Quelling the opposition for national highway expansion, Chief Minister Digambar Kamat today said he has asked the Union Road Transport Ministry to give special consideration to the State as far as toll for the locals is concerned. “I have demanded with the Union Ministry that toll within 40-km radius from the toll booth should not be charged for the locals,” Kamat said, adding that if this happens almost 80 per cent of the people will be saved from paying the toll. Pvt buses to stay off roads on Nov 22 HERALD REPORTER PANJIM, NOV 14

Peeved over the recent decision of not all allowing private buses to operate from the old bus stand in Margao, the All Goa Private Bus Owners’ Association on Sunday gave a one-day token strike call all over the State on November 22. Addressing a press conference over the issue in the city, President AGPBOA Sudip Tamankar said this recent development and other pending issues had forced them to go on strike. “We have been operating from the old bus stand for years.

This sudden decision has inconvenienced us. There has been no suitable explanation for this move,” he observed. Tamankar said they will be protesting in front of the offices of the deputy collectors, who are the chairmen of the regional transport offices. Besides the recent issue, there are other pending issues, which we have duly highlighted in the media and the authorities are aware but are doing nothing, he maintained. Incidentally, the AGPBOA strike call comes when schools reopen after the Diwali vacation.

Parking is in such chaos, especially when it comes to four wheelers in the city. We need to have properly defined and regulated parking areas for four and two wheelers. Vehicles are either parked haphazardly, preventing other vehicles from parking, or parked so closely that one cannot get into his own vehicle. This leads to a lot of denting and scratching. One suggestion is to have lines marked so that each vehicle can be parked within the slot and if found to be inappropriately parked, action should be taken. Parking of vehicles inappropriately (two wheelers parked in four wheeler parking and vice versa) also should be taken care off not just for a bief moment but until people get used to the system.

As tension flared up at Moti Dongor again with miscreants damaging a motorcycle late last night, senior police officials have instructed the men-in-uniform to come down against trouble makers with a heavy hand. As a first measure, Margao Sub-divisional Police Officer, DySP Umesh Gaonkar told the Margao police to round up all youngsters loitering atop the hillock after 11 pm from Sunday. DySP Gaonkar along with Margao PI Santosh Desai rushed to Moti Dongor on Sunday morning after last night’s motorcycle damage incident. “Enough is enough. There won’t be any more talking or negotiations with any groups at Moti Dongor. The police gave enough opportunities to the rival groups to settle their problems amicably. I request the authorities to increase the frequency by making it once in every week on a particular day and include a stop at the SFX School. This would make the scheme very successful since there are lots of parents who wait to collect their children can also buy these items from this vehicle. At present, not many people are aware of this scheme. The panchayat can also put up a board with details of the timing and stops were the people can wait and collect these items.

The junction on NH17 at Dandeavado ,Chinchinim has 3 crossroads. In the past, this has been the spot of many a chilling, deadly accident. It is a blind junction with the view of the NH17 completely obstructed. The road from Chinchinim joining the highway is sloping. Student and host of others, forced to cross this stretch daily, are in great danger. It is noted that such speed breakers are installed on NH17 at Dramapur, Sirlim.and Panzorcone, strangely skipping Dandeavado, where it is most needed. Political undercurrents can be the only explanation. The PWD Minister has been informed with a site sketch. In fact soon after this request a lady lost her life meeting with accident at the place. Navelim speed breakers are notified recently. It is sincerely hoped that the case at Dandeavado will receive the attention overdue.

During my recent visit to Goa, I saw the pathetic condition of roads in Goa, the so-called tourist destination. Being a Goan myself, I was dismayed to see the stretch from GIM to Ribandar crossroad (Teen Watt junction). There are potholes at every nook and corner of the road and if you are on a bike or a fourwheeler you are sure to end up paying more to the mechanic. Even a prestigious institute like GIM does not make the authorities think of a solution to this problem. It would be better if the Government of Goa instead of wasting money on IFFI and other events not concerning the Aam Admi focused more on the basic necessities, which would make a real difference to the common man. He was off duty but a Drishti Surf lifeguard was at the right place and at the right time when he saved a resident of PatnemCanacona from drowning in the Talpona river on Friday. According to Drishti reports, Madan Pondekar (32) lost his balance while riding a twowheeler and fell off the bridge and into the Talpona River. Drishti lifeguard Kalpesh Pagi was returning home when he noticed the incident. He immediately jumped into the river and saved the rider and brought him safely out of the river. Pondekar was immediately rushed to a nearby hospital in a 108 Ambulance. Admitting that the lifeguard wasn’t trained for the rescue in the dark, the Drishti Team has appreciated the brave lifeguard who jumped into the river without a second thought and saved the rider in the dark without any aid or back-up.

19 Lamanis held for harassing tourists HERALD CORRESPONDENT CALANGUTE, NOV 14

Calangute and Anjuna Police on Sunday arrested 19 Lamanis on charges of harassing tourists at Calangute, Baga and Anjuna beaches. Calangute Police arrested 15 lamanis on charges of disturbing foreign tourists, who were relaxing on the beaches along the Calangute and Baga coasts. Calangute Police have also registered 30 cases of smoking in public places. Calangute Police also arrested two persons for allegedly playing loud music under the Noise Pollution Act. Anjuna Police have also registered 10 cases of smoking in public places and arrested four lamanis on charges of harassing tourists at Anjuna beaches. Meanwhile, Anjuna Police have registered an offense against the locals for alleged extortion of money. According to Anjuna Police, Nirvana Nest Buildcon Manager Krishnan Kumar (Andha) in his complaint stated that locals demanded a sum of Rs 15 lakh from the company to permit construction of a building at Vagator. Gujarat native held for cheating HERALD CORRESPONDENT PORVORIM, NOV 14

Mapusa Police arrested a native of Gujarat on charges of committing fraud and cheating many people from Mapusa. According to Mapusa Police, accused Parveen Rajani was mostly dealing in furniture items and his modus operandi was that he used to pretend that he is dealing in furniture items. On receipt of orders from the customers, he was demanding some advance money and on getting the money, he would disappear. In his complaint, Nitin Karekar from Mapusa told Mapusa Police that he had placed an order with Rajani for supply of furniture on August 1, 2010, and paid Rajani an advance Rs 43,000. But the accused did not execute his order nor was he traceable in Mapusa. PSI Nitin Halarnkar, who was investigating the case, traced all the bogus activities resorted to by the accused and kept a vigil on him.

Police further informed that they received the information few days ago that the accused arrived in Goa and was staying at Santa Cruz. However, by the time Mapusa Police could nab the accused, they learnt that Rajani has changed his residence and has shifted to Porvorim. PSI Halarnkar swung into action and rushed to Porvorim with his team on Saturday night and nabbed the accused. Police Inspector Rajesh Kumar said the accused is a professional criminal and uses all possible ways and means of duping people. “The accused would even publish advertisements in newspapers to get work orders and later cheat the people,” informed PI Kumar. It was also revealed that the accused would change his residence often while in Goa. He used to steal and rob items wherever he was staying on rent and hoodwink the people and police by traveling to his native place in Gujarat, informed PI Kumar.

The Dindi festivities got underway in the Commercial capital on Sunday. The festivities were inaugurated at the hands of the Chairman of the Dindi Festival Committee, Chief Minister, Digambar Kamat in the presence of Fatorda MLA Damu Naik, and members of the Hari Mandir committee. In his brief address, the Chief Minister said the government would provide wholehearted support to the famous festival, especially when it is celebrating its centenary year this year. While saying that the festivities have coincided with the Children’s Day, Kamat called for greater participation of the people in the Dindi festivities. The main Dindi festival will be held on November 19 and the festivities will culminate the following day at Hari Mandir.

