But small teams of the delegation reached out to the separatists by meeting their leaders at their residence where they were given their frank views. The 42-member delegation that included BJP leaders Sushma Swaraj and Arun Jaitely, Left leaders Sitaram Yechury and Gurudas Dasgupta embarked on a twoday visit to the State to assess the ground situation against the backdrop of unabated unrest that has claimed over 100 lives in the last three months. There has also been a strong demand for withdrawal of the controversial Armed Forces Special Powers Act from NC, PDP and other sections in the State.

The Election Commission on Monday announced the Valpoi by-election on October 18 to fill up the vacancy caused by resignation of independent MLA Vishwajit Rane in June while joining the Congress along with Puti Gaonkar of BJP whom he had defeated in the 2007 elections. Notification for filling up the casual vacancy will be issued on Wednesday calling nominations up to September 29. Scrutiny will be on October 1 and withdrawals allowed up to October 4. The counting of votes will take place on October 21 from 8 am. The polling fixed for October 18 will be from 8 am to 5 pm. The pre-delimited electoral rolls have been revised and published on September 14. The Commission has decided to use EVMs in this by-election in all the polling stations. Adequate number of EVMs has been made available and all steps have been taken to ensure that the poll is conducted smoothly with the help of these machines. In consonance with the past practice, the Commission has decided that the voter’s identification shall be mandatory. Elec-

toral Photo Identity Cards (EPICs) shall be the main document of identity of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the electoral rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll. MODEL CODE: With the announcement of the poll schedule, the Model Code of Conduct comes into force with immediate effect in the North Goa district, binding all candidates, political parties and the State Government, an Election Commission press release said. The Model Code of Conduct shall also be applicable to the Union Government, debarring it from making any announcements concerning Goa until the by-election is over.

Govt employees firm on strike

A visibly agitated RDA Minister, Churchill Alemao on Monday ordered the suspension of four RDA employees and demanded the immediate transfer of Project Director, Melvyn Vaz after a surprise inspection of the RDA office, South this morning. Project Director, North G P Pilarnekar told Herald that the four employees were served memos seeking explanation on the queries raised by the Minister during the surprise check. Alemao made his presence felt at the RDA office, housed at the Junta quarters, Pajifond this morning and to his surprise found that a peon had put three signatures on the attendance register. After questioning the Head clerk, Vaishali Naik, the RDA Minister issued directions for the suspension of the Head Clerk as well as the Peon Ramdas Naik. Besides, instructions were issued for the suspension of LDCs Madhuri Bhandari and Teja Naik. Goa stands second in the national Youth Development Index, says a study, but that is only in the context of India, which has largely ignored the needs of its youth, reveals the country’s first youth development index (YDI). Sponsored by the Rajiv Gandhi National Institute for Youth Development, Chennai, and conducted by the Tata Institute of Social Sciences (TISS), Mumbai, it shows that the average index for India is low (0.453), even though youth comprise the largest single section (41 per cent) of the Indian population. Himachal Pradesh ranks first (0.590) in India’s YDI, followed closely by Goa (0.588) and Delhi (0.587). Neighbouring Maharashtra (0.555) ranks fifth. While 21 States have YDI greater than

the national average, Bihar ranks the lowest (0.383) among 29 States for which the YDI was calculated. “The aim was to assess the status of India’s youth and help identify the gaps that need policy intervention,” said Lata Narayan, who conducted the study along with Anil Kumar at TISS. The parameters included education, work, health and amenities. “A YDI of 0.453 is low. It indicates that the youth population needs greater attention from policy makers and programme planners,” Narayan said. However, Goa fails to rank among the top three in the Education sub-index. The highest ranking States here are Himachal Pradesh (0.611), Delhi (0.603) and Kerala (0.575), while the lowest are Bihar (0.298), Jharkhand (0.315) and Rajasthan (0.325).

Salgaonkar Mining Industries Private Limited (SMIPL) today told the Bombay High Court at Goa that it does not accept the Government’s decision to increase the bank guarantee to Rs 10 crore in the M V River Princess case. The reply comes after the State in an oral statement to the Court, last week said that it has asked SMIPL to hike the bank guarantee to Rs 10 crore from Rs 1 crore. The modification in the SMIPL terms and conditions also asked the Company to deposit the money from scraps of the vessel to the Court till the entire vessel is cut into pieces and re-floated. All Goa Government Employees Association today declared that they will go ahead with their indefinite strike from September 22 if their demands of upgradation of pay scales are not met by the Government. Addressing a press conference GGEA President M L Shetkar, who was accompanied by Secretary John Nazareth, said if a notification announcing parity in pay scales is not issued by tomorrow, they would proceed on an indefinite strike from September 22. Making a case against selective upgradation adopted by the Government, the GGEA had met Chief Minister Digambar Kamat earlier, Shetkar said. The Division Bench comprising of Justices D G Karnik and F M Reis adjourned the matter for final hearing on Wednesday. The Court is hearing the petition filed by River Princess Hatao Manch (RPHM). Advocate General Subodh Kantak earlier this month had informed the Division Bench that the Government agreed to the SMIPL to remove the stranded vessel from the Candolim shore free of cost. Meanwhile, RPHM has also shown keen interest to cut the vessel without charging any fee from the Government. It has, however, not filed any application in the Court on the same, till date.

Dayanand Narvekar had criticised the Government for not taking action against offshore casinos. But it appears the Government has now completely forgotten its promise to the House. Last week, the Cabinet took a decision to allow offshore casinos to continue to operate within the city limits of Panjim on the Mandovi River, but chang-

ing their present positions. In fact, the Cabinet seems to have accepted the proposal submitted by the casino operators about changes in their present locations, even though the chief minister had assured the House “to examine the issue in totality”, when Opposition Leader Manohar Parrikar caught the Government on the wrong foot. More than 15 Brucellosis cases detected in state HERALD REPORTER PANJIM, SEPT 20

The Indian Council of Agriculture Research (ICAR), Old Goa, has detected more than fifteen cases of Brucellosis, commonly known as Bang’s diseases in the State. This infection is transmitted from animals to humans especially, people handling cattle, people working in the meat shops – mostly butchers are more susceptible to the infection, says Dr S B Barbuddhe, Senior Scientist with ICAR, Old Goa. The ICAR has been studying the occurrence of Bang’s diseases in Goa since 2000 which is caused by indigestion of unsterilized milk or meat from infected animals or if exposed to secretions of infected animal. “One can pick up infection

NUSI to interact with retired seamen over ex-gratia hike HERALD REPORTER MARGAO, SEPT 20

In an interesting development, the National Union of Seafarers of India (NUSI) has agreed to meet and interact with retired seafarers, who have been agitating for months now for a hike in the monthly ex-gratia relief. In a written communiqué to the South Goa District Collector, NUSI General Secretary Abdulgani Y Serang said the Union representatives will be pleased to meet and interact with the retired seafarers in the office of the district Collector between 9 am to 10 am on September 22 – the day when the NUSI Wockhardt hospital will be commissioned at Panzorconi-Cuncolim.

In his letter Abdulgani said the Union has been informed that many retired seafarers from Goa wanted to meet them regarding various issues including financial assistance which they receive from the Seafarers Welfare Fund Society. In this connection, Abdulgani said NUSI has been consistently demanding increase in the amount in the various meetings of the committee of management of the Seafarers Welfare Fund Society. NUSI’s decision to meet and interact with the retired seafarers assumes significance as the police had apprehended law and order situation near the venue of the hospital if retired seafar-

ers come in large number to demand settlement of their longpending demand of a hike in monthly ex-gratia relief. In fact, the retired seafarers have been agitating for their genuine demand over the last several months and have been knocking the doors of the all concerned, including the Chief Minister, Digambar Kamat and S o u t h G o a M P Fr a n c i s c o Sardinha, seeking their intervention with the NUSI management to consider a sizeable hike in the relief. They contended that NUSI is paying a retired seafarer ex-gratia relief of Rs 200 per month, adding that even this meager amount is paid to them after every six months.

