On a day of fast-paced developments, Karnataka today appeared headed for President’s rule after Chief Minister B S Yeddyurappa won a controversial confidence vote in the Assembly following disqualification of 16 MLAs and the Governor recommending central rule. Governor H R Bhardwaj sent his report to the Centre calling the events and the vote in the Assembly as “unconstitutional” and “farce” and that the State should be brought under President’s rule. His action came after Yeddyurappa won a confidence vote in the Assembly in a controversial manner amid pandemonium and after disqualification of 16 rebel MLAs by Speaker Bopaiah just a few hours before the proceedings. In unprecedented scenes, police was brought into the Assembly to control the situation that went out of hands with police and marshals clashing with the legislators. Opposition Congress and JD(S) cried foul and demanded dismissal of the Government, alleging that the Speaker had acted like “an agent of the Chief Minister”. Stepping in, the Governor sent his report to the Union Home Ministry in which he is understood to have noted that Speaker’s action in disqualifying 16 MLAs —11 of BJP and 5 Independents — was unconstitutional and had vitiated the proceedings. The Union Cabinet is meeting

tomorrow during which it is expected to consider the Governor’s report. The Union Home Ministry has expressed concern over developments in Karnataka, especially the “abuse” of the anti-defection law by the Speaker. Sources said the Cabinet will meet in the evening tomorrow by when the Karnataka High Court may have given some view on the petition filed by disqualified MLAs challenging the action against them. The Congress Core Group, headed by Sonia Gandhi, met at the residence of Prime Minister Manmohan Singh and discussed the situation arising out the developments in Karnataka. Highly placed party sources said the only option for the Government appears to be that the state goes in for a spell of President’s Rule in view of the clear recommendation. Home Ministry sources said there was no question of disqualifying Independents under the 10th Schedule of the Constitution or for that matter the dissident BJP MLAs even before the vote. The Speaker’s decision to disqualify the dissident MLAs and ban their entry into the House came early in the morning in an apparent move to bring down the number required for the ruling party to prove its majority. Amid scenes of pandemonium, Yeddyurappa moved the confidence vote and “won” the trial of strength vote as high marked the proceedings when Bopaiah declared the motion of confidence passed by a voice vote.

Scrap SFC, T-20 from IFFI: filmmakers Allege financial irregularities HERALD REPORTER PANJIM, OCT 11

The filmmakers in the State have alleged large-scale financial misappropriation in holding Short Film Centre (SFC) for International Film Festival of India (IFFI) and accused Chief Minister Digambar Kamat of turning a blind eye towards the irregularities. Pointing out to the major corruption in IFFI events, Goa Film Federation, a body comprising State’s filmmakers, today demanded that sections like SFC and T-20 events should be deleted from the film festival. “SFC and T-20 events should be scraped from the festival for this time. Chief Minister should sign the memorandum of understanding (MoU) with Centre for IFFI 2010 only after deleting these two events”, the federation demanded. The filmmakers have alleged that Entertainment Society of Goa’s (ESG) Chief Executive Officer Manoj Srivastava had inflated the expenses for SFC and T-20 events for the festival. “As per the information revealed from RTI, ESG has spent Rs 75 lakh just on SFC in 2008, which is almost double than

what was approved by the governing body. The body has approved a budget of Rs 36 lakh for the section”, Goa Film Federation, Chairman Arnold D’Costa told reporters today evening. He alleged that chief minister, who is heading the governing council, is ignoring the entire matter. “Not just Srivastava but the chief minister and other members of the council are equally responsible for the misappropriation”, D’Costa stated. Member of the Federation and internationally acclaimed director Laxmikant Shetgaonkar questioned why the films which come here with the perspective of looking for a buyer should be given awards of Rs 5 lakh, Rs 3 lakh and Rs 2 lakh respectively. “It’s not a competition. It’s just a section where short film producers show their product and those who are interested in buying take it”, Shetgaonkar said. Brit faces life rap for raping girl in Goa HERALD CORRESPONDENT LONDON, OCTOBER 11

Barry McCloud, 53, who videoed himself raping and sexually abusing a girl in Goa, has pleaded guilty to all 20 charges against him. He has been told that he could face life in jail. McCloud allegedly plied the minor girl with doctored fizzy drinks to knock her out, so that he could carry the attacks between 2005 and 2007. A resident of Watford, Hertfordshire, he was arraigned and tried at St Albans Crown Court. Sentencing has been adjourned for presentence and psychiatric reports. The rapes and sexual assaults, which McCloud recorded on a camcorder, took place after he had befriended the victim’s family. He admitted (Continued on page 11)

An allegation that the Congress party took money from the United States during the Indira Gandhi era has been made in a book to be released tomorrow, but the party dismissed the charge as “unsubstantiated and malicious”. The allegation is contained in the book which is a collection of personal letters and journal entries of former US Senator and Ambassador to India, late Daniel Patrick Moynihan. Moynihan, who was Washington’s envoy to India during the crucial years of 1973 to 1975, refers to the then US Secretary of State Kissinger’s meeting with Prime Minister Indira Gandhi on October 28, 1974 in New Delhi. In his journal entry, the Ambassador says Kissinger had met the Indian leader alone, except for a few moments when her Principal Secretary P N Dhar was present. “What exactly went on I shall never know, but evidently it went well...”, he writes.

The Environment and Forest Ministry on Monday mounted FAQs (frequently asked questions) on the draft Coastal Regulation Zone (CRZ) notification issued on September 15 inviting suggestions and objections within 60 days, pointing out 10 major issues of the 1991 notification it seeks to tackle. It says the new objective of the 2010 notification is to ensure livelihood security to communities along the coastal areas, conservation and protection of coastal stretches, and their sustainable development, accounting dangers of natural hazard and sea level rise from global

Similarly, the foreshore development activities are sought to be regulated to cut down erosion affecting fishermen and their dwelling units. In the CRZIII areas, the fishing villages, common properties of the fishermen communities, fishing jetties, ice plants, fish drying platforms or areas infrastructure facilities of fishing and local communities such as dispensaries, roads, schools, etc., shall be indicated on the cadastral scale maps. The draft notification not only covers 500 metres from the high tide line as in the 1991 notification but also the land that falls in the hazard line beyond this and also aquatic area up to

12 nautical miles. Work is already on to mark the hazard line taking into account tides, waves, sea level rise and shoreline changes to enable erection of pillars by 2015. For preventing further pollution of the coastal areas, the notification contemplates the phase-out of the solid waste dumping within one year and discharge of untreated waste (read sewage) within two years. To prevent shoreline changes due to manmade activities, the ministry will classify the changing coastal stretches as high, medium and low eroding sites and take steps to minimise the erosion within two years. High Court admits petition challenging MMC elections LEGAL CORRESPONDENT PANJIM, OCT 11

The High Court of Bombay at Goa has admitted a writ petition challenging the fairness of the Margao Municipal Council (MMC) elections. The Division Bench comprising of Justice D G Karnik and Justice F M Reis admitted the Petition on Monday, filed by Laurel Abranches, Cryodon Madeira and Succoro D’Souza, who are all residents of Fatorda. The petitioners had sought that directions were to be given to the Director of Municipal Administration for holding elections to the MMC only after compliance with the provisions of the Goa Municipalities Act, 1968 and Election Rules, 1969. The Petitioners, represented by Advocate Nigel Costa E Frias

contended that the Director of Municipal Administration had conducted an illegality in the procedure of notification of the Margao Municipal Elections. The Petitioners stated that the procedure was illegal and arbitrary and not in accordance with the Election Rules as well as the Municipalities Act. There was a prayer made for a stay of the operation, and execution of the order of the DMA. The Bench however did not grant any stay nor any other interim relief while admitting the Petition. The Bench also heard two separate petitions filed by two candidates for the Pernem Municipal Council Elections, namely Ejidor Fernandes and Valentino Mascarenhas,. One of the Petitions, filed by Ejidor Fernandes

challenged reservation of Ward No.1 for women. The petitioner contended that there was an improper rotation of reservation of a ward done to reserve the ward for a particular woman candidate on consecutive occasions. The Court admitted the petition without any interim orders. The second Petition filed by Valentino Fernandes has challenged an order of the deputy collector cancelling his caste certificate on the ground that he does not belong to the Scheduled Tribe community. The Petitioner had obtained the caste certificate for seeking nomination to ward no. 9, which has been reserved for Scheduled Tribe candidate. The Petition will now be heard further on October 12.