Bollywood actor Manoj Bajpayee would be felicitated during inaugural of IFFI 2010, sources stated. Directorate of Film Festival (DFF) has decided to honour Bajpayee for his contribution to new emerging cinema, officials said. IFFI 2010 inauguration is likely to take place at the hands of Indian film industry’s legend Yash Chopra. Ajay Deugan, who recently shot in Goa during his Golmaal 3, will also be present for the inauguration. Union Railway Minister Mamata Benerjee will also be present as the chief guest along with state Governor Dr S S Sidhu and chief minister Digamber Kamat. “I am very happy and humbled by this decision. They selected me for my work that is yet more rewarding,” Bajpayee is quoted as saying in a website dedicated to Indian cinema. He said that to be honored and facilitated in the presence of international film fraternity is definitely great. “For me, as an actor, film making is a constant changing process. Indian cinema has come a long way and my contribution to it has brought me pleasure. As an artiste, I too, I have evolved along with it,” he added. A lunch hosted by the officer of NRP Sagres, Portuguese ship, became a flop, as most of the dignitaries skipped the onboard function on the ship anchored at Berth No 10 of Mormugao Port Trust on Sunday. Governor Dr S S Sidhu and Chief Minister Digambar Kamat, who conveyed their message that they would be not attending the function, did not attend the lunch party amid protests by freedom fighters and the opposition party, who are condemning the arrival of ship in the State to mark 500 years of circumnavigation of Portugal and glorify its rule in Goa. Speaker Assembly Pratapsingh Rane, Power Minister Alexio Sequeira, Chief Secretary Sanjeev Shrivastav and Flag Officer of Goa Naval Area Rear Admiral Sudhir Pillai also skipped the function. Vasco Police deployed police force at the entrance of the port as well as inside the port, where the ship is anchored, to avoid law and order problem. Public who had turned up to visit the ship had to return back as only VVIPS were listed for the function on Sunday.

The Catholics for Devnagiri has joined the chorus of protests against the arrival of the Portuguese boat NRP Sagres at Vasco and has urged Chief Minister, Digambar Kamat to turn down the invitation to visit the boat. President of Catholics for Devnagiri Serafino Cota condemned the visit of the boat to Goa and have demanded that boat leave the Goan shores immediately. He said it would have been a different thing if the boat had to come in 1998 to commemorate the discovery of the sea route to India, but the commemoration of the 500 years of the conquest of Goa is certainly not acceptable, more so when the people of Goa are bracing up to obser ve the 50 years of Liberation from the Portuguese yoke. Meanwhile, a public meeting was held at the White Hall in Cuncolim on Sunday evening wherein speakers condemned the visit of the Portuguese ship to Goa and the commemoration of the 500 years of conquest of Goa. The speakers strongly condemned the plans of the Goa government led by Chief Minister Digambar Kamat to welcome the Portuguese ship to Goa. Speakers, including freedom fighters and youth leaders, recalled the valiant sacrifices made by the freedom fighters, including the hundreds of freedom fighters from Cuncolim and neighbouring villages.

This time, the Pangolin was writhing in pain on a tree after it got entangled to a creeper, before a youngster from the locality, John Fernandes rescued the ant eater from a certain death. “I was called to Gujjir Mam’s place after they heard sounds of cries on the tree. When I went to inquire, I found the Pangolin crying in pain as it’s neck got trapped on the tree”, John recalled. After rescuing the ant eater, John took it inside the house where many neighbours came to have a glimpse of the Pangolin. A fortnight ago, a Pangolin was rescued from Orlim on November 1 after it had strayed in the garden of residential house. Animal lover Julio Quadros informed that the Pangolin will be released at the Bondla sanctuary.

The agitation against the proposed NH-17 widening has surfaced in Salcete taluka. While residents of Nuvem and Verna took to the streets at Dongorim opposing the highway, the village panchayat of Navelim in PWD Minister Churchill Alemao’s home constituency opposed the highway alignment passing through the villages of Navelim and Telaulim. Armed with placards and banners, agitated residents of Nuvem and Verna assembled at Dongorim and opposed the proposed highway alignment through the water bodies. Led by Nuvem Zilla Panchayat member, Wilfred D’Sa, the protestors warned the government to respect the sentiments of the people or face their wrath. “For the last one year and half, we have been making rounds of the PWD Office and other Minister for a copy of a plan, but till date the plan is not made public by the authorities”, lamented D’Sa. He said the authorities have told them that the proposed highway would be passing through the River Sal at Nuvem, raising apprehensions that the eco sensitive zones in the villages of Nuvem, Verna and Nagoa would be severely affected if the highway is passed as per this alignment. “These water bodies help in water conservation in these villages. The wells would go dry if these rich natural resources are destroyed to make way for the highway”, he asserted. Strongly opposing the highway, D’Sa wondered why the

government is planning to take the highway through the water bodies and fields when land is already acquired long ago for the highway. Another protestor, a science teacher by profession, warned the government that the villagers of Nuvem and Verna would take the agitation to its logical conclusion till the project is scrapped.. Saying the highway would divide the villages and destroy the rich natural habitat, she said the government decision to take the highway by the side of River Sal would destroy the natural habitat. “If the government seriously think of the environment, they should practice the same and scrap the project”, she said, adding that it is not just the question of saving the houses of people, but the project would affect the whole of Goa. “This highway alignment passing through Goa is just a corridor for the states of Maharashtra

The Moira Civic and Consumer Forum in tandem with Goa Bachao Abhiyan and on the occasion of Children’s Day kickstarted its postcard campaign “Save Goa for us children’ with a message to the leaders concerned at the Centre to impress upon the State Government to finalise the Regional Plan 2021 at the earliest. Even though the Government has assured the whole plan will be ready by March 2011, a meeting of the MCCF today expressed little faith in the Chief Minister with a suggestion coming forth that they should address the postcards only to All India Congress Committee President Sonia Gandhi. Convenor GBA Sabina Martins said after the Diwali vacation ends the campaign will spread

to schools and colleges where students will be asked to send postcard messages to Sonia, Prime Minister Manmohan Singh, youth Congress President Rahul Gandhi and other key decision-making leaders. Martins reiterated besides the demand for finalisation of the RP their major thrust is upon saving the eco-sensitive zones and restriction of constructions to 50 FAR (floor area ratio). She appealed to the people to approach their MLA with the demands and see his response and spoke on bringing a change in governance. The Centre on Monday will make its stand known in the Supreme Court on the formation of the much-awaited tribunal to resolve the water dispute between Goa and Karnataka, which has taken up work on the Kalsa Bandura project opposed by the former. Heavy showers pound Vasco; flight diverted HERALD REPORTER VASCO, NOV 14

Heavy showers accompanied by gusty wind and lightning on Sunday evening brought Vasco to a standstill with uprooting of trees, power disruption and a flight diversion. The showers that lasted nearly 45 minutes commenced at about 3.30 pm, forcing the people to remain indoors. One flight, which was supposed to land at Dabolim airport, was diverted back to Mumbai. Airport Director D Pual Manickam informed that a domestic flight from Mumbai was diverted back due to bad weather, otherwise the operation was normal at the airport. According to Vasco Fire Brigade, three trees uprooted at three different places due to gusty winds and heavy showers. A tree that fell in Maimollem was cleared by the people be-

fore the Fire Brigade could reach the site. A mango tree fell on the changing room of a resort in Hollant-Bogmalo, besides damaging window of a stationary car. Vasco Fire brigade also cleared an uprooted tree near the Khapreshwar Temple, Headland Sada, Mormugao. The power supply was disrupted during the heavy showers. However, the power supply was restored in some parts of Vasco. However, no reports of any casualty were reported. The unprecedented showers too disrupted sporting activities and cultural programme. Demanding scrapping of the land acquisition process to acquire fields for the expansion of Margao sewage treatment plant at Sirvodem, Navelim villagers on Sunday have resolved to write to the Margao Municipal Council to stop to the discharge of city’s sewage into the once picturesque Saipem Lake. The gram sabha have also resolved to protect the River Sal from further pollution. A proposal was mooted to save the eco-sensitive areas on the banks of the river and to dredge the river to curb pollution. While opposing the land acquisition process to acquire the fields for the expansion of the sewage treatment plant, the gram sabha tabled a resolution to implement the National Farmer’s policy in the village and to scrap the land acquisition process. The gram sabha expressed concern over the deteriorating condition of the River Sal with members demanding urgent ac-

tion to protect the river, the eco sensitive zones and its tributaries. Sarpanch Paul Pereira later told newsmen that the Panchayat would write to the Margao Municipal Chief Officer to stop the discharge of Margao’s sewage into the Saipem lake. “The Panchayat would ask for a joint inspection with the Margao Civic body to work out a solution to the pollution”, he added. He said the gram sabha has further resolved to ask the landlords to register their tenants with the police and the village Panchayat. The gram sabha members have also asked the Crime branch to dish out crime statistics pertaining to the Navelim village. A similar request would go to the health authorities to provide information on the status of malaria and other vector borne diseases in the village. Three persons were seriously injured, after lightning struck their residence at Mulgao-Bicholim late Saturday night. According to reports, Sanjay Krishna Parab along with his two friends, Ajay and Tushar Parab, from Mulgao were rushed to PHC Bicholim. They were later discharged. The incident occurred when Sanjay, Ajay and Tushar were sitting in the corridor of the house, when the lightning struck on the electricity meter box. The impact was such that all three youth were injured, as broken pieces of the meter box fell on their faces.

