今年將會是人類歷史上重要的一年，各國政府會在 氣候變化問題上達成協議，簽下停止氣候變化的條 款？抑或繼續爭論，漠視人類未來環境？將會有所 定論。 綠色和平將會盡一切力量以確保各國達成共識。有 您於背後的支持，我們會更努力去實現這一點。同 時我們亦已推出一個接一個的活動，以得到市民的 支持，一同發聲，讓政府聆聽我們的意見。 衷心感謝您！我們的活動在內地得到眾多支持者的 支持，同時亦引起世界各地媒體的注意，報導氣候 變化帶來的重大威脅。感謝您！讓我們有充足的資 源來蒐集氣候變化的證據，包括冰川融化以至在中 國北部的嚴重旱災。再次感謝您！我們得以聯同頂 尖的科學家作出研究，以顯示氣候變化對中國迫在 眉睫的威脅，並向政府提出實際的建議。 氣候變化是人類面對最大的威脅，同時也是綠色和 平面對最大的挑戰。 聯合國氣候變化大會將於 12 月 7 日展開。但是我們 絕不會停下來，而是必須繼續推動不同的工作，邁 向成功的一步。 我們其他的項目工作也同樣有賴你的支持，包括食 物安全、水污染、保護原始森林以及空氣污染的工 作，亦一直進行。我們最近公開譴責超市出售含農 藥的水果、揭露無視中國水污染規則的企業如蜆殼 及中石化，同時批評曾特首無視不合時的空氣質素 指標。 我們不可以留待下一代去解決我們的環境問題、改 正我們的錯誤。可以肯定的是，我們必定會繼續努 力，尋求一個可行的解決方法以應對全球的環境問 題。 Cristina San Vicente 籌款總監

This year will go down in human history as either the year that governments woke up and agreed to stop climate change or the year that they continued to bicker and did nothing to stop it.

Greenpeace is resolved to make sure that it will be the first scenario that comes true. And with you behind us, we have been working hard to realise this. We have rolled out campaign after campaign to get the public behind us and governments to listen.

Thanks to you, we have welcomed tens of thousands of supporters on the mainland and attracted global media attention highlighting the absolute and urgent threat climate change poses. Thanks to your support, we have had the necessary resources to collect evidence of climate impacts from melting glaciers to crippling drought in the north of the country. And thanks to you, we have worked with top scientists on research to show the impending threat of climate change unique to China and presented them to government advisors.

Climate change is the single greatest threat to humankind and this is the single greatest challenge Greenpeace has faced.

The UN climate change conference starts December 7.

But our momentum will only carry on building. We will continue campaigning right up until the doors open and beyond.

It is also thanks to you that other campaigns – on safe food, clean water, protecting ancient forests and fresh air in Hong Kong – have run strongly alongside. We have embarrassed supermarkets for selling fruit soaked in pesticides, exposed companies like Shell and Sinopec for ignoring China’s pollution rules, and given chief executive Donald Tsang a run for his money on the outdated and dangerous system of measuring air quality in Hong Kong.

We cannot leave it to future generations to fix our problems or correct our mistakes. Rest assured, we are committed to finding real, workable solutions to environmental issues across the globe. I hope you will continue to stand with us in the years to come.

環保項目工作

繼 06 年我們揭發兩大超市──百佳及惠康出售含有禁用農藥的菜蔬後，今年 8 月我們再度發現華潤萬家超級市場售 賣的其中三種水果（蘋果、桃及梨）帶有致癌農藥，我們已要求他們立即停售有問題的水果。

我們於 7 月底在粵港兩地均有分店的兩家大 型連鎖超市華潤萬家和百佳，抽驗蘋果、桃 子和梨三種水果。其中在廣東華潤出售的梨 樣本驗出致癌的敵敵畏，這種高毒性的殺蟲 藥在內地是禁止在梨樹上使用的；至於香港 華潤的蘋果及梨樣本，則驗出致癌的多菌靈 及苯菌靈。

加強檢測農藥殘留，必須從供應鏈做起。

此次監測中，竟然發現近一半的樣品都檢出 被世衛列為中等毒性或高等毒性的農藥。同 時我們在廣東華潤萬家出售的梨樣本，更發 現含高毒性的農藥敵敵畏，結果令人震驚， 我們日常進食的水果竟潛伏高毒性農藥，其 對人體健康的危害更令人無從估計！

全賴會員一直以來的捐助，才能令我們有足夠的資源為超市水果作出檢測，並要求超市作出 更嚴格的監測。感謝各位響應近期的緊急募捐呼籲，作出額外的捐助，支持我們繼續為保障 大家的食物安全而努力。