Talks between striking employees of NUSI hospital and the management of NUSI and Wockhardt to break the labour impasse before the commissioning of the NUSI Wockhardt hospital on September 22 has failed. Cuncolim MLA Joaquim Alemao on Monday convened a meeting between the striking employees and the representatives of Wockhardt management

and NUSI’s legal counsel to work out a solution to the labour dispute. Oscar Martins told Herald after the meeting that the employees demanded that each of the striking employees be paid of Rs 5 lakh as compensation. “Since our demand was not accepted by the NUSI Wockhardt management, the employees have decided to continue with the year-long agitation as per the court order”, Martins said.

In a notification issued on Monday, the district Magistrate has ordered the closure of all liquor bars and shops along the NH-17 from Kohinoor junction to Colmorod junction and from Colmorod junction via Chinchal, Khareband and Tolebandh-Benaulim; New Market and Gandhi market; Old market road and around the Municipal square, Cine Lata, Calconda, Chinchal and Khareband. All bars and liquor shops at these places have been ordered to be closed between 5 pm to 10 pm on September 21. Naik said the ban on the sale of

liquor during the limited time is required to ensure peaceful and orderly conduct of immersion of Ganesh idols and to prevent obstruction, annoyance or injury or disturbance of public tranquility during the procession. Residents of Davorlim has served an eight day ultimatum on the district authorities to crack down on illegal parking of trucks near the Aquem Power house junction. The residents led by Anand Sawant contended that the truck parking near the junction is causing hardships to the motorists from Davorlim entering Margao. Sawant said that the presence of large number of trucks is blocking the view of the main road, resulting in accidents. “The trucks have no right to park near the junction. The citizens of Davorlim are the worst sufferers. Let the government make arrangements for the trucks with parking facility”, he said. Sawant along with other residents have threatened to come

As the discussions turned stormy with the RDA Minister unwilling to listen to any explanation on the BPL norms, the district Collector suggested to Alemao to put up a note to the Revenue Minister to resolve the problem. “I will draft the note by this evening and you put your signature. This will help expedite clearance of BPL applications”, he added. Sources in the know said that around 800 applications for inclusion of names in the BPL list are pending with the Salcete Mamlatdar for verification. It is learnt that the talathis entrusted with the job of verification of the applications are tied up with host of other official work, thus causing delay in the BPL applications. Salcete Mamlatdar, Paresh Faldessai later told Herald that he has given instructions to the talathis to ensure that the verifications of the applications is completed at the earliest. “Many a talathi has assured to complete the work within a week. The system will be streamlined soon”, he said.

Residents of Ribandar have strongly opposed the State government’s plans to permit three off-shore casinos at Ribandar. At a meeting convened by United People of Ribandar on Monday,several local leaders feared that casinos entering Mandovi River at Ribandar would not only disturb the river navigation route, but would threaten the livelihood of local fishermen. Speaking at the public meeting, Ribandar Church Parish Priest Fr Alcandro Rodrigues said the off-shore casinos are supposed to be miles away from the shore, but in the present case they are hardly a few hundred metres away. “This decision of the State government to dock the casinos towards the Ribandar side is baffling, as it will not only create problems for the barges, ferry boats, cruises and canoes on the river navigation route, but will also create problems in the middle of the sea as mostly the river at Chorao side not being hollow,” said Fr Rodrigues. “If casinos are located in the middle, it could create a problem like that at the Cumbarjua Canal, where barges tend to get grounded due to low tide,” added Fr Rodrigues. “Casinos will destroy fishing nets, due to which livelihood of local fishermen is at risk, besides the river will be polluted,”

Two drug addicts caught by Mangalore police on Saturday with 25 grams of heroin said they had procured the drug from Goa and were planning to sell it to other drug addicts in Mangalore. Accused Suraj Kumar (28) and Gowthamachandra B were caught by Police inspector P S Tilakchandra on a tip-off. A police team intercepted the duo on a scooter and seized the drug. "The duo landed in the city from Goa on Saturday morning", PI Tilakchandra said, adding that the value of heroin seized is estimated to be Rs 50,000. Police also seized a dozen cellphones, a laptop and six syringes from the accused. He said drug addicts who do not have money to purchase the drug used to pawn their valuables with the duo.

Colva police has registered a case against two persons for illegal land filling of low lying areas at Sernabatim. The police said a case under section 17-A of the Town and Country Planning Act has been registered against the two persons for allegedly undertaking land filling without permission from the Chief Town Planner. The police are investigating. Meanwhile, the Colva police has registered a case of theft after a laptop, a digital camera and cash was stolen from a hotel room three days ago. The police said two persons from North India had checked into a hotel at Colva last week and were staying since then. Two days ago, one of the person decamped with a laptop, digital cameral and cash of Rs 20,000 all worth around Rs 69,000 was lifted away from the hotel room by the accused.

GOACAN along with various government agencies reviewed the measures taken at the Margao KTC bus stand on Monday morning. After the inspection, it was decided that the Margao Urban Health centre will undertake spraying of the area behind the KTC canteen due to accumulation of stagnant waters from the overflowing soak pit tank. In respect of garbage disposal, it was agreed to involve the Margao Municipal Council to lift the waste, even as the KTC agreed to identify spots at the bus stand, where bins could be installed for daily use by the commuters. Officials underlined the need to demarcate the jurisdiction of the KTC and the MMC so that regular cleaning of the gutters and storm water drains is undertaken. Children’s Court today sentenced an unemployed youth to 10 years rigorous imprisonment, convicted for raping an eight-year-old girl in her house when her parents were at work on December 1, 2006. President P V Sawaikar sentenced Vishal Devidas (28) to 10 years RI, which will run concurrent to sentence period of other offences, as well including grave sexual assault, wrong confinement and trespass. The Court has also imposed fine of Rs 4.05-lakhs on the accused for all offenses, of which, Rs one-lakh will be paid as compensation to the victim minor. The Court had convicted Devidas on August 27 on the testimonies of the victim and one of her two younger brothers. The medical evidence too supported the testimony that proved recent sexual assault on the girl. Quepem police in the chargesheet mentioned that the accused dragged the victim in her bedroom and sexually assaulted her when she was alone with her younger siblings. On hearing her cry for help, both brothers rushed to her rescue but they found that the accused had latched the door from inside. The boys then emptied a water barrel and climbed it to find out what was happening inside. One of the brothers warned Devidas to leave his sister but all efforts were in vain. Bio-remediation is the act of treating waste or pollutants by the use of micro-organisms (as bacteria) that can break down the undesirable substances like tar balls, oil slicks, etc. Secondly, the scientist, a former professor at Department of Microbiology, Goa University, said again bio-remediation wasn’t possible because of the large quantity of the tar balls. Also, due to the dynamics of the ocean tar balls keep shifting, which makes the process difficult, he stated. The scientist maintains the only way was to prevent the deliberate discharge of spent fuel into the sea by rogue vessels, trawlers, cruise boats, barges, etc., that operate in Goan waters. D’Souza said oil-degrading bacteria in the open seas could also find its way to places where oil is explored and processed. These bacteria will not distinguish between good and bad oil and will go on to break down all forms of oil, he asserts. PANJIM(HND): The Department of Prosthodontics of Goa Dental College and Hospital organized recently a two day national level workshop on ‘Comprehensive Management of Maxillofacial Defects’ at Hotel Fidalgo, Panaji. The programme was organized under the aegis of the ‘Goa Prosthodontic Study Group’, which was established with a vision to enrich the knowledge and clinical acumen of the students and practitioners of prosthodontics. This third CDE programme addressed the rehabilitation of patients with defects in the maxillofacial region, which is among the most challenging and interesting aspects of prosthodontics. The workshop included lectures and demonstrations by invited guest speakers. The panel included Dr Suresh Meshram, Dr Sharat Shetty, Dr Puneet Batra, Dr Sharad Gupta, Dr Mohit Kheur and Dr B Sirinivasan. The programme was attended by a large number of post graduate students and teaching faculty from various parts of the country. Dr Meena Aras, Professor and Head, Department of Prosthodontics welcomed the delegates. Dr Vidya Chitre, Assistant Professor, proposed the vote of thanks.