Shiroda man succumbs

MARCEL(HC): A 40-year-old man from Shiroda died of burn injuries after he allegedly set himself on fire. According to Ponda police, Vithal kamat of Daboli-Shiroda reportedly doused himself in kerosene and set himself ablaze in his house at around 11 am. Police said the deceased was disturbed since the last few days. He is survived by his wife and three children.

MDAP organised at Canacona CANACONA(HC): Health workers under Canacona Community Health Centre (CHC) commenced four-day Mass Drug Administration Program (MDAP) in the taluka to eliminate Filariasis, commonly known as Elephantiasis. According to local health sources, health workers will visit all the residential areas and administer drugs under the programme to about 46,000 residents from the taluka. A health worker informed that all residents above two years, except pregnant women and people with specific medication, will be given necessary drugs (DEC + Albendazole tablets) by the health workers. The Animal Rescue Squad (ARS) Bicholim and fire force officials recently rescued a wild boar from a well at Mayem-Bicholim. According to ARS Chief Amrut Singh, they rescued a wild boar fallen into the well of one Kalidas Naik at Gaonkar wadaMayem. “The boar fell in the well on Wednesday night and Naik informed us in the morning. The boar was struggling in the water

and after about an hour, we were able to rescue the animal,” said Singh. The boar survived as the water in the well was less and there was some space by the side for the animal to stand. ARS team including Shilpesh Mayekar, Nitesh Narvekar, Santosh Natekar along with the fire force officials rescued the animal. Later, the animal was handed over to the forest department.

NCC he said develops the students as good and responsible citizens. During camps the instructors also take the opportunity to complete the syllabus for answering part A, B and C certificates. Speaking about advantages of joining the NCC, he said there are number of vacancies which are reserved for NCC cadets in Government and also in private sectors. At Officers Training Academy, certain seats are reserved for NCC “C” Certificate candidates with A or B grading. For such candidates written examination is waived off. The Adarsh Housing scam has left Maharashtra's image "sullied" and has given birth to an atmosphere of growing "disillusionment" and "cynicism" among common people, newly appointed Chief Minister Prithviraj Chavan has said. "There is no doubt about that it has sullied Maharashtra's image," Chavan said. "An atmosphere of disillusionment has crept in among the common people due to the happenings in the country. There is cynicism that nothing good will happen at the hands of politicians," he said in an interview. An enquiry panel has been constituted and whose crime or mistake (it was) will come out later. But there is a perception, after all, politicians can't just say they are yet to be sentenced, the chief minister said. "In politics, perception is important. If people are to trust you...it is about perception," he said. Chavan said his efforts would be to provide an efficient administration. "Be it me or Ajit Pawar, we have to, through our personal behaviour, set an example for colleagues and bureaucracy." "It is everyone's effort to pick up the best ministry, Chavan said. But it is also a fact that we pick up from amongst the legislators we have," he added. Besides, it is also important to strike a regional balance and achieve social justice (in ministry formation), he said. So, although it is a noble aspirational feeling to form a ministry solely on basis of merit, it is not feasible in practise, Chavan said. "I have seen that some times, merit is sacrificed."

Prithviraj to reach out to people opposing N-plant at Jaitapur PTI NEW DELHI, NOV 14

New Maharashtra Chief Minister Prithviraj Chavan today said he would reach out to local people opposing the proposed nuclear power plant in Jaitapur and ensure that they get proper compensation. "You cannot take resettlement for granted. The project-affected people must be duly compensated," Chavan said replying to questions on the protests against the Jaitapur plan in Ratnagiri district of Maharashtra. Chavan said the state government along with officials of the Department of Atomic Energy and popular leaders like Narayan Rane will lead an initiative to convince the people of the region on the necessity of the project. "I will personally reach out to the people to convince them on the necessity of the project that will bring an investment of over rupees one lakh crore in the region," he said at the India International Trade Fair here. Chavan said it would be his endeavour to ensure that investments in trade reach the remotest parts of the state. He announced special sops and quick clearances for businessmen making investments in rural areas of the state. "We have to limit the migration by ensuring investments in rural parts of the state. From now on, the focus would be on creating jobs in rural and other backward parts of the state," Chavan said. He also inaugurated the Maharashtra Pavilion at the IITF. There has been opposition from farmers and local villagers to building the nuclear power plant on their farmland in Jaitpur. If those in administration have made mistakes, they should not be shielded, exemplary punishment is needed, he said, when asked about actions taken against the corrupt. Chavan cited the action against top politicians in the aftermath of 26/11 terror attacks and said, "No one's crime was proven in court but there was a perception of dereliction of duty. So, the Congress president took a daring decision and some people who were most efficient had to leave, at least for some time." The chief minister said he feels importance of small "indi-

vidual-centric" regional parties would gradually decline. "I feel that slowly, the small regional parties, those who are centred around an individual...their importance will gradually decline," Chavan told a TV channel. In a horrific incident that has traumatized the people of Belgaum, President of Agriculture Produce and Market Committee (APMC) was murdered in broad daylight recently. According to reports, Parashram Devappa Kuranagi (50) was allegedly hacked to death by some persons. The incident took place at about 2 pm on Thursday at Shahunagar locality of Belgaum. The police have arrested two persons in connection with the case. According to police, the incident was the fallout of the prolonged property dispute. Giving details about the incident, CPI Basvaraj Yeligar said two persons entered Parashram’s house and started demanding the sum of amount he had received as compensation from the government towards three acres of land at Halga-Belgaum, where the Suvarna Soudha (Legislative House) is being constructed. After a scuffle, the duo allegedly attacked Parashram with sickles they carried along with them, though Parashram tried to escape. But the duo followed him and he was hacked to death on the road. The impact of the hacking was such that Parashram, who is said to have had multiple fatal injuries, collapsed on the road.

Abhishek Bachchan-Bipasha Basu starrer 'Dum Maro Dum' will hit the screens on April 22 next year instead of February which was scheduled earlier. Sources said fresh release date is an Easter weekend while February was an examination time for youngsters. Earlier, Fox Star Studios and Ramesh Sippy had announced that the film would release in the first week of February to coincide with Abhishek's birthday on February 5. After their successful collaboration in 'Bluffmaster', this film marks the coming together of director Rohan Sippy and Abhishek Bachchan, who essays the role of a fearless cop in the film.

Jinnah House belongs to Govt, HC told PTI MUMBAI, NOV 14

The central government has told the Bombay High Court that it had gained total legal ownership of the historic Jinnah House which is mired in controversy after heirs of the original house-owner Pakistan founder Mohammed Ali Jinnah staked claim to the property. The Ministry of External Affairs (MEA),

in an affidavit filed recently before the High Court, claimed that the government had acquired the Jinnah House in Mumbai as evacuee property and hence all rights of evacuee and others stood extinguished. The affidavit was filed in response to a petition by Dina Wadia, daughter of Jinnah, laid claim to Jinnah House which stands on a 2.5 acre plot in

posh Malabar Hill area of South Mumbai. Ninety one-year-old Dina, who lives in New York, has contended that she was the sole heir to her father's property. However, in another twist to the fight over the property, Mohammed Rajabally Ebrahim, grand-nephew of Jinnah, has claimed one-sixth share in the estate.

Aamir puts wife Kiran at centerstage for Dhobi Ghat

Pakistani terrorist Ajmal Kasab, sentenced to death for his role in 26/11 terror attacks, does not have any interest in the hearing of his appeal in the Bombay High Court and seems to be lost in his own world, his lawyer Amin Solkar said today. Solkar, who met Kasab in his heavily guarded bullet and bomb-proof cell at Arthur Road Central Prison here yesterday, said, "He does not evince interest in the 26/11 case". "We talked about religion and things in general but often he went off at the tangent and diverted from the topic...I think he is lost in his own world," Solkar told PTI. "Kasab seems to be medically fit and showed interest in reading books. I have promised to give him some story books in Urdu as he is proficient in that language," Solkar said. The jail authorities have already provided him with the holy Quran and Kasab recites the verses regularly. "All that I can understand from meeting him is that he is unpredictable. He says one thing at a particular moment and suddenly switches to another topic," Solkar said. Asked what was his purpose

of meeting Kasab, Solkar said, "I wanted to know his mental frame of mind because of the tantrums he has been throwing in the court and jail." Meanwhile, hearing on Kasab's appeal and confirmation of his death sentence would resume tomorrow before Justice Ranjana Desai and Justice R V More in the Bombay High Court after Diwali vacations and his lawyers have geared up to submit arguments. On Monday, Government Counsel Ujjwal Nikam would harp on Kasab's confession and his admission of guilt in the trial court on how he and other terrorists had come from Karachi to strike terror in the commercial capital of India. "I would focus on the conspiracy of Lashkar-e-Taiba to give military and intelligence to Kasab and nine others who came

by sea route and killed 166 persons at Nariman House and hotels Taj Mahal and Oberoi," Nikam said. Defence lawyers would argue that identification of Kasab by witnesses in the court did not have evidential value because his photographs were flashed in newspapers and on TV on the day of attacks. "There is no evidence to show that Kasab conspired with other accused to strike terror and also he did not participate in the strikes", Solkar said. Nikam would take at least a week to conclude his arguments following which Kasab's lawyers Amin Solkar and Farhana Shah would give their submissions. This would be followed by arguments from Faheem Ansari and Sabauddin Ahmed, who were acquitted by the court as evidence against them was doubtful.