我們要求： ■ 大型連鎖超市必須建立全國供應鏈監控系統，加強管理供應商及檢測農藥殘留。 ■ 超市更需承諾減少其所銷售蔬果在生產過程中使用的農藥量，幫助其供應商及生產商 減少農藥使用。

我們將會進一步對內地及香港各大超市出售的水果進行農藥殘留檢測，並將於 12 月底推出 新一期的《超市排行榜》，將各個超市在拒絕基因改造和減少使用農藥方面的政策和表現進 行排列，以幫助消費者作出選擇，詳情請密切留意我們的網站。

當日曾特首及其三司十二局的問責官員，終於願意走出舒適的專用座駕，轉以步行或乘搭公 共交通上班。 「無車日」更得到共 57 個機構、98 個屋苑、4 間大學，以及11 間中學支持，更有近 2 萬人於 我們的網站及 Facebook 登記作出支持。社會對「無車日」的積極支持，顯示大眾已非常關 注氣候變化，並願意改變生活習慣，拯救氣候。 不過，我們期待的不是政府零碎的行動，而是制定一套全盤應對氣候變化的方案。事實上我 們為了推動香港及各國政府加速應對氣候變化，今年早以鋪天蓋地的行動作好準備！

了10 公里的零排放旅程，以鼓勵公眾從日常生活減少碳排放。 ■ 我們選取來自長江、黃河和恆河三條大江源頭的冰川融水製作成100 個兒童形狀的冰雕，

在聖誕這普天同慶的日子，我們都會為挑選怎樣的聖誕禮物而煩惱， 但今年綠色和平選擇，為中國的未來改善水污染作為禮物。 清潔的食水都算是一份禮物嗎？香港人可能會有所質疑，但對於內地 3 億正在飲用 不安全食水的人而言，這絕對是！ 仍未明白為何要向中國家庭送上清潔食水的話，或者可以先看看以下真相。

普通人正如你和我， 每天都要喝水、以食 水煮食、洗衣服等， 但當你沒有選擇，被 迫使用受有毒化學 物質污染的水的話， 健康必然面對重大危 機。

現時中國水污染情況嚴重嗎？

走入三大江河 自 2008 年起，我們就開始展開水污染的工作，未來我們將會繼續在中國三大重要河流──長江、黃河和珠江流域 作實地考察，調查取樣作出研究，揭露污染三條大江的企業，並向政府當局作出建議。

我們花了近一年的時間研究珠江三角洲的水質問題，同時對企業有否真正依據法例公開其排出的有毒物質作出研 究，結果如何？

解“毒”珠江 珠江三角洲是全球最活躍的工業生產區域之一，在 2007 年已佔中國國內生產總值 10％以上。 但同樣地，這裡所面臨的工業水污染情況亦同樣嚴重。更恐怖的是，珠江為珠三角區內4,700萬

人提供飲用水，包括香港，但工廠卻將大量有毒化學物棄置入珠江。 我們花了接近一年的時間，調查超過 60 家工廠後，我們選定了 5 家工廠或工業區作調查，並發 表報告《解“毒”珠江——珠三角工業水污染調查》，當中發現大量有毒化學物質被廠家隨手棄 置在珠三角範圍內，污水以及附近的淤泥中更檢測到高濃度的鈹、錳、銅等有毒金屬。而這些 工廠，只不過佔整個珠三角工業的極小部分。

我們的

建議 中國現行的污染控制相關條例主要 集中在常規污染物，卻未針對有毒 有害物質。因此現在急需具體的行 動計劃和時間表，真正削減乃至消 除有毒有害物質排放，以保障數以 千萬計居民的飲用水安全。

要有效令企業停止排放有毒物質，其中一個方法是要求他們公開其環境信息，換句話說

《“沉默”的大多數》 就是將企業排放的污染物資訊向公眾公開。 這類型的資訊公開在美國及日本等國家已成為制度，並成功推動企業的污染物減排。 這類型的環境資訊公開，去年亦開始在中國實施，但我們的調查報告發現，有18 家中外 企業包括知名的企業如硯殼、三星電子、雀巢、LG、卡夫等，他們都曾被環保部門點名 為污染排放超標或超過總量控制指標，但這些企業都沒有在規定時限內公佈污染物排放 資訊。 中國的環保部門需要加強監管，同時需要強制要求排放有毒物質的企 我們的

