Inter-State gang selling guns busted, four held

Besides liquor and drugs, the illicit trade between Belgaum and Goa has now extended to firearms as well. Belgaum police have arrested a Goan and three others from Belgaum district on charges of selling country-made pistols to people across the state border. Five pistols, five magazines and eight live cartridges have been recovered from the arrested persons. Police suspects an interstate gang involved in this trade. In an incident that has caused concern among the police forces of both states, Belgaum police on Saturday morning arrested Rajesh Vishram Naik (35) from Pernem and recovered two country made pistols and two live cartridges from him. Giving details of the incident at a press conference, Superintendent of Police Sandeep Patil said Rajesh was arrested at Bachi village in Belgaum, about 12 kms from Belgaum near the Karnataka-Maharashtra border as he was set to sell the pistols to his clients. Belgaum Rural Police PSI Dheeraj Shinde, under the guidance of SP Patil and CPI Vishwanath Kulkarni, arrested Rajesh on at around 6.30 am and recovered the pistols from him. "After getting a tip off, the

Rajesh, who is allegedly engaged in this trade for quite a few years, confessed to the police that he had obtained these pistols from a resident of West Bengal. Rajesh has been remanded to judicial custody and has been sent to the Central Prison at Hindalga. "This could be only the tip of the iceberg as we suspect a bigger nexus engaged in interstate illicit arms trade," SP Patil said, adding that the police is confident of nabbing few more persons. Meanwhile, questions are

being raised on how Goa Police was unaware of such a trade that was busted by the Belgaum police. Belgaum police suspects that a bigger interstate gang is operating from Goa in this trade. Belgaum police have also nabbed three more persons in two different incidents of illegal trade of country made pistol. One Kutbuddin Multani was arrested recently with two country made pistols and eight live cartridges by PSI Sunil Kumar and team of Yamkanmardi police station on the National Highway-4. In another incident, the Ramdurg police team headed by PSI S V Sakhare have arrested Maruti Satyappa Umarani(37) and Mushappa Tapasi (36) and recovered one country made pistol and a motor cycle on which they were travelling. A case is registered at Ramdurg police station. "Manufacturing of country made pistols that are available for about Rs 20,000, may be easy. But bullets recovered from the culprits can only be manufactured by arms and ammunition factories. This makes the matter more serious, as the nexus could be even bigger," said SP Sandeep Patil. He has expressed the need for a wider investigation in these cases.

Burglars broke into a house in Socorro on Saturday morning and decamped with cash and gold ornaments worth Rs 1.44 lakh. Ravllu Shetye informed Porvorim police that burglars broke open the lock of his front door sometime between 8.45 am and 10 am, when he and his wife had left for work. At about 10 am, the maid noticed the door open and reported this to the neighbour, who in turn alerted Shetye. Shetye rushed to his house and found his house ransacked. Burglars had decamped with cash of Rs 25,000 and gold ornaments worth Rs 1.19 lakh. Following a police complaint, police pressed a dog squad and fingerprint experts into service in a bid to obtain further clues.

Perturbed over the widespread destruction of seasonal crop in Canacona due to extended monsoons, Poinguinim MLA Ramesh Tawadkar has asked the government to declare the catastrophe as a state disaster and compensate the affected farmers. Tawadkar along with over 200 farmers met Canacona Mamlatdar Chandrakant Shetkar on Thursday and submitted over 600 applications from affected farmers. Due to incessant rains at the harvesting stage, most farmers in Canacona taluka have reportedly suffered upto 100% damage to their paddy crop. It is learnt that over 90% of the seasonal crops, including paddy, arecanut plantation and chilly plantations, have suffered damages. "At this stage, farmers are left with no chance either to retrieve or replant their crop. It is a catastrophe for the farmers and government should declare this casualty as a state disaster or at least a a Canacona taluka disaster," Tawadkar told Herald. Five Indian classics will also be screened in the Restored Classics from NFAI programme at the Festival. The NFAI has recently launched a Digital Restoration Project where rare Indian films are restored digitally with a view to safeguarding the content for posterity. To celebrate Indian cinema, NFAI organizes screenings of classics as well as set up Exhibitions of Wall posters and other memorabilia which take the audience on a nostalgic trip down the memory lane of Indian Cinema. Furtado claimed for the last five years he has been spearheading a campaign to revert back all the shops in the ‘Praca do Comercio’ which have been illegally sub-let by the original tenants of the CCP as the rent being paid by them was not more than Rs 200 to Rs 300. He charged that the original tenants have flouted the law and sub-let the originally leased establishments by accepting lakhs of rupees and were now receiving hefty rents. At the centre of Furtado’s argument is a sub-leased shop (No 4/4) that was sealed by the corporation’s technical department a week back on directions from the Commissioner Elvis Gomes. Tension flared up at ColombaQuepem after a 35-year-old man from Ambaulim-Quepem was fatally knocked down by a car at Colomba on Friday evening. Since the car involved in the mishap belongs to a mining contractor, a group of angry villagers blocked mining traffic on Saturday morning. The mishap took place when a Maruti Swift (GA-09-3717), driven by Suresh Krishna Gaonkar of Sulcorna-Quepem knocked down Sanjay Nilu Gaonkar, killing him on the spot. Upset over the mishap and aggrieved over the heavy movement of mining traffic along the Colomba-Rivona route, villagers

blocked mining traffic on Saturday. Quepem Deputy Collector Agnelo Fernandes rushed to the site and tried to persuade the agitating villagers to allow the resumption of mining traffic. The villagers, however, were not a mood to listen to the deputy collector and demanded a written assurance from him that mining trucks would be strictly monitored by authorities. They also demanded the implementation of the high court order. Fernandes assured the villagers that he would convene a meeting on November 22 to discuss over the issue, but the villagers refused to move from the road. The villagers then demanded

the presence of the South Goa collector at the site to find a solution to the problems faced by them. After calling up the collector, the deputy collector informed the villagers that he was unable to visit the site. Fernandes finally sought the intervention of Sanguem Police Inspector Ekoskar, who is holding additional charge of the Quepem police since Quepem PI Sudesh Narvekar is on leave. PI Ekoskar assured the villagers that mining trucks would be monitored from Colomba instead of Tilamol. Satisfied by this assurance, the villagers dispersed from the site and the mining traffic resumed along the route.

In a significant development that could have far-reaching repercussions on at least two other coastal beaches, residents of Poinguinim have demanded a complete ban on shacks and huts on Galgibag-Talpona beach stretch. Besides demanding an immediate stop to illegal guest houses and rooms in residential houses, residents who have formed the 'Poinguinkarancho Ekvott' (PE) have also insisted on the removal of the lifeguard watch tower on the beach. They have also demanded 'NoSwimming' and 'No Nudism' signboards, as tourism activities are prohibited along the GalgibagaTalpona beach under the law. According to PE Convener and Galgibaga-Poinguinim Panch Caitano Barretto, the village coast is classified as

not to allow any sort of tourist-related activity in the area, considering merit of apprehensions raised especially when Galgibaga and surrounding areas is an eco-sensitive zone and is classified as CRZ-I being a turtle nesting site." A similar letter was also sent to the sarpanch and secretary of Poinguinim, where the GCZMA had highlighted the apprehension of tourist activities. The GCZMA had also noted the panchayat's grant of approval to set up a golf course at Talpona, when no such permission in the beach belt has been granted by GCZMA. The GCZMA has specifically asked the Poinguinim panchayat not to proceed any further on the proposed golf course and not to grant approvals for any such project, unless appropriate approvals from authorities concerned are obtained in the matter.

Scrap-yard fire causes panic in Benaulim HERALD REPORTER MARGAO, NOV 20

Fire services pressed the panic button on Saturday noon after thick black smoke began billowing from a scrap yard at Pulvaddo Benaulim giving the impression that the adjoining Margao city is affected by a major fire. The Colva police later this evening arrested one Arjun Chawan under section 41 of the CrPC for setting the waste on fire. Fire tenders rushed to Benaulim village following calls from the residents, only to realize that the smoke was emanating from a scrap yard at Benaulim near Khareband bridge. Residents called for the fire services after thick black smoke created a fear psychosis, but inquires later revealed that the cable wires were set afire in the scrap yard.

