Bringing about sweeping changes in Goa’s administration, Union Ministry for Home Affairs (MHA) has transferred two each Indian Administrative Service (IAS) and Indian Police Service (IPS) officers to Delhi. IAS officers - C Tripathy, State Agriculture Secretary (1996 batch) and Narendra Kumar, Secretary to Goa Governor (1998 batch) have been shunted to New Delhi in an order issued last Friday. They will be replaced by IAS officers – R K Verma from Dadar and Nagar Haveli, Pawan Sen and V K Deu. Similarly, IPS Officers — Deputy Inspector General of Police Ravindra Yadav (1995 batch) and Senior Superintendent of Police (Security) V V Chaudhary (1998 batch) have been shunted to Delhi police. The two senior officers will be replaced by two other IPS officers - Sanjay Singh (1990 batch) and I B Rani (2000 batch) — currently with Delhi police. In a relief to the ruling BJP, the Karnataka High Court today upheld Speaker K G Bopaiah’s order disqualifying five independent MLAs, who had withdrawn support to the Government, from the Assembly membership on the eve of October 11 Trust vote which it won. “... We are of the view that the impugned order passed by the Speaker is not in violation of constitutional mandate nor is there any infirmity based on malafides or perversity”, a full Bench of the court said in a 190page verdict, dismissing their petitions challenging the disqualification. Gulihatti D Shekar, Venkataramanappa, P M Narendraswamy, D S u d h a ka r a n d S h i v a r a j Thangadagi – all elected as Independents — were disqualified by the Speaker on October 10, a day before the B S Yeddyurappa Government took a vote of confidence on the floor of the Assembly which it won by voice-vote amid pandemonium. The BJP Government later accepted an offer made by the Governor to seek the Trust vote again, if it wished, on October 14 and won it 106 votes in favour and 100 against. Social activists today rallied behind two Judges – Desmond D’Costa and Anuja Prabhudesai, denouncing their suspension and demanding independent High Court for the State of Goa. In a meeting held at Azad Maidan, the activists resolved that there should be full transparency and observance of principles of natural justice. Seeking Justice for an injustice, the activists demanded that the suspension of Additional Sessions Judge Desmond D’Costa be revoked immediately and also higher ups in the judiciary should stop harassing Industrial Tribunal judge Anuja Prabhudesai. The public meeting, which was attended by over 200 peo-

ple from various sections of society, raised questions over the judicial decisions in the matter of suspension of both the judges.

Virtually washing its hands off the police-drug nexus case involving Israeli Yaniv Benaim alias Atala and seven policemen, the Central Bureau of Investigation today claimed that Goa Government had not recommended any probe, while also stating that the case did not come under its jurisdiction. The Division Bench of Bombay High Court at Goa was hearing a petition filed by National Student Union of India (NSUI) Goa Unit pleading a CBI probe into the police-politician-drugs mafia nexus cases in the State. “The alleged case of the Crime Branch relates to the local State police and none of the accused are working in the Central Government or in any central public sector undertaking, which would justify taking over the investigation already being conducted by the local police”, reads the affidavit filed by CBI Superintendent of Police S S Gavli. any authorisation under the Delhi Police Act 1946 authorising CBI to take over the investigation”. On the contrary, Goa Government by a letter dated January 21, 2011 to the Department of Personnel & Training Dr S K Sarkar in New Delhi had requested CBI to take over the probe. Seven policemen including Inspector Ashish Shirodkar were arrested last year after drug lord Atala had confessed about his links with the policemen who allegedly supplied him drugs. Goa’s floating casinos may be in for a bonanza, as the fate of eight of Nepal’s 10 casinos – once a major tourist attraction – is in jeopardy. The owners have failed to pay nearly NRs 40 crore (Rs 25 crore) in taxes, fees and other dues to the Government. The Public Accounts Committee (PAC) of the Nepal Parliament has directed the State to scrap their licences if they failed to clear their dues within 35 days. That deadline expired on Friday. A sharp dip in business owing to political turmoil and labour unrest caused the casinos to run up a huge debt to the Government. Casino Anna’s ownership is in dispute after the five-star Hotel de l’Annapurna, where it was based, asked it to vacate the premises owing to unpaid rent. Earlier, Casino Shangri-la, whose CEO was Wadhwa’s wife Shalini, went to court to dislodge the casino after it defaulted on rent. The two casinos in Kathmandu that have cleared their dues – Casino Tara and Casino Everest – also face uncertainty as they are under NRC. The two casinos in Pokhara – Casino Grande and Casino Fulbari – are both behind in payments. Ironically, Wadhwa’s monopoly started crumbling soon after he wrested NRC away from his former mentor, American investor Richard D Tuttle, after a bitter legal battle in Hong Kong. Bhanu Chander alias DJ Nash, caught in possession of cocaine, was lucky on 10 previous occasions when he managed to smuggle the contraband to Hyderabad from Goa. Nash, son of a retired Indian Forest Service (IFS) officer, always used to be cautious and bring in small quantities, so as not to cause suspicion. But on Friday, he came with 305 grams, to supply it to some influential persons. But he ran out of luck as the Hyderabad police nabbed him and his accomplices. “Previously, he used to smuggle around 50 grams of cocaine, in 10-gram packets. Each packet was sold for up to Rs 50,000 on which he would make a cut of nearly Rs 30,000. He also used to keep some stuff for his own consumption”, police officials said. He used to sell one gram of cocaine at Rs 4,000, but had been known to charge as much as Rs 6,000, they added. Nash’s latest trip to the city was specifically to meet Murali and recover arrears, apart from delivering more cocaine. In the last few months, Nash allegedly sold cocaine worth Rs 5 lakh to Murali, but received only Rs 50,000. “The meeting between Nash and Murali was about settling pending dues of Rs 4.5 lakh”, police said. Police recovered the telephone logs of both Nash and Murali and found that on several occasions they had spoken to each other on the phone.

The Baina Ramponkar and Fishing Canoes Owners Society (BRFCOS) on Monday raised its voice against MPT’s proposed fishing jetty at Katem-Baina to rehabilitate fishermen from Khariwado. It may be recalled that on February 14, 2008, MPT had reportedly agreed to the demand of Mormugao Bachao Abhiyan (MBA) that development work would not be carried out without taking local leaders into confidence. However, exactly three years later, the fishermen affiliated to BRFCOS have once again cried foul over MPT’s controversial proposed fishing jetty at KatemBaina. A Mumbai-based company has commenced soil-testing work, which has been going on for the last one month along the Katem-Baina coast for the proposed fishing jetty, despite opposition from local fishermen. The work has upset the fishermen and they met with Mormugao MLA Milind Naik on Monday to discuss the future course of action. Naik along with former Councillor Seby D’Souza, officer bearers of BRFCOS, Sadik Shaik, Prakash Gaune, Satish Majalikar, Xavier Gurjao and others had a meeting with fishermen and other affected people with re-

Agitating lawyers held an impromptu meeting outside the district court this morning and vowed to boycott the court of Principal Sessions Judge, U V Bakre till justice is done to Judge D’Costa.. Speakers expressed concern over the corruption in the judiciary and reiterated their demand for the setting up of a separate high court for Goa. Addressing the advocates, Adv Prakash Prabhudesai said that Judiciary is supposed to be the strongest arm of the state. He said the advocates should not end with these two cases and called upon members of the legal fraternity to fight injustices in such cases in the future too. Quepem-based Advocate Hegde Desai lamented saying that what is happening in Judiciary is very bad. “If this confusion prevails in the Judiciary, the people will loose their faith in the system. Differences amongst Judges should be resolved amongst themselves. We have to answer the question who is an efficient judge, a Judge who gives quick justice or on the one who just drags the matter”, he asserted.

