More than ever, schools are trying to achieve more with less and as such, we have developed a robust approach to help you plan, create and operate better and safer learning environments more cost effectively. This applies to both initial capital costs but also to lower revenue costs of the building in operation.

Our Experience

The City Academy, Hackney.

Location: London E9

Sponsored by the City of London Corporation and KPMG, The City Academy opened its doors to its first year intake in 2009. Built Hackney in East London, on the site of a technology college which closed in 2007 due to its poor performance, the design of The City Academy building had to raise the aspirations of its pupils and its neighbours. Under previous employment, members of the Fulkers Bailey Russell (Fulkers) team provided a range of services to deliver the new Academy.

The site was a sensitive one, due to its vicinity to a grade II* listed building. The works comprised the construction of a school building of 11,000m2, on a 13,500m2 site, including a sports hall, assembly hall, dance studio and dining hall. The four-storey school building generates natural daylight and ventilation to the building and at the same time emphasising the business orientation that the sponsor wanted to communicate throughout the school’s ethos.

A pragmatic approach to environmental issues produced a naturally ventilated building with an abundance of daylight which takes its heating and cooling from the grounds.

We led an engagement programme with the Hackney Community and pupils which was acclaimed at the BSF Awards, winning the category of Innovation in Student Engagement for its inclusion of the ultimate clients – future pupils.

A fully partnered approach operating open lines of communication and a tight system for decision making allowed the team to bring the project in on time and to budget despite a six month set back when the location of the school changed.

The success of the Academy has resulted in the recent appointment of the Fulkers team to deliver services for their £2m new sixth form centre.

The City of London Academy.

The Fulkers Bailey Russell team, under previous employment, worked with the City of London Corporation to deliver this new 11,000m² academy on a difficult brownfield site in Southwark. The key objective of this challenging, but rewarding, project was to transform a disused site into a ‘one campus, multi-national secondary teaching facility’ providing a quality teaching and learning environment. The Academy was the first to be procured using the Project Partnering Contract 2000 and was the first delivered on time, within budget and to the desired quality. We provided full professional services for all stages of the project including part of the fit-out and the provision of temporary buildings on part of the site which allowed the school to open before the permanent facilities were complete.

The site was split by an elevated road providing two distinct areas for the Academy: the west area was designated for school, community, sports and recreational facilities, whilst the east site for the main academic building.

The split site was seen as an advantage to the construction process by forcing us to think about how the school could be built in a more cost effective manner. After producing a series of cost exercises and design options we proposed that the most efficient way to build was to make the sports hall a facility in its own right with its own programme and build team. As a result it became more user-friendly and secure for the school and the community’s use.

Circulation was very important for the Academy, especially in the atrium, which meant we needed to find area savings elsewhere. Through analysis with the services engineers we were able to reduce the areas of the plant room and risers throughout the building ensuring the circulation spaces were used to their maximum efficiency saving approximately £50,000 by reducing the gross internal floor area. We also knew the substructure works would be costly, but it meant we were able to focus the design team’s attention on it as well to drive better value out of their design. We managed to save over £250,000 from the package by better design.

Situated in Southwark, the City of London Academy transformed a derelict brownfield site into a new educational heart for the local community, a project that was delivered in 2006 by members of our team under previous employment.

Following the success of the Academy, there was a need to expand their current sixth form capacity from 100 to 400 students. We were appointed in 2016 to provide a range of services to support this expansion. The main goal of the project was to create the additional space, ensuring the project kept within budget and time.

The new sixth form was fitted out within the shell and core of a large multi-use building constructed by a separate developer. As part of the overall process, we negotiated handover on behalf of the City of London before they commenced their fit out. The works were split over two phases: the first phase created an entrance, canteen, classrooms, IT hub, showers and WCs; the second phase delivered a new library/resource centre.

