Diben craidd yr wythnos yw sefyll mewn undod â’r rhai y mae troseddau casineb yn effeithio arnynt, i gofio’r rhai rydym wedi’u colli, a bod yno i’r rhai y mae angen cymorth parhaus arnynt.
Thema Wythnos Ymwybyddiaeth
Troseddau Casineb eleni yw 'Casineb LGBTQ+'. Byddwn yn clywed gan Mark ac Amy, sy'n rhannu'u profiadau o gasineb a phwysigrwydd cymorth annibynnol, arbenigol.
Byddwn yn canolbwyntio ar gasineb LGBTQ+ yn ystod y digwyddiad ‘y bobl y tu ôl i'r niferoedd’.
Eleni, byddwn yn dysgu am 'ragfarn perfformiadol' yn yr astudiaethau achos ac yn y digwyddiad ‘y bobl y tu ôl i'r niferoedd’.
Ac rydym hefyd yn tynnu sylw at yr heriau sylweddol o fewn casineb sy'n gysylltiedig ag ymddygiad gwrthgymdeithasol, yn yr astudiaethau achos ac yn y podlediad ‘Sgwrsio â…’.
Os rhywbeth, mae'r digwyddiadau dros yr haf wedi dangos i ni ein bod yn gryfach gyda'n gilydd – yn gryfach gyda'n gilydd o ran torri'r cylch niwed a achosir gan gasineb.
Welcome to this year's edition of the Hate Crime Awareness Week Newsletter and Calendar of Events for Wales.
This year marks 50 years of the charity Victim Support – we started as a community movement, and we continue to strive forwards with the communities around us steering our direction as we work to provide support for people impacted by crime.
The experiences and voices of victims continue to sit central to our service, influencing how we work and the resources that are available.
Language support explains how we can support people experiencing hate, where English isn’t their first language.
uk National Hate Crime Awareness Week was founded in 2009 to mark the 10th Anniversary of the Nail Bomb attacks in London.
The core purpose of the week is to stand in soldarity with those affected by hate crime, to remember those we have lost, and to be there for those who need ongoing support.
The theme for National Hate Crime Awareness Week this year is ‘LGBTQ+ Hate’. We hear from Mark and Amy, sharing their experiences of hate and the importance of independent, specialist support.
LGBTQ+ hate is an issue we focus on during the event ‘people behind the numbers’.
This year, we learn about ‘performative prejudice’ in both the case studies and within the ‘people behind the numbers’ event.
And also we shine a spotlight on the significant challenges within Antisocial Behaviour related hate, within both the case studies and the ‘In Conversation with…’ podcast.
If anything the events over the summer have taught us, it’s that we’re stronger together – stronger together in interrupting the cycle of harm caused by hate.

That’s a theme that weaves through all of the events taking place this year across Wales as we shine a spotlight on hate experiences and some of the challenges facing Wales.
Highlights from the week include;

I look forward to continuing to provide our service with a steer as we face new challenges, continuing to provide people in Wales affected by hate with an excellent level of service and support, and driving forward innovation in our communities and partnerships.

North Wales Police and Crime Commissioner (PCC) Andy Dunbobbin will visit ClwydAlyn Housing Association's ICAN Centre in Rhyl during National Hate Crime Awareness Week to learn about their efforts in combating hate crime. The PCC will meet with Lynda Williams, Brendan McWhinnie, and Hannah Burton to discuss ClwydAlyn's work in addressing hate incidents, particularly those arising from neighbour disputes and towards homeless individuals. The ICAN Centre offers mental health wellbeing services and works with local support agencies, with ClwydAlyn representatives highlighting their dedication to tackling hate crime through awareness initiatives, partnerships with agencies like the police and Victim Support, and the implementation of their Resident Concern Policy.