Anjuna Police summoned the owner and staff of a massage parlour at Arpora on Monday, following a complaint that illegal activities were taking place at the parlour. The owner along with eight Mizoram girls and a Goan girl were summoned to the Anjuna police station for an inquiry. "Based on a letter that illegal activities are being carried out at the massage parlour in Arpora, we summoned the entire staff and the owner for a thorough enquiry in the matter," PI Manjunath Dessai told Herald. "Eight Mizoram girls and a Goan girl, who work at the massage parlour, turned up at the police station and they are being interrogated in the presence of the NGO," PI Dessai added.

Madgao Loksamiti demands removal of returning officer HERALD REPORTER MARGAO, OCT 11

Madgao Loksamiti has demanded the replacement of the Returning Officer for the Margao Municipal polls, Johnson Fernandes before the process of scrutiny of nomination paper commences on Tuesday morning, apprehending that the Returning officer would reject the nomination paper of Purnanand Chari on grounds that he belongs to the creamy layer within the OBC caste. Loksamiti spokesperson Mohandas Lolienkar said the organization has failed to understand how the so-called creamy layer concept can be made applicable at the Municipal election level and demanded an inquiry into the role of the Returning Officer in the conspiracy to subvert the democratic process of free and fair election. When newsmen pointed out that the scrutiny process is yet

to commence and there’s no objection from quarter to Chari’s candidature in ward no 8, Lolienkar said it has come to the notice of the Loksamiti that systematic attempts are being made by vested interests to subvert the democratic process of free and fair elections. “This is attempted to be done by using the key position of Johnson Fernandes as Returning Officer, whose decision at the time of scrutiny of nomination paper is virtually final”, he added. He apprehended that the nomination forms of Purnanand Chari, in particular, and of such other candidates, will be rejected for some or other reason, without any support of law, by the same Returning Officer. “The deep-rooted conspiracy to control and manipulate the Margao Municipal Council elections has been planned to deprive the citizens of Margao of a properly elected council and

a truly democratic and transparent self-governing body. It is obvious that the Returning Officer is a key player in this dastardly plot hatched by certain politicians”, he said. When newsmen told Lolienkar and others to name the Powers that be behind the conspiracy and whether CM, Digambar Kamat is also part of the plot, Lolienkar evaded the question, but said the Chief Minister should take note of the grievances of the Loksamiti. Meanwhile, Purnanand Chari, who has filed his papers for Ward No 8, told newsmen that it is his basic democratic right to contest the polls. On the controversy and confusions surrounding the creamy layer concept within the OBC, Chari said “there may be some confusion in the minds of some authority, but I don’t see the creamy layer as a hurdle for me to contest the polls”.

The stepfather of British teenager Scarlet Keeling, who died under mysterious circumstances at Anjuna Beach in February 2008, has been found dead at his flat in Torquay, Devon, a year after admitting that he would “drink himself to death”. Adam Foster, father of two of Scarlet's younger siblings, was pronounced dead by paramedics on Monday, after they went to his home. Investigating officer Judith Dunn said that a cause of death has not been established, although a post mortem examination has been held. Foster helped raise Scarlet from the age of seven. He turned to liquor after the 15-year-old was allegedly raped and killed in Goa, while she was on a six-month holiday with her mother, Fiona MacKeown, and other family members.

The Margao Municipal Council on Monday opened the technical bids submitted by Ahmedabadbased P U Asnani, Hyderabadbased Ramky Envio Engineering Ltd and Senes for appointment as consultants to monitor the work of installation of the waste processing and disposal facility at Sonsodo. Sarfaraz Mulla, who was arrested in two different offences, has accused Ponda police of falsely implicating him in the assault on Police Sub inspector Laxi Amonkar. Claiming that he was beaten up at the police station, Sarfaraz has demanded suspension of PSI Amonkar and four constables. It may be recalled that on Sunday, the accused Sarfaraz Razzaque Mullah along with his relative Afzal Abbas Mullah and Afzal's brother-in-law, Sayeed Tanveer were summoned to the Ponda police station regarding a property dispute, after Afzal and Sayeed had lodged a police complaint against Sarfaraz. Police claimed that when both complainants and the accused were called to the police station, Sarfaraz allegedly assaulted the investigating officer PSI Amonkar. Addressing a press conference in the presence of around 200 people near Naga Masjid at Kurti, Sar faraz Mulla

Non lifting of total quota of levy sugar by the department of Civil Supplies from Sanjivani Sugar Factory (SSF) has hampered its (SSF) prospects of cutting down its losses. The department of Civil Supplies lift about 72-80 MT from SSF even as its quota is 120 metric ton per month. The Civil supplies officer said they are not lifting total quota allotted to them because people are not buying sugar from fair price shops. “People don’t buy sugar from fair price shops and it’s left unsold.” A half kilo sugar is given per head to card holders of Antodaya Anna Yojna (AAY), Above Poverty Line (APL) and Annapurna (AAP). According to Civil Supplies department about 122558 cards holders are entitled to receive sugar at the rate of Rs 15.17 per kg which

Normally, harvesting begins in the last week of October but this season, it deferred due to rains, told Agarwal. A driver had to jump from Mandovi bridge in Panaji after police and transport department officials gave him a hot chase on Margao-Panaji highway. Police said that the tempo driver who identifies himself as Rinku Sharma (30) from Uttar Pradesh was intercepted at Mandovi Bridge leaped into the river even as police and transport department officials kept watching. Porvorim police have registered case of attempting suicide against the driver, who was rescued by the fishermen and rushed to the hospital. Eye witnesses said that the police after stopping him at the bridge hit him which baffled the driver. The chain of incidents began at Agassaim market when Rinku accidentally hit the tempo bearing registration number MH-43-F-4195 to an Activa scooter which was parked at the roadside. The tempo driver, who was reportedly drunk, did not wait to apologize and instead rushed further. “The scooter driver Durgadas Shirodkar tried to chase him but lost his track,” Agassaim inspector Vishwesh Karpe said. The scooterist was lucky to find Transport department officials patrolling the road. He informed them and they began chasing the tempo which went via Santa Cruz and later turned towards Panaji city. It was intercepted on the bridge by the RTO and Traffic Police. “Finding that he had run out of luck, the driver preferred to run on the bridge and suddenly leaped into the water,” the PI said. Shocked policemen and RTO staff were left gasping for breathe even as fishermen who were below the bridge rescued him and got out of the water. After initial treatment he was found to be safe but was referred to GMC for medical examination that concluded he was drunk. Agassaim police have registered a case against the driver for rash and negligent driving while he is also booked at Porvorim police station.