Census enumerators, beware. Refusal to perform census duties may invite police action and punishment under the Census Act. An employee attached to a city-based school is facing action after she failed to report for census duties, thus refusing to perform the duties. Taking strong cognizance of the report from the supervisor, Deputy Collector Johnson Fernandes had lodged a complaint with the Margao Police against the employee. IN his complaint, he pointed out that the work assigned to the enumerator is of time bound nature and no excuses

Where are the Trade Zones to facilitate relocation of illegal scrap yards under the Goa Waste (Scrap) Recycling Unit scheme 2007? While the Joint Committee headed by the Sub-divisional Magistrates have been virtually flooded with applications from scrap yard owners for registration of the scrap yards under the scheme, the government has neither notified the trade zones nor the IDC has identified and acquired land for these proposed zones. These zones are to be established by the government in consultation with the Goa Industrial Corporation for Recyclable Waste within two years. As per the scheme, the IDC is to carry out the development of the land and provision of necessary infrastructure for the conduct of

the trade zones. Says Director of Industries, Sanjit Rodrigues: “Right now, no trade zones for the scrap yards have been set up in the state. The requirement of trade zones may depend on the number of scrap yards located talukawise”. He said a proposal for making land available for the trade zones is presently pending with the IDC Board, which will soon take a decision on the establishment of the trade zones. As per the scheme, the allotment of land in the trade zone is to be made by the IDC strictly to registered persons only after detailed assessment of the requirement. This lacuna is what has raised many an eyebrow amongst elected representatives to the entire scheme. In fact, Sarpanchas of many a panchayat body

has made it clear to the Joint Committee headed by SDM Johnson Fernandes that the authorities should first acquire and notify the land for the proposed zones before registering the scrap yards. The Sarpanchas have contended that registering the scrap yards sans the trade zones would mean bestowing legal status on these units till the relocation to these zones, which may take years to materialize. This assumes significance against the backdrop of the 149 applications made by scrap dealers to the Joint Committee for registration of their illegal units. Information furnished by the Joint Committee indicates that majority of the scrap yards fall in the village of Sao Jose de Areal, where local residents have been waging a battle against the scrap yards.

Colva school burgled, cash stolen HERALD REPORTER MARGAO, FEB 14

Miscreants broke into the Infant Jesus High school, Colva last night and decamped with cash and a mobile amounting to Rs 50,000. The miscreants effected entry into the school by breaking the lock of the main door. Cash of Rs 43,000, which was stored in the cupboard was lifted away by the miscreants. Acting Colva police station incharge, PI Jivba Dalvi along with PSI Satish Gawde rushed to the school after receiving information that thieves have burgled the school. PI Dalvi inquired with the school headmistress Flora Valadares and other staff members on the theft and promised action.PSI Gawde said the culprits cut open the lock of the main office and lifted away the cash and mobile phone. The Colva police requisitioned the services of a police dog and finger print experts to assist in the ongoing investigations. PSI Gawde said the police dog led them to the main door before loosing the track of the miscreants. The finger p r i n t expert is believed to have got a finger print from the scene of offense.

He told us that it would still work and we might reach Valpoi”, said Khan. “After reaching Karapur, the bus driver lost control over the vehicle and hit the oncoming vehicle”, said Khan. “There was a loud noise and within a minute, the bus was resting on the truck. There was commotion all over as people pushed and trampled others in a bid to save themselves”, said a visibly shaken Khan.

Highway agitation spreads to K’taka HERALD CORRESPONDENT KARWAR, FEB 14

Ramadas Nayak, convener of the ‘National Highway 17 Land Acquisition Action Committee’ based in Udipi, says that the High Court has stayed acquisition of additional land for the widening of NH 17. He said that some of the affected persons had approached the High Court against the acquisition of more than 45 metres of land for converting the SuratkalKundapur stretch of the national highway into a 4-lane road. At a press conference on Sunday, Nayak said that about 180 p e r s o n s f r o m K u n d a p u r, Suratkal, Nantoor, and Haleangady had filed the said writ applications, and that the High Court has issued the stay order. “As a result, work has been stalled in places where over 45 metres of land was proposed to be acquired. Within the next two weeks, 500 more people will be filing writ petitions on the same lines,” he revealed. Nayak pointed out that the National Highways Authority of India (NHAI) had agreed to limit land acquisition for NH17 to between 35 and 45 metres in Kerala, Goa, and Maharashtra. But it wasn’t agreeing to apply the same yardstick in Karnataka. He pointed out that the width of land acquired is 60 metres in Udupi dis-

trict, but that in and around Mangalore, it is only 45 metres. “We are not against the highway. But we are opposed to the way in which the government is acquiring land forcefully and without providing proper information. The Authority has been demolishing buildings illegally, by hiring contractors, which is anti-people,” he alleged.

Non-Goan hawkers dominate Mapusa market ‘Goans denied strategic spots’

The growing presence of nonGoan vendors at the Mapusa market has irked the traditional vendors from Mapusa and surrounding villages. Women from Mapusa and surrounding villages who proceed to Mapusa market to sell their wares complain that it is difficult to get even one square metre of space in the market, as strategic places in the market have been occupied by non-Goan hawkers. These non-Goan hawkers sit beneath the shade of beach umbrellas, while the Goan women sit in the scorching sun or under hand-held umbrellas, wherever they get the place. There has been alarming increase in non-Goan hawkers in Mapusa market in recent years. Goan hawkers have accused Mapusa Municipal Council (MMC) inspectors of allowing non-Goan vendors to use beds and platforms under the shade of huge beach umbrellas, while they have to fight for one square metre of space in the market. “The women who used to sit alongside the Shakuntala statue have been shifted elsewhere and this space has been occupied

The year 2010 saw Anjuna and Calangute police confiscating illegal drugs worth Rs 72.86 lakh. Anjuna Police achieved success in 13 drug-related cases netting drugs worth Rs 38.86 lakh, while the Calangute counterparts registered 12 cases with seizure of drugs worth Rs 34 lakh. For Anjuna Police, the major chunk of the illegal drugs seizure came in November 2010, the Calangute Police were able to net the same in April 2010. PI Manjunath Dessai led the Anjuna Police in carrying out the biggest haul, while PI Nolasco Raposo had his hand in the major seizure at Calangute. PI Dessai also had his hand in a number of drug-related cases in 2010 at Calangute on transfer of PI Raposo. After taking over from PI Raposo, PI Dessai was able to net another rich drug haul in December 2010 with seizure of illegal drugs worth Rs 3.50 lakh. Surprisingly, both the police

stations had major seizure of charas besides other drugs like cocaine, MDMA, ganja, ecstacy tablets, heroin and LSD. Speaking to Herald, PI Dessai gave the credit to the team effort of the police staff as well support and co-operation of the locals. “To achieve success in the raids, the police should maintain a good rapport with the villagers, thus winning their confidence which is of utmost importance. The good rapport helps in winning the confidence of the villagers who then judged the capability of the officers concerned,” said PI Dessai. “The success achieved by us at Anjuna and Calangute Police stations were our sincere efforts in keeping a close watch on illegal activities and an attempt to save the youth in falling prey to the illegal and banned drugs,” added PI Dessai. “We sincerely hope the villagers and locals extend their support and co-operation always to keep a check on the illegal activities in the villages,” said PI Dessai.

