HAYWARDCITYCOUNCILNEARING DECISIONSONTRANSITIONTO

DISTRICTELECTIONS

The City of Hayward’s transition to geographic district-based elections for City Council moves into its final stages over the next four weeks.

Hayward is moving to district elections for Council pursuant to an agreement to settle a lawsuit brought under the California Voting Rights Act. The lawsuit contends that atlarge elections for municipal offices unlawfully dilute the voting power of Asian Americans. Under the new system, only the Hayward’s mayor will continue to be elected by at-large, citywide votes with the six non-mayoral Council seats decided through district-based elections. Terms of office under the new system will remain four years. The City’s last at-large election for non-mayoral Council seats will take place during the upcoming Nov. 5 municipal election.

September 17 - the City is scheduled to make publicly available the final draft maps of the six Council districts.

October 1 - the City Council is scheduled to introduce and hold a public hearing on an ordinance finalizing the maps and establishing the sequence and timing of when elections in the six districts will take place.

October 8 - Final legislative action and adoption of an ordinance setting forth the district maps and sequencing of district elections.

The theme for 2024 is Pioneers of Change: Shaping the Future Together. The observation began in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402.

In honor of National Hispanic Heritage Month, we want to recognize some of the incredible hispanic owned businesses in Hayward. Join us in honoring their invaluable contributions and show your support by supporting these local gems. Together, let's ensure their stories of innovation and perseverance continue to prosper and inspire future generations.

UPDATEONMANDATORYBAYAREA COMMUTERBENEFITSPROGRAM

Pre-tax transit benefits

Did you know it is mandatory for employers with 50 or more full-time employees in the Bay Area to register with the Bay Area Commuter Benefits Program? Even if employers offer commuter benefits, to be in compliance with the Bay Area Air District’s Regulation 14, Rule 1, they are required to enroll in the program and update their registration annually. Employers can choose from five commuter benefit options:

Employer-provided subsidy for transit or vanpooling

Employer-provided transit (such as shuttles)

Telework one or more days a week

A custom plan that includes other modes like bicycling or walking, possibly combined with promotions that encourage alternates to driving alone

Employers can play a key role in affecting air quality and traffic congestion, both of which have a strong impact on our quality of life and future sustainability. We strongly encourage employers to comply.

Enrollment in the Bay Area Commuter Benefits Program is easy and free by visiting 511.org. Take advantage of the many resources to help you comply. The helpful handbook for employers walks you through all the options, and frequently asked questions answer your most important questions.

Resources can be provided to guide you through this quick process or speak to a team member for hands on support. For more information, visit 511.org, call 510285-3182 or email commuterbenefits@511.org to confirm if your organization is registered.