The Canacona JMFC Court remanded seven locals, including a policeman, to 14 days judicial custody in connection with the assault on three Andhra tourists and the burning of their car at Palolem late Saturday night. According to Canacona police, the accused remanded to judicial custody are Arun Komarpant, Ajay Komarpant, Rupesh Komarpant, Abhay Komarpant, Shakeel Komarpant, Axon Gonsalves and Rajdeep Tubki. Incidentally, it is learnt that one accused is a policeman, working as a Battalion policeman with the IRB. It may be recalled that Canacona police had arrested the accused at various locations in the taluka, after they were accused of badly assaulting one Venkatraman Reddy and two other colleagues and setting their car on fire. Nadia’s brother wants police application rejected HERALD REPORTER MARGAO, OCT 11

The brother of deceased Nadia Torrado, Konrad has prayed to the South Goa Sessions court on Monday to reject the application filed by the Crime Branch for cancellation of his anticipatory bail in the case. Konrad’s lawyer, Adv Antonio Clovis da Costa submitted to the court that even the seizure of the phone may not be able to provide any assistance in detecting the offence. He pointed out that the application for cancellation of bail filed by the Crime Branch is malafide, malicious and filed only to harass his client since there is no cause of action to file such an application. In his reply to the Crime Branch application for cancellation of bail, Konrad said he was granted anticipatory bail by the Additional Sessions Judge on July 30, 2010 by imposing certain condition, which have not been violated by him. He contended that the application filed by the Crime Branch is an almost near replication of the reply filed by him in the anticipatory bail application.

Visually impaired can now vote unaided EC makes available special ballot papers for Valpoi by-polls HERALD REPORTER PANJIM, OCT 11

With this by-election in Valpoi, the Election Commission(EC) is set make a record by providing Braille ballot papers to all its polling booths to enable visually impaired electorate to cast their votes without any out side help. Goa will be the first State in the country to provide this facility to such voters, said N S Navti, Joint Chief Electoral Officer while speaking to Herald on Monday. The Department of Printing and Stationary has been ordered to print Braille ballot papers. N D Agarwal, Director of Printing & Stationary told Herald that EC office has requisitioned sixty Braille ballot papers for Valpoi by-polls. Braille ballot paper will contain the names of the candidates in numerical order and their party affiliations. The voter will thus able to

know candidates in fray on its own and cast his vote through EVM.

The EVMs used today though have numbers in Braille but names of the candidates and

their party symbols. As a result, today visually impaired electorate is allowed a companion inside booth to help him read names of the candidates on EVM and vote. But visually impaired electorate will now have a ballot paper in Braille to aid him which he will have to check at the booth to decide his candidate and accordingly press the button against the number of his candidate. While Braille ballot papers will be made available at all thirty polling booths in Valpoi EC office is still not aware of exact of number of such voters in the constituency. The department of social welfare is yet to compile information about such electorates. “Some twenty days back we had contacted social welfare department but we were told that information has not been complied,” says Navti.

A mole in Goa Police seems to have tipped off massage parlour owner before the raid by women and child protection unit on Saturday. Police officials confirmed that while highly confidential raid after the communication from Mizoram police was planned on Saturday, the information was leaked in advance. “Massage parlour owner lodged complaint against three Mizoram girls with the Porvorim police station little before the raid was conducted. This means the owner was informed about the raiding party approaching her parlour,” a senior police officer said on condition of anonymity. While three Mizoram girls, who spilled beans on the ‘Lotus’ massage parlour lady Mahalaxmi Mishra, had left the work on October 4, the police complaint against them was lodged five days later that too slightly before

the police action. Mishra in her complaint to Porvorim police had accused all the three girls of ‘chewing tobacco and drinking beer because of which they were rusticated.’ The three girls who left Mishra’s parlour had reportedly informed Mizoram NGO and police about the activities here. “They went to Betalbatim and stayed at their relative’s place after fleeing from Porvorim parlour on October 4,” sources stated. Incidentally, Mizoram police in a similar action back there had rescued 10 girls and arrested three people, who wanted to send them to Goa. As both the information came at same time, Mizoram police flashed a letter to Goa counterpart. Police sources further said that of these girls, only two are professional beauticians while remaining were lured to Goa with a promise to teach them the skills. “All girls were lured of a lucrative job and good salary. Once they were transported here, they were forced into flesh trade,” said the officer wishing anonymity. When contacted the chief of Bailancho Ekvott Auda Veigas said that all trafficked women are school drop-outs. Veigas was called by the women police to assist during and after the raid. “While, few of these girls were brought to Goa some three months ago, others had come a week ago,” she said. Goa Police has taken a serious note of a photograph showing Superintendent of Police (SP) Anti-Narcotics-Cell Veenu Bansal fishing in the Goa Marine Police boat, which is actually meant to patrol Goa’s coastline, a senior officer said. SP Bansal was photographed by a local daily while angling in the boat with his guests’ enjoying a day out wearing life jackets meant for the marine police. The officer said that Bansal is reportedly asked to give an explanation on how and whose permission was he using the boat on Sunday. “We have taken a note of the picture published in the local daily. SEC issues ‘Code of Conduct’

The Goa State Election Commissioner has issued the order called the ‘code of conduct’ for the candidates contesting the elections to the panchayats and municipalities in the State. In order to ensure free, fair, smooth and peaceful elections to the panchayats at all levels and the municipalities, the SEC has issued code of conduct for candidates contesting the elections. As per the provisions of model code of conduct, candidates should not indulge in any activity which may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic, criticism of other candidates when made be confined to their policies and pro grammes, past record and work. Candidates should not permit his followers to make use of any individuals land, building, compound wall etc. without his permission for erecting flagstaffs, suspending banners, pasting notices, writing slogans etc.

The candidates should inform the local police authorities of the venue and time of any proposed meeting well in time so as to enable the police to make necessary arrangements for controlling traffic and maintaining peace and order. The candidate should ascertain in advance if there are any restrictive or prohibitory orders in force in the place proposed for the meeting. If such orders exist, they shall be followed strictly. If any exemption is required from such orders it shall be applied for and obtained well in time from the competent authority. A candidate organizing a procession should decide before hand the time and place of the starting of the procession, the route to be followed and the time and place at which the procession will terminate. Kadamba Transport Corporation Limited (KTC) is not averse to have its sign boards and hoardings in Konkani language, if there is demand from the locals, Chairman Deepak Dhavalikar said today. Dhavalikar said that if there is demand for Konkani boards then the Corporation can always discuss the issue in its Board of Directors meeting.“We are not against any language. We respect people’s sentiments,” he added. The Corporation was moved after section of Konkani protagonists asserted that being government run body, KTCL should have its boards in Konkani besides English. The need for Konkani boards is inscribed in the Official Language Act. Goa Konkani Academy (GKA), state-government funded body, had also requested Kadamba to execute their day-to-day business in Konkani. Talking to Herald today GKA president N Shivdas welcomed KTCL’s move and demanded that government should think seriously over implementation of this language. “Even though the Official Language Act came into force way back in 1987, the state is yet to implement it with full vigour. The government itself is not se-

rious over the issue,” he said. He alleged that government reluctance to executive the act is because most of its officials are non-Goans. “We don’t follow policies,” he said. Going by the number of nominations filed by relatives of local politicians, it appears that dynasty politics is poised to take control of the Mormugao Municipal Council (MMC) in the ensuing council polls. With the nominations finally coming to an end on Monday, a staggering 160 candidates have expressed their intentions to contest the polls, many of whom are relatives of local politicians. In one such case, close family members of Revenue Minister Jose Philip D'Souza in the fray are his wife Neni and elder brother Pascoal. Besides them, the minister has also formed his panel to contest in all nine wards of Vasco constituency. As far as the three wards

in the newly formed Dabolim constituency is concerned, an interesting battle is on the cards, with arch rivals -- Revenue Minister Jose Philip D'Souza and Deputy Speaker Mauvin Godinho -- fielding their own set of candidates. The returning officer at Canacona on Monday was flooded with as many as 44 nominations on the final day to contest elections to the 10 wards of Canacona Municipal Council (CMC). According to sources, Ward 6 (Kindlebag), which had not seen a single candidate filing nominations till Sunday, ended up with 11 nominations on Monday. In the 44 nominations filed on Monday, as many as 13 contestants submitted their papers for the second time in their respective wards. With curtains now brought down on filing of nominations, the returning office at Canacona is in receipt of 72