A social activist today urged Sessions Judge to probe Agassaim police inspector Vishwesh Karpe’s links in the MBBS exam paper leakage scam, which was exposed on January 2, 2011. Kashinath Shetye was arguing his case before the Sessions Judge Nutan Sardessai alleging that PI Karpe threatened him and other complainants to withdraw a criminal complaint against three examiners in connection with MBBS question paper leak at Goa Medical College and Hospital (GMCH). On January 3, Shetye, Ketan Govekar and Atish Mandrakar had filed a complaint at the Agassaim police station alleging that the papers were deliberately leaked with the motive for wrongful and monitory gains. The applicants moved Sessions Court after the police failed to register First Information Report (FIR). The case was

however registered couple of days later after Goa University (GU) in its inquiry report confirmed paper leakage. “The PI and Hawaldar Datta Vernekar should be investigated

Urging the public to stop using plastic bags, Opposition leader Manohar Parrikar said it is the only way to tackle plastic menace, which is threatening to blow out of proportion. Parrikar was addressing the gathering at the valedictory function of the plastic collection cum awareness drive held by Domingo de Araujo Charitable Social Trust in association with the NSS unit of the Santa Cruz Higher Secondary School, at Santa Cruz, on Monday. Speaking further, Parrikar advised the public to stop relying on plastic bags for their daily use and instead use natural items like paper bags, jute bags, etc, which he said will contribute in controlling the plastic menace to a large extent. The Special Gram Sabha deliberated at length the pros and cons of the 200 mtr HTL determined by the Goa Coastal Management Zone, as it was based on the satellite picture. “We need to collectively decide on conducting a survey on a full moon day to determine the coastal HTL in regard to the CRZ violations,” said Panch and former sarpanch Joseph Sequeira. Georgina Nunes, the girlfriend of Moira resident Cipriano Fernandes who allegedly died in police custody on January 9 has been issued a bailable warrant after she failed to appear before the Judicial Magistrate First Class (JMFC) Panjim in the matter. JMFC on Monday directed the police to execute the warrant against Georgina after she failed to appear the case trials on two occasions. Cipriano was picked up by police on the night of January 7 under a preventive arrest provision. He was allegedly beaten up in the police vehicle and at the Panaji police station, before he was taken to the Goa Medical College and Hospital. Georgina, who was based in Britain and worked on a cruise ship, witnessed the beating. According to police, they had responded to a call by Georgina on 100 police helpline number informing them that Cipriano was drunk and was creating a ruckus in Caranzalem.

The first phase of bypass between Uguem and Guddemol is in the final stage of tendering and the work order will be issued this month,” he said, while speaking to reporters. “My job here is restricted to ensure that the tender is floated by the specified date and the bypass is completed within given time of one year by the contractor.” “For the second and important phase between Guddemol and Capxem, the land acquisition process is on and the tender for this shall be floated by February 20. The government has obtained the forest clearance for this road within a record time,” said the MLA. Satardekar claimed that both these phases should not take more than a year to complete. “As regards phase 3, since the Quepem MLA is constructing a road up to Shirvoi, we have suggested road from Shirvoi running parallel to the canal and touching the boundaries of Bettmoddi, Vodlemol, Mugoli, etc to connect the road to Uguem Capxem bypass near Costi,” Satardekar said. He informed that the feasibility of alignment of this road is being studied by an external agency appointed by GSIDC and a report would be put before the steering

e have all heard talk, threats and tantrums in the recently strained relations between the Congress and the Nationalist Congress Party (NCP), partners in the coalition that rules Goa. But it has all been restricted to words, with no action. That situation changed on Sunday, when the NCP announced that it will contest 15 out of the 30 wards in the forthcoming polls to the Corporation of the City of Panjim (CCP) to be held on 13 March. It’s all very well for a party to say it is ‘capable’ of going it alone in a coming election. It is another matter to actually float a panel against one’s coalition partner, especially in elections to the municipality of the state’s capital. NCP General Secretary Avinash Bhonsle has said that the party will release the names of candidates only when it files the nomination papers on Wednesday. But the panel is not Mr Bhonsle’s to float. Its main architect is NCP Benaulim MLA Francisco alias Mickky Pacheco. Mickky first announced he was putting up a panel for the CCP elections after Education Minister Atanasio alias Bubush Monserrate participated in a Congress MLAs’ revolt against his re-induction into the cabinet. Mr Monserrate is testing the waters to see if he can contest the election from Panjim, and put up his wife Jennifer from his pocket borough of Taleigao. But that is not only some way in the future, it also depends on what happens between now and then, not least the CCP elections themselves. If the Monserrate panel (already announced) sweeps the polls, then the possibility of a Babush candidature from Panjim moves from the realm of possibility into probability. But the Bharatiya Janata Party (BJP) has also announced its intention of setting up a panel; 25 candidates’ names have been announced, and the remaining are to be decided shortly. Following that announcement, Mr Monserrate has been steadily making changes to his already announced panel, and it now contains 55 per cent ‘new faces’. How will the NCP bid queer his pitch? More important, if this announcement is followed up by actual action, it will have implications for the alliance with the Congress for the next assembly elections, already fraying at the edges, thanks to all the high-decibel talk on both sides about ‘going it alone’. If the alliance falls apart, no doubt it will affect the poll prospects of the Congress and even possibly lose it a number of seats. But the effect on the NCP will be nothing short of disastrous. Even a single MLA would be a bonus. Therefore, it must think this step through carefully.

Shourie’s silence

ormer Telecom Minister Arun Shourie seems to have discovered his voice and recovered his memory a little late in the day. Only after his role in authoring the infamous ‘First-Come-First-Served’ telecom policy was exposed by the Justice Shivraj Patil Commission, has Shourie ‘remembered’ that he told Prime Minister Manmohan Singh about A Raja’s 2G Scam, but that the PM ignored his warnings. His own party, the BJP, has openly contradicted his claim that it did not want to raise the scam in Parliament in 2009 despite his suggestion to do so. Ever since his departure from the Upper House following his fall from grace in the BJP, Shourie has been quiet. He cannot now with any credibility claim: “I told you so.”

Panjim’s disgrace Rajan Parrikar, Panjim For 4 years I have been fighting the menace of noise pollution on River Mandovi by the cruise boat operators. I have filed many complaints with the Pollution Board and made a dozen trips to the Collector’s office over the years. Every year the problem has become worse. I recently went through the same rigmarole. The Addl Collector sent me to the PI who, in turn, directed me to the DySP who routed me to the Pollution Board from where I rebounded to the DySP. It was like chasing my own tail. Every authority here knows that the cruise operators are in violation of the sound code but nobody has any desire to put an end to it.

unday, 6 February 2011, the Herald frontpage report states: ‘Goa should be the happiest state in the world by 2035; where every Goan will do well, there is harmony, pristine nature and development without destruction, eminent scientist Dr R A Mashelkar said in the inaugural lecture of the D D Kosambi Festival of Ideas at Kala Academy, Panjim on Saturday. Pointing out that innovation and knowledge will drive the present century, he said Goa – owing to its small size, high human development indices, education and widespread knowledge of English – is best suited to be a knowledge economy.’ Dr Mashelkar then went on to describe himself as a dangerous optimist. The real danger is that the younger generation may start taking the notion of India Shining seriously. They may swallow the big lie about India being the financial powerhouse of the 21st century even though they can already see and smell India - the environmental shithouse of the world. How do you build a great India on a foundation of moral and ethical turpitude? Corruption in every walk of life, even at the highest levels of academia, plagued with more than its fair share of bogus educational qualifications, leaked examination papers and plagiarism. Surely Dr Mashelkar has experienced this first-hand. He would have seen, from close quarters, how rotten-to-the-core are our elites. He wants 1.2 billion Indians to get up each morning and say: My India. What an India that will be. Unfortunately, the idea of India exists as a figment of the imagination of about 300 million people. This is the generation that will soar and take India to its tryst with destiny, but most curiously and painfully, it will soon dawn on one that this generation’s idea of India is divested from any interest in how majority of Indians live. It does not feel that there is anything obscene in building a $1 billion dollar home in a city, in which four crore people live in slums. For it, the idea of India does not extend beyond the Tatas taking over Jaguar, or the nation doing well in cricket. The angst about the staging of the Commonwealth Games is not seen when millions of tons of grains rot in granaries in a nation where more than 75 per cent of the population live on less than Rs20 per day. The heart that swells up with pride when the rupee got a symbol or when ‘Slumdog Millionaire’ wins an Oscar, goes cold when it actually sees a person from the slum. Twenty-four year-old Reema Bhardwaj, who was nine months pregnant, died after she was denied admission at a government hospital in Ghaziabad. The baby could not be saved either. Yet, it remains a country of paradoxes. Despite