The pleas of Dina and Abrahim were admitted in August this year. Ebrahim has staked his claim on the basis of Jinnah's will dated May 30, 1939, in which he had bequeathed his house to sister Fatima. Dina, on the other hand, has denied that Jinnah had left behind such a will. The case will come up for final hearing next week.

Going to the birds

n Thursday, an Aeroflot plane bound for Moscow with 250 passengers on board at 7.30 am had a narrow escape when it suffered a bird hit as it was accelerating down the runway to take off from Dabolim airport. The pilot had the presence of mind to abort takeoff and braked hard, resulting in all the tyres bursting. Fire tenders had to rush to the aircraft and douse the airplane’s smoking tyres with water. Bird hits happen at nearly all airports. In 2006, there were 167 incidents of bird hits in India. In 2007, the number went up to 217. It went up further to 304 in 2008. The number was expected to go up even further in 2009. Bird hits cause huge losses, not only because of damage to aircraft, but also because of delays and re-routing for passengers. So far, Thursday’s incident of bird strike has been the most serious so far. But bird strikes can be far more dangerous. On 15 January 2009 in New Jersey, US Airways Flight 1549, on take off from Newark Airport, suffered bird hits in both engines, requiring immediate emergency action to land the aircraft. Luckily, the captain of the plane had the reflexes to bring it down in a glide onto the Hudson River, where the passengers could evacuate into life rafts and get rescued. While Goa airport is bound to have its share of bird strikes, the problem is that this year, the number of bird hits seems to have suddenly gone up in the last few months. No one seems to know why. A number of international flights have been the victim of bird hits, some late at night by owls. The authorities have varied explanations for this new phenomenon. For example, Flag Officer for the Goa Area Rear Admiral Sudhir Pillai has said that the increase in bird hit cases at Dabolim airport is because of worms coming to the surface during monsoon, which attract birds. Others have laid the blame on residents of Vasco dumping garbage in the vacant areas near the airport, which attract birds. Still others postulate that the Vasco Municipality’s garbage dump on the nearby Sada plateau is responsible for the increase in birds. There is no saying what reasons could be behind the number of birds in the area. But the curious phenomenon of bird hits late at night seems to suggest that the usual commonsense answers may not be the right ones in this case. Late night bird strikes above altitudes of 500 feet are often known to be caused by bird migration. For example, the Israeli Air Force suffers more bird strikes, because Israel is on a major spring and autumn long-distance bird migration route. The Sacramento International Airport in California, USA, suffers more bird strikes than any other airport in the area, as it is located along the Pacific Flyway, a major bird migration path. Instead of simply speculating, the authorities need to call in experts. Scientists of the Bombay Natural History Society (BNHS) are among India’s most knowledgeable on birds. Asking them to find out what is causing the bird hits and how they can be avoided might be the most sensible thing to do in the circumstances.

he first-ever annual employment survey by the Union Ministry of Labour shows that Goa is supposed to be the state with the highest jobless rate in India, both in urban and rural areas. Thousands of people from all over the country migrate to Goa for employment and get it, while the locals have no jobs… Or are we missing something here?

t is said, laughter is good medicine for our many woes. “Laugh as much as you breathe and love as long as you live.” Indeed, we would love to laugh at the right things and in the correct situations, instead, we laugh at awkward situations, and at false premises. Comedians have made a fortune from mishaps in society, and for creatively crafting sarcasm at others. The socio-political situation presents numerous circumstances, which then become a living reference book. However, the sarcasm is directed not to destroy but to bring a positive change in people’s attitude; to overcome the ills in society. As we know, “The human race has only one really effective weapon and that is laughter.” So laugh even though we laugh at ourselves, and nothing shows a man’s character more than what he laughs at. Several months back, I wrote an article, Tragic Comedy, which ruffled a few feathers in the Goa Legislative Assembly. To take offence at such literature was entirely uncalled for on the part of the elected representatives. What they wanted to do was flex their muscles to silence a voice, to continue their business to usurp public funds for their own benefit, and that of their immediate family members. Someone once said, “I always knew looking back on my tears would bring me laughter, but I never knew looking back on my laughter would make me cry.” Looking back, it was indeed an abomination to compare the act of the politicians to our beautiful cultural art tiatr. The politicians have descended to such an ethical low, violating every code of conduct, that there is no real comparison. Tiatrists have shouldered the responsibility to right what is wrong in society and to bring about positive change. The elected legislators were given this responsibility by the ‘popular will’ to work for the common good. They have failed, failed and continue to fail miserably with each passing day. The political fiasco in Vasco is the epitome of our past, present and future political life in Goa. People of Goa, you should not be surprised at such a declaration. The law makers are the law

It was an outrageous act of cowardliness and hooliganism. These are not sporadic, random acts, but have history connected to them. Let me remind the people of Goa, if they are not able to recall, that these are the same hooligans who sabotaged the inauguration of the new bridge at San Jacinto Island, not long ago. Despite having lost all self-respect and dignity, they still have the audacity to present an ugly brawl to the people of Goa. It is high time that we stop the bull fights, and let Francisco Sardinha conduct a real fight in the Fatorda Stadium among these 40 hooligans, who have been fed by Goans for way too long. I would like to make another point. Why are

national parties involved in civic elections? Citizens should choose their representatives independent of any political parties. But, you know the answer. Our politicians are never satisfied, as their greed grows by leaps and bounds. They grab whatever is available by hook or by crook. A case is made by Jose Philip against Mickky for trying to sabotage his position in Vasco. It is indeed wrong to entice voters by distributing material goodies, but one is free to give out of his generosity and the people are free to receive, and free also to vote for the candidate of their choosing. In a democratic society like ours, therefore, how could Jose Philip, the Revenue Minister, prevent someone from distributing what is his own? Why was similar outrage not shown towards the Chief Minister and PWD Minister, as they campaigned for their candidates in Margao city? The hypocrisy of our system has embedded itself so deeply; it is a death trap for those willing to change. Laugh…but you will be laughing at yourself. How we wish our tiatrist’s offspring would continue their legacy. But, we know it is a talent, which cannot be bought and sold. However, this

It almost seemed like the Raj was back again, the Union Jack replaced by Stars and Stripes, and Uncle Sam and our Press, waving it with the vigour and vivacity of a young giddy teenage girl in love with her own self. The few days passed in a whirl and swirl of Obama this and Obama that. I do not know what popularity the poor man enjoys in his own country now, after three years of presidency, but I know he lost many of the followers he had in India, and nearly all the people who were sitting on the fence. All we wanted to see was a show, but the jockey brought the horse right on to our noses and we had no alternative but to get off the fence, shake off the dust, throw one last appalled look at the arena and retreat hastily. We all know that the whole world has been a little in love with

American Presidents, with the lone exception of Osama Bin Laden. And why not? Most of them are tall, handsome and good looking. Can you imagine Atal Bihari Vajpayee or Manmohan Singh as presidents of America? In a country that has very little history, perhaps the world view and ethos are different. Perhaps looks and charisma and a whole lot of good marketing have replaced genuine values and essence. That does not necessarily mean that every short, fat and ugly politician in India is a symbol of virtue and righteousness. But all the same, looking at both the countries and their politicians, the American ones are definitely more palatable and presentable. Indians in general, with their whole history of civilization, yoga, meditation, Lalu Yadav, scams, myriad social and political problems and acceptance of those problems, are just content to be. Americans are never content. They are so busy following the American dream of material hoarding and that too on credit, that to learn to live, they either have to turn to ancient Oriental spirituality or yoga or the proverbial American ‘shrink’ – the psychiatrist. Now we all very humbly know that America is a land of dreams. And Americans feel, only they have a right to dream. The rest of the world is nonexistent for them, except when they are suddenly awakened to it by some need of theirs. Well, one cannot blame

I write these few lines in regard to NRP Sagres’ arrival in Goa (Herald, 12 Nov). I can understand the BJP protests, as they are desperate to be in the limelight. But I fail to understand the Goan Freedom Fighters (FFs) joining them in the protest. They should have welcomed the Portuguese with garlands of gold. It is because of the Portuguese that they are able to call themselves Freedom Fighters and draw hefty pensions and other benefits. The Portuguese must be having a good laugh saying, “Goan Freedom Fighters got rid of the foreign yoke so that they could themselves be the heavier yoke to Goans forever,” as it would be impossible for Goans to get rid of this domestic burden on the tax payers.

