There seems to be a widely held expectation that Building Regulation approval is the final stage of the design team’s role in the life of a building project and that the builder will deal with the rest. This is rarely true.
In the past, the process of taking a muddy field and a vision, to a finished building took a familiar path. Sketch designs were prepared, these were developed and became the basis of a planning application. The planning application was then followed by a Building Regulation application which formed the basis for the production of a full set of tender drawings, schedules and a specification. The tender package contained all the information needed to complete the building with only very limited further input from the client and the design team. With the rise in the popularity of a variety of non-traditional contracts - Design & Build, Construction Management, Management Contracts etc. the key role of the working drawings package seems to have disappeared from sight.
The Building Regulations came into force nationally in 1965 superseding various Local Building Acts. The new Regulations set out the minimum standards that were necessary to achieve safe, structurally sound buildings which also supported wider public health goals. The Regulations have evolved dramatically over the last 60 years but remain essentially a performance specification. A good example of this is a window. The Building Regulations can be satisfied by telling the inspector the proposed level of insulation, whether or not safety glass is fitted, a minimum size, if it is to be used as a fire escape window and what sort of locks are going to be provided. There is no requirement to provide a definitive size, details of the materials the window is made from, a full description of the ironmongery used, details of the proposed manufacturer or the finished colour and so on.
If cost, quality and time are to be managed through the building process a more detailed package of information is highly desirable. There is always pressure to reduce consultants’ fees but in the long run this may prove to be a short sighted approach. A lack of clarity or certainty on site can lead to costs escalating rapidly and unexpectedly, far in excess of the costs that would have been incurred had the Building Regulations package been fully developed.
At Greenslade Taylor Hunt we endeavour to strike a balance in our approach, adding a good deal more information than is strictly necessary to Building Regulations packages but to a lesser degree than would be the case with a full package of working drawings. This approach does not eliminate all of the queries that arise during the process of building but hopefully ensures that any difficulties are kept to a minimum.