having the tag of being known as the destination for medical tourism, India has been apathetic, even callous, about the health needs of its’ poor. Despite having cutting-edge medical technology, we appear to have scant regard for life. Reema could probably have been saved with timely treatment and more importantly, some humane behaviour in accordance with the sacred Hippocratic Oath. One could argue that ideas like secularism is thriving considering that urban India spends more on Christmas than Diwali, and that malls in Delhi heralded-in a white Christmas last year with snow, elves, reindeers and trees studded with 400,000 Swarovski crystals! But real India will take another half a century to see Santa. Till then, the Chamars and Madigas will continue to be lynched alive, for daring to wear sandals or ride a scooter. We are still in denial that something like caste or heinous oppression based on it exists. While the Indian state would do anything to question the equation of casteism, with racism in international fora, the ‘forward’ castes among the generation text are willing to immolate themselves if there is a semblance of threat to the order decreed by Manu! The Indian Republic is now a senior citizen and so is Dr Mashelkar. Does he care that a few months ago, Beebi Lumada, an Indian ‘housemaid’, was stranded at Muscat airport, having lost her passport. After five days at the airport, she turns delusional and dies of shock. Even when India plans to send a man to the moon, it could not send a man from its own embassy to help a poor woman in distress. The idea of India in the present, is one which curiously does not include most Indians. It is the idea of India, without the Gokul Singh Gonds and the Beebi Lumadas. The Mashelkars of this world will only make sense when such injustices stop being associated with the idea of India. When the Indian state is not constrained to charge Dr Binayak Sen and Arundhati Roy with sedition. Until then, the Mashelkars and Kakodkars of Goa will continue to live their delusions of grandeur in their ivory towers. What is the good of knowledge if our youth are reduced to so many programmed, computerised robots?

ver since I moved to Goa, I have had my mornings ruined by something I call the ‘Bizarre Birthday Boy Bonanza’. Open your morning paper and you are confronted with page after page filled with ads wishing some leader or the other, a happy birthday. We are informed that ‘his birth was a gift to his parents and the people of Goa’, we are invited to admire his ‘many achievements and astounding dedication to the people of Goa’. In bad verse and in worse prose, his virtues are extolled. The same face stares up at you replicated a dozen times across several pages. Do the politicians in question actually imagine that the public takes this to be a genuine outpouring of love and affection? Do they think that such orchestrated antics buy them validity? That we believe that all these people madly love them to death and consider their birth a bigger event than the birth of the saviour? In actual fact, the public is laughing its head off – mostly at the pug-ugly photos of the birthday boy plastered all over the papers. It’s enough to put you off your breakfast. To my mind, even funnier were the over made up and air brushed pictures of a leading politician’s daughter. If you can’t bully them with displays of power, try to seduce them. We were told that she had displayed astounding signs of leadership while in school, that she spent her time bringing succor to the poor and the sick. That, but for the slight difference in age and looks, here was Mother Teresa herself. And they think

we actually believe this stuff, written by PR agents with a very loose grasp of the English language. Let’s take a closer look at the people who have rushed into print to declare their admiration and love of Birthday Boy. Analysing the list will give you a perfect understand of exactly what interests intersect in the base of power and corruption. The list reveals the tangled web of favour trading and political equations – all out in the open, dressed up to attend a birthday party. There is business, big and small, local governance, and the local grass roots gang, also known as ‘loyal supporters’. The business houses proudly display their names. You will find ‘ship building’, ‘industrial estate’, and plenty of construction companies. If they have gone the distance to buy an ad, you can only imagine how much more money has been contributed in less public domains. Then there are the government servants who should be ashamed to display so clearly that they are mere tools in the hands of the local power man. Yet there they go – long lists of Panchayat members, and even Zilla Members. If the names of your panchayat members appear below reams of badly written praise for a known crook and tainted minister, I would suggest that you never vote for them again. Then there is, of course, the aam admi. Entire families put down their names in long eager lists. And here lies what is wrong with the state of Goa. The long list is actually a list of the morally

Of late, the reputation of the Indian Judiciary as the main protector of the Constitution is in danger of being damaged owing to unwarranted outbursts of vested interests or well-intentioned but hasty actions of professional pressure groups. The Justice Somasekara report in Karnataka is being rubbished by the Christian community because it absolves Hindu fundamentalist groups of charges of vandalism. Justice Shivraj Patil’s 2G scam probe is being questioned by Arun Shourie because it indicts the BJP rule too. Sometime back, eyebrows were raised by the legal fraternity and activist groups at the suspension of Judge Anuja Prabhudesai. Now it is the suspension of Judge Desmond D’Costa which is being questioned. The legal fraternity in Goa, in threatening to go on strike on the issue, seems to have ignored its adverse consequences on the administration of the judiciary within Goa. Unjust judgments are seldom publicly criticised, much less agitated against. All that the aggrieved ‘aam admi’ can do is to go in appeal. When aggrieved judges also seek redressal of their grievances through normal channels, why should disciplinary actions against judges be made an issue of public agitation? It is perhaps time now that the administration in the Judiciary is made more transparent and stringent, and all stakeholders, including lawyers, are subjected to a stricter Code of Conduct, in the interest of a strong and transparent judicial system.

No place for despots Michael Vaz, Merces The Egyptian President, Hosni Mubarak had to relinquish his 30 years of authoritarian rule, bowing to the unrelenting pressure from his own people, to quit. The man who had rigged the elections, rewritten the country’s constitution and vowed to retain Presidency was made to bow before the people’s verdict. There is an overall charged atmosphere in the Arab world. People have been trying to fight for their democratic rights. Protests have already triggered in Yemen on similar lines, and are likely to spread to other places as well. The message is loud and clear. Man is born to enjoy a life of freedom and that cannot be suppressed for long.

One can understand those with business and power equations at stake doing what it takes to defend their interests. But much worse is the moral bankruptcy that expresses open admiration for a man who has got where he has, by underhanded means. When Goan families feel the need to roll over and lick shoes in print, we should worry about the state of Goa. Corruption is the big issue of the moment in Goa. As this goes into print Goan citizens are coming together to plan a mega march against corruption. We have already seen what the boiling over of the common man’s discontent can do in Egypt, and we can only hope for a tidal wave like that in Goa. Only a tidal wave can wash away the institutionalised, hardened structure of corruption that holds this state imprisoned. While politicians must be held accountable and pay the price for what they have done to this state – equally must the ordinary citizen who allowed corruption to thrive, be held accountable. And in the lists of names of those who wish the corrupt a long life and happy days, we will find a starting point. If you recognise any of those names – tell them that they are not celebrating a birthday. They are celebrating the destruction of our state, and they should be ashamed.

The politicians are preparing to mislead all by organising different programmes. Goa is a perfect example for us, do not get carried away or the war will continue by the GBA, anti-SEZs and others.

Making a noise Marcos Alemao Pilerne Citizen Forum (PCF) is making a lot of noise about illegalities of the government. However, they finally succumbed

under pressure. Lately, they made a noise about bogus names in the election rolls, and they warned the election commissioner not to hold any election unless and until the bogus names were deleted. Thereafter they brought the issue of blunder in Regional Plan 2021 and nothing has happened since then. Now again, they came out with the issue of land grabbing, will they hold any good result or bow out under pressure?

One fails to understand what ails the judiciary in Goa, wherein competent and upright judges are suspended. First it was the turn of Anuja Prabhudesai, now the axe has fallen on Desmond D’Costa. The latter has been highly acclaimed for his integrity, implementation of speedy justice and unbiased verdicts. His suspension smacks of something flimsy and unsubstantial, since no reason has been provided. The very fact that many lawyers’ associations across Goa struck work in solidarity with Judge D’Costa speaks volumes about his performance and character. One hopes the higher-ups in the Judiciary will take note and revoke his suspension order immediately.

