編輯推介心水禮物： 保衛紅猩猩的家園

不含農藥的農業

紅猩猩正受到嚴重的生命威脅，牠們有 可能於數十年內絕種。牠們從前棲息於 亞洲各地，但由於人類不斷破壞森林， 現在只可以在東南亞兩個島嶼上找到牠 們的蹤影。人類對木材和耕地的需求不 斷增加，令印尼的森林持續遭受破壞， 威脅紅猩猩的生存。

由於過去急速的經濟發展，中國現在正 鬧水荒。工業帶來繁榮，但同時也排放 大量含有重金屬和其他有毒有害化學物 質的廢水。超過 7 成的河流、湖泊都被 污染。這份禮物可以支持我們揭露作出 污染的工廠及企業，游說政府收緊對污 水排放的管制，同時禁止工業繼續使用 及排放有害有毒物質。

撇除健康問題，農藥不但會殘留在蔬果 上，殘留更會污染河流及地下水，抑制 植物的生長，增強昆蟲的抗藥力，並且 在環境中極難分解，對自然生態影響深 遠。綠色和平正提倡安全而健康的農業 生產，令地球、各式各樣的生物和人類 均可安全共處。

綠色和平的保護森林項目竭力阻止印尼 的森林砍伐。森林砍伐其中一個主要原 因是為了種植棕櫚樹以取得棕櫚油。全 世界大量的消費品都含有棕櫚油成份， 包括肥皂及朱古力。我們現正向這些產 品的生產商施壓，要求他們停止森林砍 伐，保衛紅猩猩的最後棲息地。

燃 煤 中國粉煤灰問題 今年，綠色和平氣候及能源項目團隊調查了一個非常嚴重，卻又被長期忽視的 污染源──粉煤灰。粉煤灰是煤磚燃燒後留下來的固體有毒廢物，它可以怎麼 影響中國人民的生活？我們跟綠色和平氣候與能源項目主任江雍年（Rashid） 做了一個訪問，他會跟我們談及他在沙塵暴中掩著口鼻，避過保安人員下進行 的粉煤灰調查工作。 All images: ©Greenpeace/Zhao Gang

對於中國各地很多村落而言，煤污染的影 響，確實遠遠比我們想像的切身得多。 1. 為何綠色和平選擇粉煤灰來研究？ Rashid︰中國是全球煤炭使用率最高的 國家。於中國，超過 75% 的電力來自燃 煤，您可以想像所產生的粉煤灰有多驚 人，但粉煤灰問題卻一直被漠視。 大部份人都不認識粉煤灰的問題，由於 很多人都從未見過粉煤灰，然而粉煤灰其 實可以構成肉眼看不見，但足以致命的危 機，因為它含有超過 20 種有害化學物質 和重金屬。

2009 年，中國粉煤灰產量達 到 3.75 億噸。相當於每兩 分半 鐘就倒滿一個標準游泳池， 嚴重威脅人民的健康。

3. 調查結果怎樣？ Rashid︰有毒的粉煤灰是內 地工業固體廢物最大的單一 污染源。

我們從 14 個發電廠灰場收 集回來的粉煤灰樣本中，驗 出超過 20 種有毒物質（包 括重金屬和化學化合物）， 因此我們推算出中國每年產生的粉煤灰 總量，包含了 358 噸鎘、10,000 噸鉻、 9,000 噸砷、4 噸水銀和 5,000 噸鉛。 一小滴如 1/70 茶匙的水銀，就足以污染 20 英畝的湖水。4 噸水銀的影響，你可 以想像得到嗎？ 我們更發現不少煤灰場選址違法，設 置在鄰近村落和住宅區，而大部份防揚 散、防滲漏的措施亦不足夠。 另一個問題是發電廠虛報粉煤灰循環再 造的數量，上報的數字遠超實際情況， 令政府未能察覺粉煤灰污染的嚴重性。 4. 綠色和平的調查報告刊出後有何進展?

Rashid︰中國總理溫家寶的辦公室看過 我們的報告後，下令根據調查結果展開 調查。這是非常重要的第一步，希望能促 進政府收緊法例，規管國內的煤炭業。 同時我們亦在網上展出煤灰污染環境的 相片，吸引超過 900 萬人次瀏覽，更有 數千名訪客留下激勵人心的語句。

2. 你進行了甚麼工作？ Rashid︰我們溜進煤灰場，看看裡面真 實的情況。我們還到了附近的村落，了解 當地的村民如何受到影響。 同時我們亦收集了當地粉煤灰和水質樣 本進行測試，以及調查粉煤灰如何被循環 再造。

我們還會繼續調查電廠誇大粉煤灰循環 再造的問題，測試粉煤灰製品的毒性， 以及紀錄煤灰暴的影響。於大風的季節， 粉煤灰可以被吹到 150,000 平方公里那麼 遠（亦即是一個尼泊爾的大小！）。

