In an interesting development, celebrated playwright Girish Karnad today withdrew his resignation after Chief Minister Diagamabar Kamat personally spoke to him, the chief minister’s office said here. Media advisor to the chief minister Suresh Walve told Herald that the actor withdrew his resignation after the chief minister convinced him to be a part of the Golden Jubilee Development Council. “The chief minister convinced him on the importance of his presence on the golden jubilee council,” Walve said adding “… following this, the actor withdrew his resignation.” The official further said that Karnad was of the opinion that

The Supreme Court today asked the Special Investigation Team (SIT) not to make public Gujarat Chief Mi n i s t e r N a r e n d r a Modi’s statement in connection with post-Godhra riots and disapproved the conduct of activist Teesta Setalvad in contacting a prosecutor in one of the cases. “We direct the SIT not to divulge any information collected during the course of investigation to anyone except the trial court and public prosecutor concerned,”a special bench headed by Justice D K Jain said. The direction came when it was pointed out to the bench by the SIT that the commission headed by Justice G T Nanavati, probing the sequence of events in the 2002 riot cases, has sought the statement of Modi recorded by the investigating team.

Nine senior students of Goa Medical College were expelled from the boys hostel for ragging their juniors. They were later arrested by the Agassaim police under different sections of the Indian Penal Code for offences bailable under the law. In his complaint to the police, Director (administration) GMC S V Naik said the nine students had indulged in ragging seven students of first-year MBBS in room number 10 of the hostel. He stated the seniors used criminal force and intentionally insulted their juniors. Naik gave the names of the senior students as Bhanu Mishra, Vivek Kaser, Ankit Jain, Lalit Kumar, Vaibhav Shakya, Praveen Sen Shahi, Prosenjit Haldar and Manish Ujjwal.

With questions raised over completion of Commonwealth Games projects in time, the government today announced appointment of 10 senior officials to oversee preparation of major venues of the event, a move seen as further stripping of powers of Organising Committee Chairman Suresh Kalmadi. Prime Minister Manmohan Singh, who had stepped in to clear the mess in the wake of controversies in the run-up to the games beginning October 3, approved the appointment of these experienced bureaucrats to solve coordination problems. However, Kalmadi maintained these officers have been appointed at the request of the OC.

The officers have been empowered to take on-the-spot decisions to tie-up any loose ends or resolve conflicts between government agencies and organisations before the games, the cabinet secretariat said in its order. Of the 10 officers, four are of the rank of additional secretary in the government and the rest joint secretaries. Even after a year, the Central government’s scheme of supplying safety equipment to fishermen is yet to be accepted completely. Of the four major fishing jetties at Malim, Cutbona, Vasco and Chapora, only first two jetties have been supplied with Garmin marine devices. Speaking to the media, Fisheries Director S C Verenkar said that the supply was in quick response to proposals put forth by trawler owners belonging from respective fishing jetties. “Basically, trawler owners were not aware of the scheme and if some of them did know, they lacked financial backing,” the director replied to a question

on the poor response to the scheme. The safety device kit comprises a global positioning system (GPS), very high frequency (VHF) wireless sets and fish finders, fitted in each of the trawlers. The kits under the scheme – supply of safety equipments under development of marine fisheries – are supplied by Mega Soft Pvt Ltd, who is the authorised dealer of Garmin Equipments in Goa. Verenkar stated that the department has received 150 fresh proposals from more trawler owners including Cortalim fishing jetty. When the 90-lakhs scheme was announced to fishermen across the coastal states, the government assured to bear 75

percent of the total expense of the kit, each of which costs about Rs 70,000. Whereas, the remaining 25 percent had to be borne by each of the trawler owners. Verenkar informed Herald that 118 trawler owners at Malim jetty and 73 from Curbona society have already received these devices. Chairman of the Mandovi Fishermen Cooperative Society Menino Afonso stated that of the total only 88 trawlers boats are outfitted with the devices. Nuclear Liability Bill embroiled in new row PTI NEW DELHI, AUG 19

The Nuclear Liability Bill was today embroiled in a fresh row with the Bharatiya Janata Party(BJP) and Left objecting to an amendment proposed by a parliamentary panel on suppliers’ obligation in case of an accident but the government sought to allay the apprehensions of opposition parties. The Union cabinet meeting scheduled to consider the bill was postponed till tomorrow, apparently to consider the objections raised by the opposition. BJP and Left parties raised objections to addition of a word ‘and’ in the Clause 17 which says that “The operator of a nuclear installation shall have a right to recourse where — (A) such right is expressly provided for in a contract in writing”. The parties fear that insertion of the word dilutes the obligations on the suppliers of equipment in case of a nuclear accident. The government, on its part, sought to allay apprehensions over the recommendations of the standing committee, saying all concerns would be addressed. “I assure my friends in BJP and Left that we have already

taken their concerns on board. If there are any concerns, there are some concerns that have been raised today, all those concerns will be addressed in all seriousness,” Minister of State Prithviraj Chavan told reporters. “Wait till the amendments are brought to parliament,” he said when his attention was drawn to objections raised over the amendments. The report of standing committee on science and technology, which examined the Civil Liability for Nuclear Damages Bill 2010, proposed that the Clause 17(A) may end with word ‘and’. It also proposed modification of Clause 17(b) to say “the nuclear incident has resulted as a consequence of latent or patent defect, supply of sub-standard material, defective equipment or services or from the gross negligence on the part of the supplier of the material, equipment or services”. BJP, which had agreed with Congress on changes in the bill, shot off a note to the government, saying clubbing of Clause 17(A) and (B) dilutes provisions relating to the liability of suppliers.

Centre asks States to be on high alert PTI NEW DELHI, AUG 19

The country has been put on high alert following intelligence inputs that Pakistan-based terrorists may strike during the upcoming festive season. The Centre has asked State governments to take all possible steps to foil attempts by militant groups, particularly Lashkar-eTaiba, to disrupt peace during ongoing Ramzan and the upcoming festivals of Raksha Bandhan, Idd-ul Fitr and Onam. Sources said the advisory issued by Home Ministry asked all States to increase vigil and take precautionary measures to ensure security as Pakistanbased groups may strike at public places. The ministry asked states like Delhi, Karnataka and Kerala to deploy additional forces in sensitive locations. Onam will be celebrated on August 23, Raksha Bandhan on August 24 and Idd-ul Fitr on September 13.

The long-drawn struggle for justice by aggrieved Margao Municipal worker W Silva has finally borne fruit. The Margao Municipal Council on Thursday signed a settlement with the aggrieved worker before the deputy labour commissioner, appointing him as a worker with immediate effect. While the civic body will issued the appointment order on Friday, Silva’s appointment as the worker will come into effect from Thursday, informed MMC Chairperson Savio Coutinho. Coutinho along with MMC Chief Officer, Y B Tawde, besides the aggrieved worker Silva and CWC President Sriram Raiturcar were present before the deputy Labour commissioner on Thursday evening. Silva had gone on an indefinite hunger strike a fortnight ago, claiming he was discriminated by the civic body by ignoring his claim for regularization of his service. The worker had contended that he had put in 14 years of service on daily wages, but was ignored by the civic body when regularizing the services of 39 workers, some of whom did not complete 240 days of continuous service in one calendar year.

