Crystal Palace Park Regeneration.
Location: London
Value: £30m

Improvement works across Crystal Palace Park, London consisting of upgrading the hard and soft landscapes, installing new bespoke play equipment, refurbishment of the existing Grade I listed dinosaur sculptures and refurbishment of existing buildings, including the maintenance lodge and visitor information centre. The Italian Terraces are also being restored, repairing and reinstating sections of the stone balustrades and instating new accessible ramps and paths.
Fulkers are providing quantity surveying services from RIBA stages 2 to 7. The park’s heritage and retained historic elements are of national and international significance which poses a challenge when providing restoration costs, we have been in contact with specialist contractors to assist our pricing.
THE LONDON BOROUGH OF BROMLEY
Mayford Supported Living Project.

Fulkers have been employed by the London Borough of Camden to carry out professional services for the enhancement of support living facilities at properties in Mayford and Peperfield. Fulkers were originally appointed as Quantity Surveyors on the project, however, due to the satisfaction of the client and our previous experience as Employer’s Agent, Clerk of Works and Principal Designer delivering similar supported living schemes our scope was expanded to include these services.
The project was split between two existing buildings, located 20 minutes walk from each other, as follows:
Peperfield; This element of the project consisted of the conversion of the lower ground floor spaces of the vacant single-storey Peperfield Day Centre to a wheelchair residential accommodation for a sixperson family. The existing building was originally built in the 1950s as part of nine post-war blocks. In 1982 the building was refurbished, including structural repairs, façade rendering and window replacement.
Mayford: This element of the project consisted of the conversion of a former single-storey daycare, in the Mayford Estate, Camden to a dedicated assisted living home for five identified adults with physical and learning disabilities. The design was also to be future-proofed so that it could accommodate the changing needs of residents in the future. The existing building was originally built in the 1980s as a children’s home as part of the Mayford Estate and was later converted into a day centre.
Fulkers have been involved in supporting the London Borough of Camden to develop the employer’s requirements for the project and coordinate the information supplied by the design team. Fulkers have also led the procurement process in the appointment of the contractor. Post contract, Fulkers will lead the project as Employers Agent and manage all cost aspects, in conjunction with delivering the Clerk of Works and Principle Designer roles.
Although the project was let under a single contract, the two sites were approximately 25 minutes’ walk apart. Whilst appointing the main contractor for the works Fulkers reviewed and advised the client for the need to make sure the contractor had a detailed strategy and adequate resources to cover both sites.
LONDON BOROUGH OF CAMDEN
Hornsey Town Hall.
FAR EAST CONSORTIUM / LONDON BOROUGH OF HARINGEY

Hornsey Town Hall is a Grade II* listed historic building, which was designed by Reginald Uren in 1935. It is notable as one of the earliest modernist, continental inspired Town Halls, built in inter-war England. From 1965, following the abolition of Hornsey Borough Council, the Town Hall remained home to only a few of the Haringey Council’s technical services, with the Assembly Hall closed in 1987. By 2004 the building as a whole was essentially redundant. The building is currently listed on Historic England’s Risk Register, with the condition of the building considered as ‘poor’.
This renovation restored the historic Town Hall to its former condition and delivers a sustainable future for this iconic building at the heart of the community. It cements Crouch End’s reputation as a creative, cultural and community centred.
The scheme, by the Far East Consortium in partnership with Haringey Council, refurbishes the Town Hall to be a self-sustaining community asset, following a substantial restoration and refurbishment programme.
The following facilities are provided by the project:
- Sensitive restoration of the ‘modernistic’ interior features such as the Council Chamber, Clerks Office and Assembly Hall.
- A new arts centre with flexible community and events space.
- Public realm improvements to the Town Hall square and courtyard.
- A 67-key, 2,690sqm hotel within the Town Hall building.
- Two public cafés, a roof top bar, and ‘Supper Room’, a restaurant located in the lower ground floor.
- The development of 140 new apartments over 14,278sqm to the rear of the Town Hall to finance the scheme measuring (GIFA).
The Town Hall is to become a centre for arts and enterprise activities for the benefit of the community.
The City of London Academy.
The Fulkers Bailey Russell team, under previous employment, worked with the City of London Corporation to deliver this new 11,000m² academy on a difficult brownfield site in Southwark. The key objective of this challenging, but rewarding, project was to transform a disused site into a ‘one campus, multi-national secondary teaching facility’ providing a quality teaching and learning environment. The Academy was the first to be procured using the Project Partnering Contract 2000 and was the first delivered on time, within budget and to the desired quality. We provided full professional services for all stages of the project including part of the fit-out and the provision of temporary buildings on part of the site which allowed the school to open before the permanent facilities were complete.
The site was split by an elevated road providing two distinct areas for the Academy: the west area was designated for school, community, sports and recreational facilities, whilst the east site for the main academic building.
The split site was seen as an advantage to the construction process by forcing us to think about how the school could be built in a more cost effective manner. After producing a series of cost exercises and design options we proposed that the most efficient way to build was to make the sports hall a facility in its own right with its own programme and build team. As a result it became more user-friendly and secure for the school and the community’s use.
Circulation was very important for the Academy, especially in the atrium, which meant we needed to find area savings elsewhere. Through analysis with the services engineers we were able to reduce the areas of the plant room and risers throughout the building ensuring the circulation spaces were used to their maximum efficiency saving approximately £50,000 by reducing the gross internal floor area. We also knew the substructure works would be costly, but it meant we were able to focus the design team’s attention on it as well to drive better value out of their design. We managed to save over £250,000 from the package by better design.