PANJIM(HND): The India International Photographic Council, Delhi has honoured Chandan D.Naik Gaonkar of Panaji with its prestigious international honour, Licentiateship (LIIPC). The IIPC honours photo artists on the basis of their mastery over photography art every year. Chandan Naik Gaonkar is the first person from the State to receive this most coveted honour in the Pictorial Photography section. He submitted a series of his 15 excellent pictorial photographs for this purpose. The panel of jury recommended his name for the distinction. The jury members were O P Sharma, Prof. Subroto Ray, Ashok Talwar, Chitragada Sharma and Hem Shankar Pathak (all reputed artists of the country). This is worth mentioning that Chandan Naik Gaonkar has achieved about 50 acceptances and many certificates of merit in national and international contests of photography till date, says a press release.

The commercial Chaudi town in Canacona taluka may boast of various facilities but it lacks a decent cafeteria or a tea-hotel in the area. Since the recent closure of the South-Indian hotel `Udupi Hotel’ to make way for a corporate bank, Chaudi does not have a decent cafeteria to cater to a thousands of people who visit the various government offices and other establishments on a daily basis. These establishments also include no less than 14 different nationalized, corporate and local banks, most of which are located along the highway. Earlier, motorists and tourists travelling along the highway would frequently make halts at the 'Udupi Hotel', which was located in the heart of the town,for tea, breakfast, lunch and dinner. "In fact, these halts had also enhanced the business interests

Some locals have even compared the non-availability of a decent cafeteria to the non-availability of quality educational institutions, which has prompted the migration of residents from Canacona to other places in the State.

In a press note, VAC Secretary Vincy Gonsalves stated that VAC and SCF discussed various problems faced by the citizens of VMC, the problems related to cleanliness of town gutters, etc. “Cleanliness of fish market, cleanliness in hotels and workers, stray cattle, etc, are not paid heed by the concerned authorities,” stated Gonsalves. Joao Camilo Jorge: A pioneer in old times

oao Camilo Jorge, ex-president of the Confrarias Committee at Immaculate Conception Church, Panaji who passed away on September 18 was the son of Simao Jorge and Carmina Fernandes Jorge and the second last among eight brothers in the family. After finishing his studies at Lyceum, he took up a job in the Panjim Municipality. Always ambitious and driven in character, he started his own business, now famously known as ‘George Bar & Restaurant’ on September 8, 1952. He got married in 1961 to Maria Esperanca Da Silva and is blessed with seven children. He along with his wife, he transformed this small enterprise from its humble beginnings to a worldwide acknowledged restaurant, famous for its au-

thentic Goan recipes, dating back to the times of the Portuguese. Owing to his frail health in later years, his restaurant is now managed by his son, who has seen that his dad’s ideas and

dreams have continued to be the cornerstone of the restaurant. The condition of the Kadamba bus stand at Mapusa is in pathetic condition and needs urgent attention. Besides, the compound wall towards the southern side has collapsed and bushes have grown alongside the compound wall. A lot of potholes have developed on the internal roads of the bus stand, due to which rainwater accumulates. The garbage, which is being dumped everywhere by the shopkeepers and kiosks operating within the bus stand, is not being lifted for days together. Major portion of the gutters have not been covered by slabs, due to which filthy water overflows. The buses are being parked in a haphazard manner and two-wheelers moves in and out the bus stand without any restrictions. Since there is no security arrangement, people urinate in the open places in

the bus stand. Since World Tourism Day will be celebrated on September 27, the GOACAN has submitted proposals to the Kadamba Transport Corporation, Porvorim, for the improvement of facilities to be undertaken at the KTC bus stand, Mapusa. Since buses leaving from Aldona to Panjim proceed via Pomburpa, people have to alight at Olaulim-Aldona junction and walk down to the Primary Health Centre. Speaking to Herald, Aldona Civic and Consumer Forum Secretary Marie D’Souza said they have made several representations to the Directorate of Transport, Collector of North Goa, Directorate of Health Services to change the route of Aldona-Panjim bus. “We requested them to di-

rect Aldona-Panjim bound buses to go upto Gawar and then take a turn and proceed to Panjim via Pomburpa. This will help the residents of Aldona to get down at the PHC at Gawar,” said D’Souza. “Since the bus service facility is not available, poor people from Aldona are unable to visit the PHC. Rickshaws are charging exorbitant charges to go to PHC from Aldona,” added D’Souza. Cutting across political lines, all national and regional parties, including ruling NDA today asked Election Commission to deploy Central Paramilitary Forces (CPMF) personnel at all polling centres for the upcoming assembly polls in the state. "We urged the EC to ensure sealing the limits of assembly constituencies on polling day and allowing measures to be taken for flood-hit people in Gopalganj," BJP national vice president Kiran Ghai and state party spokesperson Sanjay Mayukh told reporters. Ghai said the BJP delegation who met the team headed by Chief Election Commissioner S Y Qureshi here asked the team to issue instructions for flag march by security personnel near every polling centres to instill confidence among the voters so that they could exercise their franchise fearlessly. "Elaborate security at the polling booths has to be ensured on priority basis by the EC for free and fair assembly polls in the state," said RJD spokesperson Shakeel Ahmed Khan who met the EC team alongwith the party state president Abdul Bari Siddiqui. HC to use video conference in Kasab’s case PTI MUMBAI, SEPT 20

The Bombay High Court today decided to hear on a daily basis from October 18 the confirmation of death sentence awarded to Ajmal Kasab for his role in 26/11 attacks and allowed state's plea to produce Pakistani gunman through video conference in view of threat perception to him. Government counsel Ujjwal Nikam said Kasab had threat to his life and it would be a risky affair for police to bring him every day from Central jail, 10 km away from the high court. A bench headed by Justice Ranjana Desai suggested that Kasab could appear through video conference. To this, Nikam said the state would take two weeks to have this facility in the court by October 18 with the help of MTNL. The judges said the court will not further wait for Kasab to file an appeal but go ahead with confirmation of capital punishment given to him on May 6 by the trial court. They said the 60-day period for filing appeal after the judgement had already lapsed but allowed Kasab to file appeal anytime before October 18. Kasab's lawyer Farhana Shah, on a directive issued by the court earlier in the day, met Kasab in jail and informed judges that he was keen to appear through video conference.

Soofiya Madani approaches court to relax bail condition PTI KOCHI, SEPT 20

Soofiya Madani, an accused in the burning of the Tamil Nadu state bus case in 2005, today approached the NIA court here seeking relaxation in her bail condition to visit her husband PDP leader, Abdul Nasser Madani, an accused in the Bangalore blast case, and now in custody with Karnataka police. Soofiya filed the petition seeking permission to leave Ernakaulam district to meet Madani at Bangalore. The NIA court had earlier relaxed her bail condition thrice to meet Madani at Kollam. The petition has been posted to Wednesday to hear the National Investigation Agency (NIA), which probed the Kalamssery bus burning case and other terror related cases in the state. As per her bail condition Soofiya cannot leave the district without the court's prior permission. The bus was burnt on Sept 9, 2005, to protest against Madani's continued imprisonment at the Coimbatore jail in connection with the Coimbatore blast case.