Fulkers Bailey Russell were appointed at the very beginning of the project, assisting the City of London with the funding approval from the Education Funding Agency (EFA), a year before the rest of the project team were appointed and designs commenced. Fulkers continued the Project Management and Cost Consultancy services through design, construction and handover (of both phases) with the same core staff members to provide consistency to the client.

As one of the first duties as a Project Manager, Fulkers quickly defined the lines of communication and meeting schedules were agreed. It was important to do this as all stakeholders had time constraints and implementing a project structure meant we could get the best use of the stakeholder time. Project protocols were put in place and guidance on how to operate the various processes were included in the Project Execution Plan. Students were given a stakeholder role on this project and were invited to contribute directly and encouraged to have an active role on the designs.

Freemen’s School.

The co-educational Freemen’s School was founded in 1854 in Brixton, and moved to the current 57 acre site in Ashtead Park in 1926. Freemen’s is one of three schools owned by the City of London Corporation. Strong links exist between the City and the School, including the annual City Visit and Prize Day. There are currently 880 pupils in the School, across years 3 to 13, approximately 50 of which are boarding pupils.

Early discussions at the masterplan stage lead to pinpointing the overall objectives of the scheme and the identification of key physical components needing to be introduced or relocated and upgraded within the new masterplan. It was stressed that the masterplan proposal be underpinned by objective functional needs and by a coherent financial case including an assessment of costs and how these might be met. Early discussions identified the operations of the School and provision of its accommodation.

Focus fell on the development of the following physical components of the school:

- A new music school

- New boarding accommodation

- Relocation of change facilities

- The refurbishment of the Grade II listed Main House

- A new swimming pool

- Infrastructure

- Landscape

- The green belt

The City of London and the School were clear that the physical development of the campus be prepared hand-in-hand with estimated capital expenditure and running costs and a clear strategy for raising funding, against a timetable, to cover the development costs. Sam accordingly worked closely with the team to ensure:

- All elements of the proposed physical development are included

- Cost estimates match expected quality

- Risks are identified

- Where there is an abnormal level of uncertainty, such as estimating the costs associated with the restoration and refurbishment of the Main House adequate contingency is provided

- Whole life costing is based on the best possible data

- Cost are matched to sound revenue source and predictions

At a project level, we provided services for the boarding accommodation, completed in January 2014, as part of a two-phased scheme which also included a new music school, provided the school with 60 new and larger than average bedrooms providing the opportunity for the school to meet the international standards they set to enhance their reputation and income. We were also appointed to provide services to the £9m new build landmark swimming pool complex.

KISHARON CHARITABLE TRUST

Working together with the Kisharson Charity and the Jewish community of North West London, Fulkers and ArchitecturePLB have been employed to provide professional services for the development of a new Special Educational Needs (SEN) School. This consists of a heritage listed building refurbishment and new build extension which will provide a purpose built educational facility for students with learning difficulties.

The building has been sustainably designed to encourage natural heating, ventilation and cooling while providing efficient services to spaces of special needs. The development also provides external interactive and sensory development spaces which will be used to promote learning through physical and sensory interaction.

£12m build cost project inclusive of tax, inflation, contingencies and fees required to provide the following:

- Refurbishment and remodel of existing grade-II listed building

- Specialist classrooms for MLD, SLD, PMLD

- Hydrotherapy pool and equipment

- Catering/ Kitchen facilities

- Religious activities spaces

- Therapy rooms

- Staff facilities

- External sensory learning spaces and equipment

- Performance / presentation spaces

- Landscaping spaces and play equipment

Development complications arose prior to planning submission. This resulted in extensive investigations into key aspects of the development to be undertaken in order satisfy design and planning requirements which included:

- Investigation into the historic significance of existing grade-II listed building to identify the buildings original form prior to the multitude of extensions and alterations that had taken place over time. Maximising the usefulness of the spaces while firstly identifying and ensure the protection and preservation of the history features within building was paramount.