The Sixth Form Centre, The City of London

London Academy.


Situated in Southwark, the City of London Academy transformed a derelict brownfield site into a new educational heart for the local community, a project that was delivered in 2006 by members of our team under previous employment.
Following the success of the Academy, there was a need to expand their current sixth form capacity from 100 to 400 students. We were appointed in 2016 to provide a range of services to support this expansion. The main goal of the project was to create the additional space, ensuring the project kept within budget and time.
The new sixth form was fitted out within the shell and core of a large multi-use building constructed by a separate developer. As part of the overall process, we negotiated handover on behalf of the City of London before they commenced their fit out. The works were split over two phases: the first phase created an entrance, canteen, classrooms, IT hub, showers and WCs; the second phase delivered a new library/resource centre.
Fulkers Bailey Russell were appointed at the very beginning of the project, assisting the City of London with the funding approval from the Education Funding Agency (EFA), a year before the rest of the project team were appointed and designs commenced. Fulkers continued the Project Management and Cost Consultancy services through design, construction and handover (of both phases) with the same core staff members to provide consistency to the client.
As one of the first duties as a Project Manager, Fulkers quickly defined the lines of communication and meeting schedules were agreed. It was important to do this as all stakeholders had time constraints and implementing a project structure meant we could get the best use of the stakeholder time. Project protocols were put in place and guidance on how to operate the various processes were included in the Project Execution Plan. Students were given a stakeholder role on this project and were invited to contribute directly and encouraged to have an active role on the designs.
Freemen’s School.
The co-educational Freemen’s School was founded in 1854 in Brixton, and moved to the current 57 acre site in Ashtead Park in 1926. Freemen’s is one of three schools owned by the City of London Corporation. Strong links exist between the City and the School, including the annual City Visit and Prize Day. There are currently 880 pupils in the School, across years 3 to 13, approximately 50 of which are boarding pupils.
Early discussions at the masterplan stage lead to pinpointing the overall objectives of the scheme and the identification of key physical components needing to be introduced or relocated and upgraded within the new masterplan. It was stressed that the masterplan proposal be underpinned by objective functional needs and by a coherent financial case including an assessment of costs and how these might be met. Early discussions identified the operations of the School and provision of its accommodation.
Focus fell on the development of the following physical components of the school:
- A new music school
- New boarding accommodation
- Relocation of change facilities
- The refurbishment of the Grade II listed Main House
- A new swimming pool
- Infrastructure
- Landscape
- The green belt
The City of London and the School were clear that the physical development of the campus be prepared hand-in-hand with estimated capital expenditure and running costs and a clear strategy for raising funding, against a timetable, to cover the development costs. Sam accordingly worked closely with the team to ensure:
- All elements of the proposed physical development are included
- Cost estimates match expected quality
- Risks are identified
- Where there is an abnormal level of uncertainty, such as estimating the costs associated with the restoration and refurbishment of the Main House adequate contingency is provided
- Whole life costing is based on the best possible data
- Cost are matched to sound revenue source and predictions
At a project level, we provided services for the boarding accommodation, completed in January 2014, as part of a two-phased scheme which also included a new music school, provided the school with 60 new and larger than average bedrooms providing the opportunity for the school to meet the international standards they set to enhance their reputation and income. We were also appointed to provide services to the £9m new build landmark swimming pool complex.
CITY OF LONDON CORPORATION

