The Group of Ministers on Bhopal gas tragedy will finalise its report on Monday making its recommendations on relief, rehabilitation and remediation issues and legal options in the wake of the recent trial court judgement in the case. After the first meeting of the reconstituted GoM that was mandated by Prime Minister Manmohan Singh to give its report in 10 days, Home Minister P Chidambaram, who heads the GoM, told reporters that the Group was proceeding in the right direction and was determined to address all issues, including relief and rehabilitation. “We are looking at them separately and then we will take a comprehensive view,” he said adding they were now looking into the number of people affected, number of claims that were accepted and claims categorised as death and injury cases.

Train on Vasco route derails HERALD REPORTER VASCO, JUNE 18

Two persons were injured when eight coaches including both engines of the Vasco-Howrah Amaravati Express derailed after the train dashed against a road roller at an unmanned level crossing near Talakal-Yelaburga in Karnataka on Friday. According to South Western Railway (SWR) Public Relations Officer A V R K Sainath, the train collided with a road roller at unmanned level crossing that resulted in the derailment of eight coaches besides the two engines. Two engines, three Parcel vans (VPUs), one second class luggage-cum-Brake Van (SLR), two general second class coaches, one AC 3-tier coach and one AC 2-tier coach were derailed.

While there were no injuries to the passengers in the train, the two injured are the drivers of the locomotive and the road roller, who are admitted in the hospital. Meanwhile, two trains HubliMiraj Link Express and Dharw a d - H u b l i p a s s e n g e r a re cancelled, while five trains have been mostly diverted to run via Harihar, Chikjajur, and Bellary stations. HC Judge declines to hear Mickky’s plea HERALD REPORTER PANJIM, JUNE 18

It appears that the absconding former tourism minister Mickky Pacheco and his aide, Officer on Special Duty (OSD) Lyndon Monteiro will have to now wait a few more days before their anticipatory bail applications filed before High Court are taken up for hearing. Both the applications were listed for hearing before Justice N A Britto on Friday but he declined to hear the two applications saying, “Not before me.” In such a situation the procedure is that the applicant has to move an application before Chief Justice of the Bombay High requesting him to assign the matter to another judge. Pacheco and Monteiro will have

Interestingly, the fresh applications are accompanied by affidavits sworn before Notary to avoid appearing in person in the High Court office. Officials of Air Intelligence Unit (AIU) of Commissionerate of Customs nabbed a man from Bhatkal-Karnataka in possession of 3.8 kgs of white gold worth Rs 50.94 lakh at Dabolim airport in the wee hours of Friday. According to reports, the accused Sayeed Musba Muhammed, who is in his thirties, had wrapped white gold in a metal strap and tried all means to hoodwink the customs official at the Dabolim airport on his arrival from Dubai via Doha via Qatar Airways. However, Muhammed’s tactics failed when Superintendent of Customs G D Lotlikar became suspicious over his style of walking and detained

him at the airport. The accused had allegedly concealed gold in artificial knee caps, which he had worn on both the legs to avoid detection. According to Assistant Commissioner G M Malik, the accused tried to clear from the green channel. “But suspicious over the manner in which the accused was walking, Muhammed was intercepted by AIU. During verification, the accused had declared goods valued at Rs 5,000,” said Malik. “His luggage didn’t reveal any in-discriminatory goods when it was X-rayed. But when he walked awkwardly, the customs officials frisked him and found white gold wrapped in knee caps,” said Malik. (Continued on page 10)

Goan supermodel Anjali Phyllis Mendes, the first Indian model to walk the ramp in Paris, who was Pierre Cardin’s house model, died here after being hospitalised on Thursday with a low white blood cell count. She was 64. India’s first supermodel on the international stage, she joined modelling in Mumbai 40 years ago along with socialite Shobhaa De (then Rajadhyaksha) and Bollywood siren Zeenat Aman. In 1971, Anjali flew to Paris on a one-way ticket. According to a report in ‘The Times of India’, she sat outside couturier Pierre Cardon’s salon for eight hours, until the great designer agreed to meet her. He agreed to take her on as a house model, where she continued to work for the next 20 years, opening most of his shows.

Panjim Mayor Carolina Po said the Corporation of the City of Panjim was soon expecting Rs 22 crore from the Jawaharlal Nehru National Urban Renewal Mission scheme to carry out several developmental works. Po said CCP had listed several works that will be carried out by utilising the Rs 22 crore and in addition trying to send more proposals for additional works. She informed some of the additional works include construction of municipal market (IIIrd phase), construction of municipal office

building, construction of footpath and drainage from Miramar Circle to Dona Paula, construction of commercial complex in National Theatre and multi-storied parking at the gain godown and PWD garage at Junta House. Earlier at the meeting ruling corporator Avinash Bhonsle said the Kadamba Transport Corporation had got a fleet of buses under JNNURM and not a single of these vehicles was operating in the city. Bhonsle maintained the funds under JNNURM were being misused and the CCP had no clear vision on the development of the city. Where is the vision document, he questioned.

CCP corporators spar over shifting of tenants’ premises HERALD REPORTER PANJIM, JUNE 18

The meeting of the Corporation of the City of Panjim on Friday witnessed noisy scenes over recovery of more than Rs 40 lakh from five tenants occupying spaces above the ground floor of the not-too-well-maintained Old Fish Market Building, here, for nearly 15 years. The five tenants – Govind Salkar, Dayanand Amonkar, Ramdas Latkar, Chandrakant Kerkar and Maruti Prabhu – in a letter have maintained on account of the sorry state of the building their businesses failed to take off from the day they took possession of their premises. They have now made a request to be shifted to a temporary location downstairs, opposite Royal Foods, where some shops are lying unoccupied. However, ruling corporator and ex-Mayor Tony Rodrigues expressed his opposition to the request by the businessmen stating apart from occupying the spaces downstairs these four occupants wanted the possession of the old premises as well. This is not acceptable, he opposed. Rodrigues contended the four occupants should pay their pending dues first and then their request for shifting should be placed before a meeting for a suitable decision. Opposition Corporator Surendra Furtado supported Rodrigues in the matter. However, the same didn’t go well with ruling corporator Daya Karapurkar. The ex-Mayor asserted if these tenants were

given the ground floor premises in the temporary location they will want to occupy the same position when they are shifted in the new market complex. What the corporation can do is straightaway shift them to the Ist or IInd phase on the top floors after they pay their dues, he suggested. Furtado, who had a heated argument with Karapurkar over the matter, said this was a big scam by some in the ruling faction and asserted, “Issues, most of them, are raised by the opposition, but only when market issues crop up the ruling corporators wake up.” Speaking to reporters after the heated meeting, Mayor Carolina Po said from the five proposals for shifting premises she had decided to knock off two. “These are Chandrakant Kerkar and Maruti Prabhu, who occupies the first floor of the Old Fish Market Building where he runs a tea stall. The two tenants are doing some kind of business so there is no need to shift them,” Po stated. The Mayor said the corporation has decided to give Dayanand Amonkar, Ramdas Latkar and Govind Salkar alternate places downstairs. Five shops downstairs near Royal Foods are closed and we will shift them there once they clear their pending dues, she mentioned. Po informed Dayanand owed the CCP rent of Rs 16.46 lakh, Ramdas Rs 23.47 lakh and Chandrakant Rs 1.36 lakh. Once the dues are recovered alternate places downstairs will be made available to those who are marked for shifting, she stated.

New proposals for pay parking at Dona Paula, Miramar HERALD REPORTER PANJIM, JUNE 18

Proposals for pay parking from the Dona Paula police outpost right upto Dona Paula Jetty and Miramar, where vehicles are always parked chock-a-block in the area where ‘bhelpuri’ and ‘snack’ ‘gadas’ carry out fledgling business in the evening, will soon be sent to the Traffic Cell and the North Goa Collector for notification. This was disclosed by Mayor Carolina Po on Friday after the ordinary meeting of the Corporation of the City of Panjim. However, earlier parking proposals are still pending with the Collector and these two new proposals will add up to the old ones. Talking on the issue of renaming of roads that came up at the meeting earlier, Po said some Freedom Fighters had approached the corporation and a resolution was adopted. The same was sent to the Government but there was no reply on the same, she stated.

Margao blast accused pray for discharge HERALD REPORTER MARGAO, JUNE 18

The accused in the Margao bomb blast case have prayed to the Sessions court to discharge them from the case, contending there’s no evidence whatsoever implicating them in the case and that no witness has been cited by the prosecution who has seen the accused either preparing/carrying or placing the bombs. After hearing arguments before framing of charges advanced by the Special Public Prosecutor S B Faria and defense Counsel Adv Sanjiv Punalekar, Sessions Judge U V Bakre reserved his orders to July 1 on the question of framing charges and the bail applications moved by the accused persons. Adv Punalekar submitted that there’s no evidence against the accused to charge them under the Unlawful Activities (Prevention) Act and the Explosives Substances Act or for waging a war against the state. When Judge Bakre pointed out that the Chief Minister, an MLA and other VIPs were attended the Narkasur competition, Adv Punalekar said the blast took place nearly 400 metres away from the venue of the competition. Arguing for the discharge of the accused

He said the police were hell bent in nailing the Sanatan Sadhaks in the crime as evident by the offence registered by the Margao police within minutes of the bomb blast. “The Margao police immediately registered the case under the Unlawful Activities (prevention) Act when it ought to have been an act of mischief initially. The prosecution came under the close scrutiny of the South Goa Sessions Court on Friday, as Judge U V Bakre asked for independent evidence linking the accused persons with the Margao bomb blast case. The Special Public Prosecutor S B Faria had to face a barrage of questions from Judge Bakre as he pointed out that statements of the accused are not admissible in evidence. When Faria was arguing before the court that the accused be charged under the Unlawful Activities (Prevention) Act, Judge Bakre said “show me the evidence that the accused wanted to plant the bombs at the venue of the Margao Narkasur competition. “Is there anything else, besides the statements of the accused to prove against the accused”, the judge asked. Faria replied saying the accused had hatched a conspiracy and formed two teams to accomplish the task. “This conspiracy was planned secretly”, Faria said. The judge, however, sought

to know how the bomb exploded in the scooter, and ruled out any suicide bomber behind the blast saying there was no public gathering at the site where the blast took place. When Judge Bakre pressed Faria to produce evidence on how the bomb exploded, the special public prosecutor said the blast might have occurred by mistake. But, judge was unsatisfied with Faria’s reply. “You have not explained how the bomb exploded. What about the other bombs found at the site. Where is the evidence that the accused was carrying the IEDs. How did the blast took place behind the Grace Church if they wanted to carry it to the Narkasur venue”, Judge asked. That’s not all. When Faria said the blast amounts to a terrorist activity, Judge Bakre told the prosecutor that he has to first prove about the terrorist organization or a terrorist gang behind the blast. “Which is the terrorist organization? Who is the terrorist or the terrorist gang the accused”, the judge asked, to which the public prosecutor replied saying “in this case, there is no terrorist or-

Vasco mishap claims Varkhand resident HERALD REPORTER VASCO, JUNE 18

A 35-year-old man from Khalachawado-Varkhand in Pernem died in a road mishap near St Andrew’s School, Vasco, on Friday morning, on the eve of his son’s second birthday. The accident occurred when Uday Bhudaji Parab, who was working in a courier company, was proceeding on his Hero Honda Passion motorcycle (GA-03-E-0091) towards St Andrew’s School. On reaching near the school, Parab came under the rear wheels of the truck (KA-22-A-3847), which was also proceeding in the same direction, killing Parab on the spot. The accident occurred during peak hours at about 9 am when it was raining on FL Gomes Road. Vasco Traffic Police PI Dharmesh Angle rushed to the site and called hearse van and cleared the vehicles. It is learnt that Parab, who was presently residing at Vasco, had married about three years ago and has a two-year-old son, who was to celebrate his birthday on Saturday. Meanwhile, Vasco police has arrested truck driver Siddappa Kuri of Karnataka under Sections 279, 304 (a) of IPC and 134 (b) of Motor Vehicle Act. Police is investigating the case.