Only colonial freedom? Julius Carvalho, Dubai BJP and ABVP are protesting because they are confirmed communal organisations for

which history is waste paper and politics is divide and rule game. Nagesh Karmali may be one of the few genuine Freedom Fighters (FFs) unlike many other fake FFs registered soon after Liberation. Instead of calling for removal of Portuguese names from Goa, he should call for the removal of fake FFs names which are a burden on the taxpayer. He should remember that only because of the Portuguese today he is President of Freedom Fighters and he along with his relatives enjoy free dole and other benefits at the cost of the state exchequer. It seems he is more anti-Goan and his fanatical nature is taking our State and country backward. Why protest against people who left Goa 50 years ago? If you really believe in freedom, then why are you silent against postliberation atrocities committed by politicians and bureaucrats in corruption, crimes, nepotism, sycophany and mismanagement? FFs should protest against misrule of Congress and educate some Goans who think of democracy only in terms of making money.

None of the elected representatives have achieved any greatness for the present and the next generation to remember and emulate. On the contrary, they have systematically destroyed what God had blessed us with, by the way of our bountiful natural blessings. They have created a web of deception to entice the people, and methodically sold us to drug-lords, and land sharks. They have no thought about the wellbeing of society, but only of their own future. How could you even think of promoting your own kin? Is politics purely a family business where you better your life at the cost of the tax payers? Don’t you feel any shame for having failed the people over and over again? Our forefathers, and especially tiarists of yesteryears, would roll over in their graves if they see the plight of our state created by our own people. It is said, “You may forget the one with whom you have laughed, but never the one with whom you have wept.” The current mess of our political scenario is our own creation. I want to remind you of the words of Churchill Alemao. While addressing the opening ceremony of a political office for his daughter in Benaulim, he had this to say, “If Congress National Party fails to give her a ticket to contest for the next assembly election, she will contest on the people’s ticket.” It is laughable, yes? But, on the other side of that laughter is a harvest of deception, failure and lost opportunity. As Goans, what will we do differently for our state? Yes, laughter is good medicine. Auschwitz survivor, Viktor Frankl, called laughter “the currency of hope.” We, Goans, must rediscover hope. Hope asks us to make changes in our lives, in our world, because despite the nature of Man, hope knows everything is possible. Hope is ever present, ready to come forth, and because it is connected to the Creator, the greatest Force of all, I believe that the people of Goa will rise above their political shame.

Why bow to ‘freedom fighters’

I read with concern the letters to the Herald written by Marcos Alemao, Nelson Lopes, Adelmo Fernandes (8th November) and Dr. Francisco Colaco (11th November). I am shocked that our State Government is going to bow down to the demands of the so-called freedom fighters like Naguesh Karmali and Flaviano Dias. Also, I am concerned that from December 19, all the sign boards in Goa, will be in Devnagari Konkani script and Marathi. People of older generation like me will find it tough to read the boards. This is not acceptable. Moreover, Goa is an international tourist destination English should be retained for sign boards. The Government should not listen to foolish suggestions of these so-called freedom fighters who seem incapable of doing any meaningful work. Karmali and F. Dias should concentrate their efforts on issues that plague Goa like mounting garbage problem, corruption everywhere, water shortage, electricity shortage and other issues that plague Goa. Real freedom fighters in India never claimed any pension and I expect Karmali and others to give up their pension, if they have other means to meet their needs. In future they should desist from making foolish suggestions to the Government. The Chief Minister must make not bow down to the wishes of the likes of Naguesh Karmali and others.

Alcoholics are good and helpful persons with charming ways when sober. On 10 June 2010 Alcoholic Anonymous International celebrated its 75th anniversary. AA is a fellowship of people who help others stay sober. There are no dues or fees for membership. The primary requirement is an acceptance of one’s alcoholism and a desire to stay away from that first fatal drink. Media and liquor barons have glamorised alcohol by sponsoring sporting activities and bringing an early end to the career of some of our brightest sportsmen. That too, after killing thousands of people of that country, heaping war atrocities on them and debilitating their economy. And then exiting, leaving death and chaos. Yet, in spite of their havoc creating foreign policy, American presidents are such a rage that the visit of one of them garners so much absurd media attention. Manmohan Singh’s visit to America would perhaps be a small news item on page four or five in American newspapers. We are a great country, with a great civilization and great problems. We would be grateful if our media would focus on some of those issues than make a circus of themselves, a mockery of the nation, and fools of us … with due respect to the Yankees of course!

Instead of training their guns on the Portuguese ship, the BJP should train their guns on corruption, indiscipline and wanton destruction of our environment and the bull dozing policies we are witnessing today. The various government buildings built by the Portuguese are still looked upon as monuments. The Portuguese are instrumental for the multi-cultural society and architecture which exist in Goa as a result of which Goa is on the tourist map of the World. BJP, awaken to reality. Parsekar on thin ice Marcos Alemao,by email I greatly respected the President of BJP Laximikant Parsekar, when he fought in the Assembly, but after ‘BJP trains guns on Portuguese ship’, (Herald, 12 Nov) he has lost his credibility. The Portuguese ruled Goa for more than 500 years efficiently and peacefully. The people were happy during Portuguese time as compared with today. People were safe from crimes, murders, house breaking etc. Innocent people were never punished. Only trouble makers like Naguesh Karmali and others were not spared for their misdeeds. Today, under Indian Democracy, it is the opposite. Trouble makers are spared, while the innocents

are punished. The BJP has already eaten dust in the municipal elections and it will be routed during the coming Assembly election if a man like Laximikant Parsekar behaves in the manner he did yesterday.

There is no moral justification for this. The dole is coming from taxes paid by the citizens. I salute my colleague Felicio Cardoz, who refused a pension, but instead created a corpus for scholarships in Konkani at SSC. The hate against the colonial masters is understandable, but overdoing it smacks of rabid prejudice. Going hammer and tongs at all things Portuguese is sheer madness. OPinionatEd Goans striking wrong chords in music business By Jonathan Rodrigues, Saligao, Bardez, Goa / Ohio

W

ell folks, this is one question that keeps coming to mind, as I watch and listen to musicians at various places of entertainment, from beach shacks to starred properties in Goa. Though I may not be a popular name in the music industry in Goa, I was fortunate enough to play in the Indian Film Industry; in resorts all around Goa and around the world. In the process I had the good fortune of meeting with the best musicians around the world. This also puts me in an embarrassing position, as getting back home, my buddies who come along for a holiday happen to be good, knowledgeable, musicians. They are forced to put up with below-average performances by the musicians at the venues. It’s even more embarrassing to find starred properties support such musicians. Being curious enough to know the actual facts linked to this problem, I decided to dig for facts and came up with a few. It was shocking to learn that musicians in Goa are employed based on their ability to rub someone the right way, as also their quote, which could read as low as Rs1,500. So in short, if you’ve got a good tongue that does the dual job of buttering hotel staff and undercutting fellow musicians, as also quote as low as Rs1,500 per performance with a few free performances thrown in, you are welcomed as a musician, to perform at a resort, irrespective of your abilities. You are also known as a ‘musician’ who has performed at the best starred properties not across the country, but only in Goa. Another category of musicians employed by hotels are those holding Government jobs. This has been a practice for the past 15-20 years. They hold government jobs by day (thanks to the support of the respective ministers) and turn into paid performers by night (though paid in fictitious names). I don’t think an individual can do justice to either his Government job or his job as a musician. Unfortunately this happens to be a common practice all over our state. How insecure can one get? You either have confidence in yourself as a Government servant or a musician. It’s unfair doing both, as you are depriving a deserving candidate of an opportunity on both sides. Anyway they’ve got the babus in the Goa Government on their side, so they couldn’t care less. This behaviour has deprived local and western tourists of an opportunity to catch a glimpse of the very best talent Goa has to offer, which is plentiful, except that the hotel staff refuse to scout for talented musicians. What do talented musicians deprived of an opportunity do? Turn into music instructors or hit the bottle? While I agree, it is unfair to say “Goan musicians”, I would like to specify, that a majority of the Goan musicians are closeminded individuals, with a crab mentality. It is no top secret; anyone can observe their body language on stage, at jam sessions held in the North and the South. Barring a few known names and many who have greyed playing good quality stuff, close-minded musicians even established ones, are not even open to the idea of supporting their own upcoming brethren, leave aside performing alongside a qualified drummer or guitarist or percussionist etc. This attitude has even spilled onto to friends of mine from Mumbai, Calcutta, Bangalore, Chennai, USA, UK and the Philippines, but trust me, they make a laughing stock of themselves once they get down to playing their music. Because it’s a visible struggle and they make a mess of the music they are trying to deliver. At a resort in the South, where a musician friend of mine from the US was quick to point out, the musician performing that night indulged in a ‘conversation’ more than strumming his guitar. It was 65 percent talk and 35 percent music. Is this what a musician is employed for? Yet this is exactly the entertainers accepted by our hotel staff around the state of Goa. Good musicians are not wanted, so people like me have to go elsewhere in search of opportunities. Sad but true. A sorry state of affairs, unless they decide to change over. It would be better if the Goan musician can stop living on past laurels and start living in the present. We Goans need to accept the fact that musicians from all over India have now made their presence felt with their expertise as true musicians. The reason for this is nothing but hard work and less talk. Goans could also get there, but only if they went about the task of minding their own business. Let the music you play do the talking, rather than your tongue. Your tongue can be destructive, but your music played in the right manner could have a soothing effect.