All Goa Congress Committee Minority Department (AGCCMD) on Saturday burned an effigy of former Rashtriya Swayamsevak Sangh (RSS) chief K Sudarshan for making derogatory remarks on United Progressive Alliance (UPA) president Sonia Gandhi. AGCCMD Chairman Saifullah Khan along with supporters and office bearers of AGCCMD shouted slogans against Sudarshan and later burned his effigy outside the AGCCMD office. It may be recalled that Sudarshan had reportedly alleged that UPA President Sonia Gandhi had conspired to kill her mother-in-law Indira Gandhi and her husband Rajiv Gandhi and called her an agent of Rome, during his RSS really on November 11. Fo l l o w i n g w i d e s p re a d protest across the country by Congress worker, the BJP distanced itself from Sudarshan's remark and forced him to apologize immediately. Incidentally, the AGCCMD protest function had taken place after Sudarshan had expressed his apology. Pramod Gaonkar had visited the Margao depot on October 28 at 9.30 am to assess the working conditions of drivers and conductors employed at Margao. ‘Driver Kamlakar Gadkar was requested by the driver to explain to the Deputy General manager the difficulties faced by the driver. But, the deputy General manager refused to hear our grievances and walked out of the cabin”, the representation stated. The drivers and conductors pointed out that they had deputed Gaonkar to represent them during discussions with the deputy general manager as

it was decided to depute one persons to represent each section of the employees. They also raised the question whether a deputy Financial Controller has been granted powers of the disciplinary authority by the Corporation to issue a suspension order. Incidentally, the deputy General manager, Pramod Gaonkar had walked out of his cabin when newsmen came to meet him during his visit to Margao to seek clarifications over the queries raised by the drivers and conductors on their working conditions and schedule of operations.

Canacona receiving contaminated water HERALD CORRESPONDENT CANACONA, NOV 20

Canacona residents have complained of contaminated water for the last 15 days. "The colour of water which we receive is reddish and we find it is also adulterated with foreign objects," complained a resident Deepak Tubki. Another resident Sushila Komarpant added: "This is going on for almost two weeks, but PWD is yet to improve quality of water supplied to residential areas in the municipality." When contacted, a PWD official accepted there was indeed some problem in the storage tanks at the water treatment plant in Shristhal, but claimed the problem had been solved on Friday. "One of the two storage tanks, which reportedly had mud accumulation, apparently due to heavy turbidity during monsoons, at its bed was cleaned on Friday. Another tank was be taken up for dissemination on Saturday," the official said. When asked to justify how adulterated water was being supplied to residents for almost two weeks, the official said: "Heavy presence of turbidity (mud) accumulated at the storage tanks resulted in the coloured water." Residents also complained that there was no water supply t h r o u g h o u t Fr i d a y. P W D sources, however, informed that rehabilitation work was taken up on the supply line from Chapoli dam.

It is learnt that three out of six filters recently installed at the 10 MLD Shristhal Water Treatment plant are not functional for many months and this has led to accumulation of muddy water in the water storage tanks. Surprisingly, it is also learnt that the recently installed 10 MLD plant, as an additional treatment plant to the existing 5 MLD, is yet to be officially handed over to the PWD staff. An official told Herald on condition of anonymity that the 10 MLD plant is to be maintained by a Delhi party for five years, as per a contract with the government. "The Delhi party has installed the plant and has its own staff, including a plant in-charge, a chemist and other officials, while 2-3 local PWD staff has been deputed to keep a check on the plant round the clock," the official said.

Miffed over the interference of an NGO in stopping the annual 'Qurbani' ritual of slaughtering goats and cattle, the Goa State of All India Milli Council has demanded the amendment of the Goa Slaughter House Act, 1978. In a press note, Milli Council State President Iqbal Mohidin condemned the stopping of the 'Qurbani' ritual on the occasion of Eid by the NGO Panjim Welfare Society (PAWS) on Thursday. "The Milli Council appeals to the state government to amend the Goa Slaughter House Act 1978 and grand special permission to the Muslim organization in Goa to perform 'Qurbani' only for a day or two on the occasion of Eid ul Adha," Mohidin said. "Government authorities

should ascertain that 'Qurbani' is performed in a covered place away from residential areas, in hygienic condition and under the direct supervision of their personnel," added Mohidin. He informed that Qurbani is performed by Muslims all over the world on the occasion of Eid ul Adha, as a symbolic sacrifice to commemorate Prophet Abraham's willingness to sacrifice his son Ishmael on the commandment of Allah. "In the process of protecting animal rights, the NGO has infringed upon the religious obligations of the Muslims and has also deprived the poor of food on the day of Eid, thus causing a lot of anger amongst the Muslim community," said Mohidin. "The Milli Council feels that some communal forces may be

using the NGOs to stop Muslims from performing their religious obligations, to create an atmosphere of unrest and communal disturbance in Goa by confiscating the animals at a number of places in Goa." Mohidin claimed that the Milli Council did not agree with the contention of the NGO that animals should be slaughtered only at the Goa Meat Complex in Usgao. "It is not practical to slaughter animals from all over Goa at at the Goa Meat Complex in one day. Besides, the Goa Meat Complex is unhygienic with no proper water and sanitation facilities," he said. In order to avoid repetition of such instances in future, Milli Council has appealed to the State Government to amend the Goa Slaughter House Act, 1978.

South Goa Sessions Court on Saturday granted anticipatory bail to three persons in connection with the forgery and cheating case registered at the Cuncolim police station. While granting bail to the manager of the nationalized bank, Additional Sessions Judge, Desmond D’Costa said there’s no need for the custodial interrogation of the bank manager. The Judge granted bail to the bank manager, considering the nature of offense, the role attributed to the manager and given that he had no criminal antecedents nor likelihood of his fleeing away from justice. The Judge has directed the manager to report to the Investigating officer for the period of three days, with further directions to release him on bail of Rs 10,000 with one surety if arrested. Meanwhile, the Court also granted bail to two other persons, who had moved the court anticipating arrest. The Cuncolim police had registered a case of forgery and cheating on a complaint lodged by one Milagreena Sequeira that one Janice Cardozo and Sally Gracias allegedly forged a power of attorney and made an agreement for sale of a flat of the complainant and obtained a loan from the nationalized bank, adding that the manager without verifying the documents, granted the loan. PANJIM (HNB): Sr Luiza Fernandes was elected as the new president of the Pilar Sisters Association (PSA), known as Pilar Sisters, on November 11 at its Headquarters at Loutolim. Twenty-nine PSA members had gathered recently for the XVIII General and Elective Assembly held every two years. Along with Sr Luiza Fernandes, the new team includes Sr Nancy Barreto from Galgibag, who was elected as the first councillor, and Sr Elsa Fernandes from Betalbatim as the second councillor. Pilar Sisters was formed on September 8, 1988, through the inspiration of the X General Chapter of the Society of Pilar as collaborators to bring the message of Jesus to the poor and marginalised, especially women and children. Sr Luiza Fernandes was the vice president for past four years of the Pilar Sisters. Sr Nancy Barretto is presently serving in the mission of Greater Noida, Delhi and Sr Elsa Fernandes was working at the New Age Printing Press at Verna. The Pilar Sisters presently consist of 48 members, working in seven states, Goa, Nagar Haveli, Punjab, Gujarat, Madhya Pradesh, Uttar Pradesh and Arunachal Pradesh. The services of the outgoing President Sr Nina Lopes and Sr Sabina Sardinha, the second counsellor, were gratefully acknowledged by the members of the General Assembly. The 22-year-old Pilar Sisters Association is moving into the direction to be registered as a Society of Apostolic Life.

Thorn bird Institute of Art & Culture, Goncoi-Aldona will stage their first tiatr ‘Kallzidar Ostori’ on November 21 at the Hanuman Theatre, Mapusa at 10.30 am. This institute was formed two years ago by Perpetual Colaco e Fernandes, an enterprising costume designer who runs a tailoring shop in Aldona, besides training youngsters in acting, singing, flower making, embroidery and other creative arts. Colaco e Fernandes who has written the script and lyrics, and has also directed the tiatr explains that, “the story of ‘Kallzidar Ostori’ revolves

around the issue of abortion that has become a trend among the young women of today”. The cast consists exclusively of amateurs, students training under her guidance. “My main aim is not to make money, but rather, to make youngsters aware of the various consequences of abortion, as well as to give my student an opportunity to face the crowds as well as a forum to display their talents,” asserts Perpetual. The musicians for this tiatr will be arranged by well-known drummer Xavier (Paklo) from Moira, while all the other arrangements to be made for the tiatr will be undertaken by the students of the Thorn bird Institute of Art & Culture with the able guidance of its founder herself. The Institute does not have a very sound financial background, and whatever activities have been undertaken by the Institute have been financed mostly by Perpetual herself, digging into her own financial resources. “I appeal to all tiatr lovers to come and watch my tiatr,” concludes Perpetual.