Stinking ‘beach tourism’ Augustus Alphonso, Vasco Addressing the gathering on Republic Day celebrations, the Governor said: “Stating that the tourism development was an important economic activity in terms of employment generation and economic growth for the state, he said that so far 90 per cent of tourism in Goa has been “beachbased”. All this seems ‘wonderful’ to hear but can someone sincerely tell me what type of beach tourism goes on Vasco? Nothing happens in Vasco except that the migrants defecate on the open beach. Is this the ‘beach tourism’ that he is talking about? These are important issues concerning Vasco and I hope the concerned government authorities will seriously take up this matter.

Paths of Wisdom Terrorism nipped in the bud By Kalidas Sawkar The child woke up a little late in the day and feeling hungry, started walking towards the kitchen. It was a big family and all the people were busy with their day’s chores. Hearing the cries, family members were telling one another to look after the child. The passing buck did not stop. Getting hunger pains the child started crying and then screaming. A woman came to help and said soothing words to child but they were not sufficient to douse the fire of hunger. The child was given a ball to play. He took it up and threw away. The ball hit a window pane followed by the noise of cracking glass. People scurried and brought food for the child. The next day the story repeated itself. But now, the child had learnt its lesson with previous experience. Today, no ball was required; the little human understood important thing was to break glass. Seeing no food forthcoming, it looked around and found a small steel cup close by. Inspired by previous lesson, it bent forward and lifted up the metal cup and went to hurl it at the window. Suddenly he felt lifted up and clasped in a warm embrace, with soothing words springing from his grandmothers lips. In between hugs and kisses, she started scolding those around to get him food. Feeding the child grandmother told it how Lord Krishna was as prankster and how he became so good that when he grew up people called him a God. SC seeks proof against Lalli PTI NEW DELHI, FEB 14

The Supreme Court today sought from the Centre evidence on alleged irregularities committed by former Prasar Bharati CEO B S Lalli in running the public broadcaster on the basis of which he was suspended last December. A bench headed by Chief Justice S H Kapadia asked the government to file a statement of facts relating to Lalli’s suspension within four weeks and asked the former public broadcaster chief to respond to it within next three weeks. The bench passed the order on a Presidential reference to sack Lalli, a 1971-batch IAS officer of Uttar Pradesh cadre. Lalli urged the court to expeditiously hear the reference in view of his retirement in December this year. President Pratibha Patil had on December 21 last ordered Lalli’s suspension. The allegations against him included the controversial decision to give a contract for broadcast of the Commonwealth Games

a reference to it. The member (executive) is the Chief Executive of the public broadcaster. Pending inquiry, the CEO can be placed under suspension as per the provisions of the Act. Prasar Bharati was formed in 1997 as a public service broadcaster. This is the first time that its CEO faces the prospect of being removed from the post. Lalli, who assumed the CEO’s post in December 2006, was indicted by the Central Vigilance Commission which accused him of breach of Parliamentary privilege, giving undue favours to some broadcast companies and financial mismanagement. Reacting to the Presidential reference, Lalli had said that “a lot of intrigue and mischief ” was going on within the organisation against him that was “abetted and encouraged” by powerful elements from outside. He, however, hoped that the inquiry by the Supreme Court would get finalised quickly so that the “true picture is known to the public at large”.

MUMBAI, FEB 14 A distinct variation has been recorded in the genetic sequence of the Human Immunodeficiency Virus (HIV) in the blood vessels from that of the sperm in a few infected men, according to a new study, which scientists claim may help in understanding any resistance to the anti-retroviral treatment. The study was conducted by scientists at the National Institute of Research in Reproductive Health in collaboration with the state-owned J J hospital here. “The virus associated with seminal cells including sperm and leukocytes is also been reported to be the risk factor for sexual transmission of HIV. This finding assumes significance due to the resulting instability of the virus in the same person which may affect the treatment regimen. However, this may help in understanding any resistance to the antiretroviral,” the scientists said. “This finding could also be an important warning to those who allow HIV positive men to have children using infertility treatment, where sperm of the patient is washed,” Dr A H Bandivdekar, Assistant Director and Head, Biochemistry Division of NIRRH of Indian council of Medical Research told PTI. Initially, the scientists studied six HIV infected men from the J J hospital antiretroviral clinic and in their further study, more men are being analysed for similar variations. “This practice (washing of sperms) may need a re-look and we also have to study further if the sperm wash is indeed completely safe in not transmitting the virus to the embryo,” he said.

“The study demonstrates the presence of distinct viral variants in the sperm, seminal leukocytes and Peripheral blood mononuclear cell (PBMC) of the same individuals having differential infectivity and N-linked glycosylation (NLG) sites,” Bandivdekare explained. “NLG sites which may influence HIV affinity to host cells and neutralising anti-bodies and therefore the sexual transmission and pathogenesis of HIV as well as progression to AIDS,” Bandivdekar said in a paper titled ‘Characterisation of Human Immunodeficiency Virus (HIV1 C) Variants in Peripheral Blood Mononuclear Cells (PBMCs) and Spermatozoa’ which has been accepted by the ‘Journal of Medical Virology’. Dr Alaka Deshpande, who is in-charge of the anti-retroviral treatment centre of J J hospital and co-author said the study was part of continuing research about HIV-discordant couples of whom only one partner has the virus. Deshpande said the doctors can no longer say that sperms are 100 per cent free of the HIV (as it is largely believed). Bandivdekar said, HIV is a RNA virus which needs to convert into DNA using reverse transcriptase enzyme gene of the virus and this activity is poor in the case of HIV which results in to continuous viral mutation.This also results in presence different viral variants having different viral sequences in the same HIV infected individuals. Also, different cells including sperm and PBMCs of the same individuals showed presence of different isolates of HIV, he explained. This could be the reason that there is no one medicine for cure or a vaccine so far to prevent the disease and strengthening the immune system of the person could be the only solution at present, he added.

Former Telecom Minister A Raja was remanded today to CBI custody for 3 more days for interrogation on his alleged role in 2G spectrum allocation scam along with Swam Telecom-promoter Shahid Usman Balwa whose custody was extended by four days. The court remanded the Raja and Balwa to CBI’s custody till February 17 saying the crime is “enormous”. Special Judge O P Saini extended Raja’s custody, ignoring his allegation that CBI was being driven by political motive instead of probing the case against him. “What is the purpose of police custody? (It’s not clear) whether they (CBI) want it for unearthing the conspiracy or have political motive. CBI should not make it a political game and they should investigate only,” Raja’s counsel Ramesh Gupta contended before the court, opposing CBI’s plea for extension of his client’s custody. However, the judge said “the crime is enormous in nature and its investigation is time-consuming. Accordingly, considering the

enormity of the crime, complex and complicated nature of the investigation, voluminous documents involved in the case, I find that the prayer for further custodial interrogation of the accused persons is justified. The 47-year-old DMK leader, who has been facing an intense grilling by CBI sleuths for the last 11 days at the agency headquarters, opposed CBI’s plea saying “no new facts have come on record during the previous police custody remand.” “There is no justification for extension of police custody remand,” contended Gupta. Seeking extension of remand, s e n i o r p u b l i c p ro s e c u t o r Akhilesh, said both the accused were confronted with each other during the custodial interrogation but they were “evasive in their replies”. “Both the accused have been evasive in their replies and as such, their interrogation could not be completed. In this case, the documents are quite voluminous and the nature of the case is quite difficult and complicated. As such, their interrogation could not be completed,” CBI said. Opposing CBI’s plea for extension of Balwa’s custody, his counsel Vijay Aggarwal contended before the court that his client was merely engaged in bonafide commercial transactions and had not violated any law. He said Balwa has been cooperating with CBI throughout the investigation. “CBI has not put forward any specific evidence for seeking extension of police custody remand and has only made a general statement without any substance,” Aggarwal said.