Fight against casino cancer

hief Minister Digambar Kamat says that Wednesday’s Cabinet decision to allow the floating casinos to remain in the Mandovi River is to “to decongest the Mandovi channel”. He says that when licences were first granted, no area of operation was specified. The casino ships are unsuitable for operating outside the river. When the vessels come for renewal, two years from now, they “could be” asked to go for new ships that can operate in the deep sea. In justification of this totally shameless reversal of his own decision, the Chief Minister says the state government earns over Rs50 crore from offshore casino operations… And how much do the state’s ministers earn from these casino operations? It is not only we who are asking; Leader of the Opposition Manohar Parrikar has openly alleged that Ministers in the Goa Cabinet have taken kickbacks to allow the floating casinos to stay in the Mandovi River. Money has surely changed hands, he says, for the Cabinet to reverse its own decision so disgracefully. Last year, in the face of an outcry from the public, opposition MLAs and several legislators in his own party, Chief Minister Digambar Kamat announced that the floating casinos clogging up the Mandovi river would be asked to go out to sea, so that they would not be visible from Panjim city. Announced with much fanfare on the floor of the Legislative Assembly, it was later made into a formal Cabinet decision. But nothing happened. The casino owners took the government to court and got a stay order. The government did not exert itself to challenge this order. Status quo prevailed. But, notwithstanding the government’s complete lack of initiative in the matter, the case seems to have progressed by default. The court is to pronounce a verdict on the issue shortly. But, before that, on Wednesday, the Cabinet decided to relocate the floating casinos – not out at sea but further inland in the river Mandovi itself! Three offshore casinos will be shifted towards the Ribandar side of the Mandovi bridges, while the remaining four will be ‘relocated’ in the same area where they are at present. This smells of a ‘mutual’ conspiracy to ‘settle’ the case ‘out of court’. Sadly, instead of going out to sea, the casino cancer will now move from the city to the villages. That’s how much our government ‘cares’ for the ‘aam admi’ in whose name it rules… The money is welcome, it seems, but not the blame. The Chief Minister enacted an elaborate charade to evade responsibility. He said the entire proposal to spread casino cancer from the city to the villages is actually by the Captain of Ports (CoP), and the Cabinet has only “approved” it. Really? Could that be the same Captain of Ports which, last year, directed owners of all casinos to shift their ships from the River Mandovi to the outer anchorage at Aguada bay? Could it be the same CoP that has refused to renew the NOCs of the casino ships, as a result of which not a single casino ship has an NOC today…? Surely the CM doesn’t expect us to believe that? The public, unlike many of his Ministers, has both intelligence and integrity. The casino owners may be able to give some Ministers their 30 pieces of silver. But can they bribe the people of Goa? he passage of the Clinical Establishments Registration and Regulation Bill was welcomed by the larger corporate hospitals. However, there was some consternation and apprehension among the smaller players in the industry. Their misgivings appear to be based on fears of the establishment of yet another dimension to the license raj. However, to the neutral observer, it appears ridiculous to shut down and confiscate “gaddas” selling omelette pao because they did not have a license to operate, and at the same time permit hospitals which deal with life and death to function totally unregulated and unaccountable. The concept regulation is not new. The Bombay Nursing Homes Act dates back to 1949, though it was amended in 2006. Feeble attempts at introducing some semblance of order were made with the Bhore report 1946, Mudalier 1962, Mukherjee 1966 and ICMR 1981. However, these largely addressed the public sector. Private health care sector in India has gone from strength to strength and today accounts for 58% of the hospitals and 83% of national health care expenditure. It is one of the largest sectors in the world in sheer size and least regulated. Only about thirteen states have any form of private nursing home regulations; and those that do exist are so weak and watered down that they are reduced to bureaucratic scraps of paper. The Bombay Nursing Homes Act 1949 had comprehensive meaningful amendments proposed only in 2006, specifying in fair detail, the precise facilities that should be available in nursing homes. Even the National Human Rights Commission had an occasion to direct the government to implement nursing home regulations in 1996. The Goa Assembly passed the Goa Daman and Diu Private Nursing Homes (Regulation) Bill of 1986. After having made its way to the Gazette (page 378, series 1-20), it was murdered by wilful negligence because no rules were ever framed, which should have been done within six months. The problem was that Goa with more than a hundred odd private hospitals had dreams of establishing itself as a major centre for health care tourism. Ushering Change naturally asked the establishment “What is your registration number?” In 2001, the Central Health Ministry in a laudable attempt to sort out the mess, directed all states to enact/review legislation to regulate private hospitals. Unlike the 1986 Bill, this one did not even make it to the Assembly. Why are the authorities so bashful about introducing some degree of regulation in such a crucial aspect of community care? But then one has to understand that no progress is likely as long as we have public officials like one ex-chief minister of Goa whose stated reason for not pursuing such a Bill was “the more rules you have, the more people break them”. Functioning of these hospitals is largely dependant on local economic factors and the owner’s dedication. With the right kind of leverage one can even put up a “gadda” and call it a “nursing home” in Goa. The Central Health Ministry once again renewed its efforts and drafted the current Bill in 2007. It has been languishing since then for various reasons. The recent decision of the insurance companies to withdraw all cashless facilities from private hospitals may have stimulated him. As a matter of fact, the original draft of this Bill was brutally frank in its introductory Statement of Objects and Reasons. Under Article 252 (1), the Bill was introduced in parliament in response to resolutions passed in the Assemblies of

Then again our history is replete with stories of ancient hidden treasures (to protect from enemies) in caves, underground and in mountains. Thus priceless artifacts, sculptures, ancient paintings, have been lost forever to us. Going into hiding for pursuing a good cause and to retain your position and respect in life, is commendable. The Pandavas went into ‘Adnyatwas’ (hiding) for 13 years just to respect the word of ‘Yudhistir.’ In our times, we have Salman Rushdie and Taslima Nasreen to name a few, who went into hiding after the fatwa was issued from a Islamic cleric. But it is sad to sometimes see that hidden talent among children and youth is suppressed or not tapped in time. This is a worse scenario than the above tiger cub incident.

This Bill was introduced at the request of these four assemblies and union territories In a reply in parliament, Union Health Minister Gulam Nabi Azad said that the legislation can be extended to other states, once their Assemblies adopt resolutions He had written to all the chief ministers, “Most of them have replied in affirmative”, he added. He further clarified that registration of clinical establishments would help the government to build a database for hospitals, which in turn, would assist in formulating the national policies on health. The concept must be appreciated in view of the spineless attitude displayed on the subject by politicians from most states; and most pointedly from Goa, the second most ‘emancipated’ state in the country. Why should such regulation be necessary at all? Quite simple. A patient has the right to know what to expect when he makes a decision to get admitted into a particular hospital. There have to be some established minimum standards to qualify for the description “hospital” Does the nursing home employ qualified nurses as approved by the Nursing Council? Can the patient expect to be looked after by qualified RMOs?’ If an emergency arises at 2 am in the morning, will the attending doctor be a qualified allopath