Order in Russian’s rape case reserved HERALD REPORTER MARGAO, JUNE 18

The South Goa Sessions court has reserved its order to June 28 on framing of charges against John Fernandes in the Russian woman rape case. Additional Sessions Judge B P Deshpande on Friday heard arguments before framing of charges against the accused. The prosecution has submitted before the court that there is prima facie evidence to framing charges of rape against the accused person. On the other hand, the defence counsel disputed the

prosecution theory of rape and alleged that John has been framed in the case. The crime branch had arrested John Fernandes in January this year after he surrendered to the investigating agency following the high court set aside the bail granted to him by the Sessions Court. Since then, the accused has been in judicial custody as his bail applications failed to find favour with the courts. The Russian woman had alleged that she was raped by the accused in his car after he gave her and her friend from a shack at later hours.

Mapusa fisherwomen stage protest rally HERALD CORRESPONDENT PORVORIM, JUNE 18

Fisherwomen from the Mapusa fish market staged a protest rally in the city on Friday demanding the immediate construction of a new fish market. Later, the fisherwomen called on Mapusa Municipal Council (MMC) Chairperson Roopa Bhakta, Chief Officer Dashrath Redkar and Municipal Engineer Vishnu Naik. It may be recalled that MMC had declared the fish market building technically ‘unsafe’, after the condition of the old fish market had become pathetic. Later, MMC demolished the rooftop of the old fish market and fisherwomen were shifted in the temporary shelter built in the open space ad-

jacent to the fish market by spending Rs 8 lakh. Chairperson Bhakta had assured the fisherwomen that the new market will be built within six months. Since MMC failed to honour its commitment, the fisherwomen on Friday staged a protest rally for the second time to register their protest. Earlier, they had staged a rally on March 17. Fish Vendors Association President Shashikala Govekar told chief officer, chairperson and chief engineer that the temporary shelter provided by the council is unhygienic. “It becomes slippery when fish water is spilled on the ground and several fisherwomen and people have slipped and

During monsoon, it becomes impossible for the fisherwomen to sit in the temporary shelter, as water enters the shed,” Govekar told the authorities. “It is more than a year now that the old fish market has been demolished, but no action has taken by the government to build it,” added Govekar. “When we had staged a protest rally on March 17, this year, MMC had assured us that they will cover the roof of the old fish market with tarpaulin to protect from sun and rain so that we can sit there till the construction of new fish market to be undertaken by GSUDA, but MMC has done nothing,” said Govekar.

Former Tourism Minister Mickky Pacheco in his anticipatory bail plea filed before High Court has alleged that his political rivals were framing him in the false and frivolous case registered against him. Three days before he tendered his resignation as tourism minister, he had written a letter to Chief Minister Digambar Kamat that police were harassing him despite the fact that Nadia Torrado in her statement to Thane police did not hold anyone responsible. “The petitioner (Mickky) wrote to the Chief Minister on 2.06.2010, pointing out that despite the statement of Nadia recorded by police US 164 CrPC at Jupiter Hospital, Thane that she does not hold anyone responsible for her death, the police are trying to harass me…,” he said in his application. He alleged that since he always remarked on his ministerial colleagues in connection to excise scam and drug racket in Goa, his rivals were framing him and that investigation was politically motivated to harass and terminate his career. He has also pointed out in his application that he has requested the chief minister for a judicial probe not only in the Nadia death but also the excise and drug scams here. Nadia died on May 29, a fortnight after she apparently consumed ‘Ratol’ poison paste. He also pointed out that kin and kith of political bigwigs in the government were involved in drug racket. Confirming he was Nadia’s close friend, he has alleged that the investigating agency “has not bothered to examine the possibility whether the deceased on her own voluntarily decided to end her life finding no way out from the mess she had put herself into.”

Residents and shopkeepers of the station road near the old railway station on Friday confronted the Margao Municipal Chief Officer over the perennial problem of water logging near the Bata showroom. Led by Councilor Rajendra Azgaonkar, the shopkeepers and residents drew attention of the Chief Officer Y B Tawde that the station road area witnessed flooding along the station road and demanded a solution. They pointed out that the flooding is causing immense hardships to the traders and residents, besides inconveniencing the general public using the

The government has convened a meeting of all the stake holders in a bid to find a solution to the problem of burial grounds facing the Muslim and Christian communities in the Commercial Capital. The meeting will take place at the Altinho residence of the Chief Minister Digambar Kamat and comes against the backdrop of the recent directions of the National Commission for the Minorities to acquire suitable land for a Kabrastan within six months and forward a detailed report on the burial grounds for the parishioners of Grace Church, Margao. The demand for burial grounds for the Muslim community and the Christian community coming under the jurisdiction of Grace Church has been long pending with the government. Chief Minister, Digambar Kamat, District Collector, South, Margao Municipal Chairperson Savio Coutinho and

other senior officials are likely to be attended the meet and offer solution to the imbroglio. In the meantime, the sensitive question of burial grounds for the two minority communities will figure at the meeting of the Margao Municipal Council scheduled on June 28. MMC Chairperson Savio Coutinho has convened a meeting of the council on June 28 and the question of burial grounds finds a mention in the agenda of the council meeting. Incidentally, at one of the meetings of the council, the city fathers had resolved to refer the sensitive issue to the district collector for the identification of land for the burial grounds. Sources in the know said the government is pushing the civic body to take a decision on the burial ground issue and the exact turn of events will be known only after the meeting convened by the government in Panjim on June 21.

Borda man held, 60 frogs rescued HERALD REPORTER MARGAO, JUNE 18

The Forest department cracked a whip against frog catchers by raiding premises at Borda and arresting a resident of Borda on Friday evening. Deputy Conser vator of Forests, South Shambu told Herald that the forest department has arrested one Lionel Fernandes and rescued 60 frogs. Replying to a question, he said the frogs were apparently collected by the accused person from the fields and brought to his house. “Preliminary investigations revealed that the accused had caught the frogs from the fields and brought them home for consumption. But, I am waiting a report from the forest officials on the matter”, Shambu said. He said the accused has been booked under the Wildlife Act and further investigations are on. This is the first major seizure of frogs by the Forest Department this season and officials says the raid will act as a deterrent to the frog catches that the department means business.

A native of Bangalore committed suicide by hanging himself to the ceiling fan in a hotel at Mapusa on Friday morning. According to Mapusa police, Vishnuvardhan Padmanabhcharya, who had checked in the hotel on June 12, had informed his relatives over the phone that he is committing suicide in the hotel. The relatives in turn contacted Mapusa Police immediately and informed about the matter. The police rushed to the hotel and on verifying the name, knocked on the door of the room, where Padmanabhcharya had lodged in. Since police did not get any response, they broke open the door and found the body hanging to the ceiling fan. Police also recovered a note on the table stating that he is committing suicide due to financial problems.Mapusa police after investigating sent the body to GMC Hospital at Bambolim for autopsy, which will be conducted on Saturday. Even four days after the Mandrem woman died of electrocution in an unfortunate incident the Electricity Department is yet to declare compensation to the victim’s family. On Tuesday morning a 30year-old woman died when an electric wire fell on her outside her home in Mandrem. The Pernem police have booked the executive engineer, assistant engineer and junior engineer of the Electricity Department at Sawantwado, Mandrem, for rash and negligent act that resulted in the death of a woman. Police said the wires were not guarded by a loop guard. Despite this, the government has failed to show any kind of sensitivity to the victim’s family and is yet to announce any kind of compensation. “The decision on the compensation is to be taken by the special committee,” Chief Engineer Nirmal Braganza told Herald when contacted. Asked for the delay in announcing the compensation, he stated, “There is a particular committee which decides on the matter and the department has no role to play.” The chief engineer did not have any knowledge when the committee is scheduled to meet. 2 women held, 3 rescued in sex trade raid HERALD CORRESPONDENT CALANGUTE, JUNE 18

Calangute police on Friday afternoon arrested two women, while three other women were rescued, in a sex trade-related raid at a guest house at Umtta Vaddo, Calangute. According to Calangute police, the raid was carried out following a tip-off from reliable sources and five women were rounded up. After thorough investigation, it was revealed that two women, Saraswati alias Shanti Debugkar and Muskan Shaikh alias Jyoti, both from Andhra Pradesh, had brought the other three women for making a living. The duo, who confessed their involvement in the prostitution racket, has been taken into custody under Sections 4, 5 and 7 of Immoral Traffic Act. The other three women have been sent to Merces Protection Home, while the detained duo will be produced before JMFC Mapusa for judicial custody. PI Nolasco Raposo is investigating the case. Speaking to Herald, PI Nolasco Raposo said: “Our drive against those involved in sex trade or drug peddling will continue and we will leave no stone unturned in our clean-up drive. The interrogation was conducted in the presence of NGOs.”