Union demands arrest of Rakhi Sawant PTI MUZAFFARNAGAR, NOV 14

Bhartiya Kisan Union on Sunday demanded that actress Rakhi Sawant should be arrested for allegedly abetting the suicide of a youth, who took the extreme step after he was humiliated on the TV show that she hosts. The outfit’s spokesperson Rakesh Tikait alleged that a youth from Jhansi had committed suicide after he was insulted on her show Rakhi ka Insaaf and demanded that she should be booked for abatement of suicide. Laxman, 25, suffered from depression ever since he was humiliated at the reality TV show, following which he was admitted to Jhansi Medical College hospital on November 9 and unable to bear the ignominy, he stopped taking his food and eventually died on November 11, his family had claimed.

65% cost escalation in CWG Village project: CVC PTI NEW DELHI, NOV 14

The CVC has found several discrepancies in a DDA project for construction of certain facilities in the Commonwealth Games Village that led to a cost escalation from Rs 38 crore to over Rs 63 crore. According to an internal investigation report, the CVC’s Chief Technical Examination Wing has also said that the construction company has flouted government norms related to testing, purchase and security. As part of its different development projects, the work for construction of swimming pool, training hall, fitness centre and athletic track in the Village spread over 63.5 hectares area was given to Sportina Payce Infrastructure Private Limited, a consortium of four companies especially created for the job, by the Delhi Development Authority. “Sportina Payce Infrastructure Pvt Ltd was the lowest tenderer with their quoted amount of Rs 64.86 crore which was 67.39 per cent above the estimated cost of Rs 38.76 crore... Negotiations were conducted with the agency and the agency reduced their quoted amount to

Nehru remembered on 120th birth anniversary

Well-known Gandhian and Magsaysay award winner L C Jain passed away on Sunday following prolonged illness. He was 85. An organiser, commentator and activist, Jain spent more than six decades of his life as an impassioned crusader for what Mahatma Gandhi called India's second freedom struggle – the fight against corruption. Known as a fierce opponent of overwhelming state control and an ardent advocate for social action, his efforts to keep alive the legacy of the freedom struggle through the intervention of civil society led to him being awarded the Magsaysay Award in 1988. Jain is survived by his wife and two sons. Much of the first phase of his entry into public life was spent working on cherished Nehruvian projects, but it was Gandhi who remained a beacon throughout his career, guiding and illuminating his responses. It was this association that led him to accept one of his few forays into official life, as High Commissioner to South Africa, where he was plunged into that country’s own struggles to build an inclusive society.

One person, suspected to be a Naxalite, was killed as Maoists blasted a culvert at Boulia under Nauhatta police station in Bihar’s Rohtas district early on Sunday, police said. Over 75 ultras gathered at the spot and triggered a landmine blast in which the culvert was blown up. One person, suspected to be an ultra, was blown to pieces in the blast triggered apparently to create panic in the area to enforce the poll boycott call given by the Maoists. The blast site is under Chenari Assembly constituency going to polls in the sixth and final phase of Assembly election on November 20.

Like every season, this year too has begun with chaos and confusion with several schools starting the admission process ahead of schedule due to absence of any notification from the Directorate of Education (DoE). However, some schools have stopped the admissions after stern warning from the Delhi government. Education Minister Arvinder Singh Lovely on Thursday warned private schools not to start the process for nursery admissions before issuance of relevant guidelines and said punitive action will be taken against the violators. This has led to confusion among many parents, who are

Army troops on Sunday foiled an infiltration bid and shot dead two militants along the Line of Control (LOC) in Poonch district of Jammu and Kashmir. Troops of 5 Maratha Light Infantry (MLI) found suspicious movement between Anand and Gain forward defence posts in Sona Gali forest belt of Mankote sub-sector of Poonch district around 0045 hours, a senior Army officer told PTI. During the search of the area, they found a group of militants crossing into the Indian side and challenged them, he said, adding that the militants opened heavy fire on the troops, who retaliated resulting in a fierce gunbattle. Two militants were killed in the gunbattle which ended early today, while the others managed to escape, the officer said. The infiltration bid has been foiled, he said, adding that the troops were alert and vigilant along the border line in view of the reports that there would be an increase in infiltration attempts before the snowfall in the mountain ridges.

Prince William flies to Helmand as war dead remembered AFP LONDON, NOV 14

Prince William flew into Afghanistan on Sunday for a surprise visit to honour Britain's war dead, as the Queen led the nation in remembrance in London. The Prince attended a Remembrance Sunday service earlier in the morning at Camp Bastion, Helmand province, and laid a wreath before flying home. Back in London, Queen Elizabeth led the nation in a twominute silence at 11 o'clock to remember the fallen, and laid a wreath at the Cenotaph memorial. She was followed by other senior members of the royal family, as well as Prime Minister David Cameron and other politicians and diplomats. Remembrance Sunday marks the end of World War I on November 11, 1918, and honours all those killed in conflict since. Prince William, 28, who is second in line to the throne, was joined in Afghanistan by Defence Secretary Liam Fox. "Remembrance Sunday is a time when the entire country stops to recognise the sacrifices made by the armed forces on our behalf," Fox said on Sunday.

"I am extremely proud that Prince William and I could come to Camp Bastion to stand alongside the men and women serving in Afghanistan today. "I pay tribute to them, and everyone who has served before them in this conflict, and others on behalf of the freedoms that the British people enjoy." The Camp Bastion service was also attended by Commander British Forces, Lieutenant General James Bucknall, and Commander Task Force Helmand, Brigadier James Chiswell, and William Patey, who is British ambassador to Kabul. Remembrance services were also held across Britain and in other military bases in Afghanistan. The prince also met British, Commonwealth and other forces from the International Security Assistance Force (ISAF) on Sunday, according to a statement issued by his St James's Palace official residence. He also visited Camp Bastion's medical centre. Britain has around 9,500 troops in Afghanistan, mostly in Helmand, making it the second largest contributor to the NATO-led International Security Assistance Force. Prince William had already paid a secret visit to the country in 2008, visiting frontline troops in Kandahar. His younger brother, Harry, had served with the British army in Afghanistan for 10 weeks, but was withdrawn in 2008 after media reported the deployment.

Woman killed on bed as SUV crashes into bedroom AGENCIES CHICAGO, NOV 14

A 48-year-old woman was killed when she was asleep on bed as an SUV crashed into her bedroom in Bolingbrook, a village in Will and DuPage counties of Illinois State near Chicago early Saturday morning, the Chicago Tribune reported. A 17-year-old boy, influenced by alcohol, ran his SUV off the road and crashed through a window into the bedroom of a firstfloor apartment, where the woman was trapped under the car and was pronounced dead at the scene. The woman's husband survived and another person was being treated for injuries, but it remains unknown how many people were in the apartment at the time of the accident. French President Nicholas Sarkozy has charged Francois Fillon once again with forming a new government, the president's office announced on Sunday. The move came one day after Fillon stepped down as prime minister along with his government to pave the way for Sarkozy to conduct a longawaited cabinet reshuffle. The formation of the new cabinet is expected later Sunday. Government sources said it will only feature 26 ministers and state secretaries, instead of the previous 37. Afghan President Hamid Karzai wants the US to reduce the visibility and intensity of its "intrusive" military operations, saying people of the war-torn nation have lost patience with the presence of American troops in their homes which could exacerbate Taliban insurgency. "The time has come to reduce military operations," Karzai said. "The time has come to reduce the presence of, you know, boots in Afghanistan ... to reduce the intrusiveness into the daily Afghan life," Karzai told 'The Washington Post'. "It's not desirable for the Afghan people either to have 100,000 or more foreign troops going around the country endlessly," he said. Karzai said the increased US Special Operations forces night raids could aggravate sufferings of Afghans and exacerbate the Taliban insurgency. 'The New York Times' said that the 600-page report contains details of decades of clashes with other nations over war criminals here and abroad, and provides new evidence about 24 of the most notorious Nazi cases of the last three decades.