During a visit to Bangor, North Wales Police and Crime Commissioner (PCC) Andy Dunbobbin met with the Unique Transgender Network, a voluntary group supporting Trans, Non-Binary, and Gender Diverse people, as well as members of Bangor University’s LGBT+ group, to discuss the impact of hate crime and how agencies can collaborate to combat it. The PCC emphasised that hate crime has no place in North Wales, urging victims to report incidents and highlighting the importance of police partnerships with local organisations. Jenny-Anne Bishop OBE from Unique praised the PCC for understanding the devastating effects of hate crime and for the police’s commitment to vigorously prosecuting these crimes while offering sensitive support to victims through services like the North Wales Victim Help Centre.

Hate Crime can be a really traumatic event, and trying to share your experiences with others in a language that isn’t your own can cause additional challenges and difficulties.
Secondary traumatisation is where someone experiences trauma because of something happening around them.
Young people can sometimes be more likely to experience secondary traumatisation, as they’re expected to interpret for adults where services aren’t providing interpretation. This can expose young people to situations they may usually be protected from.
At the Wales Hate Support Centre, we recognise these challenges and difficulties.
Information on the service is available in a range of languages. In addition;
Language interpretation is available throughout the service you receive – from initial contact to case worker support
We use SupportLine, allowing access to interpretation in over 200 languages
SignLive is available free of charge to people who communicate through British Sign Language (BSL)

At a Council meeting held on Thursday 19 September 2024, Ceredigion County Council was presented with a Trustmark certificate from Victim Support for our commitment to the Hate Crime Charter
The Council's Cabinet agreed to commit to the Hate Crime Charter in November 2022. The Council is now part of a network of allies to support its work with victims, and to raise awareness of hate crime and the ways of reporting across Wales
The Trustmark is a symbol of commitment to tackling hate crime and improving awareness and support for victims, witnesses and communities affected.
Councillor Catrin M S Davies is Ceredigion's Cabinet Member who chairs the Council’s Equality Working
Group. She said: "Hate Crime has increased over the years The aim is that no one in Ceredigion is a victim of bigotry or hate crime and that everyone can live their life without fear and without harassment regardless of their race, background or sexual orientation. Our services across the Council continue to raise awareness to ensure we can support victims when needed. We will continue the work as part of the new Strategic Equality Plan for 2024-28.”
The Council supports and raises awareness in a variety of ways and at different levels;
Supporting the Council’s Youth Service to get messages into schools Providing a range of training for our employees, other organisations and the public
Ensuring that our social housing providers' policies include a specific section about hate crime as part of their anti-social behaviour policy
Placing posters and leaflets about hate crime, in different languages at Ceredigion Museum and Council-owned leisure centres and libraries Raising awareness during Hate Crime Awareness Week every October
During the presentation, Tammy Foley from Victim Support said: “Congratulations on being awarded the Trustmark. The Trustmark is a symbol of Ceredigion County Council’s commitment to the Hate Crime Charter and victims of Hate Crime, and it demonstrates that they have delivered, or are delivering, on their bespoke actions to enact the Charter We’re thrilled to see you reach Trustmark status and look forward to working with you further over the next 12 months.”

Hate Crimes and Incidences can have a significant impact on those that experience it – as an identity-based crime, it can hit the core of who you are as a person.
Hate is an act against you that’s motivated by hostility and prejudice towards a part of who you are.
Parts of our identity are protected within hate crime legislation, these include our race, religion and faith, disability, transgender identity and sexual orientation
Hate can happen outside of these characteristics, and our identities are complex and multi-layered – we live with lots of different characteristics, and if we experience hate, it might be targeted against more than one.
It is individual, and people can experience a range of impacts, including to their psychological and emotional health, their physical health, sense of
safety, confidence and self-esteem, their behaviour and finances.
It can lead to people feeling they have to conceal their identity in order to feel safe, or to not share with family and friends who they really are.
Hate crimes and incidences can happen anywhere and by anyone – some people experience antisocial behaviour related hate, which is hate that happens in your neighbourhood or community.
This type of hate can be difficult to tackle within the criminal justice system, and can leave those impacted feeling frustrated and without hope. Hate incidences can happen by strangers in the street, or colleagues at work.