業公開污染物排放資訊。同時，也應儘快建立統一的企業污染物資訊 線上查詢系統，讓公眾有權利了解企業排放的污染物，從而促使企業 更自覺地進行清潔生產。

解決水污染的長遠目標：清潔生產 「清潔生產」是根治水污染問題的方法。「清潔生產」的意思就是生產過 程中每個步驟，都消除或減少污染。我們亦不斷的遊說企業，要求他們以 安全無毒的原料，取替有毒化學物。而達致「清潔生產」最有效的方法， 就是制訂更嚴謹的法規，以及推動地方當局能夠依法執行。 你的捐款支持，如何為水污染受害 者帶來改變？ 唯有得到會員支持我們的運作，我們才能為中國水 污染問題作出更多的工作，以下相信是你最關心的問 題，究竟我們會如何運用你的捐款？ ■ 我們的研究人員前往被選定的工業地區收集水樣

拯救氣候 拯救水源 澳門早前鬧水荒，令港澳兩地居民驚覺 原來日用食水也並非源源不絕唾手可 得。如果有一日整個亞洲同時制水， 那亞洲 13 億人口又將會有何對策？ 氣候變化的確會引起水資源受威脅。喜馬拉 雅的青藏高原地區向有「亞洲水塔」之稱， 這裡是亞洲許多主要大江大河的源頭，也是 對氣候變化最敏感的地區之一。氣候變化正 令冰川消融加快，如果我們不立即採取行 動，遏止氣候變化的話，最早 2035 年，亞洲 水塔的冰川將有可能全部消失，亦代表亞洲 13 億人口（當中 9 億在中國和印度）將有可能 同時面對淡水資源短缺的威脅。 2009 年 7 月，綠色和平的考察隊繼 2005 年黃 河源考察、2006 及 2007 年珠峰冰川消融考察 之後，第四次踏上了喜瑪拉雅青藏高原地區 進行調查研究，針對氣候變化導致的冰川消 融、冰湖潰決、高原居民的民生問題，以及 對主要河流的影響等方面做進一步瞭解。 喜馬拉雅冰川的消融，已經比世界任何地區 都要快。據聯合國政府間氣候變化專門委員 會（IPCC）發佈的報告指出，根據目前的全 球變暖趨勢，不到 30 年，80% 的喜馬拉雅冰 川將消融殆盡，會導致包括中國和印度在內 的多個亞洲國家的水資源不穩定和短缺。 因此我們一直推動各國必須重視今年年底哥 本哈根氣候大會，以免氣候不單融掉我們的 冰川，也融掉我們的未來。 想知道我們的攝影師在早前前往喜馬拉雅考 察之旅的的相片及體驗，請繼續留意下頁......

我最喜歡的一張照片，是我們的同事鍾峪舉起1968年中絨布冰川與現時的冰川作出對比。 我記得拍這張照片時我激動得哭了出來，因為上山的路程太危險，我們已不能再繼續行 程，亦因此無法得到最確切的對比圖片。我選了這張照片因為這是我在整個考察旅程中 情緒的最低點。現在回想，我很慶幸有這樣的經歷，否則我無法得到這張妙絕的照片。

”

Greenpeace: 你什麼時候開始參與綠色和平的工作？為什麼你 喜歡成為綠色和平的攝影師呢？ John: 我在 1989 年已經開始全職在倫敦為綠色和平工作。最初 的工作是幫助我的圖片編輯處理眾多從南極拍回來的黑白照片。 無論單獨和群體的拍攝工作，我也喜愛，只要那是結合我認為 最具挑戰性的工作──攝影與環境。 Greenpeace: 你曾經涉足過喜馬拉雅山多少次？與大自然接軌 的感覺如何？ John: 兩次。一次在印度，另一次在中國進行珠峰冰川的拍攝。 眼看冰川不斷的退縮、身體感受山上令人不適的溫度，你確實 會真正感受到個人與大自然的連繫。儘管整個行程很艱苦，但 亦正因為過程中的困難，才能拍攝出這輯我認為是最滿意之一 的作品。 Greenpeace: 喜馬拉雅冰川考察是你在綠色和平最艱苦的工作 嗎？當中你有什麼體會？ John: 應該是其中一個吧！要在海拔 6000 米的嚴寒氣候下逗留 這樣長的時間，讓我得以用另一個角度看自己及整個世界。