PANJIM (HNB): Xavier Centre of Historical Research (XCHR) will conduct a talk and discussion on 'Baptizing the New World: European toponims in the Colonial Americas' by Prof Angel Delgado at the XCHR on November 22 at 5.30 pm. Prof Delgado is engaged in a major interdisciplinary research project on toponims (name places) of the colonial Americas, a study that surveys the English, French, Spanish, Portuguese and Dutch traditions of giving names to cities, countries, physical geography such as rivers, mountains, gulfs, etc. Hailing from Barcelona, Prof Delgado obtained his PhD in Comparative Literature from the University of Texas, Austin and then became professor of Literature at the University of Notre Dame, Indiana USA from 1983. His field of expertise is Spanish Golden Age and European Renaissance literature, and Colonial Studies of the Americas.

Allow free use of toilets in Dr Salkar calls for preserving India’s culture, heritage Mapusa market: Shiv Sena HERALD CORRESPONDENT PORVORIM, NOV 20

The Shiv Sena has asked the Mapusa Municipal Council (MMC) to available toilets in the municipal market and bus stand free of cost to the public so that people are encouraged to use toilets and refrain from answering nature's call in the open. "It is also the right of vendors, shopkeepers and their clients to have access to a free toilet as vendors and shopkeepers are paying substantial rent, tax and sopo to the MMC," stated the Shiv Sena. In a letter to the chief officer of MMC on November 19, which marks World Toilet Day, Philip D'Souza, member of the Ad hoc committee of Shiv Sena, stated that there are very few toilets in the municipal market and they are poorly maintained. "Proper utilities like wash basins, liquid soap, litter bins, exhaust fans etc are not provided in the toilets. Toilets are

not cleaned timely and not disinfected effectively. This situation causes a potential health hazard not only to people using toilets but also to the public visiting the market," he said. The present public toilets are pay toilets run by the contractors of the Municipal Council. "Since the public in the market have to pay for urinating, many urinate in any nook and corner of the market or bus stand in order to save money. This causes a great risk of contamination and is a health hazard," D'Souza said. "Further, there is no soap and running water to wash hands in these toilets and the risk of faecal contamination is at its highest level." "Hence, vendors selling eatable products in the market can pass on the faecal bacteria to the eatable items sold by them, and these eatable items when consumed can cause chronic diarrhea, especially in children," D'Souza added.

He pointed out that about 4000 children die every day in the world due to diarrhea caused due to poor sanitation or poor hygiene. "Further, these toilets are not user-friendly to the elderly and the handicapped as there is no suitable commode made available to them," states the letter. The Shiv Sena has suggested that the MMC could meet the running expense of the toilets by allow advertising space inside, outside and on the roof tops of toilets to manufacturers of products like disinfectants, soaps, detergents, phenyls, sanitary wares, plumbing material, contraceptives, and sanitary pads. "MMC thus can recover much more money than the expenditure and eventually create a win-win situation for every one involved. MMC should take a pledge on 'World Toilet Day' to give people clean and practical toilets," adds the letter.

S

o far, we heard quite a heavy conflict, between the Lok Sabha speaker and the judiciary and also, with the legislature and the judiciary. But, many of us have not heard a peculiar nature of clash between the two High Court (HC) Judges, which took place in the Karnataka HC. In a horribly shocking incident, a puisine Judge of Superior High Court of the Karnataka HC, Shailendra Kumar raised a ruckus against his boss, Chief Justice (CJ) Dinakaran, questioning his authority and his administrative action, in the open court, for posting a tax matter, to be listed before the principal bench. This not only led to bringing the very institution under the denigrated status, but also made to berate the CJ at that HC. Now, a strange question arose, as to how can a HC puisine Judge defy his CJs directions; pertaining to the work distribution system made amongst the Judges? Secondly, why did Justice Kumar keep himself in the dark to overlook judicial norms? Here is the wise answer coming from our honourable SC, which finely ironed out all the doubts that were in the minds of people, anxiously waiting for knowing certain facts of the controversy. In its thundering judgement on the basis of the petition filed by the Karnataka HC against its own judge, the angry SC comprising justices Verma and Radhakrishnan, came down very heavily on Justice Kumar, telling him to mind his tongue for over-stepping judicial discipline. Further, the SC had ruled that although CJ Dinakaran was the master of roster and fully enjoyed adequate authority in the entire administrative matters of the HC, with regard to taking decisions of constituting benches, rosters, besides allocating work to all of his puisine Judges, Justice Kumar had neglected the norms and was in complete defiance of the SC guidelines laid down in the 1998 judgement, specially delivered for the conduct of HC puisine Judges, in judicial matters. Now, so far as the former Lok Sabha Speaker Somnath Chatterjee’s case was concerned, he had outrightly refused to answer SC notices issued to him, on the cash for query issue (The expelled MPs petitioned the SC forgetting relief), saying that such notices of the SC were mere opinions, because ‘Article 122’ prohibited courts from questioning ‘In-house’ proceedings on the grounds of any irregularity of procedure. The speaker or chairman of the house, in whom the powers were vested by the constitution, for regulating order in Parliament, did not fall under the jurisdiction of any law court, in respect of exercising those powers. In 1964, in an amazing occurrence, there was a tremendous scuffle of jurisdiction between the Lucknow bench of Allahabad HC and the Uttar Pradesh assembly. Here, the speaker jailed an assembly member, for contempt of the House, for publishing and distributing an objectionable pamphlet. Later, the distressed member appealed to the HC division bench, consisting of two Judges. After giving a patient hearing, the HC granted him bail. But, greatly aggrieved by the HC action, the upset speaker had issued arrest warrant against the two Judges, for granting bail to that member, as that amounted to bringing contempt of the House that was what the Speaker imagined. On the same day, those Judges petitioned the HC under Article 226. Hence, the full bench of 28 Judges of the HC, had issued notice to the speaker, restraining him from arresting two judges. Meanwhile, the presidential reference under Article 143 was made to the SC, to solve the crises. The honourable SC had sagaciously ruled that the HC was competent enough to deal with the member’s petition, but the speaker was not in contempt for ordering the arrest of two Judges, as the HC did not commit any kind of contempt of the assembly. Thus, our honourable SC, which sits over wisdom, admirably brings harmonisation between the Parliamentary sovereignty and the written constitution, which is a supreme body and from which all the three organs draw powers.

BJp, left ready for debate in parliament, but wants probe PTI NEW DELHI, NOV 20

BJP and Left today said they wanted a "civilised" debate in Parliament on corruption but would not give up their demand for a Joint Parliamentary Probe into the 2G spectrum allocation until Prime Minister Manmohan Singh gave a positive response on the issue. Addressing the Hindustan Times Leadership Summit, BJP leader Arun Jaitely and CPI(M) politburo member Brinda Karat said they wanted a debate on corruption in Parliament, but the Government should agree for a JPC probe. "I would like to see one (a civilised debate in Parliament on corruption) if the Prime Minister makes a positive response (to our demand for a JPC probe)," Jaitley, the Leader of Opposition in Rajya Sabha, said. The BJP leader was replying to a question on whether the opposition wanted to debate the issue of corruption or preferred disrupting Parliament. Asked whether the Left would agree for a "civilized debate" in

Parliament, Karat said if a debate takes place on corruption, it would definitely be "civilised". She, however, maintained that the only way out for the Prime Minister to break logjam in Parliament was to agree to a JPC probe.

Exhorting tribal youth to take a plunge into politics, Congress leader Rahul Gandhi today said this was the only way to make their voices heard in the system. The first-year computer science and technology student Ujjwal Anand from Dehri-on-Sone in Bihar was allegedly pushed off the roof on third floor, by two third year students Deepak Kumar and Anish Kumar Sharma on November 16, Institute Principal Sajal Kumar Sanyal told PTI.