After short inaugural function, Gynecologist Dr Sandeep Borkar examined and collected seven pap smear, a test material collected to diagnose Cervical Cancer. Earlier, Dr Borkar, a junior Gynecologist, spoke on ante natal care, post natal care and cervix cancer. Speaking on the occasion, Cotigao Sarpanch Rajesh Gaonkar requested the villagers to take benefit of the camp being held in the village sub-centre. At a function of NVM, Pune Region, held during principal’s conference in Pune, Nayak, who put in 22 years of service for Navodaya Vidyalaya in the capacity as principal at various institutions was felicitated by the commissioner, NVS New Delhi, along with other officials. Nayak, during his 22 years stint as principal, had served at Nanded, Sindhudurg and Nagpur before he joined JNV Canacona in 2005. Nayak is also the recipient of presidential award for teachers from her excellence Pratibha Patil two years ago. Before Joining Navodaya Vidyalaya, Nayak had been working in Shri Damodar Vidyalaya, Loliem-Canacona, since 1969. Nayak has also been actively involved in Navodaya Employees Association activities, one of the foremost demand association made for CCS pension 1972 to NVS employees from the central government. National Appellate Authority Chairman J C Kala along with the concerned authorities recently visited the Careamol mine in Quepem taluka to get first hand information about the site. Chairman J C Kala was accompanied by officials from the Ministry of Environment and Forest, Goa Pollution Control Board, Department of Mines and petitioners and concerned citizens. It may be recalled that at the public hearing on the Careamol iron ore mine, which was held in Gomantak Vidya Niketan hall, Margao, in September 2006, residents of Pirla had opposed the mine on the ground that the Environment Impact Assessment report (EIAR) submitted by the mine proponent was false and distorted. PWD Minister Churchill Alemao has appealed to the people of Sanguem and its surrounding areas to avail the benefit of various welfare schemes introduced by the government. An amount of Rs 68 lakh has been earmarked under RDA to improve living conditions of the people from these areas. Alemao was speaking as chief guest after disbursing financial assistance of Rs 8.7 lakh to 75 beneficiaries under Indira Awas Yojana of RDA for construction and repairs of houses at Sanguem on Thursday. He also handed over cheque of Rs 10,000 each to two beneficiaries under National Family Benefit Scheme. This is the first instalment given to the people from Sanguem area. Observing that the inclusion of people in BPL Category will enable them to avail the benefit of government schemes, Alemao instructed the Block Development Officer of Sanguem to assist the people for their inclusion in the BPL list. He urged the people to make necessary card under National Rural Employment Guarantee Scheme so that they can derive the benefit of financial assistance of Rs 55,000 for house construction Rs 20,000 for house repairs, Rs 10,000 to meet expense on demise of earning member. The villagers also opposed the mine on the

Despite objection being raised by the villagers, the Ministry of Environment and Forest issued environment clearance to the mine, which was challenged by the National Environment Appellate Authority, New Delhi. The NEAA dismissed the appeal of the villagers, which was then challenged before Delhi High Court, who set aside NEAA’s order and remanded the case to NEAA to decide afresh. The NEAA chairman along with other officials visited the site and got fist hand information as to how far the Kushawati River was from the proposed mine, how many rivulets are there in the mining lease and the number of people likely to be affected. The NEAA chairman also gave a patience hearing to the grievances raised by the villagers.

Commuters along the Old GoaDiwar ferry route have been facing a lot of hardship, after one ferry boat was withdrawn since the last few days. Residents of Diwar Island complained that one ferry boat was withdrawn from the route without proper intimation to them. “We are forced to wait for a long time for the arrival of other ferry boat to cross over tot eh other side. School children and college students are the worst sufferers,” complained the residents. It may be recalled that few months ago, at the request of locals and Sao Mathias and Goltim Navelim panchayats, the River Navigation Department had provided two ferryboats each for both the routes, but the RND withdrew one ferryboat from Old Goa route few days back. Speaking to Herald, Goltim Navelim Sarpanch Mario Pinto said he was surprised to see only one ferryboat plying along the route.

Cdr Dilip Donde of Indian Navy created history by becoming the first Indian to circumnavigate the world Solo in a sail boat. Solo circumnavigation under sails is a rare feat that has been successfully completed by only 175 people so far. Visitors will have an opportunity to meet the mentor of the project V Adm (Retd) Manohar Awati and Cdr Dilip Donde, who successfully completed the voyage and made history.

Addressing a gathering after laying the foundation stone for a new Panchayat Ghar at Socorro, Kamat said the land acquisition process for the proposed bridge has already started and the foundation stone would be laid soon. “Porvorim has developed at a rapid pace in recent years and hence there is a need to pay more attention to its needs. Sewage system is the need of the hour for Porvorim and the government has already prepared estimates for it,” said Kamat. Speaking further, Kamat said the new water treatment at Assnora has been commissioned partially on Goa Statehood Day and everyday 10 MLD of water is being released presently. “Gradually, this supply will be increased in a phased manner. Aldona MLA Dayanand Narvekar has stated that the State government has agreed to hand over 3,000 sq mtrs of land to the Goa State Infrastructure Development Corporation to build the new market complex at Housing Board Colony at Porvorim. “The existing market complex in housing board colony is in s pathetic state and is on the verge of collapse. Hence it will be demolished and in its place new market complex will be built,” said the Aldona MLA, while speaking to reporters at Socorro on Friday. “The market complex plan is ready and once the land is handed over to GSIDC and necessary formalities are completed, the construction will start,” added Narvekar. He further said though the new treatment plant at Assnora has been commissioned partially and 10 MLD water has been released there from, residents of Porvorim and surrounding areas are still facing acute shortage of water.

“The Assnora treatment plant faces power fluctuation problems regularly and it is not in a position to pump out the required quantity of water to Bardez taluka. There is no power station at Assonora,” said Narvekar. “Bardez taluka requires about 30 MLD of potable water every day. The water problem of Bardez will be solved only if a separate water treatment plant is set up in Bardez,” he said. He has proposed to the government that the new treatment plant somewhere at Guirim may be set up to cater potable water to Bardez. “Alternatively, since large quantity of water is being used for gardening purpose, a separate pipeline may be laid from Guirim to Porvorim through which untreated water from Tillari may be diverted and supplied at subsidized rate to the consumers,” said Narvekar. He further said the government has sanctioned Rs 50 crore to fortify the power sub-station at Porvorim. “The underground cable is being laid from Tivim to Por-

vorim and once this work is completed, power fluctuations being faced by residents of Porvorim and adjoining areas will be reduced considerably,” stated Narvekar. Meanwhile, Narvekar has denied claims that he would quit if the tourism portfolio was allotted to Tivim MLA Nilkant Halarnkar. Addressing the media at Socorro on Friday, Narvekar stated that he was on Europe tour along with his family when Halarnkar was sworn in as the minister. “I left Goa for Europe tour on June 1 and returned on June 16. NCP is an alliance partner and the tourism portfolio was allotted to NCP as per understanding reached during the alliance agreement. Hence it is a common sense that the portfolio would naturally go to the NCP,” said Narvekar. “Am I a fool to say that I will quit the party if tourism portfolio is given to Halarnkar? Obviously, somebody from the political circle or media has put those words in my mouth to malign my image,” claimed Narvekar.

Bangalore students beat up Belgaum cops over Goa liquor HERALD CORRESPONDENT BELGAUM, JUNE 18

Four police personnel were severely beaten up by a group of students from Bangalore in a clash between the police and students in the Vasco–Chennai Express at Castle Rock railway station on Thursday at about 6 pm. A police constable was seriously injured, while an ASI, Havaldar and another police constable received minor injuries. The police personnel were attached with the Belgaum Railway Police Station. While the police have alleged that the students have robbed them of Rs 6,000 cash and three mobile handsets, it is understood that students beat the police personnel alleging that they tried to loot them on board the train. Some passengers on the train said the four policemen were trying to snatch the bottles of Goa liquor, which the students were carrying, from their baggage. According to Railway Police station Belgaum, ASI A G Kolkar, Havladar S G Kannapgol along with Police Constables R I Biradar and S F Sayyad boarded the train for the routine check up of the baggage of passengers. A delegation led by Savera President Tara Kerkar on Friday evening confronted Canacona Deputy Collector Deepak Dessai over the police’s alleged failure in registering the unnatural death of late Shubhangi Gaonkar as murder. Kerkar accompanied by South Goa ZP Deputy Chairman Khushali Velip, Padi-Barcem Sarpanch Dattaram Gaonkar and about eight others confronted the deputy collector. Following allegations by late

It may be recalled that neither her husband nor any of his family members did anything to find missing Shubhangi till her body was found hanging to a tree after more than three months she went missing. “I told the deputy collector that we will wait for police action till Monday, after which further steps will be initiated,” Kerkar told Herald. The threatened protest rally on Friday at Canacona police station, as informed by South Goa ZP Deputy Chairman Khushali Velip, failed to materialize. “When police informed that in the absence of any proof, they simply cannot arrest anybody, I gave them several examples, where the police simply bundles up innocents and put them behind bars,” she said. “But, here police have a written complaint from the deceased brother that his sister was murdered by her husband and his family, before she was hanged to tree to show it, as a suicide case,” added Kerkar.

The state forest department will have to eke out almost Rs one crore annually to upkeep Bondla zoo after its renovation with new enclosures, better paths and new animals. As per the new master plan, prepared by the state forest department following the Central Zoo Authority (CZA) norms, rather then spending Rs 20 crores for the facelift of the zoo, the department will have to spend Rs one crore as day-today maintenance annually. These expenses include-feed for carnivorous, omnivorous and fodder supply, maintenance of fodder plot (Rs 50 lakhs), maintenance of animal enclosure and seasonal arrangements (Rs 15 lakhs), maintenance of visitors facilities, road, land development (Rs 5 lakhs), upkeep of water pipelines, pumps, payment of water and electricity bills (Rs 7 lakhs), cleanness of drains, garbage disposals (Rs 2 lakhs), repairs of zoo vehicles, offices, up gradation of hospital facilities, medicines (Rs 5 lakhs), providing conservation eduction, guides (Rs 2 lakhs), repairs

of signage’s, preparation of annual report (Rs 2 lakhs) and other maintenance (Rs 10 lakhs). “These are our actual annual spending. The amount might differ depending on the work,” official said. Of the Rs 20 crores, which will be partially funded by CZA in several phases over next one decade, Rs 7.45 crores will be spent on the development and renovation of 30 animal enclosures. The animals like spotted deer, mouse deer, gaur, tiger, leopard, jackal, king cobra, python, deer safari, snake house and several other species endemic to Sahyadri region, will enjoy their lives in new modern enclosures. Apart from this, the department will carrying out Rs 11.65 crores infrastructure development; will be also taken up in phase manner. “Infrastructure development of zoo was never planned since its inception in 1969. Chief Minister, Digambar Kamat will lay the foundation stone of the Rs 12-lakh public toilet on Saturday morning in the presence of the MMC Chairperson. Incidentally, the condition of many a public toilet in the city leaves much to be desired from the sanitation point of view. Though Sulabh has renovated the public toilets at the Old Bus Stand and the urinal at the pick up stand, the situation has not improved much in the public toilets elsewhere in the city.