Can a government advocate defending the interests of the government in a higher court appear against the same government in a lower court? Advocate Guru Shirodkar, appointed to defend the interests of the government in the High Court, has been caught on the w ro n g f o o t f o r t h e s a m e breach. Edwin Rodrigues, a resident of Curca in Tiswadi has complained against Shirodkar before the Law Secretary, Advocate General, High Court Registrar and Bar Council of Maharashtra and Goa. Rodrigues in his complaint contends Adv Shirodkar appeared against the mamlatdar and administrative tribunal in a private case and defended the same authorities as government advocate in the High Court in gross violation of ethics of legal practise. He cited a circular ((No 4-4399/LD) issued on May 4, 2000, which states “once appointed as a government counsel to appear in any court or forum there

should be a total ban on the lawyers accepting any brief against the government in any forum.” The circular issued by the Under Secretary (Law) had warned government advocates such a violation would be viewed seriously. When contacted, both, Advocate General Subodh Kantak and Law Secretary Pramod Kamat, said they were in receipt of the complaint made by Rodrigues. They said the matter had been discussed by them. Kamat said he was aware of the circular banning government advocates from appearing against the government. “I have discussed the matter with the AG and we are going to seek clarification from Adv Shirodkar,” he stated. The order of the government appointing Adv Shirodkar on September 19, 2008, to defend its interests also states that instruction contained in the said circular have to be complied with. It states that the advocate will appear in those matters which would be allotted to him by the AG.

BJP leader Rupesh Mahatme informed that the party would field candidates in all the 20 wards to provide a stable and non-corrupt Margao Municipal Council and exuded confidence of wining 15-16 seats. In fact, Mahatme – who could not contest from his Malbhat ward after it was reserved for the OBC – has filed his nomination papers from Ward No 20, where Chief Minister, Digambar Kamat’s supporters Andrew sequeira and Damu Shridokar are in the fray. In Ward 3 (reserved - ST), only one candidate, Baptist Joseph Dias, filed his nomination on Monday. Since no other candidate has filed a nomination in Ward 3, Dias is likely to be elected unopposed if his form is accepted during the scrutiny on Tuesday.

Chinchinim Citizens Forum has said the South Goa flying squad inspected the low-lying fields being filled adjacent to the Chinchinim graveyard in response to a complaint filed by aggrieved villagers. Member of the Managing Committee, Winston Dias said the TCP has instructed that the filling be stopped until requisite permissions are displayed at the site as the agency carrying out the filling had failed to display the necessary permissions granted by the licensing authorities. He said the land in question forms part of an integral part of a large stretch of prime paddy fields, which showcase the beauty of Chinchinim to visitors. “These lands are low-lying wetlands, and house three ponds used for irrigation of the fields in winter, which are also crucial for groundwater recharge, as well as for flood water retention”, Dias said, adding that the government is proposing to construct a market complete in these paddy fields after filling them with mud. Health Secretary Rajeev Verma has called upon non-government organisations to join hands with the government machinery in the efforts to eliminate Filaria in the State. Verma made this statement during the course of the discussion at the meeting of the States Task Force for Vector Borne Disease, held under his Chairmans h i p a t C o n f e re n c e H a l l , Secretariat, Porvorim recently. The meeting decided to carryout Mass Drug Administration (MDA) with DFC tablets for preventive measures against Filaria on November 11 to commemorate National Filaria Day with mop-up rounds on subsequent

days. This practice of mass drug administration with DFC tablets and mop-up rounds were taken up also in 2009. The meeting also decided that all Village Panchayats in the State be directed to participate in creating awareness on the Mass Drug Administration drive for maximum participation to eliminate Filaria in the State. Dy Director (NVBDCP), Dr Dipak Kabadi, made a presentation on status of Filariasis in the state and the action plan for MDA 2010. Director of Health Services, Dr Rajnanda Dessai stated that this is the seventh year that Health Department will implement the MDA in the State of Goa.

Cricket: Business trumps sports!

O

ddly, Sunday’s meeting of the IPL Governing Council – which terminated the Rajasthan Royals (RR) and Kings XI Punjab (KXIP) franchises on charges of transgression of shareholding and ownership norms, while granting a last chance to the new Kochi franchise to put its house on order – was an emergency meeting. It was held five days before the deadline given to the three franchises to reply to show cause notices issued by the IPL lapsed. What was the hurry? Could it be because the bosses of the Board for Control of Cricket in India (BCCI) believe that the Punjab and Rajasthan franchises have a ‘benami’ shareholder in Lalit Modi, the disgraced former IPL chairman? It has long been whispered that he has proxy stakes in both, but this has never been proved. Mr Modi’s brother-in-law – his wife Minal’s sister’s husband – Suresh Chellaram holds the largest stake in the Rajasthan Royals. His stepson-in-law, Gaurav Burman, has a stake in Kings XI, Punjab. Could Sunday’s purge be one last effort to totally exorcise the ghost of Lalit Modi from the IPL? The BCCI’s case against the Rajasthan Royals is that the original bid document was signed by Manoj Badale, representing Emerging Media (IPL) Limited, a UK-based company. But its shares were held by Ranjit Barthakur and Fraser Castellino, the only shareholders representing Jaipur IPL Cricket Pvt Ltd, the firm which signed the franchise agreement on 31 March 2008. The BCCI says this violates the tender process. Despite the franchise agreement stating that no change of control can occur in the first three years, the BCCI that in March 2008, Castellino transferred his half of the share capital to EM Sporting Holdings Ltd, Mauritius, and in January 2009, Barthakur transferred 4,999 shares to the Mauritius company and the remaining one share to Emerging Media (IPL) Ltd, UK, the original bidder. In the case of Kings XI Punjab, the bidders were led by Bollywood star Preity Zinta, who was named chairperson of KPH Dream Cricket Pvt Ltd, the company which held the rights to the franchise. But the shares were held by ACEE Enterprises Pvt Ltd and Mohit Burman, which the BCCI says violates the tender process. Further, says the BCCI, in May 2008, the two listed owners of KPH Dream Cricket, ACCE Enterprises and Mohit, transferred their shares to Dabur Investment Corp Ltd and Windy Investments Ltd. Then in June, Dabur and Windy’s stake dropped to 23 per cent, with Preity Zinta, Ness Wadia, Colway Investments Ltd, Karan Paul and Root Invest Pvt Ltd picking up the other 77 per cent. These ‘blatant violations’, says the BCCI, gives it the right to terminate the franchises. This may or may not be true, but the so-called violations are from two years ago. Besides, some of the ownership changes, such as when Bollywood star Shilpa Shetty and her then boyfriend Raj Kundra bought into the Royals, were not surreptitious and very open. It simply cannot justify the extremely hasty manner in which this purge has been conducted. Besides, the IPL format was to expand to 10 teams after the third year, and there are millions of dollars that have been invested in the hope that more matches and teams will mean more income for the franchises. What happens when an eight-team IPL debuts once more in April? The legality of these moves is suspect, even though the BCCI says it has taken legal opinion from the brightest brains in the land, including Attorney General Goolam E Vahanvaty (in his private capacity). With so much money at stake, there is bound to be a strong legal challenge. The last is yet to be written on this.