A special Crime Branch team of Delhi Police investigating the building collapse in east Delhi will look into all angles, including how the "unauthorised, weak" structure came up. City Police Commissioner B K Gupta said the investigations was handed over to Crime Branch from local police on Thursday to ensure that all angles can be probed and all documents examined properly. "Already a case has been registered. We have arrested the owner of the building who went into hiding. A special team has been constituted. All angles will be investigated and no aspect will be left out," Gupta told reporters here. He was responding to a question whether the probe by Crime Branch will cover the alleged negligence of MCD officials or local administration with regard to the collapse of the multistoreyed building in Lalita Park

The Prime Minister is understood to have given his nod to appointment of three new heads to handle India's intelligence: Nehchal Sandhu in the Intelligence Bureau (IB), Sanjeev Tripathi in the Research and Analysis Wing (RAW), the external intelligence agency, and K C Verma in the National Technical Research Organisation (NTRO) handling the cyber intelligence. All three posts have a fixed tenure of two years and as such these officers will be coordinating India's intelligence at least until December 2012. Tripathi, who is presently chief of the Aviation Research Centre (ARC), and Verma, the present RAW secretary, would have retired in the next two months, but for getting the new jobs. The only intelligence agency that is yet to get the new head is ARC that deals in aerial surveillance, signal intelligence, photo reconnaissance flights, monitoring of borders and imagery intelligence operations. The post may go to IB special director Ajit Lal, a 1974 batch IPS officer of Himachal cadre and one year junior to Sandhu. Sandhu, a 1973 batch Sikh IPS officer of Bihar cadre and currently No 2 in the IB as Special Director I, is expected to be made OSD (officer on special duty) by this month-end to be

an under-study of IB Director Rajiv Mathur retiring December end before taking over from him. He has vast experience of serving in IB and RAW for three decades, including Punjab during the years of militancy, and is known as a man of operations with grip on the ground realities in Jammu and Kashmir. But for his equal standing in the IPS cadre with Mathur, he would have become the first head of the National Investigation Agency (NIA) as the government did not want to break the practice of treating the IB chief as the topmost post for the IPS officers. RAW will be headed for the first time by its own RAS (RAW Allied Services) cadre officer, breaking 42 years of monopoly of the IPS officers that was always a cause of heart-burning among those spending the anonymous life in the agency. It is another matter that Sanjeev Tripathi had resigned from the IPS cadre and joined RAS. He takes over at a time when the government is planning a massive expansion of RAW to increase intelligence collection and collation and eventually decrease dependence on foreign agencies for intelligence inputs. K.C. Verma, a 1971 batch IPS cadre office and the present RAW chief due for retirement on January 31, is lucky to get an extension as he will be the chairman of the NTRO, the post that fell vacant with the retirement of KVSS Prasada Rao in October. Prasada Rao was a scientist who had earlier served the Space Department and the Defence Research and Development Organisation (DRDO). Hence, selection of Verma raised eyebrows in the bureaucracy as he has no technical grounding while NTRO is the agency both IB and RAW bank upon heavily for intelligence on the cyber terrorism.

Nepal announces budget through ordinance amid violence PTI KATHMANDU, NOV 20

Nepal’s caretaker government announced a USD 4.5 billion annual budget through a presidential ordinance today after the key session of parliament was adjourned following violent protests by the main Opposition Maoists. Finance Minister Surendra Pandey read out the annual budget for fiscal year 2010/11 at the National Planning Commission today in the presence of Prime Minister Madhav Kumar Nepal after President Ram Baran Yadav promulgated the ordinance. Earlier today, the President adjourned the budget session till December 2 in tune with the recommendation of the cabinet following an emergency meeting after law-

makers of the UCPN-Maoist prevented the Finance Minister from presenting the budget in the House yesterday. “Presenting the budget through ordinances is painful for me, but for the nation´s economy it´s very important,” Pandey told reporters. The country has been in a political limbo since the June 30 resignation of Prime Minister Nepal. It has stalled the country’s peace process and delayed the budget, bringing the nation on the brink of financial crisis. The budget accords top priority to employment generation, agricultural development, construction of motorable roads in mid-hilly region and creation of investment friendly environment, Pandey underlined. The caretaker government has allocated

USD 2.39 or 52.9 per cent under development expenditure and USD 2.12 or 47.1 per cent under regular expenditure in the budget for the current the fiscal year. To meet its expenditure, the government will mobilize USD 2.89 billion from revenue collection and USD 0.87 billion is expected as grant assistance from various donor agencies. A deficit of USD 0.746 billion is expected. The government also plans to hand over 5,400 schools to communities this year and to provide free Internet service to all community run schools to boost IT education in the country. Besides, the government has also introduced various incentives to promote tourism in the country ahead of the Nepal Tourism Year 2011.

Centre cracks whip on IMA

MCI has also issued a censure letter to all executive committee members of IMA warning them not to repeat such practices. “The ministry received a complaint relating to endorsement of some food products by Indian Medical Association in 2009. The complaint was forwarded to MCI for appropriate action. The ethics committee of MCI, at its meeting held on November 9, 2010, considered the matter and decided to remove the name of the president and secretary of IMA from the Indian Medical Register for a period of six months and issue a censure letter to all executive committee members of IMA to not repeat such practices in future,” Minister for Health and Family Welfare Ghulam Nabi Azad said in a written reply to a question in Lok Sabha on Friday. “There is a code of medical ethics in place, according to which no doctor or association can endorse products. There is a watchdog in the government and a group of people is monitoring all such endorsements,” SK Sareen, chairman of MCI’s board of governors had said earlier. He said MCI had jurisdiction over not only doctors but also their associations. “If doctors can’t, even IMA cannot,” Sareen said. MCI has sent show-cause notices to all doctors and associations found prima facie endorsing products. It is learnt that roughly 50% of IMA’s funds come from endorsements. Dharam Prakash, however, denied having received any information from MCI, while Samaram refused comment. IMA Vice-president Vijay Shankar Singh said, “As far as I know, no new products have been endorsed and the one at present are part of old agreements, most of which will expire in a year or so.” He said the matter would be taken up at a meeting of the IMA working committee in Vijayawada on November 22. Singh said as a fallout of the MCI decision, Prakash and Samaram would have to quit IMA posts. “If the two are not doctors even for six months, they cannot hold IMA posts,” he said.

The Vatican has told Roman Catholic bishops that they will have to take more responsibility to prevent sexual abuse of children by priests after a series of abuse scandals around the world. The Vatican also said in a statement issued after a daylong meeting of cardinals on Friday that it was preparing new guidelines for bishops on how to deal with the sexual abuse, including cooperation with local authorities. Roman Catholic cardinals from around the world held a rare gathering to discuss religious freedom, sexual abuse of children by priests and accepting converts from the Anglican church. Cardinal William Levada, the American head of the doctrinal office headed by Pope Benedict before his election, spoke of “'greater responsibility of bishops for the protection of faithful entrusted to them”, the statement said. The closed-door meeting took place on the eve of a ceremony known as a con-

sistory at which the Pope will create 24 new cardinals, including 20 who are under 80 and thus eligible to enter a secret conclave to elect his successor. The church has been struggling to deal with the scandal in several countries of sexual abuse of children and young people by priests. Victims of sexual abuse protested in Rome to coincide with the meeting. An unpublicised agreement between Nawaz Sharif and the Saudi Arabian government that provided for the former Pakistani premier to stay away from active politics in return for the dropping of criminal charges against him is set to expire in next 12 days. And the country is agog with speculation as to what steps the PML-N strongman will take once his commitment is over. The agreement, signed by Sharif and the Saudi royal family, was valid for 10 years and barred him from taking part in active politics during this period. Sources said the pact will end on December 2. It was following this pact in 2000 that former President Pervez Musharraf dropped the charges levelled against the PML-N chief and allowed him and his family to go into exile in Saudi Arabia. About two dozen tents housing Sikh and Hindu pilgrims caught fire at the central Pakistani city of Nankana Sahib on Saturday though there were no reports of casualties, officials said. Thousands of pilgrims, including Indian Sikhs, have gathered at Nankana Sahib, the birthplace of Guru Nanak located 80 km from Lahore, to celebrate the birth anniversary of the founder of the Sikh religion. The fire caused panic among the ‘yatris’ or pilgrims before it was brought under control. Nankana Sahib’s district police chief Shahzad Waheed said some 200 pilgrims were present in the tents that caught fire though they safely evacuated. The Evacuee Trust Property Board’s Deputy Director (Shrines) Fraz Abbas said an electrical short circuit sparked the fire. He said people present in the area managed to extinguish the flames even before fire fighters arrived on the scene.