"America, which prided itself on being a safe haven for the persecuted, became -- in some small measure -- a safe haven for persecutors as well," according to the US justice department report. The report cites help that CIA officials provided in 1954 to Otto Von Bolschwing, an associate of Adolph Eichmann, who had helped develop the initial plans "to purge Germany of the Jews", and later worked for the CIA in the US. ficials debated what to do if Von Bolschwing were confronted about his past -- whether to deny any Nazi affiliation or "explain it away on the basis of extenuating circumstances", the document said. existent; countries that are known to be tax havens and to sell or distribute goods and services where the profit margins are the highest. Over the years, developing countries have found that multi nationals have developed a strategy of determining the prices of their goods and services to artificially reduce profits in the country of their operation. Many countries and India is one of them that have put into place a set of transfer pricing rules. These rules dictate that all transactions should be at ‘arms length’. Thus if the Assessing officer has reason to believe that transactions are not at ‘arms length’ he refers the issue to the Transfer Pricing officer. The TPO after calling for the necessary documentation that the company is required to maintain will analyse the transaction under certain set rules. If he finds that the transaction price is not at arms length, he will decide the price of the transaction and send this both to the Assessing officer and the company. Of course the Company has the right to challenge the price fixed by the TPO at an appellate forum. In the case of local transactions, a section 40A(2) exists in the Income tax act. According to this section, the Assessing officer is empowered to determine the transaction value where he believes that excess expenditure has been claimed in cases where two concerns are

closely related. The Assessing officer under the said section would disallow the excess expenditure not being for the purpose of business. In a recent decision in the case of Glaxo Smithkline (Asia) Ltd, the Supreme Court has opined that the provision of transfer pricing used in the case of international transactions could also be extended to domestic transactions. This will help reduce litigation. In this case the Supreme Court had rule in favour of the company that since the tax authorities had recorded a finding that the companies were not related, there was no cause for the invocation of section 40A(2) ASSESSMENT PROCEDURES Assessments are being taken up in right earnest in the tax department. The procedure of assessment begins by the issue of a notice. Earlier, the Assessing officers had the option of deciding which cases they would like to scrutinize. This practice has led to misuse, since it was subjective and based on the personal prejudices of the concerned officer. Today, selection of cases for scrutiny is based on selection by a Central Computerized process. The tax officers today complain that the selection done by the computer throws up cases where little investigation is possible. has been approved by his superior officers. All cases where a survey or a search is conducted are also subject to scrutiny. During scrutiny, an Assessing officer calls for various evidences in relation to the income or deductions claimed. The officer also calls for the books of accounts. Today with accounts generally computerized, the chance of finding any arithmetical inaccuracies is non existent. In a set of surveys conducted recently it was found that several jewellery shops had built programs where a certain percentage of their sales omitted in the final tally that made the books of accounts. In a series of jewellery shops that were surveyed it was found that all these shops were using the same software. Interestingly with computerization, the methods of evasion have also gone electronic. Detection of evasion is often a cat and mouse game, where tax officers need to be attuned to the ways of business men. On completion of the assessment proceedings, the Assessing officer frames an order assessing the income and determining the tax payable. Of course, the order is not final and can be challenged in appeal. The assessments taken up for scrutiny have to be completed latest by the 31st December. Thus while the world enjoys the end of the year, tax officers are busy, completing their time barring assessments. State-owned Shipping Corporation of India (SCI) is likely to come out with its follow-on public offer by end-November or early-December, a top company official said here. "We are expecting approval from the Securities and Exchange Board of India (SEBI) approval shortly, following which we will file the copy of the red-herring prospectus with the Registrar of Companies. We are hopeful of coming out with our follow-on offer by end-this month or early-December," SCI's CMD, S Hajara, said. The issue comprises a fresh issue of 42.35 million shares and an offer for sale of another 42.35 million shares. Exports post robust 27% plus H1 growth Trade target of Rs 200 bn surpassable for entire fiscal

Robust growth of over 27 percent in exports during the first six months of FY'11 has fuelled hopes that India may cross the trade target of USD 200 billion for the entire fiscal, Commerce and Industry Minister Anand Sharma said. In April-September this fiscal, Indian exports aggregated to USD 103.30 billion, a 27.6 percent increase vis-a-vis the corresponding year-ago period. "In the first six months, we

have achieved USD 103 billion (worth of exports) and am sure that we will be on course to complete USD 200 billion (target) and go beyond," Sharma said after inaugurating the annual India International Trade Fair (IITF) in New Delhi on Sunday. India's exports, which declined by over 3 percent to USD 178.75 billion in 2009-10, shot up by an annualised 23.2 percent in September this year to a two-year high of USD 18.02 billion. Stressing on the need to increase India's share of global trade, Sharma said, "By 2014, we expect to double India's export of goods and services. It shall be our endeavour that industry and government work in tandem and work closely to achieve this target as well." To reduce dependence on US and European markets, the

minister said exporters have been encouraged to look beyond traditional destinations at new markets like Africa, Latin America and the Far East. To pave the way for greater engagement with other regions, India had last year signed two trade pacts with Korea and the Asean grouping. Sharma said in January, 2011, India will sign two more Comprehensive Economic Partnership Agreements (CEPA), one with Malaysia and another with Japan, and will commence negotiations for a separate pact with Indonesia. The CEPA, or free trade agreement, with Japan would reduce or eliminate tariffs on over 90 percent of goods traded between the two nations. The negotiations were concluded during Prime Minister Manmohan Singh's visit to

Banks have to grow 5-fold to meet fund needs: McKinsey PTI MUMBAI, NOV 14

Domestic banks will have to scale up their asset size five times over the next five years, if they want to cope with demand for capital from an economy that is clipping at near double-digits,says an industry report. The report, prepared by McKinsey & Company, says the No 1 bank in the country (without naming State Bank) will have to scale up its asset size to USD 800-900 billion by 2015 from the current size of USD 200 billion (March 2009), while the No 10 will have grow to USD 90-100 billion by then. The report further says the No 1 Chinese lender will have to grow its size to USD 4,0004,500 billion by 2015, up USD 1,700 billion in 2009, while that of the No 10 lender will be USD 800-900 billion against the present USD 190 billio. "A fast growing Asia will need USD 400-450 billion in capital by 2015, of which USD 380 billion will be for Chinese and Indian banks," the McKinsey report, titled Sustainablegrowth through inclusive institutional credit flow, said.

The report further says by 2014, the combined revenues of the domestic banks will be USD 73 billion, while that of China it will be USD 433 billion. But does not mean that foreign banks can have a quick run either in the country or in China, warns report. Because, the report says, "over 60 per cent of these revenue pool are subject to access restrictions that limit the traditional branch-based approach." The report also says that by 2014, the five largest emerging Asian economies-China, India, Indonesia, Malaysia and Thailand-will alone account for 45 per cent of the banking assets and over 60 per cent of market capitalisation of all Asian banks, including those of the developed Asia -- Japan, Korea, Taiwan, Singapore Hong Kong and Australia. India may takeover the US in terms of households savings by 2020, touching the USD 5 trillion mark, as the growing economy would boost incomes of people, a study has said. "The household savings rate of 33.4 per cent would translate into incremental savings of USD 5 trillion over the next decade with growing incomes of Indian households," Assocham President Swati A Piramal said in a statement. Currently, the size of Indian household savings is over USD 330 billion, according to a study jointly done by Assocham and PricehWaterhouse Coopers. Indian households have traditionally preferred safety of bank deposits and government saving schemes. Less than 10 per cent of their investments are in other financial assets like shares, debenture and mutual funds, which is low as compared to some of the developed economies, Piramal said.