or a make shift homeopath/ayurved? Does the hospital have a 24 hour pharmacy with a qualified pharmacist as specified by law? Or will he be expected to go hunting for a vital drug at 3 am on the lonely unpoliced streets of Goa, where public transport is non-existent after 9 pm? The main highlights of the Bill are:1. A nineteen member National Council will be formed to oversee the implementation of the Bill. The various professional councils from allopathy as well as the Indian systems of medicine will have representation on this council, with the Director General of Health Services, MOHFW of the Central Government in the Chair. Elected members shall hold office for three years and nominated members, one year. The Council will have the task of determining and establishing minimum standards. A system of classification of clinical establishments will be set up. A national register will be set up with all details and statistics of the establishment. Minimum standards will be developed and reviewed periodically. 2. At State level, the DHS will act as Registrar of clinical establishments and will be responsible for compiling and updating the register. The registering authority will be designated such as the CMO or District Health Officer. No person shall carry on a clinical establishment unless it is registered, and fulfill minimum prescribed standards, with minimum qualifications for staff, and regular reporting. 3. The term ‘establishment’ covers virtually every type of health care facility, whether hospital or investigative laboratory; and whether in the public or private sector. The only exclusion is the armed forces. 4. Procedures for temporary and permanent registration will be laid out, as well as guidelines for inspection. 5. An all India register will be maintained which will be an amalgam of the State registers. I applaud the efforts of the Union Health Minister, and hope that this Bill, does not get consigned to the dustbin of history, because the rules were not framed. Yes, we require more Newman’s who are bold and generous enough to allow the Divine Light to illumine their gloom. But what we see all around is a threat to the healthy bond between faith and reason. In olden times, we saw how Galileo Galilee was persecuted by the Church for his views that the earth was indeed round. Martin Luther broke away from the Catholic Church saying that “faith only” was necessary for salvation. Henry VIII executed St. Thomas More and became the Head of the English Church because the Pope refused him a divorce. St. Joan of Arc was burnt at stake by some of the French Bishops for listening to her inner voices which directed her to fight for her people, St. John of the Cross and St. Margaret Mary Alacoque too were persecuted by their own Congregations. This happens in other religions as well. Mahatma Gandhi was killed after doing so much. May, the kindly light of God lead us from darkness to light for the goodness of the entire human family. given an opportunity to fly a good airline company.

Why only regulatory bill? Nilesh Salkar, Vasco The Central government is planning a model regulatory bill which is to be introduced in parliament shortly. CREDAI has offered its constructive suggestions to the bill and is actively involved in its drafting and framing. While we certainly do not disagree with the introduction of the bill, we feel that those involved with the sector like the consumer, the licensing authorities, the financial institutions, the service providers like electricity and water department, and PWD should also be brought under the ambit of legislation. Planning for a bill only for the builder/developer under regulation will only increase the cost of housing for the common man.

Past experience has proved that the common man will sell the votes of his entire family to one corrupt politician, in order to obtain a job in the Gulf countries for one member of his family. This “chalta hai” attitude has resulted in scams of a massive magnitude and made outright wastage of public funds. Goans should learn to decipher between good and evil and vote a good government. than succumb to cash rich election budgets of our politicians. Reschedule SAFF S Kamat, Alto Betim The South Asia Film Festival (SAFF) has seen a wonderful range of movies from the subcontinent, including some regional films from India. The general public rarely gets a chance to see these movies. SAFF has been a great treat for film buffs. The Bhutanese delegation may be right in com-

plaining that the turn out was inadequate. The reason for this is probably that Ganesh Chaturthi coincided with the event. It is hoped that the organisers choose a better time schedule during next year’s screening of the SAFF event.

The terror psycho created in everyone’s minds does not bode well for the progress of the Games. The important thing is that the Indian government must organise the Games in a professional manner. Security has to be given first priority so that terrorist plans are disrupted. The police and army should be on full alert to prevent any untoward incident. After all, the prestige of the nation is at stake. MPs showed their unity recently in the Lok Sabha when they helped themselves to a hike in salary. In the same vein, they must unify to pass a rule to quickly nab terrorists who are out to create mayhem at the Games.

Change registration rules Stephen Dias, Dona Paula I had an occasion to witness a Sale Deed of a flat in Pune which was purchased by a Goan. To my surprise the document to be signed for registration of the flat was totally in Marathi, and not in English. The person insisted before signing the document that the contents be translated in any other Indian language. However, the registrar refused to translate the document into any other Indian language. The reason being given was that the Sale Deed was executed in the state of Maharashtra. This desisted the purchaser from buying the flat as he/she did not understand Marathi. Could our Civil Registrars follow a similar method and register properties in Goa in Konkani only? This makes sense as properties must be registered in our regional language, namely Konkani.

Paths of Wisdom Asking God the right things Our faith diminishes because our ambitions are limitless. There was a rich person who had a daughter with a flat nose. The father wanted to get this girl married. Every person who came and looked at the girl used to go away, although they were tempted by their wealth.In those days, persons who could perform plastic surgery were not available. In desperation, he announced that he would give plenty of money to anyone who would marry his daughter. The marriage was performed, and thereafter the couple developed considerable faith in God. They visited many temples, went on many pilgrimages and bathed in many sacred rivers. They met a saint who advised them that he, who created the nose, alone, could bring it back to normal. Although they had a lot of wealth, they were not happy at all. The girl used to feel others were looking at her and making fun. She suggested to her husband that they should both go to the lonely Himalayas and spend a month there in that manner. He agreed and they did go. The girl had a great desire to get back her nose, so she began to pray to God in great earnestness. God appeared, due to her good luck, and asked her what she wanted. She asked for the grant of a good looking big nose. God granted her wish. As soon as God disappeared, she looked at her face. She looked at the big nose and felt that she looked uglier than before. She prayed more earnestly and God appeared again and asked her what she wanted. She said that she did not want such a big nose. God granted her wish and she immediately found out that her nose had completely disappeared. T