Skybus: Waste of money Marcos Alemao, Varca Your report “Sky bus project put back on track” (Herald, 5 Oct) is sheer nonsense. It is not only a waste of money but is also a racket to drain crores of rupees from the Government treasury. The project had commenced in 2002 and rolls on unattended since the last eight years. Goa, being a very small state, should not have such projects. The sum earmarked for the revival of this project can be used elsewhere. As such, Congress Ministers have devised a plan to make money out of such projects.

t is that time of the year again. The monsoons are receding rather reluctantly. The mosquito menace is a permanent feature of our lives. Thanks to the garbage and sewage lying around, we have plenty of maggots and flies to keep the mosquitoes company. Thank God for the million crows and 20,000 stray dogs who have made Goa their home. These scavengers do a better job than our municipalities. The newspapers keep us well informed about the latest excuses for the all pervasive stench in Goa. Editorials tell us why we need the Mopa airport, sports cities, sea links, six-lane super highways, monorail (or is it the skybus?) and 18hole golf courses for high spending tourists. Unfortunately, we get tourists who are always high but seldom spending. It is probably the ‘high’ on liquor or drugs or disco/trance. The end of the rains also heralds the start of the tourism season. Soon Goa will be invaded by hordes of tourists arriving in buses, trains, cars, planes and by sea. Three lakh foreign tourists and 30 lakh Indian tourists will descend on us like locusts to drain our meagre resources of power, water, fish and food. They will leave us with more sewerage and garbage. Not to mention traffic jams and crowded public-transport. Buses and ferries will be overloaded. Along with the tourists come the paedophiles looking for little boys and girls. We will also get pimps, lesbians, prostitutes, homosexuals, gigolos, masochists, sadists, catamites, sodomites, junkies, pushers, peddlers, drunks, derelicts, winos, alcoholics, bludgers, thieves, pick pockets, dacoits, cat burglars and other dregs of humanity. They will all be welcomed by our tourism department officials and 10,000 female bar dancers who have lost their jobs in Maharashtra. Our tourism department officials will stoop to the lowest of levels to get the highest number of tourists. We will get the SUV-loads of male tourists from Kolhapur, Bijapur, Sangli, Satara, Haveri, Karad and Baramati, looking for half-naked white women. They will cook and live outdoors, using their own gas cylinder and stove. In the morning, they will urinate and defecate in some open space before sunrise. After a cup of tea, they will go

In between the gaps are wandering body massagers, ear cleaners, barbers, pedicurists, manicurists, fortune tellers and other service providers. These services have all been outsourced to Telegus, Oriyas, Tamilians… And why not? We have carpenters from UP, labourers from Bihar, Jharkhand, Chattisgarh and Bangladesh. Our plumbers and electricians are from Kerala while our casinos and hair-styling centres are in the hands of Nepalese and, more recently, Manipuris. The shack owners are busy cooking food or

s I write this I am tired. I am exhausted and completely fed up. After two years of unending, enormous effort, we are back where we began. Again. And so it’s back to agitating. The Goa Bachao Abhiyan (GBA) has called for a rally on Thursday 14 October at 4:30 pm at Azad Maidan. For all those who wondering what this is all about let me refresh your memory. Before that, I will teach you a useful word – Nada. Two years ago, GBA launched an agitation that led to the cancellation of RP2011. We were promised a new one soon. Has it come? Nada! After visits to the TCP office, marches to the Chief Minister’s bungalow and agitations, the government promised that RP2021 would be finalised ‘soon’. Is it anywhere in sight? Nada! The CM assured the House in the monsoon session that RP2021 would be finalised by September 2010. We’re in October. Is it done? Nada! Before the RP is finalised, taluka level plans must be done. Have even the guidelines for these plans been finalised? Nada! After state wide agitations asking that people be allowed to participate in the planning process, a committee was formed to amend the TCP Act and allow for participatory planning. Has the committee met even once? Nada!

Goenkar’s (pure Goans) are known for their decency and hospitality the world over. Extreme caution has to be maintained against rapes and molestations which are fast becoming the order of the day; especially during the season. During this monsoon, the access to the Sernabatim beach got eroded and it is hoped that it has been repaired. Goa has had its fair share of ups and downs. A drug peddler has gone absconding, while a super cop is no longer with the Narcotics department. A former tourism minister, who dared to raise his voice against drug dealing, has been stripped of his portfolio. Nevertheless, all visitors to Goa are urged to have a great time in Goa. Our beaches are great and very refreshing. Enjoy a super holiday.

Ridiculous visa laws

Your editorial entitled “Special visas” (Herald, 9 Oct) deserves praise. Keep up the good work, sir. It is about time that India realises that there are many specialists all around the world that are more than willing to support this rapidly expanding nation. However, our ridiculous visa laws restrict the nation’s growth. India fails to recognise the fact that foreign companies can contribute to India with a well proven technology. Similarly, why are foreign nationals persecuted with ridiculous property laws? Government has stopped the purchase and sale of properties to foreign nationals. They should realise that the world is changing. If Goa is serious about controlling terrorism, why does the foreigners’ registration office (FRO) in Panjim turn away those who want to register within fourteen days as per information on their visa? It is strange that the FRO refuses to implement this and tells them to come back after five months. Surely, in order to keep track of foreigners’ whereabouts, they should do the duties entrusted to them as per Indian government’s visa requirements.

These will help stem the rot while we push for finalisation of RP2021. We want all eco sensitive zones marked in the Draft RP2021 to be notified. We want all the villages that have voluntarily asked for VP3 status to be given it immediately. Until the plan is finalised, all construction permissions should be frozen at 50 FAR. We want the High Court order that no NOC be given for any new projects until proper infrastructure and garbage disposal has been put in place to be implemented. Lastly, we want legislation that allows people to properly participate in the planning process. It is said that people in high places don’t hear too well. They are deaf to anything but a crowd. Are you listening Mr CM? We are coming to Azad Maidan to shout loudly enough for you to hear on Thursday at 4:30 pm. Will we ever give up? Nada! We are fighting to preserve all that we love. Giving up is not an option.

One final question: Are the people of Goa fools with unending patience to keep waiting while empty promises are made and meaningless deadlines set? Nada! While it hangs in limbo, it is business-as-usual for the politicians, the building lobby, the mining lobby and a hundred other hustlers, all out to grab what they can before the rules come into place. We knew it would not be an easy fight. But no one expected it to be this difficult. Surely when the CM makes an assurance in the House, one would imagine he would keep his word? Lucky Farmhouse is a fortune teller and palm reader who was arrested at Calangute Beach by the Tourism Police and handed over to the Crime Branch. She asked for bail, so they escorted her to the bhel-wallahs at Miramar beach. She wandered onto the beach and rode a surfboard out to sea. She waved out to a passing Goan fishing trawler to rescue her. Instead, a Swedish naval submarine surfaced and took her back to Sweden. Roy Naik sold this story to a local hack who published it in a regional-language newspaper. It has now become the script for the latest Telegu ‘James Bond’ type of movie. The quickest solution using existing laws is to ensure that rickshaws ply by meter and encouragement must be given to use public transport, rather than bring their cars for short trips within the city. Rickshaws charge four times the amount than what is charged in Mumbai. The RTO should enforce the pay-bymeter tariff which exists in many cities across the country. Political parties can find a novel way to garner votes by cashing in on this discrepancy.

Besides, the Forum for Senior Citizens of India, Goa unit, helps its members to avail of medical benefits by arranging discounts on services such as doctor’s consultation charges, laboratory tests and hospitalisation bills etc., and also, in certain pharmacies in Goa. Though the Indian Railways gives a railway concession of 30 per cent on basic fare to male senior citizens, female senior citizens are given 50 per cent. Needless to say, both citizens are over the age of 60. This is indeed, discriminatory. I appeal to our Honourable Railway Minister, Mamata Banerjee to grant senior citizens of either gender, a uniform concession of 50 per cent in rail fare.