CRZ ‘pre-draft’ is no good

he National Coastal Protection Campaign (NCPC), a collective of fishermen’s organisations, has jointly rejected the Ministry of Environment’s (MoEF’s) ‘pre-draft’ CRZ 2010 notification, which had been put up for discussion. At their meeting in Kolkata, the NCPC described the draft as being “anti-people, anti-environment and pro-industry”. Ever since vested interests pushed the central government to take undue advantage of a report by Dr M S Swaminathan to propose a new CRZ law that would have veritably opened up the Indian coastline for the hospitality industry and SEZs, the fishing community has been up in arms. So strong was their reaction to the proposal and so universal its condemnation in most quarters that Union Environment Minister Jairam Ramesh was forced to call for a review. The review was based on consultations with the various stakeholders at a number of locations within the country. Many of the consultations were tumultuous. At the end of the process, this new ‘predraft’ was released. The traditional fishermen say that most of the concerns and issues raised during the public consultation process undertaken by Minister Jairam Ramesh between August 2009 and March 2010 have been ignored in this ‘pre-draft’, despite public assurances from the minister that these would be taken into consideration. They are concerned that the ‘pre-draft’, far from providing an improved legal regime that would better regulate destructive development on the coast and protect the livelihoods of traditional fisherfolk, is grossly inadequate to control what they call “the ongoing rampant construction and industrialisation of the Indian coastline”. They say it also fails to address the dwelling and livelihood rights of the fishing community, providing only token concessions. Of particular concern to the fisherfolk in West Bengal, for example, are the proposed nuclear power plant at Haripur, a chemical industry hub in Nayachar and a ‘special tourism zone’ in Mandarmoni and Bokhali. The ‘pre-draft’, they say, treats all these as ‘permissible activities’ subject only to the requirement for statutory clearances. Many of the recommendations contained in the ‘Final Frontier Report’ submitted by the M S Swaminathan review committee in 2009 have been completely ignored by the ministry in the draft. For example, the committee had recommended a moratorium on new ports until their cumulative impact was studied. But the pre-draft has no provision whatsoever to control the growth of ports. It does not even prescribe that ports should be at least 25km away from critical habitat (CRZ 1) areas. At present, over 300 ports are proposed along the Indian coast. Of these, over 200 are already notified. This would mean a port every 25 km along the coast. Unless the ministry determines the carrying capacity of India’s coastline with reference to development projects, it would only be opening up fragile coastal areas to unsustainable development. Port development brings with it industries, power plants, railway lines, highways, hotels, SEZs, and the requirement of intensive settlement areas to house the manpower for all these. When most existing Indian major ports are operating below capacity and so many minor ports are completely defunct, does India need all of this? Goa has its own problems. The country’s hospitality industry wants the 200-metre no-development zone to be opened up to construction. Businessmen from New Delhi have been indiscriminately buying up land in this no-construction area over the last three years, in the expectation that the central government will soon open it up for development and they will reap a windfall. They must be denied. On the other hand, the houses of our fisherfolk are slated for demolition. This must be stopped. The ‘pre-draft’ provides for neither. It must not be allowed to pass.

ecolonization resulted in lowering the flags in former colonies, except in the premises of the diplomatic missions of the former colonial powers. But the complex nature of colonial relations built over centuries, is still unravelling itself and not always in line with the overt political pretensions of respecting the dignity or feelings of the former colonial subjects and their new independent or autonomous states. This difficult and slow process shows up, despite sly efforts of some, when occasions arise to “commemorate” some past event that is dear to the former colonialists in the context of their national history. The discovery of the sea route to India was one such event in the recent past. The Portuguese official interest in joint commemorations ended in failure, but it did not prevent both the Portuguese and Indian scholars from organizing stock-taking exercises. In this November, it will be the 500th anniversary of the conquest of Goa by Afonso de Albuquerque, the founder of the Portuguese colonial empire in Asia. Some Portuguese scholars are itchy and one Coimbrabased researcher voiced his surprise on Goa Research Net about an “eerie” silence. One quick and provocative response from a respectable veteran US-based Goan novelist was: “I have an eerie feeling that old wounds are being allowed to heal...” Such commemorative anxieties or hangovers, represent the continued colonial tendency in post-colonial moulds to conceive the history of ex-colonial people as a chapter of one’s own national history. This is precisely what D.D. Kosambi, a Goa-born Indian cultural historian denounced in strong terms, and challenged the Goans to reconstruct their history as a process of their development across times, both more distant and more recent than the European colonial interlude. This advice does not in any way call for ignoring any historical markers, but the calendar and the agenda need not be dictated by outsiders. If the Kadambas, the Vijayanagara rulers, the Adil Shahi sultans, the Chatrapatis and Peshwas were still around, how many other historical events would Goans have to commemorate? The “eerie” silence has been broken by Angela Barreto Xavier, a Lisbon-based Goan historian, whose Invention of Goa I reviewed in Herald (3 Jan 2009) under the caption Gudhameva Jayate (http://www.scribd.com/doc/9690046/Guddhameva-Jayate). ot so long ago the Goa Chief Minister made a startling statement which caused quite a flutter among the citizens of state. He told the aam admi that he does not need their votes. The Hon. Chief Minister could have probably set some sort of a record by being the only politician in the entire universe to have passed such a remark. The plain truth is that no individual has survived and will ever survive in the world of politics without the support of his people. Making such a statement could probably mean committing political suicide. The Chief Minister has probably forgotten the dictum ‘a friend in need is a friend indeed.’ There could have probably been several reasons for him to pass such a comment. He could probably have been in a bad mood or he could be over-confident. Or he could have even been arrogant at that point of time. Many say that the most probable reason could be that he does not bank on the votes of the local people since he has his own vote-bank which probably consists of migrants. After all any vote counts, any vote is good enough to come to power.

Such a statement can be likened to a person telling his or her spouse that he does not need him/her anymore. Be that as it may, every human being has needs. Some needs are vital for our very survival, other needs are not so necessary while we do not need some of our so called ‘needs’. True happiness lies in knowing our needs and differentiating them from our greed. It is but natural to need something, but the trouble starts when greed creeps in. Our Chief Minister has, in a way demonstrated, that he is not a ‘greedy’ person; he has no greed for the people’s vote. Whether this will sound his death-knell will be known at the time of elections. We need everything that has been given to us by the Almighty. We need the air we breathe, the food we eat, the house we live in and the money we earn to make a living. But then, when it comes to money-matters, greed tends to overtake our needs. That is when the trouble starts. Thank you for the news report ‘Sex in the City’ (Herald, 17 June). While it may come as a shock to some village Goans, ‘escort services’ are definitely for real in urban Goa. Even some well educated Goan girls are registered with such escort services indirectly. But frankly, in my opinion, I see nothing illegal or wrong in such fun escort services, as long as it is between two educated consenting adults. Escorts services are available all over the world, and they are here to stay, one way or another.

The monsoon has set in. The frogs are coming out from their hibernation. Now, the poaching of frogs starts in right earnest. Catching of frogs is prohibited by law, but poaching still continues. Already, five cases have reportedly been booked against poachers. Poaching of frogs can have an adverse effect on our biodiversity. Frogs eat mosquitoes, which also breed during the monsoon. Last year, there was an outbreak of Chikungunya in Goa. Officials from the Forest Department should conduct surprise raids on eateries that have been serving frog meat. If they are caught serving ‘jumping chicken’ again, the licence of these eateries should be withdrawn.

The Bhopal gas leak killed and maimed thousands. Many are still suffering. Here in Goa, how safe are we? Are hazardous chemicals being transported safely? In case of an accident or leak, what are the steps to be followed? Industries dealing with hazardous materials like Zuari, Syngenta, Kaiga, HPCL’s LPG plant, Metastrips, Industrial Estates, etc, surround us. What are the safety and pollution control measures being followed? ‘Somebody needs to tell us.

Ripening raids Soter D’Souza, Socorro The recent seizure by the Food and Drugs Administration (FDA) of mangoes ripened with toxic chemicals appears to be an eye wash, after media reports exposed their negligence. Other fruits and vegetables besides mangoes are exposed to high doses of toxic substances, and sold 365 days of the year in the markets without any action from the authorities. Does this not amount to terrorism? The FDA through its dereliction of duties is abetting this crime. The government spends crores of rupees to eliminate Naxals and terrorists. Why doesn’t it declare an all out war against food poisoning? Or is it a part of the government’s ‘Golden Glow’?

It is really surprising that for the last two weeks, the Goa police have been unable to nab former Tourism Minister Mickky Pacheco and his PA Lyndon Monteiro. The police should not succumb to any political pressure to hush up or cover up this very serious case. Mickky Pacheco had himself stated that Goa was India’s rape capital. Our beautiful state is emerging as a crime hot spot with so many of our ministers and MLAs charge sheeted for serious offences.

Arab from his tent, Praveen Agarwal, with the help of legislators like Mauvin Godinho, is driving Goans out of their homeland. It is a reality. Goans in Sancoale, Vasco, Chicalim and Dabolim are in a minority. Our coastline is receding. Our rivers are polluted by sewage from casinos run by migrants. The drug menace is flourishing with patronage from Goan politicians and their sons to the migrant drug mafia. Goans are being flushed out of this territory. But the Goa government is sleeping and allowing patron saints of migrants like Mauvin Godinho to destroy Goa.

So much so, that some may actually find it difficult to know whether they are in need or if it is greed. That is probably why the word ‘need’ rhymes with the word ‘greed’. “To be clever enough to get all the money, one must be stupid enough to want it” wrote G.K. Chesterton. But then what is true about money is not true about votes. You cannot be considered stupid if you, as a politician, crave for all the votes. So it would seem suicidal for a seasoned politician to tell the electorate that he does not need their votes. After all no politician can have enough of it (read as votes or money).

(n. 58 – 2010, pp. 7-135). Admittedly, very little time at disposal did not permit her to plan a better job. She is happy though, with what she has achieved. She has presented us with a collection of six essays contributed by three Indians (including one Goan) and three Portuguese scholars. The front cover is illustrated by a late 19th century or early 20th century Barreto Xavier family photo in a nice and classic studio pose. We should appreciate the initiative of their descendant-historian Angela Barreto Xavier to force a reflection on the colonial past with warts and all. The collection of essays brings some brave new ideas of Jason Keith Fernandes and less known information about Gerson da Cunha by Filipa Vicente. Jason seeks to draw a parallel between the colonial manipulations of Afonso Mexia and a present-day Association established in 1995 for defending the traditional rights of the Goan village communities. He also strays into reflections about equal citizenship that was granted repeatedly to Goans at various times.

Their essays make us perceive the Portuguese modernity as a mix of the saintly perfume of the incorrupt body of St Francis Xavier that overwhelmed the pious and the scent of the mogarins (?) and much else that made the bailadeiras irresistible despite legislative and inquisitorial efforts to exorcise them. Even though Afonso de Albuquerque initiated his imperial conquest of Goa with the ruthless bloodshed of nearly 6000 Muslims in Goa, his project of mixedmarriages, despite oppositions of some kind, continued down the centuries with generous shedding of sperm rather than blood. It even helped comparing more positively the Portuguese colonialism as we can read on p. 112. In the essay of Paulo Varela Gomes the promised novelty of a new perspective is hardly clear, and much of his historical narrative is far from new. The example of two churches of Telaulim and Divar, associated with Fr. Antonio Frias is generalized to the whole of Goa and other regions of the Padroado in India. We are told that Goan priests took charge of the parishes and did not have to negotiate with the rulers in the planning and construction of their churches. A tall claim indeed. That is why the Goan priests had to be accused of sedition and deported to Portugal in 1787 in the incident called Conspiracy of Pintos? Besides insufficient use of sources, including updated studies in Konkani about the churches, Paulo Varela Gomes could re-check if Mateus de Castro wrote a treatise or a few pages, and if that was written in Portuguese or in Latin. That could be a test of his research accuracy. The back cover is illustrated with a colourful image of some Indian spices. That makes me think of Portuguese sarrabulho converted into sarpatel, just like the other conversions, including that of Goan souls. The process goes on and in post-colonial times, Indian recipes are cooked in European kitchens, producing what may result into Luso-Indian culinary art. Translated into academic research, it is easy to dole out some euros to some young Indian researchers, satisfying thereby the self-interest of career promotion and the latest demands of the research-funding agencies for institutional partnership and internationalization. The European chefs will continue inventing the post-colonial recipes, just as they did with oriental ones in the colonial past. Qualified and cheap Indian labour will be available to provide a good helping hand. Caveat Emptor!