粉煤灰黏附在村民的頭髮中，鑽進衣 服裡，穿過門窗湧入他們的家，或從地 窖中滲出來。最後，粉煤灰會令地基塌 陷。粉煤灰亦污染農田和水源，覆蓋葉 上，令牲畜吃草後中毒。

煤灰更會進入我們的食物鏈，影響農作物 和動物，最後有可能會轉折地成為我們的 食物。有些粉煤灰會再被循環再造成建築 材料，污染我們的生活環境，所造成的廣 泛影響，並不是我們可以想像的。

對於住在粉煤灰棄置場附近的人來說， 他們的家園早已變成夢魘。這些無處不 在的灰白塵粒污染他們的農田，毒害他 們的水源。可惜當地政府和發電廠都漠 視他們的境況，令村民有冤無路訴。同 時，中國對能源的需求有增無減，產生 的粉煤灰數量亦與日俱增。

5. 下一步將會如何？ Rashid︰我們會擴大項目規模，敦促政 府就中國煤電廠的空氣、水質和固體廢物 污染問題制定更嚴厲的環保法例，同時提 高可再生能源和能源效益標準，減輕對煤 炭的依賴，轉用清潔的再生能源。

村民的真實故事

我們請 Rashid 挑了幾張照片，從照片中你可以了解居住 在煤灰場附近村民的生活。村民會被煤灰嗆到流眼淚， 飼養的牲畜飲過受煤灰污染的水都會死掉。對他們來 說，粉煤灰是他們每日都要面對的噩夢，但事實上，沒 有人應該過這種非人生活的。 1. 實地粉煤灰考察的第一天。我訪問了劉七虎，他是內蒙古豐鎮 電廠灰場旁的村民，他帶我們看從煤灰湖而來的地下滲流，如何 污染他的農地。粉煤灰中的重金屬和鹼性物質破壞了土地，令農 作物產量不斷下降。除了粉煤灰揚塵落入農田之外，灰水亦流經 農田，土地被進一步破壞，他們的牛、羊飲過這些受污染的水源 都會生病。3 個月後我再訪當地，鄰近的村民正準備抗議，反對 擴充粉煤灰場，還請求我們幫助。 2. 灰場滲水將重金屬污染帶入地下水，這位住在內蒙元寶山電廠 附近的村民韓玉藍，為了不讓女兒喝到受污染的地下水，情願花 錢買昂貴的瓶裝水給她，而夫婦二人只能喝地下水。 3. 山西省朔州市，神頭第二發電廠所在的水磨頭村煤灰場煤灰飛 揚。細小的顆粒在輕微的風下變成鋪天蓋地的「煤灰風暴」，鑽 入人的口鼻。煤灰瀰漫於空氣中，他不停揉眼睛，反覆跟我說︰ 「這裡不是人住的，可是我們又能怎樣？」風一吹就揚起煤灰， 煤灰之多甚至遮蔽太陽。

4. 內蒙古呼和浩特市托克托電廠的灰場，大得令我震驚。負責營 運的大唐企業是亞洲數一數二的發電公司，發電量高達 5.4 萬千 瓦，是亞洲最大的發電廠。該電廠每年的產灰量約為 460 萬噸。

不用煤，可以靠甚麼發電？ 答案並非想像中困難，我們可以全力發掘可再生能源的潛力，如 風力、太陽和地熱能。可再生能源不但清潔環保，更源源不絕， 同時確保我們、以及我們的下一代不會因此而吸入有毒物質，河 道不會受污染，更不會構成氣候變化，讓我們可以生活於一個更 健康的環境。 綠色和平的氣候及能源工作，一方面會深入骯髒的粉煤灰場，另 一方面則主力研究中國風力發電的未來。 綠色和平早前聯同中國資源綜合利用協會及全球風能理事會共 同發佈「2010 中國風電發展報告」。他們發現中國風能的潛力 十分巨大，現時中國在 2009 年的風電新增裝機容量已名列全球

第一，到 2020 年可以達到 2.3 億千瓦的發電量，2.3 億千瓦即是 有幾多？相當於取代 200 個發電廠產生的電力，幫助中國每年減 少 4.1 億噸二氧化碳排放。

解決粉煤灰問題，最直接就是逐步減少用煤，既可解決 煤污染、亦可解決氣候變化問題。

中國的風力發展可以做得到嗎？ 中國的風力市場已急速擴展──是全球第二大風能國家，僅次 於美國。要達成 2.3 億千瓦的發電量的目標，只需再前行一點— ─推行更多鼓勵性政策和全面修復國家電網。兩者都是必要及可 行的。 風電上網問題是未來風電發展所面臨的最大問題之一。綠色和平 的調查報告報告亦為解決這一問題提出了一系列的措施建議。 風可以吹起有毒的粉煤灰，也能用作清潔能源，取締煤炭對環境 的災害。