Unemployment rate at 9.4% in 2009-10: Survey PTI NEW DELHI, NOV 14

Agriculture, forestry and fisheries sectors continued to employ the largest workforce in the country, according to a government survey for 2009-10 fiscal which said the unemployment rate in India during this period stood at 9.4 per cent. According to the first national-level household survey conducted by the Labour Bureau under the Labour and Employment Ministry, out of 1,000 employed people, 455 were working in agriculture, forestry and fisheries sectors during the period. This was followed by 89 people employed in the manufacturing sector, 88 in the wholesale and retail trade, 84 people in community services and 75 in construction sector.

Oct gold import soars 65% to 43 tonne PTI MUMBAI, NOV 14

Gold imports went up by 65 percent to 43 tonnes during October over the corresponding month last year following rise in festive demand due to good monsoon despite the ruling high prices. The import during October 2009 stood at 26 tonnes, according to data given by the Bombay Bullion Association. According to trade analysts, the signs of global economic recovery and good monsoon has given a drew customers to the appeal of the yellow metal despite the ruling high prices. Gold on Saturday ruled at Rs 20,440 per 10 grams, while on the international market it was trading at USD 1,368.80 an ounce. The country had faced its worst drought in 2009, which badly affected agriculture production, particularly paddy, coupled with world economic crisis made people conserve their savings. With increasing consumer confidence the imports are steadily rising and stood 8.2 tonnes more than in September, which was 34.8 tonnes. "This year the demand during

the festivals were very high as compared to the year-ago period, which resulted in high imports," industry expert Suresh Hundia told PTI here. However, after the festive season there is hardly any demand for the precious metal which, is likely to affect the November imports, he said. Analysts feel that, in short term the gold prices will decline by 30-40 dollars in the global market and Rs 500-600 in the domestic markets due to profit taking. "However, for medium and long term the gold prices remained bullish on the back of weak US dollar and global inflationary concern," analysts said. From January to October, gold imports stood at 278.5 tonnes, up 92 per cent from 144.7 tonnes in the corresponding period last year, data from BBA shows. The current gold demand trend in the country indicated a robust year-on-year recovery in imports from the 2009 levels, WGC said in a recent report here. Based on WGC estimates, India owns over 18,000 tonnes of above ground gold stocks worth approximately $ 800 bn at today's gold price.

I-T dept begins probe on Cos having 2G license PTI NEW DELHI, NOV 14

In a development that could spell more trouble for embattled Telecom Minister A Raja, the Income Tax department has begun probe into charges of alleged bribing and possession of disproportionate assets against some of the new operators who were awarded licenses under the 2G spectrum deal and Telecom Ministry officials. The department has also begun an investigation into the tax returns of all the telecom operators who were granted 2G spectrum licenses to ascertain their registered profits and find discrepancies, if any, official sources said. The department, according to sources, will specifically look into the angle of tax evasion in the entire process of allotment of the 2G spectrum through under-stating profits and escalating losses to allegedly facilitate bribes and kickbacks. The department is using its intelligence wing to gather financial information on all the stakeholders and individuals who were part of the spectrum allocation deal which has been marred by controversies including on the role of Raja. The Comptroller and Auditor General has reportedly put the revenue loss to exchequer at Rs 1.40 lakh crore in addition to another Rs 36,700 crore on allocation of spectrum beyond contractual limit to existing nine operators. In 2008, the DoT had issued 2G spectrum to eight new operators at Rs 1,658 crore for pan-India operations. The Department of Telecom (DoT) has

asserted that there was no loss to the exchequer due to distribution of new licences in 2008. The CAG report is also understood to have castigated Telecom Minister A Raja for ignoring the advice of finance and law ministries on allocation of 2G spectrum licenses to benefit a few operators. On his part, Raja asserted had that he had not done anything wrong and had only followed the policies pursued by his predecessors. The I-T department, according to sources, has largely collected documents related to finances and tax details of the stakeholder companies which have 2G spectrum license, the Telecom Ministry and its officials. Sources said the department has shared certain documents with the CBI, probing the 2G spectrum allotment, and is in the process of obtaining documents from the investigating agency which relate to communication related to bidding and award of contract between the Telecom Ministry andthe winners of the 2G spectrum. The companies which were allotted spectrum include Unitech Wireless Ltd (rebranded as Uninor), Loop Telecom, S Tel, Datacom Services (now known as Videocon Mobile) and DB Group-promoted Swan Telecom (now Etisalat DB Telecom). The Telecom ministry has earlier told the Supreme Court that the government auditor CAG did not have the authority to question the policy decision as per which licence were issued to new players in 2008.

Maruti to adopt more ITIs across India AGENCY NEW DELHI, NOV 14

Maruti Suzuki--India’s largest automobile maker is all set to adopt more Industrial Training Institutes in the current fiscal and tap talent to boost its ambitious production plans in the coming years. Currently, MSL has 17 operational ITIs across the country. “We plan to ramp up these numbers to 53 ITIs by end of 201011 financial year,” managing executive officer, Maruti Suzuki S Y Siddiqui said. So far the company has absorbed over 500 candidates in the company’s service network. “We are planning to absorb 500-600 more ITI students who can be immediately employed in the coming months,” The new ITIs are expected to come up in Gujarat, Maharashtra, Karnataka, Tamil Nadu, Goa, Kerala, Bihar and Rajasthan. Asked about the selection of the ITIs in these states, Siddiqui said his team was in the process of selecting individual institutes. He pointed out that Maruti Suzuki’s ambitious plan to ramp up its development initiatives in ITIs is in line with the robust growth of over 27% by the automobile sector.

Star cueist Pankaj Advani provided the first gold for India in the 16th Asian Games by clinching the title in billiards singles while Alok Kumar claimed a bronze in 8-ball pool event and the shooters accounted for a silver and bronze on the second day of competitions here today. Defending champion Advani kept his reputation intact with a thrilling 3-2 victory over Myanmar's Oo Nay Thway in the billiards final as India pushed their medals tally to one gold, three silver and two bronze to retain their fifth position on the table. Hosts China continued to rule the roost and maintained the top position on the medals table with a tally of 37-14-12 while South Korea (13-10-12) and Japan (8-20-15) were in the second and third spots respectively. The shooters were again in the spotlight with Heena Siddhu, Annu Raj Singh and Sania Rai claiming the silver in the women's 10 m air pistol team event and Vijay Kumar bagging the bronze in the men's 10 m air pistol at the Aoti shooting range. Alok became the first Indian to win an Asian Games medal in pool events by bagging a bronze though he lost his semifinal contest 5-7 against Kuo PoCheng of Chinese Taipei. Under rules of the event, both the losing semifinalists are awarded a bronze each instead of playing a third-place play-off. India's men's tennis team also

assured itself of a bronze medal by securing a place in the semi-finals against top seed Chinese Taipei but the performance in other disciplines such as weightlifting, judo, swimming, cycling and triathlon left much to be desired on a day of mixed fortunes. On the lighter vein, Dravid described Harbhajan as the "new Gary Sobers", when pointed out that the offie has scored almost as many runs as Virender Sehwag in the series so far. "Harbhajan is definitely not a bunny with the bat, he was hitting it really sweetly," he added. Dravid also praised Sreesanth for his resolve, saying "credit to Sreesanth, he hung in there and played 50 balls. That's his credit". Asked about his dismissal after doing all the hard work earlier in the day, Dravid said,

"It's disappointing to get after settling down, after doing all the hard work. As team we are doing pretty well, though some of us may not have gone on to make a big score, we have (almost) achieved the target (of taking a 100-run lead)," said Dravid who scored 45 runs before being trapped by Tim Southee. "At times you do take time to get used to the conditions. You feel good after four or five singles and get ready for the day," he said. On the dismissal of Sachin Tendulkar who is just one short of notching up his 50th Test hundred, Dravid said, "He got quickly but on most day, you expect him to execute that shot." Dravid was impressed with Daniel Vettori's bowling and New Zealand fielding.

"Vettori bowled really well, he is a top class bowler. New Zealand’s ground fielding was outstanding. They saved a lot of runs when I was batting with Laxman," said Dravid.

behind by the end," said Taylor, after New Zealand let India score 113 runs in the final session of play. "Plans didn't go as we have liked them to," the Kiwi added. Asked about the team's chances in the last two days, Taylor said, "We will try and keep the lead to 100 and then bat the whole day tomorrow and score around 260 (till stumps on the penultimate day)." team management had any specific plan or analysed Harbhajan's batting, Taylor said, "We have plans for every batsmen but Harbhajan has really improved his batting." When pointed out that skipper Daniel Vettori had bowled the bulk of the overs in the innings, the New Zealander said, "Going into the match with one spinner, he knew he was going to bowl long spells and Martin was also doing well."