University College London.
Fulkers have been working with University College London (UCL) for many years, providing a range of construction consultancy services both under individual appointment and through our membership of the University’s framework agreement. The University’s portfolio includes various listed buildings within the Bloomsbury conservation area.
The Slade School of Arts Refurbishment, £3m Fulkers were involved in plans for an external refurbishment of The Slade School of Arts as well as overseeing the internal refurbishment works as part of a wider team. As part of the brief UCL advised that they wish to be carbon neutral by 2035 and as a result, our building surveyors were tasked with plans for improving the thermal performance of the building, whilst at the same time obtaining Listed Building Consent. The project is on hold at RIBA Stage 1.
The Slade School of Arts Sprinkler System, £800k Fulkers acted as project managers and quantity surveyors for the design and installation of a sprinkler system to the Grade I listed building which involved connections to existing water supplies and storage facilities. Extensive stakeholder liaison and engagement was required to enable the works to be undertaken in a phased manner to prevent disruption during exam and exhibition periods.
Biological Services Units, £20m Fulkers are acting as lead designer and principal designer for the deliver of new Biological Services Units (BSU) across 18 locations to Home Office Compliance standards. Due to the complexity of the BSUs, the phased programme of works requires flexibility and a high level of stakeholder engagement. Workshops are held frequently for the UCL facilities teams and end users to ensure the BSU’s meet current regulatory construction standards.
Main Quad Refurbishment,
£15m
The Main Quad is a large green space surrounded by Grade I listed buildings and acts as the main entrance to the Bloomsbury Campus. The quad has been through several iterations of uses and at one point was being used as a car park in the 1970s; improvements are long overdue. Fulkers carried out the feasibility study for this project to refurbish the entire area to improve the setting and reflect its’ status as the main entrance to the campus, including improving the circulation routes, installing raised beds, renewing the hard landscaping finishes, installing additional cycle parking, and the refurbishment of the adjacent façades and roofs. The works are to be phased over several years, with the project due to be completed one year ahead of the Bicentenary.
Long Term Maintenance Programme, £750k
An internal and external redecoration and repair programme of the university’s buildings, including Grade I listed buildings. Our team also surveyed the roofs of multiple Grade II listed buildings. Our building surveyors also provided a costed PPM on the quad buildings which are Grade I, Grade II and unlisted but of architectural interest.
Goldsmid House, £725k
Constructed in 2008 in the Victoria area of London, the front elevation of Goldsmid House was clad with a bespoke copper rainscreen comprising several products, as opposed to a purpose-built system from one manufacturer. The design of the cladding involved a bespoke timber framed support system, with additional timber board linings. Fulkers supported the design of a new bespoke cladding system, which could be applied externally with new copper cladding to match exactly with the existing.

UNIVERSITY COLLEGE LONDON

London School of Economics and Political
The Fulkers team have worked on a number of projects as part of the London School of Economics and Political Science’s (LSE) frameworks, including the design, refurbishment and repair of a wide variety of buildings across their sites in central London.
The Old Building, £15m
The Old Building accommodates academic offices, student and teaching facilities, the Old Theatre, catering facilities, the library and student services. The main objective was to accommodate three new departments, the installation of new lifts to improve accessibility, refurbishment of areas including the restacking of the building to improve efficiency and to de-carbonise the building in line with LSE’s net carbon zero target.
Myddleton Halls of Residence Refurbishment, £8.5m
LSE have established a 10-year strategic plan to improve their accommodation. This project consists of refurbishing all the bedrooms, communal spaces and upgrading back of house areas. The university is also looking to reduce its carbon footprint by removing all gas fired boiler plants and replacing them with electric heat pumps to reduce energy usage, as well as upgrading the fabric of the building.
Butler’s Wharf Halls of Residence Refurbishment, £24m
The scope of works for the Butler’s Wharf Halls of Residence are very similar to those for the Myddleton Halls of Residence refurbishment. The student bedrooms are being refurbished and various options are being considered for MEP and fabric upgrades.
Public Realm Works, £500k
This project entailed the phased conversion of existing highways into pedestrianised zones across the university campus, working closely with Westminster City Council and their guidelines to ensure the project was completed on budget. The proposed works is to landscape approximately 0.14Ha to improve the quality of the public realm within Westminster.
Parish Hall Refurbishment, £1.5m
The Parish Hall building had been unused for a number of years, the aim of this project was to convert the space into three open plan, interactive teaching rooms. This required extensive mechanical and electrical upgrades and DDA works to ensure the building met current regulations, which included the installation of a 3-stop lift.
Cowdray House Refurbishment, £1.1m
Cowdray House was built in 1903 and is Grade II listed. The project was a light touch refurbishment of the main circulation area, offices, and the upgrade of all WCs. The works also included adaptations to the heating system, new LED lighting and decorations throughout. The works had to be undertaken in phases so the day-to-day use of the building could continue during the renovation works.
1 Kingsway Office Fit-Out, £900k
The refurbishment of 1 Kingsway required decanting of a number of departments and the opportunity was taken to rationalise the space allocation such that departments are consolidated rather than the previous arrangement of being housed across a number of buildings. The departments can now operate much more effectively.