在山上，細微如早上起床的事情也變得很困難，你會更感受到 與隊員之間互助的重要性。 你可以幻想這是一個親身感受到氣候變化源頭的考察。當你親 眼看到眼前的情況與過去巨大的對比，似乎已預見得到，氣候 變化會令未來的供水情況變成怎樣。但當我們去到城市地區， 你會發現這裡的人還不知道他們將會面臨這樣的危險。 Greenpeace: 你下一步有什麼計畫？ John: 我剛剛完成與中國分部合作有關絲綢之路的考察，我發現 可以發掘的仍有很多。我希望可以在不久將來花更長的時間， 發掘更多有關絲路有價值的地方。 Greenpeace: 你有什麼想告訴我們在中國的支持者？ John: 繼續支持、永不放棄。綠色和平是一個將不可能扭轉為可 能的組織。拯救地球，似乎是不可能的事，但支持綠色和平， 會為地球──我們的家，帶來具有價值的心意。

Some 320 million people in China – that’s one in every four people, use unsafe water.

About one quarter of China’s seven major river systems are so polluted they are not even safe to be used for watering crops.

WHY IS CHINA’S WATER SO POLLUTED? Pollution comes from various sources including agriculture and sewage systems, but a major source of water pollution is industry. Many factories simply empty their waste straight into rivers and streams.

We have found through our research that this waste often contains a toxic cocktail of hazardous chemicals including heavy metals and organic compounds. All kinds of factories are guilty – multinational corporations, Hong Kong-owned factories and mainland companies.

The water is black in colour and pungent when it comes out of the pipe. Our entire village stinks on windy days; and you can see foam rising from the water and flying about... We dare not complain. What can we do to stop this?”

The key responsibility lies with industry itself because they are still using and discharging hazardous chemicals. But it is also true that China’s pollution regulations are, in many areas, poorly enforced. Greenpeace also argues that China’s pollution laws can be clarified and tightened up and this along with better enforcement and the compliance of industry can help stop industrial pollution.

THE COST OF WATER POLLUTION Water pollution in China has been linked to cancer, fertility problems, liver failure, retardation in children and organ failure. It doesn’t just make people sick, it can also kill.

Pollution also costs money in terms of clean ups after accidents, damage to crops, health costs, and early deaths. A World Bank report published in 2007 called Cost of Pollution in China estimated the costs of the water crisis at 2.3 percent of GDP. That’s tens of billions of dollars.

THREE RIVERS PROJECT

Greenpeace China is focusing on the three major rivers in China – the Yangtze River, the Yellow River and the Pearl River.

Combined, these three rivers water about one third of the whole country. We launched our Three Rivers Project in 2008, with a year-long study on the Pearl River Delta.

POISONING THE PEARL The Pearl River Delta is arguably one of the most important areas in China’s economic miracle. Thanks to the creation of sprawling industrial zones, the region has become known as the ‘world’s factory floor.’ In 2007, 30 percent of China’s exports were made here. But it’s because of these factories that the Pearl River and its tributaries are seriously polluted. A scary thought when you realise that 47 million people depend upon the Pearl River for their water.

After almost a year of research, we collected data on the effluent of five industrial plants last year and published our results in a report called Poisoning the Pearl. We found that these plants were releasing hazardous compounds, some of which weren’t even mentioned in Chinese pollution law. This pollution is causing irreversible damage to the Delta.

Some of these toxic chemicals include high levels of heavy metals such as beryllium, copper and manganese. Manganese has been linked to brain damage.

WHAT WE RECOMMEND:

China rewrites its pollution laws to stop factories releasing any hazardous chemicals and forcing factories to move towards clean production (that means no hazardous chemicals used during the manufacturing process).

SILENT GIANTS One of the key ways to force industry to stop releasing so many hazardous chemicals into the environment is to make them publish their environmental information – in other words what compounds they are using and what exactly is in their effluent – on a public platform.

Systems set up in the West have shown this is an effective way to force industry into cleaning up their act.

It helps government and civil society keep an eye on industrial practices and also factories themselves tend to pollute less when they have to make public what is in their outflow pipe. This kind of system is called Environmental Information Disclosure or EID and China has a fledgling EID regulation which came into force last year. Greenpeace checked how this new EID regulation was working but found some serious problems.

In Silent Giants, we reported how top companies, like Shell, Sinopec, Nestle and Motorola were ignoring this regulation. One of its Articles requires companies that have been blacklisted by local environmental offices for breaking pollution standards to report publicly what effluent they are releasing within 30 days.

Eighteen top companies flouted this regulation. And in fact only three of them eventually ended up publishing anything at all (one of them well over a year after the deadline).

China tighten the wording of its EID regulation and strictly enforce it; industry to respect Chinese pollution laws and regulations.

