Introduction

Welcome to the June 2025 GTH Planning Policy Overview. Since the Government introduced significant changes to the National Planning Policy Framework (NPPF) and the Standard Method for calculating housing needs and the subsequent changes to Council’s housing targets, some LPA’s have published their updated figures and this is reflected within this document. Another key change from previous editions is the addition of Gloucester.

This document has been developed by the Greenslade Taylor Hunt, Development Land and Planning Department and aims to draw together the key planning and development information for Local Authorities across the South West in one accessible place. Whilst every effort is made to ensure this document has the latest up-to-date information, changes in planning policy may occur in between publications.

In April 2025, Cornwall Council published their Interim Policy Position Statement to address the changes to the Standard Method.

5YHLS Appeals and updates

This confirms that the Council’s housing requirements have increased from 2,600 homes to 4,421. An increase of 1,821 homes.

As such, the Council are now unable to demonstrate a 5YHLS and that the presumption in favour of sustainable development now applies.

On the 1st April 2025, BANES published a Five-Year Housing Land Supply Interim Statement. The Statement confirms that with the new standard method, the LPA’s annual requirement stands at 1,489 homes.

The LPA have identified a deliverable supply of 3,908 homes between 1st April 2025 and 31st March 2030.

BANES Council’s Emerging Local Plan is set for adoption in 2025. Upon adoption of this plan, the Council are expected to be able to meet at least 80% of their housing requirements. The Council would then be able to rely on this for 18 months, from December 2024. It is worth noting that at the time of writing, the Council are already 5 months into the 18-month period.

The HLS for North Somerset was derived from an appeal (ref below) dated 18th March 2025, in which the Inspector found that the Council’s supply figure of 5,140 homes should be reduced by 481, equating to a total supply of 4,659.

The LPA’s current shortfall equates to a housing deficit of 3,704 homes.