The Canacona Flood Relief Committee (CFRC) has stepped in to insure 187 flood-prone houses in Canacona taluka to the tune of about Rs 6 crore. Some of the house insurance policies were handed over to beneficiaries in a function at the Shree Shradanand Vidyalaya Poinguinim on Thursday. Those attending the function included insurance company officials and CFRC members, besides the insurance beneficiaries. The insurance premium will be within the range of Rs 125135 per annum, while each house will be insured for an average amount of Rs 3 lakh. Most of the houses were either completely destroyed or partially damaged and had to be rebuilt, while some houses inundated in the unprecedented Canacona floods at Poinguinim, Loliem, Mangan, Mohard and Kindlem have also been insured. Six more cases of H1N1 virus have been confirmed taking the total number of those afflicted with the disease to 40 since the beginning of the year. These six cases were from the 18 samples pending tests since the last five days. Epidemiologist Dr Jose D’Sa told Herald 12 more samples have been sent to National Institute of Communicable Diseases, Delhi, for testing. The Goa Panchayat Democratic Forum has urged the government to work out a pension scheme for the Panch members, besides monthly allowance for the Panchayat elected representatives. “When MLAs and other elected representatives are receiving monthly allowances and pension, the same benefit should be extended to Sarpanchas and Panchayat members”, demanded Forum member and Rachol Sarpanch, Joseph Vaz. Briefing newsmen, the Forum expressed satisfaction over the government decision to bring about Amendment to the Panchayat Raj Act making provision for a district Court as the Appellate authority. “The common citizen or Panchayat can challenge the order passed by any authority before the court of law if they feel that the order is illegal. This will prevent miscarriage of justice as the order of the government officers can now be tested by the Judiciary”, asserted Cavelossim Sarpanch Edwin Barretto. He said the government wanted to take control of the village panchayats through the back door by bypassing duly elected panchayat bodies by amending Section 47 of the Goa Panchayat Raj Act. “Through this proposed Amendment, the Village Panchayat secretary could have executed the order or direction from any authority such as a Director of Panchayat, BDO and Deputy Director of Panchayats without consulting the Panchayat body”, Barretto said.

The body of one of the two persons feared drowned was fished out from the Galgibaga River on Thursday morning. According to the fire services, the body of Mohan alias Gunesh Chari, who has reportedly slipped over a footpath near his house at Idhar-Poinguinim and fell into a rivulet, was noticed floating in the river. It may be recalled that fire services personnel and lifeguards of Dhristhi at Galgibaga beach had been on the lookout for two persons from Poinguinim village reported to have been missing in two different incidents on Tuesday and Wednesday. The search continues for the other missing Galgibaga resident, Patrick Barretto (35), who was feared drowned on Wednesday morning.

The murder of 26-year-old Naresh Dourado continues to baffle police, as investigations have been moving at snail’s pace nearly 20 days after the youth was found murdered at his brother’s flat at Chicalim. While Vasco police managed to trace the missing car at Aaradi Band in Taleigao, the mobile and laptop of the deceased are yet to be located and these two gadgets could throw more light on the events leading to the death of Naresh. Police has been interrogating most of his friends, colleagues and relatives who were in touch with Naresh. While shops in Sanquelim got flooded mainly due to a heavy downpour in the Virdi and Chorla Ghat region, the Water Resource Department (WRD) as well as officials at the Anjunem Dam came in for severe criticism on Thursday. At a special meeting in the office of the North Goa Collector Mihir Vardhan, the WRD was accused of failing to start the four lift irrigation pumps in time, while officials at Anjunem Dam were criticised for releasing water without intimating the public. "Had the WRD started all four

lift irrigation pumps as soon as water began to enter into the market, the water would not have flooded the shops," claimed Sanquelim Municipal Council Chairman Anand Naik. He also accused authorities at Anjunem dam for releasing the water without prior intimation, claiming that it was necessary to do so in public interest. Two persons were arrested by Calangute Police in connection with the theft of a two-wheeler at Candolim on Thursday. According to Calangute Police Inspector Nolasco Raposo, the police received a phone call from a person stating that a scooter (GDN 1463) parked in front of the Government Primary School, Candolim, was being taken in a rickshaw. Acting swiftly, a message was relayed to the Calangute Robin Police, while PI Raposo himself along with a police team rushed to intercept the rickshaw. The rickshaw carrying the scooter (GDN 1463) was intercepted at the Parra junction. Two persons, Sylvester Fernandes (39) of Ximer-Candolim and one Hirudas of Aradi-Candolim, but a native of Nepal, were detained in the connection. Mahesh Rivonkar, scooter owner had filed a police complaint. Investigations are in progress under the supervision of PI Nolasco Raposo.

Margao’s roaring omelette pav business at the Old Bus Stand went missing on Thursday evening. Barring one or two, around seven handcarts selling omelette pav were found in the Margao municipal garden instead of the old bus stand. Reason: The Margao Municipal Council attached these fast food kiosks following a requisition from the Margao Traffic Cell that the gaddas were causing obstruction to parking at the bus stand.

A team of municipal workers seized the gaddas kept at the bus stand this morning and brought them to the municipal garden. When news of the municipal action reached the gadda owners, they came rushing to the municipal body, but Chief Officer Y B Tawde refused to release the seized kiosks. Instead, Tawde told the kiosk owners to approach the District Collector, South G P Naik saying that action against the fast food handcarts has been initiated upon orders from the district magistrate. Pleas by the kiosk owners

When contacted, Margao Traffic Cell incharge, PI Prabodh Shirwaikar told Herald that the action has been initiated against the handcarts since they were causing obstruction to parking at the bus stand. “The owners of these handcarts are not supposed to keep their carts at the bus stand, but are mandated to take them away to their place of residence”, he said, adding “the traffic police has no objection to the business activity if the handcarts are towed away from the bus stand every day after business hours”. Though the sudden action has left the owners fuming, many in the civic body has questioned the police action, demanding to know whether similar action will be initiated against the non-Goan vendors carrying out business near traffic junctions and parking lots. In fact, sources in the know said the police has questioned about the presence of dozens of fruit selling handcarts on the city road, causing traffic bottlenecks, especially during peak hours.

Pilerne Citizens Forum has served a 15-day ultimatum to the Government to eliminate names of voters into the electoral roll, who have been included without following proper procedure. At a press briefing on Thursday, advocate Yatish Naik asked the Government to scrutinize the entire process wherein, he alleged, that Mamlatdars of all 11 talukas included names of several thousand voters without following procedures and guidelines laid down by the Election Commission of India. The forum has threatened to move Bombay High Court at Goa, if the Government fails to initiate steps. Naik assured to seek intervention of the chairman of the Goa’s Golden Jubilee Panel Dr Raghunath Mashelkar to take cognizance of the matter and advise the Government to follow rules. Using the RTI, the PCF submitted common questionnaires to all 11 Mamlatdar offices, replies of which were inconsistent. “The entire procedure needs to be scrutinized and since it clearly appears from the replies and

Jnanpith Award winner, Ravindra Kelekar was taken ill at the Apollo Victor Hospitals after he complained of respiratory disorders. Kelekar (85) is admitted in the Intensive Care Unit of the Apollo Hospital and is being attended by a team of doctors. Dr Rajesh Javherani told newsmen that Kelekar is suffering from respiratory problem and is being diagnosed for chest infection. “He is recovering, but it will take some time for him to full recover, given his age and his lung condition. Kelekar will continue to stay in the hospital for 2-3 more days”, Dr Javherani added. Replying to a question, Dr Javherani said Kelekar is responding to treatment and is showing some signs of improvement. “If this continues, I will be able to discharge him from the hospital after 2-3 days time”, he said.

Education Minister Atanasio Monserrate and his son Amit have been served notices for allegedly attempting to take away an accused arrested by the police after entering Panjim Police Station on February 19, 2008. The Panjim Chief Judicial Magistrate today served notice over the chargesheet filed by the Central Bureau of Investigation (CBI) under Section 353 (assault to deter public servant from discharge of duty) read with Section 34 (act done by several persons in furtherance of common intention) of the Indian Penal Code. Former Panjim Mayor Tony Rodrigues and CCP contractor Rajesh Ravindran are also been served notices over the matter. On the basis of an FIR lodged by the then Panjim PI in the attack case, the CBI in their chargesheet had mentioned that the accused demanded the release of one Mainardo alias Toto from police custody. “They entered the police station and attempted to take away the arrested accused and obstructed the complainant (Panjim police PI) and other police persons in discharge of their duties,” the chargesheet reads. It had also pointed out that four police personnel were injured during the incident. Meanwhile, the court has adjourned the hearing on the chargesheet against 37 accused in connection with violent attack on city police station in February 2008. The matter was adjourned after Advocate Arun Bras D’Sa appearing on behalf of Monserrate sought time stating that they have challenged the chargesheet in the High Court and the appeal to quash the chargesheet is pending. Breaking a record since last half decade, monsoons in Goa crossed 100 inches this month as against the tradition of crossing the mark in September. Monsoons, which hit Goa on June 10, had not seen a single dry spell nor were its currents disturbed through climatic phenomenon. “This is the first time since 2007, that the rainfall has crossed 100-inch mark in midAugust. In 2007, the rainfall had hit a century on 27th of this month,” Indian Meteorological Observatory in-charge K V Singh told Herald. “As per our study, since last several years the rainfall had

