in New Orleans where the Ernie Barbarash film is being shot. But the action star reassured fans on Facebook that he had not suffered a heart attack on location for his latest film. But it hasn’t ended the speculation. A website had reported the heart attack last week but the site now says it got the information off a fan discussion board. The board is frequented by screenwriter Sheldon Lettich, writer of previous Van Damme films including Bloodsport, Lionheart, Legionnaire and Double Impact. Lettich wrote on the board that people on the Weapon set “were asked by JC and his agent to keep it quiet until they could release a statement. Guess the cat somehow got out of the bag before they could do that.” He added, “It was a mild heart attack, by the way.” He even had a photo of JC, Van Damme’s wife Gladys and himself out at a restaurant only a couple of days after the fact. Neither Van Damme nor Lettich have commented further.

It’s the Men who can’t live without Computers

en are more likely to rate having a home computer, high-speed internet, a microwave and a Digital Terrestrial Television (DTT) connection as a necessity of life than women, according to UMR Research. The survey looked in to what items people of different ages and genders considered a must have and what they could live without. Significantly more men (73 per cent) say a home computer is a necessity than women (65 per cent). The gender difference is more marked for high-speed Internet (62 per cent men; 53 per cent women), a microwave (56 per cent men; 42 per cent women) and less so for a DTT connection (22 per cent men, 15 per cent women). The reasons why these particular items are considered more of a necessity to men than to women are unknown informs Tim Grafton, executive director, UMR Research. “I suspect it may be that, because generally men are perhaps maybe less capable of going through a more sophisticated preparation of food. I think it terms of a DTT connection, males are more heavily in to using it for sports broadcasts and the like,” he said. Grafton struggled to find an explanation to why men can not live without a home computer and high-speed internet. While a car was regarded the most important necessity in life for most, the research also splits people of different ages. Those over 60 are more likely to think a TV set and a landline are necessities of life, said Grafton. “It may be because they spend more time at home, but I think also they are probably less conversant with using a computer to access other entertainment modes. These items obviously play an important role not just in being able to have a social life but also in case of an accident or an illness. At the other end of the scale the younger age groups can do without some of these things. It’s noticeable that those that are younger don’t have as higher rating on necessity for these (a TV set and a landline) items than older people have,” he explained. The younger people consider mobile phones, an MP3 player and social networking sites important. “It just indicates that younger people have grown up in a world where mobile communication is really important for socialisation and work,” said Mr Grafton.