After liberation, what Goa and Goenkars received is there in front of us today. Were things so bad during Portuguese rule as compared to the present situation? Goa needs another revolution to clean the entire system.

Cedric da Costa, Margao The Goa Chief Minister, who is also the Margao MLA for the past 20 years, inaugurated a water fountain at the Aga Khan Park in front of the Margao Municipal building. But Margao needs more than such cosmetic gimmicks. After the rains, water logging from clogged drains is the order of the day. This year, like all previous years, the Margao Municipality didn’t bother about the drains. Apparently, it wasn’t aware that the monsoon begins in Goa in June each year! It is time the authorities learn to think with their heads.

Slumbering Sardinha Marcos Alemao, Varca Wow! South Goa MP Francisco Sardinha has finally woken up from his long sleep and given a clean chit to Dabolim Airport (Herald, 16 June). But he was himself instrumental in bringing Mopa airport when he was the chief minister of Goa. Has he recently realised the importance of Dabolim Airport? What guarantee is there Sardinha-bab, that Dabolim airport will not be closed when Mopa become a reality? Try your level best as MP to stall the Mopa Airport if you really love Goa and Goans.

North vs South? Robert Castellino, Calangute Opinion seems to have polarised on Mopa. The people of North Goa are all in favour of Mopa, and people in the South are all against Mopa. I do not know how much the people of North Goa will benefit from Mopa or how adversely it will impact the people of South Goa. Florie Dias, Chinchinim The KTC shuttle buses plying from Panjim to Margao do not take the passengers up to the Margao market, but instead make them get down at the KTC bus stand and take a city bus to go to the market. This causes a lot of inconvenience to passengers. We waste another 20 to 30 minutes by the time the bus reaches the market. Besides, it costs another Rs5 for the city bus, in addition to the shuttle bus fare of Rs22. Daily commuting expenses come to as much as Rs54 to and fro! The new KTC Chairperson needs to look into this matter at the earliest.

Double standards S B Dias, Margao It was interesting to note the muted response of the United States when the ship carrying aid to Gaza was attacked by the Israelis leaving eight activists dead. But it had a strong response to the North Koreans, when South Korea alleged that its ship was torpedoed and sunk by a North Korean submarine. Why the difference? Had a country other than Israel (a long time US ally) been involved in killing the activists, it would have incurred the wrath of the US. Countries like India, China, Turkey and other US allies should question its response to the situation. Naxal problem not an armed conflict, India tells UNSC PTI UNITED NATIONS, JUNE 18

India has strongly protested the inclusion of Naxal issue under the realm of an "armed conflict" in a UN report, saying the violence being perpetrated by these groups does not make it a zone of armed conflict as defined by international law. Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told Security Council that operations of the Maoist groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he

said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the Security Council, highlighted the recruitment and use of children by the Maoist armed group in some districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. Coomaraswamy did not respond to PTI on India's specific objection but the UN diplomat spoke generally to reporters about the difficultly of defining an armed conflict. "What is an armed conflict is contested," she said, adding that many countries who have been in this report claim that they are not in situations of armed conflict. "What we determine is that there has to be a political dimension to it for an armed con-

BJP decries J&K govt for entry fee on pilgrimage buses DELHI BUREAU NEW DELHI, JUNE 18

The Bhartiya Janata Party on Friday cried foul at the Jammu and Kashmir Government imposing entry fee of Rs 2000 on the buses carrying the Hindu pilgrims to Amarnath and Vaishnodevi shrines in the state. "On one hand the government gives subsidy for pilgrimage (reference to Haj), and on the other hand the Hindus are taxed for conducting ritual of pilgrimage," BJP general secretary Vijay Goel said, while urging the Centre to intervene and direct the state government to desist from "discriminating" between various religious followers. Pointing out that the pilgrims have been going to the shrines to pay respects for ages without any kind of entry fee, Goel said a notification issued by the J&K Government not only imposes the entry fee of Rs 2000 but also contemplates a fine of Rs 2000 per day for any bus not leaving the state within seven days. Every year, around 125 "langars" come up on the route to the Amarnath cave and increasing number of people going for the pilgrimage means increased work load on them, while the government restricts them from not deploying more than 30 persons to cook and provide food to the pilgrims, the BJP leader said. He also referred to a regulation that requires the "langar" operator to pay Rs 500 a day if he closes the "langar" early. Also, he is not allowed to carry back any stocks left.

Railway recruitment scam busted, 8 held DELHI BUREAU NEW DELHI, JUNE 18

The Central Bureau of Investigation (CBI) has unearthed a massive railway recruitment scam running into several crores of rupees and arrested eight persons, including son of Mumbai's Railway Recruitment Board (RRB) chairman, following simultaneous raids in Hyderabad, Mumbai, Bangalore, Raipur and Kolkata. A case has been registered by the CBI in Hyderabad as it was found to be the centre of the scam relating to the examinations that the RRB conducted across the country on June 6 for the post of assistant loco pilot (ALP) and for assistant station masters (ASMs) on June 13. Each successful candidate was supposed to pay Rs 3.50 lakh. A former Additional Divisional Railway Manager A K Jagannatham, who is alleged to be the mastermind behind the scam, conducted the racket from

The medium range surface to surface missile 'Prithvi-II' was today successfully launched from launch complex III of the Integrated Test Range(ITR )here at 0650 hrs. ITR Director S P Dash said the entire operations for the launch were carried out by Armed forces. It was a text book launch and met all the mission objectives. The terminal phase of flight and the events were monitored by Down range ships located near the impact point, he said. All the operations for the mission were reviewed by Dr V K Saraswat, Scientific Advisor to Raksha Mantri, Programme Director VLN Rao, Project Directors Adalat Ali and D S Redd and Maj Gen Phillip Compose who were present during the mission.

Four persons of Hyderabad, including an Andhra Pradesh Government health department employee A Kumar Swamy, were produced in the designated court in Hyderabad on Friday for taking them on remand. The other four remanded by the court on Thursday to 14 days of judicial custody are the Mumbai RRB chairman S M Sharma's son Vivek Bhardwaj, Jagannatham and his son Surjan and MRSN Murthy, an agent from Raipur. Bhal said Jagannatham, the alleged mastermind of the scam, operated from his residence in Hyderabad, conniving with the Mumbai RRB officials to secure a copy of the question papers before the examination dates and supplying them to several aspirants mobilised with the help of the agents.

World wakes up to Africa food crisis--late again? Reuters DAKAR, JUNE 18

In a slow-motion disaster predicted months ago by aid agencies, Africa's Sahel region is lurching towards afood crisis which the world has only weeks left to avert. Yet even if more aid is pledged right now, the obstacles in getting succour to the most vulnerable and remote communities on the planet mean hundreds of thousands of children in Niger and Chad are already facing life-threatening hunger. “The problem is that we are already too late. If you get the funds today, you don't get the food in country for two to three months,” said Malik Allaouna, regional emergency manager for Save the Children in West and Central Africa. This is the start of the “lean

season”, the annual battle to survive from the end of one year's food stocks to the start of a new harvest. For millennia it was the curse of most of humanity, but now it is largely the reserve of millions of Africans. Last year's failed rains in the Sahel belt stretching across the south of the Sahara from Mauritania to Sudan mean the human cost this season could be as high as in 2005, when TV images of starving children shook the world out of inertia -- too late. While a final death toll was not established, UN agency UNICEF estimated at the height of the 2005 crisis that hunger and malnutrition were threatening the lives of 3.6 million people in Niger alone. Grim reminders From around October last year, tell-tale signs both of im-

pending disaster and the inadequacy of the humanitarian response so far are grim reminders of events five years ago. Shortages of staples in markets have sent prices out of reach of millions of households on less than a dollar a day. In Chad, a 100-kilo sack of corn has doubled in price to 22,000 CFA (41 dollar), with rice, sorghum, millet prices up across the region. Village schools are closed in worst-hit areas as families migrate to the city in search of food. Livestock prices have plummeted as cattle-farmers sell their animals in a last-ditch effort to buy food for their families. Yet despite the fact that the United Nations and others now estimate a total 10 million people are at risk, the response from donors -- many of whom have already dug deep into their

Two South Korean Air Force pilots were killed when their fighter jet crashed at sea as they returned from a training mission today, an official said, three months after two jets of the same model crashed. North Korea, blamed by the South for sinking one of its warships in March with the deaths of 46 sailors, is not believed to be involved in the incident, a Defence Ministry official said. The F-5 jet was last spotted about 1.8 km out from an east coast air base when it disappeared from radar during a morning training flight, the Defence Ministry official said. Rescuers pulled the bodies of the two pilots from the crash site, he said. The cause of the crash is under investigation. Two F-5s crashed in March during a training mission, killing three pilots. The supersonic F5 fighter, developed by Northrop Grumman and first flown in the early 1960s, remains in service in air forces around the world, including the United States, Brazil and Thailand.

Scientists probe climate memories in vanishing glacier Reuters SINGAPORE, JUNE 18

Scientists have begun drilling ice cores on a shrinking tropical glacier in Indonesia to collect data on climate change, and hope their findings could lead to better predictions about crucial monsoon rains. The team led by alpine glaciologist Lonnie Thompson of Ohio State University is drilling near the summit of 4,884-metre (16,000-foot) Puncak Jaya on Indonesia's part of New Guinea island. The mountain is the highest in Oceania and the only place in the tropical Pacific with glacial ice that scientists can study to see how the climate has changed over centuries. Thompson said this was probably the last chance to take the ice cores because the tiny glaciers on Puncak Jaya, which have lost 80 percent of their ice since 1936, are melting rapidly. “Our effort is as much a salvage mission to get these records, get whatever they offer and to store some of the ice for the future,” he told Reuters from

War strategy debate exposes rift in Pentagon Reuters WASHINGTON, JUNE 18

Debate over the US war strategy in Afghanistan is exposing what some see as discord within the Pentagon about how to cast the fight for Kandahar and the extent and pace to which progress can be shown. The apparent mixed messages come at a sensitive moment for the Pentagon, where some worry that a wave of negativity is undercutting public support for President Barack Obama's strategy before it gets fully underway. At a news conference on Thursday, Pentagon Press Secretary Geoff Morrell brushed aside suggestions of divisions within the military over strategy. Any gap between Defense Secretary Robert Gates and the Chairman of the Joint Chiefs of Staff, Mike Mullen, over the strategic importance of securing Kandahar was “rhetorical” rather than “substantive,” Morrell said. Obama decided in December

to send 30,000 additional troops to Afghanistan as part of a revised strategy that puts a focus on securing Kandahar, the Taliban's birthplace, to try to turn the tide in the nearly nine-yearold war. Mullen told Congress this week the campaign for the southern city of Kandahar was make-or-break for the overall war effort, saying: “As goes Kandahar, so goes Afghanistan.” Similar comments by Mullen in March surprised some Pentagon officials, who thought he was raising the stakes too high by portraying Kandahar as a game-changer. In comparison, Gates has sought in recent statements to play down suggestions that the entire war effort hinged on Kandahar, telling reporters last week in Brussels: “I think it's important to remember that Kandahar is not Afghanistan.” Gates said Kandahar and neighboring Helmand were important but were “not the only provinces that matter in terms

of the outcome of this struggle.” Messages within the Pentagon have also varied over how soon it will be clear whether the new counterinsurgency strategy can ensure success or should be modified. Gates has stressed it is critical to show progress by year-end, when the White House will review the war effort, and that he believed that was an achievable goal. And in congressional testimony this week, Mullen said it would be clear by year-end “where we are with respect to reversing the momentum.” Judging success Still, some top military officials have said privately they doubt they will really know if the war strategy is working until next summer, around the time Obama plans to begin a troop withdrawal, conditions permitting. General David Petraeus, who oversees the Afghan campaign as head of US Central Command,