crossed 100 inch on or after September 25,” he added. Till date, the State has recorded 103.2 inches of rainfall, which is 92 percent of the total annual 285 cm rainfall. Data available from the Met Department reveals that in 2009, the rainfall crossed the hundredth mark at the end of September as against September 13, 2008. However, in 2006 the rainfall was much below normal. “At the beginning of the season, the department had predicted a near normal monsoon for the State but the seasonal rainfall is 47 cm higher than what was predicted,” he stated. Goa had also received above normal rainfall for the month of June, this year, with rains touch-

ing 92 cm mark over the normal 87 cm. Singh stated that even though the monsoon currents were disturbed in the beginning, it picked up fast thus giving excellent rainfall to the State for last three months. “The currents were weak in the beginning but later picked up and were strong till the first week of August. Apart from this, the monsoon season has not witnessed any dry spell. The rains were continuing in small proportion in some or the other parts of the State,” he explained. The Met Department has said that the heavy rains would be reduced in next two days but State will continue receiving small quantity of rainfall.

Couple arrested for cheating HERALD CORRESPONDENT MUMBAI, AUG 19

Karnataka Police arrested a couple from Bangalore on Wednesday for allegedly cheating six US-based doctors out of Rs 8.5 crore, by promising them windfall profits if they invested in a million-dollar project to build bungalows in Goa. The doctors were to fund half the cost of the Rs17-crore project, and claim half the profits. Accused Amrish Bhawania and his wife Ishita, from Indira Nagar in Bangalore, were arrested from the home of Ishita’s parents at Parel in Mumbai. The Bhawanias had approached six doctors in the US through their relative, Sangita Shroff, who is also based in America. According to the Bangalore police, Amrish floated a company, New Web, in Bangalore, and registered the firm’s office in the US in the name of Indigo LLC. The deal was that costs would be shared 50-50 and, after completion of the project, the bungalows would be sold and profits shared equally.

Princess removal: Govt still stuck in the muck HERALD REPORTER PANJIM, AUG 19

It’s been a decade since M V River Princess grounded off Sinquerim beach but the State Government is still stuck with floating and re-floating of tenders for removal of the vessel which has caused immense environmental damage in the last ten years. It looked, the government had finally got its act correct when it went in for re-tendering in February this year, and, in principle decided to award the tender to M/s Titan Salvage but indications are that the government is likely to rethink its decision in the face of objections raised by M/s Madgaonkar Salvage, which was one of the two companies shortlisted along with M/s Titan Salvage. M/s Salgaocar Mining Industries Ltd, (SMIL) which has shown keen interest in removing the grounded vessel, is also likely to prove troublesome. It must be recalled that it was SMIL that chartered M V River Princes before it was grounded on June 6, 2000. According to the government records, it failed to remove the vessel and also did not comply

with the orders of the Magistrate. Objection raised against M/s Titan Salvage is that lump sum amount Rs 125 crore quoted by it for removal of the vessel was handwritten and that too after the bids were opened. The government has now sought legal opinion from the ex-advocate general Atmaram Nadkarni and also Law Department has been consulted whether the tendering process is maintainable. When contacted Swapnil Naik, Director of Tourism though confirmed that legal advice has been sought, he said he was not aware of what opinion has been given by the legal advisers as the file has been sent to the chief secretary Sanjay Srivastava, head of the State Disaster Management Committee (SDMC). The chief secretary however was not contactable. If the government decides to go for re-tendering, it means the grounded vessel will have to weather 2011 monsoon season, too. “If we decide to re-tender, it will take another six months to complete the tendering process leaving very little time for removing the vessel before the next monsoon sets in,” said a government officer on the condition of anonymity.

The Discriminated Teachers’ Forum has expressed their anguish and discontentment over the inaction by the government in finding a solution to their genuine grievances during the recently concluded Assembly session. Since nothing has come out of the session, the Forum has now fixed taluka wise meeting at Ponda on August 21 at 4 pm at Vishwa Hindu Parishad Sabhagraha at Kadpaband. The Margao meeting for the benefit of the Salcete, Canacona and Mormugao taluka teachers will be held at Loyola high school, Margao on August 23,

while the Curchorem meeting will be held at the New Educational Institute on August 26 for the teachers of Sanguem, Curchorem and Quepem areas. The meeting for the benefit of Mapusa, Bicholim, Pernem and Sattari areas will be held on August 31 a Walawalkar HSS, Khorlim, Mapusa at 3.30 pm. Forum President Neves Anthony Rebello has appealed to all aggrieved teachers to attend the taluka meetings in large numbers with suggestions since the Forum will be preparing an action plan for the approaching Teachers’ Day celebrations in September in Panjim. In the meantime, Rebello said he has sought an urgent appointment with Chief Minister Digambar Kamat since the Education Minister had assured on the floor of the Assembly to find a solution

Directorate of Health Services, Panjim has noticed that the main reason for spread of Malaria in the State is parasitic load amongst the infected labour force coming from the other states which are highly endemic to malaria. Inorder to curb the menace, the Directorate of Health Services has informed that every labourer should carry a Health card after getting screened for malaria. In the recent times it is observed that the labourers who are working on fishing trawlers/barges are ‘carriers’ of this infection. All owners/masters of the barges, shipyards/drydocks, passenger launches, ferry boats, tindels of fishing trawlers and operators of the mechanized and non mechanized craft including the tourist boats etc. plying in the Inland Waters of Goa are advised to ensure that all labourers employees under them are screened for malaria and carry the health cards before they are engaged for work. These services are available at all Community/Primary/Urban Health centre of the Directorate of Health Services. Tiatr workshop organised at Raia HERALD NEWS DESK PANJIM, AUG 19

Tiatr Academy of Goa in collaboration with St Thereza’s Convent High School, Raia, organized a workshop on Tiatr, its song and music on August 18 from 9:30 am onwards at the School Hall at Raia, Salcete. In all 57 students participated in the workshop. Tomazinho Cardozo, President of TAG conducted the 1st session in which history of tiatr was told to the participants through a question and answer session. The information about the pioneers of tiatr and about the contribution of tiatr artistes of yester years was also given to the students. The 2nd session dealt with acting and hence the participants were divided into two groups. The resource persons for this session were Joe Rose and Premanand Sangodkar, both tiatr artistes of repute. The students were guided to produce a small skit which was presented to the participants by different groups. The other participants who did not act in the skits evaluated the performances critically and numerous suggestions for better acting were provided by the participants and teachers. Earlier, the resource persons were welcomed by the Headmistress of the school Sr Amelia D’Souza. Students were given certificates of participation. Thomas Fernandes a teacher of the school proposed the vote of thanks.