he ill reputation that ESG brings to the state of Goa is no lesser than an abuse on the coastal belt. Any Goan who is proud of being a hospitable and lovable guest will feel let down by the bunch of bureaucrats managing IFFI. The most important thing is that IFFI has exposed poor management skills of the State Government agency - ESG. The tried and tested formula continues till today. There is a famous story about blind men, who were interpreting an elephant. All of them had never seen the whole giant elephant and thus had different versions of an elephant. The one who touched his legs said elephant is like a pole and the one who touched his tail said elephant is like a huge broom and so on... Few years ago, similar thing happened in Goa. The only difference was that this elephant was called IFFI. The story of blind however was similar... Goa government had no clue of what a film festival is. Hardly any film was made in Goa; forget about holding a smallest film festival. The then chief minister Manohar Parrikar hurriedly decided to host 35th IFFI in Goa. He realized they need a separate government establishment to facilitate its activity and channelise the funds for such a mega event, if Goa has to be made a permanent centre for IFFI. Thus was born the Entertainment Society of Goa in2004. It was born more out of compulsion. Since then, every year this organization is being heavily criticized for its sloppy management not only by the celebrities and national media but also by the local film fraternity. The juicy stories of ESG's shortcomings are constantly heard in the state capital and echoed frequently in the Goa Legislative Assembly. The ill reputation that ESG brings to the state of Goa is no lesser than an abuse on the coastal belt. Any Goan who is proud of being a hospitable and lovable guest will feel let down by the bunch of bureaucrats managing IFFI. The most important thing is that IFFI has exposed poor management skills of the State Government agency - ESG. The tried and tested formula continues till today. In the early years, the society was headed by the people who had no experience of managing such an event; even half the scale of IFFI. Every year a new bureaucrat sits on ESG chair. For the last couple of years, it's Manoj Srivastav, who was looking after Indian Panorama section of the Directorate of Film Festival when IFFI was first brought to Goa in 2004. In the past six years, the film sections as well as number of delegates are growing. But the people managing the Grand show still display an amateur attitude at this international event. Be it related to delegate cards, transportation, opening or closing ceremonies, announcements, media relations etc, the confusion mounts on. It is surprising that the state Government cannot find qualified managers for such an event even after six years. The Directorate of Film Festivals is the organizer of IFFI. They collaborate with the state governments in holding this festival. Till 2003, the festival had been travelling all over the country. It settled down in Goa only since 2004. Thus ESG came into existence. ESG was initially an agency only to facilitate the management of IFFI in Goa. Over the years, ESG decided to have more powers as they believed that the state government is spending the money and thus they ought to seek more powers. However, ESG fails to recognize a fact that in the past, wherever IFFI was organized earlier, the respective state governments also spent similar amount of money. In fact, ESG should have attempted to recover at least fifty percent of the cost spent by Goa government for IFFI. Last year, ESG has spent Rs 6.5 crore, but could collect only Rs 70 lakh through sponsorships. This itself signifies failure of this agency to make such a mega event sustainable. Even local event managers bring larger sponsorships in Goa for local events. Apart from hosting this festival, ESG has started another parallel film festival during IFFI, called Short Film Festival through its own Short Film Centre. The expenditure on travel, accommodation, prize money and publicity to this section adds to the total budget of IFFI. All the events added by ESG during IFFI has increased financial burden on the state government. Thus ESG itself is to be blamed for excess spending on IFFI, rather than pointing fingers at officials of the DFF. The accommodation and the transport cost is bound to increase over the years as IFFI expands. The prize money has been increased to almost a crore since this year. This has to be an eye opener, because if ESG fails to bring in adequate sponsors, IFFI 2010 will be yet another disaster year for the festival. Instead of looking for power position in the mega event, ESG needs to apply strategies to bring in the required buzz and buck through various programmes and activities outside the festival venue. The popular story about the blind men and an elephant is timely and relevant to the relationship between ESG and the IFFI. Any international event of sports or culture, when huge in size, needs to be properly understood and exploited accordingly. A mega event like IFFI can definitely be transformed into a major international event. But then the state government needs to appoint professionals, who have vision and experience, to bring in the glory and the bucks to Goa. Merely filling the body with politicians and businessmen in decision making positions will not only empty the government coffers but also damage the reputation of otherwise hospitable Goa and Goans. No headway has been made in the investigations into the firing incident near Jama Masjid though Delhi Police today claimed that they have some leads to solve the case. Investigators have questioned about 30 people following yesterday's incidents of firing at a Taiwanese media crew and a car catching fire after a "crudely-circuited" device went off. Two Taiwanese nationals were injured in the firing. "We have some leads. We are working on it. We are confident of cracking the case," a senior police official said. Police also said that a person residing in Vasant Kunj, who was picked up for questioning in connection with the incidents, was cleared of any suspicion. "A local gave a registration number of a motorcycle claiming that the two gunmen opened fire and escaped in the twowheeler. After verification, we have ruled out his role in the incident," a senior police official said. Delhi Police, however, is ruling out the role of any organised terror group but intelligence experts insist that it could be the handiwork of outlawed Indian Mujahideen, which was behind a series of blasts in several cities,

Delhi Chief Minister Sheila Dikshit today visited LNJP hospital here to enquire about the health of the two Taiwanese nationals injured in the firing incident near the historic Jama Masjid in the national capital. The two-- Zeseweiu (27) and Chiang (28) are stated to be out of danger and are likely to be discharged soon from the hospital where they were admitted soon after the attack yesterday. Though Dikshit refused to talk to the media after her visit to the hospital, health officials said the Chief Minister has asked them to monitor their status round-the-clock and take special care of the victims "as they are our guests". Zeseweiu had a miraculous escape as the bullet grazed his head while Chiang was hit in right abdomen and was operated upon. "Both the patients are out of danger and are doing fine. With the Ayodhya title suit verdict just days away, the Uttar Pradesh Police is busy stocking up its most trusted mob control equipment - 'lathis' - to tackle any possible riot-like situation in the aftermath of the ruling. The state government has sanctioned Rs 72.5 crore for largescale purchase of 'lathis' to deal with any unruly mobs in case they hit the streets in the wake of the Allahabad High Court verdict on the Ayodhya dispute slated for September 24, a senior police officer told PTI. "Though the state police is armed with the latest weaponry, the number of 'lathis', considered to be the best mob control equipment, is lacking in the force. Now, the state government has sanctioned Rs 72.5 crore for its purchase before September 24," he said. Of the sanctioned amount, Rs 50 crore is for the police force, Rs 16 crore for home guards and Rs 6.5 crore for Prantiya Raksha Dal (PRD) jawans, he said. Besides lathis, helmets with face guards, body protectors and shields will also be purchased with the sanctioned amount as they are required to control the mob in case of a riot-like situation.

Profit sharing: Steel ministry likely to seek concessions PTI NEW DELHI, SEPT 20

The Steel Ministry on Monday said it may seek concessions for state-owned firms like SAIL and NMDC from the 26 per cent profit sharing rule, proposed in the draft mining bill, as the PSUs have been fulfilling social obligations for long. “Some special consideration has to be given to PSUs for the historical role (in social obligations) being undertaken in different parts of the country,” Steel Minister Virbhadra Singh said when asked if PSUs would be exempted from the mandatory profit sharing regime being proposed in the new mining bill. Singh said, however, that he wasn’t in favour of complete exemption from the proposed rule for the PSUs. He was speaking on the sidelines of the inaugural session of International Federation of

Consulting Engineers here. Singh’s comments come days after a ministerial panel, headed by Finance Minister Pranab Mukherjee, reached a consensus to give the go-ahead to the draft mining bill, which seeks that miners share 26 per cent of profits with local people affected by their mining projects. The bill has now been sent to the Mines Ministry for fine tuning and the final draft is to be placed before the Group of Ministers (GoM) at its next meeting. The new Bill, likely to be placed in the Winter session of Parliament, seeks to expedite grant of mining rights in a transparent manner and attract big investments in the sector. SAIL Chairman C S Verma had said in Kolkata last week, “Captive mines should be kept out of its (new legislation’s) purview. We cannot sell what we mine. It

is for our captive use.” SAIL has captive iron ore and coking coal blocks in various parts of the country. Besides SAIL, Steel Ministry is the administrative head of companies like NMDC, Rashtriya Ispat Nigam Ltd and MOIL. NMDC is the country’s largest iron ore producer, while RINL is a steel manufacturer. The new bill has proposed that a fund – District Mineral Foundation – be created and the beneficiaries be paid out from it. Besides, it proposes that in case of a mine being non-functional or in losses, companies should compensate the people affected by land acquisition by paying them amount equal to the royalty given to state governments. The royalty paid by mining companies to state governments runs into hundreds of crores of rupees.

Micromax Informatics, an aggressive new entrant, sold a “less than 10 percent” stake to three US-based private equity investors for a total of about two billion rupees (44 million dollars), a senior company executive said. “The deal has just been cracked,” senior Micromax executive Andre Augustine told media. The investors are venture capital players Sandstone Capital, Sequoia Capital and Madison Capital Management. The New Delhi-based company already sells more than one million handsets a month in India’s fast-growing mobile market only two years after starting operations. Endowment Plus offers investment-cum-insurance during the term of the policy and is available for people under 760 years for a policy term between 10 years and 20 years. Financial sector watchdogs, RBI and Sebi, on Monday came out strongly in support of having a diversified ownership in exchanges for ensuring good governance of the “systemically important institutions.” “A diversified ownership is very necessary in a market infrastructure company. Ultimately, exchanges are public utilities. (It) is a means of good governance,” Reserve Bank of India (RBI) Deputy Governor, Shyamala Gopinath, said during the inauguration of the United Stock Exchange (USE) here. Endorsing her views, market regulator Sebi Chief, C B Bhave, said, “I am happy that USE is coming with a diversified ownership...we need to see that they serve the purpose that they are supposed to serve.”