- Due to the development being located with a residential community the importance of noise pollution and its exposure to the surround community presented an issue which needed to be investigated. As an outcome, the design of the external spaces were developed to either direct sound away or by use of special materials absorb sound and contain it with the space.

The Great Hall, Kent College Canterbury.

Construction and fit-out of a new theatre for Kent College Canterbury. The design was developed to provide a degree of flexibility in occupancy. The Great Hall has two modes of operation: assembly for up to 600 and the theatre mode of 350. These modes have been provided by the use of retractable seating which can be pushed together and concealed behind movable wall panels to create additional foyer space adjacent to the main entrance lobby.

The stage has also been developed to be changeable with movable proscenium panels, maximizing the stage when the Great Hall is being used for music or assembly. Rostra seating has also been provided within the stalls to allow the stage and seating to be reconfigured for a variety of performances.

The ancillary and ‘back of house’ accommodation provides circulation, toilet provision, storage, a green room and scene dock.

The external design is based on a contemporary but contextual approach with reference to the scale and materials of the adjacent Victorian buildings. The external form reflects the volume required by the hall and functional aspects of the natural ventilation but also imparts the status of a Great Hall, as a new focus for the School and Local Community with Kent College Canterbury’s partnership with Canterbury Festival.

The Hall has a state-of-the-art natural ventilation system utilising a labyrinth constructed under the theatre to draw cold air out of the foundation and ventilate and cool the space.

KENT COLLEGE CANTERBURY

The Fulkers Bailey Russell team worked with The Learning Trust and London Borough of Hackney under previous employment, providing professional services to deliver their commitment in providing a brand new primary school on the existing Berger School site as part of Hackney’s Primary Capital Programme. The scheme provided a modern fit for purpose primary school which utilises the latest technology and meets the latest thinking in the education and learning agenda.

The new School building accommodates 472 children, 74 staff, a parent’s facility, library with ICT facilities, staff, administration and breakout areas. The whole site was also re-landscaped to provide a new multi-use games area with floodlighting, habitat areas, an orchard, recycling points and quiet areas for learning outside the classroom.

We were actively involved in the stakeholder engagement process offering early cost advice often involving time outside of a normal working day to ensure the staff understood exactly what they were being offered as a design. This meant the School could follow the progress and understand it as a team member. We also held workshops for the pupils where they visited our offices to learn about how we managed the costs for their future School.

We offered early life cycle cost advice with regard to sustainable items. The School’s aim was to achieve a BREEAM ‘Excellent’ rating, one of the first primary schools in London to do so. Our early cost options and advice on whole life costs rather than just capital costs meant the design team could incorporate the greener items into the design rather than “bolt on”. It also meant the School were able to achieve their goals of running a sustainable school with a BREEAM ‘Excellent’ rating.

BOROUGH OF HACKNEY

Lycée Français Charles de Gaulle de Londres.

We provided full design and management services for the complete roof replacement and energy optimisation of all buildings within this large busy French school complex located in Central London. The site comprises a mix of modern and Grade II listed buildings.

The works included replacing 48 roofs ranging from slate, plain tiles, copper, lead and zinc surfaces, rebuilding and repairs to chimney stacks and parapet walls, works to the rainwater goods and external decorations at roof level. The works also included removal of asbestos and upgrading of insulation to the roof surfaces to the latest Building Regulations.

All works were undertaken whilst the school was in occupation and the health and safety of children, occupiers, the public and the contractor was of paramount importance. It was also vital that the works did not disrupt the daily routine of the school. To mitigate these risks, we discussed all of the implications of the project with the school at the design stage and prepared detailed risk assessments with careful programming.

We then agreed detailed logistical site plans, showing segregation, escape routes, access routes, protection, all of which were provided during construction, to ensure a safe project at all times.

LYCÉE FRANÇAIS CHARLES
DE GAULLE DE LONDRES

Royal High School Bath.