1. 一輩子在漁船上生活的朱榮英，家 裡貧窮，唯有以長江水為飲用水， 也無力買房上岸居住。 2. 污水使河水變成黑色。 3. 太倉楊林港有 50 多戶漁民居住， 從 02 年開始周圍的化工廠、造紙 廠、電廠相繼建立，水和空氣都遭 受嚴重污染。 4. 太倉楊林港漁民長年居住在漁船 上，喝的都是長江水，如果用長江 水泡奶粉給孩子喝，孩子很容易生 病拉肚子。漁民們只好買純淨水給 孩子們喝。

綠色和平的工作人員以及攝影師盧廣到達長江沿岸小漁 村進行實地考察，再一次見證長江沿岸漁民所面對嚴峻 的水污染問題。 於江蘇省太倉市浮橋鎮有一個叫劉家港的小漁村。20 年 前，劉家港是中國最富庶的地區之一，不過一切都隨著 2000 年開始，周邊興建起太倉港經濟開發區而改變。 從前，村民都習慣用一個塑膠桶，往長江去取水，用於 一家人日常生活之用。無論吃飯、喝水、洗衣、洗澡， 他們均依賴河裡的水。 村民謝春林說：「10 年前我們直接於漁船停靠的河 道裡取水，水沉澱一下就可以用了。但現在，這裡 的河水不單有味，用來洗澡後更全身發癢，全身都 起小紅點，更別提喝下肚。」 更嚴重的是，村裡的官員說大約 10 年前起，漁村的 癌症病人逐漸增多，村裡大概有 50 個家庭，當中 11 戶共 13 個人都患上癌症，只有兩人還健在。 在小漁村裡走一趟，我們發現太倉工業區內四周都 佈滿冒著白色濃煙的電廠煙囪，管道排出的污水更 直接排入河流。30 多家化工，石化，紡織，製藥， 金屬加工工廠密集地分佈在工業園區內。當中不乏 知名的名字例如中國石油天然氣股份公司和 BP 中國 工業油品有限公司等。太倉港經濟開發區的污水處 理廠就在河道旁，整個園區的污水全部經由上游處 的排污管道直接排入長江裡。 小村落裡 50 多戶的村民，一直以來吃在船上、住在 船上，背靠長江以打魚為生，也喝了一輩子的長江 水。據村民說，當初他們由江蘇北部來到南方去， 正因為這裡魚量多、品種多，收入能大幅度提高。 但現時水質愈來愈差，水不能喝了、魚獲也愈來愈 少，打上來的只有小魚蝦，有時候煮好的魚也有化 學劑的味道，只好倒掉。

通過實地考察，我們希望讓更多人了解這些中國小村落發生的問題，這些都是急 速經濟發展下，人民付出的代價。通過我們的水污染工作，以及您的支持，我們 可以將實際情況向當地政府反映，要求它們作出改善，同時向作出污染的企業施 加壓力，改善中國水污染，也改善如劉家港這些小漁村內村民的命運。

去年，我們的報告《解毒珠江》揭發數間企業將含有毒有害物質的污水排向珠江三角洲。短短幾個月後，當地政府將報告 內提及的3間工廠列入黑名單。 今年夏天，深圳市寶安區另外一家萊索思環境技術公司，亦於我們的報告發表後被廣東省環保廳關閉。萊索思是著名的民 營環保企業，從事工業廢物綜合利用和處理的環保公司，2005 年至 2007 年更連續入選《福布斯》「中國潛力 100 榜」。 他們聲稱其處理廠所排出的廢水均已得到適當處理，但經過綠色和平的抽樣，發現其處理過的污水仍然含有重金屬和有機 化學物等，遠超所訂標準。

2.《「毒」隱於江》調查報告 GREENPOST WINTER ISSUE 10

今年 8 月，我們發布了《「毒」隱於江》調查報告。我 們測試了長江沿岸四個城市中，兩種常見的食用野生鯉 魚和鯰魚（鯰魚即於各大超市購買得到的鯰魚柳，我們 常吃的煎龍脷魚、西蘭花炒斑球等，就是鯰魚）。結果 樣本體內驗出重金屬和會干擾內分泌及生殖能力的「全 氟辛烷磺酸（PFOS）」、「壬基酚（NP）」及「辛基酚 （OP）」。其中，NP 和 OP 兩種物質可導致雌性性早熟以 及雄性精子品質下降、數量減少等性發育和生殖系統問 題。由於這些物質對環境和健康的負面影響，許多已發 展國家和地區已將此類物質列為禁止或限制使用的化學 物質。但是，中國政府卻仍未規管這些化學物質，它們 仍廣泛應用於工業生產，近十年來的產量更明顯增長。 綠色和平呼籲中國立即加強有毒有害物質監管，包括 了解目前使用和排放的有毒有害物質，並逐步減少、限 制並最終消除有毒有害化學物質的使用和排放。