Mae’r ddau wedi cael profiad o droseddau casineb yng Nghymru, ac wedi cael gafael ar gymorth arbenigol i’w helpu i symud ymlaen o’r hyn sydd wedi digwydd iddyn nhw.
Mae Amy yn gyn-swyddog heddlu a chafodd ei thargedu gan gymdogion mewn cymuned glos a fu’n ei cham-drin, ei haflonyddu a’i bygwth, oherwydd ei hanabledd a’i chyfeiriadedd rhywiol.
Fe gafodd fygythiadau corfforol, cyswllt corfforol digroeso, hoelion yn nheiars ei char a chwynion di-baid i asiantaethau eraill.
Ychydig iawn mae’r heddlu wedi’i wneud fel ymateb ac ae Amy’n egluro beth mae hi wedi’i ddysgu o’i phrofiad all helpu pobl eraill;

Wedi iddo drawsnewid, dechreuodd
Mark brofi cam-drin trawsffobaidd gan gydweithwyr yn y gwaith mewn cymuned fach yng Nghymru.
Cafodd ei dargedu’n systematig yn ei swydd mewn ffatri, ac yn anffodus, parhaodd y cam-drin yn ei swydd nesaf yn y sector gofal cymdeithasol – gan gynnwys gan unigolyn Traws arall.
“Yn fy mhrofiad i, gallwch chi gael eich targedu gan ddieithriaid neu gan y bobl yn eich cymuned.
Profiad o’r ail fath sydd gen i sy’n golygu, fel sy’n wir mewn cyd-destun domestig, nad ydych chi’n gallu gadael y sefyllfa, allwch chi ddim osgoi’r sefyllfa ac mae eich diwrnod wedi’i lenwi â chant o frwydrau.”
Ers hynny, mae wedi cwblhau Gradd Meistr, ac mae'n gweithio erbyn hyn i Victim Support.
Ar adegau, cafodd brofiad o drais a chamdriniaeth corfforol, a derbyniodd fygythiad y byddai’n cael ei dreisio;
Defnyddion nhw Traws fel arf. Ro’n i’n sownd yn y swydd yna am fisoedd ar fisoedd yn derbyn y gamdriniaeth yna.
We hear below from Amy and Mark.
Both have experienced hate crime in Wales, and have accessed specialist support to help them to move forwards from what’s happened to them…
Amy is an ex-police officer and was singled out for abuse, harassment and intimidation by neighbours in a closeknit community, targeted towards her disability and sexual orientation.
She experienced physical threats, unwanted physical contact, nails in car tyres and constant complaints to other agencies.
The police have done very little in response and Amy explains what she’s learned from her experience to help others;
really about difference and someone hating you for that difference and someone hating you for that difference enough that they want to harm you, remove your freedom or identity, intimidate you…”
In my experience you can be targeted by strangers or those in your community.

Many people focus on the type of reason why you become a victim…but it’s
After transitioning, Mark started to experience transphobic abuse from colleagues at work in a small community in Wales.
He was systematically targeted in his factory job, and sadly the abuse continued at his next job in the social care sector – including from another Trans person.
My experience is of the latter which means, like in a domestic context, you can’t leave the situation, you cannot avoid the situation and your day is made up of a hundred battles.”
He has since completed his Masters Degree, and now works for Victim Support.
At times, he experienced physical violence and abuse, and was threatened with rape; ....they used Trans as a weapon. I was stuck in that job for months taking that abuse.