German company teaching small children how to drive UNI WOLFSBURG(Germany) JUNE 18

The Autostadt, a small automobile city, set up by car company Wolfsburg in Germany, has special driving tracks for kids as one of the star features of it. It trains children between the age of 5-11 and provides them driving licences for the Autostadt driving. “The company has started the educational programme for future drivers of the country, so that they can learn about road safety rules,” a Wolfsburg spokesman told a group of Indian reporters, adding that they would be training the children on Beetle cars. Special tracks have been

made for the children and they are being trained in small cars using stimulators. The training is done under their parents' supervision. The kids are trained under various traffic modules before being allotted traffic licences, he said. It had become a special attraction for the people and

The world's oceans are virtually choking on rising greenhouse gases, destroying marine ecosystems and breaking down the food chain -- irreversible changes that have not occurred for several million years, a new study says. The changes could have dire consequences for hundreds of millions of people around the globe who rely on oceans for their livelihoods. “It's as if the Earth has been smoking two packs of cigarettes a day”, said the report's leadauthor Australian marine scientist Professor Ove Hoegh-Guldberg. The Australia-US report published in Science magazine on Friday, studied 10 years of marine research and found that climate change was causing major declines in marine ecosystems. (http://www.sciencemag.org) Oceans were rapidly warming and acidifying, water circulation was being altered and dead zones within the ocean depths were expanding, said the report.

There has also been a decline in major ocean ecosystems like kelp forests and coral reefs and the marine food chain was breaking down, with fewer and smaller fish and more frequent diseases and pests among marine organisms. “If we continue down this pathway we get into conditions which have no analogue to anything we've experienced,” said Hoegh-Guldberg, director of the the Global Change Institute at The University of Queensland. Hoegh-Guldberg said oceans were the Earth's “heart and lungs”, producing half of the world's oxygen and absorbing 30 percent of man-made carbon dioxide. “We are entering a period in which the very ocean services upon which humanity depends are undergoing massive change and in some cases beginning to fail,” said Hoegh-Guldberg. “Quite plainly, the Earth cannot do without its ocean. This is further evidence that we are well on the way to the next great extinction event.” More than 3.5 billion people

A candidate backed by Bangladesh's main opposition party was elected mayor of the the port city of Chittagong today, the first big setback for the ruling Awami League since it took power last year. Yesterday's voting was peaceful but clashes erupted between supporters of the Awami League and the opposition Bangladesh Nationalist Party as votes were counted. At least 30 people were injured as the two sides accused each other of fraud and rigging. The Awami League, led by Prime Minister Sheikh Hasina, and the BNP headed by former prime minister Khaleda Zia, are bitterly opposed to each other. Historian warns of political crisis in UK Reuters

LONDON, JUNE 18 A major political crisis is looming in the coming decade but can be averted through global cooperation, a Cambridge University professor has warned. The second decade of the century is repeatedly a turning point in the progress of that century, notes Nicholas Boyle, author of a new book 2014: How to Survive the Next World Crisis.'' “It may have started as a credit crisis within the private financial sector and it's now become a public crisis in terms of sovereign debt, and this is only a step towards it becoming what it obviously must eventually become: a political crisis,” Boyle, a professor of German, told Reuters. Boyle's research into AngloGerman relations in the later 19th and early 20th centuries, shows tensions rising towards the end of the century which came to a head in the second decade with World War I. This led to his observation of similar factors at work currently and in centuries past.

“Whilst the world is well on its way to another such crisis, if an international community is developed, then global turmoil can be avoided,” Boyle writes. “We are approaching a moment of decision, when the deeper issues that have begun to make themselves felt in recent years can no longer be postponed, by 2014, our legacy to the 21st century is likely to have been determined, for better or for worse.” What the world must “beware of in the next few years is

a resurgence in whatever form of nationalist thinking, and that what matters is global cooperation,'' Boyle told Reuters. RIL Chairman and Managing Director Mukesh Ambani said the company was ready for a "big surge forward" and will use its strong finances for "inorganic" growth and new ventures including expansion of capacity to produce polyester. Addressing company shareholders exactly five years to the day when he and his brother Anil split the Reliance empire created by their father Dhirubhai Ambani, Mukesh signalled his desire to end the feud with his younger sibling Anil. "With legal dispute (over supply and pricing of natural gas from RIL's Krishna Godavari basin fields to Anil Ambani Group's power plants) behind us, we look forward to a harmonious and constructive relationship with Anil Dhirubhai Ambani Group (ADAG)," he said at the meeting, which contrary to speculation was not attended by Anil Ambani. RIL, he said, was ready to supply gas to

ADAG's power plants including the ZCZC proposed 7,800 MW at Dadri near Delhi, as and when they are ready to receive the fuel. The supplies would, however, be subject to the government allocating gas to ADAG plants like it has done for all of the over 60 million cubic meters per day of output from KG-D6 fields. "As and when the power plants of ADAG are ready to receive gas, we would commence supplies to them subject to government granting allocation...," he said. Within weeks of the decision by the world's richest siblings to scrap a 2006 accord that barred them from expanding into each other's businesses, RIL said it has planned "mega investment" in thermal, hydel and nuclear power generation. The company has already forayed into telecom sector, which along with power, was hitherto the reserve of Anil Ambani under the 2006 non-compete accord. ‘New tax slabs after receiving inputs from people’ PTI NEW DELHI, JUNE 18

Finance Minister Pranab Mukherjee today said the government will take a view on new tax slabs after receiving inputs from different stakeholders on the revised draft of the Direct Taxes Code (DTC). "The government will take a final view (on tax slabs) after receiving all the inputs," he said when asked whether the government was likely to retain the tax slabs suggested in the original DTC draft. The first DTC draft, released in August, had proposed 10 per cent tax on the income of Rs 1.6 lakh-Rs 10 lakh, 20 per cent on Rs 10 lakh-Rs 25 lakh and 30 per cent beyond Rs 25 lakh in a year. At present, 10 per cent is levied on income between Rs 1.6 lakh-5 lakh, 20 per cent on Rs 5 lakh-8 lakh and 30 per cent over Rs 8 lakh. The revised draft, on which the Finance Ministry has invited comments from the public till June 30, is silent on tax slabs.

The Government has projected a GDP growth of 8.5 per cent in the current fiscal as compared to 7.4 per cent in the last fiscal. Over the next one decade, around 120 million young people are likely to join the country's working population, much higher than that of China, which will give an impetus to economic growth, Gokarn said, adding that each year nearly 10 million people are likely to join the nation's workforce. However, he cautioned that the country needs to expand the capacity and capital intensity in the manufacturing and other related sectors to accommodate the newly-joined workforce. Gokarn said that while the

manufacturing output has risen over the past two decade, there was no corresponding rise in the number of factories or workforce. "If the same number of workers produce more, then that means that new workers who are coming in 10 million per annum are not getting a chance," Gokarn said. Also, the country needs to shape the right policies for relocation of labour-intensive manufacturing from China to India to prepare for high growth in the long-term and incorporate labour flexibility, skill-matching and safe working environment to the workers to ensure healthy growth, he said.

RBI to up inflation forecast in July review PTI HYDERABAD, JUNE 18

Governor D Subbarao today indicated that the Reserve Bank would revise upwards its inflation projection for the year in view of the persistent increase in the prices of commodities and food articles. "Earlier, we expected the inflation rate to come down to 5.5 per cent by March 2011. We projected this number in our earlier meeting. We will revisit that number in the July policy meeting," Governor D Subbarao told reporters here. Continuing the upward march, inflation crossed 11 per cent in March in the final data, while this was only 9.9 in provisionally. As per the provisional figures, headline inflation stood at 10.16 per cent in May and may be revised upwards in the final estimate. The food inflation too is hovering above 16 per cent. The apex bank is slated to announce the first quarterly review of the monetary policy on July 27 during which it is widely expected to jack up key policy rates. The central bank

The Andhra Pradesh Government today unveiled its new industrial policy, offering a slew of incentives to industries, particularly the micro, small and medium enterprises (MSMEs), and aiming at a growth rate of 12 to 17 per cent in the manufacturing sector. Thrust of the 2010-15 policy, cleared by the Cabinet here, will be on building the `Brand Andhra Pradesh' and correcting the "regional and sectoral imbalances" in industrial growth. Chief Minister K Rosaiah chaired the Cabinet meeting. Briefing newspersons about the Cabinet decisions, Information and Tourism Minister J Geeta Reddy said Rs 100 crore would be earmarked in the state budget every year for developing industrial infrastructure and external infrastructure in Special Economic Zones (SEZs). The policy provides for 100 per cent reimbursement of Value-Added Tax/Central Sales Tax for five years for micro enterprises and 50 per cent for small enterprises. Under the previous policy, the reimbursement limit was only 25 per cent. has to draw a balance between the demand to contain inflation and promote growth. Finance Minister Pranab Mukherjee had earlier said the RBI would take appropriate steps to contain the rising inflation. "So far as the monetary part is concerned, the Reserve Bank will look into it. Even in the last policy, 25 basis points were increased. So, as and when the Reserve Bank feels appropriate steps are required to be taken to control the inflation, it will do so," Mukherjee had said. On liquidity crunch, the Goveror said it is a temporary phenomenon and the situation is easing. "The liquidity situation has become more comfortable now. We have done detailed calculations for the next four weeks and have taken measures which we believe that the temporary liquidity problem is taken care of," Subbarao said. The liquidity in the system came under pressure following payment of over Rs 1.06 lakh crore towards 3G and broadband spectrum fee and advance taxes which became due on June 15.

To overcome the shortage, the RBI has decided to buyback government bonds from banks, a decision that would release about Rs 20,000 crore into the system. The central bank, the Governor said, would go ahead with its plan to raise Rs 60,000 crore in the first half of the current financial year. "That is the plan as of now. The borrowing programme will continue. But to manage the temporary liquidity problem, we have decided to buy back some securities due for redemption (later this year, from Friday)," Subbarao informed. The central bank had announced the Gilt buyback on Wednesday last. To a question on whether the unexpected huge spectrum haul will reduce the government's borrowing programme, the Governor further said, "it is the prerogative of the government on what they plan to do with the additional money they generated through the 3G and broadband auctions. As of now we have no information of any change in the government's borrowing programme."