President Barack Obama won NATO summit agreement to build a missile shield over Europe, an ambitious commitment to protect against possible Iranian attack while demonstrating the alliance’s continuing relevance- but at the risk of further aggravating Russia. On another major issue, Obama and the allies are expected to announce plans today to begin handing off security responsibility in Afghanistan to local forces next year and to complete the transition by the end of 2014. That end date is three years beyond the time that Obama had said he would start withdrawing US troops. While celebrating Friday’s missile shield decision, Obama also made a renewed pitch for Senate ratification back in the US of a nuclear arms treaty with Russia, asserting that Europeans believe rejection of the deal would hurt their security and damage relations with the Russians.

Two suicide bombers on bicycles killed four people and wounded 31 in Afghanistan’s eastern Laghman province on Saturday, provincial officials said. The attacks come after a spike in violence over the past week and as NATO leaders gather for a second day at a summit in Lisbon where they will discuss plans to start transitioning security responsibility to Afghans. The first bomber detonated his explosives at a police checkpoint in Alisheng district and the second struck several hundred metres further back, Provincial Governor Mohammad Iqbal Azizi told Reuters. Taliban spokesman Zabihullah Mujahid said the hardline Islamist group had carried out the attack and that the target had been Afghan police and intelligence officials. “We are not sure what the target of the second bomber was but we think he may have detonated his explosives prematurely,” Azizi said. A string of recent attacks are a reminder of the massive and growing military challenge posed by the Afghan insurgency, as US President Barack Obama and his ad-

US investigators, who arrested an Indian American couple on charges of bribing government officials, have seized an estimated USD 400,000 hidden inside a closet in their home. Owner of a number of liquor stores in Langley Park and surrounding neighbourhoods in Maryland, Amrik Melhi, 51, and his wife, Ravinder K Melhi, 49, were arrested by FBI on charges of bribing government officials in exchange of favours. Besides the Melhi couple, seven others including three police officials have been arrested on corruption charges. “Police officers are given badges and guns to prevent crimes, but these police officers allegedly used them to commit crimes,” said US Attorney Rod J Rosenstein. “The indictment charges that they crossed a bright line from catching criminals to conspiring with criminals,” he said. The indictment unsealed early this week charges that the defendants agreed that Amrik Singh Melhi and others would pay police officers in exchange for them using their official authority to ensure the safe transport and distribution of untaxed cigarettes and alcohol in Maryland and Virginia.

The gesture would mark a historic milestone for the alliance, created after World War II to defend Western Europe against the threat of an invasion by Soviet forces. As for the US-Russia arms treaty, Obama was backed by NATO Secretary General Anders Fogh Rasmussen of Denmark, who told reporters that the treaty, called New START and signed last April by Obama and Russian President Dmitr y Medvedev, would improve security not only in Europe but beyond.

He would not elaborate, pending a statement to be issued later. A security source said Obese had been detained with 51 of his followers after a shootout near Bonny in Rivers. “The military has him and 51 of his boys and is presently transferring the criminals to Port Harcourt in military-escorted gunboats,” said the source, who asked not to be named.

Taliban militants torch 10 NATO oil tankers PTI PESHAWAR, NOV 20

Suspected Taliban militants in northwestern Pakistan on Saturday torched 10 oil tankers ferrying oil supplies for NATO troops in Afghanistan in, police said. About half a dozen militants attacked a workshop on the Ring Road in Peshawar and torched the tankers. The attackers overpowered guards and set fire to the vehicles. There were no reports of casualties in the attack. More than 170 NATO supply vehicles have been torched since early October and six people, most of them drivers, were killed in attacks.

Banned militant groups like the Jamaat-ud-Dawah defied restrictions imposed on their activities by Pakistani authorities and collected hides of animals sacrificed during Eid-ul-Azha even in the federal capital and the garrison city of Rawalpindi. About 31 groups, including those banned by the government, successfully conducted a campaign to collect hides under the guise of welfare organisations, The Express Tribune newspaper reported on Saturday. The JuD set up seven camps in Islamabad and 10 more in Rawalpindi to collect hides of animals, the group’s spokesman Yahya Mujahid said. He said the JuD is “not a banned outfit”. “But yes, we are under observation,” he said, adding that JuD is not involved in “any terrorist activity”. An official of the Islamabad administration explained that these groups were able to collect hides as authorities remained focussed on security-related issues during the Eid-ul-Azha festival. He said the administration

did not take “any stern action” against these group due to prevailing security threats. The administration of Islamabad and Rawalpindi had made an agreement before Eid to ensure strict action against groups found involved in collecting hides. Police in the two cities were instructed to take action against any banned group trying to collect hides. However, Deputy Commissioner Amir Ali Ahmad claimed a “very small number of organisations” set up camps to collect hides. He claimed that if a banned outfit operated under its changed name, it was an “exception”. Ahmad said the administration would direct police to take action if people pointed out such illegal camps. He claimed it was “quite difficult to differentiate between welfare organisations and banned outfits.” Every year, militant groups like the JuD and Jaish-e-Mohammed collect the hides of thousands of sacrificial animals. Experts say these hides are sold by the groups to collect sizeable funds.

Despite cracking down on the JuD and detaining some of its top leaders after the 2008 Mumbai attacks, the Pakistan government has not issued any formal notification to ban the group.

Wealthy Latin Americans, buoyed by their region’s economic recovery, are pouring more of their money into investments closer to home and corporate and government bonds are the assets of choice. “We’re seeing Latin Americans are becoming more interested in Latin America in general,” said Isabelle Wheeler, a senior vice president at BNP Paribas who works with the bank’s clients in the region. “So we’ll see Peruvians buying Chile and Mexicans buying Brazil.” The region’s rich have often looked abroad or solely to their home markets for most of their investment opportunities, but they now are joining global investors who have turned to Latin America and other emerging markets in the hunt for better returns. The surge in interest from at home and abroad is leading some of the region’s wealthy to look beyond

While investing interest in their own region has grown, bankers say many wealthy Latin Americans still prefer to bank abroad. “Except for Brazil, where there is a strong domestic private wealth management industry, we generally see a continued preference for banking away from the investor’s home jurisdiction,” said Klemens Zeller, a wealth management director at the Royal Bank of Scotland Plc. “Perceived or real political risk, coupled with instability in some Latin American economies over the last decade, are making investors feel their money is safer in stable, solid and competitive financial centers,” he said. But on-shore banking is expected to expand in the coming years, bankers say, particularly in Brazil, where top international banks such as Credit Suisse Group AG are looking to develop operations. “Many (Brazilians) would probably be willing to be managed on-shore if private banking could satisfy their global needs,” Wheeler added.

Dempo struggled as they managed a solitary goal victory over Faria Sports Management in a Kingfisher Pro League match at Duler Stadium, Mapusa on Saturday. Dempo were the overwhelming favourites against minnows Faria and as such a tall score could not be ruled out. However, they lacked sharp shooters in their ranks and in the end had to win by the skin of their teeth. It was India's fourth straight victory over Pakistan this year. Sandeep Singh scored India's first and third goal in the third and 48th minute while Dharamvir Singh netted a fine field goal in between to ensure India's third successive victory in Group B. Rehan Butt (fourth) and Shakeel Abbasi (43rd minute) scored for Pakistan. With nine points in their kitty, India are sitting on top of the table with one match to go against Japan tomorrow. Both Pakistan, who play Bangladesh in their last league match, and Japan have six points from three matches. In total contrast to their previous three victories over Pakistan this year -- 4-1 in the World Cup, 4-2 in the Sultan Azlan Shah tournament and 7-4 Commonwealth Games – today India had to work quite hard and deal with a lot of pressure, especially in

the second half. It was India's third victory over Pakistan in 12 Asian Games clashes and 48th overall in 146 clashes. Both the teams found it difficult to control the ball on the bouncy pitch, which has come in for severe criticism here. For India, the players who caught the eye were Sardar Singh who was rock solid in deep defense. Vikram Pillai was the hardworking midfielder while Tushar Khandekar was his ebullient self up-front and Arjun Halappa did his bit while Sandeep was poor in defending but excellent with his drag-flicks. India coach Jose Brasa slammed the pitch conditions. "It was very difficult to control the ball on this pitch. We had a problem in the build up of moves. We had to play a controlled and tactical game. But now we need only one more point to top our group," he said. Gautam Gambhir was today named captain of the Indian team for the first two matches of the ODI series against New Zealand starting on November 28 with the selectors opting to rest five senior players, including regular skipper Mahendra Singh Dhoni. From Rising Star Asin, to the Great Sir Ben Kinsley…The Thrills and Travails of a Journo! The International Film Festival of India is a great platform for the journalistic fraternity to interact with some of the best stars in the world of cinema. Herald walks down the route of nostalgia at IFFI’09 (last year) to bring forth the rich experiences of getting exclusives with stars, right from the Inaugural Ceremony star, Asin Thottumkal, to the legendary Sir Ben Kinsley, to the Closing Ceremony South Indian star, Mamooty