USE is a unique public-private partnership with 21 public sector banks, five top private banks, the BSE, trading companies like the stateowned trading entity MMTC, Jaypee Capital, gold importer Riddhi Siddhi and a leading garment exporter as stakeholders. Bhave said Sebi has also formed a committee to look into exchange ownership limits and listing in April 2010. Exchanges are systemically important institutions and at the core of functioning of financial institutions, Gopinath said. Worldwide enterprise software revenue is on pace to surpass USD 232 billion in 2010, a 4.5 per cent increase from 2009 revenue of USD 222.4 billion, according to the latest forecast from IT research and advisory firm Gartner, Inc. The enterprise software market is projected for continued growth in 2011 with revenue forecast to reach USD 246.6 billion. Through 2014, the market is expected to reach USD 297 billion at a five-year compound annual growth rate (CAGR) of six per cent, it said. “After declining 2.6 per cent in 2009, the worldwide market for enterprise software is recovering well with signs of continuing growth on the horizon,” said Joanne Correia,

Debit card use can be popularised by cutting MDR: study PTI MUMBAI, SEPT 20

Use of debit cards can be popularised in the country if Reserve Bank of India (RBI) accepts a proposal that banks cut fees for debit card payments by bringing down merchant discount rate (MDR) or card commissions, a study by Indian Institute of Technology, Mumbai (IIT-B), said here. The study presents key issues relating to India’s retail payment system and focuses on how the country can transit from the existing cash based retail payments to cashless payments. “Transition from the existing cash based retail payments to cashless payments can occur by promoting payment through debit cards”, Professor Ashish Das and Rakhi Agarwal of the Department of Mathematics, said in a technical report “Cashless Payment System in India - A Roadmap”, which has been submitted to the RBI.

“This will require rationalising costs associated with the use of debit cards, making them more secure and conducting focused financial education programs for increasing public awareness,” Das said. This transition would lead to saving currency management costs and generate valuable information on spending behaviour of the masses, he said. With an eye to boost an efficient cashless payment system for the country, the report has suggested directions for optimising usage and rationalising pricing patterns. “Though card based payment systems have been in vogue for several years, its use and popularity is still limited,” the study said.

REC gets infrastructure finance company status uNI NEW DELHI, SEPT 20

State-run Rural Electrification Corporation Ltd (REC) on Monday said the Reserve Bank of India (RBI) has granted it the status of ‘infrastructure finance company’, allowing the company to undertake additional lending to power projects. “Reserve Bank of India (RBI) vide its letter dated September 17, 2010 has now categorised REC as an infrastructure finance company,” it said in a statement. With this status, the company said, it can now take an additional lending exposure of up to five per cent of its owned funds in case of a single borrower as well as up to 10 per cent of its owned funds in case of a single group of borrowers. The total permissible exposure would thus be 40 per cent of owned funds in case of single group of borrowers, it added. In addition, REC becomes eligible for issuance of ‘infrastructure bonds’ and for raising funds up to 500 million dollars through external commercial borrowing (ECB) in a year.

AI plans to dry-lease 4 Airbus A-330 aircraft PTI MUMBAI, SEPT 20

Air India is planning to drylease four Airbus A-330 aircraft to service some of its mediumhaul international routes, airline sources said on Monday. “The purpose of taking A330 aircraft is to deploy them on medium-haul routes or on sectors which have 7-8 hours of flying, like Hong Kong,” the sources said, adding “though we are leasing only four aircraft now, our actual requirement is that of ten of these planes.” Currently, the national carrier has two of these wide-body planes in its fleet which are operating on the Jeddah and Shanghai sectors. The leasing period of the A330s would be one-and-a-half year to two years, the sources said. Under the dry-lease arrangement, the lessor provides an aircraft without crew, insurance, ground staff, supporting equipment and maintenance, all of which has to be taken care of by the lessee. The routes on which these A330 aircraft would be deployed are being finalised, the sources said, adding that the delivery of these leased planes would have to be made between October 2010 and September 2011.

“Let us not look that way because there may be people in India also with sufficient funds. Here also there are capable people to takeover a company,” he said. On the issue of funding constraint for companies he said, “Funds are available but because of sensitivity of the matter at the initial stages nobody would like to go to the private fund provider, then it will be known, it is sensitive and markets will be unnecessarily affected that is the fear,” he said. “In the initial stage itself if somebody goes to the market and if there is a rumour that you are going to be taken over...because there are several persons involved. There is confidentiality involved in initial stages till the public announcement is made,” he said. “That is why we have made a provision for initial two stages. The first day you agree to take over, make a short announcement so that it is in the public domain,” he said. In terms of benefit to minority shareholders, he said that it would largely benefit them in terms of parity in pricing. It would also provide opportunity for complete exit and get the same price as a substantial share holder.

the Best Debutant Director award at the International Youth Film Festival in UK and the film was awarded the Merit List Award at the Indie Fest of California, USA,” says Rakesh cheerfully. ‘Khuda Kushi - Birds of Prey’, starring Asif Khan, revolves around two Muslim youngsters who are in a dilemma regarding which way to choose when they face discrimination, injustice and inequality. One of the two boys, Imran, is in search of a job and lands up meeting Wali Sheikh, the second youngster. Wali is working for a terrorist organisation and has his own unlawful ways of getting his work done. They end up getting brainwashed by people who take advantage of their weaknesses and hatch a plan to wreak havoc in Mumbai .Both the boys later tread on the same path of destruction where there is no escaping back. The film received a great response at SAFF and was screened on September 18 and then due to public demand, on September 20. “SAFF is the right platform for South Asian countries especially those that don’t have a good market. It gives directors and actors a chance to showcase their films. I was very happy when I received the news that the film will be screened again,” says Rakesh. “The treatment and story did wonders for the film as the film is very emotional. I had people travelling 50-100 kms to come and watch the film. They heard about it as well as read the synopsis and found it interesting and decided to it,” says Rakesh Mehta who has signed a deal with Que Sera Sera Productions and will direct a comedy film, titled ‘Crash’. “You can understand Rakesh’s way of working, he turned me, an innocent looking person into a hardcore terrorist,” says Asif with a huge smile. “It was a great experience working with Rakesh as he was very supporting and had great confidence in me. I even had an accident on set and fractured my leg but Rakesh didn’t give up on me. This support drew a good performance on screen and I am happy that my acting career started with ‘Khuda Kushi’, a film that has been so well received by the audience.” He further adds, “I would love to work with Mahesh Bhatt or Anurag Kashyap. But I still have to prove myself as an actor for these directors to approach me. It is not easy for a newcomer without any filmy background to make way into Bollywood,” says Asif realistically. As for Rakesh, he has been running a Cargo and Aviation business in Germany for the past 14 years. He recently completed a six month film making course in Mumbai and then wrote the story and dialogues, produced and directed ‘Khuda Kushi.’ “Right from my school days I used to write stories which I dreamt of making into movies. I had my responsibilities so I ran the business. Now I have the time to complete my dream as a film maker and I can put all my dedication, commitment and passion into it without thinking of anything.” When asked about how easy it is to establish oneself as a director, he replies, “It depends on each person’s work. If a person is really dedicated and confident, it is possible to give a good film. Hard work is very important.”