小知識 是次於魚兒體內驗出的全氟辛烷 磺酸（PFOS）、壬基酚（NP）和 辛基酚（OP）均是人為製造出的 化學品，大量應用於工業生產 中。當中 PFOS 因其防油和防水 的特性而被廣泛應用於紡織品、 地毯、造紙、防水塗料、消防泡 沫等產品中；而 NP 和 OP 則在 洗滌劑、紡織產品、以及皮革塗 飾中極為常見。 於長江的魚兒體內發現這些有害 物質和重金屬，正好說明了長江 正遭受附近工廠排放的有毒有害 物質污染。

有可能你認為購買的食品，全來自全球知名的生產商，又或 購自連鎖超市，質素必定有保證！ 但根據我們的抽樣調查，連鎖超市售賣的蔬果含農藥殘留， 著名生產商生產的食品含基因改造成份，情況十分普遍。你 的食物籃上的新鮮蔬果、以及家中孩子愛吃的零食上，都可 能附有其他的剩餘農藥及基因。 基因改造問題以及蔬菜含有農藥殘留，是食物安全上最嚴峻 的問題。 綠色和平食物及農業項目，一直致力改善這個關乎每個人健 康的問題。

農藥不僅是昆蟲類的毒藥，也是人類及其他動物的毒藥。 我們每天進食的蔬菜、水果都可能留有農藥殘餘。某些農藥被 認為可能致癌、干擾內分泌、或對神經系統有負面影響。而且殘 留在蔬果上的農藥很多時候也會有數種之多，混合農藥的效果可能不 僅僅是單一農藥之以總和。 過度施用農藥，部分農藥可能會殘留於土壤中，長遠令土質變劣，某些農藥在 環境中積聚後，更極難在自然環境分解。

除了農藥問題，我們亦正一直依靠 一個錯誤的解決方法尋求出路── 基因改造。

基因改造就是通過生物技術，將 某個生物的基因植入另一種生物體 內，從而創造一種新的人工生物。 日常食物之中，如大豆、粟米甚至 大米含基因改造的都十分普遍。 中國政府一直考慮將基因改造大米 種植商業化，但現時國際社會對食

用基因改造食物的安全性仍有 爭議，因此至今仍沒有任何一個 國家，批准基因改造水稻的商業 種植。 綠色和平自 2004 年開始展開基因 改造的工作，包括要求食品公司 拒絕使用基因改造成分進行商品 生產，以及反對中國基因改造大 米商業化等工作。多年來媒體亦 大量報導基因改造大米對中國環 境及食物安全構成的危機。

中國食物安全， 與身在香港的我有關嗎？

2004 我們自 2004 年起首次推出 《避免轉基因食品指南》，連 續七年不斷更新，向消費者 公開超過 400 個食物品牌於使 用基因改造原料上的立場。

2006 檢測於廣州及香港出售的蔬 果，發現含非法農藥及農藥 殘留超標，最後促使兩地 超市承諾採取更嚴格的監控 系統，並推動香港政府加強 監管進口蔬果。

2007 成功推動香港立法會通過 議案，嚴格監管食物的農藥 殘留。香港政府承諾制定農 藥殘留標準，訂立《食物 安全法》並以規管蔬果為優 先處理項目。

我希望進食安全的食品！ 因此綠色和平一直推動食物安全的工作，我們通過實地考察、對蔬果進行檢測、檢測後的結 果將會直接用作向超市及食品工作進行的游說工作，我們未來的目標是： ✓ 本港及內地主要超市承諾確保售賣的蔬果不使用高毒農藥、以及不售賣含基因改造的食品； ✓ 更多超市及食品生產商承諾不使用基因改造原料； ✓ 超市及食品生產商公開它們所生產及售賣食品的成份，讓消費者有知情權與選擇權。

特區政府建議，在 2020 年將香港的核電 供電比例由現時的 23% 增加至 50%，以 核電作減排手段，並已靜悄悄地對增加核 電比例進行公眾諮詢。特區政府真正希望 市民作出公開討論嗎？我們並不確定，因 為政府一直沒有就此提供關鍵信息，讓市 民對核電有足夠的認知，為自己及家人作 出明智的決定。 特區政府在 9 月公佈「香港應對氣候變化 策略及行動綱領」諮詢文件中，刻意淡化 了大量擴大核能涉及的風險，並將核電形 容為「乾淨」及「便宜」。但大亞灣半年 來連續四次發生事故，反映核電並非中電 及環境局所形容的安全。加上事故發生後

