November brought us a packed house at our Lunch & Learn, where we welcomed Jennifer Vigil with Destination Panama City and celebrated the announcement of our 2026 Scholarship Home Builder We also continued our partnership with the Bay County Building Safety Department, keeping open communication and collaboration at the forefront of our industry.

We also hosted two of our most cherished annual traditions the 37th Annual BBIA Golf Tournament and our BBIA Bowling Tournament. Both were phenomenal successes thanks to our sponsors, volunteers, and members who continue to show up, support, and have fun together. These events always remind us that BBIA isn’t just an association it’s family.

Behind the scenes, our committees have been hard at work The Government Affairs Committee secured an impactful win with the City of Panama City regarding phased sewer and water connection fees. The Commercial Committee continues to elevate development and investment insight in our region. The Professional Women in Building Council launched a brand-new leadership team for 2025. Our Young Professionals are closing the year strong with outreach, growth, and their upcoming holiday happy hour

Understanding the Bigger Story Behind the Lynn Haven Walgreens Sale

The Bay County commercial real estate market continues to attract attention from investors across the nation and our region is no longer being viewed simply as a small coastal market A recent transaction involving the Walgreens located in Lynn Haven highlights exactly why

While at first glance this may look like just another retail property sale, the story is much more significant The property was owned by a Texas-based private equity group and was purchased by a private investor based in South Florida, reinforcing what industry professionals already know: major capital is continuing to flow into Bay County from outside markets.

A Changing Market: Population, Infrastructure & Growth

As referenced in Mayor Tettemer’s remarks during our recent Lunch & Learn, Bay County has experienced dramatic population growth 16 32% since 2020 with projections of 3% annual growth Developers and investors have taken notice.

Within a 5-mile radius of this site, there are:

7,000 apartment units

Significant new construction

A consistent and stable military presence from Tyndall and Naval Support Activity

High traffic counts exceeding 54,000 vehicles per day

These are indicators that drive commercial investment decisions and reshape development patterns. To nationwide investors, Lynn Haven checks multiple boxes for future expansion and commercial viability

A Different Kind of Transaction

Unlike typical net-lease transactions where investors look solely for long-term income with stable tenants such as Chick-fil-A, McDonald’s, or 7-Eleven, this deal required a closer evaluation of the underlying real estate

Walgreens had recently undergone major corporate changes, being taken private by Sycamore Partners after facing credit downgrades For many investors, this created uncertainty regarding the long-term tenant risk so the value of the land itself became the deciding factor.

And it paid off: the site is strategically located along a major commercial corridor with prime redevelopment characteristics and multiple surrounding parcels drawing interest.

Even more interesting, multiple investors reportedly reached out in the hopes the store was closing so they could pursue redevelopment (It is not closing there are 13 years left on the lease with options remaining.) Other investors even inquired about the adjacent land owned by Phoenix Construction, which has already been cleared

Why This Matters to BBIA Commercial

This transaction is more than a sale it’s another signal that Bay County’s commercial landscape is shifting rapidly and becoming more competitive

With national attention increasing, major landowners, developers and tenants are taking notice Understanding these transactions gives us insight into: future redevelopment opportunities, long-term tenant mix and retail corridors, how infrastructure and population growth drive investment, and what site selection decisions actually look like today

This is exactly what the BBIA Commercial Committee exists to do: bring the industry intelligence to our members before it becomes common knowledge

A Major Advocacy Win for the Building Industry

We are excited to share another important win for protecting the building industry in Panama City

Recently, the City of Panama City introduced Ordinance 3274 proposing the first adjustment to water and sewer connection fees often referred to as “impact fees” in more than 20 years The proposed update represented a significant change for our members, with an overall increase of approximately 70% over current rates.

There is no question that Panama City’s infrastructure has long been under strain Past leadership should have implemented moderate increases over time to keep pace with maintenance and demand The truth is that even with the updated rates, Panama City’s impact fees still remain generally in line with those of surrounding communities.

Where BBIA Stepped In

When the proposed ordinance was introduced, our Government Affairs Committee immediately engaged We worked closely with:

The Mayor City Commissioners

The City Manager Municipal staff to ensure that the concerns of both the building community and future homebuyers were heard and considered.

A Better Outcome for Our Members

Thanks to this collaborative effort, the Commission voted to phase in the new fees gradually over a two-year period, rather than implementing the full increase at once This approach provides a more measured adjustment and helps protect affordability and project feasibility for builders and developers

This solution represents a meaningful improvement for our members and reflects a shared commitment to strengthening Panama City’s future without placing undue burden on the industry responsible for that growth

One of the most important outcomes of this process was reaffirming the role of the BBIA as a key stakeholder in decisions that affect our industry. We emphasized the need for ongoing collaboration when issues arise that may impact development, construction, permitting, infrastructure, and the overall business climate

City leadership recognized that our participation benefits not only the construction sector, but the wider community and Panama City’s long-term growth strategy

A Win for Today and the Future

This is another example of the impact our Government Affairs Committee and BBIA leadership have in shaping policy, advocating for balanced solutions, and protecting the interest of our membership

Industry News – November Highlights from FHBA & NAHB

FHBA Florida Update

As part of its ongoing legislative advocacy, FHBA continues to lead efforts to maintain a businessfriendly environment for homebuilders statewide. The association’s 2026 Legislative Issues platform lays out priorities aimed at preserving regulatory discipline, protecting builder rights, and ensuring a stable environment for residential construction across Florida

FHBA has opened nominations for its 2026 Awards Cycle Members are encouraged to submit nominees for honors such as Builder of the Year, Associate of the Year, Remodeler of the Year, Woman of Distinction, Young Building Professional of the Year, and more. This is a great opportunity for outstanding members / companies to be recognized for their excellence and contributions to the building industry

The association continues to emphasize education and member resources from building-code training sessions to continuing-education courses, legal model contracts, and business tools designed to help smaller firms stay competitive FHBA’s value-driven membership benefits remain a cornerstone of its mission to support builders across Florida.

Why this matters to us (BBIA): As members of FHBA through our local association, these legislative priorities and award opportunities can directly influence local building conditions, regulatory environment, and recognition of excellence all things we care deeply about

NAHB National Update

According to the November 2025 update of the NAHB/Wells Fargo Housing Market Index (HMI), builder confidence for newly built single-family homes rose slightly the index ticked up to 38 While still in negative territory, this was a modest improvement for the month National Association of Home Builders+1

NAHB highlighted continued challenges in the single-family market: economic uncertainty (from inflation, consumer finances, and a recent prolonged federal government shutdown) has kept buyer demand soft As a result, many builders are offering incentives or cutting prices to close deals in November, 41% of builders reported price reductions, a post-COVID high

On the advocacy front, NAHB urged Congress to pass legislation that reauthorizes and extends the National Flood Insurance Program (NFIP), expressing concern that lapse in flood-insurance funding is delaying home sales and insurance renewals an issue with real impact for builders and buyers in flood-prone areas like ours.

Also of note NAHB’s “Monthly Update” released around this timeframe provided members with refreshed talking points on housing priorities, ongoing regulatory issues, and the broader housing market outlook Good resource if you want to stay informed or craft messaging locally

Why this matters to us (BBIA): These national trends and policy efforts set the broader context for what we face locally from home-buyer demand and pricing pressures to flood-insurance and regulatory changes. Staying plugged into NAHB’s data and advocacy helps us adapt, plan, and represent our members’ interests more effectively