Working with the Girls’ Day School Trust (GDST) and the Royal High School Bath (RHSB), Fulkers provided professional services for the new sports facilities on the School’s site in Bath. The improved facilities are required to maintain and enhance RHSB’s reputation for sporting excellence and will enable the School to host games and compete at a higher level.

The School site is in a sensitive location; set within a conservation area and world heritage site, and adjacent to a Grade II listed building. Other challenges for the work included ecology, light pollution issues and neighbour objections.

The inherent difficult and complex nature of this multi-phase scheme meant that we had to ensure cost certainty for differing fields of specialist works, to allow the client to continue to progress the scheme under tight budgetary conditions.

All phases are linked and one element cannot go ahead without the other. If the scheme exceeds the budget then we have been advised that it cannot go ahead. As a result, we calculated detailed accurate costs, not only from benchmark costs we have in the office from similar projects including such items as demotion works and swimming pool refurbishments, but we have also investigated and sought strong advice from the market on specialist items such as All Weathers Pitch options and costs to ensure accurate reporting.

Due to the topography of the site the new sports hall and all-weather pitch require large volumes of cut and fill/spoil movement, for which we calculated the exact amount of existing spoil that could be reused and thus reducing expensive imported spoil, saving the client unnecessary expenditure.

GIRLS’ DAY SCHOOL TRUST

Halliford School.

Halliford school is a selective and independent school for boys and sixth form girls, located in Shepperton, Surrey. The sixth-form has only recently become co-educational. The School was founded in 1921 and the main building is a fine Georgian House set in ten acres beside the Thames.

The School has an excellent sporting tradition and students from the school have played sports such as rugby, cricket and basketball to the highest level. Under previous employment, our team completed three projects at Halliford School which all form part of their master plan which was compiled approximately 20 years ago, all using a design and build contract.

The first scheme was the design and construction of a performing arts centre, complete with theatre, cafeteria and classrooms.

The second scheme was a sports hall with spectator gallery, climbing wall, changing rooms, classrooms and a library.

Our third contract has been the construction of a Music, Art and Sixth Form Centre housing an Ensemble Room along with recording studio and classrooms for both Music and Art.

HALLIFORD SCHOOL

Rosh Pinah Primary School.

Rosh Pinah Primary School was founded in 1956 by the then minister of Edgware United Synagogue Rev Saul Amias MBE when it was realised that there was a need for a local Jewish Zionist school. The school achieved voluntary aided status in 1968 and moved the Junior School from its original location in Mowbray Road, Edgware to its present location in Glengall Road, Edgware in 1986 when it became a two form entry school.

The kitchen works were the first phase of the school’s long term plan to consolidate on to one site. The school, bound by the funding process, needed to carry out the works in 2010. Due to the fact that the school would either have to close or suffer extreme expenditure loss to supply the children with food from external sources if it did not have a fully working kitchen, it mean that the works had to be carried out over the summer holiday period. This left the school with an eight week window of opportunity for the works and a very tight programme from the point of our appointment in February to design, cost, approve with Barnet Council, tender and appoint a contractor.

The Fulkers Bailey Russell team were able to work very closely with the school and wider team to ensure everything was set out with key milestone dates and sign off points. All dates were met satisfactorily. Specialist kitchen sub-contractors were appointed early in the process to ensure clients requirements were fully met. A process was established that not only integrated the project team but also the multi-headed client organisation so that it was effectively only “one team” delivering the project.

A client decision-making timetable was established with a brief cut off point so that the project could be moved forward into detailed design in a positive way. A management procedure for fine-tuning and change was put into place in such a way that it did not hinder the overall progress of the design nor impact heavily on cost. End user involvement was sought from the outset of the project. The brief was a document jointly owned by the design and the client team and was continually used as a reference document throughout the project. The brief was updated and approved at key stages. Positive efforts were made to inspire and motivate the Client throughout the duration of the project.

ROSH PINAH SCHOOL

Kent College Pembury.