Emergence of right-wing terror elements in the country is a "cause of worry" for the government which, however, says it is not a "big threat" now. In an interaction with PTI, Union Home Secretary G K Pillai also made clear that action would be taken against any police official who was found implicating innocent youths on serious charges of blasts in the past. “Right now, they (right-wing elements) are not that big a threat... whatever intelligence we are getting. But it is a cause of worry. The more radical and fundamental groups you have in the country, it is a cause of worry. That is something we have to tackle,” he said. India cannot afford to have mushrooming growth of radical groups of whatever hue as it

Bahrain’s security forces on alert amid protest calls AGENCIES DUBAI, FEB 14 Bahrain's security forces set up checkpoints and clashed with marchers in at least one village on Sunday as opposition groups blanketed social media sites with calls to stage the first major anti-government protests in the Gulf since the uprising in Egypt. The wide-ranging clampdown appeared directed toward Bahrain's Shi’ite majority — which had led the drive for Monday's rallies — and reflected the increasing worries of the Sunni rulers who have already doled out cash and promised greater media reforms in an effort to quell the protest fervour. A prominent human rights activist predicted "chaos and bloodshed" if attempts are made to crush the planned demonstrations. The tiny kingdom of Bahrain is among the most politically volatile in the Gulf and holds important strategic value for the

West as the home to the US Navy's 5th Fleet. Bahrain's Shi’ites — accounting for nearly 70 percent of the population — have long complained of systematic discrimination by the ruling Sunni dynasty, whose crackdown on dissent last year touched off riots and clashes. The British armed forces will lose equipment worth more than 12 billion pounds as part of wide-ranging government cuts targeting the country's public deficit, the Times newspaper reported on Monday. Last October's spending review announced that the country's fleet of Harrier jets and the aircraft carrier Ark Royal were to be decommissioned. Plans for a 4 billion pound fleet of Nimrod spy planes were also ditched. But parliament will only see details of the full estimated cost -- equivalent to USD 19.1 billion, EUR 14.2 billion -- for the first time later Monday. The other items to be sacrificed will not be revealed on Monday, but a government source told the British newspaper that “half a dozen or so” items would be scrapped, including a number of tornado

DRDO to fight mosquitoes with cream PTI NEW DELHI, FEB 14

It has been developing missiles and other state-of-the-art equipment for the armed forces, but the DRDO is now ready to take on the oldest human enemy- mosquitoes-that are vectors of diseases like malaria, and dengue with a new insect repellent cream. Launching the 'Maxo Military' and 'Maxo Safe and & Soft Wipes,' DRDO said the cream based product will fool the mosquitoes, will have a pleasant fragrance and will not block your skin pores-- a common problem with such products. "This cream is based on a

uniquely configured, researched and tested molecule which acts like a decoy and cheats the mosquito. It does not allow mosquitoes to sense the presence of human blood in their vicinity," Prahlada, Chief Controller, Research & Development, of Defence Research and Development Organisation (DRDO) told reporters. The artificially developed molecules in the cream interfere with the sensory mechanism of the mosquito and stop it from biting the humans. Research and developed by DRDO, the product would be manufactured and marketed by Jyothy Laboratories which also

holds the license to sell it outside the defence forces. The first of its kind mosquito repellent has been developed under a special technology commercialization programme signed between the DRDO and Federation of Indian Chambers of Commerce and Industry (FICCI). DRDO and FICCI signed for the Accelerated Technology Assessment & Commercialisation (ATAC) programme in 2009 and have successfully commercialised more than 20 products for mass production by the private industries. "The cream has been developed keeping in mind the re-

quirement of soldiers posted in forest and swampy areas. These soldiers are always susceptible to mosquito-borne diseases like malaria, chikungunya and dengue," said M P Ramachandran, CMD, Jyothy Labs. Based on Diethyl Phenyl Acetamide (DEPA) technology, the product has gone under a series of advancements after its initial launch a few years ago. Talking about the advance researches in the mosquito repellent creams, Prahlada said, "Mosquito repellent creams actually block the skin pores by sticking to it, and do not allow the skin to breathe.

Driven by declining prices of sugar and wheat, the overall inflation eased marginally to 8.23 per cent in January even as the prices of vegetables and fruits continued to remain firm. Encouraged by the 0.20 percentage point fall in inflation over 8.43 per cent in December, Finance Minister Pranab Mukherjee said it would come down to 7 per cent by the end of the fiscal. Experts, however, feel that inflation is still above the Reserve Bank's comfort level of 56 per cent and the central bank may further raise the key policy interest rates in its mid-quarterly review on March 17. According to the inflation data for January based on movement in the wholesale prices, sugar became cheaper by 14.99 per cent followed by pulses (12.78 per cent), wheat (4.94 per cent) and potato (1.21 per cent) on a year on year pe-

riod. The declining inflation, however, will not bring much relief to the common man as prices of several essential kitchen items including vegetables, fruits and milk have continued to remain firm. Vegetable prices rose by 65 per cent, and onion prices nearly doubled. Also, fruits became costlier by 15.01 per cent and egg, meat and fish by 15.09 per cent. "I am hoping that it (inflation) would be roughly around 7 per cent (by March end)," Mukherjee said, adding the inflation numbers in the coming months would depend on global developments and the way the commodity prices including crude oil move in the global markets. Prices of "fuel and power" shot up by 11.41 per cent, with petrol rising 27.37 per cent on an year-on-year basis. These items may become more expensive, once domestic

prices are raised in line with the rising crude oil prices in the international market. Crude oil prices have surpassed USD 100 per barrel, the highest in the past two years. India has been fighting a stubbornly high inflation, which has remained above 8 per cent since January 2010. The inflation figure for November stands revised up to 8.08 per cent, from initial estimates of 7.48 per cent. To fight inflation, which is above the comfort level of 4-5 per cent, the Reserve Bank has hiked key policy rates seven times since March 2010. Experts said the Reserve Bank would continue with its tight monetary policy and may go for another rate hike in the coming months. Prime Minister's Economic Advisory Council Chairman C Rangarajan said, "RBI will have to take a view looking at level of inflation. It is still at an uncomfortably high level.�

Terming the marginal decline in inflation during January as "too little for comfort", Finance Minister Pranab Mukherjee today said the fight against rising prices would continue. Commenting on the decline in inflation by 0.20 percentage point in January to 8.22 per cent, he said, the "decrease is too small to be comfortable". The inflation was 8.43 per cent in December 2010. The inflation rate, the Minister hoped, would calm down to 7 per cent by the end of the current fiscal. "...even though overall food inflation is a matter of concern, we must remember that we have come a long way from the peak...we still have some distance to go in controlling inflation," Mukherjee added. Containing prices would continue to be a challenge for the government, Mukherjee said, adding the 7 per cent target is still not good enough and that the fight against inflation would continue. Mukherjee said the food article inflation in January 2011 stood at 15.65 per cent which is more than the 13.55 per cent level in December 2010. Lockheed, Tata in aero JV PTI MUMBAI, FEB 14