再次延遲通報，可見中電及環境局刻意淡 化事故，妄顧巿民安全。 現時政府的文件中，完全沒有就增加核電 比例的造價、電廠選址及核廢料處置問題 提出資料、建議及解決方案，同時也沒有 提出其他減排的方案，實在無法讓公眾可 有效作出討論及投下他們贊成或反對的 一票。

真正的解決方案來自改善能源結構。包括 發展清潔的可再生能源、提高能源效益， 減少浪費能源，香港絕對有能力進行減 排，避免增加核電比例。 現在是時候讓市民告訴政府，香港應有更 好的長遠能源規劃。在缺乏透明度，也沒 有足夠諮詢公眾的情況增加核電比例，絕 對有機會釀成大規模的環境災難。

因此綠色和平於 11月 5 日趁香港 C40 論 壇正式開幕，在特首曾蔭權進場前於灣仔 會議展覽中心大樓懸掛一幅寫上「核電凶 險，勿搞擴建」的巨型橫額，要求曾蔭權 回應巿民關注增加核電所帶來的危機。

為響應 9.22 國際無車日而舉辦的 「9.18 無車日單車行」，今年已經是 第二年舉辦，有超過 900 位參加者參 與我們的「鬧市無車體驗」，人數是 去年的 9 倍。無論您享受的是無車的 清新香港，抑或決心以行動對抗氣候 變化，我們都再次感激您的支持！

不過似乎我們的政府官員不太認 同捨棄高碳生活的做法。於 9 月22日無車日當日，一眾政 府主要官員今年均沒有表態 支持無車日，特別是特首曾 蔭權，在短短上班的路程均 沒有放棄他們高碳的座駕。

單車路線並非想像中簡單，路程比去 年延長兩公里至十二公里。由中環遮 打道立法會外出發，再由北角折返至 起點，沿途可以經過中銀大廈、祟光 百貨、維多利亞公園、匯豐銀行等 香港地標，以另一個角度欣賞香港的 景致。

由禮賓府至政府總部不過短短 300 米路程，以步行方式來往， 應該不算困難吧！

待 完 成 2011「 彩 虹 勇 士 I I 「彩虹勇士 III 號」的獨特功能： 號」亞洲之旅後，她將會退 役。因為繼續操作將會令風 環保運作 險增加，同時維修費用亦會 為減緩氣候變化，「彩虹勇士 III 號」平常可以風力推進，也可因 不斷增加。

身作出行動（即使巨浪高達 3.5 米）。方便直升機隨時升降的停 機坪，讓我們可以監察各類環 境問題，如非法捕魚、非法木材 運輸等。

應天氣情況隨時選擇轉以柴油和 電力發動引擎。它還安裝了各類 型的綠色設備，如船桅呈Ａ字， 讓船隻更容易隨風而行；利用生 物處理技術，處理污水、穢物和 生活廢水；防止輸油時出現漏油 而污染海洋的裝置，以及會重用 引擎發動時的熱力來煲水等等。

即時分析 她能夠盛載重達 8 噸的儀器及設 備。因此科學家能夠於船上即時 對搜集所得的數據進行作各類分 析，又或了解附近環境所發生的 情況。

我們將以最新技術建立一艘全新 的船。「彩虹勇士 III 號」將在 2011 年啟航。新船隻的航行規格 更貼近保護環境需要，並配置一 系列安全的行動裝備，包括四隻 橡皮艇、讓直升機降落的地方， 以及最先進的通訊器材。

「彩虹勇士號」 自 1978 年綠色和平買了第一條船，就叫 做「彩虹勇士號」，目標是阻止冰島的捕 鯨行動。1985 年，為阻止法國進行地下 核子試驗，過程中被法國特工炸沉。

「彩虹勇士 II 號」 1987 年，我們找來新船隻「彩 虹勇士 II 號」代替被炸沉的船 隻，至今航行超過 20 年。

「彩虹勇士 III 號」 將於 2011 年啟航。而 2011 年， 亦是綠色和平的 40 週年。

「彩虹勇士號」過去保護環境的行動包括： 保護海洋︰直昇機設備讓我們可以監察並追蹤 非法捕魚船，保護珍貴的海洋資源。如 1979 年 「彩虹勇士 I 號」首航，就是到冰島阻止捕鯨。

保護森林︰追蹤並攔截非法運送木材的船隻，收 集証據並揭露這些行為。2004 年彩虹勇士號曾在 印尼記錄當地的非法伐林情況。

推動使用清潔能源︰阻止運煤船，並提升公眾對 使用可再生能源的認識。我們 2005 年於香港為 「鼓動風潮－亞洲潔淨能源之旅」揭開序幕，以 推動亞洲可再生能源發展。

停止核試：阻止核試及核廢料的運送，例如 1992 年成功阻止法國於穆魯羅亞島進行核試。

1. Why coal ash?

Rashid: China is the world biggest user of coal and coal pollution is the country’s biggest environmental problem. Coal ash has long been neglected because most people’s attention is drawn to what comes out of the chimneys. Coal ash is a solid toxic waste that is left over from coal burning and in the dust collection system.