BY CHRISTINA VIEGAS HERALD FEATRES t is no secret that at any big events, the local media are always meted out the step-motherly treatment and the national media are always considered more competent. The International Film Festival of India is no different. Make no mistake! We are not talking about the CEO of ESG, Mr Manoj Srivastava who has always given a sympathetic hearing to us local journos. We are talking about the personalities and delegates who come down and the hospitality sector who often, facilitate interviews between the stars and the national media, while the local media are given the cold shoulder. In such a scenario, it is a pleasure to walk down memory lane of last IFFI and relive the challenging moments of getting all those important exclusives with the stars. For a journo who managed to get the Inaugural Ceremony stars, Asin and Waheeda Rehman to the great Sir Ben Kinsley to the Jury President, Joao Batista de Andrade to the Closing Ceremony South Indian star, Mamooty, this was one rich, exhilarating journalistic experience. “Sugar and Spice and Everything Nice,” was how the dashing actress Asin Thottumkal described herself but it was no cakewalk to squeeze an interview just as she finished with the inaugural ceremony and had a party to attend to. I was also happy to enlighten our esteemed readers that Asin is not a Muslim as many think but is a Christian and her name means, ‘Without Sin’. In her room, I got behind this beautiful face to the real person and understood why men all over the country were crooning, “Tu meri adhuri pyaas pyaas, Tu aa gayee mann ko raas raas abto…” From Asin to the yesteryears’ classic beauty, Waheeda Rehman, really got my senses on fire. An epitome of grace and beauty, this actress got me to see the verve and daring attitude behind that luminous face as she enlightened me on how she did unconventional films even back then. Who would question her on that, when

you recollect the daring storyline of Guide? As we sign off, seeing her positive energy at this age as she strides into a new tomorrow, invariably her melodious song from ‘Guide’ inspires our hearts: “Aaj phir jeene ki tamanna hai, Aaj phir marne ka iraada hai…” Then we move to the very unconventional but beautiful Nandita Das whose beauty and steely attitude can arguably be patented as truly Indian. She may be the fiery actress and fiery person, but she is absolutely devoid of airs and the conversation is stimulating as she suggests that, “More Professionalism is needed at IFFI.” Now while most journos were running after only Bollywood stars, an iconic actor from the southern film industry was overlooked. When he was to walk the Red Carpet, there was no official to even welcome him. But you know what? This handsome, renowned actor with a 35 year-stint in films, where he has won vital awards, rightly enlightened, “There is no Indian Film Industry if you ignore the Southern Film Industry.” And he calmly went on to state, “Don’t call someone and then disrespect them. Why take the responsibility of hosting an event when you cannot be a gracious host? They should come down south to see how warmly we welcome people from the north.” No arguments, Sir! Now we get to the once-in-a-lifetime honour for a journo to be invited to say hello to the great Sir Ben Kingsley, as he dines with his wife, in his plush room. But not before going through the grind of waiting endlessly before getting to speak to him. And that too after using the right approach; a journalistic tip I prefer keeping secret. And the hilarious moment: Sir Ben opens the door, gives me a warm welcome but one look at my photographer and the iron expression is stern as he says, “No cameramen!” With one foot into the door, my fast thinking mind makes me push my photographer (poor guy, how we worked in sync!) out as I said, “No problem, Sir!” and I squeezed into his room. When I pleaded with him for a “just five minutes” interview, the countering question was, “What can you do in five minutes?” My reply had him baffled, “Then maybe just six, Sir?” The guffaw is out and loud, as he replied, “Very impressive!” and the conversation went on for 20 long minutes. After which my photographer was warmly welcomed in for a shoot. Now if that experience was unnerving, this one topped the list. “What can you

ask me in five minutes, young lady?” was the stern, ice-cube query from yesteryears’ daring beauty, Sharmila Tagore. The same reply that I gave to Sir Ben was out with a plea, “May be just six, Ma’am?” The intense look softened and soon we are sitting opposite each other. My very first question is met with a sarcastic, counter question. The ESG official looking after the actress rushes out of the room thinking, “Main toh gaya!” I am dying from the inside but I manage to tell Sharmila Ma’am that may be she is the right person to enlighten me. And soon, after a slew of the right questions from me, the wall of ice is broken and we are chatting like good friends after which she even obliged for a shoot. Then on, a whole lot of other personalities were interviewed by me which included going for a drive with chocolate-boy hero, Aftab Shivdasani and Ek Duuje ke Liye wonder, Rati Agnihotri in two separate incidents. Then there was the marvelous Madhur Bhandarkar: my best interview of the lot. After all, he created a new genre of filmmaking with his impacting films. And then, the genial, muscle-man, Suneil Shetty, the great Nana Patekar and yes, even Jury President, Joao Batista de Andrade Everyone had a lot of interesting stuff to share. The running around, the waiting at odd hours, the impromptu questionnaire etc should have taken it toll on me by the final day. But that was not meant to be when it was a challenge to get the final star of the festival, South Indian great, Mammooty who was tired after his flight and long drive from the airport. He was in no mood for a media chat. But yours only has the knack of walking right into his room, alongside him, requesting him to oblige. It is a delight to witness his South Indian hospitality getting the better of him as he concedes for a chit chat. And it turns out to be one fun-filled experience! It is a pleasure to hear him articulate in his Keralite accent as it reaffirms the beauty of India’s varied vernacular accents. And an interview with this difficult actor just before he left for the closing ceremony?! Now didn’t we always say, true journalism is for the passionate!

75 Years of Cinema As the Oriya Cinema completes 75 successful years, this year’s special focus at the International Film Festival of India will be Oriya Film Industry which will screen five Oriya films. Herald finds out more on the evolution of the ethnic cinema of Orissa

HERALD FEATURES his year marks the platinum jubilee of Oriya films and being the focus state of this film festival, International Film Festival of India (IFFI) has invited leading film personalities from Orissa to join in the celebrations. The celebrations of the cinema will also include screening of five Oriya films and even the Indian panorama will feature an Oriya film Swamyamsiddh, along with 26 other feature films. The first two-hour long Odiya film was Seeta Bibaha in 1936. Directed by Mohan Sunder Dev Goswami, the film starred Makhanlal Bannerjee, Mohan Sunder Dev Goswami, Krishnachandra Singh, and Prabhavati. This Film was first premiered on April 28, 1936 at Laxmi Talkies of Puri and stood out as the first film to have a cast and crew from the same state. The film also stuck to its traditions and had all singers for the movie from Orissa and as Mohan Sundar knew his job well, he maintained traditional music of the land in the cinema. The film was a Ramayana mythological tale of Ram’s wedding to Seeta. It shows Rama and Lakshman coming to the court of King Janaki. Rama must not only lift a huge bow, but also string it and use it if he is to win Seeta’s hand in marriage. Ram strings and breaks the bow