Mae Mark wedi cau llawer o fanylion yr hyn ddigwyddodd allan o’i feddwl fel dull o ymdopi, fel y gall symud mlaen heibio i’r peth a pharhau â’i fywyd.
Y flwyddyn nesaf, mae Mark yn bwriadu dechrau cynnal ei gwrs ei hun, yn addysgu pobl ynglŷn â’r gymuned Draws.
pam mae bod yn draws yn gallu bod yn arteithiol, oherwydd dydych chi ddim yn gwybod sut bydd unrhyw sefyllfa’n mynd…”
Mae’n meddwl y bydd y ffaith ei fod ef ei hun yn

Pan oedd yr heriau yn eu hanterth i Mark, roedd yn siarad â gweithiwr achos mor aml â dwywaith yr wythnos;
“Y math yna o gefnogaeth oedd yr union beth roedd ei angen arna i.....cael yr unigolyn yna oedd yn fy nerbyn i fel fi.
Mae hynny’n un peth gyda Victim Support, does dim problem wedi bod ganddyn nhw erioed gyda fy hunaniaeth o ran rhywedd, sydd yn anhygoel....mae cael yr unigolyn yna sy’n cadw’ch cefn chi yno ran rhywedd,
sydd yn anhygoel mae cael yr unigolyn yna sy’n cadw’ch cefn chi yn gwneud cymaint o wahaniaeth pan fyddwch chi’n teimlo eich bod chi ar eich pen eich hun.”
Amy: “mae fy ngweithiwr achos i wedi bod yn anhygoel.
Roedd hi’n achubiaeth oherwydd ei bod hi’n fy nghredu i, fe welodd hi’r broblem dros ei hun, buodd hi’n eirioli drosta i gyda’r heddlu
Mae cael rhywun sy’n tawelu’ch meddwl ac yn cadarnhau nad chi sydd ar fai, yn cydnabod realiti’r sefyllfa, ac yn cynnig cefnogaeth yn hollbwysig...rwy’n ddiolchgar iddi hi am ei chymorth ac am fodolaeth timau arbenigol fel ei thîm hi
Heb unrhyw amheuaeth, dyma un o’r sefydliadau mwyaf cymwynasgar ac effeithiol sydd gennym ni yn y Deyrnas Unedig. Byddai’n dda gen i petai pawb yn dilyn eu harweiniad.”
For some people like Mark no-where feels safe;
“You can get it from all angles…that’s why being trans can be really nerve wracking, because you don’t know how any situation will go… there is a lot of transphobia in the LGBTQ community….. there’s this hierarchy, which doesn’t exist…. because they’ve had surgery, they’re better than those that haven’t, and they’re more valid as Trans.”
Mark has blocked out a lot of the details of what happened as a coping mechanism, so that he can move past it and get on with his life.
Next year Mark plans to start running his own course, educating people about the Trans community. He thinks that being Trans himself will help to break down barriers with the people he teaches.
“…that’s why being trans can be really nerve wracking, because you don’t know how any situation will go…”
He is also planning to do Celebrancy, conducting funerals and weddings, so that Trans people can have a Trans celebrant if they want, while also helping to make Trans people leading these ceremonies more commonplace.
Accessible specialist support is important for all victims of hate crimes and incidences.
Services like the Wales Hate Support Centre at Victim Support are experts in victimology and specialists in supporting victims of hate;
When the challenges were at their peak for Mark, he was taking to a case worker as much as twice a week;
“That sort of support was what I really needed…..it was having that person that accepted me for me.
That’s one thing with Victim Support, they’ve never had a problem with my gender identity, which has been
….having that person who’s got your back, makes such a difference when you feel on your own.”
Amy said her case worker has been incredible.
She was a lifeline because she believed me, she saw the problem for herself, advocated for me to the police.
Having someone who reassures you that you are not to blame, acknowledges the reality of the situation, and offers support is crucial…I am grateful for her help and for the existence of specialist teams like hers.
Without doubt, they are one of the most helpful and effective organisations we have in the UK.”
Yn y digwyddiad ‘y bobl tu ôl i’r niferoedd’, byddwn yn clywed gan Christina, myfyrwraig PhD sydd wedi cynnal adolygiad llenyddiaeth mewn partneriaeth â Chanolfan Cymorth Casineb Cymru.
Datgelodd yr adolygiad llenyddiaeth tystiolaeth bwysig am y rôl y mae ‘rhagweithredu’ yn ei chwarae wrth i bobl symud ymlaen o’u profiadau o droseddau a digwyddiadau casineb. Rhagweithredu yw cymryd camau gweithredu cadarnhaol, ymwybodol. Yng nghyd-destun troseddau casineb, gallai fod:

Ymuno â grwpiau llais dioddefwyr Rhannu profiad byw i ddylanwadu
Nid yw rhagweithredu yn gywir i bawb, ond mae'n bwysig bod y cyfleoedd cywir yn bodoli.
Gall rhagweithredu helpu pobl sydd wedi teimlo'n ddi-rym i gael pŵer dros newid.
Gall ddarparu sianel i bobl arllwys eu rhwystredigaethau.
Mae darparu astudiaethau achos ar gyfer y cyfryngau neu i helpu dealltwriaeth pobl o droseddau casineb yn fath o ragweithredu.

In the ‘people behind the numbers’ event, we’ll hear from PhD student Christina who has undertaken a literature review in partnership with the Wales Hate Support Centre.
The literature review uncovered some important evidence around the role that ‘pro-action’ plays as people move forwards from their experiences of hate crime and incidences.
Pro action is the act of taking positive, conscious action. In the context of hate crime, it could be;
Campaigning for better services, or more understanding of people’s needs
Campaigning for change
Joining victim voice groups
Sharing lived experience to have an influence
Pro-action isn’t the right step for everyone, but it’s important that the right opportunities exist.
Pro-action can help people who have felt powerless, to have power over change.
It can give people a channel to funnel their frustrations.
Providing case studies for media or to help people’s understanding of hate crime, is a type of pro-action.
The Lived Experience Advocacy Forum facilitated by the Wales Hate Support Centre is a space for victims of hate crime to come together to work on creating change.
They’ve worked on a number of different areas.
Their Barriers to Reporting piece can be found here, which is now embedded into Dyfed Powys Police training.
In addition, the group are working on sharing insight with Police Forces across Wales on the changes to conversations where cases are declared ‘No Further Action’. (NFA)
In victim support, all victims are able to access the Victim Voice App, to answer polls and share experiences of crime, the criminal justice system and services.

The Wales Hate Support Centre is delivered by Victim Support who are the leading independent victims’ charity in England and Wales. We provide free and confidential support to anyone affected by crime and traumatic events.
We are independent of the police and local authorities but work with them and the whole of the criminal justice system and other relevant bodies to improve services for victims and provide much needed support.
We are here to support anyone affected by hate crime or incidences. That’s not just victims, but their friends, family and any other people involved. Because we are independent, you can talk to us whether or not you reported the crime to the police. We can:
Help you feel safer and more secure
Help you to understand your rights and the services you’re entitled to Help you to explore ways to cope
Connect you with services and support networks
Provide Third Party referrals, and refer to the police on your behalf
We have a number of specialist roles which provide tailored support to victims who may have complex needs, including Children and Young people affected by crime.
Young people aged 13+ can directly access the service.
We can provide support in over 200 languages.