Coal ash contains harmful heavy metals such as arsenic, chromium, lead and mercury as well as radioactive elements such as radium, thorium, and uranium.

And it’s very concentrated.

Toxic coal ash affects crops and animals that end up on our dining table in China and Hong Kong. Some coal ash is recycled into building materials, and when they are used to make buildings they also pollute our environment.

2. What did you do?

Rashid: We followed the pipes that flush the coal ash to big dump ponds and trailed the trucks that carried dry coal ash to dump sites. We snuck into these dump sites to see what was going on inside.

We also went to nearby villages and interviewed people living there to see how they were affected.

Another problem is that power companies lie about how much coal ash they are recycling, they claim to recycle much more than they do so that the government is not aware of the full scale of the coal ash pollution problem.

We collected coal ash samples and water samples from the nearby water sources that included some that were used for drinking and tested them for pollutants.

And finally, we had an undercover investigation into how coal ash was recycled.

3. What were your key findings?

Rashid: Toxic coal ash is the country’s single largest source of solid industrial waste.

We found more than 20 different kinds of harmful substances (heavy metals and chemical compounds) in samples which we collected from the coal ash disposal sites of 14 power plants, From this we estimate that the total coal ash waste produced by China’s coal power sector each year contains 358 tons of cadmium, 10,000 tons of chromium, 9,000 tons of arsenic, 4 tons of mercury and 5,000 tons of lead.

Just a tiny drop, one seventieth of a teaspoon of mercury, is enough to contaminate a 20-acre lake.

We found many disposal sites were situated illegally close to villages and residential areas. Many sites did not have adequate measures to prevent dust dispersal, leakage and run-off of pollutants.

4. What happened after you published a report of your findings?

Rashid: Chinese Premier Wen Jiabao’s office saw our report and ordered an investigation into the findings. This is great because it is the first step to getting the government to introduce stronger laws to regulate its dirty coal industry.

Our photo slideshow of the horrors of coal ash attracted over nine million visits online and thousands of people left inspiring messages.

5. What’s next?

Rashid: We will scale up our campaign to push for tougher local environmental regulations on air, water and solid waste pollution from Chinese coal-fired plants; and for stronger renewable energy policies and efficiency standards for the power sector that shift away from coal over – reliance to clean renewable energy.

We will also go back and research the problem of coal power stations exaggerating the amount of coal ash they recycle, test the toxicity of products made from coal ash, and document the effects of coal ash storms. In big winds, coal ash can spread more than 150,000 sq km (that’s the size of Nepal!).

We asked Greenpeace campaigner Rashid to pick a few photos from his coal ash field work which showed the human suffering from living so close to the dump sites. Here you can see a mother who is too afraid to let her daughter drink local water and a man who is brought to tears by the ash in his eyes.

1. On the first day of our coal ash field trip, I interviewed this man, Liu Qihu, a farmer from Houshierquan village in Chifeng city in Inner Mongolia. Here he shows us how underground seepage from a coal ash pond has polluted his soil. The ash came from Chifeng Thermal Power Plant. Farmer Liu said they couldn’t grow cash crops like corn anymore; instead they planted beetroot for animal feed. When we returned three months later a nearby village was trying to organize a protest against the expansion of the ash dumping site. They asked for our help.

3. This is Luwei from Shuimotou village and he is “crying” from the ash storm. Behind him is the coal ash dump for Shentou Number 2 Power Plant in Shuozhou, Shanxi Province. He kept rubbing his eyes as the coal ash choked the sky and repeating to me: “This is not a place for humans to live, but what can we do?” Even light winds can whip the ash into the sky and blot out the sun

2. We were shocked at the sheer size of this coal ash dump.

It belonged to Togtoh Power Station in Hohot, Inner Mongolia.

The China Datang Corp runs this plant and it is one of Asia’s biggest with an installed capacity of 5.4 GW. Every year it produces about 4.6 million tons of coal ash.

4. Han Yulan’s story shocked me. She won’t let her daughter drink ground water because it’s too polluted from the coal ash, so she buys expensive – for her – bottled water. But because it’s expensive, Han and her husband drink the ground water because they can’t afford to buy so much bottled water. She is a dairy farmer and lives near the Yuanbaoshan Power Plant in Inner Mongolia. Their cows frequently miscarry and they believe it is caused by coal ash pollution

Clean out coal ash

If we don’t use coal how will we generate power?