Disastrous management

o matter how dire the disaster and how pious the promises that it will not be allowed to happen again, it seems the Goa government just cannot get its act together when it comes to protecting its citizens from the vagaries of nature. No lessons have been learnt from the calamitous Canacona deluge last year. Not only that, so-called flood control measures at Sanquelim, at an unbelievable cost of Rs22 crore, have proved to be completely ineffective. The Meteorological Department, which nearly always gets its forecasts wrong, was right on the spot this time, when it said that heavy rains were likely to continue for around six days. The Sanquelim Market is one of the most vulnerable places for flooding, owing to the nearby Valvanti River. So, it was known that there was going to be heavy rain, and the vulnerability of the site was no secret. Still, when the skies opened up on Tuesday night, where was Goa’s famed Disaster Management machinery? Was it sleeping snug, safe and sound in the dry indoors, while the traders of the Sanquelim market ran from pillar to post in pouring rain to try and save their merchandise from the rampaging waters? Instead of helping people, officialdom seems to have gone out of its way to cause them losses. Irrigation Department officials opened the two closed gates of the Anjunem Dam when the water touched the danger mark, but apparently failed to give adequate warning to the people of Sanquelim. Not surprisingly, most shops in Sanquelim market were flooded by the wee hours of Wednesday. The flood water destroyed clothes, grains, groceries and other goods in the shops, even as the traders scrambled to retrieve their belongings. A few managed to salvage some of their possessions, but most could not do so. The Sanquelim market area is at high risk from floods, not only because of the nearby river, but especially since the market has structures on all sides, making it difficult for water to flow away from the area. And, though an astronomical sum of Rs22 crore has been spent on alleged flood control measures including a retaining wall, no drainage system seems to have been created. Instead, a pump house been installed. Never mind the wisdom of such quixotic measures that seem to have been designed to spend as much money as possible (to generate the highest possible kickbacks) rather than effectively tackle floods; but the pumps were not turned on when they were most needed. It was only later in the morning, well after the market was inundated and all the damage was done, that the authorities started up the pumps to remove the water from the market area. The shopkeepers in Sanquelim say that they desperately tried to contact the Water Resources Department employees who were responsible for pumping the water out, but to no avail. North Goa Collector Mihir Vardhan has promised that an inquiry will be initiated into the non-working of the pumpset and action will be taken against those responsible for negligence. We hope that he is as good as his word.

that highways in the state will be 45 metres wide, can we hope that Goa too will fall in line? The National Highways Authority of India (NHAI), whose norms require a 60-metre width for highways, has already given Goa and Kerala a 25 per cent special reduction. The width cannot be reduced anymore, as vehicles don’t get any narrower regardless of the size of the state. Those who have a genuine grievance should ask for the highway to be re-routed in their areas.

ver the 15,000 years of sketchy history of man, he transformed himself from being a hunter to a farmer, and from a wanderer to a settler. As a ‘wanderer’, man belonged to the world, but when he settled down, man slowly started believing that the world belonged to him. In pursuit of his belief, man not only started becoming possessive and self centered, but also ambitious and exploitative. As the animal instinct of mere survival transmuted into social attitudes of co-existence, agriculture flourished, bringing peace and prosperity. The great civilisations passed through the stone age, and then the bronze age and the iron age, with the blossoming of art, culture, science and religion. Availability of food and water was the basic necessity, and civilisations flourished around river banks; but the use of fire, tools and implements, and traditional knowledge resulted in progressive agriculture, fisheries and animal husbandry, fuelling the blossoming of art, culture, songs and dances centring essentially around the harvest, and the rewards of fishing and hunting. Mahatma Gandhi said that there is enough in the world for every man’s need, but not for one man’s greed. Man started becoming greedy and possessive. By then, he had already assumed control over other animals, and the plant kingdom was under his domination. Ancient man exploited nature for survival, but also worshipped it, as he understood little about the marvels of the ecosystem. Success and happiness was attributed to the perceived God, while failure and destruction to an invented Devil or Satan. God always could be charmed or persuaded into protecting one and punishing ‘the enemy’. The concept of God was used (rather, misused) to inflict defeat on a conceptualised Evil, its manifestation being ‘the other’ – tribe, geography or kingdom. Recall Moses and the God of the Hebrews; or the Gods of North India undermining the Dravidian ‘Asuras’. Religion – a concept that was supposed to build a society based on positive attributes of human talents and resources – became exploitative in nature; in the name of God, the Devil, and caste-based classifications in our country. The

God became a divine ‘human being’. Man, who considered himself master of the Earth, simply created a ‘God’ in his own image. God was a divine being, omnipotent, omnipresent, all knowing, perfectly loving, but capable of great anger and wrath, punishing those who would not conform. But when man encountered disorder, hatred, chaos, floods, famines and destruction, he was perplexed. How could a perfect God also have created violence, crime, disease, hunger and natural disasters? That is how the concept of Devil, Satan, Evil, Spirits and Anti-God was born. But soon, man found himself in grey areas, between good and evil. A terrorist in one country or kingdom was a martyr or patriot in the other. A saviour in one religion was a criminal fit for crucifixion in another. Dictated value systems and codes of conduct placed man against man, creating soldiers and borders. Now, we prefer to allow grains to rot rather than reduce hunger among the poor. We build temples, churches, mosques, gurudwaras and synagogues, declare them ‘sanctum sanctora’ and bestow on them cash, gold and luxuries, so that the rich who have amassed wealth through ex-

ploitation are able to acquire ‘pseudo-consolation’ that they have contributed their mite to ‘society’. While the poor live from hand to mouth, unsure of tomorrow, the rich and so called ‘holy men’ engage in the worldly pursuit of materialistic life, which they themselves condemn and preach against. Thefts and burglaries in places of worship are increasing nowadays. Perhaps the hungry poor, discriminated against, find these places of worship as their only means of survival. If the wealth showered on places of worship by hypocrites and white-collar thieves is offered to the poor, this world would be a better place. Every action has a reaction, but it depends on human conscience. Gandhiji reacted to violence through non-violence; Christ by sacrificing his body. Today’s messengers of peace (or ‘Gandhigiri’) reply to brickbats with flowers. Nature is not always passive. Man cannot do unscientific mining and expect nature to replenish the ore. Our greed for raping mother Earth will surely result in floods, landslides, water scarcity, pestilence, drought and, finally, the elimination of mankind. If we believe that gambling and lopsided tourism laced with drugs, drinks and deceit ushers in economic prosperity, we must be prepared for rapes, suicides, divorces, and other economic, social and political crimes. If we explode nuclear devices in the sea, we must be prepared for

tsunamis. In nature, reaction is not only equal and opposite, but often unpleasant. Satan is Man himself; nothing external exists. The Universe is a complex entity. There is nothing perfect and still. As the Universe expands, our Sun continues to sustain us. Can’t it also destroy us, as it did the dinosaurs 65 million years ago? Some affirm that God and Satan are two intelligent ‘beings’, working against one another. Our human mind is small, and we restrict our feelings in human terms, relating to everything around us as per our senses and perceptions. Just as a soldier and patriot of our country is an enemy, spy or persona non grata for those across the border, the existence of God and Satan must be seen as co existing phenomena. To attain peace, we have to perceive chaos. To believe in God, we must feel the Devil in us. To give rise to a ‘black hole’, a star has to implode. For new life to generate, death is inevitable. These cycles, of life and death, failure and success, order and chaos, God and the Devil, will continue to haunt and taunt us for eternity. The realisation that the attributes of God and the Devil are both within us is vital to a holistic understanding. It is nice to aspire for a world free of destruction. We all love order, peace, harmony. We strongly believe that we are the epitome of good, and evil is ‘the other’s’ doing. If we all become the change we would like to see, we could reduce destruction in our perception; though at the universal level, God is all-in-one – Generation, Organisation and Destruction. This holistic approach makes the Universe look perfect. Imperfection is a process that allows us to move towards perfection, just as failure is the stepping stone for success. The Devil is forever alive, for it is one aspect of the force to seek to realise God within us. Just as positivity and negativity gives neutrality, dark particles and dark energy are complimentary, and a black hole is necessary for the birth of stars, the co-existence of the concepts of God and Devil results in the sustainable existence of humanity. God does not need protection from pseudo-zealots, it is only their own egos that they need to take care of.

Will my country always remain poor?

O

n the eve of Independence Day, a news report caught my attention. It said that 4.2 crore Indians in eight North Indian states were poorer than 4.1 crore Africans living in the 26 poorest countries in Africa. No politicians, journalists or analysts thought it worthy of comment. It was as if we are resigned to our fate and our senses are too numbed to react to such a damning indictment of our country. As an aam admi, it made me think; what went wrong these 63 years, that we are still mired in poverty, filth and squalor? Here are some of my thoughts: (1) Our freedom fighters – all our revered leaders – were too close to the Raj. They had seen how the British lived lavishly, systematically exploiting the Indian peasantry. These leaders became our rulers after Independence. They occupied Lutyens’s Delhi and chose to follow basically the same system practiced by the British. Thus, a new class of rulers was born. For the oppressed classes, Independence brought nothing but a change of rulers. Till today, their plight remains the same. (2) Over a period of time, our rulers realised that there’s a lot of money in politics. Lumpen elements with ill-gotten wealth entered politics. Their sole aim was self-aggrandisement. That is why

dynastic politics has become the order of the day. These politicians are only after power and wealth. Keeping both in the family becomes vital, resulting in personal fiefdoms. Nobody has time to look at basic problems like eradication of poverty, education, health care, affordable housing, safe drinking water, etc, which can uplift the oppressed. (3) The electorate is too gullible. Most politicians have perfected the art of ‘managing’ elections by spending huge amounts of money to buy votes and create solid vote banks, rake up emotive issues to sway voters, and play the religion card. In Goa, one former Chief Minister’s taluka is still the most backward, despite he being CM for 13 years and being in other powerful posts for nearly 30 years. Another Minister broke from a national party, formed a new regional party, played on an emotive issue on the eve of the election, got elected, duly re-joined the same national party and bagged a lucrative ministry. (4) The third pillar of democracy, the Judiciary, has been systematically undermined by these same politicians. Law and order is in a mess. It takes decades for people to get justice. There is a backlog of three crore pending cases in various courts. Can any country progress without effective law and order?