Tata Advanced Systems and Lockheed Martin Corporation, today announced the formation of a new joint venture company called Tata Lockheed Martin Aerostructures to manufacture aerostructures for the C-130 aircraft produced by Lockheed Martin. The new Tata Lockheed Martin Aerostructures facility is export-oriented and the products manufactured will form a key aircraft structure that Lockheed Martin will integrate and complete for its global C-130 aircraft customers, a release said. Tata Advanced Systems is a subsidiary of Tata Sons focused on providing integrated solutions for aerospace, defence, homeland security and disaster management. Tata group Chairman, Ratan Tata, said "we are very proud of our association with Lockheed Martin and believe it will raise the capability of the aerospace industry in India as also complement the efforts of our defence PSUs." Lockheed Martin's executive vice-president Aeronautics, Ralph D Heath, said that "this partnership is established as a strategic element of our global supply-chain and solidifies our presence in India. Margao Sports Club registered a fluent 3-0 win over Raia Sporting Club in GFA’s First Division League at Nehru Stadium, Fatorda, Margao on Monday. Margao led 2-0 at half time. Margao enjoyed domination in the attack as well as defence. The midfielders did a good job in tilting the scales in favour of Margao. Margao’s central medio Cliff Barretto played a stellar in spraying a stream of passes to keep his forwards busy. Margao shot into the lead in the 4th minute when striker Romeo intercepted a cross from

a rival defender and found Fredric Endro ‘Dotor’ on the flank. He outpaced Eusebio Fernandes and unleashed a snap shot which beat Raia keeper Risven Fernandes hands down. An interesting feature of Poona’s play was that their starting five played from start-tofinish without resorting to any substitution, a rarity in basketball. Siddhant Shinde was the pick of the Poona lads, who dazzled the fans and his opponents alike with some deft shooting and smart defending. England's thrashing at the hands of Australia in a recent one-day series will not affect the morale for their World Cup assault, allrounder Paul Collingwood said on Monday. England won the 2010 World Twenty20 and the Ashes series in Australia, but then slumped to a 6-1 defeat in the following one-day series. "We are disappointed, but hopefully it will not be a factor in our chances to win this World Cup," Collingwood told reporters in Dhaka. "It's a different set of conditions altogether.� "The guys have a lot of confidence that they have played some good cricket in the oneday format in the past two years. So we will focus on that rather than on the last two months in Australia." England have not won the World Cup in their nine previous attempts, but Collingwood said the current side had the selfbelief to break that drought.

"We have got a very skillful side," he said. "We seem to adapt to the conditions very well. We have played some really tough series and went on to win in the West Indies, South Africa and obviously we beat Australia (in the Ashes). "We believe we are good enough to go and win the World Cup." Why did you choose the Portuguese era and its aftermath as the setting for your first novel? The­decade­of­the­1960s­was­one­of­the­most­important­and­challenging­times­in Goa’s­history,­a­time­of­great­change:­with­the­integration­of­Goa­into­India­after 451­years­of­Portuguese­rule­and­the­Opinion­Poll,­a­dreadful­possibility­then. Having­lived­in­Goa­during­those­times,­I­felt­a­need­to­capture­it­for­posterity, lest­it­be­forgotten.­Only­a­novel­can­tell­a­human­story.­ There are many characters in your story. Could this confuse readers? It’s­a­family­saga­and­families­in­Goa­were­large.­Perhaps­an­American­reader,­unfamiliar­with­the­culture,­may­get­confused;­but­I­haven’t­heard­this­complaint from­anyone­yet.­ How much control do you have over your characters, or they over you? I­do­give­a­free­rein­to­my­characters.­They­also­bear­hidden­meanings.­Angelino de­Tor­in­Portugal­(who­claims­descent­from­Spanish­inquisitor­Tomas­de­Torquemada)­and­the­violent­encounter­with­Paulo­that­prompts­his­abrupt­return­are symbolic­reflections­of­Goa’s­rape­by­the­Inquisition.­ Explain the title ‘The Sting of the Peppercorns’.

Certain themes in the novel are abhorrent to Goans even after 50 years of Liberation... The­response­of­those­who­lived­in­Goa­during­that­period­has­been­very­positive.­Hopefully,­the­story­is­not­interpreted­as­factual­rather­than­fictional.­ Your family was greatly influenced by the Portuguese. How much of it pervades your writing? I­lived­it.­There­was­always­discussion­by­the­elders­at­the­dinner­table­about world­events­and­local­politics.­Some­elements­in­my­family­were­pro-Portuguese­and­others­anti-Portuguese;­this­has­been­captured­in­the­novel.­ Only­after­I­migrated­to­the­US­did­I­start­looking­back,­thinking,­and­digesting­the­life­we­lived,­our­history­and­our­Indo-Portuguese­heritage.­The­village­lifestyle­of­those­times­is­captured­in­the­book.­ How did the events of 1961 affect Goan families? How did people cope? Undoubtedly­the­upper­echelons­of­society­–­those­who­only­had­a­Portuguese­education­and­occupied­high­positions­in­the­colonial­government –­saw­their­power­and­lifestyle­erode.­Some­left­for­Portugal,­but­others­who­had strong­connections­to­the­land­stayed.­Many­felt­disenfranchised,­but­most­adjusted­over­time.­ Some­of­the­initial­shock­was­psychological.­Almost­all­positions­in­the­government,­including­in­the­Medical­School,­were­occupied­by­out-of-state­Indians after­Liberation.­Some­didn’t­speak­English,­but­quickly­learnt­and­eventually­adjusted­and­even­flourished­in­the­new­system.­ With­me­it­was­different.­I­spoke­both­languages­fluently­and­was­also­exposed­to Portuguese­ways,­having­lived­and­studied­in­Bombay­from­age­9­to­14,­and­then in­Goa.­

rtists­are­usually­known­for­expressing­their­individuality,­but­a­group­of­Christian­ones­on­a special­art­camp­in­Kolkata­say­they­are­happy­to­be­part­of­a­group.­The­camp­is­the­first activity­of­Christian­Art­India,­a­forum­which­operates­under­the­Catholic­Bishops’­Conference of­India’s­Commission­for­Social­Communication,­said­its­coordinator­Father­Paul­Kattukaran. This­camp­has­chosen­‘Peace­and­Compassion­of­Mother­Teresa’­as­its­theme­to­pay­a­tribute­to the­‘saint­of­the­gutters’­on­her­birth­centenary,­the­Church­official­said. The­forum’s­aim­is­to­promote­the­gospels­and­unity­through­art. Its­members­include­Protestants­and­also­some­Hindus­from­various­parts­of­the­country. “We­hope­the­forum­will­unite­all­Christian­artists­in­India,”­said­Jesuit­Father­Roy­Thottam,­who is­among­24­artists­attending­the­camp­which­began­February­7­at­a­Salesian­center. Bog people, also know as bog bodies, are the naturally preserved human corpses found in the sphagnum bogs in Northern Europe. Unlike most ancient human remains, bog bodies have retained their skin and internal organs due to the unusual conditions of the surrounding area. These conditions include highly acidic water, low temperature, and a lack of oxygen, combining to preserve but severely tan their skin. Despite the fact that their skin is preserved, their bones are generally not, as the acid in the peat dissolves the calcium phosphate of bone. German scientist Dr Alfred Dieck catalogued the known existence of over 1,850 northern European bog bodies in 1965. Urban Rhapsody opens to Public

Learn the Art of Tai Chi

A

HERALD FEATURES chieving a balance in life is of utmost importance and ancient practices were devised to help people achieve such a balance. One such practice is that of Tai Chi and bringing it to the people of the state is the International Centre Goa, Dona Paula. There will be classes held thrice a week for six weeks, starting February 18, 2011 at 5pm. The sessions will be conducted by artist and Tai Chi practitioner, Satyakam Gupta. “Tai Chi comprises slow and soft movements of the body harmonised with breath to generate a healing power,” explains Satyakam. This practice comes in handy in today’s fast life when people are chasing success and happiness. “Many times people forget that success and happiness are bi-products of a healthy life, and in these sessions, I will be focusing on this aspect,” he adds. The slow movements of Tai Chi have their own benefits; they facilitate healing of the body at various levels. “Spiritual, bodily, mental and emotional. Tai Chi involves the coordination of the mind, breath and body,” says Satyakam. It also relaxes the body when people are in the race against time. “People are always at war with life, there are changes that happen and people are not very happy with these changes, they fight to achieve the previous balance, but in Tai Chi we learn to block these changes with a series of relaxed and slow movements,” he explains. Tai Chi also helps in the concentration and achievement of goals through the process of learning to concentrate on one act at a time. Having held Tai Chi workshops in the past, Satyakam says that there is an increase in awareness in this martial art form and it has helped people in their health. “People have come and told me that they have got relief from the joint problems and even the blood pressure has stabilised,” he explains.