At present, the shortage of housing within the radius of Global Eco City Project is five lakh units. “There is immense scope of scaling up the project's expanse and we are committed to play our part and contribute to this development,” he added. Referring to future projects, Mr Yadav said, “We are getting in touch with other state governments also and offering them our expertise in building affordable projects that will fulfill the demand-supply gap in the housing segment. Tillakaratne Dilshan produced a terrific all round show as Sri Lanka crushed Bangladesh by 126 runs to virtually qualify for the final of the Asia Cup cricket tournament here today. After scoring an intimidating 312 for four, the hosts bowled out Bangladesh for a mere 186 and collected a bonus point to take their points tally to nine from two matches at the Rangiri Dambulla International stadium.

"Cricketing ties between the two countries are very important for the game and it would be my priority during my tour to Sri Lanka to discuss the issue," he added. BY FRANCIS S BARRETO n the occasion of the visit of Holy Father Benedict XVI to Fatima for the Fatima Day, the World Apostolate of Fatima organised a pilgrimage to Fatima and other important religious sites in France, Italy, Spain and Portugal. The group, consisting of 86 people, set off for their exciting journey from Dabolim Airport, from where they flew to Paris via Doha. Since the stop in France was an overnight one, the group first headed to the famous Eiffel Tower where they climbed to 2nd level and enjoyed the sunset, followed by dinner and an enchanting cruise along River Seine. A tour of the city the following day included Mass at the chapel of apparitions of Our Lady to Catherine Laboure and visits to Notre Dame, Arc de Triomphe, Champs Elysees and a view of Louvre. Following France, the group proceeded to Portugal. The highlights of Lisbon were St Anthony’s birth place, Belem Tower and view of St Jerome’s monastery. On the same day the group, headed by Fr Peter da Gama, proceeded to Santarem where they venerated the Eucharistic miracle before travelling to Coimbra for the night. The next morning saw the epitome of the pilgrimage as the group planned their trip to Fatima. Fatima is famous for the shrine called the Basilica of Our Lady of the Rosary, built to commemorate the events of 1917 when three peasant children had seen the ‘Virgin of the Rosary’, Our Lady of Fátima. The Pope’s Mass at the Shrine was grand and in spite of the multitudes, it was an atmosphere of holiness. The statue of Our Lady of Fatima was brought out in a procession. After the Mass and a festive lunch, the pilgrimage set out for Aljustrel to see the places where Francisco, Jacinta and Lucia had lived. The visit to Fatima was followed by a stop at Oporto, which is a beautiful port city di-

vided into the Old and New, followed by Balasar where the group visited the Tomb of Blessed Alexandrina da Costa and offered Mass there. Leaving Portugal the group headed to the beautiful country of Spain where first they stopped at the Dorothean Convent at Pontevedra (Tui) where Sr Lucia lived and had the last vision concerning the graces of the Mass and then also visited the Cathedral at Ovideo and stopped at Santiago de Compastela where St James the Apostle’s remains lie. This was followed by a visit to San Sebastian de Garabandal. The next morning the group left for Lourdes where they attended the Eucharistic procession for the sick and celebrated Mass in the Crypt. They got to experience the holy dip and visit the house of Bernadette. The next morning they left for Avignon where they visited the magnificent Papal Palace. The following day they left for Turin where they visited Don Bosco – the Mother House and viewed a copy of the Holy Shroud displayed there. Next on the itinerary was Padua, followed by Assisi where they visited the tomb of St Francis of Assisi. The next stop was the famous Eucharistic Miracle of Lanciano, one of the most talked about, most investigated Eucharistic Miracle of any time. The final two days begin when the group reached Rome where they visited the magnificent Sistine Chapel, Vatican Museum and St Peters Basilica. Not forgetting to throw coins in the Trevi fountain and take a peek at the Ancient Rome with its walls and the colossal Collesium, they visited the Church were the hand of St Francis Xavier is kept; the tomb of St Ignatius Loyola is in the same church. After the enlightening and awe-inspiring pilgrimage the group headed home from Rome via Doha.

But for a farmer, that same piece of land earns him his bread and butter. The first signs of showers and he sings all praises to God and starts his work. He leaves his house at the break of dawn with his companions, the oxen and now his modern friend, the tractor. A farmer doesn’t consider the type of climate when he is at work; whether it is raining heavily or the sun is beating down on him, he is totally engrossed in ploughing the fields. Unfortunately, the farmers who support us with a regular flow of crops are the ones who are less supported by society. Their hard work feeds our appetite and yet a farmer is treated with disrespect and their job isn’t given much value. With the onset of the monsoons, farmers are often seen working in paddy fields. In Goa, these fields are usually well irrigated with rivers or marshes but they still depend on good rainfall. This year however, several hectares of land seem uncultivated. Fewer farmers are noticed in the fields and even lesser ploughed fields. Usually farmers wait for the first few days of rain and then venture out to start ploughing. But even after a week of heavy showers, the number of working farmers has decreased. Busy at work in his field right from six in the morning, Yaso Arolkar from Guirim was noticed softening the soil. “There are two kinds of farming, one which is locally known as tarvo lavom or transplanting, wherein a piece of land is properly ploughed and the seeds are grown in that particular land called the growing bed. After a few days, the grown plants are shifted from the land and neatly spaced out and grown in a vast field. Another method is called Opne, or broadcasting, wherein sprouted seeds are randomly scattered on a watered, levelled field,” says Yaso. “I rely on the transplanting method as this form of farming is higher yielding as compared to the others. So far, the rains have been on our side, now lets us see what the future holds for us. Right now we have started with deep ploughing, after a week, we have to start puddling and then finally

These migrant labourers are often brought on contract basis; once the whole procedure of farming is complete, they go back to their state,” adds Yaso, who completes his night shift in his office and works in the fields in the morning. The government has been very supportive towards farmers and often provide hybrid seeds, manure and fertilisers at subsidised rates. “We brought the seeds from the agriculture department last year and dried and kept some seeds for this year. We also get manure for the plants,” says Kalidas Naik from Bicholim. “The Department of Agriculture undertakes distribution of paddy seed at subsidised rates as low as 50 per cent of the actual cost at various centres like Goa Bagayatdar Sahakari Kharedi Vikri Saunstha Maryadit and Pernem Agricultural Office. Manure and fertilisers are sufficiently provided by Zuari Industries and Rashtriya Chemicals and Fertilisers at very low costs to encourage farmers in the state. There is a steady increase in the number of farmers who are taking advantage of these schemes. Some farmers buy the seeds and keep them for the next season but if not stored well, they can spoil,” says Satish Tendulkar, Director of Agriculture. “We had good rains till now, no matter if the rains approached late. Crops are expected to grow well this year as the rains have been well distributed,” he further adds, hoping for better rains.

We have a skewed view of how to get the job done, but it has been working. A little jail time is par for the course.” What Wolf is startled to learn is that his wife Cheryl (Virginia Madsen) is not happy that her husband is in prison for a little longer than anticipated, so she is thinking of taking the family legit. “That is where our conflict begins,” David explains. “We are childhood sweethearts, so physically we are still wild about each other, emotionally we still love each other, but intellectually we are parting ways on how the family should continue into the future.” This isn’t the first time that David has played a bad guy, and he says he is not worried about it soiling his impeccable ‘JAG’ image. “I am an actor,” he says. “Yes, I played a very squared-away, nice guy on ‘JAG’ for a long time, but I have played some bad guys. This one is probably the craziest guy I have played to date and I am having a gas doing it.”

Apart from spending time with Gustavo, Khan also cancelled all his work commitments yesterday and hosted a football match screening at his house. The actor sent out text messages to his staff ordering them to leave work and head to his pad to watch the Korea vs Argentina match. “When it comes to work, Aamir never cancels or skips his meetings. In fact, his whole schedule is planned a day in advance. But he made an exception for his Argentine guest. And since Gustavo’s country was playing, Aamir decided to organise a match screening and cheer for Argentina,” sources said. “Aamir was to sit in on the subtitling of ‘Peepli Live’, but when Gustavo expressed a desire to watch the match, he cancelled all his appointments for the day,” they said. “AK got a huge screen with lots of popcorn and starters. He wanted to create a party atmosphere and asked all his staff to leave their work and attend the screening,” they said.

HERALD FEATURES oa paid tribute to its freedom fighters on the day dedicated to the revolution that gave Goa its liberation from the Portuguese Rule. Goa Revolution Day celebrates the day Goa’s great freedom fighter, Ram Manohar Lohia gave a call to the people to resist oppressive Portuguese policies. Despite a heavy downpour, the Azad Maidan was packed with students and other officials who had come to venerate these brave sons of the soil. Chief Minister Digambar Kamat and Governor S S Sidhu felicitated 14 freedom fighters, out of which eight were posthumously felicitated. The freedom fighters felicitated were Pandurang Dadasaheb Rane from Assonora-Bicholim, Sitaram Bablo Humraskar from Mapusa, Krishna Laxman Kekar from Vasco, Damodar Tukaram Kambli from Panjim, Raghoba V Malik from Sinquelim and Chandrakant Bablo Parab from Betim, while Chandrakant Nilu Parrikar from Calangute, Govindaji Jaswantrao Desai from Tuem, Puti Ganesh Gaonkar, Raghoba Babli Mainkar, Sukdo Dhakto Chari and Vishnu Zaiko Gaonkar from Honda-Sattari, Shivaji Pandurang Sawant from Panjim and George Francisco Andrade from St Inez were felicitated posthumously. Digambar Kamat spoke about the work and facilities offered to the freedom fighters that were still on the cards, while the Governor said that the works and the achievements of these freedom fighters should be included in the history syllabus of schools and colleges. The event was drawn to a close by the dignitaries offering a floral tribute at the Martyr’s Memorial and the playing of the National Anthem.

BY DOLCY D’CRUZ HERALD FEATURES he gripping football fever has caught up with almost every Goan and Pradeep Chodankar is the talk of the town with his exhibition featuring every aspect of the World Cup, from trivia and pictures to even a stadium replica in his house! With the ongoing FIFA World Cup 2010, Pradeep, a sports teacher at St Francis Xavier School, Siolim, has organised a unique exhibition portraying the evolution of the FIFA World Cup from 1930 to date. The entrance of Pradeep’s house at Gaunsawaddo, Mapusa is decorated with footballs and flags of the participating countries. The entire façade is covered with pictures of legendary football players, some former players and some who are still in the squad. The exhibition was inaugurated on June 11 by Dempo coach Armando Colaco. The inauguration saw personalities like Manohar Parrikar, Opposition Leader, Francis D’Souza, Mapusa MLA, Dr Suresh Amonkar and Sudha Amonkar. “It took us six months to plan the entire exhibition and four days to set up everything. A team of 15 boys from St Francis Xavier School, Siolim were involved in setting up the exhibition. Sharvik Pradeep Shirodkar did the editing of the photographs. We did research on evolution of footballs used over the years, prominent referees, winners of all the FIFA World Cups and even the top players,” informs Pradeep. A true fan of Brazil, Pradeep says, “I will wear the Brazilian jersey for the entire tournament no matter if they win or lose. When India participates in the game, I will root for the Indian team. I feel they will feature in the tournament maybe after another two world cups as they are certainly getting stronger as a team. Players like Baichung Bhutia and Sunil Chetri are very instrumental.” There will also be a painting competition for school children on July 3, 2010. 18 personalities including Shrinivas Dempo, Brahmanand Shankwalkar, Savio Messias, Bruno Coutinho and Swapnil Asnodkar will be felicitated on the concluding day of the exhibition that is July 11, 2010.