Pegasus Road Integrated Equipment and Logistics Project, Croydon, £3.3m
Working seamlessly with the estates team, Fulkers helped deliver the adaptation and refurbishment of an existing high bay warehouse in Croydon to provide integrated facilities for the London Fire Brigade (LFB). This project involves the relocation of two separate facilities into one building –Equipment workshops and maintenance department combined with Distribution warehousing.
East Croydon Fire Station Real Fire Training Centre, Croydon, £15.5m
LFB’s third major training venue, the project involves the complete strip and refurbishment of an existing three storey building to form a new training centre building containing a suite of teaching and training spaces and associated areas including a 60 cover café. Central to the project is a new build, six-storey real fire training centre building which will be repeatedly filled with carbonaceous and cosmetic ‘clean’ smoke for training purposes. Using sophisticated extract systems the smoke is treated so that only clear, clean odourless fumes are expelled to the atmosphere. In addition, a new three-storey drill tower and various single storey support buildings are included in a redesigned site arrangement.
Replacement Access Gates, London
The works involved the replacement of gates at a number fire stations for LFB. The projects have been designed and managed through to completion.
Replacement Appliance Bay Doors, London.
A series of projects to replace a number of appliance bay doors at various fire stations for LFB. The projects have been designed and managed through to completion.
River Fire Station, Lambeth, £2m
The project involved the refurbishment of the River Fire Station moored in the River Thames within the London Borough of Lambeth. The project incorporated specialist marine consultants as part of the multi-disciplinary team.

Replacement of flat roofs and associated works to the main fire station and the delivery of an additional administration building to meet current building regulations standards.
Community Engagement Project, London, £800k
The project involved the upgrading of 13 fire stations across London to provide community engagement facilities, as well as to improve security and wayfinding across each site.

East Croydon Training Centre.
LONDON FIRE BRIGADE

Fulkers were appointed to provide full mutlidisciplinary design services to provide a new training centre at East Croydon Fire Station.
As part of a continuing response by the London Fire Brigade to the Grenfell tragedy, this unique facility looks to provide a fully inclusive live fire fighting and training centre. The live training facility will be set alight internally across a series of rooms to create a variety of training scenarios, with both flame, carbonaceous and cosmetic smoke created with internal temperatures in excess of 700°Cs. A number of training scenarios are to be carried out daily, subjecting the building structure to extremes of heat and cooling.
A new innovative and unique real fire training venue multi-storey building is designed to emulate a high rise flat and maisonette environment, in which fire fighters can train and develop skills and strategies within a live environment unique to fires at multiple levels.
In addition, our scope includes the complete refurbishment of a life expired adjoining building into a clean training venue that includes a transition unisex washing and shower facility, welfare and canteen, teaching rooms and simulation suites specifically designed for teaching related fire fighting practices.
Clapham Fire Station.
Under our multi-disciplinary framework with the London Fire Brigade, we were responsible for the replacement of all of the flat roofs to the main station roof and the residential block roof at Clapham Fire Station in Central London across a number of 1960s built buildings.
The original roofs were flat and covered with a mineral felt. A number of the roofs included raised patent single glazed roof lights with provided internal daylight. All finishes were life expired and required replacement to a modern standard to meet the clients own design guide and the building regulations. One of the roofs to the fire station was covered in plant and photovoltaic cells serving the fire station that as a 24/7 building, had to be maintained for the duration of the project.
We researched the market and agreed on a replacement liquid applied roof covering by Bauder. The roof replacement included upgrading the insulation to the latest building regulations, which included us in having to redesign all perimeter
details, including raising cavity trays in abutting cavity walls, to accommodate the increased height of the roof. All roof lights were replaced with a high quality insulated double-glazed alternatives.
To maintain business as usual for our client, we phased the work, which included some temporary disconnecting, relocating and repositioning, with some agreed shut downs of plant on the roof, so that the Fire Brigade could continue to use of the building whilst the works were undertaken. This involved us in careful and detailed consultation with all stakeholders so that we could agree an appropriate method of working.
In addition, design of the scaffold was challenging due to limited site constraints including bridging over large fire engine bay doors and all pedestrian doors to the main station that had to remain fully operational throughout the project.