OUR LONG-TERM GOAL:

Clean Production To solve China’s water pollution crisis we believe industry has to work towards zero emissions. This means that they need to replace hazardous chemicals during the production process with safe alternatives. The way to make industry do this is to have tougher pollution laws, stronger enforcement and industry compliance.

Crunch time at Copenhagen

With your help this year we are building great momentum in the run up to these crucial UN climate talks.

Earlier this year we all put a countdown clock on our Greenpeace websites. It’s ticking down the days, hours, minutes and seconds until the opening of the United Nations climate change negotiations in Copenhagen this December. All year, as this clock counted down towards Copenhagen, we ran campaign after campaign to build public support behind our call for a strong global agreement to stop climate change.

Here’s a summary of what we have been doing, with your help, as the clock winds down to December 7.

MAINLAND CHINA Our online mainland campaign, called iCare, has been calling on the Chinese public to sign up to show their support for a strong deal in Copenhagen. So far, we have 25,000 people who have joined. We have also been hitting the headlines with eye-catching public events. At the end of August – just 100 days before the climate talks – we used 100 melting ice statues of children to represent the melting glaciers in the Greater Himalayan region. Because of climate change these are melting faster than ever before. Scientists say that in 30 years most of them will be gone (80 percent) if nothing is done about climate change. One billion people – in China and India – depend on this water.

HONG KONG In Hong Kong we have focussed our attention on Chief Executive Donald Tsang and run several very prominent campaigns to get him to start taking climate change seriously. We asked the public – tongue in cheek of course – to donate a dollar to Donald so that he could go to Copenhagen personally. As part of our relentless campaigning, Environment Secretary Edward Yau has confirmed he will go to Copenhagen. Mr Tsang should go, of course, but at least this time it’s a senior official. Our Car-Free Day in September was also a roaring success. Mr Tsang walked to work – we appreciate the gesture – around 20,000 people signed up and 57 organisations also showed their support.

As we go to press, there are still few days left before the Copenhagen conference starts.

Whatever happens – whether nations sign up to a climate saving deal or whether they fail to agree on a strong plan – Greenpeace, along with its valuable supporters like you, will continue to build momentum for positive action on solving climate change.

OBAMA: BE A CLIMATE LEADER A global climate change deal is only possible if the US and China play a leading role at Copenhagen. While China has made positive steps towards a low-carbon economy, including great expansion in the renewable energy industry and a proposal to reduce carbon intensity – the US has been massively disappointing. As US President Barrack Obama prepares to visit Beijing and Shanghai, Greenpeace China launched a fun online campaign asking the Chinese public to call on Obama to be a climate leader. We filmed a series of three skits using an Obama double to draw supporters to sign up to an online paper-cut showing the US president. This may be the first time that tens of thousands of Chinese people have called on a US president to show leadership!

One man who has seen firsthand the devastating effects of climate change and drought is John Novis, head of photography for Greenpeace International. Here he talks to our Hong Kong office about a recent trip to the Himalayas to capture the signs of global warming:

2. How do you feel about the pictures you took in the Himalayas?

I often felt at one with my camera on this trip and would argue I took some of the best photography I have ever done, despite the disappointments, arduous conditions and challenging environment.

3. You said it was challenging. In what way?

It was one of the toughest trips I have ever done.

Spending a long time camping in freezing conditions at 6,000 m makes you see the world and yourself in a different way. Everything you do, even simple stuff like getting up in the morning can be a momentous task. More so is your relationship with your team. The key was to help each other at all times to keep the objective and spirit of the mission high and fun.

4. What is your favourite image from the Himalayan trip?

I love the picture of Zhong Yu holding the 1967 picture against the remnants of the Rogbuk glacier.

I was angry at this point because we could not go further because it was too dangerous so I could not get an exact comparison image. I shot off these pictures of Zhong Yu because that was our nearest point and out of frustration. I was at my lowest point of the trip. Now I look back and am glad it happened that way because I would never have got this triumphant Greenpeace picture.

5. What are you looking forward to do next?

I have just finished a trip along part of the Silk Road with Greenpeace China. I am planning to go back.

It's an amazing story where trade and climate are reducing the old civilizations to desert and dust and the farmers are driven away by drought. However in all this change there is a renaissance on the Silk Road with the rise of a vast wind energy industry.

6. What do you want to say to our supporters in China?

Keep on supporting us! Never give up. Greenpeace is a wonderful agency that can make the impossible happen.

1. When did you first start working with Greenpeace and why?

I started back in June 1989 in London. I was taken on initially to help with black and white films coming back from the Antarctic. I love to work with other photographers’ work and my own because it combines my two great loves – photography and the environment.