Once upon a time, there was a wise man who used to go to the ocean to do his writing. He had a habit of walking on the beach before he began his work. One day he was walking along the shore. As he looked down the beach, he saw a human figure moving like a dancer. He smiled to himself to think of someone who would dance to the day. So he began to walk faster to catch up. As he got closer, he saw that it was a young man and the young man wasn’t dancing, but instead he was reaching down to the shore, picking up something and very gently throwing it into the ocean. As he got closer he called out, “Good morning! What are you doing?” The young man paused, looked up and replied, “ Throwing starfish in the ocean.” “I guess I should have asked, why are you throwing starfish in the ocean?” “The sun is up and the tide is going out. And if I don’t throw them in they’ll die.” “But, young man, don’t you realise that there are miles and miles of beach and starfish all along it. You can’t possibly make a difference!” The young man listed politely. Aldona MLA Dayanand Narvekar on Sunday stated that as long as he is MLA of Aldona constituency, he will not allow casinos at Britona/Malim. Narvekar was speaking at the meeting convened by Aldona Block Congress Committee at Brittona to register its protest against government’s decision to allow anchoring of casinos at Malim and Brittona. “I am elected by the people to look after their welfare and hence it becomes my bounden duty to protect their interests at any cost,” said Narvekar. Speaking further, he said that he opposes casinos in Mandovi River mainly for three reasons. “The government does not have any disaster management plan. Hence if the ship breaks in Mandovi River, then who is going to remove the ship? The government could not remove ‘River Princes’ for the last 10 years,” he said. “Further, fish breeding will be affected badly and hence the livelihood of local fishermen will be in danger and the sound that would be produced by generators of the casinos will disturb peace of the people residing on the banks of Mandovi River and also prostitution activities in the area will increase in the course of time,” added Narvekar. Narvekar said the government earns revenue to the extent of Rs 5 crore only from each casino every year. “This amount is miniscule compared to the dam-

He had suggested the government to levy Green cess on the mining industry. “If this was done, then the government would have earned Rs 100 crore every year,” he added. “The government receives sufficient funds from the Central Government. During the course of last two years, the State government has received the funds to the tune of Rs 4,000 crore. Hence there is no dearth of funds for the government,” stated Narvekar. Narvekar said the residents of Ribandar and Reis Magos have already commenced their agitation against the casinos. “It is now high time that residents of Brittona and Malim get united and oppose vociferously the decision of the gov-

ernment to allow the casinos to anchor at Brittona and Malim,” said Narvekar. “Till 2007, there were only two casinos in the Mandovi River. However, with the passage of time, the number of casinos has increased. Since residents of Cavelossim commenced their agitation, the government was impelled to remove the casino from their area,” informed Narvekar. “These are off-shore casinos and hence they have no right to operate in the Mandovi River,” added Narvekar. ZP member Gupesh Naik, Gajanan Halarnker Guru Surlikar and Xavier Fonseca also spoke on the occasion. Aldona Block Congress (I) Committee President Maira Correia welcomed the gathering and Amonkar compered the programme.

Former state Shiv Sena chief Ramesh Naik has stated that the Shiv Sena is a secular party, which respects all religions and cultures. "The objective of Shiv Sena is to solve the problems of poor people and safeguard the interest of Goans. Shiv Sena believes in action," said Naik, while inaugurating the Mapusa branch of Shiv Sena on Sunday. He expressed concern over the growing number of youth in the State who are falling prey to drugs. "Drugs are available freely along the coastal belt. The world arthritis is celebrated each year on October 12 ever since 1996 by ARI (Arthritis Rheumatism International). The theme of World Arthritis Day is ‘Let's Work together.’ The ultimate aim of World Arthritis Day is to reduce the burden of rheumatic diseases on the individual and society and to improve the treatment, prevention and rehabilitation of musculoskeletal diseases. He also spoke about the privileges attained by the converted Christians and the skilled people and highlighted the caste system that prevailed during the 16th and 17th centuries. Bhushan Bhave presented a paper on ‘The Contribution of Catholic Missionaries for Konkani Language and Literature during the 16th and 17th centuries. China today cancelled a meeting with a Norwegian minister because of the Norwegian Nobel Committee's award of the peace prize to jailed dissident Liu Xiaobo, Norwegian authorities said. Fisheries Minister Lisbeth Berg-Hansen was already in China on Monday preparing for the Wednesday meeting in Shanghai, the ministry said. The two delegations had been scheduled to hold a reception at which Berg-Hansen would present her hosts with the 10 millionth Norwegian salmon exported to China since 1988, according to the Nor wegian Seafood Export Council. ''The Nobel committee is independent of the government and the parliament,'' the minister told Norwegian daily Dagbladet before leaving for China. ''There is therefore no basis for measures against Norway if someone doesn't like the prizewinner.'' On Friday China called the Nobel for Liu ''an obscenity'' and warned Norway that awarding a peace prize to a Chinese dissident would hurt bilateral relations. It summoned Oslo's envoy to Beijing on Friday after the Nobel announcement was made. Norway and China are the world's top two fish exporters, with China processing Norwegian salmon and exporting to Japan.

Probe to expose ‘money power’ used to lure MLAs: K’taka CM PTI BANGALORE, OCT 11

Railing against the opposition JDS and Congress for attempts to destabilise his government, Karnataka Chief Minister B S Yeddyurappa today said that a comprehensive inquiry would be conducted to expose the “money power” used to lure MLAs. Alleging that Rs 20 crore to Rs 25 crore was paid to dissident MLAs, Yeddyurppa said he would order a comprehensive inquiry to expose this. “I will not spare them easily. I know from which source the money has come and how much money was distributed by each”, he charged. The Chief Minister was addressing a press conference after he won the trust-vote by voice-vote.

Despite winning the confidence motion, many ministers seem anxious about the fate of the Government and what action the Governor H R Bhardwaj may recommend. The Chief Minister also saw a conspiracy by what he called “affluent class” to topple the government and said this would also be “exposed”. Yeddyurappa, however, did not elaborate. Yeddyurappa accused the opposition of resorting to unruly behaviour to destabilise his government after realizing that they don’t have majority and that they can’t come to power. He charged the Congress and the JDS with trying to “uproot democracy” by seeking to topple a democratically elected government and termed their behaviour in the House as “shameful”.

Cops entered House on Speaker’s request PTI BANGALORE, OCT 11

City Police Commissioner Shankar Bidari today justified the entry of police into the Assembly, saying it was done at the instruction of the Speaker K G Bopaiah to control the situation. He said the police entered the Assembly after a written request and instructions from the Speaker stating that the situation inside the House was out of control and the Civil Police also should help in controlling the situation. “The civil police have entered the Assembly Hall and have controlled the situation and prevented any untoward incidents from taking place,” Bidari said. “The police have discharged their duty as per the law of the land and as per the request and instructions from the Speaker,” he said. He said that at the outside gate of the Assembly hall when the Marshal of the Assembly and his staff tried to prevent

the five disqualified MLAs from entering the Assembly Hall despite their disqualification, they were assaulted by these MLAs and other members of the Opposition accompanying them. “As a result, 16 members of the watch and ward staff have suffered injuries. In this connection, a case is being registered and investigation will be taken up,” Bidari said. He said five disqualified members with some other members of the Opposition forcibly entered the Assembly Hall and damaged the glass at the entrance gate of the Assembly besides assaulting the public servants on duty. On the allegation by some MLAs that he tried to prevent their entry into the Assembly Hall, Bidari said the fact was that the Speaker and the staff of the Assembly had designated one particular door for entry of members of the opposition, but they wanted to enter by another door which was closed as per the orders of the Speaker.

“The Opposition members were trying to break open the door. When I came to know that, I went there and tried to persuade them to enter the Assembly Hall through the designated door,” he said. Since they declined and persisted to enter the House by that particular door only, Bidari said he personally went to the Speaker and told him that there was no harm in opening the particular door also for the entry of the Opposition members. Accordingly, the Speaker permitted the opening of the door from which they wanted to enter the Assembly Hall and as per his request and approval given by the Speaker, the particular door from which the entry was not permitted was also opened. “The allegation that I have prevented entry to members of the Opposition from entering the Assembly Hall is false, baseless and mala-fide. This is corroborated by the audio visuals available with the media,” he added.