with his strength. It was the arrival of the first complete Odiya film which was also a commercial success. Production The film was sponsored by the Calcutta-based Kali Film Studio and cost just Rs 30,000, a huge amount at that time. Even more surprising was the fees that were paid to the artists. Mohan Sundar as the producer had to take loan to pay all the artistes. According to the vouchers signed by the artists, Makhanlal (Ram) had received Rs 120 on 30 October 1935. Adaita Ballabha Mohanty (Laxman) was paid just Rs 35 as conveyance fee. And incidentally, the actress Miss Prabhabati (Sita) received the highest among the lot, Rs 150. The picture was subjected to Bengal Board of Film Certificate and the police commissioner of Lal Bazaar awarded it the censor certificate. The second Odiya film was produced in 1949. Lalita directed by Kalyan Gupta, was the first Oriya film post Independence and the second Oriya film in history. Roles to Eight (Rolls - 28), a film, again directed by Kalyan Gupta was the first Oriya film with an English name. The Oriya film production in the initial years was very slow. After the first film Seeta Bibaha, only two films were produced till 1951. A joint consortium of landlords and businessmen who collected funds after 1948 produced those two movies. The eleventh Odiya film Sri Lokenath was the first Oriya film, which got National Award in 1960 directed by Prafulla Sengupta. The same year, Prasant Nanda won a National Award as best actor for the film Nua Bou with his debut film. Prasantha Nanda is an important figure in the Oriya film industry. He is an actor, director, screenplay writer, and lyricist and even as a playback singer. Nanda alone carried Oriya films into the national honor list by winning National Awards three times in 1960, 1966 and 1969 for his acting in Nua Bou, Matira Manisha and Adina Megha. Oriya film industry has come a long way since then. Surprisingly, Nandita Das made her debut into cinema by starring in an Odiya film in 1989. Till date, Nandita has acted in films in ten different languages, English, Hindi, Bengali, Malayalam, Tamil, Telugu, Urdu, Marathi, Kannada and Odiya. Born in New Delhi to noted Indian painter, Jatin Das, an Odiya Hindu, and a Gujarati Jain mother, Varsha, Nandita acted in Parinati in 1989 and Biswaprakash in 1998.

ccording to news trickling in, movie buffs will soon get to watch a film with only one dialogue and one actor. This Kannada film is titled T, as “tea” is the only word the protagonist utters in the entire film. The movie reportedly is about a forestdweller and his tryst with civilisation. It has been shot in the forests of Sringeri and was completed in nine days. T will be released in DVD format. It will also be screened at the upcoming IFFI’10 which commences tomorrow in Goa. The team involved in bringing out this film is hoping to make it to the Guinness World Records due to its unique feature of starring just one actor who utters one word in the film. Get Ready to Shop BY JANICE RODRIGUES HERALD FEATURES he International Film Festival of India 2010, although predominantly about cinema, celebrities and conferences, also gives a boost to the trade, industry and tourism of the state. To further the promotion of trade and commerce during the IFFI’10, the GCCI, in association with the ESG is organising for the second time, the IFFI Shopping and Food Festival. The festival which is planned to be held in the two major cities of Panjim and Margao, is aimed to not only attract the delegates but also the common man. “Our aim is to bring people out on the streets of Margao and Panjim where the festivals are being held,” says Kirit Maganlal, chairman of GCCI’s retail committee. The festival that cover the areas around the Isidore Baptiste Road in Margao and the 18th June Road and MG road in Panjim, promises to have a treat for every shopping aficionado in Goa. About what the festival has to offer, Maganlal states, “This year we have about 150 establishments participating from Jewellery shops to cloth merchants to electronic dealers, white goods dealers, restaurants and food outlets and general traders. And the dealers are offering discount rates from 15% upto 50%.” The enthusiasm shown by business people in Goa is immense and can be seen in the fact that there have been many second time participants in the festival, “Panjim has seen most repeat participants as last time, some of them even booked their slot last year itself after the festival. In Margao too, the response has been tremendous, the shopkeepers are highly enthusiastic and we have a good team working there. Only the coming days will tell how the city folks respond to the efforts that have gone into making it successful,” explains Maganlal. So what does the shopaholic have to look forward to during the festival? “Apart from all the shopping that a person can do, the highlight of this year is the Daily Lucky Draw of a gift valued between Rs 8,000 to Rs 10,000 to a lucky shopper of the day in both the venues,” says Maganlal. The festival is not only going to benefit the consumer but the traders will also benefit from it. “We as consumers owe it to our fellow

traders to patronise the shops which run on huge fixed overheads rather than run after the regular fairs and exhibitions. As shopkeepers, we also need to reiterate our resolve and commitment to fair trade practices and honest prices. This Shopping festival is aimed at marrying these two resolves together,” says Maganlal. The GCCI have been taking up the festival to help benefit the retailers of Goa. “Traders have been very upset over the numerous fairs and exhibitions that are mushrooming every month in the cities. The Chamber has taken it as a responsibility to allow an opportunity to retailers and traders to offer discounts and at the same time to provide quality goods and services to the customers.” But the challenge often comes heavy on the pockets of the Chamber, “It’s a huge task to organise and there is absolutely no profit motive. Actually the chamber ends up footing part of the bill for the event. As long it helps the trade, we consider our job done successfully. IFFI is a platform to us where securing Government permissions is not a big hassle and hence the Shopping Festival is held during the Film Festival. And for those who don’t intend on spending on shopping, there will be other offerings to spend your time, “So activities along the roads such as jugglers, freelance artists and caricature painters, mascots, musicians etc will be enhancing the shopping experiences. There are also planned some unique events such as the Shopper’s Treasure Hunt through all the stores, The Egg Drop Challenge, the first ever Baby Olympics at Hotel Fidalgo square,” says Maganlal. The Shopping and Food Festival is being held in close coordination with the civic authorities and the police, to avoid any congestion or mishaps, “It is not a ‘morcha’ and neither are we expecting the enthusiasm to result in stampedes! Although, we would have loved to pedestrianise the streets on some days for people to move on the street unhindered,” says Maganlal. This facility of restricting some streets to pedestrians is followed in many other countries but Goa still needs to have provisions made for the same. “We in Goa do not seem to be mentally ready to accept this. But it will happen one day. We are grateful to the Traffic Police for their proactive approach,” concludes Manganlal.

rom the same script writer, Ayub Khan-Din, the same creative team and Andy DeEmmony as director, the sequel to the internationally acclaimed and successful film 1999’s East is East, 2010 British comedy drama film West is West takes the Salford, UK living Khan family to their native Pakistan. The time difference between the two films is ten years. Based on autobiographical events from the life of Khan-Din, the movie is set in the seventies. The story goes as such. While the dysfunctional Khan family is going through a continuous struggle for survival, the youngest Khan, Sajid (Aqid Khan), in the midst of a pubescent crisis with a tyrannical insistence by his father, George ‘Genghis’ Khan (Om Puri) to maintain Pakistani tradition in 1975 England and fierce bullies and racist attacks from school. He may feel British but the confusion persists. After a spell of truancy and shoplifting by the stroppy teenager, his father decides to take drastic action. He then introduces Sajid to his heritage and tradition he has been talking about all the while, with a visit to Pakistan. It is a testing time for both of them with George, obliged to confront the daughters and wife he has neglected for thirty years to pursue his new life as a British chip-shop owner married to the loyal Ella (Linda Bassett). As the story unfolds George has to face the reality he has created, while Sajid goes on a journey to find himself. Amidst a culture shock for the son and an emotional confrontation of the father, matters improve considerably once the story moves to Pakistan as the film finds its own character and settles into a sentimental exploration of cultural roots, identity and family ties. The humour in West Is West is often broad and obvious, reliant on farcical misunderstandings and scatological references. When the story reaches Pakistan it includes scenes like Sajid not being able to speak Punjabi, having trouble with the local sanitation and marveling at the sight of real live camels sauntering down a country street. While many compare the movie to East is East, West is West, the two do meet in the character of George Khan. It is truly one of the great comic