Director: Mani Ratnam Cast: Abhishek Bachchan, Aishwarya Rai, Vikram Rating: hat this film adapts from one of India’s favourite mythologies, The Ramayan, we know. That it would be so subtly subversive in challenging that mythology, even adding a surprise development, was the unexpected dessert after the hearty meal. You can read the premise from the promos. Beera (Abhishek Bachchan) is introduced through a song reminding you of the one in ‘Omkara’ (both penned by Gulzar). Like ‘Omkara’, ‘Raavan’ too is set in the rustic badlands of the North. Beera is a grassroots leader with his own army and his word is as good as the law. With half the local people fearing him, and the other half revering him, it’s only understood when S P Dev’s wife, Ragini (Aishwarya Rai), wonders whether he is “Robin Hood or Raavan”. This is a film unafraid of jumping into the plot immediately. The story starts from the word go. Super Cop Dev (Vikram) is on a mission to finish Beera, whose team recently killed several cops. Out to settle a score, Beera kidnaps Ragini. She shows no fear, throwing her kidnappers off track. Beera, meanwhile, refuses to kill her. While tracking and chasing Beera, Dev befriends a local guard (Govinda) who makes for a very disappointing Hanuman in this Ramayan adaptation. While we know where our characters stand, the fun begins when the lines start blurring. The film takes a subversive note when it comes to making the black-and-white characters a little more interesting. And then the film manages to confuse the viewer about whose side they’re on; and that’s the film’s

In humanising Raavan and demonising the perceived good guy, the film lets us hang in delicious ambiguity for the most part. ‘The War’, when it finally happens, is short-lived but quite spectacular, with one scuffle choreographed on an insubstantial bridge. Another thing worth considering is that nothing much really happens through the film. The plotline is really simple, and that's stretched through the film’s running length. Santosh Sivan’s photography brings alive the raw beauty of the jungle, the mountains, and the ruthless waters. But it also runs the danger of being exhibitionist, where even a character’s jump from a mountain and getting entangled in branches, is captured with soft lyricism. The shot compositions are masterful, and Sivan’s work remains one of the core highlights of the film. Sound design is crackling. For a layered film, the dialogue (Vijay Krishna Acharya) is paradoxically simple, yet ef-

fective. The background score is great fun. Songs by AR Rahman are fabulous, though not his most mind-blowing work. Abhishek Bachchan plays Beera/Raavan with an innocence he brings in effortlessly. Aishwarya Rai is just delightful while Vikram plays the modern-day Ram interestingly, with an arrogant swagger and hardheartedness. His is undoubtedly the most interesting character through the film. France team a ‘catastrophe’ AP PARIS, JUNE 18

“Catastrophe!” says one French commentator. “Pathetic!” says the front-page headline on France’s most read tabloid. It was all glum faces and angry media in France on Friday after the team’s 0-2 loss to Mexico, a defeat that makes Les Bleus a longshot to advance at the World Cup. It’s a far cry from the victory party on Paris’ Champs-Elysees when the team led by Zinedine Zidane won the 1998 Cup in the nearby Stade de France. Or even 2006, when France made it to the final before losing to Italy when Zidane was infamously ejected for delivering a headbutt late in the match. Outgoing coach Raymond Domenech is getting the bulk of the criticism after Thursday’s game. The daily L’Equipe calls the team “The Impostors.” Morning

talk shows were dominated by former athletes, politicians from left and right and many others - all trashing Les Bleus performance. France’s most influential sports daily views the game as “one of the worst slaps … ever inflicted to the French team under the Domenech era.” The loss, coming after a dull 0-0 draw against Uruguay, means France will need a lot of help to get out of the first round. Losing to New Zealand unthinkable: De Rossi AFP PRETORIA, JUNE 18

Italy midfielder Daniele De Rossi described the possibility of defeat to New Zealand on Sunday as unthinkable. Italy tackle the All Whites in their second Group F game and will be widely expected to win comfortably, despite the troubles they had in beating the Kiwis 4-3 in a pre-Confederations Cup friendly last year. And the combative AS Roma midfielder said that to understand what a defeat would mean

for Italy one needs only imagine a reverse scenario in rugby. "Losing to New Zealand would probably mean risking elimination, as has happened with France," he said. "We'd have a drastic position in the standings. It would be as serious as if New Zealand failed to get out the group stages at the Rugby World Cup." Although De Rossi is known for getting stuck in, he said he doesn't want Sunday's game to become a purely physical battle.

FIFA monitoring final group games for match-fixing REUTERS JOHANNESBURG, JUNE 18

The final round of World Cup group stage matches are most at risk to match-fixing and will be closely scrutinised to ensure they are totally clean, soccer’s governing body FIFA said on Friday. Every match in the tournament is monitored by the Early Warning System that detects irregular betting patterns. But Marco Villiger, FIFA’s Legal Director, told a media briefing it keeps a particularly close eye on high risk games which complete the first round at the finals. The top two advance from the eight first-round groups of four and by the time teams play their final group match some have already clinched a secondround place while others know they have no chance of qualifying for the knock-out stages.

“These are the high risk matches from a betting perspective,” said Villiger. “Match-fixing is the biggest threat facing football at the moment and there is a big risk in the last group matches, especially if a team is involved which has already qualified, or is already out.” “We use our all our means to focus on those who have already qualified or are out. The question is, are these high risk matches and the answer is yes, they are.” FIFA informed every National association, player, coach, delegation member and referee before the start of the tournament they would watch out for irregular or illegal betting patterns. “I would not believe the World Cup could be a target for the betting mafia but in the meantime we have to be prepared that even the World Cup could be, not just lower league matches.”

oblige. As his players warmed up before the game, he chatted with someone at the edge of the field - a few feet from a gaggle of photographers, of course. Wearing only a thin track suit on a cold, blustery day, his assistant was quick to drape a warm coat over his shoulders. As the team ducked back into the tunnel, he made eye-contact with someone in Argentina’s cheering section, smiled, blew kisses and pounded his chest with his fist. When the team returned for the National anthems, as many cameras were focused on Maradona as the players. But just as he did two decades ago, he saved his best performance for the game itself. With diamond studs as big as mints gleaming in each ear, he embraced each of his players and sent them off. He tried mightily to restrain himself when play began, jamming his hands deep in his pockets or clasping them behind his back, fiddling with the rosary wrapped tight around the fingers of his left hand. Maradona has as much trou-

ble containing himself these days as befuddled defenses did 20 years ago. While South Korea’s Huh Jung-moo didn’t venture out of a small corner at the top of the coach’s box, Maradona wore out

a path on the grass with his pacing. Any time an Argentine player was knocked down or penalized, he threw up his arms in dismay - as if someone had attacked one of his children. After one foul too many for his liking, he began shouting at his old foe Huh.

The last time Argentina and South Korea met in the World Cup, in 1986, Huh made what many would consider a reckless tackle on Maradona. The two insist all that is ancient history, but it sure didn’t look that way. They shouted back and forth, Maradona punctuating his angry roars with hand gestures that would make the folks in Napoli proud. Finally, both coaches were told to simmer down. It wouldn’t be the last time Maradona would be hushed. That dotted line designed to keep coaches in their boxes is merely a suggestion for him. He roamed up to the touchline, and all the way over to midfield on more than one occasion. Trying to corral a bull would have been easier than keeping him in place. At one point, unhappy with what he considered rough treatment of the Argentine players, he went to the side of the box to plead his case, standing quietly with his hands clasped as if in prayer. But the official was wise to his antics and never even glanced Maradona’s way. Though beloved as a player,

he’s taken plenty of criticism since becoming coach, including his lack of experience and some tactical decisions. No one questions his passion. When one of Messi’s shots sailed wide, Maradona gestured in frustration and gave the ground a vicious kick. He pulled at his hair after a miss by Tevez, his yelp so loud it almost drowned out the vuvuzelas. However, his joy after any one of his players scored was as heartfelt as the emotion he showed for his own years ago. Take, for example, Gonzalo Higuain. He scored three goals. Maradona wasn’t sure the first one counted. When it did, he turned to the bench, a look of pure jubilation on his face, and doled out hugs and high-fives to everyone before holding his arms up in Rocky-like triumph. After Higuain’s second goal, he practically skipped to midfield before jumping into the arms of one of his assistants. Then he turned toward the delirious Argentine fans and waved his right arm as if throwing a lasso, revving them up even more.

A woman ruptured her throat while taking part in a vuvuzela -blowing competition, but said Friday she was recovering with no permanent damage. “It took about two days to heal, by Monday I was feeling fine. I just hope there is no permanent damage, but it doesn't seem like it," said Yvonne Mayer from Cape Town, according to the Sapa news agency. She joined the impromptu competition on the opening day of the World Cup, while strolling the streets of Cape Town. At the time, she thought the burning sensation in her throat was a cold. After the match, her throat started burning even more and the next day she went to the doctor. “The doctor was really enjoying it, he just kept laughing at me and said it was his first vuvuzela injury," said Mayer. Her physician Scott Barker said the wound had worsened because she kept blowing after the initial tear. Mayer blamed her own poor blowing technique and said she was now "a bit nervous" about trying again. The instrument has drawn fierce criticism for drowning out fans singing in stadiums, hindering communication between coaches and teams, and for dominating television coverage.

Trigger-happpy Undiano dished out two bookings in the space of barely a minute to Serbian duo Branislav Ivanovic and Aleksandar Kolarov. It was two cards apiece on 21 minutes as Khedira caught Undiano's attention for felling Milos Krasic, the latter a menacing threat to Germany down the right wing. Germany came out for the second half full of intent and Serbia keeper Vladimir Stojkovic was kept busy as the three-time

champions peppered his goal. Undiano must have thought it was Christmas as he handed out yet another card to Serbia's Neven Subotic. The game's eighth booking for a handball by Vidic in the box, led to Germany being awarded a penalty on the hour. Podolski stepped up but his spot kick into the left hand corner lacked inspiration and Wigan's Stojkovic comfortably saved it. Jovanovic then hit the woodwork down at the other end. Hard as Germany tried Serbia duly held on for a memorable World Cup win.

With the United States and Slovenia drawing 2-2 earlier, Group C is finely poised. Slovenia have four points, with England and the USA on two and Algeria with one. It was a poor performance from Capello's team with players looking tired and devoid of spark. The big news ahead of the game was the axing of West Ham goalkeeper Robert Green after his blunder against the USA with veteran David James taking over. Gareth Barry also returned from an ankle injury, but he struggled and was largely ineffective. England showed little to justify predictions they could figure in the later stages as they rarely threatened their north African opponents who could have stolen victory if they had more potent strikers. In one of England's few threatening moments of the match, Emile Heskey's crosscum-shot was deflected on to the roof of the net, and captain Steven Gerrard's firm header from the resulting corner tested Algeria 'keeper M'bohi Rais Ouheb.