Guru Gangadhar Pradhan passed away today following brain hemorrhage at a private hospital

here, family sources said. He was 62 and is survived by wife, one son and three daughters. Pradhan, who was admitted to the intensive care unit (ICU) of Apollo Hospital here on October 5, breathed his last around 3 am, hospital sources said. However, alleging negligence in treatment, Guru Pradhan’s disciples and admirers ransacked the hospital. Complaint and a counter complaint were lodged at the Saheed Nagar police station here by the hospital authorities and the maestro’s family, police said. Two platoons (about 60 personnel) of police force was deployed near Guru Pradhan’s residence in the city as tension mounted after police picked up seven of his disciples on charges of vandalism at the hospital. Guru Pradhan’s followers also staged a road blockade near Utkal Sangeet Mahavidyalaya demanding immediate release of the seven youths detained at the police station. Born in 1948, Guru Pradhan, an awardee of Padmasree, was also a recipient of Central and State Sangeet Natak Academy awards. A founder of Konark Natya Mandap and Orissa Dance Academy, Pradhan was born at Parikula village on the banks of the famous Chilika lake in July 1948 in an agrarian family. Staring his career as a “Gotipua” dancer at the age of six, Pradhan was the first person in the field of Orissan art to be bestowed with the prestigious assignment of teaching at the famed Corenell University (USA) as a visiting faculty. Pradhan has also served as the president of Orissa State Sangeet Natak Akademi during 2006-07. He was instrumental in popularising and promoting classical tradition and culture. The maestro was at helm of the Konark Dance & Music Festival, Dhauli Mahotsav, Kalinga Kala Utsav and Odissi Sandhya organised every year in the state. As part of his lifelong dedication to Odissi dance, Guru Pradhan had trained and guided a number of wellknown accomplished dancers and teachers.

Remove missiles, Taiwan tells China PTI TAIPEI, OCT 11

Taiwan President Ma Ying-jeou used the country's national day celebrations to call on China to act on its words and withdraw the 1,000-plus ballistic missiles targeting the island as soon as possible in Taipei. "Cross-strait relations have made great improvements these last years and there has been a conspicuous reduction in tensions in the Taiwan Strait," Ma said yesterday. "We think that comments by the mainland Chinese authorities on withdrawing missiles have positive meaning for cross-strait relations and they should implement them at the earliest possible moment," he said. Causing embarrassment to ruling CPI(M)-led LDF in Kerala ahead of the civic elections, party-backed independent MLA Manhalamkuzhi Ali, representing Mankada in Malappuram district in the Kerala assembly, today announced his resignation as member of the House following differences with the party leadership. Ali, who was having a strained relationship with the official leadership of the state CPI(M) for the last few months, told reporters here that he was no longer prepared to bear the insulting remarks made against him by CPI(M) leaders in the recent past. The resignation letter would be handed over to the Speaker K Radhakrishnan soon, he said. He said the CPI(M) leadership had been trying to isolate him in the party and he was not being invited for any functions. “I have become a victim of factionalism in CPI(M) though I am not part of any group,” he said. CPI(M) leaders including Minister for Self Governance Paloli Mohammed Kutty and V Vijayaraghavan MP had recently come out against Ali, saying that a `businessman’ like Ali could not destroy the party in the state. Inspector General of Police (IGP), Jammu Range Ashok Gupta told PTI that investigation is going on and a security agency’s role is also coming under scanner. New CRZ draft to sort out old mess The draft notification removes the dual authority of the state and Centre in clearing constructions up to Rs 5 crore and above respectively and adopts the 2006 EIA notification for clearance of constructions by the ministry only where the built-up area is over 20,000 square metres. The notification lays down detailed clearance procedures and says such clearance to any project shall be valid for five years. Also, projects will be monitored post clearance requiring the project management to submit halfyearly compliance. The 1991 notification does not provide for post-clearance monitoring. The notification also mandates the Coastal Zone Management Authorities (CZMA) to create a dedicate website and post agenda, minutes, decisions, clearance letters, violations and actions taken. This kind of transparency was not provided in the 1991 notification. Also, the 1991 notification was silent on the guidelines coastal zone management plan (CZMP) maps, causing immense hardship to the coastal people while the draft notification provides detailed guidelines and mandates that the CZMPs

will be first put up to public for seeking comments. It also fixes time period for the clearances. For want of any enforcement mechanism in the present notification, there were large number of violations that is sought to be taken care in the proposed notification by detailing the agencies and the timeframe for action against the violators. The draft also makes a separate Goa-specific provision with stringent regulator y mechanism for sustainable development and ecological protection of coastal areas. It seeks to provide basic infrastructure facilities to the fishing communities for their livelihood. It specifies benefits given to the local communities. The ministry has also clarified that the CZMPs prepared under the 1991 notification will remain in vogue until the new CZMPs are approved under the new notification. Since the coastal areas are dynamic and prone to changes, the new notification provides for revision of CZMPs after five years on the request of the state or union territory government.

Not wise to deregulate diesel now: Chawla PTI NEW DELHI, OCT 11

Giving reprieve to transporters and other users of the fuel, the government has said it was not the right time to deregulate diesel prices, as inflation continued to be high. "I don't think it will be a wise or prudent thing to do (deregulate price of diesel) at a time when inflation is running so high," Finance Secretary Ashok Chawla said at a panel discussion on CNBC TV 18. The government had in June deregulated the prices of petrol but did not take a decision on diesel, which is used by various industries and the transport sector. Following deregulation, the price of petrol went up by Rs 3.50 a litre. Besides, it raised the prices of diesel by Rs 2 a litre but did not link it to market price. As regards the cook-

ing fuel, the LPG became dearer by Rs 35 a cylinder and kerosene by Rs 3 a litre. On inflation, Chawla said it is likely to fall to around 6 per cent within the next few months from the current level of 8.5 per cent. He added, "it's not the case that because yo have high growth rate you must have high inflation." For calculating inflation, from August, the government has come out with a new index, which revealed that the rate of price rise declined by 1.3 percentage points to a 7month low of 8.5 per cent during that month. However, data on the old inflation series, which was released along with the new series, showed that the rate of price rise dipped marginally from 10 per cent in July to 9.5 per cent in August. Sensex gains 90 points PTI MUMBAI, OCT 11

Led by Reliance Industries and Tata Motors, stock market benchmark Sensex today gained nearly 90 points on expectations of healthy second quarter earnings by India Inc amid firm global cues. Auto, metals and energy stocks contributed the most to the gains in 30-share barometer of the Bombay Stock Exchange, which ended the day at 20,339.89, up 89.63 points, or 0.44 per cent. During the session, the BSE sensitive index moved between a high of 20,461.27 and 20,250.26. The National Stock Exchange’s wide-based 50-share Nifty Index too finished the day higher by 0.53 per cent at 6,135.85. “Market participants are waiting for numbers of September quarter and there are hopes for a healthy figures.

Bridgestone to set up new plant in Pune PTI CHENNAI, OCT 11

Bridgestone India, a leading tyre manufacturer, today said it planned to set up a new production facility at Chakan in Pune at an investment of about Rs 2,600 crore. The new plant would help the company to produce 10,000 units of passenger vehicle tyres per day and 3,000 units of commercial vehicle tyres per day by 2020, Bridgestone India MD Hiromi Tanigawa said today. "By 2013 we will launch new production facility at Chakan near Pune at investments of almost USD 26 billion rupees (Rs 2,600 crore)...," he said. The new plant would come up on 7.60 lakh square meters, nearby treble the size of its Indore plant (2.60 lakh sq m). The company, which entered India in 1996, commenced production at its Khedhar plant in 1998 for manufacturing of tyres for passenger and sports utility vehicles in India. The company would also invest around Rs 300 crore at its Khedar plant for increasing its capacity from 14,000 units to 15,000 units, he said.