LONDON FIRE BRIGADE
Preston Circus Fire Station.
Preston Circus Fire Station is an existing fire station which was built in 1938 and is considered a building of interest within Brighton city centre. The station, which is home to a wholetime firefighting crew, two pumping appliances and an aerial ladder platform is operated 24/7 and provides cover for the City of Brighton and support for Roedean Fire Station in the east of the city.
The building comprises a concrete structure, with Portland stone and brick façade, located between the Duke of York’s Picture House and the Railway Mission. The project looks to create a fit for purpose building for the station staff and will look to update their existing facilities with modern gym and recreation area, kitchen and dining room, offices, meeting rooms, and new external access to the second floor where a Cat-B fit out will be undertaken to accommodate third party partner offices with a flexible working environment. The project will also install self-contained rest areas, called ‘sleeping pods’, for shift areas not on call.
We provided client-side project and cost management support, using our expertise of the construction industry to drive value for money to
deliver a building which will be more efficient and intelligently designed. The project also requires a BREEAM ‘Very Good’ rating, and we have been instrumental in driving the design forward to meet these aims by facilitating BREEAM meetings with the sustainability consultants and BREEAM assessor. The scheme also looks to become compliant with East Sussex Fire and Rescue’s internal standard specification, which will be rolled out across East Sussex fire stations.
One of the main challenges with the project was understanding the stakeholders requirements and managing last minute changes to designs and programme in line with the Union’s expectations.
We provided East Sussex Fire and Rescue with management support during these meetings, presenting current plans, programmes, and costs back to the Union for their review and approval. We also chaired regular project team meetings with the client and design team to make sure that key dates within the programme were met, as well as sitting with the client as part of their team to understand and manage the challenges as they arise.

East Sussex Fire & Rescue Projects.
The One Public Estate is a programme that supports locally-led partnerships of public sector bodies, including Sussex Police, East Sussex Fire and Rescue and Surrey Police.
As part of our appointment to the One Public Estate framework, We have provided and continue to provide multi-disciplinary services on over 60 projects.
The works include assisting the client with the planning, designing and delivery of capital and operational expenditure, including maintenance and operations projects, new build and refurbishment projects whilst adhering to strict health and safety measures.
East Sussex Fire and Rescue
Our Director, Nicky Boruch, is seconded in to East Sussex Fire and Rescue as Interim Head of Estates managing their capital projects over the next seven years. This is a rolling refurbishment of all of their fire stations with a capital programme in excess of £10m, plus support on all maintenance and revenue streams.

Sussex Police
We are working with Sussex Police on a variety of capital projects ranging in value from £50k - £2m, to support their increase in police numbers and to create greater efficiencies in the use and operation or their existing estate. As a part of this work, we developed a new PMO and KPI tracker to support the governance of project delivery.
Surrey Police
Known as ‘Building the Future’, Surrey Police’s new headquarters will transform the way that the force work. The vision of the project is to create a modern, efficient and flexible working environment that will reduce costs, enhance conditions for staff and enable more agile and collaborative ways of working, supported by modern technology and a culture of trust. The project will accommodate over 1,800 staff members from 13 different internal departments and functions. Fulkers are appointed as the internal project manager seconded into Surrey Police to manage the project.

Army Air Cops, Middle Wallop Hangar Refurbishment
The project required us to bring a Hangar that had been stood abandoned for over 10 years to a condition where the Boeing team could safely maintain aircraft.
The scope of works included Asbestos removal and encapsulation plus refurbishment of all office spaces to the Boeing standard.
The project was on a very tight, 3 month, timeline in order to obtain a certificate to maintain aircraft and to move the entire maintenance equipment and personnel from another location to their new home.

As part of our partnering approach we have undertaken an extensive review of their Project delivery model, creating a more agile approach that is industry aligned yet still bespoke to Leonardo’s culture and structure. This promotes best practice and implements a governance process for projects to be delivered against.
For Leonardo, we support and manage the estate strategy and new ways of working that incorporate more flexible multifunctional environments to meet their vision on new energy and sustainability targets, as well as providing business continuity and developing whole life cycle costing for business cases.
We are also delivering a diverse range of projects ranging from M&E upgrades, security, fire, new custom working for collaborative environments, data centre upgrades, feasibility planning and schedule, labs and clean rooms and supporting the management of the incumbent FM providers on maintenance projects.
Our Project and Cost Managers work very closely together and with the estates team providing input on the strategic planning with the common goal to enhance the environments, find opportunities to reduce real estate footprints and to drive sustainability and modern methods of construction.
As part of the above we are leading the masterplan estate team looking at the opportunities to enhance the Yeovil campus by redeveloping the campus by re-purposing existing buildings, provide new builds that are more efficient from space and energy and to enhance the current infrastructure. The plan is to implement this over the next several years and looking at funding opportunities to achieve this.