(5) All government institutions, vital cogs in a vibrant democracy, are filled with political cohorts and sycophants, who are too pleased to crawl when asked to bend. The only motto of civil servants is ‘loot and let loot’. India is one of the most corrupt countries in the world today. What can we expect in such a dismal scenario? (6) It is a real paradox that despite having the best brains, we remain poor. Why? It pays to keep the proletariat poor and dependent. Who will wash utensils, drive cars, water gardens and do household chores, if all Indians become middle class? This may be a very cynical view, but it is not too far from the truth. Here are some simple musings from a highly disillusioned ‘aam admi’. Political Science tells us that we get the government we deserve. Therefore, it is amply clear that the buck stops at our doorstep. It is time for each one to look within and find out why we are being taken for a ride all these decades. The need of the hour is for the people of this country to rise up from their stupor and elect people who have personal integrity, clear vision and compassion, irrespective of the party they represent. Can we not find 500 honest, intelligent, committed people in a country of 100 crore?

Union Environment and Forest Minister Jairam Ramesh said the law demands that the ‘polluters must pay’ (Herald, 15 August), in reference to the oil slick caused by the collision of the two ships off the Mumbai coast. He said that the Ministry and the Central Pollution Control Board are talking to law firms to file a case against the shipping companies involved, and that the government is assessing the environmental loss and compensation for the fishermen affected. In line with the above, why shouldn’t Anil Salgaocar pay for the disaster and loss caused by the MV River Princess off the coast of Candolim? The same law must be applied and Anil Salgaocar must compensate for all losses caused by the irresponsibility and negligence of his staff.

I strongly support Jerry Fernandes (‘Stop Glorifying Parrikar’, Herald, 19 August) and commend him for exposing the greatest manipulator in Goan politics. If Parrikar is as clean as he says, can tell us the number of minority candidates who applied for posts in the Electricity Dept and Goa Police during his tenure, and how many were appointed? How many crimes were solved, and what was the rate of conviction during his tenure? What action did he take against Mickky Pacheco for assaulting public servants? Shame on those who glorify such manipulators.

The Sarpanch of Cansaulim-Arrossim-Cuelim cuts a very sorry figure when, time and again, he cries that he does not have the numbers in the Panchayat to support him and is helpless to act as per law. If so, he should resign or be given the boot! The elected panchas think that Cansaulim is their personal fiefdom, to make hay while the sun shines. This is possible just because of the fence sitters and the lethargy of the simple village folk, who by their silence allow this group of lustful connivers to hold the whole village to ransom for their neverending greed. Stop mining trucks Vishant Shirodkar, Ponda The 1980s Hindi movie ‘HathKadi’ starring Shatrughan Sinha and Reena Roy had many action scenes shot in Goa’s mining belt, in a village called Pale near Sanquelim. Those of you who remember the film will recollect fight scenes on a suspended conveyor system with buckets. The conveyor system was set up by Goan mine owners to carry ore in these buckets from Pale to the village of Kothambi (several kilometres away), where it was loaded onto barges. I am trying to point out here that even three decades ago, our rich mine owners had machinery in place to transport their precious minerals without relying on killer trucks that run at breakneck speeds on congested roads. People in Sanvordem/Curchorem live in fear of being crushed under these trucks. The mine owners must be told that trucks are not the appropriate answer to their logistics problems. These privately held companies must be forced to come up with better solutions to transport their minerals, whether it is a private railway or suspended conveyor systems. If pushed, I an sure they can come up with a good, viable solution to this vexed issue. GBA is not related even remotely to politicos, and as such it was pure blah-blah. Frederick’s concern is that if well-intended people are sacrificed, undeserving ones will claim the leadership. This is a generalised hypothesis. The writer did not substantiate it in the matter of Dr Oscar and the GBA. The crux of the Oscar episode is: all social activists must understand that they are answerable to the public and to that extent would get a fair bit of mud-slinging from those affected. But they must treat criticism as a perk of service. If they can’t, better to remain a private person. Oscar succeeded when Pratapsingh Rane was CM, but the new CM Digambar Kamat dodged him on the RP front and made him look like a failure. It is this failure that made him susceptible to bad-mouthing.

The Karnad snub

HJS does not know our culture nor do they respect our communal harmony. The CM is in dreamland with his ‘Goa Vision 2035’, when the state is facing many burning problems. I request scientist Dr Raghunath Mashelkar to follow Karnad’s footsteps and snub this council.

Tender rigging Socorro D’Souza, Fatorda In Goa, the most common form of corruption in public procurement is collusion or cartelisation for bid rigging of tenders. Bidders form a cartel, which then tries to manipulate the award decision in favour of one of its members, with or without the involvement of a corrupt official. Each cartel member gets a chance to be a successful bidder, through prearranged bidding for several contracts bid for by the same set of firms. This undermines competition in the industry and scuttles its price lowering impact. Certain factors help bidders to collude, like high entry barriers that make it difficult for new or smaller Goan firms to bid, so that the contracts are given to non-Goan firms. Corrupt politicians bureaucrats turn a blind eye to bid rigging, as they get a share in the windfall gains earned by colluding firms. Highly blessed is He, Who has sent down Qur’an ( Al-Furqan), to His servant so that it may be a warner to all mankind. (Al-Qur’an – 25:1) The Arabic word tabaraka, with which the verse begins in arabic, is very comprehensive, its meanings may be grasped as follows. Allah is the most Beneficent: that is why He has bestowed the great blessing of Al-Furqan (The Criterion) by degrees on His servant so that he may admonish all mankind. He is the most Exalted and Great: for the Sovereignty of the heavens and the earth belongs to Him. He is the most Holy, Pure and Perfect: He is free from every tinge of shirk and has neither a partner in His Godhead, nor needs a son to succeed Him; for He is EverLasting. He is the Highest and the Most Supreme in rank: the Kingdom and the Dominion wholly and solely belong to Him, and there is none who has any share in His Authority and Powers. He is the sole Creator of the universe and has created each and everything in it and predetermined its destiny. The Qur’an has been called Al-Furqan because it is the Criterion for judging right and wrong, virtue and vice, truth and falsehood. The word nazzala implies revelation of the Qur’an piecemeal by degrees. The Qur’an has been sent to warn all mankind of the evil consequences of their heedlessness and deviation. The warner may be Qur’an (Al-Furqan) or the Holy Prophet to whom it was revealed. In fact, both were the warners because they were both sent for one and the same purpose. The message of the Qur’an and Prophethood of Muhammad (may Allah bless and greet him) were not meant for any particular country but for the whole world; and not for their own time, but for all times to come. This has been stated at several places in the Qur’an.

Amidst reports of delays and shoddy work, Prime Minister Manmohan Singh may next week inspect some of the venues of Commonwealth Games to be held in the national capital in October. "Commonwealth Games Federation (CGF) president Mike Fennell has seen (the venues) and I hope to take Prime Minister (to the venues) next week," Sports Minister M S Gill said replying to supplementaries during Question Hour in Rajya Sabha here. The venues, he said, are ready and only temporary fitting works are being carried out now. Responding to questions on irregularities in tendering and award for construction of the venues, Gill said the Prime Minister has already stated that the guilty if any will not be spared.