That’s not as difficult as you imagine. We can put all our energies into developing existing and new and wonderful ways to exploit renewable energy, such as wind and solar and geothermal energy. They are clean, they are green and they are ultimately free. They won’t fill our children’s lungs with

Researching the wind Since 2005, Greenpeace has been working with Chinese and international scientists to research just how much China can develop its wind industry.

In 2007, we published The China Wind Power Report 2007 with the Chinese Renewable Energy Industries Association (CREIA) and the Global Wind Energy Council (GWEC). That report concluded that China can lead the world in wind energy development.

This year, at the same time one group of Greenpeace Climate & Energy staff was getting dirty in coal ash pits, another group was again researching the future of China’s wind energy sector.

They found out that China’s wind power could easily grow to 230 GW of installed capacity – basically the same as replacing the electricity generated from 200 coal power plants – in just ten years. Greenpeace worked again with the CREIA and the GWEC to publish this study, called the 2010 China Wind Power Outlook.

There’s an easy answer to the coal ash problem. It’s the same answer as the solution to the problem of coal pollution and the same answer to solving climate change. Phase out coal.

toxic particles, they won’t contaminate streams and rivers with heavy metals and they won’t cause climate change.

How can China achieve this?

Its wind energy sector is already expanding rapidly – it currently has the second largest capacity in the world after the U.S with 25.8 GW. To make the 230 GW target they would have to go just a little bit faster – push through more incentive policies and overhaul the national grid. Both do-able. Both necessary.

One of the problems is that the grid is out-dated. China is good at building wind farms but not so good at hooking them up to the national grid. When Greenpeace released this report it used it to urge the government to help grid companies – in terms of both penalties and incentives – to purchase energy from wind farms.

Final words Greenpeace is the only NGO in China campaigning for a phase out of coal. By exposing the hazards of coal ash we can gather more support from the public and the media to push the government to reduce coal use.

Waves: Our Toxics Team is Fishing for Trouble

The Greenpeace Toxics campaign is moving fast. Over the last year we have called out polluters, documented polluted villages and stepped up the pressure for change.

Idyll No More: The Story of Liujiagang GREENPOST

Greenpeace campaigners and our photographer Lu Guang went to an idyllic little fishing village on the Yangtze River. What we found was an industrial nightmare.

In southeastern Jiangsu province, on the banks of a Yangtze River tributary, is the fishing village of Liujiagang. Liujiagang was once famous for its river teeming with fish and shrimp and its lush and green rice fields. But everything changed about a decade ago, when the Taicang Port Economic Development Zone was built just 50 meters upriver.

Local fishermen used to pull buckets of water straight from the river for washing, bathing, cooking and drinking. Nowadays, if they wash in the river water, their skin begins to itch and develop red bumps. Drinking the water gives them diarrhea.

But it gets worse. Village officials said that over the past 10 years, 13 villagers, from 11 families, had been diagnosed with cancer. Only two are still alive, including 70-year-old Xu Changlian, who lost his wife to breast cancer earlier this year.

There are around 50 families in the village.

A quick walk around Taicang Industrial Park reveals a forest of chimneys belching smoke and an army of pipes pumping out waste straight into the river. More than 30 chemical, petrochemical, textile, pharmaceutical, and metal processing factories are packed into the industrial park together. Among them are famous names such as Kunlun Lubricant, China National Petroleum Corporation, and BP Oil. In some parts of the river, the waste is a thick slimy yellow flecked by dirty froth.

The fishermen’s lives have changed little from their ancestors a century ago. Like generations before them, they depend on the river for everything: they eat aboard their boats, sleep aboard their boats, and rely on the river for their livelihood. Now the river is poisoned, but they have nowhere else to go. This is what development has given them: factories upriver, a network of discharge pipes, a familiar river now alien with chemical sludge, the secret invasion of cancer in their bodies.

Through sharing this powerful story, Greenpeace hopes to inspire others to action. These are the human faces of water pollution and the human cost of rapid development. Through our campaigning – and with your support – we aim to put pressure on the government, reduce water pollution in China, and stop more villages from sharing the fate of Liujiagang.

We are Making Changes Punishing Polluters Over the past year, the Greenpeace Toxics campaign has made some significant wins.

Last year, our report Poisoning the Pearl called out several companies (many of them from Hong Kong), that were dumping hazardous waste into the Pearl River Delta. Just a few months later, the local government blacklisted two of the companies mentioned in the report.

This summer, the Shenzhen Resource Environmental Technology Co., Ltd was forced to close a factory in an industrial zone in Shenzhen’s Baoan district after we reported them for polluting the local river. The company claimed to be treating wastewater and disposing of it properly, but Greenpeace tested their discharge and found excessive levels of acidic waste, heavy metals and organic chemicals.