Mae’r Gronfa Cydlyniant Cymunedol – Cronfa De Orllewin a Chanolbarth Cymru 2024/25 wedi dyfarnu cyllid CETMA i helpu i fynd i’r afael â throseddau casineb ar draws Gorllewin Cymru. Mae ‘CYNNWYS: Dweud na i Gasineb’ yn brosiect a fydd yn gweld Prosiect ConXions y sefydliad yn gweithio mewn partneriaeth â sefydliadau eraill i hyrwyddo cynhwysiant ar draws Ceredigion, Sir Benfro a Sir Gaerfyrddin.
Mae’r Gronfa Cydlyniant Cymunedol yn Grant a Ariennir gan Lywodraeth Cymru sy’n helpu i greu cymunedau cydlynol. Mae'n ariannu'n benodol prosiectau sy'n: Darparu gweithgareddau sy'n cefnogi cymunedau lleiafrifoedd ethnig i fynd i'r afael â thensiynau cymunedol a meithrin cydlyniant cymunedol Cyflwyno digwyddiadau a gweithgareddau sy'n dod â phobl o wahanol gymunedau at ei gilydd yn benodol i feithrin ymdeimlad ehangach o gymuned a pherthyn.
Dywedodd Rheolwr Gyfarwyddwr CETMA, Jonathan Williams: “Mae gan y prosiect nifer o ganlyniadau i gyd yn seiliedig ar hyrwyddo sut mae Troseddau Casineb yn effeithio ar y gymuned.. Un o’r canlyniadau fydd ein gweld yn ymgysylltu â’r gymuned i ddarparu gwybodaeth ddefnyddiol am yr hyn sy’n drosedd casineb ac un arall fydd gweithio gyda phartneriaid i drefnu digwyddiadau cymunedol i hyrwyddo cynhwysiant.” Nodau'r prosiect: • Trefnu digwyddiadau difyr a phryfoclyd ar draws yr ardal, ee Llanelli, Caerfyrddin, Aberteifi a Sir Benfro. • Cynnal arolwg o achosion o droseddau casineb a nodwyd gan y prosiect yn ystod ei redeg. • Hyrwyddo diwrnodau cymorth perthnasol ar y Cyfryngau Cymdeithasol ac mewn digwyddiadau. • Gweithio gyda phartneriaid perthnasol i dreialu lleoedd ‘Diogel rhag Casineb’ lle gall unrhyw un sydd wedi profi Troseddau Casineb droi at gymorth, hyd yn oed os mai dim ond am baned.

The Community Cohesion Fund – South West and Mid Wales Fund 2024/25 has awarded CETMA funding to help tackle hate crime across West Wales. The ‘INCLUDE: Say no to Hate’ is a project that will see the organisation’s ConXions Project working in partnership with other organisations to promote inclusivity across Ceredigion, Pembrokeshire and Carmarthenshire.
The Community Cohesion Fund is a Welsh Government Funded Grant that helps create cohesive communities. It specifically funds projects that: Deliver activities that support ethnic minority communities to address community tensions and build community cohesion.
Deliver events and activities that specifically bring together people from different communities to foster a wider sense of community and belonging.
CETMA Managing Director Jonathan Williams said: “The project has a number of outcomes all based on promoting how Hate Crime affects the community. One of the outcomes will see us engage with the community to provide helpful information on what is a hate crime and another to work with partners to organise community events to promote inclusion.” Aims of the project: • Organise engaging and provoking events across the area, eg Llanelli, Carmarthen, Cardigan and Pembrokeshire. • Survey the incidents of hate crime picked up by the project during its run. • Promote relevant support days on Social Media and at events. • Work with relevant partners to pilot ‘Safe from Hate’ places whereby anyone that has suffered from Hate Crime can approach for help, even if it’s only a cuppa.

Mae’r digwyddiad yn dod â phartneriaid amrywiol ynghyd i archwilio strategaethau ar gyfer atal niwed ar-lein, amddiffyn unigolion, a chefnogi dioddefwyr.
Trwy archwilio sut y gellir rheoli ymyriadau effeithiol, nod y gynhadledd yw cyfrannu'n ystyrlon at ddiogelu cymunedau.
Bydd y gynhadledd hefyd yn rhoi cyfle i fynychwyr rannu mewnwelediad ar ymdrechion cyfredol a thrafod mesurau pellach i wella diogelwch ar-lein, yn enwedig wrth fynd i’r afael â throseddau casineb a’u heffaith ar gymunedau bregus.

The third annual All for One conference in North Wales will focus on tackling online harms, with a specific emphasis on hate crime.
The event brings together various partners to explore strategies for preventing online harms, protecting individuals, and supporting victims.
By examining how effective interventions can be managed, the conference aims to contribute meaningfully to safeguarding communities.
The conference will also provide an opportunity for attendees to share insights on current efforts and discuss further measures to enhance online safety, particularly in addressing hate crime and its impact on vulnerable communities.

Little People UK and the Wales Hate Support Centre aim to raise awarene of dwarfism and identify how hate crime can have an impact on the dwarfism community.