Stress is an inner struggle which grows unnoticed. It is then seen as a misbehaviour, depression, mental illness, psychopathic, etc. Mental health drugs and methods only help to control the misbehaviour, but create a chemical dependence on drugs, leading to other mental and physical side effects. But there is still hope, in Counselling and Spirituality. Modern medical science has accepted that without a combination of both, their medical science and treatments will not work. Spirituality cannot be separated from Psychology which is the study of Human Behaviour. The character of a person should be that of his Creator. The inner struggles that a person faces can be observed in two ways. The first, is the outer manifestations of our inner struggles, and the other is hidden way of Silence. The inner struggles that people can start right from the time of birth, influenced by the state of mind, or parents and the surroundings within the family. Stress builds up slowly as we grow up, influenced by the circumstances of behaviour of parents and adults which has a direct bearing on the emotional and mental state of mind of a child. The culture, traditions, neighbours, society, schools, colleges, type of Government, etc., all play a part in influencing the mind of the child, as he/she grows to be an youth, and later an adult. Stress is contagious, because such behaviour passes from one member to the others living together in a family, amongst friends, office colleagues, executives, corporate and political bosses or anyone in close contact with a stressful or depressed person. There are a large number of Masked Depressed Persons walking around us and we feel it is a normal situation. People who are building up stress within themselves do not realise that it is really happening to them. But it is important for us to bring it to their notice before the worst happens. The signs of the inner struggle begins with fear, insecurity, doubts, anxiety, etc., which take over our feelings and emotions. Spirituality is what helps us cope with our feelings and emotions. Therefore, the spiritual foundation of the Parents and the Family , play an important role in building up a child from the time of birth, to growing up as a youth and an adult. In today’s world, we can the inner struggle people face whether they are rich or poor, when marriages and relationships break up, in political and religious disputes, in the youth committing suicides, violence and crime, greed for money and property, rapes and murders, gossip and slandering, etc. Our States, Nations and the World looks confused and stressed out as they battle for Power to secure themselves from their enemies, least realizing that the enemy is within us. Inner struggles lead to suppression of the spirit, emotional weakness, genetic and immune diseases, leading to allergies and lifestyle sickness of modern times. Most of the social unrest, corruption, rioting, theft, murder, rape, wars, are the fallout of stress and our inner struggles. There is no peace within Man. Happiness is being ‘purchased’ with money value and estimates of material wealth. But this worldly happiness does not last for long. How about working for the Joy of Life. To build a Joyful Family and a Joyful State? Spiritual bankruptcy can be the root cause of our inner struggles or stress or depression, as you may call it. Our emotional strength lies in our spiritual relationship with the Creator. Being religious does not necessarily mean that we are spiritually strong. Our emotional strength and growth depends on the Intimate Relationship we have with our Creator. As adults and parents, we pass on our stress to our children, right from their birth, even though a family is established in an intimate relationship with the Creator. A family cannot survive on rituals, traditions, superstitions, doctrines, dogmas, etc. It is the Intimate Relationship with God the Father or our Creator that strengthens the spiritual health of a family. We have to work on our inner struggles of stress which not only effect the whole family, but a large number of people, who will one day be a burden the State. This stress related illness is now progressing in Goa and has to be urgently attended to. The number of stressed, depressed and mentally ill people is on the increase. Prayer and Counselling is our new hope. But Counselling can be taken up by only those who are compassionate towards fellow human beings. Counsellors need to be paid their wages. But Counselling cannot be another business or a money making racket. Love and Spirituality together with Psychology is the foundation of Good Counselling. One must have a passion to love and serve others. Counselling cannot be only based on College degrees to earn money. One needs a lot of life experiences in order to give good counsel. Counselling cannot be taken up with the sole purpose of it being a lucrative field and earning money. Without going through the pains of being Human, we will not be able to identify nor counsel the one who is in a struggle in life. Bookish and theoretical knowledge only, will not help us to mirror the life of those in a struggle. Psychology cannot be separated from Spirituality. Both require each other. But without intimate relationship or closeness to the Creator, all types of Counselling will fail. All Counsellors have to live a life of truthfulness .Only God’s love is perfect and perfect love casts out all fears. And what is not possible with Man, is possible with God. Faith is in believing in the works of Invisible. There is Joy in Spirit filled living. The Writer is the Senior Counsellor of Asha Counselling Centre, Mapusa.

Pak troops fire at Indian posts PTI JAMMU, AUG 19

Pakistani troops violated the ceasefire yet again today firing rockets and mortars at Indian forward posts along the Line of Control in Poonch district in the wee hours with an aim to send militants across the border. Pakistani soldiers indulged in heavy firing along the LoC at around 0100 hours, targeting Indian forward posts in Krishnagati sub-sector of Poonch district with rockets and mortars, Brigadier General Staff (BGS), 16 corps, Brig S Dua told PTI. Dozens of mortars and rockets were fired, which exploded away from the posts without causing any damage, he said,. Indian troops guarding the border, took positions and fired back resulting in heavy exchanges.

The Central Bureau of Investigation (CBI) has unearthed a massive mobile phone connection racket of the Mahanagar Telephone Nigam Limited (MTNL) in Mumbai and registered a case against its two top officials for putting it to the loss of around Rs 7 crores. Nine distributors of the MTNL are also charged with the criminal conspiracy to get some 3 lakh SIMs of the mobile phone connections activated by entering into a criminal conspiracy with the deputy general manager (GSM) and assistant general manager(Sales) of the telephone company. The CBI treats all these mobile connections so provided to people in Mumbai as "fake" since they were released without a paisa received by the MTNL. It has left it up to the government to decide as to what to do with these connections. Most of them are prepaid connections, without any kind of records with MTNL.

With Pakistan dilly-dallying on taking USD five million in flood aid from India, the US has said politics should have no role in disaster response and it "expects" Islamabad to accept the assistance. The Pentagon has said it would not negotiate for a "sanitised" release of thousands of sensitive Afghan war documents, currently in possession of whistleblower website WikiLeaks that has plans to make them public. The Defence Department however acknowledged that an attempt was made to contact the lawyer of the website. WikiLeaks, which has already released a huge cache of classified documents on the Afghan war, is still in possession of 15,000 documents which it plans to upload soon. "We are not interested in negotiating any sort of minimisation or sanitised version of classified documents," Pentagon spokesman Bryan Whitman told reporters when asked about the

Children whose mothers were exposed to certain types of pesticides while pregnant were more likely to have attention problems as they grew up, US researchers reported today. The study, published in Environmental Health Perspectives, adds to evidence that organophosphate pesticides can affect the human brain. Researchers at the University of California Berkeley tested pregnant women for evidence that organophosphate pesticides had actually been absorbed by their bodies, and then followed their children as they grew. Women with more chemical traces of the pesticides in their urine while pregnant had children more likely to have symptoms of attention deficit hyperactivity disorder, or ADHD, at age 5, the researchers found. ''While results of this study are not conclusive, our findings suggest that prenatal exposure to organophosphate pesticides

NTPC, PowerGrid pull out of CWG sponsorship PTI NEW DELHI, AUG 19

The crisis-riden CWG has received a further jolt with two power PSUs, NTPC and PowerGrid, deciding to hold back their Rs 40 crore sponsorship money out of a combined committed sum of Rs 60 crore for the event. NTPC, which has already given Rs 20 crore in February out of the committed Rs 50 crore sponsorship deal, is also asking for an audit by a government appointed agency for the sum it has paid to the CWG organising committee. The Board of the state-run power producer on its meeting on Wednesday decided to withdraw any further sponsorship for the Games to be held here during October 3-14 this year. "Yes, we have decided to stop it (sponsorship) further," NTPC Chairman and Managing Director R S Sharma said when asked to comment on the firm's sponsorship in the wake

of numerous reports of financial irregularities in the CWG organising committee. Demanding an audit for the sum it has already given, he said: "We want a government agency to do the audit." Another power public sector unit PowerGrid Corporation, which had committed to sponsor Rs 10 crore for the event, has also taken a U-turn. "Yes, we have decided not to give any money for the Commonwealth Games," PowerGrid CMD S K Chaturvedi said. Central Bank of India has already contributed Rs 50 crore to the Games, while the Indian Railways made a budgetary provision of Rs 100 crore but was reported to be rethinking its stand after reports of Australian sports marketing firm SMAM receiving commissions. Corruption allegations against the CWG organising committee erupted with a Central Vigilance Commission report pointing out financial bungling in handing of con-

struction and other contracts of the Games last month. Earlier this month, three official of the CWG organising committee, T S Darbari (joint director general), Sanjay Mahindroo (deputy-director general) and M Jeychgandran (treasurer), were sacked, along with the Australian firm SMAM. Private players have already decided to stay away from the Games. LG Electronics India Ltd (LGEIL) Head of Sales Amitabh Tiwari had said the marketing of the Games was not handled professionally. "We have not been approached in such a way that it can evoke response," Tiwari had said. LGEIL is one of the big advertisers on sporting events, including cricket events such as the IPL. Godrej also said it is staying away from the CWG. "We are not associated with the Commonwealth Games, as this is not our target audience," Godrej Group Chairman Adi Godrej had said.