Market regulator SEBI has reportedly withheld the approval of the open offer by Sesa Goa to buy 20% stake in Cairn India. The Petroleum Ministry and ONGC had raised questions on the terms of the deal between Cairn Energy Plc and Vedanta Resources Plc. The open offer from Sesa Goa was to open on October 11. Separately, Cairn Energy Plc secured the approval of shareholders for sale of majority stake in its Indian arm to Vedanta Resources. Navelim Sporting Club and Pax of Nagoa Sports Club sailed into the quarter-finals of 2nd Dalton Fernandes memorial inter-village football tournament organised at Government village ground, Sarzora on Monday. Navelim played their hearts out to register a 5-4 tie-breaker win over Maina Sports Club. The teams were locked goalless at the end of regulation period. Navelim as well as Maina went into the attack and spurned scoring opportunities in the opening session. The second half continued in the same vein where both teams adopted safety, as a result there were a few attempts at either goalposts and play was restricted to midfield. Both team defenders were tall in keeping their citadel intact till full time.

In the tie-breaker, Tyson Pereira, Milton Gomes, S. Cardozo, Mariano Mascarenhas and Remy Pereira were on target for Navelim while Bruno Fernandes, Roque Carneiro, Primo Fernandes and Peter Pereira converted for Maina. In the second pre quarter-finals, Pax of Nagoa downed Sporting Club of Davorlim 2-1. There was no score at half time. Nagoa broke the deadlock in the 10th minute when Mariano Cruz headed home off a flag kick taken by Valanko. Five minutes later, Nagoa doubled the lead when Steven Pereira unleashed a snap shot off a cross from Mariano Mascarenhas. Stunned by double blows, Davorlim regrouped quickly and instantly took the fight to the rival camp and their efforts bore fruits when Bonnie Niasso reduced the margin.

A splendid brace by Daniel Estibeiro helped Macazana Welfare Club to beat St Sebastian Club of Aquem 3-2 in GFA Third Division League at Sao Jose de Areal ground on Monday. Macazana were leading 2-0 at half time. Macazana were rewarded in the 39th minute when Trez Moniz punished the rival keeper with an adroit placement. St Sebastian made concerted attempts and paid dividends when Nigel put his team on level terms in the 42nd minute. Stunned by the equaliser, Macazana got into the groove and enjoyed more possession and Daniel Estibeiro slotted past the rival keeper with a volley.

Sangolda Lightning Sports Club defeated United Club of Utorda 3-1 to move into the semi-finals of the F&C Cup soccer organised by Verem Boys in memory of Caetano Piedade Colaco at Verem ground on Monday. Sangolda opened the scoring in the 14th minute when Prahant Khandeparker headed home a cross. Crossing over, Agnelo added his name to the scoresheet in the 48th minute, before Shadabe Sheikh joined in the celebration with a fine strike minutes later. Utorda reduced the deficit through Alister Monteiro.

Krishna Poonia led an unprecedented sweep of all the medals in the women's discus throw at the Commonwealth Games on Monday. The Railways athlete from Rajasthan led a historic Indian 1-2-3 by hurling the disc to 61.51 metres and became the country's first woman in 52 years to win the gold on a day the Games was rocked by its first doping scandal, woman's 100m champion gold medallist Osayemi Oludamola of Nigeria returning a positive test for a banned stimulant. Poonia is the second Indian athlete after Milkha Singh (1958, Cardiff) to garner a gold in track and field. Her triumph enabled the country equal its previous-best gold medal haul in the Games' history. India had won 30 gold at Manchester eight years ago.

Divers Hrutika, Hari Prasad in finals PTI NEW DELHI, OCT 11

Indian divers Hari Prasad Thimmarayappa and Hrutika Par vatayya Shriram today qualified or the finals of their respective events at the SP Mukherjee Swimming Stadium here today. Hari Prasad finished 12th with 260.70 points in the men's 3m Springboard preliminary round but still made it to the final. Hrutika also finished 12th with 176.75 points in the women's 10m platform event but also made it to the final.

Olympic bronze-medallist Vijender Singh fell victim to some harsh refereeing and settled for a bronze medal after the India's protest was rejected even as three others made their way into the finals on a dramatic day for the country's boxers, here today. Vijender (75kg), the reigning world number one, lost 3-4 to England's Anthony Ogogo after being handed two warnings -- first for hitting his opponent on the back of his head and the second for holding the Englishman -- in the dramafilled final round of the bout. But Suranjoy Singh (52kg), Manoj Kumar (60kg) and Paramajeet Samota (+91kg) assured India of at least three silver medals by beating Pakistan's Haroon Iqbal, Bahamas' Valentino Knowles and Tonga's F A Junior respectively. However, the talking point of the day was Vijender's shock loss. The Indian team filed a protest but the jury which reviewed the bout upheld Canadian referee Michael Summers' decisions. "The jury reviewed the bout and came to the conclusion that Vijender was holding his opponent and the referee was right in warning him. When the Indian team pointed out that even Ogogo was holding Vijender, the jury felt it was not the case," Indian Boxing Federation Sec-

An enraged Vijender lambasted the twin warnings, saying the four-point penalty was "harsh and unfair." "The warnings were unfair and harsh. If the referee thought I was holding Ogogo then he should have penalised this guy as well. He was also holding me," the disappointed boxer said. Although India is set for its best-ever medal haul of seven, it was a thoroughly disappointing day for the nation's boxers as they found themselves at the receiving end of some harsh refereeing. The BCCI today dismissed reports that its Secretary N Srinivasan had sent messages to Indian Premier League franchises, allegedly asking them to align with the Board. In the wake of media reports that Srinivasan purportedly sent text messages to IPL owners, asking them to align with the Board or be prepared to face the "taste of its medicine", the BCCI issued a statement saying, "The Board would like to clarify that no such messages have been sent from his (Srinivasan's) mobile." "The BCCI has just received information that some messages, allegedly sent from Mr N Srinivasan's cellphone to the IPL franchisees, are being circulated and talked about by the media. "This is clearly a case of foul play, and complaints to that effect are being lodged with the

concerned Mobile phone service, and the Police, for immediate action," BCCI Chief Administrative Officer Ratnakar Shetty said through the statement. The purported text message from Srinivasan's phone had said, "As we have been saying, please align yourself with us. Or else everyone will get the same taste of the medicine we have given today to Rajasthan Royals and Kings XI Punjab. Owners should not think they are above the BCCI. "You should be happy we allow you to participate. We know how to clip your wings and we will run the IPL the way we want to. After all, it is our property. You can either be a part of it or we can find a way for you to get out. We will throw Lalit Modi and anyone attached with him. So best avoid talking to him."

Nigeria’s 100m winner flunks dope test PTI NEW DELHI, OCT 11

The Commonwealth Games was today rocked by its first doping case when Nigerian women's 100m gold medallist Osayemi Oludamola tested positive for a banned stimulant. Commonwealth Games Federation chief Michael Fennell announced this morning that Osayemi tested positive for methylhaxaneamine and her 'B' sample test and hearing will be held later today. "I regret to announce that a positive dope case has come out. Nigeria's Osayemi Oludamola has tested positive for methylhexaneamine and under anti-doping rules of the Games, she has been handed a provisional suspension," Fennell said at his customary media conference. "Under anti-doping procedures she has been notified and she has requested for a 'B' sample testing. The 'B'sample testing will be done today and her hearing will also be held today," he added.