Thirty-five contemporary Goan artists of all ages and artistic affiliations will present their works at the Gallery Gitanjali, one of Goa’s oldest art galleries. This group show, titled ‘Goan Kaleidoscope - 2011’ will open on February 19 at 6:30pm at the Gallery Gitanjali in Fontainhas, Panjim. The artists participating in this exhibition are Sadguru Chedvankar, Rajesh Chodankar, Kanhaiya, Suhas Shilker, Veenita S Chendvankar, Charudatta Prabhudesai, Vijai Bhandare, Nirua Naik, Yolanda De Sousa, Viraj Naik, Conrad Pinto, Harshada Kerkar, Querozito De Souza, Liesl Cotta De Souza, Aadhi Vishal, Harsha Mandurkar, Mohan Naik, Rajendra Usapkar, Norman Tagore, Chaitali Morajkar, Francis D’Souza, Praveen Naik, Vasudev Shetye, Rajashree Thakkar, Santosh Morajkar, Hitesh Pankar, Naguesh Sardessai, Ryan Abreu, Kalidas, Shilpa Nasnolkar, Loretti Pinto, Ramdas Gadekar, Shaistah Thapar, Kausalya Lotlikar and Manjunath Naik. Gopal Kudaskar, a sculptor, will also have his work on display. The exhibition will feature established and upcoming artists in what will be a healthy blend of creative work on the Goan front, say organisers. “Through this exhibition there will be an interaction of the old and the new which only further incites creativity. Also, it is exciting for an upcoming artist to showcase their works with a senior artist,” says a member of the organising team. Combining a variety of styles and themes, this exhibition brings together Goan artists from all over the state. “We didn’t want to stick to a particular theme or artistic style, rather just showcase Goan talent. The only thread that binds these artists together is the fact that they are Goan or of Goan extraction,” she states. The works will be on display from February 20 to March 5 from 9:30am to 9pm at Gallery Gitanjali.

ndian director Guru Dutt’s fifties’ classic musicaldrama Pyaasa has been listed fifth among Time magazine’s Valentine’s Day list of top romantic movies. Time.com came up with their list from the songs you need to ease the pain as well as a list of films that will sweep you up in a romance. While Firth took home the Best Actor award for his portrayal of King George VI and his struggle to overcome a stutter, Carter bagged the Best Supporting Actress trophy and the Best Supporting Actor went to Geoffrey Rush for the same film. The Tom Hooper-directed film, nominated in 14 categories, also won the Outstanding British film, Best Original Screenplay and Best Original Music awards at the Sunday night’s gala. Natalie Portman took home the Best Actress trophy for her role of a troubled ballerina in Black Swan. Facebook-founding drama The Social Network and Christopher Nolan’s Inception won three awards each. David Fincher won the Best Director award for The Social Network and the film also bagged the Best Adapted Screenplay and Best Editing trophies. Leonardo DiCaprio starrer Inception won Best Production Design, Sound and Special Visual Effects while Toy Story 3 was named the Best Animated film. Fantasy adventure Alice In Wonderland emerged winner in the Costume Design and Make-up department. Tom Hardy was given the Orange Wednesdays Rising Star gong and wizard franchise Harry Potter was awarded for Outstanding British Contribution to Cinema.

Joker aims at Record Books with Multilingual Song

e may have called his film Joker but director Shirish Kunder is dead serious when it comes to his second film. For this Akshay Kumar and Sonakshi Sinha starrer that will go on floor this month, Shirish is now all set to film a song which is made of 10 languages! A dance number, it is sung by Daler Mehendi and is a fusion track. “We have already recorded the song and it will be filmed in the Chandigarh schedule which kick-started on Valentine’s Day. The uniqueness about this song is that it has lyrics belonging to 10 languages – Hindi, English, Marathi, Gujarati, Bengali, Punjabi, Tamil, Telugu, Kannada and Malayalam,” says Shirish who earlier directed Akshay in his debut outing Jaan-E-Mann. Now an effort like this could well take the song in the record books because as far as Bollywood outings are concerned, the record so far is held by Angrezi Mein Kehte Hai from Amitabh Bachchan starrer Khud-Daar (1982) which had lyrics in five. With the song from Joker bringing in ten languages, it is miles ahead of the competition. “Well, we are not thinking of any records as of now. What we want is that we should have fun while getting the song on screen and audience should be enjoying it,” says Shirish who is co-producing the film along with Akshay Kumar, “Farah would be choreographing the song.”

Eating Berries may lower Risk of Parkinson’s

omputer wizards have claimed that by using a ‘cutting-edge’ technology they have created a clever website that gives direct answers to direct questions. According to creators, ‘trueknowledge.com’ is an Internet answer engine which breaks new ground by giving direct answers to questions. Co-founder William Tunstall-Pedoe, who is based in Cambridge, said the website is a “phone-a-friend” on the Internet which can answer “trillions” of questions. “What’s new is that it is a website which answers the question,” said Tunstall-Pedoe. “It doesn’t give you references to articles mentioning the words in the question. It gives you the answer. Ask it when Bob Dylan’s birthday is and it will simply tell you. And it if doesn’t know the answer, it will say it doesn’t know. It doesn’t know everything but as we input more information it will know more and more. It’s cutting-edge use of computers. It uses unique semantic technology, which has been many years in development.” Powering the platform is also a database of facts: a unified representation of the world’s knowledge containing factual, common sense and lexical knowledge. “We can already answer trillions of questions and as this knowledge base grows, we understand and answer more and more,” he added.

ew research shows men and women who regularly eat berries may have a lower risk of developing Parkinson’s disease, while men may also further lower their risk by regularly eating apples, oranges and other sources rich in dietary components called flavonoids. The study was released February 13 and will be presented at the American Academy of Neurology’s 63rd Annual Meeting in Honolulu April 9 to April 16, 2011. Flavonoids are found in plants and fruits and are also known collectively as vitamin P and citrin. They can also be found in berry fruits, chocolate and citrus fruits such as grapefruit. The study involved 49,281 men and 80,336 women. Researchers gave participants questionnaires and used a database to calculate intake amount of flavonoids. They then analysed the association between flavonoid intakes and risk of developing Parkinson’s disease. They also analysed consumption of five major sources of foods rich in flavonoids: tea, berries, apples, red wine and oranges or orange juice. The participants were followed for 20 to 22 years. During that time, 805 people developed Parkinson’s disease.

In men, the top 20 per cent who consumed the most flavonoids were about 40 per cent less likely to develop Parkinson’s disease than the bottom 20 per cent of male participants who consumed the least amount of flavonoids. In women, there was no relationship between overall flavonoid consumption and developing Parkinson’s disease. However, when sub-classes of flavonoids were examined, regular consumption of anthocyanins, which are mainly obtained from berries, were found to be associated with a lower risk of Parkinson’s disease in both men and women.

Men more eager to settle down than Women!

new study has found that men today are more likely to want to settle down and start a family than women. The research says men are getting broody too. And single men are more likely to dream of having children than women. And the experts believe it’s all down to greater equality. “Men today are more like the female archetype than we have seen in generations. They are becoming the broody ones, they are more likely to want to settle down sooner,” lead researcher Helen Fisher, of Rutgers University, in New Jersey, said. “Complicating matters is the change in women’s attitudes towards life and relationships, mostly driven by the huge Editor –in-chief: R F Fernandes. numbers flooding into the workforce,” added Fisher. “Women gain self-confidence, self-worth, money and experience through work and want things that men have for years taken for granted. “Now those things are within reach and they are grabbing them,” she said. The study involved 5,199 single men and women in the US and found that 51 per cent of unattached men aged 21 to 34 wanted children, compared to just 46 per cent of single women that age. Men in older age groups were also more broody, with 27 per cent of single guys aged 35 to 44 wanted to have children. But the figure was just 16 per cent for women.