The government on Thursday said it is not possible to implement the Supreme Court suggestion that asked the Centre to distribute foodgrains for free to the poorest instead of allowing it to rot due to lack of storage facility. “It’s not possible to implement the Supreme Court order,” Food and Agriculture Minister Sharad Pawar told reporters here. He said that the Supreme Court “had suggested to either distribute freely or sell at cheaper rates to the poorest of poor. The government cannot distribute foodgrains freely”, but is providing rice and wheat at cheaper rates to the poor. “We cannot distribute freely. Antodaya Anna Yojna (AAY) is applicable to the poorest of poor. We are buying wheat at Rs. 16 a kg and distributing at Rs. 2 a kg. He was addressing the fourth International Conference on counterfeiting and piracy, organised by industry chamber CII here on Thursday. 173 bags of rotten wheat burnt in MP PTI KHANDWA (MP), AUG 19

A total of 173 bags of rotten wheat that had reached here from Punjab after a delay of five months have been burnt by the Railway authorities, officials said on Thursday. The wheat was burnt in Maalgodam area of the town on Monday, they said. According to officials, the grain bags were packed in a wagon of a goods train but they had reached five months late as the rake got detached from the train due to some technical problem. Food Corporation of India (FCI) sources said that Railway authorities had been informed about the missing wagon and added that when the wheat finally reached here, it was so rotten that it had become unfit even for animal consumption. Despite this, poor people living in the area took away the half-burnt wheat for their use.

Govt to BlackBerry: give real-time intercepts PTI NEW DELHI, AUG 19

The proposal made by BlackBerry for intercepting its messenger services to address Government's security concerns appears to have hit a rough patch on Thursday with agencies insisting that information given should be on a real time basis. In a bid to break the logjam, the smart phone maker has offered to provide information on a deferred basis after it faced the threat of a shutdown of the core features by August 31 if security agencies cannot gain access to heavily encyrpted corporate email sent on a Blackberry handset. The Research In Motion (RIM), makers of the smart phones, along with the Department of Telecom had submitted a proposal for intercepting the BlackBerry Messenger (BBM) services. Under this proposal, a mo-

bile number needed for monitoring would have to be handed over to the RIM who would in turn provide the information within a maximum of 10 days. However, the security agencies insisted on a real time information rather than a deferred one in the interest of national security. "Now for example if two terrorists are negotiating a strike, you can't expect us to wait for 10 days," remarked a senior Home Ministry official The BlackBerry makers are racing against time to meet the August 31 deadline set by the Government last week to provide a solution for intercepting the BBM and BlackBerry Enterprise Mail (BES) or see the prospect of the mobile phone's popular services in the shut down in the country. The officials of RIM, which has a subscriber base of nearly one million in India, have in-

formed the government that they would be coming again next week with a more precise solution which will help the Indian security agencies monitor the services. Only after security agencies are satisfied with the technology of interception, a green signal would be given for continuation of the services, the official said. In a letter to Department of Telecom Secretary P J Thomas, Union Home Secretary G K Pillai had asked him to convey to the operators and Canadabased RIM that a technical solution to make available lawful interception of BES and BlackBerry Messenger Services BBM must be found out by the end of this month. This move prompted the BlackBerry maker to take steps to end the logjam by agreeing to provide technical solution on the issue of interception of its services.

Potato, onion pull down food inflation to 10.35% PTI NEW DELHI, AUG 19

Food inflation declined by over a percentage point to 10.35 per cent during the week ended August 7 on cheaper vegetables, especially potato and onion, but the fall may not prompt the Reserve Bank to reverse its tight money policy stance at the next review on September 16. Inflation in food items declined by 1.05 percentage points compared to 11.40 per cent in the previous week. It was 14.18 per cent a year ago and had crossed 20 per cent in December 2009. "We will continue to see weekly fluctuations, ups and downs. Although the monsoon has been good, in certain agricultural areas like Satara in Maharashtra there have been supply disruptions due to floods," Axis Bank Chief Economist Saugata Bhattacharya said. "However, we do not think the RBI is likely to go for any major policy change just due to the food inflation figure for a week. Factors like manufacturing output and WPI inflation will also factor in it," he added.

The Reserve Bank of India, which has been tightening the monetary policy to tame the rising prices, is scheduled to come out with its first mid-quarterly review on September 16.

Commenting on decline in food inflation, Crisil Chief Economist D K Joshi said, "while vegetable prices are down, wheat prices are up. This is part of the trend and the reason for fluctuation. However, we think the long term under-

lying trend is one of decline and it will get reflected well after the kharif harvest." Food inflation data showed that vegetables become cheaper by 22.12 per cent, while the prices of potato and onion in the wholesale market declined by 49.81 per cent and 6.91 per cent respectively on yearly basis. Having remained in single digit for two weeks, the food inflation climbed by again to 11.4 per cent during the week ended July 31. It has remained in the double digit for most of the time since late last year when the government started bringing out separate figures for food inflation, which had shot up above 21 per cent in December 2010. Analysts expect that food inflation will continue to fluctuate for some more time before showing declining trend on arrival of new crops. The overall inflation, which include prices of manufactured goods besides food items, fell to single digit at 9.97 per cent in July, after a gap of five months.

India has no plan to ban Dow Chemicals in the country while the due process of law will be followed in fixing civil and criminal liabilities of the firm in the 1984 Bhopal gas disaster. "There is no proposal to blacklist and ban the entry of Union Carbide, which is now called Dow Chemicals in the country," Minister of State for Chemicals and Fertilisers Srikant Kumar Jena said on Thursday. "No such proposal is under the consideration of the Department of Chemicals and Petrochemicals," the minister told the Lok Sabha in a written reply to a question on the future of Dow Chemicals in India. Twenty-five years ago, on the night of December 2-3, 1984, at least 3,500 people died instantly and many hundreds later after a deadly gas leaked from the Union Carbide's pesticide plant in Bhopal. Union Carbide was subsequently acquired by Dow Chemicals. Jena said the government has sought expeditious fixation of Dow Chemicals' liabilities in the disaster from the Jabalpur bench of the Madhya Pradesh High Court, which is hearing since 2004 a public interest lawsuit on the issue of environmental remediation of Union Carbide India Limited (UCIL) plant site. He said, "An affidavit has been filed by the Department

of Chemicals and Petrochemicals on July 15 this year, requesting the high court to expeditiously decide the question of liability of Dow Chemicals and others."