roles of recent British films. All credits are splendid as the cinematography and production design really create a striki n g contrast between a dreary English town and the rustic Pakistani farmhouse. At a time when most news and cinema about British Muslims and Pakistani centres on terrorism, political unrest and natural disasters, it is a welcome relief to see both the people and their land portrayed in alternative, all be it nostalgic, light. got a warm reception. Well deserved, it was too. A great example of heartwarming British comedy, the film helps draw attention to the strength of home grown writing, acting and filmmaking talent. The film is produced by Leslee Udwin for Assassin Films and BBC Films. It premiered on September 12 at the 2010 Toronto International Film Festival and also at in the UK at the BFI London Film Festival this year. It will be released publically in February 25, 2011. The third film is being planned, confirmed Ayub Khan-Din at the UK premier. n a bid to bridge the relations between India and Pakistan veteran actor Rishi Kapoor, who is planning to revive the R K Banner, says he welcomes the idea of joint film production with Pakistan. “We welcome joint productions with Pakistan and work in healthy conditions, provided we have a good script and a good story to tell. Pakistan has some great talent and great people,” said Rishi while speaking at the HT Leadership Summit here. The actor has had a memorable relationship with Pakistan, as he worked with Pakistani actress Zeba Bakhtiyar in the 1991 film Heena, which was produced under the R K banner and directed by his elder brother Randhir Kapoor. He also said that the late Sufi singer Nusrat Fateh Ali Khan was introduced to India by his late father Raj Kapoor when Nusrat was invited to perform at Rishi and Neetu’s wedding. Meanwhile his son Ranbir Kapoor has charmed movie goers with his performances in different films, but Rishi says he never liked any one of them. “I don’t like any of Ranbir’s films. I have been very critical of his work because of which his mother often fights with me. He has worked too little,” said Rishi. Ranbir, who made his debut with Saawariya, has given hits like Bachna Aae Haseeno, Ajab Prem Ki Gajab Kahani, Wake Up Sid and Rajneeti. “I am lucky enough to have a critic as well as a fan in the same house. I agree I have not done anything special yet and I really hope to get where my father appreciates my work,” was Ranbir reaction.

eira Knightley is set to play Anna Karenina in a big-screen version of the literary classic, stepping into the shoes of Hollywood icon Greta Garbo who had famously played the tragic heroine on screen. The Pirates of the Caribbean star is on top of the list of actresses being considered for the starring role in the film being directed by Joe Wright. Wright, who made Pride and Prejudice and Atonement, featuring two of Knightley’s best performances, has talked with his leading lady about the idea of playing the most popular heroine of 19th century Russian literature. Tolstoy’s tear-jerking classic, about a married woman who becomes a social outcast when she has an affair with an aristocrat, is a dream role for most actresses. Greta Garbo played her twice, in a silent version called Love in 1926 and in Clarence Brown’s 1935 interpretation with Fredric March as her lover Count Vronsky and Basil Rathbone as her seemingly cold-hearted husband Karenin.

ishwarya Rai says life has been extremely fast-paced since the day she chose to study science in high school. Now the internationally renowned actress is waiting to take a much-needed break before entering another year full of film projects. “I keep joking that the pace of my life has been so hectic ever since high school. From Class 12, when I was a science student, till date it has only been a hectic pace and that’s the only pace perhaps my body knows now,” said Aishwarya. There has been so much jet-setting in and out of the country and travelling within India for the promotion of her films that Aishwarya fell slightly ill. But she is not complaining. “Come on! I’m okay now. I just got a day’s fever and I’m all raring to go,” she said. Aishwarya is now looking forward to some relaxing time. “It’s almost the end of November and very little of December is left. I had deliberately kept a little part of December off, because since 2008 I have been working continuously. “Doing five films have been mammoth. Hrithik keeps joking about my plight and says he did just Guzaarish all this while, apart from Kites. But, yes, I did all that work and also promoted those films. Now I need a break...so a bit of an off in December and then further work next year,” she said. She is still in talks with filmmakers on her future projects and will be able to announce developments around February next year. “There have been talks. Producers are working out the scheduling. I was going to sign up for two films to do this winter, but I declined them because I had commitments with all my directors of the film releases this year. The next lot of offers will materialise post-February and March, and will continue beyond next Christmas,” said Aishwarya. For now, Aishwarya is just waiting to get the audience reaction to Sanjay Leela Bhansali’s just released Guzaarish, in which she plays Sofiya, a nurse to a paraplegic, essayed by Hrithik.

Daniel learns to shake a Leg

ritish actor Daniel Radcliffe is taking dance lessons for his Broadway musical How to Succeed in Business. The Harry Potter star admits he is not a good dancer and realised it when he had to shake a leg with co-star Emma Watson in the new Potter film Harry Potter and the Deathly Hallows - Part 1. So he fears, he would ‘screw up’ onstage. “Emma is actually quite a good dancer, so it was for me to muddle through. I’m an awful dancer but next year on Broadway for How to Succeed in Business I hope to see a large improvement. Dancing is something I’ve never done before,” he said. “I’m taking lessons. Generally speaking, I’ve been doing about nine hours a week of training, so if I screw up it’s not for lack of trying. We start rehearsals in January, previewing in February and we open in March,” he smiles.

O New Prosthetic Device Offers Hope to the Visually Impaired

S

cientists have offered new hope to millions of people who have lost their sight through retinal degeneration. A prosthetic device capable of deciphering the code that allows the brain to make sense of visual stimuli has allowed blind mice to see clearly. A human version could one day give back vision to the visually-impaired. People with retinal degeneration lose the use of their photoreceptor cells. As a result their retinas can no longer pick up images, so no visual information gets sent to the ganglion cells, or to the brain. Prosthetic retinas usually work by stimulating the ganglion cells directly. However, they do not use the patterns, or ‘code’ that the ganglion cells normally uses when communicating with the brain, and so is only capable of restoring a person’s ability to see simple things like spots of light and edges. Sheila Nirenberg at Weill Cornell Medical College in New York and colleagues compared the signals going into healthy mice retinas with the output from ganglion cells, and produced an algorithm to recreate this pattern, New Scientist said. Nirenberg's team then used gene therapy to transfer the protein channelrhodopsin into the ganglion cells of blind mice, in order to make them responsive to light. To mimic the behaviour of the photoreceptors, they used a pair of glasses with a tiny embedded video camera, computer processor and Nirenberg's algorithm to encode images into rapid pulses of light, which are shone into the eye using LEDs. This drives the channelrhodopsin-treated ganglion cells to send signals to the brain that it can interpret in the normal way. To test the device, Nirenberg measured the ganglion cell output when an image of a baby's face was presented to blind mice. Patterns from mice with the new prosthetic system resembled the output from sighted mice, whereas those from devices that lacked the code presented a more pixelated version of the face. They also hope to team up with Second Sight, a retinal prosthesis company based in California. The research was presented at this week's Society for Neuroscience meeting in San Diego.

nline students perform as well as their regular classroom counterparts, says a new study. A University of Nebraska study gauged students’ perception and performance in three undergraduate science courses having both online and classroom versions. It found that online students did not feel a sense of cohesion, community spirit, trust or interaction elements that have been shown to foster effective classroom learning. But they also reported performing as well as their regular counterparts and at the end of the day, their grades were equivalent to their in-person peers, The Journal of Natural Resources and Life Sciences Education said. “Previous research has shown that students who feel like they are connected to their classmates tend to enjoy their classes more and ultimately get better grades,” said Robert Vavala, study author and an agronomy graduate student at the University of Nebraska. “We wanted to determine if online students felt the same way about their classes that face-to-

face students did and if so, whether or not that affected their grades,” Vavala added. Researchers assembled the data from a survey of more than 250 students enrolled in three different entry-level science courses at a large mid-western public university. The same instructors taught both versions of each of the courses, according to a Nebraska statement.

New Way to track Tigers in the Wild to Ensure their Survival

ndian experts have discovered that it is possible to accurately predict the number of tigers in the wild by monitoring both paw prints and faeces. “Tigers are cryptic, nocturnal and occur at low densities so they are extremely difficult to monitor. Unless we know how many tigers are left in the wild, and whether their numbers are increasing or decreasing, we will not be able to conserve them,” said Dr Yadvendradev Jhala of the Wildlife Institute of India, who led the study. The big cats are among the most threatened species in the world, with less than 3,200 left in the wild. More than half live in India. Jhala and colleagues assessed their method by collecting paw prints and faeces at 21 forest sites in central and northern India. “Tiger faeces are the size of large beetroot and have a characteristic pungent, musky odour. Fresh tiger faeces are normally accompanied by urine sprays that smell like well-cooked basmati rice,” said Jhala. When they compared this data with that from camera traps at the same sites, they found they could estimate tiger numbers as accurately by using the two tiger signs as they could with camera traps, but for a fraction of the price. “By showing that it is possible to accurately estimate tiger numbers from their paw prints and faeces, we have opened up a new way of cost-effectively keeping our finger on the pulse of tiger populations and gauging the success of conservation programmes,” he said. He added that the finding could have crucial implications for conserving tigers and other endangered species worldwide. The study is published in the Journal of Applied Ecology.