KENT COLLEGE PEMBURY

Founded in 1886, Kent College, Pembury is an independent day and boarding school for girls, with a senior school and preparatory school which share the same site. The school is one of nine schools under the ultimate control of the Board of Management for Methodist Residential Schools and is a registered charity.

The school has been located on its current 75-acre site in Pembury since 1939. The school campus includes the original Victorian manor house together with purpose-built modern facilities, including boarding houses, teaching block, library, music centre, science building, A-level study centre, indoor heated swimming pool, sports hall and theatre. The Prep School occupies its own building adjacent to the Senior School.

The Fulkers team, under previous employment, were appointed as cost managers in 2010 advising on phase one, the library and arts centre, and the school’s long term development strategy.

The new library and arts centre building is intended as a flagship structure heralding the continuing investment proposed by Kent College, throughout its 20-year campus redevelopment masterplan.

Different cost options were provided for a number of key buildings or areas picked by the school as priorities. We have advised upon capital costs, life cycle costs, maintenance, running and repair costs, future income and expenditure costs. The areas of the school included in their 20 year strategy are as follows:

Wimbledon High School.

The Girls’ Day School Trust (GDST) is the largest group of independent schools in the UK and the UK’s largest educational charity. The 24 schools and two academies of the Trust are some of the very best in the country. The Trust founded Wimbledon High School in 1880, opening on 9 November on Wimbledon Hill Road

Fulkers Bailey Russell are on the GDST framework for professional services. Our projects at Wimbledon High School include an £18m rationalisation and development scheme to

introduce an extra form of entry and revitalise the school site along with two summer works projects to improve the schools general appearance and internal flow.

Securing the success of these projects through close communication and a collaborative, transparent approach with the design team, GDST estates and the school stakeholders to ensure the requirements of the client and end users are achieved.

GIRLS’ DAY SCHOOL TRUST

Gad’s Hill School.

Our team, under previous employment, delivered the first phase of a multi-million pound project to build two state-of-the-art schools in the grounds of the Grade I listed site that was formally the home of Charles Dickens.

Phase one included providing a new junior school, new car park, reconstruction of the highway and all associated landscaping. Spanning two floors, the new school incorporates a large sports hall, a theatre/concert hall, dining area, an ensemble and performance room as well as two performance spaces plus academic classrooms for kindergarten and junior school children.

As the first phase comprised a 52 week construction period and the site was generally congested and surrounded by minor country roads, management of the works was challenging in ensuring a safe project and maintaining the school as a going concern whilst works were undertaken.

We had to carefully consider the problems of building noise and dust etc, affecting the school and adjoining buildings, segregation of the works from the school itself, contractor’s safe access to the working site and managing traffic congestion around the site during peak hours when parents dropped off and picked up their children from school.

This was achieved through consultation with all stakeholders within the school: parents, the local authority, police, highways, etc, to ensure all aspirations were met. All agreed procedures were then detailed on a site logistics and management plan showing all protection, temporary accesses, paths, dropping off zones etc. This was signed off by all stakeholders so that they were aware of how the project would be managed. This was included within the tender package so that the contractor was fully aware of what was required of them.

GAD’S HILL SCHOOL

Sydenham High School.

The School was founded in 1887, becoming one of the last schools to be opened by the Girls’ Day School Trust (GDST).

Under our appointment to the GDST framework, we were selected to provide project management to the School for two projects: the Senior School and Junior School.

For the Senior School, we delivered various repairs and, where necessary, the rebuilding of the external boundary walls, including the incorporation of railings to improve visibility into the site.

Works on the Junior School included:

- A new internal staircase layout incorporating improved circulation and security at the ground floor reception area

- Structural repairs to the roof

- Repairs and where necessary the rebuilding of the external boundary walls, including where appropriate the incorporation of railings to improve visibility into the site.

- Improvements to the external entrances and approach to the main reception entrance door.

- Improvements to the external hard and soft landscaping including new bin store facilities.