The unforgettable voice of Lorna is back. As the great singer will perform today at the Gonsalves Mansion, Campal, Herald takes a trip down memory lane and gives an insight into her career with excerpts from an article by Naresh Fernandes

BY JANICE RODRIGUES HERALD FEATURES omewhere in the late sixties and early seventies came a singer who had a powerful magnetic voice, drawing crowds to the source of music. Lorna’s voice and Chris Perry’s music had revolutionised the music scene in Goa. Lorna has been the voice of Konkani music ever since and she is back after a long hiatus, performing tonight. Lorna’s voice had become a craze with songs like ‘Bebdo’ and ‘Pisso’ and is a craze, with her songs still being played at various venues and occasions. An excerpt from Naresh Fernandes’s article ‘Love and Longing in Mumbai’s Jazz Age’, first published by Man’s World Magazine, July 2003, says, “She was just 16 when she joined Perry’s band… No one seems quite sure exactly how they met, but everyone’s agreed that he groomed her into one of the Bombay’s finest crooners. One version maintains that Lorna got her break when still in school, after she won the Connie Francis soundalike competition at Metro cinema. This prompted a musician named Raymond Albuqerque to invite her to sing in his show at the Bandra Fair. Her rendition of Underneath the Mango Tree got the crowds so fired up that Chris Perry, already an established performer, went to her home to audition her.” The rest is history. Lorna and Chris Perry together, went on to make some of the most memorable tunes and in turn these songs influenced the later generation of Konkani singers. In an interview with Naresh Fernandes, Remo recounted the first time he heard the tunes of ‘Bebdo’, which had been recorded by Chris Perry just a few months before. Remo, a teenager then, strolling down Miramar beach with a bunch of his friends, was hypnotised by the song and the voice that came from the speaker systems at a kiosk on the beach:

The songs had such a life-like quality about them that they seem to evoke the same emotions every time the songs are played, even two decades later. Chris Perry made Lorna the name she is and he also gave us songs that are etched in our memory through the powerful lyrics that made the songs come to life. Remo spoke about this breathing quality of the songs in this excerpt of the interview with Naresh Fernandes: “His songs are peopled by unforgettable fictional characters whom we have come to picture as real-life acquaintances Bebdo, Pisso (Madman) and Red Rose are as palpable as personages created by a skilled novelist or cartoonist. He has taken us on unforgettable journeys to Lisboa and Calangute,” Even though she sang songs later with albums like ‘Tuje Vinnem’ in 2005, she is more popularly known as the singer from the 1960’s who revolutionised music with Chris Perry. Her charm continues to spin over her listeners and nobody has come even close to conquering her title as the Nightingale of Goa.

Not unlike the legendary Stevie Wonder, Doming would cover his eyes with dark shades, keeping away the dark truth and drowning himself in his music. Doming, apt at playing the violin, trombone, saxophone, flute, banjo, trumpet, clarinet, guitar, mandolin and tenor trombone, plays with such ease despite his vision problem that music directors are happy to even have him alone for plays and other events. Born and brought up in Merces, Doming, 77, was born with a cataract problem. He was partially sighted and as he grew, he continued to lose his sight. But he was determined to learn as many musical instruments as possible, that too to perfection. Encouraged by his mistris, Doming went ahead and learnt various instruments one after the other. “At the age of 15, I started learning to play the violin, a key instrument in learning the basic of music. Jack Caitan Fernandes was my mistri who taught me solfage. Then I learnt from Jack Cotta. Once I learn the violin completely well, I went on to learn the banjo and then the guitar and then the rest followed. Baltazar from the Air Force Band was instrumental in teaching me the trumpet. My house would be filled with musical instruments but lately I started giving them away to children showed interest in learning the instrument. I also trained some young children to play,” says Doming with great zest. A concept most vociferously promoted by musicians like William D’Souza, Elvis Lobo, Herman Abreu and many more like even Remo and Bondo for that matter, this scene seems to be getting much warmer than it already is. Entertainment lobbies like Art Escape play managers to such events while the venue plays host and everybody gets happy. A more recent inclusion to this world of ‘art escapists’ is supper theatre, which is basically theatre during supper time and according to a birdie this theatre is also going to turn ‘Kon-glish’ if you get the drift. ajol has just celebrated her birthday and her husband Ajay Devgn has just had a big success in ‘Once Upon A Time In Mumbaai’, and the actress says she can take some credit for her husband’s success. “Don’t you think I’ve trained him very well?” her voice sparkles with mischief, pride and pleasure when told that she has a hand in Devgn’s makeover. “Seriously, who you are married to does make a difference. The influence in a marriage works both ways. I credit my husband with a lot of what has happened in my career. And I take some credit for his success. He won’t mind,” said the 35 year old actress. “The celebrations in my family started much before my birthday. Doming’s son Sammy agrees with this. “When you are gifted you should show your talent. There is no natural talent in connecting a computer and playing downloaded music and calling it your own.” An ex-Indian Navy band member, Sammy took voluntary retirement and returned to Goa in 2006. In the navy, he was part of the main band and got an opportunity to interact with other bands from the USA, Russia, France and Sri Lanka during the International Fleet Review. Since then, he is a regular on the music scene playing the trombone, trumpet and drums. A trumpet and trombone teacher at Kala Academy, Sammy feels that young children should be encouraged to play wind instruments. “There are very few or no trombone players at all in Goa. It is a long forgotten instrument as the younger generation prefers playing the guitar or organ.” Sammy, who has played with a number of great artists, will today be playing for Lorna at a Heritage Jazz event. About the upcoming performance, he says, “It is going to be fun. I don’t need to practice much as I know the songs and it is a thrill to play live.” Doming will perform a solo while Sammy will be a part of Lorna’s seven piece brass ensemble for today’s World Goa Day show at the Heritage Jazz.

HERALD FEATURES he Founder’s Day Concert of Kala Academy’s Department of Western Music will be held on August 21 at 6pm at the Dinanath Mangeshkar Kala Mandir, Kala Academy, Campal, Panjim in the gracious presence of Pratapsing Rane, Chairman, Kala Academy and Speaker, Goa Legislative Assembly. The annual concert is organised in honour of Maestro Antonio de Figueiredo, founder-director of Academia de Musica (1952), and later, of the Department of Western Music, Kala Academy upto 1977. Among the highlights of this year’s programme is the felicitation of three former teachers, Leopoldina de Figueiredo for vocal music and Maria Filomena Afonso Mascarenhas and Philomena D’Cruz for piano, for their long-standing and dedicated services to the institution and to the promotion of Western music in Goa. They will be honoured at the hands of Pratapsing Rane. This year’s concert promises to delight music lovers with a veritable treat to the ears what with solo and duet performances by students and teachers on the piano, violin, cello, guitar and keyboard covering the spectrum of Western classical to modern to Goan music. Indira Lamani struck a hat-trick as Goa girls were involved in 33 thriller with Bihar in the 7th Sub-Junior National girls football at Forestry Academy ground, Haldwani, Uttarakhand. The teams were level 2-2 at the lemon break. Indira opened the scoring in the 14th minute and doubled the lead five minutes later. Bihar rallied to equalise within 13 minutes with goals in the 27th and 30th. Eight minutes into the second

half, Lamani completed her hattrick, only for the team to be pegged back by a resilient Bihar side in the 56th. Goa played out the last ten minutes with ten as they had used their three substitutions to replace injured players. Ansiva Vaz, Bethany Remidios and Leena Gaunso came off the field. Second-ranked Roger Federer, thirdranked Novak Djokovic, fourth-ranked Andy Murray and No. 13 Andy Roddick—the topranked American—also advanced. Nadal had his serve broken only once in the match. The Spaniard broke Dent— the 83rdranked player—right back to even the second set, and again to pull ahead 6-5, putting him in position to close it out.

The top players got firstround byes, so their opening matches presented the first chance to get accustomed to the extremely fast court. Players say the balls are skipping much faster than they did at their hardcourt tournament in Toronto last week, where Murray beat Federer for the title. One other notable change was the weather. Temperatures in Cincinnati can reach 120 degrees on court, which is especially a problem for Djokovic. He got a break from the heat during his 6-3, 7-5 win over fellow Serb Viktor Troicki in the day’s opening match. The midday temperature was 79 degrees. On Monday, Roddick had to go three sets, including a tiebreaker, to pull out his firstround win. Facing Thiemo de Bakker two days later, he never faced a break point during a 76 (4), 6-4 victory. The Government has found company law violations by all 10 franchisees of the Indian Premier League and has asked the Registrar of Companies to take penal action wherever necessary, the Rajya Sabha was informed on Thursday. "The preliminary information/reports have indicated non-compliance of certain provisions of the Companies Act, 1956, by the IPL franchisees," Corporate Affairs Minister Salman Khurshid said in a written reply in the Rajya Sabha.