HOPE & PAIN Part of the battle in stopping water pollution is in raising awareness and inspiring people to care. Our photo exhibit Hope & Pain will hopefully do just that. This collection of images and multimedia is a moving depiction of the human impact of industrial water pollution in China and Japan. Troubled waters, troubled wildlife In August, we released our latest report, Swimming in Poison. For the report, we tested two kinds of commonly eaten fish (catfish and carp) caught along the Yangtze River. Nearly every fish tested contained hazardous chemicals commonly used in the factories along the Yangtze. These chemicals, alkylphenols and perfluorinated compounds, pretend to be hormones inside our bodies. In other words, they interfere with the delicate messaging system of our bodies, with such effects as decreasing sperm count and altering the function of hte thyroid gland. The EU has recognized the danger of some of these chemicals and banned or restricted their use, but in China, there are no regulations or monitoring at all.

Our campaign asks the government to introduce regulations and gradually phase out these hazardous chemicals for safer alternatives.

Though we do say so ourselves, our Car Free Day 2010 was an engine-free roaring success! Over 900 people joined our cycling parade in downtown Hong Kong on September 18 to support our annual Car Free Day (Sept 22 ). That’s almost ten times as many as got on their saddle last year. A big thank you to everyone who took part!

Cyclists pedaled a 12-km route from Central to North Point and back again to show their support for cutting greenhouse gas emissions. With such an extensive and convenient public transport system as ours, we Hong Kongers can get around so much more quickly and efficiently using public transit. Just imagine – no more sitting in traffic, more exercise as we walk and bike from place to place, and fresher air for all of us. More importantly, reducing driving will help the earth – Hong Kong’s fleet of

430,000 private cars generate 3,427 tons of carbon dioxide a day!

Meanwhile, we are pushing the Hong Kong government to show the same dedication to supporting climate action as our supporters do. This year the government did not support Car-Free Day, and Chief Executive Donald Tsang continues to drive the 300m between his home and office.

But we are confident that through showing Chief Executive Tsang that the citizens of Hong Kong overwhelmingly support climate action, we can push the government to adopt meaningful low-carbon solutions for our city. Not only do individual actions count towards reductions in carbon footprints, but added together, they represent the shared commitment of Hong Kong to be a responsible climate leader.

Shed Some Sunlight on Hong Kong’s Nuclear Expansion Does the Hong Kong government really want public commentary on its proposal to double the SAR’s nuclear energy mix from 23% to 50%? We weren’t sure – after all, the government still hasn’t made available key information that citizens need to make knowledgeable and informed decisions for themselves and the safety of their families.

In its presentation of Hong Kong’s Climate Change Strategy and Action Agenda, the government has intentionally downplayed the substantial risks involved in expanding nuclear energy. It has misled the public by describing nuclear power as “clean”, “stable” and “cheap.”

What’s more, the government has yet to complete the “Study of Climate Change in Hong Kong – Feasibility Study” upon which the proposal was based. The public have the right to know the assumptions, data and analysis that helped form the agenda. In particular, the cost calculations and scenario projections for various energy options should be made available to facilitate effective discussion and informed decision-making.

Britain provides a good example of a transparent legislation process. Its Climate Change Act 2008 went through multiple rounds of public consultation and discussion between March 2007 and Nov 2008. The UK government is also required to make public sufficient information (including comparable scenarios with analysis on costs and benefits) to enable an effective dialogue during the consultation period.

Hong Kong should tackle real solutions to revamp its fuel mix and electricity structure. Our first step should be to improve the energy-efficiency of buildings and appliances, and to re-design the electricity-pricing mechanism to encourage users and producers to save energy. Without investing resources in these areas, we will only be shifting our emissions elsewhere, instead of moving on to a real pathway of sustainable development.

It is high time for the public to tell the government that Hong Kong deserves much better long-term energy planning. Jumping to nuclear expansion immediately – and without informed public input – will only push our society into a dead-end.

Luxury Brands Add their Name to Tiger Campaign GREENPOST

Thanks to your support, we have been on Sinar Mas tail, tracking the crimes of its pulp and paper subsidiary APP that destroy forests and kill tigers.

After we revealed that APP had illegally deforested 100 million hectares of tropical rainforest in Indonesia over the past 30 many top brands cut their ties with APP, including Unilever, Kraft, Nestle, Kimberly-Clark, McDonald’s, and Burger King. And now, clothing labels GUCCI and H&M have said they won’t buy from APP anymore either.

These forests are also the home of the endangered Sumatran Tiger. They are even more endangered than the Giant Panda as there are less than 500 left in the wild. Just so that APP can manufacture paper, the tiger, the orangutan, the elephant and many other rare animals in Indonesia are facing extinction.

What can we do as consumers?

1. Don’t buy Breeze toilet paper or any other APP product 2. Try our best to only buy recycled paper or paper certified by the Forest Stewardship Council (FSC).