he latest mega hit ‘Dabangg’ is breaking all records at the box office in terms of revenue collection. Though all songs of the film are catchy and have received tremendous response, the song ‘Muni Badnaam Hui Darling Tere Liye’, that has Mallika Arora Khan and brother-in-law Salman dancing in utter gaiety, has become one of the most played songs, even becoming a topper at the colourful parades during the Sarvajanik Ganesh Mandal’s Ganesh immersion in Vasco. Both the five-day and seven-day Sarvajanik Ganesh celebrations had youth enjoying Bollywood tracks, with the favourite being ‘Munni Badnam Hui’. In an encouraging symbol of communal harmony that is characteristic of the people of Goa, the youth, cutting across all barriers of religion, joined together and added colour to the parade to immerse the clay idol of Lord Ganesh off the shores of Baina Beach. The sight of the young enthusiastic people shaking their legs to tunes of Bollywood songs was entertaining. While ‘Muni Badnam Hui’ topped the favourites, the second on list was the FIFA world cup song Shakira’s ‘Waka Waka’. The tempo and beats of these songs really added to the fervour of the festivities. “While these two tracks were the most played this year, last year’s favourites included certain south Indian songs that had a very peppy beat to them,” said a youth from Ekta Ganesh Mandal. Some had opted to carry on immersion processions in a traditional manner with ‘Dindi’ performances rather than Bollywood songs, some of them while some others had invited ‘Lezim’ groups from Maharastra to add to the festivities. Whether it is lezims, dindi or bollywood tracks, one thing is certain that without music, an entity with no language barriers, no festivity can really be complete.

The suave, prominent personality making everyone feel welcome was Vishal Singh, GM of Vivanta by Taj – Holiday Village who introduced us to his eminent team - Saleem Yousuff, Area Director (Goa) and GM of Taj Exotica, Chitra Saleem, GM of Vivanta by Taj, Panjim, and Rajeev Khanna, GM of Vivanta by Taj – Fort Aguada. Among the thronging crowd were the Kamats, Kares, Dhonds along with Suresh Babu from Customs, Sanjeev Mendes from AMR, Nilesh Shah, chairman of Goa Chapter and many more prominent people from Goa while many in house guests too joined in the merriment. As we left, outside, the brilliant moon played hide and seek with the stormy clouds while the roaring waves crashed against the rocks educing a misty spay in the air- an affirmation of the envious venue that the hotel occupies.

Mandopa trounce Enfermos gfa 3rd div

Mandopa Sporting Club trounced Enfermos Sports Club 5-0 in GFA’s Third Division league at Sinquetim ground, Navelim on Monday. Mandopa were leading 3-0 at the breather. Mandopa enjoyed the lion share of exchanges and raided the rival citadel at regular intervals. They took the lead in the 29th minute when Claudio Dias punished the rival goalkeeper with a rasping drive. Enfermos put up a commendable show in the initial period but they lacked support from the midfield. Adding to their woes, the forwards were not up to the task. The AIFF and GFA were involved in a sort of a problem today as the draw for Federation Cup group was finalised only at the third attempt in which GFA general secretary Savio Messias emerged winner even as GFA president Joaquim Alemao sided with AIFF general secretary Alberto Colaco on deciding the venue. The group matches involving Sesa FA, Churchill Bros, Viva Kerala and Chirag were allotted to GFA by the AIFF. The teams arrived and are scheduled to play on September 21, 23 and 25. Matches were originally scheduled to be played at Tilak Maidan, Vasco. Due to incessant rains, Savio informed the AIFF about 10 days back that the ground was not conducive for holding the matches and sought advice, which was not forthcoming. On September 17, Savio conducted an inspection alongwith Match Commissioner Ranganathan and opined that due to unsuitable ground conditions, matches may be shifted even out of Goa. The AIFF was in-

The Dempo-backed panel for GFA’s Executive Committee elections for Salcete on October 24 was finalised at Joaquim Alemao’s private office in Margao on Sunday. Reports suggested that Alberto Colaco and GFA president and AIFF vice-president Joaquim Alemao were present. The three-member Dempobacked panel from Mormugao, Lawrence Gomes, Prakash Naik and Andrew Rodrigues alongwith South Goa vice-president nominee, Vinod Parkkot also attended the meeting which also had referee Benjamin D’Silva. The Salcete panel is learnt to have been finalised – Schubert Furtado, Anthony Pango, Jaju Fernandes and Benjamin D’Silva from Ambelim. Parkkot will have to fight Elvis Gomes in a straight contest while Savio Messias will have to work against the other three to get the member’s post from Mormugao.

They finalised that both matches would be played at Chowgule, one at 8 a.m. and the other at 4 p.m. The draw was prepared accordingly. The team managers meeting was held as scheduled by organising secretary Savio this evening in Vasco. In attendance were the managers of four participating teams, Shetty, match referees inspector Walter Pereira, Anthony Pango, Jaju Fernandes. When the draw, as charted out in the morning in Margao, was announced, Savio took strong objection on the ground that he was not informed about

Savio insisted that he would not chair the meeting any longer and that if the Margao draw had to be adhered to, then the one who was responsible for it would have to preside over the managers meeting and take the decision, he said. Consequently, there was a need for extended meeting in Vasco, in which it was finally decided that all matches would be played at Tilak Maidan with two matches a day at 2 and 4.15 p.m. The AIFF has a right to defend under the pretext that it was asked to take a final decision on the venue as Savio had

The need for proper communication and sportsmanship can never be lost in such situations. Relationship is being emphasised and even overemphasied of late in the working of GFA by Savio. The question – who’s responsible for it in this case?

Legendary England all-rounder Sir Ian Botham called for a ban on the Pakistan team from all forms of cricket until the match-fixing charges against its players are not fully investigated. Out-of-form Yuvraj Singh was today dropped while young Saurashtra batsman Cheteshwar Pujara was selected in the 15member Indian squad for the two-Test series against Australia, starting October 1 in Mohali. Pujara was the lone new face in the team announced by the Cricket Board selection committee here. Selection committee chairman Krish Srikkanth said the criteria for selecting the team was performance and fitness. "We don't have to give any

particular reason (for dropping Yuvraj). I think, performance and fitness... everything is taken into account. That itself answers the question," Srikkanth said when asked the reason behind Yuvraj's axing. Ironically, Yuvraj has been named captain of the 'Rest of team which will take on Ranji champions Mumbai for the Irani Cup from October 1. The advisories come in view of the shooting incident near Jama Masjid involving two foreigners yesterday. "There is a high threat from terrorism throughout India. Terrorists have targeted places in the past which westerners are known to visit including public places such as restaurants, hotels, railway stations, markets and places of worship. Two Taiwanese tourists were injured in a shooting incident near the Jama Masjid mosque in New Delhi on 19 September," the UK advisory said. In its latest travel advisory, Australia's Department of Foreign Affairs said, "Australians in New Delhi should be aware that the Commonwealth Games will be held in a security environment where there is a high risk of terrorism." "Pay close attention to your personal security at all times and monitor the media for information about possible new safety or security risks. Terrorist attacks could occur at any time

England on Monday angrily rejected allegations from a senior Pakistani official that they were involved in match-fixing in the third one-day international against Pakistan last week. Pakistan Cricket Board chairman Ijaz Butt told a television channel on Sunday: "There is loud and clear talk in bookies' circles that some English players were paid enormous amounts of money to lose (Friday's) match." In a statement the England and Wales Cricket Board (ECB) said it completely rejected Butt's suggestions, which followed police questioning of four Pakistan players over allegations of spot fixing in the test series against England. "Mr Butt's comments were wholly irresponsible and completely without foundation," the ECB said. The ECB statement said Monday's fourth ODI at Lord's and the final match in Southampton would go ahead as scheduled, although the match-fixing controversy has cast a pall over the series.
